29.06.2023    AIBSNLEA CHQ Wishes a blessed Eid ul Adha ! May Allah accept your sacrifices and grant your prayers.

27.06.2023    GS, President, and Dy GS met PGM (Pers) Shri S.N. Gupta ji on 26-06-2023 and had an elaborate discussion on the pending Promotion, Transfer & Posting matters.

AIBSNLEA CHQ appreciated PGM (Pers) & the Pers team in releasing the long awaited JTO (T) to SDE (T) promotions . We shared our large concern that only 228 JTOs Telecom are promoted as SDE instead all the eligible JTOs. AIBSNLEA requested PGM (Pers) to take all out efforts to clear the court case and cause to issue promotion orders for the remaining JTOs.

PGM (Pers) responded positively and informed that all the pending promotions, those are not under judicial consideration, in all streams are under process as per the CPC calendar for 2023

OTP request transfer for Jan 2023:

AIBSNLEA requested to release all the OTP transfer orders for all the qualified OTP transfer request for Jan 2023 window without further delay. PGM (Pers) assured that the request transfers will be considered for the circles wherein shortage is there and the same is expected shortly.

Retention/Cancellation/Circle-Change request: Case of Inter-circle long stay transfer orders of AGMT/SDET and equivalent levels.

AIBSNLEA appreciated PGM (Pers) in releasing at least one order for retention/Cancellation/Circle-Change request and requested to release the same orders for all the genuine Retention/Cancellation/Circle-Change requests of executives transferred under Inter-circle long stay transfer orders without delay. The MVP may be announced by the mid of July-2023 and the MVP may be carried out before the mid of September-2023 . Hence , it is essential to issue the orders without much delay . PGM (Pers) shared our concern and commented  that a large number of retention etc requests are delaying the process. However, it is assured that eligible Retention/Cancellation/Circle-Change requests will be considered and the orders will be released without delay .

26.06.2023    Inter Circle/Hard Tenure Transfer for 24 SDEs (T) is issued by BSNL CO  <<SDET Transfer Order>>

26.06.2023     GS writes to the Chief General Manager Telecom, NE-1 Circle that in exercising the Powers conferred upon by the clauses of the AIBSNLEA Constitution in clause 8(VI) Powers & Duties of Office Bearers (c) General Secretary (v) (vii) (a), the General Secretary AIBSNLEA has formed the new Ad-hoc Committee of AIBSNLEA, NE-I Circle Organization and  request the CGMT to  kindly extend Trade Union Facilities to the Office Bearers of the newly formed Ad-hoc Body of AIBSNLEA NE-I Circle.  << Letter to CGMT>>

OS ( East) Com. Avijit Khamrui and CS Assam Com. Subhrendu Bhattachargee have been touring to NE1 Circle as per the direction of AIBSNLEA CHQ to renew the AIBSNLEA Circle Body in NE-I . Both leaders had meetings with the supporters and well-wishers of AIBSNLEA in many areas of NE-I States and recommended a panel of office bearers for the formation of Ad hoc  body in NE-I Circle . Shortly CHQ will issue a letter informing formation of ad hoc body in NE-I to the concerned CGMT.

AIBSNLEA CHQ extends best greetings to our dynamic leaders : OS ( East) Com. Avijit Khamrui and CS Assam Com. Subhrendu Bhattachargee for the successful completion of their tour in NE-I.

23.06.2023     CS Rajastha Com. Abhishek Jain reports that the Circle body of AIBSNLEA,Rajasthan welcomed the  Director (CM) , BSNL Board Shri Sandeep Govil Ji along with CGM,Rajasthan Shri Sanjay Kumar Ji,PGMTD,Jaipur Shri Umesh Khichi Ji and Sr. GM(HR & Admin) Shri Akhilesh Agarwal Ji during North zone meeting of CM Vertical. CS, Com. Abhishek Jain  and CWC Member Com. Satya Deo Arya discussed about the launching of 4G services in Rajasthan Circle. Director(CM) shared that 4G services will be aired in Rajasthan circle without delay .

This piece of write-up is to address a recent claim made on the SNEA CHQ website regarding a supposed special meeting between AIBSNLEA and SNEA for stronger unity of Executives in BSNL. We would like to categorically state that no such special meeting has been conducted or scheduled between AIBSNLEA and SNEA. The claim made by SNEA seems to be an attempt to create unnecessary confusion among members of AIBSNLEA. We urge everyone to exercise caution and not be influenced by baseless rumours.

