31.07.2021GS, AIBSNLEA Com. S.Sivakumar participated  and addressed the Special General Body Meeting of Chennai Telephone District held at  Flower Bazaar, Chennai  on 19.7.2021

Special General Body Meeting of  Chennai Telephone District held at  Flower Bazaar, Chennai  on 19.7.2021 under the Chairmanship of  Comrade. Senthil Kumar, Circle President.  In his Opening remarks, Circle President requested the GS to take up the issue of Man
Power Norms in respect of Chennai TD since the Restructuring Cell of BSNL CO drastically reduced the Posts in the name of New Norms.

Com.Ramalingam, Circle Secretary narrated the issues taken by the Circle Association with the Circle Management. He thanked the CHQ for the efforts taken for the issuance of JTO(T) to SDE(T) Promotion orders, SDE Seniority List-9 orders as per the Date of Joining and requested the CHQ for the  immediate enhancement of Man Power Norms for Chennai TD. issuance of Promotion orders in all the  Streams.

Com.Shivakumar, CHQ Advisor in  his address, appreciated the succesful functioning and continuous presence of Com.GS,AIBSNLEA at Delhi in the Covid-19 pandemic time without any fear and writing so many important letters to the Management and DoT and continuous discussions with the Management for the welfare of All the Executives . Com.Badri, Ex.CS and Com.Srinivasan Ex.Circle President also participated in the Meeting.

Com. S.Sivakumar, GS AIBSNLEA at the outset extend his sincere thanks and gratitude to the Circle Team for arranging the meeting during the Covid-19 Pandemic situation and giving the opportunity to address the Meeting. 

In his Two hour address, he has elaborated about the Restructuring/ Man Power Plan, Financial Status/Revival of BSNL, timely payment of Salary, Status of Promotions, AUAB meeting and other burning issues as detailed below:

He mentioned that due to continuous and consistent efforts of AIBSNLEA 3697 JTO(T)s were promoted as SDE (T) under 67% SCF quota. AIBSNLEA also demanding the Management for the immediate conduct ion of LDCE under 33% quota for the VY 2011-12 onwards and LICE for CSS Cadre in BSNL CO from the VY 2015 onwards (Asst.Manager to Dy Manager).

He  explained that how AIBSNLEA continuously fighting and demanding  to finalize the SDE (T) Seniority list No 9 in pursuance to the judgment of Hon’ble CAT Chandigarh, HC of Punjab & Haryana and the Hon’ble Supreme Court of India i.e. on the basis of “Date of Joining” as applied in the case of list No 6, 7 & 8 for the past 18 months.  Finally AIBSNLEA achieved in getting Speaking Order in favour of Date of Joining.

He further  mentioned that GS AIBSNLEA & CHQ Team made presentation before the CMD BSNL, Director (HR) and all the Members of High Power Committee regarding Manpower Plan & Restructuring during Feb. and March 2021. BSNL Management appreciated our concern and assured to look into our suggestions/ inputs. He mentioned that earlier CAO and DGM (Engg) Posts were provisioned very less vide the Restructuring letter dated 27.08.2020. As per the AIBSNLEA views and suggestions vide our letter dated 18.02.2021 & 19.02.2021 followed by detailed discussions with all the Committee Members the CAOs and DGM (Engg) posts are increased in the Op Area offices. However as per the Restg Cell letter dated 28.06.2021, the CAO posts are increased but AO & JAO posts are withdrawn.

He explained about the presentation and Comments/Views/ Suggestions given by GS, AIBSNLEA regarding Man Power Norms before the CMD BSNL, the Board of Directors and Senior Officers in the AUAB Agenda Meeting held on 02.07.2021. On the basis of the discussion we submitted our views, suggestions and justifications regarding Restructuring and Manpower Norms  to the Management vide AIBSNLEA letter dated 06.07.2021  and AIBSNLEA is holding discussions continuously with the  High Power Committee Members. Restg Cell has drastically reduced the Posts of JTOs, JAOs and AOs as against the working strength and it is an Arbitrary and unjustified decision. Lateral entry in Group B (JTO) posts are drastically reduced which is not helpful for operational activity. JTO is the Feeder cadre of the Telecom Wing and Main Promotion cadre from JEs. The present working strength of JTO(T) is 14,536 but it has been reduced to 11,283. This will impact on the field activities and later on BSNL Services.

JAO is the Feeder cadre of the Finance Wing and Main Promotion cadre of Clerical/Sr. Accountant Cadres etc. The present working strength of JAO is 2,351 but it has been reduced to 1,890. Likewise the present working strength of AOs is 1,961 but it has also been reduced to 1,547.

Now, for the span off control, considering SDE/JTOs and AO/JAOs as equivalent cadres, which is not justified and this will be reverse of Pyramid Structure and such Organization will fail in long run as no Promotional Avenues will be available. He further mentioned that the reduction of Telecom Eng/Finance and other Wing Posts  in the proposed New Man Power Norms in Chennai TD, Kolkatta TD, All Maintenance and Project Regions (Core Network-TX), Mobile Billing Zones, Operating  Area Offices, BA Offices, Circle Offices and Corporate Office has strongly protested by the  AIBSNLEA iand AIBSNLEA insisted the pyramid structure to be maintained in the ratio of 1:4:4 (DE/CAO: SDE/AO: JTO/JAO & equivalents).

He mentioned that due to dip in revenue collections during April & May 2021 and in view of the payment of Statutory dues, EB Bills, quarterly repayment of loan amount of about Rs.970 Crore, the payment of Salary for the month of May is badly delayed. Even though we are requesting the Management to disburse the salary every month on the due date, but the BSNL Management is disbursing the Salary after 20th of the following month for the past 18 months. He told that the issue of timely payment of Salary has been  taken up by AUAB with the Management.

 Launching of 4G is badly delayed due to non-consideration of BSNL Global Tender towards the purchase of 57000 4G equipments by the Empowered Technology Group (ETG) in the name of ‘Atamnirbhar Bharat’. The demand of AUAB to upgrade the 49,300 existing 2G & 3G BTSs by spending around Rs.1500 crore has been approved by the Management Committee of  the BSNL Board and the Indigenous 4G Tender (EoI) on PoC basis as recommended by the ETG has also been opened on 20.6.2021 and instructions issued to the Field Units in this regard on 30.6.2021. So the vison of BSNL for earning more revenue through launching of 4G Services is further delayed.

 In the name of Restructuring/ Manpower Plan and pending SLP at Hon’ble Superem Court tagged with Jarnail Singh Case, all the Promotions are strucked up. AIBSNLEA strongly opposed the undue delay in Restructuring Process and Promotions and continuous looking-after arrangement instead of  Regular Promotions to maintain the Services.

AIBSNLEA insisted the BSNL Management for the immediate Compassionate Ground Appointment to the dependent of the employees succumbed to Covid-19. As per the request of AIBSNLEA, the Committee has been formed in Corporate Office for look into the matter of Health Insurance Policy for the willing officials for the recovery of the Premium through Salary. He further explained that the expected New Scheme is in addition to the existing BSNL MRS . AIBSNLEA has taken up the issues of E1+5 increments, E1A to E2, increase of SAB benefit to 30%, timely remittance of SAB recoveries and immediate formation of PRMB Trust

Due to consistent efforts of AIBSNLEA JAO-2015 Batch Gradation/ Seniority list issued by the BSNL CO. He informed that the preparation of JAO-2016 Batch Gradation/ Seniority is at final stage AIBSNLEA also insisted the Management for the early preparation and issuance of AO Seniority list. AIBSNLEA insisted the Management for early issuance of AIEL -3 of JTO(T)s

He assured that AIBSNLEA CHQ is continuously put it best efforts for the release the Promotion orders in all the Streams.

He briefed about the pending Opex, Capex Liabilities, Bank Loan and latest financial condition of BSNL. He also explained about the various letters written by the CHQ to the Secretary (T) DoT for the immediate release of Rs.30,000 Crore towards the Claims Receivable from DoT to BSNL, which includes Rural subsidy, excess payment of Pension Contribution & reimbursement of Leave Encashment, etc., AIBSNLEA CHQ Leaders also met the Member (Finance) and other Senior Officers in DoT and explained about the justified Claims of BSNL and requested for early release of the same so as to meet out the Bank Loans, Capex & Opex etc., But till date  BSNL has not received any support from DoT.

 GS explained about the decisions taken in the AUAB meeting held on 21.6.2021, 1.7.2021 and details of discussions meeting held with CMD, Board of Directors and Senior Officers with the AUAB Leaders on 30.6.2021 and 2.7.2021. He requested 100 % participation of all the members  in the Agitational Programme organised by AUAB for the revival of BSNL.

He further mentioned that AIBSNLEA is always vociferously raising the issues and genuine grievances  of the Executives before the Management  and continuosly addressing the issues and assured that AIBSNLEA  always working for the settlement of all the genuine demands of the Executives and continue its Separate Identity.  

After the address of GS, a detailed inter-active session was conducted. GS clarified all the queries raised by the Members.

29.07.2021 Meeting with Shri. A.M.Gupta, Sr.GM (Admin), BSNL CO:

Today GS, AIBSNLEA & AGS (Fin) met Sr.GM(Admin) and discussed regarding  proposed Health Insurance Policy to the willing BSNL Employees in addition to BSNL MRS.

 

Sr.GM (Admn) mentioned that the “BSNL Employees Health Insurance Policy 2021” has been finalized and approved by the Competent Authority and orders are likely to be issued today. The MOU has to be signed with New India Assurance Company. After signing the MoU,  the option will be called for from the willing employees. The date of commencement of the Policy will be 1st Sept., 2021.

 

On behalf of AIBSNLEA, we extend our sincere thanks and gratitude to the Director (HR), Sr.GM (Admn), Sr.GM(Estt), Sr.GM(Fin-CFA) and Sr.GM(SR) for finalizing, recommending and approving of the Health Insurance Policy for BSNL Employees with in a short span of One Month. The Salient features of the Policy are as under:

 

1. Option 1- without parent:               for Rs. 5 Lakh cover Premium is Rs.6100

                                                             for Rs. 10 Lakh cover, Premium Rs.8300

29.07.2021  Meeting with Shri Rajiv Kumar, GM(FC&EF), the Manpower Planning & Restructuring; High Power Committee Member, BSNL CO New Delhi on 27.07.2021 and discussed regarding:

(1) Man Power Planning & Restructuring:  In continuation to our earlier meeting on 06.07.2021 & 14.07.2021 GS - AIBSNLEA, AGS(Finance), Auditor CHQ and Circle President Corporate Office met GM(FC&EF) and the Member of Restrg. High Power Committee on 27.07.2021 and discussed regarding Restructuring and Manpower Norms and enquired about the increasing of Accounts Personnel Posts as per the new norms and with reference to the AIBSNLEA views, suggestions and justifications submitted in writing on 06.07.2021

He mentioned that the issue was discussed and reviewed in the Committee Meeting held on 15.07.2021 and accordingly the Accounts Personnel Posts  will be increased in Chennai TD, Kolkatta TD, All Maintenance and Project Regions (Core Network-TX), Mobile Billing Zones, Operating  Area Offices, BA Offices, Circle Offices and Corporate Office as per the input given by the AIBSNLEA in writing.  

We once again strongly protested against treating of SDE & JTOs/ AOs & JAOs as equivalent Cadres and insisted the pyramid structure to be maintained in the ratio of 1:4:4 (DE/CAO: SDE/AO: JTO/JAO & equivalents). He appreciated our concern and mentioned that the issue was discussed in the meeting and assured that sufficient number of SDE/JTOs, AO/JAOs and  equivalent Cadres will be increased so as to maintain the Pyramid Structure of the Organization.

