30.06.2014:  GS, AGS (HQ) and AFS met Shri A.N. Rai ,Director (HR/Ent.), BSNL CO, congratulated and greeted him on assuming the high office of  CMD,BSNL. We assured him our fullest cooperation and support to his endeavor in turn around the BSNL . Shri Rai mentioned that he has been given charge for the next 3 months and during this short time he has to work speedily for the betterment of BSNL. 30.06.2014: GS, FS, AGS(HQ) and AFS met Shri R.K.Upadhayay, CMD BSNL , congratulated and greeted him on his retirement on superannuation on 30.06.2014(A/N). We appreciated his sincere efforts in arresting the continues losses of BSNL and  finalizing the important tenders for  Procurement of 15.0 mn GSM lines , NGN equipment procurement, procurement of cables, BB modems, MLLN modems ,Drop wire, Telephone Instruments, Implementation of ERP and many other important issues settled for the growth of BSNL. Shri Upadhayay while appreciating our concern mentioned that he is happy that he could do some work for the betterment of BSNL and wishes that BSNL should flourish in the days to come. 30.06.2014:  GS, FS, AGS (HQ), Advisor(HQ) met Shri M.F. Farooqui, Chairman TC & Secretary(Telecom), DOT and greeted him on his retirement on superannuation on 30.6.2014 (A/N). We extended our sincere  gratitude and thanks to him for his kind support to BSNL in its growth. Shri M.F. Farooqui appreciated our concern and  mentioned that BSNL should turn around which is the desire of Hon'ble Prime Minister of India and that is only possible when the employees change their attitude and provide quality service to the customers. we appreciated his concern and told that Government should give financial support to BSNL for  its growth. Regarding CMD charge, he mentioned that at present the senior most  Director of BSNL Board Shri A.N. Rai will look after the charge  of CMD BSNL. Click here for  <Photo1> < Photo2>.
30.06.2014: GS met GM(Estt) BSNL CO and discussed regarding:

(a)Finalization of new JTO (RR)-2014 :- GM(Estt.) mentioned that new JTO RR-2014 cleared by BSNL MC is awaited to the approval of BSNL Board  which  is scheduled to be held in July-2014 . he further mentioned that these RRs are clear on fixing of seniority and will pave the  way for direct recruitment of TTAs/JTOs from  Govt. Collages through placement basis etc.. The TTA RRs will also be placed to Board meeting for approval.

(b).Five advance increments to  benefit  the   JTO(SRD) , JAO 2013 and PA cadres:  GM(Estt.) mentioned that as demanded by this association the proposal was sent to BSNL MC which has cleared it and will be sent to BSNL Board meeting in July-14 for approval.

(c).Allowing option to JAOs appointed after 07.05.2010:  GM (Estt.) assured to hold  the committee meeting shortly on this issue.

30.06.2014: GS , met Addl. GM(CP & M) Sh. Harshvardhan Singh and discussed regarding Committee report submission on restructuring of AD(O/L) Jr. HT/Sr.HT Cadres:- Adl. GM(CP&M) mentioned that committee report is ready and today itself he is submitting to the  competent authority . He further mentioned that some relief to Rajbhasha Adhikari cadre in terms of higher pay  Rs 11875/- has been recommended but the change of designation  to AD(O/L) and promotion to the post of DD(O/L) and the Jr. HT & Sr.HT cadres pay scale issue is not considered for revision but recommended that Jr. HT/Sr.HT scale after 10 years of service etc. We expressed our dissatisfaction on the report since in DoT  AD(O/L) was being promoted to the post of DD(O/L) STS grade and at the time of formation of BSNL on 1.10.2000. Nine (9) DD(O/L) posts were transferred from DoT to BSNL , Hence , after absorption AD (O/L) cadre is degraded ,which is a great in justice to the cadres .Adl.GM appreciated our concern and mentioned that the committee members did not agree to change the designation of Rajbhasha Adhikari  and promotion to DD (O/L) cadre. However, he told that these issues may be taken up with the competent authority for consideration.

30.06.2014: BSNL Corporate Office issued order regarding retirement on superannuation on 30.06.2014 in respect of (i) AFS Executives  (ii)  Executives of AGM/DE equivalent grade (iii) SDEs (Telecom)   (iv) DGM equivalent grade

AIBSNLEA wishes Happy Retired life to all who retired today on their superannuation.

30.06.2014: 4th District Conference of AIBSNLEA Jaipur District Branch Rajasthan Circle  at Jaipur on 28.06.2014: 4th District Conference of AIBSNLEA Jaipur District was held on 28.06.2014 at Hotel Neelam, Moti Atal Road, Jaipur. The Branch Conference was attended by Com. Prahlad Rai, General Secretary AIBSNLEA CHQ and Com. Karan Singh, Advisor, CHQ   from AIBSNLEA CHQ side. Com. A.K. Rawat, President Welcomed CHQ office bearers ,members and Com. M.K. Marodia ,Branch Secretary, placed the report  which was approved after some discussion. Com. Ram Babu  FS, placed the accounts which was also approved after explanation on CHQ and Circle quota paid. Sh .D.N. Singh ,DGM was elected Chairman Election and the old District Body was dissolved  .New Brach office bearers were elected unanimously.  Com.  J.P. Prajapati, CAO, Com. Bhagwan Singh, SDE and Com. Arvind Gupta, AO were elected as District President, District Secretary and District Financial Secretary for the next term .

The Open session of the Branch Conference was attended by Sh. N.K. Singh, PGMTD, Jaipur District as Chief Guest and Sh. D.D. Toshniwal, GM (CFA), Jaipur Telecom District   attended the open session as Guest of Honour. All the dignitaries were welcomed by presenting the malas, Saffa and mementoes.

At the starting of the Open Session, the newly elected Branch Secretary AIBSNLEA  Jaipur District Shri Bhagwan Singh welcomed all the delegates and thanked all the members/delegates of the Jaipur District branch for unanimous election of new body for AIBSNLEA Jaipur District Branch. He assured PGMTD, Jaipur / GM (CFA), Jaipur Distt. for full cooperation and also assured all the members for best services in the days to come. He assured GS that AIBSNLEA will emerged as No. 1 Association in referendum of BSNL executives Associations proposed to be held in Dec., 2014. He also requested PGMTD, Jaipur District to make available D/wire, Modems and other necessary telecom equipments so that quality of services may be improved.

Circle Secretary Com. M. K. Morodia presented the detailed overall view of AIBSNLEA Rajasthan Circle in his address. He also congratulated newly elected body and assured that with this newly elected body issues of executives of Jaipur  SSA will be addressed and  resolved. He also appealed the Management to extend the every possible support for making BSNL a viable organization and improve the quality of service to its customers. 

Circle President Com. H.L. Awathi in his address congratulated newly elected body and assured that  AIBSNLEA will emerged as No. 1 Association in referendum of BSNL executives Associations in the days to come. He appealled all the executives to give quality services and impressed to increase revenue by 20% so that BSNL will turn around.

CHQ Advisor Com. Karan Singh in his address congratulated newly elected body and hoped that the term of this body will be successful/active. He appealed that more and more members are to be enrolled in AIBSNLEA so that more than 80% votes in the Rajasthan Circle should be bagged in AIBSNLEA. He appealed all the executives to arrest the surrender the Landline telephones and also requested to minimize repeated faults and erection of drop wire should be proper. He thanked PGMTD, Jaipur for arranging the drop wire when he was looking after the charge of CGMT, Raj. Circle and requested to utilize 5 and 10 pairs cables immediately so that its shifting may be stopped .  

GS AIBSNLEA, Shri Prahlad Rai, in his address congratulated newly elected body and emphasized the importance of this branch in Rajasthan Circle as well as in CHQ.  He recalled that through this branch he started his association's journey and became Circle Secretary of Rajasthan Circle. He mentioned that Rajasthan Circle played a very important role in formation of AIBSNLEA because in 2001 the formation of Joint Action Committee in Rajasthan Circle wherein all the executives of different cadres were brought to a single platform from where the concept of formation of AIBSNLEA was evolved. He mentioned that he had learnt Trade Union Activities from this Branch only. He briefed the history, how AISBNLEA grows and how the career prospects of executives are protected.

