21.08.2018 OPEN SESSION ON THE OCCASION OF 3RD CWC Meeting of AIBSNLEA ON 19th August, 2018: The Open Session of the 3rd CWC meeting of the AIBSNLEA was successfully organized at Hotel Grand Pearl, Dehradun in a grand Manner.

Shri Ganesh Kothari hoisted the mic arrangement. Com. President CHQ Shri S.Shivakumar presided the Open Session.

Shri Mahak Singh CGMT Uttranchal Circle was the Chief Guest of the Open Session.  Shri A.K. Sinha DGM (SR), BSNL Corporate Office, Shri K.R. Bharti, GM (F) Uttarakhand Circle, GM (CFA) Uttrakhand Circle Shri O.P. Kanojiya, GM(CMTS) Uttarakhand Circle, Shri S.K. Singh  attended the Open Session from Management Side. Shri L.P. Thapaliyal Circle President, Shri Amit Gupta, AGS, Retd. BSNL Executives’ Association also shared the Dias.

Ex. Circle Secretary Shri R.P. Singh was also welcomed in the Open Session. From Sister Unions and Associations Shri AB.Uniyal CS NFTE, Shri K.S.Som CS BSNLEU , Shri S.S.Rothan Ex CS SNEA were also welcomed by garlanding. GMTD New Tehri Shri Choudhary, Shri Babu Singh DGM, Shri Mohan Rastogi and Sh. Suba Singh, Senior Member, Shri S.C.Kala  were also welcomed by garlanding.

All the distinguished guests were warm welcomed by the host circle by garlanding and presenting mementoes.

Lamp Lightning was done by the distinguished guests.

Shri B.M. Dhyani Circle Secretary Uttrakhand Circle delivered the welcome address. He welcomed all the distinguished guests in Devbhumi and the historic city Dehradun. One minute silence was kept for the former Hon'ble PM Shri A.B.Bajpayee. In his address he praised the quality of service by BSNL in Uttrakhand Circle.

He thanked GS for providing the opportunity to hold the CWC in Dehradun. He told that AIBSNLEA Uttrakhand Circle AIBSNLEA has tried to make every arrangement for a comfortable stay. At last he thanked all for making the CWC a grand success.

Shri Amit Gupta, AGS, Retd BSNL Executives’ Association in his address thanked the organizers. He told that pensioners are also have certain problems like pension issues and medical issues. He thanked the SR section for starting the pension grievance cell at BSNL CO. He complained that the delay in pensioners’ medical bills is very large. He expressed his dissatisfaction on the DoT view to revise the pension after the pay revision of serving employee. He praised GS AIBSNLEA for his great persuasion of issues.

President CHQ Shri S.Shivakumar in his address welcomed all in the 3rd CWC. He told that BSNL is struggling hard to make its image better. Declining the revenue is a serious concern for all of us. BSNL is not getting any support from DoT. Com. President CHQ informed that AUAB has taken up the issue of the immediate need of the 4G spectrum to BSNL. He informed that BSNL has been established under National Telecom Policy with a specified object to provide the connectivity at every end and also in remote and tribal area.  Com. President CHQ informed that after in June 2018 the revenue has declined by 40%. The cash flow is also reduced so we are not able to make the expenditure. He expressed his gratitude to CMD and Dir (HR) for issuing 12000 promotions in the short span of time. He expressed that these promotions have taken place due to the consistent efforts of AIBSNLEA only. Com. President expressed that by improving the financial health of BSNL, only we can survive. At last he thanked all for making the CWC a grand success.

