AIBSNLEA has notified that the First Central Working Committee meeting after 5th All India Conference will be held at Faridabad from 8th to 9th January 2017 to transact the following agenda with other business:

1) Discussion and decision of organizational matters.

2) Discussion and decision on recognition to AIBSNLEA as 2nd majority association at all India level with facilities at par with first majority association and as a 1st majority association in all those Circles/SSAs where it has secured majority

3) Discussion and decision of the issues of importance on service / welfare matters especially extension of Rs. 22,820/- as initial basic to the executive's recruited post 01.01.2007, replacement of intermediate Pay Scales E1A, E2A by Standard Pay Scales of E2-E3 for JTO and SDE equivalent executives, extension of 30% Superannuation Benefit to the BSNL recruited employees, implementation of CPSU Hierarchy in line with the recommendations of the Khan Committee, issuance of Posting Orders for LDCE-2015 qualified candidates and notification of SDE RRs, immediate conduction of various CPCs in all the disciplines to fill up the vacant group-A and Group B equivalent posts in a time bound manner, 1st st Time bound up-gradation in four years, resolution of pending Rule-8 cases and clearance of waiting list from the JTOs qualified through LICE, scrapping of MT RRs/DGM RRs, notional Pay fixation of all upgraded pay scales w.e.f. 01.10.2000 of JTO/SDE (C/E/Arch/TF) Engg. Wings and PA cadre, extension of one increment to LDCE-2012 passed candidates, diversion of 50 Percent MT quota CAO Posts to the seniority quota, extension of E1+5 increments to JTO SRD, JAO 2013 and 2015 batches and removal of Pay anomaly of JTOs Promoted from TTAs of outside quota, restructuring of AD (O/L) Cadre etc.

4) Joint Session of AIBSNLEA, AIGETOA and AITEEA on 09.01.2017.

5) Implementation of organizational action program.

6) Discussion and decision on the venue of next CWC.

7) Any other items with the permission of the Chair.

Detailed agenda will be circulated before start of the meeting. All CHQ Office bearers, Advisors, Consultants, Circle Secretaries / Circle President / CWC members of AIBSNLEA are requested to attend the meeting.

Dear Comrades,

United Forum of BSNL Executive Associations consisting of AIBSNLEA, AIGETOA and AITEEA extends its heartfelt thanks to all the members across the country for making the two days Dharna Program Successful. The struggle has entered into next phase now. In this Phase, all the executives will implement 'Work According to Rule' and 'Non-Cooperation' shall be there. The executives will wear 'Black Badges' while on duty to register our protest. All the executives are requested to implement the call of the CHQ in true spirit.

 

All the Circle / District Secretaries are requested to mobilize the members for Indefinite Dharna at BSNL Corporate Office, New Delhi from 10th January 2017 onwards. All Circle Secretaries are requested to send the data of the members reaching Delhi for compilation at CHQ. Dear Comrades

United Forum of Executive Associations consisting of AIBSNLEA, AIGETOA and AITEEA thanks one and all for coming forward and supporting the movement against killing of democracy and resolution of the long pending HR issues pertaining to BSNL executives.

Comrades, contrary to the congratulatory messages floated on the website of the sister association, the situation is different in reality. The burning issue of extending Standard Pay Scales of E-2 and E-3 in place of non-standard E1A and E2A is slowly dying a death at DoT with hand in gloves approach of Management and the sister association. DoT has not moved an inch from its earlier stand of sending  the proposal to the Cabinet of approving E1A and E2A. The only way it was possible was through merger of Sr. SDE and SDE scales. That was not allowed by the so called warrior association for reasons of heart burn. DoT is not in mood to replace even the initial two scales and if we don?t fight it out now, the issue will be killed forever.  Without struggle, this issue is not going to see the light of the day. So, if we really want the issues to be resolved, we have to come forward and show our might.

The crocodile tears of the Association singing Majority - Majority tune is now visible to one and all. They have claimed that the committee was formed at their insistence. While the same association was some days back claiming that 22820 cannot be given without achieving E2. United Forum of AIBSNLEA, AIGETOA and AITEEA worked tirelessly for this issue and when there was some development, the claimants came forward and claimed it as their achievement and SR cell also came forward and issued minutes for the testimony of the falsified achievement. This shows that the friendly association instead of becoming representative association of executives, have become the spokes persons of Management Side.

All the write-ups on their website are showing that they have achieved moon but the fact remains that nothing is being done and whatever initiation is being done because of sincere efforts of the United Forum, the management and their representative association leaves no stone unturned for derailing that. .

Resolution of Rule-8 cases is another glaring example where these so called majority-majority singers have been trying to block the efforts taken by United Forum at CO and Circle level. All they are interested is to retain these executives in their current circle so that their Leadership keep on enjoying the fruits on the heads of the innocent executives waiting to go to their parent circle. Similar is the case of DPC and LDCE, where they have been instrumental in blocking the issuance of orders just to keep executives running for their long awaited promotion.

So Comrades, struggle is the only option and the only solution.   WE HAVE TO COME FORWARD AND RISE TO CALL OF THE TIME.

SO MAKE EXTENSIVE PREPARATIONS FOR SUCCESS OF THE PROTEST ACTION PROGRAM AND MAKE IT SUCCESSFUL ALL OVER THE COUNTRY. IT?S A DO OR DIE SITUATION FOR ALL OF US AND THERE IS NO ROOM FOR COMPLACENCY.

26.12.2016:   Meeting with RLC (C) New Delhi:

GS, AGS (HQ) along with GS, AIGETOA and GS, AITEEA attended the meeting called by the RLC(C), New Delhi on the issue of the Notice for protest and organizational action program against the delay in settlement of burning HR issue. DGM (SR), along with DGM (Estt.) and AGM (SR) represented the Management side. We categorically mentioned that our intention by way of agitation is just to attract the attention of apex management toward the issues which are pending since long and the management is not holding discussions & taking decision.

 

Representatives from Management side were not in a position right now to commit anything about the steps/decisions to be taken on the issues.

 

During discussions RLC(C) mentioned that protest actions i.e. Dharnas, Demonstrations are your democratic right to attract the attention of the management and management should discuss and take decision on the issues.

 

RLC (C) then advised the representatives to ensure that the existing industrial relations status of the organization is not derailed at any cost. Management may also take appropriate steps/decisions in order to resolve the issue. Both the parties are advised to adhere the Section 22 and Section 33 of the Industrial Disputes Act, 1947.

22.12.2016:   GS writes to GM (SR), BSNL CO to extend the facility of deduction of monthly subscription as available under the clause 10(7) of the BSNL (REA) Rules, 2014 to AIBSNLEA. We have requested to deduct Rs. 50/- only as the monthly subscription.

21.12.2016:   Cadre Review of Indian Telecommunications Service, Group ?'

The Cabinet on Wednesday approved the Cadre Review of Indian Telecommunications Service, Group ?'.

The proposal has the following salient features:

(a). Creation of one Apex level post of Director General of Telecom.
(b). The number of Duty posts has been fixed as 853.
(c). A Deputation Reserve of 310 posts has been provided for deputation of ITS officers to other Departments / organizations.
(d). A special diminishing reserve has been provided for posting of ITS officers in BSNL/MTNL.
(e). Cadre strength restricted to the present working strength of 1690.
 

The approval would result in strengthening of the cadre structure both at the DoT headquarters and in the field units on the basis of functional requirement. It will also meet the requirement of skilled manpower in BSNL/MTNL. This will reduce the existing stagnation of ITS officers.

Indian Telecom Service Group 'A" was constituted in 1965 to meet the policy, technical and managerial functions of the government in areas related to telecommunications. Selected through Engineering Services examination conducted by Union Public Service Commission, the officers of ITS are working in management and administrative positions in the Department of Telecommunications (DoT) and its PSUs (BSNL, MTNL and TCIL), Telecom Regulatory Authority of India (TRAI), Telecom Dispute Settlement Administrative Tribunal (TDSAT), and also in other Central Ministries/ Departments/ Autonomous Bodies and State governments on deputation.

These facts coupled with the stagnation in various grades of the service necessitated a review of the structure of ITS.

The Cadre Strength has been restricted to the present working strength of the cadre, and the cadre review would entail no fresh financial commitment for Government.

21.12.2016:   GS, AGS (HQ), AGS (F) and GS, AITEEA met GM (FP) and discussed regarding:

 

A. CPCs from AO to CAO and JAO to AO: We requested to expedite CPCs from AO to CAO and initiate CPC from JAO to AO. GM (FP) informed that ACRs of the eligible AOs are being collected from Circles with the screening report to expedite the CPC. On the issue of JAO to AO CPC. GM (FP) mentioned that after CAO CPC, against the resultant vacancies of the CAOs the CPC from JAO to AO will be initiated to fill-up all vacant AO posts. We requested to initiate the CPC from HJAO to AO immediately since more than 1000 AO vacancies are already available. We also requested for calling the VCRs of AOs from CVO.

 

B. Settlement regarding Pay Parity issue of Direct Recruited JTO of 2007 & 2008 batches in the light of 2nd PRC: We requested for the settlement of Pay Parity issue of Direct Recruited JTO of 2007 & 2008 batches in the light of 2nd PRC. GM (FP) mentioned that in case of future committee, if the opinion or comments of FP cell are desired, we will give a positive note in this regard.

 

C. Consideration of request / tenure transfers of AOs/CAOs/DGM (F): We requested for consideration of request / tenure transfers of AOs/ CAOs/ DGM (F). GM (FP) assured to look into.

  

D. Training of newly recruited JAOs: We requested for an early training of newly recruited JAOs posted in Haryana Circle. GM (FP) assured to look into it earliest.

21.12.2016:   Meeting with GM (Estt):

GS, AGS (HQ), AGS (F) and GS, AITEEA along with CS AIGETOA, BSNL CO met GM (Estt) and discussed regarding the replacement of Intermediate Pay Scale E1A & E2A by Standard Pay Scale E2 & E3. We requested:

 

That it is high time for BSNL management to pursue the replacement of Intermediate Pay Scale E1A & E2A by Standard Pay Scales E2 & E3 respectively with a maximum residency period of 5 years in any scale/grade as per existing Executive Promotion Policy (EPP)-2007.This proposal will have minimum financial implications.