Com GS informed that BSNL have made the Loss of more than 25000 Crores in last 4 years and due to un-helping attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500 Crores, non-reimbursement of licenses fee, USO Charges, non payment of  OPEX Charges, withdrawal of ADC, Payment of AGR, Non payment of rural subsidy in spite of TRAI recommendations  has adversely affected the viability of BSNL. Com. GS informed that BSNL is spending a huge amount on maintenance of 28,000 Rural exchanges in Rural Areas Telecom services but no regular payment of rural deficit charges is being done by the Government. In addition of this Spectrum Allocation and bidding process on High rates are the example of step behavior of Government towards BSNL, which is a Government owned company. While on the other hand Private Telecom Operators were allowed for bidding in selected Circle and also allowed sharing telecom services with other operators are the examples of unbiasing attitude of Govt. Scarcity of Cables, Telephone Instruments, MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of Telecom services. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. He appealed the Circle Management to ensure the best utilization of expertise man power in BSNL.

Com. GS in his address mentioned that the revenue growth in Kerala, Odisha, J&K Circle even also in Himachal Pradesh are positive but in Raj. Circle the same is negative. This is because in these Circles (Kerala, Odisha, J&K Circle even also in Himachal Pradesh) employees are responsive to the customers and giving quality of services to their esteemed customer with VAS. He also mentioned that employees in these Circles are punctual of time and giving one hour more services to their customers in morning and also in evening other than office hours. GS in his address mentioned that Raj. Circle can also become positive revenue earning Circle if employees of Raj. Circle will be responsive to the customers and punctual of time and hard work. He mentioned that there is enough scope in Enterprises business area and revenue can be maximises with Value added services as other operators are doing. Com. GS appealed to increase revenue by 30 % to turn around BSNL and also for implementing the 3rd PRC in BSNL.

Com GS further explained the burning issues of the Headquarters level. He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper.   Com GS mentioned AIBSNLEA's firm stand for the resolving all the pending HR issues first before merger of BSNL and MTNL. He strongly opposed for creation of Tower subsidy and land/cable bank of BSNL. He appraised the status of HR issues related to all the CPCs , PPS post creation in field units, restructuring of AD(OL) issues, regularization of Officiating JTOs, E2-E3 Standard pay scales for JTO/SDE, 30% superannuation benefits to Direct Recruits, Resolvement of EPF anomaly, JTO 2007/2008 pay anomaly issue, CPSU Cadre Hierarchy, payment of pension contribution on actual pay and VRS.  At last he appealed the all Executives' for make every effort with a team spirit and customer care for making BSNL a vibrant organization which is must for the implementation of 3rd PRC in BSNL.

Sh. D.D. Toshniwal, GM (CFA), Jaipur  Distt. Attended the meeting late as he is on visit to Mansarovar Telephone Exchange, Jaipur and felt sorry for the same. He mentioned that the exchange maintenance is very poor in Jaipur Urban Exchange especially Mansarovar Exchanges. He mentioned that work mechanism should be improved and team work process is to be evaluated. He suggested that Drop wire/joints kits is to be procured by the Circle Office with the approved BSNL  vendor and for that approval may be taken from BSNL Corporate Office by making business plan  with the assurances of revenue increase. He mentioned that in BSNL still no work cultural is established like Corporate entities. He further mentioned that profit making exchanges are to be separated and emphasis may be given on non  profit making exchanges. He told  that tendering process in BSNL may be improved and requested GS for taking the this on appropriate level in BSNL Corporate Office.

Sh. N.K. Singh, PGMTD, Jaipur in his address congratulated newly elected body and mentioned that his working is transparent. In his address he mentioned TEC Members should be logical and suggested that no compromise on quality. He mentioned that with the change in work cultural revenue may be increased and with this Raj. Circle may becomes profit making Circle like Kerala / Himachal Pradesh and Odisha etc and also BSNL may be turn around.  He mentioned that there is a slight  fall in revenue(-2%)  of Jaipur District in April,2014 and suggested that executives should work efficiently where they are working and also mentioned that Jaipur SSA is a very important SSA of Raj. Circle and any decrease in the revenue of Jaipur SSA, the revenue  of Raj. Circle may be effected. He mentioned that emphasis may be given on Landline services as 2/3rd revenue of BSNL comes from Landline services. In the last PGMTD, Jaipur hopped that AIBSNLEA will definitely emerged as No.1 Association in the referendum to be held  in Dec,2014.

27.06.2014: GS met Director (CFA) BSNL  Shri N K Gupta and discussed regarding closer of I-Tax Exchange in Kolkatta since it is not operational but power supply is continuing and some staff is also has been deployed. Director (CFA) informed that on the basis of our Association Letter  the case has sent to CVO and after getting the Vigilance clearance the Circle has been directed to closed the I-Tax Kolkata immediately <<<Click here for letter>>>.
27.06.2014: GS met GM(FP) and requested for retention / modification of posting orders of DGM (Finance) and some cases on immunity ground. GM (FP) assured that he will discuss with ED (Fin) regarding this matter on Monday.

27.06.2014: GS met Addl (GM) Pers and discussed regarding:-

(a)  CPC from JTO(T) TO SDE (T): Addl GM(Pers) mentioned that CPC work is in progress to fill up more than 3000 SDEs (T) seniority quota Posts but the promotions has been stayed by Hon'ble CAT Ernakulam Bench. The next hearing is expected on 16.07.2014 and in case the stay is vacated the promotions orders will be immediately issued.

(b) CPC from SDE(T) to DE Regular: Addl GM (Pers) mentioned that the contempt notice issued by Hon'ble High Court Chandigarh against 19.07.2013 DE Promotion order is pending and SLP filed against seniority lists no(6) & (7) quashing is coming for hearing on 22.07.2014 in the Hon'ble Supreme Court of India. there after it will be heard in the Hon'ble high court Chandigarh. In case the contempt is dismissed the CPC  from SDE(T) to DE on Regular basis will take place to fill up about 1500 Des posts.

(c) CPC from DE to DE regular basis and DE to DGM (Adhoc): Addl GM (Pers) mentioned that CPC s are in process but the promotion orders can be issued after the clearance from Hon'ble Supreme Court on 147 SDEs (LDCE Quota) seniority case  which is listed for hearing on 7th july 2014.

(d) CPC from DGM(Adhoc) to DGM(Regular):  Addl GM (Pers) mentioned that CPC work to regularize 38 DGM (Adhoc) to DGM (Regular) is in progress, the VCR s are awaited.

(e) Time bound promotion from E-5 to E-6 grade to DGMs under EPP:  Addl GM (Pers) mentioned that the BSNL MC has cleared the proposal to E-5 to E-6 grade to the DGMs under EPP and now it will be sent to the BSNL Board for approval.

26.06.2014: GS met CMD BSNL and discussed regarding settlement of long pending HR issues which have already been discussed in the several informal/formal meetings. CMD assured to discuss the matter with the Director (HR) in this regard.

26.06.2014: GS met Director (CM/Fin), Shri Anupam Srivastava and discussed regarding I.T refund of Rs.650 Crs. from Income-Tax department. Director (CM/Fin) intimated that the matter was discussed with Hon'ble MoC & IT for his kind intervention and appraised him that Income-Tax department instead of refunding Rs.650 Crs. Income-Tax amount to BSNL, it has raised Rs.600 Crs. Income-Tax pending against BSNL for  the  taxes of Rs.1200 Crs. paid to DoT during the year. Hon'ble MoC & IT has appreciated BSNLs concern and commented that how Income-Tax can be charged again Rs.1200 Crs. Expenditure?. He also directed secretary (T) to interact with revenue secretary and secretary (T) has spoken to the revenue secretary on this issue.

26.06.2014: GS, FS , AGS(Finance) met E.D (Finance) Smt. Sujatha Ray  and discussed regarding-

1) CPC from JAO to AO: We requested for her kind intervention to expedite CPC from JAO to AO to fill up about 1800 AOs posts. E.D (Finance) mentioned that she understand the problem and will ensure that circles are to immediately send screening reports to SEA cell of BSNL CO to expedite CPC.

2) CPC from AO to CAO: We appraised E.D (Finance) that the proposal of 50% MT (CAO)posts diversion to seniority quota has been cleared by the BSNL Mgmt. Committee and now pending with BSNL board for approval. Also appraised that, recently consequently on promotion of 160 DGM (Finance) on Adhoc basis, 160 CAOs posts have got vacant. Hence, 335 MT quota posts + 160 CAO seniority quota vacant posts may be filled up by initiating the CPC after the approval of BSNL Board meeting. E.D (Finance) DGM (Finance) assured to look in to the matter.

3) CPCs from CAO(Adhoc) to CAO (Regular),DGM Fin.(Adhoc) to DGM Fin.(Regular): We requested to expedite CPCs from  CAO(Adhoc) to CAO (Regular) and DGM Fin. (Adhoc) to DGM Fin. (Regular) by arranging VCRs from CVO BSNL Corporate Office at the earliest. E.D (Finance) assured for an early action in the matter.