(2) Promotion from AO to CAO ‘Status Quo Case’ In continuation of our meeting with Director(Finance) on 23.07.2021 and as per our Letter  dated 07.07.2021 & 27.07.2021 we enquired about the steps taken by the Management in this regard. GM(FC&EF) mentioned that as per the Directions of Director(Finance), GM(FC&EF) is coordinating with the PGM(Finance), Punjab Circle and Pers Branch Corporate Office. Pers branch also coordinating with the ASG & CGMT Punjab Circle and to follow up the case for hearing on 06.08.2021 so as to vacate the “Status Quo” status.<<<Click here for letter>>

28.07.2021Circle  Executive Committee  Meeting  of  AIBSNLEA  Himachal Pradesh Circle  

Circle Executive Committee Meeting of AIBSNLEA Himachal Circle was held through Online Zoom Meeting under the Chairmanship of Com. B.N. Rohal, Circle Advisor on 14.07.2021.  GS, AIBSNLEA Com. S.Sivakumar participated  and addressed the Circle Executive Online Committee Meeting

Com. Prem Lal, Circle Secretary welcomed the participants and narrated the issues taken by Circle Association with the Circle Management and briefed about the steps taken by the Circle Team to enhance the Membership. All the Circle Office Bearers, CEC Members, District Secretaries and District Presidents participated in the deliberations and discussion regarding Organizational review. 

Com. Devesh Sharma, OS(N), CHQ in his address appreciated  the efforts taken by the GS, AIBSNLEA  and CHQ Team at Delhi for the settlement of burning issues of the Executives and especially the recent Promotions orders issued for JTO(T) to SDE(T) of 3697 Executives and explained about the ongoing burning issues like CPC for other cadres, Restructuring in all the cadres,  regularization of Salary,  non remitting of SAB in time, non formation of PRMBT  and non finalization of  4G Tender  etc.

Com. S.Sivakumar, GS, AIBSNLEA in his more than one hour address thanked to Circle Secretary AIBSNLEA Himachal Circle & his Team for organizing CEC Meeting through Online mode due to CoViD-19 pandemic. GS requested all  the CEC members to work hard in order to strengthen AIBSNLEA in Himachal Circle by educating them about the works done by AIBSNLEA in the past and present scenario.  He highlighted all the current burning issues of BSNL viz Salary, Promotion, Restructuring plan, reducing of posts in all cadres in the restructuring plan, BSNL earnings and statutory payments, Bank Loan Capex and OPEX , court cases .

So the vison of BSNL for earning more revenue through launching of 4G Services is further delayed.

27.07.2021HUNGER FAST on 28.07.2021, tomorrow at BSNL Corporate Office, Circles and SSA/BA HQs on the charter of demands of AUAB:

All the Circle Secretaries/ District Secretaries are requested to coordinate with the constituents of AUAB and make the Hunger Fast Programme a grand success by maintaining social distance, following the Covid-19 appropriate behavior and protocol. 

27.07.2021 GS AIBSNLEA writes to  Shri. P. K. Purwar ji, CMD BSNL regarding request for Promotions from AGM (Regular) to DGM (Adhoc) in Telecom Engineering <<<Click here for letter>>>>

27.07.2021: GS, AIBSNLEA Com. S.Sivakumar, AGS (F) & Auditor CHQ met PGM (Pers) and discussed regarding-

(1) Promotion in the Cadre of JTO(C) to SDE(C): We requested PGM (Pers) for the early conduct of CPC and issuance of Promotion orders from JTO(C) to SDE(C) since they are waiting for their 1st promotion for the past 23 years. PGM (Pers) mentioned that APARs and VCs have been already received and CPC will be conducted very shortly.

(2) Promotion in the Cadre of JTO(E) to SDE(E): We requested PGM (Pers) for the early conduct of CPC and issuance of Promotion orders from JTO(E) to SDE(E) since they are waiting for their 1st promotion for the past 24 years. PGM (Pers) mentioned that the proposal for conduction of DPC with Roaster has been received by Pers. branch from CGM(EW) and is under process. CPC will be initiated very shortly.

 

(3) Promotion in the Cadre of JTO(TF) to SDE(TF): We requested PGM (Pers) for the early conduction of CPC and issuance of Promotion orders from JTO(TF) to SDE(TF) since they are waiting for their 1st promotion for the past 24 years. PGM (Pers) mentioned that the proposal for conduction of DPC with Roaster has been received by Pers. branch from Sr.GM (TF) and is under process. CPC will be initiated very shortly.

 

(4) Issuance of Final SDE(T) Seniority list No 9: We extend our sincere thanks to PGM (Pers) for issuance of Speaking Orders for SDE(T) Seniority list No 9 on the basis of ‘Date of Joining’ persuant to the orders contained in Hon’ble Supreme Court Judgement. We further requested PGM (Pers) for the immediate issuance of Final Seniority list No 9 as per Law. PGM (Pers) mentioned that it is under process and will be issued very shortly.

 

(5) Issuance of AOs Seniority list- We have requested PGM (Pers) for the early issuance of Accounts Officers Seniority list since Seniority list/ AIEL have already been issued in respect of all other Cadres. PGM (Pers) assured to look into the matter.

 

(6) Immediate issuance of JAOs 2016 batch Seniority list- We have requested PGM (Pers) for the early issuance of Jr. Accounts Officers Seniority/ Gradation list for 2016 batch. PGM (Pers) mentioned that the preparation of Gradation/ Seniority list is at final stage and it will be issued shortly.

 

(7) Promotion from AO to CAO ‘Status Quo Case’- AO to CAO promotion Status Quo Case in respect of O.A.No.60/1435/2018 ANUPAM YADAV & OTHERS Vs BSNL is pending in Hon’ble CAT Chandigarh, which was listed on 08.07.2021. The Case was Adjourned with Directions and listed for next date on 06.08.2021. We requested PGM (Pers) to take up the case with BSNL Senior Counsel and CGM Punjab for early disposal of the OA in the Hon’ble CAT Chandigarh as per the directions of Hon’ble HC of Punjab and Haryana so that all Vacant Posts of CAOs in BSNL can be filled up on priority basis through promotion and the young AOs of BSNL may get CAO promotion since there is an acute shortage in the Cadre of CAO in BSNL. Only 38 CAOs are presently working in BSNL and BSNL is not moving further for promotions from among the available AOs due to the “Status Quo” ordered by the Hon’ble CAT Chandigarh. PGM (Pers) replied that we have issued the instructions to the CGMT Punjab Circle and coordinated with ASG to follow up the Court Case.

 

(8) Early issaunce of All India Eligibility List No 3 of JTO(T)- We requested PGM (Pers) for early publication of AIEL No 3 of JTO(T) recruited against the RY 2009 to 2012 which were called long back but still pending. PGM (Pers) mentioned that the preparation of  AIEL No 3 of JTOs(T) is under process.

 

(9) Immediate Conduction of LDCE/LICE under 33% quota for JTO(T) to SDE(T) as per SDE(T) RRs and AM to DM in CSS Cadre: we have requested for immediate conduction of LDCE under 33% quota as per SDE(T) RR from the Vacancy Year 2011-12 onwards in the Grade of JTO(T) to SDE(T) since the CPC has been conducted and Promotion orders were issued from JTO(T) to SDE (T) for the vacancy year 2011-12 to Dec’ 2018  for SCF 67% quota but no action has been initiated by the Management for conducting LDCE 33% quota as per the existing SDE(T) RR from among the eligible JTOs for the past 6 years even though it is brought the notice of the Management through discussion and Reminders in writing several times by AIBSNLEA.

Similarily, We have requested for immediate conduction of LICE under 33% quota as per RR from the Vacancy Year 2015 onwards in the Grade of Asst. Manager(CSS) to Dy. Manager(CSS) of  BSNL Corporate Office since the LICE quota i.e. 33% have not been filledup from the vacancy year 2015 onwards, whereas the vacancies under SCF (Seniority cum fitness) quota i.e. 67% have been filled-up regularly up to the vacancy year 2019. AIBSNLEA has raised this issue before the Management for a quite long time. Non-conduction of LICE since long, is the great injustice to the eligible AMs of CSS Cadre which created serious resentment among them.

After discussion & patient hearing, PGM(Pers) appreciated our concern and mentioned that necessary action is being initiated for early conduction of LDCE/LICE and assured to arrange to conduct the LDCE for JTO(T) to SDE(T) and for CSS Cadre during August or September’ 2021.

(10) Request transfers in the Cadre of SDE(T)/Accounts Officers/ JAOs (under Rule 9)-PGM (Pers) mentioned that all the online transfer applied cases (1st quarter) are under process and after the approval from the Competent Authority, the transfer orders will be issued shortly.

27.07.2021 BSNL Management Constituted the Committee for Review of Cluster Mechanism-

In the meeting held between AUAB Leaders and the CMD BSNL & Board of Directors held on 02.07.2021, detailed discussion took place regarding short coming of Cluster Tender and it was decided  by the Management to review the Cluster Mechanism.

Accordingly, BSNL Management Constituted a Committee with Senior Officers for Review of Cluster Mechanism. The Committee shall give the recommendations within 3 weeks. Circle Executive Committee Meeting of AIBSNLEA Karnataka Circle was held through Online Zoom Meeting under the Chairmanship of Com. Sunilkumar , Circle President on 10.07.2021 GS, AIBSNLEA Com. S.Sivakumar participated  and addressed the Circle Executive Online Zoom  Meeting

 

Com. R.Ganesh, Circle Secretary welcomed the gathering and narrated the issues taken by Circle Association with the Circle Management. Com. Ulhas Gurav Circle Adviser, in his Inaugural address appreciated the successful functioning of  GS, CHQ  at  Delhi and briefed about the steps taken by the Circle Team to enhance the Membership.

Com. H. Krishnegowda, Chairman AIBSNLEA Karnataka Circle in his address explained about the funcitiong of New Circle Team under the Young and Energetic Leadership of  Com.R.Ganesh, CS. He appreciated  the efforts taken by the GS, AIBSNLEA at Delh for the settlement of burning issues of the Executives and especially the recent Promotions orders issued from JTO(T) to SDE(T) for 3697 Executives. He further assured his continuous Guidance and Support to the Circle Team. Com.Manjunath, VP and other Circle Office Bearers, CWC Members, District Secretaries, District Presidents  and CEC Members participated in the delibrations and discussion regarding Organization review. 

Com. C. Durairasan, OS (South) CHQ in his address appreciated the successful functioning and continuous presence of Com.GS, AIBSNLEA at Delhi in the Covid-19 pandemic situation without any fear and explained about the Letters addresed to the BSNL Management and DoT by GS AIBSNLEA on various issues and advised the Circle Team to appraise all the Executives about the same. He also appreciated the efforts taken and the pivotal role played by the Com.GS, AIBSNLEA  for uniting  all the BSNL Unions and Associations under the Umbrella of AUAB. He has given valuable suggestions regarding strengthening of AIBSNLEA at Karnataka Circle.

 

Com. S.Sivakumar, GS AIBSNLEA at the outset extend his sincere thanks and gratitude to the Circle Team for arranging the meeting during the Covid-19 Pandemic situation and  giving the opportunity to address the Meeting.  

 

GS requested all  the members to work hard in order to strengthen AIBSNLEA in  Karnataka Circle by educating them about the works done by AIBSNLEA in the past and present scenario.  He highlighted all the current burning issues of BSNL viz Salary, Promotion, Restructuring plan, reducing of posts in all cadres in the Restructuring plan, DPC of JTO(T) to SDE(T) and other cadres, BSNL earnings and statutory payments, Bank Loan Capex and OPEX , court cases .

He  mentioned that due to continuous and consistent efforts of AIBSNLEA 3697 JTO(T)s were promoted as SDE (T) under 67% SCF quota on  8.7.2021 early morning. AIBSNLEA also demanding the Management for the immediate conduct ion of LDCE under 33% quota for the VY 2011-12 onwards and LICE for CSS Cadre in BSNL CO from the VY 2015 onwards(Asst.Manager to Dy. Manager).

 

He further mentioned that Launching of 4G is badly delayed due to non-consideration of BSNL Global Tender towards the purchase of 57000 4G equipments by the Empowered Technology Group (ETG) in the name of ‘Atamnirbhar Bharat’. The demand of AUAB to upgrade the 49,300 existing 2G & 3G BTSs by spending around Rs.1500 crore has been partially approved by the Management Committee of  the BSNL Board i.e Upgradtion 18, 000 BTS of ZTE. But it is reliably learnt that DoT making Hurdles for the approval of the same. The Indigenous 4G Tender (EoI) on PoC basis as recommended by the ETG has also been opened on 20.6.2021 and instructions issued to the Field Units in this regard on 30.6.2021. So the vison of BSNL for earning more revenue through launching of 4G Services is further delayed.

