26.12.2013: Govt. Pension to MTNL employees under Rule 37A: It is understood that the Union Cabinet in its Cabinet Meeting on 26.12.2013 discussed  Govt. Pension to MTNL employees under Rule -37A and approved the erstwhile all categories (Group - A, B, C & D) of employees of the government absorbed in MTNL and who have opted for combined service may be given similar treatment in the matter of payment of pensionary benefits as available to the absorbed employees of BSNL.  Accordingly, consequential amendments to the Central Civil Services (Pension) Rules, adjustments in respect of Government pension liability previously discharged by MTNL and proposed change in methodology in pension contribution as per FR-116 upto 31.12.2005 on the maximum of the IDA pay-scales and with effect from 01.01.2006 on the actual pay drawn in the IDA pay-scales will be made.
Based on the approval for payment of pensionary benefits to the erstwhile government employees absorbed in MTNL who have opted for combined pension in the same manner as in BSNL, necessary amendments in Rule 37-A of CCS (Pension) Rules, 1972 to include MTNL along with BSNL, will be issued and adjustments in respect of Government pension liability previously discharged by MTNL will be done within three months.
This would help to resolve the long pending MTNL pension issue. The proposal entails an estimated recurring expenditure of approximately Rs. 500 Cr per annum besides adjustments in respect of Government pension liability previously discharged by MTNL. This decision would give benefit to approximately 43000 employees of Delhi and Mumbai.

BSNL Non-Executives and  Executives Unions / Associations strongly supported the main demand of MTNL Employees. We congratulate them. It is also decided that the pension contribution to be paid by MTNL will be on actual pay instead on maximum as in the case of BSNL.  We have to pressurize the Govt. immediately for the same treatment to BSNL.

26.12.2013:Meeting with CMD, BSNL on dated 24.12.2013: GS, FS met CMD, BSNL and discussed regarding

(a) Filling up of vacated EE(C/E) posts: We requested CMD for early filling of vacant EE(C/E) posts. The CPCs are not being conducted by the BW and EW Cell on the pretext of modification of BSNL MSRRs for the last one year. CMD assured to look into the matter.

(b) 78.2% IDA Pay Fixation of BSNL Pensioners: We requested CMD to further take up the matter in DoT for revision of Presidential Directive on 10.06.2013 wherein payment of arrears of 78.2% pay fixation of serving employees has been denied and this clause is causing problem in notional fixation of pension and now the case is referred by DoT to DoP&PW for clarification on notional pension fixation. Hence, the revised Presidential Order is required to be issued on the basis of latest CMD, BSNL letter. CMD assured to look into the matter.

(c) Introduction of LDCE in AO Cadre: We requested that introduction of LDCE in AO Cadre should not affect the JAO to AO CPC. CMD assured to look into the matter.

All India BSNL Executives' Association hold its 4th All India Conference (AIC) at Nashik, Maharashtra from 10th Nov to 12th November, 2013 was a grand success. Before commencement of the AIC, a meeting of the CHQ office bearers and Pre-AIC CWC meeting were also held in the same venue.  The venue being the isolated educational hub with all modern amenities have given a wonderful atmosphere supported by pleasant climate has helped for a healthy and fruitful discussions and deliberations which ultimately resulted in achieving very good decisions with reference to the strengthening of the AIBSNLEA resolutions on HR issues and viability of BSNL.

Open Session was also held on 11th Nov., 2013 which was magnificent with the benign presence of Hon'ble Chief Guest Sh. R.K. Upadhyay, CMD BSNL,  two board  of  Directors viz. Shri. N.K. Gupta, Director(CFA)  and Shri. K.C.G.K. Pillai, Director(Finance)  as  Guests of  Honour ,   Shri.  Neeraj Verma, GM(SR), Shri. A.V. Kulkarni, CGMT MH Telecom Circle, Shri Praveen Malhotra, Sr. G.M. (HR & Admn.), Maharashtra Circle, Shri Sureshbabu Prajapati, GMTD, BSNL,  Nashik and Sh. Ravindra Sapkal, CMD, Sapkal Knowledge Hub, Nashik & Chairman Reception committee. Special  Guests Com. P. Abhimanyu, G.S. BSNLEU, Com. Jaiprakash, GS FNTO, Com.  K. Sebastin, GS SNEA(I), Com. A K Kaushik, General Secretary, TEAM(MTNL), Com. Manish Sammodiya, President, SNTTA,  Com. Kabir Das, GS BSNLOA , Com. Kishan Singh, GS AIRBSNLEWA and Com. S.S. Nanda, GS RTOWA(MTNL) graced the occasion.

The esteemed presence of all these dignitaries gave motivation and happiness to elevate BSNL to a top Telecom Company in India.  The details given by the Director (F) during his speech has given a clear financial position of the BSNL which compelled everyone to think about the future of the BSNL and also to make self-analysis and put the maximum efforts towards the goal.  This has given a clear indication and that unless we perform well, the day is not far away where we may not get our pay & allowance in time.  Director (CFA) has encouraged the participants by mentioning that there is no need to get  so much panic about future pay & allowance due to the financial condition explained by the Director (F) and he expects that in such a scenario,  Govt. may extend financial support  and the same  has given little relief to the house.   He emphasized that the service extended to the customer of landline and broadband needs tremendous improvement.   

The realistic and frank address by Hon'ble CMD, BSNL has encouraged and motivated the participants to put their maximum efforts in providing the best telecom services to the customers.  CMD BSNL appealed to provide Quality Telecom Services to the customers to make them delighted and to give more concentration to Landline customers. He assured that he will take care of grievances of BSNL Executives. During Open Session Com. GS and CHQ President discussed all the HR issues, Viability of BSNL and Customer Care etc. They requested all the dignitaries on the Dias for the early settlement of  the pending HR issues, early procurement of NGN equipment and materials i.e. PIJF/OF Cables, CLIP Instruments, BB Type-II Modems, Drop wires, MLLN Modems for lease Ccts, SIM Cards etc  to meet  day to day requirement of the field units.

