30.11.2016:   A Report on the GB meeting on Election campaign of AIBSNLEA & AIGETOA at ITPC and CTTC/Nodal Centre Kokata on 28.11.2016

A joint general body meeting was arranged by AIBSNLEA and AIGETOA at two locations viz ITPC and CTTC/Nodal Centre Kolkata. It was attended by Circle Secretaries WBTC Bijay Bhatacharjee and CS AIGETOA Calcutta Telephones. A huge number of executives from both the associations attended the GB meetings.


GS AIBSNLEA addressed about the efforts being taken for settlement of all HR issues.


CS AITEEA Mr. Prashant Nag and Com. Girish Kumar apprised AIBSNLEA GS Shri Prahlad Rai regarding the long pending 2007 and 2008 pay parity issue. GS AIBSNLEA agreed that the 2007 and 2008 batches pay parity issue is genuine and said that it is taken up as it's agenda by AIBSNLEA GS. Also GS AIBSNLEA promised that he would personally pursue the case with management and requested the entire 2007 and 2008 batches to have belief in the United Forum. There is no better person than our beloved GS Rai sir to convince the management regarding the same.

 

GS AIBSNLEA reiterated that they have resolved the issue of JAO 2010 batch by constituting a committee at corporate level. And hence in the similar manner GS promised that he will put in all his efforts to resolve 2007 and 2008 batch pay parity issue by upward revision to E2 and it will be implemented with effect from 1.1.2007. Since the formation of our association, a lot of our important issues are resolved. We fought against the BSNL management. Our assured career progression is not being implemented due to pending non decision of ITS absorption. EPP was discussed in detail and Executive Promotion Policy was implemented in 2007 but still we are not satisfied. We tried for filling up of vacant posts by DPCs. Transparent transfer policy came into existence only by persuasion of AIBSNLEA. Scrapping of MT RR is our agenda. 12% superannuation benefits will also be got approved. Please believe us and we will not break your trust. Replacement of E1A to E2 & E2A to E3 for JTO and SDE equivalent executives is our demand.

 

GS AIGETOA also insisted that voting on neutral platform equals to not voting at all and also warned all the DR'S to be careful about the future as the vote is just going to be a waste. Superannuation benefit was asked 12%. Other Association says it is unrealistic demand. Don't waste your votes please as giving vote on any other platforms is equal to not voting.

30.11.2016:   A Report on the GB meeting on Election campaign of AIBSNLEA/AIGETOA, Uttarakhand Circle at Press Club, Dehradun on 29.11.2016

 

A  Joint General Body meeting of AIBSNLEA, Uttarakhand Circle was held at Press Club, Dehradun on 29-11-2016 and attended by Shri Prahlad Rai GS, AIBSNLEA; Shri Wasi Ahmad, AGS, AIGETOA; Shri Devesh Sharma, Organising Secretary (North), AIBSNLEA CHQ; Shri Brij Mohan Dhyani, Circle Secretary AIBSNLEA Uttarakhand Circle and a huge gathering of Executives from all nooks and corners of Uttarakhand Circle and a good number of Executives even from other Sister Associations. Shri P. S. Martolia, President, SEWA , Uttarakhand Circle and Shri H. S. Rawat, Ex- President, AIGETOA, Uttarakhand also graced the occasion by their precious presence on the dais. The meeting was presided over by Sri K. R. Bharti, GM (Finance), UKD Circle, Dehradun and Shri Ganesh Kothari, Sr. Leader and Divisional Secretary, Dehradun SSA  conducted the proceedings in a grand manner. All the dignitaries were welcomed by CS Uttarakhand Shri Brijmohan Dhyani and his team by garlanding.

 

Comrade K. N. Sharma, Sr. AIBSNLEA leader of Uttarakhand Circle welcomed all dignitaries in the City of Guru Drona and Guru Ram Rai and appealed all executives to Vote for AIBSNLEA at Sr. No. 1 of the Ballot Paper.

 

Sh. G. S. Bisht, Rajbhasha Adhikari and Sr. Comrade from Haldwani iterated that as the AIBSNL has by default Got No. 1 in Ballot Paper, we have to make AIBSNL win by 2/3rd Majority. He appealed all members to take the referendum process in sportsman spirit and vote for welfare of the executives. He also appealed CHQ leaders to resolve the issues related to Official Language Cadres.

 

Sh. Khajan Singh, Sr Comrade from Haridwar, Sh. Anurag Gangwar, DS, Srinagar (GWL), also appreciated the working of AIBSNL Uttarakhand Circle in the leadership of Sh. B. M. Dhyani . CS and appealed to Vote for AIBSNLEA.

 

Sh. M. L. Sharma, Sr. Comrade from Dehradun requested all members to check the roadmap proposed by All Associations and make their choice, which is off course, AIBSNLEA.

 

Sh. P. S. Martolia, President SEWA requested all members to work for viability of BSNL.

 

Shri H. S. Rawat, Ex- President AIGETOA, Uttarakhand requested all members to compare the work done by all Associations and feel the positive work done by AIBSNLEA. He also raised the issue of withdrawal of tenure posting facilities earlier available to Srinagar (GWL), New Tehri and Almora SSAs of Uttarakhand Circle. He also requested CHQ members to resolve the pay anomalies of JTO 2007/2008  batches.

 

Com. B. M. Dhyani, Circle Secretary , Uttarakhand welcomed all dignitaries and highlighted the achievements of AIBSNL Uttarakhand Circle in last 02-03 years like implementation of transparent rotational transfer policy for executives serving in hilly areas and Disposal of long pending Rule 08 transfer requests. He mentioned the request made by him to All Hon?ble MPs of Uttarakhnad for declaration of Uttarakhand Circle as Hard Tenure Station. He declared a Circle Manifesto of AIBSNLEA  Uttarakhand Circle, in which apart from other matters he vowed for declaration of Uttarakhand Circle as Hard Tenure, Implementation of transparent rotational transparent policy and posting of more executives in NTR, Uttarakhand. He raised the slogan that ?AIBSNLEA Uttarakhand ka wada  koi bhi  executive  pahad  par  nahi  rahega 30 mahine se jyada ? .

 

Com. Devesh Sharma, OS (N), AIBSNLEA CHQ in his address described about the need of the Membership Verification. He also described about the AIBSNLEA's efforts about the issues of the DR Executives like Pay, Promotion and Pension issue. He mentioned that the combined efforts of the United Forum of AIBSNLEA and AIGETOA are addressing the problems of the Executives in an effective manner. He appealed all the Executives to be unite and cast their votes in favor of AIBSNLEA for the best settlement of their issues.

 

Com. Wasi Ahmad, AGS, AIGETOA thanked the convener of the meeting for giving him the opportunity to come in this holy state and share the dais. In his speech he enumerated the history of formation of AIGETOA, its stand on the membership verification and reasons for AIGETOA?s support to AIBSNLEA in this referendum process. He enumerated in detail the service conditions and PPP (Pay, Promotion and Pension ) of BSNL Recruited Executives. He vehemently opposed the MTRR/ Recruitment as it is blocking the career progression of D/R Executives. He said that DR JTOs/SDEs have already swapped ITS in technical field of BSNL and Now it?s the turn of Managerial Posts. We are enough capable to hold all the managerial posts of BSNL there is no need to recruit MT. AIBSNLEA/AIGETOA is dedicated to scrap MTRR and determined for promotion of Executives recruited from Basic Cadre (JTO/JAO) up to the highest level of CMD like other CPSUs.  He also discussed the pending promotions ( 7000 through DPCs, 3000 through LDCEs, 2500 DE and 400-500 DGMs) due to court cases and said that only CPSU hierarchy is the solution. He appealed all Executives to make AIBSNLEA No. 1 in the referendum process.

 

Com. Prahlad Rai, General Secy., AIBSNLEA, thanked CS/Circle body of Uttarakhand to give him opportunity on the occasion. In his address, he praised Uttarakhand Circle for untiring support in All India/ CHQ Calls any time. During his elaborated speech he deliberated the history of problems and the efforts of AIBSNLEA in getting resolution of all the issues like Executive Promotion Policy, Transfer Policy, Pay Revision of Executives after formation of BSNL.  He said that he is in continuous campaign since the last 2 months all over the country to all the members for their overwhelming support to be No. 1 executive association in the forthcoming membership verification of BSNL executives, AIBSNLEA consisting of 10 executive association of BSNL Engg. AFSOA, Civil, Electrical, Architecture, PA/PS, Secretariat, AD(OL).  He appraised that at the time of formation of BSNL and after exercise of our absorption BSNL Management assured us that executive promotion policy shall implemented in BSNL.  All our legitimate issues were not settled for 6-7 years. After a long struggles against negative approach of the then ITS officers, it was achieved in 18-01-2007. .  But EPP is not achieved as per our aspiration.  Our demand is that there should be non post based assured promotion of absorbed Group ?B? executive up to the level of DGM and after that according to the vacancy.  Earlier one JTO used to get only one promotion during his service and retired from maximum DE (Ad-Hoc).But Now with the consistent efforts of AIBSNLEA, our lot of Executives have got promoted to DGM.   AIBSNLEA is against any lateral entry above the rank of JTO and JAO and determined to get MTRR scrapped and for promotion of Executives recruited from Basic Cadre (JTO/JAO) up to the highest level of CGM/CMD like other CPSUs. He elaborated that 3rd PRC is coming, before that our pay scale should be finalized this is our demand.  This is a heart burnt issue of our sister association when the BR executives will reach SDE to DE scale after completion of 15 years of service so they are trying to remain in the E-3 scale for the 10 years to be a hindrance to our young executives.  Our demand is that E1A to be replaced by E-2 and E2A to be replaced by E-3 and subsequently E-3 to E-4, E-5 to E-6, E-6 to E-7 before 3rd PRC. But due to indifferent attitude of Additional Secretary Telecom the issue is yet to be resolved. AIBSNL is determined to resolve the issue and invoked all members to be ready for agitation on the issue. He discussed how AIBSNLEA succeeded in getting removal of 60:40 condition of pension and 78.2% merger orders for pensioners. He said that AIBSNLEA is determined that before the 3rd PRC 30 % superannuation is to be settled and this should be given effect from 1-1-2007.  2005, 2010 batch pay anomaly case has been settled. 2007 batch JTOs should be given pay scale of Rs. 22,280/- and their pay scale should be revised.  E-1+5 increments to JAO 2013, PA cadre, SDERR, MT Quota diversion to CAO waiting for board approval.  Now a Committee has been constituted to examine the cases already approved by MC of BSNL Board. AIBSNLEA is consistently pursing with the Management to get this issues settled in the BSNL Board meeting to be held on 17th Dec-2016.He intimated that  2000 SDE to DE and 800 AO to CAO DPC is under process.  2700 JTO to SDE, JAO to AO, SDE to EE Civil/Electrical is under process.  PPS post has been created. AD (OL) restructuring approval is pending in DoT.  25% Sr. Hindi Translator to be upgraded to JTO scale.  GSM with GPRS data facility, mobile handset and 525 plan have been provided. Now their further improvement is under active consideration. In the 3rd PRC BSNL should be considered as a Schedule ?A? company.  BSNL is the only telecom sector to provide service in remote area of Uttaranchal, Jammu & Kashmir.  BSNL has earned operating profit for the last consecutive financial years. And last year, it was Rs. 3800 crores.  So pay should be revised in 3rd PRC.  It should be extended to BSNL pensioner also.  This is our responsibility and we have made our presentation to PRC.  JAO 2016 batch have got their posting and orders have been issued today for making him eligible for voting power. Subsidiary Tower Company we opposed it.  There is a strike on 15thDecember 2016 on this issue.  54% loss of BSNL has been reduced during the last 4 years.  Revenue of BSNL is increasing gradually last year it was Rs. 31,000 Crores. Com. Rai discussed in detail the efforts being taken continuously for resolving the issues by both the associations i.e. AIBSNLEA & AIGETOA . He said that AIBSNLEA is concerned with Executives interests as well as equally concerned with the viability of BSNL and that?s why AIBSNLEA always pursued DOT on the issues like protest against SAM Pitroda Committee recommendation, VRS, Unbundling of Copper Conductor, Refund of BWA Spectrum, Request for ADC charges etc.He invited the attention of all the  members by advising not to waste their valuable votes by any means and appealed all the executives to cast their vote in favour of AIBSNLEA on 7th December 2016 at  Sl . No.1

 

Thereafter an open session was organized in which Com. GS Prahlad Rai, Com. AGS, AIGETOA  Wasi Ahmad & Com. OS(N) Devesh Verma replied all the queries of participants to their full satisfaction.  

 

Com. Ganesh Kothari , DS , Dehradun SSA extended vote of thanks to Com. GS Prahlad Rai, Com. AGS, AIGETOA  Wasi Ahmad & Com. OS(N) Devesh Verma , Com B M Dhyani, Circle Secrertary, Uttarakhand, and all other dignitaries who come even from remote/ far flung  and difficult geographical stations of Uttarakhand Circle. He also extended thanks to Office bearers of all sister organizations participating in the meeting.

 

At the last Sh. K. R. Bharti, GM(Finance), UKD Circle, Dehradun in his presidential speech emphasized on the need of Good HR Policies He thanked to all for organizing such a grand meeting.

AIBSNLEA wants immediate implementation of the E2 and E3 standard IDA Pay Scales for JTO and SDE equivalent executives....

AIBSNLEA does not want an executive to be placed in a single scale i.e. in E3 for 10 years....

AIBSNLEA wants immediate implementation of the Khan Committee report on CPSU cadre hierarchy i.e. change of designations on each time bound up-gradation on functional basis up to the SG-JAG level....

AIBSNLEA wants immediate scrapping of the MTRR and DGM RRs .....

AIBSNLEA wants full 30% superannuation benefit to BSNL recruited employees as per DPE guidelines ....

A Grand Joint Election Campaign meeting of AIBSNLEA and AIGETOA of Odisha was held on 27.11.2016 at RTTC Auditorium Bhubaneswar. Members of AIBSNLEA and AIGETOA across the length and breadth of Odisha had attended the meeting with enthusiasm.

      

The meeting was attended by Shri Prahlad Rai GS, AIBSNLEA; Shri Ravishil Verma, GS, AIGETOA; Shri Prasun Mukherjee OS East , AIBSNLEA, Sri Ashok Acharya, Joint Secretary (East), AIGETOA, Sri S.K.Jena, Advisor, CHQ AIBSNLEA, Sri Deepak Sahu AGS (East) , AIGETOA, Sri Benudhar Mishra, Cicle Secretary, AIBSNLEA Odisha, Sri Pradip Mohanty, Circle President, AIGETOA and Sri Dhiren Kumar Parida, Circle Secretary, AIGETOA-Odisha.

 

On arrival, the distinguished guests were given a floral welcome and were taken to the venue with a large procession amid the comrades of AIBSNLEA and AIGETOA chanting slogans ?BSNL ZINDABAD?, ?AIBSNLEA ZINDABAD?, AIGETOA LONG LIVE?, ?PRAHLLAD RAI ZINDABAD? and ?RAVI SHIL VERMA LONG LIVE?.

 

 Sri Sarat Chandra Pradhan, Circle President-AIBSNLEA chaired the meeting and delivered the welcome speech. He also focused upon the cause of convening the meeting and emphasized upon the importance of referendum process so far as viability of BSNL and protection of common interest of the interest of BSNL executives are concerned.

 

Sri Dhiren Kumar Parida, Circle Secretary, AIGETOA in his speech mentioned that AIBSNLEA and AIGETOA can only resolve all the pending cadre issues related to the DR executives. He recalled how the support of the DR executives of Odisha are turning in favour of AIBSNLEA and assured the gathering that AIBSNLEA will gain 70% of the total votes in Odisha.

    

Comrade Benudhar Mishra , Circle Secretary AIBSNLEA Odisha emphasized that wining of AIBSNLEA is the need of the hour. AIBSNLEA?s win is required for wellbeing of BSNL executives of all fraternities as well as for the viability of BSNL. He pointed out that AIBSNLEA GS Comrade Prahallad Rai is the greatest leader in the history of DOT and BSNL. He has been an iconic leader on whom all the executives of BSNL have deep faith. Sri Mishra praised the way in which Sri Ravi Shil Verma is leading the young and meritorious direct recruit executives in the country. Sri Mishra also praised the hard works rendered by Comrade Dhiren Parida , CS-AIGETOA and Sri Ashok Acharya , Joint Secretary, AIGETOA. Sri Mishra assured the house that AIBSNLEA shall obtain majority in the membership verification on 07.12.2016.

 

Sri S.K.Jena, Advisor, CHQ AIBSNLEA appreciated the achievement of AIBSNLEA in resolving a number of cadre issues to the satisfaction of various cadres of executives in BSNL.  He further added that AIBSNL always has shown concerned towards the issues of both the serving and retiring employees & that was the reason why the combination of Prahlad Rai, the symbol of experience and comrade Ravishil Verma is the symbol of energy has been accepted towards achieving the ultimate target in the interest of the executives.

 

Sri Ashok Acharya, Jt.Secy.(East), AIGETOA endorsed the thoughts of the previous speakers by mentioning there are two basic reasons why AIBSNLEA & AIGETOA have joined hands together. It is the well establishes, vast experience of comrade Prahlad Rai in presenting issues of 10 nos. of Associations for last 12 years successfully & the dynamism of comrade Ravishil Verma. The other reason why com.P.Rai is the most dependable leader because he has a magic stick through which he brings the management to his fold to get the work done.

