25.02.2010: Open session of 3rd Circle Conference of AP Circle at Vyshki Jalavudhanavanam at Vishakapatam :- GS, Chq. President, AGS (Engg) and Adviser CHQ attended and addressed the open session of 3rd circle conference at Vyshki Jalavudhanavanam at Vishakapatam. Sri T.N Sudhindra Kumar CGMT AP Circle was  the Chief Guest and Sri. K.K.Vel GM. (F) AP Circle, Sri Nagaraju GM Vishakapatanam were the Guests of honor. Sri Krishna Sarma G.M Srikakulam  also attended. Com J.Saibaba Circle secretary presented the key note address where in he touch upon the issues of concern to BSNL and to its Executives.

Sri Krishna Sarma, GM  stressed the need of all of us to have team sprit and every SSA Head should feel to be the leader of the entire work force of the SSA.

Sri Naga Raju G.M VM appreciated the action of the executives in the SSA and opined that the credit for the development of SSA should go the staff .

Com. CHQ President Shri K. Satyanarayana explained in detail the developments in BSNL and the action of PMO about BSNL. He stressed the need  for providing quality telecom services to retain the customers and the achievements of the association. He also asked the comrades to completely devote for the cause of BSNL and HR issues of all the cadres will be taken care of by the CHQ

Sri Dr Prasad Industrialist and CIC was Chairman of Reception Committee  appreciated the services rendered by BSNL and desires that more and more BSNL services are utilized by the public.

com. Prahlad Rai G.S explained in detail various issues concerned the viability of BSNL, status of 93 Million GSM Purchase order, status of various DPCs such as promotion in the cadre DGM (Engg) and DGM (Fin), status of DPC for the promotion of SDE to DE, ACP issues of civil , Arch and Elec. Comrades,  Rajbasha Adhikari,issues,  PA/PS and Stenos etc.

Sri.K.K.Vel G.M (F) in his inspiring  address touched the financial position of AP Telecom circle and stressed the necessity of all the executives to do their part of duty and naturally the results will be good.

Sri TN. Sudindra kumar CGMT A.P circle and  the chief guest of the open session in his detailed address replied  almost all the points  mentioned in the key note address by circle secretary and cited many examples to get involved in work and keep ourselves fit even after 60 years of age.

Com. Padmanabha Rao CS SNEA also addressed the gathering and detailed reasons for the viability of BSNL. The meeting was presided over by Com. MV Naarsaiah Circle President and the meeting lasted for 9 hours between  11.00 to 18.00hrs.The open session was preceded by very good cultural activities. The hall was Jam Packed.

24.02.2010 : AIBSNLEA impleaded in Hon'ble J&K High Court in DE promotion case : After authorisation to Com Roshan Lal Matto in the court case by our CHQ on dated 17.02.2010 Com Matto along with other AIBSNLEA members got impleaded in the Court case. The next date of hearing is expected in the first week of March 2010.

24.02.2010 : GS, President, AGS (Engg), Advisor-III (Shri K. Jai Ram) attended and addressed the pre CEC meeting of 3rd Circle Conference of AIBSNLEA AP Circle at Vizag (Vishakhapatnam). Com GS in his address apprised in detail the status of the HR issues and the efforts being made for the settlement of pending issues. He called upon the members to keep organizationally ready for struggle for the settlement of pending issues if BSNL Management does not take immediate action for redressal of the issues. He also explained in detail the issues related to viability of BSNL mainly ITS officers absorption issue and Sam G Pitroda Committee recommendations for performance review of BSNL. Details will further be discussed in the Open Session being held tomorrow.

23.02.2010 : Introduction of Executives Arrival Reporting System (EARS) through MEDHA in Kolkata Telephone District. After its implementation, more than 80% staff is attending office in time. Similar action may be implemented in other Circles also. Click here
23.02.2010 : GS writes to Director (HR) regarding Fixation of pay in the cadre of Stenographers Grade-I on absorption in BSNL w.e.f. 01.10.2000. Click here

23.02.2010 : GS, President, AGS (HQ), CWC member, Kerala Shri Ravindran and ACS Kerala Shri Jagannath met CMD BSNL  and discussed :

(a) DPC from DE to DGM : We requested to expedite the process of the DPC from DE to DGM for filling the vacant posts of DGMs and regularisation of adhoc DEs. CMD assured to look into the matter.

