31.08.2012:United Forum of BSNL/MTNL Executives' Associations comprising AIBSNLEA, SNEA(I),  AIGETOA, MTNLEA, TEAM representatives met and discussed the ongoing developments regarding absorption issues of ITS officers in BSNL/MTNL. They expressed their serious concern against DoT/BSNL/MTNL move to allow continuation of deputation of ITS Officers in BSNL/MTNL. As per Hon'ble High Court Delhi the non-optee ITS Officers should be released by Sept'2012 but BSNL/MTNL Managements have not finalized any contingency plan till date rather making efforts continuation of ITS Officers on deputation to BSNL/MTNL. The following decision are taken:-

(i) Letter to be given to given to Hon'ble Prime Minister India with a copy to all concern departments. <<<<Click Here for letter>>>

(ii) To start protest actions against DoT/BSNL/MTNL move to allow continuation of deputation in BSNL/MTNL in coordination with non-executives Unions shortly.

All the CHQ, Circle/Branch executives are requested to keep organizationally ready to protest against partition attitude of the Govt.

31.08.2012:  GS met PGM(BW) and discussed

(a) Regular Promotion from JTO(C) to SDE(C): We requested to expedite DPC to fill up DPC from JTO(C) to SDE(C) to remove stagnation in JTO(c) cadre. JTOs(C) of 1989 recruitment year and having 23 years of service are still waiting for their first functional promotion. PGM(BW) mentioned that DPC process has been initiated but due to some seniority related issues it is being delayed. However, he assured to resolve  the issue at the earliest & expedite DPC.

(b) DPC from EE(C) to SE(C) on regular basis: we requested to hold early DPC from EE(C) to SE(C) on regular basis. PGM(BW) informed that efforts are being made to hold DPC before 15^th Sept'2012 since Chairman DPC is occupied with other work.

(c) Consideration of request transfer cases of SEs/CEs: We requested to consider some genuine transfer cases of SEs(c) and CE(C). PGM(BW) assured to look into the cases.

30.08.2012:  GS, AGS(HQ) met Sr. GM(Pers.) and discussed

(a) DPC from DE to DGM: We expressed our serious concern against delay in issuance of promotion order from DE to DGM. Sr. GM(Pers.) mentioned that BSNL C.O. Pers. Cell has requested to CGMT, Kerla Telecom Circle, Trivendrum for filing an application before Hon'ble High Court of Kerala for an early hearing in WP(C) 26226/2010 and connected cases (147 SDEs of LDCE quota seniority case). As soon as the final judgment is delivered by Hon'ble Ernakulam High Court the promotion order from DE to DGM will be issued to fill up about 400 DGM posts.

(b) DPC from SDE to DE: We requested to talk with Sr. GMTD Jabalpur for an early hearing date from 24.09.2012 for getting vacated the stay order from SDE to DE promotions. Sr. GM(Pers.) assured for sending a letter to CGMT, MP Circle and speak over telephone in this matter.

30.08.2012:  GS, President met ED(Fin.), BSNL and requested for clearance of CAO DPC and sending to the Competent Authority for approval. ED(Fin.) immediately cleared the DPC minutes and sent to Director (Fin.) and  Director (Fin) also cleared  immediatelyand sent to Director(HR) and shortly it will go to CMD, BSNL for approval. After the approval of DPC minutes by Competent Authority the posting on promotion order from AO to CAO to fill up about 550 CAOs posts will be issued shortly.

30.08.2012: GS, President, FS met GM(FP) and discussed

(a) DPC from AO to CAO: We requested for early issuance of promotion order from AO to CAO. GM(FP) mentioned that DPC has been completed to fill up about 550 CAOs posts and minutes has been sent to the Competent Authority  for approval. After the approval of DPC by the Competent Authority, the posting on promotion order will be issued shortly. He also assured to accommodate CAOs on promotion in the same Circles where the vacancies are available.

(b) DPC from CAO to DGM(F): We requested to expedite DPC from CAO to DGM(F) . GM(FP) mentioned that DPC process has been initiated to fill up vacant DGM(F) posts.

(c) JAO to AO DPC: We requested to complete the DPC process of JAO to AO. GM(FP) mentioned that DPC process is going on but some below bench mark cases are yet to be  resolved and the efforts are being made to get the stay order vacated from Hon'ble Chandigarh CAT.

