31.05.2011: GS and President met Sr.GM (SR) and expressed serious concern against non-settlement of the long pending issues and requested to have follow-up action of the minutes issued for the meeting held on 14-12-2010 with AIBSNLEA. Sr.GM assured to hold internal meeting and thereafter a meeting with AIBSNLEA.

30.05.2011:Circle Conference of Calcutta Telephones Circle on 27th  May 2011: The conference started on 27th  May 2011 at 09-30 AM with hoisting of Association Flag by Circle President Com. Swapan Kr Mukherjee. After observance of silence in the memory of departed comrades, Branch Secretaries placed their reports on organizational activities. Reports of Circle Secretary and Financial Secretary were adopted after some discussions. Open Session started at 4 PM as scheduled. Shri Somnath Maity, who as assumed the charge of CGM on 25th May was the Chief Guest of the session. Shri Salil Kr Bhaduri, PGM (CM) and Shri Sudeb Kr Kayal, GM (HR&Admn) were the guest of honour. Shri Dilip Saha State Secretary SNEA, Shri Saibal Sen Gupta Circle Secretary BSNLEU, Shri Bimal Kundu Circle President NUBSNLW-FNTO also attended and spoke in the session. Invited neighbouring Circle Secretaries Shri B.K.Bhattacharjee of West Bengal, Shri K.K.Das of Assam and  Shri Himadri Sinha of NE-II also attended all the session on both days as special invitees. Shri Swapan Kr Bose, Circle President West Bengal also present on both the days.

Sh. Amit Kumar, Circle Secretary Kolkata Telephone Circle  in his keynote address discussed the  issues like restoration of  punctuality & working atmosphere,  poor GSM services, broadband services , acute shortage of telephone instruments and Cables, job Contract System etc. The representatives of sister's Unions / Associations appeal for successful implementation of Customer Delight Month. They demanded  that scarcity of day to day maintenance materials should be meet out.

Com. B.K. Bhattacharjee, Circle Secretary of West Bengal, Com. K.K.Das, Circle Secretary of Assam and  Com. Himadri Sinha, Circle Secretary of NE-II  appreciated the organisational activities of their activities and requested for early settlement of the pending HR issues at all India Level.

Com. President CHQ Sh. P. Venugopal discussed about the financial viability of BSNL and mentioned that increase of revenue is the urgent need of hour by providing quality services.

Com. GS Sh. Prahlad Rai in his address expressed serious concern against the un-helping attitude of the Govt. towards BSNL. He mentioned that licence fee, USO charges should be reimbursed  to BSNL as per NTP-1999 provisions, the notional loan Rs. 7500 Crs. should be  waived-off, the payment of USO in lieu of ADC withdrawal should be extended upto July'2011 to Rs. 5000 Crs per annum. He mentioned that Para 5 of IDA pension Revision order should be withdrawn as BSNL employees are assured Govt. pension in all respect. He resented & protested against retention of BSNL assets  by DoT inviolation of earlier orders. He mentioned that if BSNL assets are retained the liability should also be bourn by DoT. He apprised in detail the status of HR issues and the efforts for the settlement of pending issues. He appeal all BSNL employees to implement Customer Delight Months successfully.

Shri Somnath Maity, CGM Kolkata Telecom Circle in his address appreciated the decision of Customer Delight Month of BSNL Unions / Associations and assured his full cooperation / support for its successful implementation regarding procurement of EVDO Cards, 3G Data Cards, Telephone Instruments, Cables, Type-II Modems. He assured for early procurement.

Shri Salil Kr Bhaduri, PGM (CM) and Shri Sudeb Kr Kayal, GM (HR&Admn.) in their addresses appreciated the efforts of JAC in observing  Customer Delight Months.

On 28th May'2011; Delegate Session was arranged. Com. GS, President, Vice President CHQ addressed & discussed the status of HR issues & the efforts being made for the settlement of pending issues. Com. GS replied all the queries in the interactive session. The meeting ended with the vote of thanks by Circle President Com. Swapan Kr Mukherjee.

30.05.2011: JAC meeting at New Delhi: JAC meeting held on 30.05.2011 at New Delhi under the Chairmanship of Sh. P. Venugopal, President AIBSNLEA. Convenor JAC Sh.  V.A.N. Namboodiri appreciated the implementation of Customer Delight Month throughout the country. JAC reviewed the items like meeting with Director( HR), shortage of Telephone Instruments, Cables, Type-II Modems and issues related with financial viability of BSNL etc. After detailed discussions the following decisions were taken:-

(i)   JAC decides to extend the Customer Delight Month for June'2011 also.

(ii)  JAC should meet & discuss with Hon'ble MOC&IT, Secy.(T) DoT & CMD BSNL to discuss the issues adversely affecting the viability of BSNL.

(iii)  JAC Convenor should continue to communicate to all BSNL Unions/Associations about the JAC activities/decisions.

(iv)  JAC should impress upon the BSNL Management to take immediate steps to scrap the unserviceable materials & to get vacated the high paid rented buildings.

(v)   JAC should demand for early procurement of telephone Instruments, Cables & Type-II Modems etc.

(vi)  JAC should monitor & demand the action report from respective Circle Secretaries of Unions/Associations regarding implementation of Customer Delight Month etc.

26.05.2011: "Circle of the Year Award 2010-11" AGS(HQ) and AGS(F) attended the prize winning ceremony of "Circle of the Year Award 2010-11" at 9th Floor, BSNL Corporate Office, New Delhi. The prize was   given by Sh. Kapil Sibal, Hon'ble MOC&IT & HRD, Govt. of India, New Delhi and Sh. Gurudas Kamat, Hon'ble MOSC&IT, Govt. of India, New Delhi on 26.05.2011.  Shri R Chandrashekar, Secy. (Telecom), Govt. of India, New Delhi, Member(S), DoT, Member(T), DoT, CMD MTNL and other dignitaries of Telecom field were present on the occasion. All the senior officers of BSNL were also present on the occasion.

CMD BSNL welcomed all the dignitaries and briefed about the present status of the BSNL and its market share. CMD also told that BSNL's Vision & Mission will be followed in true aspect and promised the in near future BSNL's market position not only sustain but also improved.  CMD informed that this award is given to territorial Circles based on revenue performance in three categories

Category 1: Circle with an annual revenue of more than Rs.2000 crores

Category 2: Circle with an annual revenue between Rs.1000 crores and 2000 crores.

