31.03.2016:  Meeting with CMD BSNL and Director (HR):

GS, FS and Advisor (HQ) met CMD BSNL, Director (HR) and other Board of Directors and extended them our sincere thank and gratitude for issuance of 658 DGM Promotion orders in this month. CMD and Director (HR) congratulated all the newly promoted DGMs and expected that the newly promoted DGMs will give their best for the growth of BSNL. CMD further mentioned that I am glad to see that our 658 DEs are promoted to a senior level post. We assured our fullest co-operation for the betterment of BSNL.

31.03.2016:  DE to DGM Promotion orders are issued: <<<<Click here for Promotion Orders>>>>

Congratulations! AIBSNLEA consistent and untiring efforts yielded result in getting released 445 DGM promotion orders today.  The CPC was initiated to fill up 587 vacant DGM Posts. About 148 DEs cases could not be considered due to ineligibility of required service.  About 58 DEs cases could not be assessed due to non-availability of ACRs.  However, 58 DEs promotion orders will be issued subsequently on receipt of the required documents immediately.  During this month 213+445=658 DGM Promotion orders have been issued against 800 vacant DGM Posts.  Initially, the 480 DE to DGM promotion could not be expedited under the threat of contempt case by 147 SDEs (LDCE) quota seniority case pending in the Hon'ble Supreme Court.  But with our continuous efforts we could convince CMD BSNL, Director (HR) and GM (Pers) that since the seniority of 147 SDEs(LDCE) quota has been quashed by the Hon'ble CAT Ernakulam Bench and Hon'ble High Court Kerala and there is no stay order on promotion from Hon'ble Supreme Court hence, promotion orders can be issued and by these great efforts all the senior officers could be convinced and after taking the legal opinion from BSNL's senior advocate and Addl. Solicitor General, Govt. of India the BSNL Management decided to proceed to DGM promotion against the CPC completed to fill up 480 DGM posts and with decision to withdraw BSNL's SLP filed in support of 147 SDEs (LDCE quota) in the Hon'ble Supreme Court. In first step, 213 DGM promotion orders were issued on 4th March 2016 from the CPC completed to fill up 480 DGM posts on the existing TES Group B seniority lists 1 to 5 (year of recruitment basis) but under the assurance that immediately next CPC will be initiated to fill up remaining 587 vacant DGM posts with Rule-206 as per the Hon'ble Supreme Court direction and Expert Committee Report.

 

As soon as the 213 DGM promotion orders were released on 4th March 2016, immediately a contempt notice was received by BSNL C.O. from the Advocate of 147 SDEs (LDCE quota) to consider them also for promotion and to reply within 4 weeks' time.  Again on 16th March 2016 on the day of hearing in the Hon'ble Supreme Court the contempt application filed by 147 SDEs (LDCE quota) against 213 DGM promotion wherein they were not promoted.  After some arguments Hon'ble Supreme Court dismissed the contempt application which paved the way to BSNL Management to expedite CPCs to fill up the vacant DGM Posts immediately without any fear of further contempt.  AIBSNLEA made its sincere efforts in collecting the missing APARs/VCRs and the information regarding date of joining in Adhoc/Regular DE promotion of the eligible candidates. The Personal cell staff also vigorously works to expedite the CPC.  The Chairman CPC Sh. Pandey ji PGM (Radio) BSNL C.O., Shri S.S. Aggarwal GM(EB), GM(Pers) and CLO BSNL C.O. were very positive ad dedicated to expedite the CPCs. All these developments took place only when our CMD desired to fill up the vacant DGM posts immediately and thereafter Director (HR) and GM (Pers) did their best to expedite CPCs and to issue promotion orders on fast track manner i.e. two big promotion orders numbering 658 within a month time.

 

We are extremely thankful to CMD BSNL for honoring the commitment and  Director (HR), GM (Pers), Jt. DGM (Pers), DGM (Pers-II) AGM (P-I), AGM (CPC), other Pers. Cell staff members, Chairman CPC PGM(Radio), GM (EB), CLO BSNL C.O., PGM (SR), Sr.GM (legal), AGM (Legal), CVO BSNL C.O. and all Circle Heads in expediting CPCs and issuing DGM promotion orders.  Once again our sincere thanks to CMD, BSNL, Director (HR), GM (Pers) and whole Pers. cell staff for their positive approach in issuing promotion orders.

 

Now, it is our turn to reciprocate in positive way by devoting more in our duty to earn more and more revenue for BSNL. Also newly promoted DGMs should exercise their authority in decision making manner for the growth of BSNL.

31.03.2016:   Flash! on DE to DGM promotions - Orders may be issued today at any time:

-  CMD clears the file containing the minutes of the CPC for promotion of 445 DEs to the post of DGMs

- GS is pressing hard for issuance of DE to DGM promotion order today itself. Promotion orders are expected to be issued today itself at any time.

30.03.2016:   DE to DGM promotion - Orders are expected by tomorrow morning:

GS, FS Advisor (HQ) met CMD BSNL and requested for issuing promotion orders from DE to DGM today itself since our 7 DEs are retiring tomorrow. CMD mentioned that the file came to him today wherein some points have been approved but on some points he has asked clarifications from Director (HR) and after the clarifications approval will be given immediately by tomorrow morning itself. Hence, even retiring DEs may get the benefits of the promotions. He congratulated all the DEs to be promoted as DGM in advance and mentioned that these newly promoted DGMs should deliver goods immediately to increase the BSNL's revenue and its turn around. They should also exercise their authority and taking decisions in day to day work. He further mentioned that this financial year is crucial in view of 3rd PRC implementation in BSNL. He is desirous to implement 3rd PRC recommendations in full for BSNL employees to justify his presence. We also reciprocated and assured our fullest co-operation.

 

Here after, we met Director (HR) and requested to get the clearance on CPC from DE to DGM from CMD BSNL at the earliest. Director (HR) mentioned that the queries made by CMD BSNL has been replied in file and tomorrow morning the approval from CMD BSNL will be taken and just after the promotion orders will be issued.

 

Status of CPC from EE (E) to SE (E):

The CPC minutes for promotions from EE (E) to SE (E) could not be finalized due to not availability of one of the CPC member i.e. GM (Estt) being on leave. After returning of GM (Estt) from leave, the minutes will be signed and promotion orders will be issued.

29.03.2016:  Meeting with GM(FP): GS,FS met GM(FP) and discussed regarding:
(a) CPC from AO to CAO :- We requested to expedite CPC from AO to CAO by getting stay order vacated from Hon'ble CAT Chandigarh Bench. GM (FP) mentioned that he will discuss the matter with GM (Pers) to attend the court hearing on 31st March-16 in the Hon'ble CAT Chandigarh. He assured that as soon as the stay order on promotion is vacated CPCs from AO to CAO, JAO to AO will be expedited.
(b) CPC from CAO to DGM (Fin):- We requested to initiate CPC to fill up vacant DGM (Finance) Posts. GM (FP) mentioned that the case for relaxation in the eligibility criteria of 4 years service has been processed to the competent authority for approval.
(c) Withdrawal of MT Posts (CAO) diversion proposal from BSNL Board and to issue order on the basis of BSNL MC approval. GM (FP) directed AGM (SEA) to immediately process the proposal for withdrawal from BSNL Board immediately. He assured an early action in this regard.
(d) Consideration of some AOs/ CAOs transfer orders cancellation/modifications on genuine grounds:- GM (FP) assured to examine the pending transfer cases for necessary action.

29.03.2016:  Meeting with Director(HR):  GS AIBSNLEA, President AIGETOA and AGS AIGETOA today met Director (HR) discussed the issues. We apprised her about the resentment growing into the minds of the executives of BSNL due to continued delay by HR managers on the settlement of the pending HR issues and non-implementation of Khan Committee Report on CPSU Cadre Hierarchy and implementation of E2 and E3 pay scales. Director (HR) appreciated the concern and clarified that matter has been discussed with CMD BSNL and on that basis very soon decision is to be taken on implementation of E2 and E3 Pay scale. On the issue of CPSU cadre Hierarchy, it was informed that shortly a presentation will be given to CMD BSNL and thereafter the decision in the same shall be taken in consultation with representative association. We impressed upon to give the first presentation on Khan Committee recommendations on CPSU cadre Hierarchy. Director (HR) assured that based on the Khan Committee report only, a decision shall be taken. We further reiterated our stand on MT recruitment and requested her to take necessary action for the cancellation of MTRRs as committed in the minutes. Director (HR) told that she shall be discussing the matter with CMD BSNL.

We requested to issue the promotion orders from DE to DGM to fill up the 587 DGM vacant posts and also informed that about seven DEs eligible for DGM Promotion are retiring on 31st March and hence the orders should be issued by tomorrow to protect their pensionary benefits. Director (HR) mentioned that CPC work is in progress and the promotion orders will be issued by tomorrow i.e. 30th March 2016.

The Team also met PGM Radio, Chairman of the CPC and requested him to expedite the CPC work. He immediately called AGM CPC and signed the minutes of the CPC. Hence, the promotion orders can be issued by tomorrow.

Thereafter, the team met CMD BSNL also and explained about the issues i.e. CPSU Cadre Hierarchy and implementation of E2 and E3 Pay scales on the basis of Khan Committee report. We also told him that we have complete faith on his assurances over all the issues and the same should not be deviated by his HR team. CMD BSNL gave patient hearing and told us that all issues are being taken care of. CMD BSNL shall be discussing the issues with Director (HR) and the HR team on 31st March 2016 in the HR vertical meeting.

During the discussion with CMD BSNL, we extended our sincere thanks and gratitude for issuing the promotion orders to fill up all the vacant DGM posts from Group B Level executives. CMD BSNL reciprocated our gesture and asked us to motivate all the newly promoted DGMs to take timely and Firm decisions in their day to day work and bring more and more revenue for BSNL.

We further reiterated our stand on MT recruitment and requested CMD BSNL to direct his team to move the file for cancellation of MT RRs and DGM RRs as committed in the minutes. CMD assured to look into the same.    

29.03.2016:   Status of cases CA No.4389/2010 (UOI & Ors. Vs. Sohan Lal Sayal), SLP (C) No.24303/2013 (K.S. Hegde Vs. UOI & Ors.), SLP (C) No.32284/2013 (Manoj Kr. Tripathi Vs. UOI & Ors.) and etc. etc. on TES Gr "B" seniority in the Hon'ble Supreme Court on dated 16.03.2016:

The next date of hearing in the matter is 18.04.2016.