The AIC after thorough and detailed discussions had took important decisions on HR issues, Viability of BSNL and customer care. AIC witnessed the serious concern of all executives/non-executives representatives and BSNL Management to provide the best Telecom Services and care to the customers. More than 800 strong delegates attended the AIC from all nook and corners of the country and conveyed their feelings strongly that all pending HR issues of executives should be settled without further delay. The efforts and the policies of the Association were appreciated enormously and re-affirmed the faith in confirmation of the same. The representatives council expressed its serious resentment against non- implementation of CPSU Cadre Hierarchy in terms of non-post based time bound promotions upto the level of SG JAG grade and post based promotions after SAG grade and above, also non filling up of vacant Group-'A' and Group-'B' level executives posts.

A simmering discontent was reflected in the deliberations that the E-2 and E-3 Standard IDA pay scales are not finalized for JTO and SDE equivalent executives, abnormal delay in restructuring of AD(OL) cadre, regularization of Officiating JTOs, Creation of PPS posts, allowing to exercising option to Deptt. JAOs who joined after 07.05.2010, seniors are drawing less salary than their juniors on implementation of EPP, EPF Statement & Superannuation benefits to directly recruited employees as per DPE guidelines, Inordinate delay in settlement of disciplinary cases, Date of effect of Implementation of revised IDA Pay Scales for the Executives (C/E/Arch.,PAs/PSSs) w.e.f. 01.10.2000 on notional basis, Amendment in BSNL Management Service Recruitment Rules-2009 for EE(C/E/Arch) to allow existing executives promotion upto EE level  and 78.2% IDA pay fixation for BSNL pensioners,  etc.  AIC has also unanimously resolved that no one should be allowed on deputation to BSNL.

On 11th Nov., 2013 evening, a glittering and colorful Cultural programme was organized which was enjoyed by all the delegates. On 12th Nov., 2013 after passing the GS report and adoption of Accounts, the election of new Central Office Bearers took place unanimously wherein Com. Prahlad Rai and Com. C.M. Saste were elected unanimously on their 4th term as General Secretary and Organising Secretary (W) respectively.    

The unanimous re-election of the General Secretary on the 4th term by passing a resolution by the AIC and President for the 2nd time is the evidence of the faith and belief on the CHQ leadership by the members.  It is pertinent to mention that the CHQ is committed to its members and their grievances and will take our efforts to the maximum extent possible to settle the same.  At the same time CHQ leadership is equally responsible as the BSNL management to make the BSNL to re-gain the number one position for which the faith on the CHQ leadership should be converted into committed action to provide delighted services to its customers in all means under any odd circumstances. 

We expect that everyone of you would have started working hard to provide best Telecom Services to our customers. We are extremely thankful to all the dignitaries and esteemed delegates for their cooperation extended in AIC by active participation which made fruitful deliberations on Viability of BSNL and concrete action plan for the early settlement of pending HR issues. Hosting Circle Maharashtra Comrades, especially Comrades of Nashik made untiring efforts to make the AIC a grand success by providing the excellent venue at Sakpal Knowledge Hub, Nashik for AIC, this gave very good environment for deliberations.

Let us, implement the decisions of AIC in true sense to provide Quality Service and Customer Care to our esteemed BSNL customers to make them delight.

23.12.2013: GS, AGS (HQ), AGS (Fin) and CS NE-II Circle Comrade Prodeep Deb met GM (Estt), BSNL CO and discussed regarding-

a. Regularization of Officiating JTO's: We requested to expedite the process of regularization of officiating JTOs. GM (Estt) mentioned that the Committee Constituted to amend the JTO RR-2001 has prepared the minutes of the earlier meeting and shortly in the next committee meeting JTO RRs will be finalized. And shortly the same will be sent to BSNL Management Committee for clearance and thereafter to BSNL Board for approval. However, he assured an early action in this regard.

b. 3% Pay fixation in the Present Pay and 3% Pay fixation on Promotion instead of 6% at once: We requested for early decision in this regard. GM (Estt) mentioned that shortly he will talk to Director (PSU)/DoT for an early reply on this issue and thereafter necessary action will be taken.

c. 78.2% IDA Pay fixation case for BSNL pensioners: We requested to further take up the matter with DoT to revise the Presidential Directives on 78.2% IDA Pay Fixation issued on 10.06.2013 on the basis of CMD, BSNL latest letter for payment of arrears written to Secretary (T), so that BSNL Pensioners Pay fixation and Pension revision w.e.f. 01.01.20007 and after may also take place. GM (Estt) assured to look into the matter.

d. Double HRA case of A&N Telecom Circle: GM (Estt) assured that he will personally talk to the Director (Estt)/DoT for an early reply on this issue to BSNL CO.

e.  TTA RRs: GM (Estt) mentioned that TTA RRs have been finalized by the committee and will shortly be placed to BSNL Management Committee for clearance and thereafter to BSNL Board for approval.

f.   Revised Policy for Compensatory Ground Appointments (CGA): GM (Estt) mentioned that the revised policy for Compensatory Ground Appointments (CGA) have been finalized and shortly will be sent to BSNL Management Committee and BSNL Board for consideration and approval.

g.  Declaration of JTO LICE results of some circles and trainings:  We requested for early declaration of JTO LICE results of some of the circles and early training of the JTOs to the eligible candidates in training centers. GM (Estt) mentioned that shortly all the circles results will be declared and training will be conducted. The next LICE will be notified just after declaration of JTO results. 

23.12.2013:GS, FS, AGS (HQ) and AGS (Fin) met GM (FP), BSNL CO and discussed regarding-

a. CPC from JAO to AO: We requested to initiate CPC process from JAO to AO to fill up about 1800 AOs vacant posts. GM (FP) mentioned that as per the directions given by Hon'ble CAT Chandigarh on SC/ST roaster implementation the case is processed to competent authority and the competent authority has asked the comments from GM (Pers) on the policy. GM (Pers) has sent the case to CLO BSNL CO to examine the proposal and CLO has assured to give clearance within two – three days and thereafter with the approval of Director (HR) the CPC work will be initiated. He assured an early action in this regard.

b. CPC from AO to CAO(Adhoc): GM (FP) mentioned that the 50% of CAOs posts of seniority quota are already filled up. A proposal to utilize 25% MT quota (336 posts) has been sent to the competent authority for approval. After this approval only the Adhoc CAO CPC will be initiated.

c.  Introduction of LDCE in the AO cadre: We expressed our serious concern in this regard and requested that till the time CPC from JAO to AO is completed no LDCE should be imposed to avoid litigations. GM (FP) assured that before the completion of the current CPC from JAO to AO no LDCE will be imposed.

d. Making a common pool of Calcutta station for counting stay in the cadre of AO/CAO: GM (FP) mentioned that SEA cell will call the stay particulars of AOs/CAOs working at Calcutta station in Telecom Circles WB, CTD, ETR, ETP, TF, ITPC, T&D, QA circle etc and on that basis the future transfer orders of AOs/CAOs will be issued.

