28.05.2014:4th Circle Conference of Delhi Circle on 28.5.2014 at CTO Sabhagar, Eastern Court, New Delhi

4th Circle Conference of Delhi Circle was organized on 28.05.2014 at CTO Sabhagar, Eastern Court, New Delhi. Shri A.N.Rai, Director (HR/EB) BSNL Board was the Chief Guest in the open session. Shri M.A.Khan (ED-New Business), BSNL and Shri A.K.Goyal CGM NTR attended the Open Session as Guest of Honour. Other senior Officers from NTR/NTP/QA also attended the Open Session.

 

From AIBSNLEA CHQ side, the Open Session was attended by Shri Prahlad Rai GS, Shri N.L.Sharma AGS (HQ), Shri Basudev Chakraworthy AGS (F), Shri Devesh Sharma Org.Secy.(North), Shri Alkendra Singh (AFS). CS HP Shri Rakesh Chopra, CS Rajasthan Shri M.K.Morodia, CS BSNLCO Dr. V.P.Singh also attended the open session as special guests.

 

Com. A.K.Kaushik GS TEAM MTNL also attended the open session as special guest.

 

All the distinguished guests were welcomed by the garlanding and presenting shawls & mementos.

 

Shri A.N.Rai, Director (HR/EB) BSNL Board Inaugurated the function by lightning of lamp. A musical group presented the Sarasvati Vandana.

 

Com. Satish Kumar, Circle Secretary AIBSNLEA Delhi Circle, in his key note address, emphasized upon the matter for the resource crisis of BSNL in present scenario. Com. CS highlighted the problems of the shortage of materials in the field units and appealed the Management to ensure the proper supply of the material to the field units. He assured that if Management provides full support then the Executives' of Delhi Circle are committed for making BSNL a vibrant Organization.

 

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address appealed the NTR Management to ensure the proper supply of the maintenance materials and equipments etc for the viability of BSNL. He further appealed the BSNL top management to resolve all the HR Grievances of BSNL Executives'.

 

Com. A.K.Kaushik GS TEAM MTNL in his address appreciated the efforts of the Executives' of NTR and NTP Circle for their contribution in maintaining the Telecom Network. He also stressed on the need of the merger of MTNL and BSNL with the pay equality of the Executives' of both the organizations.

 

Guest of Honour, Shri A.K.Goyal CGM NTR in his address appealed to all to perform better with the available resources for the increase in the revenue. He stressed to keep positive thinking. He wished for the unity of the BSNL and MTNL.

 

Shri M.A.Khan (ED-New Business),BSNL in his address explained the need of positive mindset for the revival of BSNL in today's scenario. He also stressed to increase the potential by providing interesting examples.

 

GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of Delhi Circle for the organizing successful 4th Circle Conference and thanked the comrades of Delhi Circle for their untiring contribution towards BSNL and AIBSNLEA. Com GS informed that BSNL have made the Loss of more then 25000 Crores in last 4 years. In his detailed address Com. GS mentioned that due to un-helping and over-jealous attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, Non payment of rural subsidy inspite of NTP provisions has adversely affected the viability of BSNL. He informed that BSNL is spending a huge amount on 28,000 Rural exchanges in Rural areas telecom services but no decision on ADC charges is being taken by the Administrative Ministry. In addition of this Spectrum Allocation and bidding process on High rates are the example of step behavior of Government towards BSNL, which is a Government owned company. Scarcity of cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT.  He appealed to BSNL Management to suitably use the expertise of BSNL/s Civil/Electrical wings.

 

Com GS. Further explained the burning issues of the Headquarters level He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper. Com. GS mentioned that the Broadband is the lifeline of BSNL and this is the only role of Trade Unions by which the disinvestment and unbundling of Copper conductor has not taken place in BSNL. Com GS mentioned AIBSNLEA's firm stand for the resolving all the pending issues first before merger of BSNL and MTNL. He appraised the status of HR issues related to DPCs , PPS post creation in field units, AD(OL) issues, regularization of Officiating JTOs. E2-E3 Standard pay scales for JTO/SDE, 30% superannuation benefits to Drs, Resolvement of EPF anomaly, JTO 2007/2008 pay anomaly issue, VRS, AIBSNLEA efforts of creating Leave Encashment fund etc.

 

Com GS explained the role of AIBSNLEA in the viability of BSNL. GS mentioned the firm Commitment of AIBSNLEA towards the Viability of BSNL. At last he appealed the

all Executives' for make every effort with a team spirit and customer care for making BSNL a vibrant organization which is must got implementing 3rd PRC in BSNL. At last he congratulated AIBSNLEA Delhi Circle for the success of the open session.

 

Chief Guest of the Open Session Shri A.N.Rai, Director (HR/EB) BSNL Board thanked all the delegates of Delhi Circle for inviting him in the conference. He appealed to ensure the 20% hike in revenue to grab the next pay revision. He mentioned that this will be achieved only through the Quality of Service and early faults restoration. He appealed to all to stop the unnecessary expenditures in BSNL. He mentioned that the good worker should be motivated and the undeserving persons should not be awarded good grading in APAR. He also apprised the HR issues related to BSNL Executives'. At last he congratulated AIBSNLEA Delhi Circle for the grand success of the open session.

27.05.2014:GS, FS met GM (FP) and discussed regarding:

(a) CPC from CAO to DGM (F) adhoc (Left Out cases): GM (FP) confirmed that CVO office gave left out VCRs of about 25 CAOs on Friday itself as assured to our association and thereafter SEA Cell has processed the postings on promotion to the competent authority. He assured for early promotion orders.

(b) CPC from JAO to AO: GM (FP) mentioned that till now, about 10 circles screening reports have been received in SEA cell and now he will personally speak to the circles for immediate sending of the screening report to SEA cell BSNL CO so that CPC can be initiated to fill-up about 1800 AOs vacant posts.

27.05.2014:GS met GM (Pers.) and Addl. GM (Pers.) and discussed regarding:

(a) Consideration of cases on immunity ground and retention / modification of transfer orders of lady executives in DEs/SDEs cadre: GM (Pers.) mentioned that all pending immunity ground cases have been examined and shortly the retention/modification of transfer orders will be issued. The lady executives cases are being examined but some lady DEs have already joined in nearby circles. However, he assured to look into the matter.

(b) CPC from DE to DGM: GM (Pers) mentioned that CPC work is in process but cannot be speed-up due to the status-quo granted by the Hon'ble Supreme Court on 147 SDEs seniority case. However, the case is posted for hearing on 7th July 2014 after completion of leave vacation on 30.06.2014. He assured that, in case the Hon'ble Court gives clearance for promotions, the promotions orders will be issued immediately.

(c) CPC from SDE to DE: GM (Pers) mentioned that due to the Contempt Notice from Hon'ble High Court of Chandigarh and pending SLP in the Hon'ble Supreme Court on operation of TES Gr. “B” seniority list number 6 and 7, The CPC could not be initiated. He mentioned that the cases are posted for hearing in July-2014 in both Hon'ble Courts.

He also mentioned that BSNL is filing shortly a Review Petition in the Hon'ble High Court of Bangalore on 1966 SDEs (T) reversion of seniority case. He assured that as soon as the contempt case is cleared, the CPC will be expedited.

(d) CPC from JTO(T) to SDE (T): GM (Pers) mentioned that CPC work from JTO (T) to SDE (T) is in advance stage but it can not be expedited till the time stay orders on promotions is vacated from Hon'ble CAT bench Ernakulum. The case came-up for hearing on yesterday but could not be heard since full bench was not present, only some important cases could be heard. The case is now posted for hearing in the next week. He assured that as soon as the stay order is vacated the CPC will be expedited.

(e) Restructuring of AD (O/L) cadre: GM (Pers) mentioned that committee meeting headed by Addl. GM (CP&M) is decided to be held on 5th June-2014 to finalize the report. He assured that as soon as the committee report is received, immediate action will be taken in this respect.