GS AIBSNLEA Shri Prahlad Rai welcomed all in the 3rd CWC meeting and thanked Com. Dhyani and his team for the successful arrangements in the CWC. GS told that the Uttrakhand Circle is very important Circle for BSNL and the role and spirit of the BSNL Executives in the calamity is commendable. He appreciated that AIBSNLEA is the No. 1 Association in the Uttrakhand Circle. Com. GS told that the commitment of the comrades of the Uttrakhand Circle is appreciable. Com. He expressed his gratitude to CMD and Dir (HR) for issuing 12000 promotions in the short span of time. GS told that we are thankful to the management for this great effort.  GS told that it is the commitment of the BSNL employees towards the nation that BSNL is providing affordable services to the citizens. So the revision of pay scales are the must for the BSNL Employees and Com. GS strongly informed that WE WILL TAKE IT DEFINITELY. Com. GS expressed the struggle of AIBSNLEA towards the pensioners issue, Efforts of AIBSNLEA for standard pay scales, uniform first TBP in four years., 22820 pay scales for JTO/JAO recruited 2007 and 2008 batches, 30% SAB to BSNL Direct Recruits. Com. GS appealed DGM (SR) to arrange to grant the SP. CL to the office bearers of all the levels of AIBSNLEA.  At last he thanked all for making the CWC a grand success.

Shri K.R.Bharti, GM (F) Uttrakhand Circle and Patron of AIBSNLEA Uttarakhand Circle in his address welcomed all in Dev Bhoomi for 3rd CWC meeting of AIBSNLEA. He told that 19% area of Uttrakhand is covered by the snow and 45% is wild life area, and in this area we are successfully giving telecom services. He praised GS AIBSNLEA for excellent speech and good deliberations. He stressed that we should end the position of the cash crunch in the field. We should strengthen our customer base. He highlighted that we should reach to our customer either it is a big customer or small customer. We should not think for our personal benefits but should think for the benefits of the Organization. Thanked for inviting and wished for the success of the Open Session.

Shri A.K.Sinha DGM (SR) BSNL Corporate Office thanked the AIBSNLEA for the invitation. Extended his best wishes for the successful CWC. Director HR has also wished for the success of the CWC. He also read out the message of the Director (HR) for the CWC meeting. In the message Director (HR) congratulated the newly promoted Officers and wished that the CWC will come with the good deliberations for the growth of the company. At last Shri A.K.Sinha thanked for inviting and wished for the success of the Open Session.

The Chief Guest of the Open Session, Shri Mahak Singh, CGMT Uttrakhand Circle in his address welcomed all the distinguished guests in Devbhumi Uttrakhand and wished for the successful CWC. He told that we should see that what we can do the best for the company. He told that the utilization of the Human Resource Management is at most necessary. He thanked GS AIBSNLEA for praising the Executives of Uttrakhand Circle. He told that out of 6, three are hilly SSA in which there is a great public dependency on BSNL. He told that Uttrakhand Circle has got 3 awards for EB Business, No. of Sale Points and Fastest response on twitter category.  Shri Mahak Singh told that in Aseem plan and in plan 99 we are trying to connect with our old customers. And for this category Circle has also received the appreciation letter from CMD BSNL. Apart of this in Landline, Broadband category Uttrakhand is in top 5 cities. Uttrakhand has achieved more than the target assigned. Uttrakhand Circle is in 7th Rank in recovery.

Shri Mahak Singh told that in the Uttrakhand Circle the transfers from the hilly area have been executed in a rotational manner to best utilize the man power. He suggested that we should focus the services which are in trend to enhance the revenue. He told that the data consumption rate has been increased and BSNL has introduced the GB plans. We should spread our FTTH network in big cities for earning the better revenue. He also suggested tying up with Multi service cable operators for this purpose and BSNL Corporate Office is fully supporting the Circles. BSNL Corporate Office suggested reducing the loop length of DSLAM for the better BB services. He told that we have achieved good revenue from BTS sharing and there is very small dip in the revenue due to this. He told that the demand of the BSNL services are very much in Rural areas. We should also lease out our OFC. He also suggested to explore the Civil/Electrical work possibilities in the smart city project. We have increase the commission of the Channel Partners. He opined to explore the talents of the Direct recruits. He told that we have increased the GSM data speed and JIO has put a very less negative effect in Uttrakhand Circle. He suggested to take up the challenge and make intact the customer base in the competitive scenario. Thanked for inviting and wished for the success of the Open Session.

