History Created promoting 2710 (1679+1031) SDEs to DE (Adhoc)

 AIBSNLEA's untiring & consistent efforts yielded result in getting released the promotion order of 1031 SDE(T) to DE(Adhoc) [ OC: 781(Upto Seniority no. 16746, SC: 166 (Seniority no. 17198.277 & ST: 84 (upto Seniority no. 27686): Total 1031].

We are extremely thankful to CMD, BSNL, Director (HR), GM (Pers.), DGM (Pers.) & Pers. Cell Officers / Staffs for their extensive efforts in completing the DPC & issuing the promotion order in time frame as assured to this Association on 30th June'2010.

AIBSNLEA's efforts will continue to get regularization of about 2700 DEs(Adhoc) before 15th August'2010. Efforts have been made to accommodate DEs on promotion to their same Circle or nearby Circle. All the Circle Secretaries are requested to ensure immediate sending of pending ACRs / VCRs to complete the DPC in due time frame.

31.07.2010: Implementation of DPE OM dated 02.04.2009 regarding IDA fitment benefit from 68.8 to 78.2%, it is understood that the issue was deliberated in BSNL Board Meeting yesterday on 30th July'2010 but remain inconclusive due to shortage of time. It seems that the issue will be discussed in the next Board Meeting.

30.07.2010 :Farewell & Sendoff Party to Sh. K.Satyanarayana, DGM (IA) BSNL Corporate office: Farewell & Sendoff Party to Sh. K.Satyanarayana, DGM (IA) BSNL Corporate office & President  AIBSNLEA CHQ on his superannuation on 30th July'2010. BSNL Corporate Circle organized sendoff/retirement party of Com. K.Satyanarayana in Bharat Sanchar Bhawan at New Delhi alongwith other Comrades, who retired on the same day i.e. Com. A.K. Sharma, DM & Com. Mahendra Singh Sagwan, AD BSNL Corporate office. Com. GS, AGS (HQ), AGS (F), FS, GS SNEA (I) & AGSS SNEA(I) were also present in the farewell function.

30.07.2010:DPC from SDE(T) to DE(Adhoc): AIBSNLEA consisting efforts yielded result in getting completed DPC from SDE(T) to DE(Adhoc) i.e. 1031 SDE(T) has been promoted to DE(Adhoc) [OC: 781(Upto Seniority no. 16746, SC: 166 (Seniority no. 17198.277 & ST: 84 (upto Seniority no. 27686): Total 1031]. Posting order on promotion is being finalized. The promotion order is expected shortly.

30.07.2010 :AIBSNLEA succeeding in getting declared earlier SriNagar NE-II (Nagaland) as one year tenure station and now Leh (J&K) is also declared one year tenure station. Sincere efforts are being made to get relieved the executives, who completed one year in SriNagar( J&K).

29.07.2010: GS, AGS(F) met GM (Estt.) and discussed :-

(a) Implementation of DPE OM dated 02.04.2009 regarding 78.2% fitment benefit- We requested to get approved the implementation of DPE OM dated 02.04.2009 regarding 78.2% fitment benefit from BSNL Board. GM (Estt.) informed that the matter has been accepted by the BSNL Management Committee and it  is being sent to BSNL Board tomorrow for approval.

(b) Regularisation of officiating JTOs- We requested for regularisation of officiating JTOs as a one time measure. GM(Estt.) mentioned that Hon'ble Chandigarh High Court  directed to re-divert the outsider JTOs posts and against creation of supernumerary posts contempt of Court was there in Hon'ble Chandigarh High Court against CMD BSNL. Again some affected JTOs filed case in the Hon'ble Supreme Court and it is learnt that they could not get favour from Hon'ble Supreme Court. He mentioned that further any action can be taken only after seeing the Hon'ble Supreme Court Judgment.

(c) Revision of Transport Allowance and Perks- We requested for revision of Transport Allowance and Perks in view of the continuous rise in the transport/conveyance charges and price. GM (Estt.) mentioned that he is fully convinced with the price rise and increase in transport charges but the competent authority has to take the decision in this regard.

28.07.2010 : GS, AGS(HQ) met GM(Pers.) and discussed regarding DPC from SDE(T) to DE(Adhoc.).- He informed that the following circles are yet to send the VCRs i.e. AP-17, AS-5,BRBITT-1, BSNLCO-1, CGHR-2, CTD-2, DNW-1,ETR-2,GUJ-21, HR-1,J&K-6, JKND-7, KRL-26,MH-26, MP-2, NE-I-1, NTP-4,NTR-1, QA-1,RAJ-17,STP-1, T&D-3, TN-13, UKND-1,UP(E)-3, UP(W)-2, WTP-2,WTR-1. All the Circle Secretaries of concerned circles are requested to ensure sending of above VCRs today itself by contacting their respective DGM (Vigilance) and CGMs. So that DPC can be completed. 