26.05.2014:GS  and  GS AIRBSNLEWA Sh. Kishan Singh met  Member (Finance), DoT and discussed regarding

(a)    78.2% IDA Pay fixation of BSNL pensioners: We expressed our serious concern against extreme delay in sending the reply to the DoE to their queries. Member (Fin.) appreciated our concern and mentioned that matter ia under consideration to DoT  for sending a proper reply to DoE. She explained that IDA pension revision order was issued on 15.03.2011 of BSNL pensioners which  has cabinet approval on 68.8% IDA pay fixation. The 78.2% IDA pay fixation order was issues later on 2nd April-2009 which has no reference in this IDA pension revision order though DPE took approval from cabinet to revise the pay fixation from 68.8% to 78.2%. Now, since BSNL has given the 78.2% pay fixation to serving employees and on that basis  DoT has to revise the pay fixation from 68.8% to 78.2% for BSNL pensioners also. The presidential directive may be issued for BSNL pensioners on notional basis as per clearance given by DoP & W . However, she assured to take decision in this week itself for sending the reply to  DoE.

(b)    Finalization of E-2 and E-3 IDA Pay scale to JTO/SDE equivalent executives of BSNL: We requested to allow E-2 & E-3 IDA pay scales to BSNL JTOs/SDEs equivalent cadres in the revised pay scales of 2nd PRC. Member (Fin.) mentioned that BSNL's proposal to provide E-1A,E-2A, and E-9A IDA Pay scales to BSNL executives is under consideration in DoT for sending to DPE for clarification. She mentioned that she has examined the BSNL's proposal and found that there is no financial loss to the BSNL executives even if they are fixed up in the E-1 & E-2 IDA pay scales and why there should be four post based promotions in E-9 IDA pay scale .?  i.e. GM, Sr. GM, PGM/CGM and ED. We explained that newly recruited JTOs/JAOs after 1.1.2007 are drawing less pay than the old JTOs/JAOs appointed before 1.1.2007and GM to Sr. GM, Sr. GM to PGM/CGM and CGM to ED are the post based promotions with higher responsibility etc. She also mentioned that  some BSNL pensioners are drawing even 80,000/- per month pension amount .However, after detail discussions , she mentioned that shortly the BSNLs proposal will be sent to DPE for clarification on E-1A, E-2A and E-9A IDA substitute IDA pay scale in revised pay scales of 2nd PRC.

We further met Jt. Secy.(T) Sh. Y. Umashankar and apprised him about discussions on both the issues i.e. 78.2% IDA pay fixation to BSNL pensioners and E-2, E-3 IDA pay scales to JTO/SDE equivalent executives. JST mentioned that since 78.2% IDA pay fixation order of DPE has the approval of cabinet , further cabinet approval is not required as per his opinion and he assured to discuss the matter with Secy(T). He also mentioned that BSNLs proposal for E-1A, E-2A and E-9A IDA pay scales has been now been  processed by Director (PSU) cell to the internal finance of DoT for clearance to DPE as per their consent only. However, he assured an early action in this regard.

(b) Appointment of CMD, BSNL, Director(HR) and Director(Fin.), BSNL Board: On our query regarding appointment of CMD, BSNL, Director(HR) and Director(Fin.), BSNL Board, JST mentioned that the case for extension of Sh. R.K. Upadhyay, CMD BSNL upto 30th June 2014 (Till his retirement on superannuation) and appointment of Sh. Anupam Srivastava, Director(CM), BSNL Board as CMD, BSNL w.e.f. 1st July,2014 (as selected by PSEB) have been sent to the appointment Committee of Cabinet (ACC) for consideration & approval, the decision in this regard is expected shortly.

Regarding appointment of Director (HR)/Director (Fin.), BSNL Board, JST mentioned that the decision for selection process is to be taken by the new government.

23.05.2014:New Circle Body elected of BRBRAITT Circle Jabalpur: The election for new Circle body of BRBRAITT Circle was held on 27.04.2014 in the presence of observer Sh. Kailash Naik, CWC Member, MP Circle and Sh. D.K. Khare, Org. Secy. T&D Circle. Following Members are elected unanimously :-

23.05.2014: UNITED FORUM OF BSNL EXECUTIVES' ASSOCIATIONS, Central Head Quarters, New Delhi writes to Sri M. C. Chaube, ED (CN), BSNL CO & The Chairman, Joint Committee regarding response to the draft of the official side on the issue of introduction of Time Bound Functional Promotion/CPSU cadre hierarchy in BSNL <<<Click here for letter>>>

23.05.2014:GS, AGS(F) met GM(Pers) and thanked for considering request transfers for retention of some Des on genuine Medical ground. We also requested for consideration of some Modification/retention orders on immunity ground of DEs. GM (Pers) assured to look into the matter.

 

CPC from GM to PGM/CGM: As demanded by our association to fill up SAG/HAG level posts by BSNL executives. It is understood that CPC from GM to PGM/CGM absorbed ITS officers in BSNL has completed to fill up about 10 PGM/CGM posts. The posting order on promotion are expected shortly.

23.05.2014:GS, FS, AGS(HQ), AGS(F) and AFS met on courtesy call with Shri M.A. Khan, ED(NB), Sh M.C.Choube, ED (CN) and Sh. N.K. Mehta, ED(CA&IT) and greeted them on assuming the high offices of ED(NB), ED(CN) and ED(CA&IT) in BSNL C.O respectively. We assured our fullest cooperation. Shri MC Choube and Shri M.A. Khan are BSNL absorbee Officers and Shri N.K. Mehta is MTNL absorbed officer.

23.05.2014:GS, AGS(HQ), AGS (Fin) met Addl GM (Pers) and discussed regarding consideration of left out JTO to SDE(T) promotion cases of 67% quota of ETR (JKHD) and WB Telecom Circles JTOs and CPC from JTO to SDE(T). Addl GM (Pers) mentioned that due to delay in receipt  of APARs of these JTOs, they  could not be considered. Now the court Case in Hon'ble CAT Ernakulam  bench is listed for hearing on 26th May 2014 . In Case the stay order from promotion is vacated,  immediately CPC from JTO(T) to SDE(T) will be conducted to fillup more than 3000 SDEs(T) posts under 67% seniority quota.  ACRs/VCRs screening work is about to be completed. He assured to consider all left out cases also on priority. He expected on vacation of stay order the CPC work will be completed with 10-15 days and promotion orders will be issued immediately.

23.05.2014:GS, AFS met Director (PSU) DOT for the implementation of E-2 and E-3 IDA Pay Scales to JTO and SDE equivalent executives in BSNL. Director (PSU) mentioned that the Draft proposal of E-1A, E-2A and E-9A IDA Pay Scales as proposed by BSNL has been sent to internal finance of DOT for vatting and thereafter it will be sent to DPE for approval.

We met DDG(TPF) Sh. Sahbaz Ali  and  requested for early clearance of the Case. DDG(TPF) assured that the  case will be cleared from his office within 1-2 days and will be send to Member (Fin.) and Secy (T) for clearance thereafter to DPE.

23.05.2014:GS, AFS and Sh Kishan Singh, GS AIRBSNLEWA met Director (Staff) DOT Shri Pracheesh Khanna and discussed regarding reply to DOE on 78.2% pay fixation case of BSNL Pensioners w.e.f. 1.1.2007. Director (Staff) mentioned that the case is pending with DDG(EF) DOT for concurrence since 28.4.2011.

We met DDG(EF) Shri MK Tiwari and requested for early clearance DDG(EF) mentioned that case is pending with Member (Finance) and may be discussed with Member (F) for clearance. However he assured to discuss the matter with Member Fin) for early clearance.

We tried to meet Member(F) DOT on this issue but she remained busy in Telecom Commission meeting till 2.00 PM and she advised us to meet on Monday A/N. We shall try to meet Member (F) on Monday.

22.05.2014:Meeting of the Forum held on 22nd May 2014:A meeting of the Forum of BSNL Unions/Associations was held on 22nd May 2014 at the Local Council Office, NTR, New Delhi. Com. C. Singh, President, presided.

Com. V.A.N. Namboodiri, Convener, Forum, welcomed all the participants and briefed the meeting about the necessity of urgently taking up the issues of BSNL Revival with the new government to be formed. This is most necessary since the government may take quick steps in the same line as the earlier government. We have to identify the most important issues in this connection and prepare a Memorandum.

The meeting discussed the issues in detail. It was decided to prepare a memorandum on the points discussed in the meeting which will be finalized in the meeting of the Forum to be held on 27th May. All efforts should be made to meet the Communications Minister and submit the memorandum at the earliest. From AIBSNLEA side, GS and AGS (HQ) attended the meeting.

The next meeting will be held at 04.00 PM on 27th May 2014 at Local Council Office, NTR (CTO), New Delhi.

