31.08.2009 : OA No. 2126/2009, MA No. 1432/2009 filed by AIBSNLEA and others in Hon’ble Principal Bench CAT, New Delhi was heard on 11.08.2009 against the seniority given to 147 TES Gr. B officers of LDCE quota on retrospective effect. Heard. Issue notice to respondents returnable on 06.10.2009. In the meantime, any promotion made will be subject to the outcome of the OA. 31.08.2009 : GS, AGS (Fin) and Adviser-I met GM (Estt), GM (SR) and GM (CA) and discussed –

(a)  Payment of PLI/Incentive for the year 2008-09 – We requested for the Payment of PLI/Incentive for the year 2008-09. GM (Estt) mentioned that Rs. 28 crores can be distributed to 55,000 Executives as per the guidelines of DPE for payment of PLI/Incentive for the year 2008-09 since the PRP model suggested by DPE is not yet finalised. Hence Rs. 5000/- may be the maximum amount for PLI/Incentive. We pleaded for minimum Rs. 10,000/- as PLI/Incentive.

(b) Payment of 2nd installment of arrears on account of implementation of 6th CPC recommendations – We requested for early implementation of DOE order No. 1/1/2008-IC dated 25.08.2009 and endorsed by DOT regarding Payment of 2nd installment of arrears on account of implementation of 6th CPC recommendations. GM (Estt) confirmed that the endorsement has been received from DOT and being processed for approval to the competent authority.

(c) Revision of Perks and Allowances – GM (Estt) mentioned that the orders regarding revision of perks and allowances e.g. Professional Allowance, Furnishing Allowance, Special Duty Allowance etc. will be issued shortly. Regarding Transport Allowance, it is understood that no change in the existing amount is being done. We pleaded that since all the Executives below JAG grade have not been provided vehicles and due to increase in transportation expenditure, the transport allowance needs to be revised.

28.08.2009 : GS, AGS(HQ), AGS(F), CS(Punjab Circle) met GM(Pers.) & discussed

(a) Regularization of DE(Adhoc):- GM(Pers.) mentioned that the regularization process is in advance stage & it will be completed by the end of Sept.’2009 as assured earlier.

(b) Consideration of pending request transfer cases of SDEs/DEs :- We requested to consider pending transfer cases of SDEs/ DEs taken up by this association. GM(Pers.) assured to look into the matter.

(c) DPC from JTO(T) to SDE(T) :- Left out cases seniority-cum-fitness quota:- GM(pers.) informed that DPC from JTO(T) to SDE(T) of left out cases about 30 is completed & shortly the promotion order will be issued.

(c) Clarification about filling up of vacant DGM(F) posts on local officiating basis:- GM(Pers.) informed that he has conducted meeting with GM(FP) & discussed the matter.  GM(FP) has pleaded that let the regularization of adhoc CAOs be completed & thereafter immediate DPC will be conducted to fill p DGM(F) posts. We explained that in holding adhoc DPC there may be procedural delay to fill up DGM (F) vacant post. Hence local officiating promotions to the JAG posts in Finance wing should be allowed.

28.08.2009 :  GS met GM(Estt.) & discussed

Implementation of Govt. of India MOF OM dated 25.08.2009 regarding payment of second installment of arrears on account of implementation of Sixth Central Pay Commission's recommendations for BSNL Executives – GM(Estt.) spoke to DDG(Estt.) DoT & discussed the matter. It was informed by DDG(Estt.) DoT that the order in the above matter has been endorsed to BSNL Today.

27.08.2009 : Communication made by GS -

Letter-1 : To Dir (HR) regarding Limited Departmental Competitive Examination for promotion to the grade of SDE(C)  from JTO(C) held on10.08.2008 & 15.02.2009- Discrepancies therein.

Letter-2 : To Dir (HR) regarding Old Station duty HRA is being paid on old pay scales in NE TF Circle.