13.08.2018Meeting on Group Term Insurance: GM (Restructuring), BSNL Corporate Office, New Delhi convened a meeting of Committee along with the representatives of AIBSNLEA & SNEA  to discuss the modalities for launching of Group Term Insurance (GTI) Scheme for BSNL Executives wherein SBI Life has given its proposal and after negotiation, finally quoted Rs. 1.42+GST for those executives having 50 years of age and for above 50 years aged executives, they have quoted higher rates.
The Committee has further advised SBI Life officers to discuss the matter with representatives of Executives’ Associations. From AIBSNLEA Side, President and AGS(Finance) have attended the meeting.

13.08.2018   Ist CEC meeting of Punjab Circle on 11th August  2018 at Jalandhar:

Ist CEC meeting of Punjab Circle was organised on 11th August  2018 at President Hotel, Jalandhar. The Open Session of the CEC Meeting was attended by Shri Devesh Sharma Org.Secy.(North) from AIBSNLEA CHQ side . Shri Sunil Kumar GMTD Jalandhar and Shri S.K.Chopra GM NTR Jalandhar attended the Open Session as Guest of Honour.

All the distinguished guests were welcomed by presenting bouquets. Meeting started with National Anthem.

Com. Brijmohan Sharma, delivered the welcome address and welcomed all the guests in the Jalandhar City in the Ist CEC meeting.

Com. Mohd. Jameel, Circle Secretary AIBSNLEA Punjab, in his key note address welcomed all in the Ist CEC meeting at Jalandhar. He specially thanked to AIBSNLEA CHQ for extending every support to AIBSNLEA Punjab. He mentioned the achievement of Punjab Circle body in the resolvement of the issues of the members. He also stressed to keep vigilant on the isssues of BSNL’s viability as well as on our HR issues.

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address congratulated the comrades of AIBSNLEA Punjab Circle for the successful holding of Ist CEC meeting and thanked the comrades for their grand participation. He conveyed the wishes of Com. GS for the successful CEC meeting, who could not attended the conference due to forthcoming CWC preparations. He thanked for the efforts of GS AIBSNLEA in resolving the issues of 12000 promotions BSNL Executives in one month. He explained the Punjab Circle’s importance for not only AIBSNLEA but also for the entire BSNL as a whole. He expressed his full belief that in the days to come, the comrades of Punjab Circle will participate in the Association’s calls with full spirit, Strength and enthusiasm. He mentioned the importance of the participation of the members of Punjab Circle in Organisational calls and its impact on the entire country for getting the benefits of 3rd PRC. Com. OS also mentioned the role and efforts of AIBSNLEA CHQ on the burning issues. He assured the full support of AIBSNLEA CHQ to Punjab Comrades.

Shri Sunil Kumar GMTD Jalandhar welcomed all in the Jalandhar City and appreciated the CEC meeting for quality discussion. He informed that the Punjab Circle has a sufficient need to enhance the revenue. He suggested enhancing the revenue of the BSNL by the proper staff utilization and coordination  for the better future survival of the company. He appealed to provide the very good quality of service to all our customers. He stressed upon reduction the expenditure and gear up the revenue growth on top most priority.  He also highlighted the need of saving money and good customer care for the growth of BSNL. 10.08.2018 BSNL Corporate Office, New  Delhi issued order regarding Inter Circle transfer of SDEs (Telecom)- <<<Click here for order>>>

10.08.2018 Meeting with CMD, BSNL New Delhi

GS and President met CMD, BSNL and requested for his kind consideration of the promotion of all the eligible executives of all disciplines before notification of CPSU CH. We further explained that our 12,000 executives recently promoted through CPCs are extremely happy as many of them got an additional increment on promotion which was not available on promotions through CPSU CH and give all appreciations to CMD BSNL, Director (HR), GM (Pers) and his team for issuing mass promotion orders with in a month’s time. We also apprised him that before promoting all the eligible executives through CPC process, if the CPSU CH is notified and some one brings stay order against its implementation in that case Management will not be in a position to promote the executives through CPCs or CPSU CH since after the notification of CPSU cH SDE / DE & equivalent posts and their RRs will be scrapped. CMD appreciated our concern and assured to look into the matter.

We further requested CMD BSNL to attend the open session of CWC meet of AIBSNLEA as Chief Guest at Dehradun on 18.08.2018. CMD assured to explore the possibilities.     