 

In the name of Restructuring/ Manpower Plan and pending SLP at Hon’ble Superem Court tagged with Jarnail Singh Case, all the Promotions are strucked up. AIBSNLEA strongly opposed the undue delay in Restructuring Process and Promotions and continuous looking-after arrangement instead of  Regular Promotions to maintain the Services.

GS, AIBSNLEA & CHQ Team made presentation before the CMD BSNL, Director (HR) and all the Members of High Power Committee regarding Manpower plan & Restructuring during Feb. and March 2021. BSNL Management appreciated our concern and assured to look into our suggestions/ inputs.

 

AIBSNLEA has taken up the issues of E1+5 increments, E1A to E2, increase of SAB benefit to 30%, timely remittance of SAB recoveries and immediate formation of PRMB Trust and immediate preparation and issuance of JAO/AO Seniority list. AIBSNLEA insisted the BSNL Management for the immediate Compassionate Ground Appointment to the dependent of the employees succumbed to Covid-19.

 

GS also explained about the continuous efforts and discussion had with the CMD, Director HR and PGM(Pers) by the GS AIBSNLEA regading the finalisation SDE Seniority List.No.9 as per the Date of Joining in pursuance to the  the Honble Supreme Court Orders. Finally on yesterday  i.e., 09.7.2021 , BSNL Mangement issued Speaking Order in favour of Date Joining. It is the Major Achievment in the History of AIBSNLEA .

 

 He also explained about the various letters written by the CHQ to the Secretary (T) DoT for the immediate release of Rs.30,000 crore towards the Claims Receivable from DoT to BSNL, which includes Rural subsidy, excess payment of Pension Contribution & reimbursement of Leave Encashment, etc.,towards. AIBSNLEA CHQ Leaders also met the Member (Finance) and other Senior Officers in DoT and explained about the justified Claims of BSNL and requested for early release of the same so as to meet out the Bank Loans, Capex & Opex etc., He mentioned that due to dip in revenue collections during April & May 2021 and in view of the payment of Statutory dues, EB Bills, quarterly repayment of loan amount of about Rs.970 Crore, the payment of Salary for the month of May is badly delayed. Even though we are requesting the Management to disburse the salary every month on the due date, but the BSNL Management is disbursing the Salary after 20th of the following month for the past 18 months. He told that the issue of timely payment of Salary has been  taken up by AUAB with the Management.

 

He further mentioned that AIBSNLEA is always vociferously raising the issues and genuine grievances  of the Executives before the Management  and continuosly addressing the issues and assured that AIBSNLEA  always working for the settlement of all the genuine demands of the Executives and continue its Separate Identity.

 

Finally a very good inter-active session was conducted. GS clarified all the queries raised by the Office bearers to therir fullest satisfaction.

Com. Dinesh Kumar, Circle Secretary welcomed the gathering  and extended sincere thanks to all the CHQ and Circle  Office bearers for attending the meeting in  a short notice and explianed about  the Main Agenda of meeting and mentioned the details of Membership of CO Circle. He  narrated the issues taken by Circle .  

Com. Bhagwan Singh, AGS (HQ) in his address mentioned that AIBSNLEA is the only Association which truly represents the Executives in BSNL and understand the issues of the Executives of all cadres. He also mentioned that AIBSNLEA has experienced Leadership to present  and the various issues of Executive’s cadres of all Grades before the Management and capability of addressig /resolving the issues. Latest issue taken by AIBSNLEA  and succeeded is SDE Seniority List.No.9 as per Date of Joining  as per the Law.

Rajpal, AGS(Fin) CHQ in his address explained about the various issues taken by the AIBSNLEA CHQ and Letters addresed to the BSNL Management and DoT.He further mentioned AIBSNLEA is the only Association continuously taken up the issue of Claims Receivable from DoT to the tune of Rs.29,500 Cr with the Secretary(T) and Member (F)  for the past 18 months.  He also appreciated the efforts taken and the pivotal role played by the Com.GS, AIBSNLEA  for uniting  all the BSNL Unions and Associations under the Umbrella of AUAB. He has given valuable suggestions regarding strengthening of AIBSNLEA at Corporate Office Circle.

 In his address, he has elaborated about the Financial Status/Revival of BSNL, timely payment of Salary, Restructuring, Status of Promotions, AUAB meeting and other burning issues as detailed below:

4. GS AIBSNLEA & CHQ Team made presentation before the CMD BSNL, Director (HR) and all the Members of High Power Committee regarding Manpower plan & Restructuring during Feb. and March 2021. BSNL Management appreciated our concern and assured to look into our suggestions/ inputs. He mentioned that earlier CAO and DGM (Engg) Posts were provisioned very less vide the Restructuring letter dated 27.08.2020. As per the AIBSNLEA views and suggestions vide our letter dated 18.02.2021 & 19.02.2021 followed by detailed discussions with all the Committee Members the CAOs and DGM (Engg) posts are increased in the Op Area offices. However as per the Restg Cell letter dated 28.06.2021, the CAO posts are increased but AO & JAO posts are withdrawn. 

He explained about the presentation and Comments/Views/ Suggestions given by GS, AIBSNLEA regarding Man Power Norms before the CMD BSNL, the Board of Directors and Senior Officers in the AUAB Agenda Meeting held on 02.07.2021. On the basis of the discussion we submitted our views, suggestions and justifications regarding Restructuring and Manpower Norms  to the Management vide AIBSNLEA letter dated 06.07.2021  and AIBSNLEA is holding discussions continuously with the  High Power Committee Members.

Restg Cell has drastically reduced the Posts of JTOs, JAOs and AOs as against the working strength and it is an Arbitrary and unjustified decision. Lateral entry in Group B (JTO) posts are drastically reduced which is not helpful for operational activity. JTO is the Feeder cadre of the Telecom Wing and Main Promotion cadre from JEs. The present working strength of JTO(T) is 14,536 but it has been reduced to 11,283. This will impact on the field activities and later on BSNL Services.

JAO is the Feeder cadre of the Finance Wing and Main Promotion cadre of Clerical/Sr. Accountant Cadres etc. The present working strength of JAO is 2,351 but it has been reduced to 1,890. Likewise the present working strength of AOs is 1,961 but it has also been reduced to 1,547.

Now, for the span off control, considering SDE/JTOs and AO/JAOs as equivalent cadres, which is not justified and this will be reverse of Pyramid Structure and such Organization will fail in long run as no Promotional Avenues will be available. He also explained about the presentation made by the CHQ Team before the Committee Memebers about the justification and increase of Posts  in all the Cadres in BSNL Corporate Office. The total Manpower has been shown clubbing all the equivalent cadres with no break up of Streams. This has been done perhaps to hide the partisan view of the Management and we are of the opinion that the Management is not transparent to declare/share the Cadre/Stream/ Discipline wise working strength and proposed Man Power with the Stake Holders. So the need of the hour is Management has to declare/share the details of each Cadre with the Stake Holders for the transparent/Open minded discussion regarding the justification of each Post/Cadre. It appears to us that the Manpower Norms prepared by the Restg Cell is vitiated by cronyism and Forum shopping to further the career interest of the Creamy layer at the cost of that of the Bottom layer 

5. AIBSNLEA insisted the BSNL Management for the immediate Compassionate Ground Appointment to the dependent of the employees succumbed to Covid-19.

6. As per the request of AIBSNLEA, the Committee has been formed in Corporate Office for look into the matter of Health Insurance Policy for the willing officials for the recovery of the Premium through Salary. He further explained that the expected New Scheme is in addition to the existing BSNL MRS.

7. AIBSNLEA has taken up the issues of E1+5 increments, E1A to E2, increase of SAB benefit to 30%, timely remittance of SAB recoveries and immediate formation of PRMB Trust.

8.Due to consitent efforts of AIBSNLEA JAO-2015 Batch Gradation/ Seniority list issued by the BSNL CO. He informed that the preparation of JAO-2016 BatchGradation/ Seniority is at final stage AIBSNLEA also insisted the Management for the early preparation and issuance of AO Seniority list. AIBSNLEA insisted the Management for early issuance of AIEL -3 of JTO(T)s. 

9. He further mentioned that due to continuous and consistent efforts of AIBSNLEA 3697 JTO(T)s were promoted as SDE (T) under 67% SCF quota. AIBSNLEA also demanding the Management for the immediate conduct ion of LDCE under 33% quota for the VY 2011-12 onwards and LICE for CSS Cadre in BSNL CO from the VY 2015 onwards(Asst.Manager to Dy. Manager).

10. He  explained that AIBSNLEA continuously demanded to finalize the SDE (T) Seniority list No 9 in pursuance to the judgement of Hon’ble CAT Chandigarh, HC of Punjab & Haryana and the Hon’ble Supreme Court of India i.e. on the basis of “Date of Joining” as applied in the case of list No 6, 7 & 8.

11. He told that AIBSNLEA CHQ is continuously put it best efforts for the release the Promotion orders in all the Streams.

12. He briefed about the pending Opex, Capex Liabilities, Bank Loan and latest financial condition of BSNL. He also explained about the various letters written by the CHQ to the Secretary (T) DoT for the immediate release of Rs.30,000 Crore towards the Claims Receivable from DoT to BSNL, which includes Rural subsidy, excess payment of Pension Contribution & reimbursement of Leave Encashment, etc., AIBSNLEA CHQ Leaders also met the Member (Finance) and other Senior Officers in DoT and explained about the justified Claims of BSNL and requested for early release of the same so as to meet out the Bank Loans, Capex & Opex etc., But till date  BSNL has not received any support from DoT.

 13.  GS explained about the decisions taken in the AUAB meeting held on 21.6.2021, 1.7.2021 and details of discussions meeting held with CMD, Board of Directors and Senior Officers with the AUAB Leaders on 30.6.2021 and 2.7.2021. He requested 100 % participation of all the members  in the Agitational Programme organised by AUAB for the revival of BSNL.

He further mentioned that AIBSNLEA is always vociferously raising the issues and genuine grievances  of the Executives before the Management  and continuosly addressing the issues and assured that AIBSNLEA  always working for the settlement of all the genuine demands of the Executives and continue its Separate Identity.

23.07.2021  Status of Restoration of IDA w.e.f. 01.07.2021

It is reliably learnt that DPE has moved the proposal for restoring IDA for CPSU Employees on 18.07.2021. Orders are expected very shortly.

23.07.2021  Meeting with Director (Finance) BSNL Board:

GS AIBSNLEA, AGS (F) and Auditor CHQ met the Director (Finance) and discussed regarding-

(1)Request transfer in the cadre of Accounts Officers- We brought to the notice of

Director (Fin) that so many numbers of Accounts Officers working in other than their

Home Circle for more than three years and applied for request transfer through online

portal for 1st quarter of FY 2021-22 are waiting for their transfer. We further requested

that their request transfers may be considered on priority basis due to problems being

faced by them during Covid-19 Pandemic situation in other Circles. Dir (F) assured to

consider the request transfers shortly.

(2)Immediate issuance of AO Seniority list and JAO 2016 batch Seniority list- We have

requested Dir (F) for the early issuance of AO Seniority list and JAO 2016 batch

Seniority list for consideration of further promotions. Director (Fin) assured to look into

the matter.

(3)AO to CAO ‘Status Quo case’- We appraised the Director (F) that there is an acute

shortage in the Cadre of CAO. Only 38 CAOs are presently working in BSNL and

BSNL is not moving further for promotions from among the available AOs due to the

“Status Quo” ordered by the Hon’ble CAT Chandigarh. We requested Dir (F) to kindly

intervene in the matter and cause to issue necessary instructions to the officers

concerned to take up the case with BSNL Senior Counsel (ASG) for arguing the case

in Hon’ble CAT Chandigarh at the earliest for early disposal of the Original Application

as per the directions of Hon’ble HC of Punjab and Haryana so that all vacant posts of

CAOs in BSNL can be filled up on priority basis and the young AOs of BSNL may get

the promotion since they have been deprived from their due promotions for years

together and serve the Company with a better zeal and enthusiasm. Director (Fin)

mentioned that she will discuss the issue with Director (HR) and CMD BSNL.