4) Consideration of request/tenure transfers for cancellation, retention & modification: We requested for consideration of some DGMs (Fin.) request for retention and some officers transfers on immunity ground. E.D (Finance) assured to look in to the matter.

26.06.2014: GS met   E.D(NB) Shri M.A. Khan and discussed regarding-

a)   Consideration of request/tenure transfers in Telecom Factory SDEs/AGMs:We requested E.D(NB) for consideration of request/tenure transfers in Telecom Factory  of SDEs/AGMs on completion of two years service. E.D(NB) assured to look in to the matter.

b)  Filling of vacant EE(C &E) posts: We requested for filling up of vacant posts of EE (Civil & Elect.) wings. E.D(NB) mentioned that at present CPCs from SDE (C/E) to EE (C/E) are in progress on the basis of EE(C/E) RR-1994.Remaining EE(C/E) vacant posts will be filled up after the modification of BSNL MSRRs-2009 which is under consideration with the BSNL management. He assured an early action in this regard.

26.06.2014: GS met Addl. GM (CP&M) Shri Harsh Vardhan and discussed regarding submission of committee report   on AD(O/L),Jr. HT/Sr.HT  cadres restructuring. Addl. GM (CP&M) informed that the committee meetings are over; the comments from all the members have been taken and incorporated in the compiled committee report. He assured that after taking the signature of the committee members on committee report, it will be submitted to the competent authority with his recommendations by next week positively.

All the concerned Circle Secretaries are requested to pursue with their Circle DGM(Vig.) for immediate sending of VCRs to CVO, BSNL Corporate Office so that above CPCs can be expedited.

26.06.2014:  CEC Meet of AIBSNLEA J&K Circle held on 24.06.2014:Circle Executive Committee meeting of AIBSNLEA J&K was held on 24-06-2014 at historical place Lalchowk in Srinagar Kashmir. The CEC members held discussion on various issues in J&K circle in morning hours. The main agenda of discussion was the shortage of staff in JK Circle, prompt relieving of all officers from outside state, posting of additional staff in NTR, creation of separate SSA in Kashmir Valley, rotational transfers and viability of BSNL etc. This was followed by the open session in Hotel Ahdooz where CGMT J& K Circle, GMTD Kashmir, DGM CFA Kashmir, DGM P&A Kashmir, DGM Finance Kashmir, beloved General Secretary AIBSNLEA, other Associations/Union representatives and Members from all faculties attended the meeting. The open session was held in grand manner after receiving all the guests and guest of honour.

In the start of the session, the welcome address was given by Shri Fayaz Ahmad Koul President AIBSNLEA J&K Circle who highlighted the core issues in addition to services rendered by CGMT J&K Circle at the verge of retirement.

Circle Secretary R.J. Kaw in his key note address at the out set welcomed Shri D. K. Agarwal, GMTD Kashmir on assuming the new assignment and assured full Cooperation.

The C.S. report of 2nd CEC of J&K Circle was placed before the house. Some major issues like shortage of staff in J&K Circle, immediate relieving of officers who have completed their tenures, acute shortage of staff in NTR etc was discussed in details. Also thanked CHQ in particular GS AIBSNLEA for their sincere activity and struggle to achieve the genuine demand of the comrades. Also highlighted the contribution of President AIBSNLEA J&K Circle Mr. Fayaz Ahmad Koul who retired from the active services as IFA Kashmir in the month of April 2014.

CGMT J&K Circle  who also is at the verge of retirement at the end of this month applauded for the services and dedication rendered during DoT & BSNL period and put J&K Circle profit oriented through out the span of his dynamic & vibrant leadership. It was stressed that telecom is moving towards the fastest growth and more customer friendly services in days to come, we should delight through fault less & customer friendly services and we all strive hard for this.

GMTD Kashmir Shri D.K. Agarwal in his address assured full support to resolve all the issues on merit basis in the open session. He also stressed for hard work and faster growth under present competitive scenario.

Beloved GS Shri Prahlad Rai updated about the CHQ developments particularly on Membership verification of  Executives Associations in BSNL, regularization of STS Group A level executives, CPSU Cadre Hierarchy in terms of Change of Designation on each time bound promotions on functional basis, various CPC's for filling up of vacant HAG/SAG/JAG/STS/Group B posts, E-2 & E-3 IDA scales to JTO/SDE equivalentt executives, pay anomalies, various anomalies in TES Group B seniority lists, grievances of PA/Stenographers, regularization of Offg. JTOs, superannuation benefits of BSNL recruited employees, EPF anomalies, Posting on promotions and tenure transfers, observance of customer delight year etc.

He explained that the main motive of corporatization of DTS/DTO was to provide quality and affordable Telecom Services to the customers etc.

AIBSNLEA's consistent efforts achieved the settlement of many HR issues. Comrade GS on viability of BSNL stressed for active and prompt support and punctuality in their duties to make BSNL healthy & profit oriented organisation immediately.  He congratulated J&K Circle for being profit making  circle and thanked CGMT J&K Circle and all employees for their achievement. He also recalled services rendered by worthy CGMT J&K Circle in different assignments and wished him happy and smooth retired life after attaining the age of superannuation on 30.06.2014

26.06.2014:  Status of JTO (T) to SDE regular promotion in Hon'ble CAT, Ernakulam:  O. A.185/13 in Hon'ble CAT, Ernakulam (in the matter of JTO (T) to SDE regular promotion) was posted for hearing on 3.06.2014. But the case was not heard as there was no sitting of the bench on that day. Further it is posted to hear on 16.07.2014.
[At present there is only one Member in Hon'ble CAT Ernakulam Bench and it is learnt that he is retiring on 30.06.2014.Hence the hearing posted on 16.07.2014 will happen only if a new Member assumes charge in CAT, prior to this]. AIBSNLEA has already impleaded in the case and continuously pursuing through our counselor and BSNL Advocate through CGMT, Kerala Circle for the early decision so that CPC from JTO(T) to SDE(T) is expedited. The CPC from JTO(T) to SDE(T) to fill up more than 3000 SDE(T) posts is in advance stage but the promotion order can be issued on vacation of stay order from the Hon'ble CAT Ernakulam Bench.

26.06.2014: Meeting of the Forum of BSNL Unions/Associations held on 25th June 2014:A meeting of the Forum of BSNL Unions/Associations of Non-Executives and Executives was held on 25th June 2014 at the Local Council Room, NTR, New Delhi at 16.30 hours. Com. Islam Ahmed, President, NFTE, presided.

Com. V.A.N. Namboodiri, Convener, Forum, welcomed all the participants and briefed the house about the developments after the last meeting. After detailed discussion, the following decisions were taken:

1. Revival of BSNL: The Forum had submitted a Memorandum on the subject to the Communications Minister last month with a request for a meeting for presenting our issues. So far, no invitation has been received. A reminder has been sent today requesting for an early meeting. Efforts should be made in this connection.

2. Pension issues to be presented before the VII Central Pay Commission: Convener briefed about the Draft Memorandum prepared by the Central Pensioners Organisations, in which the issues of the BSNL Pensioners (absorbed from DoT) are to be included. The Convener was entrusted to attend to the matter.

3. 78.2% IDA merger for Pensioners: The issue is to be vigorously pursued at DOT level for early orders.

23.06.2014: GS  met GM (SR) and discussed regarding membership verification of Executive Association in BSNL:GM (SR) mentioned that, as per the decision of BSNL board regarding Membership verification of Executive Associations was to take place immediately just after the notification of recognition rules in January 2014 but it was kept pending due to Lok Sabha elections  and  the move of BSNL and MTNL merger. Now parliament elections are over and after joining of new government the issue of BSNL and MTNL merger may take more time. In view of this, the Competent Authority approved the proposal of BSNL Corporate office SR cell for initiating the Membership Verification of Executive Association. On the issue of Group-'A' Officers separate association, he informed that the existing Group-'A' absorbed Officers Association demanded it as per the terms  and conditions of their absorption to have separate association. We extended our thanks to initiate the Membership verification process and assured our full co-operation.

20.06.2014:  GS met Sh V Umashanker, Jt. Secy (Telecom) DOT and discussed regarding 78.2% IDA Pay Fixation to BSNL  Pensioners and E-2, E-3 IDA Pay Scales to JTO/SDE equivalent executives. Jt. Secy (T) informed that it has been clarified by him on file that arrears will not be paid to BSNL serving employees prior to 10.6.2013 and similar treatment is required to be given to the BSNL pensioners also by giving notional pay fixation w.e.f. 1.1.2007 to 10.6.2013. The actual pay fixation may be given from 10.6.2013 as already given to the serving employees. Regarding E-2 & E-3 IDA Pay Scales to JTO/SDE equivalent executives, he mentioned that BSNL's proposal to given intermediate IDA Pay Scales E1A, E2A &E9A have been sent to DPE for clarification . He assured to personally speak to concern officers in DPE for an early clarification.