Category 3: Circle with an annual revenue upto Rs.1000 crores

Percentage revenue growth over the previous financial year is the key performance parameter of the judgment of the Circle of the year under above mentioned categories. For the year 2010-11 the award winning circles are :-

For Category 1: Karnataka Telecom Circle

For Category 2: Chennai Telecom Circle

For Category 3: Orrisa and Himachal Telecom Circles . The CGMs of the respective circles received the said award from Sh. Kapil Sibal, Hon'ble MOC&IT & HRD,  New Delhi and Sh. Gurudas Kamat, Hon'ble MOSC&IT,  New Delhi. One by one all the prize winning CGMs briefed about the efforts they have taken to achieve annual revenue as mentioned above.

Shri R Chandrashekar, Secy. (Telecom) in his address congratulated all the prize winning CGMs.

Sh. Gurudas Kamat, Hon'ble MOSC&IT, New Delhi in his address congratulated all the prize winning CGMs and told that BSNL is a unique telecom service provider especially with unmatched network, large man-power etc. He also praised the BSNL Mobile services especially at Boarder areas of Bharat and Pakistan border but disappointed with mobile services at some circles especially in Jharkhand Circle. He also told  that  by giving quality services, BSNL can improve its market share.

Sh. Kapil Sibal, Hon'ble MOC&IT & HRD, New Delhi in his address congratulated all the prize winning CGMs and advised all the circles to learn from the winning circles to earn more revenue. He instructed to BSNL management that accountability of each and every employees from top to bottom is fixed by fixing their target. He also mentioned that non achieving of set targets, the same should be reflected in APAR of the respective employee. Hon'ble MOC&IT also told that government is ready to give all support to BSNL but he was disappointed with the present performance of BSNL. MOC&IT. Hon'ble MOC&IT assured for full support from the government and said that  he is committed to turnaround BSNL in the next six months.

26.05.2011: GS, AGS(HQ), CS Delhi Circle  met Sr. GM(Pers.) and discussed

(a)  DPC from SDE(T) to DE(Adhoc) , DE(Adhoc) to DE(Regular) and DE to DGM: We requested to initiate DPC from SDE(T) to DE(Adhoc) , DE(Adhoc) to DE(R) and DE to DGM. Sr. GM(Pers.) mentioned  that by next week all these DPCs will be initiated  on returning of concern DPC staff from leave.

 

(b)  DPC from AO to CAO:- We requested Sr. GM(Pers.) for giving early clearance to SEA section to hold DPC from AO to CAO. Sr. GM(Pers.) immediately spoke to Addl. GM(Pers.) and asked him to put up the case if available in Pers. Cell.

(c)  Early settlement of Pay anomaly cases wherein senior Executives are drawing less pay than their juniors and withdrawal of clarification issued on Sr. SDE/Sr. AO time bound promotion and treating PAs restructured from Steno grade I, II, III non-executives during the period 01.10.2000 to 1.10.2004 - We requested for early holding of Committee meeting Headed by PGM(FP) to discuss regarding Pay anomaly cases of senior executives drawing less pay than their juniors and withdrawal of clarification issued on Sr. SDE/Sr. AO time bound promotion and treating PAs restructured from Steno grade I, II, III non-executives during the period 01.10.2000 to 1.10.2004Sr. GM(Pers.) immediately spoke to PGM (FP), the Chairman of the Committee and requested him to hold Committee meeting at the earliest. PGM(FP) advised him to hold committee meeting in the next week itself.

26.05.2011 : JAC Meeting at Meerut (U.P) on 14th May 2011 : Sh. P.C. Joshi, AFS, CHQ, AIBSNLEA attended U. P (West) Circle Level JAC Level Meeting at Meerut (U.P) on 14th May 2011(2nd Saturday). More than 40 comrades of Circle level office bearers attended meeting.  Meeting was conducted under the chairmanship of Mr. Fotedar. Meeting was also attended by the representatives/ leaders of Central level of various unions/associations. 

Sh. P.C. Joshi, AFS, CHQ, AIBSNLEA, Sh. Suresh Kumar, GS BSNLMS and Sh. Askoka Babu, Dy. GS BSNLEU delivered speech. In their speech they mentioned / elaborated the reasons that caused of loss to BSNL.  They placed account /analysis of loss of BSNL.  They also mentioned that main cause of loss to BSNL is providing services to rural areas on reduced rental but it is a social obligation to BSNL as NE/Leh/Ladhakh and other areas are being served only by the BSNL and No private operator wants to work in the remote areas and total responsibility goes to BSNL.  They  also showed dis-satisfaction that  Top Executives (Board  of Directors/PGM/ Sr. G.M) of BSNL after retiring from BSNL are serving in Private organizations, thus giving loop poles to them thus creating main loss to the BSNL.  They also informed that Franchises and CDR put a huge loss to the BSNL and the policies adopted by BCG also put a great loss to the BSNL. They suggested that BSNL has to upgrade its ITPS/Broadband Network and BSNL has to share towers with private operators. They also requested to all that we should work before and after office hours. Sh. Fotedar also assured that his circle will be ready to take any course of action when there is a call from Central leaders.

24.05.2011:Appointment of Director (F) and Director (EB), BSNL:- It is understood that Hon'ble High Court Delhi has vacated the stay order against Director (F) BSNL selection. PSEB is conducting interview for the post of Director (EB) BSNL on 30-31st May and 1st June'2011. We may expect now early appointment of Director (F) and Director (EB).

24.05.2011: GS President met Director (HR) and discussed :-

(a) DPCs from DE to DGM, DE(Adhoc) to DE(Regular), SDE(T) to DE(Adhoc) and AO to CAO(Adhoc) :- We apprised Director (HR) regarding delay in holding the above DPCs and requested for his kind intervention. Director (HR) mentioned that he is in favour of completing the DPCs to fill up vacant promotional posts but  wanted that executives on promotion should not decline the promotion. He opined that executives decline promotion should not be considered for time bound promotions. However, we requested to discuss the matter separately.

(b) Payment of pension contribution of the IDA pay scales:- We requested to take up the matter with DoP&T/DoT for modification in payment of pension contribution from highest of IDA pay scale to the actual basic pay from BSNL. Director (HR) assured to look into the matter.

 (c) Payment of Income TAX on leave encashment amount of BSNL pensioners:- We requested to stop payment of Income Tax amount on leave encashment amount of BSNL pensioners as in the case of Govt. pensioners. Director (HR) assured to look into the matter.

(d) Non-settlement of long pending issues already discussed in the formal meeting on 14.12.2010:- We expressed our serious concern against non-settlement of pending issues already discussed with AIBSNLEA on 14.12.2010 in the formal meeting and requested for follow up action on the the minutes of the meeting. Director (HR) after studying the minutes of the meeting held on 14.12.2010 assured to look into the matter.