23.07.2021 GS, AGS (Fin) & Auditor met concerned officers in the Pers branch and discussed regarding-

(1)SDE and AO request transfers: The request transfers of SDE and AO applied through online portal are under process and orders will be issued shortly.

(2)Promotion in the Cadre of JTO(C) to SDE(C), JTO(E) to SDE(E) and JTO(TF) to SDE(TF): The Seniority list of all these cadres are being finalised by the Pers branch. APARs & VCs have already been called for JTO(C) to SDE(C) promotions. The APARs & VCs in respect of Elect & TF wings will be called for shortly.

(3)Status of JAO 2016 batch Seniority/ Gradation list: The preparation of Seniority/ Gradation list of JAO 2016 batch is under final stage and will be issued after the approval of the Competent Authority.

23.07.2021 Meeting with Shri Rajeev Soni, CGM (EW) BSNL CO:

Com. S. Sivakumar - GS AIBSNLEA, Shri Rajesh Pathak - Adviser CHQ & Shri Rajender Kumar - CP Corporate Office met the CGM (EW) BSNL CO and discussed regarding-

(1) Promotion in the Cadre of JTO(E) to SDE(E): We requested CGM(EW) for the early

consideration of promotion in the Cadre of JTO(E) to SDE(E) since JTOs recruited in

1997 in Electrical wing are working in the entry level of JTO for more than 23 years

and waiting for their 1st promotion. CGM(EW) appreciated our concern and mentioned

that Seniority list is being finalised and after that APAR & VC will be called for and

promotion order will be issued.   

(2) Promotion in the Cadre of SDE(E) to EE(E): We also requested CGM(EW) for the

early consideration of promotion for SDE(E) to EE(E) since SDEs  in Electrical wing

are waiting for their promotion from 2000 onwards. CGM(EW) mentioned that the

process will be started after consultation with PGM (Pers) and Director (HR).    

22.07.2021 Dear Comrades! On 15.7.2021 CAT PRINCIPAL BENCH , NEW DELHI  passed the order regarding List.No.9 SDE (T) Seniority  List directing the respondents   BSNL  to Publish the FINAL Seniority List No.9 within Three Months from the date of receipt of a Copy of this Order, taking into account, the objections submitted by the Applicants  to the Provisional Seniority List dated 10.8.2020. 

 

It is a Great Achievement and Milestone in the History of AIBSNLEA.  AIBSNLEA continuously and consistently fight for the Date of joining as per the Honble Supreme Court Judgement (Law) for the past 18 months.

20.07.2021 AIBSNLEA Submitted Comments/inputs to the Committee Chairman Shri. R.K. Goyal and Committee Members for consideration and to Examine the Pay Loss issue of Executives recruited in E1A Pay Scale (Issue of  Rs 22820/- as initial Basic Pay for the directly recruited JTOs of 2007 and 2008 batches and directly recruited JAOs of 2010 Batch).

The Basic Pay and the Pay Scales of the Executives recruited prior to 01.01.2007 and after 01.01.2007 onwards are entirely different which created widespread resentment among the Executives recruited after 01.01.2007. There is a  huge difference in Pay to the tune of Rs 10,000/- between the two sets of Executives. Even their Pay scales are not finalized so far. They are demoted to a lower Pay scale and placed in E1 scale provisionally.

AIBSNLEA  has representing this matter at different level for quite long time. Consequent to this the Management, constituted a Committee  some years back, headed by Smt. A. Panda,  the then PGM (PF)  to examine the issue of Pay parity. AIBSNLEA gave presentation for the removal of Pay anomaly in this regard to the Committee headed by PGM (PF) Smt. A. Panda and explained that already some Pay Anomaly cases of JTOs 2005 batch, JAO 2010 batch and Asstt. of CSS cadre have been settled by the BSNL Management. In the same line,  this issue also needs to be settled.  The Committee has submitted its report to the Competent Authority for consideration but the issue  remains pending.

Now Management formed a New Committee under the Chairmanship of Shri R.K.Goyal, PGM(Pers) to examine the issue once again.

 

JTOs of 2005, 2007, 2008 Batches (including Departmental Outside JTOs) and the 2010 Batch DR JAOs were recruited and appointed in the Pre-revised Pay Scale of 9850-250-14600 and were drawing Rs 9850/- as entry level Pay. In fact the 2007, 2008 batch JTOs and 2010 DR JAOs joined prior to the 2010 batch JAOs (Deptl candidates). More interestingly even 2007 batch JTOs joined prior to some of the 2005 batch JTOs. In other words, JTOs of 2007 and 2008 batches and direct recruited JAOs of 2010 batch are similarly placed with the JTOs of 2005 batch (joined after 01.01.2007) and 2010 batch JAOs (Deptl candidates). There was no difference in basic pay between 2005 batch JTOs or 2010 batch JAOs (Dept) and 2007, 2008, 2010 batch JTO/JAOs as all were drawing Rs 9850/- as initial basic pay up-to January 2012.

 

After implementation of 2nd PRC, initial basic pay of JTOs of 2005 batch joined in BSNL after 01.01.2007 got fixed at Rs. 22820/- as a special case in order to remove the disparity in pay between the Executives of the same Batch of 2005. The benefit of fitment and option under para 3.6 of Non-Executives Wage revision order has been extended to the employees of CSS cadre who have been promoted to the grade of Asstt. Manager in BSNL Corporate Office , JAOs of 2010 Batch (40% quota& 10% quota-Dept candidates) joined after 07.05.2010. Their Pay was fixed at Rs.22820/-.

 

The Committee constituted to examine the Pay loss and option issue in respect of the Dept JAOs of 2010 batch in its report observed that (On the cut-off date of 07.05.2010) there  has  been  no  such  restriction  of  any  date  either  in  2nd   PRC  for  Executives  dated 05.03.2009 and clarification dated 31.03.2009 or in the recommendation of Wage Revision Committee for Non-Executives”, which is equally applicable to JTO batches of 2007, 2008 and DR JAOs batch of 2010 who joined prior to the JAOs promoted in year 2010. The Committee recommended  in respect to Dept JAOs of 2010 batch that “Non-Executives, promoted as JAOs after 07.05.2010 are eligible to give the option to choose revised Pay Scale from the date of Promotion “  i.e., As per the Fitment table, the corresponding to the pre-revised Pay of Rs 9850-250-14600 in revised IDA Pay Scale of Rs 16400-40500 is Rs 21620/-, the same has been revised to Rs 22820/- after merger of IDA 78.2% vide order No: 1-16/2010-PAT dated 10.06.2013”.

 

BSNL Management has to extend the same benefit of Rs 22820/- for all the Executives recruited even after 2010 also. Further as per records, BSNL operated the Pre-revised Scale till January 2012, giving scope to all the Executives joined/continued upto that date in Rs 9850/- and should get the same pay of Rs 22820. For the JTOs of 2007, 2008 and DR JAOs of 2010, it is a matter of clear discrimination and anomaly and for the later recruits; it is a matter of parity in pay with others.

 

BSNL  has  implemented  the  2nd   Pay  Revision  in  such  a  manner  that  directly  recruited Executives (JTO/JAOs) appointed after 01.01.2007 are getting Gross salary quite less than the Pre-revised Salary. The Pay Revision should benefit the Executives of CPSUs and would help CPSUs to attract and retain talent. But it has created pay disparity between Executives recruited just before and after 01.01.2007 to the tune of more than Rs. 10000/- per month. The pay loss/parity issues of (1) Post 01.01.2007 appointed JTO of 2005 batch, (2) All Non-Executives promoted as Executives after 01.01.2007 in the form of option under para 3.6, (3) Post 07.05.2010 promoted CSS cadre and 4) Post 07.05.2010 promoted JAOs are addressed by extending “One time dispensation” repeatedly as and when required. The JTOs of 2007, 2008 batches and DR JAOs of 2010 batch also recruited in the same Pre-revised Pay Scale of Rs 9850-250-14600 and extended the basic pay of Rs 9850/- or minimum of E1A scale as mentioned in the recruitment notices. All of them joined prior to the promoted JAOs of 2010 batch and AMs promoted from CSS cadre.

 

In view of the foregoing facts and justification GS AIBSNLEA requested the Committee to recommend and extend the similar relief to the JTOs of 2007, 2008 Batches and DR JAOs of 2010 Batch by fixing their initial basic pay at 22820/- to end the disparity in pay between the Executives.

20.07.2021 GS, AIBSNLEA Com. S.Sivakumar participated  and addressed the Special General Body Meeting of Tamilnadu Circle Office held at  CGM Office, Chennai on 17.7.2021:

Special General Body Meeting of Tamilnadu Circle Office held at  CGM Office, Chennai on 17.7.2021 under the Chairmanship of Senior Comrade. Aravazhi, Area Secretary. Com. Sakthivel, District Secretary welcomed the gathering.

 

Com.Anand, Circle Secretary narrated the issues taken by the Circle Association with the Circle Management. He thanked the CHQ for the efforts taken for the issuance of JTO(T) to SDE(T) Promotion orders and requested the CHQ for the  immediate issuance of Promotion orders in all the  Streams.

 

Com.Natarajan, CS, NFTE,TN Circle participated as a Special Guest in the meeting and appreciated the efforts taken and the pivotal role played by the Com.GS, AIBSNLEA  for uniting  all the BSNL Unions and Associations under the Umbrella of AUAB

Com. Vinayagamoorthi, ACS in  his address, appreciated the successful functioning and continuous presence of Com.GS, AIBSNLEA at Delhi in the Covid-19 pandemic time without any fear and writing so many important letters to the Management and DoT and continuous discussions with the Management for the welfare of All the Executives and Non Executives. Com.Ravindrakumar, ACS mentioned that in Electrical and Civil Wing JTOs are waiting for their first promotion for more than 23 years and requested the CHQ  to take up this issue with the Management for the immediate conduction of CPC and issuance of Promotion orders.

 

Com. S.Sivakumar, GS AIBSNLEA at the outset extend his sincere thanks and gratitude to the Circle Team for arranging the meeting during the Covid-19 Pandemic situation and giving the opportunity to address the Meeting. 

 

In his Two hour address, he has elaborated about the Financial Status/Revival of BSNL, timely payment of Salary, Restructuring, Status of Promotions, AUAB meeting and other burning issues as detailed below:

 

1. He mentioned that due to dip in revenue collections during April & May 2021 and in view of the payment of Statutory dues, EB Bills, quarterly repayment of loan amount of about Rs.970 Crore, the payment of Salary for the month of May is badly delayed. Even though we are requesting the Management to disburse the salary every month on the due date, but the BSNL Management is disbursing the Salary after 20th of the following month for the past 18 months. He told that the issue of timely payment of Salary has been  taken up by AUAB with the Management.

 

2. Launching of 4G is badly delayed due to non-consideration of BSNL Global Tender towards the purchase of 57000 4G equipments by the Empowered Technology Group (ETG) in the name of ‘Atamnirbhar Bharat’. The demand of AUAB to upgrade the 49,300 existing 2G & 3G BTSs by spending around Rs.1500 crore has been approved by the Management Committee of  the BSNL Board and the Indigenous 4G Tender (EoI) on PoC basis as recommended by the ETG has also been opened on 20.6.2021 and instructions issued to the Field Units in this regard on 30.6.2021. So the vison of BSNL for earning more revenue through launching of 4G Services is further delayed.

 

3. In the name of Restructuring/ Manpower Plan and pending SLP at Hon’ble Superem Court tagged with Jarnail Singh Case, all the Promotions are strucked up. AIBSNLEA strongly opposed the undue delay in Restructuring Process and Promotions and continuous looking-after arrangement instead of  Regular Promotions to maintain the Services.

 

4. GS AIBSNLEA & CHQ Team made presentation before the CMD BSNL, Director (HR) and all the Members of High Power Committee regarding Manpower plan & Restructuring during Feb. and March 2021. BSNL Management appreciated our concern and assured to look into our suggestions/ inputs. He mentioned that earlier CAO and DGM (Engg) Posts were provisioned very less vide the Restructuring letter dated 27.08.2020. As per the AIBSNLEA views and suggestions vide our letter dated 18.02.2021 & 19.02.2021 followed by detailed discussions with all the Committee Members the CAOs and DGM (Engg) posts are increased in the Op Area offices. However as per the Restg Cell letter dated 28.06.2021, the CAO posts are increased but AO & JAO posts are withdrawn.