 

Replacement of E1A scale by E2 in Food Corporation of India (FCI) has been implemented successfully despite having a substantive post at E2.It could be a glaring & pertinent example/way to deal with such a situation. Fortunately in BSNL, there is no substantive post at E3 level; therefore the replacement of Intermediate Pay Scale E1A & E2A by Standard Pay Scales E2 & E3 respectively in BSNL is more rational & easier to implement.

 

After applying above proposal, anomaly, if any arises, may be dealt separately after due discussions & deliberations.

 

GM (Estt) informed that the proposal for replacement of E1A by E2 and E2A by E3 and keeping one executive in E3 grade for ten years and to maintain five promotion under EPP is being send to DoT immediately. We strongly opposed the proposal of keeping one executive in E3 grade for ten years. In this regard GM (Estt) further informed that the recognized executive association [SNEA (I)] has agreed with the proposal for keeping one executive for ten years and keeping five promotions intact.

 

It is understood that this proposal has been placed in the Management Committee of BSNL Board today and after its approval it will immediately will be sent to DoT for consideration and approval.

21.12.2016:   Misleading spread out by SNEA (I) on their website regarding implementation of E-2 and E-3 IDA Pay Scales

On implementation of E-2 and E-3 IDA Pay Scales, AIBSNLEA has been demanding immediate replacement of E-1A & E-2A IDA Pay Scales by standard E-2 and E-3 IDA Pay Scales. The same demand was raised by GS, AIBSNLEA with Addl. Secretary (Telecom), DoT on 14.12.2016 in the presence of all the GSs of BSNL Unions/Associations. AST never asked specifically from GS, AIBSNLEA but he was explaining the DoT stand on this issue. AIBSNLEA is not there to support the demand of SNEA (I) for keeping one executive in E-3 scale for 10 years and against this AIBSNLEA will protest. Let, DoT immediately implement E-2 and E-3 Pay Scales for JTO/SDE equivalent executives in BSNL. SNEA (I) should stop misguiding the executives in this regard.

21.12.2016:  

Our CHQ Advisor, Shri Alkendra Singh, EE (Electrical) Rajasthan lost his mother on 20.12.2016. At this occasion, we pray almighty God to rest her soul in heaven. 

20.12.2016:  United Forum of BSNL Executives Associations comprising of AIBSNLEA, AIGETOA and AITEEA gave a call of agitation program in support of its long pending demands and the killing of democracy by management by not recognizing AIBSNLEA also as a majority association. In the first phase of agitation, members successfully organized Massive Demonstration today throughout the country. A large number of executives actively participated in the demonstration. In BSNL Corporate Office, a large number of executives assembled and protested against the indifferent attitude of BSNL Management for not settling the long pending issues and killing the democracy. All the CHQ Office Bearers of AIBSNLEA, AIGETOA and AITEEA stationed at New Delhi along with the Circle Office Bearers of these Associations actively mobilized the executives and made the demonstration a grand success. We extend our sincere thanks to all the executives who made demonstration a success.

In second phase of agitation the two day massive "Dharna" will be arranged on 27th and 28th December 2016 at BSNL Corporate Office and all Circle/SSA headquarters. All are requested to make it a grand success by ensuring 100% participation.  20.12.2016:   Meeting With GM (Pers):

Later on GS AIBSNLEA, GS AIGETOA, JS AIGETOA and Advisor AIBSNLEA met GM (Pers) and discussed the issue of pending CPCs (JTO to SDE. SDE to DE, DE to DGM) and issuance of posting orders of LDCE 2015 passed executives. GM (Pers) informed that as suggested by the Forum, efforts are being made to delink the SDE RRs from Board and get it approved from Management Committee. The matter is in the purview of CMD BSNL and Director (HR). We once again requested GM (Pers) to issue provisional posting orders by taking undertaking from the executives. We requested to issue the provisional promotional orders immediately. GM (Pers) assured to take necessary action in this regard.

On the CPC from JTO to SDE, GM (Pers) mentioned that in the next date of hearing in the Hon?ble High court Kerala, senior advocate from BSNL will attend the case and efforts will be made to get the stay order vacated. CPC from SDE to DE to fill up about 2000 DE posts is in progress and efforts are being made to expedite the CPC. CPC from DE to DGM has been initiated to fill up about 400 DGM Posts, ACRs/VCRs are being collected to expedite the CPC.

The reply from DoT is still awaited on the restructuring the AD (OL) Cadre and he has discussed the matter today with Director (PSU), DoT for early clearance.

Clarification on EPP for double Pay Fixation in the same scale: GM (Pers) informed that the matter will be discussed further in DOT with Addl. Secy. (Telecom) for clearance shortly.

Consideration of request/tenure transfer of SDEs/DEs: We requested for consideration of request/tenure transfer of SDEs/Des who has completed tenure. GM(Pers.) mentioned that within one week all pending about 70-80 transfer cases will be considered and order will be issued.

 Dear comrades,

 

Membership verification of Executive Association is over but against the killing of the democracy by BSNL Management wherein AIBSNLEA even after winning of 17 circles with majority votes has been declared as support association is not accepted.  Against this our struggle will continue in BSNL.  Already united Forum of BSNL executives Associations comprising AIBSNLEA, AIGETOA and  AITEEA  has served a notice for organisational action programme commencing w.e.f  20th December 2016 against the non settlement of pending HR issues pertaining to pay, promotion and pension of the executives.  AIBSNLEA has secured 18377 votes during membership verification and has emerged as the second largest executive association. Hence it is the duty and responsibility of AIBSNLEA to protect the interest of these large numbers of executives.  In the name of recognised association we can't allow one association to play with the carrier of thousands of our members.  We have equal rights to protect the interest of our members and management cannot ignore our strength.  Hence, we are determined and committed to get resolved all important HR issues pertaining to pay, promotion and pension  of the executives. Let us be united under the umbrella of United Forum of BSNL executives Association comprising AIBSNLEA, AIGETOA and AITEEA to struggle and get settled the legitimate demands.   Unity is strength.  Some vested interests will always  try to break our unity but with our strong commitment and conviction of unity give them befitting reply by not allowing to weaken our unity. 

16.12.2016:    Misleading information given by one Association after the membership verification

On 14-12-2016, in continuation to the discussion on Tower Subsidiary issue with AST/DOT, the issue of replacement of Intermediate E1A and E2A scales by E2 and E3 was raised only by GS, AIBSNLEA and not by any other leader as claimed by GS, SNEA on his website.  AST replied that he is taking up the issue for approval of E1A and E-2A from Cabinet for those executives who have been recruited in E-1A and E-2A pay scales and the JTO/JAOs recruited subsequently will get E-1 scale only. 

 

Against this, GS AIBSNLEA pleaded that E-1A and E-2A scales were already approved by the DPE during 1st PRC and now E-1A and E-2A scales should immediately be replaced by E-2 and E-3 Standard Pay scales.  AST mentioned that in case E-1A and E-2A scales are replaced by E-2 and E-3 scales then there  is a  legal right of revision of E-3 by E-4, E-4 by E-5, E-5 by E-6,  E-6 by E-7, E-7 by E-8, E-8 by E-9 & E-9 by E-9A and he is fully convinced with this legal aspect.  Hence, DOT will sent both the proposals first to approve E-1A and E-2A intermediate Pay scales after 2nd PRC for those JTOs/JAOs equivalent who have been recruited in E-1A scales and the second proposal as per the BSNL's proposal to replace all the pay scales to the cabinet for consideration and approval.  We pleaded that sending the proposal will delay the matter hence, DOT should settle the scales in DOT itself.  AIBSNLEA strongly pleaded that since initial two scales of E1A and E2A are provisional and hence immediate replacement of E-1A &E-2A pay scales by standard pay scales of E-2 and E-3 is the necessity of the hour and all other scales can be decided subsequently. The issue was raised by the AIBSNLEA only in the said meeting with AST while the so called majority Association didn't prefer to raise the issue in that meetingAIBSNLEA is committed for replacement of E-1A and E-2A scales by Standard E-2 and E-3 pay scales by DOT before 3rd PRC. AIBSNLEA strongly protested against the degradation of the scales with AST?s proposal to give E-1 pay scales to JTOs/JAOs.  It will degrade the status of JTO/JAO cadre in BSNL.  We expressed our firm opinion on replacing of initial two scales leaving aside all other scales and anomalies. Those claiming to be the saviours are actually the proponents of Cascading and intentionally they are passing the buck on other associations. Even after MV, they have not come out of the MV fever and still trying to befool the executives by claiming that they are doing everything while in actuality doing nothing except raising the false propaganda. We can understand their problem. They tried to suppress the information for reasons best known to them and when we apprised members of the actual position, they are just into the cover up mode. Even a small child will not accept this claim that somebody did not posted the information as there was strike. How strike stops somebody from sharing the full information while information pertaining to Tower Subsidiary was uploaded without any delay.

 

The issue to release of recently held JE Examination was raised by the leaders of non-executive unions wherein AST expressed his ignorance but assured to look in to the matter

14.12.2016:    Meeting of Forum of BSNL Unions and Associations with AST, DoT

GS along with the representatives of forum of BSNL Unions and Associations meet with Addl. Secretary (T), DoT as the meeting was arranged by the CMD BSNL and discussed regarding creation of Tower Subsidiary of BSNL. Forum expressed the reasons to oppose the creation of Tower Subsidiary in BSNL apprehending that after some time Govt. may disinvest its shares and privatize. It will weaken the strength of BSNL. Addl. Secretary mentioned that Tower Subsidiary is being created with 100% stake of BSNL at present. What will happen after five ? ten years nobody can tell? However, after the meeting forum leaders discuss the developments and decided to implement One day strike on 15th December 2016 with success.

 

All the CHQ Office Bearers, Circle/District Secretaries are requested to make the strike a grand success by active participation.

