.......GS Message on the eve of New Year-2015......

Dear Comrades,

Happy New Year 2015!

I wish you and members of your family a very happy and prosperous New Year-2015! May in the coming days / year, BSNL will flourish and brings lot of happiness and prosperity to the employees of BSNL!

New year 2015 starts and with it, new hopes and aspirations - a faint desire that sprouts in every human heart that speaks of happiness, prosperity and goodness to come. But the excitement of a new year brings about an anticipation of a better future. This is one real moment that will touch the fabrics of human emotions that entails not only hope, but a reason to keep smiling and living life as it is.

There is an urgent need to increase Quality of Service in all the BSNL products, quick provisioning/installation/supply of BSNL Services/Products and fault free service with very less restoration time  of faults, which will definitely increases BSNL's revenue as well as confidence in our esteemed customers, so we the Executives of BSNL should ensure the same with the available resources in all field where we are providing the services. This will also helps in increasing the market share of BSNL. BSNL is in an ideal position to take full advantage of this situation with existing technological & infrastructural capability. I know that our members can understand the market dynamics in the prevailing competitive environment in the country and will act in the best interest of company.  

As far as role of Union/Association is concerned, I understand that on increasing the revenue of BSNL, automatically the benefits will reach to the employees. To save BSNL, Forum of BSNL Unions and Associations has already started agitation programme for the revival of BSNL and I appeal all of my members to participate actively to protect the interest of BSNL.

Decisions of the Forum Meeting held on 30th December 2014

A meeting of the Forum of BSNL Unions/Associations was held on 30th December 2014 at BSNL MS Office, presided by Com. Islam Ahmad, President NFTE. The house paid homage to the memory of Com. Chhidu Singh, senior leader  and Vice-President of BSNLEU, NTR Circle, who passed away a few days back.

The Convener welcomed all and reported about the developments after the last meeting on 19-12-2014 and action taken on the decisions taken. The Memorandum to be submitted to the Prime Minister has been circulated to all the General Secretaries of Unions/Associations. As per earlier decision, the General Secretaries of all the unions/associations in BSNL have been addressed requesting to participate in the action programmes.  About 30 Members of Parliament has been addressed for supporting the cause of BSNL. More are being approached. The Central Trade Unions have been addressed as also the Independent Federations like Confederation of Central Government Employees, Unions in Railways, Postal  etc. for solidarity and support in our struggles. Wall Poster for the dharna is prepared with the demands focused. The General Secretaries in consultation will decide about the dates of the Circle Conventions to be held to focus the issues on the revival of BSNL.  The Convener stated that this meeting has been   called to plan for the 3 days dharna from 6th to 8th January 2015, Parliament March on 25th February and Indefinite Strike from 17th March which action programmes are already decided.

All the comrades present in the meeting actively participated in the discussion and the following decisions were taken:

1. The 3 days dharna from 6th to 8th January 2015 should be organised effectively. The dharna will be from 10.00 AM to 05.00 P.M.  Participants should take leave from office and will participate the full day in dharna. All out efforts should be made to ensure that each and every employee participates in the dharna on any of the three days. Wide publicity should be given for the programme.

The Circle Secretaries of NTR and Corporate Office will meet to plan for organising the dharna effectively at Corporate Office.  Likewise, Circle Secretaries in all the circles should plan the programme and conduct the same effectively.

2. Regarding the Parliament March on 25th February 2015, the General Secretaries will intimate the number of participants from their organisations. Their stay arrangements will be made by the concerned unions.

3. It is suggested that the unions/associations hold their Central Working / Executive Committee meetings to discuss and plan the action programmes, including Indefinite Strike, in an effective way.

4. While focusing on the anti-worker, anti-BSNL policies of the government, our demands for government assistance, effective management etc., we should have serious introspection and make all out pro-active efforts to improve the quality of service and ensure better service to the customers.

5. The Signature Campaign on the Memorandum to be submitted to the Prime Minister on the day of the Parliament March should start with out any delay to ensure that as per decision, more than one crore signatures are obtained.

6.  Necessary funds for the Parliament March and other activities will be shared by the All India Unions.

7.  Another meeting will be held to discuss about the future programmes after the dharna programme. 

30.12.2014:GS, FS, AGS (Fin) met ED (Fin) and discussed regarding

a)  CPC from JAO to AO: We requested ED(Fin) to expedite CPC from JAO to AO. ED(Fin) assured to look into the matter personally.

 b) CPC from AO to CAO: We requested to expedite CPC from AO to CAO (230 CAO posts) and  for posting of suitable Accounts Personnel to Vigilance Section.  ED(Fin)  assured to look into the matter and taking necessary steps to post  finance personnel to Vigilance Section early to expedite for VCRs.

c) CAO (Adhoc) to CAO (Regular) left out cases: ED(Fin) assured  to talk personally with the concerned branch for issuing of promotion order of Left out cases of CAO(Regular) .

30.12.2014:GS, FS, AGS (Fin) met GM(FP) and discussed regarding -

a) CPC from JAO to AO: We requested GM (FP) to expedite CPC from JAO to AO. GM (FP) mentioned that CPC work is in progress. The screening committee reports of TN circle and UP (West) circles are expected today. However, efforts are being made to issue promotion order at the earliest.

b) CPC from AO to CAO: We requested to expedite CPC from AO to CAO (230 CAO posts). GM (FP) mentioned that CPC work is in progress, the ACRs/VCRs are being collected of the eligible AOs. He assured an early action in this regard.

c) CAO (Adhoc) to CAO (Regular) left out cases: GM (FP) mentioned that, on receipt of VCRs  from CVO office, the order for left out cases of CAO(Regular) promotion will be issued.