28.07.2010: GS, AGS(F) met Dir(HR) and discussed :-

(a) Implementation of DPE OM dated 02.04.2009 regarding 78.2% fitment benefit- We requested to get approved the implementation of DPE OM dated 02.04.2009 regarding 78.2% fitment benefit from BSNL Board. Dir(HR) mentioned that the matter has been discussed in the BSNL Management Committee today  and will be send to BSNL Board meeting on 30.07.2010 for consideration.

(b) DPCs from SDE(T) to DE(Adhoc) and DE Regularisation- We requested for his kind intervention to expedite the DPCs from SDE(T) to DE(Adhoc) and DE Regularisation. Dir(HR) mentioned that Pers. Cell is already on the job and he assured that the present GM(SR) will be only completing the DPC of DE Regularisation.

(c) Continuous deprivation of Sr. SDEs w.r.t. their pay wherin they are drawing less pay after implementation of EPP and 2nd PRC report  from their juniors.- We requested to remove the anomaly. Dir(HR) immediately spoke to GM(Pers.) and directed him to discuss and examine the case to remove the anomaly.

(d) Recoveries from Sr. AOs/AAOs  pay treating both the promotions non-functional- We pleaded that Sr.AO/AAO both were the functional posts in DoT and accordingly the pay fitment was given. Hence BSNL should not treat these posts non-functional in EPP. And requested to stop recoveries being made based on Pers. Cell clarification on EPP. Dir(HR) immediately spoke to PGM(FP) and GM(Pers.) and directed them to discuss and examine the case as pleaded by us.

(e) Change of designations on time bound promotions- We requested to change the designations on each time bound promotions irrespective of post based promotions. We informed that the Committee of GMs in BSNL CO has discussed on this issue but no conclusive decision is taken. Dir(HR) advised us to further prepare the proposal for change of designations on time  bound promotions slight different from the post based designations and assured early decision on this issue.

28.07.2010 GS, AGS(F) met PGM(FP) and requested regarding cancellation /modification of transfer orders of AOs/ CAOs/DGMs based on age factor and genuine problems - After detailed discussions PGM(FP) assured to examine the cases. We also requested for issuance of request transfers of the Executives' who completed two years on 30.06.2010. PGM(FP) assured to look into the matter.

27.07.2010 : GS met GM(SR) and discussed regarding DPC for regularisation of Adhoc DEs. : We requested him to complete the DPC before his relieving to DoT as DDG (Establishment). GM(SR) mentioned that I am ready to complete the DPC immediately in case the required documents i.e. ACRs/VCRs, number of vacancies, Officers eligible to be promoted  are provided by Pers. Cell. He assured to discuss the matter again with GM(Pers.).  

27.07.2010: GS,AGS(F) met GM (Pers.) and discussed regarding

(a). DPC for regularisation of Adhoc DEs:- We expressed our serious concern against delay in completing the DPC for regularisation of Adhoc DEs. GM(Pers.) mentioned that efforts are being made to receive the ACRs/VCRs of all eligible Adhoc DEs at the earliest and he assured that he will try to get completed this DPC from present GM(SR) before his reliving to DoT as DDG (Estt.).

(b) DPC from SDE(T) to DE(Adhoc):- We requested GM(Pers.) to speak CVO for sending of VCRs for the elegible Executives' to DE promotion. GM(Pers) immediately spoke to CVO for sending of the VCRs and informed that the ACRs of all eligible SDEs(T) have been received and are being evaluated. He assured that efforts are being made to issue promotion order before 31st July 2010.

(C) Consideration for modification in the posting order on promotion to DE(Adhoc):- We requested to consider the requests of DEs(Adhoc) recently promoted and transferred to distant circles from Chennai TD, STR due to non-availability of the vacant DEs posts. And requested for modification of posting order from distant circles to their recruiting circles/ nearby circles. GM(Pers.) assured to examine and consider the cases in the next promotion order to DE(Adhoc)

26.07.2010 : GS, AGS (Fin) met Secy (T), DOT and discussed :

(a) Cabinet Note on IDA pension revision and ITS officers'absorption in BSNL : We expressed our concern against delay in finalisation of Cabinet Note on IDA pension revision and ITS officers' absorption in BSNL even after the assurance given by Hon'ble MoC&IT on 20th April 2010 to JAC. Secy (T) informed that Cabinet Note on IDA pension revision has been approved by Hon'ble MoC&IT and it is being sent to Nodal Ministries for circulation shortly. He advised us to pursue in the Nodal Ministries for early clearance. Regarding Cabinet Note on ITS officers' absorption in BSNL he mentioned that the Cabinet Note is being finalised but due to parliament session it could not be processed for approval. He assured an early action on this issue. We requested for early action on ITS absorption issue. Delay in completing the absorption process is adversely affecting the viability of BSNL.