 

It was comrade Dipak Sahu, AGS(East Zone), AIGETOA who is in his address discussed various cadre issues emphasizing upon the EPF issues mainly for all BSNL Recruits & Direct Recruits. The journey of AIGETOA, he added , started first with the fight against stopping MT issues & it was comrade Prahlad Rai, the only leader who supported the cause. So who wells can the more dependable than him? A person who always stands against the interest of the staffs or the person who has been resolving the cadre issues of all executives for the last 12 years? The answer is quite but   obvious. Comrade Prahlad Rai is the leader who can lead the brigade in the right direction.

 Com.P. Mukhapadhaya, Organising Secy.(East), AIBSNLEA requested the house to ensure 100% polling on 7th December 2016 & to motivate still undecided members through personal approach to vote in favour of AIBSNLEA. He also inspired the members by saying winning or loosing in a election although matters but that is not all, because AIBSNLEA always believes in doing work and it will continue the work untiringly, out come of election may come, whatever.Further he encouraged the whole house by slogan of the time ? YAAD RAKHO SAAT NOVEMBER, AIBSNLEA PAHELA NUMBER?

 

Then it was the turn of one of the two star campaigners, the persons 2nd in command, comrade Ravishil Verma, General Secy., AIGETOA. In his address he with all modesty and sincerity why AIGETOA chose AIBSNLEA as an alliance. It was because AIBSNLEA has the dynamite named P.Rai, who has a reputation for running multicadered associtations with dignity, not under any compulsion. He also praised comrade P.Rai for his capability in resolving issues with the management in a best way possible. He added by saying how AIGETOA does not repent by choosing AIBSNLEA because that was the only the right decision . Both join hands with a strong conviction and confidence to fight until the issues of all the executives of both the associations are resolved. That could be only possible through Josh of AIGETOA and Hosh of AIBSNLEA. He also condemned the fact that BSNL management and SNEA speak the same language which will never go in the interest of entire executives. 3 P?s i.e. PAY, PROMOTION & PENSION was the brain child of AIGETOA. It was an important part of in his address. No stone will be left unturned until the goal is achieved. MT points was strongly condemned by him since it would be instrumental to stop the carrier progression of the existing executives. Recognition in the process, is not the matter of concerned because fight will continue with the precaution power of as long as the approach is right. And the cause is just.

 

Then it was the turn of the star & supreme commander, General Secy., AIBSNLEA, Com. Prahlad Rai,  He was the favorite of the crowed, whose speech was non-awaited by the members. He started his speech by appreciating ODISHA circle as a profit making circle right from the beginning.According to him Odisha Circle has always remained ahead in responding to any CHQ. Calls any time. He enlighted the house by keeping all the cadre issues already resolved, yet to be resolved one by one. He also pointed out how  efforts are being taken continuously for resolving the issues by both the associations i.e. AIBSNLEA & AIGETOA . He also expressed his concern regarding 2nd PRC which may affect BSNL executives the interest of BSNL executives, if the related issues are not settled in time and for that membership verification carries lot of importance. Only a positive force like united forum can put-forth its agenda before the management and the government once we win over a negative force like SNEA. Victory of  AIBSNLEA will be the victory of all BSNL executives & the victory of BSNL as well .He invited the attention of all the  members by advising not to waste their valuable votes by any means.

 

The meeting came to an end by vote of thanks offered by Com. Pradeep Mohanty, Circle President, AIGETOA & finally the national anthem.

29.11.2016:   A Report on the GB meeting on Election campaign of UF of AIBSNLEA & AIGETOA at Telephone Bhavan Kolkata on 28.11.2016

Joint General Body meeting of AIBSNLEA and AIGETOA was held at Telephone Bhawan Kolkata Telephones District at 2.00 pm on 28-11-2016 with huge gathering in a grand manner.  Around 750 executives attended. The meeting was presided over by Sri Tridip Chakraborty, President, AIBSNLEA/CTD.

 

CS WB AIBSNLEA Comrade B K Bhattacharjee, President, Comrade Swapan Bose, ACS Com Anirudhha Bose, Adv. CHQ Comrade Basudev Chakraborty, CS CTD AIGETOA Comrade Saikat Das, President Comrade Amit Das, AGS Comrade Deepak Sahoo and veteran leader Comrade Amit Gupta graced the occasion by their precious presence on the dais.

 

All the dignitaries on the dais were felicitated with flower bouquet in the very beginning. Comrade Prahlad Rai inaugurated the manifesto of UF/CTD on the stage.

 

Comrade Saikat Das, Com Deepak Sahoo addressed the gathering by expressing their full support to AIBSNLEA in the forthcoming EMV on 07-12-2016. They reiterated that on AIBSNLEA can fulfill and achieve the demands of BSNL recruited executives.

 

Comrade Prasun kr. Mukhopadhyay, CS CTD & OS (East) CHQ AIBSNLEA delivered his speech.  In his short deliberation he discussed about the role of our association and the joint movement with AIGETOA.  This is first time the membership verification of BSNL executive to be held on 7th December, 2016. Our election manifesto has been prepared and issued today in this historic meeting in Kolkata. He appealed all the members to cast their valuable vote in favour of our beloved association at Serial No. 1 in the ballot paper and become No. 1 executive association on 7th December 2016 to fight for scrapping of MTRR, DGM recruitment, replacement of the pay scale of E-1A to E-2, E-2A to E-3 & subsequent up gradation up to E-4 to E-7, implementation of CPSU cadre hierarchy, 30 % superannuation benefit to BR executive.  He questioned about the performance of our sister association we have witnessed in the past.  Their only achievement is nothing but transfer & posting of their members, pro-management activities like favouring MTRR, DGM recruitment etc.  So defeat them to this association in this verification and save BSNL, save the interest of BSNL executive.  Because we have achieved 5 increment of JAO 2010 batch, we are fighting for JAO 2013 batch.  Above all, we are fighting for 3Ps. Pay, Promotion and Pension.  We have settled pension of 37a of BSNL pensioner.  If the AIBSNLEA becomes No.1 executive Association, the 3rd PRC and other cadre based issues to be settled.  AIBSNLEA will protect the right of all the executive.

 

Comrade Ravi  Shil Verma, GS AIGETOA in his address explained needs and effects of MOU between the two associations of AIBSNLEA and AIGETOA.  He thanked veteran leader of AIBSNLEA Comrade Amit Gupta for his important role with the formation of MOU in the year 2013. He stressed the needs of struggle and fight jointly with BSNL management for all the issues of our executive irrespective of all executive cadres.  He stated that nearly 14,000 votes of AIGETOA will be in favour of AIBSNLEA along with 16,000 votes of AIBSNLEA resulting which we must win in this verification.  There is no such force who will counter these two associations.  He stated that other sister association is trying to keep away from AIBSNLEA.  According to him other association has a desire to bring the verification from management so that they can stop scrapping of MTRR and DGM recruitment, E-2 E-3 pay scale, stay 10 years in the same pay scale of E-3.  But now they are afraid that their dream will not be possible if AIGETOA join hands with AIBSNLEA.  The role of other sister association is always against future prospect of young executive.   Our demand is that there should be no lateral recruitment beyond JTO/JAO.  After pay and promotion then they want to block further in the issue of 30 % superannuation benefit to the BR executives.  If any achievement comes through hard fought battle of these two associations, they have shared of this as achievement of their own and hence they claimed that all credits to them.  Finally he appealed all the executives to cast their vote in favour of AIBSNLEA on 7th December 2016 in Sl . No.1

 

Our beloved GS Comrade Prahlad Rrai of AIBSNLEA during his elaborate deliberation discussed all the issues of BSNL executive.  He shared his experience of his long leadership for the struggles in past as well as in present.  We have started our campaign for the last 2 months all over the country to all the members for their overwhelming support to be No. 1 executive association in the forthcoming membership verification of BSNL executive.  AIBSNLEA   consisting of 10 executive association of BSNL Engg. AFSOA, Civil, Electrical, Architecture, PA/PS, Secretariat, AD(OL).  He apprised that at the time of formation of BSNL and after exercise of our absorption BSNL   management assured us that executive promotion policy shall implemented in BSNL.  But after a lot of struggles and negative approach with the then ITS officers it was achieved in 18-01-2007.  All our legitimate issues are not settled for 6-7 years.  But EPP is not achieved as per our aspiration.  Our demand is that there will be scope of promotion of absorbed Group ?B? executive upto the level of DGM after that according to the vacancy.  ITS Gr. A absorption is pending till date. 50 % post of group ?A? should be filled up from promotee officers. Earlier one JTO got only one promotion during his service and retired from that post.  Whereas, one ADET of JTS recruitment was having 7 promotions up to the level of Member of Telecom Commission.  After 2008, MTRR came again in 2016.  We are opposing MTRR and DGM recruitment.  After the verification, management is to sit with the majority executive association on this issue.  Our sister association is in favour of the above.  We are against any lateral entry above the rank of JTO and JAO.  3rd PRC is coming, before that our pay scale should be finalized this is our demand.  This is a heart burnt issue of our sister association when the BR executives will reach SDE to DE scale after completion of 15 years of service so they are trying to remain in the E-3 scale for the 10 years to be a hindrance to our young executives.  Our demand is that E1A to be replaced by E-2 and E2A to be replaced by E-3 and subsequently E-3 to E-4, E-5 to E-6, E-6 to E-7 before 3rd PRC.  He apprised us that he as Circle Secretary of JETA in Rajasthan circle and Shri Amit Gupta Circle Secretary of WB Circle were fighting for pay scale of JTO of Rs. 1640-2900 and achieved.  Now our sister association claimed that they have achieved it.  Under rule 37-A our pension is now secured but for our BR executives, their 30% superannuation is not settled yet.  Before the 3rd PRC 30 % superannuation is to be settled and this should be given effect from 1-1-2007.  2005, 2010 batch pay anomaly case has been settled. 2007 batch JTOs should be given pay scale of Rs. 22,280/- and their pay scale should be revised.  E-1+5 increments to JAO 2013, PA cadre, SDERR, MT Quota diversion to CAO waiting for board approval.  All other HR issues lying with BSNL management should be settled before December, 2016.  SDE LDCE result postings will be issued after maintaining SC/ST roster.  2000 SDE to DE and 800 AO to CAO DPC is under process.  2700 JTO to SDE, JAO to AO, SDE to EE Civil/Electrical is under process.  PPS post has been created. AD (OL) restructuring approval is pending in DoT.  25% Sr. Hindi Translator to be upgraded to JTO scale.  GSM with GPRS data facility, mobile handset and 525 plan have been provided. Now their further improvement is under active consideration. In the 3rd PRC BSNL should be considered as a Schedule ?A? company.  BSNL is the only telecom sector to provide service in remote area of Uttaranchal, Jammu & Kashmir.  BSNL has earned operating profit for the last consecutive financial years. And last year, it was Rs. 3800 crores.  So pay should be revised in 3rd PRC.  It should be extended BSNL pensioner also.  This is our responsibility and we have made our presentation to PRC.  JAO 2016 batch have got their posting and they are eligible for voting power.  Against the wrong policies of BSNL and calling of any agitational programme called by forum, AIBSNLEA always in the forefront.  VRS we have opposed it.  65% market share of BSNL broadband service is at present.  Rural deficit charges given to BSNL, pension contribution should be on the actual basic pay instead of maximum of pay scale.  Subsidiary Tower Company we opposed it.  There is a strike on 15th December 2016 on this issue.  54% loss of BSNL has been reduced during the last 4 years.  Revenue of BSNL is increasing gradually last year it was Rs. 31,000 Crores.  Now we are not a sick company. In the membership verification we must finish at No. 1. 

Lastly he appealed all the executives of AIBSNLEA and AIGETOA to cast their vote in favour of AIBSNLEA and get the AIBSNLEA No.1 to protect the interest of all the executives.  Kolkata is ideal of trade union movement.  Again he appealed all the executives to ensure their votes on 7th of December in favor of AIBSNLEA in Sl. No.1

29.11.2016:  GS requested CMD BSNL, Director (HR) BSNL Board and  GM (SR) for allowing JAO-2016 batch executives to exercise their voting power in executive membership verification. GM (SR) informed that today instructions in this regard are being issued to all the Circles to allow these newly appointed JAO-2016 batch to exercise their voting in executive membership verification.

The authority letter will be given by Head of Circles to these JAOs to exercise their voting power. Order is expected shortly.

Misleading information on the website of one Association

An Association has recently in a glorified tale on their website has mentioned that whatever good has happened, it?s because of them and whatever bad has happened , it?s because of AIBSNLEA and AIGETOA. The mighty association becomes very powerful when something good happens and becomes helpless if something does not happen.

 

AIBSNLEA was formed in 2004, perhaps that fact was forgotten by the friendly association. The fact is that the negotiated settlement was being done by the individual officers of DoT and their great leader (the Chairman) was at the forefront at that time. It?s a good thing that they have accepted that E1A and E2A happened because of them. Irony is that they are claiming credit for the greatest sin that have committed by agreeing to the intermediate pay scales for the reasons best known to them while at the same time E2 scales were given by MTNL for JTO and E3 for SDEs. Their sin has degraded the cadre forever and instead of being ashamed, they are trying to glorify this treacherous act.

 

When DPE rejected intermediate pay scales, Khan Committee recommended the replacement of E1A by E2 and E2A by E3. Again the sinister design of the sister association came into the picture and they tried to en-cash the situation by trying to stagnate the young executives in E3 scale for 10 years. The fact remains that when agitation program was launched by AIBSNLEA and AIGETOA, the saviour association tried its level best to sabotage the agitation program with hand in gloves with management as if the agitation call was given against them. Whatever, we have written on our website is true and the previous updates on their website will tell the true story. We don?t have anything to comment on that. They have even claimed credit for the cascading effect.

 

We once again emphasize that United Forum of AIBSNLEA and AIGETOA is for replacement of initial two scales and giving the promotions as per EPP in every five years. We have accordingly suggested for merging Sr. SDE scales and SDE scales which would have entailed the youngsters to reach the E4 scale in 10 years of service instead of 15 years. This would have given a great boost in their careers also but that was not digestible to the saviour association as according to them, which would have resulted in heart burn for their members. Assured time bound Promotions upto E7 level would have ended the stagnation in E6 level also. We also offered that at least agree for changing the initial two scales and dealing with the anomalies later on but that was also not acceptable to them. The only thing that was acceptable was keeping an executive in 10 years in E3 and we could not have allowed such injustice with our youngsters. Their adamant attitude was the reason for BSNL sending the proposal of upgrading all scales. Those who are trying to wash away their hands were the persons actually responsible for this cascading proposal. The dates which they are referring for us in their website are merely our updates on BSNL?s proposal.

 

Even on CPSU, their stand is more of carrying forward the agenda of management then to get promotions. They say that Khan Committee report will become invalid if the scales of SDE and Sr.SDE scales are merged. If they would have slightest knowledge on this important issue, they should never would have told so. In CPSU, scales are important, not the designation associated with them. What would have stopped us from reaching the scale of E7 for all executives? They say that they are happy with one promotion while we say that the promotion upto AGM level should not be limited with number of Posts. They try to put forward the management?s agenda of capping the number of posts at AGM Level. They say MT/DGM recruitment should happen, we ask for scrapping of these RRs as we feel the blood of executives of BSNL are fresh enough to handle these middle management. While we want to create a CPSU hierarchy, where each and every executive of BSNL sees a well defined path to reach upto the level of CMD. While we want our youngsters to not face the same fate which we have faced in DoT and then in BSNL, they want to give those youngsters the same Fate accompli of waiting Fifteen - Fifteen years for one promotion.

 

We are interested in getting SDE RRs passed as soon as possible so that the problem of seniority between LDCE passed SDEs and DPC promoted SDEs become sorted for ever, they want these RRs to be delayed as much as possible for the reasons best known to them.

 

They even now are advocating for conducting MT exam and are equating it with LDCE. We fail to understand, why they are trying to make fool of the executives as if they don?t know the difference between Lateral Recruitment and Promotion. They are trying to toe the management agenda; they are trying to befool the executives by projecting MT similar to LDCE. We would like to inform them that they should study HR and should understand that MT recruitment means creation of an altogether different cadre with different service conditions, different promotional avenues. Those calling it a fast track mechanism are nothing but making a fool of the entire executive fraternity. They agree, accept and state that there is huge talent pool available in BSNL but still they want middle management through Parachute Landing. When they say that they want to select a few for promotions, they are clearly emphasizing that maximum of the executives in BSNL are not fit for promotions for AGM level posts and beyond. All they want is a creation of a new cadre with handful of exclusive talent forgetting about others who have rendered their services in organization from almost 5 to 20 years. Their agenda is quite clear. The way they have justified DGM recruitment, makes everything crystal clear. They want to bring back the same DoT legacy in BSNL where the group B officers were forced to retire after getting adhoc DE/CAO/EE level. They have become the mouth piece of their masters.. calling the blood of executives as not fresh...trying to create a class within class...advocating for  DGM recruitment and calling them who challenged this as Hypocrite.. It is very clear what they have in store for the whole executive Fraternity.