27.08.2009 : GS, AGS (Fin) met GM (Estt) and discussed –

(a) Implementation of DOT order dated 12.08.2009 regarding applicability of revised rules of CCS (Pension) Rules, 1972 consequent to the 6th CPC to the Govt. employees absorbed in BSNL-clarification regarding – We requested for early endorsement of the above said order. GM (Estt) informed that some more addenda in this regard is being issued by DOT shortly hence both the orders will be endorsed together. We requested to endorse the order dated 12.08.2009 immediately and the addenda on its issuance can be issued afterwards. Pensioners are facing problem in getting their pensionary benefits as per 6th CPC recommendations. GM (Estt) assured to look into the matter.

(b) Implementation of Govt. of India MOF OM dated 25.08.2009 regarding payment of second installment of arrears on account of implementation of Sixth Central Pay Commission's recommendations for BSNL Executives – GM (Estt) mentioned that after receipt of endorsement from DOT, necessary action will be taken in this matter.

(C) Revision of Perks and Allowances – GM (Estt) mentioned that medical reimbursement policy has already been revised. The orders regarding revision of perks and allowances e.g. Professional Allowance etc. will be issued shortly.

(d) Implementation of DPE OM dated 02.04.2009 – GM (Estt) informed that BSNL Management has not considered to implement the order in view of the dip in BSNL’s profit. We expressed our serious resentment against indifferent attitude of the BSNL Management for non-implementing the DPE order.

(e) Withdrawal of wrong recovery orders of stepping up of pay cases of SDEs Rajasthan Circle – We requested to issue necessary instructions/clarifications to Rajasthan Circle administration to stop the wrong recoveries of SDEs. We clarified that these SDEs pay was fixed up as JTO by ante-dating benefit from their juniors and as SDE their pay was stepped up after implementation of 5th CPC recommendations from their junior. Hence the case is not double stepping up from their juniors. GM (Estt) assured to look into the matter.

25.08.2009 : Communication made by GS -

Letter-1 : To CMD regarding No uniform procedure is followed in settling the HRA issues, Island special duty allowance by different account wings of ETP/ETR/A&N Circle.

Letter-2 : To CMD regarding Un-helping attitude of CGMT NE-II Circle towards Executives.

Letter-3 : To CMD regarding Denial of officiating promotion to JAG posts from DE, Karnataka Telecom Circle.

25.08.2009 : GS, President met GM (FP) and discussed -

(a) Regularisation of adhoc CAOs – We requested for early regularisation of adhoc CAOs. GM (FP) informed that the regularisation process has been started and it will be completed by the end of Sept 09. He confirmed that the regularisation of 674 adhoc CAOs has been processed.

(b) Implementation of Chennai CAT judgment – We requested for cancellation of transfer orders of 2 CAOs of Chennai Telephone Circle as per the judgment of Chennai CAT. GM (FP) mentioned that on receipt of Court judgment copy the decision will be taken for its implementation.

(c) Consideration of request transfers of AOs / CAOs – GM (FP) assured to look into the pending cases.

(d) Local officiating promotion against vacant DGMs posts – GM (FP) informed that the case is being again sent to GM (Pers) for clearance. We pleaded that regularisation of adhoc STS level posts is being made against 50% of the total sanctioned posts, hence 50% remaining STS posts are to be filled up through MTs / adhoc promotions / local officiating promotions. Similarly 50% of the JAG posts will be filled up through seniority-cum-fitness quota. Due to delay in MTs recruitment and adhoc promotion DPCs the local officiating promotions guidelines / instructions to Circles for all disciplines are necessarily required for the operational need of the organisation.

25.08.2009 : GS, President and GS, AGS (SNEA) met Director (HR) and discussed -

(a) Regularisation of adhoc STS level Executives – We expressed our serious concern against delay in regularisation process. Dir (HR) mentioned that he has spoken to all the CGMs to send the missing ACRs to BSNL CO and now majority Circles have sent the ACRs. He assured that regularisation process of adhoc STS level Executives in all disciplines will be completed by the end of Sept 09.

