31.01.2014:BSNL Corporate Office issued order regarding retirement on superannuation on 31.01.2014 in respect of (i) SDEs (Telecom)/PS (ii) AFS Executives (iii) Executives of AGM/DE equivalent grade  (iv) DGM equivalent grade

AIBSNLEA wishes Happy Retired life to all who retired today on their superannuation.

31.01.2014: GS, AGS (C/E/Arch/TF) met concerned officers at University Grant Commission (UGC) to reply the queries made by BSNL Corporate Office on the validity of recognized universities and approved distance education courses in Civil / Electrical wings which meets the requirements of BSNL MSRR-2009 of eligibility condition to the post of EE (C/E). The concern officers replied that just before one week time the reply has been sent to BSNL Corporate Office to their queries. After this, we met GM (Pers.) in this regard and he confirmed that today only he has received the reply from UGC. He assured that an early action in this regard after discussion in the committee meeting.

31.01.2014: GS, AGS (C/E/Arch/TF) and CS, Chhattisgarh Circle met GM (SR) BSNL Corporate Office and discussed regarding membership verification of majority executive association and non-settlement of the long pending HR issues. GM (SR) mentioned that after receiving the views / suggestions on IT based system introduction, the further action will be taken. He expected that membership verification may take place in April 2014.

On the non-settlement of long pending issues, he mentioned that all the issues have been discussed severally in the informal / formal meetings but expected solutions are not taken. However, he mentioned that these issues may be settled only at the level of the competent authority and association may take up these issues at that level.

29.01.2014:GS, AGS (HQ), AGS (C/E/Arch/TF) & AFS met GM (TF) and discussed-

(i)    We protested against the mass transfers of SDEs (TF) on their promotion on seniority quota. He mentioned that posting on promotion have been given on the basis of longest stay in the Telecom Factories as JTOs and management decided that on promotion these SDEs (TF) should go to other Telecom Factories. Those, who are above 55 years age, have been posted in the same Telecom Factory. We further pleaded that even on promotion majority of executives are being posted in the same circles where the vacancies are available to avoid unnecessary financial burden to BSNL and inconvenience to the individuals.

(ii)  Conduction of LDCE from JTO (TF) to SDE (TF). We requested for early conduction of the LDCE for promotion from JTO (TF) to SDE (TF) to fill up about 22 vacant SDE (TF) posts of LDCE quota. GM (TF) mentioned that the LDCE was proposed to be held in August 2013 itself but due to change in syllabus it got delayed and Establishment Cell is not ready to allow TF chemists to appear in the LDCE treating them non-executives. Whereas, the chemists in DoT were at par with the JTO (TF) and now having the eligibility qualification M.Sc. (Chemistry). The changed syllabus is pending for Management Committee approval.

(iii) Change of RR of JTO (TF): It is a fact that the working strength of JTO (TF) is very less than the sanctioned strength and direct recruitment is not being taken place. So we proposed to conduct LICE for TTAs having Diploma / Degree qualification in Electrical / Mechanical / Metallurgical Engg. He also appreciated our suggestion.

(iv)  Cost effectiveness of TF products: When we requested him to ensure cost effectiveness in all the products the Telecom Factory is manufacturing. He mentioned that Telecom Factory is prepared to meet all the requirements of BSNL at competitive price without compromising the quality. He also informed that presently Jabalpur TF and Kolkata TF is having stock of more than 1500 towers' material ready costing about 400 to 500 crores but the same is not being utilized by BSNL since, the GSM equipment is being purchased from vendors on turn key basis including the towers. He further mentioned that the BSNL's Telecom Factory tower cost is estimated Rs. 43 to 45 thousands only whereas other venders tower costs is above Rs. 60 thousands. He also mentioned that Telecom Factory has designed tower model for Ph-VII project and Roof Mounted Tower models for BSNL but the same are not considered.

When we pointed out the non-galvanizing of top most portion (15 Cm from top) of the anchor bolts which are being galvanized in many states through their contractors. He expressed that he is unaware of this issue and if requested by any circle, he will accept the proposal as Jabalpur TF is having Asia's largest galvanizing plant.

(v)TSEC for CLI phones: He also informed that Telecom Factory, Allipore Kolkata have developed around 40 samples of CLI phones several months back but still the TSEC has not been issued by QA Circle. He also informed that these CLI instruments are meeting all the quality parameters and are cheaper than procurement being made in BSNL.

(vi) TSEC for CAT-5 cable: All the factories (TF Mumbai, Kolkata and Jabalpur) have submitted their samples for CAT-5 cable for issuance of TSEC several months back. But still TSEC has not been issued to any factory. He further appraised non-acceptance for inspection of short length of PLB HDPE telecom duct.

(vii)   Insistence by QA Circle for fresh TSEC due to change in source of Raw Material & components:  Telecom Factory Mumbai has recently purchased PVC granules for drop wire and cassettes for joint closure from new source through open tender. Now, QA Circle is insisting for fresh TSEC in both the cases. QA inspection & dispatch is held up in both the cases at Mumbai.

He further mentioned that Telecom Factory products for example SIM cards, OF Connectors, Drop wires, CLIP Instruments, PLB HDPE Telecom Duct, Broad Band Modems, Towers etc are quality products and are available in low price comparative to private vendors but the Telecom Circles prefer to purchase these items from the private vendors on urgent requirement basis. Telecom Factory can easily supply these equipments if timely orders are placed.

29.01.2014:GS, AGS (C/E/Arch/TF) & AFS met Sr. GM (Rectt) and discussed-

(i) Removal of discrepancies contained in the provisional answer keys of the LDCE for promotion from JTO (C) to SDE (C) held on 15.12.2013:  He assured to look into the matter to his personal satisfaction.

(ii)   Change of RR of JTO (E): In order to augment the shortage of JTO (E), we proposed to conduct LICE for TTAs having Diploma / Degree qualification in Electrical / Mechanical Engg by making provision in the JTO (E) RR. He appreciated our suggestion and told us to take up the matter with competent authority.

(iii)  Change of RR of JTO (TF): It is a fact that the working strength of JTO (TF) is very less than the sanctioned strength and direct recruitment is not taking place. So we proposed to conduct LICE for TTAs having Diploma / Degree qualification in Electrical / Mechanical / Metallurgical Engg by making them eligible through modification in the JTO (TF) RRs. He appreciated our suggestion and told us to take up the matter with competent authority.

(iv) Change of syllabus for LDCE for promotion from JTO (T) to SDE (T): He appreciated our suggestion for change of syllabus to only one paper and informed that the same is under process.

(v) Conduct of MT examination: He informed that BSNL is preparing to conduct MT Exam in Telecom Engineering Wing for recruiting 150 internal candidates and 150 for external candidates shortly.