23.12.2014 GS, AFS, met Director (PSU) DoT and requested for an reply to BSNL on the issue of 3% pay fixation in the old pay scale and 3% in the new pay scale on promotion. Director PSU assured for as  early reply to BSNL.

23.12.2014:GS, AFS, met DDG(SU/Estt.) DoT and discussed regarding

(a) 78.2% IDA pay fixation case of BSNL pensioners: DDG(Estt.) informed that the cabinet note on the advice of DoE has been prepared and sent to the  internal finance of DoT for clearance and approval of the Hon'ble MOC &IT, it will be sent to nodal ministries for comments and then to the cabinet for approval. He also spoke to the concern officer of internal finance for an early clearance . Director(Estt.) Sh. Pracheesh khanna was also present in the meeting.

23.12.2014 GS, FS met GM (FP) and discussed-

(a) CPC from JAO to AO: GM (FP) mentioned that CPC work from JAO to AO is in progress. All the circles have been contacted over telephone to send the screening report to BSNL CO immediately. He assured an early action in this regard.

On the issue of seniority list of JAOs, GM (FP) mentioned that the seniority list of JAOs has been re-casted in consultation with GM (Estt) to fix-up the inter se-seniority of Departmental JAOs and DR JAOs. However, the representations received from some JAOs on this issue are being examined.

(b) CPC from CAO (Adhoc) to CAO (Regular) and AO to CAO: We requested for early posting of a CAO in CVO Cell to expedite VCRs. GM (FP) mentioned that already one AO has been posted in CVO Cell but he is on leave and shortly, he will join the vigilance cell. However, he assured to discuss the matter with Dy. CVO (Vig) for sending VCRs of the left out CAO (Adhoc) and 230 AO to CAO promotion.

(c) Committee meeting on JAO option case: GM (FP) assured to fix-up the early date of committee meeting on this issue.

23.12.2014 GS, AGS (HQ) and AFS met Director (CM) and discussed regarding the 3G Intra Circle Roaming (ICR) issue. Director (CM) mentioned that we are raising the ICR issue between private operators at various forums and also wrote a DO letter to Secretary (T) to take it to the court and to ensure that losses to BSNL are compensated. Earlier, we have taken it very strongly with Competition Commission of India (CCI) however; CCI did not give any relief to BSNL.

 

Regarding reporting of Regulation Wing at BSNL Corporate Office to Director (CM) he mentioned that Regulation wing should be under the direct control of CM vertical and it was entrusted to CMD who is now convinced that the role of Regulation is more concerned with CM vertical and hence GM (Regulation) should be part of CM.

 

Director (CM) also mentioned that in any case sincere efforts are being made to safe guard the interest of BSNL at all the forums. Inspite of the 3G ICR deal amongst private operators, BSNL has given focus on its own 3G network expansion and consequently data through put has now tripled in the last one year. Revenue from this segment has reached to the tune of Rs. 1000 Crore per annum from Rs. 250 Crore per annum about one year back.

 

As Director (F), Rs. 6000 Crore Income Tax refunds was taken up with DoT by him at senior forum which resulted that Secretary (T) and Hon'ble MoC&IT has taken it  strongly with Ministry of Finance with the result that the refund is now likely to be received by March 2015.

 

Similarly, BWA spectrum refunds of Rs 6700 Crore was taken up with DoT and upon the approval of Cabinet the same was agreed to be refunded to BSNL. Now at present, the refund is getting adjusted from the levy of license fee @ Rs. 550 Crore per Quarter which shall be adjusted in next three years. We have taken the matter of payment of Rural Deficit Charges of Rs. 1250 Crore to BSNL for the financial year 2013-14. Waiving off pending interest amount of about Rs. 1000 Crore on the Notional loan of Rs. 7500 Crores is already agreed by DoT upon the approval from Cabinet. Notional Loan of Rs. 7500 Crore has already been paid by BSNL.

 

Regarding Tower Subsidiary, he mentioned that it is not happening right now however, we are earning revenue from tower network in BSNL framework of more than Rs. 200 Crore per annum. Kerala Circle and Rajasthan Circle have done very well in this regard. This business is having a potential of earning of more than 2000 Crore per annum and efforts are being made to achieve this target. Our main emphasis is to turn around BSNL and make sure that the employees should get their revised salary structure after 3rd PRC.

22.12.2014: GS, FS met Sr. GM (SR) and discussed regarding membership Verification of Executive Association in BSNL. Sr. GM (SR) mentioned that the Court Case in Hon'ble High Court Bangalore has been transferred to some other Court and it is posted for hearing in the month of March-2015. He opined that in case the stay order on verification is vacated, the referendum may take place in the last weak of May -2015.