(b) Implementation of DPE OM dated 02.04.2009 – We impressed upon for implementation of DPE OM dated 02.04.2009 regarding fitment benefit from 68.8 to 78.2%. Dir (HR) explained that in view of the BSNL’s dip in profit immediate action in this regard is not possible. We mentioned that BSNL Management should make efforts to make the Company profitable by taking necessary steps to increase customer base, to improve the services and to reduce the unwanted expenditures rather than depriving employees from their due benefits e.g. perks and allowances, PLI etc. also.

(c) E1A, E2A and E9A IDA Pay Scales settlement – We requested for early settlement of E1A, E2A and E9A IDA Pay Scales in BSNL. Dir (HR) immediately spoke to the concerned officers of DOT for an early action in this regard. It is understood that the case has been processed by Director (PSU) to the DOT Finance Cell and after the approval of competent authority matter will be sent to DPE for approval of the scales. Dir (HR) assured to pursue the matter continuously for early settlement.

(d) Pay Anomaly case of JTO 2005 batch – We requested to remove the pay anomaly of JTO 2005 batch. Dir (HR) mentioned that the case has been examined and as per DPE guidelines matter will be sent to Pay Anomaly Committee of DPE shortly.

(e) DPC from SDE (T) to DE adhoc – We expressed our serious concern against delay in submitting the reply to Hon’ble J&K High court regarding SC/ST roster implementation during last 2 years in BSNL. Dir (HR) assured an early action in this regard.  

(f) Settlement of grievances of BSNL Executives – We requested for the settlement of the grievances of BSNL Executives after having discussion with the BSNL recognised Executives’ Associations viz. AIBSNLEA and SNEA only. Dir (HR) mentioned that the issues related to Executives are always being discussed with both the above Associations and in future also same practice will continue. We expressed that, if any decision is taken under any undue pressure which harms the interest of BSNL Executives, it will not be tolerated.

g) Absorption of ITS Officers in BSNL- We expressed our dissatisfaction against non-completion of ITS Officers absorption process in BSNL. Dir (HR) informed that recently a meeting was conducted by Secy (T) with the representatives of ITSA wherein CMD BSNL & he himself were present. The issues being raised by ITSA were discussed in detail. It is understood that Govt. is serious to complete the absorption process of ITS Officers in BSNL/MTNL and Cabinet note in this regard is being sent to Cabinet shortly by DOT. If the MOU of DOT & ITSA is agreed by Cabinet the absorption process may start immediately.

21.08.2009 : GS and AGS (F) met GM (FP) and discussed -

(a) Regularization of Adhoc CAOs - We requested for early completion of regularisation of adhoc CAOs. GM (FP) mentioned that the process of regularization of 674 Adhoc CAOs is in progress and the gradation list is ready now. The Gradation list will be made available in the Web shortly and the DPC will be completed early.

(b) 1999 JAO batch DPC to AAO - GM (FP) confirmed that reply from DOT has been received. Based on that reply, we requested for DPC in BSNL itself as DOT clearly mentioned that the DPC has to be conducted by BSNL itself. He mentioned that some more clarifications are needed from DOT for which a letter is under issue.

(c) Request transfer of CAOs & AOs - Some left over cases were discussed and it was assured by him for early issue of orders.

(d) Local Officiating Promotions against vacant JAG - The expected meeting between GM (Pers) and GM (FP) could not take place due to administrative reasons. We requested him to have the meeting early and settle the issue.

(e) Early implementation of DNI case - Even after issue of clarification from GM (Pers) regarding No Change in the Date of Next Increment. The same was not implemented in Finance Wing. We requested for early issue of revised Pay fixation memo. GM (FP) assured to look into the matter.

18.08.2009 : GS, AGS (Fin) met GM (FP) and discussed -

(a)  Local officiating promotion against vacant DGM’s posts - GM (FP) mentioned that the matter has been sent to GM (Pers) for clarification. Shortly a meeting is being conducted to resolve the issue.

(b)  Protection of pay for the local officiating period - GM (FP) informed that the case has returned to clarify some more queries. But now the case is being sent to BSNL Management Committee for approval.