(d) Postal JAOs promotion to AO: GM(FP) assured to consider Postal JAOs absorbed in BSNL also for AO promotion and their confirmation, subject to outcome of the Court cases.

29.08.2012: GS, President, FS, AGS(HQ) met CMD, BSNL & Director(HR), BSNL and requested  for issuance of DE to DGM(Engg.) promotion order to fill up about 400 DGM posts. CMD after discussing the status of   Hon'ble Ernakulam High Court case on 147 SDEs Seniority assured that promotion order to fill up vacant DGM posts will be issued immediately just after the final verdict of Hon'ble Ernakulam High Court. 28.08.2012: BSNL Board Meeting decisions: GS met GM(Estt.) and enquired about BSNL Board decision on implementation of 78.2% IDA fitment benefit. GM(Estt.) informed that today BSNL Board in its meeting has approved 78.2% IDA fitment benefit to BSNL employees, now it will be sent to DoT for issuance of Presidential Directive.

(b) BSNL Board approved NE-12 IDA Pay Scale of non-executives of BSNL.

(c) Also allowed the recruitment of 2670 TTAs in BSNL.

We congratulate each and every one for this historical decision of BSNL Board. 24.8.2012: CENTRAL WORKING COMMITTEE MEETING OF AIBSNLEA HELD AT ahmedabad ON 23rd & 24th  AUGUST 2012: The Central Working Committee meeting of the AIBSNLEA held on 23RD and 24TH OF August at Ahmedabad. The meeting commenced at 9.30 hours at Funpoint club, Hotel Dev Comfort, Near Gujarat High Court, SG Highway, Ahmedabad, Gujarat with hoisting of Association flag in the presence of Central Head Quarters office bearers, Circle Presidents, Circle Secretaries, Special invitees and CWC members from all over the country. After hoisting of the Association flag by Comrade President, Comrade Prahlad Rai, GS and gave slogans like 'BSNL' Zindabad, 'AIBSNLEA' Zindabad, CWC Meet Ahmedabad Zindabad in the pleasant weather & warmth of unity. Com. P. Venugopal, President requested every one to assemble in the Conference hall to commence the meeting and requested to participate actively in the discussions to resolve various issues.

Com. P. Venugopal, President of AIBSNLEA presided over the meeting. President in his opening remarks requested every one to co-operate with the dias in completing the agenda points and various important issues in the crucial period. He welcomed all the CHQ Office bearers, Circle Secretaries, Circle Presidents, CWC members, special invitees and requested all to fully participate in the deliberations and make the CWC a grand success. He also appreciated the efforts taken by the Circle Secretaries of Kerala, Karnataka, Tamil Nadu in resolving the heart burning issues in their circles. He also appreciated the efforts taken by him and his team for wonderful arrangement.

Com Amalendu Guha, Circle Secretary Gujarat Circle, Ahmedabad, welcomed all the CHQ Office bearers, Circle Secretaries, Circle Presidents, CWC members, special invitees and requested the participants to excuse them for the shortcomings, if any in the arrangement of accommodation, etc. to the participants and requested everyone to co-operate in conducting the meeting successfully and inform the host volunteers in case of any short fall in the arrangements. He informed that he felt honoured to host the prestigious meeting.

OPEN SESSION :  The open session on the occasion of CWC meet of AIBSNLEA at Fun Point Club, Hotel Dev Comfort, Near Gujarat High Court, SG Highway, Ahmedabad, Gujarat commenced at 11.15 hours with prayer by Kum. Sanjana Ramachandran followed with lighting of sacred lamp by Shri A N Rai, Director (HR), BSNL and Shri R K Agarwal, Director (CM), BSNL and Shri D N Tripathi, CGM Gujarat Circle and other dignitaries. Comrades of Gujarat Circle warmly welcomed the Guests of Honor Shri A N Rai, Director (HR), and Shri R K Agarwal, Director (CM), and Shri D N Tripathi, CGM Gujarat Circle. Com. Prahlad Rai, GS AIBSNLEA and Com. P. Venugopal with Bouquets Shawls and Mementos.