It is a fact that AIBSNLEA leaders visited GS SNEA to seek the support of SNEA in favour of AIBSNLEA in the 3rd MVP since AIBSNLEA individually participating in the MVP.

AIBSNLEA is committed to fostering a harmonious and constructive environment among all Associations in BSNL including AIGETOA, SNEA, SEWA etc . AIBSNLEA has always been supporting the unification of all Associations in BSNL for the larger interest of BSNL executives because any of the major issues of executives like Standard Pay Scales(E2/E3) , E1+5 increments , Pay Parity 22820, 3rd PRC, 30 SAB , Mass Promotions as AIBSNLEA carried out in 2018 for @14000 executives etc has not been achieved in the last three years . Our focus is on addressing the challenges faced by the executives and working towards the betterment of BSNL as a whole. We believe in open communication, transparency, and collaboration to achieve the objectives of executive community in BSNL.

I hope this letter finds you in good health and high spirits. As you are rightly pointed out in your letter under reference , AIBSNLEA is a prominent association representing executives from all the streams in Bharat Sanchar Nigam Limited (BSNL). This association has been actively working towards the betterment of the executive community and fostering a conducive environment for their wellbeing.

As you are aware of the fact that BSNL has been undergoing significant transformations in recent years, and our executive community has faced numerous challenges during this period of transition. In these challenging times, it has become imperative for the executives’ associations to unite and work together for the betterment of BSNL and the executives it represents.

The 3rd Membership Verification Process (MVP) expected in September 2023 presents a unique opportunity for all the Executive Associations in BSNL to come together and create a unified front. We believe that a collaborative approach, driven by the collective expertise and experience of various associations, will result in enhanced representation and more substantial benefits for the executives in our organization.

We would like to express our appreciation and sincere gratitude for the noteworthy and genuine depiction made by your worthy intellect about the functioning of AIBSNLEA CHQ in BSNL Corporate Office along with the unparallel synergy among the leaders of AIBSNLEA at CHQ level in extracting multiple benefits for the executive community from the BSNL management. Yes, AIBSNLEA has been consistently demonstrating its commitment to the welfare of executives and has achieved commendable milestones in securing their rights and privileges.

As proof , the AIBSNLEA Vision and Positive approach benefited thousands of Executives by Promotion through CPCs, which is a Major breakthrough and Achievement of AIBSNLEA: Due to consistent , dedicated and untiring efforts of AIBSNLEA, CPCs were conducted in all disciplines to fill up all the vacancies in almost all Cadres resulted about 14,000 Executives had been promoted in June-July, 2018 and Nov, 2018. Out of these massive promotions , thousands and thousands of posts were created for promotion by upgrading the posts due to the visionary leadership of the AIBSNLEA. This has given a great relief and morale booster to all the Executives who were waiting for their eligible promotions for years together. It is a mile stone in the History of DoT and BSNL. As you are well aware of by strong footing with the Forum of Executives’ Associations in BSNL , AIBSNLEA expecting the repetition of 2018 once again in 2023 through the immediate withholding of further action on draft MS RR 2023 for the execution of regular promotions for all the eligible thousands and thousands of Executives from JTO to SDE , SDE to AGM , AGM to DGM and equivalent cadres in all the streams of BSNL in cascading way as per existing MSRR-2009 including all those who will complete their residency period as on 01.01.2023. AIBSNLEA strongly feels standard Pay Scales E2/E3, 30% SAB etc are the birth rights of BSNL DRs from their birth to BSNL and AIBSNLEA has been working for the same.

After the assessment of the post 2nd MVP scenario in BSNL, AIBSNLEA Chennai AIC 2022 decided AIBSNLEA will participate in the 3rd MVP individually. Subsequently, AIBSNLEA CWC New Delhi 2023 also supported that the need of the time is for the participation of AIBSNLEA in the 3rd MVP individually. Understandably, this is what every BSNL executive wishes for extracting something from BSNL management effectively for the benefits of BSNL Executives’ community including the long pending 3rd PRC of BSNL employees.
Hence, considering the significant contributions made by AIBSNLEA, we would be honoured to seek your association's (The Sanchar Nigam Executives' Association, SNEA) support in the upcoming 3rd Membership Verification Process. 13.06.2023    CS Com Jignesh Solanki  and CP Com Navsil Pande of AIBSNLEA Gujarat Circle met CMD BSNL Shri PK Purwarji and greeted CMD Sir during his visit in Ahammedabad on 12-06-2023.