22.12.2014:Decisions of the Meeting of the Forum of BSNL Unions / Associations held on 19th December 2014 :After detailed discussion on the agitational programme including the Indefinite Strike with effect from 17th March 2015 decided by the Forum on the issue of Revival of BSNL, the following decisions were taken in the meeting of the Forum of BSNL Unions/Associations held on 19th December 2014. Agitational Programmes for Revival of BSNL including Indefinite Strike from 17th March 2015:
1. The Convener, Forum, will address / contact all the applicant unions in BSNL to be part of the Save BSNL campaign and programme of action of the Forum.
2. The Memorandum to the Prime Minister should be translated in Hindi and circulated to the circles in Hindi area. The Circle Secretaries of non-Hindi areas should translate the same in the regional language and circulate. Start the campaign immediately and collect maximum signatures on the Memorandum by holding meetings, meeting the public in and explaining the situation in BSNL etc. so that One Crore Signature can be collected as per the target fixed.
3. Efforts should be made to meet the Communications Minister by the Forum on the issues connected with the Revival of BSNL.
4. Now that the date of the strike has been postponed to 17th March 2015, another notice should be issued to the CMD BSNL and Secretary DOT within the stipulated time as per rules.
5. Forum Circle/SSA units to be formed urgently, wherever it has not been formed so far. Circle Conventions should be organised with the full participation of all unions/associations. The Circle unit of the Forum will discuss and decide the dates of the Convention. Regular meetings of the Forum should be conducted.
6. Propaganda material for the SAVE BSNL Campaign should be prepared and circulated widely.
7. Meet the Member of Parliament of the constituency and present the issues on Revival of BSNL, requesting him to take up the issue with the government..
8. Approach unions of Central Government, State Governments, PSUs etc. for solidarity and support to the SAVE BSNL campaign.
9. Make all out efforts to make all programmes of action successful with maximum participation of workers.

21.12.2014:  Circle Executive Committee Meeting of AIBSNLEA UP (West) Circle on 19.12.2014 at Bareilly: The Circle Executive Committee Meeting of AIBSNLEA UP (West) Circle was organized on 19.12.2014 at the Bareilly Club, Bareilly  in a grand  manner. The CEC meeting was  attended by Com Prahlad Rai, General Secretary AIBSNLEA CHQ and Sh. Devesh Sharma, Organizing Secretary (North) from AIBSNLEA CHQ side. CGMT UP(West) Circle Shri Pradeep Kumar was the Chief guest in the open session. GMTD Bareilly Shri Mani Ram and GM (F) UP(West) Circle Shri P C Bhatt attended the OPEN SESSION as Guest of honour. DGM (A) Shri Atul Mishra, Addl CE (Civil) Bareilly Shri Alamgir, TDM Mainpuri Shri Saurabh Mishra has also attended the meeting as Special Guests. The theme of the open session was "The role of the Executives' Associations in the development of BSNL in Present Scenario".

District Secretary AIBSNLEA Bareilly Branch Shri Lokendra Gupta welcomed all the dignitaries. All the dignitaries on the dias were warmly welcomed by presenting bouquets and mementoes. He further appealed to all for make devotion for the organisation. He also apprised by the efforts made by AIBSNLEA Bareilly branch by organizing customer camps for making brand image of BSNL in the mind of customers.

Circle Secretary AIBSNLEA UP (West) Circle, Com. Jagmohan Meena in his keynote address mentioning the issues of the Executives' of UP (West) Circle. In his address and report he apprised the house about the burning problems like material scarcity in the UP (West) Circle and the role of AIBSNLEA Circle body in resolving the issues of the Executives' of UP (West) Circle. He thanked the CHQ for its tireless efforts for resolving the UP (West) Circle Executives' problems. He appealed the Circle administration to ensure the transparency in the transfers and postings.

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address congratulated all the members in UP (West) Circle  for providing such a huge response in this CEC meeting. He further mentioned that the UP (West) Circle is a very important Circle for BSNL as well as AIBSNLEA. He congratulated all for the elaborate arrangement of CEC meeting. He explained the efforts of CHQ in continuously resolving the issues of BSNL Executives. He appealed all to work with the team spirit for making the UP (West) circle as a profit making Circle in North Zone.

Shri Azhar Khan , Circle President UP(West) Circle in his address appreciated the efforts made by the CGMT UP(West) Circle in resolving the problems and in the growth of circle. He mentioned that with better coordination of the Association and Management the desired results can be obtained.

Shri Alamgir, SE(C) Bareilly in his address mentioned that the highest level of talent is available in the BSNL and there is a need to adopt the business methodology in BSNL. He also requested to give fare treatment to the civil/electrical/arch engineering wings in BSNL by the management.

Guest of honor in the Open Session Shri P.C.Bhatt GM (F) UP(West) Circle in his address assured the house to analyse all the important deliberations in the meeting. He informed that the income of the UP(West) Circle has increased by 100 Crores as compared by last year. He mentioned that in the Circle the growth of Landline is positive but the growth of mobile segment is slightly negative. He emphasized that the synchronization of the existing resources are necessary.He suggested that for becoming a profit making Circle the income of the Circle should be increased by 5%, Expenditure should be decreased upto 100 Crores and the unuseful items should be scrapped. He appreciated the suggestions from the Association side. At last he thanked the AIBSNLEA Circle Body for inviting him in the grand Open Session.

Guest of honor in the Open Session Shri Mani Ram GMTD Bareilly welcomed all the delegates in the historic city Bareilly. He suggested that we should try to expand our resources and assets. He mentioned that the Broadband AMC is an important thing for better Broadband services and it should be continued. He also highlighted the problems of the shortage of WIMAX CPEs, Optical Modems etc. At last he appealed all to work for better customer services.