Com Amalendu Guha, Circle Secretary of Gujarat Circle, welcomed all the members. In his welcome speech expressed his gratitude for giving an opportunity to host the CWC and Open Session and thanked all the team members for their support. He informed that CMD BSNL has agreed to be in the function as Chief Guest and due to some unavoidable assignment, he could not make it convenient to attend the function. He welcomed everyone on the dias and off the dias and expressed that the speech of all the dignitaries on the dias will help our members to achieve the desired target.

Com. P. Venugopal, President AIBSNLEA CHQ in his speech congratulated the Gujarat Circle unit for the wonderful arrangement. He informed that since CMD could not make it convenient to attend the session, Shri AN Rai, Director (HR) is representing CMD. He expressed thanks to all the dignitaries on the dias. Gujarat Circle has exceeded the expectations of the CHQ in conducting wonderful CWC at Ahmedabad. He informed that BSNL is in a critical situation and both Directors of BSNL will address the issues. BSNL is expected to face around 8800 crores as loss. He stated that the inspiration shown by a small boy in the video shown will help in coping up the situation. Only when BSNL flourish, our life will flourish. He suggested that instead of making complaints of non availability of stores, the old materials to be recovered from the customers to meet the requirement. He requested both the Directors to look into the availability of stores. BSNL is spending more than the earning as on today. He expressed that the discussions in the CWC will bring some valuable suggestions in overcoming the situation. He thanked the Director (HR) for handling the situation during the last strike call. He stated that both the Directors will help in getting 78.2% IDA fitment. BSNL is in need of support from the DoT. The attitude of DoT and Govt. Towards the BSNL is only as compared to that loss making PSUs. He reminded that only after the introduction of GSM service by BSNL, the tariff has been reduced to paise rate. The administrative conclude and arogant attitude of DoT towards the BSNL is various issues. The case of Option and 5 increments issue of Departmental JAOs for which a committee has been appointed, requested Director (HR) to extend the option to departmental JAOs and also the issue of Juniors drawing high pay than seniors. He once again thanked for the arrangement.

Com Prahlad Rai, GS AIBSNLEA CHQ  informed that Informed that on behalf of the CMD both the Directors are attending the session and thanked both the Directors for attending the open session. Com Prahlad Rai, GS informed that the Central Working Committee Meeting of our Association i.e. All India Bharat Sanchar Nigam Limited Executives' Association being held here in this city as Manchester of India Ahmedabad. Our delegates in this CWC Meeting, who are the representatives of 25,000 strong BSNL executives, have come to attend this Meeting from every nook & corner of the country-from Kashmir to Kanyakumari and Lakshadweep to Andaman & Nicobar. Thus, this CWC Meeting has given us a unique opportunity to discuss the issues related to the growth of BSNL which gives us bread & butter and also to discuss the issues related to our career prospects.

He has expressed various experiences he had with both the Directors and their commitments towards the work. G S informed that Director (HR) Shri A N Rai has played vital role in handling the 78.2% IDA fitment. He also stated that the strengthening of EB unit of BSNL is the need of the hour and expressed his belief that under the leadership of Shri Agarwal, Director (CM), the EB unit will achieve its target. He also stated that other Director of BSNL viz. Shri K C G K Pillai (Finance) and Shri N K Gupta Director (CFA) are also very much committed to their work and also helpful to our Association in settling the grievances.

He stated that All India Bharat Sanchar Nigam Limited Executives' Association formally launched on 1st May 2004 by merging ten separate Associations which were earlier representing Group-'B' and promotee source Group-'A' officers of different disciplines in the Department of Telecommunications. AIBSNLEA members belonging to various disciplines of BSNL i.e. Telecom Engineering, Telecom Finance & Accounts service, Telecom Civil, Electrical and Architectural, Telecom Factory Engineering Services, Telecom Personal Staff, Corporate Office Secretariat Staff, Telecom Official Language Officers etc., numbering more than 25,000 throughout the country, are playing the pivotal role in the development, maintenance and operation of Telecom<<<<Click Here for the Keynote Address of GS>>>.

GS while concluding, thanked everyone and all for giving him a patient hearing and at the same time reaffirmed the resolution of Association that our members shall be discharging their responsibilities even in the new environment efficiently and will move forward along with all of you to make BSNL of our dreams, a reality. He also assured to our esteemed customers that this Association will do everything to ensure the best possible telecom services to them.

