29.02.2016:  DISTRICT CONFERENCE OF UDAIPUR BRANCH HELD ON 21.02.2016:  GS attended District Conference of Udaipur Branch held on  21st February 2016 at Hotel Vishala, Udaipur in a grand manner. The conference was attended by Com. Prahlad Rai, GS AIBSNLEA,  Com. H.L.Awasthi Circle President, Com. M.K. Morodia Circle Secy. AIBSNLEA Rajasthan and Com.Devi Lal, Org.Secy.(South). An Open Session was also organised on this occasion Shri S.L. Choudhary Fin & Exam. Controller of Mohan Lal Sukhadia University (MLSU) was the Chief Guest, Com. Prahlad Rai GS and Shri Shashi Kant CE UPR was Guest of Honour & Shri Shravan Kumar, GMTD Udaipur Presided over the Function of the Open Session. Invitees from sister Unions / Associations had also participated and addressed the Open Session.

Election of new set of office bearers were also held on the occasion of Branch conference. Com. J.C.Heda, CAO; Com. R.H. 29.02.2016:  CEC Meeting held at Rajkot dtd 21.02.2016:The 1st Circle Executive Committee Meeting of AIBSNLEA, Gujarat Circle and 6Th District Conference of Rajkot Branch held in a splendidly manner at Engineering Association Hall, Udhyognagar, Near Bhaktinagar Railway Station Circle, Rajkot on 21.02.2016.

Shri J K Patel, Circle Secretary, Shri C R Ranga, President, Shri C M Saste, OS (West), Shri M M Kanani, Advisor, CHQ, Shri B K Shah and SHRI A R Dave CWC Members, Circle Office bearers, DS, DP & CEC members from all branches, Executives from Rajkot SSA attended the conference.

Shri C R Ranga, Circle President welcomed all the dignitaries on the dias, Circle/District office bearers from all over Gujarat & Executives of Rajkot SSA. He emphasised the CEC with his opening remarks. He also welcome all the new members who joined our Association.

The CS Shri J K Patel requested all the members to work together in all fields in the interest of BSNL and to strengthen our association. In his speech, he elaborated the on going activities, cadre related issues and other HR issues taken up with Circle Administration.

All the Branch Secretaries submitted their branch report with membership detail, quota remitted to Circle/CHQ and submitted the issues to be taken-up at Circle as well as CHQ level.

Shri V P Sharma, Finance Secretary requested all branches to ensure deposition of subscription for CHQ & Circle Quota up to December 2016 in time.

OPEN SESSION :
Shri M S Dhillon, Hon. Chief General Manager Telecom, Gujarat Circle as Chief Guest and Shri Prakash Goplani, GMTD, Rajkot as Guest of Honour graced the occasion and addressed the gathering.

The function started by a Warm Welcome speech from Shri R P Kalaria , DP Rajkot SSA. Comrades from AIBSNLEA, Rajkot presented the bouquets to the honourable dignitaries followed by lighting the lamps by honourable dignitaries on the dias. Rajkot SSA also took the opportunity to honour the retired officers of SSA and appreciated their service for BSNL.

24.02.2016: Meeting with GM (Estt):

GS met GM (Estt) and discussed regarding reversion of JTO (Officiating) in their substantive grade before sending them to JTO Training. We pleaded that due to reversion order these officiating JTOs will be facing a huge pay loss in fixation and will invite litigations. GM (Estt) assured to discuss the matter with Director (HR).

24.02.2016:  GS met GM (Pers) and discussed regarding:

A. CPCs from JTO to SDE, SDE to DE and DE to DGM: We requested to expedite CPCs from JTO to SDE, SDE to DE and DE to DGM. GM (Pers) informed that a DO letter has been sent CGMT Kerala Circle for filing the re-joinder in the Hon’ble High Court of Kerala in JTO to SDE Promotion stay orders and he has assured to file re-joinder within this week and will try for early hearing of the case. He further informed that the court case in Hon’ble CAT Chandigarh came for hearing on 23rd February 2016 but could not be heard due to unavailability of one Judicial Member now posted for hearing on 14th March 2016. This court case is related to the stay orders on promotions from JTO to SDE, SDE to DE and AO to CAO.