 

As far as Hypocrisy is concerned, we would like to know from them what is Hypocrisy...asking for 30 Percent Superannuation Benefit.. and keeping 6 Percent demand in their manifesto. We would like to inform them that 18 plus six comes to 24 and not 30.  For  30 Percent Superannuation Benefit, you have to ask for 12 Percent. But how you can ask for 12 Percent...You have already called that demand unrealistic. You say CMD BSNL agreed for 4 Percent...but papers say some thing else...out of your imagination you can say anything.....you say you were not present in the meeting...but there was a call for every body in the meeting... General Secretary AIBSNLEA was also not in the station on that day but our AGS hq attended the meeting. AGS and President AIGETOA attended the meeting. President NFTE also attended the meeting. Those who had care for the issue attended the meeting. But perhaps you were busy and least bothered to send some body else to attend the meeting or perhaps you were aware what is going to happen and wanted to wash your hands away from it...That meeting paved the way for creation of Superannuation Trust for BSNL recruits.. That meeting Paved the way for revision of quantum of Superannuation Contribution after actuarial analysis...that meeting paved the way for revision in date of implementation ...and it is that meeting that Management is agreeing for increasing the quantum now...but how does that matter to you...all you are interested in singing the song that CMD agreed for 6 Percent...what you did for this 6 percent till date...except for singing this song...

 

You say that we are playing in connivance with management... Truth is known to everybody... we have never pursued for MV...and in reply given in a court, management has clearly stated that they want this MV because they want to take decisions in important issues like Organisational Restructuring, Rationalisation of number of posts, recruitment of Management Cadre etc. The only two parties pressing for this MV were the saviours and the BSNL Management...now that purpose of MV is clear, we leave it for the executives to decide...who is playing connivance with Management... We request executives to analyse and decide on this..

29.11.2016:   A report on the Joint Election Campaign meeting of AIBSNLEA and AIGETOA at Karnal, Haryana on 28.11.2016.

OS (North) along with AGS (DR) and other office bearers attended the Special General Body meeting at Gymkhana Club, Karnal, Haryana on 28.11.2016. All the dignitaries were welcomed by AIBSNLEA/AIGETOA Karnal team by garlanding. Distt. Secretary AIBSNLEA Karnal Shri Sundarpal delivered the welcome address.

 

DS Rohtak Haryana AIBSNLEA Shri Vijender in his address appealed all to vote for AIBSNLEA for the better future of BSNL Executives. He informed that there is a very strong wave in the Haryana Circle in favor of AIBSNLEA.

 

CP Haryana AIGETOA Shri Rajeev in his address explained the stand of AIGETOA?s support to AIBSNLEA in referendum. He appealed all to vote of AIBSNLEA in ensuing referendum on 07.12.2016.

 

CS Haryana AIBSNLEA Shri Darbara Singh in his address thanked to Karnal comrades for the successful conduction of the Joint GB meeting. He informed the house that there is a very excellent wave in the favor of AIBSNLEA in whole Haryana Circle. He further mentioned that in this regard the role and support of AIBSNLEA is tremendous in the cases like Standard pay scales, 30% superannuation benefit issue and CPSU cadre hierarchy. He emphasized on settlement of the grievances and personalized mobilization of the Executives in the favor of AIBSNLEA to take lead in the ensuing membership verification. He appraised the house about the activities of the AIBSNLEA in Haryana Circle and assured about the victory of AIBSNLEA in Haryana Circle. He informed that Haryana Circle is performing very well in terms of earning profit for BSNL. 

 

Com. Devesh Sharma, OS (N), AIBSNLEA CHQ in his address described about the need of the Membership Verification. He also described about the AIBSNLEA's efforts about the issues of the DR Executives like Pay, Promotion and Pension issue. He mentioned that the combined efforts of the United Forum of AIBSNLEA and AIGETOA are addressing the problems of the Executives in an effective manner. He appealed all the Executives to be unite and cast their votes in favour of AIBSNLEA for the best settlement of their issues by providing it victory by 2/3rd majority.

 

Com. ShaileshYadav , Advisor, AIGETOA CHQ in his address appreciate the support of GS AIBSNLEA in the resolving and pursuing the issues of DRs. He compared the combination of AIBSNLEA and AIGETOA with the combination of Experience with Energy. He appealed to make AIBSNLEA as No.1 Association by stamping the vote at serial number 1 on ballot paper.

 

Com. Ajay Kaswan, AGS (DR) in his address appealed all the Executives to use their voting rights. He opined that the voting should be exercised for the betterment of their cadre and resolvement for the issues. He told that the alliance of AIBSNLEA and AIGETOA is natural and not only limited for the sake of referendum because both are pursuing the common causes. He informed that this alliance is number one in all the circles. He appealed to make AIBSNLEA as No.1 Association by stamping the vote at serial number 1 on ballot paper.

 

Circle President AIBSNLEA Haryana Shri Ganesh Sabharwal delivered vote of thanks. The conference hall was jam packed.   At the end of the meeting the Com. B.L.Gupta and Com. Balwan Singh were felicitated on attaining the age of superannuation.  The meeting ended with delicious lunch.

28.11.2016:   A report on the Joint Election Campaign meeting of AIBSNLEA and AIGETOA at Durgapur, West Bengal on 26.11.2016.

 

A Joint Election Campaign meeting of AIBSNLEA and AIGETOA at Durgapur, West Bengal Circle was organized on 26.11.2016 at Divisional Office, BSNL, City Centre, Durgapur in a grand manner. Members of AIBSNLEA and AIGETOA throughout Asansol SSA attended the meeting with enthusiasm.

      

The meeting was attended by Shri Prahlad Rai GS, AIBSNLEA; Shri Ravishil Verma, GS, AIGETOA; Shri Swapan Basu President, AIBSNLEA WB; Shri Shiv kant Shukla President AIGETOA WB; Shri Bijoy Krishna Bhattacharya, Circle Secretary AIBSNLEA WB; Shri Aniruddha Basu, ACS (HQ) AIBSNLEA WB; Shri Arvind Kumar, ACS AIGETOA WB; Shri Subinoy Chakraborty, ACS AIBSNLEA WB.

In his welcome speech he told that all of us are hopeful that in the ensuing 1st.Membership verification AIBSNLEA will be No.1 association and under the dynamic leadership of Shri Prahlad Rai and Shri Ravishil Verma our pending HR issues will be resolved and also we will play a vital role for revival of BSNL. 

    

After the felicitation program of the dignitaries, Shri Shiv Kant Shukla President AIGETOA WB in his speech mentioned that there are many issues of Executives of various importances and only AIBSNLEA and AIGETOA is the right choice to resolve them in an efficient manner. Shri Ravishil Verma, GS AIGETOA in his speech expressed the views that Vote contains a great power in itself. He requested the house to work united in the next coming referendum to make AIBSNLEA as No.1 Association. He appreciated the efforts and support of AIBSNLEA in the withdrawal of Management Trainee Exam Notification, Khan Committee recommendations, CPSU Cadre Hierarchy issues etc. He explained the detailed status of 30% superannuation issue, pay loss to post 01.01.2007 batches issue. He expressed the role of United Forum of AIBSNLEA and AIGETOA to make the Pay, Promotion and Pension an issue. He told that it is very unfortunate that when Direct Recruits are dying, their families are left helpless without a penny. He appealed all to be united in the next coming referendum to make AIBSNLEA as No.1 Association.

 

GS AIBSNLEA, Com. Prahlad Rai, congratulated the comrades of AIBSNLEA and AIGETOA Asansol SSA for the successful holding of joint GB meeting and thanked the comrades for their grand participation. He mentioned that West Bengal Circle is a very important Circle and appreciated the role of West Bengal Circle Comrades in the success of various organizational Action Programs. With the untiring efforts of AIBSNLEA many achievements have been made i.e. implementation of EPP, Grant of perks to executives, transparent transfer policy in BSNL, BSNLMSRR notification, Cancellation of MT Examination, Filling up of all Group A posts in BSNL, 2nd PRC implementation with 30% fitment benefit, filling up of the vacant Group B, STS and JAG level posts, regularization of officiating JTOs, PPS Posts creation in field units, 78.2% IDA pay fixation to BSNL serving and retired employees etc. GS AIBSNLEA in his detailed deliberation explained about all the achievements of AIBSNLEA and AIGETOA got through united struggle. Com GS further explained the status of HR issues related to mainly DPCs from 700 DEs to DGM. He also explained the status of DPCs of SDE to DE(Regular), JTO to SDE, JTO to SDE by LDCE,  JAO to AO, AO to CAO, CAO (Adhoc) to CAO (regular),  CAO to DGM(F), DPC in Civil/Electrical wing, JTO (Officiating) regularization. He explained about the Joint Struggle of United Forum of AIBSNLEA & AIGETOA and current status of Superannuation Benefits / MTRR / Cadre Hierarchy / LDCE / EPP / pay scales / Rule-8 transfers etc.

        

He also assured that our joint effort will be successful in achieving 1stposition in the forthcoming Membership verification of the Executives. He further mentioned that with the efforts of AIBSNLEA and AIGETOA, the replacement of E-1A by  E-2 & E-2A by E-3 and subsequent scales up gradation from E-3 to E-4, E-4 to E-5, E-5 to E-6 and E-6 to E-7 proposal was approved by BSNL and now pending in DoT. Although 3% superannuation contribution from BSNL towards 30% superannuation benefit has been approved by BSNL Board/DoT and order has been issued but GS AIBSNLEA assured that AIBSNLEA is committed for making it for full 30% w.e.f. 01.01.2007.  Regarding pay loss to the JTO batches recruited after 01.01.2007, GS AIBSNLEA told that the same has already requested to CMD and Dir (HR) to constitute a committee to study and resolve this issue as was being done in case of pay fixation of JAO 2010 batch.

         

He appealed all direct recruit executives to come under one umbrella to meet the challenges and requested all the Executives to vote to AIBSNLEA who address and lead all BSNL executives for betterment.

 

He also appealed to vote and support AIBSNLEA during membership verification to save BSNL and its executives of all the disciplines. He thanked AIGETOA for their unconditional support and assured all DR fraternity that AIBSNLEA is always committed for the betterment of BSNL Direct recruits.

 

He strongly opposed the proposal of the formation of the subsidiary company by DOT & to take active participation in the forthcoming one day strike which is scheduled on 15/12/2016 in en mass.

26.11.2016:   A report on the General Body meeting of AIBSNLEA & AIGETOA at Ranchi on 25.11.2016:

A  Joint General Body Meeting cum election canvassing programme by AIBSNLEA & AIGETOA Jharkand Circle was organized on 25/11/2o16 at ARTTC/Ranchi Conference Hall in a grand manner.  The meeting was attended  by  Com. Prahlad Rai, GS AIBSNLEA, Com. Ravi Shill Verma, AIGETOA , Com. Prasun Kumar Mukhopadhyay, Org. Secretary, East, AIBSNLEA with Com. Sashi Kumar, Circle Secy. AIBSNLEA , Com. Arvind Kumar, Circle Secy., AIGETOA, Com. Prakash, Circle President, AIGETOA and the meeting was presided by Com. Mahipal, Circle President, AIBSNLEA. The meeting started with the prayer ?ETNI  SHAKTI HAME DENA DATA?..........

In spite of having a Jharkand Bandh, a  huge no. of Executives attended in the meeting. After felicitation of the dignitaries with our bouquet and Shawl  Com. Mohipal welcomed all the CHQ. Office Bearers and the members were present in the meeting. He expressed his thanks to the Com. of the Ranchi, SSA, Jharkand Circle.

 

Both the Circle Secretaries also initiated the meeting and in their deliberation expressed their gratitude?s to the CHQ. Leadership for attending the meeting and appealed to all members to cast their vote in favour of AIBSNLEA in the ensuing referendum. 

 

Com. Prasun Kumar Mukhopadhyay congratulated both the CSs. & CPs for arranging this meeting in a befitting manner and expressed his gratitude to all members for attending this meeting ignoring the abnormal situation of Jharkand Bandh. He analyzed different achievements of AIBSNLEA for Engineering, Accounts and other Cadres and role of the opposition friendly association against unity and spoiling of the prospect of the younger executives by accepting MT Recruitment. He appealed all the members of both the associations to cast their vote in favour of AIBSNLEA in Sl. No.1. and convince other to come in our fold with a slogan ?YAAD RAKHO SAAT  DECEMBER AIBSNLEA PAHALA NUMBER?

 

Com. Ravi Shil Verma, GS/AIGETOA elaborated the history of the formation of AIGETOA and different demands of Pay, Promotion, Pension of DR Executives . He expressed his gratitude and congratulated  Com. Prahlad Rai GS/AIBSNLEA  and analyzed how the all the demands are in pipeline and  the joint struggle under the safe hands of Com. Prahlad Rai.

 

Com. Prahlad Rai, GS/AIBSNLEA in his deliberation congratulated AIGETOA and Com. Ravi Shil Verma for unconditional support in the forthcoming referendum. He elaborated the achievements of AIBSNLEA  like approval of AAO Pay Scale, resolve of 2O10-Batch JAO(Option) Case, 2O14-Batch Five Increment Case, AD(OL) restructuring case, creation of PPS Post of PS, resolution of pay loss of 2OO5-Batch of JTO, regularization of Officiating JTOs ultimate posting of 2O16-JAO Batch etc..  He also assured to resolve the pay parity of 2OO7 & 2OO8-Batch JTOs at par with the 2OO5-Batch JTO. He again assured the House, that if AIBSNLEA will come as No.1.. no entry of executive other than JTO /JAO Level will be done in BSNL and all the issues of the DR Executives will be solved as our primary agenda. 

 

Com. GS also discussed the viability of BSNL and present situation of operating profit and danger of creation of a subsidiary company for which we are fighting as a part of the forum of the BSNL Unions & Associations. Lastly, Com. GS. assured about the implementation of the 3rd PRC from Jan.2O17.

26.11.2016:   A report on the General Body meeting of AIBSNLEA & AIGETOA at Patna on 24.11.2016:

A historic General Body Meet of AIBSNLEA & AIGETOA was held on 24th Nov?2016 on the land of Patliputra, Patna (Bihar). The joint meeting was organized in the Campus of Sanchar Parisar, Budh Marg Patna witnessed a huge gathering of more than 450 Executives (50% strength of the Circle). The meeting was attended and addressed by the Central and Circle leadership of both the associations. Sri Prahlad Rai [GS-AIBSNLEA], Sri Ravi Shil Verma [GS-AIGETOA], Sri Prussuna Mukhh Upadhya [OS-AIBSNLEA], Sri Krishna Kumar [CS-AIBSNLEA Bihar], Sri Wasi Ahmad [CS-AIGETOA Bihar], Sri J. P. Sharma [CWC-AIBSNLEA], Sri Mukesh Kumar [OS-AIGETOA CHQ], Sri Prashant Gaurav [Adv-AIGETOA CHQ], Sri Amit Kumar [CP-AIGETOA Bihar] and others attended the meeting and addressed the gathering on current scenario of Pay, Pension & Promotion of executives and ongoing Membership Verification in BSNL.

 

Sri Prahlad Rai touched down the lane of memory from history of struggle for the welfare of the executives as well as department to the creation of AIBSNLEA by amalgamation of TEN EXECUTIVES ASSOCIATIONS in 2004. He also enlightened the mass about the circumstances of coming together of two major associations i.e. AIBSNLEA & AIGETOA to ensure the rights of executives to be extended without delay by the BSNL Management and its commitment to the welfare and a real CPSU culture in the department in terms of 3Ps. Sri Prahlad Rai informed the gathering about the recent development of HR fronts for all cadre i.e. from Telecom, Finance, Civil, Elect, Arch, PA/PS, RBA and others.

 

Sri Prahlad Rai clarified his stand on Standard Pay Scale that the AIBSNLEA is fighting for replacement of E1A/E2A by E2/E3 for JTO/SDE equivalent cadre respectively. He clarified that after the provision of E3 to SDE, the non-functional post Senior SDE (presently at E3) should be abolished to protect the change of scale for each executive after five years as per existing EPP. By implementing this policy, we can get standard pay scale of E2/E3 for JTO/SDE equivalent with five time bound financial upgradation (as assured in absorption policy) without keeping an executive for 10 years in a single grade. It will also remove the concept of cascading which is seen as a stumbling block in settling the standard pay scale issue.

 

He also clearly emphasized that AIBSNLEA is completely against any lateral entry above to JTO/JAO and wants to ensure the Career Progression of internal Executives to the highest level in BSNL. He also told the gathering that the complete 30% Superannuation Benefits is a due of all BSNL Recruited Executives and the department cannot shy away from its due responsibility on the name of financial crunch. This facility will have to be extended in all cases.

 

SRI PRAHLAD RAI [GS-AIBSNLEA] APPEALED TO ALL EXECUTVES TO VOTE EN-MASS @ BALLOT NO-1 TO MAKE THE EXISTING NUMBER ONE ASSOCIATION i.e. AIBSNLEA AS MAJORITY ASSOCIATION TO SAFEGUARD THE INTEREST OF ALL EXECUTIVES WITHOUT DISCRIMINATION IN BSNL AS WELL AS ENSURE GROWTH OF THE BSNL.

