30-11-2007:- GS AIBSNLEA & GS, SNEA(I) met Director (HRD), BSNL & requested him to release promotion order from TES Group 'B' to DE (Adhoc) at the earliest and also requested to post all DEs on promotion in the same Circle. Director (HRD) assured an early action for issuing the promotion order and considering the request for posting on promotion to DEs  in the same Circle. He also advised to co-operate Management in completing the pending ACRs, Vigilance Clearance and searching the names not traceable. 

All the Circle / Branch Secretaries and Office bearers are requested to ensure immediate completion of pending  ACRs, Vigilance Clearance and searching the names not traceable. 29-11-2007:-ITS group 'A' officers absorption court case could not be heard today in Hon'ble Delhi High court. Next date of hearing is fixed-up on 2nd Feb-08. It is understood that a MoU has been signed between ITSA and DoT administration in this regard. A cabinet memo is being sent  for approval to cabinet shortly. The cabinet approval is expected within  two months time. Thereafter, the process of Group 'A' officers absorption in BSNL may resume.

27-11-2007:- In pursuance of the agreement reached with the United Forum of BSNL Executives Associations on 22-11-07, BSNL CO has asked comments of United Forum of BSNL Executives' Associations to review the BSNL Executives transfer policy notified on 06-09-07 and to discuss thereafter, with the Associations. 27-11-2007:- The representatives of Joint Forum of BSNL Executives & Non-Executives met to discuss the issues affecting viability of BSNL & to discuss the further strategies i.e. (a) Earmarking of 3G spectrum for BSNL as an incumbent operator (b) Procurement of balance 22.5 m 2G+ 3G GSM equipment (c) Navratana status for BSNL (d) Disinvestment of BSNL (e) Absorption of ITS Group ‘A’Officers (f) Pension issue etc. After having detail discussions it was decided to  take up the issues vehemently at the various levels immediately i.e. CMD BSNL/ Secretary DoT/ MOC&IT/ PMO. AIBSNLEA was represented by GS & President.

26-11-2007:- The representatives of Joint Forum of Executives and Non-Executives of BSNL met Secy/DOT to discuss following issues..

 (a) Earmarking of 3G spectrum for BSNL as an incumbent operator: Secy/DOT informed that a slot has been exclusively earmarked for BSNL  as per the existing policy for launching of 3G services.

 (b) Procurement of balance 22.5 m 2G+ 3G GSM equipment: Secy/DOT informed that BSNL board should process for procurement of the remaining 22.5 m 2G+3G GSM equipment and for this already MOC&IT has given his clearance. We were advised to pursue the matter with CMD/BSNL.

 (c) Navaratna status for BSNL: We requested Secy/DOT to pursue this important issue with the nodal ministry i.e. DPE since BSNL is now fully qualified to get Navaratna status after sured that he shall vigorously pursue this important issue.

 (d) Disinvestment of BSNL: Joint forum expressed its serious concern over reports appearing in media/press over disinvestment of 20% equity of BSNL. Secy/DOT informed that there is no move at any level in DOT to reduce 100 % Govt. stake in BSNL.

 (e) Absorption of ITS Group ‘A’Officers: Secy/DOT informed that this issue is in final stages and a conclusive meeting is being held today with ITSA in the afternoon.    

 (f) Option to continue in CDA scale till the date of promotion/retirement: Secy/DOT informed that this issue is being pursued with DPE.

 After the meeting with Secy/DOT, Joint forum decided to meet on 27th Nov., 07 to chalk out its strategy on the vital issues of procurement of remaining 22.5 m 2G+3G GSM equipment and the reported move of BSNL Management to go in for IPO to disinvest its 20% equity. These vital issues have to be sorted out with the BSNL Management as quickly as possible.
26-11-2007:- AIBSNLEA succeeded in getting cleared the  AAOs Pay scale case from DoT regarding admissibility of upgraded pay scale to organized Accounts cadre granted vide MoF OM No. 6/82/E.III(B)/91 dated 28-02-2003. Efforts are being made to get it implemented favorably in BSNL at the earliest. Click Here for order
26-11-2007:- The Circle Secretaries & CHQ Office Bearers Meeting notified on 30th Nov'2007 is postponed and will be held on 7th & 8th Jan'2008 at the same venue (Om International Hotel, Beside Maruti Gardens, Lakdi Ka  Pul, Hyderabad-4 (AP)). 23-11-2007:- The proposed Circle Secretaries meet at Hyderbad on 30th November,2007 is postponed. The new date will be announced in a couple of days.
22-11-2007:- In view of the positive gesture  shown by BSNL management in terms of constituting  a committee to  address our charter of demands, including the decision to defer action on recruitment of MTs, United Forum has decided to call off the programme of MASS CL/EL on 23rd Nov,2007.Future course of action and strategy will be decided and finalized in the joint meeting of Circle Secretaries at Hyderabad on 30th Nov,2007. 21-11-2007:- United Forum representatives had a meeting with Director (HRD) and other senior officers of BSNL. The Discussion remained inconclusive. We appeal to our struggling comrades to make full participation for total success of organisational programme to be observed on 23rd Nov,2007.

20-11-2007:-  United Forum representatives met Director (HRD) BSNL  and apprised him with the charter of demands. It was clearly told to Director (HRD)    that unless MT RRs notified on 14th Sept.2007 are withdrawn  no discussion can take place. Director (HRD)  was non committal on this important issue. After detailed discussions Director (HRD) decided further discussions  on 21-11-2007 at 16.30 Hrs. All the Circle/Branch Secretaries and office bearers are requested to ensure 100 % participation of our members in the MASS CL/EL programme on 23rd Nov,2007.

01-11-2007:- Today's Meeting outcome with Director (HRD), BSNL:- UF representatives met Director (HRD), BSNL & lodged strong protest over the decision of BSNL Management in calling only two affiliates of UF for discussions. The representatives informed Director (HRD), BSNL that they have decided to attend today's meeting in deference to the kind invitation extended by Director (HRD). When the Management initiated a discussion on the modalities of MT RR's, all the representatives staged a walk- out stating that unless the instructions of 13th Sept'2007 regarding MT RR's are withdrawn & formal invitation to all the associated associations of UF; UF is not prepared to discuss any thing.

01-11-2007:- Today's Meeting outcome with Director (HRD), BSNL:- UF representatives met Director (HRD), BSNL & lodged strong protest over the decision of BSNL Management in calling only two affiliates of UF for discussions. The representatives informed Director (HRD), BSNL that they have decided to attend today's meeting in deference to the kind invitation extended by Director (HRD). When the Management initiated a discussion on the modalities of MT RR's, all the representatives staged a walk- out stating that unless the instructions of 13th Sept'2007 regarding MT RR's are withdrawn & formal invitation to all the associated associations of UF; UF is not prepared to discuss any thing.