On the issue of appointment of CMD BSNL. Director(HR) and Director (Finance) BSNL, he informed that matter of appointment of CMD BSNL is pending with Hon'ble MOC&IT and before 30/6/2014 decision may be taken.

Regarding Director (Finance) selection process, he mentioned that the legal opinion from law section of DOT has been taken to submit the reply to ACC and expected that after ACC clearance the selection process of Director (Fin) will start.

The Director (HR) selection process will also resume shortly. PSEB will be asked to conduct the interviews. Finally, he mentioned that BSNL should turn around by its available resources without much depending on Govt's financial support.

Regarding the previous Govt. EGOM recommendations, he mentioned that all the recommendations are in the consideration of Govt.

20.06.2014:  GS, AFS met Sh Pracheesh Khanna, Director (Staff) DOT and discussed regarding 78.2% Pay fixation of BSNL Pensioners . Director (Staff) informed that the case has been sent to internal Finance of DOT to comment on 60% receipts from BSNL in terms of TAXs, license fee etc to reply the query of DOE. He also mentioned that the Internal Finance opinion given  earlier has been accepted by pension cell i.e the 78.2% Pay fixation to BSNL pension retired after 1.1.2007 do not require cabinet approval but who retired before 1.1.2007 for them cabinet approval is needed. He assured that as soon as the comments of IF Cell are received the reply to DOE will be sent and after DOE clearance the further action will be taken.

20.06.2014:  GS, AFS met Ms Darshna M. Dabarwal, DDG(TPF) and requested for early comments on 60% receipts from BSNL to DOT. DDG(TPF) informed that yesterday only the case has been received from Member (Finance) and she yet to see the file. However, she mentioned that Member (Finance ) has already advised her to give early comments and she will sent file to Pension Cell  within 2-3 days.

20.06.2014:  GS met GM(Pers) and discussed regarding E5 to E6 time bound promotion to DGMs Adhoc. GM(Pers) informed that the issue is being discussed in today's MC meeting thereafter necessary action will be taken .

(b) CPC from DGM (Adhoc) to DGM (Regular) : GM(Pers) mentioned that CPC is in progress but VCRs/ACRs are awaited to promote about 38 DGMs(Adhoc) to DGM(Regular).

19.06.2014: GS, AFS met PGM(EW) and discussed regarding :-Filling up of the vacant  EE(Elect) posts, GM(EW) mentioned that proposal of modification of EE(C/E) RRs is pending in  Pers. Cell for finalization .Also  decision on degree acquired through distance mode of education is pending in Pers cell. He appreciated our concern and advised to get settled the issue in BSNL C.O. Pers Cell.

19.06.2014: GS, FS met the concern officers of CVO section for early sending of VCRs of eligible CAOs, Adhoc DGM(F) Adhoc to their regular promotion. Also the VCRs of DGM(Adhoc) to DGM(Regular) Telecom Engg. Wing, VCRs of JTO(C) qualified LDCE of SDE(C) and VCRs of JTO(T) qualified LDCE of SDE(T) left out cases etc. CVO office cell assured to apprise the status of VCRs already received in CVO section and awaited with in 1-2 days for further follow up action.

19.06.2014: GS , FS met GM(TF)and discussed regarding

(a) Conducting 33% LDCE of SDE(TF) which is pending since year 2007: We requested for conduction of 33% LDCE to SDE(TF). GM(FP mentioned that LDCE syllabus of SDE (TF) was approved in the year-2010 itself having three sections i.e. (i) Mechanical engineering (ii) Electrical Engineering (iii) Telecom factory related  manufacturing technology. But in third paper some suggestions were given by his office and thereafter these modifications have not been made. On the issue of chemists, in DoT they were equivalent with JTO/JAO cadres, they passed SDE qualifying examination and has officiated in SDE cadre for the last 7- 8 years and now they  are being treated non - executives and are being asked to appear  in JTO LICE is gross injustice. He also advised to take up the matter with Director(HR) to settle the issue since LDCE is not conducted for SDE (TF) since 2002.

(b) Date of effect of implementation of /revised IDA pay scales for Executives of TFS w.e.f.01.10.2000 similar to JAOs and relaxation for filling up of vacant posts of DGMs under relaxation: GM (TF) assured to initiate the cases and to submit the proposals to competent authority at the earliest.

(c) Consideration of request transfers of some SDEs (TF) : GM(TF) mentioned that  SDEs(TF) should complete 3-4 years at one station thereafter only their requests may be considered.

19.06.2014: GS, CS TN Circle  met Addl. GM (Pers) and discussed regarding:-

(a) Conducting of 33% LDCE from JTO (TF) to SDE (TF):  We requested for early holding of 33% LDCE from JTO (TF) to SDE (TF) which is pending since year 2007. Addl. GM (Pers) mentioned that the proposal for holding of 33% LDCE in SDE (TF) was processed to the Competent Authority for approval but the issue of  two Chemists in TF as already considered for LDCE and holding non-executive Post. Hence, Estt. Cell BSNL CO has asked to revise the proposal that, how non-executive Chemists can be allowed to appear in SDE LDCE directly? We pleaded that chemists of TF in DOT were at par with JTO/JAO hence they should be treated executives only and they have been officiating as SDE(TF) also. Now, they are being asked to write first JTO LICE is a great injustice to them. Addl GM (Pers) told that matter may be taken up with Dir (HR) level only. He also told after the clearance of this issue LDCE may be conducted.

(b) New SDE-RR-2014: We requested for early finalization of New SDE-RR-2014 as the feed back in this regard has already been given by this association. Addl. GM mentioned that the feed back given by the Association has been considered and shortly the new SDE-RR-2014 MC note will be sent to BSNL MC for clearance and thereafter to the BSNL Board for approval.

(c) Relaxation for filling-up of the vacant posts of DGMs  under relaxation: We requested for moving a proposal for relaxation in the eligibility years of service to AGMs(TF) to the promotion of DGM(TF). Addl GM (Pers) mentioned that the proposal should come from GM(TF). However, he assured to discuss the matter with GM(TF) for relaxation.

(d) Date of effect of implementation of revised IDA Pay Scales for the executives of Civil, Electrical , Arch. , Telecom Factory  Engineering wings and PA cadre similar to JAOs: Addl. GM assured to look into the matter.

18.06.2014:  GS , CS TN Circle met GM(Estt.), BSNL CO and discussed regarding

(a)    Finalisation of new JTO RR-2014: GM(Estt.) mentioned that new JTO RR-2014 which has been  approved by BSNL  MC could not be discussed in the last BSNL board meeting due to non attending of meeting by both the Govt. nominee Board of Directors. The next meeting is expected to be held in July -14 wherein this issue will be placed for Board approval.

(b) Allowing option to JAOs joined after 07.05.2010: We pleaded that in the  similar case of Assistant (CSS) cadre  who also joined after07.05.2010 and were allowed to exercise the option on promotion. GM(Estt.) mentioned ,if any , such case is these that can be discussed. We will provide the information in this regard shortly.

(c) 3% Pay fixation in the old scale and 3% in the promotion scale: GM(Estt.) mentioned that the  issue has been referred to DoT for clarification and he has personally discussed the matter with Director(PSU), DoT for early clarification. However, he will further discuss the matter in DoT for an early clarification.

(d) 5-Advance increments benefit to JAO-2013 batch PAs and JTOs (SRD) etc.: We further requested for 5-advance increment benefit to JTOs(SRD),JAO-2013 batch and PAs etc. GM(Estt.) mentioned that the proposal of 5-advance increment as we have been demanding has been sent to the BSNL MC for approval. He assured an early action in this regard.

(e) Modification in soft tenure transfer policy: We requested for early comments/advice of  Estt. Cell on modification in soft tenure transfer policy as processed by GM(Pers.) Cell. GM(Estt.) mentioned that he has seen the case and shortly comments of Estt. Cell will be given to personnel cell for further necessary action.

18.06.2014:  GS , CS TN Circle met GM(Pers.), BSNL CO and discussed regarding

(a) Consideration of request/tenure transfer cases of some SDEs/DEs  on genuine grounds:  GM(Pers.) assured to examine the genuine cases.