29.03.2016:     Status of Court Case regarding referendum of Executive Associations in BSNL:

The case regarding referendum of Executive Associations of BSNL came up for hearing on 23rd March 2016 in the Hon'ble High Court of Karnataka but could not be heard and deferred for four weeks. Next date of hearing will be intimated later on. Hon'ble High Court of Karnataka has presently granted stay orders on the referendum of Executive Associations of BSNL.

29.03.2016:   GS met GM (Pers) and discussed regarding:

A. DE to DGM promotion: We requested to expedite the CPC from DE to DGM to fill up 587 DGM posts. GM (Pers) mentioned that CPC work is in progress and efforts are being made to issue promotion orders by today evening or tomorrow morning. He also informed that about 400 clear cases are being considered for DGM promotions and keeping remaining vacancies for the un-accessed cases which will be filled up subsequently on receipt of their particulars.

B. CPC from SDE to DE: We requested to expedite the CPC from SDE to DE. GM (Pers) mentioned that the CPC was in process but stalled due to stay order on promotion granted by the Hon'ble CAT Chandigarh. However, the case is listed for hearing on 31st March 2016. In case, if the stay order is vacated immediately the CPC work to fill-up 750 DEs vacant posts will be resumed.

C. CPC from JTO to SDE (T): GM (Pers) informed that Kerala Telecom Circle has filed OA and MA in the Hon'ble High Court of Kerala for an early hearing of the case and vacation of the stay order on promotion. Now the case has been posted for hearing on 4th April 2016. 

D. CPSU Cadre Hierarchy: We requested for early submission of the comments on Khan committee report on CPSU cadre hirearchy. GM (Pers) mentioned that just after the promotion orders on DE to DGM he will concentrate on this issue.

28.03.2016:  Status of CPC from DE to DGM:

GS met and discussed the concerned officers of CPC Cell in BSNL Corporate Office and find that about 53 DEs were declared non-eligible to be promoted as DGM in absence of the information from circles regarding their date of joining as Adhoc DE and DE (Regular). After taking the list from CPC Cell Com GS immediately contacted all concern Circle Secretaries to provide necessary information today it-self to expedite the CPC and to avoid left out cases. Circle Secretaries responded too and about 39 DEs date of joining was immediately collected from all the circles. About 14 DEs information of their date of joining is still awaited. All the concerned Circle Secretaries are requested to provide the information immediately by tomorrow morning up-to 12 noon to avoid left out cases.

 

GS also met and discussed with the Chairman, CPC and other members of the CPC to expedite it by tomorrow so that DGM promotion orders are issued before 31st March 2016 as assured by CMD BSNL to the United Forum. They assured to complete the CPC work by tomorrow itself.

 

The CPC has been initiated to fill-up 587 vacant DGM posts wherein DEs are being promoted on the basis of TES Gr ''B'' seniority as per Rule 206 in view of Hon'ble Supreme Court directions. It will cover 213 DGM promotion orders already issued as per TES Gr ''B'' seniority on the basis of year of recruitment i.e. Rule 1966. Hence, all vacant 800 DGM posts are being filled-up before 31st March as assured by CMD BSNL to the United Forum.

22.03.2016: Meeting with CMD BSNL

GS, FS met CMD BSNL and appraised him about the 7% positive  growth taking  place in AP Telecom Circle.  He appreciated  the efforts taken by CGMT AP Telecom  Circle and apprised that this month March 16, till today in CM segment 2.2 Million GSM Telephone connections, which may touch 2.5 million target.  Similar efforts are being made in CFA and  EB  segments for positive growth.  He also mentioned that in the recent inaugural function on 17th March 2016 Hon'ble MOC & IT has advised  Secy. (T) DOT to extend all sort  of genuine help to BSNL.  He also appraised that today also along with Dir (Finance)  he   met  Secy. (T) and member (Fin) DOT for releasing of Rs.1250 crores  Rural Deficit Charges and this  is priority issue at present.

22.03.2016:  GS met ED (NB) and discussed regarding

(a)  (a)   Filling up of the vacant EE (C/E) Posts.  We requested to take necessary steps for filling up of the vacant posts of EE(C/E).  ED (NB) assured to discuss the matter with PGM (BW) for  initiating CPCs to fill up the vacant EE (C/E) Post.

      (b)   External Projects to BSNL:  We requested  for approving certain measures for turnaround of BSNL  by procurement of external works of Ministry of C&IT / HRD etc. by BSNL Civil Wing

(c)  (C) Proper SC/ST roster implementation in BSNL:  We requested  for Updating Roster in the grade of SDE(C) and vacancy calculations under SCF/LDCE quota.

22.03.2016:  GS met GM (Pers.) and discussed regarding

(a)  (a) CPC from DE to DGM ? We requested to expedite CPC from DE to DGM. GM (Pers) mentioned that CPC work to fill up about 600 DGM Posts is in process and efforts are being made to issue DGM Promotion order shortly. We further extended our sincere thanks for taking efforts in filling of the vacant DGM Posts.  He appreciated our concern and  assured that after these DGMs promotions the next CPC work will also be initiated to fill up remaining about 300 vacant DGM Posts immediately.  He further mentioned that as soon as the stay order from Hon'ble CAT Chandigarh is vacated CPC from SDE (T) to DE will be expedited to fill up the vacant DE Posts. We also requested  to  post DGM with minimum displacement.

     (b)  Restructuring of AD (O/L) cadre:  GM (Pers.) informed that PGM (EF) Cell has cleared the file today and  it is received by him.  After the approval of MC of BSNL Board the AD (OL) cadre will be restructured immediately.

21.03.2016:    Report on AIBSNLEA AP Circle  2nd CEC held at Guntur on 18th &19th March 2016

 2nd CEC of AIBSNLEA, AP Circle was held on 18th &19th of March 2016 at K&M International Hotel, Guntur. Sri K.Pedda Rao Circle President of AIBSNLEA, AP Circle   hoisted AIBSNLEA Flag at 10 AM of 18th March2016 and all CEC members/CHQ Members attended. After hoisting the Flag, all the CEC/CHQ members assembled in the hall and Sri. Ch. Venkateswara Rao DS AIBSNLEA, Guntur District Branch welcomed the CEC/CHQ members with his welcome address and invited circle executives on to the Dias. Sri K. Pedda Rao Circle President presided over the meeting and it was conducted as per the agenda. The CEC approved the report of Circle Secretary and Finance secretary. The District Secretaries presented their reports in detail including membership and quota paid.

 

Comrade Prahlad  Rai General Secretary of AIBSNLEA addressed CEC and gave the details of DPCs of various cadres at Central head quarters. He explained the present financial situation of the BSNL in detail and the role to be played by the executives in improving the overall Revenue. After his valuable speech, the JAOs 2010 (Deptl) batch felicitated our GS in a grand manner to show their happiness for getting approval for exercising option in pay fixation.

 

In the evening of 18th March 2016 at 18.00 Hrs , Open House session was conducted.  In the the Open House session, CGMT  AP Circle Sri P.V. Muralidhar garu, AIBSNLEA  General Secretary Com. Prahlad Rai garu, GMTD Guntur Sri.K.V.Choudary garu, AGS Com J.Sai Baba garu, Circle secretary AIGETOA  AP Circle , Com Veerabhadra Rao garu attended and addressed the gathering. The district Secretaries of BSNLEU, NFTE and AIGETOA also attended and greeted the CEC.

            

Com B.S.Reddy CS presented  his key note address while thanking the CGMT for his positive approach stressed the necessity of paying attention to the issues of Transmission maintenance, improvement in FTTH, giving more importance to CM wing as it is generating more revenue and we can further gain from it, consideration of some of the rural areas for break in circle tenure, Sanction of imprest to the executives as after implementation of ERP imprest is not available to executives, withdrawal of soft tenure revised policy etc,

 

Com. Veera Bhadra Rao CS AIGETOA narrated the difficulties in getting the issues resolved as some people have been creating hurdles in resolution of issues.

 

The District secretaries of BSNLEU and NFTE greeted the CEC and wished the meeting a success.

 

AGS (Engg) CHQ informed the CEC about the latest development w.r.t. the provision of broad band services by AP state Govt, formation of a separate telecom Circle for Andhra Pradesh, the positive attitude of CGMT, assured CS AIGETOA that the issues of DRs will be taken care of by AIBSNLEA and asked him not to be panicky.

 

GMTD GTR Sr. Chowdary thanked all the staff for the best co-operation that he had been getting and assured that the SSA will further generate revenues.

 

Com Prahlad Rai GS AIBSNLEA, in his inspiring speech, while appreciating the AP Circle as it is the second large circle for AIBSNLEA and thanked for the support that he is getting from the AP organisation. He narrated the CEC about the issues concerned to the executives of BSNL such as pending DPCs due to court cases, the persuasion by the association for getting the DE to DGM promotions released the efforts that association had been making for standard pay scales, career progression and pension to the BSNL recruited staff etc. He gave a detailed account of Khan Committee's report and the misgivings of few executives and assured the executives that no executive will be in the same grade for more than 5 years and the miscalculation of few executives about the same.

 

GS also narrated the issues concerned to Civil/Electrical/Arch executives, pay scales of AD (OL),promotion of PA/PS to the cadre of PPS etc.

      

GS explained the financial status of BSNL in detail and how turnaround of BSNL is happening. The efforts of forum in turning around the BSNL were also explained.GS appreciated the revenue earnings of AP and expressed hope that other circles will follow AP in revenue generation. The CEC greeted GS for his detailed address.

 

CGMT AP Circle Sri Muralidhar in his motivated speech appreciated the report of GS and narrated the activities of AP Circle and explained in detail the revenues from all the four verticals. He appreciated the revenues from EB wing and expressed hope that revenues will further improve. He gave the examples of sports and advised executives to keep themselves fit and give their best to the company. The Guests CGMT AP Circle, GS AIBSNLEA, GM GTR,AGS (Engg) and CS AIGETOA were felicitated by the CEC.

          

Closing remarks were given by the President and vote of thanks delivered by Com Venkatachary DP GTR.

 

The open session concluded with reciting of national anthem.