22.05.2014:GS, FS met GM (FP) and extended thanks for issuing DGM (Finance) promotion orders and also requested for early issuing of left out cases promotion orders. GM (FP) mentioned that Addl. CVO has assured to provide left out VCRs of eligible CAOs by tomorrow (Friday) and by next week the promotion orders of left out CAOs to DGM (Fin.) Adhoc will be issued, since the CPC has been completed subject to the outcome of the vigilance clearance.

He also assured to expedite CPCs from DGM (Fin.) Adhoc to DGM (Fin.) Regular, CAO (Adhoc) to CAO (Regular) and JAO to AO. Regarding AO CPC, GM (FP) assured to speak personally with all those circles from where the screening reports are not received.

21.05.2014:GS met GM (Pers.) and discussed regarding sending of Management Committee note on modification in soft transfer policy, allowing E-6 IDA pay scale to DGMs promoted from Group "B" level by amending BSNL MSRRs-2009 and modification of BSNLMS RRs of EE (C/E) allowing diploma holders promotion to the post of EE (C/E). GM (Pers) mentioned that MC note on soft tenure transfer policy modification and allowing E-6 IDA pay scale to DGMs promoted from Group "B" level executives are being finalized. The MC note on modification in EE (C/E) RRs have been finalized.

21.05.2014:GS, Adviser (HQ) met Shri V.K. Singh, CVO, BSNL and discussed regarding sending of VCRs to SEA Cell, BSNL CO of 32 CAOs to be promoted as DGM (F) Adhoc. We explained that 135 CAO to DGM (F) Adhoc promotions orders has been issued but about 32 eligible CAOs could not be promoted due to non-receipt of VCRs which are pending in CVO office. We explained that in 2-3 cases some vigilance complaints are pending in BSNL CO (CVO Office) wherein the informations have been asked from circles which may take some time but about 25 clear VCR cases should be send to SEA Cell. (i) Consideration of request transfer for modification/cancellation: We requested for consideration of some request transfer cases of DEs for modification and cancellation on immunity and genuine medical ground. Director (HR) assured to discuss the matter with GM (Pers.) for early solution.

(ii) Restructuring of AD (O/L), JHT/SHT cadres: We expressed our serious concern against non-finalization of committee report on restructuring of JHT/SHT and AD (O/L) cadres by Addl. GM (CP&M) committee for the last 2-years. Director (HR) appreciated out concern and assured an early action in this regard.

(iii Filling up vacant EEs (C/E) posts: We requested for early filling up of the vacant EE (C) {About 130 posts} and EE (E) {About 76 posts} posts. Director (HR) assured an early action in this regard.

(iv) Sincere involvement of employees in the growth of BSNL: Director (HR) mentioned that in the early age as ADET and DET, we used to work in X-Bar exchange's installation and similarly the DEs/SDEs/JTOs/Technicians etc. But, today, that zeal and involvement is less which is more required to turn around BSNL. We appreciated his concern and mentioned that due to turn key projects, the BSNL employee's involvement is reduced. However, a team spirit is required to be created for the betterment of BSNL.

There is a sufficient scope in the circles to increase the membership of AIBSNLEA; therefore, it is requested to put some efforts in increasing the membership.

19.05.2014:GS  FS met GM(FP)  and discussed regarding-

(a) CPC from CAO to DGM(Finanace) on Adhoc basis: GM(FP) mentioned that  the minutes of the CPC has been approved by the competent authority. The proposal of posting on promotion is under consideration, shortly the promotion orders will be issued to fill up about 140 DGM (Fin) posts.

(b) CPC from AO to CAO on Regular basis: GM(FP) further mentioned that proposal of diversion of 25% MT (336 CAO) posts has already been approved by BSNL Management Committee and now pending for the approval of BSNL Board. After the approval of BSNL Board for 25% MT posts diversion to seniority quota, the CAO regular promotion CPC will be initiated immediately.

Regarding CAO Adhoc CPC, GM(FP) mentioned that at present as per SEA cell information all the CAO posts of seniority quota  are filled up and 54  additional posts of MT quota (CAO Posts) under relaxation are also filled up. However, the vacancy position of CAO posts due to retirement has been asked from circles and shortly will be compiled. In case vacancies are found in seniority quota the vacancies will be clubbed in 25% MT quota diverted posts and will be filled up on regular basis. No Adhoc CAO promotion will take place like DE Telecom operation stream.

(c) CPC from JAO to AO: GM(FP) mentioned that screening report of APAR and VCRs of 10 circles have been received in BSNL CO. As soon as the DGM(F) CPC is completed, the circles will be contacted for immediate sending of the APAR screening reports and VCRs to BSNL C .O.

(d) CPC from DGM (Adhoc) to DGM (Regular) Finance: GM(FP) mentioned that as soon as the DGM(Fin) Adhoc CPC is completed the CPC to DGM (Regular) promotion will be expedited.

JTOs irrespective of their membership with any association as per the judgment of Hon'ble Supreme Court of India.  

08.05.2014:Appointment of Executive Directors, NB,CN  and IT BSNL CO- Interviews were conducted on 05/05/2014 to fill up the vacant posts of Executive Directors NB, CN, CA and IT. It is understood that Sh. M.A. Khan CGMT  TN Circle, Sh. M.C. Choubey, CGM NC-NGN Delhi and Sh. N.K. Mehta Sr. G.M. MTNL Delhi  have been selected for the posts of ED (NB), ED (CN) and ED (IT) respectively ED (CA) post remains unfilled. The appointment orders are expected shortly.

08.05.2014:GS met GM (FP) and discussed regarding CPC from CAO to DGM (Fin). GM (FP) mentioned that CPC work from CAO to DGM (Fin) has been completed to fill up about 140 DGM(F) posts. About 29 CAOs VCRs are awaited, 3 CAOs found unfit and 5 CAOs ACRs were un accessed. However, he assured for issuance of promotion order in the next week itself.

CPC from DGM (Adhoc) to DGM (Regular) is in progress and efforts are being made to expedite it.

08.05.2014:GS met Addl. GM(Pers.) and discussed regarding-

(a) BSNL MC note on modification of soft transfer policy, time bound promotion in E-6 grade to the DGMs promoted from Group 'B' cadres etc. Addl. GM (Pers.) mentioned that MC note on all these issues have been prepared and shortly it  will be send to MC  for approval.

(b) Consideration of request transfers of DEs for modification who were  retained upto 31.03.2014 on promotion- Addl. GM(Pers.) mentioned that some immunity/medical ground cases have been examined and being send to competent authority for consideration. He assured an early action in this regard.

(c) CPCs  from JTO(T) to SDE(T), SDE(T) to DE, DE to DGM(Adhoc) and DGM(Adhoc) to DGM(Regular)- Addl. GM(Pers.) mentioned that CPC work for screening of ACRs, collecting of VCRs  is in progress but on vacation of stay order from Hon'ble CAT Ernakulum Bench on 26.05.2014, the CPC will be expedited.

SDE(T) to DE, CPC will be initiated only after the clearance of contempt case from Hon'ble supreme court and Hon'ble High court Chandigarh. 

DE(Adhoc) to DE(Regular) and DGM(Adhoc) promotions-These CPCs will be expedited only after the status quo granted by Hon'ble Apex court on 147 SDEs LDCE quota seniority is cleared. BSNL has already filed IA to allow promotion in DE Regular and DGM Adhoc promotion to all eligible SDEs including 147 SDEs subject to out come of the court case but the case is listed for hearing  in Hon'ble supreme court on 7.7.2014. Since the summer vacation will start w.e.f. 10th May-2014 to 30 th June-2014 in the Hon'ble Apex Court. After the clearance from Hon'ble court the CPCs will be initiated.

08.05.2014:GS met GM(Estt.)  and discussed regarding-

a) Finalization of JTO RR-2014 : GM(Estt.) mentioned that draft proposal of JTO RR-2014 has been approved by BSNL management committee today and it will be sent to next BSNL Board meeting for approval. As soon as the RRs are approved by BSNL Board the regularization of officiating JTOs will be completed and next LICE will be notified immediately. He expected that this exercise will be completed  by the end of June -2014.

b) Five increment benefit to JTOs(SRD) /JAOs batch-2013 and PAs etc.: GM(Estt.) mentioned that shortly the draft proposal in this regard will be prepared to place before BSNL M.C. He assured an early action.

c) Antedating of DNI,3% increment benefit in the old pay scale and 3% on promoted scale, double HRA benefit  to A&N,& Dimapur, CGA policy etc. issues will also now get priority for settlement.