GS AIBSNLEA, Com. Prahlad Rai , congratulated the comrades of AIBSNLEA UP (West) Circle for the successful holding of CEC meeting and thanked the comrades for their great affection . He mentioned the importance of UP(West) circle in the implementation of national calls at HQ from the Association. He informed that AIBSNLEA is playing a leading role in the settlement of the issues of BSNL Executives'. Com. GS explained the role of AIBSNLEA in the view of viability of BSNL, which is the most important issue on this crucial juncture.Com. GS explained the discriminatory attitude of the Government towards BSNL in the terms of Rural Expenditure, withdrawal of ADC Charges, Heavy BWA Spectrum  Fee and payment of licence fee and USO charges etc.He explained BSNL Executives' are not at all responsible for today's situation because they are not policy makers but  involve only in the policy implementation. Com GS discussed about the Sam. G. Pitroda Committee recommendations on 30% disinvestment of BSNL, VRS to 1 Lakh employees and unbundling of copper conducter and our opposition  and the views of the Trade Unions/Associations in the same. Com. GS demanded for issue of whitepaper on the same. Com GS. further explained  that how the AIBSNLEA is continuously pursuing these viability related issues with the BSNL Management and DoT. He cited the example of delay in GSM equipment purchase tender, which created the capacity crunch in BSNL. He mentioned the role of AIBSNLEA for the resolving the same. Com. GS appealed to work hard for the viability of BSNL on the same footsteps on Kerla and Orissa Circle. He appreciated the efforts of CGMT AP Circle for taking initiative to transferring the titles of 1050 sites from DoT to BSNL.

Com. GS further explained that the Management of BSNL should keep enough courage to protest against the wrong and non-viable policies of Government and this can be made a reality by the committed leaders only.  While discussing the theme of the open session i.e. "The role of the Executives' Associations in the development of BSNL in Present Scenario", Com GS remembered the interference of Trade Unions/Associations as a historic strike for our GSM tender issue and he apprised that the AIBSNLEA is always committed for the viability of BSNL. He explained that the scarcity of cables, Telephone instruments, MLLN and BB modems, drop wires is a big problem in field units and due to the continuous persuasion from AIBSNLEA , now the Telecom Factories of BSNL are paying its significant role to meet out this scarcity. Com. GS told that the Government PSU can only survive when the Government wants the same. Com. GS mentioned that due to the efforts of AIBSNLEA the leave encashment reserve fund has been created. Com GS mentioned that this is unfortunate that the full Board composition is not there in BSNL even in such a situation of financial crisis.

Com GS. further explained  the status of HR issues related to mainly DPCs from DE to DGM, recent DPC of SDE to DE(Regular ), JTO to SDE, JTO to SDE by LDCE,  JAO to AO, AO to CAO, CAO (Adhoc) to CAO (regular), DGM(Adhoc) to DGM (Regular)  & CAO to DGM(F), DPC in Civil/Electrical wing, Restructuring of AD(OL) case, DPCs of Telecom Factory and the issues of PA/PS, JTO (Officiating) regularization, PPS posts creation in field units etc.

Com.GS also explained the strong concern of AIBSNLEA towards the problem of Direct recruits JTOs/JAOs . He explained the issues of Direct recruits JTO/JAO like EPF issues and the centralisation of EPF accounts of Direct recruits, Standard pay scales E2-E3, Rule 8 transfers and DR JTO 2005 batch pay anomaly resolution, 5 additional increments to JTO 2007 batch and regarding 30% superannuation benefits to Direct Recruits etc.

At last GS AIBSNLEA appealed that this is the high time to make AIBSNLEA, the number one Executive Association in BSNL in ensuing Membership Verification process. GS explained that we can only resolve our issues, when we will unite and the past examples are witnessing it that AIBSNLEA is always in favor of unity of all the Executives. He appealed the comrades of UP (West) circle to come in front line and accept the responsibilities with full courage with enthusiasm. At last Com. GS thanked to all and appealed the entire Executives' for making every effort with a team spirit for making BSNL a vibrant organization.

The Chief guest of the Open Session CGMT UP(West) Circle Shri Pradeep Kumar in his address thanked AIBSNLEA UP (West) Circle to invite him in the grand Open session with mammoth gathering of Executives'. He explained that the Executives are also a part of the Management. He mentioned that new batteries are shortly being supplied in the Circle and the authorization for purchasing the five pair cable is awaited. He informed that he will try to remove each and every discrepancy in the HR matters of the Circle like timely DPCs and transfer policy. He suggested to make the staff grievance Cell at Circle and SSA level for internal sort out the problems. He suggested to develop long term relationships with our vendors for increase the customer satisfaction and profitability of BSNL. At last he congratulated AIBSNLEA for the grand success of the open session. The Open Session ended with the National Anthem.

Before the Open Session in the CEC meeting after opening remarks by president and self introduction all the District Secretaries and circle secretaries place there reports. Com GS and OS North addressed the meeting where in they discussed the organizational activities, mainly membership verification of executive association and the status of HR issues. An interactive session was organised in which Com. GS replied all the queries raised by the members.

12.12.2014: AIBSNLOA Chennai TD circle merged with AIBSNLEA Chennai TD: Congratulations! AIBSNLEA and AIBSNLOA Chennai TD Circle hold joint CEC meeting on 10.12.2014 at Chennai and decided to merge AIBSNLOA with AIBSNLEA. Immediately, an Adhoc circle body of AIBSNLEA Chennai TD Circle was formed. Com Udayasurian is nominated as Circle Secretary, Com Vaidyanathan as Circle President and Com Chandrashekharan as Financial Secretary. Rest of the Circle Office bearers will be decided shortly. The regular Circle Conference of AIBSNLEA Chennai TD Circle will be held in next three months time. Com. Shiva Kumar Circle Secretary, AIBSNLEA TN Circle and Com. N. 11.12.2014: GS met CMD BSNL and expressed serious concern against non-approval of the HR issues in the last BSNL Board meeting held on 09.12.2014 due to the strong opposition of the Govt. nominee Board of Directors even after the clearance of BSNL Management Committee. CMD appreciated our concern and mentioned that Govt. nominee Directors did not agree to discuss any of the HR issues till the time presentation on HR Plans is not given to the Board. However, he told that next BSNL Board meeting will held in the first or second week of January 2015 wherein the presentation on BSNL HR Plans will be given and all pending HR issues cleared by BSNL MC will be put up in agenda on  priority for Board's approval.

