The first CEC of Rajasthan Circle with an open session has been enthusiastically held in the Hotel  Relax Inn, Near Sub City Center, Hadi Rani Circle, Sector8, Udaipur.  The open session of the CEC meeting was attended by Com. Shaji V GS, Com. Satya Deo Arya Ji ChQ Advisor(General) from AIBSNLEA CHQ side. Sh. H.P. Meena Ji,GMTD, Udaipur was the chief guest.

Com.  Abhishek Jain Ji CS,AIBSNLEA Rajasthan  welcome the GMTD, Udaipur Sh. H.P. Meena ji  by giving him a bouquet and the Chief guest inaugurated the function by lighting the lamp.

All the distinguished guests were welcomed by the Uprna and by presenting Rajasthani Turbans.

Com. Kavita Dhaker, District Secretary of Udaipur branch delivered the welcome address and welcome delegates in Lake City  Udaipur.

Com. Abhishek Jain, CS, Rajasthan in his inaugural address welcomed all dignitaries in the first CEC of Rajasthan Circle. He thanked the Government of India to give two revival packages to BSNL and assured from association side that each and every member of our association will work hard to regain the pristine glory of BSNL. He praised the GMTD, Udaipur to sort out the grievances of executives es in an amicable manner.

Shri H.P. Meena Ji ,GMTD, Udaipur informed the at in the present situation all unions, associations, and employees’ prime agenda should be the survival of BSNL. The Government of India has shown faith in us. Now it is our duty to execute the projects in a timely manner and fulfill our commitments. When BSNL will prosper then individual prosperity will be done. He assured to resolve the problem of the employees , if any were pending. 

Com. Shaji V,GS, AIBSNLEA in his keynote address congratulated the Rajasthan circle to organize such a wonderful CEC. He elaborately explained the development of 4G project,  progress of Government project implementation. He briefed all the pending HR issues including Pending 3^rd PRC , 30% Superannuation benefit to BSNL Recruited employees as per DPE guidelines, E2-E3 Standard pay scales to JTO/SDE Equivalent executives, Rs. 22820/- to be extended to all the LICE/DR JTOs of 2007 & 2008 Batches & DR JTO/JAO 2010 Batches, E1+5 increments to JTO (SRD) and all LICE /DR Post 2010 JAO/JTO Batches and PA cadre, reversion of 2007 LDCE SDE-JTO(2001 DR Batch), Scrapping of SDE Equivalent RRs for 7 Years as promotion period between JTO equivalent to SDE equivalent instead of 12 years and further 7 years for AGM equ Promotions, Release of pending regular promotions AO-CAO/AGM to DGM equivalent grades, etc  and the hurdles for issuing the promotion order of accounts/civil wings. GS assured us to resolve the hurdles to the maximum possible extent. He thanks the GMTD, Udaipur to spare valuable time for our open session to motivate the working force.

The election of new office bearers for Udaipur branch was also held. Shri Jayesh Sukhla, AO(TR) , Smt Kavita Dhaker, SDE(EB);  and Shri .Sourabh Sharma, AO were elected as District President, District Secretary, and District Financial Secretary respectively. CEC thanked and extended best wishes to the newly elected branch body.

28.11.2022    Com Kuldeep Arya , CS , AIBSNLEA , MP Circle and Com. P N Gautam ACS  met the DIR ( HR) BSNL Board , Sh Arvind Vadnerkar ji , today and greeted Dir HR during his visit to MP Circle . Sh Arvind Vadnerkar ji responded very positively to our Circle team.

27.11.2022     The First CEC of Rajasthan Circle  with Open Session has been enthusiastically  carried out today at Hotel Relax Inn , in  Udaipur  . The Open Session was inaugurated by Sh. HP Meena ji , the GMTD Udaipur .  Key Note Address has been delivered by the GS AIBSNLEA . CS Com. Abhishek Jain lead an interactive session of the participants with the GMTD . The meeting was presided over by Com.SD Arya , Advisor CHQ . The Open session was welcomed by Com. Kavitha DS Udaipur and DP Udaipur Com . jayesh Shukla proposed Vote of Thanks . Message from CHQ President is also conveyed in the meeting.