13.06.2023    CS Com Subhrendu Bhattachargee and CP Com Adarsh Maheswari of AIBSNLEA Assam Circle met Honourable Cabinet Minister of Railways, Communication and IT Shri Ashwini Vaishnawji on 28-05-2023 and greeted Honourable Cabinet Minister  during his visit to Assam Circle.

12.06.2023    The Circle Executive Committee Meeting of AIBSNLEA Telangana State Circle has successfully been conducted on 9th June 2023, Friday at Vasavi Hall, Lakdikapool in Hyderabad. Com. V Shaji, GS & Com. S. Narender, AGS(Finance) have attended the extremely successful Circle conference from CHQ . Circle President Com D. Anjaiah presided over the CEC. Circle Secretary Com Venkatesham presented his circle performance report with the plans to strengthen AIBSNLEA TS Circle. Circle President AP Circle Com Veeranjeneyalu also attended the day long CEC. The meeting concluded with National Anthem.

07.06.2023    GS Com Shaji, President Com Rajpal Sharma and Dy GS Com. J.K Patel met PGM (Pers) Shri S.N. Gupta ji and greeted him upon his elevation to the post of PGM. PGM (Pers) reciprocate with profound thanks. AIBSNLEA leaders had an elaborate discussion on all the pending issues of Promotions, transfer/Posting etc. AIBSNLEA appreciated PGM (Pers) for the timely release of the DPC Calendar for 2023.

JTO(T) to SDE(T) Promotion in LICE & SQ :
As per the letter No: BSNLCO-11/13(11)/2/2023-RECTT-CO dated:15/05/2023, the notification for the SDE LICE for the vacancy year 2022 has been issued for the total vacancy of 203 only. The last LDCE was notified in 2014 by the BSNL CO letter No. 24-1/2014-Rectt. Dated 13/11/2014 for the vacancy year 2010-11, 2011-12, 2012-13, 2013-14 and total vacancy 3296 (2025+273+323+675). Thus, the recent notification in 2023 was released after a span of around 9 years for lone 203 vacancies brewed up apprehensions in the minds of SDE aspirants that more vacancies would be there, even after restructuring norms. AIBSNLEA requested to explore the possibilities of enhancing anymore vacancies. PGM(Pers) replied that the vacancy calculations are done after strict and vigilant measures and hence possibility of losing any single vacancy would not be there. Further PGM(Pers) instructed DGM(Pers) to have a thorough discussion with AIBSNLEA on it.

AIBSNLEA submitted that the JTO AIEL-3 compared to AIEL-4 and other JTO AIELs, is prepared for the Recruitment Year 2012 as per the marks obtained from the training centres and not according to the Vacancy Year. In AIEL-3 candidates of the vacancy year 2009, 2010 etc are there so it is natural that vacancy year 2009 candidates should be given priority in merit with respect to vacancy year subsequent VYs. Though its sub judice in this point of time, we requested to have a homogeneous treatment to all JTO AIELs so that chance of anymore litigations which delay the JTO to SDE promotion process under SQ would not come up in future.

Also, as per the corporate office order No BSNLCO-PRII/18(11)/28/2020-PERS-II dated 28/04/2023, VC & Screening Committee Report of first 500 JTOs were called from AIEL for SDE promotion under 67% SQ. But the final AIEL-3 published in the intranet portal having the names of a large number of retired, VRS and deceased officers too. We requested PGM(Pers) to call more numbers of VC & SCR for more numbers of working JTOs to cover up the officers who were in service but now enlisted for CPC, if number of VC & SCR called for JTOs are falling within the 1.5+ times of the number of vacancies. PGM(Pers) assured to look into the matter. Understandably around 600 VCs & SCRs (1.5 times) for around 400 SQ vacancies are already called for from Corporate Office.

