Dear Comrades !

We are ready to host you and keenly awaiting for your arrival at Holy City of Nashik for our 4th AIC in the SAPKAL KNOWLEDGE HUB.

The climate at Nashik will be 10 degree (approx.) centigrade minimum during night and maximum upto 25 degree (approx.) centigrade during day time.  Nashik railway station is known as Nashik Road in the Central Railway.  Nashik Road Railway Station is having only two entrance on Platform No.1.  At the main entrance, our Comrades of Nashik Transport Committee members will be available for your welcome and also to arrange for by road onward journey  from Railway Station to the venue of Accommodation and Meeting.   The Sapkal Knowledge Hub is around 26 kms away from Nashik Road Railway Station for which transport facilities are arranged by the Host Circle.

Delegates traveling from South bound trains can get down at Kalyan Junction.  Kalyan Junction to Nashik Road is around 2.30 hours travel by Train (approx. 135 kms.)  From Kalyan Junction local trains are also available with an interval of one hour to Kasara around one hour(67 kms).  Share Taxi cars are also available from Kasara to Nashik regularly.

Comrades of Kalyan SSA has reserved two suites in the inspection quarter at CTO Building, Near DCP Office, Near Kalyan Railway Station, Kalyan (W)  for the convenience of our delegates travelling from / to  Southern part of the country as their Transit Camp, if required.  The Contact No. of the CTO Building is 0251-2316768.  For any assistance and guidance delegates can contact Com. From Kalyan Junction Railway Station also A.C share Taxies are available at approx. cost of Rs.600/- to Rs.700/- per person which may taken approx. 2.30 hours travel. From Dadar (Mumbai) also regular share A.C. taxies are also available which may cost Rs.700/- to 800/- per person and may take approx.3.30 hours travel.

Delegates are requested to come with proper clothing for the climate like Shawl / Sweater, cap, etc.  Beddings and Woolen Blankets will be provided by the Host Circle. 

Venue of Accommodation and Meeting is in the campus of Educational institutes and therefore consumption of alcohol and tobacco is strictly prohibited. The campus is at an isolated location around 6 Kms from Trimbakeswar Town.   Family accommodation is not available for none of the delegates.  Delegates visiting with family have to make their own arrangements.

31.10.2013: GS, AGS(Fin.) met GM(FP) and discussed regarding constitution of Committee on the issue of allowing option in pay fixation of JAOs joined after 07.05.2010. GM(FP) informed that a committee comprising GM(FP), GM(EF) and GM(Estt.) has been constituted to examine the case. Shortly some decision will be taken in this regard.

(b) CPC from JAO to AO: We requested to initiate CPC from JAO to AO.GM(FP) assured an early action in this regard.

30.10.2013:GS,  FS, AGS(HQ) met GM(Estt.) and discussed

(a) Restructuring of AD(OL) cadre:   We requested for early submission of comments of Estt. Cell through AGM(Estt.) Sh. Shiv Shankar Prasad to the Committee on restructuring of AD(OL) cadre.  GM(Estt.) mentioned that tomorrow  Committee Meeting is scheduled wherein AGM(Estt.) will submit his comments. It is expected that Committee report will be finalized shortly.

(b)  Regularisation of Offg. JTOs: We requested for taking an early action regarding regularization of Offg. JTOs. GM(Estt.) mentioned that the legal opinion from BSNL C.O. Legal Cell has been  received but it needs some discussions on creation of supernummery posts of JTOs which will take place shortly with Sr. GM(Legal) in the presence of Director(HR), BSNL Board to short out the issue. However, he assured an early action.

(c)  Creation of PPS posts in BSNL's field units: We expressed our serious concern against negative attitude of Estt. Cell on this issue. GM(Estt.) mentioned that Pers. Cell is the cadre controlling authority hence they have to take the decision as they have already taken w.r.t. CSS Cadre PAs/PSs restructuring without seeking the comments of Estt. Cell. However, he suggested that such issues can be discussed in some Committee if constituted, in view of BSNL's requirement.

(d) Allowing option to JAOs who joined after 7.5.2010: We requested to issue order to allow to exercise option to departmental JAOs, who joined after notification of NEPP on 07.05.2010. GM(Estt.) mentioned that GM(FP) proposal to constitute a Committee to examine the case yet to be informed to him. However, he assured that after formation of Committee, case will be re-examined.

30.10.2013:GS, AGS(HQ) met GM(Pers.) and discussed

(a)  CPC from JTO to SDE(T) Seniority quota(67%): We requested to expedite CPC to fill up about 400 SDEs (T) posts. GM(Pers.) mentioned that Hon'ble Ernakulum CAT stay order exists against promotion JTO(T) to SDE(T) on the present JTO seniority list. Efforts are being made to get vacated the stay order. Meanwhile, screening of APARs work has to start but many APAR and names are not traceable. He wanted help from all concern to complete the required APAR and information about some candidates.  He assured an early action in this regard.

(b)  CPC from DE(Adhoc) to DE(Regular) : We requested to fill up about 600 vacant DEs posts on regular basis against the vacancies for the year 2011-12 and 2012-13 since the VCRs received in Pers. Cell of the eligible candidates will expire on 15.11.2013. GM(Pers.) mentioned that CPC work has been initiated and shortly promotion order will be issued.

(c)  CPC from SDE(T) to DE(Adhoc) left out cases: We requested to release promotion order from SDE(T) to DE(Adhoc) left out cases(53 cases). GM(Pers.) mentioned that Hon'ble High Court Chandigarh has issued contempt notices to CMD BSNL against DEs promotion order issued on 19.07.2013 for operating seniority list no. 6 &  7 for ST candidates. After the hearing and its judgment on 25.11.2013 further action in this regard will be taken.

(d) CPC from JTO(TF) to SDE(TF) and AGM(TF) to DGM(TF): We requested to expedite CPC from JTO(TF) to SDE(TF) to fill up 27 SDE(TF) posts. Similarly, we requested to get the relaxation in the eligibility service as per BSNL MSRRs from AGM(TF) to DGM(TF) from the competent authority. GM(Pers.) assured to look into the matter.

(e) Completion of APAR in due time: We requested to update the APARs in BSNL Corporate Office Confidential Cell o smoothen the CPC process. GM(Pers.) mentioned that in his opinion ERP Cell on priority should take up the matter for computerize the APAR data which will be accessible to the individual executive as well as to the concern officers to conduct the CPCs in shortest time.

(f)  Creation of PPS posts: GM(Pers.) mentioned that PPS posts creation proposal sent to Estt. Section has been received with some queries which will be further discussed.

(g)   Restructuring of AD(OL) cadre: GM(Pers.) mentioned that tomorrow committee meeting is scheduled to be held to discuss the matter and to finalize the report.

30.10.2013:GS, AGS(HQ) met GM(SR) and discussed

(a)  CPC from DE(Adhoc) to DE(Regular) : We requested to expedite CPC from DE(Adhoc) to DE(Regular) as Chairman CPC. GM(SR) assured an early action in this regard.

(b) Creation of PPS posts, Regularization of Offg. JTOs and Restructuring of AD(OL) cadre: We requested GM(SR) to use his good office for the early settlement of above long pending issues as assured in the formal meeting. GM(SR) immediately spoke to GM(Estt.) and discussed the issues. He assured for early settlement of the issues.

30.10.2013: 4th Circle Conference of AIBSNLEA J&K Circle on 29.10.2013 at JammuThe 4th Circle Conference of AIBSNLEA J&K Telecom Circle was organized on 29.10.2013 at the Conference Hall of Hotel Asia, Jammu in a grand manner. The Conference was attended by Com. GS Shri Prahlad Rai and  Sh. Devesh Sharma, Organizing Secretary (North)  from AIBSNLEA CHQ side. Shri R.K.Koul, CGMT J&K Telecom Circle was the Chief Guest in the Open Session. The Open session of the conference was attended by Shri Sandeep Diwan, GM(A) J&K Circle, Shari A.K. Mishra, GM(Mobile) , Shri A.K. Angural GMTD Jammu, Shri Awanish Kr. Shukla, CE(E) as Guest of Honour. Many Senior Officers of the J&K Circle, representatives of sister Unions/Associations. Distirct Secretary of host branch Com. Puran Chand Thappa welcomed all the dignitaries on dias and also addressed the gathering.

At the starting of the Open Session, the Circle President AIBSNLEA J&K Shri F.A.Koul welcomed all the delegates. Circle Secretary AIBSNLEA J&K Circle, Shri R.J.Kaw, in his address also elaborated the significance of the need of BSNL Viability.  He touched the need to take steps for making BSNL a viable organization. He also appealed the Management to extend the every possible support for making BSNL viable by utilizing the existing infrastructure and boosting the moral of employees by solving the pending HR issues.

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit  Executives like EPF, Superannuation benefits and Child Care Leave. He explained that in which manner the BSNL is suffering from the discriminatory attitude of the Govt. of India. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. At last he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization.

Guest of Honour Shri A.K. Angural, GMTD Jammu welcomed all the delegates in the Jammu city and wished for a successful Open Session. He mentioned the need for earning more and more revenue for BSNL. He mentioned that now-a-days the expectations of the customers are very high. He informed that in Jammu SSA is continuously fetching the enhancing revenue by the team sprit and dedicated work. He appealed to all to provide the Quality of Services to our customers.. At last he appeal to all to work together with a team spirit.

Special Guest in Open Session Shri Awanish Kr. Shukla, CE (Electrical) J&K Circle in his address mentioned the importance of Electrical Wing and the problem being faced by Electrical Wing in J&K i.e. unequal distribution of manpower and unavailability of vehicle. He appealed all to save the energy for the wealth of BSNL and stressed the need for the utilization of non-conventional energy sources.

GS AIBSNLEA, Shri Prahlad Rai , in his detailed address mentioned the importance of J&K Circle in BSNL. He congratulated the comrades of J&K Circle for making it one of a profit making Circle. Com.  in his detailed address Com. GS mentioned that the viability and existence of BSNL is the most important issue today and we have to analyze the reasons of BSNL's today's position. Com. GS mentioned that due to un-helping attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, payment of notional loan Rs. 7500 Crores to DoT has adversely affected the viability of BSNL. He informed that BSNL is spending more then 9000 Crores rupees per annum on 28,000 Rural exchanges in Rural areas services but No ADC charges is being given by the Govt. In addition of this delay in procurement of GSM equipment, cables, telephone instruments, Huge waiting list of Lease Line due to Scarcity of MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. Com. GS mentioned that the Broadband is the life line of BSNL and source of revenue and we have not fully optimally utilised our copper conductor. Com. GS stressed that the Customer Delightness, Quality of Services and change in attitude is the need of hour. Com. GS also stressed to enhance our EB revenue and full utilization of 3G spectrum band like other private operators.