(b) Regularisation of qualified and trained TTAs now officiating as JTOs : We requested for making modification in JTO RRs 2001 that the TTAs already qualified in accordance with 1996 RR will be deemed to have been qualified under this RR be incorporated and allowing all qualified TTAs to regular JTO  irrespective of their qualification. CMD assured to look into the matter.

(c) Pay anomaly case of JTO 2005 batch : We requested to take decision for removal of pay anomaly of JTO 2005 batch. CMD assured to look into the matter.

(d) Comprehensive Transport Policy for BSNL Executives : We requested CMD BSNL for introducing a comprehensive transport policy in BSNL so that all executives will be benefited in true sense and the heart burning can be avoided. CMD assured to look into the matter.

(e) Harassment of Staff by CGM, NCES : We requested CMD BSNL about the harassment of staff by CGM, NCES. All the allowances and payment of medical bills, LTC bills etc. have been stopped by CGM NCES. CMD assured to look into the matter.

(f) Regarding viability of BSNL : CMD mentioned that the report of the committee headed by Shri Sam Pitroda has been submitted and now the Government has to take the appropriate action on the BSNL�s viability. It is understood that Shri Sam Pitroda after discussion with the Committee members Shri Deepak Parekh and Shri P.J.Thomas and on the basis of the feedbacks from BSNL Executives� Associations through e-mails / letters finalised the report and submitted to the Govt. from Chicago. It is also learnt that Shri Pitroda Committee has recommended to induct professionals in BSNL on market rate and to reduce the staff strength by 1 lac employees. The committee also advocated for more autonomy and powers to BSNL Board.

Regarding BSNL�s profit, CMD BSNL mentioned that BSNL�s profit upto Dec 2009 is steady whereas the profit of all Telecom Operators has gone down. He expected more profit to BSNL but the expenditure has increased due to pay revision of executives / non-executives. He mentioned that the false propaganda for BSNL�s to face red is not correct. All BSNL employees / executives should make efforts to grow BSNL services rather than criticizing each other.

20.02.2010 :CEC Meeting of Karnataka Circle at Hubli . A colorful, well decorated and mammoth gathered open session was started with invocation songs at Hubli. Shri  P Raghavan CGM, Karnataka Telecom Circle was the Chief Guest. Shri R Chandramouli GM(HR/Admin), S S Sindagi GM TD Hubli TD, Shri K V V Satyanarayana GM, Belgaum TD, Shri V Mahalingum Chief Engineer (Civil), KTK Circle, Com K Satyanarayana President, AIBSNLEA CHQ, Dynamic and respected   Com Prahlad Rai GS, AIBSNLEA CHQ, and Com R B Athani OS(S), CHQ, Com S B Nagavi CS,SNEA(I), KTK Circle, Com K S Seshadri CS,NFTE-BSNL KTK Circle were the guests of honour. Com S Anandakrishnaiah presided over the function and spoke on viability of BSNL .Shri  R L Mudrabet, D.S. Hubli welcomed the distinguished guests on Dias. Shri H Y Andeli, C.S. KTK Circle delivered key note address, discussed on Viability of BSNL, Market Strategy, Field Problems and circle level issues and explained the need of 93 million Mobile tender. Shri R B Athani OS(S) in their address mentioned that interested involvement in the company by all for growth of BSNL Com S B Nagavi CS, SNEA(I), KTK Circle has told that Marketing strategy adopted by Hubli SSA is model to others. Com K S Seshadri CS,NFTE-BSNL KTK Circle has told that All unions/Associations should come under one umbrella in the interest of BSNL. Shri R Chandramouli GM(HR/Admin) spoke about the staff matters ,transparency in transfers of executives is maintained in consultation with both associations ,85% of time bound promotion orders have been issued. Remaining will be issued shortly. Shri S S Sindagi GM, Hubli TD has told about reduction in mobile tariff  should be extended to CUG mobile customers also, BSNL has to launch a new scheme in mobiles other than schemes adopted by private operators. rent free land lines scheme should be adopted in rural areas to get USO rebate. Shri K V V Satyanarayana GM, Belgaum TD, told that do your job for the growth of company without bothering about what others are doing. Shri V Mahalingam CE(Civil) KTK circle has told to work hard to bring the company to the number 1 position.