(b) Selection of new CMD BSNL : On our query regarding appointment of new CMD, Secy (T) mentioned that Search Committee has already started the job and has called the applications within a period of three weeks. He expected that by the end of August the process for appointment of CMD BSNL / MTNL will be completed. He also mentioned that it seems that candidates from outside are least interested to join BSNL. It is understood that till the appointment of regular CMD, as per the convention and ruling position the senior most Director of BSNL Board i.e. Director (HR) will look after the charge of CMD BSNL.

26.07.2010 : GS, AGS (F) met Member (T) DOT and discussed regarding support to BSNL from DOT. Member (T) mentioned that DOT is supporting BSNL and having least interference in its working. Regarding procurement of 5.5 million GSM lines equipment instead of 10 million, he further mentioned that it is the decision of BSNL Board and DOT has supported it. He expressed his concern against continuous declining in profit of BSNL whereas the number of telephones increase is being shown by different Circles whereas private operators profit is increasing along with increase of lines. Hence Circles should reflect their real working capacity position instead of fictitious.

26.07.2010 : GS, AGS (F) met PGM (Elect), DGM (Elect) and discussed regarding regularisation of adhoc EEs (E) based on modified BSNLMS RRs and filling up of all vacant EEs and SEs vacant posts. PGM (Elect) mentioned that based on modified BSNLMS RRs the DPC has been initiated for regularisation of adhoc EEs and to fill up vacant EEs posts. 22.07.2010 : GS, AGS(F) met Member (S), Telecom Commission and discussed :-

(a) IDA Pension revision of BSNL Pensioners Case:- Member (S) informed that Cabinet Note on IDA Pension Revision for BSNL Pensioners, who retired before 01.1.2007 has been approved by Hon'ble MOS&IT & shortly will be sent for Inter- Ministerial circulation & thereafter to the Cabinet for approval.  On our query, he clarified that Cabinet Note has been prepared for pension revision from IDA to IDA only.

(b) ITS Officers absorption in BSNL Case:- Member (S) informed that a Cabinet Note on ITS Officers absorption issue has been cleared by Internal Finance of DoT & being sent to the Competent Authority for approval & thereafter it will be sent for Inter-Ministerial Circulation. Regarding prospective date of absorption of ITS Officers & other demands of ITSA, Member (S) mentioned that some of the genuine demands has been considered to complete the absorption process & sincere efforts will be made to get the approval of the Cabinet.

(c) Deferred option after 01.10.2000 till the time of next promotion / retirement :- We requested to consider & settle the long pending issue of deferred  option to BSNL absorbees after 01.10.2000 till next promotion or retirement as per the provision of Presidential Order. Member (S) mentioned that already Court Case is pending in Kolkata in this regard. The reply is being filed to Hon'ble Court after getting clearance from internal finance of DoT. He opinioned that while fixing pay of an executive who exercise deferred option, it should be fixed up point to point basis in pre promotion IDA Payscale. Thereafter to the promotion IDA Cadre under FR22 (1)(a)1 pay fixation. It seems under this fixation one Executive will be benefited with one increment. However, he has asked Internal Finance officers to discuss the pay fixation on the basis of deferred option. Thereafter only the reply to Hon'ble Court in Kolkata will be filed.

23.07.2010: GS, President met CMD, BSNL & requested for implementation of DPE OM date 02.04.2009 regarding IDA Fitment benefit 68.8 to 78.2%- CMD assured to discuss the matter in the next BSNL Board Meeting & emphasized that efforts should be made to make BSNL Profitable.

21.07.2010 : GS, President, AGS (F) met PGM (FP) and discussed regarding transfer and posting orders issued for JAOs, AOs, CAOs on the basis of ODI list as recommended by DOT / CVO BSNL. We expressed our concern against the transfer orders issued for the JAOs / AOs / CAOs who are retiring within 1 year period and the disciplinary cases are over and the currency of punishment period is also over. PGM (FP) mentioned that the transfer orders of JAOs / AOs / CAOs have been issued as per the direction of CVO based on ODI list and the ODI lists are being finalised by the mutual agreement of concern Circle Head and CBI Head of the Circle. If some disciplinary cases are settled and currency of punishment is also over in that case the name of the officer has to be deleted from ODI list by concern Circle CGM and CBI Head with mutual agreement. However he assured to examine the cases wherein officers are retiring within few months.

