24.11.2016:   Executive Diary - 2018 of AIBSNLEA

AIBSNLEA is bringing out BSNL EXECUTIVE DIARY-2018 which is containing updated information on service matters mostly concerning the BSNL employees and also important information on Telecom Engineering, Financial matters including GST. The important features of the Diary which was brought out last year by the Association are having place in this diary. The Executive Diary with improved quality and features is having full page for each day.

22.11.2017 Joint Convention of all Unions and Associations of BSNL at Patna & Kolkata:

A Joint Convention was organised in Patna, Bihar on 21/11/17 and Kolkata on 22/11/17 with huge gathering. The Patna meeting was addressed by Com Krishnakumar CS and Com Prasun Kumar Mukhopadhyay OS (East)/CHQ. KOLKATA meeting was presided over by one presidium including Com Anirudda Basu CS WB circle and Com Subhasis Mitra CS CTD and addressed by com Prasun Kumar Mukhopadhyay OS East/ CHQ. All Unions and Associations leaders took part in these  conventions.

22.11.2017 Wage Negotiations for workmen in Central Public Sector Enterprises:

The Union Cabinet chaired by the Prime Minister Narendra Modi has approved the Wage Policy for the 8th Round of Wage Negotiations for workmen in Central Public Sector Enterprises.

In this policy it is clearly mentioned that in those CPSEs for which the Government has approved restructuring / revival plan, the wage revision will be done as per the provisions of the approved restructuring / revival plan only.

22.11.2017 Meeting with Addl. Secretary (Telecom), DoT:

GS and President along with the GS and President of AIRBSNLEWA met Addl. Secretary (T), DoT and discussed regarding:

A Implementation of 3rd PRC recommendations with 15% fitment benefits in BSNL: We requested for implementation of 3rd PRC recommendations with 15% fitment benefits in BSNL as per the BSNL Board’s decision which is already sent to DoT for approval and issuance of Presidential Directives. AST mentioned that the BSNL’s proposal on 3rd PRC recommendations with 15% fitment benefits in BSNL is being processed. During the discussions, the AST was responsive.

 

B Payment of Pension contribution on actual basic instead of maximum of the pay scale: We requested to consider payment of pension contribution on actual basic instead of maximum of the pay scale. AST mentioned that the BSNL’s proposal in this regard was considered and decided that DoT can not recommend payment of pension contribution on actual basic instead of maximum of the pay scale to DoE in view of the fact the pension contribution paid by BSNL for their employees is on different substantive grade pay scales and thereafter the employee is being retired in higher scale. So initially the pension contribution was paid in lesser amount to DoT DoT as per the lower scale. We further pleaded that the 6th CPC in the year 2006 had recommended pension contribution to be taken on actual basic pay of the employee. In view of that, it should be considered on actual basic but AST was firm on his decision.

 

C Revision of the Pension of BSNL Pensioners: We requested AST to take an early action for revision of the pension of the BSNL pensioners who are drawing Govt. Pension under Rule 37A. We explained that Sr. DDG (Estt), DoT is mentioning that the revision of pension of BSNL pensioners will be considered after the pay revision of BSNL serving employees on implementation of 3rd PRC recommendations otherwise, there will be a disparity in the pension of the BSNL pensioners who will retire later on. AST after giving patient hearing told that we will look into the mater for an early action in this regard. GS, AIRBSNLEWA gave a letter to AST in this regard which he marked immediately to the concerned section for taking an early action.

 

D Additional increment case on post based proposition under EPP: AST categorically mentioned that the matter is sub-judice so he can not make any comment on this issue.

 

E Restructuring of AD (OL) cadre in BSNL: We requested to give clearance to BSNL on restructuring of AD (OL) cadre. AST assured to look into.

22.11.2017 Meeting with PGM(Pers) , BSNL CO on CPSU Cadre Hierarchy

GS, President, AGS (HQ), AGS (FIN ) and AGS (DR) met with PGM (Pers.) and discussed about  proposed Draft CPSU cadre hierarchy. PGM (Pers.) initiated the discussion by reiterating the MC direction that CPSU proposal is being discussed with associations to make policy more employee and organisation centric. We told that response submitted by AIBSNLEA contains para wise suggestions, by considering them Policy can be made beneficial for both employee and organisation.

We reiterated our stand that all pending CPCs should be completed and promotion orders should be issued before implementation of CPSU cadre hierarchy and priority should be given to conduct CPCs first to fill up all the vacant post of Group- 'A' and Group-' B'. Pers. cell need to take legal opinion wherever required, to break the stalemate in promotions in various cadres as per DOP&T guidelines on SC/ST rosters implementation.

 

PGM (Pers.) assured to work out some way to complete the CPCs processes and issue promotion orders and simultaneously finalise the CPSU Hierarchy.

 

We strongly opposed the MT recruitment provision at STS level in the CPSU cadre hierarchy. PGM (Pers.) told that management trainee is need of the organisation. We mentioned that  AIBSNLEA will never accept MT at STS level. We categorically told that MT recruitment at STS level will block the career prospects of all the existing executives  at JTO / JAO and SDE / AO level and they will retire at AGM level only. If management feels that BSNL need market talent then recruit MT in Sales, Marketing, HR and  Legal etc. at JTO/JAO level only. Engineering and Finance vertical are already having executives at JTO / JAO equivalent to Management Trainee. Along with this, If management feels that there is requirement at policy making level, BSNL may recruit higher management professionals at GM level with suitable experience and probation.

 

We also opposed ignorance of length of service and seniority in proposed draft and increase of resend period for AGM grade from 7 years to 12 years. Residency period from SDE to AGM and equivalent cadre should be maximum 7 years only.

 

We suggested the benchmarks should be on basis of Khan Committee report and numeric based to avoid huge dropping.

 

We also suggested that implemention of date of CPSU Policy should be from the date of last CPC held in that cadre instead of 01.01.2017, otherwise it will not be beneficial to the  executives in the Cadre (s) having more than 20 years of service.

 

The executives already in E5 scales should be given the designation of Jt. DGM immediately as per Khan Committee report.

 

We suggested that before going to any final decision all cadre controlling authorities like Civil , Electrical , Arch, Finance, TF and CSS etc. should be consulted and taken care of their views / suggestions also.

 

We further suggested that Pers. cell may convene a joint meeting of all executive associations for more deliberation and making a consensus on CPSU policy which is more employee and organisation centric.

 

At last we requested PGM (Pers) that he should go through our view and suggestion with open mind to make CPSU Cadre hierarchy to become reality. He assured to apprise AIBSNLEA views to BSNL management committee for consideration.

AIBSNLEA will have a meeting with Addl. Secretary (T), DoT tomorrow at 14.30 Hrs and will have discussions with PGM (Pers.) on CPSU Cadre Hierarchy draft proposal submitted by AIBSNLEA tomorrow morning at 10.00 hrs.
21.11.2017 Meeting with CMD, BSNL:

GS President met CMD BSNL and apprised him about our discussions with Hon’ble MOSC (I/C) on implementation of 3rd PRC recommendations in BSNL and his comments. CMD BSNL mentioned that it is beneficial for BSNL that DoT should approve the BSNL Board proposal on 3rd PRC. He assured to continue his efforts in DoT to get the proposal approved.   

21.11.2017 Meeting with Hon’ble MoSC (I/C), Govt. of India:

GS, President, FS and AGS (HQ) met Hon’ble MOSC (I/C) Shri Manoj Sinha Ji and submitted a memorandum requesting implementation of 3rd recommendations in BSNL with full 15% fitment benefit.  We further requested him that BSNL Board has already approved that proposal on implementation of 3rd PRC recommendations in BSNL and has sent the proposal to DoT for approval wherein your kind intervention is required in getting exemption on the affordability clause from Govt. We also quoted the example of FCI which is also a Govt. converted PSU and was formed with a specific agenda and exempted from the affordability clause. Similarly, BSNL should also be exempted from the affordability clause since it was also formed from 1.10.2000 with a specific agenda on the basis of NTP-1999 to provide Telecom Services to the customers on affordable rates and to ensure national security. Hon’ble MOSC (I/C) appreciated our concern and mentioned that they are communicating BSNL Board shortly in this regard.

21.11.2017 Meeting with Director (HR), BSNL Board, New Delhi:

GS met Director (HR) and discussed regarding CPSU Cadre Hierarchy proposal. He submitted AIBSNLEA views/suggestions and requested for consideration. Director (HR) after discussions mentioned that first we should complete our discussions with PGM (Pers.) on this issue and thereafter she may be apprised. We further requested that CPCs should be expedited immediately subject to outcome of the court judgments. Director (HR) assured to look into the matter.

 

Implementation of 3rd PRC in BSNL: We requested Director (HR) to use her good office in DoT to get clear BSNL Board decision on 3rd PRC from DoT. Director (HR) mentioned that the BSNL Board proposal on 3rd PRC is under consideration in DoT. It is learnt that Hon’ble MOSC (I/C) has asked Secretary (Telecom) to examine the case at the earliest.

20.11.2017 Preparation for e-DPC -Requirement of APARs of all AGM/DES working on regular basis:

BSNL Corporate Office issues reminder to forward Screening Committee report and APARs of all AGM/DE(T) working on regular basis. The report of the AGMs (Regular)  working is not yet received from some of the circles i.e. ETP, JKND J&K, INSP, NTP, NTR, UKND & WTR. <<<Click here for the list>>>> and <<<Click here for the letter>>>> 

All the Circle / District Secretaries are requested to ensure timely dispatch of these pending APARs at the earliest so that the long awaited DPC can be held.

16.11.2017Meeting with Sh. A.N. Rai, Advisor to Hon'ble MOSC(I/C)

GS, President, GS AIRBSNLEWA met Sh. A.N. Rai, Advisor to Hon'ble MOSC(I/C) & discussed regarding implementation of 3rd PRC in BSNL & revision of pension of BSNL Pensioners. We requested to use his good office in resolving these issues in DoT. Advisor to Hon'ble MOSC(I/C) immediately spoke to DDG(Estt.) DoT & discussed the matter that why there is a delay in revision of pension of BSNL Pensioners.

DDG(Estt.) DoT explained him that 3rd PRC implementation in BSNL is under consideration & till their is a decision in this regard, the pension revision is kept pending. Advisor to Hon'ble MOSC(I/C) assured him to atleast process the case. Advisor to Hon'ble MOSC(I/C) assured to arrange our meeting with Hon'ble MOSC(I/C) at the earliest to discuss the matter.

16.11.2017Meeting with Sr. PPS to Secy(T), DoT & Addl. Secy(T), DoT

GS, President, GS AIRBSNLEWA met Sr. PPS to Secy(T), DoT & Addl. Secy(T), DoT & requested for grant of meeting to our Association. The Addl. Secy.(T) meeting time is fixed up on 22nd Nov., 2017 at 14.30 hrs. & with Secy(T), DoT at 17.00 Hrs. to discuss the pressing issues.

GS, President, GS AIRBSNLEWA met  Sh. Prabhas Kumar, Member (S), Telecom Commission, DoT and discuses regard implementation of 3rd PRC & revision of pension of BSNL pensioners. Member(S) after discussions assured to discuss the matter with DDG(Estt.) for an early action.

GS and President met Director (PSU), DoT who informed that the proposal of BSNL on implementation of 3rd PRC recommendations in BSNL has been received in DoT and is under process.

15.11.2017 Meeting with PGM (Pers.) to discuss other issues:

GS, President, AGS(F), AGS (HQ) and AGS (DR) met with PGM (Pers) and discussed.

CPC from JTO to SDE (Telecom.): We requested to get vacated the stay order on promotions from JTO to SDE (Telecom) from the Hon'ble High Court Kerala. PGM (Pers) mentioned that BSNL has filed one complaint petition to the Hon'ble Chief Justice Bench of Kerala High Court for early pronouncement of the Judgment and therefore pronouncement of the Judgment is expected by end of this month. After getting stay order vacated the CPC will be expedited.

CPCs from JTO to SDE, SDE to DE, JAO to AO, AO to CAO, SDE(C) to EE(C) etc- We requested to fill up the vacant posts of SDE/AO and DE/CAO. PGM (Pers) mentioned that CPCs in these cadres can be conducted only after the directions are received from Hon'ble Apex Court on pending SLPs. He further informed that Supreme Court has agreed that the matter will be considered by five-judge bench. After the directions of Hon’ble Court CPC will be conducted.

15.11.2017 Meeting with PGM (Pers.) to discuss the CPSU Cadre Hierarchy proposal:

GS, President, AGS (HQ), AGS (Fin), and AGS (DR) had meeting with PGM (Pers.) on CPSU cadre hierarchy. The meeting was scheduled as per direction of the Management Committee of BSNL Board. GM (SR), Jt. GM (Pers) and DGM (Pers-II) were also present in the meeting.  AIBSNLEA submitted its detailed Para wise response to the draft policy approved by BSNL Management committee.

 

PGM (Pers) had apprised that purpose of the MC‘s direction to discuss with associations to make policy more employee and organization centric. He requested that AIBSNLEA should support the policy to break the stalemate in the promotions of executives in BSNL.

 

AIBSNLEA made it clear that we are never against the CPSU hierarchy rather we have been demanding it to implement in the true sense and as per Khan Committee recommendations.  We further clarified that our suggestions are to safe guard the interest of the entire executives and it will give value additions to it. In view of this Pers. Cell should carefully go through our views / suggestions with open mind without any prejudice. Then point by point discussion was held. 

 

While discussion, we strongly  opposed the MT recruitment, ignorance of  the weightage to seniority, reduction of sanctioned strength, increase in eligibility condition from of 7 to 12 years for the promotion of SDE/AO to DE /AGM/CAO, Time bound promotion in SG-JAG grade should be in E7 instead of E6 etc.

 

PGM (Pers) appreciated our concern in this regard and impress upon to consider MT Recruitment to full-fill the management requirement immediately but we categorically told that AIBSNLEA is firm on its stand and will not accept MT Recruitment at STS level which will block the career progression of executives. Today the meeting started at 15.00 hrs as per the schedule and continued till 18.00 hrs thereafter, PGM (Pers.) mentioned that he will study the submissions made by AIBSNLEA point by point and thereafter he will discuss the matter with AIBSNLEA again on 22nd and 23rd Nov, 2017.

14.11.2017 All Unions and Associations of BSNL, held at New Delhi on 14.11.2017 - Decisions taken in the meeting of the.

 

A meeting of the All Unions and Associations of BSNL, was held at New Delhi today the 14.11.2017. Com. Chandeswar Singh, GS, NFTE, presided over the meeting. General Secretaries / representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, FNTO, SEWA BSNL, BSNL MS, AIBSNLOA, BSNL ATM, BSNL OA and BEA BSNL attended the meeting. Comrade GS and Comrade President attended the meeting from AIBSNLEA side. The following decisions are taken unanimously.

 

1. The date of the human chain is changed, with a view to facilitate more time for the mobilization. Now, the human chain will be held during lunch hour on 23.11.2017.

 

2. The strike notice for the two day strike, to be held on 12th & 13th December, 2017, will be served on the Management and the DoT on 23.11.2017.

 

3. At the circle level, a meeting of all the circle secretaries of the unions and associations should be held on 18.11.2017. The ways and means to effectively organize the human chain and the two day strike, should be discussed and decided in these meetings. (At the Corporate Office this meeting will take place on 17.11.2017)

 

4. The last date for submission of memorandum to the Hon’ble MPs has been changed to 30.11.2017. A copy of the memorandum to be submitted to the Hon’ble MPs, will be circulated within a day or two. 

 

5. Posters and hand bills will be printed at the All India level, by the All Unions and Associations of BSNL, in English and Hindi, and it will be sent to the circles. The expenditure for these will be borne by all the unions and associations. The posters and hand bills should also be printed in the regional languages, at the circle level.

 

6. To effectively organize the strike, meetings will be organized in important cities / centers, as per the following details. All India leaders of the All Unions and Associations of BSNL will address these meetings.