 

Regarding DE to DGM promotions, he mentioned that the CPC is under process and on TES Gr”B” seniority issue the legal opinion is being taken. Thereafter only promotion orders may be issued.  

B. Relieving of DEs already transferred in October, November 2015: GM (Pers) informed that as per the directions of the competent authority relieving order through ERP system will take place in the first week of April 2016 only.

C. Consideration of request / tenure transfer of SDE / DEs: GM (Pers) mentioned that all the request / tenure transfer cases will be considered in the month of March 2016 and they will be relieved in the month of April 2016.

24.02.2016:  Meeting with DoT Officers:

GS and GS AIRBSNLEWA Shri Kishan Singh met Member (S) DoT and DDG (Estt) DoT and discussed regarding implementation of 78.2% IDA Pay fixation case of BSNL Pensioners. Member (S) informed that Cabinet Note in this regard is ready and it will be sent to cabinet after the approval/signature of Secretary (Telecom) on his returning from Barcelona (Spain) in the next week.

 

Also requested DDG (Estt) DoT for allowing CGHS medical facility to BSNL/MTNL Pensioners.  He informed that the matter is under consideration with Ministry of Health. Next week meeting is fixed up with Ministry of Health Officer to discuss the matter for extending the CGHS medical facility to BSNL/MTNL Pensioners.

23.02.2016: Status of court case in Hon'ble CAT Chandigarh :-

The Court case on AO to CAO promotion, JTO to SDE promotion and SDE to DE promotion came for hearing on 23rd February 2016  in Hon'ble CAT Chandigarh but could not be heard due to  the non availability of one  Judicial member of  the CAT bench and  now posted for hearing on 14.3.2016.

23.02.2016:  Meeting on implementation of standard E-2 / E-3 IDA Pay scales for JTO/JAO and SDE/AO Equivalent cadres respectively:

A meeting was held with the representatives of AIBSNLEA, SNEA and AIGETOA in the presence of GM (Establishment), DGM (Establishment) and DM (PAT). GM (Establishment) emphasized that though the committee has submitted the report and have recommended to upgrade E1A to E2 scale and E2A to E3 scale w.e.f. 01.01.2007, but its implications on other scales as well as the reaction of senior executives who will be continuing in E3 scales for 10 years etc needs to be worked out.

 

Association side representatives explained that committee in its report has kept the issue open for management and requested for taking a considerate view on the issue so that none of the executives is at loss. The facts highlighted by GM (Estt) are well known to everyone. Further Pay fixation with increment benefit on functional promotion in same scales is being adopted by many PSUs. GM (Estt) told that for implementation, certain changes will have to be implemented in EPP and BSNL MS RRs also. Association representatives stated that whatever changes that are necessary will have to be implemented and Association does not have any issue out of it provided none of the groups are at loss.

Finally, GM (Estt) appreciated today’s discussion and told that she would apprise Director (HR) of the discussions for further necessary action.

22.02.2016:  5th All India Conference of AIBSNLEA at Mysore:

1. Delegate elections: The Delegates from Branches / Circles shall attend the General Body Meeting / All India Conference. Delegates per 30 PAID members or part thereof being not less than 20, subject to the minimum two per branch shall be elected by the Branches/Circles. The Circle Presidents, Circle Secretaries, CHQ Office Bearers, Advisor (CHQ), Central Working Committee Members shall be the ex-officio delegates. In addition to this the members of the various committees constituted by the CWC Kolkata will also attend the 5th AIC.

2. CHQ Quota: CHQ quota paid up-to May-2016 for the tenure of the outgoing body shall be taken into account and membership will be calculated accordingly. Voting power per delegate shall be equal to the number of delegates justified according to the CHQ quota received during the tenure of the outgoing body divided by the number of delegates and ex-officio delegates from the Circle.  CHQ Quota and Legal fund has to be remitted before commencement of the 5th AIC.

3. Amendments to the Constitution: Notice of resolutions and amendments to the Rules and bye-laws proposed to be moved at the All India General Body meeting / All India Conference shall have to be given in writing to the General Secretary so as to reach him at least 15 days ahead of the day of meeting.