29.01.2014:GS, AGS (C/E/Arch/TF) met PGM (BW) and discussed-

(i) Early conduct of CPC for promotion from JTO (C) to SDE (C) on seniority quota: We requested to consider all the candidates whose VC were called for so that majority of 1991 batch JTOs (C) will be promoted. But it is learnt that CPC is conducted today & CPC has cleared about 22 JTOs (C) considering the vacancy available. PGM (BW) assured for early issuance of promotion orders after the approval from the competent authority.

(ii) Removal of discrepancies contained in the provisional answer keys: We handed over a letter to PGM (BW) enclosing all relevant proofs in support of our claims. He assured to get examined from expert committee members at the earliest. We also demanded to grant two grace marks in the Paper-II for setting questions out of syllabus.

(iii) Enhancement of existing financial powers of Civil/Electrical wing officers: The financial powers of Civil /Electrical wing officers have not been changed since 1999. Meanwhile, the market price has soared high and the CPWD DSR, manual specification etc have been changed more than twice. So we demanded to enhance the power to accord Technical Sanction and acceptance of lowest tenders by SDE (C/E) & EE (C/E) to 1.5 lakhs & 15 lakhs respectively along with related powers like acceptance of single tender, extra item, deviation etc.

(iv) Outsourcing of tower foundation and erection work to ZTE and erection work to CMTS wing: We requested him to prepare a case study of tower foundation work to be executed by ZTE vis-à-vis BSNL Civil wing and to submit the report to the competent authority for comparison on quality and rates. PGM (BW) mentioned that BSNL Civil Wing is submitting estimates of tower foundation work and erection work on the basis of CPWD norms and NBC norms whereas, ZTE and other vendors are quoting rates on turnkey basis project including with the equipment, installation, testing and commissioning but while finalizing the tender for tower foundation and tower erection work by ZTE, BSNL Civil Wing expert opinion is not taken. Hence, we are unable to comment upon ZTE rates however, he assured to prepare a case study on this issue and submit to the competent authority.

(v)  External Projects: We requested him to ensure opening of separate accounts for external projects. He informed that order of BSNL Corporate Office is there. Still he assured that Circles may take up the issue with BSNL Corporate Office for any clarification, if required.

(vi) Modification in BSNL MSRR 2009: We emphasized to expedite the process of allowing Diploma holders to the post of STS at par with Telecom / Accounts Wing and thereafter to initiate the process for filling up of vacant EE (C/E) posts. PGM (BW) mentioned that shortly he will discuss the matter with the competent authority to take necessary action in this regard.

28.01.2014: MYSORE RTTC Branch Conference on 25.01.2014:The meeting was commenced at 1730 hrs/25.01.2014 at RTTC Mysore, the meeting was attended and addressed by Comrade Sri S.R.Patil, OS(S), Comrade Sri H.Y. Andheli, CS KTK Circle, Comrade Sri Nanannanavar CWC Member CHQ ND, Comrade Sri Krishne Gowda, VP, KTK Circle, Comrade Sri S.K. Hiremath DS BGTD BG, Sri Ravindranath President Mysore SSA, Comrade Sri Ramachandra DS Mysore SSA, Sri Manjunath ADS Mysore SSA, all Office bearers and members of RTTC Branch Mysore. The OS (S) explained about the Membership verification Drive and requested members for mobilizing more members and strengthening of our association. CS, KTK Circle spoke about local issues of the comrade members and the remedies for the problems. Comrade Sri S.K. Hiremath DS BGTD BG spoke for ten minutes about the issue relating to BSNL, KTK Circle and other issues. The old body was dissolved and the election for the new office bearers was held under the chairmanship of Sri Krishnegowda, VP, KTK Circle BG. Sri Shrikant CAO elected as President and Sri M.A.Sathish, SDE elected as DS, AIBSNLEA, RTTC Mysore.
28.01.2014: MANDYA SSA Branch Conference on 25.01.2014:The meeting was commenced at 1315 hrs at Recreation club premises of Mandya Telephone Exchange, the meeting is attended and addressed by Comrade sri S.R.Patil, OS(S),Comrade Sri H.Y.Andheli, CS KTK Circle, Comrade Sri KrishneGowda, VP ,KTK Circle, Comrade Sri S.K. Hiremath DS BGTD BG, Comrade Sri Melannavar DS Mandya and all Office bearers and members. The OS (S) explained about the Membership verification Drive to be held in April/May 2014 and requested members for mobilizing more and more members and increasing the membership for our association. CS, KTK Circle spoke about local issues of the comrades and the remedies for the problems. The old body was dissolved and the election for the new office bearers was held under the chairmanship of Sri Krishnegowda, VP, KTK Cicrcle. Sri RameGowoda, AO Mandya SSA elected as DS, AISNLEA Mandya.

28.01.2014:  GS, AGS (HQ), AGS (C/E/Arch/TF) Com S.K. Jena and AFS Com Alkendra Singh met CMD BSNL and discussed-

(a) Diversion of 25% MT Posts (1325 DEs Posts) to seniority quota: We extended our sincere thanks for diversion of 25% MTs Posts (1325 DEs Posts) to the seniority quota. CMD appreciated our concern and mentioned that decision is taken in the interest of BSNL and to avoid Adhoc promotions.

(b) Non-settlement of long pending HR issues: We expressed our serious concern against non-settlement of the long pending HR issues which has been discussed in the 4th All India Conference of AIBSNLEA held in November 2013 at Nasik and were submitted in the form of resolutions but the same are not discussed informally or formally by the BSNL management even after the lapse of two and half months. CMD while appreciating our concern mentioned that the issues related to BSNL should be taken up with BSNL management only instead of DoT. He also adviced Director (HR), who was present in the meeting, to look into the matter. We clarified that the issues mainly related to viability of BSNL has been taken up with DoT.

(c) Dual reporting of Civil/Electrical Wing executives: We expressed our concern against the dual reporting of Civil/Electrical wing executives in Telecom Circles wherein one E.E. (C/E) working for 4-5 SSAs will now report one SSA head; hence other SSAs may be neglected. It will adversely affect the working of Civil Wing executives and BSNL circles. CMD mentioned that due to non availability of funds new Civil projects are not coming up and maintenance work is also reduced, hence such reporting system is under consideration.

We pleaded that the GSM tower foundation and tower erection including OFC cable laying work may be assigned to Civil engineers instead of M/s ZTE vendor and other vendors. CMD mentioned that the total cost of tower foundation and tower erection work being charged by M/s ZTE vendor is about 2.5 times less than the work executed by BSNL Civil wing. Hence, it is preferred to outsource this work. However, he mentioned that in case our civil wing is prepared to work at the same cost of M/s ZTE or other vendors, BSNL may award the work to BSNL civil wing also.

He appreciated that our civil engineers are doing excellent work when they are on deputation to DMRC, National Highways Authority or other Departments and PSUs. Similarly, Civil / Electrical wings should frame BSNL's Civil specifications / manuals instead of following the CPWD works manuals/norms which may fetch more projects.