Com GS. Further explained the burning issues of the Headquarters level like 78.2 % IDA fitment benefit case. He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper. Com. GS explained in detail the efforts of AIBSNLEA in getting resolved the important HR issues after the formation of BSNL and in DoT setup. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit  Executives like EPF, Superannuation benefits, resolution of 2005 batch pay anomaly and Child Care Leave. He further mentioned the ongoing efforts of AIBSNLEA for issuing 78.2% IDA pay fixation of BSNL Pensioners. He apprised the status of HR issues about various CPCs in various cadres. He mentioned that AIBSNLEA consistent efforts for issuing the DE(Adhoc) to DE(Regular) order of 482 DEs.  He also apprised the house about CPCs from JTO to SDE, SDE to DE(Regular),  next DPC from DE (Adhoc) to DE (Regular), DE to DGM, JAO to AO, AO to CAO & DPC in Civil/Electrical wing, Restructuring of AD(OL) case, Creation of PPS posts in field Units, Filling up of EE(C/E) vacant posts, Regularization of offg. JTOs: etc., modification in transfer policy, VRS, Group 'A' officer absorption, Pay anomaly- Sr. are drawing less salary than their juniors etc.

 Chief Guest in the Open Session Shri R.K.Koul, CGMT J&K Telecom Circle mentioned that AIBSNLEA is a very matured Association and in J&K Circle it is working very efficiently. He mentioned that today there is a need to curtail the expenditures and enhancing the revenue and for achieving the same, there is a need for a strong monitoring. CGMT mentioned that the operating profit of the J&K Circle is 117 Crores but after counting the depreciation etc. it is 2 Crores. He stressed to ensure the 24 hours BTS Signal availability, sale of C-TOP products and reduction of fault rates. CGMT mentioned to provide more focus on our Enterprise Business customers. He informed that Online Billing Payment Process in Mobile (CBP) is excellent in J&K Telecom Circle and the same will be implemented within 15 days in CFA segment also. CGMT informed that the revenue of J&K circle is enhancing day by day and even a hard tenure SSA Laddakh has increased it revenue by 35%. 150 Crores revenue was fetched by Jammu SSA and 140 Crores revenue was fetched by Srinagar SSA.He mentioned that this has become possible only by the co-operation and progressive thoughts of the Employees of J&K Telecom Circle.

At the end of Open Session the Mementos were presented to the retired Executives' of J&K Telecom Circle. Prior to the Open Session, a delegate session was organized, in which Com. GS replied all the queries raised by the members. At the last stage of Circle Conference, elections were held for the election of new Circle body. Com.  F.A.Koul, CAO , Com. R.J. Kaw, DGM and Smt. Geeta Dhar, AO were elected as Circle President, Circle Secretary and Circle Treasurar for the next term . The anchoring was done by Shri Sunil Parimoo, ACS. 28.10.2013:  GS, AGS (HQ), OS(North) met  Director(HR), DGM(Pers.), GM(Pers.) and thanked them for issuing 482 DEs Regular Promotion order. Also requested to expedite CPC of DE regular promotion for the vacancy of year 2011-2012 (about 600) and same left out cases. They assured an early action in this regard.

GS also discuss the matter with CLO BSNL C.O for giving roaster clearance to intimate CPC of DE regular against the vacancies of 2011-12. CLO assured to look into the matter.

28.10.2013:  GS, GM (Estt.) and requested for an early action for regularization of offg. JTOs.  GM(Estt.) assured that the legal opinion received from BSNL's advocates on creation of supernumerary JTOs Posts is finally being sent to Sr. GM(legal) BSNL C.O. for clearance and just thereafter,  it will be sent to BSNL Management Committee for approval and then to BSNL Board for approval. He further assured early action in this regard.

This is as per the contingency plan submitted by AIBSNLEA at the time of repatriation of ITS officers to DOT.

28.10.2013: Court Case Status of 147  SDEs (LDCE Quota) Seniority:   SLP (C) No. 32284/2013 Mamnoj Kumar Tripathy & Ors. Vs. Union of India & Ors. and SLP (C) No. 27072/2013  Rupendra Pathak & Ors. Vs. Union of India & Ors.; all these matters were listed for hearing before this Hon'ble Court today since first two matters were listed first time therefore the Hon'ble Court simply passed same order as was passed in Rupendra Pathak on 28.10.2013 by issuing notice in the Special Leave Petition as well as interim relief but no interim relief is given.

In the stay application I.A. No. 6 in SLP No. 27072 of 2013 filed in the matter of Rupendr Pathak only notice is issued no interim relief is given even though the counsel of the petitioners strenuously insisting that the official respondents are going to revert them so order of the Hon'ble High Court of Kerala be stayed and/or status quo be maintained, but Hon'ble Court has not passed any order.

25.10.2013:4th Circle conference of AIBSNLEA, Bihar Circle held on 19.10.2013: The 4th Circle conference of AIBSNLEA, Bihar  Circle was held on 19.10.13 at 10.15hrs in the conference hall of Sanchar Sadan at Patna. The conference was inaugurated by CHQ  president Shri P. Venugopal and General Secretary Shri Prahlad Rai. After welcome address by the circle President Sri R.N.Ram, one minute silence was kept in the memory of departed comrades. Minutes of the previous circle conference was confirmed by the representative council. The website of AIBSNLEA, Bihar Circle was launched by CHQ president, GS and Organizing Secretary jointly.

At  11.45 the open session started, Shri Vijoy Kumar, CGMT Bihar Circle was the Chief Guest and our beloved GS Shri Prahlad Rai, CHQ president Shri Venugopal and organizing Secretary (East) Shri Amit Kumkar Gupta were the guests of honour in the open session. Senior officers of Bihar Circle such as PGM PTD Shri R.P.Singh, Sr.G.M.(EB) Shri D.N.Singh, GM(HR) Shri Ashok Kumar, GM (Finance) Shri Sunil Kumar, Sr.GM(ETR) Shri M.P.Mehta, GM ETP Shri J.K.Sah and circle Secretaries of BSNLEU, NFTE, FNTO & SNEA were special invitees. The open session started with presentation of boquets & Momentoes to Chief Guests, guests of honour & special invitees. CWC member Shri P.N.Jha welcomed all the guests, special invitees and all the delegates / participants. In his welcome address he narrated the historical, political, educational & religious importance of Bihar. In his key  note address Circle Secretary Shri Krishna Kumar explained different issues regarding viability of BSNL and indifferent attitude of DOT towards BSNL. He informed the gathering that due to consistent & continuous efforts of CHQ of AIBSNLEA many HR issues have been solved amicably and thanked to CHQ for the same. Shri  Ratish Kumar, Circle Secretary, SNEA, Shri Baikunth Prasad Singh  Circle Secretary BSNLEU, Shri Ram Lakhan Singh, District Secretary NFTE and Shri R.P.Sinha, Circle Secretary FNTO also addressed the gathering and emphasized that all the employees of BSNL should work unitedly to make BSNL profitable. PGMTD Shri R.P.Singh, GM(F)  Shri Sunil Kumar, GM(HR)  Shri Ashok Kumar, GM (ETR) Shri M.P.Mehta, GM(ETP) Shri J.K.Sah and Sr,G.M.(EB) Shri D.N.Singh addressed the gathering and appealed that all executives and non executives in BSNL should make every effort with a team spirit for making BSNL a vibrant organization.

Organizing Secretary (East) Shri Amit Kumar Gupta congratulated the AIBSNLEA, Bihar Circle for the grand circle conference. He appealed all to focus to increase membership so that AIBSNLEA should emerge as a majority executive association. He emphasized that Circle body shall organize CEC regularly.

CHQ President AIBSNLEA  Shri Venugopal expressed his happiness for organizing the Circle Conference successfully and inviting him to share his views on this occasion. He presented  statistical financial data of BSNL to show the sharp decline of revenue in the company. He suggested some ways by which the deficit of the company can be reduced. He requested all employees of BSNL to rise in the occasion and work for the betterment of BSNL.

GS, AIBSNLEA, Shri Prahlad Rai congratulated the members of Bihar Circle for the successful conference in the historic city of Patna. He acknowledged the ancient glory of Bihar and its historical, political and educational importance. He thanked the members of AIBSNLEA, Bihar Circle for their great affection. In his detailed address Com GS mentioned that the viability and existence of BSNL in the most important issue today and we have to analyse the reasons of BSNL's today's position. He mentioned that due to unhelping and indifferent attitude of the Government  i.e. unjustified payment of spectrum charges (3G & BWA) of Rs,18500  crores, non reimbursement of License fee, USO charges, Opex charges, withdrawal of ADC, payment of AGR, payment of notional loan of 7500 crore to  DOT has adversely effected the viability of BSNL. He informed that BSNL is spending more than 9000 crores of Rupees per annum on 28,000 rural exchanges but no ADC charges is being given by the Government. He further mentioned that non procurement of GSM equipment, cables, Telephone instruments, huge waiting list of leased lines due to scarcity of MLLN modems, Broadband Modems, drop wires etc has effected the quality and growth of services. He explained that how the AIBSNLEA is continuously persuing these viability, related issues with the BSNL management  and DOT. He stressed that Broad band services which is the lifeline of BSNL should be given proper attention. Customer delightness, quality of services and change in attitude towards customers is the need of hour.

Com GS narrated in details all the HR issues relates to BSNL corporate office level like 78.2% IDA fitment benefit case and ITS issue. He explained that ITS absorption should be completed by the Government of India in the same manner like Group B , Group C & Group D  employees. But Government has totally failed to complete the process. He explained the situation on the issues like VRS, 30% disinvestment and unbundling the last mile copper. He mentioned the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL direct recruit executives Like EPF, superannuation benefits and child care leave. He apprised the status of HR issues about various DPCs, in various cadres. He mentioned that consistent efforts by AIBSNLEA yielded result in getting approved the proposal of fixing 1325 DE posts for MT quota instead of 2650 DEs of MT quota posts reserved by management committee. Now 3975 DEs posts will be filled up a regular basis and thus adhoc promotion in DE grade will end. Similar efforts are being made to Fix 25% CAOs/EEs (C/E) posts instead of 50% CAO / EE (C/E) posts. He apprised the delegates about DPC, from JTO to SDE, SDE to DE(Regular), DE(Adhoc) to DE(Regular), DE to DGM, JAO to AO, AO to CAO  & DPC  in civil / Electrical wing . Creation of PPs posts, restructuring of AD(OL) case, regularization of officiating JTOs etc, modification in transfer policy, VRS, Group A officer absorption, Pay anomaly seniors are drawing less than their Juniors etc. He further mentioned the ongoing efforts of AIBSNLEA for issuing 78.2% IDA fixation of BSNL pensioners. He appealed all the executives and non executives of BSNL to work together in a team spirit for making BSNL a vibrant organization. The speech of GS was appreciated by the delegates and guests present in the meeting.

In his address the Chief Guest of Open session Mr. Vijoy Kumar, CGM informed the gathering that BSNL Bihar Circle has succeeded in 2012-2013 to lower down the deficit with respect of 2011-12 He added that BSNL Bihar Circle, has been able to increase the revenue by 7% during the six months of current financial year with respect to the previous year. He advised the BSNL employees / executives to work as a brand ambassador of BSNL and each employee should work as a sales agent. He told that united effort of BSNL employees with the full utilization of available infrastructure can lead BSNL to profit making institution.  In the last, he expressed his sincere thanks to AIBSNLEA, Bihar Circle for inviting him on the occasion and arranging such a grand open session.