13.11.2017 BSNL Executive promotion Policy Amendment & Recruitment Rules, 2017

Pros and Cons

The pros and cons on implementation of the Draft Rectt./Promotion Rule,  proposing Time bound functional promotion upto AGM grade for all cadres / streams are as under:-.

1.2: The modified policy shall be implemented w.e.f. 01.01.2017:

Pros: The modified policy implementing w.e.f. 01.01.2017 will provide time bound functional promotion upto AGM level which will benefit the newly recruited executives, recruited after 2010.

Cons: The modified policy implementing w.e.f. 01.01.2017 will not give benefit to the senior executives in the cadre having more than 20 years of service which will cause frustration and discontentment among them. For example, one JTO recruited in the year 1995 and completed 21 years of service is still waiting his first functional promotion as a SDE and one JTO recruited in the year 2011 completed 5 years of service will get SDE promotion together.  No service weightage to the senior executive is ensured.    

 

1.3: On approval of the policy, all existing RR in the grade of SDE /equivalent will be treated as scrapped and MSRR 2009 will be modified to the extent that promotion of AGM/DE Grade in all the schedule-IA, IB, IC & ID shall be treated to be deleted. Remaining portion of MSRR shall be continued to be followed as per the existing provision. MT recruitment will continue as per the existing provision of Recruitment Rule of MT.

Pros: MT recruitment at STS level as per the existing provisions of recruitment rule of MT, It may help in filling up Top level SAG/HAG level post on fast track method through MTs of outside and inside quote.  Few of Group B level executives will also get a chance to become MT through this process.                                                

Cons: MT recruitment at STS level will block the career progression of Group B level executives as we have experienced in DOT setup through JTS OF ITS Grup A recruitment rules 1991. Where in one DR JTO of DOT used to retire as Adhoc DE after completing 37-38 years of service. The similar situation will develop in BSNL after the introduction of MT recruitment.                                  

 

1.4: Powers for relaxation/ modification/ amendment to these rules will vest with the Management committee of BSNL Board.

Pros: It will provide easy path to BSNL management to relax/modify/amendment to these rules with the approval of management committee of BSNL Board.

Cons: BSNL management, as its own or under the unforeseen pressures may any time relax/modify/amend these rules with the approval of BSNL MC which may be in the interest of executives or against. These rules are approved by the BSNL Board and cleared by DOT may not be allowed to BSNL management to make such provisions since the pension payment is being made by DOT.   

 

3.0: Authorized strength of the Service: The authorized strength of the executives in various cadre/stream shall be as per the provisional HR plan

Pros: As per Deloite recommendations the sanction posts of Group A and B level executives will be reduced the wage payment liability of BSNL through the proposed HR plan.                 

Cons: As per new HR plan based on Deloite recommendations the huge number of sanctioned posts of Group A and B will be reduced which will adversely affect the career progression of BSNL executives by way of stagnation due to non-availability of the posts. 

 

5.1: All the existing Executives up to AGM/DGM(Adhoc) shall continue to be considered  for financial up-gradation to the next higher scale upto E-6 scale on completion of 5 years of service from the date of placement in lower scale through conduction of CPC. The benchmarks considered for financial up-gradation shall be as per the prescribed provisions in the schedule. The new Benchmarks shall be applied to those executives whose financial up-gradations are due w.e.f. 01.01.2018.

Pros: The stringent benchmark will filtered the executives and the less number of executives will be promoted to the higher post to reduce to number.

Cons: The stringent benchmark will block the career prospect of majority executives thus the spirit of time bound promotion on functional basis to all executives will be defeated. Considering this, the benchmark proposed by Khan Committee was appropriate of functional promotions.

 

5.3 II: All the executives eligible for promotion for a vacancy year i.e. promotion under SCF, for which the result of the LDCE (other channel of promotion) has been issued and promotion order is pending, the promotion of executives of both the channel shall be considered deemed to have been promoted before 1.1.2017 and they shall be treated en-bloc senior to the executives promoted as per this Rule.

Pros: The promotion of executives of both the channel shall be considered deemed to have been promoted before 1.1.2017 and they shall be treated en-bloc senior to the executives promoted as per this Rule. It will depend upon the year to year vacancies.

Cons: The executives of LDCE quota appeared through a particular vacancy year will continue to claim their seniority along with the vacancies of SCF quota. It may invite litigations and derail the process.

 

12.0: The executive shall join the place of posting on promotion within 40 days of the issue of the order of promotion by BSNL CO. The period of 40 days may be extended in exceptional and deserving case, in the interest of service, where the Administrative requirement so demands with the approval of appointing authority. In case the Executives who are granted functional promotion but fails to join the promoted grade within the time or decline promotion, then Management reserves the right to forfeit his promotion and executive shall not be considered for functional promotion or financial up-gradation to higher scale for next one Year or next CPC whichever is later, from the date of deemed refusal (after 40 days) or from date of application of refusal.

Pros and Cons: If on promotion outside circle one is forced to refuse due to medical/ family issues, he will stagnate in his own pay scale as there is no financial upgradation. This type of situation should be relaxed and genuinely should be weighted.

 

16.0: New designations for Executives: In the Policy new Designation has been incorporated and shall hereafter be followed at all levels at H.Q./Circle/SSA etc.

Pros and Cons: Khan committee has no where suggested Sr. SDE as functional promotion and tightening the norms by deciding even one  "Average" as disqualification in promotion for JTO, SDE, Sr. SDE, DE cadres i.e. for the span of 20 years. We strongly submits that there is no need to alive the Sr. SDE cadre. By this inclusion the Executives will be derailed from their justified promotions and will be bound to remain in the same pay scale for 10 years, which is the violation of EPP. We strongly oppose such inclusion.

13.11.2017 Central Office Bearers (CHQ), Advisors (CHQ), Consultants (CHQ), Circle Secretaries and Circle Presidents Meeting at Jaipur (Rajasthan):

AIBSNLEA has notified a meeting of its Central Office Bearers (CHQ), Advisors (CHQ), Consultants (CHQ), Circle Secretaries and Circle Presidents at Jaipur on 1st and 2nd December 2017.

 

Accordingly, all the Circle Secretaries are requested to give arrival and departure details of the  Central Office Bearers (CHQ), Advisors (CHQ), Consultants (CHQ) and Circle Presidents of AIBSNLEA along with his/her arrival and departure details to CHQ immediately for making their stay at Jaipur comfortable and pleasant one.

 

It is once again reiterated that the boarding and lodging arrangements will be made available for the participants at Jaipur with effect from 30.11.2017 afternoon to 03.12.2017 morning only. Overstay will have to be born by the concerned participant him/herself.

08.11.2017Meeting with PGM(EW), BSNL Corporate Office, New Delhi

GS, President met with PGM(EW), BSNL Corporate Office, New Delhi and congratulated him on assuming the high office of PGM(EW), BSNL C.O. New Delhi and assured him our full cooperation. PGM(EW) appreciated our concern and reciprocated the same. The following issues were discussed

(i) CPCs from JTO(E) to SDE(E) & SDE(E) to EE(E): We expressed our concern against non filling up of vacant 120 SDE(E) posts on regular basis and a bout 32 vacant EE(E) posts. PGM(EW) mentioned that due to court cases pending on SC/ST Roster implementation, the CPCs could not be initiated. We explained that since there is no court cases pending in JTO(E) to SDE(E) & SDE(E) to EE(E) , thus CPCs can be initiated and expedited. PGM(EW) after having discussions with AGM(Admin.) EW Wing assured to move the proposal for initiating CPCs to fill up the vacant SDE(E) /EE(E) vacant posts. He assured early action in this regard.

08.11.2017Meeting with Dir(HR) BSNL Board.

 

Director (HR) hold a meeting with AIBSNLEA representatives on 08.11.2017 and discussed the agenda items as under:-

1.   Implementation of 3rd PRC with 15% fitment benefit in BSNL and settlement of E-2 & E-3 standard pay scales to the JTO & SDE equivalent executives in BSNL: We requested to get settled both the cases from DOT at the earliest to avoid unrest among the employees. Dir (HR) informed that she along with GM(Estt.) has met PS to Hon'ble MOSC (I/C) Shri Niteshwar Kumar and has discuss the matter on E-2 & E-3 pay scale issue and he has assured to appraised the issue to the Hon'ble MOSC(I/C) for review the PO since the earlier PO has been issued with the approval of Hon'ble MOSC(I/C).

On the issue of 3rd PRC report the BSNL Board has approved for its implementation with 15% fitment benefit and the same proposal will shortly be sent to DOT she immediately directed GM (Estt.) for sending the BSNL Board approval on 3rd PRC implementation for approval to DOT immediately. Dir (HR) mentioned that approval on 3rd PRC from DOT fully depends on Hon'ble MOSC (I/C) & Secretary (T) support. Since, the middle level administration in DOT is not favorable.

On the issue of payment of pension contribution on actual basic instead of maximum of the pay of BSNL employees to DOT. Dir (HR) mentioned that matter is still pending in the establishment cell of DOT to reply DOE queries wherein internal finance of DOT has also asked many quires in this regard. It seems that DOT Administration is not favorable to recommend the case to DOE.

2.    Holding of CPCs to fill-up the vacant Group-B and Group-A level vacant posts: We expressed our serious concern against the non-filling of the Group-B and Group-A level about 17000 vacant posts on the pretext of pending court cases. PGM (Pers) informed that Three SLPs have been filed in the Hon'ble Supreme Court against the Judgement of Hon'ble High Court Chandigarh on SC/ST roster implementation in BSNL the case was heard in the Registrar Court on 27th Oct.2017 wherein the notices have been issued to all concerned and now the next hearing is expected in the middle of Nov. month. He explained that we have requested to the Hon'ble Supreme Court to give us the clear direction that whether the Hon'ble High Court Chandigarh Judgement has to be implemented of the DOP&T guidelines should be implemented on SC/ST roster in BSNL to fill-up about 17000 Group-B and Group-A level vacant posts in the interest of BSNL and its executives. He opined that on this hearing Hon'ble Supreme Court may give clear cut direction in this regard and on that basis the CPCs will be conducted immediately. Dir (HR) also informed that she along with PGM (Pers) has met BSNLs senior Advocate and discussed the matter for an early decision in this regard.

3.     Withdrawal of additional increment on promotion in the same pay scale after time bound promotion under EPP: Dir (HR) asked the status of the court cases in this regard from PGM(Pers) and GM(Estt.). We expressed our concern that on 6th Nov-2017 the case was heard in the Hon'ble PB CAT New Delhi filed by AIBSNLEA in the month of July-2017 against DOT order dated 05.07.2017 wherein for the last three hearings DOT Counselor shout time to file the reply and finally DOT filed the reply in Oct-2017 thereafter immediately AIBSNLEA Advocate also filed the rejoinder which was heard on 6th Nov-2017 in which Ist  time BSNLs Advocate appeared and demanded the MA copy and requested for adjournment of the Court for next 3 weeks wherein the now case is posted for hearing on 28th Nov-2017. Dir (HR) express her anguish against towards BSNLs Advocate late appearance and further delaying the case. She directed CGM (Legal) and PGM (Pers) to deal the case on priority for an early decision so that the pension cases can be settled accordingly.

4.     Implementation of CPSU cadre hierarchy in BSNL: We expressed our resentment towards the attitude of PGM (Pers) for not discussing the draft proposal with AIBSNLEA 2nd majority Executive Association on CPSU cadre hierarchy before placing to the management committee of BSNL Board wherein many discrepancies are seen which will harm the assured carrier progression of BSNL Executives. The Khan Committee recommendation which were finalized after the signature of three Executive Associations i.e. AIBSNLEA, SNEA and AIGETOA has been diluted/ deviated which is not acceptable. We also mentioned that AIBSNLEA have been demanding implementation of CPSU hierarchy in the line of Khan Committee report. Dir (HR) mentioned that Management Committee of BSNL Board has directed to discuss the draft proposal with all stake holders before its submission to the BSNL Board for approval and now you have opportunity to put forth your views in this regard. She directed PGM(Pers) to discuss with AIBSNLEA on point to point basis and to take out view for further submission to the management committee of BSNL Board. She also directed GM(SR) to be present in the meeting on 15th Nov.2017 at 15.00 Hrs in the Chamber of PGM(Pers) and thereafter she will personally discuss the matter with AIBSNLEA before its submission to Management Committee of BSNL Board.

During the discussions with Dir(HR) the PGM(Pers), GM(Estt.), GM(SR), Jt. GM(Pers) and DGM(Estt.) were also present in the meeting. Com. GS, President, FS, AGS (HQ) and AGS (DR) attended the meeting.

07.11.2017 Meeting with PGM (Pers.), BSNL Corporate Office:

GS, President and AGS (HQ) met PGM (Pers.) and discussed regarding CPSU Cadre Hierarchy issue. All the members are requested to give their views/suggestions to CHQ immediately for further discussion with BSNL Management.

Director (HR), BSNL Board has called AIBSNLEA for discussion on the matter tomorrow afternoon at 12.00 pm. Thereafter, PGM (Pers.) has fixed up the meeting with AIBSNLEA on 15.11.2017 to discuss the matter further.

07.11.2017 CPSU Cadre Hirarchy in BSNL:

The Majority Association is now busy in sugar-coating the quinine pill on behalf of the Management.

 

Anyone who will read the posting in the website of SNEA dated 5-11-2017 will certainly wonder whether it is a message from a trade union or management. The write-up resembles very much with the appeals generally posted by GM (SR) to console agitated employees.

It is claimed in the website that the draft proposal posted in our website is no way connected to the proposal approved by MC and informed that the full proposal will be posted by them once they receive it from management. This means that they are waiting the detrimental cadre hierarchy order to be approved and issued before circulation. Cowards Act. If they have courage let them come out and say which point in the draft proposal uploaded by us is wrong and what is the right. For what this hush hush is all about ?

 

It is propagated that the "promotion will be without fresh CPC and without delay". What's the meaning of fresh CPC and no delay. Will the present system of evaluating APAR and VC will be dispensed with. At present VC is valid for 3 months and CPC conducted for the eligible candidates. Then how delay can be avoided and there will be no need of fresh CPC.

 

Shamelessly it is written that " Khan Committee recommendation is implemented as it is 5-5-5 years except for benchmarks which are slightly tightened by the management." Khan committee has nowhere suggested Sr. SDE as functional promotion and tightening the norms by deciding even one  "Average" as disqualification in promotion for JTO, SDE, Sr SDE, DE cadres i.e. for the span of 20 years is "slightly tighting " in the eyes of the majority Association. What a desperation to cover the misdeeds of the Management.

 

The committee headed by Mr Khan, Ex. ED (NB) deliberated the issue on CPSU Cadre Hierarchy at length where all the executive Association has given there opinion. After taking opinion of all, the report was signed by all Associations including SNEA. Now what is the necessity and compulsion on part of SNEA to deviate from the report that too secretly and without discussion in any forum. Why SNEA is overactive to convince the executives about the good (?) points in the new proposal. CPSU Cadre Hierarchy is for executives who are qualified enough to understand themselves what is good and what is bad for them. They why this extra initiative? When EPP was drafted there was no need of secrecy and education. All Executives welcomed the scheme because it was good for them. Therefore without wasting the energy on preaching let the majority Association come out with the total scheme as they categorically mention the draft proposal uploaded by us is far from reality.

We appeal to the Majority Association please stop such actions to damage the entire executives cadre for may be some fringe benefit for some people.

06.11.2017 Status of the Court Cases against the DoT order dated 5.7.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP.

The case filed by AIBSNLEA vide OA/100/2649/2017 in Hon'ble Principal Bench CAT New Delhi against the DOT order dated 05.07.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP came up for hearing on 06.11.2017 in the Principal Bench of Hon'ble CAT (Court No. 4). BSNL Advocate requested for supply of MA Copy and also requested for hearing date in the first week of December. AIBSNLEA advocate requested for immediate hearing. However, Hon'ble court posted the matter for further hearing on 28th November 2017.