4. Delegate Fee: The Delegate Fees Rs. 1500/- per Delegate is to be deposited by the Circles/Branches to the host circle. The lodging and boarding arrangements will be made available for the elected delegates and ex-officio delegates only. Non-delegates and observers will not be allowed.

22.02.2016:  GS met PGM (SR) and discussed regarding:

A. Date of effect of Implementation of upgraded pay scales from 01.10.2000 of JTO/SDE (Civil/Elect/Arch/TF) Engineering wings and PA/PS Cadre at par with JAO: PGM (SR) mentioned that the matter is still pending with GM (Estt) which may be further taken up with Director (HR) for its resolution.

B. Membership verification of executive associations in BSNL:  We requested to mention the case for early hearing in the Hon'ble High Court of Karnataka. PGM (SR) informed that already Director (HR) has sent a DO letter to CGMT Karnataka Circle for mentioning the case for early hearing and the hearing may take place at any time and after vacation of stay orders, the verification process will be resumed.   

22.02.2016:  GS met GM (Pers) and discussed regarding:

 A. Filling up of the vacant posts of DGMs: We expressed our serious concerns against non-filling up of the vacant posts of DGMs in engineering wing on one pretext or the other. GM (Pers) mentioned that matter is under active consideration and shortly some decision will be taken to expedite CPC in view of the legal opinion.

B. Some long pending issues are to be taken up with BSNL Board for approval i.e. Sr. PPS /PPS post creation in BSNL, SDE RR 2015, E5 to E6 scale upgradation under EPP to Gr. B level Executives etc are to be taken up in the next BSNL Board meeting to be held on 4th March 2016: GM (Pers) mentioned that the BSNL Board memos on all above issues have been prepared and being send to Sr. GM (Legal) to be taken up in next BSNL Board meeting.  He further informed that 4 Sr. PPS posts are being created in BSNL Corporate Office with BSNL Board of Directors. 10 PPS posts are being created in BSNL Corporate Office with CVO, EDs and PGMs. Similarly 38 PPS posts are being created in field units with all CGMs. These posts are being created on matching saving basis. This restructuring in PA/PS cadre is taking place on the basis of ED (CN) committee report which was constituted after the meeting held on 13th July 2014 with AIBSNLEA.

 C. Restructuring of AD (OL) Cadre: We requested to take an early action for restructuring of AD (OL) cadre. GM (Pers) appreciated our concern and assured to discuss the matter with PGM (EF) where the file is pending for the last one month.

 D. Consideration of request / tenure transfer cases of SDEs/ DEs: GM (Pers) assured to consider all pending request / tenure transfer cases of SDEs/ DEs shortly.

GM (Pers) also apprised that BSNL Management Committee has approved the tenure period in Udhampur of J&K Circle at par with Sri Nagar as demanded by the J&K Circle and this Association.  

22.02.2016:  GS met GM (FP) and discussed regarding:

 A. AO to CAO CPC court case: We requested to depute some officer to attend the Hon’ble CAT Chandigarh in the case of stay order on promotion from AO to CAO which is coming for hearing on 23rd February 2016. GM (FP) mentioned that already AGM (SEA) was deputed to attend the court but due to cancellation of trains now GM (Finance), Haryana Circle has been requested to attend the court along with BSNL’s advocate.

 B. Diversion of 50% MT quota (CAO Posts) to the seniority quota: GM (FP) informed that the Board memo has been redrafted and send to Sr. GM (Legal) to put up in the next BSNL Board meeting to be held on 4th March 2016.

 C. Consideration of tenure / request transfer cases as already discussed by this Association: We requested for early consideration of request / tenure transfer cases of AOs / CAOs: GM (FP) informed that already 3 AOs tenure transfers orders have been issued last week as discussed with this Association and some more tenure transfer orders also some cancellation of transfer orders of some AOs / CAOs relieved in ERP are being issued shortly on genuine grounds. Some request transfer cases for modification / cancellation are under consideration.