11.12.2014: Demonstration at BSNL CO to observe 'Demand Day' as per the call given by the Forum of BSNL Unions and Associations was conducted with large gathering. AIBSNLEA members actively participated in the demonstration through out the country in large number. The demonstration was successfully hold at all SSA/Circle/BSNL CO to protest against the wrong policies of the Govt. which are adversely affecting the viability of BSNL.

(a)  Consideration of requests for modification/cancellation of posting orders of DEs on promotion: We requested for consideration of some genuine DEs posting orders modification/ cancellation on medical grounds as already recommended by CGMs TN,STR, KTK and Chennai TD circles. GM(Pers) assured to look in to the  matter.

(b)  CPC from JTO(T) to SDE(T) : We requested  GM(Pers) to talk to CGMT Kerala circle to pursue with BSNLs advocate for early announcement of the judgment in Hon'ble CAT Ernakulum in JTO(T) to SDE(T) promotion court case. GM(Pers) assured to look in to the  matter.

(c)  CPC from DE to DGM : GM(Pers) mentioned that as soon as the judgment in Hon'ble Supreme Court on Rule-2006 TES Group 'B' officers seniority case  is delivered the CPC work will be completed. The VCRs of eligible DEs have been again called from CVO.

10th BSNL Sports & Cultural Board meeting was held today i.e. on 10th December 2014. GS, AIBSNLEA attended the meeting and raised the following points-

1. Immunity for the Executives from transfers selected through sports quota.

It was agreed to grant immunity to those executives who are giving good performance in the current years.

2. Recruitment of Kabaddi & Athletics players in Group 'C' cadre.

It was agreed to have recruitment against backlog vacancies especially for the athletics.

3. Allotment of sufficient funds to the Circles to meet out the expenditure.

It was agreed to raise the funds.

4. No. of events must be increased to 13 from the 7 events per year. 

It was agreed to re-examine the issue with the discussions with union/association representatives.

09.12.2014  GS, FS, AGS (HQ) met GM (FP) and discussed regarding -

(a) CPC from JAO to AO: We requested GM (FP) to expedite CPC from JAO to AO.GM (FP) mentioned that CPC work is in progress, the JAOs seniority  list has been sent to circles to send the screening report of the eligible JAOs to SEA cell, BSNL CO. He assured to complete CPC in this month itself and the efforts are being made to issue promotions in this month.

(b) CPC from AO to CAO: We requested to expedite CPC from AO to CAO (230 CAO posts). GM (FP) mentioned that CPC work is in progress, the ACRs/VCRs are being collected of the beligible AOs. He assured an early action in this regard.

(c) CAO (Adhoc) to CAO (Regular) left out cases: GM (FP) mentioned that, still some VCRs are awaited from CVO office. He assured to talk to Dy.CVO for early sending

09.12.2014  GS, CS UP(W) met GM(Estt.), BSNL Corporate Office, New Delhi & discussed

(a) Finalization of JTO RR 2014: The proposal of finalization  of JTO RR 2014 cleared by BSNL Management Committee was discussed in BSNL Board Meeting today but Govt. nominee Board of Directors i.e. Spl. Secy(T) & DDG(TPF) DoT did not agree to discuss any HR related issue till the time BSNL Management don't present the complete HR plan of BSNL to the BSNL Board. It is understood that  CMD, BSNL pleaded that let the  JTO RR-2014  be finalized & at the time of outsider JTO recruitment, if any proposal is planned, it will be presented before the Board but Govt. nominee Board of Directors didn't change their stand.

It is the most disappointing situation wherein for the last one year Govt. nominee Board of Directors are demanding presentation of complete HR plan but the same is not being complied by BSNL Management. It has created stalemate in the carrier prospect of Non-Executives and Executives of BSNL.

Shortly Organisation strategies are to be planned to over come  this situation. However, GM(Estt.) opined that in the present situation till JTO RR is finalized, BSNL should hold JTO LICE on the basis JTO RR 2001 to fill up vacant JTO posts.

(b) 3% Pay fixation in the old scale and further 3% pay fixation benefit in the promotion scale: GM(Estt.) assured to discuss te matter with Director(PSU), DoT for early reply.

09.12.2014 Status of case regarding "Seniors drawing less pay w.r.t. his Juniors" in Hon'ble Supreme Court.: The SLP (C) No. 7716/2013 [M. Sethumadhavan & Ors including AIBSNLEA] was listed for hearing today in the Court No.6 of Hon'ble Supreme Court but was adjourned for further listing after the vacations.