Shri D.N. Choudhary, Sr member of the association extended vote of thanks and requested the delegates to treat BSNL as their mother and serve the BSNL with full dedication & unity in this situation. The open session ended with National Anthem at 15.00 hrs.

The representative council re assembled at 15.45 hrs after Lunch, Circle Secretary report and financial report were placed before the delegates and after discussion passed unanimously. General Secretary answered all the queries raised by the members to their satisfaction. CHQ president & organizing Secretary (East) also addressed delegate session and requested to make efforts in increasing the membership and timely remittance of quota, legal fund etc. Thereafter the existing body was dissolved and Shri R.R. Jha was elected as Chairman for electing new body.

Shri P.N. Jha, CPRO, Bihar Circle, Shri Krishna Kumar, A.O., Circle Office and Shri Kumar Rakesh were elected as President, Circle Secretary and Financial Secretary respectively.

23.10.2013:  GS, President, AGS(C/E/Arch./TF), OS(E) met with PGM(BW) & discussed the following issues

(a)  Status of promotion from JTO(C) to SDE(C) :

I. PGM(BW) informed that for 20 Nos. posts seniority-cum-fitness quota from JTO(C) to SDE(C), VCRs of 47 executives have been called today (the vacancy has been considered upto 01.01.2014).

II. For LDCE quota from JTO(C) to SDE(C) from 65 Nos. posts notification issued to hold exam in Nov., 2013.  The vacancy has been considered upto March, 2013.

(b) Regarding amendments in MSRRd-2009, the matter has been discussed in details and in the last PGM(BW) told that shortly decision will be taken & the process of promotion of SDE(C/E) to EE(C/E) will be initiated to fill up about 100 EEs(C) and 50 EEs(E) posts. Also the latter has been sent to UGC for verification of Distance Education degrees availed while in service for validity.

(c) Tenure transfer cases of executives of Civil Wing: PGM(BW) informed that executives completed tenure in Hard tenure stations transfer orders will be issued soon.

(d) Request transfer of SDE(C) /EE(C): PGM(BW) informed that the cases of request transfer which are given by our Association will be considered soon and order will be issued.

22.10.2013: CMD writes to DoT for payment of arrears due to 78.2% IDA fixation benefit: It is reliably learnt that vide DO no. 1-19/2012-PAT (BSNL) dated 21.10.2013, Sh. R.K. Upadhyay, CMD, BSNL wrote to Secy(T), DoT to reconsider the decision of payment of arrears to the BSNL employees for the period 01.01.2007 to 09.06.2013 in order of positive  boosting of moral of BSNL employees at this crucial financial position of BSNL.

It is also understood that CMD has also mentioned in the letter that as per the agreement dated 12.06.2012 it was agreed that the actual payment will be made prospectively and arrears will be deferred till the financial position of the company improves, but with the Presidential Directives dated 10.06.2013 no arrears will be paid. It has become difficult to extent similar treatment to working employees and those who retired between 01.01.2007 upto 09.06.2013.  He also requested DoT to extent the benefit of 78.2% IDA revision to the officials/officers retired during 01.01.2007 upto 09.06.2013.

22.10.2013:GS, President, OS(East) met Secy(T), DoT Sh. M.F. Farooqui  and requested him to attend the 4th AIC of AIBSNLEA at Nashik(Maharashtra). Secy(T) mentioned that he is very much interested to attend the AIC but due to foreign assignment he could not make it to AIC. However, due to some reasons if the foreign assignment is cancelled/postponed, he promised to attend the AIC.

22.10.2013:GS, President, OS(East) met Member(S), DoT Sh. S.C. Mishra and requested him to confirm his  presence  to  attend the 4th AIC of AIBSNLEA at Nashik(Maharashtra). Member(S) mentioned that he will confirm his programme shortly. We had a detailed discussion about the revision of pension and its arrears for the executives/non executives of BSNL retired prior to 01.01.2007 and post 01.01.2007 to 09.06.2013. Member(S) informed that he has cleared the following proposal which is being sent to DoP&PW /DPE/ DoE for approval

(a) For pre 2007 pensioners, the pension will be revised as on 01.01.2007 applying the 78.2% IDA fixation but the actual payment will be from 10.06.2013. The pension arrears between 01.01.2007 and 09.06.2013 will not be paid.

(b) For post 2007 pensioners, their pay will be notionally fixed as on 01.01.2007 like serving employees by applying 78.2% IDA fixation. Permission is being sought from DoP&PW for relaxation of Rule-33 & 34 of CCS Pension Rules-1962 so that pension can be calculated on notional pay. Their pension accordingly will be revised from their date of retirement but actual payment will be from 10.06.2013 only. However, other retrial benefits like leave encashment, DCRG, Commutation will be paid based on the revised pension.    

We protested against such deprivation to the pensioners and mentioned that withholding of pension arrears is against natural justice and decision by the Hon'ble APEX court. Such decision will unnecessarily drag the pensioners to court of law. Member(S) mentioned that he is aware such developments likely to take place in future but in view of the Presidential order dated 10.06.2013 nothing else can be proposed.  

22.10.2013:GS, President, OS(East), AGS(HQ) met CMD, BSNL and requested him to attend our 4th All India Conference at Nashik as Chief Guest. CMD assured that upto Monday he will confirm his programme.

We also extended our sincere thanks to him for writing a DO letter to Secy(T), DoT to consider and modify Presidential Directives issued on 10.06.2013 for implementation of 78.2% IDA pay fixation order for considering the payment of arrears to BSNL employees and pension arrears to BSNL pensioners who retired during 01.01.2007 to 10.06.2013. CMD appreciated our concern and assured to discuss the matter in DoT in person.

22.10.2013GS, President, OS(East) met Member(Fin.), DoT Ms. Annie Moraes and discussed the 78.2% IDA implementation to BSNL Pensioners. We protested the proposal of withholding the pension arrears and requested to consider the proposal to avoid harassment and injustice to the pensioners. She appreciated our concern and  assured to have a fresh look in to the matter.

22.10.2013:GS, President, OS(East) met JST, DoT Sh. V. Umashankar and discussed the 78.2% IDA implementation to BSNL Pensioners.  We protested the proposal of withholding the pension arrears and requested to consider the proposal to avoid harassment and injustice to the pensioners.  JST opined that he is in favor of giving the pension arrears but for quick decision and immediate relief to pensioners he approved the present proposal.  

22.10.2013:GS, President, OS(East) met Advisor (Fin.), DoT Ms. Nirrmla Pillai and discussed problems being faced by the BSNL pensioners in different Circles for revision of IDA pension order issued on 15.03.2011. We mentioned that in many  Circles, the CCAs are not clearing the pension proposal sent by the Circles even after two years. She is very critical about the non revision of IDA pension due to  of those who have retired prior to 01.01.2007 and despite her meetings with the BSNL authorities. She mentioned that BSNL Circles are not completing the three annuxures given by CCAs of BSNL pensioners and submitting to concern CCAs. Hence, the IDA pension revision is badly delayed. In this connection, Secy(T) has given two DO letter to CMD, BSNL for early action and monitoring personally on fortnightly basis. 

22.10.2013:GS, President, OS(East), AGS(HQ) met Director(HR/EB), BSNL and requested to confirm his programme to attend 4th AIC at Nashik on 11th Nov., 2013. Director(HR/EB) mentioned that on 10th & 11th Nov., 2013  he will be busy in his personal work but he will try to attend AIC on 12th Nov., 2013. Also discussed the following issues:-

(a)  CPC from SDE(T) to DE :  We requested to expedite CPC from SDE to DE Adhoc. Director (HR/EB) mentioned that CPC work has already been in process but due to recently Hon'ble High Court Chandigarh has issued contempt notice to BSNL against operating the TES Grp.- 'B' seniority list no. 7 for ST candidates and next date of hearing is on  25.11.2013. Hence, after seeing the decision of Hon'ble High Court Chandigarh only, matter will be expedited.

(b)  CPC from DE (Adhoc) to DE (Regular):  We requested to expedite CPC from DE adhoc to DE regular as the VC clearance is expiring on 24.10.2013. Director(HR/EB) mentioned that today he has discussed the matter with CLO and assured an early action in this regard.

(c) CPC from DE (Regular) to DGM(Adhoc): We requested to initiate  CPC from DE (Regular) to DGM(Adhoc). Director(HR/EB) mentioned that work of CPC to fill up 500 DGM posts has already been initiated but the promotion orders will be issued in Jan, 2014 only.

(d) Regulrization of Offg. JTOs: We requested for taking an early action regarding regularization of Offg. JTOs. Director(HR/EB) mentioned that he has discussed the matter with GM(Estt.) and assured an early action.

(e)  Creation of PPS posts in BSNL's field units: Director(HR/EB) mentioned matter is under consideration and shortly some decision will be taken in this regard.

(f)  Constitution of Committee to examine the case- allowing option to Deptt. JAOs after 07.05.2010:  We requested for constitution of Committee at the earliest s proposed by GM(FP) BSNL C.O. to examine the matter. Director(HR/EB) assured to look into the matter.

22.10.2013:GS, President, OS(East) met GM(Estt.) and discussed regarding

(a) Allowing option to Deptt. JAO who joined after 07.05.2010:We requested to consider the case of departmental JAOs to allow option to exercise who joined after 07.05.2010. GM(Estt.) after detail discussions assured to discuss the matter in the Committee being constituted to re-examine the case on the basis of feedback given by our Association and individual representations.

(b) Regularization of Offg. JTOs: We requested to take early steps for regularization of offg. JTOs. GM(Estt.) mentioned that matter is in active consideration and shortly decision in this regard will be taken.

21.10.2013:GS, President, OS(East), AGS(HQ) met GM(Pers.), BSNL CO and discussed the following issues :-

(a)  CPC from SDE (T) to DE (Adhoc) of left out cases: We expressed serious concern in delay in issuing promotion order from SDE(T) to DE(Adhoc) left out cases of 1860 CPC. GM (Pers.) mentioned that CPC work has already been completed but recently Hon'ble High Court Chandigarh has issued contempt notice to CMD, BSNL for personal appearance on 25.11.2013 against operating the TES Grp.- 'B' seniority list no. 7 for ST candidates. Hence, after seeing the decision of Hon'ble High Court Chandigarh only, promotion order will be issued.

(b)  CPC from DE (Adhoc) to DE (Regular):  We requested to expedite CPC from DE adhoc to DE regular as the VC clearance is expiring on 24.10.2013. GM (Pers.) mentioned that CPC work has already been completed against 2010-11 DE vacancies but the clearance from CLO is still awaited. However, he assured an early action in this regard.

(c)  CPC from DE (Regular) to DGM(Adhoc): We requested to initiate  CPC from DE (Regular) to DGM(Adhoc). GM(Pers.) mentioned that the ACRs for period from 2004-05 to 2008-09 in respect of some AGMs/DEs are available in this office and called rest of the ACRs in connection with their promotion to fill up 500 DGM posts. The promotion orders will be issued in Jan, 2014 only.

