28.05.2009: 2nd Circle Conference, Chattisgarh :

            The 2nd Circle conference of AIBSNLEA Chhatisgarh Circle branch was held on 28.05.09 at Hotel Ishika Station Road Raipur at 11 Hrs. Glittering Open Session was organised by C.G.Circle which was attended and addressed by Shri Ram Yagya Chief General Manager Telecom C.G.circle, Circle Secretary Com.R.N.Namdeo, Organizing Secretary(W) Com. C.M.Saste, Advisor & Circle Secretary M.P.Circle Com.B.S.Rajput, Shri R.K.Tyagi GM (Mob), Shri Venugopal Chief Engineer (Civil), Shri Chittranjan Pradhan Jt.CCA, Shri S.K.Bansal Dy.CCA,  Shri S.C.Bhattacharjee Circle Secretary BSNLEU, Shri Ashok Singh Circle Secretary SC/ST BSNL Employees Welfare Association, Shri N.Khunte Circle secretary AIGETOA and delegates from all disciplines & corners of Chhatisgarh State. The welcome address was delivered by Com. L.N.Tiwari in open Session which was Presided over by Com. T.R.Patel Circle President AIBSNLEA C.G.Circle.

            CGMT in his address pressed for commitment & dedication towards the BSNL organization and asked to be prepared to face the forth coming challenges. Organizing Secretary Com. C.M.Saste in his address narrated the development at CHQ level like Grp AA RR, finalization of perks and DPC  from SDE(T) to Adhoc Des, JTO(E) to SDE(E) etc. M.P. Circle Secretary Com. B.S.Rajput narrated about viability  of BSNL & CHQ development .The vote of thanks was proposed by Shri S.K.Jain Organizing secretary C.G.Circle.

27.05.2009 : IDA pension revision - GS contacted the concerned officers of DOT and discussed about IDA pension revision. It is understood that Law Ministry has returned the case to DOP&PW to arrange a meeting in Law Ministry in the presence of DOT officers to discuss the matter. The meeting is expected to be convened in the first week of June 09. The combined pension revision will depend upon the outcome of above meeting.

26.05.2009 : GS, AGS (F) met PGM (IR) and discussed –

(a) Declaration of result of LDCE from JTO (C/E) to SDE (C/E) and Draftsmen to JTO (C/E) – We expressed our serious concern against delay in declaration of result of LDCE from JTO (C/E) to SDE (C/E) and Draftsmen to JTO (C/E). PGM (IR) assured that the results will be declared by 29th May 2009.

(b) Declaration of result of Accounts examination of Civil/Electrical Engineers – PGM (IR) assured that efforts are being made to declare the result in the first week of June 2009. 

26.05.2009 : GS, AGS (F), FS and CS ALTTC, Ghaziabad met GM (Pers) and discussed –

(a) Consideration of request/tenure transfers of SDEs/DEs – We requested for early issuance of request/tenure transfers of SDEs/DEs. GM (Pers) mentioned that the request applications for BSNL CO and ALTTC Ghaziabad will be considered to those Executives who are ready to serve minimum for 4 years to these Circles. The Executives interested in teaching job will be preferred for ALTTC Ghaziabad. He assured to further examine the request/tenure transfer pending cases.

(b) Finalisation of Gr. A RRs and regularisation of adhoc STS/JAG/SAG level Executives in BSNL – We expressed our serious concern against delay in finalisation of Gr. A RRs and regularisation of adhoc STS/JAG/SAG level Executives in BSNL. GM (Pers) informed that efforts are being made to get approved the Gr. A RRs in the next BSNL Board meeting and mentioned that the Management Committee memo is being drafted for MC approval to start the regularisation process of adhoc Gr. A level Executives till finalisation of Gr. A RRs. We pleaded that since regularisation of adhoc Gr. A officers is a technical transition having the same DPC process, the regularisation should be completed on VCR basis.   

26.05.2009 : GS, AGS (F) and FS met GM (FP) and discussed –

(a) Consideration of request/tenure transfers of AOs/CAOs – We requested to issue request/tenure transfers of AOs/CAOs who are completing 2 years service on 30th June 2009. GM (FP) assured that the request/tenure transfers of AOs who are completing 2 years service on 30.06.2009 is under consideration and shortly the transfer order will be issued. To consider CAOs request/tenure transfer cases the proposal for allowing local officiating in promotion from adhoc CAO to JAG has been sent to GM (Pers) for approval. As soon as the approval is given the local officiating promotion to JAG will be allowed in Circles and the vacancies of CAOs will be filled up from request/tenure transfers.