04.11.2017 Betrayal towards BSNL Executives on issue of CPSU Cadre Hierarchy :

*The CPSU Cadre Hierarchy (CCH) is secretly planned by SNEA with Pers. Cell of BSNL only for smooth implementation of DOT's order on E1 & E2 scales in BSNL at the cost of the executives career.*

The SNEA leadership while uploading the secretly planned CCH
(They themselves admitted in same posting) never related the existing pay scales with the proposed Hierarchy. As in reality those are perfectly matching with the DOT's order E1 for JTO, E2 For SDE and that is the reason for which all this secrecy about.

E3 - SrSDE/SrAO ( Sr Manager)
E4 - DE/CAO ( Asst. GM).

Otherwise had the demand of SNEA E2 for JTO and E3 for SDE was genuine, they would have never agreed to such CCH proposal. Because in that situation the ideal proposal should have been:
E2 - JTO/JAO (Dy Manager)
E3 - SDE/AO (Manager)
E4 - SrSDE/SrAO ( Sr Manager)
E5 - DE/CAO ( Asst. GM).
E6 - DGM

But SNEA is all along opposing the cascading demand on all scales and demand only E2 for JTO and E3 for SDE which means if the same demand is achieved without cascading then in the proposed CCH the pay structure will be:
E2 - JTO/JAO (Dy Manager)
*E3 - SDE/AO (Manager)*
*E3 - SrSDE/SrAO ( Sr. Manager)*
E4 - DE/CAO ( Asst. GM).
i.e. 10 years in E3 scale in spite of a functional promotion in between.

*Conclusion : The executives of BSNL are put into a loose-loose situation with the proposed CCH. Either accept E1 for JTO and get next scale with each functional promotion or accept 10 years in E3 scale although functional promotion from Manager to Sr Manager*

*Other pertinent points like fast track promotion, benefits for SC/ST are also missing in the proposal*.

The issue of converting promotion to Sr SDE/Sr AO as functional promotion is of vital importance for the cadre. Earlier whenever this issue was deliberated in any forum, the decision was always against introduction of a functional grade between SDE/AO and DE/CAO. Now SNEA has given its consent for introduction of the functional grade Sr Manager. *Will they kindly inform the executive fraternity when and in which forum they deliberated and decided such vital issue. If deliberated then why they kept it secret from the entire community of Executives of BSNL.*

It is also interesting to note the attitude of AIGETOA leadership. As claimed by SNEA in their website, AIGETOA was also consulted while planning this secret CCH. If it is true how they gave consent to such system which is out and out detrimental to all the DRs of BSNL.

*Finally on the point of secrecy. We have earlier experience on management formulating detrimental orders / schemes secretly,. This is the first time we are seeing the Majority Assn. is also becoming a part of the secret mission for damaging the cadre which they represent*.

*Remember only conspiracies are required to be kept secret, good plannings need not.*

03.11.2017 GS, President, AGS (HQ) met GM (Admin), BSNL Corporate Office, New Delhi and discussed regarding:

(a)    Online tracking (Submission & Monitoring) of medical bills of BSNL Pensioners: GM (Admin) mentioned that vendor has been appointed to provide software in this regard and shortly this facility to BSNL Pensioners will be available wherein they can submit the medical bills & monitor the status of payment.

(b)   Medical cash payment to BSNL pensioners: GM (Admin) mentioned that medical cash payment facility to BSNL Pensioners was available upto 30th Sept., 2017 and now for extending the facility, proposal has been moved to the competent authority for approval.

(c)    Night free calling facility to Group-'A' level officers: GM(Admin) advised to discuss the matter with CMD BSNL.

03.11.2017 Meeting with CMD BSNL:

GS, President, FS & AGS (HQ) met CMD, BSNL expressed our serious resentment against unilateral decision for CPSU Cadre Hierarchy wherein the Khan Committee report has been diluted. Also, Sr. SDE / Sr. AO non-functional grades are made functional to stagnate the executives. We handed over our protest letter to CMD BSNL in person and mentioned that while framing the draft proposal on CPSU Cadre Hierarchy, Pers. Cell has not taken the views / suggestions of AIBSNLEA into consideration.

Any deviation from Khan Committee report is not acceptable to us. CMD BSNL after detailed discussion assured to look into the matter and also advised us to discuss the matter with Director (HR). He will also speak to Director (HR) on this issue.

B. Implementation of 3rd PRC recommendations in BSNL: We requested CMD BSNL to get an early approval on implementation 3rd PRC recommendations in BSNL with full 15% fitment benefits from the DoT as the same has been approved by the BSNL Board. CMD BSNL mentioned that BSNL Board approval on implementation of 3rd PRC report in BSNL has been sent to DoT for issuance of Presidential Directives. On the reporting of one Association that Hon'ble MOSC (I/C) is not in favour of 3rd PRC implementation in BSNL, CMD BSNL reacted that Hon'ble MOSC (I/C) is one step ahead than us to implement the 3rd PRC recommendations in BSNL and recently he had informal meetings with Secretary (T) and Hon'ble MOSC (I/C) and discussed the matter and requested for its implementation in BSNL. Hon'ble MOSC (I/C) and Secretary (T) both are working in speedy manner to approve the 3rd PRC report implementation in BSNL.

CMD BSNL categorically mentioned that there may be some delay in getting approval from the Govt but 3rd PRC report will be implemented in BSNL.

C. Increase in Superannuation benefits from 3% to 5%: We requested CMD BSNL to get approval of DoT on increase of Superannuation benefits from 3% to 5%. CMD BSNL mentioned that after the approval of BSNL Board to increase the Superannuation benefits from 3% to 5%, the proposal has been sent to DoT for issuance of Presidential Directives.

We extended our sincere thanks for getting approved rhe 3rd PRC report implementation in BSNL with full 15% fitment benefits and increase in Superannuation benefits from 3% to 5%.

D. Filling of vacant Gr. “B” and Gr. “A” posts: We requested to get resolved that pending court cases through BSNL's Advocate on a fast track manner so that the CPC can be conducted to fill up the vacant Gr ”B” and Gr” A” vacant posts. About 17,000 posts are lying vacant. CMD BSNL assured to look into the matter

03.11.2017 Update on the matter regarding seniority of 147 SDEs:

The matter came up for hearing today in the Hon'ble Supreme Court and posted for final hearing after two weeks.

03.11.2017 GS writes to Shri Anupam Shrivastava, CMD BSNL, regarding deviation from Khan Committee report in draft CPSU Cadre Hierarchy proposal is not acceptable.

02.11.2017 Status on CPSU Cadre Hierarchy

Management Committee of BSNL Board has discussed & approved in principle the draft proposal submitted by PGM(Pers.) to BSNL Management Committee but BSNL Management Committee has advised Pers. Cell to have discussions & to take opinion of other executives' associations also mainly with AIBSNLEA before submitting the proposal to the BSNL Board for approval.

 

Majority Executive Association in coordination with PGM(Pers.) has formulated the CPSU Cadre Hierarchy draft proposal wherein the recommendations on CPSU Cadre Hierarchy by KHAN Committee has been diluted / distorted which is against the terms & conditions of the assurances given before absorption to BSNL executives. 31.10.2017 Meeting with GM (SR), BSNL CO, New Delhi

GS, President, FS and OS (North) met with GM (FP) and discussed regarding

(a) Payment of pension contribution on actual basic instead of maximum of pay to DoT by BSNL- GM (SR) informed that as per the advise given by the Department of Expenditure , DoT establishment cell moved the case to Internal Finance of DoT wherein finance wing of DoT has given the negative comments by making certain queries. Now establishment cell of DoT has to reply the queries . In case the query is made to BSNL, it will be immediately replied to DoT. This is also one of the important factor in getting implemented 3rd PRC in BSNL.It seems that the Internal Finance of DoT is putting roadblocks in all the issues.

(b) Special CL to the Office Bearers of AIBSNLEA at Circle/District level- We requested for grant of Special CL to the Office Bearers of AIBSNLEA at Circle/District level. GM (SR) assured to look into the matter.

31.10.2017 Meeting with CGM (Legal), BSNL CO, New Delhi

GS, President, FS, AGS (HQ) and OS (North) met with CGM (Legal) and requested to issue minutes of the BSNL Board meeting held on 24.10.2017, wherein important issues i.e. 3rd PRC benefits in BSNL and amendments in SDE RR etc were discussed. CGM (Legal) mentioned that the minutes has been prepared are be insight by the BSNL Board of Directors attended the meeting. He expected that minutes will be released on next Monday i.e. 06.11.2017.

31.10.2017 Meeting with GM (FP), BSNL CO, New Delhi

GS, President, FS, AGS (HQ) and OS (North) met with GM (FP) and discussed.

(a) CPC from JAO to AO and AO to CAO- We requested to expedite CPCs from JAO to AO and AO to CAO. GM(FP) mentioned that CPCs are in process but the promotion orders can be issued after getting the clearance from Hon'ble Supreme Court.

(b) Consideration of request/modification of transfer orders of AO/CAO/DGM(F)- GM (FP) mentioned that maximum pending cases have been considered and few pending cases will also be looked into.He assured to relieve the AOs/CAOs who are under transfer since long through ERP within Nov. 2017.

(c) Protection of Pay during officiating period on time bound promotions- We requested to settle the pending cases. GM(FP) mentioned that a clarification has been asked from Pers cell on actual benefit or notional benefit. Thereafter we met Jt. GM (Pers) and discussed the matter wherein he told that the order is self explanatory and no clarification is required in this regard. He will further discuss the matter with GM(FP) accordingly.

31.10.2017 Meeting with PGM (Pers), BSNL CO, New Delhi

GS, President, FS, AGS (HQ) and OS (North) met with PGM (Pers) and discussed.

(a) DE to DGM left out promotions-We requested to issue promotion orders from DE to DGM for 32 left out cases. PGM Pers mentioned that 22 eligible DEs APAR have been received but still 11 DEs APARs are to be received. He assured as soon as the pending APARs are received, CPC will be expedited and promotion orders will be issued immediately. All our concerned Circle Secretaries are requested to arrange to send immediately the pending APARs.

(b) CPCs from JTO to SDE, SDE to DE, JAO to AO, AO to CAO, SDE(C) to EE(C) etc-We requested to fill up the vacant posts of SDE/AO and DE/CAO. PGM (Pers) mentioned that CPCs in these cadres can be conducted only after the directions received from Hon'ble Apex Court on pending 3 SLPs. He further informed that these SLPs wil be heard in the Hon'ble Supreme Court in mid of the November 2017. BSNL has pleaded to the Hon'ble Apex Court that due to pending court case around 17000 Executives promotions are held up which has demotivated them and adversely affecting the viability of BSNL.

(c) Promotion from JTO(T) to SDE(T) LDCE quota-PGM (Pers) informed that matter was discussed in the BSNL Board meeting held on 24.10.2017 but the same has withdrawn due to some queries made by the Government Director on SDE RR amendment. Now after seeing the BSNL Board minutes, further action will be taken. BSNL Board has not allowed the item withdrawn from board and to settle on the basis of BSNL MC approval. Thus the matter has to be finally decided by the BSNL Board only.

(d) Time bound Promotions from E5 to E6 to DGM (Adhoc)- We requested to get notified the BSNL MS RR from BSNL Board in this regard.PGM (Pers) mentioned that the matter is still pending for the want of approval of BSNL Board.

(e) Consideration of some request transfers of SDE/DE/DGMs- He assured to look into the matter.

(f) DoT letter dated 5.7.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP- We requested to contest the letter with reference to DoT letter of 2008 wherein DoT has advised to inform such cases.

APARs of the following officers is still awaited.

31.10.2017 Report on Circle Conference of AIBSNLEA Punjab Circle on 29.10.2017at Chandigarh-
The Circle Conference of AIBSNLEA Punjab Telecom Circle was organized on 29.10.2017 at the basement Conference Hall of Baba Balaknath Mandir Trust Bhawan, Sector 29 Chandigarh in a grand manner. The Conference was attended by Com. GS Shri Prahlad Rai, Com. S.Shivakumar President, Shri Devesh Sharma, Organizing Secretary (North) from AIBSNLEA CHQ side. The session of the conference was attended by Shri Subodh Kr. Gupta CGMT Punjab Circle as Chief Guest. Shri V.K.Garg GM (A) Circle Office Chandigarh was the Guest of Honor.


Com. Mohd. Jameel welcomed all the guests in his welcome address. All the dignitaries were welcomed by presenting the bouquets. In his Circle Secretary Report he thanked to AIBSNLEA CHQ for extending every support to AIBSNLEA Punjab.

 

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address explained the efforts of GS AIBSNLEA CHQ in continuously resolving the issues of BSNL Executives. He mentioned that the Punjab Circle's importance for not only AIBSNLEA but also for the entire BSNL as a whole. He mentioned about the efforts of the AIBSNLEA CHQ for resolving the issues of the BSNL DR Executives. He also mentioned that the AIBSNLEA is trying very hard and in true sense for the 3rd PRC benefits for the BSNL Executives.

 

Shri V.K.Garg GM (A) Circle Office Chandigarh in his address advised to analyze our pending issues frequently. He mentioned that the promotions in the BSNL are pending and approximately 350 Junior Engineers have joined in the Punjab Circle. He assured that the doors of the Circle Office Chandigarh are always open for the BSNL Executives for their problems.

 

All India President Com. S.Shivakumar in his address explained in detail about the efforts made by the AIBSNLEA CHQ in resolving the pertaining  the BSNL Executives. He categorically mentioned that the AIBSNLEA is safeguarding the interest of the BSNL Executives in true sense and the so called recognized Association is not playing any fruitful role in that He explained the efforts of the AIBSNLEA for achievement many HR issues i.e. EPP, MSRR, CPCs, JAO 2010 option case, AAO pay scale fixation case etc.. Com. President mentioned that the issues related to DR Executives like Superannuation benefits, Standard pay scales and CPSU cadre hierarchy got precipitated only due to the sustained efforts of the AIBSNLEA. Com. President apprised the house about the NIL achievement up to today by the so called recognized representative Association. He informed that the major accounts persons are with the AIBSNLEA only and now JAO to AO stay has been vacated by the Chandigarh court. He also advised to think and work hard for the BSNL for getting the 3rd PRC benefits.


GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of Punjab Circle for holding the circle conference and thanked the comrades for their participation. In his detailed address Com. GS mentioned that the Punjab Circle is a very important Circle for the AIBSNLEA and as well as BSNL. He appealed the Circle leadership to think about the weakness of the organization in the Punjab Circle and to adopt the steps to overcome the same. Com. GS mentioned that the viability and existence of BSNL is the most important issue today and we have to analyze the reasons of BSNL's today's position.

 

Com. GS mentioned the steps taken by the AIBSNLEA to smoothen the career progression of the BSNL Executives like creation of BSNL MSRR, transparent transfer policy, perks grant to the BSNL Executives w.e.f. 01.01.2005. He informed that due to AIBSNLEA oppose, the SAM G Pitroda recommendations like 30 % disinvestment, VRS to 1 lakh employees, unbundling of the copper conductor has stopped due to the same only the BSNL is having more than 65% BB market share at present. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. Com. GS mentioned that the Broadband is the life line of BSNL and source of revenue and we have not fully optimally utilized our copper conductor. Com. GS stressed that the Customer Delightness, Quality of Services and change in attitude is the need of hour.

 

Com. GS mentioned that due to un-helping and over-jealous attitude of the some DoT Officers the unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, payment of notional loan Rs. 7500 Crores to DoT has adversely affected the viability of BSNL. 


Com GS further explained the burning issues of the Headquarters level. He informed that BSNL employee will definitely get 3rd PRC benefits.  Com. GS explained in detail the efforts of AIBSNLEA in getting resolved the important HR issues after the formation of BSNL and in DoT setup He appraised the status of HR issues about various DPCs in various cadres.  He also appraised the house about DPCs from JTO to SDE, SDE to DE(Regular), , DE to DGM, JAO to AO, AO to CAO & DPC in Civil/Electrical wing, Restructuring of AD(OL) case, Creation of PPS posts in field Units, filling up of EE(C/E) vacant posts, Regularization of offg. JTOs etc., modification in transfer policy & Benchmark of EPP, tightening of staffing norms, creation of leave encashment trust, stopping of LTC etc. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit Executives like EPF, Superannuation benefits and Child Care Leave. Com GS further explained the role of AIBSNLEA in the viability of BSNL.  