 

On this occasion, GS AIBSNLEA requested AST to clear the BSNL proposal for replacement of the E1A and E2A pay scales by standard E2 and E3 pay scales. AST informed that a Cabinet Note for the approval of intermediate pay scale of E1A and E2A is being sent to the Cabinet for approval and future recruitment of JTO equivalent executives in E1 IDA pay scale only. We protested against this move and requested to approve the BSNL's proposal. On this issue AST was non-committal. There is an imminent need to launch a strong and effective organizational action program.

14.12.2016:    On the call of Unions and Associations of BSNL, One day strike against formation of a Subsidiary Tower Company demanding the government to drop the proposal to form a Subsidiary Tower Company of BSNL will be observed on tomorrow i.e. 15th Dec., 2016.

All the members are requested to  participate in the above one day strike call given by the Unions and Associations of BSNL and make it a grand success. All the CHQ Office bearers, Circle/District Secretaries are requested to ensure successful implementation of the strike.

.............From the updates on the website of SNEA, it appears that the rights of persuasion has been reserved for them. They have written very big big about their agitations and with 5 minutes Lunch Hour demonstration they project themselves to have achieved everything. They are trying to mislead people by giving absurd justifications for not pursuing 22820/- as initial basic. They claim that everything cannot be settled by one meeting at the same time claiming that everything has been achieved by them in one single meeting. We also agree, everything cannot be achieved in one meeting. For that you need to have intensions? for that you need to pursue? for that you need to be honest in your approach.

They have made tall claims...They love to claim themselves as saviours and fighters.

However, truth is visible to every one?the so called fighters withdrew the audio of Ex-GS AIGETOA on simple verbal warning from SR Cell. The audio which they uploaded with much fanfare was deleted by night on the objections from BSNL Management.

Their dual face is also visible from their letter no. SNEA/CHQ/CMD/2015-18/34 dated 23.09.2016 <<<<Click here for letter>>> wherein they have stated the real reason for withdrawing the agitation which they launched in May 2016. They claimed that they settled Pay Scale, CPSU, and Superannuation issues etc. We leave it for the people to see that the tall claims are on the website only and what they actually do behind closed walls.

An appeal by GS AIGETOA to all the executives recruited by BSNL

As you all are aware that tomorrow we are going to cast our vote for the first Membership Verification of Executive Association in BSNL. In this membership Verification, as per the terms of MoU, we have decided to support our alliance partner and accordingly we request all the BSNL recruited executives to cast their Vote to AIBSNLEA at number 1 position in the ballot paper.

 

The decision to support the MoU with AIBSNLEA has been taken after a complete and thorough analysis. AIGETOA has the history of not backstabbing anybodyThe efforts matter and the efforts have been taken and they are visible on ground also. It is the efforts of AIGETOA and thereafter United Forum [comprising of only AIBSNLEA and AIGETOA] that MT recruitment was withheld and now cancelled despite the best efforts of General Secretary of one of the Friendly Association to get the MT examination through on the pretext that his members are crossing the age of fifty and fresh blood is required through external recruitment for management succession plan. It was mainly the efforts of the forum of AIGETOA & AIBSNLEA that our issues are on the path of resolution and have taken a firm shape in black and white on paper. AIGETOA has never believed in one upmanship and idolization of personality cult.

 

AIGETOA has never compromised on the separate identity for Direct Recruits. Had we compromised, we would have also became the part of this process but we chose to keep our identity intact. We have pursued the same in court of law.

 

With pride, we would like to announce that in our case for separate representation to BSNL recruits, today Hon?ble Kolkata High Court has appointed Shri Soumya Majumdar, an esteemed senior advocate as ?Amicus Curiae? for decision in the first week of January 2017 and has reaffirmed that the current process of MV including declaration of results are bound by the Order of Hon?ble Kolkata High Court in this regard and all steps taken regarding MV shall abide by the writ petition of AIGETOA.

 

It was AIGETOA only who fought for this issue and with pride we would like to announce that our stand has been vindicated and we are very much sure of getting our legitimate due in this regard. Hon?ble Court is convinced on our representation and accordingly has appointed Amicus Curiae for decision.

06.12.2016:    A Report on the Jammu visit of Shri Laxman Bhanot, All India President AIGETOA CHQ and Shri Devesh Sharma , OS(North) AIBSNLEA CHQ:

Shri Laxman Bhanot, All India President AIGETOA CHQ and Shri Devesh Sharma , OS(North) AIBSNLEA CHQ met personally with the comrades of Jammu and made the active and healthy interaction with them. A huge response in the favor of AIBSNLEA was observed in the comrades of J&K Circle and they witnessed the huge response in the entire circle in the favor of AIBSNLEA.

 

In the personal meeting comrades of J&K had shown their interst in favor of AIBSNLEA in ensuing referendum for the better resolvement of the issues of the entire Executive fraternity. They also discussed about the AIBSNLEA and AIGETOA efforts about the issues of the DR Executives like Pay, Promotion and Pension issue. Comrades of J&K appreciated that the combined efforts of the United Forum of AIBSNLEA and AIGETOA are addressing the problems of the Executives in an effective manner.  

 

They thanked the Comrades of J&K to give them an opportunity to meet them in person.

06.12.2016:    A Report on the Joint GB meeting cum massive Election campaign of AIBSNLEA & AIGETOA at Punjab in Sector 34 IQ on 04.12.2016 and ITPC Nodal Centre Panchkula Chandigarh, GMTD Chandigarh Compound and Main Exchange Ludhiana Compound on 05.12.2016

Joint General Body meetings of AIBSNLEA and AIGETOA were held at Sector 34 IQ, ITPC Nodal Centre Panchkula Chandigarh, GMTD Chandigarh Compound and Main Exchange Ludhiana Compound with huge gathering, in a grand manner. 

 

By defeating the ill and sinister motives of our sister association the Adhoc body of the AIBSNLEA Chandigarh District was formed with great enthusiasm of comrades in which Com. Naresh Dhingra, Com. H.L.Saini SDE, Com. Ashwini Kumar and Com. Sulekha Kaul were nominated as District President, Vice President, District Secretary and District Finance Secretary.

 

Hundreds of Members of AIBSNLEA and AIGETOA across the whole Punjab Circle had attended the meeting with full energy and enthusiasm. Shri Prahlad Rai GS AIBSNLEA was the Chief guest in the meetings. Shri Kuldeep Ram, Presidsent AIBSNLEA Punjab Presided over the meetings. Com. Laxman Bhanot, All India President AIGETOA thanked the comrades of Punjab for the grand successful joint general body meetings at ITPC Panchkula, Chandigarh and Ludhiana. He informed that all the CHQ/Circle/District Office Bearers are visiting in the whole country. In his speech he informed that this referendum process is a good opportunity for settling our HR issues. He opined that the BSNL is suffering with a fever of poor HR policies and AIBSNLEA is the only medicine to overcome with this fever. He appealed that if one votes for AIBSNLEA then actually he will vote for himself. He informed that our sister Association is playing the song of the Management on the issues of Pay, Pension and Promotions. He thanked GS AIBSNLEA for supporting the agenda of AIBSNLEA. He appealed that the Executives can regain their lost self respect by voting in favour of the AIBSNLEA supported by AIGETOA on 07.12.2016. He appealed all Executives to make AIBSNLEA No. 1 in the referendum process.

During his very informative speech Com. GS told that the history of the AIBSNLEA is full of the hard work and dedication towards the settlement of the issues of the Executives.

 

Com. GS deliberated the history of problems and the efforts of AIBSNLEA in getting resolution of all the issues like finalization and implementation of Executive Promotion Policy, Transparent Transfer Policy, 2nd PRC implementation with 30% fitment benefit.  He said that he is in continuous campaign since the last 2 months all over the country to all the members for their support to make AIBSNLEA No. 1 Executive?s Association in the forthcoming membership verification of BSNL executives. He mentioned that AIBSNLEA was formed by merging of 10 DoT recognized Group B Officers Associations in BSNL and representing all disciplines of BSNL i.e Telecom Engg, Telecom Finance and Accounts, Civil, Electrical, Architecture, TF Engg wings, PA/PS, Central Secretariat Staff, AD(OL) and general line disciplines of BSNL.  He appraised that at the time of formation of BSNL and after exercise of our absorption BSNL Management assured us that executive promotion policy shall be implemented in BSNL.  But our legitimate issues were not settled for 6-7 years after the formation of BSNL . After a long struggle we could achieved implementation of  EPP and struggling continuously for its refinement.

 

Now with the consistent efforts of AIBSNLEA, our lots of Executives have got promoted to DGM in Engg, Finance, TF and C/E/Arch wings.   AIBSNLEA is against any lateral entry above the rank of JTO and JAO and determined to get MTRR/DR DGM RR scrapped and for promotion of Executives recruited from Basic Cadre (JTO/JAO) up to the highest level of CGM/CMD like other CPSUs. He stressed that our E2 & E3 pay scales for JTO and SDE level Executives should be finalized soon and the AIBSNLEA is committed for the same.  It is really unfortunate situation that this is a heart burn issue of our sister association when the DR executives will reach SDE to DE scale after completion of 10 years of service by merging SDE and Sr.SDE cadre, so they are trying to remain in the E-3 scale for the 10 years to be a hindrance to our young executives.  Our demand is that E1A to be replaced by E-2 and E2A to be replaced by E-3. But due to indifferent attitude of DoT Administration. Com. GS assured that AIBSNLEA is determined to resolve the issue and invoked all members to be ready for agitation on the issue. He discussed the efforts of  AIBSNLEA in getting removal of 60:40 condition of pension and 78.2% fitment benefit orders for pensioners. He said that AIBSNLEA is determined that 30 % superannuation is to be settled and this should be given effect from 1-1-2007, in the same manner by which 2005, 2010 JAO batch pay anomaly case has been settled. He stressed that 2007 and 2008 batches JTOs should be given pay scale of Rs. 22,820/- and their pay scale should be revised. 