  

Sri Ravi Shil Verma [GS-AIGETOA] addressed the gathering about the three years journey with AIBSNLEA under the MoU signed between these two associations not for MV but for the fight and resolution of the issues of the executives. This joint fought one after another battle for the rights and due of the executive fraternity and also got some success. The examples of this joint fight of AIBSNLEA & AIGETOA resulted in the formation of Khan Committee and its positive recommendation for Standard Pay Scale for JTO/SDE equivalent and broader roadmap for career progression in terms CPSU Cadre Hierarchy Proposal. The approval of CMD BSNL for replacement of E1A/E2A by E2/E3 for JTO/SDE equivalent and sending the same to DoT for its final nod. The approval of Superannuation Benefits  by the BSNL and then DoT for BSNL Recruited Employees, although it is quite low but he clearly told that the quantum will be increased to 12% and date of effect will be 01-01-2007 once the policy gets into shape by next month. He also told in the meeting that the combination of AIBSANLEA & AIGETOA forced the management to cancel the Notification of MT, which was a direct blow to our career progression. We also ensured for the management to draft a CPSU Proposal and share for finalization. Although the draft of management was not in line with our discussion and we have given our dissent note and new proposal. There are a series of events which can?t be enumerated in little time but there is a complete synch both the associations.

 

But Ravi Shil ji told that many proposal like Implementation of Standard Pay Scale, Pay loss to the post 2007 Recruited JTO/JAO, MT/DGM Recruitment form External Market, CPSU Proposal for ensuring career progression of the executives up-to higher post of GM/CGM etc, enhancement in various facilities like Medical, LTC, Transport, TA/DA etc will be dealt with the Majority Association elected in the Membership Verification. We have seen previous membership verification for non-executives and the power of recognized unions to deal with the management. But still we believe that the selected Majority Association will have a say in the HR Policy of the BSNL. Hence while casting your vote; you should be very cautious as any vote against number one will be used against your interest. So we must come out en-mass to Vote for AIBSNLEA at No-1 in the upcoming Executives Membership of BSNL on 7th December?2016.

 

Sri Prussuna Mukhhopadhya [OS-AIBSNLEA], Sri Krishna Kumar CS-AIBSNLEA Bihar, Sri Wasi Ahmad CS-AIGETOA Bihar and other leaders also address the gathering and appealed all executives to make AIBSNLEA Majority Association in upcoming membership verification by giving your vote at No-1 in the Ballot Paper on 7th December?16. The assessment of ground realities in Bihar and across the country has shown that the AIBSNLEA @ No-1 is getting 60% of eligible votes in Bihar Circle and 50% of eligible votes in the whole BSNL.

 

WE APPEAL ALL EXECUTVES TO GIVE US A MINIMUM OF 60% OF ELIGIBLE VOTES IN THE COUNTRY TO STRONGLY FIGHT FOR YOUR RIGHTS IN FRONT OF THE BSNL MANAGEMENT AFTER BECOMNG MAJORITY ASSOCIATION.

25.11.2016:   Update on JTO to SDE promotion case:

JTO to SDE case was posted today in the court No. 6B at 3 pm. Sr Advocate from BSNL was not present. As the matter was part heard and since, it is a lengthy matter to be heard, Hon'ble court opined that it may be posted at appropriate court for detailed hearing and adjourned the matter.

A malicious campaign is being spread by that United Forum of AIBSNLEA and AIGETOA is insisting on cascading effect.

 

In this regard, it is informed to all and sundry that United Forum of AIBSNLEA and AIGETOA has insisted on replacement of non standard intermediate pay scales and merging of non-functional SR SDE scale with SDE scale. This would have enabled the smooth resolution of the whole issue as none of the groups would have been at loss. 

 

All we have opposed is keeping an executive in E3 scales for 10 years.

 

We have given two suggestions one was for merger of scale...and second was to replace two initial scales of E1A and E2A with E2 and E3 and give promotions as per EPP as and when due...This would have enabled all Executives getting promotions upto E7 Scale and resolution of the crucial pay issue for our young executives. This proposal would have benefited the youngsters as the Intermediate Pay Scales would have been replaced and would have also benefited in their career as they would have got E4 Scale after 10 years of service. The management was also quite supportive of the proposal, however our sister association categorically stated that this proposal is not acceptable to them. They were not even agreeable to changing the scales without disturbing EPP and dealing the anomalies later on as has been done in case of other anomalies related to 2nd PRC.

 

The only thing that was acceptable to them was replacement of scales with changes in EPP by keeping an executive in E3 scales for 10 years or replaces all scales outrightly...

 

CMD BSNL after sensing no breakthrough, directed Establishment Cell to process replacing all scales as he was also not convinced with idea of keeping an executive in a single scale for 10 years.

 

Friends those singing the tunes of calling themselves as messiahs of Youngsters should reply what heartburn they would have faced if our youngsters would have got E4 in 10 years...what loss they would have faced if the five promotions would have been given up to E7.

 

We have always worked with utmost sincerity on the issues. We never have heart burn if our youngsters are getting any benefit. It is a natural process that those coming late in department always benefit and if anybody is having heart burn for that then it is a serious question mark on working of the Association...

 

We request all the executives to not to be misguided by such malice campaigns..we request all to analyse the facts, action of the association, approach on the issues..and then decide...We still wonder who went to DoT and informed AST that E1A and E2A is an Scale decided by cabinet as a part of negotiated settlement and only cabinet can lower the scales..we are very much intrigued who went to AST and told him that replacing initial two scales will result into legal consequences...we still fail to understand that two stalwarts of the saviour association go to DoT and same day proposal is returned but the same gets mention on their website as positive development..after all what was cooking.. ... we leave it for the people to analyse and decide who is doing what...what is the fact...what is hidden..

 

For those who are singing the tunes of themselves being the saviours of youngsters and spreading this mischievous campaign..we would like to know what is their stand on the most importance issues of PPP...I.e. Pay Promotion and Pension...

 

Their stand on the issues itself tells how much they care about the executives..how much they care about the youngsters :

 

1. They want MT and DGMs from outside...They ask BSNL for infusion of fresh blood...as if the blood of youngsters present in BSNL is not fresh...They say MT RR need not be scrapped and is necessary for BSNL..

 

2. They say they are happy with one promotion...They say they are happy with limit of Posts on AGM level...They say they are happy with promotions upto Sr SDE...They feel OK with Parachute Management in the middle..

 

3. They say that Executive should stay in E3 scales for 10 years as not doing same may result into heartburn if SDE and Sr SDE scales are merged,  juniors may get promoted to E4 after ten years of service..They say asking for promotions upto E7 level is illogical ...They say E7 is forte  of some classified groups and can not be extended to ordinary executives of BSNL...for them Pay Loss is a non issue...

 

4. They are happy with 6% contribution in Superannuation Fund for DRs...They call demand of 12 percent as illogical and unrealistic demand...They say DRs will already have crores and crores of Rupees in their fund from EPF..

 

These are some of the excerpts from their stand on the most important issues of Executives I.e. PPP.......Pay Promotion and Pension..which is sufficient to explain what they have in store for executives..

 

Friends...we have always believed on doing work on ground..we have always believed in that actions speaks louder then the words...we work for the whole fraternity..we take care that none of the executives are at loss.

 

Approach of United Forum of AIBSNLA and AIGETOA on 3Ps-

 

1. No lateral recruitment above JTO/JAO/Equivalent ... We consider blood of youngsters from BSNL as fresh and competent enough to run BSNL.. We believe that none other than themselves should be in the forefront of the company ..we believe none other than the BSNL executives should occupy the top management posts of BSNL...NO MT..NO DGM is our demand..we want scrapping of MT RRs in totality..

 

2. We believe in promotions upto AGM level without any limit on posts..We believe that there should be a contemporary CPSU hierarchy policy in place...We want that each executive who joins BSNL should have a well defined path to reach the level of CMD...we believe that E7 ..E8...E9 is for an ordinary BSNL executive also and it does not belong to particular class...we support Khan Committee report...

 

3. We ask for replacement of E1A and E2A scales with E2 and E3 and we say that an executive should not be forced to remain in E3 scales for 10 years...We don,t have heartburn when our young executives get E4 five years earlier then us...We ask for merging Sr SDE and SDE scales..We consider Pay Loss as an important issue and we are working on that..we are trying for constitution of a committee in similar lines as being done in the case of departmental JAOs of 2010 batch...We are fighting for treating Departmental TTAs who were selected as JTOs in DR a quota as promotion..and accordingly for their pay fixation considering their appointment as Promotion..we would like to highlight that cascading is a non issue for us ..

 

4. We don't consider 12 percent contribution as unrealistic ... we consider 12 percent fully justified and as rightful due for all BSNL recruits...We consider implementation date for Superannuation fund as the date on which employee was recruited in BSNL right from the date 01.10.2000..we consider as implementation of Death Relief Scheme as the most important requirement..

 

5. Filling up of the vacant Gr. ?B?, STS & JAG level posts on regular basis till the time CPSE cadre hierarchy comes into existence..

 

6. Notional pay fixation for JTOs/SDEs (C/E/Arch/TF) Engg Wings & PA cadre, E1+5 increments to JAOs of 2013 & 2015 Batches/JTOs SRD & PA Cadre..

 

7. Modification in SDE RR..

 

8. Time Bound Promotions to DGMs (Promoted from Gr. B cadres) from E-5 to E-6 grade..

 

We have highlighted the stand of the so called saviour association on some most important issues vis-a-vis our stand. Distt. President AIBSNLEA Jind Shri Gopal Krishna Gupta welcomed all the dignitaries.  Distt. Secretary AIBSNLEA Jind Shri Santpal Saini delivered the welcome address.

CS Haryana AIBSNLEA Shri Darbara Singh in his address thanked to Jind comrades for the successful conduction of the Joint GB meeting in a short notice. He impressed upon the settlement of the grievances and personalize mobilization of the Executives in the favor of AIBSNLEA to take lead in the ensuing membership verification. 25.11.2016:   A report on the Special General Body meeting at Hisar, Haryana on 24.11.2016.

AGS(F), AGS (C/E/A), AGS (DR) and OS (North) attended the Special General Body meeting at Hisar, Haryana on 24.11.2016. All the dignitaries were welcomed by AIBSNLEA/AIGETOA Hisar team by garlanding. Distt. Secretary AIBSNLEA Hisar Shri G.C. Grover delivered the welcome address.

 

CS Haryana AIGETOA Shri Ranvijay in his address appealed all to vote for AIBSNLEA for the better future of BSNL Executives. He opined that the referendum is a very important process and a right decision in the process is very important. 

 

CS Haryana AIBSNLEA Shri Darbara Singh in his address thanked to Hisar comrades for the successful conduction of the Joint GB meeting. He informed the house that there is a very excellent wave in the favor of AIBSNLEA in whole Haryana Circle. He further mentioned that in this regard the role and support of AIBSNLEA is tremendous in the cases like Standard pay scales, 30% superannuation benefit issue and CPSU cadre hierarchy. He emphasized on settlement of the grievances and personalized mobilization of the Executives in the favor of AIBSNLEA to take lead in the ensuing membership verification. He appraised the house about the activities of the AIBSNLEA in Haryana Circle and assured about the victory of AIBSNLEA in Haryana Circle.

 

CP Haryana AIGETOA Shri Rajeev in his address told that the Hisar SSA is a very important SSA of Haryana Circle. He explained the stand of AIGETOA?s support to AIBSNLEA in referendum. He appealed all to vote of AIBSNLEA in ensuing referendum on 07.12.2016.

 

Com. Devesh Sharma, OS (N), AIBSNLEA CHQ in his address described about the need of the Membership Verification. He also described about the AIBSNLEA's efforts about the issues of the DR Executives like Pay, Promotion and Pension issue. He mentioned that the combined efforts of the United Forum of AIBSNLEA and AIGETOA are addressing the problems of the Executives in an effective manner. He appealed all the Executives to be unite and cast their votes in favour of AIBSNLEA for the best settlement of their issues by providing it victory by 2/3rd majority.

 

Com. Ajay Kaswan, AGS (DR) in his address appealed all the Executives to use their voting rights. He opined that the voting should be exercised for the betterment of their cadre and resolvement for the issues. He told that the alliance of AIBSNLEA and AIGETOA is natural and not only limited for the sake of referendum because both are pursuing the common causes. He informed that this alliance is number one in all the circles. He appealed to make AIBSNLEA as no.1 Association by stamping the vote at serial number 1 on ballot paper.

 

Com. P.C. Joshi, AGS (C/E/Arch) in his address informed about the background of the constitution of AIBSNLEA. He appraised the house about the Civil/Electrical matters and appealed the house to cast votes in favor of AIBSNLEA for making it number one Association. AIBSNLEA efforts to safeguard the  interest of BSNL Executives absorbed or BSNL recruited.

AIBSNLEA has tried to get resolve the contentious HR issues during the last 10-11 years wherein the EPP was notified on 18.1.2007 with the great and sincere efforts of  AIBSNLEA, because the then BSNL management with a indifferent attitude was not implementing the assured career progression to executives even after completion of 6-7 years after the formation of BSNL.  With the untiring efforts of AIBSNLEA the then Secy (T) Dr. J.S.Sarma interfered in the matter and high level committee headed by Sh. S.Bhave, Addl.Secy (T) was constituted.  AIBSNLEA provided the necessary feed back to the committee in favor of EPP and accordingly Sh. Bhave committee submitted its report which was finally discussed with AIBSNLEA in the formal meeting with the then Secy (T) Sh. D.S.Mathur on 10.1.2007 and thereafter with the approval of the BSNL Board this EPP was notified on 18.1.2007.  AIBSNLEA brought the kind intervention of then Secy (T) Dr. J.S.Sarma and  perks were granted to all executives w.e.f 1.1.2005.  GSM telephone connection with STD facility handset and GPRS DATA service were provided with the efforts of AIBSNLEA.  All the STS vacant posts of DEs/AOs/EEs(C/Ele/Arch/TF) were not being  filled up till 2006.  This issue was  brought to the notice of Secy (T) Dr. J.S.Sarma and with his kind intervention the direction was given to CMD BSNL, Dir (HR) to fill up 2375 DEs posts and all the vacant STS level posts of Accounts, (Civil/Elect/Arch/TF)  Engg wings where the absorption of Group A officers was completed.  With our continuous persuasion first time after the formation of BSNL 2375 DEs,361 CAOs and about 300 EEs(C/E/Arch/TF) promotion orders were issued on adhoc basis in the year 2006.

 

AIBSNLEA succeeded in getting notified BSNL MSRR-2009and the detailed discussions with BSNL Management and after BSNL MSRR notification the regularization of Adhoc STS (DEs,CAOs, EEs took place.  As soon as DEs/CAOs/EEs were regularly promoted.  AIBSNLEA tried for DGM promotions and first time in the year 2009, DGMs Engg, DGM(Fin) and SE (C/E/Arch/TF) were promoted on Adhoc basis.  On completion of 4 years of regular STS service, AIBSNLEA succeeded in getting  regular promotion order of DGMs.  It was a historical achievement to have regular DGMs promoted from Gr. B level executives.

 

AIBSNLEA also succeeded in getting implemented 2nd PRC report in BSNL with 30% fitment benefit being a schedule A and profit making PSU.  AIBSNLEA efforts only got released presidential directives on 27th Feb 2009 from DOT.  The DOT effort to grant 20% fitment benefit was strongly opposed by AIBSNLEA.  E-1+5  advance increments benefit could be achieved by AIBSNLEA through Sh. K.C.G.K Pillai committee and now the efforts are being made to get the same benefit to JAO-2013, 2015 batches, JTO (SRD) and PA cadre.

 

48 PPS Posts have  been created with all the CGMs in field units and 5 Sr. PPS posts in BSNL C.O. Restructuring  of AD (OL)  cadre proposal got approved from BSNL MC and now pending for approval of DOT.

 

With  the struggle of AIBSNLEA and AIGETOA, BSNL has approved in its MC for replacement of E-1A by E2, E2-A by E3 of JTO and SDE equivalent executives in BSNL which is pending in DOT for clearance .To avoid stagnation in E3 grade for 10 years, BSNL has proposed to upgrade subsequent pay scales.  But the DOT administration is interested to lower the pay scales E1-A by E-1 and E2 A by E2 scales which cannot be tolerated.  Hence we have to keep ready for a strong and decisive struggle in BSNL to achieve E2 and E-3 IDA pay scales for JTO and SDE equivalent executives.  AIBSNLEA is committed to achieve standard pay scales of E2 and E3 for JTO and SDE equivalent executives in BSNL.

 

AIBSNLEA efforts yielded result in getting set-up Khan committee headed by the then ED (NB) Sh. M.A.Khan.  The Committee report on CPSU cadre hierarchy  is pending in Pers. cell of BSNL C.O. for consideration but the same is being delayed for implementation on the pretext of MT recruitment. AIBSNLEA is strongly opposing MT recruitment above JTO/JAO level also demanding DGM RR scrapping.  AIBSNLEA strongly feels that BSNL is having young and talented executives available having B Tech/M tech MBA, ICWA and CA qualifications and they  should reach to the rank of GM/CGMs and will be  eligible for BSNL Board of Directors/CMD interviews due to age profile.  Hence, AIBSNLEA will never allow recruitment of MT/DGMs above JTO/JAO level.