(b) Upgradation of ACAOs posts to CAOs – GM (FP) informed that Circles have been asked to furnish the number of ACAOs posts of their Circles. Thereafter the case will be processed for upgradation.

(c) 1999 JAO batch DPC – GM (FP) informed that the matter is under consideration and shortly will be sent to BSNL Management Committee for allowing to hold DPC on retrospective date.

(d) DPC from JAO to AO – GM (FP) informed that DPC is in progress to fill up about 500 AOs vacant posts. Efforts are being made to issue promotion order by the end of June 2009.

(e) JAO part-II examination – GM (FP) informed that the date of examination of JAO part-II is yet to be finalised. Shortly the date will be notified.

25.05.2009 : GS met GM (Estt) and discussed –

(a) Implementation of DPE order dated 02.04.2009 – We requested for early implementation of DPE order dated 02.04.2009 regarding increase in fitment benefit from 68.8% to 78.2% in revised IDA pay scale from 01.01.2007. GM (Estt) informed that BSNL Management Committee has returned the case with a remark to process the case after finalisation of balance sheet for the year 2008-09. We expressed our unhappiness against such decision.

(b) Revised Perks/Allowances – GM (Estt), the chairman of Perks and Allowances Committee informed that the committee report has already been submitted to BSNL Management but he expressed his serious concern against continuous dip in BSNL’s profit. BSNL Management is yet to take decision in this regard.

(c) Stoppage of recoveries of ASTTs pay scale – We requested that the Court order regarding ASTT pay scale revision should be made applicable to all ASTTs. But GM (Estt) reiterated that the Court order has been implemented for the applicants as per legal opinion. He also mentioned that recoveries/revision of pay scale of ASTTs can be implemented as per the Court directives or the Hon’ble Court should suggest/direct to generalise the Kerala High Court judgment.

25.05.2009 : GS discussed with DGM (EW-QC) –

(a) DPC from JTO(E) to SDE(E) and SDE (E) to EE (E) – DGM (EW-QC) informed that the DPC work is in progress to fill up about 25 EE (E) posts and to fill up about 15 vacant SDEs (E) posts. The LDCE quota of SDE (E) result is awaited to fill up about 48 vacant SDEs (E) posts.

(b) Committee report on ACP withdrawal :– DGM (EW-QC) informed that GM (SR), one member of Committee, is on leave and on his return in the first week of June 2009 the committee meeting will take place and the report will be submitted immediately.

21.05.2009 :PROMOTION OF JTO(ELE) TO SDE(ELE):- Promotion in the grade of SDE(E) of JTOs(E) as per list at annexure “A” is pending for the want of vigilance clearance and ACRs[2004-05 to 2008-09] and requested to provide the vigilance clearance and ACRs of JTOs(E) as given in annexure”A”, pertaining to your circle. 21.05.2009 :PROMOTION IN THE GRADE OF SDE(TELECOM):- Few Cases could not be considered for the promotion of JTOs to SDE grade against 67% quota for the year 2006-07&2007-08 due to non availbility of CRs dossiers/incomplete ACRs/ Vigillance Clearance etc. The List of such JTOs,is given herewith.It is requested the Circle Secretaries may pursue with local Admnistration and ensure that it should reach by 30.05.2009. 21.05.2009 : Meeting with Boston Consultant Group (BCG) : GS, AGS (HQ), AGS (F) and FS attended Meeting with Boston Consultant Group (BCG) organised by GM (Restg) with AIBSNLEA. The recent restructuring of BSNL set up was explained by BCG wherein Enterprises Business, Fixed Access and Customer Mobility functions were discussed in detail. GM (Restg) explained that HR integration is being implemented in true sense. While discussing the BSNL HR policy we clearly mentioned that any dilution in Joint Committee recommendations will not be accepted by this association. We also mentioned that the Gr. A RRs approved by BSNL Management Committee should be finalised immediately. BCG representatives mentioned that they are only suggesting to strengthen HR, Marketing and Sales units and not suggesting anything which disturbs BSNL’s HR policy. On our query regarding BCG’s role for BSNL’s infrastructure sharing. They clarified that BCG will be mediator in this regard. Infrastructure will be shared with Private Operators’ on reciprocal basis in the interest of BSNL. We expressed our apprehension for misuse of the policy. At last, they requested for our cooperation. We assured that on useful recommendations, we will extend our cooperation and requested to interact with BSNL Executives in field units to get the real feed back. We can not accept tailored report. 20.05.2009 : GS writes to Dir (HR) regarding Stopping of recoveries being made from the salaries of members affected by ACP withdrawal order for JTO(C) and Promotion of SDE (C) to Executive Engineer (C).