Pending SDE(T) to AGM (T) & all other Promotion.
We requested to complete the promotion process from SDE(T) to AGM (T) and all other pending promotions timely as per the scheduled CPC Calendar, PGM assured to complete the promotion process timely as per the CPC calendar for 2023.

OTP request transfer for Jan 2023:

AIBSNLEA requested to consider and release transfer orders for all the qualified OTP transfer request for Jan 2023 window without further delay. PGM (Pers) assured that the request transfers will be considered within two-weeks’ time.

Retention/Cancellation/Circle-Change request: Case of Inter-circle long stay transfer orders of AGMT/SDET and equivalent levels.

AIBSNLEA requested to consider the genuine Retention/Cancellation/Circle-Change requests of the executives in the Inter-circle long stay transfer orders without delay. As of now it is much needed as many executives have been joining to transferred circle/units and some executives in the circle/units are expecting their retention in the working units on genuine grounds. This creates some sort of confusions to management in issuing posting orders for the incoming officers and vice versa. PGM (Pers) shared that the process is already on but the large number of retention etc requests are delaying the process. However, it is assured that the eligible Retention/Cancellation/Circle-Change requests will be considered and the orders will completely be released within two weeks’ time. PGM communicated that some of the orders for SDE-T is already finalised for release as committed in the last week meeting with AIBSNLEA.

AIBSNLEA requested not to do ERP struck off of the transferred officers in a hurry as it has been done unfortunately upon some of the transfer orders issued recently. PGM (Pers) assured that firstly BSNL CO will writes to Circles/Unit heads to relieve the transferred officers.

GS Com Shaji, President Com Rajpal Sharma and Auditor CHQ Com Slathia met Shri P.C. Bhatt ji PGM (EF) and discussed about the pending issues in the Finance Vertical.

Request for exploring the possibility to approach Hon’ble Supreme Court of India to get vacation of ‘Status Quo’ in the court case pending for more than 4 years before Hon’ble CAT Chandigarh in OA No 60/1435/2018 in AO to CAO promotion, as this is a lone unresolved promotion which is pending since 30.11.2018:

We requested that It is our firm view that if BSNL will approach to higher court, certainly relief can be achieved for the go ahead for AO to CAO promotion. It is therefore once again fervently appeal to explore the possibilities to approach the Hon’ble Supreme Court of India to get relaxation in the above case so that the very lone pending promotion orders can be issued instantly since the Hon’ble Supreme Court has not stopped the promotions on the similar subject despite pending SLPs. The next date of hearing in this case is listed for 07.08.2023 in CAT Chandigarh, after a long gap of 4 months. AIBSNLEA will certainly applauds the proactive efforts to be taken in this regard by BSNL and hopeful that this moves to approach the Hon’ble Supreme Court for the vacation of “Status Quo” in AO to CAO promotion may succeed to unlock this deadlock. PGM(EF) shared that this delay in AO to CAO promotion is very unfortunate episode in the history of Finance Stream. PGM(EF) assured to discuss the matter with the CMD BSNL.

Updating the ERP matters of finance executives  :

AIBSNLEA leaders submitted that after the reminder from BSNL CO to all Circles and Unit heads to complete the Data Updating of finance executives in ERP pertaining to stay particulars, chronic disease/disability of self or dependent family member, many queries are hitting to AIBSNLEA CHQ on the necessity of the updating now in the backdrop that the inter-circle rotational transfer is frequently happening with Finance Stream for long. PGM (EF) replied that the process of updating ERP as per the general strict guidelines of matter initiated from BSNL CO and nothing pertaining to issuance of any additional long stay transfer orders. AIBSNLEA also requested to curtail the practice of transferring officers belongs to Finance vertical from South to North, East to West and vice versa. Instead, the inter-circle transfers may be made among the nearby circles, wherever very much needed. PGM (EF) totally shared the concern of AIBSNLEA and assured to do the same now onwards. We reciprocate sincere thanks to the PGM (EF) BSNL CO.

Request for appointment of 34 LICE 2012 JAOs (Presently working 13 only) on Regular basis in BSNL Kerala circle, consequent on final disposal of Civil appeal No 9872, 9873, 9874 & 9965 of 2014 (earlier SLP Nos.14956/2012, 15365/2012, 16345/2012 & 15743/2012) at Hon’bleb Supreme court:

AIBSNLEA leaders updated the matter to PGM (EF) and requested to issue the promotion orders for the officers without delay with effect from the date of their officiating. PGM (EF) assured to do the needful and asked AIBSNLEA to submit the details of the case.