 

At last he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization.

 

Special Guest of the Open Session Shri Subodh Kr. Gupta CGMT Punjab Circle in his address stressed upon the need of the revenue realization. He appealed to the all Executives of the Punjab Circle to work with the full dedication and enthusiasm with maturity. He stressed the need to keep a keen watch on uptime, down time and MTTR parameters for good services. He appealed all to systematic implement the best of our strength in revenue realization and curtailment in expenditure. At last he appealed all to work with full determination and dedication for the growth of BSNL.

5th Circle Conference of AIBSNLEA HP Circle was organized on 30.10.2017 at the Conference Hall of Institue of Engineers Shimla in a grand manner. The Conference was attended by Com. GS Shri Prahlad Rai, Com. S.Shivakumar President and Shri Devesh Sharma, Organizing Secretary (North) from AIBSNLEA CHQ side. The session of the conference was attended by Shri Ravikant CGMT HP Telecom Circle as Chief Guest. Shri A.Dorje GM (A) HP Circle and Shri M.C.Singh GMTD Shimla were the Guests of Honor.


Com. Rakesh Chopra CS HP welcomed all the guests in his welcome address. All the dignitaries were welcomed by presenting the bouquets, Himachali Caps and Shawls. In his Circle Secretary Report he mentioned the achievement of the AIBSNLEA HP Circle including the historical victory in the past referendum and thanked to AIBSNLEA CHQ for extending every support to AIBSNLEA HP.

Shri M.C.Singh GMTD Shimla in his address mentioned the need of the Team work for the betterment and the viability of the BSNL. He informed that the BSNL's GSM share in the HP Circle has been arised by 4 % which is the maximum raised in the country. He suggested that the budget allocation for the HP Circle should be in line with the revenue earned by the Circle for the growth of the HP Circle. He informed that the tele density is 152% in HP Circle. He appealed to increase the revenue by the data growth in the rural area. At last he conveyed his best wishes for the successful conference.

Special Guest of the Open Session Shri Ravikant CGMT HP Circle in his address mentioned that the Team Spirit is very important for any organization to grow in a better way. He appealed to grow with proper mindset and goal oriented direction for the success. He mentioned that in the real sense the JTO/SDE are the real leader in the BSNL because they primarily interact with the customers. He suggested to keep in mind the concept of 5 Ps i.e. Passion, Positivity, Patience, Politeness and Presentation for become a successful person in every front of the life. He advised to take the innovative ideas from the small small examples in the day to day life. He praised the excellent BSNLMRS facility which is unique in the terms of employee's welfare. He appreciated the work of Civil Wing in HP Circle who has brought the excellent outside work for the BSNL in terms of revenue enhancement and the cash reserve of Civil work in HP Circle is more then 90 crores.He appealed to diversify the business of the BSNL especially in EB segment because there is a limitation of ARPU. He mentioned that EB is the only solution for the declined ARPU.He advised all the Executives to be cautious and intellectually honest with maturity. At last he appealed all to work with full determination and dedication for the growth of BSNL.

At the end of the conference the election for the next term circle body had taken place. Com. Hansraj CAO Shimla, Com. Rakesh Dhiman AGM Hamirpur and Com. Rajendra Dhiman AGM Hamirpur were elected as Circle President, Circle Secretary and Finance Secretary unanimously for the next term. Com. Rakesh Chopra was elected as CWC member unanimously.

Special General Body meeting of AIBSNLEA Delhi Circle .AIBSNLEA Delhi Circle hold its special General Body meeting today at 13:30 Hrs in Kidwai Bhawan New Delhi. Com. GS and President attended and address the meeting. Com. D C Meena, Vice President-I welcomed the members.Com. PD Sharma CS Delhi Circle apprised the details the organizational activities and extended thanks to all the members for making Candle March on 4th Oct.2017 at New Delhi successful. He discussed the local problems and the issues of All India level. Com. GS & President replied the queries of the members and appraised the present status of burning issues i.e. implementation of 3rd PRC with 15% fitment benefit in BSNL, holding of CPCs to fill-up all the vacant SDE/AO and DE/CAO equivalent posts, CPSU cadre hierarchy E-2, E-3 pay scale superannuation to the BSNL recruited employees, Rs.22820/- anomaly case of JTO/JAO post recruited 2007, withdrawal of additional increment on promotion under EPP etc. Com.GS also discussed the achievement of AIBSNLEA on implementation of EPP, filling up Group-B STS and JAG equivalent post after formation of BSNL, framing of BSNL RR, executive transfer policy, grant of perks implementation of 2nd PRC with 30% fitment benefit, GSM mobile telephone connection for all the executives with STD facility, creation of PPS posts amended of JTO RR-2014, recruitment of JTO/JAO restructuring of ADOL cadre, regularization of officiating JTOs etc. He appealed to successfully implement the agitation call given by all unions and associations of BSNL for implementation of 3rd PRC with 15% fitment benefit and to oppose creation of BSNLs tower subsidiary by active participation. He congratulated Delhi Circle for enrolling more than 150 menders in AIBSNLEA. He assured Delhi Circle fullest Cooperation.

27.10.2017 Meeting with CMD BSNL: - GS, President, AGS (Finance) met CMD, BSNL and discussed regarding.

a) Implementation of 3rd PRC report with 15% fitment benefit in BSNL- We extended our sincere thanks to CMD BSNL for getting approval of BSNL Board on 3rd PRC implementation in BSNL with 15% fitment benefits. CMD BSNL appreciated our concern and mentioned that on 24th Oct.2017 in the BSNL Board Meeting the 3rd PRC report has been approved in the presence of 9 Board of Director out of 10 Board of Directors. CMD BSNL informed that shortly the BSNL Board approval will be sent to DOT for issuance of presidential directive. On our apprehension regarding the EMBARGO created by DOT on the pretext of affordability clause of 3rd PRC. CMD BSNL confirmed that DOT has send a letter before Board Meeting. Now we have to convince the DOT officers and Hon'ble MOSC (I/C) to consider the BSNLs Board Approval on 3rd PRC. We explained that after our candle march on 4th October, 2017 AIBSNLEA has submitted memorandum to all the Hon'ble MPs of Lok Sabha and Rajya Sabha and his excellency Governors of all the States for recommending the 3rd PRC implementation in BSNL to the Hon'ble MOSC (I/C) accordingly all them have recommended our memorandum to Hon'ble MOSC (I/C) now again we will meet the concerned officers in DOT and Hon'ble MOSC (I/C) to get the approval on 3rd PRC proposal. But we requested CMD that his efforts can help more in getting implemented 3rd PRC in BSNL. CMD assured to continue his efforts in this regards.

b) Implementation of CPSU cadre hierarchy in BSNL: - We expressed our serious concern against non-holding of discussion with AIBSNLEA on the draft proposal of CPSU hierarchy by Pers. Cell despite of the direction given by his good self and Dir (HR). We are having apprehension that Pers. Cell BSNLCO has drafted a proposal in consultation with majority Association which has deviated from the Khan Committee recommendations and which is not acceptable to us. CMD assured to look into the matter and advised us to further discuss the matter with Dir (HR).

27.10.2017 Meeting with CGM (Legal) BSNLCO: - GS, President, FS met CGM legal BSNLCO and discuss regarding.

a) Implementation of 3rd PRC report with 15% fitment benefit in BSNL- We requested CGM (Legal) for early sending of BSNL Boards approval to DOT for issuance of the presidential directives on 3rd PRC implementation in BSNL. CGM (Legal) mentioned that the approval of the BSNL Board on 3rd PRC implementation in BSNL is being sent to DOT shortly.

b) Removal of pay anomaly and giving pay fixation Rs.22820/- to the JTOs/ JAOs post recruited 2007. We requested to give early legal opinion on the committee report to GM (Estt.). CGM (Legal) mentioned that he has already given his comments on this issue and has returned the file to GM (Estt.). He mentioned that the committee report and Establishment Cell comments on this issue are not favorable. However, in view of this, now we have to take the legal course of action to get rectified the pay anomaly of JTOs/JAOs post recruited 2007.

c) Superannuation benefit to BSNL recruited employees. We requested that BSNL Board approval to increase 3% to 5% contribution from BSNL to the Superannuation benefit of BSNL recruited employees should immediately be given to Estt. Cell of BSNLCO for issuing the necessary orders. CGM (Legal) assured to look into the matter.

d) Amendment in SDE (Telecom.) RR. We requested to communicate the approval of BSNL Board on this issue to the Pers. Cell BSNLCO. CGM (Legal) informed that the item was withdrawn by PGM (Pers.) from the agenda of BSNL Board Meeting the reason may be discussed with PGM (Pers.) BSNLCO.

27.10.2017 Meeting with PGM (Pers.):-GS, President and AGS (Finance) met PGM (Pers) BSNLCO and discussed regarding

a) Implementation of CPSU cadre hierarchy in BSNL: - We expressed our serious concern against non-holding of discussion with AIBSNLEA on the draft proposal of CPSU hierarchy by Pers. Cell despite of the direction given by CMD BSNL and Dir (HR). We are having apprehension that Pers. Cell BSNLCO has drafted a proposal in consultation with majority association which has deviated from the Khan Committee recommendations and which is not acceptable to us. PGM (Pers.) mentioned that the views / suggestion given by AIBSNLEA through letter have been considered but management as per the requirement is drafting the policy. We pleaded that before drafting the policy thorough discussions with AIBSNLEA is also essentially required since it is the 2nd major association in BSNL. We further mentioned that any deviation from Khan Committee report is not acceptable without having satisfactory discussions.

b) Holding of CPCs to fill-up the DGM (Engg.), DE, CAO, EE (Civil), SDE (T), AO, SDE (Civil/Elect./TF) wings. We expressed our serious concern against non-filling up of the vacant DGM (Engg.), DE, CAO, EE (Civil), SDE (T), AO, SDE (Civil/Elect./TF) posts on the pretext of pending Court cases. PGM (Pers.) appreciated our concern and mentioned that the 3 SLPs filed by BSNL in the Hon'ble Supreme Court against the Hon'ble High Court Judgements on SC/ST roster implementation came for hearing in the Registrar Chamber of Hon'ble Supreme Court and now the notices to all the concern are issued and now the case my come for hearing in the Hon'ble Supreme Court in the mid of Nov.2017. After getting the clearance from Hon'ble Supreme Court the further action on CPCs will be taken. Shri R.D. Aggarwala BSNLs Senior Advocate pleaded the case to the Registrar today.

On JTO to SDE(T) CPC PGM(Pers) mentioned that Shri R.D Aggarwala BSNLs Senior Advocate will attend the Hon'ble High Court Kerala for 2 days in the 1st week of Nob. 2017 and will plead that since the arguments are over now Hon'ble High Court Should deliver the Judgement instead of holding further arguments in hearings. He expected that in the month of Nov.2017 the Judgement of Hon'ble High Kerala may be delivered which will allow to expedite CPC.

c) Modification/ Cancellation of transfer orders of some DGMs/DEs/SDEs on genuine grounds. PGM (Pers) assured to look into the matter.

27.10.2017 Report on Special General Body meeting of AIBSNLEA Alwar Telecom District on 26.10.2017 at Alwar:

The Special General Body meeting of AIBSNLEA Alwar Telecom District was organised on 26.10.2017at Conference Hall of GMTD Office in  a grand manner. The Conference was attended by Com. GS Shri Prahlad Rai and Shri Devesh Sharma, Organizing Secretary (North) from AIBSNLEA CHQ side. The session of the conference was attended by Shri Shyam Singh, GMTD Alwar as Guest of Honour. 


Asstt. Branch Secretary Alwar Shri Lokendra Gupta welcomed all the guests. All the dignitaries were welcomed by presenting the bouquets. He also thanked to AIBSNLEA CHQ for extending every support to AIBSNLEA Rajasthan.

 

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address explained the efforts of GS AIBSNLEA CHQ in continuously resolving the issues of BSNL Executives. He welcomed the GS, to attend the meeting inspite of their busy schedule. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT.

GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of Alwar for the successful meeting and thanked the comrades for their great affection. In his detailed address Com. GS mentioned the earlier time when the Alwar was the most progressive SSA in Rajasthan Circle.  He told that the viability and existence of BSNL is the most important issue today and we have to analyse the reasons of BSNL's today's position. Com. GS mentioned that due to un-helping and over-jealous attitude of the Govt. the unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, payment of notional loan Rs. 7500 Crores to DoT has adversely affected the viability of BSNL. 


He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. Com. GS mentioned that the Broadband is the life line of BSNL and source of revenue and we have not fully optimally utilised our copper conductor. Com. GS stressed that the Customer Delightness, Quality of Services and change in attitude is the need of hour.

Com GS further explained the burning issues of the Headquarters level. He informed that BSNL employee will definitely get 3rd PRC with 15 % fitment benefits.  Com. GS explained in detail the efforts of AIBSNLEA in getting resolved the important HR issues after the formation of BSNL and in DoT setup He appraised the status of HR issues about various DPCs in various cadres.  He also appraised the house about DPCs from JTO to SDE, SDE to DE(Regular), DE (Adhoc) to DE (Regular), DE to DGM, JAO to AO, AO to CAO & DPC in Civil/Electrical wing, Restructuring of AD(OL) case, Creation of PPS posts in field Units, filling up of EE(C/E) vacant posts, Regularization of offg. JTOs etc., modification in transfer policy & Benchmark of EPP, tightening of staffing norms, VRS, Group 'A' officer absorption, withdrawal of leave encashment, stopping of LTC etc. He explained the efforts of AIBSNLEA CHQ in continuously resolving the issues of BSNL Direct Recruit Executives like EPF, Superannuation benefits and Child Care Leave. Com GS further explained the role of AIBSNLEA in the viability of BSNL.

 

At last he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization. He also made hope that very soon Alwar Telecom District will gain its past glory and will become the number one SSA in Rajasthan Circle.

Special Guest of the Open Session Shri Shyam Singh,  GMTD Alwar  stressed that Alwar SSA has very good ranking in all the SSAs in Rajasthan Telecom Circle in all the segments. He also mentioned that this spirit should be continued in the coming years also and by this spirit in whole country BSNL employees will sure get 15% fitment benefits. He also apprised that our customer services should be excellent and we should improve our quality of services. He mentioned the need to motivate our subordinates and continuously think about the solutions of problems. He appealed to all to systematic implement the best of our strength to our respective field units. At last he appealed all to work with full determination and dedication for the growth of BSNL.

26.10.2017 Status on implementation of 3rd PRC report in BSNL:

GS discussed with concerned officers in BSNL Corporate Office and confirmed that BSNL Board in its meeting held on 24.10.2017 has cleared the BSNL's proposal approved by the Management Committee of BSNL Board for implementation of 3rd PRC recommendations with 15% fitment benefits in BSNL. It is understood that Govt. may put an embargo on the pretext of the affordability clause of PRC report. DoT has now to take the clearance from Cabinet Secretariat / PMO for relaxation in the affordability clause. Thereafter only, the presidential orders will be issued by DoT.

In view of these developments all the Unions and Associations of BSNL agitation programme has to be implemented with 100% success to mount required pressure.

It is understood that today morning in BSNL Full Broad Meeting, the presentation on 3rd PRC implementation with 15% fitment benefits was made by Director (HR), BSNL Board, wherein it seems that the issue will get clearance  of BSNL Board.

It is also understood that BSNL Board has cleared increase on superannuation benefits from 3% to 5% and modification in SDE RR.

The confirmation on the above issues will be available after the signature of all the Board of Directors on the minutes.