08.12.2014:Decisions of the Forum Meeting held on 5th December 2014:
The meeting of the Forum of BSNL Unions/Associations of Non-Executives and Executives held on 5th December 2014 has taken the following decisions after detailed discussion with regard to the proposed Indefinite Strike, Parliament March, Campaign etc. on the agitation for Revival of BSNL:
1. The meeting finalized the Memorandum to the Prime Minister and the Circular to be issued.
2. The earlier decision to organise March to Parliament is postponed from 19th December 2014 to 25th February 2015.
3. The Indefinite Strike will be organised from 17th March 2015, instead of from 3rd February 2015 as decided earlier.
4. State level conventions to be held in January and February 2015 in preparation for the Indefinite strike and also massive campaign.
5. At least one crore signature to be collected to the Memorandum to be submitted to the Prime Minister on the day of the March to Parliament. For this purpose quota will be given to the circles @ 50 times of the number of staff in the circle.
6. Memorandum and Posters to be prepared in English and Hindi.
7. The next meeting of the Forum will be held at 03.00 PM on 19th December 2014.

03.12.2014:GS, AFS met Sh. V. Umashankar, Jt. Secy (Telecom) DoT and discussed regarding:

(a)  Appointment of CMD BSNL and Director (HR) BSNL: JST mentioned that interviews for the post of Director (EB) and Director (Finance) have been fixed on 04.12.14 and 08.12.14 respectively by PSEB.

The CMD post select panel of PSEB has been sent to the PMO for approval and as soon as the approval is received the CMD posting orders will be issued. It is understood that Shri Anupam Shrivastava, Director (CM) BSNL Board has been selected for CMD post by PSEB selection.

Similarly, the matter for Director (HR) selection process has been sent to PMO. As soon as the approval is received, the PSEB will be asked to conduct the interview for the post of Director (HR) BSNL immediately.

(b) Govt. support to BSNL: Jt. Secy (T) expressed the serious concern against continuous surrender of BSNL landline and mobile connections every month where as private operator market share is increasing day by day. He also mentioned that MTNL services are not at all satisfactory. Hon'ble MOC & IT is also fed up with the complaints and has desired to concentrate about BSNL's performance after this parliamentary session. He advised to improve the revenue of BSNL immediately so that 3rd PRC report after two years may be implemented. We explained the material shortage problem in field units etc.

(c) 3% Pay fixation in the old scale and further 3% pay fixation benefit in the promotion scale: We requested for early clarification to BSNL, since the matter is pending with Director (PSU) for one and half year. Jt. Secy (T) assured to look in to the matter.

DDG (Estt) informed that a cabinet note on the basis of Deptt. of Expenditure clarification has been prepared and shortly it will be sent to DoT Internal Finance Wing for clearance and after the approval of Hon'ble MOC&IT it will be sent for inter-ministerial circulations for comments. After receiving the comments from nodal ministries the final Cabinet Note will be prepared and will be sent to the cabinet for approval. The process may be completed within two months time.

03.12.2014:GS, AFS met Director (Staff), DoT Shri N.R. Bishnoi and discussed regarding issuance of Presidential Order in respect of Shri Ramchandran B, SDE, HR No. 198215684 of Karnataka. Director (Staff) discussed the matter immediately with Director (Vigilance) about the NOC. After receipt of the NOC, in the next week the Presidential Orders in respect of Shri Ramchandran B, SDE will be issued.
03.12.2014:GS, FS met Sr. GM (SR) and DGM (SR) and discussed regarding membership verification of Executive Association. Sr. GM (SR) mentioned that so far no date of hearing in Hon'ble High Court of Karnataka has been decided. However, he mentioned as soon as the stay order is vacated the membership verification process will start.

..........State-owned telecom firms BSNL and MTNL have incurred losses of Rs 3,785 crore and Rs 1,567 crore till September in the current financial year and steps are being taken to revive them, government said today. 
The losses are on account of decline in revenue and increase in expenditure, Minister of Communications and IT Ravi Shankar Prasad said in a written reply to the Lok Sabha.    
At present, there is no proposal for disinvestment in MTNL and BSNL though the government is in the process of revival of the two firms through various short term, medium term and long term measures, he added. 

"The long-term measures, including merger of BSNL and MTNL, would attempt to position these PSUs to emerge as market leaders in the converged telecommunication market."

02.12.20145TH Circle Conference of AIBSNLEA, Andhra Pradesh at Auditorium, RTTC Hyderabad on 28th and 29th November 2014:

 

Delegate Session:

The 1st day of Delegate session was conducted at the AUDITORIUM of RTTC Hyderabad .After the flag hoisting by the President Com Rajsekhar all the delegates assembled at the auditorium. The Circle secretary Com J.Saibaba presented his report to the delegate session on behalf of the CEC of AIBSNLEA and was adopted. Similarly Finance secretary Com Narender presented his audited financial report and was adopted.

 

There was fruitful discussions about various DPCs such as JAO to AO, how some miscreants have been trying to delay the issue of orders by raking up illogical queries and how they are trying to create differences among the executives while AIBSNLEA is trying to UNITE executives, DPC from JTO to SDE, AO to CAO adhoc, regularization of adhoc CAOs, status of promotion from DE to DGM etc,. CS clearly explained the stand of the association in circle on issues such as transfers; postings etc and requested people to stick to certain principles and reap the results out of the same. Always there will be people to destabilize the UNITY of executives in one form or the other and appealed to be vigilant.

 

Com Prahlad Rai GS joined the delegate session and all the delegates were very much enthusiastic to put before the GS various issues such DPCs, viability etc.

 

GS patiently replied to all the queries raised by the delegates such as Promotion from the cadre of JAO to AO and clearly explained the conditions under which the release of orders is getting postponed and assured that all the efforts will be made to get the orders released by the end of Dec 2014 provided there is no court case and cautioned executives not to fall prey to rumor mongers.