20.12.2013: GS, Advisor (HQ) Sh. Satish Kumar and GS AIRBSNLEWA, Shri Kishan Singh met Member (Services) and Director (Estt.) DoT and discussed regarding implementation of 78.2% IDA pay fixation of BSNL pensioners. Member (S) mentioned that DoP&PW has asked the clarification from DoT whether the approval of Department of Expenditure (DOE) has been taken on this issue and the same has been replied by DoT on 09.12.2013 that no approval / clearance from DOE in this regard has been taken. Now the further reply/ clearance is awaited from DoP&PW. We also requested that on the basis of CMD, BSNL letter regarding actual payment/ arrears payment, DoT should revise the presidential directives. Member (S) mentioned that the same may be discussed with Addl. Secretary Telecom. (AST) & Jt. Secretary Telecom (JST). However, we will take up the, matter with AST/JST and CMD, BSNL.

20.12.2013:GS, Advisor (HQ) Sh. Satish Kumar met Ms Rita Teaotia, AST (DoT) and discussed regarding Govt. support to BSNL to strengthen its financial health. AST mentioned that GoM is already seized  with the issue and trying for the revival of BSNL by way of refunding Spectrum Charges, Awarding Important Govt. Projects viz NOFN, USO Towers, Army Projects etc. wherein BSNL will earn hundreds of crores of rupees. But in addition to all these, BSNL, Employees should provide quality services and earn revenue for BSNL.
It is understood that Cabinet Note on MTNL Employees pension under Rule 37-A from Govt. of India is going to be discussed in the next week Cabinet meeting. But the cabinet note on pension contribution on actual basic pay of BSNL employee to DoT not being sent to Cabinet right now and it will be considered later.
We requested for implementation of E-2 and E-3 IDA standard pay scales to JTO/SDE equivalent executives in BSNL, since the issues as mentioned above are being settled for MTNL employees by DoT. AST mentioned that this issue will also be taken up shortly.

19.12.2013:CMD, BSNL selection process completed today: It is understood that Sh. Anupam Shrivatava, Director(CM), BSNL Board is selected for the post of CMD, BSNL. Today PSEB conducted interview for the post of CMD, BSNL wherein Sh. Anupam Shrivatava Director(CM), BSNL Board is selected as CMD, BSNL. Sh. Shiv Kumar met GM (Estt.) & discussed regarding retention of the admissibility of pay fixation taking AAO pay scale of Rs.7450-225-11500 (upgraded pay scale as on 01-01-1996) for those who were promoted as AOs after 01-01-1995 and before 01-01-1996 and exercised option to re-fix their pay in the AO post after accrual of next increment in the  AAO post on or after 01-01-1996.

GM (Estt.) mentioned that the case was processed by SEA Cell and after the concurrence of EF Cell the clarification was given by Estt. Section. However, he assured to re-examine the case.

18.12.2013:GS, FS Com. T.C. Jain & Circle Secretary TN Circle Com Shiv Kumar met GM (FP) and discussed regarding JAO to AO CPC. GM (PF) mentioned that the information sought by Pers. Cell to initiate CPC on implementation of SC/ST roster points has been given by SEA cell and he will personally speak to GM (Pers.) for early clearance so that CPC can be initiated.

Also requested for modification / retention of some AO's/ CAO's transfer order on genuine medical ground. GM (FP) assured to look in to the matter.  

18.12.2013:United Forum of BSNL Executives Associations meeting:The representatives of united Forum of BSNL Executive Associations met and discussed regarding non settlement of CPSU cadre hierarchy and standard IDA pay scales E-2 & E-3 to JTO/SDE equivalent executive in BSNL Even after the completion of more than one and half  year of the assurance given by CMD, BSNL wherein a committee comprising of BSNL officers and representatives of United Forum to discuss and submit the report within 6months time. But the committee even after one and half  year has not submitted its report. Some discussion took place on CPSU cadre hierarchy and remained inconclusive on E-2 & E-3 IDA pay scale implementation. Even not a single meeting took place. It reflects the neglecting attitude of the management. United Forum strongly resented and decided to protest in writing and in meeting with CMD, BSNL & Director (HR). In case the management do not take immediate steps to resolve the above items United Forum will further resume the deferred agitation programme.

a)  CPC from JTO (TF) to SDE (TF): We requested for early issuance of promotion orders from JTO (TF) to SDE (TF). GM (Pers.) mentioned that CPC has been completed and has been sent to the competent authority for approval. He assured for early issuance of promotion orders to fill up about 26 SDE's (TF) posts.

b)  CPC from JTO (T) to SDE (T) of 67% seniority quota: We requested to expedite CPC to fill up SDE(T) (about 3000 SDE's posts) of 67% seniority quota. GM (Pers.) mentioned that CPC work is in progress, the VCR of eligible JTO's are being called shortly from Circles. The eligibility list of JTO's for promotion will be circulated shortly but the promotion order will be issued after the clearance given by Hon'ble CAT Ernakulam Kerala.

c)  CPC from DE (Adhoc) to DE (Regular) & DGM (Engg.): GM (Pers.) mentioned that CPC work to fill up DE's posts on regular basis for the vacancies of year 2011-12 and 2012-13 and 480 nos. DGM (Engg.) posts are in progress but the promotion orders will be issued after the clearance on 147 SDE's (LDCE) quota seniority case from Hon'ble Supreme Court.

d)  Creation of PPS posts in field units: We requested to reprocess the case of creation of PPS posts in field units. GM (Pers.) further mentioned that the proposal was processed to BSNL CO Estt. Cell but not considered and told that matter may be taken up at higher level.

e)  Modification of BSNL MSRR's of EE(C/E) wings: We requested to re examine the proposal sent by PGM (BW) and PGM(EW) on this issue. It is understood that they have suggested to reserve 50% of EE(C/E) posts for MT quota, 10% for Diploma Holders SDE(C/E) & 40% to Degree Holder SDE(C/E). We strongly protested against such impractical proposal and demanded parity with JTO (Telecom.) in all respect as per the earlier BSNL Board decision. GM(Pers.) assured to look into the matter.

f)       Reserving 25% of DE's posts for MT quota instead of 50% of DE posts: We requested for early decision on reserving 25% of DE's posts for MT quota instead of 50% of DE posts. GM (Pers.) mentioned that the proposal in this regard is expected to be discussed tomorrow in BSNL Board meeting.