 

 AIBSNLEA demands 12% contribution  from BSNL towards 30% superannuation benefit to BSNL recruited employees w.ef. 01.01.2007.    BSNL absorbed employees are covered with pension Rule 37A.  60-40 provision secretly introduced by Govt. has now been withdrawn with the  AIBSNLEA untiring efforts.  78.2% IDA pay fixation benefit has been granted to BSNL employees and BSNL pensioners. Stepping up of pay of seniors w.r.t their juniors under EPP . The manner AIBSNLEA in  concern for the  settlement of the HR issues, in the similar manner AIBSNLEA in concern towards viability of BSNL also.  Hence as and when an agitation  call is given by the Forum of BSNL Unions/Associations the AIBSNLEA is always at the forefront  to  protest against the wrong policies of the Govt. and failure of the  BSNL Management in providing required materials to field Units.  With  our efforts only the 30% disinvestment of BSNL could be   wherein 20000 crs BSNL?s divested money was going out of the exchequer  of the Govt. VRS to one lakhs workers was opposed because BSNL never provided the road map to maintain the existing 34000 telephone Exchanges in the country.  Unbundling of copper conductor was also stopped  that is why  today BSNL?s  Broad Band market share is more than 65%  With our struggle only  Rs.6740/- crores BSNL spectrum charges were refunded to BSNL Rs.1500 Rural deficit charges for the FY 2011-12 was paid by DOT to  BSNL.  now the sanction of  Rs.1250 cr rural deficit charges has come from Govt.Efforts are being made to pay pension contribution on actual basic of BSNL employees instead of maximum of the pay.

 

Forum of BSNL Unions and Associations has served a notice to protect against the  fragmentation of BSNL in Tower subsidiary. 15th Dec 2016 one day  strike will be there to protest against the creation of Tower subsidiary.

 

In this manner AIBSNLEA is safeguarding  the interest of all the BSNL executives and to save BSNL.  AIBSNLEA have cordial relations with all the unions/Associations of BSNL. In view of the above all the BSNL executives are requested to vote and support to AIBSNLEA in the Executive Membership verification to save BSNL and its executives interest.

 

AIBSNLEA extends sincere gratitude and thanks to the CHQ of AIGETOA and their members for their  unqualified support to AIBSNLEA in the membership verification. AIBSNLEA  also reciprocate the same to AIGETOA and assure that after becoming No.1 executive Association, it  will take all the efforts for the settlement of DR executives pending issues on  top priority along with other  issues.

24.11.2016:   GS today discussed with Sr. GM (Legal) & CS, BSNL Corporate Office, New Delhi regarding outcome of yesterday's BSNL Board meeting on HR issues. Sr. GM (Legal) & CS informed that yesterday BSNL Board discussed and approved the audited Account of BSNL / Balance Sheet. The HR issues were not in yesterday's agenda because the BSNL's HR Plan along with all pending HR issues approved by BSNL Management Committee will be first discussed by a Committee constituted by DoT comprising Jt. Secy (Admin) of DoT, DDG (TPF) of DoT, Director (CM) and Director (HR) of BSNL Board. Director (HR) BSNL Board is the Convener of the Committee to take-up all pending HR issues in the Committee.

He further mentioned that on the basis of Committee report in HR issues, all the HR issues will be discussed & decided in the BSNL Board. We have also requested Director (HR) to discuss all pending HR issues in the Committee at the earliest for their resolution.

23.11.2016:   A report on the Special Joint General Body meeting at Netaji Nagar BSNL Compound New Delhi on 23.11.2016.

 

A Joint General Body meeting cum Election Canvassing program by AIBSNLEA and AIGETOA Delhi Circle was organized on 23.11.2016 at Netaji Nagar BSNL Compound, New Delhi in a grand manner. The meeting was attended by Shri Prahlad Rai GS, AIBSNLEA and Shri Ravishil Verma, GS, AIGETOA. Shri N.L.Sharma AGS (HQ), Shri Rajpal, AGS(F), Sh. P.C.Joshi AGS (C/E/Arch), Shri Devesh Sharma, Organizing Secretary (North) attended the meeting from AIBSNLEA CHQ side. Jt. Secretary AIGETOA CHQ Shri Amit Roy, OS AIGETOA Shri Vivek Singh, CS AIGETOA BSNLCO Shri Shubhendu also attended the Joint GB. Shri Tovinder Bhatt, Circle President AIBSNLEA Delhi and Shri Vivek Bharti Circle President AIGETOA Delhi Presided over the meeting. President AITEEA Shri Ashish Kumar and FS AITEEA Shri Avinash Churasiya also attended the meeting.

With the untiring efforts of AIBSNLEA many achievements have been made i.e. implementation of EPP, Grant of perks to executives, transparent transfer policy in BSNL, BSNLMSRR notification, Cancellation of MT Examination, Filling up of all Group A posts in BSNL, 2nd PRC implementation with 30% fitment benefit, filling up of the vacant Group B, STS and JAG level posts, regularization of officiating JTOs, PPS Posts creation in field units, 78.2% IDA pay fixation to BSNL serving and retired employees etc. GS AIBSNLEA in his detailed deliberation explained about all the achievements of AIBSNLEA and AIGETOA got through united struggle. Com GS further explained the status of HR issues related to mainly DPCs from 700 DEs to DGM. He also explained the status of DPCs of SDE to DE(Regular), JTO to SDE, JTO to SDE by LDCE,  JAO to AO, AO to CAO, CAO (Adhoc) to CAO (regular),  CAO to DGM(F), DPC in Civil/Electrical wing, Restructuring of AD(OL) case, DPCs of Telecom Factory and the issues of PA/PS, JTO (Officiating) regularization, PPS posts creation in field units and Sr. PPS post creation in BSNL CO etc. in detail. He explained about the Joint Struggle of United Forum of AIBSNLEA & AIGETOA and current status of Superannuation Benefits / MTRR / Cadre Hierarchy / LDCE / EPP / pay scales / Rule-8 transfers etc.

 

He also assured that our joint effort will be successful in achieving 1stposition in the forthcoming Membership verification of the Executives. He further mentioned that with the efforts of AIBSNLEA and AIGETOA, the replacement of E-1A by  E-2 & E-2A by E-3 and subsequent scales up gradation from E-3 to E-4, E-4 to E-5, E-5 to E-6 and E-6 to E-7 proposal was approved by BSNL and now pending in DoT. Although 3% superannuation contribution from BSNL towards 30% superannuation benefit has been approved by BSNL Board/DoT and order has been issued but GS AIBSNLEA assured that AIBSNLEA is committed for making it for full 30% w.e.f. 01.01.2007.  Regarding pay loss to the JTO batches recruited after 01.01.2007, GS AIBSNLEA told that the same has already requested to CMD and Dir (HR) to constitute a committee to study and resolve this issue as was being done in case of pay fixation of JAO 2010 batch . He appealed all direct recruit executives to come under one umbrella to meet the challenges and requested all the Executives to vote to AIBSNLEA who address and lead all BSNL executives for betterment.

 

He also appealed to vote and support AIBSNLEA during membership verification to save BSNL and its executives of all the disciplines. He thanked AIGETOA for their unconditional support and assured all DR fraternity that AIBSNLEA is always committed for the betterment of BSNL Direct recruits.

 

At last GS AIBSNLEA appealed the comrades of Delhi circle to come in front line and accept the responsibilities with full courage with enthusiasm for selecting AIBSNLEA as number one Executives? Association in the ensuing referendum process.

 

Com. Ravishil Verma, GS AIGETOA in his speech expressed the views that Vote contains a great power in itself. He requested the house to work united in the next coming referendum to make AIBSNLEA as No.1 Association. He appreciated the efforts and support of AIBSNLEA in the withdrawal of Management Trainee Exam Notification, Khan Committee recommendations, CPSU Cadre Hierarchy issues etc. He explained the detailed status of 30% superannuation issue, pay loss to post 01.01.2007 batches issue. He expressed the role of United Forum of AIBSNLEA and AIGETOA to make the Pay, Promotion and Pension an issue. He told that it is very unfortunate that when Direct Recruits are dying, their families are left helpless without a penny. He appealed all to be united in the next coming referendum to make AIBSNLEA as No.1 Association.

22.11.2016:   5th Circle Conference of AIBSNLEA Chhattisgarh Circle at Raipur on 22nd Nov 2016:AIBSNLEA Chhattisgarh  Circle held its 5th Circle conference at Raipur on 22nd Nov 2016. Sh.R.N.Patel,  CGMT CG Circle was the chief guest.  Com. Prahlad Rai, GS Com C.M. Saste , Org secretary (West) and Com. B.Laxman, President, AIGETOA (CHQ), Com. Gagan Soni, CS, AIGETOA CG Circle attended and addressed the open session.  Com.Sumit Khote CS, AIBSNLEA, CG Circle in his welcome address appraised the functioning of AIBSNLEA and assured that during membership verification AIBSNLEA with the support of AIGETOA will get 2/3 votes in CG Circle and will become no.1 Association.  Com.Gagon Soni, CS AIGETOA assured vote and support to AIBSNLEA. Com.B.Laxman, President AIGETOA (CHQ) in his address discussed the burning issues of DR executives i.e. E1-A and E2-A pay scales replacement by E2 and E3 standard pay scales, scrapping of MT/DGM RRs and implementation of CPSU cadre hierarchy of  Khan committee report.  He also emphasized to implement 30% superannuation benefit to DR employees wherein BSNL has to  make the 12% contribution rather than 3% contribution.  He demanded resolution of JTOs 2007 and 2008  JTOs pay anomaly matter and settlement of Rule-8 transfers of JTOs.  He further mentioned that along with AIGETOA, the AIBSNLEA is only the Association and trying for the settlement of the above issues in true sense.  Hence , he appealed all the DR executives to vote and support to AIBSNLEA in the membership verification and to make it a no 1 executive Association.

Sh.R.N Patel, CGMT,CG Circle in his address appraise in detail the efforts being made to make CG Circle a profit making circle.

Com C.M.Saste, OS (West) appealed all the executives to make AIBSNLEA No.1 executive Association during membership verification since AIBSNLEA is only safeguarding the interest of executives of BSNL of all disciplines and trying to save BSNL.

Com. Prahlad Rai, GS in his address discussed achievements of AIBSNLEA during the last 10-11 years and assured to get settled all the pending issues as discussed by Com.Laxman, President AIGETOA. He assured that after becoming the No.1 executive association in membership verification with the support of AIGETOA, all the demands of AIGETOA along with AIBSNLEA demands will settled on top priority. Com. Monobrata Biswas, DGM (Vig.) and Ex-Circle Secretary of Assam expired today after prolonged illness. AIBSNLEA heartfelt condolences to the bereaved family. He was survived with his wife and two son.

22.11.2016:   Report on joint campaign for First Membership Verification at Bhopal--dated 20.11.16:     A joint campaign of AIGETOA & AIBSNLEA Under the Chairmanship of CHQ President AIGETOA Com. B. Laxman and GS AIBSNLEA Com. Prahlad Rai in the city of Lake Bhopal organized in Hotel Ronak Plaza Mp Ngr

The hall of hotel was jam packed including Branch Secretaries from Indore, Ujjain, Vidisha were also present. Inspite of Sunday being holiday, a large number of members were present and GS was pleased to note this.

Some of the associations creates many hurdle time to time for DRs of BSNL,he also highlited how few other Association Leaders seat with management and pressed for deducting salary of DR for period of their struggle. He wondered how any DR can join or have faith in those association.

22.11.2016:    A report on the Special General Body meeting at Dehradoon on 21.11.2016.

AGS (HQ), AGS(F), AGS (C/E/A), and OS (North) attended the Special General Body meeting at Dehradoon on 20.11.2016. All the dignitaries were welcomed by CS Uttarakhand Shri Brijmohan Dhyani and his team by garlanding.

 

CS Uttaranchal AIBSNLEA Shri Brijmohan Dhyni in his address welcomed all the dignitaries of CHQ on the Dies. He emphasized on settlement of the grievances and personalize mobilization of the Executives in the favor of AIBSNLEA to take lead in the ensuing membership verification. He  apprised the house about the activities of the AIBSNLEA in Uttaranchal Circle and assured about the victory of AIBSNLEA in Uttaranchal Circle.

 

Com. Devesh Sharma, OS (N), AIBSNLEA CHQ in his address described about the need of the Membership Verification. He also described about the AIBSNLEA's efforts about the issues of the DR Executives like Pay, Promotion and Pension issue. He mentioned that the combined efforts of the United Forum of AIBSNLEA and AIGETOA are addressing the problems of the Executives in an effective manner. He appealed all the Executives to be unite and cast their votes in favour of AIBSNLEA for the best settlement of their issues.

 

Com. Rajpal, AGS(F) in his address welcomed all the  newly posted JAOs in the AIBSNLEA fraternity. He said that 2/3rd majority to AIBSNLEA is the only option for protecting the interest of every cadre. Finance wing Executives are enblock with AIBSNLEA. He appealed all Finance Executives that they should vote and support AIBSNLEA because it truly address their issues instead any other Association where there is no representation of Finance wing and even no any deep knowledge about the issues related to finance personnelss. He appealed all the Executives to strengthen the hands of AIBSNLEA in ensuing referrendum. He apprised the house with 50% quota diversion of MT posts , legal laccuna of CPCs, restoration of LICE passed JAOs posting and voting rights. He welcomed all the  newly posted JAOs in the AIBSNLEA fraternity.

 

Com. P.C.Joshi in his address informed about the backgroud of the constitution of AIBSNLEA. He apprised the house about the Civil/Electrical matters and appealed the house to cast votes in favor of AIBSNLEA for making it number one Association. He  informed about the backgroud of the constitution of AIBSNLEA.

 

Com. N.L.Sharma, AGS(HQ) in his address stressed for ensuring the victory of AIBSNLEA with a clear 2/3rd majority in the forthcoming membership verification. He further impressed upon that for scrapping MTRR, implementation of CPSU Cadre hirerchy and replacement of E1A and E2A scales by standard E2 and E3 scales AIBSNLEA's victory is must.

 

At the end of the meeting an interactive open session was arranged in which Com N.L.Sharma, AGS (HQ) replied all the queries asked by the mmembers . He assured to take up the issue of Hard Tenure and Soft Tenure stations in Uttarakhand.  

 

The conference hall was jam packed. Before coming to meeting venue the CHQ team visited all BSNL Offices situated at Dehradoon and appealed to vote and support AIBSNLEA in the coming Membership Verification.

Prahlad Rai GS for his support & guidance. He also mentioned that, the BSNL management withheld the MT recruitment due to the support of AIBSNLEA. He also mentioned that AIBSNLEA is putting maximum efforts to protect the entire executive community. Further he also appealed all direct recruited executives to forget the difference among them and unitedly vote AIBSNLEA at Sr. No. 1 in ballot paper.

?/span>  GS AIBSNLEA in his address thanked all the audience present in the hall, listen his speech, which was started around 9:00 pm. He also specially thanked ladies executives present in the hall to listen his speech. He elaborated about various CHQ activities Viz. Scrapping of MT recruitment rules, Standard pay scales for JTO & SDE equivalent. He also elaborated how the time bound promotions after every four years from E-1 to E2, E-2 to E-3 etc. due to strong persuasion by AIBSNLEA. In his speech he also explained about regularisation of officiating JTO's, E1 + 5 increments benefit to JTO's and JAO's of the 2013 batch. He also explained about the status of the 3rd Pay Revision committee. Lastly he elaborated on the importance of Pune SSA having strong voter base. He appealed all executives including direct recruited JTO's to vote in favour of AIBSNLEA.

21.11.2016 Report of the Special  joint meeting of AIBSNLEA and AIGETOA of CTD Circle on 19.11.2016:  As demanded by the general members of AIBSNLEA and AIGETOA, a special joint meeting was organized with mass gatherings in and outside the hall of 8 Hare Street CTRC Room as spontaneous presence than that of targetted members.  The meeting was presided over by Com. Tridip Chakraborty, President,CTD of AIBSNLEA in presence of CHQ President, Com. P Shiv Kumar, CHQ, OS(E) and CS CTD Com. Prasun Kumar Mukhopadhyay,  Advisor to GS, CHQ Com. Basudev Chakraborty, ACS/CTD Com. Subhasis Mitra from AIBSNLEA and  AGS CHQ Com. Dipak Sahoo, CS/ CTD Com. Saikat Das & President Amit Das from AIGETOA on the dias.

In the welcome address, it was emphasized by Com Tridip Chakraborty the need of the hour for safe guarding the interest of entire executive cadre,  recruited before and after formation of BSNL for electing the future leadership in BSNL in getting the issues resolved of entire cadre of executives for which casting of votes in favour of AIBSNLEA is the only option.

Com. Basudev Chakraborty in his speech categorically mentioned that executives belonging to other minded association should be motivated by appraising them that the future issues can only be got resolved from BSNL Management by No 1 Association which is nothing but AIBSNLEA having its real leadership from Circle to CHQ level.

Com. Prasun  Kumar Mukhopadhyay, OS (East), CHQ in his deliberation welcome all the JAOs of 2016 batch, newly promoted and joined under the umbrella of AIBSNLEA and explained about the activities of CHQ, AIBSNLEA in getting the order issued from the Management in spite of hurdles created by some other association. While asked, he assured them that he has already appraised the CTD Management to include their names in the ensuing referendum so that they can elect their future  leadership in Central HQ of being a leader of themselves.   He also appraised the activities and success achieved since its formation for all the Disciplines of AIBSNLEA whether existing executive or retired pensioners, whether absorbed or direct recruited executives of BSNL. He also assured that after implementation of standard pay scale if any anomaly occurs to any batch, will be addressed & resolved after verification.

Com.  Saikat Das,CS/CTD AIGETOA in his lucid deliberation explained that only UF is working for the interest of BR executives & assured that AIGETOA members entirely not only will cast their vote against No.1 in favor of AIBSNLEA but also mobilize BR of other associations to do so.