23.10.2017 Status update on BSNL Board meeting

17.10.2017 CMD meets with BSNL Unions and Association:

CMD BSNL today called a meeting of BSNL Unions and Associations at 1500 Hrs. In the meeting CMD mentioned that "We have decided that I along with all officers of BSNL which includes my Board Directors, Circle Heads and their IFAs, SSA heads and their IFAs and all DGM level and above officers should actively participate in Diwali festival celebration by visiting our CSCs and retailers in vicinity of their location on the day of Diwali, interact with the retailers and convey them Diwali wishes on behalf of BSNL family. Let's celebrate this Diwali as an “Active BSNL Diwali”.

17.10.2017 Report on the 5th Circle Conference of Bihar circle held at Patna on 13.10.2017:

5th circle conference of Bihar circle was held in the Circle office Conference hall, Patna on 13th October 2017. In absence of President, Com Abhoy Sundar Vice-President Presided over the meeting. On behalf of CHQ Com Prahlad Rai GS, Com S. Shiva Kumar President, Com Prasun Kumar Mukhopadhayay OS East were present. After garlanding to the CHQ office bearers one minute silence was observed in the memory of the departed members and well-wishers. After declaring the conference opened by the CHQ President, the minutes of the last conference was approved by the house.

 

Com Krishna Kumar CS submitted his report for the tenure and Com Kumar Rakesh FS submitted the accounts for same period. Many questions from the house were answered by Com GS, and com Krisna Kumar CS summed up the discussion. After that the CS and FS report unanimously passed by the house. Few Dear executives congratulated GS for his active role to get the 5% more super annulation's benefit.

 

A grand open session was arranged in the same venue. Sri Kishore Kumar CGM Bihar circle, K. K. Singhal   GM Mobile Bihar, Sri Jitendra Mani GM (HR&ADMN), Shri Wasi Ahmed AGS AIGETOA, Shri Mukesh Kumar, President AIGETOA and many circle leaders of different unions were present. All the dignitaries were felicitated with flowers and Shawl.

 

After giving the welcome address by Com J. P. Sharma, CWC Member, the key note address was placed by Krishna Kumar CS. In his address he discussed about different problems which makes the Bihar circle a loss making circle and pointed out some suggestions about its solution. Leaders of AIGETOA and other trade unions also addressed this session.

 

Com Prasun Kumar OS East in his address discussed about the step motherly attitude of DOT in different issues including the three PRC and congratulated Bihar Circle for land sliding victory in the last referendum. He also discussed about the main causes regarding the loss of BSNL, due to the Gov. Policies and misutilization of the BSNL assets. He also stated that the private operator have the loan for more than 40k crores, still they are always given the facilities by the ministry but denied in case of BSNL.

 

President Com Sivakumar in his address pointed out about the dynamic leadership of Com Prahlad Rai by which E1+5 increment of 2013batch JAO, 50% MT Quota of CAO, E5-E6 scale of DGM and many other HR issues were approved by the management comity. He also stated when E2-E3 pay scale issue was resolved by BSNL MC in June 2016, the majority association has derailed the issue by misinterpretation.

 

Com Prahlad Rai GS reminded the house about the historical importance of Bihar and congratulated CS and his team for making this circle no. 1 in the last referendum. He told that after winning in the 17 circles we have been given the support status and cases in this regard  has been filed in Chennai and  Allahabad high courts. Growth of BSNL is our motto and we must resolve the issues for BSNL. Com GS discussed about HR issues and different CPCs of Engg, accounts, architect, Electrical, Civil etc. He explained how the BSNL MS RR came into existence. By our active persuasion 1200 DGM (E), 400 DGM (F), 100 DGM (Civil/Arch/TF)) were promoted in BSNL. We opposed MT recruitment from the beginning because many talented candidates remain within us. Regarding CPSU cadre hierarchy Khan Committee were constituted and submitted its report. This is to be implemented immediately. All Offg JTOs were regularized, AD (OL) restructuring issues is under active consideration on DoT. He stated that employees should not be responsible for the loss of the organization but the policy is responsible. He gave the call that if Dot will continue non-co-operation with us then we will also discuss for making non-co-operation with DOT.

 

Sri Kishore Kumar CGM Bihar Circle, the Chief Guest congratulated all for a good and organized conference and requested for making self-confidence, and have the belief system to overcome the hard situation. By this process anyone can make impossible to possible and gave few examples from the history. “If you see the sunlight, you can feel the power of the sun and if you see the moon light you can feel the cooling of the moon."

 

Kumar Rakesh FS gave vote of thanks. Open session ended with the National Anthem. After a fantastic Lunch, Session started again with the reports of the district secretaries.

 

Election was the last agenda. SrI Prasun Kumar Mukhopadhayay was the election commissioner. A strong energetic new Circle Committee was elected unanimously, with com Pranab Kr Shah SDE as Circle President, Com Krishna Kumar as Circle Secretary and Com Binoy Kumar as Circle Financial Secretary respectively. New body took oath with President Com Shiva Kumar, and Com Prahlad Rai welcomed the new body on behalf of the CHQ. Com Harsha Kumar AD (O/L) conducted the whole meeting very successfully. Conference ended with the slogan - “AIBSNLEA ZINDABAD.”

17.10.2017 Report on the 5th Circle Conference of Jharkhand Circle held at Ranchi on 14.10.2017.

5th  circle conference of Jharkhand circle was held in the ARTTC, Ranchi conference hall, Ranchi on 14th Oct 2017. Com Mahipal Singh-President presided the meeting. On behalf of CHQ, com S. Shiva Kumar President, com Prahlad Rai GS, com Prasun Kumar Mukhopadhayay OS East, were present.

A grand open session was arranged in the first half. CGM Jharkhand Sri. K.K.Thakur was the chief guest, Sri Dhananjay Kumar GM (HR), and Sri Arbind Prasad GMTD (Ranchi) were the guests of honor. The open session started by lighting the lamp by the dignitaries followed by the combined prayer “Itni Shakti humme dena data...” All the dignitaries were felicitated with flowers and shawl. Circle President Com. Mahipal Singh welcomed all and expressed his gratitude for making Jharkhand circle in operating profit. He told that with the help of the present management most of the problems were solved.  Shri Sashi Prasad, CS addressed the gathering and analyzed his success and failure for his tenure periods.

 

Sri Prasun Kumar OS (East) congratulated Jharkhand executives for making AIBSNLEA no. 1 in the last membership verification. He told that the actual reason for the loss of BSNL, particularly the eastern region circles are to be searched and the employees should not be made responsible for that. The policy of the Govt. was always implemented by BSNL particularly in war and natural calamities. Still we were denied for the 3rd PRC by DOT. Though BSNL is always giving the philanthropic services. He expressed his serious concern for not getting any promotion for 12-20 years whose only solution is CPSU cadre hierarchy as per Khan Committee report but BSNL Management showing the step motherly attitude. Now time has come for the united struggle with all unions and associations with only one point agenda of implementation of 3rd PRC.

 

Com S. Sivakumar, President (CHQ) in his address explained the history how the E2-E3 issue was dissolved in the management committee and 3% SA benefit was obtained by the united struggle of AIBSNLEA and AIGETOA. DGM (E), DGM (F), EE, promotion order issued. Cadre hierarchy was the brain child of united forum, which was finally submitted by the Khan committee. We opposed MTRR from the beginning, the activity of DOT on 3rd PRC is beyond the principle and rules so united struggle is required.

 

Com Prahlad Rai, GS Congratulated Jharkhand Circle for arranging this conference in a grand manner. Once upon a time BSNL was a huge profit making organization with huge cash reserve. Why it has started to incur losses? That is to be searched. Commitment of the employees or policy of the management, which is responsible for that. BSNL continued its rural service but rural help was withdrawn. USO & ADC were withdrawn. No support from government. BSNL has to pay the license fees which is on the contrary to the word given at the time of absorption. GS stated the implementation of the seventh CPC in BSNL done for ITS. Then why legitimate 3rd PRC is not being implemented. Pension contribution is taking by DOT on the highest basic of the scale. This is not be accepted. We should also extend non-cooperation with DOT so prepare yourself for the struggle.

 

Sri K. K. Thakur CGM Jharkhand circle thanked all for this well-organized conference. He told that there are few persons within DOT who are frustrated and try to increase other's frustration. We must do good work and the most important thing is the unity of each & every unions & associations. He also requested not to disturb the services and assured the house to communicate our feelings to DOT & ministry. He expressed his hope that DOT will come with us and will approve all major demands including 3rd PRC. 

 

Sri Dhananjay kumar GM (HR), and Sri Arbind Prasad GM (Ranchi) expressed their best wishes for the success of this conference.

17.10.2017 Clarification on the matters of application of catch-up Rules as mandated by the Hon'ble Supreme Court in BK Pavitra & Ors Vs UOI & Ors:

Department of Personnel & Training / Ministry of Personnel, Public Grievances & Pensions vide letter number 22034/1/2017-Estt (D) dated 25.09.2017 clarifies to BSNL that as per the provisions of the Government of India (Allocation of Business) Rules,1961, the instructions issued by this Department (DoPT) are applicable only to Central Government Civilian "employees" and "posts". These are not suo moto applicable to employees of Autonomous Bodies, Statutory Organizations, Public Sector Enterprises, Trusts, Banks, employees of State Government etc, which are governed by their respective regulations / instructions issued by the concerned Administrative Ministry/Department under Statue/Act of the Parliament by which they are created or came into existence.

16.10.2017 Meeting with PGM (Pers.) BSNL CO:

GS, FS and AGS (DR) met PGM (Pers.) and discussed regarding:

(a) CPC from JTO to SDE (Telecom.): We requested to get vacated the stay order on promotions from JTO to SDE (T) from the Hon'ble High Court Kerala. PGM (Pers.) informed that MA was filed by BSNL for early pronouncement of judgment but Hon'ble High Court Kerala is asking for rehearing of the case. However,  Sr. Advocate  BSNL, Shri RK Aggarwala will plead for  the  early pronouncement of judgement instead of rehearing of case .

(b) CPCs from JTO to SDE (LDCE quota), SDE to DE, AO to CAO, and SDE (C) to EE(C) etc.: We requested to expedite the CPCs from SDE to DE, AO to CAO, JTO to SDE (LDCE quota) and SDE (C) to EE (C) by getting an early clearance from the Hon'ble Apex Court. PGM (Pers.) mentioned that the IA is scheduled for hearing on 27th October-2017 in the Hon'ble Supreme Court in all three pending SLPs in this regards. He assured that on the basis of the direction given by the Hon'ble Supreme Court on BSNL's IA the further immediate action will be taken.

(c) Implementation of CPSU Cadre Hierarchy: We expressed our serious concern against finalization of CPSU cadre hierarchy without any discussion with all the stake holder Executive Associations. We have also submitted our representation in this regard. PGM (Pers.) appreciated our concern and mentioned that discussions regarding the CPSU cadre hierarchy are continue with the recognized Association which are yet to be completed and assured that  draft CPSU cadre hierarchy will be discussed with AIBSNLEA also before finalization and submission to competent authority for approval. PGM (Pers.) also requested to support early implementation of CPSU hierarchy in view of long pending seniority quota and LDCE quota promotions. PGM Pers mentioned that CPU cadre hierarchy notification will be subject to outcome of court cases. He mentioned that small loopholes will be taken care off afterwards but implementation of CPSU is necessity of time.

We reiterated that AIBSNLEA has always in support of CPSU cadre hierarchy as per Khan Committee recommendations and requested for early sharing of Draft Policy.

(d) Longest stay list of executives stationed at New Delhi: We expressed our concern regarding discrepancies in the lists. PGM (Pers.) appreciated our concern and confirmed that Pers. cell already received in representation of AIBSNLEA along with other associations and individuals.  He assured that lists will be corrected after festival of DIWALI

(e) Left out CPC for DE to DGM: We requested to expedite CPC from DE to DGM left out cases. PGM (Pers) mentioned that now the clarification from DOPT has been received in this regard wherein it is clarified that catchup rule on roster implementation is not applicable for CPC. <<<Click here for the letter>>>> In view of this now the left out CPC will be expedited.

16.10.2017 Demonstration at BSNL Corporate Office

GS along with other CHQ office bearers, Circle Secretaries and members stationed at New Delhi attended and addressed the demonstration held at BSNL Corporate Office for implementation of 3rd PRC report in BSNL with 15% fitment benefits and against the creation of Tower Subsidiary Company from BSNL.  Comrade GS appealed all the members for 100% participation in the “Human Chain” call given on 16.11.2017 and two days strike on 12th and13rd December 2017.

16.10.2017 Diwali greetings:

GS, FS and AGS (F) met Secretary (T), Member (F), Addl. Secretary (T), Jt. Secretary (T) and Shri A. N. Rai, OSD to Hon'ble MOSC (I/C), Shri R.K. Secretary (T) appreciated our concern and mentioned that she is in our support and Hon'ble MOSC (I/C) is also supporting 3rd PRC implementation in BSNL and trying to settle the issue.

12.10.2017 Update on BSNL Board meeting held on 12.10.2017

BSNL Board Meeting held today as per the schedule wherein the implementation of 3rd PRC report in BSNL was one of the agenda item. It is understood that 3rd PRC report was discussed for one hour. Addl. Secretary (T), DoT, the Govt. nominee in the Board however, did not agree to discuss the agenda since sufficient time is not given to study the agenda.

So the matter is postponed to be discussed in the next Board meeting scheduled to be held after Diwali tentatively 23rd or 24th October 2017. It seems that Addl. Secretary (T), DoT, the Govt. nominee in the Board is not in the favour of implementation of 3rd PRC report in BSNL.

In view of that all the BSNL Unions and Associations should mobilize the organization action programs to impress upon the Govt. for 3rd PRC implementation in BSNL. All the Circle Secretaries / District Secretaries are requested to ensure 100% participation in the proposed agitation programmes of All Union & Associations of BSNL.

11.10.2017 Meeting of Nomination and Remuneration Committee (NRC) of BSNL Board held today:-

The Nomination and Remuneration Committee (NRC) of BSNL Board held today to discuss and give the comments on implementation of 3rd PRC with 15% fitment benefit in BSNL and increase in superannuation benefit contribution from 3% to 5% for BSNL recruited employees.

It is understood that NRC after detailed discussions considered the pleading of Director (HR) BSNL Board on 3rd PRC implementation with 15% fitment benefit in BSNL and also to increase superannuation benefit from 3% to 5% to BSNL recruited employees.

Now the NRC report will be put up to the full BSNL Board meeting which is being held tomorrow morning at 10.00 Hrs. for considering and further submission to the (DOT) Administrative Ministry for the issuance of Presidential Directives with the concurrence of internal finance of DOT. It seems that till date the issues are in right direction.

All the member of NRC i.e. Shri Dastne, Independent Board Director of BSNL Board, Smt. Sujata Rao Retd. IAS, Independent Director of BSNL Board, Smt. Padma Iyyer Kaul, DDG (Finance) DOT, Govt. Nominee Director of BSNL Board and Smt. Sujata Ray, Director (HR) BSNL Board attended the NRC Meeting. The meeting was convened by Smt. Sujata Ray, Dir. (HR) BSNL, Board who pleaded in the support of above two items of the agenda.

11.10.2017 Meeting with Jt. GM (Pers.) BSNL CO: - GS, President met Jt. GM (Pers.) and discussed regarding

a) Restructuring of AD (O/L) Cadre:  We expressed our serious concern against the abnormal delay, taking place in DOT on clearance of BSNL's proposal for restructuring of AD (O/L) cadre. Jt. GM (Pers.) spoke over phone with Director (PSU) DOT for giving an early clearance to BSNL's proposal on the issue. Director (PSU) DOT advised him to hold one meeting on Friday 13/10/2017 to discuss the matter to satisfy some queries.

b) CPC of left out cases of DE to DGM:  We requested to issue promotion order of left out cases of DE to DGM. Jt. GM (Pers.) mentioned that he will personally go through the Hon'ble Chandigarh Court Judgement on Catch-up Rule of SC/ST roster implementation. We explained that it is limited to the respondents only, not a general stay order on promotions. Jt. GM (Pers.) assured to look into the matter.

c) Discrepancies in the long stay (Tenure) list of Executives in Delhi:  We explained that the long standing lists of Executives in Delhi are not prepared as per the guidelines of Executives transfer policy and such bulk transfer order if any are not desirable in the interest of BSNL. Jt. GM (Pers.) assured to look into the discrepancies in long stay particulars and not to issue transfer orders.