20.05.2009 : GS writes to GM (Estt) regarding consideration of request for Inter-Circle transfer on deputation basis in the cadre of JTO (Telecom).

20.05.2009 : GS writes to GM (Pers) regarding Addition of  missing particulars in All India seniority list for holding of DPC for adhoc promotion to the cadre of DE , Consideration for promotion from TES Gr. B to DE (adhoc) cadre – case of Shri B.M.L.Meena, SDE Rajasthan Telecom Circle , List of working STS officers as on 31.01.2009 - correction in date of promotion – case of Shri B.Ravindranath, DE, Aizawal, (NE TF) and Cancellation of Inter-Circle transfer in the cadre of DE (Telecom).

20.05.2009: GS, AGS (F) and FS met Director (HR/Fin.) and expressed our dissatisfaction against non-settlement of the important issues of Executives and non-grant of periodical meetings for their settlement to have further follow up action mainly the resolutions passed in the 2nd AIC, Jaipur and CWC Meet, Manali. Dir (HR/Fin.) immediately discussed some of the resolutions of CWC, Manali as under –

(a) Finalisation of Gr. A RRs – We expressed our serious concern against non-finalisation of Gr. RRs despite of the assurances given and thereafter three BSNL Board meetings are over. Dir (HR/Fin.) informed that in the last BSNL Board meeting the issue was discussed but Govt. nominee Directors wanted to study the draft proposal. He expected that in the next Board meeting the Gr. RRs will be approved. He also assured that the recommendations of Joint Committee in this regard will not be diluted.

(b) Regularisation of adhoc STS level Executives – We requested Dir (HR/Fin.) to decide the procedure for regularisation of adhoc STS level Executives in BSNL. We pleaded since the eligibility/attendant conditions of adhoc STS and regular STS are the same, the regularisation should be made on VC report only. No further DPC is required for this purpose. Dir (HR/Fin.) during discussions assured that the procedure of regularisation will be finalised shortly and the regularisation process in all disciplines of adhoc STS level Executives will be completed at the earliest.

(c) Implementation of the decision for Integration of HR functions in BSNL as per the recommendations of KPMG Consultant – Dir (HR/Fin.) mentioned that integration of HR functions in BSNL has been implemented in the recent restructuring of BSNL set up. We apprised him that DGM (BW) will now report to GM (Estt) in the new restructured set up but the DGM (SEA)/GM (FP) and DGM (EW-QC)’s reporting is not as per HR integration pattern. Dir (HR/Fin.) immediately directed concerned GMs for necessary action in this regard.

(d) Implementation of DPE OM dated 02.04.2009 regarding fitment benefit from 68.08% to 78.2% with effect from 01.01.2007 and early notification of new IDA pay scales for JTO / SDE equivalent Executives – We expressed our serious concern against non-implementation of above DPE order. Dir (HR/Fin.) informed that matter is pending for consideration to BSNL Management Committee. He mentioned that the issue is expected to be cleared along with non-Executives’ pay revision.

(e) To have the single Rule for recasting of TES Gr. B seniority list, BSNL should file SLP for clarification to Hon’ble Supreme Court immediately to avoid court cases – We expressed our serious concern against using two seniority lists of TES Gr. B, for promotion to DE cadre, one based on rule-1966 and another on rule-206. Dir (HR/Fin.) appreciated our concern and assured that the status will be discussed with GM (Pers) on his return from foreign tour for early filing of SLP in the Hon’ble Supreme Court for clarification.

(f) The resolutions passed unanimously in the 2nd All India Conference of AIBSNLEA held at Jaipur (Rajasthan) on 27th, 28th, 29th and 30th August, 2008, which have already been submitted on 23rd Sept 2008 – We requested to discuss the above resolutions in the formal meeting for settlement. Dir (HR/Fin.) assured that as soon as the GM (SR) will return from leave in the first week of June 2009, the meeting date will be finalised.

(g) Recruitment of JAOs – Dir (HR/Fin.) called GM (FP) to discuss the matter and informed that the decision has already been taken to recruit outside JAOs (about 1500). He mentioned that in the first phase about 800 JAOs will be recruited. Notification in this regard will be issued shortly.  