 

He explained about the presentation and Comments/Views/ Suggestions given by GS, AIBSNLEA regarding Man Power Norms before the CMD BSNL, the Board of Directors and Senior Officers in the AUAB Agenda Meeting held on 02.07.2021. On the basis of the discussion we submitted our views, suggestions and justifications regarding Restructuring and Manpower Norms  to the Management vide AIBSNLEA letter dated 06.07.2021  and AIBSNLEA is holding discussions continuously with the  High Power Committee Members.

 

Restg Cell has drastically reduced the Posts of JTOs, JAOs and AOs as against the working strength and it is an Arbitrary and unjustified decision. Lateral entry in Group B (JTO) posts are drastically reduced which is not helpful for operational activity. JTO is the Feeder cadre of the Telecom Wing and Main Promotion cadre from JEs. The present working strength of JTO(T) is 14,536 but it has been reduced to 11,283. This will impact on the field activities and later on BSNL Services.

 

JAO is the Feeder cadre of the Finance Wing and Main Promotion cadre of Clerical/Sr. Accountant Cadres etc. The present working strength of JAO is 2,351 but it has been reduced to 1,890. Likewise the present working strength of AOs is 1,961 but it has also been reduced to 1,547.

 

Now, for the span off control, considering SDE/JTOs and AO/JAOs as equivalent cadres, which is not justified and this will be reverse of Pyramid Structure and such Organization will fail in long run as no Promotional Avenues will be available.

 

5. He further mentioned that the BA concept is formed with GM/PGM level Officers heading it, whereas the number of absorbed GM/PGM level officers available in BSNL is very few. The deputation of the ITS Officers will end in March, 2023, on diminishing basis..  The working strength of CGM/GM equivalent is shown as 571 (415 ITS + 166 Absorbed Officers) whereas the real strength of SAG (ITS) Officer should be 199 during 2021-22 as per the Repatriation Order issued by DoT dated 11.3.2013 on year to year diminishing basis. On a calculated move, BSNL Management borrowed many ITS officers from DOT from time to time on temporary basis to fill up the white collar Posts in the grade of SAG/HAG in violation of the MOU for curtailing the posts of ITS Deputation  year by year. Whether this Restg. exercise by reducing the Promotional avenues of BSNL Executives and increasing the GM/PGM level Posts and keeping it vacant is going to help the Revival of BSNL? Even at present many GM level Posts are lying vacant in SSA/BAs whereas so many ITS Officers in the GM level are posted in the Circle Head Quarters, Metro Cities and BSNL Corporate Office.

 

Secondly, if all the posts manned by ITS on Deputation for a specific period i.e.,  up to 10 years ( become Zero during 2022-23)are to be worked out as Working Strength of that Cadre, we wonder what prevented Management to consider the posts of SDE/AGM/DGM equivalent manned by look after Executives. In that case, the working strength in the grade of SDE/AGM/DGM equivalent etc., would have been much more, say nearly the Sanctioned Strength. Therefore the anomaly needs to be rectified either by reducing the SAG/HAG strength or by increasing the Posts of SDE/AGM/DGM equivalent.

 

Thirdly, the total Manpower has been shown clubbing all the equivalent cadres with no break up of Streams. This has been done perhaps to hide the partisan view of the Management and we are of the opinion that the Management is not transparent to declare/share the Cadre/Stream/ Discipline wise working strength and proposed Man Power with the Stake Holders. So the need of the hour is Management has to declare/share the details of each Cadre with the Stake Holders for the transparent/Open minded discussion regarding the justification of each Post/Cadre. It appears to us that the Manpower Norms prepared by the Restg Cell is vitiated by cronyism and Forum shopping to further the career interest of the Creamy layer at the cost of that of the Bottom layer.

 

6. AIBSNLEA insisted the BSNL Management for the immediate Compassionate Ground Appointment to the dependent of the employees succumbed to Covid-19.

 

7. As per the request of AIBSNLEA, the Committee has been formed in Corporate Office for look into the matter of Health Insurance Policy for the willing officials for the recovery of the Premium through Salary. He further explained that the expected New Scheme is in addition to the existing BSNL MRS.

 

8. AIBSNLEA has taken up the issues of E1+5 increments, E1A to E2, increase of SAB benefit to 30%, timely remittance of SAB recoveries and immediate formation of PRMB Trust.

 

9.Due to consitent efforts of AIBSNLEA JAO-2015 Batch Gradation/ Seniority list issued by the BSNL CO. He informed that the preparation of JAO-2016 BatchGradation/ Seniority is at final stage AIBSNLEA also insisted the Management for the early preparation and issuance of AO Seniority list. AIBSNLEA insisted the Management for early issuance of AIEL -3 of JTO(T)s.

 

10. He further mentioned that due to continuous and consistent efforts of AIBSNLEA 3697 JTO(T)s were promoted as SDE (T) under 67% SCF quota. AIBSNLEA also demanding the Management for the immediate conduct ion of LDCE under 33% quota for the VY 2011-12 onwards and LICE for CSS Cadre in BSNL CO from the VY 2015 onwards(Asst.Manager to Dy. Manager).

 

11. He  explained that AIBSNLEA continuously demanded to finalize the SDE (T) Seniority list No 9 in pursuance to the judgement of Hon’ble CAT Chandigarh, HC of Punjab & Haryana and the Hon’ble Supreme Court of India i.e. on the basis of “Date of Joining” as applied in the case of list No 6, 7 & 8.

 

12. He told that AIBSNLEA CHQ is continuously put it best efforts for the release the Promotion orders in all the Streams.

 

13. He briefed about the pending Opex, Capex Liabilities, Bank Loan and latest financial condition of BSNL. He also explained about the various letters written by the CHQ to the Secretary (T) DoT for the immediate release of Rs.30,000 Crore towards the Claims Receivable from DoT to BSNL, which includes Rural subsidy, excess payment of Pension Contribution & reimbursement of Leave Encashment, etc., AIBSNLEA CHQ Leaders also met the Member (Finance) and other Senior Officers in DoT and explained about the justified Claims of BSNL and requested for early release of the same so as to meet out the Bank Loans, Capex & Opex etc., But till date  BSNL has not received any support from DoT.

 

14.  GS explained about the decisions taken in the AUAB meeting held on 21.6.2021, 1.7.2021 and details of discussions meeting held with CMD, Board of Directors and Senior Officers with the AUAB Leaders on 30.6.2021 and 2.7.2021. He requested 100 % participation of all the members  in the Agitational Programme organised by AUAB for the revival of BSNL.

 

He further mentioned that AIBSNLEA is always vociferously raising the issues and genuine grievances  of the Executives before the Management  and continuosly addressing the issues and assured that AIBSNLEA  always working for the settlement of all the genuine demands of the Executives and continue its Separate Identity.

 

The meeting came to an end with the Vote of thanks by Com. Dhanasekar, Circle Finance Secretary, AIBSNLEA TN Circle.

 

Meeting with CGM TN Circle and Sr.GM(Fin)

During the visit to TN Circle , GS alongwith CS,TN Circle, Circle Office bearers and DS  TN Circle Office Branch met Sh. G.Muralidharan, ITS newly joined CGM, TN Circle and greeted him with Shawl and memento.

We discussed regarding frequent outage of Core Router Uplinks in most of the BAs in TN Circle and other local problems affected the speed issues to the FTTH Customers resulting in lot of Surrender of FTTH Connections, Replacement of RPR Net Work with MNG-PAN/C-PAN and the  failure of Cluster Tender and the problems faced by the Field Executives due to Cluster Tender. CGM appreciated our concern  and assured to address the issues on priority basis.

We also met Ms.Geetanjali, Sr.GM(Fin) on courtesy and discussed about the latest financial status of BSNL and our suggestions regarding the Maxmise the Revenue.

16.07.2021 Meeting with Shri. A.M.Gupta, Sr.GM (Admin), BSNL CO:

GS, AIBSNLEA  met Sr.GM(Admin) on 13.7.2021 and discussed regarding  proposed Health Insurance Policy to the willing BSNL Employees in addition to BSNL MRS.

As per  th request of AIBSNLEA, the Committee has formed  on 28.5.2021 with Four members, Sr.GM(Estt), Sr.GM(Admin), Sr.GM(Fin-CFA) and GM(SR) to hold dialogues with the Unions/ Associations at appropriate stages as per the Rules and prevailing practice in BSNL, hold negotiation with any Health Insurance Company and shall recommend the suitable policy for approval of the Competent Authority.

Sr.GM(Admin) mentioned that 4 quotations received from various Govt.Insurance Companies. Out of which quotation received from M/s New India Assurance Company is the Lowest.

Sr.GM(Admin) further informed that the rates quoted by M/s New India Assurance Company is the Lowest as detailed below.

UP TO E4 Scale Rs.5 Lakh Health Insurance Scheme is eligible

1. For Family other than Dependent Parents Annual Premium for Rs.5 Lakh  -  Rs.6100 +GST= i.e around Rs.7000

2. For Family+ One Parent = Rs.9200

3. For Family+ Two Parents = Rs.10,000.

In addition to that Top Up Scheme is there.

E5 and above Scale Rs.10 Lakh and above Health Insurance Scheme is eligible

Terms and Condition of the Health Insurance Policy

BSNL Management will only act as facilitator on behalf of “beneficiaries” for the Health Insurance Policy

  The Policy is only for all the regular employees of BSNL and all the employees working on deputation/deployment basis in BSNL.

  The Health Insurance Policy shall be independent from BSNLMRS and shall have no linkage of any kind with it. Premium of the policy will be deducted from the salaries of “beneficiaries”.

•The facility will be optional for the BSNL employees. After signing of MOU with selected Insurance Company, BSNL will call for option from the employees and a list of such employees who opt for the policy shall be informed to the Insurance Company.

  BSNL will deduct the premium amount from the salary of “beneficiaries” and deposit the same with Insurance Company.

 The Insurance Company will issue policy documents, Identity and /or Medical Card, other document related with the policy directly to the employees who subscribed for the Policy.

The claim will be raised and settled by individual employees on its own. However, any grievance of employees in this respect will also be looked into the BSNL through nodal officer to be appointed by Insurance Company.

The Insurance Company will set up a nodal officer who will liaison with nodal officer of BSNL appointed specially for the purpose to look after the grievance of the employees. If any, in respect of the policy, its implementation and claim settlement.

BSNL will have no liability in respect of any default of individual employees in whatsoever manner related to insurance policy. BSNL will have no liability in respect of any data given in the application form by the individual employees. The Insurance Company will satisfy itself about the details submitted by the individual employee. BSNL will only deduct the premium amount from the salary of “beneficiaries”, if they choose the same. BSNL will not force the employees to opt for the policy or continue it for longer period.

On behalf of AIBSNLEA, GS, AIBSNLEA suggested that the rates has to be bargained and negoitated with M/s New India Assurance Company since BSNL is having more number of Employees througout India. Sr.GM (Admin) assured that the Committee will bargain and negoitiate  with M/s New India Assurance Company on 22.7.2021 and finalise the rates and MOU before 31.7.2021

15.07.2021 As per AUAB call Placard showing Agitation program has been successfully conducted at New Delhi, all the Circles HQs, BAs and SSA HQs throughout India demanding early settlement of the issues.

Charter of demand

            (1)  Immediate launching of BSNL’s 4G service, by way of upgradation of the  BTSs and also steps for moving towards the launching of SG service.

            (2)    Immediate disbursement of the salary for the month of June, 2021 and also disbursement of salary on the last date of every month

            (3)No Monetisation of BSNL’s Towers and optical fibre as is being planned by the Finance Ministry / Government of India.

           (4)  Immediate settlement of the dues to BSNL, amounting Rs.39,000 Crore, by the DoT.

           (5)  Immediate steps to off-set BSNL’s debt, through the Monetisation of lands.

           (6)  Complete review of the Cluster based Outsourcing System.

           (7) Immediate settlement of 3rd PRC revision, Pension Revision and enhancement of Superannuation Benefits (SAB) up to 30% for the Directly Recruited Employees.

           (8)   Speedy measures to improve the quality of BSNL’s FTTH service.