28.01.2014:  GS, AGS (HQ), AGS (C/E/Arch/TF), AFS and Shri S.K. Mishra, Circle Secretary, Chhattisgarh Circle met Director (HR) BSNL and discussed-

(a) Mass transfers on promotion from JTO (TF) to SDE (TF): We expressed our serious concern against the mass transfers on promotion from JTO (TF) to SDE (TF) i.e. 19 SDEs (TF) has been transferred out of the 26 promoted SDEs (TF). It has caused inconvenience to the executives and financial burden to BSNL. Director (HR) mentioned that on promotion from JTO (TF) to SDE (TF) mass transfers has taken place due to longest stay (more than 20 years) of these JTOs in the same Telecom Factory and in view of the vigilance guidelines. We pleaded that some genuine cases may be considered for retention / cancellation. Director (HR) assured to look into.

(b) Restructuring of AD (OL) cadre: We resented against delay in submission of committee report on restructuring of AD (OL) cadre and explained that on revision of AD (OL) pay scale in the year 2008 it self the then Director (HRD) directed Pers. Cell to submit Board Memo on this issue. But no action in this regard was taken by the Pers. Cell and now the case is being dragged on the plea that the committee headed by Shri Harsh Vardhan, Addl. GM (CP&M) has not submitted its report. Director (HR) assured to look into the matter.

(c) Discrepancies in the Answer keys of LDCE held on 15.12.2013 from JTO (C) to SDE (C): We explained that Answer Key released by BSNL CO on LDCE from JTO (C) to SDE (C) has many discrepancies which have been explained in detail in our letter. Director (HR) assured to examine the issue for an early decision.

(d) Grace marks to JAO Part-II Exam OC candidates: We requested to consider five (5) grace marks to OC candidates appeared in the JAO Part-II Exam as already grace marks has been granted to the SC/ST candidates. Director (HR) assured to look into the matter.

(e) Dual reporting of Civil/Electrical Wing executives: We pleaded that dual reporting of Civil / Electrical wing in the field units may be implemented for accounting purpose only through ERP but the direct reporting to the SSA head in addition to CE/SE will not be beneficial for BSNL due to limited posts of the Executive Engineers (C/E) in the field units. We also explained the situation of MP Telecom Circle where dual reporting arrangement has adversely affected the working and target assignments. Director (HR) assured to look into the matter.

(f) Formation of Energy Conservation Cell: We pleaded that the each Telecom Circle should form a dedicated energy cell to realize monetary saving in fuel and electricity to BSNL. Director (HR) mentioned that concerned Chief Engineer (E) should conduct energy core group meeting with Circle/SSA Heads and submit energy audit reports to the BSNL Corporate Office, New Delhi.

(g) Modification in BSNL MSRR to EE (C/E):  We requested to provide parity to SDE (C/E) with SDE (T) for considering their promotion in EE (C/E) cadre at par with SDE (T)/AO as per BSNL Board decision. We also pleaded to constitute a committee to discuss and submit report on this issue to avoid disparity among BSNL executives. Director (HR) assured to look in to the matter.

27.01.2014:  GS, FS, AGS (HQ) met GM (FP) and discussed

a)   CPC from JAO to AO:  We expressed our serious concern against delay in initiating the CPC from JAO to AO. GM (FP) mentioned that after receiving the information from Circles the seniority list of the eligible JAO to AO promotion has been finalized today and it will be sent to GM (Pers) for clearance and thereafter to the competent authority for approval. He expected that by next week the approval may be available and just thereafter the CPC from JAO to AO to fill up about 1800 AOs posts will be initiated.

b)  CPC from AO to CAO: GM(FP) mentioned that approval to fill up  vacant CAOs posts has been sent to BSNL Management Committee for approval and shortly after receiving the approval the CPC work will be initiated.

c)  CPC from CAO Adhoc to CAO regular and CAO to DGM (F): GM (FP) mentioned that after receiving the approval both the CPCs have been initiated. The APARs/ VCRs have been called from the circles.

d) Allowing option to JAOs appointed after 07.05.2010: GM (FP) mentioned that certain informations were asked from Circles by SEA cell and being compiled. He assured that shortly the committee meeting will be conducted to discuss the matter.

e) Grant of grace marks to JAO part-II exam to OC candidates: GM(FP) mentioned that some information in this regard has been received from circles and shortly, it will be processed to the competent authority for decision.

27.01.2014:  GS met GM (Estt.) and discussed regarding

(i) Framing of JTO RR-2014: We submitted our suggestions/ views in person and requested for an early action to finalize the JTO RRs-2014 as suggested by the association. GM (Estt.) mentioned that till now only few Unions/ Associations have given their views and suggestions/ views from other unions are awaited. However, he further mentioned that the views given by our Association were expected and these will be looked into. He assured an early action in this regard.

27.01.2014:  GS, met GM (Pers.) and discussed regarding

(i) CPCs from JTO (T) to SDE(T), SDE(T) to DE & DE to DGM.: GM (Pers.) mentioned that the CPCs process to fill up the vacant SDEs (T) posts, DE posts and DGM posts have been initiated but the CPCs are stalled due to various Hon'ble Court directions. He further mentioned that as soon as the clearance from Hon'ble courts is given CPCs will take place.

(ii) Amendment in transfer policy- clause of Soft Tenure stations: We requested for an early action on amendment in transfer policy clause wherein the condition of serving 3 years in soft tenure station for one executive and further he has to serve some other SSA for next 3 years, thereafter, only his request may be  considered for posting to his choice of station. It is not justified and that is why these soft tenure stations vacancies in Telecom. Circles are not being filled up. GM (Pers.) appreciated our concern and assured to look into the matter.

(iii) Allowing stepping up of pay to seniors w.r.t. their juniors under EPP:  We requested for amendment in EPP to allow stepping up of pay to senior executives w.r.t. their juniors as per Hon'ble High court, Kerla Judgment. GM (Pers.) mentioned that matter is pending in the Hon'ble Apex Court. However, the stepping up has been allowed to applicants. AIBSNLEA has already filed case in the Hon,ble Apex court to generalize the Hon,ble High Court, Kerla Judgment.