Shri P Raghavan CGM, KTK Circle in his address briefed about the telecom growth in Karnataka , launching of 3G services at Bangalore on 19/02/2010,fully capturing  3G market before the launch of 3G services by private operators, under utilization of BSNL resources, inability to provide the services & marketing BSNL products to the customers after office hours , on holidays and Sundays. He informs that restructuring of cadre as per the advise of BCG has been implemented in Karnataka. We have to concentrate on services which gives more revenue like Broad band, value added services etc. We should give better services to the customers of Broad Band as it gives more revenue.  

Shri K. Satyanarayana, CHQ President in his speech informed that Karnataka circle being the 2nd largest circle organisation of AIBSNLEA, He congratulated KTK circle for achievement and becoming 2nd highest profit making Circle and wished to move to 1st position. CHQ officer bearer are always happy to attend the function arranged by the circle. He informed that AIBSNLEA which has its members from all disciplines is taking up all the issues related to the grievances of executive. He further pointed out that BSNL HQ is asking the field units to reduce the expenditure and not willing to increase the age old transport allowances of the executives, lot of expenditure is incurred towards procurement of Swift car, appointing drivers and petrol expenditure, etc. He demanded immediate abandoning of BCG, as it is not benefited to BSNL in any way.    

Shri Prahlad Rai, GS in his address explained about  the status of burning issues like early absorption of ITS Officers, regularisation of Adhoc executives, non-holding of DPCs for DE adhoc to DGM, SDE (T) to DE adhoc, difficulty in Implementation of BCG at SSA level, Removal of Pay anomaly of JTO-2005 Batch, implementation of ACP withdrawal review committee report, filling up of SDEs (T) LDCE quota and seniority cum fitness quota posts, United Forum will be forced to go on immediate organizational action program, for which BSNL Management will be responsible. He called all executives to get united for struggle. He also appealed to executives to provide quality and reliable telecom services to the BSNL customers with the available resources. He regretted for non-implementation of DPE's 2nd April 2009 order for 78.2% IDA fitment, revision of  transport allowance, perks etc., whereas senior officers are given Maruti SXG Swift classic vehicles and are still traveling in executive class, lot of unjust and huge expenditure is being done by marketing cell without any justification. He also explained about the Revision of pension that administrative ministry DOT has to take decision on revision of pension under Rule 37-A. He appreciated the functioning of Karnataka circle.

18.02.2010: GS, President, CS HP Circle, CWC Member Kerala (Shri Ravindran) met Director (HR) (GM Pers was also present in the meeting) and discussed:

(a) Non-settlement of long pending HR issues : We resented against non-settlement of long pending HR issues i.e. DPCs of DE to DGM, SDE (T) to DE adhoc, regularisation of adhoc DEs, modification in C/E/Arch Executives BSNLMS RRs, JTO-2005 Batch pay anomaly case, IDA fitment benefit from 68.8% to 78.2% etc. Dir (HR) informed that all these issues raised under United Forum were discussed in the internal meeting and shortly action is being taken to settle the issues.

(B) Un-helping and partition attitude of GM (Pers) : We expressed our dissatisfaction and anguish against the un-helping and partition attitude of GM (Pers) BSNL CO, wherein important issues related to all cadres remain pending e.g. implementation of ACP Withdrawal Review Committee headed by Shri Pradeep Nagpal, GM (SP) BSNL CO recommendations. Promotion from JTO (C) to SDE (C) against LDCE quota, DPCs from DE to DGM, SDE (T) to DE adhoc, regularisation of adhoc DEs, modification in C/E/Arch Executives BSNLMS RRs, SDEs/DEs transfers are being issued at own cost even after completion of 2 years service in a Circle ignoring the BSNL transfer policy, non-settlement of TES Gr. B officers seniority cases in right prospective which is causing several court cases, revision of AD OL pay scale, change of designations of Executives on each time bound promotion, clarifications on Executives Promotion Policy are being issued just to deprive executives from their genuine benefits, the 20 executives having longest stay from all the Circles have been displayed on BSNL intranet for tenure transfers even from the non-recruiting Circles / deficit Circles etc. Dir (HR) directed GM (Pers) to look into the issues. After detailed discussions GM (Pers) assured an early action on the above issues.