21.07.2010 : GS met GM (Pers) and discussed regarding

(A) DE adhoc phase-II promotion list : We expressed our serious concern against delay in receiving the ACR/VCR and below benchmark pending cases from many Circles to BSNL CO. GM (Pers) mentioned that we may miss the target of 31.07.2010 to complete the DPC and issuing promotion order to DE adhoc since the ACR / VCR and below benchmark pending cases of the following Circles are not yet received :

(a) ACRs (SC Executives) : AP, BR, CHGR, HR, KRL, KTK, MP and UTRL

(b) VCR (OC, SC and ST Executives) : AP-111, AS-15, BR-12, BRBRAITT-1, BSNL CO-28, CHGR-10, CHTD-35, CTD-18, DNW-1, ETP-6, ETR-8, GUJ-51, HP-11, HR-8, J&K-10, KRL-27, JKND-7, KTK-50, MH-105, MP-48, NCES-1, NE-I-9, NTP-5, NTR-30, OR-29, PB-18, QA-7, RJ-60, STP-8, STR-19, T&D-5, TN-144, UP(E)-4, UP(W)-7, WB-7, WTP-2, WTR-14

(c) Below benchmark (OC & ST Executives) : UP (E)-2, AP-3, ETR-1, KRL-1, KTK-3, MP-1, NTP-1, RJ-1   

 

(B) JTO (T) to SDE promotion : GM (Pers) informed that JTO to SDE promotion reservation roster data of some Circles is missing i.e. UP (E), CTD, WB, UTL, MH and NCES.

All the CHQ office bearers, Circle / Branch Secretaries are requested to ensure immediate dispatch of above mentioned ACR / VCR / below benchmark cases / roster data to BSNL CO by 23.07.2010 so that DPC from SDE to DE Adhoc can be completed and posting on promotion to DE Adhoc can be issued before 31.07.2010 and DPC from JTO (T) to SDE (T) can be completed before 31.08.2010.

21.07.2010 : GS contacted PGM (BW) and discussed regarding promotion from SDE (C) to EE (C), regularisation of adhoc EEs and promotion to SE posts. PGM (BW) informed that ACRs / VCRs of SDE (C) and adhoc EEs have been called for regular promotion. As soon as the ACRs/VCRs are received immediately DPC will be completed. Regarding promotion to SE posts he mentioned that the process of regularisation of adhoc Chief Engineers (Civil) was processed but meanwhile one officer has availed stay order against DPC. Efforts are being made to get stay vacated and to regularise adhoc CEs and thereafter only the DPC to SE promotion from regular EEs will be conducted. All the Circle / Branch Secretaries are requested to ensure early dispatch of ACRs/VCRs of eligible SDEs (C) and adhoc EEs for regularisation. 21.07.2010 : Status of the Case filed against SDE (T) to DE (adhoc) DPC : The case filed against SDE (T) to DE (adhoc) DPC in the Hon'ble CAT, Bangalore by SC-ST Welfare Association and others vide OA No. 243/2010 was posted for next hearing on 24.08.2010.

20.07.2010 : Joint Action Committee meeting with CMD BSNL : Joint Action Committee of BSNL Non-Executive Unions and Executive Associations leaders met CMD BSNL and impressed upon for implementation of DPE OM dated 02.04.2009 regarding fitment benefit 78.2% instead of 68.8%. CMD BSNL in presence of Director (HR), GM (Estt) and GM (SR) mentioned that the issue is genuine but the approval of BSNL Board is required. In view of the BSNL's profit decline BSNL Board may ask in which manner this DPE order may be implemented. He mentioned that if the BSNL Board agrees to implement DPE order in that case how the staff will concentrate for the growth of financial viability of BSNL. JAC assured that if the field officers i.e. CGMs, PGMs, GMTDs and TDMs cooperate with the local unions / associations and they attend customers grievances from door to door basis it will help to increase the landline / broadband base. After detailed discussions CMD assured to put up the matter in the next Board meeting. We assured him our fullest cooperation.

19.07.2010 : National Convention of Joint Action Committee : Joint Action Committee of BSNL Non-Executive Unions and Executive Associations hold National Convention in Mavlenkar Hall, New Delhi. Hon'ble M.P. Com Vasudev Acharya inaugurated the Convention. In his inaugural speech he congratulated all BSNL Non-Executives and Executives for coming together and fighting against the wrong policies of the Govt. wherein serious efforts are being made to disinvest BSNL first and finally privatise it. Com Pande GS, CITU in his address categorically told that Sam G Pitroda panel recommendations for 30% disinvestment of BSNL and VRS to 1 lakh employees is nothing but an attempt to privatise BSNL. He called upon the BSNL workers and to fight against the wrong decisions of the Govt. He appealed to participate in the Central trade Unions one day strike call on 7th Sept 2010 against disinvestment of PSUs including BSNL. He assured fullest support to JAC struggle. Com Jha, Secy AITUC in his address condemn the Govt's move to disinvest BSNL and imposing VRS. He appreciated the efforts of JAC for protesting against the wrong move of Govt. Hon'ble M.P. Shri Sanjeeva Reddy, GS INTUC opposed the Govt's move to disinvest BSNL and forcing VRS. He mentioned that recently he discussed the matter of spectrum charges refund to BSNL with Hon'ble Finance Minister and assured to take up the matter with PMO. He assured his fullest support to the struggle of JAC and congratulated JAC for deciding 3 days strike w.e. from 19th to 21st Oct 2010 if the Govt. do not stop implementation of its wrong policies. Shri Prabeer Purkayastha, eminent telecom expert in his address appreciated JAC for its struggles to save BSNL. He mentioned that vested interests in Govt. / outside the Govt. are continuously making effort to stop the growth of BSNL and to make it sick so that finally it is privatised. He assured his full cooperation to JAC struggle.