17.12.2013:GS, AGS (HQ) met Shri Harsh Vardhan Singh,  Addl. GM, BSNL CO and Chairman of Committee and express our serious concern against delay in finalizing the committee report on the restructuring of AD (OL) cadre. Addl. GM appreciated our concern and mentioned that committee report is under finalization but the feedback given by AIBSNLEA has not been fully considered so far. However, he assured that our association views will be further taken into consideration before finalizing the report and the next committee meeting will be held on 19.12.2013. 16.12.2013:GS, FS Com. T.C. Jain met GM (FP) & discussed-

a)  CPC from JAO to AO: We requested to initiate CPC to fill up vacant AO posts GM (FP) mentioned that the proposal to fill up about 1800 vacant AO's post has been sent to Director (HR) and Director (HR) has marked to GM(Pers.) to examine and implementation of SC/ST roster point. Accordingly, matter has been discussed with GM (Pers.) and he has asked some clarifications. Shortly, clarifications will be replied to Pers. cell to get the approval for initiating CPC. He assured that as soon as the approval of the competent authority is taken the ACR's 2012-13 and VCR's will be immediately called from circles to expedite CPC.

b) CPC from AO to CAO (Adhoc): We requested to initiate CPC to fill up vacant CAO posts on (Adhoc) basis. GM (FP) mentioned that as soon as CPC from JAO to AO is initiated, parallel action of CPC from AO to CAO (Adhoc) will also be initiated.

c)  Introduction of LDCE in AO Cadre & MT recruitment: GM (FP) mentioned that in view of stagnation in AO cadre due to court cases on JAO seniority, it is felt to introduce LDCE in AO cadre like SDE cadre and accordingly proposal in the shape of MC note has been sent to BSNL management committee for approval which will be shortly discussed in MC meeting.

Similarly BSNL CO recruitment cell has been asked to notify MT recruitment to fill up 100 MT posts in Accounts & Finance wing. Earlier proposal to recruit 330 MT's has now been modified and reduced to 100 MT posts through internal quota, 150 MT's are being recruited in Telecom Engineering Stream.

16.12.2013:GS, FS & GS, President SNEA (I)  met Director (HR) & GM (Pers.) & discussed regarding filling of vacant posts of DE's on regular basis and DGM post in view of Hon'ble Karla High Judgment on 147 SDE's (T) seniority case and letter on status quo granted by Hon'ble Supreme Court on 147 SDE's Seniority till next hearing. Director (HR) mentioned that promotion orders will be issued as per the Judgments/ Directions of Hon'ble Courts. However, promotion will be made after clarity from Hon'ble Courts only.

13.12.2013: GS and AGS (HQ) met GM (Pers.) and discussed-

1. CPC from JTO (TF) to SDE (TF): We requested for early issuance of the promotion orders from JTO (TF) to SDE (TF). GM (Pers.) mentioned that the CPC work has been completed and the approval from the competent authority has also been taken. The promotion orders will be issued shortly.

We requested to expedite CPC from DE (Adhoc) to DE (Regular). GM (Pers) mentioned that CPC for left out cases of the vacancy year 2010-11 (about 40 cases) is to be held but the VCR are still awaited.

3. Cases of request transfer cases in the cadre of SDE/DE: We requested for early consideration of the pending transfer cases of SDEs/DEs. GM (Pers.) informed that SDEs/DEs should send their representations through their circles to BSNL Corporate Office in addition to the Associations. However, associations can continuously pursue for early consideration of the request transfer cases. We request Circle Secretaries /Branch Secretaries to ensure that their request transfer cases taken up by them should also be forwarded / recommended from their Circles to BSNL Corporate Office in addition to association for pursuance.

13.12.2013:GS and AGS (HQ) met GM (Estt.) and discussed

1. Regularization of Officiating JTOs: We requested for early action to regularize Officiating JTOs. GM (Estt) mentioned that a committee has been constituted to consider the Recruitment Rules of the JTOs by amending JTO RR 2001. He assured that shortly the committee meeting will be hold and thereafter taking the comments from Unions/Associations, the JTO RR will be modified which will be placed before the Management Committee and BSNL Board for approval. He opined that this process may take 2-3 months time and there after regularization of the Officiating JTOs will take place.

2. 3% Pay fitment benefit in the old scale and 3% in the higher pay scale: We requested for an early action in this regard as the assembly elections are over. GM(Estt.) mentioned that case has already been sent to DoT and assured to further pursue the case for its early settlement.

12.12.2013: Latest Status in the 147 Seniority case: The Supreme Court Website reflects that the next date of listing in Nishit Kumar Upadhya, Manoj Kumar Tripathy and K.S. Hegde is 17.02.2014. However the status for Rupendra Pathak merely mentions the "There are no orders for listing".
12.12.2013: Supply of Executive Diary-2014. AIBSNLEA CHQ has started dispatch of Executive Diary -2014. All the Circle/Branch Secretaries are requested to arrange Purchase Order to CHQ at the earliest to ensure timely receipt of Diaries-14 in their Circles/SSAs. Minimum purchase order should not be less than 5 as dispatch of diaries in this quantity will not be financially viable for the Association.