09.08.2018 JTO (C) to SDE (C) promotion orders issues:

09.08.2018 FR-22(1)a(i) Pay Fixation Case of Offg. JTOs:

Hon’ble Supreme Court dismissed the SLP filed by BSNL Corporate Office against the Hon’ble High Court Kerala judgment regarding FR-22(1)a(i) Pay fixation case of Offg. JTOs of Kerala Circle. AIBSNLEA had already requested BSNL Management for implementation of Hon’ble Kerala High Court judgment but on the basis of legal opinion BSNL filed the SLP in the Hon’ble Supreme Court. We congratulate our JTO members for their victory.

08.08.2018 Meeting with Director (HR), BSNL Board, New Delhi

GS, President and AGS (HQ) met Director (HR), BSNL Board. GM (SR), GM (Pers) and OSD to Director (HR) were also present in the meeting. We expressed our serious concern over the issuance of letter dated 07.08.2018 by the Pers Cell on revision of seniority list of TES Gr “B” in compliance of Hon’ble Supreme Court judgment dated 21.01.2015 and 14.12.2017 in Civil Appeal No(s). 4389 of 2010 wherein demotion of thousands of the executives is contemplated by the version of Pers. Cell which is of the opinion that on the recommendations made by the Expert Committee, the Hon’ble Supreme Court has refrained from passing any order thereon, except that 14 persons who were said to have been given promotions – 3 persons in BSNL and 11 persons in MTNL may not be now disturbed. This is misinterpretation by the Pers. Cell. We requested Director (HR) to have an independent advice from the ASG of India on the plan of the Pers. Cell for the implementation of the Hon’ble Supreme Court judgments dated 21.01.2015 and 14.12.2017.

 

After detailed discussion on our pleading, Director (HR) directed GM (Pers) to take the advice from the ASG of Govt. of India. She also directed GM (Pers) to issue a clarification immediately that consequent to revised seniority, the pension of the retired executives will not be reduced. She also assured us that on receipt of the advice from the ASG the implementation plan will be reviewed and modified accordingly.

 

AIBSNLEA is consulting and taking legal advice from its Advocate who have pleaded the case in the Hon'ble Supreme Court as well as in the Expert Committee and accordingly on the that basis further action will be taken immediately.

 

Conduction of CPCs in all the disciplines:

We further requested Director (HR) to conduct CPCs of all the eligible executives in all the disciplines to be promoted to the next grade before implementation of the CPSU CH. Director (HR) directed GM (Pers) to put up the proposal for conducting the CPCs immediately to CMD BSNL for approval. GM (Pers) assured an early action in this regard.

08.08.2018 Look after Arrangement in the higher grade/s by Executives of Finance Stream in Maharashtra Circle - Clarification issued by BSNL Corporate Office:

BSNL Corporate Office issued a clarification that the executives who ae reluctant to hold the responsibility of higher grade being assigned to them under look after arrangement due to any reason may be allowed to submit their refusal requests and the competent authority may accept their refusal requests with the understanding that they are refusing to shoulder the higher responsibility . In that scenario, such executives need not be enforced to join the higher post ordered under the look after scheme and some alternative arrangement be made.

Hon’ble Supreme Court Judgment regarding SDE Seniority as per Rule-206 issued the revised SDE seniority list by demoting the SDEs/DEs/DGMs already promoted on basis of year of recruitment basis whereas Hon’ble Supreme Court on the basis of Expert Committee Headed by Shri K. Ramamurthi, Retd, Judge of Hon'ble HC Madras. This act  of BSNL Management  amounts contempt of court.

AIBSNLEA will protest against such manipulation & depriving thousands of serving & retd. executives from their legitimate benefits.

06.08.2018 Meeting with Director (PSU) DoT: GS, President met Director (PSU), DoT and discussed regarding:

(a) Implementation of 3rd PRC report in BSNL: Director (PSU) informed that the reply received from BSNL on financial viability has been submitted to the Internal Finance of DoT for clearance. He assured that matter is under active consideration of DoT and within this month some positive decisions are expected in this regard. He confirmed that the Memorandum given by AUAB has been received in his section and necessary action is being taken in this regard.