(h) Transfer and posting of CAOs/AOs – We requested to consider all pending requests of CAOs/AOs who are completing 2 years service on 30.06.2009. GM (FP) mentioned that he has processed the case to allow local officiating promotion against vacant JAG posts. If the same is approved the resultant vacancies of CAOs may be filled up on request. He assured to consider AOs request transfer at the earliest.

15.05.2009 : CONGRATULATIONS ! PROMOTION OF JTOs TO SDEs(T) AGAINST 67% SENIORITY-CUM FITNESS (PROMOTION) QUOTA -ORDER ISSUED :-AIBSNLEA'S persistent efforts yielded the result in getting released  the Promotion order of 2041 (includes 88 JTOs left -out in the last DPC)  from JTOs to SDEs (Telecom) with minimum disturbances 2) Out of 2041 ,120 SDEs have been posted outside their Circle on need bases 3)This DPC covers up to the JTO of OC-1993 -Shri Ajay Bardwaj (Raj),SC-1994- Shri Sukhdev Singh (PB) ,ST-2001- Shri S Pentaiah (AP) 4) Inter circle Transfer order of around 37 SDEs (who have not joined that Circle)  out of 119 issued during March 2008  has been cancelled (Order expected on monday)  5) Maximum no. of request applications  of the JTOs for the posting on their promotion from JTOs to SDEs have been considered.  6)Around 90 vacancies were unfilled in this DPC.  Click Here for covering Letter , Promotion order-list

15.05.2009 : GS, AGS(HQ), AGS(F) and AFS met Sh. Siddhartha Behura, Chairman TC & Secy. (T), DoT and discussed

(i) We extended our sincere thanks for issuing the order regarding applicability of revised rules of pension calculation as per 6th CPC with regard to limit of DCRG, Commutation table emoluments, qualifying service etc to IDA pensioners to BSNL & requested him for issuance of the order regarding Revised/ Consolidation of Pension payable in IDA scale, based on combined service rendered in DOT and BSNL under CCS Pension Rules 1972, to erstwhile DOT employees absorbed in BSNL w.e.f 01/10/2000 and retired as BSNL Pensioners between 01/10/2000 to 31/12/2006, consequent upon revision of IDA pay scales in BSNL w.e.f. 01/01/2007: Secy. (T), DoT mentioned that the clarification regarding IDA Pension revision is still awaited from Law Ministry / DOP&T. He assured to look into the matter.

(2) Regularization of Adhoc STS/JAG/SAG level Executives in BSNL :- We requested for immediate regularization of Adhoc STS/JAG/SAG level Executives absorbed in BSNL as per the DoT letter issued on 05.11.2008. We appraised him that regularization of adhoc Group 'A' level Executives is being delayed on the pretext of pending Group 'A' RRs. BSNL Management has not finalized Group 'A' RRs for the last 8 years & in absence of that adhoc Group 'A' level executives are retiring without regular promotions. Secy.(T) assured to look into the matter.

(3) Poor growth of Telecom Services in BSNL :- Secy.(T) expressed his serious concerned against the poor growth & dip in   profit of BSNL in comparison to private operators. He also mentioned that the CEO of IDEA is traveling in Economic Class to give a message for saving the expenditure and recently I advised CMD, BSNL to hold the HOCC Meeting in BSNL Corporate Office to save BSNL's Money. Similar actions are  also required in BSNL. We clarified the reasons for the poor growth & dip in profit mainly delay in completing the process of ITS Officers absorption in BSNL & lagging in Marketing & Sales strategies. Secy.(T) assured that after formation of new government, action regarding absorption process will be taken. 

(4) Harassment of NCES Circle Executives by NCES Circle Management:- We expressed our serious resentment against the harassing attitude of NCES Circle Management against  executives. After brief discussions Secy. (T) assured to look into the matter.

15.05.2009 : GS attended BSNL Staff Welfare Board Meeting which was Chaired by CMD, BSNL. Director (HRD/F) and Director (Operations) were also present in the meeting. Com. GS while discussing agenda points requested to give representation to Executives' Associations in Circle Welfare Board. CMD, BSNL accepted the proposal & directed the concerned officers to allow Executives' Associations representatives in Circle Welfare Board.