23.01.2014:  AIBSNLEA consistent efforts yielded result in getting released order regarding intermediate arrangement till a review of HR Plan by BSNL Board w.r.t. distribution of posts at DE/AGM level in Telecom Operations under Schedule 1A of BSNL MSRR-2009  <<<Click here for order>>>Now this will pave the ways of filling up of the 75% of DEs posts on regular basis & 25% through MT Quota. 21.01.2014:  GS, AGS(HQ) met GM(Pers.) & discussed regarding

(a) CPC from JTO(T) to SDE(T): We requested to expedite CPC from JTO(T) to SDE(T) to fill up about 3000 SDE(T) posts of Seniority quota (67%). GM(Pers.) mentioned that CPC process is stalled due to stay order granted by Hon'ble CAT Ernakulum Bench to operate existing JTOs seniority list. We appraised that the case was listed for hearing on 14th Jan'2014 but due to holiday the same could not be heard and the next date of hearing is yet to be declared. AIBSNLEA has already impleaded in the case. GM(Pers.) assured that as soon as stay is vacated, CPC will be expedited.
(b) CPC from DE(Adhoc) to DE(Regular):
We requested to expedite CPC from DE(Adhoc) to DE(Regular) against 37 left out vacancies for the year 2009-10, 2010-11 & the CPC against the vacancy of 2011-12, 2012-13 of DE posts. GM(Pers.) appraised that left out CPC of about 29 DEs  is over & shortly promotion order will be released & CPC against the vacancies of 2011-12 & 2012-13 are in progress.
(c) CPC for SDE(T) to DE(R):
We requested to initiate CPC to fill up about 1500 DEs posts wherein 1325 MTs posts has been diverted to seniority quota. We also extended our sincere thanks to get the approval of BSNL Board for diversion of 25% MTs posts. GM(Pers.) mentioned that let there be a clear direction from Hon'ble Supreme Court to operate Seniority lists no. 6 & 7 of SDEs. The case is listed in Hon'ble Supreme Court on 18th March' 2014 for hearing.
(d) CPC from DE to DGM(Adhoc) :
We requested to expedite CPC from DE to DGM(Adhoc) to fill up about 480 DGM posts. GM(Pers.) mentioned that CPC work is in progress. ACRs/VCRs are being collected but the promotion orders may be issued after the clearance is given by Hon'ble Supreme Court on 147 SDEs seniority case. The 147 SDEs Seniority case is listed for hearing on 17th Feb,2014 in Hon'ble Supreme Court.
(e) Mass transfer on promotion for JTO(TF) to SDE(TF): We expressed our resentment against mass transfer on promotion from JTO(TF) to SDE(TF) wherein 19 SDE(TF) have been dislocated out of 26 SDEs(TF) promoted. GM(Pers.) mentioned that posting on promotion was issued as proposed by GM(TF), BSNL Corporate Office. Hence, the matter may be discussed with GM(TF).
(f) Transfer & posting of SDEs/DEs in the interest of service after 3 years :
We expressed our serious concern against issuance of transfer & posting orders of SDEs/DEs at their OWN COST even after completion of more than 3 years in a Circle/Station but the transfer orders in other wings of BSNL C.O. are being issued in the interest of service only as per the provisions of BSNL Executives' transfer Policy. GM(Pers.) assured to look into the matter.

20.01.2014:  GS writes to Shri R.K. Upadhyay, CMD BSNL regarding serious demoralization of the JTOs of 2007 and 2008 batch (recruited after 01.01.2007) at the very initial stage of their career span due to inordinate delay in finalization of pay scales of JTO equivalent (E2) and SDE equivalent (E3)  [Ref:    Our letter no. 20.01.2014:  GS discussed with Shri Prachish Khanna, Director (Estt), DoT regarding status of 78.2% IDA pay fixation case of BSNL pensioners. Director (Estt.) mentioned that as per the advice given by DOP&PW the DoT proposal of notional pension fixation of BSNL pensioners has been sent to Deptt. of Expenditure for clearance before 15 days and the reply is awaited.

He further mentioned that in case the delay takes place in receiving the reply from DoE, the reminder will be sent. However, he assured that as soon as the reply from DoE is received, immediate action for implementation of 78.2% IDA pay fixation for BSNL pensioners will be taken.

20.01.2014:  GS met GM (SR) and discussed regarding membership verification of executives association in BSNL. GM (SR) mentioned that after the notification of Rules/guidelines on membership verification, the views on conduction of election process through electronic mechanism or physical voting have been asked from the executives' associations. He advised to submit early feedback on the issue. We assured for early reply on the issue.

We also expressed our resentment against non-settlement of long pending HR issues despite the assurances given in the formal meeting to this association. GM (SR) appreciated our concern and assured to further take-up the issues with Director (HR) and other concerned officers for settlement. 

20.01.2014: GS discussed with GM (Estt), BSNL CO regarding modification in the JTO (T) RR – 2001:Our queries on seniority fixation of officiating JTOs in new RRs was replied that officiating JTOs will be regularized against JTOs 2012-13 vacancies and their date of joining in the cadre will be the criteria of fixing their seniority as per DO P&T OM dated 03.03.2008. Similarly, the JTOs qualified through LICE, seniority will also be decided as per DO P&T OM dated 03.03.2008, but the seniority of TTAs appeared against the vacancies of 2001-02, 2002-03, 2004-05…. upto 2011-12 will be fixed-up on the basis of year of Rectt. and the marks obtained in the training centers. All the qualified JTOs are compulsorily to undergo JTO training. He further mentioned that the views/suggestion in this regard has already been asked from all the unions/associations to avoid litigations. To further legal problems, he assured an early action in this regard.

20.01.2014: GS, AGS (HQ) met PGM (BW) and discussed regarding-

(a) Declaration of LDCE result from JTO (C) to SDE (C)  :We expressed our concern against publishing of wrong answer key of the LDCE held on 15th December 2013 from JTO (C) to SDE (C). PGM (BW) mentioned that he has received the representations on this issue and has asked the details from the Rectt. Cell. DGM (BW), present in the meeting, also apprised that the LDCE was conducted to fill-up about 65 SDEs (C) posts. However, PGM (BW) assured an early action.

(b) Filling-up of EE (C) posts : PGM (BW) mentioned that a proposal to fill-up vacant EEs (C) posts has been sent to the competent authority to initiate the CPC. He further mentioned that the proposal for modification in EE (C) RR is also under consideration. We requested for early settlement of the issue. Regarding validity of the distance education degree, he mentioned that reply from UGC is still awaited.

(c) Merger of Civil Division with SSAs: We expressed our serious concern against the merger of Civil Divisions with SSAs wherein one EE (C) will be reporting to one SSA Head and will carried out the work in 3-4 SSAs which will adversely affect the work of other SSAs. Hence, we demanded that either the EE (C) post are to be created SSA wise or the merger should take place up-to CE (C) level only. 

We also resented against the civil work i.e. tower foundation, tower erection etc are being carried out by Telecom Circles on Turn-Key basis ignoring BSNL Civil Wing. BSNL management is directing Civil (Wing) executives to earn revenue from other departments/PSUs etc but the BSNL work are not being given to Civil Wing. It has frustrated and demoralized the Civil Executives. PGM (BW) mentioned that he has already raised the issue but his saying is not considered. We further requested to take up the matter in writing with full justification to the competent authority. PGM (BW) assured to look into.