21.05.2011: JAC meeting on Customer Delight Month held at Jaipur : JAC meeting on "Customer Delight Month" was held on 21.05.2011 at Jaipur. The meeting was attended by Com. Prahlad Rai, GS AIBSNLEA CHQ along with Com Suresh Kumar, GS, BSNL MS. Shri A.K.Jain, CGMT, Rajasthan Circle & Shri P.K.Agarwal, PGMTD, Jaipur attended & addressed the meeting from the Management side.

Meeting started with the welcoming address by Com.Moti Ram Choudhary, Convener JAC & Circle Secretary BSNLEU, Rajasthan Circle. General Secretaries & National JAC leaders and the dignitaries from the Management side were welcomed by presenting Buke & garlanding by various Circle Office Bearers of JAC constituents Associations and Unions. Chairman JAC Rajasthan Circle in his address apprises regarding JAC activity for customer delight month in detail. Circle Secretary AIBSNLEA, Rajasthan Circle, Com. O.P.Jat in his address pointed out about GSM coverage, CDR problem, shortage of stores specially drop wire & EPBT in the Circle & impressed upon to make the customer delight month a grand success. Com.Karan Singh, Advisor & All the Circle Office bearers & Branch Secretaries of AIBSNLEA station Jaipur along with their Branch executive body members were present in the meeting.

Com.Suresh Kumar, GS, BSNL MS in his address apprised to Circle JAC that the customer delight month initial proposal was given by Com.Prahlad Rai & all the national JAC leaders appreciated & accepted the proposal at once.Com. Suresh Kumar appeal to Circle JAC to organize regular meeting at SSA level & every employee should think customer delight month as a family/personal work.

Com. Prahlad Rai, GS AIBSNLEA CHQ in his address described about the present declining financial trend in BSNL and the stiff competition in the Telecom sector. He described in detail that Joint Action Committee is very much concern about the viability of BSNL and need of Customer Delight Month. Com. Prahlad Rai, apprised about JAC message convey to DOT(S) that all the BSNL workers are dedicated & the present situation arise due to government wrong policies & top management. He impressed upon customer delight month that this is the high time for all of us to think with all constraint & available resources to do more and more efforts for the survival of our beloved company by increasing the revenue by 5% to 10% to make a BSNL in profit & to gain its past glory.

Shri P.K.Agarwal, PGMTD, Jaipur in his address mentioned special attention on JAC call of punctuality ultimate delightness of the Customers. He mentioned that outdoor network maintenance is poor & needs special attention during customer delight month.

Shri A.K.Jain, CGMT, Rajasthan appreciated JAC for its efforts for the customer delightness. He apprised that non executive staff have maximum interaction to the existing customers & appeal to all the employees should well behaved & smile while interaction to the customers. He appreciated the dedication & hard work of executives & non executives staff of Rajasthan Circle to reducing the losses approximately by 100 crore from last financial year (By 218 crore to 125 crore) even though expenditure & salary increases & efforts are being made to "Zero" loss/profit for next financial year. He suggested that we have to focus on landline & broadband services to increase the revenue & all the quarry/problem of the customer should rectify at CSCs only. He mentioned that drop wire & jointing kits are available in sufficient quantity & efforts are being made to provide new EPBT on NTC. He appreciated  JAC for the efforts of Customer Delight Month and he suggested that it should be extended up to 30th June 2011.The meeting ended with the vote of thanks by Chairman JAC Rajasthan Circle.

21.05.2011: JAC meeting on Customer Delight Month held on 21.05.2011 at Ahmedabad : JAC meeting on Customer Delight Month was held on 21.05.2011 at 11th floor conference hall, Telephone Bhavan, Ahmedabad. The meeting was attended by the various CHQ office bearers of JAC constituents Associations and Unions.Com C.M.Saste, OS(W), AIBSNLEA CHQ, Com Rakesh Mehta Joint Secy(w),SNEA(I)CHQ, Com. P.Abhinyu G.S BSNLEU and all the office bearers and members of all Unions and Associations. The hall was jam packed.
Com I.S.Khan, Convenor, JAC Gujarat, welcomed all the central JAC leaders and all the office bearers and employees of BSNL present in the meeting.
Com A.Guha, CS AIBSNLEA, Gujarat conducted the meeting successfully. In his address he impressed upon to change the mindset and extend best service sincerely to the valued customers inspite of several constrains for the survival of the company and also for the self survival so that in the long run their satisfactory salaries, which earned after several struggle, to be continue till the date of retirement.
Com C.M.Saste,OS(W) AIBSNLEA CHQ, in his detailed address explained about the present declining financial trend and reason behind this. He appealed to all to try utmost to earn at least 5% more revenue by extending better services to the valued customers.
Com Rakesh Mehta, Joint Secy, SNEA(I), in his address impressed upon to make the customer delight through out  the year a grand success by proving the service to the customer whole heartedly and motivate himself and also motivate others.
Com P.Abhimanyu, GS BSNLEU, in his address explained elaborately the reason of the JAC call for Customer Delight Month . He described in detail that JAC is very much aware about the viability of BSNL and the present customer delight month is a great effort in this direction. He explained that this the high time for all of us to think and do more efforts for the survival of the beloved company and to gain its past glory.
The meeting ended with the vote of thanks by Com Safi, National Council Member.

20.05.2011:GS, CS Delhi Circle  met Sr. GM(Pers.) and discussed

(a)    DPC from SDE(T) to DE(Adhoc) : We expressed our serious concern against delay in holding DPC  from SDE(T) to DE(Adhoc) since more than 1000 DEs posts are lying vacant. Sr. GM(Pers.) mentioned that approval of the competent authority to initiate DPC to fill up vacant DEs posts is available but the concern staffs of DPC cell are on leave for next 15-20 days as soon as they return from leave, DPC will be initiated.

(b)   DPC from DE to DGM & DE (Regular) :- We requested to expedite DPCs to fill up vacant DGM & DE(Regulars) posts, Sr. GM(Pers.)    mentioned that in both the DPCs  legal aspect is being examining and shortly some decision will be taken.

(c)    Revision of Pay scale of AD(OL) / Rajbhasha Adhikari:-   We expressed our serious concern against non-upgradation of AD(OL) pay scale as decided for other discipline executives of BSNL. Sr. GM(Pers.) mentioned that let us form a Committee to examine the matter immediately.

20.05.2011:GS, President met PGM(FP) and discussed

(a)    DPC from AO to CAO:- We expressed our resentment against delay in initiating DPC from AO to CAO. PGM(FP) mentioned that the queries regarding SC-ST roster implementation by establishment section has been replied by SEA and after getting the approval of Competent authority  the DPC work will start.