(C) Case of regularisation of qualified and trained TTAs now officiating as JTOs : We requested for making modification in JTO RRs 2001 that the TTAs already qualified in accordance with 1966 RR will be deemed to have been qualified under this RR be incorporated and allowing all existing TTAs to JTO LDCE irrespective of their qualification. Dir (HR) advised to provide the details of the existing TTAs working as offg. JTOs and assured to examine the issue.

(d) Posting of absorbed Gr. A officers on HR related posts of BSNL : We requested Dir (HR) to post absorbed DGMs / GMs / PGMs on all HR related posts of BSNL CO so that the interest of BSNL absorbed officers can be protected. Dir (HR) was non-committal on the demand.

CAT, Ernakulam Bench in OA No. 86/2009, quashed 147 SDEs(T) of LDCE quota seniority given on retrospective date i.e "The impugned seniority at Annexure A-7 and the Annexure A-32 promotion order issued based on the Annexure A-7 seniority are hereby quashed and set aside in its order dated 05.2.2010. 15.02.2010 : GS, President, AGS(GD), OS (W) attended and addressed the open session of 2nd CEC Meeting of Maharashtra Circle at Amravati on 13.02.2010. Shri  C. P. Samant GMTD Amravati was the Chief Guest. Shri H.R. Lanjewar, DGM (CFA) Amravati and Shri S.H. Gujar DGM (Finance) Amravati were the guests of honour. Shri  D.V. Rokade, D.S. Amravati welcomed the distinguished guests on Dias. Shri V.P. Kulkarni, C.S. MH Circle delivered key note address, discussed circle and all India level issues and explained the growth of Telecom services in MH Circle. Shri C.M. Sasthe OS(W) and Shri K.P. Nair AGS(GD) in their address mentioned that Maharashtra Circle is the biggest circle organisation of AIBSNLEA and will further grow in the days  to  come  due  to  its  policies,  approach  and  commitments. DGM Shri H.R. Lanjewar in his address discussed about the market share of BSNL to increase its teledensity and to provide valuable telecom services to all levels of customers.

He called all executives to get united for struggle. He also appealed to executives to provide quality and reliable telecom services to the BSNL customers with the available resources. He regretted for non-implementation of DPE's 2nd April 2009 order for 78.2% IDA fitment, revision of  transport allowance, perks etc., whereas senior officers are given Maruti SXG Swift classic vehicles and is still traveling in executive class, lot of unjust and huge expenditure is being done by marketing cell without any justification. He appreciated the functioning of MH circle wherein lot of new members have joined the Association.

Shri C.P.Samant GMTD Amravati in his address appreciated the GS for briefing almost all the problem faced by BSNL and its employees, for which he has fully agreed to the view of GS. Shri Samant explained about the roll of landlines in the revenue which is 47% in Amravati. He requested executives to concentrate on landline services. He has further informed about various activities initiated by him to strengthen Amravati SSA.   

During the session, the executives who were the winners of Sanchar seva Padak viz. Shri M.P. Fursule SDE, Shri D.B. Dange DE, Shri D.V. Rokade DE and Shri S.K. Gujar AO were felicitated by the GS for achieving the award. Shri Sonawane, EX CS who has retired from services was also felicitated. Shri S. Ramamurthy circle  president, expressed vote of thanks.