                       

On 19th March 2016 the CEC started at 10 AM and continued up to 15.00 Hrs and discussed Circle issues in detail. It is decided to hold the coming AP Circle conference at Vijayawada. The General Body Meeting of All India BSNL Executives' Association of Krishna Telecom District, Vijayawada was held at 18:00 hrs on 17-03-2016 at Hotel Kosala, Governorpet, Vijayawada in connection with the availability of our GS at Vijayawada enroute to Guntur to attend the 2nd CEC of AIBSNLEA AP Circle Com. B. Ravi Kumar, District President, presided over the meeting. The General Body meeting was jam packed with all the members of BSNL Executives' Association of Vijayawada SSA .Com. G. Ramakanth, OS AIBSNLEA Vijayawada has invited the dignitaries to the dias.

Ravi Kumar, DP has made opening remarks and welcoming address and outlined the activities conducted in Vijayawada SSA on the organizational issues with the coordination and cooperation of AIGETOA from time to time as per the calls given by CHQ/Circle H.Qrs. Com. Bh. Siva Rama Kumar, DS has briefly narrated the report of activities of SSA branch.  Com. J.G.Patnaik, ACS (GD) expressed that it was a matter of pride, pleasure and honor for the members of AIBSNLEA Vijayawada SSA to have our GS,  Com. Prahad Rai to be amidst the general Body meeting. Com. Rammohan ACS F told that there are no pending issues in A.P. circle as on date in Accounts cadre and appreciated the cooperation given by our CGMT AP Hyderabad and PGM (Finance) Hyderabad. Com. A. Koteswara Rao, CWC member has outlined the achievements of Com. Prahlad Rai in the BSNL corporate office for timely release of promotions orders, holding of DPCs, constant interaction with BSNL CO for vacation of stay for the promotion orders in various cadres, achievement of regular promotion to Officiating JTOs and so on. Com. J. Sai Baba, AGS (Engg.) CHQ, New Delhi has briefed the active role played by Com. Prahlad Rai, GS for dealing staff issues of 11 disciplines of executives in AIBSNL EA. Com. B. Srinivasulu Reddy, Circle Secretary, A.P. has narrated the activities in Circle headquarters and thanked the Vijayawada SSA for holding the General Body meeting in a nice manner. Com. Venugopal, DS, AIGETOA, Vijayawada SSA has appreciated the efforts made by our GS AIBSNLEA for settlement of AIGETOA members also and assured extension of all the cooperation from AIGETOA to AIBSNLEA.

 

In the last, our General Secretary, Com. Prahlad Rai, given an elaborate speech covering all the 11 disciplines of executives and  the status of all the pending issues viz., standard pay scales ,CPSU cadre hierarchy,30% superannuation benefit, issues relating to the creation of PPS posts in field units, DPCs in the civil electrical and architectural wings, pay scales for AD(OL) on par with SDE/AO and many issues  pending  in the court for promotion from JTO to SDE,SDE  to DE,  JAO to AO,AO to CAO, etc., It was also told by our GS that orders for promotion  to about 600 DEs to the cadre of DGM is likely to be expected shortly.  Com GS clearly explained the issues pertaining to the implementation of standard pay scales E2 and E3 and categorically stated that every executive should get up gradation after 5 years to the next scale and will not allow to remain in the same scale for 10 years as agreed by certain quarters. Sri P.V. Ramana, District Treasurer, AIBSNLEA, Vijayawada has proposed vote of thanks.  

 

After completion of the meeting, the officiating JTOs of Vijayawada felicitated our General Secretary for the untiring efforts made by our GS for settling the issue of regularization of officiating JTOs.

21.03.2016:    GS, FS and CS UP (West) Circle met Director (HR) and discussed regarding:

A. CPC from DE to DGM: We requested to fill up the vacant DGM posts. Director (HR) mentioned that the CPC top fill up about 600 DGM posts is in progress. Efforts are being made to issue promotion orders by the month end.

B. Diversion of 50% MT quota CAO posts to the seniority quota: We requested for early diversion of 50% MT quota CAO posts to the seniority quota with the approval of BSNL Management Committee itself as 50% MT quota posts in Engineering Wing have already been diverted with the approval of BSNL Board. Director (HR) assured to look into the matter.

C. Implementation of Khan Committee report in respect of CPSU Cadre hierarchy and standard E2 and E3 IDA pay scales for JTO and SDE equivalent cadres: Director (HR) mentioned that Khan Committee report on standard E2 and E3 IDA pay scales for JTO and SDE equivalent cadres has been received from Estt Cell which is under consideration at her level but the Estt Cell has shown huge financial implications in replacing E1A and E2A IDA Pay scales by standard E2 and E3 IDA Pay scales which is being examined. Regarding CPSU Cadre hierarchy, GM (Pers) is yet to submit the comments on the report for consideration. However, she assured an early action in this regard.

D. Other pending HR issues: On other pending HR issues i.e. Notional Pay Fixation w.e.f. 1.10.2000 to all the upgraded IDA Pay scales, Pay anomaly case of TTA to JTO (Outside Recruitment), Withdrawal of clarification issued on soft tenure transfer policy by Pers. Cell etc.: Director (HR) assured to discuss these matters separately.

18.03.2016:    CMD, BSNL writes all the Chief General Managers of the field units regarding the expectations of Hon'ble MOC&IT from BSNL in the coming times. Hon'ble MOC&IT while inaugurating a number of new services launched by BSNL on 17.03.2016 was very sceptical about the required publicity of popular schemes already offered to both BSNL landline and mobile customers and gave examples of even some Members of Parliament not being aware of schemes like Night Time Free Calling from BSNL landline etc. Hon'ble MOC&IT also reiterated the fact that mind-set, working and dealing with customer methodology has to change in BSNL immediately and pressed for punitive action against non-performing officers / officials. 16.03.2016:   GS, OS (North), Advisor (South) and CS Tamil Nadu Circle met GM (Pers) and discussed:

A CPC from JTO to SDE (T) and SDE to DE: We requested to expedite the CPCs from JTO to SDE (T) and SDE to DE. GM (Pers) mentioned that JTO to SDE (T) CPC is stalled due to the stay order on promotions from the Hon'ble High Court Kerala & from the Hon'ble CAT Chandigarh. Similarly, SDE to DE CPC is stalled due to the stay order on promotions from the Hon'ble CAT Chandigarh. He further informed that the court case in Hon'ble CAT Chandigarh is posted for hearing to 31st March 2016 wherein final hearing may take place and the Kerala Circle is filing a Miscellaneous Application (MA) for getting the stay order vacated along with the early hearing application.

B CPC from DE to DGM: GM (Pers) mentioned that the CPC work to fill ? up about 600 vacant DGM posts is in progress. About 160 DEs missing APARs and VCRs of the eligible DEs are yet to received. Sincere efforts are being made to expedite the CPC and to issue promotion orders before 31st March 2016.

C Consideration request / tenure transfer cases of SDEs/DEs: GM (Pers) mentioned that all the pending request /tenure transfer cases are being examined and the orders will be issued in the month of April 2016.

16.03.2016:    Status of Hon'ble Supreme Court case hearing today on TES Gr "B" seniority:

Today in the Court No. 6 at Item No. 1 Hon'ble Mr. Justice Fakkir Mohamed Ibrahim Kalifulla and Hon'ble Mr. Justice S.A. Bobde heard the case on TES Gr."B" seniority wherein the 147 LDCE quota SDEs Senior advocate Mr. Saran demanded contempt against the recent 213 DGMs promotion orders. Hon'ble Apex Court after hearing the arguments didn't admit the contempt application mentioning that the 213 DGMs promotion orders have been issued subject to outcome of the court case and there is no stay order on promotions and this case is pending for hearing here in the Apex Court . The senior advocate of 147 SDEs further pleaded to decide the case along with the Rule-206 seniority case. But the Hon'ble court didn't agree on the plea and adjourned the court. Other side advocate Mrs. Rani Chhabra demanded de-tagging of the 147 SDEs seniority case from the Rule-206 seniority case. The next date of hearing will be intimated later on.

 

Since, the contempt of the court against the DGM promotion is not admitted in the Hon'ble Apex Court, now BSNL management can continue to fill-up all the vacant DGM posts.

16.03.2016:     E-2 and E-3 IDA Pay Scales to JTO and SDE equivalent executives:

Come out of ''Stone Age''?MY Friendly Association. Come out??Work for the Cadre not for Ego:

One of the friendly association?Oh ?DR friendly Association?..has been making a lot of Hue and Cry about nothing?.They even forgot the basic rule of verifying the facts before writing on their website?despite of differences in opinion. We considered them to be a responsible association? but their recent utterances...are forcing us to think otherwise?

 

They have mentioned that NTPC is following a policy where an executive is promoted in same grade ?.sir that was happening when the DPE order was not issued?.after issuance of the DPE order which prohibits a PSU to have multiple grades in Single Scale, NTPC management rectified its promotion policy to fall in line?.and now in NTPC when an executive is promoted to next grade,it is always to the next scale and never in same scale?

 

But opposite is being demanded by our friendly association?instead of seeking amendments of the promotion policy at E9 scale in BSNL where multiple designations are there (Addl GM, GM, Sr. GM, PGM, CGM, etc..) they are demanding for introducing the similar anomaly at E3 level and they call themselves the crusaders of the Executive Cause? This is despite the fact that they are well aware of the fact that DoT has ordered recovery from the executives who have enjoyed increment at promotion in the same scale?citing the same DPE order?the aforesaid order was shown in the meeting and captured in minutes also and it was informed by management side they will not be giving increment in E3 to E3 promotions DPE and DoT orders prohibit it. We honestly fail to understand their motive.. why they want to mislead their own members ( DoT recruited executives of 1993, 1994, 1998 etc. batches)?what to say about their concern for DRs. We once again leave it for the executives to verify the facts?

 

Now with loss of words.. same association is misleading people by telling that AIBSNLEA and AIGETOA wants E2 from 01.10.2000?we once again clarify that we don't want any deviation from KHAN Committee?we request the friendly association to show one place where KHAN Committee has written that Executives will be in E3 scale for 10 years?