(b)   DPC from CAO to DGM(F) (Left out cases) :- We requested to expedite DPC from CAO to DGM(F) (Left out cases), PGM(FP) further mentioned that the VCRs of the eligible CAOs have not been received. He advised to pursue  with Circles and BSNL CO Vigilances Cell.

(c)    Consideration of request / Tenure transfers of AOs/CAOs/DGM(F):- We requested to consider  all pending request / Tenure transfers of AOs/CAOs/DGM(F) at the earliest. PGM(FP) assured to examine the cases for  further necessary action.

20.05.2011:Meeting of JAC with Director (HR) The JAC leaders met the Director (HR) today  and reviewed the implementation of the "Customer Delight Month". The following  issues were  raised by the JAC leaders :--

(1) Procurement of GSM equipments to tide over the capacity crunch in the North and Eastern Zones:- Director (HR) informed that expeditious steps would be taken to procure the GSM equipments.

(2) Acute shortage in landline telephone instruments as well as ADSL modems:- JAC leaders brought to the notice off the Director (HR), the acute shortage off telephone instruments and modems in many circles. Director (HR) said that as an immediate measure shortage off instruments and modems would be managed through diversions and informed that procurement would be made after assessing the shortage.

(3) Shortage of EVDO cards and 3G data cards :- Director (HR) informed that immediately shortage would be managed through diversions and procurement would also be done to overcome shortage.

(4) Shortage of underground cables:- Director (HR) informed that steps for procurement of cables would be expedited.

(5) Non-availability of jointing kits and Dropwire:- It was replied that sufficient stock of these items are available in the Telecom Factories and CGMs could procure the same.

(6) Best utilization of BSNL buildings and vacation of rented buildings :- It was replied that BSNL buildings should be utilized to the maximum and only in exceptional cases private buildings should be rented out.. In this regard Director (HR) informed that all BSNL offices in Statesman House and Chanderlok building, would be shifted to Bharat Sanchar Bhavan by June 2011.

(7) Utilizing Cooperative societies as DSAs, without insisting for security:- The suggestion of the JAC is accepted.

(8) Prominent display of tariffs and other commercial details in the Customer Service Centers :- This suggestion of the JAC was accepted and it was assured that necessary steps would be taken.

(9) Supply of TRX cards for NE-I Circle for "traffiic relief" :- Director (HR) accepted  JAC request and informed that  needful would be done.

(10) Granting 50% concession in the fees of the wards of BSNL employees who are given training by BSNL:- Director (HR) agreed to give 25% concession in the fee. However, JAC leaders insisted for 50% concession.

Director (HR)  also informed to  JAC leaders that BSNL management has decided to raise the franchisee commission from 4.5% to 5%.

Com.B.S.Reddy, Org. Secretary(South), CHQ spoken on strengthening the organization in turn strengthening BSNL, playing elderly brother role for development BSNL Activates  customer delight month should not be restricted for one month but should be for ever. R B Athani AGS(Engg), CHQ spoken on reputation of BSNL in the society, local problems Customer delight month, special sanction for post of DETs as per justification and to accommodate DETs on promotion from SDEs in KTK Circle. Com B Ravindranath FS, CHQ spoke on viability of BSNL, utilization of Funds, customer care, better services to customers' etc. sales and marketing is to be carried out by adopting new ideas.

Com P Venugopal President, CHQ addressed the house on financial health of the BSNL.He told that portion of reserve fund kept in LIC to pay leave encashment of BSNL employees after retirement and appealed the members to enhance the revenue at least by 5% so that BSNL starts making profit.

Com Pralhad Rai (GS) delivered a heart breaking speech covering all the issues which covered HR matters, BSNL policies, Promotion of executives, BSNL financial position, roles of management in handling of BSNL, customer care matters and many other burning issues.GS  focused all the issues related on the wrong policies by policy makers to weaken the profit making PSU like BSNL. The wrong policies makes the PSU in loss and the same staff who once upon a time earned profit by 10000 crores is facing loss. He also appealed all the executives to observe customer delight month from May-1 with full sincerity. He sent a strong worded message to the BSNL management and ministry of communications to fill up all the vacant posts of BSNL Board and stopping the lavish expenditure by higher officers. He appraised in details the status of HR issues and the efforts for the settlement of pending issues. He also impressed upon for completing the absorption of ITS officers to BSNL/MTNL and demanded Govt. support to BSNL as its owner. He elaborately stressed the PAY SCALE point of DR JTOS of 2007 batch E2 and E3 scales. He narrated all court cases with the status of these cases of JTO to SDE ,SDE to DE, Adhoc STS to REG STS.

Shri B V Balasubramanya Principal, RTTC Mysore greeted the staff on the occasion of World Telecom day and Buddha Purnima. All the Executives of Karnataka  are capable of taking BSNL on the path of profit again and wished all success in their efforts. Now Tele density is 68%,We have to concentrate on Broad Band and in particular Rural Broad Band to reduce digital divide. Shri T K Chandrashekar Ret.GM, Mysore TD has appreciated the change in the attitude of employees by absorbing customer delight month. He wished 4th KCC every success. Shri G Gourisankar Sr.GM, Mysore TD addressed that thanked for inviting him on the occasion .target of the Dist achieved due to hard work and co-operation of Executives. He wished 4th KCC end with great success. Shri R Chandramouli  Sr. GM (HR/Admn) addressed that issues mentioned in the CS key note address will resolved after discussion with both association and CGM and appealed to all to work hard for survival of BSNL.

Shri P Raghavan CGM,KTK  explained in detail about the performance of each SSA's. targets Revenue, profit and loss and operating ratio. He appreciated for absorbing customer delight month., Customer delight month should not for one month. It should be continued for ever and assured his full cooperation.

19.05.2011: JAC meeting on Customer Delight Month held on 12.05.2011 at Chandigarh : JAC meeting on Customer Delight Month was held on 12.05.2011 at Chandigarh. The meeting was attended by the various CHQ Office Bearers of JAC constituents Associations and Unions. Com. Devesh Sharma, OS (North) AIBSNLEA CHQ attended the meeting. From the Management side CGMT Punjab Circle Shri S.S.Sirohi addressed the meeting.