(c) Consideration of request transfers of JAOs/AOs/CAOs - We requested for consideration of request transfers of JAOs/AOs/CAOs. GM (FP) informed that all pending request transfer cases of JAOs other then Delhi station are being considered shortly. The AOs/CAOs who are completing 2 years in the month of August-September 09 will also be considered shortly. Some genuine request transfer cases will also be considered.

18.08.2009 : GS, President and GS, AGS SNEA (I) met GM (SR) and discussed -

Implementation of DPE OM dated 02.04.2009 and revision of Perks and Allowances - We expressed our serious resentment against delay in Implementation of DPE OM dated 02.04.2009 regarding fitment of IDA benefit from 68.8% to 78.2 %  and revision of Perks and Allowances. GM(SR) assured to communicate our feelings  to the BSNL Management.

17.08.2009 :  GS, AGS (C/E/Arch/TF) attended and addressed the Felicitation Function organised by Delhi Circle to felicitate Shri Ram Kumar, ED (Core NW) and Ex-CGMM (NTR) New Delhi. Delhi Circle also welcomed new CGMM (NTR) Shri A.K.Dubey. Com. Satish Kumar, CS and Com. R.N.Tiwari, President, Delhi Circle welcomed the guests. The conference hall of CGMM (NTR) was jam packed.

17.08.2009 : GS, AGS (C/E/Arch/TF) met PGM (BW) and discussed –

(a) Modification in the transfer and posting orders of SDEs (C) – We expressed our dissatisfaction against delay in issuance of modified transfer and posting orders of SDEs (C) issued on wrong stay basis. PGM (BW) assured to look into the matter.

(b) Posting on promotion from JTO (C) to SDE (C) against LDCE quota – PGM (BW) informed that SCT Cell has asked certain querries regarding SC/ST quota vacancy position. The same will be discussed shortly and posting order will be issued.

17.08.2009 :  GS, AGS (C/E/Arch/TF) met DGM (EW-QC) BSNL & Convener, ACP Withdrawal Review Committee and discussed regarding submission of committee recommendations. DGM (EW-QC) informed that the committee recommendations have been prepared and will be finally discussed in the committee meeting on 19.08.2009.

17.08.2009 : GS, President, AGS (C/E/Arch/TF) met Dir (HR) and discussed regarding BSNLMS RRs of Civil/Elect/Arch Engg Wings Executives who have been debarred from EE/AGM promotion on the grounds of qualification. Dir (HR) assured to look into the matter.

13.08.2009 : GS writes -

Letter-1 : To Director (HR) regarding Limited Departmental Competitive Examination (LDCE) for promotion to the cadre of SDE (E) from JTO (E) – Request for the review of result.

Letter-2 : To GM (Pers) regarding Relaxation in qualifying marks for the Limited Internal Competitive Examination [LICE] for promotion to the cadre of Rajbhasha Adhikari conducted by A. P. Telecom Circle on 16-12-2007.

12.08.2009 :  GS, AGS (Fin) met GM (Pers) and discussed –

(a) Protection of pay for the officiating period while implementing EPP and revised pay scales – We requested for early issuance of clarification to protect the pay of the Executives for the officiating period while implementing EPP and revised pay scales. GM (Pers) informed that the case has been sent back to SEA section seeking some clarifications with respect to their earlier comments. He mentioned that the clarification may be issued on receipt of the reply from SEA section.

(b) Allowing local officiating promotions against vacant DGM (Fin) posts – GM (Pers) informed that the case has been sent back to SEA cell clarifying that since the BSNLMS RRs have been notified and the regularisation process of adhoc CAOs has been started, the regular promotions can be made immediately. We pleaded that regularisation of adhoc CAOs will be made against 50% of the sanctioned CAOs posts hence to fill up remaining 50% CAOs posts will continue to be filled up on adhoc/local officiating basis. The clarification in this regard is necessarily required to the Circles to fill up DGMs vacant posts for operational needs. GM (Pers) spoke to GM (FP) and discussed the matter. Finally he assured that in the next week he will hold a meeting with GM (FP) and will decide finally.