Com. Dipak Sahoo, AGS, CHQ of AIGETOA in deliberating his speech categorically mentioned their long pending legitimate demands of 3Ps which was being neglected by the BSNL Management and the supports being extended by existing Associations in the calls of agitations and experienced the  betrayals of some other sister association and ultimately relied upon AIBSNLEA and in turn yielded of signing of MOU with AIBNSLEA.  The results are that all the legitimate demands of executives recruited directly have processed and under pipeline in active consideration under both the leadership of Com. Prahlad Rai, GS AIBSNLEA and  Ravi Sil Verma, GS, AIGETOA.  Narrating the above facts, he emphasized  that there is only option from the ALL DR Executives to cast their vote in favour of AIBSNLEA to strengthen to become No 1 Association.

Com. S Shivakumar ,President/CHQ/AIBSNLEA elaborated about the status of all DPCs,  206 and 147 cases, E2-E3 pay scale, Stoppage of MT recruitment, the history of the 1640 struggle under the leadership of Com. Prahlad Rai, achievement of 30% fitment  benefit of in 2nd PRC and assured that fitment benefit in 3rd PRC as per schedule. He extended sincere thanks to Com. Ravi Shil for his unconditional support for the success of AIBSNLEA to become No.1 association and assured that all the grievances of DR JTOs will be addressed  by the AIBSNLEA. He appealed  to one and all to vote for AIBSNLEA in Sl. No.1.

Mohire, Circle President, Com. A G Joshi, C.S. AIBSNLEA Com. Laxman, President, AIGETOA CHQ Com. Ravi Shil Verma, G.S. AIGETOA, CHQ, Com. Riyaz Patvekar, President, AIGETOA MH, Com.  T S Gajakosh, District President, AIBSNLEA, Mumbai attended the function.  All the Comrades were felicitated by presenting Flower Bouquets.

Secy (West) CHQ stated about AIBSNLEA mentioned that the agenda of the AIGETOA members is / will be the first priority for the AIBSNLEA.  He also mentioned about the developments since its formation & present HR issues like Implementation of CPSU cadre hierarchy, Implementation of E-2, E-3 standard IDA Pay scales to JTO and SDE equivalent executives, Amendment in BSNL MSRRs, 30%Superannuation benefits to directly recruited employees, Cancellation of Management Trainees Exams, Implementation of DPE order for payment of 78.2% IDA fitment benefit w. e. f. 01.01.2007 in BSNL Pensioners, etc.   He appealed all executives to vote & support AIBSNLEA to safe guard the interest of entire BSNL executive community and to save BSNL.

Com. Laxman, President AIGETOA CHQ  is his addressed mentioned about the expectations of the Direct Recruited executes when they joined the BSNL and the present status after completion of 16 years.  He mentioned that this is the time that the vote is the medicine for so many diseases.  Majority of the money of BSNL is wasting on court cases and majority of the time of the executive's are wasting by fighting the court cases against the BSNL Management.  He mentioned that there are anomalies in everything.  Casting vote for AIBSNLEA is casting vote for AIGETOA, as AIBSNLEA is the only association supporting the cause of D R executives.  He appealed all executives to vote & support AIBSNLEA and make it strong by making it as No.1 and  to safe guard the interest of entire BSNL executive community and the future of DR executives and  also to save BSNL.

Com. Ravi Shil Verma, GS AIGETOA, CHQ in his address mentioned about the reason and circumstances for supporting the AIBSNLEA.  He also mentioned the talent of agitation strength of AIGETOA cannot be taken back by anybody.  He mentioned that people choose their friends whom they liked.  Similarly, AIGETOA liked AIBSNLEA due to its common thinking in support of the future of DR executives which no other association does.  Any DR executive once entered in the department can deam of become the CMD of the BSNL and the same is fully supported by the AIBSNLEA.  He also mentioned that AIGETOA is supporting AIBSNLEA because, Com. Prahlad GS AIBSNLEA is fully helpful to one and all and he is a leader who takes action and keeps the word and deed same and not as other leaders who says something, does something else and write something else on their website and mis-guide the whole executive community by supporting the management for the vested interest of the leaders. 

He also mentioned that the issues are more important not the leaders and associations as far as the DR executives are concerned.  GS AIBSNLEA is fully in favour of the issues of  DR Executives, fully aware of the issues who was fighting right from the beginning and not like the leaders of the other executives association who had just entered in the leadership and claiming as if he is senior to the GS AIBSNLEA.

He also mentioned that it was due the support of the AIBSNLEA that the MT Recruitment was got it cancelled and needs to support AIBSNLEA to become no.1 so that the MTRR will be scrapped which is only safeguard the interest of the DR executives.   He also mentioned that the GS AIBSNLEA is putting his maximum efforts for the protection of the entire executive community and AIGETOA counts only to the efforts and not the result, as the results are not in the hands of leaders, it is in the hands of every executives, how they support their leaders. 

He also mentioned that for getting E2 and E3 strong Trade Union action and struggle is required which is being worked out and requested all to support for the struggle and appealed all to cast their votes in favour of AIBSNLEA so that their future is secured and BSNL is saved.

 

Com. Prahlad Rai General Secretary, AIBSNLEA mentioned about the tour he has already made and the remaining tour programme as a part of election campaign.

He mentioned that MT exam has been withdrawn, But, MTRR is still in existing which needs to be scrapped.   He mentioned that the promotion upto the level of DGMs are getting due to the reason that the present CMD and Director (HR) is a BSNL absorbees.   He mentioned that the DR executives can / should also reach upto the level of CMD, BSNL which is a main agenda of AIBSNLEA and therefore, no lateral induction will be allowed above the JTO/JAO level.  Scrapping of MTRR is possible only when AIBSNLEA is elected as No.1 association during the membership verification.

He mentioned about the posting order of 927 JAOs who has completed their training was only due to the efforts of AIBSNLEA.

He also mentioned that he is fully aware of the pay anomaly case of DR executives recruited in the year 2007-2008, Para ? 8 transfer cases of JTOs.

GS AIBSNLEA in his address also briefed about the developments of HR issues as well as BSNL viability.

19.11.2016:    A report of the special general body meeting of Silchar SSA under Assam Circle on 18.11.2016:

President, AIBSNLEA CHQ , OS(E), Circle Secretary AIBSNLEA Assam Circle and District level leaders of Silchar SSA of AIBSNLEA  and AIGETOA attended and addressed the special general body meeting where all AIGETOA leaders appealed DR executives to vote and support AIBSNLEA in the ensuing membership verification because they believe that AIBSNLEA is the only association which is safeguarding the interest of the DR executives in true spirit as per the signed MoU between AIBSNLEA and AIGETOA. Veteran comrade M.K. Chakraborty also attended the meeting and requested all the executives to understand the real picture and vote for the tradition honesty i.e. in favour of AIBSNLEA.

 

Com. President elaborated about the status of all DPCs,  206 and 147 cases, E2-E3 pay scale, Stoppage of MT recruitment, the history of the 1640 struggle under the leadership of Com. Prahlad Rai, achievement of 30% fitment  benefit of in 2nd PRC and assured that fitment benefit in 3rd PRC as per schedule A company is made available to BSNL employees also. He extended sincere thanks to Com. Ravi Shil for his unconditional support for the success of AIBSNLEA to become No.1 association and assured that all the grievances of DR JTOs will be settled by the AIBSNLEA. He appealed  to one and all to vote for AIBSNLEA in Sl. No.1.

 

OS (East) in his deliberation emphasized about the achievement of AIBSNLEA since its birth like AAO pay scale, Solution of JAO 2010 option case, 78.2% IDA fixation for pensioners also, solution of cabinet note of 60:40 case and the betrayal history of our friendly association. He elaborately discussed the status of E1+5 Increment, AD (OL) restructuring case and creation of PPS post etc.

 

He also assured that after getting the No.1 position in the referendum under the experience leadership of Com. Prahlad Rai 30% Superannuation benefit will be achieved for the DR executives and all executives will enjoy the full benefit of 3rd PRC.

 

Com. CS, Assam cleared the house about the position of Rule-8 cases and assured the house that all Rule-8 cases will be executed very soon. He remind the house regarding DGM promotion order in Engineering and accounts wing which was issued under the active persuasion of our association.

 

In the meantime, the reinstatement order of the new JAOs was received and house was jubilant and congratulated com. Prahlad Rai for his early action. It proved that only under the leadership of Prahlad Rai the interest of all executives will be safeguarded. So, VOTE FOR AIBSNLEA AT SL. NO.1.

19.11.2016:    A report on the Special General Body meeting at Solan (HP) on 19.11.2016:

An Election Canvassing Meeting of the executives of HP Circle was arranged at the Multipurpose Hall of Solan Telephone Exchange on 19.11.2016. From CHQ side AGS (HQ), AGS (F), AGS (C/E/A), AGS (DR) and OS (North) attended the meeting. All the dignitaries were welcomed by presenting the typical Himachal Caps and garlands.

 

CS AIGETOA HP Circle Sh. Ajeet Kumar in his welcome address informed the house about the status of the joint strength of the members of AIBSNLEA and AIGETOA in HP Circle. He expressed his full faith to come AIBSNLEA in the ensuing referendum with flying colours.

 

DS AIBSNLEA Shimla Shri Ravindra Gupta and DS AIBSNLEA Hamirpur Sh. Rakesh Dhiman also aaddressed the gathering.

 

CS HP AIBSNLEA Shri Rakesh Chopra in his address welcomed all the dignitaries on the Dies. He emphasized on personalize mobilization of the Executives in the favor of AIBSNLEA. He  apprised the house about his tours in HP Circle and assured about the victory of AIBSNLEA in HP Circle.

 

Com. N.L.Sharma, AGS(HQ) in his address stressed for ensuring the victory of AIBSNLEA with a clear 2/3rd majority in the forthcoming membership verification.

 

Com. Rajpal, AGS(F) in his address also said that 2/3rd majority to AIBSNLEA is the only option for protecting the interest of every cadre. Finance wing Executives are en-block with AIBSNLEA. He apprised the house with 50% quota diversion of MT posts , legal lacuna of CPCs, restoration of LICE passed JAOs posting and voting rights. He welcomed all the  newly posted JAOs in the AIBSNLEA fraternity.

 

Com. P.C. Joshi in his address informed about the back-ground of the constitution of AIBSNLEA. He apprised the house about the Civil/Electrical matters and appealed the house to cast votes in favor of AIBSNLEA.

 

Com. Devesh Sharma, OS (N), AIBSNLEA CHQ in his address described about the AIBSNLEA's efforts about the issues of the DR Executives like Pay, Promotion and Pension issue. He mentioned that the combined efforts of the United Forum of AIBSNLEA and AIGETOA are addressing the problems of the Executives in an effective manner. He appealed all the Executives to unite and cast their votes in favour of AIBSNLEA.

 

Com. Naresh Thakur, Advisor AIBSNLEA in his address welcome the dignitaries in HP Circle. He also requested to resolve the issues of HP Circle at the earliest.

 

Com. Ajay Kaswan, AGS (DR) in his address appealed all the Executives to use their voting rights after examining various Associations carefully, that whoever has worked for betterment of their cadre.He appealed to make AIBSNLEA as no.1 Association by stamping the vote at serial numer 1 on ballaot paper.

Guwahati election campaign meeting was held at multipurpose hall at Panbazar, Guwahati-1.

     

CHQ President Com. S. Sivakumar and Organizing Secretary (East) Com. Prasun Mukhopadhyay was present. CS of AIBSNLEA Com. Swarup Chakraborty , CS of AIGETOA Com. Satya Jyoti Nath, ACS Subhrendhu Bhattacharjee and Santanu Choudhury were also present. District President Com. Biswajit Sharma presided over the meeting and District Secretary Com. Com. S. Sivkumar, CHQ President briefed the achievement of AIBSNLEA and efforts taken by the organisation to achieve the demand. He also explained the role of AIBSNLEA and AIGETOA to achieve the demands with scrapping of MTRR and 30% superannuation benefit, E2-E3 up-gradation and CPSU cadre hierarchy. He also apprised about the consistent effort taken by AIBSNLEA, DE to DGM order and criticized the role played by SNEA against Rule- 206 DGM Promotion. He explained the sinister motive of SNEA against DR JTO's in respect of MTRR, E3 Scale for 10 years. He assured that all the DPC will be conducted as per the existing DOPT order with SC/ST Roaster as per the constitution provision .He also explained the role played by Com. Prahlad Rai and our AIBSNLEA leaders in the 1640 struggles. He requested all to vote for AIBSNLEA at Serial No. 1 to safeguard the interest of all executives and BSNL.

18.11.2016:    Status of E1A & E2A replacement of pay scale by E2 & E3 scales: BSNL's proposal for the replacement of E1A & E2A by E2 & E3 respectively is pending at Internal Finance of DoT. It is understood that Member(F) proposed to take the presentation from BSNL on this issue but Addl. Secy(T) has suggested to give E1 & E2 pay scales to JTO & SDE equivalent executives. He is not agreeing   BSNL's proposal for replacement of E1A by E2 and E2A by E3. AST has wrongly mentioned that intermediatory  pay scales E1A and E2A were not approved by DoT, which is not correct. The fact remains, that E1A and E2A pay scales were duly approved by DoT and DPE. Hence, now E1A and E2A pay scales cannot be lowered to E1 and E2 pay scales as suggested by AST. Against this attitude of DoT Administration, we have to plan strong agitation to impress upon BSNL Management to get approved this proposal from DoT. Get ready for the struggle.

18.11.2016:    Discussion with Director (HR) and GM (Rectt.), BSNL Corporate Office:

GS discussed with Director (HR) and GM (Recruitment) against keeping in abeyance the posting orders / appointment orders of JAOs on completion of the training.

 

We requested Director (HR) for her kind intervention for the posting orders / appointment orders of JAOs on completion of the training by tomorrow. We further pleaded that GM (Rectt) order dated 17.11.2016 for keeping in abeyance the posting orders / appointment orders of JAOs on completion of the training should be withdrawn immediately since there is no fault of the qualified candidates.

 

Director (HR) appreciated our concern and told as she has directed GM (FP), the cadre controlling authority and GM (Rectt) to take immediate solution for allowing joining of JAOs after completion of their training. She assured an early action in this regard.

18.11.2016:   A report on the Special General Body meeting at Kolhapur on 18.11.2016: Around 200 AIBSNLEA comrades from Kolhapur, Sangli, Satara& Ratnagiri gathered at Sanchar Colony IQ, Kolhapur.  At 10:00am a big march was started along with Shri Prahlad Rai, General Secretary, AIBSNLEA CHQ, Shri Laxman, President, AIGETOA CHQ, Shri C.M.Saste, Org.Secy (West) CHQ, Shri Arun Joshi, Circle Secretary MH, Shri K.R.A Mohire, Circle Preident MH, Smt.Ashwini Bharati, Advisor CHQ, Smt.Vahida Darwajkar, District Secretary Kolhapur& other dignitaries upto the Telephone Bhavan, Kolhapur.  All comrades were wearing Pheta (Turban) which is a prestigious symbol of Maharashtra & were holding AIBSNLEA Election banners &shouting slogans.  The march was very graceful.

At 11:00am all gathered at Conference Hall of Telephone Bhavan, Kolhapur& the General Body Meeting of Kolhapur District was started.  The Hall was jam packed with around 200 comrades&it was observed that they were very much eager to hear the latest developments of AIBSNLEA.

First of all Shri K.R.A.Mohire, Circle President  ? AIBSNLEA Maharashtra introduced all dignitaries & welcomed all comrades of Kolhapur, Satara, Sangli& Ratnagiri districts.  He narrated the AIBSNLEA achievements since its formation in nut shell.

Shri Arun Joshi, Circle Secretary   ? AIBSNLEA Maharashtra stated about latest developments & appealed the august house to be with them in the coming elections.

Shri Laxman, President ? AIGETOA CHQ appealed all executive to support AIBSNLEA.  He stated that AIBSNLEA & AIGETOA are struggling for their members under United forum.  Thus DR executive demands will be fulfilled under United Forum.  He appealed all executives to vote & support AIBSNLEA to safe guard the interest of entire BSNL executive community and to save BSNL.

17.11.2016:     Discussion with GM (FP) and GM (Rectt.), BSNL Corporate Office:

GS discussed with GM (FP) and GM (Recruitment) against keeping in abeyance the posting orders / appointment orders of JAOs on completion of the training. GM (Rectt.) informed that due to some complaints received from Non-Executives Unions, one committee has been constituted to examine the complaints / discrepancies in the Question Papers and the committee will submit its report within 15 days. We requested to get the committee report within a week's time to allow these JAOs joining immediately. She assured to look into the matter.

 

AGS (HQ) and AGS (Fin.) also meet with GM (FP), GM (SR) and GM (Rectt.) and discussed on the issue of keeping in abeyance the posting orders / appointment orders of JAOs on completion of the training. They also requested to get the committee report within a week's time to allow these JAOs joining immediately.

17.11.2016:    Report on Assam Tour on 15.11.2016 & 16.11.2016:

 

CHQ President  and  OS (E), CHQ along with  CS of AIBSNLEA  and  AIGETOA  and ACS of Assam visited the Dibrugarh and Jorhat  SSA on 15-11-2016, Nagaon and Tezpur SSA on 16-11-2016 for campaigning of membership verification. A grand gathering was observed to listen the latest developments of CHQ / AIBSNLEA in the respective venue.