14.05.2009 : BSNL Board Meeting - It is understood that the Gr. A RRs were not discussed in today's BSNL Board meeting. BCG  made presentation on BSNL's restructuring.
14.05.2009 : GS writes (i) to Director (HRD) for cancellation of Inter-Circle transfers in the cadre of JTO (Arch), for Out of Circle transfer of SDEs (T) TQA Circle and (iii) to PGM (Elect) for consideration of requests for transfers in the cadre of SDE (Electrical).
14.05.2009 : GS, AGS (HQ), AGS (Fin) and GS (SNEA), AGSs (SNEA) met GM (Pers) and discussed regarding promotion order from JTO (T) to SDE (T) and requested for minimum displacement in posting on promotion. GM (Pers) informed that DPC from JTO (T) to SDE (T) has been completed wherein about 2050 JTOs in the current DPC and about 90 JTOs left out from the previous DPC are being promoted. He assured for minimum displacement i.e. on need basis only. The promotion order is expected tomorrow.

13.05.2009 : GS, AGS (Fin) and FS met GM (FP) and discussed -

(a) Consideration of tenure/request transfers of CAOs/AOs – We expressed our serious concern against delay in consideration of tenure/request transfers of CAOs/AOs who completed 2 years of service. After detailed discussions for providing substitutes, GM (FP) assured to look into the matter.

(b) Upgradation of about 250 ACAO posts to CAO – We requested to take immediate action for upgradation of about 250 ACAO posts to CAO since no recruitment of ACAO is available. GM (FP) assured to look into the matter.

(c) Recruitment of JAOs – GM (FP) informed that recruitment of JAOs is being started. About 1500 JAOs will be recruited from outside and about 1000 from departmental promotion.

(d) DPC for 1999 year JAO batch – We pleaded for holding of DPC for 1999 year JAO batch to AAO. GM (FP) assured that the matter is being sent to Management Committee for consideration.

(e) Officiating promotion against vacant JAG posts from adhoc CAO – GM (FP) assured that on the basis of feed back provided by AIBSNLEA the matter is being processed for approval to the competent authority.

(f) Promotion to fill up PGMs (F) posts - We expressed our serious concern against delay in holding DPC for promotion to PGM - case of Shri G.Ravi, GM (F), Tamilnadu circle and others. GM (FP) confirmed that to fill up four PGMs (F) posts the case has been sent to competent authority for approval. Shri G.Ravi's name is also included.

13.05.2009 : GS, AGS (F) and OS (N) met PGM (IR) and discussed –

(a) Declaration of result of LDCE of SDE (C/E) from JTO (C/E) – We expressed our dissatisfaction against delay in declaration of LDCE result of SDE (C/E). PGM (IR) informed that concerned AGM is on medical leave. As soon as he joins duty immediate action in this regard will be taken.

(b) Declaration of result of JTO (C/E) departmental exam from Draftsmen – PGM (IR) assured an early action in this regard.

(c) Submission of committee report on MTRRs – PGM (IR) informed that the committee report on MTRRs is being finalised and shortly will be submitted.

(d) Notification of LDCE of TES Gr. B – PGM (IR) confirmed that Pers Cell has asked to issue notification for TES Gr. B LDCE to fill up about 3500 SDEs (T) vacant posts but the scheme of exam for objective test is yet to be finalised. As soon as the scheme of objective type test is finalised, the notification for LDCE will be issued.

13.05.2009 : GS contacted Member (F) to discuss the following issues related to BSNL pensioners -

(a) Implementation of 6th CPC recommendations for absorbed/retiring BSNL employees w.e.f 1.1.2006 – It was informed that the issue has been discussed internally in DOT and now DDG (Estt) may be contacted in the matter.  

(b) Immediate merger of 50% IDA with Basic of BSNL pensioners – The matter has been referred to Legal Advisor, DOT for legal opinion. We were advised to contact LA.

(c) Revised/Consolidation of Pension payable in IDA scale, based on combined service rendered in DOT and BSNL under CCS Pension Rules 1972, to erstwhile DOT employees absorbed in BSNL w.e.f 01/10/2000 and retired as BSNL pensioners between 01/10/2000 to 31/12/2006, consequent upon revision of IDA pay scales in BSNL w.e.f. 01/01/2007 – It was informed that the matter may be discussed with DDG (Estt).

Shortly we will be meeting to all concerned DOT officers for early settlement of the above issues.

12.05.2009 : GS, AGS (HQ), AGS (Fin) met GM (EF) and discussed -

(a) Clarification regarding no change in DNI while implementing revised pay scales - We requested for no change in DNI while implementing the revised IDA pay scales, who got Time Bound Promotion and Post Based Promotion in the pre-revised IDA scales. GM (EF) assured to look into the matter.