12.08.2009 : GS and GS (SNEA) met GM (SR) and expressed their serious concerned against non-implementation of DPE OM dated 02.04.2009 whereas BSNL has implemented new pay scales of HAG level officers working on deputation notified by 6th CPC. We requested to avoid discrimination towards absorbed Executives in BSNL. GM (SR) assured to convey our feelings to the BSNL Management.

12.08.2009 : GS, AGS (Fin) and GS (SNEA) met CMD BSNL and Director (HR) and expressed our serious resentment against non-implementation of DPE OM dated 02.04.2009 whereas BSNL has implemented new pay scales of HAG level officers working on deputation notified by 6th CPC. CMD BSNL explained that the HAG level officers pay scale has been notified first time by 6th CPC hence it is implemented but the DPE OM dated 02.04.2009 will be considered after seeing the profit of BSNL. We further requested due to non-implementation of DPE order Executives in BSNL are seriously frustrated and agitated. We pleaded that BSNL has earned Rs. 575 crores profit for the FY 2008-09 which meets the guidelines of DPE and this OM is a part of complete salary package issued earlier.

12.08.2009 : GS writes to Shri Kuldeep Goyal, Chairman cum Managing Director, BSNL regarding implementation of CDR billing in Hyderabad TD. Problems started thereafter Click Here for Letter
12.08.2009 : GS contacted DDG (FEB) DoT and discussed regarding issuance of order for applicability of revised rules & regulation consequent to the 6th CPC to the Govt. Employee absorbed in BSNL. DDG (FEB) informed that the case was processed to Internal Finance for vetting the Draft Order. The same has been sent to Secy. Telecom after the approval of Member (F). He expected within 2-3 days after Competent Authorities approval, the order in this regard will be issued. It is understood that the earlier letters dated 4 / 15 May'2009 orders may be retreated with slight modifications.
10.08.2009 : Result of LDCE for appointment to the cadre of JTO (C/E) for filling up of the 50% vacancies held on 21.09.2008 declared. 61 candidates for JTO (Civil) and 30 candidates for JTO (Electrical) declared successful. Click for result Page-1,  Page-2,  Page-3,  Page-4

10.08.2009 : GS along with some AD (OL)s of Maharashtra Circle met GM (Pers) and discussed regarding revision of AD (OL) pay scales as per the recommendations of 6th CPC and endorsed by DOT. We pleaded that since BSNL asked the clarification for AD (OL) pay scale revision from DOT and now DOT has clarified as per 6th CPC recommendations. We requested for early revision of pay scale for AD (OL). GM (Pers) mentioned that the issue has been discussed 2-3 occasions as pleaded by AIBSNLEA but the BSNL Management is yet to take decision in this regard.

10.08.2009 : GS, AGS (Fin) met GM (SR) and discussed –

(a) Arranging a formal meeting to AIBSNLEA with Dir (HR)/CMD BSNL – GM (SR) assured for arranging a meeting shortly to discuss the pressing issues.

(b) Deficiencies of BSNL MS RRs – We discussed the deficiencies in BSNL MS RRs in view of the Joint Committee recommendations. GM (SR) clarified that the BSNL MS RRs have been prepared based on Joint Committee recommendations and if the provisions of BSNL MS RRs are implemented in their true spirit, there will not be any deviation from the Joint Committee recommendations regarding regularisation of adhoc STS Executives and filling up of the DGM vacancies in a regular manner.  

07.08.2009: GS, President met GM (FP) and discussed :-

(a) Regularization of Adhoc CAOs :- We requested for early completion of Adhoc CAOs regularization process. GM (FP) mentioned that the process of regularization of 674 Adhoc CAOs has been started. ACR dossiers of eligible CAOs are being completed. The missing ACRs & VCRs will be called shortly.

(b) DPC from JAO/AAO to AO :- We expressed our serious concern against delay in completing the DPC from JAO/AAO to AO to fill up about  400 AOs vacancies. GM(FP) mentioned that the DPC process is in advance stage. Efforts are being made to release promotion order by the end of this month.