17.01.2014:Revision of RR of JTO(T) 2001 accepted by the Management and a draft Recruitment Rules has been prepared and circulated for more feedback from Associations:  AIBSNLEA consistent efforts yielded the result in getting released the draft revision of Recruitment Rules of JTO(T)-2001 <<<Click here for letter to GS, AIBSNLEA>>>> <<<Click here for draft RRs of JTO(T)>>>>. This will definitely pave the way for early regularisation of officiating JTOs.

17.01.2014: GS, FS, AGS(HQ) met GM(FP) and discussed

(a) CPC from JAO to AO: We expressed our serious concern against delay in initiating CPC from JAO to AO to fill up about 1800 vacant AO posts. GM(FP) appreciated our concern & mentioned that the queries made by CLO & GM(Pers.) have been prepared and after their clearance, the proposal to initiate CPC will be sent to the Competent Authority in the next week itself.

(b) CPC from AO to CAO on regular basis: We requested to fill up vacant CAOs posts on regular basis. We also pleaded that 25% of MT quota posts (- 336 CAOs posts) should be diverted to seniority quota as the decision in this regard has already been taken in Telecom Engineering Wing. GM(FP) mentioned that a proposal to fill up 336 MT quota CAO posts on adhoc basis  has been sent to MC for approval but now the same will be modified on the basis of BSNL Board decision in Telecom Engineering Wing.  He immediately spoke to Sr. GM(CS & Legal), BSNL C.O. to receive the Board decision Memo on 25% MT posts diversion to seniority quota in Telecom Engineering Wing. He assured an early action in this regard.

(c) CPC from CAO to DGM(Adhoc) & DGM(Adhoc) to DGM(Regular): We requested to fill up vacant DGM(F) posts on adhoc and regular basis. GM(FP) mentioned that the approval of the competent authority to hold CPC from CAO to DGM(Adhoc) and DGM(Adhoc) to DGM(Regular) has been taken & CPCs process have been initiated by collecting ACRs/VCRs.

(d) Grace Marks in JAO Part-II Exam: We requested for granting 5 grace marks to OC candidates who appeared in JAO Part-II exam & could not qualified due to 4-5 marks less. GM(FP) mentioned that the status/data in this regard has been collected from Circles & will shortly be processed to the Competent Authority for consideration.

(e) Allowing to exercising option for pay fixation to JAO-2010 batch appointed after 7th May,2010: We requested for allowing to exercising option for pay fixation to JAO-2010 batch appointed after 7th May,2010. GM(FP) mentioned that he will try to conduct Committee Meeting in the next week to discuss the issue & assured that the feedback given by the Association will be considered before taking any decision.

16.01.2014:Meeting with the Committee members to discuss restructuring of JHT/Sr.HT and AD(O/L) Cadres:GS, FS, AGS (HQ), met informally to the Members of Committee constituted to discuss regarding JHT/Sr. HT and AD (O/L) cadres restructuring headed by Additional GM (CP&M). We strongly demanded and pleaded in support of

(1) Pay scale anomaly: Revised pay scale of JHT/Sr. HT at par JTO (T) and ADOL equivalent to CDA pay scale Rs.8000-14500 (CDA) - approved by DOT should be implemented.

(2) Change of Designation: Designation Should be changed to Assistant Director (OL) from Rajbhasha Adhikari.  

(3) Regular promotion be given with retrospective effect from the date of officiating as AD(OL)

(4) AD (OL) cadre may be restructured and upgraded as like as other cadre of erstwhile DoT.

We also apprised that in August -2008 Director (HRD) ordered to process the case for upgradation of the pay scale of the post of AD(O/L) in BSNL from IDA pay scale of Rs. 9850-14600 to Rs. 11875-17275 for Board Memo  giving full details but  the same was not processed by Pers. Cell for which the reasons are best known to them. Committee Members assured after detail discussions that committee will consider our feedback  and early submission of the report.

15.01.2014:BSNL, MC allowed to fill up 12 SEs(E) post:- It is understood that today BSNL Management Committee has approved the proposal to fill up 12 SE (E) post by giving one time relaxation to 12 EE's (E) in the eligibility conditions. Shortly CPC will be conducted from EE(E) to SE(E).

15.01.2014: GS, OS (North) met GM (Estt.) & discussed regarding pay anomaly case of JTO's (SRT) Quota pay fixation case i.e. E-1 + 5 increment and pay anomaly case of JTO 2007, 2008 batches also pay fixation case of JTO's batch wherein 5 increments are yet to be granted, GM (Estt.) mentioned that clarification regarding JTO's SRT quota & JTO's 2010 batch to provide 5 increment benefits is under consideration, shortly 5 increment benefit will be granted to these JTO's but the pay anomaly case of JTO's 2007 & 2008 batches could not be considered in the revised pay scale as to remove such anomaly in the revised pay scales after 01.01.2007 does not exist. We further pleaded that disparity in pay scale of JTO's (in pre revised pay scale and revised pay scale) has to be removed.

Incentive in acquiring high education (M. Tech.) while in service GM (Estt.) mentioned that recently PAT cell BSNL CO has issued instruction that those JTO's have acquired M. Tech. Degree while in service may apply within 6 month time to get incentive.

15.01.2014: GS, AGS (HQ) - OS (North) along with other Unions/Association representative attended  with the Committee Members to discuss the provision of Superannuation Benefit to BSNL recruited employees as per DPE guidelines. Sr. (GM) legal, CGM (NTP) N/Z New Delhi, GM (SR), GM (Estt.), GM (Restructuring), GM (EP) & DGM (SR) from officer side Committee Members were present in the meeting. M/s Bajaj Allianz representative gave presentation on superannuation benefit after the M/s Bajaj Allianz Representation the committee side presentation was given wherein 2% contribution is proposed from BSNL side on superannuation benefits which was strongly protested by AIBSNLEA and other unions/ associations. AIBSNLEA strongly demanded that the payment of 12% contribution towards superannuation benefits instead of 2% proposed contribution on Basic Pay + DA as per DPE OM 2nd April 2009. Committee Members assured to further discuss the matter on the basis of today's meeting discussion.

11.01.2014:Status of Court Case of Notional date of promotion in Hon'ble Principal CAT, New Delhi:  Hon'ble Principal CAT, New Delhi extended notional date of promotion in its judgment dated 02.01.2014 in a case filed by the comrades of MTNL. who passed the LDCE held in 2001 by DoT.
Operative portion of the judgment: "From the aforesaid facts of this OA, there cannot be any doubt that it is squarely covered by the order of the Bangalore Bench of this Tribunal in OA No.181/2009 (supra). For the same reason, the objection regarding delay and latches raised by the Respondents have no merit. The Respondents have already granted the year-wise seniority to the Applicants as SDE. Accordingly, we allow this OA and direct the Respondents to assign the notional date of promotion to the Applicants as SDE w.e.f. 23.01.2002 with all consequential benefits including counting their experience in the post of SDE for subsequent promotions and notional fixation of salary in E3, i.e., the scale of pay applicable to SDE and consequential increments/upgradation with all consequential benefits w.e.f. from the aforesaid date".