(d) Consideration of request transfer cases of SDEs/DEs on ODI list basis: We requested to consider all pending transfer cases of SDEs/DEs who completed more than two years issued on the basis of ODI list. GM(Pers.) assured to look into the matter.

(e) Consideration of request transfer cases of SDEs/DEs from ITPC HYD to KTK Circle: GM(Pers.) mentioned that in case the ITPC Circle can relieve SDEs without substitute, requests can be considered immediately.

(f) Posting of substitutes (SDEs(T)) in A&N Telecom Circle: We requested for posting of SDEs(T) in A&N Telecom Circle as substitutes of 4 DEs recently promoted and posted in A&N Circle. These 4 DEs are now under transfer to their parent circles but are not being relieved due to non availability of substitutes. GM(Pers.) assured to look into the matter.

21.10.2013:GS, President, OS(East) met GM(FP), BSNL CO and discussed the following issues :-

(a) Allowing option to exercise Deptt. JAOs who joined after 07.05.2010: We requested for an early solution to resolve the problem. GM(FP) mentioned that a proposal has been sent to Director(HR), BSNL Board to constitute a Committee with GM(Estt.), GM(FP) and GM(EF) to examine and submit the repot on this issue. He assured an early action in this regard.

(b) Review of JAO Part-II Exam result: We requested to review JAO Part-II Exam result wherein many candidates have failed with 1-2 marks in CPWD paper. Some grace mark given, may help to fill up the vacant JAOs posts in Circles immediately. GM(FP) mentioned that matter is under consideration and as a first steps Circles were asked to review the result of SC/ST candidates.

(c)  CPC from JAO to AO: We requested to initiate CPC from JAO to AO at the earliest. GM(FP) mentioned that almost all the Circles have sent AO vacancy position. Now the case is being processed to the Competent Authority to initiate CPC to fill up vacant 1000 AO posts. He expressed his desire to complete the CPC at the earliest.

(d)    CPC from AO to CAO(Adhoc): We also requested to initiate CPC from AO to CAO(Adhoc). GM(FP) mentioned that as soon as the CPC from JAO to AO will be completed the CAO Adhoc CPC will also  be initiated.

20.10.2013: Report of Circle Conference of Jharkhand Circle:4th Circle Conference of Jharkhand Circle was held on 20.10.2013 at Jharkhand Police Guest House, Ranchi .The Conference was attended by Com GS Shri Prahlad Rai, Shri P.Venugopal, CHQ President and Shri Amit Kumar Gupta, Organising Secretary(East).The hall, was jam packed.   Shri  Labh Singh, CGMT, Jharkhand was the chief guest in the open session. The open session of the conference was attended by Shri S.K. Agrawal, GM(Admn.) and Shri Shamendra Kujur, GM(Fin) as Guest of honour.

In the beginning  Shri Mahipal ,Circle President welcomed the house and the executives of the Association. He stated that AIBSNLEA in Jharkhand is the biggest organization. He informed the problems faced by the officers and requested to CGM to look into it. Shri B.D. Jha, Circle Secretary presented the Circle Secretary's report which was, in fact, a list of achievement date wise, and was passed by voice- vote unanimously  by the house. He thanked all the officers of Open Session for making it a grand success. Shri Sudarshan Singh, FS  presented receipt and expenditure statement and conducted the meeting in a nice manner .

The Chief Guest Shri Labh Singh CGM thanked the association for giving him opportunity to express his views . He assured that the officers to work fearlessly .He assured that the officers are executing the policies of the company. They should try their  level best to make Jharkhand Telecom  Circle a profit making circle .Shri Shamendra Kujur ,GM(Fin) informed the house about the achievement of Jharkhand Telecom  Circle in achieving the revenue target in CFA segment, realization of outstanding dues through Lok Adalat in which Jharkhand  is 2nd position after Karnataka  Telecom  Circle .

Shri P.Venugopal CHQ President presented the statistical financial data of the BSNL to show the sharp decline in revenue of the company .He suggested the ways to reduce deficit of the Company. Shri Prahlad Rai, General Secretary presented key note in his  address stating the achievement of the association . He spelt in length the difficulties faced by our members on account of shortage of materials and supporting staff . He categorically mentioned the assurance given by the Govt. at the time of formation of BSNL which has now been denied causing deficit to the company . He mentioned Govt.'s failure in resolving absorption issues of ITS officers. He categorically stated role of AIBSNLEA, Jharkhand in different meetings of CWC, AIC etc.. He appealed members to make Jharkhand Telecom Circle a profit making Circle. Shri Amit Kumar Gupta, Organising Secretary(East) expressed his pleasure to be present in the occasion. He expressed his happiness on the working of Jharkhand Circle branch of AIBSNLEA . He advised to organize Circle Executive Committee meeting so solve the problems of officers regularly. The leaders of the sister Unions/associations such as BSNLEU, NFTE(BSNL), SNEA and SEWA also attended the meeting and addresses the house .

After dissolution of existing Circle body, the election of new Circle  office bearers was conducted by Shri B.D.Jha as Election Officer in which the delegates unanimously elected the Circle Executive body led by Shri Mahipal Singh, Shri S.K. Prasad and Shri Sudarshan Singh as Circle President, Circle Secretary and Financial Secretary respectively.

(a) Restructuring of AD(OL) cadre:   We requested for early submission of the Committee report on AD(OL) cadre restructuring as the issue is badly delayed. GM(Estt.) mentioned that there is no official appointment of AGM(Estt.) on this issue therefore question does not arise the remark of AGM(Estt.) on this issue. However, he mentioned that he has taken the issue with GM(Pers.) and shortly the Committee report will be submitted.

(b)  Regularisation of Offg. JTOs: We requested for taking an early action regarding regularization of Offg. JTOs. GM(Estt.) mentioned that the legal opinion from BSNL's Sr. Advocate Sh. R.D. Aggarawala & Legal Cell of BSNL C.O. are awaited on creation of super- numeric posts. However, he assured an early action.

(c) Creation of PPS posts in BSNL's field units: GM(Estt.) mentioned that the file of Pers. Cell on the said issue is not traceable in Estt. Section. However, he assured that on receipt of the file comments of the Estt. Section will be given without delay.

(d) 20% HRA to A&N Circle and NE-II Circle Dimapur etc.: GM(Estt.) informed that the matter has been sent to DoT for the endorsement/clarification of DPE order in BSNL at par other PSUs and assured that on receipt of clarification from DoT immediately action will be taken accordingly.

(e) Fixation of pay on promotion for Executive employees with 3% in the previous pay and then 3% on promotion: We requested for fixation of pay on promotion for executive employees with 3% in the previous pay and then 3% on promotion as per DPE orders. GM(Estt) mentioned that as per DPE guidelines the matter has already been referred to DoT for clarification/endorsement and assured that on receipt of clarification from DoT immediately action will be taken accordingly.

(f) Allowing option to JAOs who joined after 7.5.2010: We requested to issue order to allow to exercise option to departmental JAOs, who joined after notification of NEPP on 07.05.2010. GM(Estt.) mentioned that GM(FP) proposal to constitute a Committee to examine the case further has not been received in this office. However, he assured that after formation  of Committee, case will be re-examined.

(g) Fixing of seniority of Offg. JTOs after LICE: we requested to clarify the fixing of seniority of Offg. JTOs after LICE. GM(Estt.) mentioned that their seniority will be fixed against the year of vacancy against which they were eligible similarly as in the case it happening to JTOs to SDE promotions.

(h) Superannuation benefits to directly recruited employees as per DPE guidelines:  GM(Estt.) assured that Committee is going to submit its minutes in the next week positively. He also assured that now committee is recommending better superannuation benefits to directly recruited employees as per DPE guidelines. 

18.10.2013:  GS met Member(Services), DoT and requested for implementation of 78.2% IDA fitment benefit to BSNL Pensioners,  who retired Pre 01.01.2007 and Post retired 01.01.2007. Member(Services) mentioned that now the case after the comments of Member(Fin.), AST & JST has came to his office & now finally he has drafted the comments i.e.

(a) Pre 01.01.2007 retired BSNL Pensioners:  Their pension will be consolidated pension w.r.t. 78.2% IDA fitment benefit, 30% IDA pay fixation on 01.01.2007 & accordingly their commutation DCRG benefits will also revised.

(b) Post 01.01.2007 retired BSNL Pensioners: Draft contained that  BSNL Pensioners retired after 01.01.2007 & before 10.06.2013, pension will be notionally fixed up on the day of his retirement and this proposal is being sent to Deptt. of Expenditure, DOP&PW & DPE for clearance because at present no rule permits pension revision on notional pay fixation. The commutation DCRG & other pensioner's benefits will be consolidated w.e.f. 01.01.2007 itself. The actual payment on 78.2% IDA fitment benefit will be paid after 10.06.2013 only. No arrears will be paid to BSNL pensioners before 10.06.2013 since the BSNL serving employees will also not get arrears as per DoT order. We emphasized that revised pension arrears to BSNL pensioners can't be denied as per Govt. rules & Hon'ble Supreme Court judgments. Member (Services) appreciated our concern & agreed that legal cases can't be avoided.

4th All INDIA CONFERENCE OF AIBSNLEA AT NASHIK (MAHARASTRA)

FROM 10TH TO 12TH November -2013.

All India BSNL Executives' Association is holding its 4th All India Conference at Nashik (Maharashtra)  w.e.f. 10th to 12th Nov., 2013. The Pre AIC CWC Meeting will be held on 9th Nov., 2013 at the same venue. AIBSNLEA could settle may important HR issues during the last 7-8 years i.e. Implementation of Executive Promotion Policy, Perks for the executives w.e.f. 01.01.2005, transparent Transfer Policy, Absorption of Group-'A' officers, IDA Pension Revision, 2nd PRC with 30% fitment benefit, 78.2% IDA pay fixation, filling up of the vacant HAG/SAG/JAG/STS/ Group-'B' level posts and may other issues. AIBSNLEA along with BSNL Unions/ Associations struggled to the Viability of BSNL related issues. Financial Viability of BSNL and some pressing unresolved HR issues will certainly be the matter for discussion to decide the future course of action. The agitation programmes jointly launched under the banner of Forum of BSNL Unions/ Associations and United Forum of BSNL Executive Associations' and its outcome will be the important issues during the discussion in the AIC.

In the organizational front, we are to ascertain that our membership is in majority in all the SSAs/Circles. All India BSNL Executives' Association (AIBSNLEA) came in to existence with the merger of 10 DoT Officers Associations after the absorption of Group-'B' officers in BSNL as its executives. During the last eight years AIBSNLEA has made its presence strongly felt and it is regarded as a strong Association of the Executives in BSNL. AIBSNLEA functions democratically and safe guard the interest of even the smallest cadre with the same sprits to be given to the larger cadre. As a result, the membership of AIBSNLEA has increased manifolds.  