(b) Decision on degree acquired through distance mode of education while in service: GM(Pers.) mentioned that AICTE reply has been received, which is being examined . However, he mentioned that since the modification in BSNL MSRRs to EE(C/E) is under consideration, it will have less importance. We pleaded that decision in this regard is required  to initiate  CPCs to fill up vacant posts of  EE(C/E)  early.

(c) Consideration of request transfer cases for cancellation of those executives already serving in soft tenure stations : GM(Pers.) mentioned that matter is under consideration and being examined. decision in this regard will be taken shortly.

18.06.2014:   GS Meeting at Amritsar (Punjab) on 16.6.2014:GS attended and addressed the meeting of Circle office bearers and Branch office bearers of Punjab Circle at Amritsar on 16.6.2014 on way back from Himachal Pradesh Circle. Com. Circle Secretary Shri Balwant Rai, Branch Secretary Amritsar Shri Virender Sharma  made some queries on HR Issue along with other office bearers.

Mainly CPCs, Court Cases, superannuation benefits to BSNL employees, CPSU Cadre hierarchies, E-2 & E-3 IDA Pay scales, new RR-2014, PPS Posts creation, Restructuring of AD(O/L) Cadre etc and Issues relates to Viability of BSNL after formation of new Government. Mainly BWA Spectrum refund, payment of rural deficit Charges.  Payment of Pension contribution on actual basic Pay, BSNL & MTNL merger, creation of tower subsidiary,  creation of BSNL's land bank and cable bank etc. Com. GS in his address replied all the queries made by the office bearers to their satisfaction. Com Baldev Singh, Circle President extended vote of thanks.

17.06.2014:   GS, FS, CS TN Circle met GM(SR) and discussed regarding

(a) Membership verification of Majority Executives Association: GM(SR) mentioned that notice for  verification of  majority executive association has been issued as per decision taken in the BSNL Board. He  further mentioned that the executives association registered one year before and representing all the executive cadres of BSNL will be entitled to participate in verification process. He clarified that the very purpose of bringing referendum in Executives associations is to reduce the  number of associations.

(b) Formal Meeting with AIBSNLEA on pending HR issues : GM(SR) assured that after returning of Director (HR) from foreign tour on  26.06.2014.the meeting will be arranged to discuss the pending HR issues.

17.06.2014:   GS ,FS, CS TN Circle met GM(FP) and discussed regarding

(a) Consideration of request and tenure  transfers of AOs /CAOs/DGMs(F): We  requested for consideration of some request and  tenure transfer cases of JAOs/CAOs/DGMs(F) on genuine grounds and after some discussions GM(FP) assured to examine the cases.

(b) CPC from CAO(Adhoc) to CAO (Regular) and DGM(Adhoc) to DGM(Regular): We requested to expedite the CPCs from CAO(Adhoc) to CAO (Regular) and DGM(Adhoc) to DGM (Regular)  GM(FP) mentioned that still VCRs from CVO are awaited to expedite CPCs.

(c) CPC from JAO to AO : we requested to initiate CPC  from JAO to AO to fill up about 1800 AOs vacant posts. GM(FP) mentioned that screening report from 19 Circles have been received in BSNL C.O. SEA section. The following circles are yet to send screening report to SEA cell i.e. BR, AP, TTC Jabalpur, KTD, ETP, GUJ, HR, ITPC Pune, J&K, JKND, KRL, MH, MP, NE-I, NE-II, OR, NTR, NTP, STR,TN, TS GUWAHTI, TF, UP(E), UP(W) and WTP circles. He assured that soon he will speak to all concern IFAs for early sending of screening report to BSNL C.O.. He also assured that as soon  as  the screening reports are received the approval for promotion will be taken from the competent authority i.e. Director (HR) in view of Hon'ble CAT Chandigarh judgment.

17.06.2014:  GS, FS, CS TN Circle met Addl. GM(Pers) and discussed regarding

(a) Modification/retention of some SDEs/DEs on genuine grounds: Addl. GM(Pers.) assured to examine the cases.

(b) Restructuring of AD(O/L) cadre: Addl. GM(Pers.) mentioned that Sh. Harsh Vardhan, Addl. GM(CP&M) has been transferred to DoT but he is holding Committee meeting today and shortly he will submit the report to the Competent Authority.

GM(Pers.) mentioned that 147 SDEs of LDCE quota seniority case is  listed  for hearing on 7th july-2014.and  It is expected that status quo may be vacated  in that, CPCs will be conducted. we  also requested to review the seniority list of DEs immediately to be  promoted to  the posts of DGM(Adhoc  ). 13.06.2014: Circle Executive Committee Meeting of AIBSNLEA HP Telecom Circle on 13.06.2014 at Hamirpur: The Circle Executive Committee Meeting of AIBSNLEA HP Telecom Circle was organized on 13.06.2014 at Paradise Hotel, Hamirpur in a grand manner. The CEC Meeting was attended by Com. Prahlad Rai, General Secretary AIBSNLEA CHQ and Sh. Devesh Sharma, Organizing Secretary (North)  from AIBSNLEA CHQ side. The Open session of the CEC Meeting was attended by Shri Pradeep Kumar, CGMT HP Telecom Circle as Chief Guest. Shri Gurbakhsh Singh, Sr. GMTD Hamirpur and Shri Ajeet Kumar, DGM Hamirpur attended the open session as Guest of Honour. Some media persons from print and electronic media also attended the CEC Meeting. At the starting of the Open Session, the Branch Secretary AIBSNLEA Hamirpur Shri Rakesh Dhiman welcomed all the delegates. All the dignitaries were welcomed by presenting the shawls, mementoes and Himachali caps.

 

Circle Secretary Com. Rakesh Chopra presented the detailed overall view of AIBSNLEA HP circle in his key note address. He also thanked to AIBSNLEA CHQ for extending every support to AIBSNLEA HP Circle. He also appealed the Management to extend the every possible support for making BSNL a viable organization and improve the quality of service to its customers. He appealed the Circle Management for an early resolvement of  the HR problems the Executives' to enhance their support for making BSNL a vibrant organisation . Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address congratulated the HP Circle comrades for the successful holding of CEC meeting. He also congratulated them for making the HP Circle a profit making Circle in today's scenario and inspite of tough geographical problems of HP Circle. He further explained that in which manner the BSNL is suffering from the discriminatory attitude of the Govt. of India. He explained the ongoing efforts of AIBSNLEA CHQ related to the issues of BSNL Direct Recruit  Executives' like EPF, Superannuation benefits , CPSU cadre Hierarchy, E2-E3 Standard pay scales etc. He appealed the HP Circle Management to ensure the proper supply of the materials, GSM equipments, MLLN Modems, Telephone instruments etc for the viability of BSNL. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. The special Guest of the open session Shri Gurbakhsh Singh, Sr. GMTD Hamirpur informed that the Hamirpur SSA in the number one SSA in Himachal Pradesh Circle in the parameters of revenue growth and he assured to keep it up in forthcoming years also. He appealed to all to work with the feeling of mutual co-ordination. He mentioned the need for the posting of 1 or 2 higher level Officers in Circle Office, Shimla in view of upcoming NGN Project. He stressed for making BSNL a vibrant organization by aggressive marketing of its services and products.

 

GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of HP Circle for the organizing successful CEC Meeting and thanked the comrades of HP Circle for their untiring contribution towards excellent telecom services in HP especially in mobile services. Com. GS compared the mobile services in HP with the same excellence like Kerla and Orissa. Com. GS assured that the AIBSNLEA CHQ is always there with the Comrades of HP Circle. He mentioned the untired efforts of AIBSNLEA for allotting the soft tenure station in the whole country including HP.

 

Com GS informed that BSNL have made the Loss of more then 25000 Crores in last 4 years and due to un-helping attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500 Crores, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, Non payment of rural subsidy in spite of NTP provisions has adversely affected the viability of BSNL. Com. GS informed that the Permission of launching the mobile services upto 2002 was not provided to BSNL due to the discriminatory attitude of the Government. He informed that BSNL is spending a huge amount on 28,000 Rural exchanges in Rural areas telecom services but no regular payment of rural deficit charges is being done by the Government. In addition of this Spectrum Allocation and bidding process on High rates are the example of step behavior of Government towards BSNL, which is a Government owned company. Scarcity of cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. He  appealed the Circle Management to ensure the best utilization of Expertise man power in BSNL.