17.02.2016:  Update on TES Gr."B" seniority case in Hon'ble Supreme Court:

The case CA No.4389/2010 (UOI & Ors. Vs. Sohan Lal Sayal), SLP (C) No.24303/2013 (K.S. Hegde Vs. UOI & Ors.), SLP (C) No.32284/2013 (Manoj Kr. Tripathi Vs. UOI & Ors.) and etc was listed for hearing on 16.2.2016 as Item No.34 as the matter could not reach, therefore the same was listed on 17.2.2016.

 

On 17.2.2016, the Hon'ble Court was pleased to de-tag the matters regarding the seniority case of 147 SDEs and matter with regard to promotion under Para 206 it is adjourned to 3 weeks and liberty is given to all parties to file their small submission if aggrieved by Expert Committee Report, but more or less except any small error they are going to accept recommendation of Expert Committee.

GB Meeting at Ahmedabad on 14.02.2016:

The special general body meeting of AIBSNLEA Ahmedabad Telecom District, Circle office branch and civil and Electrical unit branch of Ahmedabad was held at Western union Mazdoor Sangh Hall, Railwaypura, Ahmedabad on 14th February 2016.

 

It was well organized with a mammoth gathering & maximum members have attended. The proceedings commenced at 16.00 hrs. Shri N.P.Patel, DS, Ahmedabad Telecom District & Shri S.R.Mishra, Vice President, Gujarat Circle welcomed and escorted our beloved GS. Shri O.P. Sharma DS (Civil ) Branch and Shri V. P. Sharma, FS, Gujarat Circle presented bouquet to  Shri Prahlad Rai, GS AIBSNLEA and  Shri J.K.Patel, Circle Secretary Gujarat. Com B.K. Shah CWC Member has presided over the meeting.

 

Our Ex-Circle Secretary Shri Amlendu Guha attended the meeting on our request and addressed the house.

 

Shri J.K. Patel, CS in his speech informed regarding various organizational activities held in Gujarat including district conferences at Junagadh, Jamnagar & Surendranagar in the month of Feb,16. He discussed regarding various HR issues, circle level development and suggestions given by AIBSNLEA for turnaround of Gujarat Circle. He also stressed on popularizing various landline and broadband plans & schemes recently launched for Gujarat Circle. He added that after implementation of free roaming, SIM Sale has increased month by month from July, 15 onwards. Moreover, Gujarat Circle added more than 66,000 GSM Net connections during Jan.16 itself. He further informed regarding next CEC to be held in Rajkot on 21.02.2016. Com. CS requested our General Secretary to take up the various pending HR issues pertaining to Gujarat Circle. He concluded the speech by thanking the GS for sparing his valuable time.

 

General Secretary Com. Prahlad Rai addressed the mammoth gathering and explained in detail the latest developments at BSNL Corporate office. Com GS expressed his serious concerns regarding continuous trend of the losses in BSNL and emphasized that there is a great need to think over it. Com GS mentioned that all the dues of BSNL i.e. pending rural deficit charges Rs. 1250 crores, BWA refund etc should be cleared immediately by the Government. In his detailed address Com. GS also highlighted the issues showing the indifferent attitude of Government, Encroachment of Rule 37 A pension by introducing 60:40 issue, 78.2% pay fixation in case of BSNL pensioners,  exhausting BSNL reserve funds of 30,000 Crores has adversely affected the viability of BSNL. He informed that BSNL is spending huge amount on rural exchanges in rural areas telecom services.

 

Com GS. further explained  the status of HR issues related to mainly CPCs from DE to DGM, CPC of SDE to DE(Regular ), JTO to SDE, JTO to SDE by LDCE,  JAO to AO, AO to CAO, CAO (Adhoc) to CAO (regular), DGM(Adhoc) to DGM (Regular)  & CAO to DGM(F), DPC in Civil/Electrical wing, AD(OL) case of pay equivalent to SDE/AO, DPCs of Telecom Factory and the issues of PA/PS, JTO (Officiating) regularization, PPS posts creation, E2-E3 pay scale , CPSU cadre hierarchy , 30% superannuation benefits issue etc. He informed that due to various court cases at Hon. Kerala high Court & CAT, Chandigarh, there is huge delay in issuance of promotion orders in various cadres. He added that promotion orders may be issued for more than 6600 JTOs, 750 SDEs, 600 AOs, 480 DEs will get promotion within 15 days upon the clearance of stay.  He informed that BSNL CMD has given assurance that all vacant DGM posts will be filled up by 31.03.2016 upon clearance on seniority issue from the Hon. Supreme Court.