09.01.2014::Union Cabinet decides Refund of BWA Spectrum to BSNL/MTNL and Govt. Pension under Rule -37A to MTNL Employees:Union Cabinet in its meeting held on 9th Jan.2014 decided to refund BWA Spectrum to BSNL and MTNL and Govt. Pension under Rule-37A to MTNL Employees at par to BSNL Employees.

Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) can surrender their broadband wireless access (BWA) spectrum and get refunds of Rs 11,258 crore, the Cabinet said. TV rating agencies, on the other hand, might have to shell out Rs 200-300 crore to meet at least one of the regulations, which also require them to be registered. BSNL had paid Rs 6,724.51 crore and MTNL Rs 4,533.91 crore. Both had together accumulated a loss of Rs 39,314 crore (BSNL Rs 24,681 crore; MTNL Rs 14,633 crore) at the end of March 2013.

AIBSNLEA since beginning has  been demanding refund of BWA Spectrum  to BSNL and initially the BSNL Unions and Associations strongly protested against the payment of BWA  spectrum. Accordingly, the payment was delayed by BSNL to DoT for two days and against these two days delay Rs. 6.0 Crs. was charged as interest from BSNL. During the period AIBSNLEA in the formal and informal meetings with DoT/BSNL officers raised this issue and recently after the formation of Group of Ministers (GoM) again Forum of BSNL Unions/Associations submitted memorandum to the GoM for the Revival of BSNL wherein  refund of BWA Spectrum charges was also one of the important demand. On this basis, GoM considered and recommended refund of BWA Spectrum to BSNL and MTNL for their Revival Plan to the Union Cabinet for consideration.

AIBSNLEA has also been demanding payment of Pension contribution on actual basic Pay instead of highest of the IDA Pay scales from BSNL but this issue is yet to be considered by the Govt. The settlement of the issue will pave the way in finalizing the standard IDA pay Scales to JTO and SDE equivalent cadres in BSNL.

09.01.2014::Meeting with CLO, BSNL C.O. on dated 08.01.2014:  GS, President met Sh. Ram Sakal, CLO BSNL C.O. and  requested for early clearance on JAO to AO CPC proposal for implementation of SC/ST roster. CLO BSNL C.O. mentioned that he has studied the proposal and will give clearance tomorrow. Accordingly, he has submitted the proposal to GM(SEA).
09.01.2014:: GS discussed about JAO to AO CPC wit GM(FP), BSNL C.O., New Delhi. (a) 25% (1325) DEs posts reserved for MT quota: We extended our sincere thanks for getting reserved 25% DEs posts (1325) instead of 50% DEs posts as per BSNL MSRR from BSNL Board on 06.01.2014 in its meeting. CMD appreciated our concern and mentioned that now there will be regular promotions at STS level instead of Adhoc promotions.

(b) Filling up of the vacant EE (C/E) posts: We requested for his kind interventions to initiate CPCs to fill up vacant EE (C/E) posts. CMD mentioned that an early decision will be taken in this respect in the interest of BSNL. PGM (BW) was also present during the discussions.

(c) CPCs to fill up DGM (Engg) and (Finance) Posts on regular basis: We requested CMD who is also looking after the charge of Director (HR) and Director (Finance) to fill-up the DGM (Engg) and DGM (Finance) posts on regular basis. CMD mentioned that any proposal moved by concerned sections are being cleared by him immediately, however, if any proposal is pending, he will look into the matter.

(a) Posting on promotion from JTO (TF) to SDE (TF): We extended our sincere thanks for the posting on promotion from JTO (TF) to SDE (TF) to fill-up 26 SDE (TF) posts. But, we expressed our resentment against mass transfers on promotion.

(b) CPC from JTO (T) to SDE (T):  We requested to expedite CPC from JTO (T) to SDE (T) to fill-up about 3000 SDEs (T) 67% seniority quota posts. GM (Pers) mentioned that CPC work is stalled due to Hon'ble CAT Ernakulum Bench stay order on JTOs seniority and the CPC can take place only when the stay is vacated. We have already requested our Circle Secretary, AIBSNLEA Kerala Circle to pursue in the Hon'ble CAT Ernakulum Bench for early decision through our advocate wherein AIBSNLEA has already impleaded.

(c) Regularization of DGM (Adhoc): We requested for regularization of DGM (Adhoc)  who have completed 4 years regular STS Service. GM (Pers) assured to look into the matter.

(d)  25% DEs posts reserved for MT quota: We extended our thanks for getting approved the proposal of 25% DEs posts reserved for MT quota instead of 50% of DEs posts. GM (Pers) confirmed that yesterday BSNL Board has approved the proposal with certain conditions.

07.01.2014:: GS, President met ED (Finance) Smt. Geeta Rau and discussed-

(a)  Grace marks to JAO Part-II OC category candidates: We requested to consider the 5 grace marks to JAO Part-II OC category Gcandidates at par with SC/ST candidates. ED (Finance) mentioned that CMD and Director (HR) are the competent authority to take decision in this regard; however, she will discuss the matter with GM (FP) to process the case.  

(b)CPCs to fill-up DGM (F), CAO and AO vacant posts: We requested for her intervention to expedite CPCs to fill up vacant DGM (F), CAO and AO Posts on Adhoc/regular basis. ED (Finance) assured to look into the matter.

(a)  Revival plan of BSNL/MTNL: On our query regarding BSNL/MTNL's revival plan, Director (PSU) mentioned that  on 08.01.2014, the GoM is going to discuss the BSNL/MTNL's revival plan wherein BSNL's BWA refund approx. Rs. 7000/- Crore may be discussed. And to refund Rs. 1250/- Crore of Rural deficit from USO fund is being examined by NICEF. The MTNL pension under Rule - 37A at par with BSNL may be discussed in the cabinet meeting scheduled to be held on 09.01.2014, as earlier it was deferred. The Pension contribution on actual basis pay of MTNL employees may also be discussed in cabinet meeting.

(b)3% Pay fixation in the lower Pay and 3% in the higher pay on promotion: He confirmed that the case has been received from BSNL but he could not study the case yet. However, he assured for early reply to BSNL in this regard.

06.01.2014: GS, President met GM (Estt.) and discussed:-

(a) Regularization of officiating JTOs: We requested for an early action on regularization of officiating JTO's. GM (Estt.) mentioned that the minutes of committee report has been prepared for modification in JTO RR 2001 and after the views/ suggestions taken from unions/ associations, The committee report will be submitted to management committee for approval. However, he further assured for an early action in this regard.

(b) Allowing option on pay fixation case of JAOs joined after 07.05.2012: We requested to consider the case to allow option on pay fixation case of JAOs joined after 07.05.2010 on the basis of feed back provided by the association. GM (Estt.) mentioned that another meeting of committee could not be held but the feedback given by the association will be looked into. Circle secretaries are requested to provide some more information to CHQ regarding JAOs of year 2010 batch joined before 07.05.2010 or exercised option within one month period from 07.05.2010 after joining as JAO, it will help in settling the issue.