12.02.2010 : GS writes to CMD BSNL regarding huge & unjust expenditure in the Marketing cell. Click here

11.02.2010 : GS, AGS (HQ), AGS (F), CS & Circle President, KTD met CMD and discussed :

(a) Regarding viability of BSNL : CMD mentioned that this financial year in real sense BSNL is earning profit in comparison to other Telecom Service Providers. The Telecom Growth Rate affected all Telecom Operators. The wage revision and implementation of 2nd PRC recommendations has increased BSNL's expenditure. The propaganda being made that BSNL is facing red is not true and condemning BSNL Board will de-motivate. BSNL executives, non-executives and all officers should work as a team for its growth.

(b) Opening of ERP Centres at Pune and Hyderabad : We expressed our dissatisfaction against not providing basic infrastructure, residential accommodation etc. to the executives recently posted in ERP at ALTTC, Ghaziabad. We also requested to open ERP Centres at Pune and Hyderabad to make it convenient for South and West zone executives. CMD informed that today he had detailed meeting with ERP team. About 85 executives have joined at ERP, ALTTC Ghaziabad and the commissioning work will be completed by March 2010 itself and ERP implementation will take place in July 2010 positively which will provide immediate data / information and boost the company working. Regarding opening of new ERP Centres at Pune and Hyderabad he assured to look into.

(c) Pay anomaly case of JTO 2005 batch : We requested to take decision for removal of pay anomaly of JTO 2005 batch. CMD assured to look into the matter.

(d) Consideration of request transfers issued on completion of 2 years service as "in the interest of service" instead of at "own cost" : We expressed our serious concern against issuance of request transfers of SDEs/DEs on completion of 2 years service as "own cost" instead of "in the interest of service" ignoring BSNL Transfer Policy. CMD assured to look into the matter.

11.02.2010 : GS, President, AGS (HQ), AGS (F), CS KTD met Director (CM) and discussed regarding finalisation of 93 million GSM lines tender. Dir (CM) mentioned that matter is being examined by CVC. The comments asked by CVC from BSNL Management through Secy (T) have already been replied. It is understood that the matter will be examined by a High Level Committee headed by Shri Sam G. Pitroda, Advisor to PM. He mentioned that now everybody should concentrate for the growth of BSNL as a team. BSNL is having expert manpower, biggest network and good reserves which is its strength and any challenge can be faced.

09.02.2010 : GS contacted Shri Sam G. Pitroda, Adviser to Hon'ble Prime Minister and Chairman BSNL's performance review committee regarding grant of meeting. It was informed that Shri Pitroda will return from foreign trip after 25th February 2010 and thereafter only the meeting can be granted. As informed earlier by Secy. (T), the committee meeting which was scheduled to be held on 8th -9th February 2010 could not be held and now will be held after 25th February on return of Shri Pitroda from abroad.

09.02.2010 : GS, AGS (HQ), Circle President and Circle Secretary KTD met PGM (Elect.) and discussed:

a)    DPC from JTO (E) to SDE (E) -We requested to fill up vacant SDEs (E) posts immediately. PGM (E) informed that immediate action will be taken to hold DPC to fill up all vacant SDEs (E) posts. He assured to issue promotion order by the end of February-2010.

b)    Regularisation of Adhoc EEs (E) -PGM (E) mentioned that amendment in the BSNLMS RRs for Civil /Electrical/ Arch. Executives is under consideration to BSNL Management. As soon as the final decision in this regard is taken regularisation will be completed.

c)    Recruitment of JTOs (E) -PGM (E) informed that in the recent JTO (E) Exam from outsider quota only 98 candidates got qualified and shortly they will be sent for training to RTTC Nagpur.

d)    LDCE from JTO (E) to SDE (E) -PGM (E) informed that syllabus of LDCE from JTO(E) to SDE(E) has been modified on objective type in two papers. Shortly the LDCE will be notified to fill up all vacant SDE (E) vacant posts.

e)    Tenure transfers of JTOs (E)/ SDEs (E)/ EEs (E) -PGM (E) mentioned that to consider request transfer applications some JTOs(E)/ SDEs(E)/ EEs(E) having longest stay in the Circle will be transferred. We pleaded for minimum disturbance. 