 

Com GS further explained the burning issues of the Headquarters level He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper. Com. GS mentioned that the Broadband is the lifeline of BSNL and this is the only role of Trade Unions by which the disinvestment and unbundling of Copper conductor has not taken place in BSNL. Com GS mentioned AIBSNLEA's firm stand for the resolving all the pending issues first before merger of BSNL and MTNL. He strongly opposed for creation of Tower subsidy and land bank of BSNL. He appraised the status of HR issues related to all the DPCs , PPS post creation in field units, restructuring of AD(OL) issues, regularization of Officiating JTOs, E2-E3 Standard pay scales for JTO/SDE, 30% superannuation benefits to Direct Recruits, Resolvement of EPF anomaly, JTO 2007/2008 pay anomaly issue, CPSU Cadre Hierarchy and VRS. He mentioned the AIBSNLEA efforts of creating Leave Encashment fund etc.

 

Com GS explained the role of AIBSNLEA in the viability of BSNL. GS mentioned the firm Commitment of AIBSNLEA towards the Viability of BSNL. At last he appealed the all Executives' for make every effort with a team spirit and customer care for making BSNL a vibrant organization which is must for the implementation of 3rd PRC in BSNL. He appealed all to at least increase the 25% revenue in this Financial year for implementing the 3rd PRC in BSNL. At last he congratulated AIBSNLEA HP Circle for the grand success of the CEC Meeting.

 

Chief Guest of the Open session Shri Pradeep Kumar, CGMT HP Telecom Circle in his address welcomed the General Secretary AIBSNLEA on his visit in HP Circle. He congratulated the Comrades of AIBSNLEA HP Circle for arranging the open session in such a grand manner.  He appealed the Comrades of Finance Wings of HP Circle to put their valuable contribution for making BSNL a vibrant Organization in HP Circle. He mentioned that the fund to HP Circle received generally in the month of January or Februaray and due to this the floating of tender generally becomes a challenge. But inspite of that he has floated the tender of small WLL batteries on anticipation basis. CGMT HP Telecom Circle stressed on the need for the distribution of vehicles to the Circles on the basis of their revenue figures.

 

CGMT HP Telecom Circle mentioned that Mobile service is our strength and every concerned SDO  should be the man of mobile in his area. He mentioned the lack of support in maintenance of Wi-Max services in HP circle due to desertion of M/s VMC. He stressed on the need of introduction of Managed Capacity Model in BSNL by increasing the bonding with Business Subscribers. He appealed to maintain our network and expand it like southern Circles. He mentioned that all our core network should be upgraded for enhance our customer base. At last he appealed all to work with full determination and dedication by utilizing the present available assets for the growth of BSNL.  AIBSNLEA Shimla District Secretary Com R.K. 10.06.2014: GS, AFS met Shri Pracheesh Khanna, Director (Staff), DoT and discussed regarding implementation of 78.2% of IDA Pay fixation of BSNL Pensioners. Director (Staff) mentioned that file has been received from internal finance of DoT through Member (Fin) and DDG (LF-II) remarks mentioning that BSNL Pensioners retired prior to 01.01.2007 their pension revision with 78.2 IDA fixation needs cabinet approval and after 01.01.2007 to 10.06.2013 retired BSNL Pensioners may get 78.2% pay fixation in case BSNL management decides to make payments of arrear and DoT revises the Presidential Directive already issued on 10.06.2013. We pleaded and submitted the copies of the agreement signed between the Union representatives and BSNL Management on 13.06.2012 and the copy of the DO letter of CMD BSNL addressed to Secretary (T) on 21.10.2013 regarding "reconsider the decision of payment of arrears to the BSNL employees for the period 01.01.2007 to 09.06.2013 so that the moral of the employees of BSNL get a positive boost at this time of difficult financial position of the company". Director (Staff) further mentioned that in case the quarries made by Finance Cell by this CMD letter satisfies then letter may not be sent to BSNL for clarification. He assured that final decision on this issue will be taken in this week it self for further necessary action.

10.06.2014: GS, AFS met Director (PSU), DoT Shri Sanjeev Gupta and discussed regarding implementation of E-2 and E-3 IDA Pay scales for JTO and SDE equivalent executives. Director (PSU) mentioned that the proposal sent by BSNL to clarify the intermediate pay scales of E-1A, E-2A and E-9A IDA pay scales has been sent to DPE with the approval of Secretary (T) last week it self and reply is awaited from DPE.

10.06.2014: GS, AGS (Fin), AFS met GM (FP) and discussed:

(a) 25% MTs (CAOs) Posts diversion case: GM (FP) mentioned that the proposal of 25% MT (CAOs) Posts diversion to seniority quota and other HR issues could not be discussed in the BSNL Board meeting held on 06.06.2014 due to non-attending of the meeting by two BSNL Board Directors nominated by Govt. (DoT). Hence, the case will be further send to the BSNL Board meeting in the next month of July-2014.

(b) CPC from JAO to AO: GM (FP) mentioned that all the circles were given time up to 13.06.2014 for sending the screening report to SEA cell. After 13.06.2014, he will talk to the remaining circles.

(c)  CPCs from CAO Adhoc to CAO Regular and DGM (F) Adhoc to DGM (F) Regular: GM (FP) mentioned that VCRs of the eligible CAOs is still awaited from CVO. However, he assured to personally talk with Addl. CVO for early sending of VCRs.

(d) Consideration of request transfer cases of AOs/CAOs/DGMs for modification / cancellation: We requested for consideration of request transfers of AOs/CAOs/DGMs for modification / retention of AOs/CAOs/DGMs. GM (FP) mentioned that after joining of ED (Finance) Ms. Sujatha Ray tentatively on 16.06.2014 all the cases will be discussed and decided.

(a)  Non settlement of long pending HR issues-We expressed our serious concern against non settlement of long pending HR issues which have been discussed in the formal meeting with Director (HR) held on 27-03-2014.GM (SR) confirmed that Director(HR) has  already sent the copy of record discussions of our meeting held on 27-03-2014 for further follow up action to his office .GM(SR) assured to conduct a review meeting with our association shortly.

(b)  Launching of Technical Universities by BSNL in our RTTCs: As demanded by our association after 2nd ,3rd & 4th AICs held  at Jaipur, Kolkata and Nashik resolutions for operating BSNLs Technical University in RTTCs through out the country for best utilization of the RTTCs infrastructure and to earn revenue for BSNL. GM (SR) appreciated our concern and informed that a committee has been constituted to examine the matter that, whether it will be a business case for BSNL?. He also mentioned that association can prepare a draft on business case and submit to the committee for consideration. We assured to provide the feed back on this issue. Circle/Branch secretaries are requested to send the feed back on this issue to CHQ for further submission.

06.06.2014: GS discussed with Sr. GM(CS&Legal), BSNL Corporate Office  regarding BSNL Board decision on the issues of 25% MTs (CAOs) posts diversion to seniority quota and New JTO RR-2014 approval. Sr. GM(CS&Legal) informed that both the issues were discussed in agenda of BSNL Board Meeting held today but could not be approved in the absence of both the Govt. nominees Board of Directors i.e. Smt. 06.06.2014: GS, AGS(HQ), AFS met ED(NB) & discussed regarding strengthening of Civil/Electrical/Arch. & TF Units by way of giving more work to these units for their best utilization.  ED(NB) assured to look into the matter.

(b) Transferring of assets from DoT to BSNL: ED(NB) mentioned that efforts are being made to collect the information's of assets from Circles to further take up with DoT for transferring the asset from DoT to BSNL. He also mentioned that about 10 Circles have only sent the required information's of assets to BSNL Corporate Office. He assured an early action in this regard.

05.06.2014: GS met Director(CM / Finance) Sh. Anupam Shrivastava and requested for clearance of 25% posts (CAO) diversion proposal to seniority quota in BSNL Board meeting being hold on 06.06.2014. Director(CM / Finance) assured to look in to the  matter.

Director(CM/ Finance) also mentioned that BSNL has raised IT refund of Rs 6200.00 Cr. from Income Tax department but now IT Deptt.  has sent a letter demanding Rs 6000.00 Cr. Income tax pending against BSNL even the Tax has been shown against the spectrum charges and license fees paid to DoT from BSNL etc. BSNL has protested against such TAXes and now trying  to take up the matter with Secy. Income TAX Deptt. through Secy(Telecom) for an early settlement.

05.06.2014: GS ,FS, AGS(HQ), AGS(Fin.), Advisor(HQ) met ED (Finance) and discussed regarding

(a) We thanked ED (Fin.) (looked after) by Sh. Thomas for releasing of 160 DGM (Fin.) promotions- We  requested for consideration of some request transfers and modifications. ED(Fin.) assured to look into the matter.