 

About the promotion from the cadre of DE to DGM adhoc, GS explained the case of rule 206 and expressed hope that the case will get settled shortly and association will make all efforts to get the orders released immediately. The VCRs are expired and fresh VCRs are called for. The issues of departmental outsider JTOs, officiating JTOs were discussed in detail. Similarly the reasons for delay in promotion from JTO to SDE were explained and hoping that the court case will get settled. Association is pursuing for DPC at the earliest.

 

The delegates thanked the GS for getting released the promotion orders from SDE to DE,CAO adhoc to CAO regular, GM adhoc to DGM regular in both the streams etc,.

 

GS explained the issue of creation of PPS posts in the field as there is no promotional opportunity to PA/PS, issues concerned to Civil/electrical and architectural cadres and how association had been pursuing the issue of promotions in the stream of Civil/Ele/Arch at par with telecom engineering wing, the issue of pursuance of telecom Civil wing at par with CPWD, issues of AD (OL) etc were all explained in detail. On the query by certain delegates about the exam from steno grade to PA cadre GS assured to do the needful.

 

The issues concerned to standardized pay scales were discussed and GS clearly explained the stand of association that standardized pay scales need to be given from E2 to all the executives and to be treated at par with MTNL executives. The efforts of the association in resolving the issues of CPSU cadre hierarchy and 30% superannuation were discussed and the co-operation between AIBSNLEA and AIGETOA was also discussed in detail.

 

Com S.R. Patil OS(S) CHQ graced the occasion and explained in detail the necessity of UNITY among executives and to make all efforts for AIBSNLEA to become number one association in the membership verification of executives of BSNL associations.

 

Open Session

The OPEN session in connection with the 5th Circle conference of AIBSNLEA was held at auditorium in RTTC, Hyderabad on dated 29-11-2014. The session started with cultural programs with recitation song on GOD GANAPATHI and a very beautiful dance by Kum. SRAVYA SRIDEVI, daughter of Smt. V.SARADA SDE, the President of ITPC branch.

 

The guests were welcomed to the Dias by Com Guru Prasad, NATFM and the program started with lighting of lamp invoking GOD to bless all of us. The guests were felicitated with bouquet, shawl and Memento.

 

After opening remarks by the President Com Raja Sekhar, the key note address was delivered by the Circle Secretary of AIBSNLEA AP Com. J.SAIBABA covering all the issues of viability, new business, issues of executives etc.Com J.Saibaba  demanded the administration to have a transparent transfer policy, review of transfers given from soft tenure SSAs, commitment of staff during HUDHUD cyclone, Diversification of business exploring new opportunities, restoration of land line service connections and BB connections, supply of stores for providing quality of service, revision of LL and BB tariff, Revision of FTTH tariff, problems in ERP implementation, up keeping of departmental buildings especially IQs, supply of batteries to exchanges and BTSs, strengthening of market teams, reimbursement of cost of brief case, mobile telephone etc, review of continuation of loss making exchanges of smaller capacity, return of deposit to customers of WIMAX customers etc,.

 

Com LAXMAN the VP of AIGETOA narrated how BSNL is losing business because of the impractical approach especially w.r.t. broad band business and how the executives are targeted for no fault of them. It is the management which is supposed to take care of the issues immediately.

 

Com Prahlad Rai, General Secretary in his address clearly explained the status of various issues w.r.t  viability of BSNL such as stopping of ADC by the Govt and its promise of giving funds to compensate the losses due to operation of services in the rural sector, and how govt is not releasing the funds, the issue of mobile eqpt  tenders during 2007 and how we fought to get equipment by all unions and associations and how recently because of the pressure mounted by us only 15m line mobile equipment was ordered and how AIBSNLEA pursued for completion of tenders for supply of cables to the field, and the idea of AIBSNLEA to start CUSTOMER DELIGHT month with the help of forum and how it is extended as Customer delight year  etc. GS also narrated the issue of keeping an amount of Rs 4825 crores for encashment of leave issue of BSNL employees or otherwise we could have faced lot of problem.

 

GS also narrated the issue of not allowing BSNL to participate in the tendering of spectrum and how BSNL was squeezed by the then Govt to shell down the max price for spectrum, the situation of notional loan which was never took by BSNL and interest charged by Govt @ 14.5% and how we  fought to get rid of the same. The scales which are given to BSNL executives were provided in the name of Rule 37A pension provisions and now MTNL staff is also covered under Rule 37A, till such time which was exclusive to BSNL staff and hence standardized scales starting from E2 are to be given to executives of BSNL immediately.

 

GS also informed the house about the implementation of CDR for the 1st time in INDIA at Hyderabad and how HTD lost around 4ok connections due to the improper implementation of the same and the issue was taken up by AIBSNLEA with the CMD and few corrective steps taken. Even the occupation issue of BSNL Bhavan was taken up with CMD and things moved very fast.

 

GS explained all the cadre issues, the issue of regularization of officiating JTOS. Modification to BSNL MSR rules for transfer of 25% of posts to promote stream in Finance wing at par with engineering, the issue of promotions in the civil/electrical/arch wings and these are all waiting for the approval of BSNL board.

 

Many other issues of importance to the BSNL and its executives were explained by the GS and the address was received with lot of applauses from the audience.

 

Sri.Ratna Babu garu the GM(F) HTD narrated the revenues pertained to HTD and suggested ways to improve the same by the active participation of all the executives. He appreciated the address of GS citing that AIBSNLEA GS is speaking everything with facts and figures and really an informative and inspiring one.