 

Com. GS further informed that E-1+5 increments to JAO 2013, JTO (SRD), SDE RR modification, E-5 to E-6 time bound promotions to DGMs, MT Quota diversion to CAO are waiting for board approval.  Now a Committee has been constituted to examine the cases already approved by MC of BSNL Board. AIBSNLEA is consistently pursing with the Management to get this issues settled in the BSNL Board meeting to be held on 17th Dec-2016.

 

Com. GS intimated that  2000 SDE to DE and 828 AO to CAO CPC is under process.  8600 JTO to SDE, CPC of SDE to EE Civil is under process.  48 PPS post has been created. AD (OL) restructuring approval is pending in DoT.  25% Sr. Hindi Translator posts will be upgrad to JTO scale.  GSM with GPRS data facility, mobile handset and 525 plan have been provided. Now their further improvement is under active consideration. In the 3rd PRC BSNL being a Schedule ?A? company all the benefits should be given accordingly.  BSNL is the only telecom sector to provide service in remote area of Uttaranchal, Jammu & Kashmir.  BSNL has earned operating profit for the last three consecutive financial years. And last year, it was Rs. 3880 crores.  So pay should be revised in 3rd PRC.  It should be extended to BSNL pensioner also.  This is our responsibility and we have made our presentation to 3rd PRC twice.  JAO 2016 batch have got their posting and orders have been issued recently for making him eligible for voting power. Now efforts are being made for their regular postings.

 

Com. GS told that AIBSNLEA has requested BSNL Management to take immediate steps for conducting CPCs from SDE to DE, AO to CAO, JAO to AO, SDE (C) to EE (C), LDCE from JTO to SDE and filing the appeal in the Hon?ble High Court of Punjab and Haryana as well as impaled in the SLP pending in the Hon?ble Supreme Court of India in the matter of Laxmi Narayan against the judgment of Hon?ble High Court of Punjab and Haryana as per the legal opinion given by the Solicitor General of India.  We have also requested to expedite the CPCs to fill up about 2000 vacant DE posts and about 900 CAO posts immediately since there is no stay order on promotion. The CPCs can be conducted by implementing SC/ST roster as per the availability of DoP&T guidelines and outcome of the Hon?ble Courts.

 

AIBSNLEA and AIGETOA is opposing MT Recruitment, DR DGM Recruitment and keeping one Executive in E3 scale for 10 years. AIBSNLEA and AIGETOA demands no lateral entry above JTO and JAO level since BSNL have talented Executives having B.Tech, M.Tech, MBA, ICWA, CA qualifications. These Executives are capable of leading the BSNL better than any outsider. AIBSNLEA and AIGETOA is committed for replacement of E1A by E2 and E2A by E3 to JTO and SDE equivalent Executives and to remove the pay loss of JTOs 2007 and 2008 batches by achieving Rs 22820 pay scale instead of 19020 in the pre-revised pay scale as already achieved by AIBSNLEA for JTO 2005 and JAO 2010 batch and also ROTA Quota to LDCE by amendment of SDE RR etc.

 

AIBSNLEA is always at the forefront during agitation calls given by Forum of BSNL Unions and Associations to oppose the wrong policies of the Government. On Subsidiary Tower Company issue he informed that AIBSNLEA and AIGETOA has opposed it.  There is a strike on 15th December 2016 on this issue.  54% reduction in loss of BSNL has been occurred during this year.  Revenue flow of BSNL is increasing gradually and in last financial year it was Rs. 31,000 Crores.  Com. GS discussed in detail the efforts being taken continuously for resolving the issues by both the associations i.e. AIBSNLEA & AIGETOA. He said that AIBSNLEA is concerned with Executives interests as well as equally concerned with the viability of BSNL and that is why AIBSNLEA always pursued DOT on the issues like protest against SAM Pitroda Committee recommendation, VRS to one Lakh employees, Unbundling of Copper Conductor, Refund of BWA Spectrum, payment of rural deficit, 30% disinvestment in BSNL etc. He invited the attention of all the members to cast their vote in favour of AIBSNLEA on 7th December 2016 at Sl . No.1. He thanked AIGETOA and AITEEA for their unconditional support and assured all DR fraternity that AIBSNLEA is always committed for the betterment of BSNL Direct recruits and will work with full dedication for completion of their agenda.

 

At last Com. GS told that the history of AIBSNLEA is full of the hard work and dedication to resolve the issue of its members. He informed that some myths are being spread by some of the sister association and some persons but these all are due to their vested interests and no one should believe on them .He also appealed to all to cast their votes on serial no. 1 of ballot paper in support of AIBSNLEA.

 

At all the meeting places, the entire meeting venues were jam packed with hundreds and hundreds of comrades of entire Punjab circle. The meetings ended with the national anthem.

    AITEEA extends its All out support to AIBSNLEA in the First MV to be held on 7.12.2016

  • All My dear Friends & Fraternity; As all of you are well aware that AITEEA is pursuing hard the Pay Parity Issue (initial basic 22820 from DOA) of All Post 2007 Executives with respect to second PRC from the Ministry of Communication to the highest corridors of top Management. Since the inception of this association, we have not spared a single moment as a team & put all out efforts to raise this genuine demand of our pay loss at every avenue of Policy makers & before main stream associations. Now as membership verification is coming nearer & nearer, it seems as if All main stream association are willing to take our issue as their core agenda & in turn they need our support. This is among appreciable achievements of AITEEA as it has been successful in making it as the issue of All associations. Now we have to evaluate to whom we have to rely on & to whom we have to shed off. Membership Verification vis-?vis the Role of AIGETOA - AIGETOA appeals all Executives to vote AIBSNLEA in coming Membership Verification on 7th December 2016.

Rightly Said by one of the mainstream associations, the bargaining power depends on the majority of the recognized Association and that in turn decides the acceleration in settling the issues.

The Management?s vision on the ensuing Referendum is quite clear. The reply which they have submitted to AIGETOA states the purpose without any ambiguity. It is stated that Management wants to hold referendum as they want to take the view of the majority association on issues like Restructuring of BSNL, Rationalization of Posts, Recruitment of Management Services, cadres etc. Therefore, prime purpose of the referendum process is to recruit Management Trainees, DGMs in the middle management and curtailment in the number of Posts. 
Now we can understand the desperation level of those who were asking for referendum to happen. However, now when it is happening, it is duty of each and every executive that the right association should come forward. 

As far as the status of AIGETOA is concerned, we have been pursuing for separate representation status for BSNL Recruited Executives. Our case for separate recognition is being heard in Kolkata High Court and Court has stated that the current referendum is subject to outcome of the case. The case is listed for arguments next week. We hope for a positive outcome from the Hon?ble court. We are also thankful to AIBSNLEA for supporting the stand of AIGETOA and conveying to management that separate recognition for association of BSNL recruits should be ensured. Similarly, our circle bodies are pursuing their cases at Different Courts. We sincerely hope that a positive outcome will be there. Those who are saying that AIGETOA will not survive, are simply running into fools paradise, these are their day dreams or atmost some identity crisis syndrome. AIGETOA was, is and will remain as the custodian of the DR's Right and anybody claiming beyond that is a simple prejudice and nothing else. People are smart enough to realize and if anybody thinks that DRs can be forced to follow a cult syndrome, then that is again their day dream.

As we are aware that after the ensuing membership verification, there will be only two Associations in the BSNL and the policy matters and HR issues will be discussed and negotiated only with the majority Association. Therefore in the membership contest, it is very important that the number one association comes with a thumping majority so that the second association cannot become a hurdle in policy making. Therefore it becomes the duty of Electoral College to ensure that the scenario post refer
endum gives a clear mandate to the majority association so that the issues can be carried forward without any hitch and glitches. Accordingly, AIGETOA appeals to all the executives to ensure that votes remains in favor of the association which can carry the issues and aspirations of the whole executive fraternity. Accordingly, it is expected from each and every executive that they should cast their vote in favor of association which can carry their aspirations and issues effectively before management and does not become the tool for carrying forward the agenda of Management. Any vote which is not polled in favor is equivalent to voting against your own issues. So votes should positively be casted by every eligible executive and they should ensure the their vote should not go waste.

Now the question that comes in the mind that whom should the executives vote for. It is expected from each and every executive that he should be aware of his rights and his issues. He should remain aware of what is good for us and what is bad. Who can carry our aspirations and who can kill our future career. 

AIGETOA has always stood firm for the rights of the executives especially for the issues pertaining to the BSNL recruits. The burning issues vis-?vis the stand of AIGETOA is as below:

Pay - We once again emphasize that AIGETOA is for replacement of initial two scales only. All other options can be explored later on when E1A and E2A are replaced by E2 and E3.

We have suggested merging of Sr. SDE scales and SDE scales which would entail the youngsters to reach E4 scale in 10 years of service instead of 15 years. Alternatively we gave a proposal to replace the initial two scales and that everything else can be taken care of later on once the standard pay scales are in place. We are against keeping an executive in E3 scale for 10 years. If any body needs five promotions assured, they may ask management to extend it to E7. This will give a great boost to the careers of the youngsters and assured time bound Promotions upto E7 level will end the stagnation in E6 level for seniors also. We are thankful to AIBSNLEA for carrying for supporting our cause. We are also thankful to them that they have clarified that if management comes with a proposal where initial two scales are replaced, the same will be acceptable to them. 

The Promotion is given as per EPP in every five years without keeping an executive in E3 scale for 10 years which can be discussed after the implementation of initial two scales, the same was acceptable to United Forum earlier also and same is acceptable to United Forum now also. Further, the talks of Financial implication of this proposal is also very less.

We are also thankful to AIBSNLEA for agreeing to carry forward the demand of Pay Parity of Executives recruited after 1.1.2007 with those recruited before 1.1.2007 i.e. Rs. 22820/- as initial basic. We are grateful that they have delinked initial basic of Rs. 22820/- with proposal of standard pay scales and are pursuing it as a separate demand so that the younger executives can at least overcome the burden of Pay Loss. AIGETOA is determined for the Resolution of Pay Anomaly though in different way i.e. E2 + 3 increments. However now that AIBSNLEA has agreed to carry forward this demand, AIGETOA will ensure that they don?t deviate from it post referendum. AIGETOA is also determined that mandatory provisions of second PRC recommendations is ensured before extending the third PRC Benefits. We are determined to go to any extent for that including legal means. 