Shri D N Tripathi, CGM Gujarat Circle, Special Invitee in his speech expressed his happiness for getting an opportunity to work in Gujarat Circle. He stated that what has been heard about Gujarat Circle before joining is difference than the reality. Customers are not leaving BSNL is due to poor service to our valued customers. We have sufficient staff and requested all to extend best services to its customers and at least get it in writing from the customers that the services is satisfactory. He also pointed out that repeated faults are the main cause for leaving the BSNL by the customers. In the coming days BSNL broadband which is the main service and profit of BSNL is going face tiff competition in the broadband service, as Reliance is launching the broadband services through out the country. He requested to think of present rather than talking about future.

Shri R K Agarwal, Director (CM) BSNL Guest of Honor in his speech has complimented the association in organising the meeting in CWC where Lord Krishna has managed the Dwarka and presented the holy book Geeta to the universe. BSNL is supporting all the communications except that of the communication between a mother and child. Shri Agarwal has shared his experience with the old technologies like Strowger & X-BAR exchanges in the olden era and its revolution from time to time. During 1996 first wireless network was introduced by Govt with high rate of call and also providing only the service in profit making areas. This has resulted the launch of GSM service in 2002 thereby bringing the tariff to paise level. There was a great success of BSNL in the GSM services. At a later stage BSNL has suffered a lot due to the cancellation of tenders for equipment due to various reasons. He also stated that BSNL being Govt is answerable to various higher authorities which other private service providers need not. He stated that finally with lot of constraints now the tender has been finalised. He also stated that Broadband is the latest revolution in the country. Private operators are expected to launch wireless network and broadband with 4G which BSNL is expected to face the competition. BSNL is resisting the change which affects the BSNL. Change is to be made based on the market condition. The approach for marketing and selling is the need where BSNL is very much weak. BSNL is only 12.5% in the market share. The revenue of BSNL and other service provides if compared with the number of customers, BSNL is not that much less as compared to other service providers. Though there is no much increase in the expenditure, economising various fields related to fuel, AMC there is big scope. He stated that the voice may not be market in the coming days and the source of revenue in the future will be only data. Value added service is the need of the customers in the landline and GSM services which will increase the growth. Customer care is most important. Customer expects personalised service. We have to provide what customer wants rather than whatever we give to them. Full automation with latest IT system is helping the private service providers in achieving the revenue. He also stated that the HR issues are also equal and assured that the approach of Corporate Office will be facilitating the need rather than pointing out the faults. BSNL has to have a policy of having right person at right place. Lot of openness is required rather than keeping everything confidential. We need to create healthy environment by giving incentives to good works and pushing back the poor performers is also required by the HR. BSNL has to start talking about money, as a technocrat only accounts personnel are now talking about money. Instead, every one of us has to start talking about money. Our competence as a technocrat has been recognised by globally. Improvement of network is also essential. First we have to see that our internal customers are satisfied so that they can satisfy the external customers. Winners are those who concentrate on their strength and who do not see their weakness. Losers will only concentrate on their weakness. Finally he has expressed that let us make BSNL as the best spoken language of the country.

Shri A N Rai, Director (HR) BSNL Guest of Honor expressed his thanks for inviting him for the session for and on behalf of the CMD. He congratulated the Gujarat Circle for having such quality arrangement which befitted the BSNL management. He pointed out that Com. Rai has given about 20 points of 10 cadres. He informed that the attitude of the BSNL management as far as the promotional and cadres issues are to try to sort all the problems with the employees benefit in the mind. BSNL management will always address the problems in positive manner. He informed that the biggest problem BSNL management in giving promotion is the Court cases. Court cases are a big embedment. There are many contempt case CMD has to face. Most of such cases are generated because of the fault of the management. He requested the help of the members in resolving the problems. Though individual court cases cannot be stopped, the court cases amongst the group are more critical and requested such groups to sit together and arrive to some solution, so that the BSNL management can settle the issue. He has requested every association to have approach to arrive to a solution. He stated that if we can settle one or more case by this way, it will have a very good impact. Officers are not able to promote even after completing all formalities due to the court case. The leadership of all the association should come together in reaching to a satisfactory solution for such court cases. He informed that the issue of 78.2% IDA fitment is still has to be passed the BSNL Board as the 662 crore is the expected expenditure per annum. Additional 1200 crore revenue needs as against the benefit, failing which getting salary will be delayed after a period of one year. He mentioned that upgrade the knowledge of latest development and technologies is must to provide better service to the customers. We fail to provide and deliver what we have. Ensuring that the money is received against the service provided is required. Cost consciousness needs to be kept in mind of everyone of us. The works are to be got it done by the middle management and higher authorities can only give instructions. Our revenue from operations has been reduced only 1000 crores as compared to previous years. There is a big hope that BSNL will pick up. Expenditure has been increased only about 2%. BSNL is a good position, there will be no reduction in GSM service, Broadband is also available with BSNL. He in case we try hard, the entire BSNL board is of the opinion that, BSNL can take off now. BSNL management is ready to give any benefit provided BSNL have sufficient income.