27.11.2022    CEC of Karnataka Circle conducted successfully today and decided to hold Circle Conference in February 2023 .

Today GS and President met GM (Pers) Sh S.N Gupta ji and extended sincere regards and gratitude for the smooth release of the long-awaited SDE(T) to AGM(T) promotion orders on 16-11-2022 itself by taking extra pain for the preparations till late at night on the day. GM (Pers) shared the contentment of BSNL Management on the release of pending eligible promotions to various streams viz Electrical, Architecture, Telecom Factory, CSS, Telecom Operations, etc, and told that BSNL Management is sincerely working on further for the early release of pending promotions in all other streams too. Jt.GM (Pers) Sh.O N Tiwari ji was also present at the meeting.

On our understanding, CPC for 2080 Vacancies falling as of 31-12-2021 in Telecom Engineering wing, was conducted for SDE (T) to AGM(T) (GE-1724, SC – 198 & ST -158). Promotion Orders issued for 1891; keeping reserved for LDCE Reversion cases @ 100; Sealed covers: @30; Un-assed matters: @20; Retired SDEs against the VY: @ 40. Hence, as of now, only 40 AGM (T) vacancies are available.

AIBSNLEA submitted the real heart-burning situations going on with Executives in Finance Stream waiting for their eligible CAO promotion right from 2018 onwards. We requested to file a fresh MA urgently for the early vacation of the status quo called by the Hon’ble CAT Chandigarh. GM (Pers) assured us to file the MA for the early vacate of the stay. The unfortunate matter of vacating the status quo is that the Status quo was called by the Double Bench (DB) of CAT Chandigarh and the case has not been taken up on the reason of the unavailability of DB as Member (Admin) at the CAT Chandigarh is vacant for long. AIBSNLEA CHQ is in constant discussion with the Petitioners too of the court case and by honouring their feelings, AIBSNLEA requested the officers/petitioners to cooperate for the vacation of status quo for the larger interest of all the executives in the Accounts fraternity/stream who are all waiting for long to their much awaited CAO promotions.  The Petitioners agreed and supported the request of AIBSNLEA not to oppose the attempt of BSNL to vacate the Stay. Though DB is not available now at CAT Chandigarh, AIBSNLEA hopes for a better outcome as both sides agreed to vacate the stay.

For the promotions in Civil, CSSS (Central Secretariat Stenographers Service; PA/PA/PPS/Sr PPS), etc BSNL Management is working on it but till the vacation of the court case in the Civil stream CPC cannot be carried out. AIBSNLEA requested early action for vacating the court intervention. GM (Pers) informed the efforts are already on.

Draft MSRRs 2023 (Telecom Operations):

AIBSNLEA requested sufficient discussions with all concerned may be carried out before formulating and notifying the new MSRRs 2023 for all Streams in BSNL.  New MSRRs may not be notified in a hurry. AIBSNLEA suggested notifying MSRRs of all streams in one go for the broad and better interest of BSNL to avoid possible litigations. AIBSNLEA submitted that all Existing vacancies prior to the date of notification of new MSRR-2023 shall be filled up through existing MSRRs 2009 only. Even after the notification of New MSRRs, the old MSRR shall only be valid for carrying out CPCs to be completed prior to the new MSRRs. As per DOPT guidelines, the vacancy quota carried over from the previous VYs (SQ /DR) shall not be diverted to any other quota. SQ/New Vacancies falling after the notification of new MSRR only shall be used for SQ/LICE quotas. Any deviations from these conditions may attract fresh litigations. We further submitted that the burning issues concerned with SDE (T) RR 2022 are not settled yet, hence this is not the right and safe time, in the better service interest of BSNL, to take up the fresh bigger RR (MSRRs-2023) in a hurry for notification. GM (Pers) had a patient hearing and suggested to discuss the matter with DIR(HR). AIBSNLEA shared that we will furnish all our submissions on MSRR 2023 with the CMD BSNL and DIR(HR), BSNL Board.