 

Com. Swarup Chakraboty, CS, AIBSNLEA, Assam analyzed the work done by the Circle office and assured the house to stand with them for any need.

 

Com. Satyajyoti Nath, CS, AIGETOA, Assam informed the house regarding latest development regarding rule-8 cases and assured the house that pending rule-8 cases will be solved within a short time.

 

Com. Prasun Mukhopadhyay OS (East) elaborated the history of the Association and how the unity broken by the so called traitors, necessity of signing MOU with AIGETOA and our achievements regarding 3 Ps (Pay +Promotion+Pension- solving 60:40  case and superannuation benefit) replacement of E2-E3 standard pay scale and so on, status of E1+5 increments case of 2013 JAO batch etc. He assured that only by the excellent leadership of Com. Prahlad Rai all the pending issues will be resolved by us after getting No.1 position in membership verification

 

Com. Subhrendhu Bhattacharjee, ACS , AIBSNLEA , Assam appealed to all to vote for AIBSNLEA in Sl. No.1 in the forthcoming  verification.

 

Com. S. Sivakumar, President, CHQ, AIBSNLEA gave the clarion call to all the executives to vote for AIBSNLEA because only  AIBSNLEA can protect the interest of executives of all disciplines. A fine interactive session was held to satisfy the different queries of the members present in the house. Many executives from other sister Associations  were present in the meeting.

15.11.2016:   Conduct of 1st Membership Verification for recognition of Executives' Association in BSNL - Supplementary Voter list:

BSNL Corporate Office has issued guidelines for preparation of supplementary list of executives working in  BSNL for the purpose of 1st Membership Verification for recognition of Executives' Association wherein it is mentioned that:

1. The supplementary list shall circulated by 11.11.2016 and thereafter no relieving for transfer / posting is to be effected till completion of voting for membership verification.

2. The names of the voters retiring on 30.11.2106 shall be shown as deleted in the voter list.

3. The names of the voters whose requests for VR with date of retirement from 07.12.2016 or earlier have been approved by the competent authority till finalization of the supplementary list shall also be shown as deleted in the voter list.

4. In any case, no name shall be added or deleted from the supplementary list after 11.11.2016.

5. The eligibility of any employee joining on promotion as Executive on or before 30.11.2016 in any Circle shall be decided by the Head of Circle as per BSNL (REA) Rules 2014.

12.11.2016:    A report on the Central Office Bearers (CHQ), Advisors, Consultants and Circle Secretaries Meeting held at HOTEL DIANA PALACE, 12, Hathroi, Ajmer Road, Jaipur from 10.11.2016 to 11.11.2016.

 

Com. Sivakumar, President presided over the meeting.  He welcomed one and all.  He has informed that the meeting is being held at a crucial time when the Membership Verification is scheduled shortly.  He also requested every one to participate in the discussion and deliberations actively.  He also suggested all CSs to present their views, strategies adopted so that the same can be adopted by other circle secretaries.  He also mentioned to take the print out of manifesto and distribute to one and all. 

 

Agenda items for the meeting to be held on 10.11.2016 were circulated and approved unanimously.

After the self introduction, one minutes silence in memory of the departed comrades were observed.

 

Com. Prahlad Rai, G.S. also welcomed one and all in Jaipur which is the home town of him.  He informed that membership verification is very important and requested one and all to take active participation and suggest the ways and means to become No.1 during the membership verification.  He briefed about the status of pending HR issues,  activities of the united forum of AIBSNLEA and AIGETOA, united forum of Unions and Associations, organization activities, viability of BSNL, trade union actions.

 

Regarding membership verification he informed that  time is short.  He briefed about the tours already carried out and the meeting attended by him along with the GS and President of AIGETOA and also the tour program for the remaining period.    He also mentioned that for the remaining tour program also, either GS or President of AIGETOA will be accompanying with him.  He mentioned that he has already completed the tour in southern and some part of eastern zone.  He also requested all the CHQ office bearers to take active participation in the membership verification campaigning in close co-ordination with the Circle Secretaries,   He also mentioned that Circle Secretaries should tour within their circle and at-least once all SSAs should be covered and major SSAs should be visited in multiple times.    Branch meetings and meetings in sections "Nukkad Sabha" should be conducted and  meetings should not be restricted with GS or CS only.

 

He mentioned that some circles have already held multiple meetings in all SSAs.  But, in many circles, circle secretaries have not yet started visiting the SSA and holding the meetings.  He also mentioned that all the Circles should print hand bills in local languages and approach each and every executive along with manifesto of AIBSNLEA  irrespective of their membership.  He also mentioned that some CHQ office bearers are very seriously involved and some are not even attending a single meeting.  He instructed all the CHQ office bearers to take responsibility and there should be no excuse from CHQ office bearers.    He requested all the circle secretaries, Asstt. General Secretaries, Organizing Secretaries, Advisors to present their views and suggest modalities to make the AIBSNLEA as No.1 association.

 

He also suggested to assess the strength and weakness of the AIBSNLEA and act accordingly.

 

GS Com. Prahlad Rai in his address mentioned that each and every member should feel that AIBSNLEA is keen to settle the grievances of all the executives favorably rather than any other association, then only executives will vote for the AIBSNLEA irrespective for their membership.

 

He mentioned that the responses in southern region is tremendous and such responses will have to get from the remaining parts of the country.  He requested all the leaders to avail leave and make tours till the membership verification is over. 

 

He also mentioned that all the Circle Secretaries are doing well.  But, still they have to make tours and conduct meetings. 

 

He has requested all the CSs and CHQ OBs to make the tour program and submit the same to the CHQ immediately.  On behalf of the CHQ he has assured that all the CHQ office bearers are available at the disposal of Circle Secretary.  He mentioned that the entire country should know about the activities of the office bearers.

 

He also mentioned that any difficulties / discrepancies regarding election may also be brought to the notice of the CHQ immediately for the remedial action and orders

 

GS report was presented and discussed in detail para-by para and point by point.

 

Status of HR Issues:

 

1. Implementation of Executives Promotion Policy in BSNL: AIBSNLEA untiring & persistent effort's yielded result in getting issued Executive Promotion Policy on 18.01.2007 and got implemented but still some issues remains un-resolved as under:-

 

A. Implementation of CPSU cadre hierarchy- Change of designations on each Time Bound upgradation on functional basis: BSNL Management constituted a Joint Committee Headed by Shri M.A. KHAN, ED(NB) to submit a report on CPSU Cadre Hierarchy, E2-E3 Pay scale to JTO/SDE equivalent executives and First time bound promotions on completion of four years. The KHAN Committee submitted its recommendations on both the issues i.e. CPSU Cadre Hierarchy and E2-E3 Pay scale to JTO/SDE equivalent executives in the month of Sept. 2015 but due to reluctance of the nodal units i.e. Pers. Cell to implement the KHAN Committee report it is still pending. Recently, the Pers. Cell has given a proposal on the CPSU Cadre hierarchy. The final discussions on the issue with the Associations are yet to take place. It is, therefore, requested to kindly give your valuable suggestion in writing for taking them with the Management.

 

B. Implementation of E-2, E-3 standard IDA Pay scales to JTO and SDE equivalent executives in BSNL: No intermediary scales have been permitted under DPE O.Ms. Dated 26.11.2008 and 02.04.2009. Generally, promotion has to be from one 'Grade' to next higher 'Grade' with it corresponding scale as per the promotion policy of respective CPSEs. A CPSE cannot have more than one pay scale in a grade (say DGM & GM in E8 pay scale) to promote its executives within the same grade'. Ignoring the DPE O.Ms. on implementation of 2nd PRC recommendation for standard pay scales E-2 & E-3 for JTO/SDE equivalent executives, BSNL Management is continuing efforts to implement E1A & E2A intermediate IDA pay scales in BSNL for JTO/SDE equivalent executives, which is not at all justified. In view of this, standard IDA pay scales E-2 & E-3 as recommended by 2nd PRC and KHAN Committee has to be implemented in BSNL for JTO and SDE equivalent executives to provide justice. DPE has again clarified not to allow intermediary pay scales in PSUs.

 

After United  Forum struggle in May-2016, the proposal for replacement of E1A by E2, E2A by E3 and subsequent scales upgradation has been approved by the Management Committee of BSNL Board and now pending for the approval of DoT.

 

C. Date of effect of Implementation of revised IDA Pay Scales for the Executives w.e.f. 1.10.2000: BSNL management has granted benefit of residency period w.e.f. 1.10.2000 to the Executives i.e. JTO/SDE (Civil/Electrical/Arch./TF) Engineering wings, CSSs, PAs/PSs, JAOs etc. for whom the RRs were notified after 1.10.2000 and accordingly the pay scales were upgraded. Whereas, as per Dr. Vinay Shahi's committee recommendations the upgraded scales for the above executives' should have been implemented w.e.f. 1.10.2000 on actual basis or notional basis.  BSNL Corporate Office has issued order of notional pay fixation for JAOs w.e.f. 01.10.2000, we are demanding similar benefit to other upgraded cadres also. The proposal moved by PGM(BW) is still pending with BSNL Management.

 

D. Time bound promotion from E-5 to E-6 to the DGMs promoted from Grp.'B' Executives:. The proposal for modification in BSNL MS RR 2009 for Time bound promotion from E-5 to E-6 to the DGMs promoted from Grp.'B' Executives has been cleared by the MC. However, it is still awaited for withdrawal from the agenda of BSNL Board.

 

E. One time placement of SDE to Sr. SDE: As per DOT agreement and commitment of BSNL at the time of absorption of Group 'B' officers in BSNL on 01.10.2000, the SDEs who completed 5 years of regular service would be provided one time placement in the Sr. SDE grade. A proposal to give relief to the stagnating SDEs for their placement in the Sr. SDEs grade through Cadre Review Concept, on the back drop of the demand of the Association to reduce the eligibility criteria from 12 years to 5 years (As approved by Telecom Commission in 1994) for placement in the existing scheme, was approved by DoT and discussed in the GoM. This was subsequently remitted to BSNL. It was assured by Hon'ble MOC & IT, in the meeting held on 22-10-2001 with the Association that BSNL has agreed to the proposal in principle and a board memo was under preparation. We further understand that the memo was also finalized, but was not placed in the BSNL Board meeting. The majority of TES Group 'B' officers has been absorbed in BSNL and the BSNL Executive Promotional Policy is implemented w.e.f. 01-10-2000, the issue needs to be settled favorably. BSNL Management is continuously replying that since this issue was not in the terms and reference of absorption of Gr. 'B' Officers in BSNL, now it cannot be considered after implementation of the Executive promotion policy. We have requested Director (HR) to re-examine the case in view of the feedback provided by our Association. 

 

F. Settlement of Pay anomaly cases wherein senior Executives are drawing less pay than their juniors: BSNL CO, Pers. Cell has filed SLP against Hon'ble High Court, Kerala judgment in The Hon'ble Supreme Court of India, wherein AIBSNLEA has been impleaded. Hon'ble Supreme Court of India has dismissed the SLP of BSNL. AIBSNLEA has made the representation to extend the similar benefit to all as granted by Hon'ble High Court Kerala. Pers. Cell of BSNL Corporate Office is examining the case.

 

G. Amendment in BSNL MSRRs allowing Diploma holders to the promotion of EE: As per these BSNLMS RRs, the existing JTOs/SDEs (C/E/Arch) Engineering wings having diploma qualification were not eligible to be promoted to the grade of Assistant General Manager EE/Arch. AIBSNLEA strongly protested against this discrimination and finally BSNL Management issued amendment on BSNLMS RRs allowing Diploma holder SDEs (C/E/Arch) to the post of EE as per 1994 DoT RRs. We have again pleaded to remove discrimination on the pretext of degree/diploma qualification to the promotion of EE from SDE (C/E/Arch) and parity with the JTO (T) / SDE (T). On our persuasion a committee comprising of GM(Pers.), PGM(BW)/(EW)/(Arch) was constituted to examine the issue. We submitted our views to the committee members. Now the committee has submitted its recommendations to the Management Committee which has cleared the proposal. The BSNL Board approval is still expected. It is understood that 50%-50% EE(C/E) posts will be shared by the Degree and Diploma holder SDEs(C/E). Meanwhile DoT allowed diploma holders with 10 years technical experience to be treated at par with degree holders for EE promotions which was also endorsed by BSNL but it was challenged by some degree holders in the court and stay order has been granted. The case is pending in Hon'ble PB CAT New Delhi. We have further requested management to implement committee report to consider 50%-50% EE(C/E) posts shared by the Degree and Diploma holder SDEs(C/E).

 

2. 30%Superannuation benefits to directly recruited employees as per DPE guidelines: We requested CMD BSNL, Director (HR/EB) and ED (Finance) to resolve superannuation benefits to directly recruited employees as per DPE guidelines and BSNL should contribute 12% as Superannuation Benefits in respect of Direct Recruits to fulfill the limit of 30% contribution.The remuneration committee of BSNL Board recommended to start a superannuation benefit trust to directly recruited BSNL employees with a contribution of 3% initially and further it can be reviewed on the basis of financial health of the company. DoT issued the Presidential Directives in this regard and now, the BSNL Management is under process for creation of a trust and other formalities in this regard.

 

3. Management Trainees Recruitment Rule-2009: AIBSNLEA and AIGETOA's consistent effort yielded results in getting deferred MT Exam - 2015 but some executives associations and non - executives Unions are continuously making efforts for MT recruitment. Our considered opinion is that since the CPSU Cadre hierarchy for non - post based promotions up to JAG selection grade is under discussion in Committee, the MTRRs has no relevance.  The MT Examination notification has already been withdrawn. But, BSNL Management has to scrap the MTRRs.

 

4. DGM Recruitment: The qualified and experienced Executives in BSNL having 10 to 20 years of service should also get an opportunity to compete with others for the DGM posts by making appropriate, justified and rational changes in the eligibility conditions. This would mark the beginning of allowing BSNL to have a management structure of its own at DGM level which by virtue of age profile will be groomed into senior management in due course of time. This strategic move will not only meet the career growth of aspiring talented executives in BSNL but will immensely contribute towards growth and viability of BSNL. However, in the recently held DGM Recruitment it does not happen and the internal candidates however allowed writing the examination but their result is not declared treating them not-eligible.

 

6.CPCs to fill up the vacant JAG, STS Group 'A' & Group 'B' Grade posts in BSNL on adhoc/ Regular basis :

 

a. JTO (T) to SDE (T) CPC against seniority cum fitness quota (67%): The Court case regarding JTO to SDE promotions in the Hon'ble CAT Bench Chandigarh came for hearing on 31st March 2016 and dismissed. However, still there is a stay order granted by the Hon'ble High Court of Kerala on promotion from JTO to SDE. After vacation of the stay orders by Hon'ble High Court of Kerala, the CPC proceeding for JTO to SDE promotions will be expedited to fill up 6600 SDE(T) vacant posts.

 

b. LDCE from JTO (T) to SDE (T): BSNL conducted LDCE from JTO (T) to SDE (T) to fill-up the TES Gr.'B' LDCE quota vacancies of the year 2010-11but Hon'ble CAT Chandigarh granted stay order on declaration of result till the time the seniority quota promotion orders are issue. The Hon'ble CAT has now vacated the stay order and instructed the BSNL that the promotion orders as per the LDCE result can be issued subject to making suitable amendments in the SDE RR restricting reservations on promotions as per the judgment of Hon'ble Supreme Court of India. Now BSNL Management has to take a call on this.

 

c. CPC from SDE (T) to DE Regular:  CPC from SDE (T) to DE Regular is in progress to fill up about 750 DEs posts but the promotion orders could not be issued due to stay order on promotions granted by Hon'ble CAT Chandigarh on the basis of SC/ST roster implementation in BSNL. The Hon'ble CAT has now vacated the stay order and instructed the BSNL that the promotion orders can be issued subject to restricting reservations on promotions as per the judgment of Hon'ble Supreme Court of India. Now BSNL Management has to take a call on this.  

 

d. CPC form DE (T) to DGM (Engg.):  The CPC was initiated to fill-up 480 DGM posts on Adhoc basis one year before but due to pendency of court case promotion orders could not be issued. Now, Hon'ble Supreme Court has delivered the judgment on 21.01.2015 on TES Gr. 'B' seniority to re-casted on the basis of Rule ' 206 and one expert committee headed by Shri Rammurthy, Retd. Judge of Hon'ble High Court with one member has been constituted to submit report within a period of six months to examine the repercussions on beneficiaries of RR ? 1966. After submission of the report by the Committee the case was posted for hearing on 18.04.2016 and thereafter being listed on every Tuesday. But unfortunately, it could not be heard even for a single time due to paucity of the time. After taking the legal opinion from Sr. Advocate of BSNL, Addl. Solicitor General of India on TES Group 'B' seniority pending court cases , BSNL Management decided to expedite CPC and issued 213 DGM promotion orders on 03.03.2016 against which a contempt application was filed by 147 SDEs (LDCE quota) in Hon'ble Supreme Court which was dismissed. Thereafter BSNL Management continued to expedite CPC and issued 445 DGM promotion order on 31st March, 2016. Hence in the month March, 2016 about 658 DGM promotion orders have been issued, which has created history. Now, as on date about 350 DGM Posts are vacant for which preparatory action for conducting the next CPC has been initiated.