1.   CPC from DE (Adhoc) to DE (Regular): We requested to expedite CPC from DE (Adhoc) to DE (Regular). GM (SR) mentioned that some left out cases of the vacancy year 2010-11 (about 40 cases) CPC is fixed ?up tomorrow and the CPC against the vacancy year 2011-12 (about 682 DE Posts) will also be conducted shortly after the approval of the competent authority. GM (SR) is the chairman of the CPC.

2.   Membership Verification of majority Executive Association: GM (SR) mentioned that BSNL Management Committee has already approved the committee report on the membership verification of Executive Association and now it is being submitted to BSNL Board meeting which is being held on 18.12.2013 and after its approval the notification will be issued. He also mentioned that the decision will be implemented immediately.

3.  Notional Pay Fixation of all upgraded Pay Scales of executives in BSNL w.e.f 01.10.2010: We requested for Notional Pay fixation of all upgraded Pay Scales of executives in BSNL w.e.f 01.10.2000 instead of counting of residency period for the cadre i.e. JTO/SDE(C/E/Arch), PAs /PSs cadre at par with JAO pay scale fixation. GM (SR) assured to look into the matter.

4.  Filling up the Vacant Posts of EE (C/E): We requested for early decision on modification of BSNL MSRRs of EE (C/E) to initiate CPC as the PGM (BW) after discussions with PGM (EW) has submitted the proposal for modification in BSNLMSRRs of EE (C/E). We strongly protested against the proposal to keep 50% EE (C/E) Posts reserve for MT recruitment. GM (SR) assured to look into the matter.

5. Creation of EE (Electrical) Posts in Telecom Circles for Energy Conservation Work: Recently, 1st and 2nd national level Energy Conservation Award has been declared to BSNL which shall be received by CMD from president of India along with Board of Directors, Kerala and Andhra Pradesh Circle Heads on dated 16.12.2013. GM (SR) appreciated the efforts made by Electrical units and emphasized to motivate the same for other circles also. In order to further extend the benefits of Energy Conservation in the field of electricity and fuel we requested for creation of EEs (Electrical) Posts for Energy Conservation Work by setting up a dedicated unit (Energy cell) in each Telecom Circle which shall not only curtail BSNL energy expenditure but also address green telecom concern as a part of corporate social responsibility assigned to CPSUs by GOI. BSNL is already having a number of certified Energy Auditor/Energy Managers duly approved by Govt. of India which are not only capable of  performing monetary saving in BSNL but can also perform Energy auditing of other organization and can fetch revenue to the organization .

11.12.2013:  GS met DGM (Pers.) and discussed

(a) CPC from DE adhoc to DE Regular: We requested to expedite CPC from DE adhoc to DE Regular promotion. DGM (Pers.) mentioned that CPC work to fill-up DE's vacant posts on regular basis of the year 2011-12 is in process. VCRs are being collected. The case for administrative approval to fill-up 682 DEs posts of the year 2011-12 has been sent to the competent authority for approval after the clearance from CLO. He assured to expedite CPC.

 

(b) CPC from DE to DGM: We requested to speed up the CPC to fill-up 480 DGM posts. DGM (Pers.) mentioned that CPC work is in process but some DEs date of joining as DE regular has not been received in BSNL C.O. The list has already been uploaded on website also the APAR for the year 2012-13 of eligible DEs are awaited from Circles. He mentioned that in case VCRs , ACRs and date of joining as DE regular are received in BSNL C.O. in the next week then CPC will be completed immediately and promotion order may be issued in the month of January-2014.

In addition to this, it is understood that  the appointment letters to the post of General Managers in BSNL from ITS cadre absorbed in BSNL under Pension Rule-37 has been issued for 10 GM posts. Hence, the recruitment process under Rule-37 in the cadre of SAG level from ITS officers in BSNL  is over. Also, the recruitment process in the cadre of PGMs/CGMs will also be completed shortly.

09.12.2013:Status of ITS Court case in Hon'ble Delhi High Court: The contempt petition filed jointly by AIBSNLEA, SNEA(I) and BSNLEU against deployment of unabsorbed ITS officers in BSNL was listed for hearing on 09.12.2013. The case is adjourned as the Hon'ble  Judge was on leave and there was no sitting. The next date of hearing is 19.03.2014.

09.12.2013:2nd Circle Executive Committee Meeting of AIBSNLEA Rajasthan Circle: The 2nd Circle Executive Committee Meeting of AIBSNLEA Rajasthan Circle was organized on 09.12.2013 at Conference Hall of Hotel Diana Palace, Jaipur in a grand manner. The Conference was attended  by Shri Prahlad Rai, General Secretary AIBSNLEA CHQ, , Shri N.L.Sharma AGS (HQ), Shri Alkendra Singh AFS, Sh. Devesh Sharma, Organizing Secretary (North), Shri Karan Singh , Advisor (North) and Shri Bhagwan Singh Auditor CHQ . The Open session of the conference was attended by Shri A.K.Bhargava, CGMT Rajasthan Circle as Chief Guest. Shri N.K.Singh, PGMTD Jaipur, Shri P.C.Mehraniya, Sr.GM(F) Rajasthan Circle, and Smt.Alpana Agarwal Sr.GM(HR & Admin) Circle Office Jaipur were the Guests of Honour.


Chief  Guest of the Open Session Shri A.K.Bhargava, CGMT Rajasthan Circle Inaugurated the function by lightning of lamp. All the distinguished guests were welcomed by the garlanding and welcomed by presenting Rajasthani Turbans. Newly elected CHQ Office Bearers belonging from Rajasthan Circle were also felicitated by presenting Shawls and mementoes.

Com. R.C.Sharma, Branch Secretary, AIBSNLEA Transmission branch and CWC member delievered the welcome address.

Com. M.K.Morodiya, Circle Secretary AIBSNLEA Rajasthan, in his key note address, explained about the untired efforts of the comrades of Rajasthan Circle in strengthening the position of entire BSNL Rajasthan Circle. Com. CS highlighted the problems of the shortage of
materials in the field units and appealed the Management to ensure the proper supply of the material to the field units. Com. CS also mentioned the problems regarding the anomalies in postings in look after promotions in the Circle . He also explained the cadre and HR issues of the Executives of Rajasthan Telecom Circle and impressed upon for the early resolvement of the same. He assured that if Management provides full support then the Executives' of Rajasthan Circle are committed for making BSNL, a vibrant Organization.