We are to discuss the status of various issues concerning the different cadres which were taken up by AIBSNLEA. Our success and failure are to be judged on proper prospective so that the unsettled issues could be planned for early settlement. AIBSNLEA is seriously concern for the settlement of the service matters of its members but also equally concern towards the Viability of BSNL. The interest of BSNL has been always given priority over all other issues. BSNL's very existence as a strong Telecom service provider is one of the important issue which needs a through discussions. The performance of BSNL in all fronts will have to be analyzed properly. Its dwindling market share and continuous decline in Landline base is a matter of serious concern to all of us. We shall have to discuss and analyze that how the growth of BSNL comes to our expectation for which concrete proposals are be planned strategically to enable more and more confidence of the esteemed customers. Immediate measures are required for more revenue generation and its collection, reduction in OPEX, curtailment of unwanted expenditure has to be suggested. Strategies are to be finalized against the government move of 30% disinvestment of BSNL, VRS to one lack employees and  unbundling of BSNLs last mile copper. The AIC can not keep its eyes close on these developments.

BSNL's Management indifferent attitude towards the executives shall become a focused issue in the AIC. Its casual approach on HR issues is really a matter of serious concern. Infect the HR functions in BSNL is in mess and AIC should take a view on this. The BSNL executives are frustrated and demoralized because of in-apt handling of the carrier progression is the important issue to be discussed in the AIC e.g. non implementation of CPSU cadre hierarchy in terms of time bound non post based promotion up to JAG selection grade which was assured at the time of calling option for absorption, standard IDA pay scales E2 and E3 to JTO & SDE equivalent executives in BSNL. Non filling of vacant Group-'A' and Group-'B' grade posts etc. Similarly, the   arbitrary deployment of ITS officers on deemed deputation in BSNL which is adversely affecting the viability of BSNL is also a matter of serious concern and needs through discussions and decisions.

The Policies that are being framed to weaken BSNL and to benefit Private Operators have to be resisted by all means. Thus, this AIC has got a special importance at this juncture. Let us, therefore, utilize this important occasion to meet together at Nashik and pledge to grow BSNL by protecting it from the vested interest who are working day and night to weaken this organization and to further strengthen AIBSNLEA.

Let the 4th AIC at Nashik be a complete success.

14.10.2013: 3rd Circle Conference of AIBSNLEA UP (W) Telecom Circle on 12.10.2013 at Agra: The 3rd Circle Conference of AIBSNLEA UP (W) Telecom Circle was organised on 12.10.2013 at the Conference Hall of Youth Hostel, Agra in a grand manner. The Conference was attended by Com. GS Shri Prahlad Rai, Shri Bhagwan Singh, Assistant General Secretary AIBSNLEA CHQ, and  Sh. Devesh Sharma, Organizing Secretary (North)  from AIBSNLEA CHQ side. Shri J. P.Sharma, Retd. Chief Engineer , Irrigation Department and Head of Engineers Association was the Chief Guest in the Open Session. The Open session of the conference was attended by Shri Rajkumar Shukla,. GMTD Agra as Guest of Honour. Many Senior Officers of the UP(West) Circle, representatives of sister Unions/Associations and many media persons from print and electronic media attended the open session of the conference.

At the starting of the Open Session, the District Secretary Agra Shri Pritam Singh welcomed all the delegates. Circle Secretary UP(West), Shri Jagmohan Meena, in his address also elaborated the significance of the topic of Open Session i.e. "Survival of BSNL in Competitive Era"  He  touched the need to take steps for making BSNL a viable organisation. He also appealed the Management to extend the every possible support for making BSNL a viable organisation and improve the quality of service to its customers. 

Special Guest in Open Session Shri R.S.Fauzdar, Circle President BSNLEU UP(W) Circle in his address mentioned the contribution of Trade Unions for the viability of BSNL. Shri K.R. Chahar, Ex-CS AIBSNLEA UP(West) Circle in his address mentioned that there will always the necessity of PSU in Telecom sector. He appealed all the Trade Unions/Associations to keep a watchdog on the expenditure being occurred in BSNL.

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address explained that in which manner the BSNL is suffering from the discriminatory attitude of the Govt. of India. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit  Executives like EPF, Superannuation benefits and Child Care Leave. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. At last he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization.

AGS(HQ), AIBSNLEA, Shri Bhagwan Singh, congratulated the comrades of UP (W) Circle for the successful conference in the  Agra and thanked the comrades for their great affection. He appealed Com. CS to launch AIBSNLEA UP (W) website for the daily updates about organisational matters of UP(W) Circle. He appealed all to make the contribution towards legal fund.  At last he appealed to all to focus for membership verification for making AIBSNLEA a majority Executive Association.

Guest of Honour Shri Rajkumar Shukla, GMTD Agra welcomed all the delegates in the Agra city and wished for a successful Open Session. He mentioned the need of introspection. He mentioned that there is no any problem of survival. He informed that in UP(West) circle,  this year 8% positive growth rate is there as compared to previous F.Y. and this is 7.75% in Agra SSA. He mentioned his strong belief that upto 2020 BSNL will become again the No. 1 Telecom Service Provider in the country. He informed that the Telecom growth rate in Rural sector is 55% and in urban sector it is 45%. So there is a great scope in Rural sector. He appealed to all to provide the Quality of Services specially in Broadband and Data segment. He mentioned that innovative steps being taken in Agra SSA to enhance the Quality of Services. He also mentioned to ensure the optimization of network. He stressed the need to use BSNL's own workforce for the marketing purpose because manpower is our greatest strength. At last he appeal to all to work with ateam spirit for making BSNL a viable organisation.

Chief Guest in the Open Session Shri J. P. Sharma, Retd. Chief Engineer , Irrigation Department and Head of Engineers Association in his address expressed the delightness for attending the Open Session. In his address he made hope that again the BSNL will become the number one telecom service provider. He appealed all to provide the Quality of Services to the customer. At last he thanked the host circle to inviting him in the grand open session

GS AIBSNLEA, Shri Prahlad Rai , congratulated the comrades of UP(West) Circle for the successful conference in the "City of Love" i.e. Agra and thanked the comrades for their great affection . In his detailed address Com. GS mentioned that the viability and existence of BSNL is the most important issue today and we have to analyse the reasons of BSNL's today's position. Com. GS mentioned that due to un-helping attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, payment of notional loan Rs. 7500 Crores to DoT has adversely affected the viability of BSNL. He informed that BSNL is spending more then 9000 Crores rupees per annum on 20,000 Rural exchanges in Rural areas services but No ADC charges is being given by the Govt. In addition of this non-procurement of GSM equipment, cables, telephone instruments, Huge waiting list of Lease Line due to Scarcity of MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. . He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. Com. GS mentioned that the Broadband is the life line of BSNL and source of revenue and we have not fully optimally utilised our copper conductor. Com. GS stressed that the Customer Delightness, Quality of Services and change in attitude is the need of hour.

Com GS. Further explained the burning issues of the Headquarters level like 78.2 % IDA fitment benefit case and ITS issue. He mentioned that ITS absorption process should be completed by the Govt. of India , in the same manner like Group B, C or D. But Govt. has totally failed to complete the process He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper. .Com. GS explained in detail the efforts of AIBSNLEA in getting resolved the important HR issues after the formation of BSNL and in DoT setup. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit  Executives like EPF, Superannuation benefits and Child Care Leave. He further mentioned the ongoing efforts of AIBSNLEA for issuing 78.2% IDA pay fixation of BSNL Pensioners. He apprised the status of HR issues about various DPCs in various cadres. He mentioned that AIBSNLEA consistent efforts yielded result in getting approved the proposal of fixing 1325 DEs posts for MT quota instead of 2650 DEs of MT quota posts reserved from MC. Now 3975 DEs posts will be filled up on regular basis hence, adhoc promotions in DE grade will end. Similar efforts are being made to fix 25% CAOs/EEs (C/E) posts instead of 50% CAO/EEs(C/E) posts. He also apprised the house about DPCs from JTO to SDE, SDE to DE(Regular), DE (Adhoc) to DE (Regular), DE to DGM, JAO to AO, AO to CAO & DPC in Civil/Electrical wing, Restructuring of AD(OL) case, Creation of PPS posts in field Units, Filling up of EE(C/E) vacant posts, Regularization of offg. JTOs: etc., modification in transfer policy, VRS, Group 'A' officer absorption, Pay anomaly- Sr. are drawing less salary than their juniors etc. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit Executives like EPF, Superannuation benefits, CPSU cadre hierarchy and Child Care Leave. Com GS  further explained the role of AIBSNLEA in the viability of BSNL. Atlast he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization.

AIBSNLEA Agra District President Com L.S. Chahar extended the vote of thanks. The entire Conference Hall was Jam Packed. The Open Session ended with the National Anthem.

At the last stage of Circle Conference,  elections were held for the selection of new Circle body. Com. H.A. Khan, AO, Bareli, Com. J.M.Meena, SDE Mathura and L.S. 10.10.2013:GS, AGS(HQ) met GM(SR) BSNL C.O. and discussed

(a) Restructuring of AD(OL) cadre and creation of PPS posts in BSNL's field units: We appraised him that both issues are pending with GM(Estt.) BSNL C.O. since long. GM(SR) assured to discuss the matter with GM(Estt.) shortly.

(b) Regularisation of Offg. JTOs: We requested for early regularization of Offg. JTOs. GM(SR) mentioned that he has received our letters on this issue and has studied the matter. He immediately spoke to Sr. GM(Legal), BSNL C.O. for giving early legal opinion on this issue. GM(Legal) assured him an early action.

(c) CPCs from SDE(T) to DE(Adhoc) left out cases and DE(Regular): We requested for early issuance of the promotion order from SDE(T) to DE(Adhoc) of left out cases and DE(Regular). GM(SR) as one of the member of  CPC told that CPC work has been completed and he will spoke to the concern officers for early issuance of promotion orders and found status from DGM(Pers.). He assured an early action in this regard.

(d) Membership verification of BSNL's Executive Associations: GM(SR) mentioned that a draft proposal on the basis of the Committee Headed by Sr. GM(Pers.) on this issue has been sent to BSNL's Management Committee and the efforts are being made to get approved from BSNL Board in the month of Oct., 2013 itself. Hereafter, the immediate steps for membership verification will be taken/ He briefed that the procedure for secret ballot voting is to evolved and the supporting Association also proposed some limited T.U. facilities.

10.10.2013:GS, AGS(HQ) met GM(FP) and discussed

(a) CPC from JAO to AO: We requested to initiate CPC from JAO to AO at the earliest. GM(FP) mentioned that still 4 Circles AO vacancy position have not been received. After receiving the vacancy position, case will be processed to the Competent Authority to initiate CPC to fill up vacant AO posts. However, he assured an early action in this regard.

(b) CPC from AO to CAO(Adhoc): We also requested to initiate CPC from AO to CAO(Adhoc). GM(FP) mentioned that as soon as the CPC from JAO to AO will be completed the CAO Adhoc CPC will also  be initiated.