The Pre-condition to put the Executives in E3 scale for 10 years was the prime reason for management offering the proposal of upgrading all scales as management was also not convinced on this unreasonable demand. Now this is for people to decide who wanted cascading and who did not.

Promotion
 -  AIGETOA is for securing the careers of thousands and thousands of the BSNL recruited executives. AIGETOA is for a career path where each and every executive who enters the department should have the path to reach the level of CMD. AIGETOA supports a stand where there is no limit of posts at AGM Level, there is no capping on AGM posts. AIGETOA supports a hierarchy where the promotions are not being talked up to the level of Sr. SDE. AIGETOA is in favor of a stand where there is no lateral recruitment above the level of JTO/JAO/Equivalent. AIGETOA wants a promotion mechanism where BSNL is free of words like MT, DGM recruitment. AIGETOA is for a promotional scheme which does not differentiate the selected 150 to reach upper scales and leaving all other executives in lurch. AIGETOA is in favor of implementing Khan Committee report in its true spirit not twisting and tweaking. AIGETOA wants to streamline the Rota amongst the executives in line with the quota from beginning. 

AIGETOA wants time bound functional promotion upto E7 becomes a reality for all executives. AIGETOA knows the difference between LDCE and that of LATERAL RECRUITMENT. AIGETOA Knows the difference between creating a new Cadre (MT) and giving promotions through LDCE.

AIGETOA agrees, accepts and states that there is huge talent pool available in BSNL and hence we don?t want middle management through Parachute Landing. Dream of AIGETOA is that one amongst us reaches to the esteemed post of CMD BSNL. AIGETOA is against bringing back the DoT legacy in BSNL where the group B officers were forced to retire without reaching STS level. AIGETOA cannot forget the talent of those who rendered services in BSNL for so many years. AIGETOA feels the blood of Executives is Fresh enough to take over the responsibilities of Middle and Higher Management in BSNL.

AIGETOA is thankful to AIBSNLEA for extending its helping hands in carrying forward the agenda of AIGETOA. It was because of AIGETOA?s struggle that MT has not been allowed in department till date. It is AIGETOA which stopped entry of MT in year 2008 and 2009 and together with AIBSNLEA in the year 2015-16. It is because we stopped MT, that so many seniors are now regular DGMs else that replication of old DoT era was not very far when Group B officers were forced to retire as PoTA DE.

AIGETOA is for parity between Executives getting promotion through LDCE and DPC. Hence AIGETOA wants that SDE RRs should be passed at the earliest. AIGETOA wants that executives waiting for their promotions for so many years should be promoted immediately without any further wait. AIGETOA wants that corrected seniority list should be submitted to court immediately so that promotions through DPC may be held smoothly. AIGETOA wants that promotion orders of the LDCE passed candidates be issued immediately and those trying to delay it and linking it through CPSU should be taught a lesson. AIGETOA is extremely thankful to AIBSNLEA for pursuing the agenda of Executives and sincerely hopes that long pending dispute of Rota in Quota shall be applied to executives promoted through all vacancy years. 

AIGETOA really appreciates them who went in the meeting with agitation withdrawal letter in their pocket in United Forum Struggle 2012. It was AIGETOA which took a firm stand that a committee should be constituted for examining the CPSU and Pay Scales Proposal else people were willing to withdraw just over a cup of tea with management and now claiming credit for constitution of Khan Committee. It was our vision that now the scales proposal and CPSU proposal is captured in black & white with positive recommendation
.

AIGETOA is for extending one increment to all the executives whose promotion orders have been delayed by Management. We are thankful to AIBSNLEA for assuring that one increment shall be extended to all whose promotion orders have been delayed due to administrative reasons.

AIGETOA is for the welfare of DR fraternity and hence welcomes the support of AIBSNLEA as they have carried forward our agenda without any ambiguity and without any preconditions like executives should be forced to stay for 10 years in E3, Middle Management should have parachute landing in BSNL, one assured promotion in CPSU etc. etc. They are firm that executives should not be forced to stay in E3 for 10 years just like us, They are dead against recruitment of MT/DGM just like us, They want promotion channel with a path to reach the apex level just like us. We thank AIBSNLEA for the efforts they took to protect the interests of BSNL recruited Executives.

Pension
 - AIGETOA is against any Hypocrisy in this most important demand of BSNL recruits which pertains to the social security of them after retirement. AIGETOA wants full 30 percent SAB and any dilution in that is not acceptable. Those who are asking for 30 Percent Superannuation Benefit.. and keeping 6 Percent demand in their manifesto should at least make their calculations correct. AIGETOA is against anybody calling the demand of 12 Percent unrealistic. AIGETOA is against anybody not attending the meeting and saying others surrendered. There was a call for everybody in the meeting... General Secretary AIBSNLEA was also not in the station on that day but their AGS attended the meeting. AGS and President AIGETOA attended the meeting. President NFTE also attended the meeting. Those who did not even bother to send their representative in the meeting for reasons best known are now calling that they would have ensured more. Perhaps they were aware what is going to happen and wanted to wash their hands away from it and hence missed the meeting...That meeting paved the way for creation of Superannuation Trust for BSNL recruits.. That meeting Paved the way for revision of quantum of Superannuation Contribution after actuarial analysis...that meeting paved the way for revision in date of implementation ...and it is that meeting that Management is agreeing for increasing the quantum now. We are against this Hypocrisy of doing nothing when given a chance and then singing the song. We are thankful to AIBSNLEA for helping us towards resolution of the issues. We are thankful to them for actually working and not just singing the songs. ..

We want that who so ever comes first should carry forward the agenda of resolution of burning issues pertaining to all BSNL recruits. Accordingly we want the one who supports Merger of Sr. SDE and SDE cadres and extending Promotions as Per EPP. This will open the gates of E7 for seniors also. We want that somebody who comes first should defeat the designs of Management to recruit MTs and DGMs in the middle. We want somebody who sincerely and whole heartedly works for Pay Parity of the executives recruited after 01.01.2007. We want somebody who says demand of 12 Percent Superannuation is realistic, somebody who works for getting 30 Percent Superannuation Benefit on ground. We sincerely hope that all the executives will understand what is good for them and request them to be on the side where the resolution of the issue lies. We sincerely hope and believe that AIBSNLEA will come out with a thumping majority from the sample survey taken and we feel that our issues are in safe hands.

With regard to the future of AIGETOA after referendum, our case for granting separate recognition to association for BSNL recruited Executives is under persuasion at Hon?ble Kolkata High Court by AIGETOA CHQ, Hon?ble Allahabad High Court by representatives of UP West and UP East Circle and at Hon?ble High Court at Cuttack by representatives of Odisha Circle. As you are aware that Hon?ble High Court admits the case only when there is merit in the case and accordingly we believe that Hon?ble Court of Law will consider our representation. On that front also, AIBSNLEA has supported us by writing to management for the separate representative status to association for BSNL recruited executives. Therefore, in the event of judgement coming in our favor, it becomes all the way necessary that both the representative association works in synch with each other for resolution of the issues. Further, the name of AIGETOA is associated with the fight for right...Till that fighting spirit is there inside us, any referendum, any recognition, any management can not stop us from fighting for our rights.

We find that AIBSNLEA is in our side on the issues and hence we appeal all the executives to be on AIBSNLEA side in referendum to be held on 7th December 2016 and vote for them.

False propaganda spread by SNEA(I) against AIBSNEA: SNEA(I) has made false propaganda on their CHQ website regarding Kerala issue. The fact remains that SNEA(I) during their agitation in Kerala Circle against transfers and postings of their members tried to victimize the members of AIBSNLEA through Circle administration. They wanted cancellation of transfer orders of their members only but they never wanted same treatment for the members of AIBSNLEA rather tried to misbehave & harass lady member of AIBSNLEA. Against this AIBSNLEA protested and demanded to protect the interest of AIBSNLEA members and demanded stern action against the culprits, who have misbehaved and harassed a lady officer -  the member of AIBSNLEA.

AIBSNLEA never supported the Ex-CGMT Kerala Circle Shri M.S.S. Rao and declared him an honest officer. Shri M.S.S. Rao fought with Director (CFA)- the Director of South Zone and CMD BSNL, hence suffered.

AIBSNLEA never support corruption in BSNL whereas one association continued to do this business, and writing letters in support of vendors for procurement of materials, against vendors to cancel the tenders and to support some other vendor, who is writing letters against GMTD/CGMT for the transfers and posting of their favorable GMs and CGMs in the Circle.

AIBSNLEA is forced to clarify as mentioned above since it is alleged wrongly. AIBSNLEA always concentrate to settle the problems of its members and to save their interest and never indulge in corrupt practices by supporting one vendor or opposing other vendor.

04.12.2016:  A Report on the Joint GB meeting on Election campaign of AIBSNLEA & AIGETOA at Federation Hall, PGMTD Campus, Jaipur on  03.12.2016:A  Joint General Body meeting of AIBSNLEA and AIGETOA was held at Federation Hall, PGMTD Campus, Jaipur on  03.12.2016 at 16.00 Hrs with huge gathering,  in a grand manner.  Members of not only AIBSNLEA and AIGETOA but also other associations across the length and breadth of Jaipur attended the meeting with enthusiasm. Around 250 executives attended the meeting. Shri Prahlad Rai GS AIBSNLEA , Sh. Ravishil Verma, GS AIGETOA were the Chief guest in the meeting. Shri Devesh Sharma, OS(North) AIBSNLEA CHQ, Com. Karan Singh, Advisor-CHQ, Com. Alkendra Singh, Advisor-CHQ, Com. Bhagwan Singh, Auditor CHQ AIBSNLEA and Com. Y. Jharwal, Financial Secy. CHQ,  Com. Abhishek Jain, CHQ, Com. Vivek Singh, OS(CHQ), AIGETOA, Com. Badri, VP-III CHQ AIGETOA and many other CHQ comrades were present in the meeting and attended and addressed the gathering. Com. A.K. Rawat, ACS(F), Raj. Circle convened the meeting.