 

He discussed regarding various issues i.e. notional pay fixation of all upgraded pay scales  from1-10-2000, 5 advance increments benefit to JTO SRD, JAO 2013 batch and PA cadre, withdrawal of clarification on reversion of officiating JTOs while sending them to JTO phase II training and Pay fixation case of TTA to JTO outside quota etc. 

 

He highlighted about SWAS program and advised all comrades to work efficiently to make BSNL profitable. He informed that BSNL is about to get Rs. 11,000 Crores refund from Income Tax Department, out of which about Rs. 6000 Crores to be utilized for repayment of the outstanding loans and remaining Rs. 5000 crores to be utilized for various operational activities.

 

Com GS further mentioned the dedicated efforts done by AIBSNLEA for the BSNL Executives' viz. Implementation of EPP, Grant of Perks to Executives, Transparent Transfer Policy, 2nd PRC implementation, Mobile Connections to BSNL Executives', BSNL MSRRs formation after 25 marathon meetings.

 

Com GS informed that now BSNL is in operating profit status hence, AIBSNLEA has demanded for restoration of LTC, Children Allowance, Medical Allowance in Cash and revision of various perks like TA/DA etc.

 

Com GS explained the role of AIBSNLEA in the viability of BSNL. GS mentioned the firm Commitment of AIBSNLEA towards the Viability of BSNL. He appealed all to follow the footsteps of Kerala and Orissa Circle for ensuring the viability of BSNL. At last he appealed the all Executives' for make every effort with a team spirit and customer care for making BSNL a vibrant organization. GS replied the queries raised by CS GUJ and other comrades to their satisfaction.

The Pre-AIC CWC meeting will be held on 16th June, 2016 at the same venue. 10.02.2016:  GS FS met GM (FP) and discussed regarding:

A. CPC from AO to CAO: We requested to expedite the CPC from AO to CAO. GM (FP) mentioned that the court case in the Hon?ble CAT Chandigarh is coming for hearing on 23rd February 2016 wherein BSNL has already submitted the reply. AGM (SEA) along with Jt. GM (Pers) will attend the hearing. In case the stay order on promotions is vacated CPC will be expedited. All the cases regarding JTO to SDE promotions, SDE to DE promotions have been tagged with this case.

B. Consideration of Request/tenure transfer cases of AOs/CAOs: We requested for consideration of request/tenure transfers of AOs/CAOs. GM (FP) mentioned that all the pending cases are under consideration and after the approval of Director (Finance) the transfer orders in this regard will be issued by the end of this week.

C.  Diversion of 50% MT quota CAO posts to the seniority quota: We requested to prepare a Board Memo for diversion of 50% MT quota CAO posts to the seniority quota posts in the next BSNL Board meeting. GM (FP) assured to take up the matter in the next Board meeting itself.

09.02.2016:  Meeting with DIR (HR) : GS, FS AIBSNLEA along with AGS(HQ), OS AIGETOA met Director (HR) following issues were discussed :

1.    DE to DGM (Engineering)promotion : We expressed our serious concern against non-filling of the vacant DGM Posts. The CPC is being dragged on the pretext of pending court case whereas there is no stay on the issuance of promotion orders of DE to DGM (Engg). Director (HR) appreciated our concern and mentioned that a certain group of the SDEs/DEs have been sending representations/SMSs which has created confusions but however, the CPC is under consideration and shortly promotion orders will be issued for 217 DGM posts.

2.    CPSU Cadre Hierarchy:  DIR (HR) directed DGM (Pers) to have a meeting with the representatives United Forum of AIBSNLEA & AIGETOA and prepare a detailed presentation on CPSU cadre hierarchy for submission to CMD on 22ndFebruary 2016 and thereafter final discussions will be held on 25th February 2016 with the United Forum.

3.    E2-E3 pay scale: On the pay scale issue, Director said that the file is with her and she directed GM (Establishment) to hold a meeting with United Forum of AIBSNLEA & AIGETOA. The meeting has been fixed on 16thFebruary 2016 at 15:00 hours wherein all the pending points will be discussed and showstoppers if any shall be taken care of.