(iii) Amendment in BSNL MSRRs allowing Diploma holders to the promotion of Executive Engr. (Civil/Electrical) wings at par with other discipline of executives.  

(iv) CPCs to fill up the vacant PGM/GM/DGM (Engg.)/DGM(Fin), DE/CAO,SDE(T)/ AO equivalent posts in BSNL on Adhoc/ Regular basis.      

(v) Inordinate Delay in holding the 33% LDCE for the promotion of SDE (T).-      

(vi) Restructuring, Revision of pay scale of AD (OL) and Hindi Translators.-

07.05.2014:GS, AGS (HQ) and AFS met PGM (EW) and discussed:

(a) Posting Order on Promotion from JTO (E) to SDE (E) through LDCE: We requested for early issuance of  posting order on promotion from JTO (E) to SDE (E) through LDCE. PGM (EW) mentioned that posting orders are under process but one JTO (E) VCR from MH Circle is awaited. However, CE (E) MH Circle has assured for sending of VCR within 2-3 days from MH Circle office. PGM (EW) assured that in case VCR is received tomorrow; the promotion order will be issued immediately.   

(b)  Consideration of request/transfer of SDEs(Electrical):  PGM (EW) assured that the cases wherein no senior is being disturbed while posting, junior will be considered shortly.

07.05.2014: GS, AGS (HQ) and CS (UP-East) Circle met Director (HR) and discussed:

(a)  Settlement of long Pending HR Issues already discussed in the meeting held on 27th March 2014: We requested for early settlement of the long Pending HR issues already discussed in the meeting with Director (HR) on 27-03-2014 and the record of discussions of the meeting was issued on 23rd April 2014. Director (HR) mentioned that all the issues may now be persuaded with the concern units. However, he further discussed in brief the present status of the issues point wise as recorded in the minutes and after detail discussions, he assured to discuss the issues with the concern officers for early settlement.

(b)  Consideration of request transfers on immunity and medical grounds of SDEs/DEs:  We expressed our serious concern against non-consideration of immunity ground transfer cases of officer bearers and genuine medical grounds by the Pers. Cell of Corporate office. Director (HR) assured to look into the matter.

06.05.2014:  GS and CS(UP-East) met CGM "NTR" New Delhi and discussed regarding consideration of request transfers of DEs and looking after arrangement in the DE Cadre from SDEs(T). CGM "NTR " assured to look into the matter.

06.05.2014:GS and GS AIRBSNLEWA met Jt. Secy(T) Sh. V. Uma Shankar and discussed

(a) The Implementation of 78.2 % IDA pay fixation case of BSNL pensioners:. JST mentioned that case is being dealt by Pension Cell  and earlier case of the serving employees in June -13 was dealt by their section . Earlier also some difference of opinion was there but finally was resolved  with the intervention of Secy (T). However, he assured to discuss the matter with AS(T) and Secy (T) for early  solution.

(b) Implementation of E-2,E-3 IDA pay scales for JTO /SDE equivalent executives.- JST mentioned that the case for clarification on E-1A, E2A and E9A IDA pay Scale sent by BSNL is being sent to DPE shortly. We further requested for E2 & E3 pay scale implementation only.

(c) Posting of CMD, Director( HR) and Director (Finance) of BSNL -JST mentioned that  one month extension up to 31st May 2014 is approved for Sh. R.K. Upadhyay , the Present CMD and orders has been issued today. Regarding appointment of Dir(HR) and Dir(Fin.), matter is under consideration.

06.05.2014:GS and GS AIRBSNLEWA met Addl. Secretary  (Telecom) Smt. Rita Teaotia and requested for implementation of 78.2% IDA pay fixation to BSNL Pensioners. AST mentioned that the matter is being dealt by Pension cell of DOT, hence pension cell with the comments  of internal finance of DOT will send the reply to DOE. We requested her to discuss the matter with Secretary (Telecom) for arranging a meeting of Member (Service) and member (Finance) to resolve the issue. She assured to discuss the matter with Secretary( Telecom)

We also requested for early filling -up of the vacant Director (HR) and Director (Finance) Posts of BSNL Board. AS(T) told that matter is consideration and after the formation of new Govt. the selection process will start . Regarding CMD Posting also she mentioned that shortly order will be issued.

06.05.2014: GS and GS AIRBSNLEWA met Member (Finance) DOT Smt. Annie Morases for the Clearance of 78.2% IDA pay fixation case reply to DOE from DOT, since the case is pending in internal finance of DOT for clearance . Members (Finance) assured an early action in the regard.

06.05.2014:   GS and GS AIRBSNLEWA Shri Kishan Singh met Secretary (Telecom) DOT and requested for his kind intervention for implementation of 78.2% IDA pay fixation of BSNL Pensioners. We expressed our concern that reply to DOE from DOT is pending for the last two months. Secretary (Telecom) assured to look into the matter.

05.05.2014:   GS,CS(UP-East) met Addl.GM (Pers) and discussed

 a.  Medical ground  and Office bearers transfer cases : GS, CS(UP-East) requested  to process some Office bearers and medical ground transfer cases of SDEs/DEs for cancellation, modification and retention. Addl. GM (Pers) mentioned that  all the pending cases have been examined and shortly necessary action will be taken.

b. CPC  work of  DE to DGM (adhoc) and DGM(Regular):- Addl. GM(Pers) mentioned that CPC from DGM(Adhoc) to DGM(Regular) is in progress but some circles i.e. AP Telecom Circle, NTR circle etc are yet to send the ACRs.  Regarding DE to DGM promotions one IA has been filed by BSNL in the Hon'ble  Supreme Court to allow BSNL for issuing  DGM promotion order. Some respondents has already filled  IA in Hon'ble  Supreme Court for allowing promotion to those DEs whose seniority is not disputed. The hearing is expected in this week itself . In case the status quo is cleared than CPC from DE to DGM Adhoc may  take place to fill up about 480 DGM posts.

05.05.2014:    GS,CS(UP-East) met GM (SR) and discussed

a. Study leave for mandatory training:  GS discussed regarding the allowing of One or Two weeks study leave for mandatory training as assured by Director (HR) in the formal meeting held on 27.03.2014. GM (SR) mentioned that matter is being examined and decision in this regard will be taken shortly

b. Finalization of JTO LICE syllabus and objective type paper pattern.:- GM(SR), Chairman of Committee  mentioned that matter is under Consideration and shortly the JTO LICE exam pattern will be finalized

05.05.2014:   GS,FS met GM(FP) and discussed:-

a. CPC  from CAO to DGM (fin) Adhoc  : GM(FP) confirmed that CPC  work of  CAO to DGM (fin) Adhoc  has started today and will be completed within 2-3 days .About 175 CAO's    ACRs/VCRs are being scrutinize by CPC members . He assured for promotion orders before 15 may 2014.

 b. CPC from AO to CAO : GM(FP) mentioned that 25% MT posts (CAO Posts)  diversion to seniority quota cleared by BSNL Management Committee is expected  to be approved in the next  BSNL Board meeting which is scheduled to be held in June -2014

c. CPC from JAO to AO:- GM(FP) mentioned that screening reports from 5-6 circles have been received in SEA cell but majority circles are yet to  send the screening reports .He also mentioned that reminder to all the circles has been sent and as soon as the screening reports are received CPC work  in BSNL CO will start.

d. Allowing option to JAOs Joined after 7-5-2010: GM(FP) mentioned that one member of  committee is not convinced for changing the cut off dated of NEPP  07.05.2010 in view of implication in other cadres. However, he assured to discuss the matter with Higher Authorities.

AIBSNLEA Celebrated FOUNDATION DAY on 1st May

AIBSNLEA celebrated 1st May,2014 as its foundation day by holding special General  Body Meetings, seminars on viability of BSNL etc throughout the country. AIBSNLEA was formally launched on 1st May 2004 by merging 10 DoT recognized  Group "B" officers associations after the formation of the BSNL as per DPE guidelines. The historical National Convention of the AIBSNLEA was held on 16th & 17th March 2004 after the permanent absorption in BSNL, it was the time for all to sit together, think together and decide together the future course of action for common interest of the executives of BSNL and also for well being of BSNL itself. The banner of Central Coordination Committee of DoT Officers Associations - a trusted and tested umbrella organization of the executives of BSNL. Ten Associations viz Telecommunication Engineering Services Association (India), All India P&T Accounts & Finance Service Officers Association, All India Junior Telecom Officers' Association,  All India P&T Civil Engineers' Association (Group B), P&T Electrical Engineers' (Group B) Association, All India Junior Engineers' Association, All India P&T Architectural Wing Association, All India Telecom Stenographers' Association, Akhil Bharatiya Door Sanchar Rajbhasa Association and Bharat Sanchar Nigam Ltd Executives' Association (CTD) participated in the convention.