Com. Balbeer singh JAC Chairman Punjab Circle welcomed all the central JAC leaders. He pointed out about the MNP port out ration of 17:1 in the pinjab circle.President JAC Punjab and CS AIBSNLEA Punjab Com. CGMT Punjab Circle Shri S.S.Sirohi appreciated JAC for its efforts for the customer delightness. He mentioned that Punjab Circle has sold the highest ever connections. He informed that the Punjab Circle is the only circle in the North zone who has achieved all the targets given by the BSNL Corporate Office. He informed that the Punjab Circle is the only circle in the North zone who has achieved highest Broadband connections. He mentioned that the Landline is the great asset in Punjab circle In the Punjab circle the Revenue from Landline is more then the revenue from mobile. He informed that the Average Revenue per user (ARPU) is Rs 570 from Broadband, Rs 150-200 from Landline and Rs 90 from mobile is in Punjab circle. He informed that approximate 12 Lacs mobile connections are there in the circle and 2.5 Lacs Broadband connections are there in Punjab. He mentioned that we all are equally responsible for the present condition of the company but he made hope for the best. He made hope from all to provide their support to regain the past glory of BSNL.

19.05.2011: JAC meeting on Customer Delight Month held on 12.05.2011 at Ambala : The meeting was attended by the various CHQ Office Bearers of JAC constituents Associations and Unions. Com. Devesh Sharma, OS (North) AIBSNLEA CHQ attended the meeting. From the Management side CGMT Harayana Circle Shri Pradeep Nagpal , PGM (F) Haryana Shri Mohinder Singh and Chief Engineer (c) , Haryana Shri A.K.Mittal attended the meeting.

Meeting started with the welcoming address by the Convener JAC Haryana Circle Shri Manish Agarwal. He welcomed all the JAC leaders and the dignitaries from the Management side. Chairman JAC Haryana Circle and the President AIBSNLEA Haryana Com. Dayanand in his address impressed upon to make the customer delight month a grand success. CS BSNLEU Com.M.S.Kadyan, CS SNEA (I) Com. Arvindpal Dahiya, CS NFTE Com. S.N.Negi in their address described the importance of the customer delightness in the present condition of BSNL and they appreciated the efforts of JAC for the viability of BSNL in this throughtcut competitive environment. CWC member of AIBSNLEA from Haryana Circle Com. Jogiram was also present in the meeting.

Along with the CHQ Office bearers of sister Unions/Associations of JAC, Com. Devesh Sharma, OS (North) AIBSNLEA CHQ in his address described about the present declining financial trend in BSNL and the stiff competition in the Telecom sector. He described in detail that Joint Action Committee is very much concern about the viability of BSNL and the present Customer Delight Month is a great effort in this direction. He explained that this is the high time for all of us to think and do more and more efforts for the survival of our beloved company and to gain its past glory.

Shri Mohinder Singh, PGM (F) Haryana Circle in his address mentioned that the financial growth rate of Haryana Circle is very good. He informed that during last F.Y. the circle has earned 88 Crores profit (Excluding arrears payments). In last F.Y.,the revenue from Landline services is constant in the circle. He informed that in Haryana Circle the Revenue from WIMAX is 800 Rs per connection in the circle He appreciated the JAC for the efforts of Customer Delight Month and he suggested that it should be declared the Customer Delight Year.

CGMT Haryana Shri Pradeep Nagpal , appreciated JAC for its efforts for the customer delightness. He mentioned that at present the turn over of Haryana Circle is 800 Crores and he told that by the help of all he can certainly increase it upto 1600 Crores. He mentioned that he has instructed all the SSA heads to interact with the employees and take their suggestion to improve the services. He mentioned that he has already allotted every day 4:00PM to 5:00 PM time from interacting with the employees. He took two meetings regarding the improvement of GSM services. He insisted to stop the wastage of money. He told that he will ensure to stop the drainage of money in every direction he also told that he will not make excess unwanted transfers to save the financial burden. Only willing and genuine cases will be considered in his tenure. CGMT Haryana circle mentioned that the MNP port out ration of 10:1 is not good in the Circle but  it is due to retailers so we should give rebate to the customers. He insisted to focus on the Broadband Connections. He insisted to leave vendor dependency and told that the CAF application tender not required we can do it by our own employees. Similarly we can install our BTS by ourselves. He insisted to provide attention on our high paying customers. We should raise the proper bills in every circle. At last he appreciated the effort of JAC for holding the customer delight month and made hope from all to provide their support in it.

12.05.2011: GS, President, AGS(C/E/Arch.), Advisor(Legal)  met Sh. Malay Srivastava, Jt. Secy.(Telecom) and discussed

(a) Settlement of ITS officers absorption issues:- We expressed our serious concern against non settlement of ITS officers absorption issued  in BSNL/MTNL, which is adversely affecting the viability of BSNL. JS(T) after detailed discussions appreciated our concern & mentioned that Secy.(T) is already seized on the issue and efforts are on to settle the issue on priority.

(b) Merger of BSNL & MTNL issue:- On our query regarding BSNL & MTNL merger JS(T) first wanted to know our reaction on the issue. We mentioned that we are not against the merger of BSNL & MTNL but the service related issues, pay scales & pension etc., needs to be settled first.  JS(T) appreciated our concern & informed that one committee in DoT is examining the issue & before any decision of merger, these issues need settlement.

(c) Standard IDA pay scale for JTO/SDE equivalent executives in BSNL:- We requested to finalize standard IDA pay scales i.e. E2 & E3 pay scales to JTO & SDE equivalent executives in BSNL. JS(T) assured to look into the matter.

However JS(T) advised us that if any issue needs DoT intervention the same may be brought to his notice.

11.05.2011: GS, President, AGS(C/E/Arch.), AGS(F) met PGM(FP) and discussed

(a)  DPC from AO to CAO:- We expressed our serious concern against delay in initiating DPC from AO to CAO. PGM(FP) informed that the case has been processed for the approval of competent authority,  but Estt. Section has asked some queries about SC-ST roster implementation. Now the same has been clarified. He assured that after approval of the Competent Authority DPC will be immediately initiated.

(b) DPC from CAO to DGM(F) (left out cases):- We requested to complete CAO to DGM(F) DPC left out cases (about 26). PGM(FP) mentioned that vigilance clearance has again been called for and on receipt of the same,  DPCs of eligible CAOs would be completed at the earliest.

(c) 1999 JAO batch DPC:- We further requested to hold the DPC for 1999 JAO batch to AAO. PGM(FP) assured to look into the case again for early DPC.

(d) Consideration of pending request / tenure transfers of JAOs/AOs/CAOs:- We requested to consider  all pending request / tenure transfers of JAOs/AOs/CAOs, specifically few companionate/ medical ground cases. PGM(FP) assured to look into the matter.