Com. H.L. Awasthi , Circle President AIBSNLEA Rajasthan, in his address mentioned problems faced by BSNL Executives like Shortage of materials in the field units. He impressed to focus upon the customer satisfaction for making BSNL a Vibrant Organization.

Com.Karan Singh , Advisor(North) AIBSNLEA CHQ , in his address, thanked the AIBSNLEA Rajasthan Circle for their great affection and appeal to all for work hard for forthcoming membership verification.

Com. Bhagwan Singh, Auditor CHQ, in his address thanked AIBSNLEA Rajasthan Circle for inviting him in the session. He appealed all the members of making the BSNL a vibrant Organisation by providing the Quality of Services to them with excellent customer care. He also appeal to all for work hard for forthcoming membership verification.

Com. Alkendra Singh, AFS(CHQ) , in his address mentioned the untiring efforts of GS AIBSNLEA for the continuous resolvement of the problems of BSNL Executives'. Com. AFS mentioned that we should earn more and more revenue for making BSNL a vibrant Organization. He also stressed out the points related to viability of BSNL.

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address explained. He explained the efforts of CHQ in continuously resolving the issues of BSNL Executives. He appealed the Circle Management to ensure the proper supply of the materials, GSM equipments, MLLN Modems, Telephone instruments etc for the viability of BSNL. He also mentioned the need of taking feedback of ground realities from trade Unions for Viability of BSNL.

Com. N.L.Sharma, AGS (HQ) in his address thanked AIBSNLEA Rajasthan Circle for inviting him in the session. He assured all to make every possible best efforts as AGS(HQ) in resolving the problems of members.

Guest of Honour, Smt. Alpana Agarwal, Sr. GM (HR & Admin) Circle Office Jaipur in her address thanked AIBSNLEA Rajasthan Circle for inviting her in the session. She informed that the proposal regarding the look after promotions at SSA level has been sent to Corporate Office. She assured that Management is always willing to take the feedbacks from Association.

Guest of Honour ,Shri P.C.Mehraniya, Sr. GM(F) Rajasthan Circle, in his address expressed his delightness for inviting him in CEC. He expressed his firm believe positive attitude is the need of hour. He mentioned that in Rajasthan Circle, last year the revenue from income was 1125 Crores and from other sources it was 83.5 Crores. He told that up to now there is a neck to neck condition between profit and loss in Rajasthan Circle. He presented the various finance figures of the SSAs of Rajasthan Circle. He appealed all for the maximum revenue realization for the viability of BSNL by proper customer care He impressed upon the proper monitoring of Various Projects in BSNL and specifically in Broadband and Wire line segments.


Guest of Honour, Shri N.K.Singh, Sr. GM(F) Rajasthan Circle appreciated the efforts of General Secretary AIBSNLEA Com. Prahlad Rai for resolving the issues of BSNL Executives'. He informed that the tender of the batteries has been approved by the Circle Management. He appealed all to work hard for getting the all benefits of Pay Revision in 2017. He appealed to use the available resources for the maximum output with customer satisfaction.


GS AIBSNLEA, Shri Prahlad Rai , congratulated the comrades of Rajasthan Circle for the successful CEC meet and thanked the comrades for their great affection. In his detailed address Com. GS mentioned the achievements of AIBSNLEA in his last three terms in resolving the issues like EPP, Transfer Policy, 2nd PRC with 30% fitment, GSM Telephone connections to Executives' with handset, Perks and allowance, BSNLMSRRs and various DPCs. He informed that today the Quality of Service is a big challenge in front of BSNL and in view of this AIBSNLEA found the concept of Customer Delight Month in its CHQ Office Bearer's meeting. Com. GS further mentioned that due to un-helping and over-jealous attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR,, payment of notional loan Rs. 7500 Crores to DoT has adversely affected the viability of BSNL. Non-procurement of GSM equipment, cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc has also affected the quality & growth of services. He stressed to strengthen the quality of our mobile services to enhance the MNP towards BSNL like on the same pattern in Kerala, AP and Orissa. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT.

Com GS. Further explained the burning issues of the Headquarters level like ITS deployment issue and 78.2 % IDA fitment benefit case . He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper. He apprised the status of HR issues related to various DPCs from JTO to SDE, SDE to DE(Adhoc/Regular), DE to DGM, JAO to AO, AO to CAO & CAO to DGM(F), DPC in Civil/Electrical wing, Restructuring of AD(OL) case, creation of PPS posts , VRS, Pay anomaly- Sr. are drawing less salary than their juniors, stopping of LTC, CPSU cadre hirarchy,regularisation of Officiating JTOs and the issues of Direct Recruits etc. At last he appealed the all Executives' and all the BSNL pensioners for make every effort with a team spirit for making BSNL a vibrant organization. During interactive session, Com.GS replied all the queries raised by the members.

Chief Guest of the Open Session Shri A.K.Bhargava, CGMT Rajasthan Telecom Circle thanked all the delegates of Rajasthan Circle for inviting him in the conference.. He suggested to ensure the best utilization of available material and manpower. He expressed his satisfaction about BSNL's trained manpower. He told that 50% problems can be solved by positive thinking only. He appealed all to do not accept the sub standard work of vendors.. He suggested to ensure the proper management of the store material. CGMT Rajasthan further mentioned that our every effort should be justified on the profit basis. He suggested that we should implement aggressive marketing and we should think from customer point of view. He appealed to do efforts from today itself for making BSNL a vibrant organization. 05.12.2013: BSNL Corporate Office allowed purchase of Diary-2014 to BSNL Executives: AIBSNLEA consistent efforts yielded result in getting released the order for purchase of Executive Diary-2014 for BSNL Executives. The Competent Authority has withhold the earlier order regarding the practice of printing and supply of diaries to the executives for the calendar year:2013 as a part of austerity measures vide BSNL CO letter no.  4-5/2012-Admn.II dated 14.12.2012.