Convener JAC Com VAN Namboodiri in his welcome and keynote address apprised in detail the demands of JAC and protest against the wrong policies of the Govt. He placed a draft proposal on issues and resolutions to be adopted in the Convention. Com GS AIBSNLEA in his address congratulated BSNL workers Non-Executives / Executives for making the National Convention a grand success in a shortest time. He mentioned that the state level conventions held on 7th, 8th and 9th July 2010 were the grand success and shortly on 20th July 2010 the Convention is being held at Trissur, the Conventions are being organised at Kolkata on 2nd August and Guwahati on 3rd August 2010. Com GS discussed the wrong policies of the Govt. which are adversely affecting the viability of BSNL, its employees and customers i.e. 30% disinvestment of BSNL and VRS to 1 lakh employees. Refund of Rs. 18500 crores 3G and BWA spectrum charges to BSNL being state owned company, immediate completion of ITS officers absorption in BSNL and revision of IDA pension for BSNL pensioners who retired before 01.01.2007. He demanded immediate procurement of 3G GSM equipment and implementation of DPE OM dated 02.04.2009 regarding fitment benefit 78.2% instead of 68.8%. He requested all the participants for giving wide publicity among the workers, public, press, media etc. He reiterated AIBSNLEA support to JAC for common issues. All GSs of BSNL Unions / Associations address speeches, Com N.T. Sajwani, Chairman, JAC extended vote of thanks. The big Mavlenkar Hall auditorium was jam packed. More than 1500 BSNL Executives and Non-Executives from Delhi, Haryana, Rajasthan, Punjab, Uttarakhand, UP (W), HP and distant Circles attended the Convention. The National Convention was a grand success. We extend our sincere gratitude and thanks to our members for their active participation in the Convention.

National Convention unanimously adopted the DECLARATION.

"The Convention unanimously resolves to resort to countrywide sit out strike for three days from 19th to 21st Oct 2010 to register strongest protest of workers and fully empowers National JAC to suitably decide to go in for indefinite direct action in case the Govt. fails to resolve the issues in totality in reasonable timeframe".

13.07.2010 : National Convention of Joint Action Committee of BSNL Non-Executive Unions and Executive Associations at New Delhi on 19th July 2010 : As per the decision of JAC the National Convention of JAC is being organised on 19th July 2010 from 10 AM to 2 PM in Mavlenkar Hall, near Sanchar Bhawan, New Delhi. The Convention will be attended and addressed by the eminent trade union leaders, Hon'ble MPs and journalists etc. The resolutions on future course of actions will be adopted in the National Convention to defeat the wrong policies of the Govt. which are adversely affecting the viability of BSNL, BSNL workers and are against the interest of Nation. All the Circle Secretaries of Delhi and nearby Circles i.e. BSNL CO, Delhi Circle, HR Circle, PB Circle, UP (W) Circle, RJ Circle, HP Circle, UKD Circle, UP (E) Circle are requested to bring minimum 50 members for attending the Convention at New Delhi. The distant Circle Secretaries may inform their participation to CHQ in the National Convention so that necessary arrangements can be made well in advance.

13.07.2010 : GS and GS, SNEA (I) met GM (Pers) and discussed :

(a) Regularisation of adhoc DEs : We expressed our serious concern against delay in filling up of vacant DEs posts (about 2640) on regular basis. GM (Pers) mentioned that DPC for regularisation of adhoc DEs to fill up about 2640 posts is under process. The VCR of 930 adhoc DEs have been received and the ACRs of eligible DEs from most of the Circles have been received except ALTTC, Ghaziabad, AS, KR, TN, HP, NE-II and T&D Circles. Action is to be taken by Circles in 44 below benchmark cases as per DOP&T instructions. In this regard Circles have been requested to provide these information to BSNL CO before 20th July 2010 so that DPC can be completed before 31st July 2010 and regular DEs promotions orders are issued.

(b) Left out DE adhoc promotions : We requested to complete the left out DE adhoc DPC to fill up vacant DEs posts. GM (Pers) informed that about 32 SDEs VCRs have been received and sealed covers are opened. Promotion order will be issued tomorrow. We pleaded that since these SDEs are senior, their posting should be made in the same Circles as the policy adopted in the previous promotion order. We further requested to complete the DPC of adhoc DE to fill up about 1500 DEs vacant posts immediately. GM (Pers) mentioned that the ACRs of about 500 SC category SDEs have already been called for up to 12.07.2010. Now efforts are being made to collect the VCRs of these candidates so that the DPC can be completed by 31st July 2010 and the promotion order to DE adhoc is issued. Regarding OC and ST category candidates the ACRs / VCRs have already been collected.