Shri R S Parihar, President, AIBSNLEA, Gujarat Circle, while expressing the vote of thanks mentioned that inspite of completing 12 years from its formation, BSNL is not having its own rule and guidelines and is depending on the rules and regulations of the olden days. He also requested that the 50% discount on the broadband service presently available to the officers of JAG and below may be extended to the officers of JAG and above also. He expressed thanks to every one and all those vote who has supported directly and indirectly in making the open session very success. (a) Pay anomaly cases of departmental JTOs/JAOs: We expressed our concern against delay in finalization of Committee the report of departmental JTOs/JAOs pay anomaly cases wherein they are drawing less pay than direct recruit JTOs/JAOs. GM(Estt.) mentioned that Committee Report has already been finalised and submitted to the competent authority for approval and assured that shortly the necessary order to remove pay anomaly will be issued.

(b) 78.2 % IDA fitment:  We requested for early approval of 78.2% IDA Pay fitment benefit from Competent Authority. GM (Estt.) informed that BSNL Board meeting is tentatively decided to be held on 28.8.2012 and in this meeting efforts are being made to put up this matter for approval . However, he mentioned that Estt. Section has already submitted Board Memo to the Competent Authority for approval to put in the BSNL Board meeting on 28.8.2012.

16.8.2012: GS, AGS (F) met PGM(SR) as Chairman DPC and requested to decide an early date of DPC from EE(E ) to SE(E).  PGM(SR) mentioned that the DPC date has been decided on 30.8.2012

16.8.2012: GS, AGS(F)met Sr.GM(Pers.) and discussed

(a) DPC from DE to DGM: Sr. GM (Pers.) informed that the proposal to fill-up recent DGM posts and to initiate DPC has been sent to the competent authority for approval and simultaneously the VCRs of the eligible candidates have been called for. He assured to expedite DPC at the earliest.

(b) DPC from SDE (T) to DE: We requested to expedite DPC from SDE(T) to DE of undisputed seniority lists of TES Group-'B' officer. Sr. GM(Pers.) mentioned that DPC is in advance stage to promote the SDEs of undisputed seniority.

(c) DPC from JTO to SDE(T) : We requested to expedite the DPC from JTO to SDE(T) on seniority-cum-fitness quota. Sr. GM(Pers.) informed that the All India Seniority list of JTOs has been prepared provisionally and shortly will be uploaded on site for corrections/modifications. However, he assured that to start DPC,  ACRs for eligible JTOs will be called shortly.

(d) Consideration of requested trafer cases of SDEs/DEs: We requested for consideration of requested transfer cases of SDEs/DEs. Sr. GM (Pers.) assured to look into.

13.08.0212: Success of the Organisational Action Programmes launched by AIBSNLEA TN Circle-Letter from CS TN Circle to GS : At the outset it is my bounden duty to express my sincere thanks on my behalf and our Circle for having timely intervened and extending helping hand of the CHQ in resolving the issues amicably. The effort you took created a compulsion to the officer who was rigid and blocked the settlement of issues which led us to declare the Agitation to come to the negotiating table. The CGMT also was more helpful and showed interest in solving our genuine and long pending issues. 09.08.0212: GS, President met GM(EF) and discussed

(a) Enhancement of honorarium amtt. to paper setter for Deptt. internal examination: We requested to reconsider the case processed by recruitment cell for enhancing the honorarium amtt. of paper setters from Rs. 3000 to Rs. 6000, so that paper setters come forward for per setting & delay in notification of Deptt. examinations are avoided. GM(EF) assured to look into the matter.