(c) Fixing up of 25% CAOs posts for MT quota instead of 50% CAOs posts: We requested to fix up 25% MT posts in CAO cadre, as in the case of DE cadre. GM(FP) mentioned that SEA Cell has already sent a proposal to notify MT examination of internal quota to fill up 330 CAOs posts out of 1347 CAO sanctioned posts to Rectt. Cell of BSNL C.O.. It comes about 25% of total CAO posts. However, the issue will further be discussed with Director(Fin.), BSNL.

(d) Review of JAO Part-II Exam result: We requested to review JAO Part-II Exam result wherein many candidates have failed with 1-2 marks in CPWD paper. Some grace mark given, may help to fill up the vacant JAOs posts in Circles immediately. GM(FP) mentioned that matter is under consideration.

(e)  Allowing option to exercise deptt. JAOs who joined after 07.05.2010: We requested for an early solution to resolve the problem. GM(FP) mentioned that shortly SEA Cell is sending a proposal to  the Competent Authority to constitute a Committee of three GMs i.e. GM(Estt.), GM(FP) and GM(EF) to examine and submit the repot on this issue. He assured an early action in this regard.

10.10.2013: GS, AGS (Fin) met Addl. Secy(T), DoT Smt. Rita Teaotia and discussed regarding implementation of 78.2% pay fixation order of BSNL Pensioners. AST mentioned that case is under consideration and certain queries made by Pension Cell of DoT have been clarified, shortly the proposal will be sent to DoP&PW for clarification. While discussion, she expressed serious concern to the Viability of BSNL and advised to increase revenue by providing quality service. She mentioned that there is continuous decline in BSNL's Landline whereas now it is static in MTNL. Hence, BSNL should arrest continues decline in Basic Services. Govt. support is there but BSNL has to stand on its feet. However, most of the issues raised by BSNL for financial help has been taken up with finance Ministry by DoT.   

10.10.2013: GS, AGS (Finance) met Shri M.F. Farooqui, Chairman (TC) & Secy(T) and invited him as Chief Guest to inaugurate 4th All India Conference of AIBSNLEA being held on 10th, 11th & 12th , November,2013 at Nashik. Secy (T) assured to confirm the programmer shortly.

(b) 78.2% IDA pay fixation of BSNL Pensioners: We submitted our letter No. AIBSNLEA/CHQ/Secy.(T)/2013 Dated:13.09.2013 regarding 78.2% IDA pay fixation of BSNL Pensioners  and requested for early release of the orders. Secy(T) assured to look into the matter.

10.10.2013: GS, AGS(Finance) met Member (Finance), DoT  Ms. Annie Moraes and requested for implementation of DPE OM on 78.2% IDA pay fixation for BSNL Pensioners. Member (Finance) assured to look into the matter. During discussions, she expressed serious concern about BSNL's Viability and mentioned that Govt. support alone can't  help BSNL's   revival, it is the BSNL Management and employees to increase revenue and its market share. She told that BSNL have 246 MHZ GSM spectrum (highest) and earning revenue Rs. 6000 Crore whereas, Airtel has 136 MHZ spectrum and earning Rs. 30000 Crs revenue. Hence, BSNL is not utilizing its GSM spectrum.  Rs. 200000 Crs revenue is being earned in the GSM segment in our country wherein BSNL's share is only Rs. 12000 Crors which should increase to Rs. 30000 Crores in the next three years. She expressed dissatisfaction about poor quality of GSM services in Maharastra & Gujarat Circles, we apprised that ITI is the vendor which is not providing proper maintenance support to BSNL because ITI  is not clearing the bills of suppliers i.e. Alcatel etc. She further mentioned that, if that is the issue it should be taken up at the appropriate level and BSNL can deal directly with suppliers to monition the services. She  also told that mtce. of Broadband services is also very poor which needs improvement, wherein maximum revenue may be earned from this service. We further explained in detail the reasons on all these issues and she told that GOM, DoT has recommended some financial support to BSNL but it has to stand on its own feet. Advisor(Finance) Ms.Nirrmla Pillai was also present during discussions.

Advisor(Fin.) mentioned that CCA DoT has circulated Annexure-III for BSNL Pensioners to fill up and submitted through BSNL but it is not implemented. It will help BSNL Pensioners in their smooth payment of pension.

10.10.2013: GS, AGS(Finance) met Member (Services), DOT and requested for early issuances of 78.2% IDA pay fixation order of BSNL Pensioners. Members (Services) mentioned that the proposal for fixation of pension w.e.f. 10.6.2013 is in internal clearance but till date it has not been finalized due to different views. Regarding arrear payment, he mentioned that it is directly related to BSNL serving employees and in DoT order dated 10.6.2013, BSNL serving employees will not get arrears. Hence, BSNL Pensioners will also get the same treatment. Moreover, BSNL has commented about revision of pension is "question does not arise" has also created problems which has to be corrected by BSNL. However, he told that after the internal decision of DOT only the case may be sent to nodal Ministers for clearance.

08.10.2013:  GS, AGS(Fin.) met GM(Estt.) and discussed regarding

(a) Regularization of Offg. JTOs: We requested for taking an early action regarding regularization of Offg. JTOs. GM(Estt.) mentioned that the legal opinion of BSNL's advocate, Haryana Circle Sh. Amit Rathi has been received, wherein, BSNL can create super-numeric posts of JTOs for regularization and the same has again been sent to BSNL C.O. legal cell for its concurrence and thereafter the proposal will be sent to MC and BSNL Board for approval. Hence, in case everything goes smooth, it may take 3-4 months time to settle the issue.

(b) Allowing option to departmental JAOs who joined after 07.05.2010: We requested to resolve the issue at the earliest. He mentioned that matter is under consideration and the  Estt. Cell comments has already been given to SEA Cell. However, he assured to look into the matter.

08.10.2013: 4th Circle Conference of AIBSNLEA Uttarakhand Telecom Circle on 04.10.2013 at Dehradun: 4th Circle Conference of AIBSNLEA Uttarakhand Circle was organised on 04.10.2013 at Hotel Viceroy Inn, Dehradun in a grand manner. The Conference was attended by Com. GS Shri Prahlad Rai, Shri Bhagwan Singh, Assistant General Secretary CHQ, Shri G.R. Sharma, AGS(F) CHQ and  Sh. Devesh Sharma, Organizing Secretary (North)  from AIBSNLEA CHQ side. Shri Rajkumar, Hon'ble MLA Uttarakhand Government was the Chief Guest in the Open Session. The Open session of the conference was attended by Shri A.K. Srivastava, Sr.  GMTD Dehradun, Shri A.K. Mittal, GM(HQ) Uttarakhand Telecom Circle and Shri P.D. Chiraniya, GM(F) Uttarakhand Telecom Circle as Guests of Honour. Many media persons from print and electronic media attended the conference.

At the starting of the Open Session, the Circle Secretary Uttarakhand Shri L.M.Joshi welcomed all the delegates. Com CS also elaborate the significance of the topic of Open Session i.e. "BSNL's Scenario in 2020"  He also touched the need to take steps for making BSNL a viable organisation.  He also thanked to AIBSNLEA CHQ for extending every support to AIBSNLEA Uttarakhand. He also appealed the Management to extend the every possible support for making BSNL a viable organisation and improve the quality of service to its customers.

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address thanked the Uttarakhand Circle comrades for inviting him in Devbhumi Uttarakhand .He further explained that in which manner the BSNL is suffering from the discriminatory attitude of the Govt. of India. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit  Executives like EPF, Superannuation benefits and Child Care Leave. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. At last he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization.

AGS(HQ), AIBSNLEA, Shri Bhagwan Singh , congratulated the comrades of Uttarakhand Circle for the successful conference in the  Dehradun and thanked the comrades for their great affection .He appealed Com CS to start AIBSNLEA Uttarakhand website for the daily updates about organisational matters. AGS(F), AIBSNLEA CHQ, Shri G.R. The Special Guest of the Open Session Shri P.D. Chiraniya, GM(F) Uttarakhand Telecom Circle apprised the Open Session and the AIBSNLEA initiative for the viability of BSNL. He mentioned that the conditions are changing in BSNL. He informed that in 2010-11 the loss in Uttarakhand Circle was 86 Crores. and it was 66 Crores and 40 Crores for 2011-12 and 2012-13 respectively. In this respect the growth rate is highest in the Uttarakhand Circle. He mentioned that our trained manpower is our strength and our administrative structure and faith of people are great assets for us.He appealed all to think and talk on Customer orientation, Profit orientation and Environment Orientation..

The special Guest of the open session Shri A.K.Mittal, GM(HQ) Uttarakhand Telecom Circle in his address mentioned the appreciation by Hon'ble MoC&IT for  Uttarakhand Circle Executives' for their excellent work during Uttarakhaned Crisis.  He appealed all to remain the faith in BSNL and extending the good services for its revival. He mentioned that we have to earn revenue by the proper roll our of Phase VII. He mentioned that BSNL will again on top in 2020. He mentioned that Mahatma Gandhi's talk on the customer care is relevent in todays scenario. He also stressed on the good customer care and quality of services.

GS AIBSNLEA, Shri Prahlad Rai , congratulated the comrades of Uttarakhand Circle for the successful conference and thanked the comrades for their great affection . In his detailed address Com. GS mentioned that the downfall in the losses in the subsequent last 3 years is the example of the commitment of the Uttarakhand Circle Comrades. He appreciated the fast track restoration efforts made by Uttarakhand Circle Comrades in the Crisis period. Com. GS mentioned that the viability and existence of BSNL is the most important issue today and we have to analyse the reasons of BSNL's todays position.. Com. GS mentioned that due to un-helping and over-jealous attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, payment of notional loan Rs. 7500 Crores to DoT has adversely affected the viability of BSNL. He informed that BSNL is spending more then 9000 Crores rupees per annum on 20,000 Rural exchanges in Rural areas services. In addition of this non-procurement of GSM equipment, cables, telephone instruments, Huge waiting list of Lease Line due to Scarcity of MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. . He explained that how the AIBSNLEA is continuously pursuing these viability related issues with the BSNL Management and DoT. Com. GS mentioned that the Broadband is the life line of BSNL and source of revenue and we have not fully optimally utilised our copper conductor. Com. GS stressed that the Customer Delightness, Quality of Services and change in attitude is the need of hour. Com GS provided the example of Kerla and Odisha Circles and appreciated the efforts of Kerla and Odisha Comrades for their commitment with public support.
Com GS. Further explained the burning issues of the Headquarters level like 78.2 % IDA fitment benefit case and ITS issue. He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper. .Com. GS explained in detail the efforts of AIBSNLEA in getting resolved the important HR issues after the formation of BSNL and in DoT setup. He apprised the status of HR issues about various DPCs in various cadres. AIBSNLEA consistent efforts yielded result in getting approved the proposal of fixing 1325 DEs posts for MT quota instead of 2650 DEs of MT quota posts reserved. Now 3975 DEs posts will be filled up on regular basis hence, adhoc promotions in DE grade will end. Similar efforts are being made to fix 25% CAOs/EEs (C/E) posts instead of 50% CAO/EEs(C/E) posts. He also apprised the house about DPCs from JTO to SDE, SDE to DE(Regular),DE (Adhoc) to DE (Regular), DE to DGM, JAO to AO, AO to CAO & DPC in Civil/Electrical wing, Restructuring of AD(OL) case, Creation of PPS posts in field Units, Filling up of EE(C/E) vacant posts, Regularization of offg. JTOs: etc., modification in transfer policy, VRS, Group 'A' officer absorption, Pay anomaly- Sr. are drawing less salary than their juniors, withdrawal of leave encashment, stopping of LTC etc. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit Executives like EPF, Superannuation benefits and Child Care Leave. Com GS  further explained the role of AIBSNLEA in the viability of BSNL.  Atlast he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization.