(b) Payment of 60% arrears of revised IDA pay scales - GM (EF) mentioned that the payment of 60% of arrears of revised IDA pay scales may be made along with 60% arrears of Central Govt. Employees as per 6th CPC recommendations.      

12.05.2009 :PROMOTION FROM SDE(T) TO DE ON ADHOC BASIS :- Zone of consideration of 468 SDEs have been moved to previous Zone of consideration which was called on 06/02/2009. Hence the ACRs for last five years i,e 2003-04 to 2007-08 of the officer as per Annexure may be furnished with soft copy of the tabulation sheet in CD on or before 20th May, 2009 for the promotion from TES Gr B to STS grade on adhoc basis . The ACRs of the Current Financial Year 2008-09 of these officer are not required. 12.05.2009 :PROMOTION FROM SDE(T) TO DE ON ADHOC BASIS  :- AIBSNLEA succeeded in getting extended the zone of consideration for promotion from SDE(T) to DE on adhoc basis and calling of 1200 additional ACRs of  SDEs ( 1165 - OC/SC and 35 - ST)by BSNL CO,  for Seniority no. 14551 to 16747 for OC & SC and from 24495 to 27687 for ST candidates. The ACRs for five years 2004-05 to 2008-2009 of the officers as per the Annexure may be furnished with soft copy of the tabulation sheet in CD on or before 15th July, 2009 for the promotion from TES Gr B to STS grade on adhoc basis. 11.05.2009 : GS, FS met GM (Pers) and discussed –

(a) Finalisation of Gr. A RRs – We expressed our serious concern against delay in finalisation of Gr. A RRs. GM (Pers) informed that the clarification will be given on the queries made by Govt. nominee Board of Director regarding Gr. A RRs in the next Board Meeting scheduled to be held on 14th May 2009.

(b) Regularisation of adhoc STS level Executives – We requested GM (Pers) to start the process of adhoc STS level Executives in BSNL as per the direction given by CMD BSNL. We also requested to finalise the method of regularisation of adhoc STS level Executives. GM (Pers) confirmed that competent authority has already directed to start the regularisation process. Shortly the case will be processed to decide the modalities of regularisation. He appreciated our concern.

(c) DPC from JTO (T) to SDE (T) – We requested to expedite the DPC from JTO (T) to SDE (T). GM (Pers) informed that DPC work is completed to fill up about 2300 SDEs posts against seniority-cum-fitness quota. He assured that efforts are being made to issue promotion order after the approval of competent authority by this week end.

(d) DPC from SDE (T) to DE – We requested to expedite the DPC from SDE (T) to DE. GM (Pers) informed that the DPC is under process to fill up about 1500 DEs posts. Efforts are being made to issue promotion order by this month end.

(e) Revision of AD (OL) pay scale – GM (Pers) informed that Board memo for revision of AD (OL) pay scale is being prepared. Shortly decision in this regard will be taken.

06.05.2009 : Meeting with CMD BSNL: GS, AGS (F) & GS SNEA (I) met CMD BSNL & expressed our serious concern against delay in finalization of Group 'A' RRs and regularization of adhoc Group 'A' officers in BSNL. CMD mentioned that he has already advised Dir (HRD) to start the regularization process of adhoc STS Group 'A' officers and also  mentioned that Group 'A' RRs will be finalized shortly after getting comments from BCG. We strongly opposed BCG's intervention at this stage when the Group 'A' RRs have been approved by BSNL Management Committee and mentioned that any dilution or delay in finalization of Group 'A' RRs will force the executives to start the Organizational Action. CMD assured to look into the matter.

CMD also mentioned that in the month of April'2009 about 1.5 million GSM lines have been added, which is very less to our expectation and the revenue of BSNL is also coming down. He also  mentioned that in some Circles like Rajasthan, UP (W) etc. the growth is on negative side which is a matter of serious concern. He appealed to concentrate for the growth of Telecom Services and revenue.