11.05.2011: GS, President, AGS(CIVIL/ELEC/ARC.) met Sh, S.C. Mishra, Member(S), TC as advised by Secy.(T), DoT. Member(S) mentioned that Secy.(T) due to his busy schedule has advised him to discuss our issues. The following issues were discussed -

(a) IDA Pension revision issue:-  We requested to withdraw Para 5 of IDA Pension revision order issued on 15.03.2011 vide OM F. No. 40-17/2008-Pen(T). Vol III dated 15.03.2011 wherein

"5. The annual pension liability of Government in respect of employees retired from DoT prior to 1.10.2000 and those who are working in BSNL on deemed deputation basis or on absorption shall continue to remain within 60% of annual receipts to Government from (i) dividend income from MTNL/ BSNL,(ii) License fee from MTNL/BSNL ; and (iii) Corporate Tax/Excise duty/Service Tax paid by BSNL after this revision. In case it exceeds 60%, excess liability will be borne by BSNL. Member(S) mentioned that the Para 5 has been introduced as per Cabinet decision and he will discuss the matter with Secy.(T)."  Member(S) mentioned that the Para 5 has been introduced as per Cabinet decision and he will discuss the matter with Secy.(T).

(b) Absorption of ITS officers in BSNL/MTNL:- We expressed our serious concern against non-completion of ITS officers absorption process in BSNL/MTNL. Member(S) mentioned that the matter is being look after by absorption cell which is reporting to JST. He will apprise our concern to Secy.(T) on this issue.

(c) Finalization of E2/E3 IDA pay scale to JTO/SDE equivalent executives of BSNL:- Member(S) confirmed that four-five days before CMD BSNL has sent a proposal to DoT to finalize E1A, E2A, E9A and E9B IDA pay scales to BSNL Executives and he will apprise this issue  to Secy.(T) .

(d) Retention of BSNL assets by DoT:- We resented against DoT order dated 19.04.2011 regarding retention of BSNL assets for the use of CCAs in violation  of the Govt. orders issued on 30.09.2000 and Jan'2001. Member(S) assured to apprise our concern on this issue to Secy.(T).

(e) Streamlining of TES  Group-'B' Seniority list:- We expressed our serious concern about the several court cases pending in various courts  regarding TES  Group-'B' officers seniority list. Member(S) suggested that all the court case may get transferred to Hon'ble Apex Court & finality should be taken.

11.05.2011:GS, President, AGS(CIVIL/ELEC/ARC.) met Sh. Chandra Prakesh, Member(T), TC and discussed

(a) Appointment of Director(EB) and Director(F) in BSNL:- Member(T) mentioned that Director(F) of BSNL could not be decided due to pending court case. Hon'ble Delhi High Court has reserved the judgement and any day it can be awarded thereafter only Director(F) BSNL appointment will be finalized. Regarding Director(EB), PSEB will shortly conduct the interviews.

(b) Merger of BSNL/MTNL:- In this regard Member(T) mentioned that  it is understood one Committee headed by Member(S) has been constituted having Members i.e. AST, JST, CMDs of BSNL, MTNL,TCIL and ITI to submit  report  on the basis of the recommendations of earlier Committees / Consultants. However he opined for complete merger of BSNL and MTNL and ITI with Telecom Factory units of BSNL. He mentioned that creating subsidiaries can not be the solution of the problem.

11.05.2011:GS, President, AGS(CIVIL/ELEC/ARC.), FS, Advisor (Legal) met PGM(BW) Sh. A.K. Gupta and  greeted him on assuming the charge of PGM(BW) and discussed:-

10.05.2011: GS, President met Sr. GM(Estt.) and discussed

(a) Regularization of officiating JTOs:-We requested to take necessary early action to regularize all officiating JTOs. Sr. GM(Estt.) informed that contempt of court case against CMD, BSNL is pending in Hon'ble Chandigarh High Court against creation of super numeric post of JTOs. The contempt of court case hearing will take place on 18.05.2011 and after the judgment of Hon'ble court the necessary action can be taken thereafter only.

(b) Pay fixation of JTO officiating under FR-22 (i) (a) 1 instead of FR-35:- Sr. GM(Estt.) mentioned that against the Hon'ble CAT Ernakulum Bench decision for providing Pay fixation under FR 22 (I) (a) (i)   to JTOs officiating,  BSNL has appealed in the Hon'ble Ernakulum High Court.

(c) Holding of Committee Meetings to settle the Sr. SDE/Sr. AO and  PA/PSS pay fixation cases:- Sr. GM(Estt.) assured for an holding of the committee meeting and informed that committee will discuses the matter shortly with this association shortly.

09.05.2011:Circle Executive Committee Meeting of Assam Circle at Silchar on 07.05.2011 :   AIBSNLEA ,  Assam Circle held its CEC Meeting on 07.05.2011 at Silchar in a very colour full manner. Apart from the CEC members of the Association, Com Prahlad Rai, GS, AIBSNLEA attended the CEC along with Com. Amit Gupta, O S (East). The venue was 'Ellora Heritage', Silchar. At 09-30 hrs, Flag was hoisted by Com S K Chakraborty, Circle President of AIBSNLEA Assam Circle and  CEC was declared Open. The venue was nicely decorated beforehand by the comrades of Host Branch. After Flag hoisting ceremony, the delegates along with Com. GS and Com. OS (East) assembled into the hall of 'Ellora Heritage' with slogans 'AIBSNLEA Zindabad'.  Comrade GS and Comrade OS (East) were honoured with traditional Shawals. Two minutes silence was observed for the holy souls of the departed comrades. Comrade M K Chakraborty, Branch President of Host Branch delivered Welcome Address. Thereafter, reports of Circle Secretary, Circle Treasurer and Branch Secretaries were presented. Elaborate interactions were made by the attending comrades on developmental and various other issues.  Thereafter, the reports were accepted with loud applause.

At 12-45 hrs, Comrade Amit Gupta, OS (East) delivered a speech highlighting various issues of BSNL as well as the members. At 13-00 hrs Comrade, Prahlad Rai, GS delivered his speech where he gave stress on the call given by JAC for Customer Delight Month May-2011. Comrade GS also gave call for its true implementation.  Comrade GS then elaborated one by one the issues like JTO Pay scales and promotional scenario due to court cases, Executive Promotional Policy implementation and the cases of Sr. Comrades drawing less pay than Juniors, Issue of Seniority lists of various cadres, financial scenario of BSNL and other related matters. Comrade GS patiently answered all the queries of the members present promptly   with fullest satisfaction. Lunch break was given from 14-30 hrs to 15-30 hrs.