Much delayed 3rd PRC:

Being the PGM (Establishment Finance) is In-charge of CBB (Corporate Banking & Budget) unit too, AIBSNLEA requested Shri PC Bhatt Sir to give all round support for the move of AIBSNLEA for achieving 3rd PRC for BSNL employees. We communicated the positive response of CMD BSNL shared to AIBSNLEA CHQ for our move for 3rd PRC. PGM (CBB) totally shared our wish and move for the 3rd PRC and commented that he is also strongly stand and supported for the early settlement of this much delayed and legitimate right of 3rd PRC to every BSNL employee. AIBSNLEA leaders whole heartedly appreciated the PGM (EF) for the supportive and speedy action on all the genuine appeals submitted on behalf of the officers in finance stream.

06.06.2023     BSNL CO issued further OM ( Office Memorandum) for clarifying that opening of ESS window for the membership "Addition /Change/Opt Out"  is for executives only and for non-executives conventional method will be followed.  << BSNL OM : Membership Switching>>

05.06.2023     BSNL CO issued OM ( Office Memorandum) for opening of ESS window for the membership "Addition /Change/Opt Out" of BSNL Employees . The window will be available for the same between 16-06-2023 to 15-07-2023.

25.05.2023    Government of India, Ministry of Finance , New Delhi released a press note on 25th May 2023 for the Increased limit for tax exemption on leave encashment for non-government salaried employees.

Earlier the limit for PSUs was up to a limit of Rs.3 lakh only and now the limit is enhanced to Rs. 25 lakh w.e.f. 01.04.2023..

This is a great relief to all BSNL Employees that we can have leave encashment for up to 25 Lakhs without paying any tax.

Your unwavering dedication and strategic vision have played a crucial role in reviving BSNL's operations and positioning the company for added revenue in the fiscal year 2022-2023. The challenges faced by BSNL in recent years were significant, but under your guidance, the company has witnessed a remarkable turnaround. I am writing this letter on behalf of the dedicated employees of BSNL, who have been eagerly awaiting for the implementation of the 3rd Pay Revision Committee (PRC). We believe that the increase in revenue is a clear indicator of the company's growth and success, and it is only fair that the hardworking employees are duly rewarded for their efforts.

The 3rd PRC is an important step towards ensuring that the wages of BSNL employees remain competitive and in line with industry standards. It will not only enhance the morale and motivation of the workforce but also attract and retain skilled professionals, enabling BSNL to continue its upward trajectory.

As you are aware, the implementation of the 3rd PRC has been a longstanding demand of the employees, and it is a matter of great concern that the decision has not been finalized yet. We understand that various factors need to be taken into consideration, including the financial health of the company. However, the recent increase in revenue is a positive sign and presents an opportune moment to address the long-pending issue of the PRC.

Sir, understandably, the BSNL revenue from operations increased by Rs 860 crore i.e., around 5.10% (unaudited) in this FY of 2022-23 compared to that in the previous FY. It is also understood informally that the gross revenue of BSNL in this FY 2022–23 has increased by around Rs 2000 crore compared to that of last FY 2021–22. On our rough calculations, the additional gross financial expenditure of BSNL for implementing the 3rd PRC with the full fitment benefit of 15% of BP+DA stands around 500 Crores , 10% of BP+DA stands around 350 Crores, etc. and the same is very much affordable to BSNL as of now.

We urge you, as the esteemed CMD of BSNL, to expedite the implementation of the 3rd PRC for the benefit of the entire workforce. It is our sincere belief that a well-compensated workforce is essential for the growth and success of any organization, and BSNL should be no exception. By fulfilling this rightful demand, you will not only recognize the hard work of the employees but also inspire them to continue delivering their best for the betterment of the company.

AIBSNLEA is extremely blissful and enthusiastic after the very positive response from your kindness on our request for the implementation of the 3rd PRC for BSNL Employees during the meeting your goodwill consented to this Association on 09-05-2023. 09.05.2023     Today, the AIBSNLEA CHQ Leaders met the Worthy CMD BSNL Shri. PK Purwar ji and felicitated him after the Successful Conduction of AIBSNLEA CWC New Delhi -2023.