We requested to get clear the proposal of 25% MTs (CAOs) posts diversion to seniority quota from BSNL Board meeting to be held on 06.06.2014. ED (Fin.) assured to make full effort for the clearance of the proposal.

ED (Fin.) expressed serious concern towards viability of BSNL since the revenue flow is not increasing and the losses are still continuing. He mentioned that BSNL  has to take Rs 6000.00Cr. Bank loan for OPEX which will create interest liability and finally it may affect the salary payment to employees. Now Govt. is also raising the issue of refund of Rs 7000.00 Cr. of BWA spectrum to BSNL that is Why BSNL accepted the BWA spectrum allocation initially? Hence the refund may also get delayed even after the approval of previous cabinet. 50% salary to 70000 BSNL employees as per EGoM recommendation were not accepted by predecessor Govt. itself. Hence, immediately BSNL may not get any financial support from Govt. BSNL  has to stand up on its own  foot to meet the future challenges.

05.06.2014: GS discussed with PGM(B/W) and discussed regarding-

(a) Promotion  order from JTO(C) to SDE(C) of LDCE quota-We expressed our concern against the delay in promotion order of SDE(C) LDCE Quota. PGM (BW) mentioned that till date only 25-26 JTO(C) VCRs have been received from CVO out of 46 eligible JTOs(C) for promotion to SDE(C).He advised us  to take up the matter with CVO for early sending of  VCRs.

(b) Transfer and posting problems  in WB Telecom Circle Civil Wing of SDEs (C) due to CE (C) and concern  SO indifferent attitude : PGM (BW) after detail discussion on SDEs (C) transfer cases assured to look in to the matter and regarding SO long stay on a particular   post,seat advised to take up with Director(HR) and GM(Pers).

05.06.2014: GS met SH. Harsh Vardhan, Addl GM(CP &M) Chairman Restructuring Committee of AD (O/L) and discussed the out come of the committee discussions held on 05.06.2014.AD(O/L) restructuring.

Addl(GM) mentioned that today committee meeting was held and  now the final minutes/Committee Report is being prepared which will be signed in the next meeting which is to take place on 13.06.2014 or 17.06.2014.He assured that committee report will be submitted to the competent authority with in this month itself.

04.06.2014:  GS met CMD BSNL and discussed regarding viability of BSNL after taking over of new Govt. CMD, BSNL mentioned that it will be very good for BSNL's viability in the new Govt. He mentioned that he met thrice with Hon'ble MOC & IT and has also given presentation. During discussions, Hon'ble MOC & IT mentioned that BSNL is a "Jewel in the Crown" and its survival is must. But, he told that BSNL should stand on its own foot by increasing its revenue, however, Govt. support will be there for the growth of BSNL. CMD further mentioned that despite continuous efforts the BSNL is not coming up to the expectation. He advised that all the employees should make some more effort to increase its revenue by 25% to turn around the company. We clarified that in all the forums/meetings our Association is requesting all the executives to concentrate more and more to increase the revenue of BSNL. CMD appreciated that after Phase-VII GSM equipment installation the quality of mobile service has improved and that has resulted in increase of revenue. We further mentioned that our Association is fully committed for the betterment of BSNL.

Non-settlement of long pending HR issues: We requested for early settlement of long pending HR issues already discussed in the formal meeting with Director (HR) on 27.03.2014 and minutes were released on 23.04.2014. We provided a copy of record of discussions of the meeting and requested for his kind intervention for early settlement of the issues. CMD appreciated our concern and assured to look into the matter for early settlement of the issues.

04.06.2014: GS, FS met Director (HR), BSNL and thanked him for sparing his valuable time for attending the 4th Circle Conference of Delhi Circle OPEN SESSION on 28th May 2014.

(i)  We expressed our serious concern against the non-settlement of the HR issues already discussed in the formal meeting held on 27.03.2014 with him. Director (HR) appreciated our concern and assured that he will direct GM (SR) to hold a meeting of all concern to discuss the status of the issues and their early settlement.

(ii)  Director (HR) confirmed that the issues of new JTO (RR)-2014 and diversion of 25% MTs (CAO) posts to seniority quota has been incorporated in the BSNL Board meeting agenda to be held on 06.06.2014. He assured to discuss the matter in the Board.

04.06.2014: GS, Advisor (HQ) & CS Chennai TD circle met GM (Pers.) and discussed regarding cancellation, modification / retention of transfer orders of DEs of Chennai TD Circle: We pleaded that about 35 DEs on promotion in 19th July 2014 orders were retained in Chennai TD Circle on genuine grounds including lady executives and requested for their retention in view of their genuine problems. GM (Pers.) mentioned that Chennai TD Circle has sufficient DEs whereas other circles shortage is more and these deficit circles are also required to be fill-up. However, he mentioned that some medical ground cases of cancer patients of family members, physical handicapped etc are being considered and some cases DEs may be considered for modification to nearby circles on genuine grounds.

04.06.2014:  GS, FS, Advisor (HQ) Com. Satish Kumar & CS Chennai TD Circle Com Vaidyanathan met GM (FP) and discussed regarding:

(i) Posting of DGM (Fin) on promotion to Chennai TD circle: We requested to revise six DGMs (Fin) posting orders on promotion who are posted out of Chennai TD circle since the DGM vacancies (Diverted) exists in the circle and some DGMs are retiring with-in one year time. GM (FP) mentioned that 2-3 DGMs can be accommodated in the next month itself against two DGMs vacant posts due to retirement but continuance of diverted DGMs posts, case may be discussed with ED (Finance).

(ii) CPC from DGM (Adhoc) to DGM (Regular): GM (FP) mentioned that CPC work is in progress and VCRs expected from CVO with-in this week. He assured to expedite the CPC.

(iii) Diversion of 25% MTs (CAOs) posts to seniority quota: GM (FP) mentioned that the case has been included in the BSNL Board meeting agenda for discussion to be held on 06.06.2014.He assured that as soon as the Board clearance is given, CPC from AO to CAO will be initiated.

04.06.2014: Meeting of AIRBSNLEWA at Kolkata on 31.05.2014: About 50 members of WB circle of AIRBSNLWEA met Sh Prahlad Rai, Chief Patron of AIRBSNLEWA on 29-05-2014. He was on organizational tour at Kolkata of as GS of AIBSNLEA.  He was felicited with flower bouquet and sweets. The meeting was for about an hour. On 78.2% IDA merger issue, Sh. Rai in his address referred his recent meeting with Member (F) DoT, where it was felt that the Member (F) is also of the opinion of ultimately referring the issue to cabinet as in earlier case for 68.8% IDA merger for pension revision cabinet approval was taken. Member (F) further mentioned in the meeting that the pension revision order dated 15-03-2011 was issued with cabinet approval for 68.2% IDA merger only although at that time decision of  78.2% IDA merger was also approved. Hence necessity of cabinet approval is there. However finally she pointed out that the case will be sent to DoE with the opinion that fresh cabinet approval is not required as Cabinet has already approved the merger of 78.2% IDA for all. After that if DoE feels that fresh cabinet approval is still required then the case will be sent to cabinet, otherwise if DoE agrees with the view then orders will be issued.

Members present in the meeting pointed out that the pension revision order dated 15.03.2011 is applicable to pre 2007 pensioners. The pensioner who retired between 1.1.2007 to 10.06.2013 are not coming under the purview of this pension revision order. There issue is pay revision from 1.1.2007 merging 78.2% IDA as per the order issued on 10.06.2013, which will revise their last pay drawn and subsequently the pension amount. As because the pay arrears are not being paid at present from 1.1.2007 to 10.06.2013, DoT had proposed to revise their pension based on notionally fixed last pay, which DOP&PW has already approved. Hence for them no fresh cabinet approval is required. They further pointed out that for 68.8% IDA merger from 1.1.2007, the order was issued on a later date of 27.02.2009 still the persons retired between 1-1-2007 and 27.02.2009 did not face any difficulty as their pay was actually revised from 1.1.2007 along with the serving employees, last pay drawn was also revised and paid and pension was also revised. But for pre 2007 pensioners the case was processed separately and ultimately separate order was issued on 15.3.2011. For 78.2% IDA merger the present difference is only that the revised pay is not actually paid, for which DoP&PW already approved pension revision based on notional pay has drawn. Therefore DoT can easily settle the issue of Post 2007 pensioners.

Sh. Prahalad Rai assured the members that on his return to Delhi, he will again meet with Member (F) with CHQ of AIRBSNLEWA and discuss this point. Members expressed their happiness over the activities of CHQ of AIRBSNLEWA and the way they are pursuing the issue by personally meeting the officers of DoT.