 

All we are demanding that Khan Committee recommendations be implemented in totality i.e of replacing E1A to E2, and E2A to E3 be implemented. Nothing needs to be touched in EPP..it takes care of this as it states that first upgradation will be given in 4-6 years and subsequent upgradations in 5 years..where is the need to modify?who is asking to modify. Management is convinced of our submission?then why it is hurting the friendly association?why they are telling that they will not allow Sr. SDE and SDE scales to merge. Why they are saying that if at all merger be there. It should be in Sr. SDE and DE scale?it means they want a non-functional scale to merge with the next higher scale just to satisfy their ego and that the fact that the time period to reach DGM scales for young executives shall be getting reduced by 5 years vis-?vis those who got E3 before 01.01.2007?where does the same generosity goes..when it comes to the benefit of DRs..why their hearts are burning?and they are calling us selfish people? Now it is for people to understand who is asking for cascading effect and who is acting as Road Blocker?and who is selfish?

 

Which constraints and which ground realities?they are talking about?. there are no constraints as such?and management is also understanding our point of view. Then why it is hurting the Executive Association?why they are not supporting our view. What loss it is causing to them?its beyond our understanding?actually the only ground reality is the fact that they cannot digest the younger executives reaching the DGM scale five year earlier?if they were so sincere in their approach..why they didn't disclose the fact that management has conveyed that the increment with the so called upgradation in E3 to E3 will not be given?what is conspiring behind closed doors?sir?.why this sudden change of heart in all matters?. why suddenly they want MT....Why they want DGM recruitment?.slogans of fresh..?n Young blood?why what happened?.whether they also want to say that our blood has become rotten?.why what our executives are not capable according to them or what?.or they are just trying to infuse negativity and confusion into the minds of the younger lot?.they have named NTPC on their web-site?why they don't want to emulate NTPC promotion policy?.why suddenly they have started echoing the agitation warnings? we request them to stop playing with the careers of thousands and thousands of DRs? we may forgive them?.but history will never forgive ?

 

They mention that Juniors reaching E3 scale in 10 to 11 years is a huge motivation... we also agree.. we supported it?but why it bothers them when the same executive gets the E4 scale also five years earlier?.why they want the gain achieved in E2 scale to be loss of Five years in E3 scale?.why it bothers them when the same Junior gets more motivated?then they start singing the song of merging Sr. SDE and DE scale?it proves our point that all they are interested in keeping the younger lot?in the same situation in which they are ..We want to tell them?Don't try to befool the younger Lot?.sir?act like a elder brother?like AIBSNLEA did?.remember?.our proposal is not causing any loss to seniors?.it only benefits the Junior,.,,,but their proposal is causing loss to Juniors as well as Seniors in terms of Financial losses?Career Losses?emotionally?.and many such losses which may arise in future and are unforeseen today with next revision?..

 

They say that senior SDE scale is abolished?then recovery may take place.. it shows their mind set of misleading people...when EPP will not be touched..how come recovery will take place.. All executives will get their upgradation in Five years...what will be recovered...we fail to understand?..they say that Youngsters will lose one assured promotion. Why So...who is stopping the youngsters to reach E7.E8..E9... or do they also agree that E7 cannot be reached by Group B officers. Do they also believe in that E7 is forte of a particular group?if not then why you're making people afraid of a non existant fear...we firmly believe that nobody can stop us ( Those who have age on their side) from reaching the positions of Directors and Even CMD...then what stops them from demanding the E7 for upgradations..?Remember that is not cascading effect?.they shall be asking only for promotions...what stops them?Management wants to implement just the Khan Committee recommendations. Why they want change in EPP for promotion from E3 to E3...i.e. E3 for 10 years... also to be approved. To stop...whom...can they tell us ?.Who is creating hurdles ?.in implementation...

 

We also fail to understand what makes them to write...the words? reversion/demotion of the JTO/JAOs from E1A to E1 and SDE/AOs from E2A to E2 is more demoralising ??.are they planning to be part of any such game plan just to prove their point.

 

They talk about one promotion for executives. We talk about CPSU hierarchy?.we talk of our executives reaching to level of Director/CMD.. They want executives to be restricted at Sr SDE grade ?..Do they really think that executives are that much fool that they will buy their argument?.

 

We also believe that they have a so called distinguished and chequered history of Fighting for the cadre...then what is the sudden change that they are advocating for something to be implemented in BSNL which has been rejected at other PSUs?their stand on other issues also lets us feel otherwise?but we don't want to do that?..we want to keep respecting them as they were?    

We request them to become big hearted. We request them to Act like a elder brother...and allow all of us to keep seeing them with respect?it's our earnest appeal to them...we won't be coming up any more arguments now?time will be the best judge?as we know and all know what is good and what is bad?we will keep on doing the good work for the executives of BSNL?.

14.03.2016:   GS met CMD BSNL and congratulated him for his regular appointment as CMD BSNL for further term of four years after reviewing his performance for past one year. CMD appreciated our concern and appealed to continue our support for the growth of BSNL and its turn around. We also discussed the following points:

A Growth of BSNL during this fiscal: CMD expected that during this fiscal BSNL performance will be better by increasing its operating profit further. He emphasized that every employee of BSNL should perform well for the growth of BSNL. He further mentioned that the performance of the CGMs / GMs / TDMs will be evaluated and on that basis their transfer and posting will be decided. Poor performers will not be allowed to work at their place of choice. He further mentioned that even the performance of the Board of Directors (Internal) is being monitored on yearly basis and the bench marks will be given based on their performance.   

B Filling ? up of the vacant DGM posts: We requested for filling ? up of the vacant about 900 DGM posts before 31st March 2016 as assured to the United Forum of AIBSNLEA and AIGETOA. CMD assured for an early action in this regard.

C Filling ? up of the vacant post of Director (Finance), BSNL Board: We requested to take immediate necessary steps for filling up the vacant post of Director (Finance) post on BSNL Board. CMD mentioned that he has already taken up the matter with DoT and now the matter is under active consideration of PSEB.

D Implementation of Khan Committee report on CPSU Cadre hierarchy and E2/E3 IDA pay scales: We requested for an early implementation of the Khan Committee report on CPSU Cadre hierarchy and E2/E3 IDA pay scales. CMD assured to discuss the matter with Director (HR) for early decision in this regard.

E Settlement of other pending HR issues: We also requested for early settlement of the pending HR issues as already discussed with himself in the presence of Director (HR) by the United Forum of AIBSNLEA and AIGETOA in response to the agitation call. CMD mentioned that now he is holding weekly review meeting of HR vertical also like other verticals to discuss and know the status of pending HR issues. He assured for an early settlement of all pending HR issues.

14.03.2016:   GS, Advisor (South) and CS Tamil Nadu Circle met GM (FP) and discussed:

A Diversion of 50% MT quota CAO posts to the seniority quota: On this issue GM (FP) informed that the issue of diversion of 50% MT quota CAO posts to the seniority quota was in the agenda of BSN Board meeting held on 04.03.2016 but could not be discussed due to paucity of time. However, Company Secretary & Sr. GM (Legal) assured to take up the matter in next BSNL Board meeting for approval.

B Consideration of promotion for the JAO qualified but not selected candidates of Rajasthan, Tamil Nadu Circles and Kolkata TD 2013 Batch due to non-availability of vacancies: We requested to consider the request of 6 candidates of Rajasthan Circles, 13 candidates of Tamil Nadu and 1 candidate of CTD who got more than the minimum qualifying and aggregate marks in the JAO Part-II LICE held in 2012 (40% quota) but could not be promoted due to non-availability of requisite number of vacancies.  GM (FP) assured to re-examine the case.

C CPC from AO to CAO: We requested for filling ? up of the vacant CAO posts. GM (FP) mentioned that more than 650 vacancies are available in CAO cadre. CPC was also in process but could not be expedited due to stay order granted by Hon'ble CAT Bench Chandigarh on the promotions. The case is posted for hearing on 31st March 2016. After vacation of stay orders CPCs from AO to CAO and JAO to AO will further resume immediately.   

D Consideration of request / tenure transfers in the cadre of CAO and AO: GM (FP) assured to look into the matter.

14.03.2016:   GS, AGS (HQ), Advisor (South) and CS Tamil Nadu Circle met GM (Estt) and discussed:

A E2 and E3 standard IDA pay scales to JTO and SDE equivalent cadres: We requested to process the Khan Committee report on E2 and E3 standard IDA pay scales to JTO and SDE equivalent cadres to the competent authority for its approval as discussed with Director (HR) in the last meeting held on 10.03.2016 with AIBSNLEA and AIGETOA. GM (Estt) informed that today only she has sent the case file to Director (HR) for consideration.

B Extension of Pay benefits to the JTO (Internal) Candidates of 2007 and 2008 Batch as per FR 22 (I) (a) (i):. We provided all supporting documents to GM (Estt) for settling the case. After detailed discussions GM (Estt) assured to re-examine the case on the basis of the documents provided by the Association.

C Extension of ACP benefits to the Grade-III Stenographers:  We requested to issue necessary clarifications to all the circles in this regard. GM (Estt) assured to consider the case.

D Stopping of the pay recovery and reduction of pay in respect of officiating JTOs: We handed over a copy of the Stay order passed by Hon'ble Principal Bench CAT New Delhi on 04.03.2016 to stop the recovery of any amount from the applicants pursuant to the order dated 22.12.2015 as AIBSNLEA is an applicant on behalf of its members. <<<Click here for letter>>>>

E 3% increment benefit on the existing basic pay on the date of promotion instead of the last increment drawn: We requested to issue revised orders by giving financial benefits retrospectively instead of 19.01.2016. GM (Estt) assured for issuing an early revised order in this regard as the case has been cleared by EF Cell favorably.   

14.03.2016:   GS, FS, Advisor (South) and CS Tamil Nadu Circle met Director (HR) and discussed:

A Extension of Pay benefits to the JTO (Internal) Candidates of 2007 and 2008 Batch as per FR 22 (I) (a) (i):. We requested to consider the case on merits so that the extension of benefits of past service and extension of option benefits to the JTO (Internal) Candidates of 2007 and 2008 Batch as per FR 22 (I) (a) (i) who have applied through proper channel may be allowed.  After detail discussions Director (HR) assured to discuss the matter in presence of GM (Estt) shortly for its resolution.

E E2 and E3 standard IDA pay scales to JTO and SDE equivalent cadres: We requested to implement the Khan Committee report as discussed in the earlier meeting on E2 and E3 standard IDA pay scales to JTO and SDE equivalent cadres. Director (HR) informed that so far she has not received the case from GM (Estt) for consideration however, she assured that shortly the issue will be resolved in consultation with CMD BSNL.