Special Guest of the Open Session Shri A.K. Srivastava,. GMTD Dehradun stressed our customer services should be excellent and we should improve our quality of services. He mentioned the need to motivate our subordinates and continuously think about the solutions of problems. He appealed to all to systematic implement the best of our strength to our respective field units. He hoped that BSNL will earn huge revenue upto 2020.He appealed all to use the positive approach in day to day work. ..At last he appealed all to work with full determination and dedication for the growth of BSNL. At last he thanked the host circle to inviting him in the grand open session.

Chief Guest in the Open Session Shri Rajkumar, Hon'ble MLA Uttarakhand Government mentioned that BSNL should find out the reasons of faults and adopt a smooth and systematic bill distribution system. He also stressed to remain vigilant to avoid cable cuts. He also assured to provide every help from Uttarakhand State Government to BSNL Uttarakhand Circle. At last he thanked the host circle to inviting him in the grand open session.

AIBSNLEA Uttarakhand Circle President Com R.S. Pandey extended the vote of thanks. The entire Conference Hall was Jam Packed. The Open Session ended with the National Anthem.

In the delegate session Com. GS replied all the queries raised by the members. At the last stage of Circle Conference,  elections were held for the selection of new Circle body. Com. R.S.Pandey, CAO,  Com. B.M.Dhyani, SDE and Com.Anoop Goswami, SDE has elected as Circle President, Circle Secretary and Circle Finance Secretary respectively.

03.10.2013:GS attended and addressed the farewell and felicitation function of Sh. A.K. Kaushik, DGM(MTNL) Delhi and GS, TEAM at New Delhi organized  by Team CHQ. Com. GS in his speech appreciated achievements, consisting efforts, Commitment, devotion and fighting spirit of Com. Kaushik in the Trade Union Movement of DoT and in MTNL.

03.10. 2013:GS, AGS (HQ), OS (North) met GM (Estt.) and discussed-

(a) JTO Phase -1 training to JTO officiating :-We requested to issue clarification regarding JTO Phase-I training to the officiating JTOs who passed JTOs LICE. GM (Estt.) informed that GM(Training) comments in this regard has been received and they have clarified that since the JTOs Phase-I  training  syllabus has been changed between year 2002 to 2009 this training is required. Also to determine the seniority in JTO cadre based in training centre marks the similar training to all the candidates is required. Hence, within one or two days the clarification will be issued wherein training to officiating JTOs is also necessarily required.

03.10. 2013:GS, AGS (HQ) met GM (FP) and thanked him for issuing 198 CAO regular promotion and requested to expedite CPC from JAO to AO. GM (FP) mentioned that the vacancy position in AO cadre has been asked from Circles but some Circles are yet to send the information. However, he assured an early action in this regard

03.10. 2013:GS, AGS (HQ), OS (North) met Sr. GM (Pers.) and discussed

(a) CPC from SDE (T) to DE (Adhoc) of left out cases: - We requested to issue promotion order from SDE(T) to DE(Adhoc) left out cases of 1860 CPC, Sr. GM (Pers.) mentioned that CPC work is in progress and shortly Promotion order of left out cases will be issued.

(b) CPC from DE (Adhoc) to DE (Regular) - We requested to expedite CPC from DE adhoc to DE regular. Sr. GM (Pers.) mentioned that CPC work is in process and promotion order against 2010-11 DE vacancies will be issued shortly.

03.10. 2013:GS, OS (North) met CMD BSNL and extended him sincere thanks for fixing MT quota posts in DE cadre. CMD appreciated our concern and mentioned that 1325 DEs posts out of 5300 DEs have been kept reserved for MT quota as MC decision and the same will be sent to BSNL Board for approval. Now 3975 DEs posts will be filled-up on regular basis, hence adhoc promotion in DE Cadre will end. We also requested for filling-up of vacant DGM posts. CMD assured an early action. He also despised that MT recruitment of Internal quota should immediately take place to meet the future requirement of BSNL  and immediately spoke to Sr. GM (Rectt.) BSNL C.O. to know the status of MT recruitment and directed him to initiate the process at the earliest. He also directed Sr. GM (Pers.) to provide syllabus for MT examination to Sr. GM (Rectt.) to start the recruitment process.

02.10.2013: Report on the 4th Circle Conference of ODISHA circle at Bhubaneswar:  The biennial Circle Conference of Odisha circle is held at Bhubaneswar on 27th and 28th September, 2013. There was a circle office bearers' meet in presence of the General Sectary, Com. Prahlad Rai, CHQ President Com. P. Venugopal and OS(E) Com. Amit Gupta in the IQ lounge of Door Sanchar Bhawan in the evening of 27th Sept., 2013 Some active organizers, branch secretaries and all the circle office bearers were also present. It was arranged for direct interaction between the CHQ representatives and members of Circle. GS & President clarified all the queries up to the full satisfaction of the members.
The next day i.e.28.9.13 the conference started with flag hoisting at 0930hrs. The open session started at 1130hr in the Seminar Hall of the RTTC- Bhubaneswar with the BSNL prayer: "Itna sakti hame dena data ". The CGMT Odisha, all the GMs were present. Circle secretary of SNEA(I) and President of BSNLEU were present. The seminar hall was totally packed with delegates, members from Cuttack, Bhubaneswar and nearby branches. Circle secretary gave the key note address emphasizing on curtailment of expenditure, timely issuance of transfer order for those who completes tenure posting in the circle, issuance of time bound promotion in due time etc. The invited CS and President of sister Unions and Associations were also delivered speeches on enhancement of efficiency in BSNL.
CHQ President thanked the members for maintaining the profit of the Circle as well as the organisation. OS(E) emphasized on enhancing the membership of our Association.
General Secretary started his vibrating speech at 1pm. First he thanked the team i.e. the staff and CGMT for up keeping the circle as profit making one under the scenario of national decline of the company. He however gave a hope that BSNL will turn around with availability of new GSM equipments. He highlighted on all the HR issues and especially time bound DPCs in all the cadres. He also appreciated the organisation capability of members and office bearers.
The open session ended with national anthem at 3pm and then the launch. The afternoon session started with passing of reports of CS and FS. It got passed with all the clarifications raised by members.
Election for new body started at 7pm. The new body was formed unanimously. Com Kasinath Sahoo Sr. AO in the IOBAS unit of circle, Com. R. K. Panda, AGM, CMTS and Com. N. P. Das, AO were elected to the post of Circle President, Circle Secretary and Financial Secretary respectively.
In the delegate session Com. GS explained in detail the efforts of AIBSNLEA in getting resolved the important HR issues after the formation of BSNL and in DoT setup i.e.
1. The revision of Pay Scale of JE Telecom struggle took place in 1986 successfully under the leadership of Com. M.K. Bagchi, the then General Secretary, JETA(I) and the pay scale was revised from (425-15-500-EB-15-560-20-700-EB-25-800 to 550-25-750-EB-30-900) 1400-40-1600 to 1640-60-2600-75-EB-2900 scale in 1986 with change of designation as Junior Telecom Officer(JTO). In the 5th CPC the JTO and SDE pay scales were revised to 6500-200-10500 and 7500-250-12500 respectively and after the formation of BSNL E1A IDA pay scales were achieved with the efforts of the same executives who were JTOs in 1986 struggle and due to cadre Association after their promotion as SDE they joined TESA(I) and finally merged with AIBSNLEA and even today continuing struggle to achieve E-2 and E-3 standard IDA pay scale for JTO/SDE equivalent executives. Hence, most of the executives who struggled and struggling today belongs to AIBSNLEA.
2. After the 5th CPC recommendations JTO pay scale was Rs. 6500-200-10500 and highest of the basic pay i.e. Rs. 10500 were treated for Gazette cadres accordingly JTO(T) was also declared Gazette Group-'B' and got absorbed in BSNL as an executive.
3. AIBSNLEA struggled to provide parity to all executive cadres with JTO(T). Accordingly a Committee headed by Dr. Vinay Sahi, Jt. DDG(EF) BSNL C.O. was constituted to restructured the cadres i.e. JE/AE(C/E/Arch), JAO, PAs/PSs, CSs/CSSs staff etc. Finally these cadres were restructured by changing their designation, pay scales and qualification at par JTO(T) w.e.f. 01.10.2000.
4. The Central coordination Committee of DoT Officers Associations comprising TESA (I), AFSOA, AIJTOA, AIPTCE(Group-'B'), AIPTEE(Group-'B'), AIJEA, AIPTAA, ABDRA, AITSA and BSNLEA finally merged with AIBSNLEA, which struggled and achieved settlement of the terms and conditions of absorption in BSNL and IDA pay scales E1A, E2A, E-3, E-4, E-5 and E-6 scales for the executives and point to point pay fixation in the revised IDA pay scales.
5. With the consistent efforts of AIBSNLEA with the then Secretary(T) Dr. J.S. Sarma and finally with Sh. D.S. Mathur, Ex-Secy(T) in the formal meeting on 10.01.2007 the EPP was discussed and finally was notified on 18.01.2007 wherein BSNL executives achieved 5 time bound promotion between 4 to 6 years of service.
6. AIBSNLEA efforts brought the kind intervention of Ex-Secy(T) Dr. J.S. Sarma in 2006 for grant of perks to BSNL executives at par with non-executives w.e.f. 01.01.2005 and finally achieved it.
7. The transparent transfer policy for BSNL Executives came into existence due to the continuous efforts of AIBSNLEA in the year 2009.
8. The BSNL MSRRs-2009 were notified in June-2009 with the consistent efforts of AIBSNLEA through Ex-Secy(T) Sh. D.S. Mathur's intervention. AIBSNLEA provided sufficient and meaningful feedback in the Joint Committee of BSNL Officers and the representatives of Executives' Associations in the several marathon meetings and on the basis of Joint Committee report the BSNL MSRRs-2009 came into existence. It paved the way for regularization of Adhoc STS level executives who immediately got promotion in JAG grades on functional basis. Through these RRs our young JTOs/JAOs may expect their promotions upto SAG level.
9. AIBSNLEA consistent efforts yielded result in getting implemented 2nd PRC recommendations (notified in Nov-2008) in BSNL on 27th Feb,2009 after the Presidential Directives was issued by DoT to provide 30% fitment benefit. BSNL was first PSU where the 2nd PRC was implemented with 30% fitment benefit.
10. AIBSNLEA also provided feedback/presentation to the Chairman and the Members of 2nd PRC for better IDA pay scales in BSNL as schedule 'A' company.
11. With the untiring efforts of AIBSNLEA,  DPCs could be initiated to fill up all vacant STS grade posts in all the disciplines and more than 6000 SDE to DE promotion, 4000 JTO(T) to SDE(T), 500 DGM(Engg.), 17 SE(Electricals), 600 DGM(F), 1000 CAO, 1050 JAO to AO, 200 SDE(E/C) to EE(C/E), 300 JTO(C/E) to SDE(C/E), 10 SDE(TF) to AGM(TF) and 18 AGM(TF) to DGM(TF) etc have been issued.
12. 5 advance increment benefits were granted to DR JTOs and departmental JTOs/JAOs after 2nd PRC implementation to compensate their deficits.
13. AAOs IDA pay scale of Rs. 11,875/- got achieved.
14. Pay anomaly of JTO-2005 batch got rectified by allowing notional pay fixation to JTOs 2005 batch, who joined after 01.01.2007 with their batch mates joined in Aug-2006 in the pre-revised pay scales.
15. Got streamlined the EPF statement in PF department at Regional level and will shortly be streamlined on All India basis.
16. Achieved Child Care leave implementation for lady employees in BSNL under the banner of Forum of BSNL Unions/Associations.
17. Achieved 78.2% IDA pay fixation implementation for BSNL employees and now fighting to achive for BSNL Pensioners who retired after 01.01.2007 to 10.06.2013 and prior to 01.01.2007. It was a great achievement of Forum of BSNL Unions and Associations wherein AIBSNLEA was always at forefront during struggle.
18. AIBSNLEA consistent efforts yielded result in getting approved the proposal of fixing 1325 DEs posts for MT quota instead of 2650 DEs of MT quota posts reserved. Now 3975 DEs posts will be filled up on regular basis hence, adhoc promotions in DE grade will end. Similar efforts are being made to fix 25% CAOs/EEs (C/E) posts instead of 50% CAO/EEs(C/E) posts.
Still some cases need immediate settlement as under:-