Further, AIBSNLEA discussed and requested to release all the pending transfer requests of the Executives of different Cadres at the earliest. GM (Pers) mentioned that all the requests are being considered in a phased manner.

22.11.2022     Draft of 'BSNL Management Services-Telecom Operations Stream-Recruitment Rules' 2023 ( MSRRs-Telecom-2023 ) is available . All Circle Secretaries who have not submitted your valued feedback yet are requested to submit the same at the earliest , preferably by today itself.

After the draft is finalised , the MSRRs-Telecom-2023 ( or any MSRRs of other Streams) are  to be approved by MC ( Management Committee) , BSNL Board and DOT etc . Then only the MSRRs can be Notified . Till that time existing MSRRs 2009 only will be valid for conducting CPCs. Even after the Notification of New MSRRs , the old MSRR will only be valid for carrying out CPCs to be completed prior to the new MSRRs.

All the services (say various existing cadres) comprising of Telecom Operations, Finance, Civil, Electrical, Architecture, Telecom Factories and Other Streams shall be known as "BSNL Management Services". Hence , MSRRs for Other streams will be drafted /notified  subsequently.

17.11.2022    Congratulations to the AIBSNLEA Kerala's New Circle Team !

The 8^th Circle Conference of AIBSNLEA Kerala  held on 16 & 17.11.2022 in Hotel Prasanth  at Trivandrum .

Report on the 8^th Circle Conference :

The Pre CEC of AIBSNLEA, Kerala in connection with the 8th Circle conference started at 2.30 PM on 16.11.2022 in Hotel Prasanth at PMG Junction, Trivandrum with the hoisting of the Association Flag by Com. Rajan V , Circle President amidst slogan shouting by our enthusiastic Members. 

The session was presided over by, Circle President, and the welcome address was delivered by Com.Binu R DS TVM .  After a formal introduction, the CS Com. Shaji V presented his report which was an elaborate one featuring all the important events of the 7^th Circle Body. After the discussion and approval of the report CFS Com Biju Gopal Presented the audited accounts. Com.Sreejith T DS CO TVM proposed vote of thanks. 

The Circle Conference started at 9.30 AM on 17-11-2022 in the same Hotel. The Open Session started sharp at 12 pm. The welcome address was delivered by the Reception Committee Chairman Com. Ashiq KA. The presidential address was delivered by Com. Rajan V , CP  .  

CGMT Kerala and Tamilnadu Sh. Vinod V , ITS inaugurated the Open Session.

The Keynote address was delivered by CS and Present GS Com. Shaji V. The keynote address elaborated on all the issues of BSNL and emphasized that the future of BSNL will be very Safe, 4G will be inducted to BSNL without much delay, 3^rd PRC also will be available to BSNL employees after 4G on natural justice. Progress on all the pending HR issues was also mentioned. GS also mentioned that only AIBSNLEA could initiate a breakthrough in the Long Pending Executives' Promotion Orders in BSNL by causing to release of SDE(E) to EE(E) promotion Orders. GS congratulated all the promoted executives and assured that AIBSNLEA CHQ will take extra efforts to release all the pending promotions in all streams including AO to CAO, AGM to DGM  equivalent in all streams, SDE to AGM equivalent in all streams, JTO to SDE equivalent in all streams, etc.

After the keynote address, The session was addressed by Sh. PG Nirmal , ITS , PGMT , Trivandrum BA , Sh. Sathesh R ,  IES .GM ( Admin/HR) Kerala Circle and Smt. Rethi Rani , IFA Kerala Circle. The Open session concluded with vote of thanks by Com . Sreejith K AFS . 

After the Open session, the Circle conference resumed at 2.30 PM. The circle conferences transacted all the issues pertaining to BSNL and BSNL executives, The meeting concluded in the late evening and the new circle body is unanimously elected for the 8^th term of AIBSNLEA Kerala Circle. The new Circle Body took Oath of office from GS AIBSNLEA. Circle President: Com Binu R , DE , Circle Secretary: Com Rajan V , CAO, and CFS: Com Sreejith K, AO. The meeting concluded with National Anthem.