           (9) Prompt maintenance of BTSs, proper-up - keep of the power plants, as well as availability of Batteries.

       ( (10) Strengthen the transmission networks by carrying out the speedily maintenances works.

GS AIBSNLEA, AGS and BSNL CO President Com. Rajender Kumar met Ms. Samita Luthra, GM (Rectt.) BSNL CO, New Delhi and discussed regarding:

(A) Conduction of LDCE/LICE:

1) Immediate Conduction of LDCE  UNDER 33% quota as per SDE(T) RR:

we have requested for immediate conduction of LDCE under 33% quota as per SDE(T) RR from the Vacancy Year 2011-12 onwards in the Grade of JTO(T) to SDE(T). We appraised GM(Rectt.) that CPC was conducted and Promotion orders were issued from JTO(T) to SDE (T) for the vacancy year 2011-12 to Dec’ 2018  for SCF 67% quota but no action has been initiated by the Management for conducting LDCE 33% quota as per the existing SDE(T) RR from among the eligible JTOs for the past 6 years even though it is brought the notice of the Management through discussion and Reminders in writing several times.

After detailed discussion GM(Rectt) mentioned that I have personally gone through your letters & appreciated our concern and assured that the Management is trying to conduct the LDCE for JTO(T) to SDE(T) during August or September’ 2021.

2) Immediate Conduction of LICE from Asstt. Manager to Dy. Manager (CSS Cadre) UNDER 33% quota :

We have requested for immediate conduction of LICE under 33% quota as per RR from the Vacancy Year 2015 onwards in the Grade of Asst.Manager(CSS) to Dy.Manager(CSS) of  BSNL Corporate Office.

We appraised GM(Rectt.) that LICE quota i.e. 33% have not been done since the vacancy year 2015 onwards, whereas the vacancies under SCF (Seniority cum fitness) quota i.e. 67% have been filled-up regularly up to the vacancy year 2019 and AIBSNLEA has raised this issue before the Management for a quite long time. Non-conduction of LICE since long, is the great injustice to the eligible AMs of CSS Cadre which created serious resentment among them; as they are deprived from their due Promotions as per the provisions of the Recruitment Rules issued by BSNL Corporate Office.

After detailed discussion GM(Rectt) assured that the LICE will be conducted during August’ 2021 or September’2021.

3) Immediate Conduction of LICE from JE to JTO(T) :

We have requested for the immediate conduction of LICE as per RR in the Grade of Junior Engineer to Junior Telecom Officers (Telecom).

We appraised GM(Rectt.) that JTO(T) is the feeder Cadre of Engineering branch and there is acute shortage in the Cadre of JTO. As per RR, the JTO(T) are to be recruited through LICE from among the eligible JEs (erstwhile TTAs) which have not been conducted regularily and it is badly delayed. We requested for early announcement of LICE dates.

After patient hearing, GM(Rectt) assured that the LICE will be conducted very shortly.

(B) Restructuring and Manpower Plan:

We appraised the GM (Rectt) about the shortcomings in the proposed Restructuring plan. It is very surprising to note that the Restg Cell is drastically reduced the Posts of JTOs, JAOs and AOs as against the working strength.  

Lateral entry in Group B (JTO) posts are drastically reduced which is not helpful for operational activity. JTO is the Feeder cadre of the Telecom Wing and Main Promotion cadre from JEs. The present working strength of JTO(T) is 14,536 but it has been reduced to 11,283. This will impact on the field activities and later on BSNL Services.

JAO is the Feeder cadre of the Finance Wing and Main Promotion cadre of Clerical/Sr. Accountant Cadres etc. The present working strength of JAO is 2,351 but it has been reduced to 1,890. Likewise the present working strength of AOs is 1,961 but it has also been reduced to 1,547.

Now, for the span off control, considering SDE/JTOs and AO/JAOs as equivalent cadres, which is not justified and this will be reverse of Pyramid Structure and such Organization will fail in long run as no Promotional Avenues will be available.

Category 2 BA: it is suggested that two more AGM (Tx/NWO) Posts has to be provisioned in the Category-2 Medium BAs.

Category -3 BA:- Since huge Transmission Network is maintained by the SSA than the Mtce. Region, it is suggested that one more AGM (Tx/NWO) Post has to be provisioned.

Category 4 BA: One DGM (HR&Admin) Post is to be provisioned in each Category-4 Small BA. Since huge Transmission Network is maintained by the SSA than the Mtce. Region, one AGM (Tx/NWO) Post is to be provisioned for each Category-4 Small BA. Creation of separate Posts for HR/Admn, Marketing and Legal Executives, due to lack of Professionals in the respective Area.

After patient hearing for half an hour GM (Rectt) assured that the views and suggestions of AIBSNLEA will be discussed in the ensuing High Power Committee Meeting.

14.07.2021  Meeting with Shri Rajiv Kumar, GM(FC&EF), the Manpower Planning & Restructuring; High Power Committee Member, BSNL CO New Delhi:

In continuation to our earlier meeting on 06.07.2021, GS - AIBSNLEA, AGS(Finance), Auditor CHQ and Circle President Corporate Office met GM(FC&EF) and the Member of Restrg. High Power Committee on today and discussed regarding Restructuring and Manpower Norms. We presented our views, suggestions and justifications regarding Restructuring and Manpower Norms and handed over AIBSNLEA Suggestions and views in this regard vide our Letter dated 06.07.2021.

We brought to the notice of GM (FC&EF) about the short comings noticed in the Draft proposal and appraised about the presentation and Comments/Views/ Suggestions given by GS, AIBSNLEA regarding Man Power Norms before the CMD BSNL, the Board of Directors and Senior Officers in the AUAB Agenda Meeting held on 02.07.2021. On the basis of the discussion we presented our views, suggestions and justifications regarding Restructuring and Manpower Norms and handed over AIBSNLEA letter dated 06.07.2021.

We further mentioned that Restg Cell has drastically reduced the Posts of JTOs, JAOs and AOs as against the working strength and it is an Arbitrary and unjustified decision.

We mentioned that, earlier CAO and DGM (Engg) posts were provisioned very less vide the Restructuring letter dated 27.08.2020. As per the AIBSNLEA views and suggestions vide our letter dated 18.02.2021 & 19.02.2021 followed by detailed discussions with all the Committee Members the CAOs and DGM (Engg) posts are increased in the Op Area offices.

However as per the Restg Cell letter dated 28.06.2021, the CAO posts are increased but AO & JAO posts are withdrawn. We suggested that since all the regular important financial activities are required to be carried out in Op area offices which are situated at District Revenue HQ, the AO and JAO posts are very much justified.

Further we appraised the GM (FC&EF) that in most of the Circles, Mtce. Regions, BAs and Metro Districts so many number of DGM/CAO/AO/JAOs have been reduced in the name of new Manpower Norms. We requested to revisit and review the Norms in respect of Accounts Wing.

After detailed discussion & patient hearing, GM(FC&EF) appreciated our concern and assured  that the suggestions of AIBSNLEA will be discussed and considered in the High Power Committee Meeting scheduled to be held on tomorrow (15.07.2021).

13.07.2021AUAB writes to the CMD BSNL and the Secretary, Telecom, on excess posting of ITS officers in BSNL.
According to the deployment plan approved by the Cabinet, the number of PGM/GM level officers to be posted in BSNL during 2021-22 is just 199. However, today, the working number is more than 425. About 130 PGM/GM level officers are working in excess from 2020 onwards and in 2021-22 the number will be around 225. Management is simply accommodating hundreds of senior officers in BSNL without any justification and paying them the benefits of 7th CPC, LTC, Transport Allowance, TA, Tuition Fee reimbursement etc., on the revised rates, when the same are denied to BSNL employees. It is identified that, about 20 PGM/GMs are in excess at BSNL CO itself. BSNL is paying about Rs.90 to 100 crore per annum as salary and allowances for the excess officers working in BSNL....

Shri  Ashwini Vaishnaw, a former IAS officer and Rajya Sabha Member from Odisha, is the Minister of Railways, Communications and Information Technology (IT). He belongs to Jodhpur, Rajasthan and has studied Management at Wharton School, University of Pennsylvania, in the US. As an IAS officer, Shri Vaishnaw has worked in the PMO, during the Prime Minister ship of Shri Vajpayee and has handled the Public-Private Partnership (PPP) framework.

09.07.2021GS, AIBSNLEA once again written (reminder) to Shri P.K. Purwar, CMD BSNL and requested for immediate conduction of LDCE- 33% quota  for promotion from JTO(T) to SDE(T) as per SDE(T) RR from the Vacancy Year 2011-12 onwards.

At the outset, we, on behalf of AIBSNLEA extend our sincere thanks  and gratitude to our respected CMD Sir, Director(HR), PGM(Pers) and whole HR Team for the issuance of  long awaited SDE(T) Promotion orders under SCF 67% quota to 3697 Young and energetic JTOs.

In this regard, GS AIBSNLEA has already written to CMD BSNL on 09.07.2020, 10.11.2020 & 04.02.2021 and requested CMD BSNL, Director(HR), PGM(Pers) and GM(Recrt) for the past one year in so many meetings for immediate conduction of LDCE- 33% quota as per SDE(T) RR from the Vacancy Year 2011-12 onwards. But till date no action has been taken in this regard. Hence Reminder has been written by GS AIBSNLEA to CMD BSNL for immediate action.

We have drawn the kind attention of CMD sir in the above cited letters, and requested to intervene for immediate conduction of LDCE under 33% quota as per SDE(T) RR from the Vacancy Year 2011-12 onwards in the Grade of JTO(T) for promotion to SDE(T). It is submitted that CPC was conducted for the issuance of the Promotion orders from JTO(T) to SDE (T) for the vacancy year 2011-12 to Dec’ 2018  for SCF 67% quota but no action has been taken by the Management for conducting  LDCE 33% quota as per existing SDE(T) RR from among the eligible JTOs.

It is pertinent to mention here that the Promotion to the post of SDE (T) Grade is made through two modes i.e., Seniority Cum Fitness-SCF Quota (67%) and Limited Departmental Competitive Examination-LDCE Quota (33%) from the eligible JTOs who have completed THREE YEARS of Service in JTO-Grade regular as per SDE (T)RR 2002. The main reason of delay in the LDCE is due to the delay in conduction of CPC for SCF 67% Quota due to Court case in Ernakulum CAT. Last CPC was conducted in June 2018 for the vacant posts up to the Vacancy Year 2010-11 for SCF quota hence, for the LDCE quota promotions up to the vacancy year 2010-11 were made through LDCE in 2015. The LDCE for next vacancy year 2011-12 onwards is still to be announced even after delay of Six years. We are unable to understand that how can we call it as Fast Track promotion of JTO to SDE(T). BSNL Management has to conduct the LDCE under 33% quota as per SDE RR in a time bound manner.

As per SDE(T) RR, LDCE is to be conducted every year in a time bound manner. But it is a matter of deep concern that LDCEs were conducted only three times (2007, 2012 & 2015) during the span of 21 years since BSNL formation. The last LDCE exam was conducted only in 2015 i.e. for the Vacancy Year 2010-11, for which the promotion orders were issued only in June, 2018 after a lapse of 3 years along with promotion orders of SCF quota.

We have therefore requested CMD BSNL to intervene in the matter and issue necessary instructions to the Officers concerned to immediately  notify the LDCE for the due vacant posts of SDE (T) as per existing SDE(T) RR so that the young JTOs of BSNL may get their first due Fast track Promotion in time and serve the Company with a better zeal and enthusiasm.   <<Click here for GS letter>>>

08.07.2021Circle  Office Bearers  Meeting of  AIBSNLEA Tamilnadu Circle: Circle Office Bearers Meeting of AIBSNLEA Tamilnadu Circle was held through Online Zoom Meeting under the Chairmanship of Com. I.Sarvanan, Circle President on 20.06.2021

Com. Anandh, Circle Secretary welcomed the gathering and nerrated the issues taken by Circle Association with the Circle Management.. All the Circle Office Bearers, CWC Members and CEC Member participated in the delibrations and discussion regarding Organization review. 

Com. C. Durairasan, OS (South) CHQ in his address appriciated the functioning of CHQ Team at HQ Delhi and explained the issues taken by the CHQ. He has given valuable suggestions regarding strengthening of AIBSNLEA and explained about the letters addresed to BSNL Management and DoT by GS AIBSNLEA on various issues and advised the Circle Team to appraise all the Executives about the same.