 

e. CPC from JAO to AO: We continued our efforts to get expedite CPC and finally with our untiring efforts, the promotion orders from JAO to AO of 1552 AOs were issued wherein, majority AOs have been posted in the same circle, only a few AOs about 50 were posted to other circles that to nearby circles. Further CPC to fill up about 600 AO posts could not be initiated due to pending court case in the Hon'ble CAT Chandigarh on SC/ST roster implementation in BSNL. The Hon'ble CAT has now vacated the stay order and instructed the BSNL that the promotion orders can be issued subject to restricting reservations on promotions as per the judgment of Hon'ble Supreme Court of India. Now BSNL Management has to take a call on this.

 

f. CPC from AO to CAO Regular/Adhoc: About 230 CAO (Adhoc) to CAO (Regular) promotion orders were issued in 2014. Further, CPC work of CAO regular promotion was in progress to fill up about 290 CAOs posts on regular basis and 336 CAOs posts of MT quota on adhoc basis but due to stay order granted by Hon'ble CAT Chandigarh, the promotion order could not be issued. The Hon'ble CAT has now vacated the stay order and instructed the BSNL that the promotion orders can be issued subject to restricting reservations on promotions as per the judgment of Hon'ble Supreme Court of India. Now BSNL Management has to take a call on this.

 

g. CPC from CAO to DGM (F):  Promotion and posting of 160 Nos. Executives of STS level of Telecom Finance to JAG level on regular basis were issued in 2014. Recently, with the continuous efforts of AIBSNLEA, Promotion and posting of 234 Nos. Executives of STS level of Telecom Finance to JAG level on Adhoc basis have been issued on 09.09.2016.

 

h. CPC from JTO (E) to SDE (E): CPC from JTO (E) to SDE (E) to fill up about 8 SDEs (E) vacant posts is completed for 2013-14 vacancies. The posting orders are issued in 2014 and at present no vacant post is available in Electrical wing.

 

i. CPC from SDE(C/E) to EE(C/E): AIBSNLEA's consistent efforts yielded results in getting released the promotion and posting orders in respect of 114 SDE (E) to EE (E) posts on adhoc basis. Similarly, efforts were being made to get promotion and posting orders for 150 EE posts in Civil Wing also but due to stay order at the 11th hour the orders could not be released.

 

j. CPC from EE(E) to SE(E): Due to AIBSNLEA's consistent efforts CPC from EE(E) to SE(E) to fill up about 20 (Twenty) vacant SE(E) posts was completed and promotion orders were issued.

 

k. CPCs to fill up vacant AEs(Arch) and SDEs(Arch) Posts: All vacancies of AEs/SDEs(Arch) have been filled up.

 

l. CPC from JTO(C) to SDE(C): The CPCs from JTO(C) to SDE(C) was completed to fill up about 64 SDE(C) posts. The management has issued notification for LDCE for promotions against 89 vacant SDE (C) posts.

 

m. CPC from EE (Civil) to SE (Civil): All the excising vacancies of SE (Civil) have already been filled'up.

 

n. Promotion orders from Assistants to Section officers and personal Assistant to Private Secretaries in the erstwhile CSS and CSSS: These Executives are posted mainly in the BSNL Corporate Office. The promotion orders for them are being issued on regular basis and time to time.

 

o. Issue of promotion order from JTOs (TF) to SDEs (TF) on regular basis, SDE (TF) to DE/AGM (TF) and DE to DGM (TF): The promotion orders from JTOs (TF) to 26 SDEs (TF) were issued, CPC from SDE (TF) to DE/AGM (TF) and DE to DGM (TF) were expedited and promotions order were issued.

 

6. Serious anomalies in the TES Gr. 'B' officers' seniority lists: Hon'ble Supreme Court CA No. 4339 of 1995 dated 28.09.2006 and CP Civil No. 248 of 2007 in CA No. 4339 of 1995 dated 25.03.2008 in the judgment directed the respondent that they shall rearrange the seniority in terms of the principals laid down in P.N. Lal's case restoring their earlier position and shall not put any employee over and above the present petitioners on the basis of the seniority in the service in the entry year. While implementing the above judgment DoT/BSNL has re-casted the seniority of 45+20+9+4=78 (about) TES Gr. 'B' officers only whereas, thousands of TES Gr. 'B' officers are to be provided similar benefit. Now TES Gr. 'B' officers promotions to DE is being issued on the basis of two seniority lists i.e. one on rule-1966 and another on para rule-206 basis. It has caused serious anomaly and heart burn to the TES Gr. 'B' officers in BSNL. Regarding implementation of Rule-206 or Rule-1966, BSNL Management has filed SLP in the Hon'ble Supreme Court for clarification. Hon'ble Supreme Court has delivered the judgment on 21.01.2015 on TES Gr. 270 SDEs seniority case:

The Hon'ble Supreme Court on 12.5.2008 passed an interim order for maintenance of "Status quo". Inspite of the said interim order BSNL issued promotion order for the posts of DGM to 172 DE/AGM out of 270 SDEs on 8.2.2012.  Contempt petition no. 403 of 2012 was filed by promote Sh. M. Shamugam for initiating contempt processing against contemnor CMD BSNL and other officials of BSNL. The said contempt petition no. 403 of 2012 was listed before the Hon'ble Supreme Court on 26.7.2013 and the Hon'ble Court issued show cause notices and directed for personal appearance of contemnors  CMD, BSNL, Director(HR) and AGM (Pers.) of BSNL. The Contempt Case was heard on 23rd Sept 2013 and disposed of but next date of hearing is yet to announced.

 

147 SDEs (LDCE Quota) retrospective seniority case:

AIBSNLEA's OA 2126/2009 in Principal Bench CAT, New Delhi reference mentioned in  the Operative portion of the judgment on 147 SDEs (LDCE Quota) retrospective seniority case:

 

'We have to remind ourselves, some more are waiting in the wings, watching the proceedings, to jump on at the appropriate time. We cannot, but, record our deep anguish and displeasure at such conduct. We say this, because, the matter has been raised in various Benches of the Central Administrative Tribunal in Chandigarh, Cuttack, Calcutta and the Principal Bench with varying results. We only notice the proceedings pending before the Principal Bench (Judicial I) Delhi of the Central Administrative Tribunal, in O.A 2126/2009 wherein all the 147 merit based candidates are stated to be parties. We have been taken through the order of the Principal Bench dated 21.9.2011 wherein the proceedings pending before the various Benches were noticed, while considering the application for reference to a larger Bench. The Principal Bench has referred to OA No.86/2009 which challenged the seniority of the 147 persons as also the stay order of this Court dated 18.2.2010. The Principal Bench in paragraph 11 held so:

 

Contention raised by the counsel for the respondents before us is that since two contradictory views have been expressed by different Benches of the Tribunal, namely, Ernakulum Bench and Chandigarh Bench, the matter should be referred to the Full Bench. We, however, of the opinion that even if the matter is referred to the Full Bench, no purpose would be served because ultimately this very issue is pending before the Hon'ble High Court of Kerala. Once the Hon'ble High Court of Kerala gives its view, it would be binding not only on the parties but also on the Tribunal unless, it is upset by the Hon'ble Supreme Court or by some other High Court in some other proceedings. At that time the matter can be finally resolved.'

 

BSNL filed an SLP in the Hon'ble Supreme Court along with other respondents. The last date of hearing was 18th April 2016 and thereafter being listed on every Tuesday. But unfortunately, it could not be heard even for a single time due to paucity of the time.

 

7. Restructuring of AD (OL) Cadre: The committee constituted under the Chairmanship of Addl. GM (Estt.) has submitted the report to the competent authority recommending to revise the pay scale of AD(OL). The Pers. Cell has received the clearance / comments of EF Cell and on that basis the revised proposal with matching saving concept is being processed to the competent authority for approval wherein the pay scales of AD(OL) will be at par with SDE/AO and 25% Sr. Hindi Translator posts are being upgraded equivalent to JTO cadre. After the approval of the competent authority in BSNL the case has been referred to DoT for ratification where it is being examined by the Estb Cell. Final orders will be taken after the concurrence of Finance Wing / DoT.

 

8. Regularization of offg. JTOs: The suggestion put forward by AIBSNLEA in the matter of regularization of the remaining officiating JTOs by a onetime personal upgradation, is the correct feasible and viable solution. On the basis of legal opinion BSNL Management decided to modify the JTO RR 2001 and accordingly a committee was constituted wherein AIBSNLEA submitted suggestions/views and finally committee submitted report to frame the new JTO-RR-2014. After the approval of BSNL Management Committee and BSNL Board, the regularization of the Offg JTOs started and now all the officiating JTOs have completed their Phase-II training and joined as regular JTO.

 

AIBSNLEA filed case in the Hon'ble Principal CAT Delhi for granting FR-22(1)a(i) pay fixation benefits to the Officiating JTOs and got favorable judgment which has been implemented partially in most of the circle.  That is over payment recovery has been stopped.  But, pay has been reduced as per the corporate office letter dated 22.12.2015.  AIBSNLEA pursuing for the extension of FR 22 (1)(a)(i) benefits to the officiating JTOs. 

 

9. Allowing to exercise option to Departmental JAOs on their promotion: The pay anomaly case of departmental JAO-2010 batch joined after 7th May 2010 was taken up by AIBSNLEA and got settled favorably.

 

10. E1+5 Increments benefit to JTO (SRD), JAOs 2013 batch and PAs: The BSNL Management Committee has cleared the proposal of E1+5 Increments benefit to JTO (SRD), JAOs 2013 batch and PAs which is still pending for BSNL Board approval.

 

11. Antedating of pay -  anomaly due to accrual of increment of Junior earlier than the senior after fixation of pay in revised pay scale implementation of 2nd PRC: We further requested to restore the original order dated 23.09.2009 wherein provision for ante-dating the increment of the senior to that of the junior was envisaged. Alternatively, management can think of any other solution that will address the issue of anomaly wherein the junior does not draw more pay than the senior and also the senior does not face any drop in his basic pay which he/she will be drawing by virtue of the 3% annual increment provided in the rule. The Committee constituted to examine the case has not recommended changing the present order. We will still continue to pursue the case till its resolution to our satisfaction.

 

12. Implementation of DPE order for payment of 78.2% IDA fitment benefit w.e.f. 01.01.2007 in BSNL Pensioners: DoT has issued Presidential Directives and orders for implementation of 78.2% IDA pay fixation for existing BSNL employees on 10.06.2013. Similarly now, DoT has also issued Presidential Directives and orders for implementation of 78.2% IDA pay fixation for BSNL Pensioners also.

 

13. Payment of pension contribution of the IDA pay scales: We requested to BSNL Management to take up the matter with DoP&T/DoT for modification in payment of pension contribution from highest of IDA pay scale to the actual basic pay from BSNL. As the case was referred to DPP&W and DOP&T by DoT and now DoT vide letter no. 7-45/2008/TA-I/409-433 dated 01.03.2012 submitted that Ministry of Finance (Department of Expenditure) has not concurred the above proposal. Hence the Pension contribution in respect of absorbed BSNL employees are to be recovered as per the previous methodology as stipulated vide DoT letter no. 7-45/2008/TA-I/409-433 dated 25.02.2010.

 

All the Circle Secretaries presented the activities already taken in connection with the membership verifications, further proposed activities for the remaining period, membership strength, anticipated votes in the membership verification for AIBSNEA, support and activities of AIGETOA, strength of AIBSNLEA and weakness of AIBSNLEA, wherein we have to concentrate more, weakness of other participant associations, etc. with various suggestions

  

Report on the Open Session

 

 Shri R.C. Arya, CGMT Rajasthan circle along with Shri G.P. Verma GM (F) and Shri Shashikant, GM (HR & A) of Rajasthan Telecom Circle attended the Open Session.

 

Rajasthan Circle, AIBSNLEA welcomed all the dignitaries on the Dias and felicitated CGMT Rajasthan by presenting a bouquet and a Shawl.

 

Com. M K Marodia, CS AIBSNLEA Rajasthan welcomed all the dignitaries present in the meeting.

 

Shri Verma GM (F) in his address mentioned that the Bad time of BSNL had already gone and is now moving towards good days.  In the year 16-17, BSNL is expecting a profit which will have effect on the 3rd PRC.    He mentioned that Rajasthan Circle is performing well and appreciated the staff and officers of Rajasthan.    He also mentioned that the Revenue growth of the Rajasthan Circle is highest in the country.  Congratulated the AIBSNLEA for the support

 

Shri Shashikant, GM (HR & A), Rajasthan Circle in his address thanked for inviting him for the meeting.  He has assured all support from the administration of Rajasthan Circle and will help in resolving all the grievances of the executives.

 

Com. Ravi Shil GS AIGETOA in his address thanked AIBSNLEA Rajasthan Circle for inviting him in the Open Session.  He has mentioned that the MTRR recruitment has been cancelled by the management due to the continuous efforts of the AIBSNLEA and AIGETOA.   He appealed all the executives to vote for the AIBSNLEA to become No.1 so that the MTRR itself can be scrapped. 

 

He mentioned the status of the pay scale implementation case at the DoT level.  He mentioned that if executives needs more than one promotion they will have to vote for the AIBSNLEA  the association which is really working for the benefits of the entire executive fraternity.  He requested to get success in convincing the executives about the efforts of our association as compared to the vested interest of the circle office bearers of certain associations

 

He also mentioned about the T U activities for achieving the issue of the pension contribution for the Direct Recruit executives.    He has requested CGM Rajasthan to use his good office with the BSNL Management to settle the superannuation benefits of the Direct Recruit executives.  He appealed all the executives to struggle until the genuine demand is achieved. 

 

He mentioned that in-spite of the marriage of his son, Com. Prahlad Rai, GS AIBSNLEA is holding and attending the meeting with the leaders through out the country and under his leadership all the executives will get their genuine demands, the only need is to support AIBSNLEA and vote for it.

 

Com Prahlad Rai, GS AIBSNLEA in his addressed welcomed one and all.  Com. GS mentioned that the meeting is being held at crucial juncture during the membership verification.  He mentioned that though we have already taken various activities, we have still time to reach to each and every executives and make aware of the executives that AIBSNLEA is always working for the benefit of the executives.    He thanked Com. Ravi Shil Verma, GS AIGETOA and his team for extending unconditional support to the AIBSNLEA.  He appreciated the AIBSNLEA Rajasthan Circle in taking the opportunity to welcome the new CGM of Rajasthan Circle and other Senior officers.

 

He mentioned about the history of formation of AIBSNLEA consisting of executives of the entire executive fraternity and its activities and the equal treatment to all disciplines of executives irrespective of their strength of membership.   He briefed about the entire activities of AIBSNLEA right from its formation and the cases settled. 

 

He demanded that based on the operative profit, the pay scale of all the staff and officers along with the pensioners should be revised. 

 

He also mentioned that AIBSNLEA will ensure the need of superannuation benefits to the Direct Recruit executives and all out efforts are being taken jointly with the AIGETOA.

 

He also mentioned that AIBSNLEA is always working for the benefit of the executives and the efforts have yielded many results in stopping the VRS, unbundling the copper conductor, etc.    He mentioned that BSNL is not a sick industry and we can very well.

 

He opined that under the leadership of Shri R C Arya ji CGM, Rajasthan Circle will make more profit  and will meet the expectations of the BSNL management and wished all success to the CGM in his efforts to improve the Rajasthan Circle and extended all the support from the AIBSNLEA.

 

Shri  R C Arya, CGM Rajasthan in his address mentioned that both GSs Com Prahlad Rai and Com. Ravi Shil Verma are best workers as far as the BSNL is concerned and they are also discharging their duties as GSs without  harming their official work. 

 

CGM in his speech mentioned that BSNL has very good expertise in IT and can extend any sort of support to any Govt. organization  and requested to make use of our expertise.  He also mentioned that a dedicate group can be formed at Corporate office level and extend service to outside country also. 

 

He mentioned that our existing executives are having expertise in technical works and BSNL is in need of the marketing expertise.  Separate marketing strategy is to be worked out.  No Govt. can think of closing the BSNL  which is handling many vital roles in the telecom industry. 

 

The private operators are not fulfilling the service conditions and violating many aspects which BSNL cannot do.  He also mentioned that the presence of private operators is also necessary in the country and due to the presence of BSNL only private operators are providing the services at a reasonable and affordable tariff.

 

BSNL is introducing NGN technology which many of the private operators have not yet introduced and NGN can cater many facilities which are the need of the hours.  Multiple VAS are available in NGN.  NGN can provided centrex facility on an all India basis.  The technology also support other technology switches also.  He has briefed about the WIFI hot spot benefits.  He also mentioned that the executives of BSNL should be proud of handling the highest technology of the world. 

 

He requested all the executives to work hard for the growth of BSNL.  He also mentioned about the formation of contingency fund and requested all the associations to sit with the BSNL management and work out some methodology.

 

He mentioned that the full efficiency comes only when you feel that BSNL is your own organization and if you work according to the instructions, you do work with full dedication the result also will be accordingly affect.

 

Com. M K Marodia, CS Rajasthan assured full support to the CGMT Rajasthan and his team in achieving the targets.

Ajay Kaswan, AGS (DR) suggested to concentrate on the free floating members and requested all to contact such members and brief about the achievement of the AIBSNLEA and AIGETOA.    He also suggested that the efforts being taken by both should be displayed on the websites so that the members can see it.   He also suggested that the leaders should try to clear the mis-understanding of the individual members and as far as possible should try to avoid conversations of conflict nature.

 

Advisors and Consultants also expressed their views on the membership verification and measures to be taken to get maximum number of votes and expressed their willingness to support at any extend possible.