The Competent Authority has approved to withdraw the said decision for the purchase of diaries for the calendar year 2014 and  decided  that the diaries  for 2014 may be purchased.   <<<Click here for the Order>>>>

05.12.2013:GS met GM(SR) & discussed regarding Membership Verification of Executive Associations. GM(SR) mentioned that the proposal for Membership Verification was already approved in the earlier Management Committee Meeting but giving immunity to  the SSA level branches of the associated Executive Association is further submitted to Management Committee meeting today for consideration. However, the matter will be placed in the BSNL Board meeting, which is  scheduled to be held on 18th Dec., 2013. He further mentioned that efforts are being made to implement the decision at the earliest. 

All the CHQ Office Bearers, Circle/Branch Secretaries are requested to activate Organisational activities on priority in view of the Membership Verification.

05.12.2013:GS met GM (Pers) and discussed regarding

(a)    CPC from DE (Adhoc) to DE (Regular):  We requested GM (Pers.) to fill up the vacant post of the years 2011-12 and 2012-13 . GM (Pers) in the presence of CLO mentioned that fresh VCRs have been called for the eligible DEs (Adhoc) and shortly CPC will be conducted.

(b)   CPC to fill up vacant SAG level posts:  GM (Pers.) mentioned that CPC to fill up GM posts from absorbed ITS officers is in process.  He also appraised that recruitment process of ITS officers under pension Rule-37 against SAG and HAG level posts is in progress. Today the interview of the applicants  to fill up GM posts is over. The interview for CGMs / PGMs posts will also take place shortly.

03.12.2013: GS, AGS (HQ) met GM (Pers.) and discussed-

(a) CPC from JTO (TF) to SDE (TF): We requested for early issuance of promotion orders from JTO (TF) to SDE (TF). GM (Pers.) mentioned that CPC to fill up about 28 SDE (TF) posts have been completed and promotion orders will be issued shortly.

(b) CPC from JTO (T) to SDE (T): We requested to expedite CPC to fill up SDE (T) vacant posts of 67%seniority quota. GM (Pers.) mentioned that CPC work is in process and as soon as the clearance from Hon?ble CAT Ernakulum is given, promotion orders will be issued. He further mentioned that to speed up the CPC work, the APAR should be available on line in executives HRMS through ERP which should be accessible to Pers. Cell.

We also requested to consider left out cases of earlier 67% SDE (T) quota CPC wherein many eligible JTO (T) are yet to be considered for promotion viz 6 JTOs of Jharkhand circle etc. GM (Pers.) assured to look in to the matter.

03.12.2013:GS, FS met GM (FP) and discussed regarding:-

(a) CPC from JAO to AO: We requested to expedite CPC from JAO to AO to fill up about 1900 AOs vacant posts.GM (FP) mentioned that CPC work of screening of ACRs and collection of VCR is in progress. Simultaneously, the formal approval to fill up 1900 AOs posts is in process and assured  that shortly approval will be taken.

(b) Allowing option in  Pay fixation of departmental JAOs: Case of departmental JAOs joined after 07.05.2010 we requested for early decision on this issue in the committee meeting. GM (FP) mentioned that yesterday committee meeting was  held but GM (Estt.) is not ready to change the cut of date 07.05.2010 of NEPP notification. However, GM (Estt.) has suggested to provide more feedback regarding these JAOs officiating period etc. He assured an early action in this regard.

(c) Untimely and frequent transfer of AOs/CAOs from CTD : We expressed our serious resentment against the untimely and frequent transfer of Account Personnel from CTD to tenure circles even the executives having less than 3 years service in CTD are being transferred to tenure circles which is causing frequent disturbance to the executives in circle & frustration. We requested to count the stay period on the basis of stay in the territorial circle including non recruiting circles. Also requested to modify some transfer orders of AOs/CAOs who are transferred from TN circle to NE circle and J & K Circle. GM (FP) mentioned that transfer orders issued to NE circles are not being considered for modification or cancellation as per the direction of CMD. However, he assured that some genuine cases may be processed for consideration.

03.12.2013: Special General Body meeting of AIBSNLEA Alwar Telecom District (Rajasthan) on 29.11.2013 at Alwar: Special General Body meeting of AIBSNLEA Alwar Telecom District was organised on 29.11.2013 at Conference Hall of GMTD Office in a grand manner. The Conference was attended by Com. GS Shri Prahlad Rai, Shri Bhagwan Singh, Auditor CHQ, Shri Alkendra Singh AFS CHQ and Sh. Devesh Sharma, Organizing Secretary (North) from AIBSNLEA CHQ side. The session of the conference was attended by Shri A.K. Sharma GMTD Alwar as Guest of Honour. Many media persons from print and electronic media attended the conference.

At the starting of the meeting, the Branch Secretary Alwar Shri B.L.Gupta welcomed all the guests. All the dignitaries were welcomed by garlanding and presenting the mementoes. He also thanked to AIBSNLEA CHQ for extending every support to AIBSNLEA Rajasthan.