14.03.2016:   GS, Advisor (South) Comrade VKP and CS TN Circle attended and addressed the GB meeting of AIRBSNLEWA Delhi Circle  in the CTO Auditorium, New Delhi. Com GS apprised in detail the status of 78.2% IDA pay fixation of BSNL Pensioners in DoT, CGHS medical facility to be extended to BSNL/MTNL pensioners, enhancement of free call limit on RSTs to BSNL pensioners and Broadband facility to BSNL Pensioners, Online submission of medical claims through ERP etc.   Advisor (South) and CS TN Circle assured to form Circle Body of AIRBSNLEWA TN Circle at the earliest. 

AIRBSNLEWA decided to serve a notice of agitation program against the non-settlement of 78.2% IDA Pay fixation benefit and delay in extending CGHS Medical facility to BSNL Pensioners in terms of holding demonstration on 6th April 2016 during lunch hours and one day dharana on 19th April 2016 at Sanchar Bhawan, DoT, New Delhi/ CCA offices. Com GS assured fullest support to AIRBSNLEWA for the agitation program

14.03.2016:   GS, Advisor (South) Comrade VKP, CS TN Circle met Jt. GM (Pers) and discussed regarding:

A. CPC from JTO to SDE (T) and SDE to DE: We requested to expedite the CPCs from JTO to SDE (T) and SDE to DE. Jt. GM mentioned that both these CPCs are stalled due to the stay order on promotions from the Hon'ble High Court Kerala and Hon'ble CAT Chandigarh. However, he informed that the court case in Hon'ble CAT Chandigarh is posted for hearing to 31st March 2016 wherein final hearing may take place. He also spoke to GM (Admn) Kerala Circle regarding the court case on JTO to SDE promotions stay orders. He advised Kerala Circle to file a Miscellaneous Application (MA) for getting the stay order vacated along with the early hearing application. GM (Admn) Kerala Circle assured him an early action in this regard.

B. CPC from DE to DGM: Jt. GM (Pers) mentioned that the CPC work to fill ? up about 600 vacant DGM posts is in progress. Most of the APARs/VCRs of the eligible DEs have been received. Sincere efforts are being made to expedite the CPC within this month itself.

C. Sr.PPS/PPS post creation in BSNL: Jt. GM (Pers) informed that the Remuneration Committee of BSNL Board has approved the creation of the Sr.PPS/PPS post in BSNL. After the approval of BSNL Board necessary orders in this regard will be issued. 

D. Restructuring of AD (OL) cadre: Jt. GM (Pers) informed that the committee report on the restructuring of AD (OL) cadre is still pending with EF Cell of BSNL Corporate Office since PGM (EF) is on leave.  After returning of PGM (EF) from the leave clearance may come.

E. Consideration request / tenure transfer cases of SDEs/DEs: Jt. GM (Pers) mentioned that all the pending request /tenure transfer cases are being examined. But the transfer orders will be issued in the month of April 2016.

F. LDCE from JTO (TF) to SDE (TF): Jt. GM (Pers) informed that a draft proposal to hold the LDCE from JTO (TF) to SDE (TF) has been processed to the competent authority for approval wherein two Chemists (TF) are also allowed to appear in the LDCE.

14.03.2016:   Status of 78.2% IDA Pay fixation case of BSNL Pensioners

GS and GS, President AIRBSNLEWA met the concerned officers in DoT and discussed 78.2% IDA Pay fixation case of BSNL Pensioners. It is understood that Secretary (T) has asked some query on the cabinet note being finalized for BSNL Pensioners on 78.2% IDA Pay fixation impact on MTNL serving/pensioners demand on 78.2% IDA Pay fixation. The reply is being sent to the Secretary (T) through internal finance of DoT shortly. It seems that the matter is further delayed on the pretext of MTNL employees/pensioners issue.

14.03.2016:   Status of Court Case ? Hon'ble CAT Bench Chandigarh

The Court case in the Hon'ble CAT Bench Chandigarh came for hearing today on SC/ST Roaster implementation in BSNL. After some arguments the case posted for further hearing to 31st March 2016. During arguments, it is understood that Hon'ble CAT's opinion is that the promotions as per the judgment pronounced by Hon'ble Supreme Court in the cases of Shri Nagraj and as per the judgment of Hon'ble High Court Chandigarh in the case of Shri Laxmi Ram may be considered.

13.03.2016:  THE  CIRCLE EXECUTIVE MEETING OF MAHARASHTRA CIRCLE ON 11.3.2016 AT CONFERENCE HALL, 2ND FLOOR, ADMINISTRATIVE BUILDING, BSNL, JUHU DANDA, SANTACRUZ WEST, MUMBAI: An Open Session was held at 14.30 hours on 11.3.2016 during the Circle Executive Meeting of Maharashtra Circle at Mumbai. The OPEN SESSION was attended and addressed by Com. P. Venugopal, President AIBSNLEA CHQ, Com.  Prahlad Rai, GS,     Com.  K.P. Nair, AGS,    Com. C.M. Saste, OS(West), CHQ, Com. K.A. Mohire, President MH Circle, Com. A.G. Joshi, CS, MH Circle, Com. Kokate, FS, MH Circle from Associating side. Shri G.K. Upadhayay, CGMT, MH Circle, Mumbai was the Chief Guest and Shri Sandeep Agrawal, Sr. G.M. (HR&A), BSNL, Mumbai, Shri Mukesh Bhargava, Principal Chief Engineer (Civil), Mumbai and Shri V N Dhage, General Manager (Finance), MH Circle, Mumbai were the guests of Honour.

The Open Session was inaugurated by Shri G.K. Upadhayay, CGMT, Chief Guest of the Function followed by Prayer. All the dignitaries on dias was welcomed by the Host Circle and presented Bouquets.

Com. K.A. Mohire, President AIBSNLEA MH Circle in his welcome speech welcomed all the dignitaries on the dias.  He mentioned the AIBSNLEA has been formed by merging 10 DoT Recognised Associations and is flourishing under the leadership of Com. Prahlad Rai.

Com.  A.G. Joshi, C.S., AIBSNLEA MH Circle in his opening remark mentioned that the AIBSNLEA is holding its CEC First Time in Mumbai.  He mentioned that all the HR issuing are being taken up with the Sr. GM (HR & A) who is newly joined in the Circle and is being settled amicably.  He stated that the justice delayed is justice denied and requested the Circle Administration to settle the grievance without any delay.  He appreciated the efforts of the G.S., CHQ in settling the grievances and supporting the Circle Body during the time of crisis.  He also mentioned that with the co-ordination of all the Associations and Unions, SWAS (Service with a Smile) has been started and is very effective.

Com. K.P. Nair, AGS, CHQ in his speech mentioned that as and when Seniors Officers are joined, the Secretarial Assistance should be immediately provided and in case of shortage, the Personal Assistant / Personal Secretary of the subordinate officer should be directed to work under the Senior office till a permanent arrangement is made instead of asking someone other than the PA/PS to carry out the works of the PA/PS.  He also mentioned that in case of any acute shortage of PA/PS, recruitment from the open market as per the R.R. may be taken up with the Corporate Office.  He also mentioned that in the ERP as and when the PA is applying for leave and the controlling officer is sanctioning it, sanction of leave is not possible without entering the HRMS number of the PA/PS looking after the charge of the PA/PS proceeding on leave.  Since most of the officers are having only one PA/PS, it is difficult to make looking after arrangements an requested the ERP / IT team to take some alternative solution. 

Com. C.M. Saste, O.S (W), AIBSNLEA, CHQ congratulated Com. Prahlad Rai for getting the transfer order of Com. A G Joshi cancelled that too before the CEC and requested CGMT, MH Circle to post Com. A G Joshi at Circle Office, Mumbai.  He demanded that the pension contribution should be made on actual basis. He also pointed out that the electricity bills should be levied based on industrial tariff, property tax should not be paid like Kerala Circle, as the property has not been transferred to BSNL so far and requested the CGMT to take appropriate action so as to save BSNL money.  He has pointed out that some executives allotted the Jabalpur Training Centre, are getting it changed by some vested interest people with malafide intention and requested CGMT to take appropriate action to stop the same.

Shri Sandeep Agrawal, Sr. G.M. (HR&A), BSNL, Mumbai ? Guest of Honour is his speech extended gratitude to the Association for inviting him for the function.  He mentioned issues related to HR will be always there and if one issue settled, another one will arise.  He mentioned that there will be no difficulty in settling the issues we the association and management work together.  He assured to settle all the pending issues at the earliest.

Com. Prahlad Rai, G.S., AIBSBLEA, CHQ extended thanks for inviting him for the historical CEC at Mumbai.   He mentioned that the Maharashtra Circle is the biggest organization of the AIBSNLEA and is the important circle in the association providing suppport in policy making issues and HR issues.   He mentioned that Maharashtra Circle is also important circle in BSNL.  He opined that if Kerala and Orissa Circles can make profit, he find no reason why Maharashtra Telecom not able to make profit.  Maharashtra Circle management is very responsible and the public is also very supportive.  BSNL corporate office is closely monitoring the activities of the Maharashtra Circle being the important circle.  He   stated that when the Maharashtra Circle starts making profit,  BSNL as a whole will become a profitable Organisation.  He mentioned that BSNL is not Govt. and not getting any support for CAPEX from the ex-chequer

Com GS expressed his serious concerns regarding continuous trend of the losses in BSNL and emphasized that there is a great need to think over it. Com GS mentioned that all the dues of BSNL i.e. pending rural deficit charges Rs. 1250 crores, BWA refund etc should be cleared immediately by the Government. In his detailed address Com. GS also highlighted the issues showing the indifferent attitude of Government, Encroachment of Rule 37 A pension by introducing 60:40 issue, 78.2% pay fixation in case of BSNL pensioners,  exhausting BSNL reserve funds of 30,000 Crores has adversely affected the viability of BSNL.

He mentioned that non-reimbursement of USO funds, Licence fee, payment of interest on the paper loan of Rs.7500 crores, pension contribution on the highest pay are the other aspects which leads the BSNL into Loss.  In case the pension contribution is paid on actual basis on that account alone BSNL can save 400 crores.  Everything is the calculated strategy of the Govt. to make the BSNL into Loss. 

He mentioned that there 29000 telephones exchange in the country out of which 28000 exchanges are in Rural areas.  The revenue earned from 1000 exchanges in the Urban area is spending  on rural exchanges in rural areas telecom services.