At 16-00 hrs of 07.05.2011, Open Session was started at "Ellora Heritage" which was jam packed with members of AIBSNLEA , executives and non-executives of other sister organisations. Dias was chaired by Com S K Chakraborty (Circle President), Chief Guest Shri N N Bannerjee ( CGMT Assam Circle), Guest of Honour Shri Sree Ram (GMTD, Silchar), Com Prahlad Rai (GS), Com Amit Gupta (OS, East) and Comrade K K Das (CS). Open Session was opened with a song of Kabiguru Rabindranath Tagore. Then a few patriotic songs were presented to boost up the morals of BSNL employees.  Entire Cultural Programme was very much colourful and was presented by BSNL staff members and their wards only. Com K K Das, (Circle Secy) delivered Key Not Address. Thereafter, representatives of other Unions and Associations spoke on the occasion. Com Amit Gupta delivered a brief note covering burning issues of BSNL.  Com Pralhad Rai (GS) delivered a heart breaking speech covering all the issues which covered HR matters, BSNL policies, Promotion of executives, BSNL financial position, roles of management in handling of BSNL, customer care matters and many other burning issues.  Shri Sree Ram (GMTD, SC) also spoke on the occasion highlighting his roles in boosting Silchar SSA.  Shri N N Bannerjiee (CGMT, Assam Circle) mentioned the positive scenario of Assam Circle citing revenue status and other issues. 09.05.2011:Meeting at Jaipur: GS attended the Circle Office Bearers & Branch Secretaries Meeting of AIBSNLEA stationed at Jaipur, Raj. Circle  on dated 05.05.2011. GS in his address apprised in detail about the Call of JAC for Customer Delight Month May-2011 and requested for its successful implementation. Com. GS also replied the queries raised by the office bearers. Thereafter Com. GS along with Com. Karan Singh, Advisor-II CHQ, Com. M.K. Morodia, ACS & Branch Secretary Jaipur TD Branch, Com H.O. 06.05.2011: FRANCHAISEE STRIKE IN KERALA CIRCLE:-: GS forwarded SMS received from CS, Kerala Circle to CMD, BSNL regarding franchisees strike issue in Kerla Circle. He immediately contacted GS and informed that he has seen the case & directed Marketing Cell to settle the issue immediately. He also advised GS to motivate for earning profit & reduce Expenditure. .

New Delhi, May 4:

Turning around Bharat Sanchar Nigam Ltd to its former glory is the top priority for the newly appointed Chairman and Managing Director, Mr R.K. Upadhyay. To achieve this, BSNL plans to enter new business areas in the telecom sector and may also approach the Government to seek permission for unlocking the value of real estate owned by it.

"We have to maximise our revenues from the existing levels. Then, there are a whole lot of business opportunities available in the market to tap. With the kind of reach BSNL has, it should not be very difficult to get a major share of enterprise business. Many new avenues for unlocking the value are on the anvil," Mr Upadhyay said.

"We will definitely emerge from the financial crisis," he added just 3 days after he was given the responsibility to head the public sector company.

BSNL had posted a net loss of Rs 1,823 crore on revenue of Rs 32,046 crore in 2009-10. It had recorded a net profit of over Rs 10,000 crore in 2005-06. According to estimates, BSNL is expected to post a net loss of Rs 2,725 crore on revenue of Rs 31,738 crore during 2010-11. BSNL has also been steadily losing market share.

AIBSNLEA took up the case strongly for withdrawal of order dated 27.04.2011 in connection with PA/PSS case. 

03.05.2011:JAC meeting with CMD, BSNL: JAC leaders met CMD, BSNL on dated 03.05.2011. Director(HR), Director (CM), Director (CFA), Sr. GM(SR), DGM(SR) were also present in the meeting. GS, AIBSNLEA attended the meeting. JAC leaders  welcomed and congratulated Sh. R.K. Upadhyay on assuming the charge of  CMD, BSNL. CMD BSNL also welcomed the JAC leaders & wanted to know about the progress of Customer Delight Month May-2011 being observed by JAC. He mentioned that it is a very healthy situation wherein BSNL Unions/Associations are launching such programmes to delight customers, it is a great help to the management in providing quality telecom services to the customers. JAC leaders apprised him regarding immediate procurement of cables,  jointing kits, telephone instruments, introduction of NGN exchanges & increase in GSM equipment capacity through e-tendering process. They also expressed the dis-satisfaction against implementation of CDR Project properly and requested CMD to use his good office to make Govt. support to BSNL as a State owned company. JAC strongly protested against DoT order dated 19.04.2011 regarding retention of BSNL assets in violation of Govt. order dated 30.09.2000. CMD after detailed discussions mentioned that JAC leaders on weekly basis can apprise to Director(HR) regarding smooth implementation of Customer Delight Month May-2011 &  it should become a regular feature in BSNL. He assured his full cooperation and impressed upon that our priority should be to make BSNL a profit making PSU.

03.05.2011:Courtesy Call Meeting with Sh. R.K. Upadhyay, CMD BSNL: GS, FS, AGS(HQ) met Sh. R.K. Upadhyay, CMD BSNL, greeted him on assuming the high office of CMD, BSNL and assured him our full cooperation to make BSNL a viable and vibrating organization to take on various challenges. He also reciprocated the same and mentioned that we should first concentrate on the works to make BSNL a profit making company and try to resolve problems parallelly.

02.05.2011: 3rd Circle Conference of AIBSNLEA, Maharashtra Circle at Sangli on 28th & 29th April'2011:  The Biannual 3rd Circle Conference of Maharashtra Circle held at Sangli the city of Shri Lord Ganesh on 28th and 29th April-2011. The Association flag was hoisted by Maharashtra Circle President Com Rammurti, at 9:00AM in Maheshwari Garden the venue of Circle Conference. Com V P Kulkarni CS Com C M Saste OS (W) & Com A G Joshi ADV IV CHQ were also present. After hoisting the Association flag all the 150 delegates comprising 30 SSA, Circle  office bearers, Branch  Presidents, Branch Secretaries, CEC Members and delegates  went to the venue with Slogans AIBSNLEA Zindabad. The venue was decorated with beautiful Rose flowers. Fragrance of Flowers & its perfumes and the tune of santoor and shahanai added the atmosphere the richness of royal and traditional approach. The morning session started with opening remarks by Circle President, observance of 2 minute silence for departed comrades, holy souls was observed. Welcome speech by Com K A Mohire OS MH Circle followed the felicitation of all dignitaries, Circle, CHQ Office bearers by the host branch Sangli. IN BS report session, all BSs emphasizes on the issue of BSNL viability, SSAs problems, work load, and HR issues pertains to the cadre related matters. At 13:30 Hrs the house was adjourned for lunch break. Delicious western marathi style food was served. At 15:00 the house again reassembled. C/S read his report in which he narrated all the achievements in cadre related issues, organisational activities. The session continues till 16:30 Hrs. The Dias was adjourned for tea break and for preparation for Open session.