(c) Consideration of request transfer of AOs/CAOs : - GM (FP) mentioned that the AOs request will further be considered at a time of AOs regular promotion. Some CAOs, who have completed two years of service will be considered shortly. Some CAOs transferred on promotion/tenure due to non-availability of CAOs post may be retain only when the officiating promotion against vacant DGMs post is allowed by the BSNL Management. In this regard the case has already been processed.

(d) JAO Part-II Examination :- We requested to allow JAO Part-I qualified  people to appear in JAO Part-II exam on the basis of old exam pattern as has been allowed 10 JAOs Part-I qualified in UP (West) Circle as per the the Court direction. GM (FP) clarified that 10 JAO Part-I qualified of UP (West) Circle have been allowed as sincere chance which has already been availed by the other JAO Part-I qualified people.

07.08.2009: GS, President & AGM (HQ)  met GM (Pers.) and discussed :-

(i) BSNL Management Service Recruitment Rules (BSNL MS RRs) improvement / modification :  We requested for early consideration of  modification / improvement in the BSNL MS RRs  as objected by United Forum of BSNL Executives' Associations. GM (Pers.) assured to look into.

(ii) Regularization of Adhoc DEs:- We expressed our serious concern against delay in completing the regularization process. GM (Pers.) assured that sincere efforts are being made to complete the regularization process of adhoc DEs by the end of this month.

07.08.2009 : Communication made by GS -

Letter-1 : To CMD BSNL regarding Non-implementation of DPE order for 78.2% DA in fitment benefit w.e. from 01.01.2007 in BSNL and implementation of 6th CPC recommendations – replacement of the pre-revised S-30 pay scale (Rs. 22400-24500) by a new HAG scale (Rs. 67000-79000).

Letter-2 : To CMD BSNL regarding Change in designation of Executives in BSNL CO and field units.

Letter-3 : To CMD BSNL regarding reduction in tenure period of Executives of NE-II circle.

06.08.2009 : DDG (FEB), DOT contacted GS and discussed the issues related to payment of Pension to BSNL pensioners with respect to our discussions held with Secretary (T) on 04.08.2009.

(a) Revision/Consolidation of Pension in IDA scale, based on combined service rendered in DOT and BSNL under CCS Pension Rules 1972, to erstwhile DOT employees absorbed in BSNL w.e.f. 01/10/2000 and retiring as BSNL Pensioners between 01/10/2000 to 31/12/2006, consequent upon revision of IDA pay scales in BSNL w.e.f. 01/01/2007 - In this regard DDG (FEB) clarified that the issue of IDA Pension Revision of BSNL Pensioners is being taken up with cabinet. A cabinet memo is being sent to cabinet shortly.

(b) Applicability of revised rules and regulations consequent to the 6th CPC to the Govt. Employees absorbed in BSNL - DOT OM No.40-31/2008-Pen (T) dated 08.07.2009 has now been kept in abeyance. DDG (FEB) informed that the competent authority has already taken the decision on this issue. The STP Cell has sent the draft letter to Internal Finance (DOT) for vetting, the same is being sent to STP Section today for issuing the order. We are expecting order in this regard very shortly.

04.08.2009 : GS, President, AGS(HQ) and AFS met Sh. Siddhartha Behura Secretary(T) and discussed -

(a)  Absorption of ITS officers in BSNL - We expressed our serious concern against delay in completing the absorption process of ITS officers in BSNL. The delay is adversely affecting the viability of BSNL. Secretary (Telecom) appreciated our concern and informed that the cabinet memo in this regard is being sent to cabinet for approval. The nodal ministries will be giving their opinion to cabinet. He assured immediate action in this regard.

(b) Revision/Consolidation of Pension in IDA scale, based on combined service rendered in DOT and BSNL under CCS Pension Rules 1972, to erstwhile DOT employees absorbed in BSNL w.e.f. 01/10/2000 and retiring as BSNL Pensioners between 01/10/2000 to 31/12/2006, consequent upon revision of IDA pay scales in BSNL w.e.f. 01/01/2007 - We requested Secretary (T) for early issuance of the order in this regard, since about 70,000 BSNL Pensioners are waiting for the order. Secy. (T) assured to look into the matter.