Auditor, AIBSNLEA, Shri Bhagwan Singh, congratulated the comrades of Alwar for the successful conference and thanked the comrades for their great affection .He also appealed to all to change their attitude for making BSNL a vibrant organisation. GS mentioned the earlier time when the Alwar was the most progressive SSA in Rajasthan Circle. He told that the viability and existence of BSNL is the most important issue today and we have to analyse the reasons of BSNL's todays position.. Com. GS mentioned that due to un-helping attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, payment of notional loan Rs. 7500 Crores to DoT has adversely affected the viability of BSNL. He informed that BSNL is spending more than 9000 Crores rupees per annum on 20,000 Rural exchanges in Rural areas services but No ADC charges is being given by the Govt. In addition of this
non-procurement of GSM equipment, cables, telephone instruments, Huge waiting list of Lease Line due to Scarcity of MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. He explained that how the AIBSNLEA is continuously pursuing these viability related issues with the BSNL Management and DoT. Com. GS mentioned that the Broadband is the life line of BSNL and source of revenue and we have not fully optimaly utilised our copper conductor. Com. GS stressed that the Customer Delightness, Quality of Services and change in attitude is the need of hour.
Com GS, further explained the burning issues of the Headquarters level. He mentioned that ITS absorption process should have been completed by the Govt. of India, in the same manner like Group B, C or D but Govt. has totally failed to complete the process He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper. Com. GS explained in detail the efforts of AIBSNLEA in getting resolved the important HR issues after the formation of BSNL and in DoT setup. He apprised the status of HR issues about various DPCs in various cadres. AIBSNLEA consistent efforts yielded result in getting released regular and adhoc promotions in DE grade. Similar efforts are being made to fix 25% CAOs/EEs (C/E) posts instead of 50% CAO/EEs(C/E) posts. He also apprised the house about DPCs from JTO to SDE, SDE to DE(Regular), DE (Adhoc) to DE  (Regular), DE to DGM, JAO to AO, AO to CAO & DPC in Civil/Electrical wing, Restructuring of AD(OL) case, Creation of PPS posts in field Units, Filling up of EE(C/E) vacant posts, Regularization of offg. JTOs etc., modification in transfer policy & Benchmark of EPP, Tightening of staffing norms, VRS, Group 'A' officer absorption, withdrawal of leave encashment, stopping of LTC etc. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit Executives like EPF, Superannuation benefits and Child Care Leave. Com GS further explained the role of AIBSNLEA in the viability of BSNL. He mentioned the success of BSNL Unions/Associations in creation of Retirement Leave encashment fund of Rs 4825 Crores by the BSNL Management, by which BSNL is getting 400 Crores interest. At last he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization. He also made hope that very soon Alwar Telecom District will gain its past glory and will become the number one SSA in Rajasthan Telecom Circle.

Sharma, GMTD Alwar stressed that our customer services should be excellent and we should improve our quality of services .He mentioned the need to motivate our subordinates and continuously think about the solutions of problems. 02.12.2013 An extended CEC meeting of AIBSNLEA, CTD & WBTC Circles on 29/11/2013 at CTO hall, Kolkata : On 29/11/2013 at CTO hall, Kolkata an extended CEC meeting was held by AIBSNLEA, CTD & WBTC jointly. Sri Tridip Chakraborty, Circle President, CTD presided over the meeting. In the beginning felicitation was given to newly elected CHQ office bearers from CTD &WBTC. They are Sri Bijoy Krishna Bhattacharya, OS (E), Sri Prasun Kumar Mukherjee, Advisor(E) & Sri Basudeb Chakraborty AGS(Finance). Veteran leaders Shri Amit Kumar Gupta, Shri Manas Kumar Roy, Shri Prasun Madhab Chattopadhyay from AIRBSNLEWA, WBTC present on the dais were also given felicitation before a jam packed hall where the members participated from whole Kolkata.

In his speech CS, CTD Shri Prasun Kumar Mukhopadhyay reported the proceedings and resolutions adopted in the AIC in detail. He clarified that the minutes released in CHQ site is incomplete, all the resolution adopted by CTD except the one about dropping of Advisor from CHQ, were accepted in AIC unanimously. He praised the vibrant & effective role of our comrades from CTD & WBTC during the AIC. He covered all the discussions of issues regarding Cadre problem, Pensioner issue, AD (OL) upgradation. AO transfer issue, JAO option case, New JAO case, JAO to AO DPC,JTO to SDE 67% DPC, and verification  in brief. He clarified our role about sanctioning of diary and formation of new welfare fund.

In their precise speech Shri Prasun K Mukherjee Advisor (E) & Shri Basudeb Chakraborty AGS (F) expressed their determination to serve the organization & promised to fulfill the expectation of their parent circle as far as practicable.

In his deliberation Sri Bijoy Krishna Bhattacharjee OS(E) & CS WBTC stated that in the era of internet every members are already informed about all the outcome of AIC, still it is the responsibility of the delegates to inform the mass member about the fate of their demands & latest position. Regarding forthcoming verification he commented that all the achievements earned by JETA is claimed to be feather in the cap of other assn. But we could achieve all these by JETA under the leadership of Com M.K. Bagchi, Com Prahlad Rai, Com Amit Gupta, Com Saibaba & others who were the then Secretaries. Moreover, other assn. is concentrated about the interest of a particular cadre but AIBSNLEA serves for the interest of all executive cadre as well as officiating JTOs.He urged that this message is to be percolated among executives irrespective of their membership.

All the speaker in their speeches gave clarion call to make AIBSNLEA number one in the forthcoming executive membership verification.

Sri Debabrata Dey, a young comrade who attended his maiden AIC shared his experience in the hall. He commented that the motif force of AIBSNLEA is its democratic functioning & caring attitude of seniors to junior. He assured that he and his young friend will continue to be a part of AIBSNLEA actively and thrive forward to make it number 1.

President asked for queries of general members then some of the comrades of AO cadre expressed their dissatisfaction about their short stay in parent circle and frequent transfer liability raised the question that when the resolution of declaring KOLKATA as a pool is accepted unanimously at AIC then why transfer order are issued to Kolkata comrades after a very short period stay at parent circle? They also expected that newly elected OBs  CHQ will act in this regard.

In the mean time Sri Manas Kumar Roy Ex VP CHQ addressed the gathering. He thanked all for inviting him and stated that since his entry in the department in 1976 he served the dept& organization with full dedication, the organization is his ?home'. He will continue to serve AIBSNLEA when needed.

CS/CTD informed the house at the same venue at Nasik AIC of AIRBSNLEWA was held and our beloved Amit  Gupta has been elected AGS/CHQ of that organization and requested him to cover the queries of the member as he was the convener of Resolution Committee in AIC.

Sri Amit Gupta was the last speaker. He greeted the newly elected CHQ leaders and expressed his confidence that under their leadership CTD & WB will continue to support CHQ in every respect and guide the organization as was done in the past. He also gave his valuable advice regarding manner of discharging CHQ duties. He also explained that the grievance of frequent transfer is definitely a problem since in the time of erstwhile AFSOA. AIBSNLEA also pursuing this. But a resolution is not a departmental order. The CHQ will definitely pursue in this regard but we have to prepare a station seniority list of incumbents to pursue it properly. He further added that it is due to constant persuasion of AIBSNLEA the number of incoming AOs are much greater than outgoing AOs in CTD during last few years. At last he also promised to help AIBSNLEA as and when required.

The meeting ended with the thanks to the chair.