11.10.2017 Meeting with GM(FP) BSNL CO:

GS, President, AGS(Finance) and CS Delhi Circle meet GM(FP) and requested for consideration of request applications for modification / cancellation of transfer orders in the cadre of AO, CAO and DGM(Finance) on genuine ground . GM (FP) mentioned that all the pending applications have been examined and shortly the necessary orders will be issued.

06.10.2017 Status of the Court Cases against the DoT order dated 5.7.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP.

Hon'ble PB CAT New Delhi:

The case filed by AIBSNLEA vide OA/100/2649/2017 in Hon'ble Principal Bench CAT New Delhi against the DOT order dated 05.07.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP came up for hearing on 05.10.2017 in the Principal Bench of Hon'ble CAT (Court No. 4). DoT has yet not submitted its reply so the councillor appeared for DoT requested some more time to file rejoinder. Our advocate opposed it. Anyhow, Hon'ble court granted two weeks time further to DoT for filing its reply and thereafter one weeks time to the petitioner to file rejoinder, if any. Now the case is posted for further hearing on 06.11.2017.

Hon'ble CAT Jaipur:

Similarly, the case filed by Com. Karan Singh, Advisor (North), CHQ, AIBSNLEA along with 27 applicants also came for hearing on 05.10.2017 in the Hon'ble CAT Jaipur against the DoT Order dated 05.07.2017. DoT has yet not submitted its reply so the councillor appeared for DoT requested some more time to file rejoinder. Our advocate opposed it and requested to quash the said order. But the Hon'ble CAT posted the matter for further hearing on 16.11.2017.

05.10.2017 Meeting with GM (FP) BSNL CO:

GS, President met GM (FP) and discussed regarding

a) CPC from CAO to DGM (F): We extended out thanks for issuing 57 DGM (F) promotionorders and requested to issue left out 9 cases promotion orders also by completing their APARs. GM (FP) memntioned that one case is under sealed cover and remaining eight cases efforts are being made to collect APARs and expedite CPC.

b) Consideration of request / tenure transfers cases / re-allotment of JAO / AO / CAO / DGM (F). We requested for the consideration of the request / tenure transfers of the JAO / AO / CAO who has completed more than 2 years of service in the Circle. GM(FP ) assured to consider all the pending request ./ tenure transfers of  JAO / AO / CAO who has completed more than 2 years of service in the Circle. We also requested for re-allotment of some DGM and AO posting orders.

c) Relieving of AOs from Chhattisgarh circle in ERP: We requested GM (FP) to relieve all the AOs who were under transfer to their home Circles in ERP. GM (FP) mentioned that shortly some substitutes are being posted to CG Circle for implementation of the transfer orders.

05.10.2017 Meeting with CMD BSNL:

GS, President, AGS (HQ) and GS AITEEA met CMD BSNL and discussed regarding:

A Implementation of 3rd PRC recommendations with 15% fitment in BSNL: We requested for Implementation of 3rd PRC recommendations with 15% fitment in BSNL. CMD BSNL informed that the approval of BSNL Management Committee on 3rd PRC report implementation with 15% fitment benefit has already been sent to DoT for consideration/clearance. Simultaneously the BSNL Board meeting will also take place on 12.10.2017 to discuss this item.

B Implementation of CPSU cadre hierarchy in BSNL: We expressed our serious concern against Pers Cell in finalizing the draft proposal on CPSU cadre hierarchy arbitrarily without consulting the stake holders i.e. AIBSNLEA and other executive associations despite the directions given by CMD BSNL and Director (HR) to PGM (Pers.). CMD assured to look into the matter.

C Recruitment of DR JAO: We requested to continue to intake in the feeder cadre JTO/JAO, JE in BSNL in view of the introduction of new technologies/services and huge retirement of executives with in next five years. CMD assured to discuss the matter with Director (HR).

D Pay anomaly of JTO/JAO post recruited 2007: We requested  to settle the anomaly of JTO/JAO post recruited 2007 in the pre revised pay scale 9850/- and fixing them in Rs. 22820/- in the revised pay scale allowing  them to exercise option in the pre-revised pay scale. CMD assured to look into the matter.

05.10.2017 GS, President and FS met Director (HR) and discussed regarding:

A Implementation of 3rd PRC recommendations with 15% fitment in BSNL: We requested for Implementation of 3rd PRC recommendations with 15% fitment in BSNL. Director (HR) appreciated our concern and mentioned that the approval of BSNL Management Committee on 3rd PRC report implementation with 15% fitment benefit has been sent yesterday to DoT for consideration/clearance. Simultaneously the BSNL Board meeting is also decided to be held on 12.10.2017 to discuss this item. Before that NRC will also discuss and give its report to the Board for consideration. She assured to continue their efforts in DoT to get the approval in this regard. She also appreciated efforts of AIBSNLEA in diverting the kind attention of DoT administration and Hon'ble MoSC (I/C).

B Implementation of CPSU cadre hierarchy in BSNL: We expressed our serious concern against Pers Cell in finalizing the draft proposal on CPSU cadre hierarchy arbitrarily without consulting the stake holders i.e. AIBSNLEA and other executive associations despite the directions given by CMD BSNL and Director (HR) to PGM (Pers.). It is understood that Pers Cell has submitted a draft wherein the Khan Committee recommendations are ignored/diluted. The residency period is being increased from 7 to 12 years from SDE/AO to DE/CAO against the existing provision of five years under EPP. Efforts are being to induct MT also. Director (HR) assured to look into the matter.

C Recruitment of DR JAO: We demanded that intake in the feeder cadre JTO/JAO, JE should continue in BSNL in view of the introduction of new technologies/services and huge retirement of executives with in next five years. The demand of so called majority association is biased against accounts personnel demanding scrapping of DR JAO recruitment.

D Pay anomaly of JTO/JAO post recruited 2007: We requested  to settle the anomaly of JTO/JAO post recruited 2007 pre revised pay scale 9850/- and fixing them in Rs. 22820/- in the revised pay scale allowing  them to exercise option in the pre-revised pay scale. Director (HR) mentioned that legal opinion in this regard is being taken in view of the PO issued by DoT on 28.03.2017.

04.10.2017 Candle March on 4th Oct-2017 at New Delhi implemented successfully-

The Candle March organized by AIBSNLEA and supported by BSNL Unions and Associations at New Delhi on 4th Oct-2017 at 18:00 Hrs is successfully implemented. Hundreds of BSNL Executives and Non-Executives very actively and enthusiastically participated in the Candle March at New Delhi from BSNL CO. Janpath to Jantar Mantar, New Delhi except SNEA and AIGETOA. All the General Secretaries or their representatives along with their members participated in the Candle March. The Candle March was organized in a disciplined and impressive manner displaying Play Cards, Posters and Banners. All the available General Secretaries address the meeting at Jantar Mantar before it dispersement. Com P. Abhimanyu, GS, BSNLEU, Com C. Singh, GS NFTE BSNL, Com. Raisaran, Dy. GS, BTEU, BSNL, Com Suresh Kumar, GS BSNL MS, Com. N.D. Ram, GS SEWA, Com. Rakesh Sethi, GS AIBSNLOA, Com. Manoj Singh, GS AITEEA, Com. Kishan Singh GS AIRBSNLEWA and other representatives of Unions and Associations addressed the gathering. Com. Prahlad Rai GS AIBSNLEA, while welcoming all the Unions and Associations representatives explained the need of Joint struggle to achieve 3rd PRC implementation with 15% fitment benefit and to oppose creation of BSNL's Tower Subsidiary. He apprised in detail the status of 3rd PRC report implementation in BSNL and requested to implement harder organizational action programmes to impress upon the DOT/ Govt. for 3rd PRC implementation. All BSNL Unions and Associations in the meeting held today morning at New Delhi has unanimously decided to organize protest action or the implementation of 3rd PRC with 15% fitment benefit. Settlement of left out issues related to 2nd PRC and against creation of BSNL's Tower Subsidiary.

The following agitation Programmes have been decided:

1. Lunch Hour demonstration on 16-10.2017 at BSNL CO New Delhi, all Circle/ SSA level.

2. "Human Chain"on 16-11-2017 at BSNL CO New Delhi, Circle/ SSA level.

3. Two days strike on 12th and 13th December 2017 and even then the issues are not resolved the indefinite strike will be organized till the time demands are settled. The notice to the Management will be served on 10-10-2017 after the signature of all the General Secretaries of BSNL Unions/Associations.

03.10.2017 Organizational Action Programme for implementation of 3rd PRC with 15% fitment in BSNL - Candle March on 04th October 2017 at New Delhi:

 

AIBSNLEA will be holding a Demonstration on 04.10.2017 during Lunch / Closing hours at BSNL CO New Delhi, Circle and SSA Head quarters in support of the demand “Implementation of 3rd PRC recommendations with 15% fitment benefits in BSNL” and submission of memorandum to His Excellency, Governor of the States, CGMTs and SSA Heads for recommending to the Hon'ble MoSC (I/C)

 

AIBSNLEA CHQ Delhi will organize a "Candle Light March" at 18.00 Hrs from BSNL Corporate Office, Janpath to Jantar Mantar, New Delhi in support of this demand where in all the executives stationed at New Delhi will be participating along with the executives from neighbouring circles of ALTTC GBD, Haryana, UP (West) and Rajasthan.

 

All the Unions and Associations of BSNL have assured to support and participate in the Demonstration as well as in the "Candle Light March"

29.09.2017 CMD BSNL meeting with BSNL Unions and Associations Core Group:

GS along with GS of BSNLEU, GS NFTE and GS SNEA has attended the meeting convened by CMD BSNL today at 1530 hrs to discuss the present condition of BSNL.

 

CMD apprised about the Indian Mobile congress (IMC) on 25-26 September 2017 at Pragati Maidan wherein many private operators CEOs visited BSNL Stall and commented  by  Shri Mukesh Ambani, chairman of Reliance industries that  himself said that BSNL is  standing in the competition in comparison to other operators. Best stall there is of BSNL.

 

Current market scenario CMD informed that positive side for BSNL is that the market share of BSNL has increased from 8.6 in March,2017 to 8.84 in July 2017 in mobile segment despite of  tough competition. Media has also reported that BSNL has challenge the Reliance Jio in the ongoing tariff war. Whole credit goes to the BSNL employees and we are proud of it.

 

However BSNL has suffered on financial front. Revenue in July impacted huge due to GST implementation. But with the sincere and dedicated efforts of the BSNL Finance wing officers in BSNL CO and IFA sin field units met the challenge and could resolve the problems immediately. In the month of Aug the realisation was 98.9% and in September till date 55%.  Due to this cash crunch in the month of July the salary was disbursed on OD.

 

Earlier IUC charges benchmark was 0.14 paisa which is now reduce to 0.6 paisa. In our opinion it should be minimum 0.22 paisa.

 

Now BSNL has to launch aggressive tariffs in view of this BSNL in collaboration with micromax is launching bundled feature phone having smartphone features on the price of Rs 2,200 and Rupees 97 sim with unlimited voice and Data. It will be matching brand with Jio. This product will save customers in rural and medium class. BSNL is subsidising Rs 1200 out of 2200 and this product will be named Bharat-1.

 

BSNL has also tied up with Vodafone on prepaid service for free roaming  now customer of BSNL may roam on Vodafone network freely . post-paid will also take place soon.

 

Recently BSNL has received Rs 1500 crores from NFS amount which will help immediately.

 

Mobile phase –VIII PO s have been placed in North south and West zone . In east zone PO will be placed shortly.

 

BSNL is earning around 12000 crores revenue per annum from CFA business. Hence its own strategies are different than other operators. As About Rs 16000 crore on salary payment alone .Wi-Fi, landline and Wi-Fi integrated to mobile network are being provided by BSNL only. Landline broadband it is giving good revenue through NGN wireless services, Wi-Fi services holds on the broadband market. Further any suggestion may be given by unions and association within one week time in this regard.

 

BSNL has also applied for 4G spectrum allocation (2100 MHz band) which will cater 3G also. The spectrum charges will be paid on yearly basis up to ten years. 2G phase VIII order need to be reviewed.

 

Regarding Core network, OTN phase-I and phase-II has come. PGCIL connectivity also effective.

 

3rd PRC implementation in BSNL with 15 % fitment benefit: CMD informed that BSNL MC has approved the 3rd PRC report with 15% fitment benefit and it has been sent to DOT for clearance. Simultaneously it will be placed in the next Board meeting for approval shortly. He further mentioned that Secretary Telecom also commented that BSNL deserves for 3rd PRC implementation and she will meet Hon'ble MOSC(I/C) along with CMD BSNL in the next week to get his consent. He also mentioned that Hon'ble MOSC (I/C) wants to implement 3rd PRC in BSNL from his core of heart.

 

Creation of tower subsidiary:

CMD mentioned that after creation of tower subsidiary immediately BSNL will get 8% tax saving benefit and tower subsidiary may help in giving more revenue to BSNL. The depreciation amount of BSNL will reduce about 1500 crores. BSNL will be giving initially Rs 7000 crores notional loan to tower subsidiary against which it will get interest.

 

As per our opinion the negative side is to pay rent to tower subsidiary for hiring towers. And the strategic  business partner induction may pave the way for its complete disinvestment and privatisation. CMD commented that in his opinion for next ten year it is not visible.

 

On the issue of PLI payment this year CMD assured to look into.

 

We also discussed our "Candle Light March" also with CMD.

27.09.2017  General  Body Meeting of AIBSNLEA, West Bengal CIRCLE  on 23.09.2017:

A General Body Meeting of AIBSNLEA, West Bengal Circle was held on 23.09.2009 in the T.I.Hall, CTO Building, Kolkata in the presence of Shri Prahlad Rai, GS & Shri Sivakumar, President, AIBSNLEA CHQ, New Delhi. The hall was fully filled up with the AIBSNLEA Members. Shri Prasun Mukhopadhyay, O.S. (East), Shri Basudeb Chakraborty, Adviser, CHQ, Subhasis Mitra CS CTD,  were also present in the meeting. Shri Prasun Mukhopadhyay requested the GS to take up the various issues of CTD & W.B. Circle with BSNL HQ for early settlement. Shri Aniruddha Basu, CS, West  Bengal Circle, Shri Prasanta Nag CS, AITEEA, Subhasis Mitra CS CTD,  S. Sarkar CS, Retired Association delivered their valuable speech. Shri Sivakumar, President, CHQ stated that this is his first meeting with the Members of West Bengal Circle. He explained in details the problem being faced by CHQ due to opportunistic approach of some sister Unions/Association. Shri Prahlad Rai, GS explained in details the status 3rd PRC issue, 15% fitment benefit, status of CPC of various cadres, transfer related issue of Accounts Cadre, deduction of GPF contribution on actual basic pay, non-deduction of additional increment benefit in respect of EPP from pensionory benefit of retired employees, continuance of dual membership by SEWA members. He requested to the AIBSNLEA Members of CTD & West Bengal Circle to work more actively to upgrade the status of CTD & WBTC like Orissa, Ketala Circle. Shri Kalyan Halder, President, AIBSNLEA, WBTC conducted the whole meeting smoothly. In his speech he stated that CCA, DOT is deducting additional increment benefit from the retirement benefit of employees and this should be stopped immediately. 24.09.20176th CIRCLE CONFERENCE OF AIBSNLEA ,CALCUTTA TELEPHONES CIRCLE ON 21th & 22nd SEPTEMBER'2017 AT MOULALI YUBA KENDRA, KOLKATA.