(b) Payment of leave encashment to postal JAOs in BSNL after absorption : We requested to make the leave encashment payment to postal JAOs after their absorption as per DOP&T instructions. GM(EF) mentioned that the matter will be examined in view of DPE guidelines in BSNL.

09.08.0212: GS, President met Sr. GM(Pers.) and discussed

(a)    DPC from DE to DGM: We requested to expedite DPC from DE to DGM. Sr. GM(Pers.) mentioned that even today the hearing has not taken place in the Hon'ble High Court Kerla at Ernakulam in 147 SDEs Seniority case due to some emergency case.

(b)   DPC from SDE to DE: We requested to contact GMTD, Jabalpur to ensure that BSNL's advocate presence in the case for final hearing in the 1966 SDEs Seniority revision case. Sr. GM(Pers.) immediately contacted Sr. GMTD Jabalpur & discussed the matter for stay order vacation in Jabalpur CAT. Sr. GMTD, Jabalpur assured to look into the matter.

(c)   Consideration of pending request/tenure transfer of SDEs/DEs: We requested to consider pending request/tenure transfer case of SDEs/DEs. Sr. GM(Pers.) assured to look into the matter.

09.08.0212: GS, President met GM(FP) and discussed

(a)  Consideration of request transfer of DGM(F): We extended thanks for considering request transfers in the cadre of DGM(F). Also requested to consider the request of CAOs on promotion & tenure transfers. GM(FP) assured to look into.

(b) DPC from AO to CAO: We requested to expedite DPC work from AO to CAO. GM(FP) mentioned that DPC work is in progress & shortly the promotion order will be issued.

(c)  DPC from CAO to DGM(F): We requested to expedite DPC from CAO to DGM(F). GM(FP) informed that DPC work has been initiated. The ACRs/VCRs of eligible CAOs have been called.

(d) Holding of JAO Part-II Exam: We requested to pursue with with Rectt. Cell for notification of JAO Part-II Exam. GM(FP) mentioned that matter has already been taken up with Rectt. Cell & examination will be expected in the month of Dec'2012.

(e) Regularization of Postal JAOs: We requested to regularize postal JAOs in BSNL. GM(FP) mentioned that due to pending court case the regularization process is delayed. However, efforts are being made to get early hearing of court case.

08.08.0212: FORUM OF BSNL UNIONS/ASSOCIATIONS MEETING: A Meeting of the Forum of BSNL Unions/Associations was held on 8^th August 2012 at the BSNLMS office presided over by Com. C. Singh, GS, NFTE. Com. V.A.N.Namboodiri, Convener, welcomed everybody and briefed about the latest developments. Com. GS and President along with the representatives of almost all unions participated.

After discussion, the following decisions were taken:

1. Review of 12 June Strike agreement: The BSNL Management has approved the 78.2% IDA fixation and now will take it to the BSNL Board. Regarding granting of Child care leave and superannuation etc. of BSNL recruited workers, no action seems to have been taken by the management.  CMD should be met to expedite the matters. It was also decided to strongly protest the DOT letter denying BSNL Unions access and taking up of issues with DOT directly.

2. Victimization of SNEA All India leaders: The transfers of Coms. G.L.Jogi, President, K.Sebastin, GS and A.A.Khan leaders of SNEA(I) have been transferred from Delhi to outside stations and issued charge sheets without any justification. The Forum expressed its strong protest against the victimization of top leaders of SNEA(I) which it considers as an attack on the Forum itself. It demanded immediate vacation of the victimization. It was decided to meet the CMD urgently in the matter. 

3.  NTP, subsidy by Government etc.: The Forum demanded the government to urgently finalise the grant of Rs. 1,500 crore this year and Rs. 1,250 crore next year from USOF which has been recommended by the TRAI and DOT. It expressed happiness in the BSNL being awarded the Rs. 12,000 crore project for the vacation of the spectrum by Defence.

4. 'Customer Delight Year' -  procurement of equipment  etc : The meeting expressed anxiety in the undue delay in the procurement of equipment like Cable, CLIP, GSM lines, Broadband Modem etc. and demanded for early supply and decentralization of powers in this respect.  Circle Secretaries may be contacted and find out the equipment position in the circles.