He mentioned that as on 1.10.2000, when the BSNL was formed the staff strength was more and we made profit.  Now the staff strength is reduced to 1.5 lakh, but it is making loss.  It proves that the staff strength is not the reason for the loss.  He mentioned that the rural deficit charges of 1250 crores should have paid before 31.3.2016, the same should have been reflected in the accounts and balance sheet, though it is approved by the Ministry, DoT has not arranged for it.    The commitment made by the Govt. while forming the BSNL was not fulfilled by the Govt. 

Com GS. further explained  the status of HR issues related to mainly CPCs from DE to DGM, CPC of SDE to DE(Regular ), JTO to SDE, JTO to SDE by LDCE,  JAO to AO, AO to CAO, CAO (Adhoc) to CAO (regular), DGM(Adhoc) to DGM (Regular)  & CAO to DGM(F), DPC in Civil/Electrical wing, AD(OL) case of pay equivalent to SDE/AO, DPCs of Telecom Factory and the issues of PA/PS, JTO (Officiating) regularization, PPS posts creation, E2-E3 pay scale , CPSU cadre hierarchy, 30% superannuation benefits issue etc. He informed that due to various court cases at Hon. Kerala high Court & CAT, Chandigarh, there is huge delay in issuance of promotion orders in various cadres. He added that promotion orders may be issued for more than 6600 JTOs, 750 SDEs, 600 AOs, 480 DEs will get promotion within 15 days upon the clearance of stay.  He informed that BSNL CMD has given assurance that all vacant DGM posts will be filled up by 31.03.2016 upon clearance on seniority issue from the Hon. Supreme Court.

He discussed regarding various issues i.e. notional pay fixation of all upgraded pay scales  from1-10-2000, 5 advance increments benefit to JTO SRD, JAO 2013 batch and PA cadre, withdrawal of clarification on reversion of officiating JTOs while sending them to JTO phase II training and Pay fixation case of TTA to JTO outside quota etc.   He mentioned that the creation of the post of PPS in the field units and Sr. PPS in the BSNL Corporate office is in the final stage and the same will be approved in the next Board meeting.  He has explained the status of all other HR issues like CPSU cadre hierarchy, change of designation, 30% superannuation benefit to the BSNL recruited employees 3% pension contribution to the trust for BSNL recruited employees.

He stated that the shortage of the material was one of the major issues and the same was addressed, cable tenders are floated, drop wire responsibility has been given to the Telecom. Factories, this was due to the dedicated and timely efforts of the association which yielded the result, due to which now BSNL become operational profit.  Out of the total revenue 55% is paid towards the wage and 45% is made available for the Operation and Maintenance expenditure.

He mentioned that initially United forum has made Customer delight month, which was subsequently extended as Customer delight Year.

He highlighted about SWAS program and advised all comrades to work efficiently to make BSNL profitable.   The 100 days SWAS will be extended till 31.3.2017.  He informed that BSNL is about to get Rs. 11,000 Crores refund from Income Tax Department, out of which about Rs. 6000 Crores to be utilized for repayment of the outstanding loans and remaining Rs. 5000 crores to be utilized for various operational activities.

He mentioned that BSNL is not a sick industry.  Circles have started functioning well. Many has started in positive direction.  He stated that with the available resources only we have to make  profit.  The only need of the hour is attitude change.  He mentioned that the recent increase in the MNP is due to the change in the attitude.

He mentioned that Association is not only concerned with the HR issues and grievances of the executives, we are there to provide quality service to the value customers.

He also mentioned that many number of melas are organized, Customer Service Centre is extended to outside, even CGM West Bengal Circle has participated in the rally with the employees.  He mentioned that in Airtel 45% of the revenue is from the EB business, whereas in BSNL it is only 80000 and EB of the BSNL needs to the improved a lot.

He also mentioned that Civil / Electrical units have started taking works from other Govt./ Semi Govt. organization and have started earning revenue.    The days have gone to only provide Land line services, we have to provide value added service.  He mentioned that an MOU has been signed with Tatasky to upgrade the services of BSNL.

He state that the biggest present of the Broadband in the country is due to the protest by the associations against the unbundling the copper cable, 30% disinvestment, VRS, etc. 

He also stated that MTNL with 46% disinvestment within 3 time, now taking loan for salaries and pensions and no support has been given to MTNL after disinvesting 46%.  The disinvested money of the BSNL was to be utilized in other various department and not for the growth of the BSNL.  No support from the Govt. is expected and we have to earn ourselves.

He also mentioned that 11000 crores I.T. refund is due to the BSNL which has been awarded by the arbitration award by IT department.

He finally mentioned that CMD is making lot of efforts, upto 31.3.2016 what best can be done to make profit has to be done by one and all by commissioning all the pending lease lines and other connections.

He mentioned that 3rd PRC will get only if we make profit.  Deputationist will get benefit out of 7th CPC.  It is possible not a big task.   Trend of making profit by many circles have started.

Com GS explained the role of AIBSNLEA in the viability of BSNL. GS mentioned the firm Commitment of AIBSNLEA towards the Viability of BSNL. He appealed all to follow the footsteps of Kerala and Orissa Circle for ensuring the viability of BSNL. At last he appealed the all Executives' for make every effort with a team spirit and customer care for making BSNL a vibrant organization

Shri Mukesh Bhargava, Principal Chief Engineer (Civil), BSNL, Mumbai- Guest of Honour in his address  mentioned that whatever possible by the Civil unit to make the BSNL profit is being done.  Renting out of buildings to other Govt. agencies, carrying out the works of other Govt. / Semi Govt. organization irrespective of the amount of profit, etc.    He has extended thanks for inviting him for the function. 

Shri V N Dhage, General Manager (Finance), BSNL, MH Circle, Mumbai ? Guest of Honour in his address mentioned that he is proud to become the member of AIBSNLEA which is a true matured and gentle association  and  no other association can match with it.  He mentioned that he has settled many HR issues  with humanitarian approach within a period of 4 months after taking over as GM (F). 

He requested all the accounts personnels to work hard and complete the account closing and submit it to BSNL Corporate office by 31.5.2016 positively.  He also requested all to form committees with Accounts and Engineering executives for the physical verification of the assets and complete it as per target.   

He mentioned that many officer are not joining MH circle on transfer and getting their posting changed / cancelled  and requested Com. Prahlad Rai to get posting of sufficient number of officer in Maharashtra Circle.  

Shri G.K. Upadhayay, CGMT, BSNL, MH Circle, Mumbai- Chief Guest in his address appreciated Com. Prahlad Rai for having thorough knowledge of the issues of the multiple cadres and taking care of the issues of all the disciplines of executives of BSNL.  He mentioned that like earlier days, now there is no much issues left out for the associations.  Even then whatever issues are left out the same will be settled under the leadership of Com. A G Joshi and Com. Prahlad Rai and no grievance will be left out.  He requested all to take care of the BSNL as mentioned by Com. Prahlad Rai. 

He mentioned that many issues were there.  4 years have been wasted  to the non availability of tender for mobile services.  After introduction of e-tender for Phase XI only tender got5 success and now equipment got from ZTE.   The quality equipment got from ZTE has benefitd to BSNL.  But, the Maharashtra Circle could not get ZTE equipment, as the Western Region tender was not finalized with ZTE.  CGMT mentioned that as compared to other regions, Western Region got only 400 BTSs as against the requirement of 7000 towers.  No add on order has been given for Maharashtra Circle as the cost of ZTE equipment for Maharashtra circle is costly.  Efforts to get the equipment ordered against Maharashtra for other circles and getting diversion after its receipt has also not agreed by the ZTE. 

He mentioned that unless the Western region gets equipment, Maharashtra cannot flourish and Circle will remain back as compared to any other circles, as floating of another tender may take minimum one and half year, by the time Maharashtra Circle will loose the customers to other operators.      He has requested Com. Prahlad Rai to take up the issue with the BSNL Management to get the ZTE equipment allotted for Maharashtra Circle.  He mentioned that the 10% of the revenue of BSNL is from MH Circle and 25% revenue of the EB is also from MH Circle.  CGMT requested all to bring more and more customers, as the night free scheme is very popular and inspite of free calls at night, revenue has not been reduced on that account. 

He mentioned that youth has to be attracted towards BSNL by offering with value added and prompt services. A separate cell is also working to handle the issues of youth.    CGMT mentioned that BSNL presence in Facebook and twiter is important to attract the youth, as the same is less costly than many other traditional methods.  

CGMT appreciated the efforts of introducing SWAS by the united forum and requested one and all to do it in its true spirit and also request to make best use of the remaining days of the March month.

Shri P. Venugopal, President AIBSNLEA CHQ, in his address appreciated the MH Circle organization of AIBSNLEA for conducting the CEC in a wonderful manner.  He mentioned more than 500 membership has been increased after the last CEC at Satara and the credit goes to Com. A G Joshi and team.  He mentioned that decoration and other arrangement of the CEC is commendable.  He also appreciated Com. Joshi and his CS report giving credit to others for the achievement and taking blame for the failures by himself and has proved himself as a true leader. 

He mentioned that many cases are pending due to court cases and association has limited role in the case of court matters.  Some of the issues may get settled immediately and some may take some time.  Requested members to remain united and not to leave the association which is taking care of every executives for petty reasons. 

He pointed out that GM Amravati and PGM Nagpur is not supporting the AIBSNLEA.  He mentioned that AIBSNLEA is true association and will not take up anything illegal and will always approach the administration with solutions.  He appealed CGMT to advise these officers to proper deal with the AIBSNLEA organization of respective SSAs. 

He appreciated the Whatapp group activities and messaging method of Maharashtra Circle.  Requested all to participated in the ensuing AIC during middle of June 2016 at Mysore.  He mentioned that AIBSNLEA Maharashtra is the number One association and will remain No.1.  As regards financial viability, he requested everyone to work hard.   A positive approach from BSNL side is sufficient to retain / attract the customers.  Many flood like situations are handled only by BSNL and the public is very well aware of it.  Keep the BSNL viability as first and foremost issue, rest will be assured by the AIBSNLEA CHQ.