FIRST DAY :

The 6th Circle Conference of AIBSNLEA Calcutta Telephones Circle was held at Swami Vivekananda Auditorium, Moulali Yuba Kendra, Kolkata on 21st and 22nd September 2017 in an excellent and jubilant manner.

The day one of the conference started with flag hoisting. In the presence of CHQ President Com S.Sivakumar, our CTD President Com Tridip Chakraborty, hoisted the Association flag. All delegates assembled in the hall with the thundering slogan AIBSNLEA ZINDABAD, BSNL ZINDABAD,6th Circle Conference Zindabad.

The meeting started with welcome address by President/CTD. One minute silence was observed for the memory of our departed members and well wishers.

The minutes of 2015 Conference was confirmed by the house. All Branch Secretaries, Organizing Secretaries, Assistant Secretaries placed their brief report which was summed up by the CS.

There after a brief and consolidated CS Report was placed by Com Prasun Kumar Mukhopadhyay CS/AIBSNLEA/CTD. Our Senior leaders like Com Aniruddha Bose CS WB Circle, Com Sitanshu Sarkar CS AIRBSNLEWA and two senior comrades Susanta Das and Prasun Mukherjee greeted the conference.

After Lunch FS Com Dilip Battacharjee placed the two years audited accounts report and discussions were invited about CS and FS report from the delegates.

7 delegates took part in the discussion after which both CS & FS report were adopted by the house unanimously.

CHQ President Com S. Siva Kumar addressed in the delegate session. He analyzed all the points of CPC, 50% MT Diversion of CAO Post, 3rd PRC, E2-E3 pay scale, etc. He also told about the MOU with AIGETOA and how it was built up and broken by them. An interaction session was started and the delegates placed their queries and President clarified them meeting adjourned for the day at about 7PM.

SECOND DAY :

The second day Conference on 22nd September 2017, was started with welcome to our beloved GS Com Prahlad Rai. GS addressed in the delegate session elaborately. GS covered all the points including 3rd PRC, E2-E3 pay scale, cadre hierarchy, 30% superannuation benefit, condition of CPCs, AD (O/L), E1+5 increment, relation with other Unions and Associations. He analyzed in the house about misstatements of the ‘friendly' Association which damaged the unity of the executives.

A grand interactive session started thereafter, GS clarified all the questions from the delegates upto their satisfaction. The second half was allotted for open session. A grand and historical open session was conducted in the 2nd half of day 2.

OPEN SESSION:

The Chief Guest of this occasion was Smt. Sujata.T.Ray Director (HR & FIN) and Guest of Honour was Sri S.P.Tripathi CGM Calcutta Telephones.

The open session started with the felicitation of the dignitaries and there after lighting the lamp with Tagore's Song, " Aguner Parasmani Chhoao Prane....".(Let our souls be ignited to completeness....).

President Com Tridip Chakraborty welcomed the guests and the members. CS Com Prasun Kumar Mukhopadhyay in his key note address discussed about the viability of BSNL as well as the way of improvement of CTD, the major All India Demands, and recent developments of the pressurization to the executives by the CTD Management.

Com Siva Kumar in his brief address thanked CS and his team for arranging this conference in a grand manner and requested Director Madam regarding CPCs and of accounts cadre and some related problems as well.

Com Prahlad Rai GS congratulated CS and his team for arranging this historical conference and open session in a befitting manner. Com GS also thanked the executives of CTD for making AIBSNLEA as number one association in recent referendum. Com GS described the history of formation of our association and the actions taken by CHQ for solving the HR issues. He congratulated Director (HR) Madam for her support by which the 3rd PRC Proposal is passed in BSNLMC. GS expressed his utmost hope that by the help of Madam and our respected CMD our 3rd PRC will be achieved in the BSNL very soon. He expressed our views about E2-E3 pay scale and cadre hierarchy, etc.. .

Sri S.P.Tripathi CGM/CTD in his address thanked CS and his team for inviting him in this august gathering and expressed his venture for the improvement of CTD. He also supported the key note address as placed by CS and requested all executives to work hard to convert CTD in a profitable condition.

Then our Chief Guest, Smt. Sujata T. Ray, Director (HR & FIN) addressed the gathering. She expressed her homely feelings in Kolkata because she spent 21 years of her life in Kolkata. Madam congratulated CS & Kolkata Team for arranging such a august gathering and expressed that she was dealing with Prahlad Rai for about two decades, she appreciated his positive approach and experienced leadership and solve any problem with the management. She also told that whenever some cases are going to be solved with a consensus opinion, the matter was spoiled due to rivalry of any other association. Madam assured the house about good news regarding 3rd PRC before De​​wali.

Due to some prior appointment Director (HR & FIN) Madam and CGM /CTD left the house but meeting continued.

Sri K.C.Ghosh PGM/CFA-II , Sri P.K. Mahapatra GM (HR & ADMN), Sri. Achintya Biswas GM (BA-EAST) were also present.

24.09.2017  Meeting with Shri Manoj Sinha Ji, Hon'ble Minister of State for Communication (I/C)

On behalf of the Associations and Unions of BSNL, Tamilnadu Circle, a delegation led by Com. C. Duraiarasan, CS, AIBSNLEA TN Circle met Shri. Manoj Sinha ji, Honourable Minister for State for Communications (I/C) during his official visit to RGM TTC Chennai for inaugurating “Swatch Bharath” programme and submitted a memorandum on “Implementation of 3rd PRC in BSNL with 15% fitment benefit” and “Formation of Subsidiary Tower Company” 

1.  On PRC issue, he appreciated our concern and assured to settle in the interest of employees of BSNL. At the same time he advised to increase the revenue in BSNL so as to get more benefits.

2.  On the other issue, he clarified the proposed Tower Company is a part of business activity and will be fully owned by BSNL and assured that the same will not be privatized at least till he is assuming the office. However we requested to have discussions with the Associations and Unions to clear the apprehension in the minds of the employees.

22.09.2017 Status of the Court Cases against the DoT order dated 5.7.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP.

The case filed by AIBSNLEA vide OA/100/2649/2017 in Hon'ble Principal Bench CAT New Delhi against the DOT order dated 05.07.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP came up for hearing today in the Principal Bench of Hon'ble CAT (Court No. 4 Item No.-13). the case was argued by the councillor of AIBSNLEA to grant an interim stay order on the implementation of the DOT order dated 05.07.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP. The councillor appeared for DoT requested some more time to file rejoinder. Our advocate opposed it. However, Hon'ble court granted some time and now the case is postponed for hearing on 05.10.2017.

22.09.2017 Status / update on DGM (F) promotions:

It is reliably learnt the CMD BSNL has approved the CPC minutes for promotions to DGM (F). Posting orders shall be issued in the next week after arrival of Director (HR)/(Finance), BSNL Board from tour.

21.09.2017 Meeting with CMD BSNL:

GS,  AGS (HQ) and AGS (F) met CMD BSNL and discussed regarding implementation of 3rd PRC report with 15% fitment benefit in BSNL. CMD confirmed that the proposal regarding 3rd PRC report implementation with 15% fitment benefit in BSNL has been approved by the Management Committee of BSNL Board yesterday. Now, it will be sent to NRC & BSNL Board for approval shortly and thereafter to DoT for issuance of Presidential Directives.

It is understood that BSNL Management Committee has recommended implementation of 3rd PRC report with 15% fitment benefit in BSNL and suggested to revise the allowances/perks by BSNL ater teh approval of DoT on pay scale revision.

21.09.2017 Meeting with Member (Services), Telecom Commission, DoT:

GS, FS, AGS (HQ) and AGS (F) met Member (Services), Telecom Commission, Dot and discussed regarding:

A. De-linking of the revision of Pension of BSNL Pensioners from the revision of pay scales of BSNL serving employees: We requested for de-linking of the revision of Pension of BSNL Pensioners from the revision of pay scales of BSNL serving employees in view of the fact that BSNL Pensioners are not related with the profit & loss of BSNL. BSNL Pensioner's pension should also be revised like revision of the pension of the Central Govt. employees. Member (S) appreciated our concern and assured to recommend the case to DPE and Cabinet Secretariat for consideration.

B. Payment of pension contribution of BSNL employees on actual basic pay instead of the ,maximum of the pay scale: We requested Member (S) to consider and give favourable remarks on BSNL's proposal for DPE. Member (S) assured for favourable remarks in this regard.

21.09.2017 Status of the Court Cases against the DoT order dated 5.7.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP.

AIBSNLEA had filed an OA vide O.A./100/2649/2017 in Hon'ble Principal Bench CAT New Delhi against the DOT order dated 05.07.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP. The case came up for hearing today in the Principal Bench of Hon'ble CAT (Court No. 4 Item No.-11). the case was argued by the councillor of AIBSNLEA to grant an interim stay order on the implementation of the DOT order dated 05.07.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP. But the junior councillor of DoT informed that the rejoinder is being submitted today by the afternoon. Now, the case is postponed for hearing tomorrow.

20.09.2017  Meeting with CMD BSNL and Director(HR) BSNL Board:-

a) GS, President immediately met today with CMD BSNL and Director(HR) BSNL Board and expressed our resentment against non-holding of any discussions with all the stake holder Executive Associations on such important cadre issue. Dir (HR) mentioned that PGM(Pers) has already been directed to hold discussion with all the stake holder Associations before 15th October-2017.

b) Implementation of 3rd PRC report with 15% fitment benefit in BSNL:- We requested to get approved the 3rd PRC report with 15% fitment benefit from Management Committee of BSNL Board. CMD mentioned that the committee report may be discussed in the Management Committee of BSNL Board today. It is understood that the MC has approved 3rd PRC report with 15% fitment benefit in BSNL today. Now the MC approval will be put up before the Nomination and Remuneration Committee (NRC) and to BSNL Board for approval. The NRC and BSNL Board meeting is expected to be held in the Ist  week of October-2017. After the approval of the BSNL Board the proposal will be sent to DOT for approval and issuance of presidential directives. During this period we have to be vigilant and pursue continuously.

20.09.2017  Meeting with PGM (Pers) BSNL CO: GS, President met PGM(Pers) and discussed regarding;-

a) CPC from DE to DGM (Engg.) left out cases: We requested to expedite CPC from DE to DGM (Engg.) left out cases and issue promotion orders. PGM (Pers) mentioned that Hon'ble CAT Chandigarh Judgement on this issue has been sent to legal cell for legal opinion. We pleaded that Hon'ble CAT Chandigarh has pronounced the Judgement related to 14 respondents only which cannot be generalized. PGM (Pers) assured to look into the matter and an early action.

b) CPCs from SDE to DE, AO to CAO, JTO to SDE(LDCE quota) and SDE (C) to EE(C) etc.: we requested to expedite the CPCs from SDE to DE, AO to CAO, JTO to SDE(LDCE quota) and SDE(C) to EE(C) by getting an early clearance from the Hon'ble Apex Court. PGM(Pers) mentioned that IA has been filed in the Hon'ble Supreme Court in all three pending SLPs in this regards. The IA is posted for hearing on 27th October-2017. He clarified that in BSNLs IA it has been prayed to allow BSNL to issue promotions orders by considering the SC/ST roster on promotions as per DOP&T guidelines till the final outcome of the Court case. He assured that on the basis of the direction given by the Hon'ble Supreme Court on BSNLs IA the further immediate action will be taken.

c) CPC from JTO to SDE (Telecom.): We requested to get vacated the stay order on promotions from JTO to SDE(Telecom.) from the Hon'ble High Court Kerala. PGM(Pers) mentioned that one MA has been finalized and sent to Kerala Circle for filing in the Hon'ble High Court Kerala for an early hearing and pronouncement of the Judgement. After getting stay order vacated the CPC will be expedited.

d) Implementation of CPSU Cadre Hierarchy: We expressed our serious concern against not holding any discussion on CPSU cadre hierarchy with all the stake holder Executive Associations. PGM(Pers) mentioned that the discussions on CPSU cadre hierarchy are continue with the recognized Association which yet to be completed. Thereafter discussion with other Executive Associations will also be arranged.

20.09.2017  Meeting with GM(SR) BSNL CO: GS, FS met GM(SR) BSNL CO and discussed regarding payment of pension contribution to DOT on actual basic pay instead of the Maximum of the Pay Scale. GM(SR) mentioned that today he along with Director(HR), PGM(PF) met Member (Finance) DOT and discussed the matter in detail. Now it seems that with Dir(HR) pleadings the Member (Finance) DOT is convinced and may recommend BSNL proposal to DOE for considering the payment of pension contribution on actual basic pay instead of maximum of the pay scale. It will save minimum 1600-1700 crores rupees to BSNL per annum and will pave the way for smooth implementation of 3rd PRC report with 15% fitment benefit in BSNL.

19.09.2017  Meeting with CMD BSNL:

GS, President Met CMD BSNL and discussed regarding,

a) Implementation of 3rd PRC recommendation with 15% fitment benefit in BSNL: We requested CMD BSNL for bringing up in the agenda of Management Committee of BSNL Board tomorrow. CMD assured to look into the matter. it is understood that 3rd PRC issue may be discussed in tomorrow BSNL Management Committee meeting on the basis of internal committee report of BSNL. it seems that the committee has recommended 3rd PRC implementation with 15% fitment benefit. After the approval of BSNL Management Committee it will be discussed in the Nomination and Remuneration Committee of BSNL Board, and thereafter in the BSNL Board for its approval. We have to continuously pursue the matter in BSNL and DOT.

b) DR JAO recruitment in BSNL: We extended our sincere thanks for the notification of DR JAO recruitment in BSNL. We explained that DR JAO recruitment and LICE(Departmental) quota  candidates recruitment has to take place 50:50 as per DOP&T guidelines  accordingly BSNL CO has notified the DR JAO recruitment which is the urgent need and requirement of BSNL in view of Corporate accounts, GST implementation, ERP & acute shortage of JAO about 3500 JAO post are laying vacant  . CMD appreciated our concern and assured to look into the matter.

19.09.2017  Candle March on 04th October 2017 at New Delhi:

Com GS contacted most of the General Secretaries of BSNL Unions and Associations and requested them for their active participation and support the Programme of Candle March on 4th October 2017 at 17:30 hrs from BSNL CO Janpath to Jantar Mantar New Delhi demanding implementation of 3rd PRC report with 15% fitment benefit in BSNL.  Also requested to decide future course of actions to get implemented 3rd PRC report with 15% fitment Benefit in BSNL. All the General Secretaries has assured their active participation in the candle march on 4th October 2017.

 

All the Circle and District Secretaries are requested to coordinate immediately with their counterpart circle and district secretaries of all the BSNL Unions and Associations for their active participation in the demonstration and signing the memorandum to be submitted to the Hon'ble MOSC (I/C) through His-Excellency Governors of the States/ Lt. 19.09.2017  Meeting with GM (FP) BSNL CO:

GS, President met GM (FP) and discussed regarding

a) CPC from CAO to DGM (F): We requested to expedite CPC from CAO to DGM (F) to fill up 66 vacant DGM (F) posts .GM (FP) informed that CPC have been completed and the minutes of the CPC have been sent to competent authority for approval. He assured that as soon as the approval on CPC minutes is received immediacy posting on promotion orders will be issued.  Promotion orders are expected within this week itself.

b) Consideration of request / tenure transfers cases of JAO / AO / CAO/ DGM (F). We requested for the consideration of the request / tenure transfers of the JAO / AO / CAO/ DGM (F) who has completed more than 2 years of service in the Circle. GM(FP ) assured to consider all the pending request ./ tenure transfers of  JAO / AO / CAO/ DGM(F) who has completed more than 2 years of service in the Circle.

c) Relieving of AOs from Chhattisgarh circle in ERP: We requested GM (FP) to relieve all the AOs who were under transfer to their home Circles in ERP. GM (FP) assured to look into the matter.

18.09.2017  Non-payment of GPF advance / payments in Himachal Pradesh Circle:

AIBSNLEA's consistent efforts yielded results in getting the funds released for the payment of GPF advance / payments in Himachal Pradesh. Now, the needy officers / officials will get their GPF advance / payments in Himachal Pradesh within a couple of days.