09.02.2010 : GS, AGS (HQ), Circle President and Circle Secretary KTD met PGM (BW) and discussed :

a)    Implementation of ACP withdrawal review committee report -We expressed our serious concern against delay in Implementation of ACP withdrawal review committee report. PGM (BW) informed that he has already sent ACP withdrawal review committee report to GM (Pers.) for the approval of competent authority.

b)    Promotion of 61 JTO(C) to SDE (C) qualified in recent LDCE -PGM (BW) mentioned that as pleaded in the earlier meetings by this Association matter is being examined and will be sent to competent authority for reconsideration.

c)    DPC from JTO (C) to SDE (C) -We requested to fill up vacant SDEs (C) posts immediately. PGM (BW) assured to initiate DPC immediately to fill up the all vacant SDEs (C) posts. He assured to issue promotion order by the end of March-2010.

d)    Regularisation of Adhoc EEs(C) -PGM (BW) mentioned that amendment in the BSNLMS RRs for Civil /Electrical/ Arch. Executives is under consideration to BSNL Management. As soon as the final decision in this regard is taken regularisation will be completed.

e)    Recruitment of JTOs (C) -PGM (BW) informed that in the recent JTO (C) Exam from outsider quota only 196 candidates got qualified and shortly they will be sent for training to ALTTC Ghaziabad.

f)     LDCE from JTO (C) to SDE (C) -PGM (BW) informed that syllabus of LDCE from JTO(C) to SDE(C) has been modified on objective type in two papers. Shortly the LDCE will be notified to fill up all vacant SDE (C) vacant posts.

g)    Tenure transfers of JTOs (C)/ SDEs(C)/ EEs(C) -PGM (BW) mentioned that to consider request transfer applications some JTOs(C)/ SDEs(C)/ EEs(C) having longest stay in the Circle will be transferred. We pleaded for minimum disturbance.

J&K High Court regarding stay for Adhoc promotion from SDE to STS cadre was heard with arguments today . The case was adjourned and ordered to be listed again approximately in third week by Honorable Justice after filing the reply by BSNL advocate regarding jurisdictions of Honorable CAT

03.02.2010 : GS writes to Secy (T) regarding Revision of Pension/family pension of the absorbed BSNL Executives, retired before 01.01.2007. Click here

03.02.2010 : GS, President, AGS (HQ), AGS (Fin), Advisor-I met Director (HR) (GM Pers was also present in the meeting) and discussed :

(a) DPC for regularisation of adhoc DEs : We expressed our serious resentment against delaying regularisation of 2400 DEs adhoc. GM (Pers) explained the status of Hon'ble Supreme Court direction and DOT clarification. After detailed discussions Dir (HR) directed GM (Pers) to put up the case with all facts and figures so that regularisation process can be completed. Dir (HR) assured an early decision in this matter.

(b) DPC from DE to DGM : We requested to complete the DPC from DE to DGM. GM (Pers) clarified that DPC from DE to DGM is in advanced stage but promotion order can be issued after getting clearance from Jaipur CAT wherein reply is being filed on 11.02.2010. In this connection Jaipur CAT has given the direction to promote the applicants (some ITS officers working as DE) simultaneously with the DEs of BSNL. GM (Pers) informed that DOT has taken up the matter with DOP&T for relaxation to promote the applicants as DGMs. He also mentioned that Jaipur CAT is being replied that BSNL is promoting BSNL absorbed DEs as per BSNL MS RRs and the DEs (ITS officers) applicants are unabsorbed and they can be promoted by DOT on the basis of ITS Recruitment Rules. Hence, BSNL should be allowed to promote BSNL absorbed DEs as DGMs.

(c) DPC from SDE (T) to DE : We expressed our serious concerned against delay in completing DPC from SDE (T) to DE on the pretext of stay order from J&K High Court. The stay order is continuing for last one year and no sincere effort has been made by BSNL Management to get vacated the stay order. GM (Pers) explained that continuous efforts are being made to get vacated the stay order but due to one or the other reason listing of the case for hearing is delayed. He mentioned that now the hearing is expected on 5th Feb 2010 wherein stay may be vacated, thereafter immediately the DPC will be completed to fill up about 2000 DEs posts.