All the pending issues, including the recommendation of the 3rd PRC to BSNL employees, have been discussed at length. AIBSNLEA shared the topic of AIBSNLEA CWC New Delhi 2023 " The Profit Efficiency of BSNL & 3rd PRC to its Employees " and requested to consider the recommendation for 3rd PRC to BSNL employees in the backdrop of the very good added revenue from operations.

08.05.2023     It is saddened to notice that the screening committee report and the Vigilance Clearance for the JTO(T) to SDE(T) promotion under 67% SQ has not been received from a large number of Circles except from only 5 Circles vic A&N , HP,BBNW,CHTD & ITPC.

All Circle Secretaries are requested to take  up the case with concerned circles so that  the reports should reach BSNL CO by 12-05-2023.

08.05.2023    The CMD BSNL writes to all Circle Heads on the Subject " IPMS Bonus Marks for Q4 ,FY 2022-23 " that following the advisory from Corporate Office, a good number of circles have gone the extra mile in Q4 and some 21/3O circles have come out overall positive in FY 2022-23.

Revenue from operations (RFO) has grown from 15,640 crores in FY 2O21-22 to Rs.16,163 crores in FY 2022-23 (3.35% growth. In Q4 alone, revenue grew by 5.49 % , If revenue from BBNL units and INMARSAT is included, RFO has grown from Rs.16,871 in FY 2O21-22 to 17,732 crores in FY 2022-23 (5.10% growth).

Retirement fund body EPFO on Tuesday extended the deadline to apply for higher pension till June 26. The Ministry of Labour & Employment in a notification that many representations have been received from various quarters seeking extension of time.

03.05.2023    BSNL CO issued strict directions to all Chief General Managers/All BSNL Telecom Circles / Units to recheck  the ERP data entry made regarding exemption on medical grounds from long stay inter Circle transfers.

Some concerns have been expressed by several stakeholders that some of the executives are trying to misuse the relaxations assured to genuinely critical medical cases/disabilities as per relevant policies and incorrect entries are being made for exemptions from rotational transfers on medical grounds in ERP.

All GMs(HR) are requested to review all such cases at their level. For this review, the medical claims of critical illness of self or dependents during the last 2 to 3 years may be got examined, and if required visit to the concerned place may also be done. The genuineness of the certificates issued by medical authorities may also be got verified if required.The review may be completed at the earliest and a report in the annexed proforma may be submitted by 31-05-2023.    <<ERP Wrong Medical Entry>>

01.05.2023    On the occasion of the Foundation Day of AIBSNLEA, , Circle Executive Committee meeting of the BSNL Corporate Office Circle has been carried out. The meeting discussed all the measures to be adopted to hold the proposed AIBSNLEA CWC in New Delhi on May 6 and 7, 2023.

CS BSNL CO Com. Dinesh Kumar  welcomed all the CEC members, including GS , President CHQ , Dy GS , Auditor CHQ , Advisor CHQ and all the beloved CEC members . CS , being the Chairman of CWC ,  narrated all the steps taken so far to the successful conduction of CWC . The house appreciated the arrangements made so far for the CWC . CS BSNL CO submitted the CEC that a new CS may be co-opted to the BSNL CO Circle as Com. Dinesh Kumar is holding the charge of Finance Secretary of AIBSNLEA CHQ . More than once , the Circle Conference of BSNL CO Circle was scheduled, but it could not be conducted due to the engagements of many Circle Office Bearers in various important official assignments in BSNL CO .

As per the constitution of AIBSNLEA , one office bearer cannot hold the charge of two positions at different levels , CEC unanimously nominated Circle President Com. Rajender Kumar, AGM (T), to the post of Circle Secretary . For the vacant post of CWC member Com . Hitender Singh SDE(T) is also unanimously nominated . The CEC decided to hold the Circle Conference of BSNL CO within two months.

GS , President , Dy GS and all other CHQ office bearers spoke on the CEC about the successful conduction of the upcoming CWC and the need for AIBSNLEA to secure at least 15% of the voting share in the 3rd MVP . The new CS Com. Rajender Kumar assured the house that AIBSNLEA can secure more than 15% of the voting share in the BSNL CO Circle in the upcoming MVP.