AIBSNLEA vide its letter dated 13.09.2017 had raised the issue regarding Non-payment of GPF advance / payments in Himachal Pradesh Circle with CMD BSNL, Member (Finance) Telecom Commission, Director (Finance) BSNL Board and other concerned officers of DoT / BSNL.  AIBSNLEA is thankful to CMD BSNL, Member (Finance) Telecom Commission, Director (Finance) BSNL Board and other concerned officers of DoT / BSNL.

18.09.2017  High Court of Kerala uphold FR 22.1.a.1 fixation for  O-JTOs .....

 

On 15-9-2017 Hon.High Court of Kerala  dismissed  WPC 23407/10 & 23850/10 filed by BSNL against the CAT Ernakulam order granting legitimate  fixation under  FR 22 1(a) 1 to officiating JTOs  .

BSNL filed 14 writ petitions in HONBLE Kerala High court against the FR 22 1(a) 1 pay fixation of officiating JTOs . From  year 2010 onwards these cases are pending with this court . During this period officiating JTOs   of other circles filed for fr22 1(a)1 protection cases . For all these cases favourable judgment were received from PCAT  New Delhi. However, BSNL  filed appeal in high court of  New Delhi .  New Delhi  high court dismissed this appeal with remarks that it  is  subject to the outcome of  pending cases in high court of kerala . BSNL  again went to supreme court . Supreme court also dismissed this SLP and  made same remarks that   the outcome of  the case is subjected to the verdict of  kerala Highcourt. Finally 15/09/2017 Honble kerala high court dismissed all 14 petitions with FR 22 1 (a) 1 . Now all officiating JTOS are  eligible for   FR 22 1(a) 1  and no Recovery will happen further on this fixation already done .

Through this verdict Officiating service protection is also to  be extended to the officiated services along with pending 78.2% fixation to all the erstwhile O-JTO comrades .

14.09.2017:Meeting with Director (HR) BSNL Board:-

GS, President, AGS (HQ) and AGS (Finance) met Dir (HR) BSNL Board and discussed regarding implementation of 3rd PRC recommendation in BSNL with 15% fitment benefit. Director (HR) mentioned that Committee Report on 3rd PRC report in BSNL CO is being finalized and efforts will be made to put in next week to the Management Committee of BSNL Board. Dir (HR) also informed that today Member (Finance) DOT has also called her to discuss the matter on 3rd PRC implementation in BSNL and she will pleaded in favor of its implementation with 15% fitment benefit only otherwise BSNL employees will be put in great financial loss. Similarly BSNL Pensioners will also put in loss. Dir (HR) appreciated our concern and assured to plead in support of 15% fitment benefit.

14.09.2017Meeting with Member (Services) DOT:-

GS, President met Member (S) DOT and discussed regarding clearance of DOT recommendations to DOE on payment of Pension Contribution on actual basis instead of maximum of the IDA Pay Scale. Member (S) informed that till now the matter has not been put up to him. However, as soon as he receives the BSNL's proposal from internal finance of DOT he will clear the file.

b) Implementation of 3rd PRC report in BSNL- We requested to support 3rd PRC recommendations implementation in BSNL with 15% fitment benefit. Member (S) mentioned that earlier he was dealing the matter but now Secy. (T) is looking into the matter. Now the matter has to be taken-up by CMD BSNL with Secy. (T), MOSC (I/C) and DOP&T with justification.

13.09.2017: Meeting of CHQ Office Bearers and Circle Secretaries stationed at New Delhi

Today, a meeting of the CHQ Office Bearers and Circle Secretaries stationed at New Delhi was held at New Delhi to discuss and finalize the strategies regarding successful implementation of the proposed Organizational Action Program by AIBSNLEA on 04.10.2017. Also decided to invite nearby circles to participate in the "Candle March" on 04.10.2017. All the General Secretaries of BSNL Unions and Associations have been requested to participate and support the Organizational Action program.

All the Circle / District Secretaries are  requested to hold their CEC / General Body meetings to mobilize the members, holding of press conference, press release, releasing posters, hand bills, banners etc  for successful implementation of the Organizational Action program.

12.09.2017: Meeting with CMD BSNL:-GS, President met CMD BSNL and discussed regarding-

a) 3rd PRC implementation with 15% fitment benefit in BSNL:- We requested CMD BSNL for getting an early approval of BSNL Board on 3rd PRC implementation with 15% fitment benefit in BSNL. CMD mentioned that matter is under active consideration and shortly it will be discussed in BSNL MC and thereafter in the BSNL Board for its approval. We requested to use his good office to convince DOT officers and Hon'ble MOSC (I/C) for its implementation. CMD BSNL further mentioned that he has discussed the matter with Hon'ble MOSC(IC) and he is in favor on 3rd PRC implementation in BSNL. He also appraised to Hon'ble MOSC(IC) that BSNL has already send a proposal to DOT of 3rd PRC report implementation with 15% fitment benefit even before the Cabinet Secretary meeting. CMD assured to continue his efforts in this regard.

b) Creation of BSNL's Tower Subsidiary:- We expressed our concern against creation of BSNL's Tower subsidiary by fragmenting the BSNL's assets. CMD mentioned that let him see the cabinet decision and its repercussions. AIBSNLEA is not in favor of Tower subsidiary.

12.09.2017: Meeting with CGM (Legal) BSNL CO:- GS, President met CGM(Legal) BSNL CO who is the and member committee on 3rd PRC and discussed regarding 3rd PRC implementation in BSNL with 15% fitment benefit. CGM (Legal) mentioned that the committee report is being finalized shortly to place before the BSNL MC for approval. He assured an early action in this regard.
12.09.2017: Meeting with GM (SR) BSNL CO:- GS, President met GM(SR) and discussed regarding payment of Pension contribution on actual pay basic instead of maximum of the pay scale. GM (SR) mentioned that BSNL's proposal for payment on actual basic pay is now processed in DOT internal finance for concurrence and he is pursuing in DOT.

GS, President met PGM (BW) BSNL CO and discussed regarding-

A. CPC from JTO (C) to SDE (C): We requested PGM (BW) to initiate CPC from JTO (C) to SDE (C) to fill-up about 64 vacant SDEs (Civil) Posts. PGM (Pers.) assured to initiate the CPC work.

07.09.2017: GS, President met GM(SR) and discussed regarding  

a) Payment of pension contribution on actual basic pay instead of maximum of the pay scale: GM (SR) informed that matter is under consideration to DOT to reply DOE queries on BSNL proposal. The establishment cell of DOT yet to process the BSNLs reply on DOE queries for financial concurrence to the internal finance of DOT. GM (SR) mentioned that he is closely monitoring the developments and pursuing in DOT for positive reply to DOE. He further mentioned that in case BSNL request for payment of pension contribution on actual basic is considered by Govt. than BSNL will be saving 1600-1700 crores per annum and it will pave the way in getting implemented 3rd PRC in BSNL.

b) Special C/L to the Circle/ District level office bearers of AIBSNLEA. We further requested to allow special C/L to the Circle/ District level office bearers of AIBSNLEA. GM (SR) again assured an early action in this regard.

07.09.2017: Meeting with CGM (Legal) BSNL CO.

GS, President and AGS (Finance) met CGM (Legal) BSNL CO,  the member of the Committee on 3rd PRC and discussed regarding finalization of 3rd PRC report for submission to the Management Committee of BSNL Board for approval. CGM (Legal) informed that the committee report has been submitted to the GM (Estt.) for further necessary action. He expected that the next week the 3rd PRC recommendations will be put up in the Management Committee of BSNL Board and thereafter to the Nomination and remuneration committee having 4 members i.e. 2 independent Board of Director, 1 Govt. Nominee (DOT) Director and Director (HR) BSNL Board will discuss and after its approval it will be placed in the BSNL Board meeting with its agenda approval from DOT probably in the last week of September, 2017.

b) Legal opinion on SC/ST roster implementation on promotions in BSNL: CGM (Legal) mentioned that the PGM (Pers) BSNL CO has discussed the matter in detail wherein it has been advised to file one miscellaneous application in the Hon'ble Supreme Court seeking liberty to issue promotion orders on the basis of DOP&T guidelines subject to outcome of pending SLPs in the Hon'ble Supreme Court. Now PGM (Pers) has to deal the matter accordingly.

07.09.2017: Meeting with GM (FP), BSNL CO.

GS, President and AGS (Finance) met GM (FP), BSNL CO and discussed regarding.

a) CPC from CAO to DGM (Finance): We requested GM (FP) to expedite CPC from CAO to DGM (Finance) to fill up 66 DGM (Finance) vacant posts. GM (FP) mentioned that the CPC work is in progress, the VCRs of the eligible CAOs have been received. About 12 ACRs are yet to be received. He assured to expedite CPC before 15th September, 2017.

b) CPC from JAO to AO and AO to CAO: We requested to initiate CPCs from JAO to AO and AO to CAO. GM (FP) mentioned that the CPCs were initiated but could not be expedited due to the pending court cases on SC/ST roster implementation. Pers Cell BSNL CO is dealing the matter in consultation with CGM (Legal) and BSNL Sr. Advocate. After the clearance from the Pers Cell the CPCs can be expedited

c) Consideration of some request/ tenure transfers of AOs/CAOs/DGM (Finance): Also requested for relieving some AOs/ CAOs from Chhattisgarh Circle to their Parent Circles. GM (FP) assured to consider the pending cases and early issuance of the transfer orders.

06.09.2017: Meeting with PGM (PF), BSNL CO:

GS, President met PGM (PF), BSNL CO and Chairman Committee on 3rd PRC and discussed regarding finalization of 3rd PRC report for submission to the Management Committee of BSNL Board for approval. PGM (PF) informed that today she has submitted the committee report to GM (Estt.) for further necessary action.

It is understood that committee has recommended 15% fitment benefit with some conditions wherein the main emphasis may be on 3rd PRC implementation in BSNL. With this BSNL will incurred additional Rs.272 Crores financial burden for executives and about Rs.725 Crores for non-executives wage revision wherein Basic +DA will be merged in new pay scale band which will increase the pension, commutation value and remove the stagnation in the existing scales. 15% fitment benefit the financial impact will be about Rs. 2500 Crores.

We have been pleading that 15% fitment benefit recommendations should go from BSNL to DOT to keep the BSNL employees motivated and for its growth. Now after the BSNL management committee approval the 3rd PRC proposal will be placed before the nomination committee of BSNL Board wherein independent and Govt. nominee Board of Directors will examine and approve, thereafter the agenda on 3rd PRC proposal with the clearance of DOT will be put up in the BSNL Board for its approval and it will be sent to DOT for approval and issuance of presidential directives. This whole process has to be closely monitored to ensure that the things are in positive direction.

06.09.2017: Meeting with GM (Estt.) BSNL CO:

GS, President met GM (Estt.) and discussed regarding implementation of 3rd PRC recommendations with 15% fitment benefit in BSNL by getting an early approval from BSNL MC and BSNL Board. GM (Estt.) confirmed that the committee report has been received in establishment cell and a MC note is being prepared to put up in the next Management Committee of BSNL Board.

06.09.2017: Meeting with PGM (Pers) BSNL CO:

GS, President and AGS (HQ) met PGM (Pers) and discussed regarding:-

a) CPC from JTO to SDE(T): We requested to get vacated the stay order on promotion from JTO to SDE(T) seniority quota from the Hon'ble High Court Kerala. PGM(Pers) mentioned that one complaint petition is being filed to the Hon'ble Chief Justice Bench of Kerala High Court for early pronouncement of the judgement. He assured an early action in this regard.

b) Posting on promotion of the JTO to SDE (T) LDCE quota: We requested to issue posting orders on promotion of the JTO to SDE (T) LDCE quota. PGM (Pers) mentioned that the SLP in the Hon'ble Supreme Court has been filed and simultaneously as suggested by legal cell BSNL CO the legal opinion of a Senior Advocate is being taken shortly to resolve the issue.

c) CPCs from SDE to DE and AO to CAO: We requested to resolve the SC/ST roster implementation issue on the basis of DOP&T guidelines and Court Judgements. PGM (Pers) mentioned that the SLP in the Hon'ble Supreme Court has been filed and simultaneously as suggested by legal cell BSNL CO the legal opinion of a Senior Advocate is being taken shortly to resolve the issue. PGM (Pers) estimated that this process may take minimum 2months time to resolve the issue.

d) CPC from DE to DGM (Engg.) left out cases: PGM (Pers) mentioned that due to the stay order granted by Hon'ble CAT Chandigarh on Catch-up Rule on SC/ST roster as held up the promotions. The matter has been referred to DOT /DOP&T for guidelines in this regard.

e) Consideration of request/ tenure transfer cases of SDEs/DEs/DGMs: We requested for consideration of request/ tenure transfer cases of SDEs/DEs/DGMs. PGM(Pers) assured to look into the matter.

06.09.2017: Meeting with GM(FP) BSNL CO. :

GS, President and AGS (Finance) met GM(FP) and requested for consideration of some request/ tenure transfers of AOs/CAOs/DGM (Finance). Also requested for relieving some AOs/ CAOs from Chhattisgarh Circle to their Parent Circles. GM(FP) assured to examine the cases and for an early action in this regard.

05.09.2017: Meeting with CMD BSNL:

GS, President and AGS (F) met CMD, BSNL and discussed regarding:

(i) Implementation of 3rd PRC report in BSNL: We requested to implement 3rd PRC recommendations with 15% fitment benefit in BSNL by getting an early approval from BSNL MC and BSNL Board. Also requested to use his good office in DOT to get approved 3rd PRC recommendations with 15% fitment benefit in BSNL. CMD, BSNL mentioned that shortly the matter will be discussed in the Management Committee of BSNL Board and thereafter in BSNL Board for its approval. He further mentioned that first DOT should allow implementation of 3rd PRC in BSNL. The fitment benefit 5%, 10% or 15% may be left with BSNL Board to implement in 2nd phase. We requested that BSNL Board should recommend 15% fitment benefit in its approval. It should not be left pending for 2nd phase. But CMD remained non-committal on this issue and mentioned that let us wait and watch the approval of BSNL MC/ BSNL Board.

It is understood that the BSNL Management is refraining to recommend 15% fitment benefit. In view of this all BSNL Unions/Associations should immediately mount pressure on BSNL Management for implementation of 3rd PRC with 15% fitment benefit only.

(ii) Extension of Night Free Calls to Gr. A officers to concessional residential telephone also: We requested for extension of Night Free Calls on the concessional telephones of Gr. "A" officers also. CMD BSNL mentioned that Group-A officers should sacrifice this facility and set the example. We pleaded that normally even the free calls are not being exhausted but this facility will allow Group-"A" officers to use night free calling facility in the interest of BSNL only.

05.09.2017:  Meeting with Director (HR), BSNL Board, New Delhi

GS, President and AGS (F) met Director (HR) and discussed regarding:

A. implementation of 3rd PRC report in BSNL: We requested to get approved 3rd PRC recommendations with 15% fitment benefit from BSNL MC and BSNL Board for its implementation in BSNL.  Director (HR) mentioned that the internal committee is finalizing its report. Just thereafter it will be put up to the BSNL MC and BSNL Board for approval.

B. Extension of Night Free Calls to Gr. "A" officers also: We requested for extension of Night Free Calls on the concessional telephones of Gr. "A" officers also. Director (HR) assured to discuss the matter with CMD (BSNL).

C. Settlement of some pending issues of BSNL pensioners viz. Non-payment of medical reimbursement (Without Voucher), Abnormal delay in payment of medical reimbursement (With Voucher), Tracking of Medical bills and formation of Pensioners Relation (PR) Cell: We requested for the settlement of above issues. Director (HR) assured to discuss the matter with GM (Admn) and also advised us to have a meeting with GM (Admn) to discuss these issues immediately. She also mentioned to open PR Cell under the control of GM (EF), BSNL Corporate Office.