10.03.2016:    DISTRICT CONFERENCE OF JODHPUR BRANCH, RAJASTHAN CIRCLE ON 05.03.2016: GS attended and addressed the District Conference of Jodhpur Branch, Rajasthan Circle on 5th March, 2016 at Hotel Pavitras, Jodhpur in a nice manner. An Open Session was also  organised on this occasion. Shri R.K.Chouhan Sr.GMTD Jodhpur was Chief Guest and Shri Pankaj Bhandari Addl. GM Jodhpur, Shri S.L.Meghwanshi Addl. GM NTP Jodhpur and Shri C.S. Sharma DGM CM were the Guest of honour of the Open Session  and also addressed the gathering.

Sh.A.K. Tiwari, Br. Secy. Jodhpur welcomed all the dignitaries on the dias and also participants.

Sh.M.K. Morodia, Circle Secy., AIBSNLEA, Raj. Circle  in his address appreciated the efforts done by Jodhpur team in record selling of the SIMs. He appealed that everyone should analyze his day to day contribution in respect of emoluments received from BSNL.

Sh. Prahlad Rai, General Secy. in his address memorized that he had been given Circle Secretary, Raj. Circle responsibility in Jodhpur first time. He informed that CMD has very much attachment with Jodhpur so he is watching closely the day to day progress of  Jodhpur SSA. He said that initially the performance of Jodhpur was not good but now it is very responsive. He mentioned that working system in Rajasthan Circle has been changed as the attitude of executives / non-executives is changing drastically. He said that Rajasthan circle can become a performing circle and  elaborated the financial health of BSNL in detailed with data. He informed that 3rd PRC is pending with PMO for approval of its constitution and appealed to increase the performance and make BSNL profitmaking so that we can get next PRC.  

Sh.R.K. Chouhan, Sr.GMTD Jodhpur in his address elaborated that how the changes in work culture taken place in Jodhpur. He said that we should be loyal to the wage paid by BSNL and informed that crisis of materials in Rajasthan is now over,   which is the main reason of the growth. He motivated the staff that they should think about their contribution w.r.t. the wages paid by  company to  them.  

Election of new office bearers were also held on the occasion of Branch conference. Com. O.P. Chouhan, DGM(F); Com. Anil K. Tiwari, AGM and Com. O.P. 10.03.2016:   Meeting with Director (HR): As decided earlier, a meeting was held with Director (HR) in presence of GM (Estt) and her team with the representatives of United Forum. GS AIBSNLEA, President AIGETOA, FS AIBSNLEA, AGS AIGETOA, OS AIGETOA and CS Delhi AIGETOA attended the meeting. Detailed discussion on the implementation of khan committee report was held wherein we explained to Director (HR) that to implement the recommendation of the Khan Committee, there is no need to touch the EPP. Khan committee recommendation says that E1A should be replaced with E2 and E2A should be replaced with E3. The rest of the things has already been taken care of by the EPP which states that first upgradation should be given in 4-6 years and subsequent upgradations should be given every 5 years. Accordingly, the E1A scale should be replaced with E2 and E2A should be replaced with E3. There is no need to change any policy for that and executives should be given upgradation as and when due i.e. after a span of five years. We reaffirmed our stand that Khan Committee recommendations should be implemented in true and letter spirit.

It was pointed out by Establishment section that doing this may result into heart burn as our friendly association has conveyed them like that. It was also pointed out that one of the association has agreed for keeping executives in E3 scales for 10 years to avoid heart burn of Junior Reaching E4 Scale faster than the seniors already placed in E3 scale and hence we should also agree. We categorically told Director (HR) that this will result in huge financial loss to all the executives including the direct recruits after 1.1.2007 as no increment shall be given as per the formula proposed by the Establishment section in agreement with the friendly association. Anybody shedding crocodile tears that AIBSNLEA and AIGETOA stand is resulting into roadblocks, while the fact is that the stand of friendly association is to finish the careers of thousands and thousands of executives by putting forward the sinister design of Establishment section of keeping the Group B executives within E6 scales and not to allow group B executives entering into Pay scales of E7 which is considered to be as 'Elite Forte' of Select Few.

Establishment section was in loss of words in explain their rationale in keeping the executives in E3 scale for 10 years except the factor of heart burn which was negated by the affirmative stand taken by the seniors present in the meeting. We emphasized that the Establishment should implement Khan Committee recommendations in true and letter spirit and rest should be left for EPP to implement. We were surprised that Establishment cell was echoing the feeling of friendly association. We categorically stated that there is no heart burn amongst seniors as in this meeting also seniors are present and the seniors are in fact proud that their juniors will be getting the Career Path Five years faster than us which will motivate the younger executives to perform better and give their heart, soul and minds in raising the flags of BSNL further and further. We also apprised to Director (HR) that during absorption process, executives were assured of promotions to next scale in a span of 4-6 years and stand of establishment cell duly endorsed by our friendly association is also violating those terms by proposing to keep executives in one scale for 10 years.   

Director (HR) appreciated our submission and said that heart burn should not be considered while deciding the fate of executives and that junior getting some benefit while settling this anomaly should not be a point of concern for anybody. Director (HR) directed Establishment cell that they should immediately process the implementation of Khan Committee report for extension of E2 and E3 scales in place of E1A and E2A scales w.e.f. 01.01.2007. Anomalies if any should be taken care later on. We requested Director (HR) for a speedy implementation to avoid unrest and demotivation amongst the executives in BSNL as already lot of delay has taken place. Director (HR) assured for the same.

Hereby, we would like to highlight the dual stand of the so called well-wishers who have been raising great hue and cry for performance and revival of BSNL while in effect their actions are putting BSNL further down by trying to demotivate the younger lot of BSNL. Their recent utterances on their website on MT, DGM recruitment and on the Pay scales have proved it beyond doubt and we leave that for executives to decide for themselves.

09.03.2016:   BSNL Board meeting held on 4-3-2016:
GS, FS met some senior officers in BSNL C.O. and discussed regarding the decisions of BSNL Board meeting held on 4-3-2016. It is understood that some HR issues viz. 3% contribution from BSNL to superannuation benefit to BSNL recruited employees, Creation of Sr. PPS/PPS posts in BSNL, E-1 + 5 increments benefit to JAO-2013 batch, JTO (SR) and PAs Pay anomaly case of TTA have been cleared by the remuneration committee of the BSNL Board held on 4-3-2016. The remaining HR issues of Pers. cell and Estt. cell could not be discussed due to paucity of time. The issues cleared by the remuneration committee will be put up to the next BSNL Board meeting along with other pending HR issues for approval.

08.03.2016:     GS, FS met  CGM (Inspection Circle) Jabalpur at BSNL C.O. in the presence of PGM (SR) New Delhi and discussed  regarding  restructuring of Inspection Circle after merger of T&D and QA circles.    Sh. Shuklaji, CGM, Inspection  Circle mentioned that the restructuring of Inspection Circle is now over wherein 8 GMs and 17 DGMs will be  there in inspection Circle, up to GM/DGM level the AT and QA work will be under their common  control but DE/SDE level the AT and QA work will remain separate.  Regarding financial powers and settlement of Personal claims, CGM informed that one AO is posted with all the GMs and he will be settling all the personal claims of employees and the financial powers to GMs will be delegated shortly.  He also mentioned that in Eastern Zone acute shortage of staff is there, even GM and DGMs are not available in inspection Circle.  However, PGM (SR) assured for posting of one GM and Some DGMs in eastern region after DE to DGM CPC.

08.03.2016:     Meeting of United Forum of AIBSNLEA and AIGETOA meeting with Director (HR):

United Forum of AIBSNLEA and AIGETOA meeting with Director (HR) could not be held today due to some unavoidable circumstances and now postponed to 10th March 2016 at 16.00 Hrs to discuss some pressing HR issues.

08.03.2016:     Core Committee of Forum of BSNL Unions / Associations Meeting with CMD BSNL:

CMD BSNL convened a meeting with the members of Core Committee of Forum of BSNL Unions / Associations wherein GS attended the meeting as a member Core Committee and discussed regarding viability of BSNL wherein CMD explained that BSNL's performance has increased during the current financial year. Last month two million GSM mobile connections has been added and this month it will increase to 2.5 million connections. Now BSNL has come at number 2 amongst the TSPs as far as the growth is concerned. Similarly, BSNL's number 5th position should also improve this year.

 

He emphasized that everybody should make sincere efforts to increase BSNL's top line during the remaining three weeks' time up to 31st March 2016 so this year itself BSNL becomes profit making. Some immediate steps are required to be taken during these three weeks' time i.e.:

 

1. Taking CENVATable credit on delivery of equipment's itself based on BSNL Corporate Office instructions as decision taken in HOCC.

2. Commissioning of all pending Lease Line circuits to get more revenue. MLLN modems, core equipment, routers etc. are readily available to meet the requirement of lease lines.

3. Rs. 1250/- Crore Rural deficit from DoT administrative sanction should come early which may be counted in this fiscal year.

4. Revenue flow is not the problem of the company but the Top line of the company has to be increased.

5. BSNL is increasing its wi-fi network by making core network compatible with 4G technology by creating more hot spots.

6. Efforts should be made to get the 4G spectrum on free of cost or at minimum bench mark to BSNL in lieu of rural deficit withdrawal and state owned company etc.

7. BSNL has provided 22,000 mobile towers under phase-viii and replaced 11,000 towers of phase-iv which has increased the quality of service.

8. BSNL MNP has increased continuously because of better quality of service which should continue.

 

We requested CMD to motivate employees more by granting admissibility of allowances like medical reimbursement with voucher for outdoor treatment, professional up-gradation allowance, house rent allowance etc at IDA basic pay with 78.2% fitment. CMD assured to consider some of the allowances at 78.2% fitment.

 

CMD further mentioned that the performance of all the circle / SSA heads are being monitored  and they will get choice of posting as per their performance only.

05.03.2016:   Meeting of the Forum of BSNL Unions / Associations

A meeting of the Forum was held on 04.03.2016, at BSNL MS office. Com. Prahlad Rai, GS, AIBSNLEA, presided over the meeting. Com. P. Abhimanyu, Convenor, welcomed the participants and briefly explained about the agenda items of the meeting. After detailed discussions, the following decisions are taken.

A. Service With A Smile (SWAS) programme.

The meeting viewed that the call of the Forum for implementing the SWAS programme has received very good response from the employees. The meeting heartily congratulated the entire employees of BSNL for making the 'Service With A Smile' programme a tremendous success. Detailed discussion took place for making the programme more effective, and also it's extension beyond 31.03.2017. It was decided to inform the Management that more focus should be given on Leased Lines, by providing necessary equipments. It was also decided that the Unions and Associations should make updatings on their websites with regards to information related to the SWAS programme. 