Com. S.Sivakumar, GS AIBSNLEA at the outset extend his sincere thanks and gratitude to the Circle Team for arranging the meeting during the Covid-19 Pandemic situation and giving the opportunity to address the Meeting.  

In his one and half hour address, he has elaborated about the Financial Status/Revival of BSNL, timely payment of Salary, Restructuring, Promotions, AUAB meeting and other burning issues as detailed below:

1. He mentioned that due to dip in revenue collections during April & May 2021 and in view of the payment of Statutory dues, EB Bills, quarterly repayment of loan amount of about Rs.970 Crore, the payment of salary for the month of May is badly delayed. Even though we are requesting the Management to disburse the salary every month on the due date, but BSNL Management is disbursing the Salary after 20th of the following month for the past 18 months. He assured that the issue of timely payment of Salary will be taken up by AUAB with the Management.

2. Launching of 4G is badly delayed due to non-consideration of BSNL Global Tender towards the purchase of 57000 4G equipments by the Empowered Technology Group (ETG) in the name of ‘Atamnirbhar Bharat’. The demand of AUAB to upgrade the 49,300 existing 2G & 3G BTSs by spending around Rs.1500 crore is not at all finalized by the BSNL Board but the Indigenous 4G Tender (EoI) on PoC basis as recommended by the ETG has been opened today. So the vison of BSNL for earning more revenue through launching of 4G Services is further delayed.

3. In the name of Restructuring/ Manpower Plan and pending SLP at Hon’ble Superem Court tagged with Jarnail Singh Case, all the Promotions are strucked up. AIBSNLEA strongly opposed the undue delay in Restructuring Process and Promotions and continuous looking-after arrangement instead of  Regular Promotions to maintain the Services.

4. GS AIBSNLEA & CHQ Team made presentation before the CMD BSNL, Director (HR) and all the Members of High Power Committee regarding Manpower plan & Restructuring during Feb. and March 2021. BSNL Management appreciated our concern and assured to look into our suggestions/ inputs.

5. AIBSNLEA insisted the BSNL Management for the immediate Compassionate Ground Appointment to the dependent of the employees succumbed to Covid-19.

6. As per the request of AIBSNLEA, the Committee has been formed in Corporate Office for look into the matter of Health Insurance Policy for the willing officials for the recovery of the Premium through Salary. He further explained that the expected New Scheme is in addition to the existing BSNL MRS .

7. AIBSNLEA has taken up the issues of E1+5 increments, E1A to E2, increase of SAB benefit to 30%, timely remittance of SAB recoveries and immediate formation of PRMB Trust and immediate preparation and issuance of JAO/AO Seniority list.

8. He explained that we have demanded for immediate issuance of JTO (T) to SDE (T) promotion under 67% SCF quota to fill up all the vacant posts and immediate conduction of LDCE under 33% quota for the VY 2011-12 onwards.

9. He further explained that AIBSNLEA continuously demanded to finalize the SDE (T) Seniority list No 9 in pursuance to the judgement of Hon’ble CAT Chandigarh, HC of Punjab & Haryana and the Hon’ble Supreme Court of India i.e. on the basis of “Date of Joining” as applied in the case of list No 6, 7 & 8.

10. He also explained about the various letters written by the CHQ to the Secretary (T) DoT for the immediate release of Rs.30,000 crore towards the Claims Receivable from DoT to BSNL, which includes Rural subsidy, excess payment of Pension Contribution & reimbursement of Leave Encashment, etc.,towards. AIBSNLEA CHQ Leaders also met the Member (Finance) and other Senior Officers in DoT and explained about the justified Claims of BSNL and requested for early release of the same so as to meet out the Bank Loans, Capex & Opex etc.,

The meeting came to an end with the Vote of thanks by Com. Dhanasekar, Circle Finance Secretary, AIBSNLEA TN Circle.

08.07.2021 CEC Meeting of AIBSNLEA Rajasthan Circle held  on 29th June. 2021 at 7.00 PM through Online Zoom Meeting.

The Agenda of the meeting was to discuss the status of different ongoing issues and discussion on the efforts to be made by Distt. Branches to strengthen AIBSNLEA as membership window is open till 15th July,2021.

Com. Sivakumar, GS, Com. Bhagwan Singh, AGS(HQ), Sh. Devesh Sharma, OS(North), Sh. M.K. Morodia, Advisor, CHQ, AIBSNLEA attended and addressed the meeting.

Sh. Anil Chahar, Circle Secretary AIBSNLEA in his Opening remarks, welcomed all the CHQ Office bearers and District Secretaries attended the meeting.

Com. Abhishek Jain, District Secretary, Jaipur Telecom Distt, in his address mentioned that we have to strengthen AIBSNLEA in all the Districts of Rajasthan Circle and try to conduct Circle conference as soon as possible so that regular body will work in direction to strengthen AIBSNLEA in Raj. Circle. He also discussed on the ongoing burning issues like DPC from JTO to SDE, Restructuring in all cadres etc. and requested GS to update on the same in the meeting.

Com. M.K. Meena, Distt. Secretary, Alwar TD in his address submitted that his team is working to increase the membership in Alwar Distt.

Com. Devesh Sharma, OS(N), CHQ in his address submitted that present adhoc body of AIBSNEA Raj. Circle has to try to conduct Circle conference as soon as possible so that regular body will work in order to strengthen AIBSNLEA in Raj. Circle and  discussed on the ongoing burning issues of Circle/CHQ level  like DPC from JTO to SDE and other cadres, Restructuring in all cadres,  regularization of salary, not finalization of  4G tender  etc. He also mentioned that Circle Website must be updated on regular basis w/o fail so that members of AIBSNLEA Raj. Circle will be updated with the current ongoing issues of Circle/CHQ level.

Com. Bhagwan Singh, AGS (HQ) in his address submitted that present adhoc body of AIBSNEA Raj. Circles has to try to conduct Circle conference as soon as possible and submitted that AIBSNLEA is the only association who truly represents the Executives in BSNL and understand the issues of the executives of all cadres. He also mentioned that AIBSNLEA has Leadership Power to address/resolve the issues of Executive’s cadres of all grades.

Com. S.Sivakumar, GS, AIBSNLEA in his more than one hour address thanked to Circle Secretary AIBSNLEA Raj Circle & Team for organizing CEC meeting through Online mode due to CoViD-19 pandemic. GS requested all  the members to work hard in order to strengthen AIBSNLEA in Raj. Circle by educating them about the works done by AIBSNLEA in the past and present scenario.  He highlighted all the current burning issues of BSNL viz Salary, Promotion, Restructuring plan, reducing of posts in all cadres in the restructuring plan, DPC of JTO(T) to SDE(T) and other cadres, BSNL earnings and statutory payments, Bank Loan Capex and OPEX , court cases .

07.07.2021GS, AIBSNLEA written a Letter  to Shri P.K.Purwar ji, CMD BSNL regarding Comments/Suggestions of AIBSNLEA on Manpower Norms for finalization of Sanctioned strength in BSNL post VRS.

In this regard, GS AIBSNLEA has already written to CMD BSNL on 12.02.2021, 18/19.02.2021 and GS, AIBSNLEA presented the views & suggestions of AIBSNLEA regarding Man Power Norms before the CMD BSNL, the Board of Directors and the Senior Officers during the Agenda Meeting of AUAB held on 02.07.2021.

On the basis of the input/suggestions given by AIBSNLEA regarding Manpower Plan vide the above cited letters and presentation made before CMD BSNL and Director (HR) on 23.03.2021 and presentations made before all the Members of High Power Committee by the CHQ team led by GS AIBSNLEA some posts in the Cadre of DGM (Engg) & CAO has been increased in the present proposal circulated by the Restructuring cell BSNL Corporate Office. However we are not satisfied with the proposal due to drastic reduction in most of the Cadres.   

Hence AIBSNLEA has very clearly mentioned in the letter dated 06.07.2021 that the draft proposals for BSNL Man Power Norms, circulated by the Restg. Cell, BSNL CO are Arbitrary, unjustified and uncalled for.

The proposal is advocating Top Bureaucratic Structure but it may be recalled that Top Bureaucracy was one of the important causes of French Revolution. The Posts abolished by virtue of VRS only may be taken into consideration for reduction of Posts. We cannot accept any reduction in the Posts in Promotional Cadre keeping the Sanctioned Strength unchanged in the Promotional Cadre may make the Career progression to all the Executives.    

It is certainly going to hamper the working of BSNL and the motivation of the Employees. Details of shortcomings, Our Comments/Suggestions and change of stand taken by the Restructuring Cell are detailed below.

(A)      SHORTCOMINGS :

1)Prima facie, we believe that the said proposal has been issued with no clear motive and it suffers from lack of equity, transparency and application of mind. It seems that the number of Posts is worked out in a closed mind, i.e on the basis of working strength only and that too on different footings.

We had given several suggestions in the past to BSNL Management to utilize its own Executives for the Revival of BSNL by empowering them and reducing the dependency on officers on Deputation. Naturally we expected that during the Restg process, focus will be for empowering the Officers and Executives of BSNL, having sufficient experience. However, the BA concept is formed with GM/PGM level Officers heading it, whereas the number of absorbed GM/PGM level officers available in BSNL is very few. The deputation of the ITS Officers will end in March, 2023, on diminishing basis..  The working strength of CGM/GM equivalent is shown as 571 (415 ITS + 166 Absorbed Officers) whereas the real strength of SAG (ITS)Officer should be 199 during 2021-22 as per the Repatriation Order issued by DoT dated 11.3.2013 on year to year diminishing basis .On a calculated move, BSNL Management borrowed many ITS officers from DOT from time to time on temporary basis to fill up the white collar Posts in the grade of SAG/HAG in violation of the MOU for curtailing the posts of ITS Deputation  year by year. Whether this Restg exercise by reducing the Promotional avenues of BSNL Executives and increasing the GM/PGM level Posts and keeping it vacant is going to help the Revival of BSNL? Even at present many GM level Posts are lying vacant in SSA/BAs whereas so many ITS Officers in the GM level are posted in the Circle Head Quarters, Metro Cities and BSNL Corporate Office.

2) Secondly, if all the posts manned by ITS on Deputation for a specific period i.e.,  up to 10 years ( become Zero during 2022-23)are to be worked out as Working Strength of that Cadre, we wonder what prevented Management to consider the posts of SDE/AGM/DGM equivalent Manned by look after Executives. In that case, the working strength in the grade of SDE/AGM/DGM equivalent etc., would have been much more, say nearly the Sanctioned Strength. Therefore the anomaly needs to be rectified either by reducing the SAG/HAG strength or by increasing the Posts of SDE/AGM/DGM equivalent.

3) Thirdly, the total Manpower has been shown clubbing all the equivalent cadres with no break up of Streams. This has been done perhaps to hide the partisan view of the Management and we are of the opinion that the Management is not transparent to declare/share the Cadre/Stream/ Discipline wise working strength and proposed Man Power with the Stake Holders. So the need of the hour is Management has to declare/share the details of each Cadre with the Stake Holders for the transparent/Open minded discussion regarding the justification of each Post/Cadre.

4)It appears to us that the Manpower Norms prepared by the Restg Cell is vitiated by cronyism and Forum shopping to further the career interest of the Creamy layer at the cost of that of the Bottom layer.

 

5) It is very surprising to note that the Restg Cell is drastically reduced the Posts of JTOs, JAOs and AOs as against the working strength. What is the hidden Agenda of the Management for the reduction of the Working strength of the Cadres? It is an arbitrary and unjustified decision.

6) Lateral entry in Group B (JTO) posts are drastically reduced which is not helpful for operational activity. JTO is the Feeder cadre of the Telecom Wing and Main Promotion cadre from JEs. The present working strength of JTO(T) is 14,536 but it has been reduced to 11,283.This will impact on the field activities and later on BSNL Services

7) Reduction in Entry level Posts will result in increase of Contract /Tendering Work. It will damage the BSNL goodwill in the Market and our workforce will depends on Contractors.