(c) DPC from JTO (T) to SDE (T) : We expressed our serious concern against slow process in finalising the TES Gr. B seniority list and to initiate the DPC from JTO (T) to SDE (T) to fill up about 3000 SDE (T) vacant posts of Seniority-cum-fitness quota. GM (Pers) mentioned that the TES Gr. B seniority list could not be finalised due to deciding proper roster point of SC / ST candidates and the information are yet to be provided by the following Circles - ETP : Dec 2009 data has not been provided, QA Circle : the soft copy has not been sent to BSNL CO only hard copy sent, J&K Circle : the information in annexure VII & IX are not given (missing), e.g. SDEs who have been transferred latest, UP (E) : CQ / PQ SDEs details are not given, CTD : annexure-IX not available in proforma, WB Circle : Annexure-VII and IX not properly filled up e.g. the names in annexure VII and IX are not matching, Uttaranchal : Information in annexure-IX not provided, MH Circle : Annexure-VIII and IX are not matching etc. GM (Pers) assured that as soon as the required information are completed, efforts will be made to initiate the DPC to fill up all vacant SDEs (T) seniority-cum-fitness quota posts.

All the CHQ / Circle / Branch office bearers are requested to ensure immediate dispatch of required information to BSNL CO from their Circles so that the above DPCs are immediately completed and promotion orders are issued.

(d) Posting on promotion to DE adhoc to distant Circles : We expressed our serious concern against posting on promotion to DE adhoc to distant Circles, particularly from STR, CHTD Circles. We requested that the DEs on promotion should be posted to their parent Circles / nearby Circles in case vacancies are not available in STR, CHTD Circles instead of distant Circles. GM (Pers) assured to look into the matter.   

(e) Notification of TES Gr B LDCE : We requested to notify TES Gr B LDCE after deciding proper eligibility conditions. GM (Pers) mentioned that necessary steps are being taken for early notification of TES Gr. B LDCE.

13.07.2010 : GS, AGS (F), FS met PGM (FP) and discussed regarding modification / cancellation of transfer order of DGM (F) / CAOs / AOs. We extended thanks to PGM (FP) for considering and issuing some modification / cancellation of transfer orders of DGM (F) / CAOs / AOs. We further requested to consider all pending transfer cases of DGM (F) / CAOs / AOs on genuine grounds. PGM (FP) assured an early action on justified cases.

09.07.2010 :Chennai Convention-A spectacular victory and a grand success : The special convention decided by the JAC of BSNL Associations / Unions to be conducted on 09-07-2010 at Chennai became a grand success. The massive participation of all Executives and Non-executives representing the constituents of the JAC showed the broad based unity and the sincere commitment of all Unions/Associations to fight against the policies of the Central Government adopted to perish the BSNL. The Circle Secretaries of BSNLEU, NFTE-BSNL, NUBSNLW, TEPU, AIBSNLEA and SNEA acted as the Presidium of the Convention. They conducted the convention in a controlled and calculative manner so that the meeting was commenced and came to an end within the time stipulated. Raja Annamalai Manram, the venue of the convention was fully packed with the employees of the BSNL. They came from nook and corner of Tamilnadu Circle and Chennai Telephones with a great enthusiasm. The massive participation that too in a very short period reflected the strong resolve of our employees in fighting the recent decisions of the Central Government on fixing the 3G spectrum charges and BWA charges. The pressure exerted on BSNL by the DOT to remit a huge amount of Rs.18,500 crores was well exposed by the speakers.       

Com. Prahlad Rai, GS, AIBSNLEA, Com. Jogi, GS, SNEA, Com.Abimanyu, GS,BSNLEU, Com. Mathivanan, Dy. GS, NFTE-BSNL, Com.Vallinayagam, GS,NUBSNLW, Com. Subbaraman, GS,TEPU were the main speakers. Com. A.Soundararajan, GS, CITU, Com. D.Pandian, VP, AITUC, Com. S.Kuppusamy, President Tho. Mu and Com. Elavari, GS, INTUC felicitated the convention and assured their co-operation to us in all forms of struggle we would conduct to save our BSNL. They exposed the attitude of the Government and the policies which help for the growth of private companies at the expense of our great BSNL. The employees of the BSNL have to come forward not only to save BSNL but also for saving all the PSUs which will be made sick wantonly by the Government just for their personal gains to be obtained from the big business houses.