After garlanding, Shri H.L.Awasthi, President RAJ. Circle, AIBSNLEA welcomed all the distinguished guests. He appealed to all to vote on number 1 for the victory of AIBSNLEA in the coming membership verification.

Com. P.N. Sharma, CS AIGETOA in his address cleared about the need of referendum and also explained against whom this referendum is. He also explained about what we get in this referendum?  He mentioned that in Rajasthan Circle the position of AIBSNLEA is very strong and the same is reflected during his visit in various branches of Raj.Circle with CS AIBSNLEA.

Com. M.K.Morodia, CS AIBSNLEA in his address confirmed GS AIBSNLEA that in the coming referendum AIBSNLEA will get around 80% voting in their favour. He also thanked Com.Ravishil, GS AIBSNLEA for supporting AIBSNLEA.

Com. Ravishil Verma, GS AIGETOA in his address explained why AIGETOA is not taking part in referendum and birth of AIGETOA. He also mentioned that who propagates their issues will be No.1 incoming referendum and also cleared that the AIGETOA and AIBSNLEA agenda are same. He also explained AIGETOA?s issues and their status. He thanked Raj. Circle for successful Jt. General body meeting.

Com. Prahlad Rai, General Secy., AIBSNLEA, thanked CS/Circle body of Rajasthan to give him opportunity on the occasion. In his address, he praised Rajasthan Circle for untiring support in All India/ CHQ Calls any time. He also mentioned that he started his association career as District Secretary from Jaipur SSA and also explained the need of MOU with AIGETOA and assured GS AIGETOA victory of AIBSNLEA is victory of AIGETOA.

During his elaborated speech he deliberated the history of problems and the efforts of AIBSNLEA in getting resolution of all the issues like finalization and implementation of  Executive Promotion Policy, Transparent Transfer Policy,2nd PRC implementation with 30% fitment benefit, Pay Revision of Executives after formation of BSNL.  He said that he is in continuous campaign since the last 2 months all over the country to all the members for their overwhelming support to be No. 1 executive association in the forthcoming membership verification of BSNL executives, AIBSNLEA consisting of 10 executive association of BSNL i.e Telecom Engg, Telecom Finance and Accounts, Civil, Electrical, Architecture, TF Engg wings, PA/PS, Central Secretariat Staff, AD(OL).  He appraised that at the time of formation of BSNL and after exercise of our absorption BSNL Management assured us that executive promotion policy shall be implemented in BSNL.  All our legitimate issues were not settled for 6-7 years after the formation of BSNL . After a long struggles against negative approach of the then ITS officers, EPP was achieved in 18-01-2007. But EPP is not achieved as per our aspiration.  Our demand is that there should be non post based assured time bound promotion of absorbed Group B executive up to the level of SG-DGM and after that according to the vacancy.  Earlier one JTO used to get only one promotion during his service and retired from maximum DE (Ad-Hoc).But Now with the consistent efforts of AIBSNLEA, our lot of Executives have got promoted to DGM in Engg, Finance, TF and C/E/Arch wings.   AIBSNLEA is against any lateral entry above the rank of JTO and JAO and determined to get MTRR/DR DGM RR scrapped and for promotion of Executives recruited from Basic Cadre (JTO/JAO) up to the highest level of CGM/CMD like other CPSUs. He elaborated that 3rd PRC is coming, before that our E2 & E3 pay scales for JTO and SDE level Executives.  This is a heart burnt issue of our sister association when the DR executives will reach SDE to DE scale after completion of 10 years of service by merging SDE and Sr.SDE cadre, so they are trying to remain in the E-3 scale for the 10 years to be a hindrance to our young executives.  Our demand is that E1A to be replaced by E-2 and E2A to be replaced by E-3. But due to indifferent attitude of DoT Administration, the issue is yet to be resolved. AIBSNLEA is determined to resolve the issue and invoked all members to be ready for agitation on the issue. He discussed the efforts of  AIBSNLEA in getting removal of 60:40 condition of pension and 78.2% fitment benefit orders for pensioners. He said that AIBSNLEA is determined that 30 % superannuation is to be settled and this should be given effect from 1-1-2007, in the same manner by which 2005, 2010 JAO batch pay anomaly case has been settled, 2007 and 2008 batches JTOs should be given pay scale of Rs. 22,820/- and their pay scale should be revised.  He informed that E-1+5 increments to JAO 2013,JTO (SRD) PA cadre, SDE RR modification, E-5 to E-6 time bound promotions to DGMs, MT Quota diversion to CAO waiting for board approval.  Now a Committee has been constituted to examine the cases already approved by MC of BSNL Board. AIBSNLEA is consistently pursing with the Management to get this issues settled in the BSNL Board meeting to be held on 17th Dec-2016.He intimated that  2000 SDE to DE and 828 AO to CAO DPC is under process.  8600 JTO to SDE, SDE to EE Civil is under process.  48 PPS post has been created. AD (OL) restructuring approval is pending in DoT.  25% Sr. Hindi Translator posts will be upgraded to JTO scale.  GSM with GPRS data facility, mobile handset and 525 plan have been provided. Now their further improvement is under active consideration. In the 3rd PRC BSNL being a Schedule A company all the benefits should be given accordingly.  BSNL is the only telecom sector to provide service in remote area of Uttaranchal, Jammu & Kashmir.  BSNL has earned operating profit for the last three consecutive financial years. And last year, it was Rs. 3880 crores.  So pay should be revised in 3rd PRC.  It should be extended to BSNL pensioner also.  This is our responsibility and we have made our presentation to 3rd PRC twice.  JAO 2016 batch have got their posting and orders have been issued recently for making him eligible for voting power. Now efforts are being made for their regular postings.

Com. GS told that AIBSNLEA has requested BSNL Management to take immediate steps for conducting CPCs from SDE to DE, AO to CAO, JAO to AO, SDE (C) to EE(C), LDCE from JTO to nSDE and filing the appeal in the Hon?ble High Court of Punjab and Haryana as well as impaled in the SLP pending in the Hon?ble Supreme Court of India in the matter of Laxmi Narayan against the judgment of Hon?ble High Court of Punjab and Haryana as per the legal opinion given by the Solicitor General of India.  We have also requested to expedite the CPCs to fill up about 2000 vacant DE posts and about 900 CAO posts immediately since there is no stay order on promotion. The CPCs can be conducted by implementing SC/ST roster as per the availability of DoP&T guidelines and outcome of the Hon?ble Courts.

AIBSNLEA and AIGETOA is opposing MT Recruitment, DR DGM Recruitment and keeping one Executive in E3 scale for 10 years. AIBSNLEA and AIGETOA demands no lateral entry above JTO and JAO level since BSNL have talented Executives having B.Tech, M.Tech, MBA, ICWA, CA qualifications. These Executives are capable of leading the BSNL better than any outsider. AIBSNLEA and AIGETOA is committed for replacement of E1A by E2 and E2A by E3 to JTO and SDE equivalent Executives and to remove the pay loss of JTOs 2007 and 2008 batches by achieving Rs 22820 pay scale instead of 19020 in the pre-revised pay scale as already achieved by AIBSNLEA for JTO 2005 and JAO 2010 batch and also ROTA Quota to LDCE by amendment of SDE RR etc.

AIBSNLEA is always at the forefront during agitation calls given by Forum of BSNL Unions and Associations to oppose the wrong policies of the Government. On Subsidiary Tower Company issue he informed that AIBSNLEA and AIGETOA has opposed it.  There is a strike on 15thDecember 2016 on this issue.  54% reduction in loss of BSNL has been occurred during this year.  Revenue flow of BSNL is increasing gradually and in last financial year it was Rs. 31,000 Crores.  Com. GS discussed in detail the efforts being taken continuously for resolving the issues by both the associations i.e. AIBSNLEA & AIGETOA. 03.12.2016:  A Report on the Joint GB meeting on Election campaign of AIBSNLEA & AIGETOA at Kanpur on  01.12.2016A  Joint General Body meeting of AIBSNLEA and AIGETOA was held at GMTD Office Conference Hall at  Kanpur at 11.00 am on 01/12/2016 with huge gathering,  in a grand manner.  Members of AIBSNLEA and AIGETOA across the length and breadth of Kanpur had attended the meeting with enthusiasm. Around 150 executives attended the meeting. Shri Prahlad Rai GS AIBSNLEA was the Chief guest in the meeting. Shri R.C.Verma, Presidsent Kanpur TD Presided over the meeting. and Sri Wasi Ahmed AGS AIGETOA , Shri Devesh Sharma , OS(North) AIBSNLEA CHQ, Sri A K Singh CS UP(E) AIBSNLEA and Sri S S Choudhary CS UP(E) AIGETOA and many other senior comrades.

He also described about the AIBSNLEA's efforts about the issues of the DR Executives like Pay, Promotion and Pension issue. He mentioned that the combined efforts of the United Forum of AIBSNLEA and AIGETOA are addressing the problems of the Executives in an effective manner. He appealed all the Executives to be unite and cast their votes in favour of AIBSNLEA for the best settlement of their issues. 

Com. Wasi Ahmad, AGS, AIGETOA thanked the convener of the meeting for giving him the opportunity to come in this holy state and share the dais. In his speech he enumerated the history of formation of AIGETOA, its stand on the membership verification and reasons for AIGETOAs support to AIBSNLEA in this referendum process because AIBSNLEA is supporting the agenda of AIGETOA. He enumerated in detail the service conditions and PPP (Pay, Promotion and Pension ) of BSNL Recruited Executives. He vehemently opposed the MTRR/ Recruitment as it is blocking the career progression of D/R Executives. He said that DR JTOs/SDEs have already swapped ITS in technical field of BSNL and Now it is the turn of Managerial Posts. We are enough capable to hold all the managerial posts of BSNL and there is no need to recruit MT. AIBSNLEA/AIGETOA is dedicated to scrap MTRR/Outside DGM RR and determined for promotion of Executives recruited from Basic Cadre (JTO/JAO) up to the highest level of CMD like other CPSUs.  He also discussed the pending promotions ( 9000 through SDE DPCs, 3000 through SDE LDCEs, 2500 DE and 400-500 DGMs) due to court cases and said that only CPSU hierarchy is the solution. He appealed all Executives to make AIBSNLEA No. 1 in the referendum process.