(d) Pay Anomaly case of JTO 2005 batch : We requested to settle pay anomaly case of JTO 2005 batch on the same pattern of ONGC and some PSUs wherein equivalent level Executives pay anomaly  arises on implementation of 2nd PRC report has been resolved by giving notional pay fixation benefit w.e. from 01.01.2007. Dir (HR) after detailed discussions assured to look into the matter.

(e) Continuous deprivation of senior executives of Telecom Engineering wing on implementation of EPP :  We requested to examine the case to remove pay anomaly of senior executives of Telecom Engineering wing on implementation of EPP. GM (Pers) mentioned that case is being examined in Pers Cell. Dir (HR) directed GM (Pers) to expedite the case.

03.02.2010 : GS, AGS (F) met GM (FP)  and discussed :

(a) DPC for regularisation of left out CAOs : GM (FP) informed that about 13 CAOs' ACRs are still missing. As soon as the ACRs are received left out DPC will be completed.

(b) DPC from CAO to DGM : GM (FP) explained that as soon as the regularisation of adhoc CAOs is completed the DPC from CAO to DGM will also be completed.

(c) Consideration of request transfers of AOs and CAOs : GM (FP) informed that all pending request transfers are being considered in March 2010.

(d) DPC of 1999 JAO batch : GM (FP) clarified that case is under consideration but the repercussions in other executive cadres are being examined.

(e) Relaxation to JAO part-I qualified officiating JAOs from JAO part-II exam : GM (FP) mentioned that this case is an old case and being examined.

02.02.2010: GS, President, AGS (HQ), AGS(F) and the office bearers Shri S.D.Sharma and Shri J.B.Jain of All India Retired BSNL Executives' Welfare Association met with Secretary (T) and discussed:-

(a) ITS absorption issue: -We expressed our serious concern against non-absorption of ITS officers in BSNL. Secy (T) informed that Cabinet Note on this issue is ready for circulation to the Nodal Ministries and very shortly it will send to the nodal ministries and thereafter to cabinet. He mentioned that DoT is serious to settle the issue.

(b) Performance Review of BSNL and solutions for BSNL's growth and restoration of its Revenue Share in Telecom Market: -In this regard our letter copy dated 27.01.2010, addressed to Shri Sam G. Pitroda, Advisor to Hon'ble Prime Minister was available with Secy (T) and he discussed all the issues of our letter and informed that the committee on BSNLs performance review is meeting on 8th and 9th February 2010. Wherein all these issues will be discussed.We suggested to strengthen the Material Management Procedures of BSNL so that BSNL services are sold efficiently. Secy (T) also impressed upon to improve the quality of service for the customers. Secy (T) advised all the BSNL employees to provide quality service and to devote for the growth of BSNL.The following issues were discussed

(c) 93 Million GSM Tender of BSNL:-On the issue of 93 Million GSM Tender of BSNL, Secy (T) informed that the High Level committee , headed by Shri Sam Pitroda will discuss the issue in the meeting on 8th February 2010 and will submit its report to the Government.

(d) IDA pension revision: -On the issue of IDA pension revision Secy (T) informed that the Department of Pension and Welfare has not given any guideline on this issue. We impressed upon to settle the issue in DoT itself since BSNL Pensioners are given Government pension under Rule 37 A. Secy (T) assured to look into the matter.

(e) Staff strength of BSNL:-As per our letter the staff strength of BSNL is going to be reduced to 50 percent i.e. half of its current strength by the year 2012 on account of superannuation and it shall be further reduced to 25% or one fourth of its current strength by the year 2014-2015. Secy(T) advised to recheck the above information because as per BSNL's staff strength statement in the year 2012 the staff strength will be reduced to 25%-30% only which needs correction.

(f) Govt. support to BSNL as state run Company:-As per NTP 1999 guidelines, BSNL should be exempted from license fee on landline as well as Mobile telephone services in urban areas. USO fund should be provided to BSNL in lieu of providing services in the rural part of the country on reduced rental. The OPEX charges should be paid to BSNL and the 3G spectrum allocation to BSNL should be free of cost in lieu of withdrawal of ADC (Access Deficit Charges).  Secy(T) assured to look into the matter.