06.05.2009 : Annual General Body Meeting of Retired Officers Welfare Association (ROWA) GS,  AGS(F) attended & addressed the annual General Body Meeting of Retired Officers Welfare Association (ROWA) (Regd.) Com. M.K. Bagchi, President & S.S. Nanda, GS ROWA, CHQ New Delhi, in their address apprised in detail the problems being faced by retired officers of DoT/BSNL/MTNL. Com. GS in his address briefed the status of the pressing issues of pensioners in BSNL / MTNL.  He also explained the efforts of AIBSNLEA in settling the issues of pensioners from DoT/DPE/DOP&T and Law Ministry  

06.05.2009 : GS,  AGS (F)  met GM (FP) & discussed

(i) Allowing local officiating promotion to fill up vacant JAG posts: We requested to allow local officiating promotion to fill up vacant DGM(F) posts in Circles from adhoc CAOs. GM(FP) assured to process the case for approval to the Competent Authority at the earliest.

(ii) Consideration of request / tenure transfer cases of CAOs/AOs : We requested to consider all pending transfer cases of CAOs /AOs who have completed or completing Two years period on 30.06.2009:- GM (FP) informed that matter is under consideration but the substitutes are to be provided for which some agreed policy is to be adopted. He also assured that if Competent Authority   allows local officiating promotion against vacant DGM (F) posts, the CAOs' requests for transfer / retention will be considered.

(iii) Holing of JAO Part - II Exam on old pattern :- GM (FP) informed that JAO Part - II Exam is being held on the basis of BSNL Corporate Office instructions issued in year 2003.

(iv) Upgradation of ACAOs posts to CAOs :- We requested to upgrade all vacant ACAOs [JTS Group 'A'] posts to CAOs posts since no recruitment in ACAOs cadre is available : GM (FP) assured to process the case to Competent Authority for approval.

05.05.2009 : GM(SR) invited AIBSNLEA Representatives to have discussions on Group 'A' RRs. GM (Estt.), GM (Pers.) and GM (Training) were also present in the meeting. We categorically mentioned that Group 'A' RRs framed on the basis of Joint Committee of BSNL Officers and the representatives of BSNL Executives Associations recommendation & approved by BSNL Management Committee should not be delayed on the pretext of getting comments / suggestions of BCG or any other agency at this stage.
05.05.2009 : GS, AGS(HQ) met GM(CA) and discussed regarding review of ACP benefit withdrawal order JTO(C) : We requested that since the ACP benefit granted to BSNL Executive in other disciplines in the upgraded IDA pay scales has been allowed the similar benefit of ACP in the upgraded IDA payscale to JTO(C) can't be denied. GM(CA), ACP Withdrawal Committee Member, assured to look into the matter.  

05.05.2009 :GS, AGS(HQ) and AGS(F) met GM(Estt.) and discussed

(a) Issuance of clarifications regarding revised pay fixation order of JTO-2005 Batch :- We requested to decide the date of joining of 2005 JTOs Batch i.e. Oct'2006 so that financial loss to the JTOs joined after Jan'2007 are not put in loss: GM(Estt.) assured to examine the case on the basis of feedback provided by the Association.

(b) Regularization of Officiating JTOs (Qualified TTAs) : We requested for regular promotion of 2200 officiating JTOs as regular JTOs: GM(Estt.) informed that court case in Punjab and Haryana High Court at Chandigarh is still pending and the next date of hearing is given 22nd July'2009.

(c) Grant of Allowances & Perks to Executives in the revised IDA Pay Scale :- GS(Estt.) & Chairman of Perks Committee informed that Committee report on perks & allowances is ready and the same will be sent to Management Committee after approval of Competent Authority. He also mentioned that Perks & Allowances depends on Profit of the Company.

04.05.2009 : GS, AGS (HQ) and AGS (F) met GM (Pers) & DGM (Pers) and discussed –

(a) Request / Tenure transfers of SDEs (T) and DEs – We extended thanks for consideration of long pending request / tenure transfer cases of SDEs (T) and DEs and further requested to consider some more pending cases of SDEs / DEs. GM (Pers) assured to look into the matter.

(b) Cancellation of 119 SDEs transfer orders – We expressed our serious concern against delay in canceling the 119 SDEs un-implemented transfer orders issued before one year even after the direction given by the competent authority. GM (Pers) assured that the matter is being examined and soon the action will be taken.

(c) DPC from JTO (T) to SDE (T) – We requested early issuance of promotion order from JTO (T) to SDE (T) to fill up about 2300 SDEs (T) posts against seniority-cum-fitness quota. DGM (Pers) informed that the DPC work has been completed on 28.04.2009 and the postings on promotion are being finalised and after approval the competent authority, promotion order will be issued. We may expect promotion order in the second week of May 09.