Com. Prahlad Rai, General Secy., AIBSNLEA, thanked CS/Circle body of UP(East )to give him opportunity on the occasion. In his address, he praised UP (East) Circle for untiring support in All India/ CHQ Calls any time.

During his elaborated speech he deliberated the history of problems and the efforts of AIBSNLEA in getting resolution of all the issues like finalization and implementation of  Executive Promotion Policy, Transparent Transfer Policy,2nd PRC implementation with 30% fitment benefit, Pay Revision of Executives after formation of BSNL.  He said that he is in continuous campaign since the last 2 months all over the country to all the members for their overwhelming support to be No. 1 executive association in the forthcoming membership verification of BSNL executives, AIBSNLEA consisting of 10 executive association of BSNL i.e Telecom Engg, Telecom Finance and Accounts, Civil, Electrical, Architecture, TF Engg wings, PA/PS, Central Secretariat Staff, AD(OL).  He appraised that at the time of formation of BSNL and after exercise of our absorption BSNL Management assured us that executive promotion policy shall be implemented in BSNL.  All our legitimate issues were not settled for 6-7 years after the formation of BSNL . After a long struggles against negative approach of the then ITS officers, EPP was achieved in 18-01-2007. But EPP is not achieved as per our aspiration.  Our demand is that there should be non post based assured time bound promotion of absorbed Group B executive up to the level of SG-DGM and after that according to the vacancy.  Earlier one JTO used to get only one promotion during his service and retired from maximum DE (Ad-Hoc).But Now with the consistent efforts of AIBSNLEA, our lot of Executives have got promoted to DGM in Engg, Finance, TF and C/E/Arch wings.   AIBSNLEA is against any lateral entry above the rank of JTO and JAO and determined to get MTRR/DR DGM RR scrapped and for promotion of Executives recruited from Basic Cadre (JTO/JAO) up to the highest level of CGM/CMD like other CPSUs. He elaborated that 3rd PRC is coming, before that our E2 & E3 pay scales for JTO and SDE level Executives.  This is a heart burnt issue of our sister association when the DR executives will reach SDE to DE scale after completion of 10 years of service by merging SDE and Sr.SDE cadre, so they are trying to remain in the E-3 scale for the 10 years to be a hindrance to our young executives.  Our demand is that E1A to be replaced by E-2 and E2A to be replaced by E-3. But due to indifferent attitude of DoT Administration, the issue is yet to be resolved. AIBSNLEA is determined to resolve the issue and invoked all members to be ready for agitation on the issue. He discussed the efforts of  AIBSNLEA in getting removal of 60:40 condition of pension and 78.2% fitment benefit orders for pensioners. He said that AIBSNLEA is determined that 30 % superannuation is to be settled and this should be given effect from 1-1-2007, in the same manner by which 2005, 2010 JAO batch pay anomaly case has been settled, 2007 and 2008 batches JTOs should be given pay scale of Rs. 22,820/- and their pay scale should be revised.  He informed that E-1+5 increments to JAO 2013,JTO (SRD) PA cadre, SDE RR modification, E-5 to E-6 time bound promotions to DGMs, MT Quota diversion to CAO waiting for board approval.  Now a Committee has been constituted to examine the cases already approved by MC of BSNL Board. AIBSNLEA is consistently pursing with the Management to get this issues settled in the BSNL Board meeting to be held on 17th Dec-2016.He intimated that  2000 SDE to DE and 828 AO to CAO DPC is under process.  8600 JTO to SDE, SDE to EE Civil is under process.  48 PPS post has been created. AD (OL) restructuring approval is pending in DoT.  25% Sr. Hindi Translator posts will be upgrad to JTO scale.  GSM with GPRS data facility, mobile handset and 525 plan have been provided. Now their further improvement is under active consideration. In the 3rd PRC BSNL being a Schedule A company all the benefits should be given accordingly.  BSNL is the only telecom sector to provide service in remote area of Uttaranchal, Jammu & Kashmir.  BSNL has earned operating profit for the last three consecutive financial years. And last year, it was Rs. 3880 crores.  So pay should be revised in 3rd PRC.  It should be extended to BSNL pensioner also.  This is our responsibility and we have made our presentation to 3rd PRC twice.  JAO 2016 batch have got their posting and orders have been issued recently for making him eligible for voting power. Now efforts are being made for their regular postings.

Com. GS told that AIBSNLEA has requested BSNL Management to take immediate steps for conducting CPCs from SDE to DE, AO to CAO, JAO to AO, SDE(C) to EE(C), LDCE from JTO to nSDE and filing the appeal in the Hon'ble High Court of Punjab and Haryana as well as impaled in the SLP pending in the Hon'ble Supreme Court of India in the matter of Laxmi Narayan against the judgment of Hon'ble High Court of Punjab and Haryana as per the legal opinion given by the Solicitor General of India.  We have also requested to expedite the CPCs to fill up about 2000 vacant DE posts and about 900 CAO posts immediately since there is no stay order on promotion. The CPCs can be conducted by implementing SC/ST roster as per the availability of DoP&T guidelines and outcome of the Hon'ble Courts.

AIBSNLEA and AIGETOA is opposing MT Recruitment, DR DGM Recruitment and keeping one Executive in E3 scale for 10 years. AIBSNLEA and AIGETOA demands no lateral entry above JTO and JAO level since BSNL have talented Executives having B.Tech, M.Tech, MBA, ICWA, CA qualifications. These Executives are capable of leading the BSNL better then any outsider. AIBSNLEA and AIGETOA is committed for replacement of E1A by E2 and E2A by E3 to JTO and SDE equivalent Executives and to remove the pay loss of JTOs 2007 and 2008 batches by achieving Rs 22820 pay scale instead of 19020 in the pre-revised pay scale as already achieved by AIBSNLEA for JTO 2005 and JAO 2010 batch and also ROTA Quota to LDCE by amendment of SDE RR etc.

AIBSNLEA is always at the forefront during agitation calls given by Forum of BSNL Unions and Associationsto oppose the wrong policies of the Government. On Subsidiary Tower Company issue he informed that AIBSNLEA and AIGETOA has opposed it.  There is a strike on 15thDecember 2016 on this issue.  54% reduction in loss of BSNL has been occurred during this year.  Revenue flow of BSNL is increasing gradually and in last financial year it was Rs. 31,000 Crores.  Com. GS discussed in detail the efforts being taken continuously for resolving the issues by both the associations i.e. AIBSNLEA & AIGETOA. 03.12.2016:  A report on the Special Joint General Body meeting at ALTTC Ghaziabad on 02.12.2016. The Joint General Body meeting cum Election Canvassing program by AIBSNLEA and AIGETOA ALTTC Ghaziabad Circle was organised on 02.12.2016 at Dianing Hall of J.C.Bose Hostel , ALTTC Ghaziabad  in a grand  manner. The Conference was  attended by Shri Prahlad Rai General Secretary AIBSNLEA CHQ and Shri Ravisheel Verma, GS AIGETOA.. Hundred of comrades from ALTTC Ghaziabad and ERP Development Centre attended the meeting.

Devesh Sharma, Organizing Secretary (North) AIBSNLEA CHQ . Hundred of comrades from UP West Circle attended the conference.

During his elaborated speech he deliberated the history of problems and the efforts of AIBSNLEA in getting resolution of all the issues like finalization and implementation of  Executive Promotion Policy, Transparent Transfer Policy,2nd PRC implementation with 30% fitment benefit, Pay Revision of Executives after formation of BSNL.  He said that he is in continuous campaign since the last 2 months all over the country to all the members for their overwhelming support to be No. 1 executive association in the forthcoming membership verification of BSNL executives, AIBSNLEA consisting of 10 executive association of BSNL i.e Telecom Engg, Telecom Finance and Accounts, Civil, Electrical, Architecture, TF Engg wings, PA/PS, Central Secretariat Staff, AD(OL).  He appraised that at the time of formation of BSNL and after exercise of our absorption BSNL Management assured us that executive promotion policy shall be implemented in BSNL.  All our legitimate issues were not settled for 6-7 years after the formation of BSNL . After a long struggles against negative approach of the then ITS officers, EPP was achieved in 18-01-2007. But EPP is not achieved as per our aspiration.  Our demand is that there should be non post based assured time bound promotion of absorbed Group B executive up to the level of SG-DGM and after that according to the vacancy.  Earlier one JTO used to get only one promotion during his service and retired from maximum DE (Ad-Hoc).But Now with the consistent efforts of AIBSNLEA, our lot of Executives have got promoted to DGM in Engg, Finance, TF and C/E/Arch wings.   AIBSNLEA is against any lateral entry above the rank of JTO and JAO and determined to get MTRR/DR DGM RR scrapped and for promotion of Executives recruited from Basic Cadre (JTO/JAO) up to the highest level of CGM/CMD like other CPSUs. He elaborated that 3rd PRC is coming, before that our E2 & E3 pay scales for JTO and SDE level Executives.  This is a heart burnt issue of our sister association when the DR executives will reach SDE to DE scale after completion of 10 years of service by merging SDE and Sr.SDE cadre, so they are trying to remain in the E-3 scale for the 10 years to be a hindrance to our young executives.  Our demand is that E1A to be replaced by E-2 and E2A to be replaced by E-3. But due to indifferent attitude of DoT Administration, the issue is yet to be resolved. AIBSNLEA is determined to resolve the issue and invoked all members to be ready for agitation on the issue. He discussed the efforts of  AIBSNLEA in getting removal of 60:40 condition of pension and 78.2% fitment benefit orders for pensioners. He said that AIBSNLEA is determined that 30 % superannuation is to be settled and this should be given effect from 1-1-2007, in the same manner by which 2005, 2010 JAO batch pay anomaly case has been settled, 2007 and 2008 batches JTOs should be given pay scale of Rs. 22,820/- and their pay scale should be revised.  He informed that E-1+5 increments to JAO 2013,JTO (SRD) PA cadre, SDE RR modification, E-5 to E-6 time bound promotions to DGMs, MT Quota diversion to CAO waiting for board approval.  Now a Committee has been constituted to examine the cases already approved by MC of BSNL Board. AIBSNLEA is consistently pursing with the Management to get this issues settled in the BSNL Board meeting to be held on 17th Dec-2016.He intimated that  2000 SDE to DE and 828 AO to CAO DPC is under process.  8600 JTO to SDE, SDE to EE Civil is under process.  48 PPS post has been created. AD (OL) restructuring approval is pending in DoT.  25% Sr. Hindi Translator posts will be upgrad to JTO scale.  GSM with GPRS data facility, mobile handset and 525 plan have been provided. Now their further improvement is under active consideration. In the 3rd PRC BSNL being a Schedule A company all the benefits should be given accordingly.  BSNL is the only telecom sector to provide service in remote area of Uttaranchal, Jammu & Kashmir.  BSNL has earned operating profit for the last three consecutive financial years. And last year, it was Rs. 3880 crores.  So pay should be revised in 3rd PRC.  It should be extended to BSNL pensioner also.  This is our responsibility and we have made our presentation to 3rd PRC twice.  JAO 2016 batch have got their posting and orders have been issued recently for making him eligible for voting power. Now efforts are being made for their regular postings.