 

After formation of AIBSNLEA, it could successfully resolved-

(i)   Retrospective absorption in BSNLw.e.f.1.10.2000 as against the BSNL Management's proposal for prospective absorption.

(ii)     Payment of arrears of pay w.e.f.1.10.2000 after absorption in BSNL to those working in and drawing salary from other organizations like DoT, TEC, MTNL, Deptt. of Posts etc.

(iii)    Allowing the officers retired after 1.10.2000 to exercise option for absorption in BSNL.

(iv)    Vastly improved IDA pay scales for the BSNL executives over the initial offer.

(v)     Protection of point to point pay  fixation formula.

(vi)    Time bound non post based promotion policy up to SG JAG level in BSNL.

(vii)   Payment of Rs 2000 w.e.f. 1.10.2000 to all the Group "B" officers desirous to get absorbed in BSNL.

(viii)  Implementation of the revised CDA pay scales for JAOs and AAOs w.e.f. 1.1.1996 and payment of arrears there of.

(ix)    Approval of the Rs 11875/- IDA pay scale for the AAOs.

(x)     Implementation of the IDA pay scales for the BSNL recruits/promotees.

(xi)    Restructuring of the stenographers cadres and upgradation of their pay scales.

(xii)   Completion of the absorption process in BSNL.

 

Further, AIBSNLEA efforts continued for the betterment of executives and BSNL i.e.

a.        All the upgraded IDA pay scales implemented in (Civil/Elect/Architect, Telecom Factory, CSS, Stenographers etc) w.e.f. 1.10.2000.

b.        Approval of IDA scale 11875/- for the AAOs,

c.        Implementation of executive promotion policy w.e.f.1.10.2000 and notified on 18.01.2007.

d.        Grant of perks to executives w.e.f. 1.1.2005.

e.        Mobile Telephone connection with STD facility and handset to all the executives.

f.         Implementation of transparent transfer policy in BSNL.

g.        Implementation of BSNL MSRRs - 2009.

h.       Modifications in MTRR-2009 by allowing existing executives having B. Sc / B. Tech qualification   and increased age up to 50 years at first occasion.

i.         Implementation of 2nd PRC recommendation with 30% IDA pay fixation with 1.1.2007.

j.         Implementation of 78.2% IDA pay fixation w.e.f.1.1.2007 notionally and actual fixation w.e.f. 13.06.2013

k.        Filling up of the vacant Group "B", STS, JAG, SAG, HAG level posts of all disciplines in a regular manner by holding CPCs.

l.         Sanction of Man month plans

m.       Creation of 6 DGM posts of CSS in BSNL C.O.

n.        Regularization of Adhoc STS level executives.

o.        Removal of pay anomaly of JTO-2005 Batch in revised IDA pay scales to bring at par with same batch JTOs in pre revised IDA pay scales etc.

 

The key issues being persuaded by AIBSNLEA are as under-

1.        CPSU cadre hierarchy in terms of non post based time bound functional promotions up to the level of SG JAG and post based promotion from SAG and above level posts.

2.         Implementation of E-2,E-3 IDA pay scales to JTO/SDE equivalent executives.

3.         Streamlining of EPF account of BSNL recruited employees.

4.         30% Superannuation benefit to BSNL recruited employees as per DPE guide lines.

5.         Regularization of officiating JTOs and removal of FR-35 Pay fixation.

6.         Creation of PPS posts in field units

7.         Notional pay fixation to all upgraded IDA pay scales of JTO/SDE (C/E/Arch/TF) engineering wings and PAs/PSs

8.         Modification in BSNL MSRR of EE (C/E) to provide parity with DE/CAO RRS.

9.         Stepping of pay of senior's w.r.t. their juniors under EPP.

10.       78.2% IDA pay fixation on benefit to BSNL pensioners retired after 13.6.2013 etc.

11.       First up gradation after 4 years in all the cases under EPP.

12.       Holding of 33% LDCE for promotion to SDE (Telecom).

13.       Antedating of pay.

14.       3% increment in Basic pay and 3% increment benefit in the higher scale on promotion under EPP

15.       Allowing exercising option to departmental JAOs on their promotion who got promoted after 07.05.2010.

16.       Early settlement of the long pending disciplinary cases.

17.       Modification in Executive Transfer Policy for soft tenure stations.

18.       E-6 IDA pay scale to DGMs promoted from Group "B" cadre.

19.       Improvement in the revised Policy for GSM RSRTC and Broadband to Executives etc.

 

The 4th AIC of AIBSNLEA held at NASIK  in Nov -2013 decided in case these issues are not settled in a couple of months time, AIBSNLEA shall launch organizational programs. AIBSNLEA will continue to fight against the wrong policies of the Govt./DoT/BSNL management which adversely affect the viability of BSNL. The AIC also decided unanimously that recruitment has to be only at the JTO/JAO/equivalent levels and the recruitment rules framed for the cadres other than these basic cadres must be scrapped by BSNL. The promotion policy should ensure time bound promotion after every four years with no dependence on post or vacancy as in other PSUs.

01.05.2014:  GS, FS met GM (FP) and discussed regarding-

(i) CPC from CAO to DGM (Fin) Adhoc: We requested to expedite CPC from CAO to DGM (Fin) Adhoc. GM (FP) mentioned that now CPC meeting has been fixed on 05.05.2014 instead of 30.04.2014 since one CPC member was again on leave. He assured that efforts are being made to issue promotion orders of about 170 DGM (Fin) before 15.05.2014.

(ii) CPC from DGM (Adhoc) to DGM (Fin) Regular: GM (FP) further assured that as soon as the CPC from CAO to DGM (Adhoc) is completed the CPC from DGM (Adhoc) to DGM (Regular) will be expedited.

(iii) CPC from AO to CAO: GM (FP) mentioned that the 25% MT Posts (CAO) are diverted as per BSNL Board decision. CPC will now be initiated.

(iv)  CPC from JAO to AO: GM (FP) mentioned that some circles have sent screening report to Corporate Office but majority circles are yet to sent the screening report. He assured that as soon as the screening reports and VCRs are received from all the circles the CPC from JAO to AO will be expedited to fill-up about 1800 AO Posts.

(v) Allowing option to JAOs joined after 07.05.2010: GM (FP) mentioned that the committee meeting took place on 28.04.2014 but unanimity could not reach for allowing option after 07.05.2010 except one month. We requested to discuss the matter at higher level to resolve the issue.

30.04.2014: Report of the CEC of Delhi Circle held on 25.04.2014: GS attended and address the CEC meeting of AIBSNLEA Delhi circle in Kidwai Bhawan, New Delhi on 25.04.2014. Com GS in his address appreciated the support of Delhi Circle to the CHQ in organizing the Organizational activities at Delhi successfully. Also apprised in detail the status of HR issues i.e. CPCs from JTO to SDE, SDE to DE, DE to DGM, DGM (Adhoc) to DGM (Regular), SDE (C/E) to EE (C/E), EE (C/E) to SE (C/E), DGM to GM and GM to CGMs/PGMs etc. E-2, E-3 IDA Pay Scale to JTO, SDE equivalent cadres, CPSU cadre hierarchy, 30% superannuation benefit to the BSNL recruited employees, regularization of officiating JTOs, Restructuring of AD (OL) cadre, creation of PPS posts, antedating of DNI, court cases on seniors drawing less pay than juniors etc. He also discussed the issues related to viability of BSNL etc. He appealed to devote more and more to provide quality service to the customers to retain and for the growth of the members.

Com Satish Kumar, Circle Secretary in his welcome address appreciated the support given by the CHQ to the circle in resolving the critical issues and in day to day work. He also discussed the local issues and All India issues for early settlement. He assured fullest support to CHQ and to make Delhi Circle No. 1 majority executive association. CEC decided to hold 4th Circle Conference on 28th May 2014.