04.06.2014: GS, AGS(HQ), AFS met on 28.05.2014  on curtsey call to Shri Ravi Shankar Prasad, Hon'ble MOC & IT, Law and Justice, Govt. of India, New Delhi and congratulated him on assuming the high office of the Minister of Communication, IT, Law and Justice, Govt. of India.

Hon'ble MOC & IT mentioned that right now he is busy in meeting with party workers but later on he would like to meet the Unions/Associations for discussions.

A.   03.06.2014:GS, AGS (Fin) and GS, AIRBSNLEWA Shri Kishan Singh met DDG (LF-II), DoT Shri S.K. Tiwari and discussed regarding 78.2% IDA Pay fixation of BSNL Pensioners. DDG (LF-II) mentioned that matter is under consideration in his office and draft has been prepared which will be sent to Member (Finance) tomorrow as since last two days she is on leave. He clarified that as per Member (Finance) view case is not required to be send to cabinet but as per his view it needs cabinet approval. We clarified that 15.02.1011 IDA pension revision order was issued for the BSNL pensioners who retired before 01.01.2007 wherein cabinet approval for pay fixation was taken on 68.8% at par BSNL's serving employees and now BSNL employees are given 78.2% IDA pay fixation w.e.f 01.01.2007, hence the pension should also be revised notionally as per 78.2% fitment benefit.  In case of BSNL pensioners retired during 01.01.2007 to 10.06.2013, pay fixation has to be done as the serving employees of BSNL got it. DDG (LF-II) was convinced that BSNL pensioners who retired during 01.01.2007 to 10.06.2013 needs only pay fixation on 78.2% at par with BSNL's serving employees but for BSNL pensioners retired before 01.01.2007, cabinet approval on pay fixation on 78.2% may be required. However, he assured that tomorrow, he will put up a consolidated note to Member (Finance) for approval. We requested to settle the issue at DoT level only since 78.2% IDA, DPE order has already cabinet approval. DDG (LF-II) assured an early decision on this issue.

03.06.2014:GS, AGS (Finance) met Addl. GM (Pers.) and discussed regarding consideration of request transfer cases of SDEs/DEs for modification / retention on immunity grounds available to the Association office bearers. Addl. GM (Pers.) mentioned that our all pending immunity ground cases have been considered by the competent authority and shortly necessary orders will be issued.

03.06.2014:CEC Meeting of AIBSNLEA, Kolkata Telephones Circle on 30.05.2014: The CEC Meeting of AIBSNLEA, Kolkata Telephones circle was held at our Kolkata Association office at 3A, Chouringhee Place on 30th may 2014. Com Prahlad Rai GS, Com S.K. Jena AGS (Civil/Electrical/Arch/TF), Com Prasun Mukherjee, Advisor (East)/CHQ and veteran leader Com Amit Gupta were present in the meeting. The CEC members of CTD welcomed our beloved GS after his arrival at the venue and with a procession and slogan Com Prahlad Rai was reached to the newly decorated Association Room, where GS inaugurated the Association Room. All the guests were felicitated with the flower bouquet as a symbol of love and respect. 

After observing one minute silence in the memory of our departed member Com Sovon Pal Choudhury, the meeting started with great enthusiasm. Most of the CEC members from all nook and corners of Kolkata were present. The room was jam packed. Com Tridip chakroborty Circle President presided over the meeting.

All Branch Secretaries placed their reports regarding quota position, diary payments, membership etc. They also placed their suggestions and discussed about our organization. After that other CEC members took part in the deliberations and expressed their views. Com Amit Gupta thanked circle body for inviting him and greeted the meeting. Com Prasun kumar Mukhopadhyay Circle Secretary sum up all the points raised by the house and placed the points for the discussion of Com GS. Com S.K, Jena also discussed about the problems of civil and electrical wings and expressed the importance of multi cadre association like AIBSNLEA.

Com GS covered all the aspects like DPC of JTO to SDE, SDE to DE, DE to DGM, JAO  to AO, AO to CAO, CAO to DGM(F) etc. including court cases. He discussed about the problems like AD(OL) restructuring,PPS post creation, JAO option case of 2010 Batch, five increments demand of 2013 Batch JAO. Offg. JTO regularization. long pending vigilance cases of CTD, cadre hierarchy, Kolkata common pool for AO transfer policy, abolishing of look after process etc.  Afterwards GS answered the questions of the CEC members in a inter- active session. The session ended followed by lunch and a joint GB with west Bengal circle.

03.06.2014:Circle Executive Committee meeting of WBTC and General Body Meeting of WBTC & CTD Circle held at Telegraph Institute Hall, C.T.O. Building, Kolkata on 29th & 30th May 2014:Circle Executive Committee meeting of WBTC and General Body Meeting of WBTC & CTD Circle held at Telegraph Institute Hall, C.T.O. Building, Kolkata on 30.05.2014 was a grand success, Shri Prahlad Rai, GS and  other CHQ office bearers attended the meeting.

 

C.E.C. Meeting of West Bengal Circle was held on 29th & 30th May 2014 at Telegraph Institute Hall, CTO Building, Kolkata.  Shri Prahlad Rai, G.S., Shri S.K. Jena, AGS (Civil/Electrical/ Arch/TF), Shri Prasun Mukherjee, Advisor (East), Shri Amit Gupta, Asstt. General Secretary, AIRBSNLEWA attended CEC meeting and addressed the CEC Members.  Shri Prahlad Rai, GS enlighten the CEC Members about the present status of viability of BSNL, status of various pending HR issues.

 

A joint General Body Meeting with the AIBSNLEA Members of CTD Circle and West Bengal Circle was held on 30th May 2014 at Telegraph Institute Hall, CTO Building, Kolkata. The meeting was attended by Shri Prahlad Rai, G.S. & Shri S.K. Jena, AGS (Civil/Electrical/Arch/TF), Shri Bijoy Krishna Bhattacharjee, Org.Secy (East), Shri Amit Gupta, Asstt. General Secretary, AIRBSNLEWA and Shri Prasun Mukherjee CS CTD. The venue of the meeting was full of members. Due to huge gathering, many members were compelled to stand beside gates of the hall till completion of the meeting.  GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of both the Circles for arranging the meeting gorgeously.  GS informed the Members that BSNL have made the Loss of more then 25000 Crores in last 4 years. In his detailed address Com GS mentioned that due to un-helping and over-jealous attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18500 Crores, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Non payment of rural subsidy in spite of TRAI recommendations has adversely affected the viability of BSNL.

 

He informed that BSNL is spending a huge amount on 28,000 rural telephone exchanges for operating the telecom services but no decision on ADC charges is being taken by the Administrative Ministry. In addition of this, spectrum allocation and bidding process on high rates are the example of step-motherly behavior of Government towards BSNL, which is a Government owned company. Scarcity of cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DOT. 

 

Com GS further explained the burning issues at the Headquarter level He explained the status on the issues like VRS, 30% disinvestment and unbundling of last mile copper cable etc. Com GS mentioned that the Broadband is the lifeline of BSNL and due to the active role played by the unions/associations, the disinvestment and unbundling of Copper conductor has not taken place in BSNL. Com GS mentioned AIBSNLEA's firm stand for the resolving all the pending issues before the merger of BSNL and MTNL. He appraised the status of HR issues related to DPCs, PPS post creation in field units, AD(OL) restructuring issue, regularization of Officiating JTOs. E2-E3 Standard pay scales for JTO/SDE, 30% superannuation benefits to the BSNL recruitees, settlement of EPF anomaly, JTO 2007/2008 pay anomaly issue, VRS etc.

 

Com GS explained the role of AIBSNLEA in the viability of BSNL. GS mentioned the firm Commitment of AIBSNLEA towards the viability of BSNL. At last he appealed the all Executives' to make every effort with a team spirit and customer care for making BSNL a vibrant organization. In this regard he mentioned the achievement of Southern Circles and requested to follow the work culture of Southern Circles for betterment and survival of BSNL.

03.06.2014:Meeting with CGMT WB Telecom Circle on 29/05/2014:C/S/CTD, ADVISOR (EAST)/CHQ, CWC MEMBER along with GS met a courtesy call with CGMT CTD Shri K.K. Sapra on 29/05/2014. ACSs and VP were also present and discussed about different aspects like the viability of BSNL, particularly about CTD, non working of ACs in different RSUs, regular failure of OFC and transmission, Job contract problem, new tender for job contract, and hired vehicle, pending vigilance cases etc. The Meeting was in very cordial mood; CGM appreciated our concerns and requested our co-operation for the betterment of CTD. We assured all sorts of co-operation in this regard.