(g) Instructions to all Govt. Departments/Autonomous Bodies where the Govt. of India bears the cost of telephone expenditure for taking the telecom services from BSNL only to support BSNL :-Secy(T) mentioned that such instructions can be issued by Govt, when BSNL provides quality and reliable service which is acceptable by all Government Departments and PSUs. He advised to improve quality of service.

(h) Poor After-Sales Service in Broadband Connections/ Irresponsible Call Centers and Poor Revenue Collection:-These services have been outsourced to different vendors, who have no fear of losing their contract and they are not carrying out their job satisfactorily bringing bad name to BSNL. A committed management can take adequate care to solve these problems due to provision of inadequate service by these vendors/ outsourcing agents.

Huge amounts of dues are pending for recovery from the customers to the tune of several thousand crores of Revenue.  BSNL has recently taken some steps for their recovery but more needs to be done by BSNL Management and the Government on this account so that defaulting customers can not evade patment while they continue to receive Telecom Services from one operator or the other.

Secy (T) impressed upon to provide uninterrupted Broadband service to the customers.

02.02.2010: GS, President, AFS and Shri S.D.Sharma Office Bearer of All India Retired BSNL Executives' Welfare Association met with Member(F) and discussed:-

(a) IDA Pension Revision of BSNL Pensioners retired before 01.01.2007:-Member(F) mentioned that presently the case is being dealt by DDG (Estt.). We requested Member(F) that the case has been processed to the internal finance of DoT earlier also by  DoT pension cell and thereafter it was sent DoP&W which is now returned to DoT without any guideline and we requested to settle the issue in the administrative ministry itself. Member (F) directed to Dir (Accounts) DoT to put up the status of the case immediately.

(b) Deferred option from CDA to IDA pay fixation case:-We expressed our serious concern against non settlement of deferred option pay fixation case from CDA to IDA since the required information on financial implications in this regard was sent to DoT by BSNL six month before. Member(F) assured to look into the matter and to provide the status to our Association within one week's time.

02.02.2010: GS, AGS(F), AGS(HQ) met GM(Pers.) and discussed:-

(a) Regularisation of DEs/AMs (TF):-We thanked for completing the regularisation of Adhoc STS level Executives' of Telecom Factories.

(b) Promotion from JTO (C) to SDE (c) of LDCE quota:-GM(Pers.) informed that the case has been received from PGM (BW) to promote LDCE quota qualified JTO(c) to SDE(c) and being examined. He assured an early action in this matter.

(c) ACP Withdrawal case:-We expressed our serious concern against delay in processing the ACP Withdrawal Review Committee report headed by Shri Pradeep Nagpal GM(SP). GM(Pers) informed that the committee report from PGM(BW) has been received on Friday and being examined. He assured for early presentation to BSNL Management Committee for approval.

(d) Revision of AD (OL) pay scale as per sixth CPC recommendations:-GM(Pers) informed that based on 6th CPC recommendations the case for revision of pay scales for Junior/Senior Hindi translators and AD(OL) was processed to GM(Estt.), GM(SR), GM(EF) for comments but no comments has been received. Hence as per GM(SR) suggestion all these officers are meeting tomorrow morning to discuss the issue and thereafter only final view in this regard will be taken.

(e) DPCs from DE to DGM, SDE (T) to DE Adhoc, regularisation of DEs Adhoc : GM (Pers) mentioned that DPC from DE to DGM is in process but after replying to Jaipur CAT on 11.02.2010, promotion order may be issued. DPC from SDE (T) to DE Adhoc is stalled due to stay order given by J&K High Court. The hearing in this case is expected this week. DPC can be conducted after stay vacation only. Regularisation of about 2400 adhoc DEs is also stalled due to status quo granted by Hon'ble Supreme Court on 269 SDEs (T) seniority case. GM (Pers) mentioned that all DPCs are stalled in Telecom Engineering wing due to various court cases. Against this we expressed our serious resentment and anguish that this situation has been created by DOT/BSNL Management in a calculated manner just to harm the Telecom Engineering Personnel with vindictive and biased attitude. In this situation the Telecom Engineering personnel in BSNL are put in most disadvantageous position which is forcing for active Organisational Actions Programmes.