29.04.2014: GS, AGS (HQ) met GM (Pers), BSNL CO and discussed regarding:

(a) Cancellation, retention/modification of some DGMs/DEs/SDEs (T) transfer orders on immunity/medical grounds and lady officers: GM (Pers) mentioned that all the pending cases have been examined and some justified cases on immunity/medical grounds will be settled shortly. Similarly, the lady executives' cases may be considered for modifications to the nearby circles but not in the same circle since some lady executives have already joined other circles on transfer and promotions.

(b) We requested to give assurance to the executives who are transferred and posted to other circles that on completion of tenure in other circles they will be transferred back to their choice circles. GM (Pers) appreciated our concern and assured to issue some assurance in writing shortly.

(c)  Modification in soft tenure policy, E-6 IDA pay scales to DGMs promoted from Group "B": GM (Pers) mentioned that BSNL Management Committee note have been prepared on both the issues and will be sent to the MC for approval shortly.

29.04.2014: GS met GM (Estt), BSNL CO and discussed regarding:

(a) Finalization of JTO RR-2014: We requested for early finalization of JTO RR-2014. GM (Estt) mentioned that JTO RR-2014 Management Committee Note is being sent to BSNL Management Committee for clearance today and expected for discussion in the next MC Meeting. Therefore, it will be submitted to BSNL Board meeting for approval. He assured an early action in this regard.

(b) Committee meeting on JAO-2010 batch Pay option case: GM (Estt) confirmed that yesterday committee met and discussed the matter but as per existing rules the cut of date of NEPP i.e. 07.05.2010 can not be changed. Hence, no break through could take place. We further requested to consider JTO-2010 batch Pay fixation case in separate manner but he continued to plead that it will cause repercussions to other cadres. However, we will further discuss the matter with other committee members and higher authorities.

(c) 5-Increments benefits to JTOS (SRD), JAO-2013 batch and PAs/PSs: We requested for giving of 5 increments  benefit to the JTOs (SRD) batch, JAO-2013 batch and PAs/PSs to bring parity  in the pay-scale with previous years recruited JTOs/JAOs and PAs/PSs. GM (Estt) assured to submit a MC note on this issue at the earliest.

28.04.2014: GS, AGS (F), AFS met  Sh. S.C. Misra Member (Services) DoT and discussed regarding:-

(a) 78.2% IDA pay fixation to BSNL Pensioners: We requested for sending of an early reply  to DoE on 78.2% IDA pay fixation of BSNL pensioners, Since the reply is pending with DoT for the last one month. Member (S) mentioned that draft reply is pending in the internal finance of DoT for clearance. However he expressed his concern against the Presidential Order issued by DoT for serving BSNL employees on 12.06.2013.He opined that P.O. needs amendment for areares payment of pay on 78.2% fixation which can easily settle the issue and this exercise to prepare a proposal for modification should be done by BSNL and thereafter by DoT. However, he assured that as soon as the clearance from DoT internal finance is given the reply will be sent to DoE.

28.04.2014: GS, AGS (F), AFS met Member (F) DoT Ms Annie Moraes and discussed regarding

(a)  Early clearance of Draft reply to DoE on 78.2% IDA pay fixation for BSNL pensioners: Member (F) appreciated our concern and mentioned that draft reply is being examined whether the matter actually needs cabinet approval. However, she assured an early decision on this issue.

(b) Member (F) expressed serious concern on BSNL viability i.e. continuous losses are being incurred by BSNL. She mentioned that BSNL pensioners should also contribute for increasing its brand products sell in the market.

She further mentioned that BSNL is not coming out from losses, and even NOFN project to create 100 Mbt network of cable in the country is not being speeded up by BSNL. So, far progress made in this project is not satisfactory. The NOFN network will ultimately be maintained and utilized by BSNL and will earn a lot of revenue. We pleaded that BSNL is incurring losses and without getting 16.5% expenditure cost and 10% service charge it is difficult to divert the existing mtce. staff to this project exclusively. Member (F) mentioned that 26.5% profit or expenditure cost will not be accepted by the Govt. BSNL should complete the project treating its own project on no profit & loss basis. Since this network will finally be utilized by BSNL to provide connectivity to panchayat HQs with the existing BSNLs cable network through which huge revenue will be earned. We further pleaded that DoT should pay 26.5% expenditure /supervision charges to BSNL to expedite the NOFN project.

(c) Pension Contribution on actual IDA basic pay: Member (F) assured to further take up the matter at the appropriate level.

(d)  Refund of BWA spectrum charges and waive off notional loan of Rs 7500 Crs from BSNL and its interest: Member (F) mentioned that as per the BSNLs proposal the BWA spectrum charges to be refunded by DoT will be adjusted against the payment of Taxes, license fee and USO charges etc from BSNL. Regarding  waiving off Notional loan Rs 7500 Crs and its current interest amount Rs 1000 Crs have been waived off and the necessary order has already been issued.

(e) Payment of Rural deficit charges to BSNL against the year 2012-13,2013-14 as recommended by TRAI : Member (F) mentioned that the proper demand note justifying BSNLs Telecom services in the rural areas have not been given by BSNL. She mentioned that BSNLs market share is only 10% which should be minimum25% being state owned company. She was non committal on rural deficit charges to BSNL.

28.04.2014: Meeting with Jt Secy (T) DoT Sh. V.Umashankar : GS ,AGS (F), AFS met JST and requested for E-2,E-3  IDA pay scales to JTO /SDE equivalent executives. JST mentioned that E-1A, E-2A and E-9A IDA pay scale proposal has been cleared by the internal finance of DoT and shortly it will be send to DPE for clarification on the substitute IDA pay scales of E-1A,E-2A and E-9A to JTO/SDE and CGMs/ED/Directors IDA pay scales in BSNL

28.04.2014: Circle Executive Committee meet of AIBSNLEA Kerala Circle held at RTTC, TRIVANDRUM on 25th April 2014: C.E.C. of AIBSNLEA Kerala Circle was held on 25th April 2014 RTTC Auditorium Trivandrum. There was participation from all branches of Kerala Circle. The meeting commenced sharply at 10.30 AM with Com.M.Shyam Kumar, Circle President in the chair.  Com.K.N.Baby Rani,  CHQ Vice-President, Com.T.K.Mangalanandan, Circle Secretary, Com. Alias Chacko ,Circle Org Secretary  were  present on the dais.

 

Meeting started with a silent prayer followed by self introduction. Com.Satheendran Nair, Branch President Trivandrum SSA, delivered the welcome speech in which all the participants from various part of the circle were warmly welcomed to the 5th CEC meeting of the present circle body scheduled at RTTC Trivandrum. He also, expressed whole hearted gratitude to Circle Body for giving the chance to Trivandrum branch to host the meeting which is having a lot of importance at this juncture of time.

 

Circle Secretary gave a detailed report on the activities undertaken and achievements made since the last CEC held on 5th September 2013 at Hotel Alakapuri, Calicut.

 

Due to the persistent and untiring efforts taken by Com. Prahlad Rai, our beloved General Secretary, the regularization of the Officiating JTOs has become a reality and it is now only a matter of time to get it implemented after completing the required formalities. New JTO (RR)-2014 was formed only for tackling the issue of officiating JTOs and in the next Management Committee itself the same will be approved. CS conveyed that our GS is pursuing this case vigorously in the corporate office.  The CEC of Kerala Circle applauded the sincere efforts being made by the GS, AIBSNLEA and his team for settling this issue.

 

He also reminded to be more aggressive and vigorous in the coming days for the augmentation of membership to make our association stand ahead always. The circle association is watching the progress of long pending cadre issues pertaining to AD(OL), PA/PS, Civil/Elect wing etc now handled by the CHQ. We have already furnished our versions and views to the CHQ and pressing for a very early settlement. Regarding the new promotion policy as per CPSU cadre hierarchy, we have intimated our opinion / suggestions to the GS. We are totally against the withdrawal of time-bound promotion as proposed in the draft policy.

 

Thereafter, the reporting of Branch Secretaries/ circle office-bearers started and all the Secretaries were able to present very detailed reports on their activities since the last CEC. 

 

Com.K.N.Baby Rani, CHQ Vice-President made a reporting on the current activities being undertaken at CHQ for resolving the issue of the regularization of (Offtg) JTOs and earnestly expected a favorable culmination to that burning issue very soon. She also expressed anxiety on the violation of HR guidelines by SSA heads. Branches are to be more vigilant.