4.    In regard to 30% Superannuation Benefits to BSNL Recruited Employees, it was informed that the issue is in active consideration and it has been agreed in principle that benefits are to be extended. However the quantum and date of implementation is to be decided by the remuneration committee of BSNL Board which is likely to meet either on 22nd or 23rd of the February 2016.

5.     Rule-8 transfer cases: The process for special recruitment in deficit circles has been expedited and GM recruitment is being posted exclusively so that the process can go in fast track mode.

6.    Date of Effect of Implementation of Upgraded Pay Scales w.e.f. 01.10.2000 to the JTOs/SDEs Civil/Electrical/Arch/TF Engineering wings and PA/PS Cadre: Director (HR) assured further to discuss the matter with GM (Estt) for an early resolution. Director (HR) appreciated our concern and mentioned that these may be taken up with CMD BSNL for a decision on the same.

7.    Restoration of LTC/Leave Encashment on LTC, HRA on 78.2 % instead of 68.8 percent fitment, Payment of 50% Medical claims without vouchers etc.: We requested for restoration of these benefits which were linked with the profit of BSNL and now that BSNL has shown operating profit, the benefits which were put on hold should be restored.

From the above, it is very clear that though management has been giving assurances and trying to resolve the issues but HR managers down the line are perhaps creating hurdles on the way. We have decided to wait till February 29th 2016 for resolution and clarity on the issues. Thereafter, United Forum shall be once gain resuming the deferred agitation Program and this time nothing less than final orders will lead to withdrawal or deferment of the Program. We request members to be prepared for the decisive struggle if need arises in future.

06.02.2016:   Status of DE to DGM(T) Promotions (217 Nos.): It is understood that the file of DE to DGM(T) promotions is pending with CMD, BSNL office after clearance from Director(HR), BSNL Board. Promotion orders are expected on Monday after approval of CMD, BSNL.

02/02/2016 :SPL GB MEETING at MYSURU :The special general body meeting of AIBSNLEA Mysore District unit branch was held at RTTC Mysore on 2nd February 2016. It was well organized with a mammoth gathering & maximum members have attended. The proceedings commenced at 18.00 hrs with the welcome speech by Com B.S.Manjunath Dist. Secretary. He welcomed Com. P.Venugopal CHQ President, beloved General Secretary Com. Prahlad Rai, Com H Y Andeli Circle Secretary, Com. S.K.Hiremath ACS-I, Com H.Krishnegowda ACS-II, Com R.A.Manjunatha, Area Secretary-III, Com Ravindranath, District President to the dias and Com Ravindranath District President has presided over the meeting. He also welcomed Com A.V.Srikantan Principal RTTC and all the members and retired senior officers. After welcome speech, One minute silence was observed for the departed soul of veteran leader Com. W.Sheshagiri Rao & other comrades who left us. As a tradition followed by Mysore district unit, all the retired 4 senior comrades of AIBSNLEA have been invited as chief guests to the meeting and 3 comrades viz., Com. V.S.Kulkarni, Com. B.S.Raveendra & Com. Krishnashetty who are present were felicitated by CHQ President, General Secretary, ACS-I & ACS-II, AS-III, Dist President and other office bearers. 03/02/2016 :SPL GB MEETING at BENGALURU : Well-arranged and mammoth gathered Spl GB meeting started with invocation  song. Com Ullhas Gurav  CAO presided over the meeting and conducted the proceedings. As a mark of respect to the departed soul of Com W Sheshagiri Rao Ex. GS,JETA CHQ, a two minute silence was observed.

 

Com S k Hiremath ACS(HQ) spoken on organization matter, He explained about  field units facing problems in maintaining OFC cables, shortage of low count cables etc. He appealed to all the members for liberal contribution for holding 5th AIC at Mysuru.