(c) 3% pay fixation in the lower / old scale and 3% pay fixation in the higher grade on promotion:  GM (Estt.) mentioned that the issue has been referred to DOT for clarifications on DPE guidelines and he has personally spoken to the concerned officers for furnishing the early reply.

06.01.2014: GS, President, AGS (F) met GM (FP) and discussed  regarding

a)  CPC from JAO to AO: We expressed our serious concern against delay in holding CPC from JAO to AO. GM (FP) mentioned that the proposal for filling of approx. 1800 AOs post has been sent to the competent authority for approval to initiate the CPC but at present proposal is pending for the last 2 weeks with CLO BSNL CO for clearance of SC/ST roster implementation. However, he assured an early action in this regard. Com. GS immediately spoke to CLO BSNL for early clearance. CLO assured that he will give his comments within this week.

b)  CPC from AO to CAO: We requested that on the pattern of Telecom ( Engg.), the 25% MT quota posts may be  reserved for MT recruitment and rest 75% CAOs post may be filled on regular basis. GM (FP) assured to take the early approval of the competent authority in this regard.

c) CPC from CAO to DGM (Adhoc.): We requested to expedite CPC process from CAO to DGM (F) GM (FP) mentioned that the CPC work is in process to fill up 176 DGM (Fin.) posts. The ACRs/ VCs have been called to expedite CPC.

d)  CPC from DGM (Fin.) Adhoc to DGM (Fin.) Regular: We requested to initiate CPC to regularize all Adhoc DGM (Fin.) as DGM (Fin) Regular. GM (FP) mentioned that to initiate CPC proposal has been sent to the competent authority for approval and thereafter the CPC will be initiated to regularize all Adhoc DGM (Fin.), who have completed 4 years regular service as STS, he assured an early action in this regard.

e)  Grace marks JAO part-II OC candidates: We requested to consider grace marks to JAO part-II OC candidates at PAR SC/ST candidates. GM (FP) mentioned that earlier the case was processed to the competent authority but has been denied. However, association may take up the matter at higher level.

06.01.2014:  25% STS Posts (DEs) reserved for MT Recruitment: It is understood that BSNL Board in its meeting held  today  on 06.01.2014 approved the proposal to reserve 25% (1325) DEs posts for MT recruitment instead of 50% (2650) DEs posts. Now 75% of DEs posts (3975) may be filled up on regular basis. Hence, in future only regular promotion in DE cadre will take place. As in the earlier BSNL Board meeting the proposal was deferred for decision but with the consistent efforts of the association with BSNL Board Directors (Govt. nominee from DoT ), CMD and other BSNL Board Directors in the informal meetings, we could convince them regarding the need of reducing 50%  MT  quota to 25% MT quota. Similar action will also be taken in  other disciplines (i.e. Telecom /Finance/Civil/Electrical) wings for MT quota as assured by Director (HR).

03.01.2014:  GS, FS and AGS (HQ) met GM (SR) and discussed -

(a) Membership verification of Executives' Association: GM (SR) mentioned that the notification in this regard will be issued in the next week after the approval of CMD and the procedure of election will be discussed with the Associations shortly. However, the verification process may start in the March/April -2014. Regarding the eligibility condition, he mentioned that no cadre based Association will be allowed to participate in the verification process. Hence, we request all the Circle / Branch Secretaries to concentrate more on the organizational activities

(b) Settlement of pending HR issues: We expressed our serious concern against non-settlement of long pending HR issues viz CPSU cadre hierarchy, E2-E3 IDA Pay Scale, CPCs from JTO (T) to SDE (T), JAO to AO, SDE (C/E) to EE (C/E), creation of PPS posts in field units, Restructuring of AD (OL) cadre, Regularization of officiating JTOs, Option to departmental JAOs etc. GM (SR) assured to discuss the matter with Director (HR) and other concern officers. 

03.01.2014:  GS, FS and AGS (HQ) met CMD BSNL and greeted him on New Year' 2014. Informally we requested him to further take up the issue with DoT for payment of Pension Contribution on actual basic pay from BSNL as being considered for MTNL employees. CMD assured to look into the matter.

CMD in his New Year-2014 address in BSNL CO today morning appealed all the employees of BSNL to work for the growth of BSNL. He congratulated Odisha Telecom Circle for the excellent services being provided citing the example of recent cyclone when BSNL did excellent job to provide Mobile/Basic services which are appreciated by all concern. He quoted a dialogue between Odisha State administration, Chief Engineer PWD of Odisha and an independent consultant wherein the independent consultant asked to provide 3G Data services from a reliable service provider for their project. Odisha State administration and the Chief Engineer PWD immediately without any hesitation proposed the name of BSNL who provided excellent services during the cyclone hit period also.

02.01.2014:GS, AGS (HQ) and Advisor (HQ) met Jt. Secy. (Telecom.) DoT and discussed:-

(a) 78.2% IDA pay fixation of BSNL pensioners: We requested for early decision on 78.2% IDA pay fixation of BSNL Pensioners. JST mentioned that DoT proposal of 78.2% IDA pay fixation of BSNL pensioners has been cleared by DoP&PW and now being sent to Department of Expenditure after the clearance of internal finance of DOT.

However, he mentioned that ruling position on notional pension fixation has been cleared by DoP&PW and DOT finance is also supporting the proposal, hence there should not be any problem in getting clearance from DOE. He assured an early action in this regard.

(b) Standard IDA pay scales E-2 and E-3 in BSNL to JTO/SDE equivalent executives: We expressed our serious concern against non implementation of E-2 and E-3 IDA pay scale in BSNL to JTO/SDE equivalent cadres. JST mentioned that BSNL has sent thrice the proposal of E-1A, E-2A and E-9A pay scales to DOT but the same has been turned down on the basis of DPE guidelines and replied to BSNL. We requested that DOT should impress upon to BSNL for implementation of standard IDA pay scales E-2 and E-3 instead of intermediate IDA pay scales E-1A and E-2A.        

Jt. Secy. (T) mentioned that BSNL management is pleading that in case the E-2 and E-3 IDA scales are implemented for JTO/SDE equivalent executives, then the IDA scales of DE and DGM equivalent executive has to be upgraded and it will put more financial implication on BSNL. We strongly protested against such arguments and clarified that in case the intermediate pay scales are replaced by standard IDA pay scales and DE/DGM scales are upgraded to one step higher, much financial implication will not be there, since most of the executives on revision of pay scales will be fixed up equivalent to their present pay in the upgraded pay scale also. But it is a matter of status in higher grades. We further explained that BSNL management is not implementing standard IDA pay scales E-2 & E-3 on the pretext that BSNL has to pay more pension contribution on its highest of IDA scales to DoT. JST told that this issue has not been highlighted by BSNL.