 

OPEN SESSION

The CEC was temporarily adjourned for starting the open session at 4.00 PM as scheduled already. The open session started at 4.15 PM. Before that the seminar hall was filled with invited members from various areas. Shri. M.S.S.Rao, Chief General Manager Telecom, BSNL, Kerala Circle was the guest of honor in the open session. Shri. Vekitaraman, G.M(HR) BSNL, Kerala Circle was also present. Circle President presided the session. Circle Secretary and CHQ Vice-President were also on the dais. Com.I.Minimole, Secretary of the Host branch welcomed the distinguished guests and the august gathering. Com. M.Shyamkumar, Circle President, in his presidential address cherished the great efforts of Sri. M.S.S.Rao (CGMT) in the role of  team leader of the telecom circle to regain the past glory of Kerala Telecom. This was followed by the Key Note address of the Circle Secretary.

The key note presented by the Circle Secretary covered all salient points pertaining to viability and profitability of the PSU.  Discriminatory attitude of Government, Blocking the development of BSNL, Kerala scenario of Harassment from Governments/ Government agencies, Poor Marketing strategy,  Unchanging bureaucracy, Immediate need for ?Caring the  Customer Care?,    Lesser  reach of BSNL products in retail market of Kerala, realizing the Strength of Employees, need for a total revamp of the ruined HR polices etc were the topics discussed in the key note of  Circle Secretary. This was followed by felicitation by Shri. Venkittaraman, GM (HR), who emphasized that the main goal of the company should be the satisfaction of its customers.   Com.K.N.BabyRani, CHQ Vice-President,  also addressed the meeting. After a short speech of felicitations she made a formal plea to the guest of honor, (Shri.M.S.S.Rao, CGMT) to address the gathering. Shri.M.S.S.Rao, CGMT, delivered a very informative and appealing speech on various factors related to the financial viability of the PSU. ?Mission-500?- a project declared by the CGMT Kerala for the revamp of CSCs this year ? was explained to the audience. Posting of one SDE exclusive for each Cat-I & II CSCs, will be considered with a view to improve the quality of customer care to the utmost satisfaction of the customers. Reorganization of HR and motivation of staff found good results in terms of productivity. He assured that all the apprehensions mentioned in the key note will be taken care of.

After concluding the speech by the Guest of Honor, he encouraged the audience to have an interaction session on general issues. Several members made use of this opportunity and interacted with CGMT on various burning issues faced by them in field units.

CMD and Dir (HR) present in the meeting mentioned that already concern CGMTs have been directed to relieve the concern officers to take over as CGMs CTD WB and ETP Circles. He further mentioned that management is more concern on this issue.
25.04.2014: GS met Director (CFA) and discussed regarding procurement of material in field units. Director (CFA) mentioned that already APO for NGN equipment has been placed. Similarly  23 lakhs telephone instruments and Cable procurement APOs have been placed. But being 100% Govt. PSU there is always delay in tendering process all the precautions and cautious decision are being taken while finalizing the tenders.

25.04.2014:GS, OS (West) met Director (CM) BSNL on 24.04.2014 and expressed our serious concern against creation of tower Subsidiary on Joint venture . Director (CM) mentioned that he knows the BSNL Unions/Associations stand on this issue  and assured no arbitrary decision in this regard will be taken. He also appraised that this FY 2013-14 the CM segment has increased Rs 1000 Cr with 6% growth and efforts are being made to increase it further.

(b) Cancellation/Modification and retention of transfer & posting orders of SDEs/DEs on medical/immunity grounds: We requested Director (HR) for his kind intervention for the consideration of genuine medical/immunity ground cases for cancellation, modification and retention. Director (HR) assured to look into the matter.

(c) Regular CGMs in CTD, WB and ETP Circles: We requested for early joining of CGMs in CTD, WB and ETP Circles in the interest of these circles and BSNL. Director (HR) mentioned that CGMs have already been posted in these circles and shortly all these officers will be relieved to join their new posting circles.

(d) Filling-up of the EE (C/E) vacant posts: We requested for early filling-up of the vacant EE (C/E) posts i.e. more than 125 EE (C) and about 76 EE (Elect) posts are lying vacant for the last one year. Director (HR), while appreciating our concern mentioned that whether these much of the EEs (C/E) posts are needed in BSNL to be filled-up since the work volume has been reduced. We pleaded that posts are available and eligible, SDE (C/E) are available, hence their legitimate promotions should not be hampered in view of the less work and it is applicable in all the disciplines. 23.04.2014:GS, AGS (HQ), OS (West) and CS UP (West) Circle met GM (Estt) and discussed regarding reversion of some SDEs (T) / JTO (T) to non-executive cadre as TTA/Sr. TOA in Assam and UP (West) Circles due to court directions. GM (Estt) mentioned that BSNL fought the court case up to Hon'ble Supreme Court but could not succeed in stopping the reversion. However, some court cases are still pending in UP (West) circle which are being dealt by the respective circle. However, he assured to further examine the case on the feed back provided by us.

23.04.2014:GS, AGS (HQ), OS (West) and CS UP (West) Circle met GM (FP) and discussed regarding CPC from CAO DGM (Adhoc). GM (FP) further mentioned that CPC from CAO to DGM (F) is fixed ?up on 30.04.2014 and promotion orders are expected in the first week of May-2014 only.

We also apprised him regarding pick & choose transfer and postings of Accounts Personnel in UP (West) Circle and requested for kind intervention. He assured to look into the matter.

23.04.2014:GS, AGS (HQ), OS (West) and CS UP (West) Circle met GM (Pers) and discussed regarding-

(a) CPCs from JTO to SDE (T), SDE (T) to DE, DE to DGM (Adhoc) and DGM (Adhoc) to DGM (Regular):  GM (Pers.) mentioned that Pers. cell is continuously trying to complete the above CPCs but due to pending court cases and stay orders these CPCs could not be completed. However, efforts are being made to get the clearance from the Hon'ble courts.

Status of the CPCs

JTO (T) to SDE (T), the CPC is in process but it will be completed after Hon'ble CAT Ernakulam stay order is vacated. The case is posted for final hearing on 26th May, 2014. Association has already been impleaded in the case.

The Court case in the Hon'ble Supreme Court against quashing of the TES Gr. "B" seniority lists number 6 and 7 could not be heard in the Hon'ble Supreme Court on 22.04.2014 and now posted in July 2014. Pers Cell will file an IA for early hearing. The CPC from SDE (T) to DE is held up due to pending contempt case in the Hon'ble High Court Chandigarh.

The Court case on 147 SDE (LDCE) quota is posted for hearing on 07.07.2014 in the Hon'ble Supreme Court. BSNL is filing IA for clarification on promotion. The IA has already been filed by the respondents and expected to be heard in 1st week of May-2014. AIBSNLEA is pursuing for getting an early clarification from the Hon'ble Court. The CPCs from DE (Adhoc) to DE (Regular) and DE to DGM (Adhoc) are also held up due to this pending Court Case.

(b) Consideration of request transfer cases of SDEs /DEs:  We requested for consideration of request transfer cases of SDEs / DEs on medical / immunity grounds. GM (Pers.) mentioned that some genuine medical ground cases confirmed by the Circle Administration are being examined and will be considered shortly. He also mentioned that retention on transfer orders is being considered to provide a temporary relief but it can't become a regular practice.

22.04.2014:GS, FS met GM (FP) and discussed regarding:-

(a) CPC from CAO to DGM (Finance) Adhoc: We requested to expedite CPC from CAO to DGM (Finance) Adhoc. GM (FP) mentioned that Chairman, Committee Shri S.K. Seth, PGM (EB) gave CPC date in the last week itself but CLO was on leave and now Shri Seth is on leave in this week, hence he has fixed-up the CPC date on 30.04.2014. We requested to pre-pone the CPC dated in the next week on 28.04.2014 so that some CAOs retiring on 30.04.2014 may be promoted as DGM (Finance). GM (FP) assured to discuss the matter with Chairman CPC.

(b) CPC from JAO to AO: We expressed our concern against delay in completing screening reports from Circles and sending to BSNL CO. We further requested for sending a reminder to all the circles for early sending the screening committee reports and VCRs to SEA Cell. GM (FP) appreciated our concern and assured for sending a reminder.