(c) Applicability of revised rules and regulations consequent to the 6th CPC to the Govt. Employees absorbed in BSNL - DOT OM No.40-31/2008-Pen (T) dated 08.07.2009 has now been kept in abeyance. Secretary (T) informed that the matter has been resolved and the order in this regard will be issued shortly.

(d) 50% IDA merger with basic for BSNL pensioners - The requested for issuance of order in this regard. Secy.(T) informed that DOP&W has returned the case to settled in DOT.  He assured an early decision in this regard.

03.08.2009GS, AGS (HQ) met GM (Pers) and discussed –

(a) Deficiencies in BSNL MS RRs – We expressed our serious concern against the deficiencies in BSNL MS RRs and requested for the improvement/modification e.g. change in date of effect of BSNL MS RRs from 11.6.2009 to 01.10.2000, removal of discrimination in the RRs of Civil/Electrical/Arch and other services Executives based on educational qualification, provision to fill up DGMs posts of seniority-cum-fitness quota dynamically from the departmental candidates only. GM (Pers) mentioned that the deficiencies may be submitted in writing for consideration.

(b) Regularisation of adhoc Gr. A Executives – we strongly protested against the DPC process initiated to regularise adhoc STS level Executives. We pleaded that since the eligibility/attendant conditions for adhoc and regular DPC are same and the DPC level is also same, there should not be further DPC from adhoc STS to regular STS (in the same post). It should be a technical transition from adhoc to regular on VCR. Moreover the adhoc service rendered in STS will not be counted for the purpose of regular promotion to DGM. GM (Pers) informed that the DPC process from adhoc STS to regular STS promotion has been initiated. The ACRs/VCRs of 2700 adhoc DEs have been called from the Circles for regularisation. He also mentioned that he has assured CMD that the DPC will be completed before 31.08.2009 and the DPC to fill up vacant DGMs posts will be completed immediately. He also mentioned that all the GMs concerned Finance & Accounts/Civil/Electrical/Arch have also been advised to initiate the DPCs for regularisation. He explained that the DGMs vacancies will be filled up by the senior most regularly promoted STS level Executives by giving one time relaxation in the eligibility conditions of 4 years regular service in STS grade and for future vacancies BSNL Management will further decide to relax the eligibility condition.

(c) DPC from SDE (T) to DE – GM (Pers) informed that Hon’ble J&K High Court heard the case today but the stay order is not vacated on the pretext to examine the last promotion order from SDE (T) to DE, whether the roster has been implemented in true sense or not.

(d) Upgradation of Executive Engineer (Civil/Electrical) posts to SE(C/E) posts - We strongly opposed the proposal of Up gradation of Executive Engineer (Civil/Electrical) posts to SE(C/E) posts. GM(Pers.) mentioned that such proposal is not to his notice and he don't support such proposal because EE(C/E) cadres have not been declared dying cadres. He also mentioned that the promotional avenues of SDEs(C/E) can not be further stagnated.

02.08.2009 : First Circle Conference of AIBSNLEA NE-II Circle    The first Circle Conference of AIBSNLEA NE II Circle was held on 02.08.09 at Hotel Saramati, Dimapur (Nagaland). Glittering Open House Session was organised by Circle Branch which was presided over by the Circle President Com A N Biswas. Comrade GS Shri Prahlad Rai was present in the function from the CHQ side. CGMT NE-II Shri Ranjan Sanyal was present as the Chief Guest and CGMT Assam Circle Shri N N Banerjee was present as the Guest of Honour. Circle Secretary AIBSNLEA Assam Circle Comrade K. K. Das and Circle Secretary BSNLEU NE-II Comrade M B Singh and were present as special invitees.