 

Com H Y Andeli, CS, KTK spoke on the issues of Karnataka circle pending in BSNL CO, delegation of powers to PGM,QA Bengaluru, retention of QA Accounts section in Bengaluru,  Filling up of all the vacant posts in SDEs, DETs, DGMs without equalizing vacant posts of other Circles, delegation of powers to DGMs in SSA level, reliving of DETs from WB,CTD,ETP,BR,CTD etc to KTK through ERP, consideration of  request transfers of AGMs QE 31/12/2016 to KTK, He thanked for settling lot of pending issues of Karnataka Circle,He told that there is no day without meeting and discussing the issues of executives with Sr. Officers in corporate officers  by our beloved and dynamic GS.

                                                                                                                               

Com P Venugopal, President CHQ in his address explained the efforts of CHQ in continuously resolving the issues of BSNL Executives. He submitted that it was only AIBSNLEA, which introduced the concept of ''Customer Delight''. He quoted M/s ITI and others industries for not revising salary of employees in 2nd PRC due to sickness. He appealed all members to work hard to save BSNL for taking all the benefits of 3rd PRC and revised pension.

 

Shri Prahlad Rai,GS AIBSNLEA congratulate  the comrades of AIBSNLEA Karnataka Circle for  no. 1 position in CHQ. Com GS informed the the continues trend of the losses in BSNL is a serious concern for all of us and there is a great need to think over it. Com GS mentioned that all the dues of BSNL i.e. pending rural deficit charges Rs. 1250 crores, BWA refund etc should be cleared immediately by the Government. Com. GS assured that the support of CHQ is always available. In his detailed address Com. GS also highlighted the issues showing the indifferent attitude of Government, Encroachment of Rule 37 A pension by introducing 60:40 issue, 78.2% pay fixation case of BSNL pensioners,  exhausting BSNL reserve funds of 30,000 Crores has adversely affected the viability of BSNL. He informed that BSNL is spending huge amount on rural exchanges in rural areas telecom services. GS also informed that the letter has been issued to training centres to start the NGN based courses for the future requirement of the skilled manpower to BSNL. Com GS mentioned that all the dues of BSNL i.e. pending rural deficit charges, BSNL refund etc should be cleared immediately by the government.

 

Com GS further mentioned that dedicated efforts of AIBSNLEA for the BSNL Executives' viz. Implementation of EPP, Grant of Perks to Executives, Transparent Transfer Policy, 2nd PRC implementation with 30% IDA fixation benefit, Mobile Connections to BSNL Executives', BSNL MSRRs formation after 23 marathon meetings.

 

He explained that how the AIBSNLEA is continuously pursuing these viability related issues with the BSNL Management and DoT. Com. GS mentioned about forthcoming "G-Fast" BB services in which VDSLs will be installed at customer premises.  

 

Com GS. Further explained the burning issues of the Headquarters level. He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper. Com. 04.02.2016:  DE to DGM(T) Promotion order on Regular basis: GS discussed with GM(Pers.) regarding DE to DGM promotions and requested to fill up the vacant DGM posts. GM(Pers.) gave a good news that Competent Authority has approved today to fill up immediately 223 DGM(T) posts and informed that the order will be issued by tomorrow itself.

Also informed that by the end of Feb. 2016 additional 400 DGM posts will be filled up. In addition to this, as assured by CMD BSNL to United Forum of AIBSNLEA & AIGETOA, total 1190 DGM posts will be filled up before 31st March, 2016.

01.02.2016:   Meeting with GM (Pers) on CPSU Cadre Hierarchy:

GS, FS, AGS (HQ) and   OS CHQ, CS Delhi AIGETOA attended the meeting called by GM (Pers)  on the directions of Director (HR) passed in the meeting  held on  27th January, 2016 to discuss the Khan Committee report on the CPSU Cadre Hierarchy.        . 


GM (Pers) informed that the file regarding CPSU hierarchy with issues to be addressed has already been put up to Director (HR) on 29th January 2016 itself as per the commitment given on 27th January 2016 to the united forum .


All the issues raised by Pers Cell on the report of the committee were discussed in detail and consensus arrived in respect of most of the points. GM (Pers) further told that he will incorporate all the suggestions given by the united forum and examine the same to frame a flaw less CPSU cadre hierarchy based on the Khan committee report.

 

Next meeting in this regard will be held  on 25th February, 2016 to discus the final draft on CPSU cadre hierarchy.