Com. Prahlad Rai, our beloved GS, spoke on all the demands and the decisions tajken by  JAC  at each and every stage of the negotiations. He thanked the Hon'ble MOC Sri.A.Raja for giving valuable time among his busy schedule in World Tamil Classical Language Conference held at Coimbatore. He kept his promise and commitment by writing a detailed letter to the Hon'ble MOF justifying the demand of refunding the amount we paid to the Government for 3G spectrum and BWA charges which drain the Cash reserve of our BSNL. The GS briefed the all the demands i.e.  Revision of pension, 78.2% IDA fitment benefit and the absorption of ITS officers. he also explained that the lake of interest shown by the administration in purchasing the equipment sufficiently for the expansion of the BSNL network both in Landline and GSM bring the BSNL to the present critical position. He requested the audience to build broad based unity shedding our political and personal differences to wage an effective struggle against the Government for the wrong and retrograde policies being adopted. He expressed his thanks for Tamilnadu Comrades of all BSNL Associations and Unions for organizing such a huge gathering in a very short period. Our Comrades from all SSAs of Tamilnadu Circle and Chennai Telephones attended in large numbers.   Before the commencement of the convention, a press meet was also arranged in the Chennai Press Club in which our GS narrated in detail on all the demands we put forth on behalf of our JAC. In short, the Chennai Convention proved the strength of our unity and paved the way for furthering the struggle to the next higher stage. It created a confidence in the minds of the workers and the executives in winning our demands and saving the BSNL.

Convention strongly resolved to condemn the Govt decision to impose 30% disinvestment of BSNL, VRS to 1 lakh employees and unbundling of BSNL's last mile copper conductor. Convention demanded immediate reimbursement of 3G and BWA Spectrum Charges of Rs. 18,500 crores paid by BSNL. JAC strongly demanded the settlement of ITS officers' absorption in BSNL and IDA pension revision of BSNL pensioners who retired before 01.01.2007. JAC demanded immediate implementation of DPE OM dated 02.04.2009 regarding 78.2% IDA fitment benefit instead of 68.8%. JAC further demanded immediate procurement of 10 million GSM lines equipment to meet the demands of customers in North and East zones. 07.07.2010 : Joint Action Committee Convention at Hyderabad : GS, AGS (Engg), Advisor Com Jairam, CS AP Circle, along with Convener, National JAC, GS BSNLEU, GS SNEA (I) and other CHQ/Circle office bearers of BSNLEU and SNEA (I) attended and addressed the 1st Convention of JAC AP Circle at Hyderabad on 07.07.2010. The Convention was organised as per the decision of National JAC to bring the awareness amongst the employees and to apprise the public against the wrong policies of the Govt. which are not only adversely affecting the viability of BSNL but also against the national interest. 06.07.2010 : Joint Action Committee Meeting : Joint Action Committee meeting held today to discuss about implementation of DPE OM dated 02.04.2009 of 78.2% fitment benefit instead of 68.8% and the views to be presented to the committee headed by ED (F) to discuss the matter and regarding holding of National Convention on 19th July at Mavlenkar Hall, New Delhi and other State Conventions. JAC demanded that BSNL Management should immediately implement DPE Order dated 02.04.2009 for Executives and Non-Executives simultaneously. Convener JAC mentioned that State level Conventions are being organised at Hyderabad, Bangalore, Chennai and Trissur (Kerala) on 7th, 8th, 9th and 28th July 2010 respectively. It is decided that Executives / Non-Executives of BSNL CO and Delhi Circle and nearby Circles i.e. Haryana, Punjab, UP (W), Rajasthan, HP, Uttarakhand and some office bearers from distant Circles should attend the National Convention at New Delhi. The eminent trade union leaders, MPs will also be invited to address the National Convention. The postcard campaign to Hon'ble Prime Minister dispatch date is extended up to 19th July 2010 and all Unions / Associations associated with JAC should ensure its successful implementation. JAC should strongly protest against the AGR being paid on non-telecom services as exempted to other private operators by TDSAT / TRAI. JAC demanded that interest being charged by DOT from BSNL against imaginary loan amount of Rs. 981 crores should be charged @12% as decided by the Cabinet instead of 14.5%. Com GS, AIBSNLEA presided over the meeting.

06.07.2010 : JAC meeting with Committee headed by ED (F) on implementation of 78.2% fitment benefit : JAC leaders met Committee members GM (Estt), GM (SR) headed by ED (F) and strongly demanded immediate implementation of DPE OM dated 02.04.2009 regarding 78.2% IDA fitment benefit instead of 68.8% for Executives and Non-Executives together. Committee members tried to convince that on account of affordability and poor financial health of BSNL while implementing DPE order the 30% fitment benefit given needs review. JAC strongly opposed the proposal of reducing 30% fitment benefit already given and demanded that DPE OM dated 02.04.2009 of 78.2% benefit should be implemented immediately otherwise JAC will be forced to launch trade union action programmes for which BSNL Management's indifferent attitude will be held responsible. JAC also demanded that all perks and allowances should be implemented w.e.f. 26.11.2008 instead of 27.02.2009 (date of Presidential Directive). Chairman Committee and members assured to apprise the Management with the decision of JAC and will shortly submit its report.