8) JAO is the Feeder cadre of the Finance Wing and Main Promotion cadre of Clerical/Sr. Accountant Cadres. The present working strength of JAO is 2,351 but it has been reduced to 1,890.

9) The present working strength of AO is 1,961 but it has been reduced to 1,547.

10) The drastic reduction of JAO and AO Posts will result in delay in closing of Annual/Half-Yearly Accounts, delay in submission of various Financial Statements, Outstanding Persuasion, Billing and Customer related Complaints, Statutory requirements and the assurance of Revenue.

11) Now, for the span off control, considering SDE/JTOs and AO/JAOs as equivalent cadres, which is not justified and this will be reverse of Pyramid Structure and such Organization will fail in long run as no Promotional Avenues will be available.

AIBSNLEA has given detailed suggestions regarding Man Power Norms with detailed justification in respect of all the Streams viz., Telecom Operation (Eng.Wing), Telecom Finance, Civil/ Electrical/ Tele. Factory/ Arch/CSS Wings etc……………….<<<Click here for GS letter>>>

GS, AIBSNLEA requested the CMD BSNL and the Board of Directors to kindly consider the AIBSNLEA suggestions and cause to issue necessary instructions to the Officers concerned for provisioning of DGM/AGM/SDE/JTO equivalent Posts in all the Streams as per the justification mentioned in our letter to maintain the fault free Network, the Financial discipline in the Company, Concurrences & Control very efficiently as well as the Govt. Projects & External works with Standard Norms, Procedures & Practices in the better interest of the Company.

06.07.2021Meeting with Shri. R.K.Goyal, PGM (Pers), BSNL CO:

GS, AIBSNLEA and AGS(Finance) met PGM(Pers) on 05.07.2021 and extend our sincere thanks for the issuance of Provisional All India Gradation/Seniority List of Junior Accounts Officers of 2015 Batch in a short span. We further requested to finalise the All India Gradation/Seniority List of Junior Accounts Officers of 2016 Batch onwards as well as for Accounts Officers. PGM (Pers) assured to look in to the matter

Status of JTO to SDE(T) Promotion : We requested the PGM(Pers) for the early issuance of the JTO(T) to SDE(T) Promotion Orders. PGM(Pers) mentioned that the DPC and finalisation of AIEL of JTOs are under process and the Executives of Pers. Branch are working Day and Night for the past 3 days to complete the work. He further assured for the early issuance of the JTO(T) to SDE(T) Promotion orders.

06.07.2021Meeting with Shri. Rajeev Kumar, GM(FC&EF), BSNL CO:GS, AIBSNLEA, AGS(Finance) and Auditor CHQ met GM(FC&EF) and the Member of Restrg. High Power Committe on 05.07.2021 and discussed regarding Restructuring and Manpower Norms. We presented our views, suggestions and justifications regarding Restructuring and Manpower Norms   and handed over AIBSNLEA Suggestions and views in this regard vide our Letter dated 19.02.2021. We also pointed out that the draft proposal issued by the Restrg. Cell of BSNL CO for BSNL Man Power Norms, is Arbitrary, unjustified and uncalled for.

We brought to the notice of GM (FC&EF) about the short comings noticed in the Draft proposal and appraised about the presentation and Comments/Views/ Suggestions given by GS, AIBSNLEA regarding Man Power Norms before the CMD BSNL, the Board of Directors and Senior Officers in the AUAB Agenda Meeting held on 02.07.2021 and intimated the GM(FC&EF) that AIBSNLEA will submit the Comments/Views & Suggestions in this regard  in writing as per the directions of the CMD, BSNL in the AUAB Meeting.

We further mentioned that Restg Cell has drastically reduced the Posts of JTOs, JAOs and AOs as against the working strength and it is an Arbitrary and unjustified decision.

After detailed discussion & patient hearing, GM(FC&EF) appreciated our concern and assured  that the suggestions of AIBSNLEA will be discussed and considered in the High Power Committee Meeting. He has given further time for detailed discussion in this regard on 08.07.2021 and asked AIBSNLEA to come with facts and figures in writing for discussion.

05.07.2021Status of JTO to SDE(T) Promotion on 05.07.2021 at 10.30 P.M: Com.S.Sivakumar, GS AIBSNLEA, Com.Bhagwan Singh, AGS HQ and Com. Rajpal Sharma, AGS(Finance), AIBSNLEA CHQ visited Pers. Branch at 4th Floor BSNL CO. The DPC work is in final Stage. JTO to SDE (T) Promotion orders are likely to be issued tomorrow on 06.07.2021.More than 10 Executives are working in Pers Branch in full swing to complete the DPC work.

05.07.2021 It is reliably learnt the

1) JTO(T) to SDE(T) Promotion - DPC work is under progress and in final stage. Promotion orders expected to be issued today (05.07.2021) Night or tomorrow.

2) JAO Seniority List is finalised and submitted for the approval of the Competent Authority and it will be issued today or tomorrow.

03.07.2021 Grant of 5 (five) Advance Increments on the minimum revised E1 IDA Pay Scale of Rs.16400-40500 to the SRD JTOs  & DRs Specially abled  2010 batch, LDCE JAO 2013 batch  DR JAOs of 2015, 2018 batch, DR JTO of 2017 batch  LDCE JAO 2016 batch and LDCE JTOs  of 2016 & 2017 batches.

 

To the Kind attention of all Post 2010 Batch DR/LDCE JTOs & JAOs Batches:

Dear Friends! AIBSNLEA is the only Association continuously taking up the issue of E1+ 5 increments to the post 2010 JTO/JAO DR & LDCE  at different level for quite long time due to non approval  of E2 Scale by the DoT. GS, AIBSNLEA has written to the BSNL Management about this anomaly and explained about huge difference in Pay to the tune of Rs 10000/- between the two sets of Executives recruited after 01.01.2007 onwards which created widespread resentment among the young Executives. The young DR and LDCE JTOs/JAOs  were demoted to a lower Pay scale and placed in E1 scale provisionally.

Due to consist and continuous  efforts of AIBSNLEA , BSNL Board approved the grant of 5(Five) advance increments on the minimum of the revised E1 pay scale of Rs. 16400-40500 to the directly recruited JTOs of 2007 and 2008 batch and directly recruited JAOs in respect of whom result declared in 2010 have been ordered to be fixed at Rs.19020/- and subsequently  BSNL Board approved the same for JAO 2010 LICE batch (both 10% Quota & 40% Quota) i.e., the pay of such JAOS has been fixed in the revised E1 pay scale of Rs. 16400-40500/- by granting one notional increment @ 3% of their existing pay in the feeder grade or at Rs. 19020/- by way of granting five advance increments on the minimum of the revised E1 scale, whichever is higher.

Like that due to continuous persuasion of AIBSNLEA with the BSNL Management, the grant of 5(Five) advance increments on the minimum of the revised E1 pay scale of Rs. 16400-40500 to SRD JTOs 2010 batch and LDCE JAOs 2013 batch has been considered and approved by the MC of the BSNL Board. But the approval of BSNL Board is kept pending for the past so many years due to BSNL Restructuring Plan.

AIBSNLEA brought to the notice of the CMD, BSNL that the initial Pay of DR JTO Specially abled 2010 Batch, DR JAOs of 2015, 2018 Batch, DR JTOs of 2017 Batch, LDCE JAOs of 2016 batch and LDCE JTOs of 2016 & 2017 batch recruited/appointed as per the same Recruitment Rules as of DR JAO 2010 Batch was fixed at Rs.16400/- only and they are deprived from getting of 5 Advance increments; which is clear disparity and serious anomaly among the similarly placed JTOs/JAOs. The difference in basic pay of DR JTO Specially abled 2010 Batch, DR JAOs of 2015, 2018, DR JTOs of 2017, LDCE JAOs 2016 and LDCE JTOs 2016 & 2017 batches become Rs 2620/- (Rs,19020– Rs.16400) comparing to the DR JTOs of 2007 batch, 2008 batch and JAOs of 2010 LDCE batch. If other allowances are added, the real difference in salary today will be around Rs 10,000/-. On implementation of 3rd PRC, the difference will further increase and continue with time due to increase in IDA and annual increment. Further all are facing major losses in the form of career progression (time bound promotion), retirement benefits like E.P.F., Gratuity etc., due to discrimination of the initial basic pay compared to other similarly placed JTO/JAOs. 

AIBSNLEA in it’s letter also mentioned that they will get E-2 Scale as per the time bound EPP after 6 years only since they are placed in Rs.16400- 40500 Scale and they have not touched the next Scale within 4 years (as per the BSNL EPP) due to non grant 5(five) Advance increments. Whereas the earlier 2007&2008 DR JTO batch, 2010 DR JAO and 2010 LDCE batches  have got E2 Scale in 4 years which is the great injustice  and discrimination.

Due to implementation of VRS-2019 in BSNL and sudden outbreak of the present pandemic situation, the immediate propulsion faced by the Executives, especially the younger ones are hard to believe. They have already labeled themselves as silent fighters, who fought not only for their livelihood but also to run the Dreams of Indian Telecommunication amidst the most turbulent condition. Surprisingly, these energetic, educated and committed brigades have continuously been deprived in many spheres relating to their career in BSNL service. The financial difference between their of their senior counterparts due to Pay loss of Rs 10,000/- per month is unimaginable and unfair too.

In view of the foregoing,  AIBSNLEA fervently appeal to the CMD BSNL to kindly intervene in the matter and cause to issue necessary instructions to the Officers concerned to extend E1+5 increments to SRD JTOs 2010 batch, DR JTO Specially abled 2010 Batch, LDCE JAOs 2013 batch, DR JAOs of 2015, 2018 batch, DR JTOs of 2017 Batch, LDCE JAOs 2016 and LDCE JTOs 2016 & 2017 batches so as to increase the morale of the Young Executives.<<<Reminder letter written to CMD BSNL>>>

02.07.2021 A well attended meeting of the AUAB was held  on 01.07.2021  at  New Delhi. Com. S.Sivakumar, GS attended the meeting on behalf of AIBSNLEA. 13 Unions  and Associations  General Secretaries & CHQ Office bearers have participated in the Meeting.  Many others have expressed their inability to attend this Physical meeting, due to the Covid-19 Pandemic situation. The meeting held threadbare discussions regarding the crucial issue of the Revival of BSNL and also on the important issues of the employees. 02.07.2021 AUAB holds crucial discussions with the CMD BSNL.

The AUAB held a crucial meeting today, with Shri P.K. Purwar, CMD BSNL. On behalf of AIBSNLEA, Com.S.Sivakumar, GS AIBSNLEA participated in the Meeting. General Secretaries / Representatives of BSNLEU, NFTE, AIGETOA, SNEA, SEWA BSNL, BSNL MS, SNATTA, AITEEA, BSNL ATM, TEPU, BSNL OA and BEA participated in this meeting. From the Management Side, Director (HR), Director (CFA), Director (CM), Director (EB), Director (Finance) and Senior Officers of the Corporate Office participated.

Leaders of the AUAB forcefully demanded prompt upgradation of the BTSs, to immediately launch BSNL’s 4G Services. Payment of Salary on the due date of every month was prominently raised. Immediate Settlement of the dues to the BSNL amounting Rs.39,000 Cr by the DoT, improving the Maintenance of Transmission Network  as well as Landline and Broadband Services, etc., were raised. Modi Government’s plan for raising Rs.40,000 Crore, by monetising BSNL’s Towers and Optic Fibre was severely opposed. Proposals of the Management  for Restructuring BSNL’s Manpower came under severe criticism. Regarding the Superannuation Benefits, it was firmly demanded that BSNL Management should immediately take steps to increase it’s contribution upto 30%. The BSNL Management’s policy of continuing to rely on the ITS officers to run the Company was severely criticised. Many other issues related to the employees and the Company’s revival were also raised. 

Finally CMD, BSNL replied to the demands raised by the AUAB Leaders. The Meeting Lasted for 3 Hours. Further details will follow………..

02.07.2021 It is reliably learnt the case filed by some JTOs in respect of JTO(T) to SDE(T) promotion in Hon’ble CAT Jabalpur has been dismissed on 01.07.2021 on the ground of “ Devoid of Merit”. It is expected that JTO (T) to SDE(T) promotion orders may be issued very shortly. after Finalization of JTO Seniority list.