 

Sri.George Santosh Marshall garu, Sr GM(HR) AP Circle appreciated the address of GS and replied that the issue raised in Key note address such as transparent transfer policy are debatable. Many other issues raised can be discussed further such as posting of more staff to marketing wing etc, .He also stated that the quality of service depends upon our initial laying (Installation) works and in the situation existing in INDIA there is no clear policy for right of way to telecom service providers and even smaller countries such as SA have a better policy. We should pressurize the Govt for the same.

 

Sri.Muralidhar garu PGM HTD who is acting as CGMT AP Circle narrated the steps taken for providing better services and expected that the field staff should visit the premises of citizens and market our services. However he was accepting that FTTH need a push and the cost for BB connection from BSNL need a review as proposed in Key note address and now lot of schemes are suggested to circle office for consideration so that we can compete with Pvt Telecom operators. He appreciated the informative address of Com GS and said that all the executives should feel proud to have such GS.

 

Com Kabir Das GS officiating JTOs association, Com R.S Patil OS(S) CHQ , Com Veera Bhadra Rao CS AIGETOA, Sri Seetha Rama Raju garu GM(HRD) HTD and Sri Varma garu, Chief engineer were also present. The open session ended with national anthem.

 

Later during post lunch session elections were held for the new body of office bearers for the next term and the conference lauded the services rendered by the outgoing circle office bearers team.

 

Com PEDDA RAO, Com B.SREENIVASULU REDDY and Com NARENDAR were elected as the Circle President, Circle Secretary and Finance Secretary respectively along with other office bearers unanimously. The newly elected team took oath.

 

Com M.Venkata Reddy was nominated as the CONVENER for the co-ordination committee of AIBSNLEA and AIGETOA at Circle level.

 

New body submitted vote of thanks where sincere thanks were extended to the branch of NATFM and reception committee led by Com K.Jairam for their contribution towards the successful completion of 5th Circle conference of AIBSNLEA AP.

01.12.2014GS met GM(FP) and discussed regarding  :

(a) CPC from JAO to AO  -  We requested to expedite CPC from JAO to AO,  GM(FP) mentioned that the CPC work is in progress, the seniority  list of JAOs has been prepared  by SEA(Cell) and will be uploaded on BSNL Corporate Office Intranet shortly for comments and finalization.  On the basis of new JAO Seniority List about 214 SC/ST JAOs upto 2010 batch are being considered for promotion.  He assured to issue AO promotion order in this month itself.   He further mentioned that as soon as this promotion order is issued another CPC will be initiated immediately to fill up the AO vacant posts as on 1st July, 2014.

(b) CPC from CAO (adhoc) to CAO(Regular) Left out cases:-  GM(FP) mentioned that as soon as the VCRs are received immediately promotion orders will be issued .

(c) LICE of JAOs:  GM(FP) mentioned that the proposal to reduce eligibility service from 7 years to  5 years from TTAs and other eligible non-executive cadres to JAOs LICE has been included in the next BSNL Board Meeting Agenda. 

(d) LDCE from JAOs to AO:  GM(FP) mentioned that the proposal cleared by BSNL MC for introduction of LDCE from JAOs to AOs promotion has also been included in the BSNL Board Meeting Agenda to be held on 9thDecember, 2014.

(e) Diversion of 25% MT Quota 335 CAO  Posts to Senioirty Quota  :  GM(FP) mentioned that he is trying to get included this item in the agenda of next BSNL Board Meeting   but after the approval of the  competent authority. it will  be included.

(f)  Allowing Option to JAOs-2010 Batch  :  We requested to hold a committee meeting to discuss the matter of allowing options to JAOs-2010 Batch who joined  after 07-05-2010.GM(FP) assured to  fix up the committee meeting shortly.

01.12.2014GS, AGS (HQ) met GM (Estt.) and discussed regarding   :-

(a) Finalization of JTO (RR)-2014:- We requested to get approval of the BSNL Board in getting approved the JTO(RR)-2014 as already cleared by BSNL M.C.  GM (Estt) informed that the JTO (RR)-2014 proposal has been included in the next BSNL Board Meeting to be held on 9th December, 2014.   He expected in case the matter is considered by the BSNL Board and approved the regularization of officiating JTOs and LICE from TTA to JTOs will take place immediately.

(b)  Restructuring of AD (OL) Cadre:   We expressed our serious concern against the negative attitude in settling the restructuring the AD (OL) Cadre despite of the favorable committee report.  GM (Estt) mentioned that they  have given establishment cell view as earlier occasions but the Pers(Cell) may take decision on the basis of committee report as the many decisions are taken by Per(Cell) without the clearance of Estt(Cell) .  We requested to reconsider the matter since there is no financial implication involved.

(C)  Creation of PPS Posts in field units We requested to support the issue of creation of PPS Posts in field units as implemented in BSNL Corporate Office up to Sr. PPS Level..  GM (Estt) mentioned that the matter is already under the consideration of a committee headed by ED (CN), Corporate Office, BSNL.  He further mentioned that the proposals of PPS / Sr. PPS posts creations in BSNL C.O.  were never processed through Estt (Cell) of BSNL Corporate Office.  These proposals were directly processed by Per(Cell) to the competent authority and got  created PPS / Sr. PPS posts in BSNL Corporate Office.  The similar action may be taken in this regard also.

(d)  Allowing Option to JAOs-2010 Batch  :  We requested to hold the  committee meeting to discuss the matter of allowing options to JAOs-2010 Batch who joined after 07-05-2010.    GM(Estt) mentioned that GM (FP), convener committee will fix up the meeting date shortly.