(a) Reimbursement of 3G and BWA Spectrum Charges : We requested for reimbursement of 3G and BWA Spectrum Charges to BSNL. We pleaded that BSNL having the liability  to provide telecom services in the rural areas on reduced rental and was not given chance to participate in spectrum bidding process and being the state owned company should be reimbursed the 3G and BWA spectrum charges of highest bidding price, only benchmark amount should be charged from BSNL. Member (S) mentioned 3G and BWA spectrum charges have been taken from BSNL at par with other service providers as per the policy. For financial support if any required, BSNL should bring some new proposals for telecom services in rural areas and should utilise maximum funds allotted from USO fund by meeting the targets decided by the Govt.

(b) IDA pension revision for BSNL pensioners and ITS officers' absorption in BSNL : We expressed our serious concern against delay in finalising the Cabinet Note on IDA pension revision for BSNL pensioners and ITS officers' absorption in BSNL as assured by Hon'ble MoC&IT.  Member (S) informed that Cabinet Note on IDA pension revision and ITS officers' absorption in BSNL were sent to internal finance for clearance on 22nd and 29th April 2010 respectively and are being examined. He assured after financial clearance and after the approval of competent authority these will be sent to nodal ministries for inter-ministerial circulation and thereafter to Cabinet for approval.

(c) Appointment of CMD BSNL : We wanted that CMD BSNL post should be filled up by 1st Aug 2010 on retirement on superannuation of present CMD. Member (S) mentioned that efforts are being made to select CMD BSNL by 31st July 2010 and the issue will be discussed in the Telecom Commission meeting scheduled to be held on 07.07.2010.

05.07.2010 : GS, AGS (F) attended the committee meeting to discuss regarding change of designations of executives on each time bound promotion and post based promotion in BSNL. GM (Estt), GM (Pers), GM (SR), GM (Restr) and DGM (Restr) were present in the meeting. GM (Restr) mentioned that the immediate need of change of designations in the field units of Enterprise Business, Marketing and Sales wings are required. We pleaded that there should be common designations of Executives in field / circle offices / BSNL CO and there should be change of designation on each time bound promotion. After detailed discussions committee members felt that some more exercise and feedback on this issue is required hence in the next meeting further discussions should be made. All Circle / Branch Secretaries have been requested to provide their views / suggestions on this issue at the earliest.

30.06.2010 : Mega Promotion Order from SDE (T) to DE (Adhoc) issued : Historical achievement : CONGRATULATIONS !! Consistent and untiring efforts of AIBSNLEA yielded result in getting released the promotion order of 1679 SDEs (T) to DE (Adhoc). 1530 DEs on promotion have been given posting in the same Circles accept 149 SDEs i.e. 73 from CHTD, 52 from STR and 17 to NE-II, 7 to NE-I from some Circles due to non-availability of vacant posts of DEs. The SDEs of promoted from OC category are 1308 (up to seniority no. 15300), from SC category are 286 (up to seniority no. 16221.1) and from ST category are 85 (up to seniority no. 24491).

AIBSNLEA ensured for strict implementation of SC-ST point to point roster. This DPC was initiated in January 2009 to fill up 2400 DEs vacant posts on adhoc basis but delayed due to some court cases and after finalisation of court cases again restarted in June 2010 and found that during the period many OC/SC/ST SDEs have retired. Hence in absence of ACRs / VCRs of required SC/ST SDEs, the OC candidates promotion could not be made. Though their ACRs / VCRs were available for DPC.

AIBSNLEA expressed its serious resentment against non-filling up of 2400 DEs posts as approved by the competent authority and demanded that the required ACRs/VCRs of eligible SC/ST candidates should immediately be called to fill up all vacant DEs posts immediately. Director (HR) assured that immediately the ACRs/VCRs of all eligible OC/SC/ST SDEs will be called and he directed GM (Pers) to issue the promotion order to fill up all vacant DEs posts by the end of July 2010. All the CHQ office bearers, Circle/Branch Secretaries are requested to ensure immediate sending of the ACRs / VCRs of the eligible SDEs to BSNL CO.

We are extremely thankful to the CMD, Dir (HR), GM (Pers), DGM (Pers), CVO, DGM (Vig) and the officers and staff of Pers Cell and Vigilance Cell for their extraordinary efforts in completing the DPC process and issuing the posting order on promotion. We request all newly promoted DEs to contribute more with greater zeal and motivation for the growth of BSNL.

01.07.2010: Status of Court Case against SDE(T) to DE(Adhoc) DPC in Hon'ble CAT Bangalore: The case filed by SC-ST Welfare Association in Hon'ble CAT Bangalore against SDE(T) to DE(Adhoc) DPC was heard today but the advocate of the applicants side was not present. It is posted for hearing on 21st July'2010