(d) DPC from SDE (T) to DE – We expressed our serious concern against delay in completing the DPC process to fill up about 1500 DEs posts. DGM (Pers) informed that mostly ACRs from all the Circles have been received and shortly the DPC work will be completed.

(e) Filling up of all vacant DEs posts – We extended thanks for calling the ACRs to fill up additional about 1300 DEs posts. We requested to call more ACRs of eligible SDEs (T) to fill up all vacant DEs posts. DGM (Pers) assured that remaining ACRs to fill up all vacant DEs posts (about 300 more) will be called shortly.

(f) Notification for LDCE to fill up vacant TES Gr. B posts – DGM (Pers) informed that the letter has already been sent to DE Cell for notification for LDCE to fill up vacant TES Gr. B posts of LDCE quota. He also informed that the notification will be issued shortly and the LDCE will be conducted on OMR sheet (objective type).

04.05.2009 : Transfer and posting orders in STS grade (DE), SDE (T), EE (E), SDE (E) and tenure transfer order of SDE (E) issued.

CELEBRATION OF FOUNDATION DAY OF AIBSNLEA ON 1ST MAY 2009 The 6th foundation Day of AIBSNLEA was celebrated through out the country with great enthusiasm and zeal. GS, President, AGS (HQ), AGS (Finance), FS and AFS attended the special general body meeting of AIBSNLEA CO Circle held on 1st May 2009 at BSNL CO for celebrating the 6th Foundation Day of AIBSNLEA. On this occasion large number members were present at 9th Floor, BSNL CO, Bharat Sanchar Bhawan, New Delhi-1. The meeting was attended by Shri R.K.Mishra, GM (Personnel) BSNL Corporate Office as Chief Guest, Shri D.P.De GM (Establishment) and Shri Shakeel Ahmed GM (SR) as Guest of Honour.  Meeting had presided by Shri R.S.Malik Vice President of AIBSNLEA CO Circle. Shri R.S.Malik welcomed the guests on the dais. Com Rakesh Sethi CS in his address congratulates the member on the foundation day and appeals the members for work hard so that BSNL can become number one company again. CS has also discussed the Circle/ All India Level issues for early settlement.

GS and President, in their addresses, apprised the members in detail the status of the important issues of HQ and Circle level mainly finalization of Gr. A  RRs, regularization of adhoc STS Gr. A officers, filling up of vacant STS Gr. A and B posts, ACP withdrawal, implementation of revised IDA pay scales w.e. from 01.01.2007 with fitment benefit from 68.8% to 78.2%, viability of BSNL etc. Com GS and Com President also requested all the members to provide quality telecom services to customers and appeal to the executives for work hard so that BSNL become number one company among the Telecom companies in India. They requested all the members to provide quality Telecom services to customers. On this occasion all the members of AIBSNLEA CO circle took the following pledge- 

“On this All India BSNL Executives’ Association Foundation Day, as a member of this association, I pledge that I will work with sincerity and dedication for the glory of BSNL. I will also ensure that it will reduce the rate of pendency to the minimum on my seat at the end of each day.”

GS while administering the pledge requested all the executives to implement the pledge in true sprit wherever they work. All the guests on dais appreciate the efforts made by the AIBSNLEA Corporate Office and asked General Secretary that this pledge should be taken by each and every member of BSNL. 

Sh. Shakeel Ahmed GM (SR), BSNL CO in his address congratulate to all the members on the foundation day and appealed to provide the quality service in the competitive era. He mentioned that our change of attitude and hard work not only will retain the customers but will also increase the customer base. He assured to all the executives that soon revised pay scale (as recently revised by DPE) will be approved by the management and board. The delay is due to non-settlement of wage revision of non executives. He also explained about role of associations in organization and its importance. He appreciates the pledge taken by the executive on the foundation day.

Shri D.P.De GM (Establishment), BSNL CO has also congratulated to all the members on the foundation day of AIBSNLEA and asked members to make the efforts in the direction of increase of revenue of BSNL. He assured that perks and allowances are under active consideration of the committee formed for giving their recommendations on perks and allowances.  

Shri R.K. Mishra, GM (Pers.), BSNL informed that all efforts are being made to complete the DPCs as per schedule but non availability of ACRs and other required information from the Circles are delaying the process. He further informed that Group ‘A’ RR is under finalization and likely to be approved in the next full Board Meeting. He also assured that after formation of Grp A RRs, all the promotion will be made on regular basis and no adhocism will take place. With end of adhocism the problem of regularization will also be ended.