a) Implementation of CPSU Cadre hierarchy in terms of non post based promotions upto the level of SG JAG grade and post based promotion after SAG grades as assured at the time of absorption in BSNL.
b) Implementation of standard IDA pay scales of E-2 and E-3 for JTO/SDE equivalent cadres in BSNL.
c) Filling up of all the vacant Group-'B', STS, JAG, SAG and HAG level posts by BSNL absorbed executives.
d) Holding of LDCE from JTO(T) to SDE(T), JTO(TF) to SDE(TF) etc.
e) Creation of PPS posts in BSNL's field units
f) Restructuring of AD(O/L) cadre.
g) Allowing option to exercise to departmental JAOs recruited in the year 2010 and joined after 07.05.2010.
h) Fixation of pay on promotion for Executive employees with 3% in the previous pay and then 3% on promotion
i) Modification in BSNL MSRRs allowing promotion to diploma holders SDEs to the post of EEs.
j) Antedating of pay- anomaly due to accrual of increment of junior earlier than the senior after fixation of pay in revised pay scale implementation of 2nd PRC.
k) Regularization of Offg. JTOs as one time measure.
l) Implementation of FR-22(1)(a)(i) to Offg. JTOs as per Hon'ble Supreme Court of India judgment.
m) Superannuation benefits to BSNL recruited employees by depositing 12% contribution by BSNL.
n) Removal of pay anomaly wherein senior are drawing less salary then their junior executives- AIBSNLE has impleaded in the Hon'ble Supreme Court.
In addition to the settlement of HR issues AIBSNLEA is equally concern towards the Viability of BSNL viz procurement of equipment / material. Always remain at forefront during the joint struggle of BSNL Unions/Associating launched against the wrong policies of the Govt. or BSNL Management, with the result BSNL could not be disinvested, BSNL's last mile copper is not unbundled. BSNL also got 1500 crores against Rural subsidiary for the year 2011-12 and demanding Rs. 1500 ADC payment for the year 2012-13. Also demanding immediate refund of BWA Spectrum allocation fee of Rs. 8313 crores to BSNL and reimbursement of license fee & USO charges Rs. 3000 Crores per annum to BSNL. Payment of pension contribution on actual basic pay instead of highest of the pay scale, refund of notional loan of Rs. 7500 Crores along with interest @14.5% paid to DoT etc . In this manner, AIBSNLEA is committed to safeguard the interest of BSNL executives and BSNL as a whole in true sense.
Publishing / Propagating distorted, one sided history of T U movements in past decades for upliftment of executive cadre:
Ever since BSNL has planned for verification of majority association in executive cadre, we have noted with great concern that one association in different meetings have started propagating distorted half truths in the name of describing the history of struggle for uplifting JTO and other engineering cadres. They even commented other associations as "bonded labours" and projected their association as the only saviours of executives. Thus they are fulfilling the hidden strategy of BSNL management to break the unity of executives in disguise of referendum of executive association.
We are not against describing the history of past movements but that should be told with full honesty. The transformation of various associations into new associations, the division of various engineering cadres into different associations with the backgrounds of formation
TESA -> JETA -> JTOA -> TEOA -> BSNLEA -> SNEA and also TESA+AIAFSOA with 8 other associations -> AIBSNLEA has to described properly. The leaders of earlier years their contributions, their struggles are also to be remembered with full honour and dignity while remembering past victories. At the same time AIBSNLEA brought together all executives Associations under single umbrella but One executive Association kept away and continued functioning independently, which ultimately destroyed the possible unification of all executive cadres cannot be forgotten. Had that not taken place, today all executives of BSNL would have been under one umbrella. One has to think when all ten associations joined their hand what was the 'interest' behind the eleventh association to stay away. Depicting certain persons/organisation as the only saviours of the executives for decades and branding all other as 'bonded labour' is all right for election propaganda but certainly not the narration of the true history.

01.10.2013: GS, AGS(HQ) met Director(HR), BSNL Board and discussed

(a) CPC from DE(Adhoc) to DE(Regular) and left out promotion of DE Adhoc): We requested for early issuance of DE adhoc promotion order of left out cases as well  as DE Regular promotion order since the CPCs are over. Director(HR) assured an early action in this regard.

(b) Fixing of 1325 DEs posts for MT quota: We extended our sincere thanks for fixing the 1325 DEs posts of MT quota instead of 2650 DEs of MT quota. Director(HR) appreciated our concern and mentioned that the MC of BSNL Board  finally decided to fix up 25% (1325) of DEs posts (of 5300 DEs posts) and 3975 DEs posts for departmental quota on seniority basis. However, the initial proposal was to fix up 1000 MT posts but MC agreed to fix up 25% quota for MTs of total DEs sanctioned posts . He assured to put up the MC proposal to the next BSNL Board Meeting for its approval. It will end the adhoc promotion in DE cadre. Similar action we requested for other disciplines also. Director(HR) assured to look into the matter.

(c) Membership verification of Majority Executive Association: We requested to provide "Right to Negotiation" power to Majority Executive Association. Director(HR)  assured to look into the matter.

(d) Regularization of offg. JTOs: We requested to take immediate steps for regularization of offg. JTOs as one time measure by personal upgradation. Director(HR) assured to discuss the matter with GM(Estt.) for an early solution:

 (e) Creation of PPS posts in field Units: We requested for creation of PPS posts in BSNL field units with all HAG level officers as per Sh. H.K Gupta Ex- DDG(Estt.) DoT Committee recommendations. We also appraised him that the proposal moved by Pers. Cell is  pending in Estt. Section for clearance. Director(HR) assured to look into the matter.

(f) Restructuring of AD(O/L) Cadre: We requested for his kind intervention wherein the Committee on restructuring of AD(O/L) Cadre is pending for the last one year. Director(HR) assured to look into the matter.

(g) Filling up of EE(C/E) vacant posts: We requested to initiate CPCs to fill up tha vacant EEs(C/E) posts. About 100 EE(C) and 50 EE(E) posts are lying vacant. Director(HR) assured to look into the matter.

01.10.2013: GS, AGS(HQ) met Sr. GM(Pers.) and discussed

(a) CPC from SDE(T) to DE Adhoc (left out) cases: We requested to issue promotion order of left out cases of 1860 DE CPC. Sr. GM(Pers.) mentioned that left out cases of SDE(T) to DE Adhoc CPC is in progress and after the clearance of CLO, promotion to 52 DEs posts will be issued day after tomorrow (Thursday).

(b) CPC from DE(Adhoc) to DE(Regular): We requested to expedite CPC from DE(Adhoc) to DE(Regular) to fill up the vacant DE posts against the vacancies of 2010-11 and 2011-12.  Sr. GM(Pers.) mentioned that CPC work to fill up about 500 DEs posts on regular basis of the year 2010-11 has been completed and the same is pending with CLO for clearance.  He assured for early issuance of DE Regular promotion order and to issue further promotion order against 2011-12 DEs vacancies shortly.

(c) Filling up of all vacant DEs posts on regular basis: We requested for early filling up of all vacant DEs posts on regular basis. Sr. GM(Pers.) informed that Management Committee of BSNL Board has decided to fix up 1325 DEs posts (25% of DEs sanctioned posts of 5300) for MT quota and remaining about 3975 DEs posts will be filled up on regular basis. The MC decision will be sent to BSNL Board for approval and hereafter SDE(T) to DE promotion will be done on regular basis only. No adhoc promotion in DE cadre will take place.

(d) Modification in posting order of DEs: We extended our sincere thanks for retention of 12 lady executives on DE promotion in Chennai Telephones on genuine grounds. Also requested for modification of posting orders to nearby Circles from deficit Circles. Sr. GM(Pers.) further mentioned that posting orders on promotion were issued on the basis of shortages in Circles.

(e) CPC from JTO(TF) to SDE(TF):  We requested to expedite CPC from JTO(TF) to SDE(TF). Sr. GM(Pers.) mentioned that CPC work to fill up 27 SDE(TF) posts is in progress and shortly promotion order will be issued.

(f) Pay fixation under EPP case of Stenographers already got 2nd ACP benefit: We requested to provide pay fixation benefit under EPP to stenographers who get 2nd ACP benefit and working as non-executives. Sr. GM(Pers.) mentioned that MC of BSNL Board has approved the proposal to provide them two increments benefit in their existing pay scale.

01.10.2013: GS, AGS(HQ), AGS(Fin.) attended meeting with the Members of the Committee on deciding terms & conditions for Membership Verification of Majority Executive Association and impressed upon for  consideration of the suggestion / views submitted by our Association vide letter no.  AIBSNLEA/CHQ/DGM(SR)/2013 Dated: 06th Sept,2013 in full. The Committee Members explained that the suggestion on secret Ballot paper and no encroachment in the internal functioning of the Association has been considered but the "Right to Negotiation" power to majority Executive Association is not acceptable to the Committee at par non-executive Unions. We categorically mentioned that in case the "Right to Negotiation" power is not given even after such a big verification exercise then it will be a futile exercise only. Committee members clarified that Management concern is to end multiple functioning of the Executive Associations. Hence, a single majority Executive Association will be granted formal meetings and recognition and one supporting Association having more than 15% members may be given some limited Union facilities.