In his Key Note address, CS NE-II Comrade H Singha, raised the vital issues of BSNL Profitability and Viability, often unpopular Multiplicity of BSNL Services like Wi Max, Net PC in the rural area, IPTV, AMC issues, unnecessary procurement of equipment not popular and usable, engaging Consultancy Firm like BCG for suggesting improvement in BSNL Structure and Operation, Infrastructure sharing, Group A absorption, Disinvestment of BSNL equity etc.

Com CS  M B Singh raised the issues of joined struggle on the platform of United Forum. CS Assam Com K K Das raised the issue in the improvement of Service Quality and Development of Telecom Infrastructure in NE-II.

CGMT NE-II Shri Ranjan Sanyal, Chief Guest, in his address pressed for commitment & dedication from the BSNL organization and asked to be prepared to face the forth coming challenges and raise the performance of BSNL Executives towards maintenance and improvement of BSNL equipment and services. He reminded the House regarding the forthcoming danger of falling every aspect of O & M job to the hands of outside agencies if the executives are not raising their performance, thus rendering them jobless.

CGMT Assam Shri N.N.Banerjee, Guest of honour, raised the issues of present functioning of BSNL Management like a typical Government Office where decision making is a prolong exercise  thereby loosing the battle to the fast acting Private Telecom Operators. However he assured the House to hold nerves as he still think that we can work together to improve upon the situation as we are BSNL (Battle Still Not Lost).

General Secretary Com. Prahlad Rai, in his address, narrated related activities required for the growth of Telecom Services & the need of strengthening Sales & Marketing units to provide the best Telecom Services to the maximum number of subscribers. He apprised in detail the efforts of AIBSNLEA in resolving the crucial issues. He also mentioned that we are opposed to disinvestment of BSNL as the Government is trying to take out the Proceeds of the Disinvestment, thus reducing the net worth of BSNL and there is no clear Road Map for the Disinvestment. He also demanded early settlement of absorption issue of ITS Officers in BSNL. He appealed to all members to make their best efforts to achieve the targets of 100 days program. He discussed regarding reducing   lavish expenditures like Travel Expenses, Meeting Expenses in 5 Star Hotels. He reiterated the fact again and again that the dip in the profit of BSNL should actually  be attributed to the Government policy of withdrawing all the leverages provided earlier to BSNL and the Managements policy of wasting the hard earned BSNL Revenue towards unnecessary expenses.

01.08.2009 : BSNL BOARD MEETING : BSNL Board Meeting was held on 30/07/2009. BSNL Board has approved the Accounts of BSNL for the financial year 2008-09. BSNL had posted a net profit after payment of Tax of Rs 574.85 crore on total revenues of Rs 3,5811.92 crore.The operation profit is not satisfactory. BSNL Board  has viewed it seriously. 
01.08.2009 : PAYMENT OF PENSION AS PER VI CPC : GS contacted concern officer of DoT  and requested for early issuance of order for payment of Pension as per VI CPC recommendations to BSNL pensioners w.e.f. 01.01.2006. Wherein the earlier order issued in this regard is kept in abeyance. It is understood that a DOT Administration will release the order shortly.
01.08.2009 : SPL GB MEETING AT GAUHATI : Special GB meeting was held at Gauhati on 01/08/2009. Com GS has addressed huge gathering .He apprised in detail the status of HR issues e.g. deficiencies in BSNL MS RRs, regularisation process of adhoc Gr. A level Executives, DPCs from SDE to DE, JAO to AO, AD (OL) pay scale revision, ACP withdrawal case, PPS posts creation, ITS absorption issue and IDA pension revision case and discussed the viability of BSNL mainly opposed the Govt.’s move to disinvest BSNL through IPO route and heavy expenditures on tours, vehicles etc. He also expressed dissatisfaction against the poor marketing strategies of BSNL. He appealed the members for successful implementation of 100 days programme for the growth of BSNL. He replied queries raised by the members to their satisfaction. He was on his way to DIMAPUR for attending 1st Circle Conference of NE-II Circle  is being held on 02/08/2009.Com K K Das CS, Assam Circle has apprised about Circle level and All India level issues.