(c) CPC from AO to CAO: GM (FP) mentioned that BSNL Board Memo for diversion of 25% MT quota CAOs Posts to seniority quota has been sent to Company Secretary for Board approval. After the BSNL Board approval the CPC will be initiated.

(d) Allowing option to JAOs appointed after 07.05.2010: GM (FP) mentioned that committee meeting has been fixed-up on 28.04.2014 to discuss the matter. He assured that the feed back given by the Association will be looked into.   

22.04.2014:GS, FS and AGS (F) met GM (Estt) and discussed regarding:-

(a) Framing of JTO-RRs 2014.: We requested for early finalization of JTO RR-2014. GM (Estt) mentioned that committee has already submitted its report on JTO RR-2014 and MC Note has been prepared which will shortly be placed in the MC meeting and thereafter to the BSNL Board for approval.

He mentioned that the seniority of the Officiating JTOs (being regularized) after new RRs will be determined on the basis of their marks obtained in the training centres. The eligibility service to appear in the LDCE from TTA to JTO is now reduced to 5 years service instead of 7 years service. TTAs having Mechanical degree/diploma will also be eligible to become JTO. JTO cadre will remain the Circle Cadre only. He assured an early action on regularization of Officiating JTOs.

(b) Allowing option to the JAOs appointed after 07.05.2010: We requested for early holding of committee meeting to discuss the issue of allowing JAOs to exercise option who are appointed after 07.05.2010. GM (Estt) mentioned that committee meeting has been fixed on 28.04.2014 to discuss the mater. We further pleaded that options may be allowed notionally from the date of officiating promotion of the same batch JAOs before 07.05.2010. GM (Estt) assured to look into the matter.

(c) Committee on Compensate Grounds Appointments (CGA): GM (Estt) mentioned that committee on Compensate Ground Appointments (CGA) Policy is yet to submit its recommendations. He assured an early action in this regard.

21.04.2014:GS, FS, AGS(HQ) and AFS attended awareness session on creation of BSNL tower subsidiary incorporating joint venture:- GM (Infra), BSNL CO along with the consultant KPMG gave presentation on tower business of BSNL. He explained in detail that at present about 2900 BSNL towers could be leased out to other Telecom Service Providers due to less focus on this issue. To provide more focus in this segment wherein approx. 62000 BSNL towers can be shared and may get approx. Rs. 35000/- per month each operator and thus may be earn a huge revenue in the tone of hundreds of the Crores in the next 3-4 years itself. 

He further mentioned about the recommendations of the Consultant and approval of BSNL board which is as under- 

Phase 1: Formation of a Strategic Business Unit (SBU) including outsourcing of Operations & Maintenance and Sales & Marketing. 

Phase 2:  Creation of subsidiary and induction of a Joint Venture (JV) partner.

To begin with the action plan to implement the first phase of advise, a Project Management Office (PMO) has been proposed to be established for which services of professionally qualified external consultant are proposed to be taken. The timeline for the phase 1 and phase 2 is expected to be 12-18 months and the proposal has been forwarded to DoT for the approval.

We strongly opposed against induction of strategic Joint Venture (JV) partner who will come to earn more and more revenue from BSNL infrastructure and finally may take over the tower subsidiary company by increasing its share. It will dilute the strength of BSNL and allow fragmentation of BSNL. We pleaded that BSNL tower should be monetized by creating its own infra units at all circles/ SSA level i.e. the Strategic Business Unit (SBU) as recommended by the consultant as the Phase-1 to maintain the site perfectly and earn revenue by leasing out and creating new sites. We strongly opposed the implementation of the Phase-2 of the recommendations.

All the Unions and Associations representatives present in the meeting also opposed the Govt. decision for creation of BSNL tower subsidiary by induction of strategic partner. GM (SR) assured to communicate our feelings to the BSNL Management. <<<Click here for the presentation "Project unnati">>>

21.04.2014: GS met Addl. GM (Pers.) and requested for-

(a)  The early action on the pending issues i.e. CPCs from JTO to SDE (T) , SDE (T) to DE(Adhoc), DE(Adhoc) to DE (Regular), DE(Adhoc) to DGM(Adhoc), DGM(Adhoc) to DGM (Regular) etc. Addl. GM (Pers) assured that CPCs work is in process and as soon as the clearance from Hon'ble courts is given, the CPCs will be completed. However, CPC from DGM (Adhoc) to DGM(Regular) will be expedited.

(b) Regarding processing of Management Committee Notes on modification in soft tenure transfer policy, up-gradation in E-6 IDA pay scale to the DGM promoted from group B grade, it was told that these are being sent to BSNL Management Committee shortly for clearance. A letter to AICTE for verification of validity of distance education has been sent and reply is awaited. Modification in EE(C/E) RRs is still under consideration. He assured an early action on these issues.

(c) Consideration of request transfers of DEs/SDEs on immunity/ medical ground:  Addl. GM (Pers) mentioned that all pending cases are being examined and decision in this regard will be taken early.

21.04.2014: GS met GM (SR) and discussed regarding:-

(a) Minutes of the meeting held with Director (HR) on 27.03.2014: GM (SR) mentioned that record of discussion has been prepared and submitted to Director (HR) for approval and due to continuous  forthcoming holidays during last two - three weeks and presently Director (HR) is on tour, the approval is delayed. However, he assured that within this week after receiving the approval minutes will be released immediately.

(b) Membership verification of majority Executive Association: GM (SR) mentioned that after completion of the parliament elections, the issue may be looked into.

16.04.2014:GS , AGS (Engg), CS UP (East) circle met GM (Pers.) and discussed

a)      Consideration of modifications / Retention/ Cancellation of transfer orders of SDEs (T) and DEs on immunity / medical grounds: We requested for modification/retention/cancellation of some DEs/SDEs transfer orders on immunity ground and medical grounds after31.03.2014.GM (Pers.) mentioned that all the application received are being examined for consideration. He advised that Association should provide the list of  the CHQ/Circle/District office bearers who are entitled for immunity to Pers. Cell, hence before issuing transfer orders, these immunity cases may be considered. We assured to provide  the list shortly after collecting from circles. However, we requested to consider the pending cases on the basis of  our representations. He was very much critical regarding modification/retention/cancellation of transfer orders and mentioned that executives should go on promotion and tenure transfers. He assured that executives who are completing tenure in hard tenure cycles and three years service in normal  circles their  transfer orders are being issued in time to give then timely relief .

b)      Modification in SOFT Tenure Transfer Policy: GM (Pers.) mentioned that BSNL MC  Note for modification in soft tenure transfer policy  has been prepared where in one executive after three years service in a soft tenure station should come back to his parent SSA  and will be kept away from inter circle transfer. He assured an early action in this regard.

c)       E-6  IDA Pay upgradation under EPP to DGMs promoted from Group "B"   Level: GM (Pers.) assured that shortly MC Note will be sent to BSNL MC / Board for consideration and approval.

16.04.2014:GS , AGS (Engg), CS UP (East) circle met GM (Estt) and discussed regarding finalization of JTO RR-2014. GM (Estt) mentioned that one more committee meeting is being held shortly to insert the    provision of    seniority fixation clause in the RRs. He assure an early action in this regard.

b) Allowing option to JAOs appointed after 07.05.2010: We requested to conduct  early committee meeting on this issue. GM(Estt.) assured for early holding of the Committee meetings to discuss the matter.

16.04.2014: GS met Addl. GM(CP&M) Sh Harsh Vardhan, Chairman Committee on restructuring of AD(O/L) Cadre. We expressed our serious concern against delay in submitting the Committee report on restructuring of JHT/SHT and AD(O/L) Cadre for the last two years. Addl. GM mentioned that Committee meetings are over & the minutes of the Committee recommendations are being finalized and shortly will be submitted to the Competent Authority for early decision.

16.04.2014: GS, AGS (Engg.),  AGS (HQ) and AFS met PGM (EW) and  thanked  him for issuing 13 Nos.  SE(E) promotion orders and also requested for issuing promotion order to fill up  about 75 EE (Elect) vacant posts. PGM (EW) mentioned that the matter of modification of RRs of EE(C/E) is still under discussion in the Committee, GM (Pers.) yet to take the clearance from the competent authority on this issue. He also  mentioned that a letter to AICTE from GM (Pers.) cell yet to be sent for verification of  validity of degree availed through distance Education. This has been delayed badly.