The meeting decided to extend the 'Customer Delight Year' for one year from August 2012. It called upon the workers to strive hard to improve the efficiency and better service to the subscribers.

5. ITS Absorption: After discussion about the present situation, the meeting decided to meet the CMD to expedite the process of repatriation of ITS officers opted for DOT.

6.  Election of Forum Office-bearers : It was decided to discuss the issue later.

06.08.2012: GS, FS, AGS(HQ) met Sr. GM(Pers.) and discussed:

(a) DPC from DE to DGM(Engg.): We requested to expedite DPC from DE to DGM. Sr. GM(Pers.) mentioned that DPC work is in progress but it is being delayed for want of judgement of Hon'ble High Court Kerala at Ernakulam wherein final hearing is expected in this week only.

(b) DPC from SDE(T) to DE(Adhoc) and DE(Regular): We requested to complete the DPC work from SDE to DE(Adhoc) and DE(Regular). Sr. GM(Pers.) mentioned that DPC work is in progress but it can't be completed till the time stay order is vacated by Hon'ble CAT Jabalpur. The case is posted for hearing on 13.08.2012.

(c) Promotion order fo Sh. M. Narendar, DGM(TF) to GM(TF): We requested that as per DOP&T guidelines Sh. M. Narendar, DGM(TF) is eligible for GM(TF) promotion. Sr. GM(Pers.) mentioned that Sh. M. Narendar, DGM(TF) promotion to GM(TF) is in process and promotion order will be issued shortly. Accordingly, now promotion order of Sh. M. Narendar, DGM(TF) to GM(TF) has been issued. We congratulated Shri M. Narendar on his promotion as GM(TF), he is also our President of Mumbai, TF Branch.

(d) Consideration of request/tenure transfer cases of SDEs/DEs: We request for consideration of pending request / tenure transfer cases of SDEs/DEs. Sr. GM(Pers.) assured to look into the matter.

02.08.2012: Status of 78.2% IDA fitment benefit :It is reliably learnt that BSNL Management Committee in its meeting held on 01.08.2012 has approved the proposal of 78.2% IDA fitment benefit to BSNL employees. Now the MC approved proposal will be sent to next BSNL Board Meeting, which is expected to be held in the last week of Aug'2012.

01.08.2012: GS, President, FS, AGS(HQ) met Director (EB/HR), BSNL & requested to get approval of MC Note on 78.2% IDA fitment benefit as per agreement. Director (EB/HR) mentioned that he will try to discuss the matter in today's MC but due to the direction received from DoT on pensioner issue finding difficulty.

It is understood that DoT has directed CMD, BSNL that since the pension to the BSNL absorbee is being paid under Rule-37A of CCS Pension Rule 1972 by the Govt. of India from its consolidated fund. As such BSNL has no power to make any commitments regarding pension. Hence, any commitment made by BSNL without Govt. approval, BSNL alone will be held responsible. In view of these, it is advised to CMD, BSNL to withdraw the commitment mentioned in Para-2 of the agreement with BSNL Union / Associations regarding applicability of fitment benefit @78.2% w.e.f. 01.01.2007 to the pensioners also.

01.08.2012: GS, FS met GM(FP) and requested to issue request transfers in the cadre of DGM(F). GM(FP) mentioned that some cases have been considered & the same have been sent for approval to the competent authority. He assured an early order.

(b) DPC from AO/Sr.AO to CAO(Adhoc): We requested to expedite DPC from AO to CAO. GM(FP) mentioned that DPC is being conducted in the next week.

01.08.2012: GS met PGM(E) & discussed

(i) DPC from SDE(E) to EE(E): We requested for early issuance of promotion  order from SDE(E) to EE(E). PGM(E) mentioned that the DPC work is over from SDE(E) to EE(E) & the proposal for posting on promotion to fill up about 41 EE(E) posts has been sent to the Competent Authority for approval. He assured an early issuance of  promotion order. PGM(E) also assured that as soon as DPC from EE(E) to SE(E) is completed the next DPC to fill up vacant EE(E) will also be initiated immediately.

(ii) DPC from EE(E) to SE(E): We requested to expedite DPC from EE(E) to SE(E) to fill up about 18 SE(E) posts. PGM(E) mentioned that DPC work is in progress & shortly DPC will be completed.