Open Session started at 17:45 Hrs. with MAA DEVI SARASWATI and GANESH VANDANA. Sh B K Agrawal Sr. GM (HR & Admin) Maharashtra Telecom Circle was the Chief Guest, Sh. K K Saxena Sr. G M Sangli and  Sh. Deepak Tayal Sr. G M Kolhapur were the guests of honour besides the CHQ President, GS CHQ, AGS CHQ Com R.B. Athani,  Com C M Saste OS(W), Advisor-IV CHQ Com. A G Joshi were the invited guests. The Hall was almost full. All the GMs. DGMs, office bearers of sister Associations, Unions, Press and media, were present. After the welcome address by Com. Jambagi Branch Secy. of Sangli Branch. Com V P Kulkarni, Circle Secy. read out the key note address that highlighted the HR Issues of Maharashtra executives &Transfer Policy. Com C M Saste OS (W) and Com Athani AGS CHQ addressed the huge gathering. The Salient points of their speech are Reduction of expenditure, Transparent tendering process, Manning of unmanned exchanges with justified staff Sh. Deepak Tayal, Sr. GM BSNL Kolhapur, SH. K K Saxena Sr. G M SANGLI appreciated the approach of AIBSNLEA towards Customer delight with quality of service and quality of approach towards customers and customer satisfaction. The concern of AIBSNLEA for their approach towards the customers and assured his full support to AIBSNLEA.

GS in his address focused all the issues related on the wrong policies by policy makers to weaken the profit making PSU like BSNL. The wrong policies makes the PSU in loss and the same staff who once upon a time earned profit by 10000 crores is facing loss. He also appealed all the executives to observe customer delight month from May-1 with full sincerity. He sent a strong worded message to the BSNL management and ministry of communications to fill up all the vacant posts of BSNL Board and stopping the lavish expenditure by higher officers. He appraised in details the status of HR issues and the efforts for the settlement of pending issues. He also impressed upon for completing the absorption of ITS officers to BSNL/MTNL and demanded Govt. support to BSNL as its owner. He elaborately stressed the PAY SCALE point of DR JTOS of 2007 batch E1A and E2A scales. He narrated all court cases with the status of these cases of JTO to SDE ,SDE to DE, Adhoc STS to REG STS. He also pointed out that due to wrong implementation of Transfer policy in Maharashtra the situation may become volatile and requested Sr.G M (HR & Admin) MH Circle to look into the matter of 2year/4 year criteria in transferring the executives.

Then the CHQ President addressed the house on financial health of the BSNL and appealed the members to enhance the revenue at least by 5% so that BSNL starts making profit.

Sh B K Agrawal Sr. G M (HR & Admin ) Mh reciprocated in a positive approach and assured the executive fraternity to be rest assured about their HR problem he will take care of all and appeal please work hard for BSNL. Vote of thanks was given by Com. Rammurti President AIBSNLEA MAH Circle. The Open Session concluded at 21:15 Hrs. After a nice JAYKEDAR dinner was arranged by host branch Sangli with ice cream with cheery.

On 29th April 2011; the Session started at 10:00Hrs with report of C/S and after discussion on C/S report, House approved the report along with audited account had also endorsed by the august house. Com. GS, CHQ President CHQ, OS(W), Advisor-IV CHQ, AGS CHQ also addressed the delegate session They apprised in detail the status of pending HR issues and the efforts are being made for their settlement by CHQ. Com. GS replied all the queries of the delegates and further appealed to make successful 'Customer Delight Month' May-2011. Com.K A Mohire, AO(Sales & Mktg) Sangli Com. V P Kulkarni, DE(Off) Nashik Com Bhatia, CAO Circle Office were elected unanimously as Circle President ,Circle Secretary and Finance Secretary respectively.

02.05.2011:JAC Meeting to implement Customer Delight Month May-2011 successfully: JAC leaders met today and analyzed the implementation of Customer Delight Month, they appreciated the efforts being taken by the CHQ/Circle/Branch  Office Bearers for its successful implementation. JAC call is getting overwhelming support from BSNL employees through out the country. However,  JAC  requests all the CHQ/Circle/Branch  Office Bearers for immediate holding of Special General Body meetings/Seminars/ Press Conferences etc under the banner of JAC at all SSA levels to mobilize and involve each and every employee for its complete success.

02.05.2011:Meeting with Director(HR) BSNL - Discussion / Presentation / Feedback on restructuring of BSNL- AIBSNLEA provided its views / suggestions - Director(HR) in the presence of Sr. GM(SR), Sr. GM(Estt.), Sr. GM(Pers.) , Addl. GM(Estt.), DGM(SR) , AGMs(SR) invited AIBSNLEA representatives for a Discussion / Presentation / Feedback on restructuring of BSNL .GS, President, FS and AGS(HQ) attended and presented AIBSNLEA views /suggestions. During discussions in addition to BSNL viability, realignment of staff, review of standards of staffing norms, Director (HR) stressed to review the benchmarking of performance measures and inventive for good performance. We apprised that benchmarking of performance measures in the BSNL EPP has been decided after detail discussions in the BSNL Board and DoT. Incentive for good performance may be decided as per 2nd PRC recommendations by finalizing guidelines for Performance Related Pay (PRP) etc. Further Director (HR) impressed upon to bring back BSNL in profit wherein all the BSNL employees Top to Bottom should work as a team instead of finding drawbacks of each other. The norms for new services needs finalization to redeploy the staff from CFA to CM/ EB units. Regarding BRPSE recommendations to roll back retirement age from 60 years to 58 years and introduction of VR Scheme etc we strongly protested such recommendations and suggested that BSNL Management should utilize the expertise of its man-power for the growth of BSNL as already lot of retirements are taking place in all the cadres. Director (HR) also stressed to bring discipline in the organization at all levels and sought the co-operation of all Unions/Associations. We requested for the settlement of long pending issues raised by AIBSNLEA during discussions in the formal meeting with BSNL management on 14.12.2010. (Click here for minutes).

We strongly protested against the issuance of clarification regarding counting of residency period in respect of Stenographers Grade I and II in Executive Promotion Policy since the Committee headed by the PFM (FP) is examining the issue. Director (HR) assured to look into the matter and to keep recoveries held in abeyance till the outcome of the committee report.