However, he mentioned that today in the cabinet meeting MTNL pension under Rule-37-A and payment of pension contribution on actual basic pay of MTNL employees is being discussed (which was deferred in the earlier meeting held on 26.12.2013) and after its approval the case of BSNL  employees pension contribution on actual basic will also be taken up. He further mentioned that in case the HR issues of BSNL and MTNL employees i.e. Govt. pension to MTNL employees and similar pay scales in BSNL & MTNL are resolved, the merger of BSNL and MTNL may also get the momentum.

(c) Viability of BSNL: We requested for early refund of BWA spectrum charges to BSNL and payment of rural subsidy to BSNL (Rs. 1250 + Rs. 1250) =Rs.2500 crores to BSNL on the basis of TRAI recommendations. JST mentioned that BWA spectrum charges will be refunded to BSNL shortly as per Govt. decision but on payment of rural subsidy (Rs. 1250 + Rs. 1250) =Rs.2500 crores, Govt. has not taken any decision.

Regarding BSNL viability, he mentioned that BSNL should now mainly concentrate to grow its landline and Broadband business by providing quality services as already Kerala and Odisha Telecom circles in BSNL are doing well.

SAVE CTD-SAVE BSNL SEMINAR organized by AIBSNLEA CTD circle

On 30-12-2013 the seminar was organized by AIBSNLEA/CTD at CTO Hall,Kolkata.

The hall was packed with members from all around Kolkata Telcom District, more than 100 participants were present. Some veteran leaders from other unions were also present .CS of AIGETOA along attended the seminar.

At 4-00 PM the programme started under the presidentship of Circle President of AIBSNLEA/CTD Sri Tridip Chakraborty.

At the beginning in his inaugurating speech CS Sri Prasun Kumar Mukhopadhyay thst this seminar will enlighten and invigorate us to achieve at least the minimum revenue target set by the management. He expected that as responsible executives we will rise to the occasion and clean up the image of CTD.

Welcome note was presented by GM(HR & Admn.) Sri S K Samanta. In his address he mentioned that it is our responsibility to increase our efficiency to take the correct decision in a befitting manner. He also admitted that a strong HR policy is required to compensate the bulk retirement of experienced staff. He mentioned that we missed the train to reap the fruit of modern technology in telecom due wrong policy decision also.But we have to survive, at present we should work together to upliftment of CTD.

Sri K C Ghosh GM(NWOP)/South was the next speaker. He thanked for arranging such seminar, He elaborated future plan of CTD to grab the market. He told that CTD is targeting new housing complexes to give G-PON connections,for this tariff has been revised. He emphasized upon polite behavior to the customer which is a weapon to retain and enlarge our penetration.

In his address Sri Goutam Kar PGM admitted that no serious work to develop overlay access network has been undertaken in CTD since a decade which is one of the cause of deterioration of quality service, it has to be undertaken. NGN technology, G-PON are coming up but we could not reap the harvest in the absence of proper cable network. Side by side a strong retail chain like our competitor has to be built up. Marketing drive is also inadequate.

GM/ITPC, Kolkata Sri Goutam Guha appreciated our effort and mentioned that this type of gathering are effective for sharing of knowledge. He recalled during the Golden Era of CTD i.e, early and mid nineties many seminar were organized in CTD which helped in the growth of the organization. He mentioned the implementation of CDR in CTD and challenge taken up by ITPC, Kolkata team. He informed that there are many projects like NMEICT, Dept. of Post connections where Govt. of India is funding, we can grab the opportunity to expand. For Corporate customers ITPC has developed Pan India Billing procedure which is very helpful to develop EB.He pointed out it is the 'lack of ownership' which imparts hindrance. If we own our customer then we can provide unique solution according to their need and by this way we will be able to give them higher plans to increase our ARPU. In the coming days ERP will be implemented which will be very helpful to manage our resources in an efficient manner. He mentioned that some of the retired executives are helping in this activity in ITPC,he acknowledged their contribution.

The main speaker was Sri Gautam Chakravorty CGM/CTD. With the help of the statistics he explained that we are not able to catch up the other circles of East Zone during the 100 days programme. Odisha, WBTC are overtaking us in the number of NPC and BB provision almost everyday. Being the only Metro in the zone we must achieve target without any plea. All the problems like dearth of BB modem, cable, DP etc which are common to every circle the neighboring circle surpass CTD. Minimum revenue target set by BSNL CO is to achieve last years figure. But we are down by 1.4%.

We should work hard in the last quarter i.e, January-March 2014 to achieve at least the 'pass mark' which is very much achievable. If we concentrate to reduce the time gap of providing BB we will be able to meet up the target. He gave a clarion call to achieve this ' SHORT TERM LIMITED ACHIEVABLE TARGET' in order to regain at least some respectable position for CTD.

After that a short interactive session our members asked the management to restore and forge discipline in every layer of CTD in order to confirm prosperity of CTD. They also pointed out the necessity of dissemination of information to non executives also.

The seminar ended and our members resolved to achieve and even surpass the target.

01.01.2014: GS, FS, AGS (HQ) and AGS (Fin) met Secretary (Telecom), Addl. Secretary (Telecom), Member (Services), Member (Technology), Member (Finance), Administrator (USOF), Advisor (Technology), DDG (TPF), DDG (Security), DDG (VAS), Director (Staff) / (Estt) and many other senior officers of DoT, greeted them on the "New Year-2014" and requested them to extend their help in the growth of BSNL. While assuring their help to BSNL they mentioned that on the basis of GoM recommendations, the BWA Spectrum charges will be refunded to BSNL and the pension contribution on actual basic pay from BSNL to DoT will also be processed to cabinet to provide parity with MTNL.

It is understood that DoP&PW has accepted and given the clearance to DoT proposal regarding 78.2% IDA Pay Fixation case of BSNL Pensioners w.e.f. 01.01.2007 on notional basis. Now the proposal is being sent to Department of Expenditure (Ministry of Finance) for clearance and thereafter only the implementation will take place.

01.01.2014: Special General Body meeting of AIBSNLEA Kota TD Branch at Kota on 30.12.2013:Com. GS along with Com. M.K. Morodia, CS Rajasthan Circle attended and addressed the Special General Body meeting of AIBSNLEA Kota TD Branch at Kota. Shri A.K. Gupta, GMTD Kota, Shri N.L. Meena, Addl. GM Kota attended and addressed the meeting as guest of honour. The representatives of SNEA (I) and AIGETOA also attended and addressed the meeting as special guests.

Com. Batra, Branch Secretary and Com Bairwa Branch President welcomed the guests. Com. GS in his address apprised in details the status of HR issues and discussed issues regarding viability of BSNL. He appealed all the employees to provide quality services to the customers with positive attitude.

Shri A.K. Gupta, GMTD Kota in his address apprised about the growth of Kota SSA and mentioned that this year the revenue has increased.