Com. GS told that AIBSNLEA has requested BSNL Management to take immediate steps for conducting CPCs from SDE to DE, AO to CAO, JAO to AO, SDE ? to EE ?, LDCE from JTO to nSDE and filing the appeal in the Hon?ble High Court of Punjab and Haryana as well as impaled in the SLP pending in the Hon?ble Supreme Court of India in the matter of Laxmi Narayan against the judgment of Hon?ble High Court of Punjab and Haryana as per the legal opinion given by the Solicitor General of India.  We have also requested to expedite the CPCs to fill up about 2000 vacant DE posts and about 900 CAO posts immediately since there is no stay order on promotion. The CPCs can be conducted by implementing SC/ST roster as per the availability of DoP&T guidelines and outcome of the Hon?ble Courts.

AIBSNLEA and AIGETOA is opposing MT Recruitment, DR DGM Recruitment and keeping one Executive in E3 scale for 10 years. AIBSNLEA and AIGETOA demands no lateral entry above JTO and JAO level since BSNL have talented Executives having B.Tech, M.Tech, MBA, ICWA, CA qualifications. These Executives are capable of leading the BSNL better then any outsider. AIBSNLEA and AIGETOA is committed for replacement of E1A by E2 and E2A by E3 to JTO and SDE equivalent Executives and to remove the pay loss of JTOs 2007 and 2008 batches by achieving Rs 22820 pay scale instead of 19020 in the pre-revised pay scale as already achieved by AIBSNLEA for JTO 2005 and JAO 2010 batch and also ROTA Quota to LDCE by amendment of SDE RR etc.

AIBSNLEA is always at the forefront during agitation calls given by Forum of BSNL Unions and Associationsto oppose the wrong policies of the Government. On Subsidiary Tower Company issue he informed that AIBSNLEA and AIGETOA has opposed it.  There is a strike on 15thDecember 2016 on this issue.  54% reduction in loss of BSNL has been occurred during this year.  Revenue flow of BSNL is increasing gradually and in last financial year it was Rs. 31,000 Crores.  Com. GS discussed in detail the efforts being taken continuously for resolving the issues by both the associations i.e. AIBSNLEA & AIGETOA. He said that AIBSNLEA is concerned with Executives interests as well as equally concerned with the viability of BSNL and that is why AIBSNLEA always pursued DOT on the issues like protest against SAM Pitroda Committee recommendation, VRS to one Lakh employees, Unbundling of Copper Conductor, Refund of BWA Spectrum, payment of rural deficit, 30% disinvestment in BSNL etc. He invited the attention of all the  members to cast their vote in favour of AIBSNLEA on 7th December 2016 at  Sl . No.1. He thanked AIGETOA for their unconditional support and assured all DR fraternity that AIBSNLEA is always committed for the betterment of BSNL Direct recruits. 

At last GS AIBSNLEA appealed the comrades of UPW circle to come in front line and accept the responsibilities with full courage with enthusiasm for selecting AIBSNLEA as number one Executives Association in the ensuing referendum process.

02.12.2016:   GS requested Director (HR), BSNL Board and  GM(SR) for keeping polling station in ERP Centre GZB for the executives working in ERP Cell & ALTTC GZB instead of BSNL Corporate Office, New Delhi.

Our request is considered and now polling both in ERP Centre GZB has been decided which is convenient to the executives of ERP & ALTTC GZB.

We further requested to decide a polling both in the NOC, Bangalore also. GM(SR) assured to look into the matter.

02.12.2016:   GS along with GS AITEEA Sh. Manoj Singh, President AITEEA Sh. Ashish Karan, AGS AITEEA Sh. V.K. Singh met CMD BSNL and discussed regarding to remove pay anomaly of JTO-2007-08 batch by placing them in the pay scale 22820 instead of 19020 (the replacement pay scale of E1A in the pre revised pay scales).

We requested CMD BSNL to allow JTO 2007-08 batches to exercise their option for pay scale in the line of JTO-2005 batch & JAO-2010 batch, who are allowed to exercise their option in the revised pay scale on promotion after 7th May,2010. CMD BSNL assured to discussed the matter with Director (HR) to examine the matter.

CMD BSNL was responsive & positive and appreciated the genuine of the issue. AIBSNLEA is committed to extend 22820 to IDA pay scales (initial basic) to the executives recruited post 01.01.2007.

(2) We requested CMD BSNL to use his good office to get cleared the BSNL's proposal on replacement of E1A to E2 & E2A to E3 pay scales from DoT. We also expressed our concern against the negative attitude of Addl. Secy. on BSNL's proposal. CMD assured to discuss the matter with Secy(T), DoT.

(3) We expressed our concern on delay in the approval of SDE RR by BSNL Board despite instructions of Hon'ble Court for early clearance. We further requested CMD BSNL to intervene in the matter so that SDE RR is passed at the earliest. Once SDE RR is approved, the discontent between the LDCE passed & SDEs promoted from SCF quota shall be finished once for all  to ensure that Rota and Quota is implemented for all. CMD assured to look into the matter.

02.12.2016:   A Report on the GB meeting on Election campaign of AIBSNLEA & AIGETOA at Lucknow on 01.12.2016

A  Joint General Body meeting of AIBSNLEA and AIGETOA was held at Karan Bhai Sabhagar , Gandhi Bhawan , Lucknow at 4.00 pm on 01/12/2016 with huge gathering in a grand manner.  Members of AIBSNLEA and AIGETOA across the length and breadth of Lucknow  had attended the meeting with enthusiasm. Around 190 executives attended the meeting. The meeting was presided over by Sri Prahlad Rai GS AIBSNLEA and Sri Wasi Ahmed AGS AIGETOA , Sri A K Singh CS UP(E) AIBSNLEA and Sri S S Choudhary CS UP(E) AIGETOA and many other senior comrades.

 

Com. Pawan Kumar Singh Sr. Leader of AIGETOA welcomed all dignitaries in the City of Nawab and Tahzeeb  and appealed all executives to Vote for AIBSNLEA at Sr. No. 1 of the Ballot Paper.

 

Com. Devesh Sharma, OS (N), AIBSNLEA CHQ in his address described about the need of the Membership Verification. He also described about the AIBSNLEA's efforts about the issues of the DR Executives like Pay, Promotion and Pension issue. He mentioned that the combined efforts of the United Forum of AIBSNLEA and AIGETOA are addressing the problems of the Executives in an effective manner. He appealed all the Executives to be unite and cast their votes in favour of AIBSNLEA for the best settlement of their issues.

 

Com. Wasi Ahmad, AGS, AIGETOA thanked the convener of the meeting for giving him the opportunity to come in this holy state and share the dais. In his speech he enumerated the history of formation of AIGETOA, its stand on the membership verification and reasons for AIGETOAs support to AIBSNLEA in this referendum process. He enumerated in detail the service conditions and PPP (Pay, Promotion and Pension ) of BSNL Recruited Executives. He vehemently opposed the MTRR/ Recruitment as it is blocking the career progression of D/R Executives. He said that DR JTOs/SDEs have already swapped ITS in technical field of BSNL and Now it iss the turn of Managerial Posts. We are enough capable to hold all the managerial posts of BSNL there is no need to recruit MT. AIBSNLEA/AIGETOA is dedicated to scrap MTRR and determined for promotion of Executives recruited from Basic Cadre (JTO/JAO) up to the highest level of CMD like other CPSUs.  He also discussed the pending promotions ( 7000 through DPCs, 3000 through LDCEs, 2500 DE and 400-500 DGMs) due to court cases and said that only CPSU hierarchy is the solution. He appealed all Executives to make AIBSNLEA No. 1 in the referendum process.

 

Com. Prahlad Rai, General Secy., AIBSNLEA, thanked CS/Circle body of UP East  to give him opportunity on the occasion. He also appealed CHQ leaders to resolve the issues related to JTO/JAO 2007 batchs.

The huge gathering was attended and addressed by almost all Comrades of AIBSNLEA and AIGETOA. At this occassion Sri T N Mishra DGM(A) VNS , Sri Parsuram DGM(F) VNS, Sri S K Puskar President AIBSNLEA VNS , Sri A P Singh DS AIBSNLEA VNS , Sri Prabhat Yadav CAO and Sri Prabhat Yadav DS AIGETOA Varanasi and many other comrades.

 

The gathering was attended by almost all executives of Engineering , Accounts and Graduate Engineers of   Varanasi SSA .