B. March 10th protest action by Central Trade Unions.

The Central Trade Unions have given call to observe a protest action on 10th March, 2016, against Labour Law Amendments, Disinvestment in PSUs, Allowing FDI in strategic sectors and also demanding settlement of the 12 point charter of demands. The Forum has decided to participate in this protest action, by including the following demands:
i. Rs.1250 crore compensation from USO Fund should be paid to BSNL without any further delay.

ii. The amount spent by BSNL for paying the salaries of employees deputed to DoT and TERM Cells should be reimbursed immediately.

iii. Pension contribution, by BSNL, to the government should be calculated only based on basic pay of the employees and not on the maximum of the pay scale.

iv. Budget proposal for taxation on EPF withdrawals should be taken back.

v. 78.2% IDA merger for pensioners should be settled immediately.  

C. Proposed ICR agreement with the Reliance Jio.

The proposal for making Intra Circle Roaming (ICR) agreement with the Reliance Jio was discussed in detail. The meeting is of the opinion that BSNL should enter into ICR agreement with the Reliance Jio only if it is beneficial to BSNL. It is decided that Forum should write to the CMD BSNL, demanding that all the details should be shared with the Forum, before any agreement is signed with Reliance Jio.

D. Meeting with the Hon'ble Minister of Communications.

It was decided that the Forum should seek a meeting with the Hon'ble Minister of Communications on the issue of BSNL's pension contribution to the government.

E. Meeting with the Secretary, DoT.

It was decided that the Forum should seek a meeting with the Secretary, DoT, on the issues related to the revival of BSNL.

04.03.2016:  GS and GS,AIRBSNLEWA met Shri Rajeev Kapoor DDG (Finance ) DOT and requested to clarify to Secy(T) on the query on 78.2% IDA Pay fixation case of  BSNL Pensioners  and MTNL Pensioners.  DDG (Finance) assured for an early clearance from his office.

04.03.2016:  GS and GS, AIBSNLEWA met the concern officers of DOT Pension cell regarding CGHS medical facility to be extended to BSNL and MTNL Pensioners.  It was informed that DOT Pension cell  Under Secy. Met the concern officers of Ministry of Medical & Health department and clarified their queries on this issue.  He expected early decision in this regard.

04.03.2016: GS, FS, AGS (HQ) met Director (HR) BSNL and extended sincere thanks for issuing 213 DGM promotion orders and requested to fill up the remaining 900 vacant DGM Posts. Director(HR) appreciated our  concern and assured to fill up all the vacant DGM(Posts) at the earliest.  She also fixed up a meeting with AIBSNLEA & AIGETOA on 8th March,2016 at 1600 hrs. to discuss some pressing HR issues related to Estt. Cell of BSNL C.O.

GS attended the Forum of BSNL Unions and Associations meeting and discussed on 'SWAS implementation, 78.2% IDA Pay fixation to BSNL Pensioners, Refund of payments from DOT to BSNL.  The details of discussion will follow with Convener report shortly.

04.03.2016:     DE to DGM CPC in Engineering Wing:

After a long wait of two and  half years finally the BSNL Corporate Office issued 213 DGM promotion orders on the  basis of existing TES group B' seniority lists   I to V of year of recruitment  where in the DEs up to the JTO Recruitment year 1978 and qualified in the years 1985 and 1987 have been  promoted . About 900 DGM vacancies are still lying vacant  against that the CPC work is in progress which  may be expedited before 21st March -2016 and the DE to DGM Promotion orders may be issued before 31st March 2016.  The TES group 'B' seniority case on Rule-206  implementation as also recommended by expert committee and submitted to the Hon'ble Apex Court.  The case has been posted for hearing on 16th March for hearing in the Hon'ble Supreme Court.  After getting the  clear judgement from the Hon'ble  Apex Court on Rule -206 (DPE) the BSNL Corporate Office may implement TES group  'B' I to XVII TES Group 'B' Seniority  list in the next DE to DGM promotion  order.  The 147 (LDCE) quota SDEs seniority  case SLP is also pending in the Hon'ble supreme Court, the next date of Hearing is yet to be  pronounced.  After getting clarity from the Hon'ble Apex Court the  fate of these 147 SDEs will be decided

 

It is the outcome of the sustained and untiring efforts of AIBSNLEA for the last 2 ' years in getting  released the  DE to DGM promotion order.  During the period many developments has taken place in view of litigations, legal opinion for Sr. GM(legal), BSNL's senior Advocate and Additional Solicitor General (Govt of India) on TES Group 'B' seniority lists and then the final view is taken by BSNL management.  Finally ,AIBSNLEA succeeded in convincing the management on the basis of the available Hon'ble court judgements and got released the DGM promotions.  It is our endeavour to ensure to fill up all vacant DGM posts before 31st March 2016 as  ensured by CMD BSNL.  All the circle and Branch secretaries are requested to ensure immediate dispatch of APARs/VCRs of the eligible Des to BSNL C.O before 10th March 2016 to expedite CPC on 16th March 2016 itself.

03.03.2016:   Congratulations! Long awaited DE to DGM Promotion orders issued: AIBSNLEA consistent and untiring efforts yielded result in getting released 213 DGM promotion orders in Telecom Engineering wing. About 900 vacant DGM posts are available to fill up these DGM posts immediately action will be taken to expedite CPC. APARs and VCRs of the eligible DEs have been called by BSNL Corporate Office. All the Circle /Branch secretaries are requested to ensure dispatch of ACRs/VCRs immediately to BSNL Corporate Office, so that promotion order to fill up about 900 DGM posts can be issued by 31st March, 2016 as per assurance given by CMD BSNL.

01.03.2016:     GS FS met GM (FP) and discussed regarding:

A. CPC from CAO to DGM (F):

We requested to initiate CPC to fill up the vacant DGM (F) posts. GM (FP) mentioned that a proposal for one time relaxation in the eligibility condition from CAO to DGM (F) promotions is being sent to the competent authority for approval and thereafter to the BSNL MC and BSNL Board for approval. Since, at present the eligible candidates are not available to fill up vacant DGM posts.

B. Diversion of 50% MT quota CAO posts to seniority quota:

GM (FP) informed that the matter is available in the next BSNL Board meeting scheduled on 4th March 2016 for approval.

01.03.2016:     GS, FS and OS AIGETOA met Director (HR) and discussed regarding:

A. CPC from DE to DGM:

We extended our sincere thanks for giving clearance to issue promotion orders from DE to DGM (Adhoc) in engineering stream. Director (HR) appreciated our concern and assured early issuance of promotion orders in respect 217 DE to DGM shortly. She also assured to fill up all remaining vacant DGM posts simultaneously within this month itself as it is the requirement of organization as well as of individuals.

 

B. Implementation of Khan Committee report on CPSU cadre hierarchy and E2-E3 standard IDA pay scales for JTO and SDE equivalent executives:

We expressed our concern against the delay in implementing the Khan Committee report on CPSU cadre hierarchy and E2-E3 standard IDA pay scales for JTO and SDE equivalent executives. Director (HR) mentioned that recently some meetings has been arranged by GM (Pers) and GM (Estt) with executive associations including AIBSNLEA & AIGETOA and shortly a presentation will be given to CMD BSNL on these issues. These issues will further be discussed with AIBSNLEA & AIGETOA in details in the next week itself.

 

C. Holding of LDCE for promotion to the grade of JTO (T) in BSNL:

We expressed our concern where now the officiating JTOs who have completed training as per the new scheme are not given posting as JTOs and they are posted as TTAs. Also requested to hold LDCE for promotion to the grade of JTO (T) at the earliest by clubbing the vacancies together as happened in the year LDCE 2013. We further requested to take early steps for filing an appeal against the interim orders of Hon'ble CAT Bench Jodhpur to get the stay order vacated. Director (HR) assured to look into the matter.

 

D. HR issues like 30% superannuation benefit to BSNL recruited employees, Rule-8  transfers  of JTOs/JAOs, Sr.PPS/PPS Posts creation in BSNL, restructuring  of AD(OL) cadre, regularization of officiating JTOs, stepping up of pay of  seniors drawing less pay than their juniors,  new SDE RR, E-5 to E-6 upgradation to Group B level executives, E-1 +5 increments benefit to JAO 2013 batch, JTO(SRD) and PA cadre, notional Pay fixation in upgraded pay scales w.e.f  01.10.2000 to JTOs/SDEs (C/E/ Arch/TF) Engineering wings and PA cadre, Pay anomaly case of TTA to JTO outside quota etc.

We requested for the settlement of these long pending HR issues. Director (HR) informed that about 12 HR issues are there in the agenda of BSNL Board meeting being held on 4th March 2016 mainly 30% superannuation benefit to BSNL recruited employees, Sr.PPS/PPS Posts creation in BSNL, new SDE RR, E-5 to E-6 upgradation to Group B level executives, E-1 +5 increments benefit to JAO 2013 batch, JTO (SRD) and PA cadre, Diversion of 50% MT quota (CAO Posts) posts to seniority quota etc.

 

On the other issues i.e. restructuring of AD(OL) cadre, regularization of officiating JTOs, stepping up of pay of  seniors drawing less pay than their juniors, notional Pay fixation in upgraded pay scales w.e.f  01.10.2000 to JTOs/SDEs (C/E/ Arch/TF) Engineering wings and PA cadre, Pay anomaly case of TTA to JTO outside quota etc Director (HR) assured to hold separate meetings in her presence with GM (Pers) and GM (Estt) shortly for early settlement of these issues.

AIBSNLEA notifies a meeting of its Central Office Bearers/Advisors at New Delhi on 12th (Tuesday) & 13th (Wednesday) April 2016 to transact the following agenda:

 

1.         Discussion and decision on organizational matters.

2.         Discussion and decision on Membership verification of Executives Associations.

3.         Discussion and decision on pending HR issues and viability of BSNL.

4.         Status of accounts.

5.         Discussion & decision on agenda items to be discussed in 5th AIC at Mysuru.

6.         Any other items with the permission of the Chair.

 

All CHQ Office Bearers and Advisors of AIBSNLEA are requested to attend the meeting. Detailed programme/agenda shall be circulated at the venue well before the start of the meeting.