(b) Replacement of E1A by E-2 and E-2A by E-3 pay scales: Director (PSU) informed that the matter after the clarification received from BSNL has now again been sent to  DPE for the consideration. He assured to pursue the matter in DPE.

06.08.2018  Meeting with Shri Bhaskaran,  Director (Accounts–II) DoT: GS, President met Shri   Bhaskaran,  Director (Accounts –II), DoT and discussed regarding changes being in the system made by DoT for payment of pension to BSNL pensioners from banks. Director (Accounts –II) mentioned that now CCAs will directly deal with the banks and release the pension. To take live certificate the Banks may be paid separately but the present third agency between CCAs and banks will not exists after this arrangements. We categorically told that in no case there should be any problem to the BSNL pensioners in getting pension regularly from banks.

06.08.2018  Meeting With DDG (Estt.), DoT:  GS, President met DDG (Estt.) and discussed regarding revision of pension of BSNL Pensioners delinking with pay revision in BSNL. DDG (Estt.) mentioned that last week only a letter has been sent to DoP&W for clarification that whether  the pension revision of BSNL pensioners can be done without waiting the revision of pay scale of BSNL employees. This letter has been sent to Secretary, DoP&W with the approval of the Hon'ble MOSC(I/C) . He advised us to pursue in DoP&W for an early favorable   reply. We shall be meeting the concerned officers of DoP&W in this regard shortly.

(b) Withdrawal of Additional increment given under EPP in the same scale: We expressed our concern against the undertaking being taken by the respective CCAs from retiring BSNL employees before issuing their PPO, whereas the DoT order dated 5.7.2017 has been quashed by the Hon'ble PB CAT New Delhi and till date DoT has not filed writ petition in the Hon'ble High Court Delhi. DDG (Estt.) mentioned that DoT has already decided to appeal in the High Court and it is in process so the undertakings are being taken by CCAs.However, AIBSNLEA has already filed CAVEAT in the Hon'ble High Court Delhi.

06.08.2018   1st  CEC meeting of Rajasthan Circle on 5th August 2018 at Bikaner: 1st CEC meeting of Rajasthan Circle was organized on 5th August 2018 at Swarnkar Bhawan, Bikaner. The Open Session of the CEC Meeting was attended by Shri Siva Kumar President CHQ, Shri Prahlad Rai GS, Shri N. L. Sharma AGS (HQ), Shri Devesh Sharma Org. Secy.(North), Shri Karan Singh Advisor (N) , Shri Alkendra Singh Advisor (Gen), Shri S. S. Rawat Advisor & Shri Bhagwan Singh, Auditor from AIBSNLEA CHQ side . Shri O.P.Gupta, CGMT, Rajasthan was the Chief Guest, Shri G.P.Verma Sr. GM(F) Rajasthan Circle, and Shri O.P.Khatri GMTD Bikaner attended the Open Session as Guest of Honour.

 

Chief Guest of the Open Session Shri O.P. Gupta, CGMT Rajasthan Circle Inaugurated the function by lightning of lamp. After Saraswati Vandana, all the distinguished guests were welcomed by the garlanding and by presenting Rajasthani Turbans, mementos.

 

Com. L. N Sharma, Branch Secretary, AIBSNLEA Bikaner branch delivered the welcome address and welcomed all the guests in the Bikaner in the 1st  CEC meeting.

 

Com. M. K. Morodia, Circle Secretary AIBSNLEA Rajasthan, in his key note address welcomed all in the 1st  CEC meeting at Bikaner. He specially thanked to CGMT Rajasthan Shri O.P. Gupta for attending the Circle Conference at Bikaner. Com. CS informed that Rajasthan Circle has achieved the growth in the dynamic leadership and co-operative attitude of CGMT Rajasthan Circle and positive vision by Sr. GM (F). He assured that if Management provides full support then the Executives' of Rajasthan Circle are committed for making BSNL, a vibrant Organization. Com CS also raised the need of evolvement of the problems associated with the  merger of business areas and problem related to the vehicles in the field.

 

Com. Anil Rawat, Circle President AIBSNLEA Rajasthan, in his address welcomed all in the Ist CEC meeting at Bikaner. He thanked to GS AIBSNLEA for his untiring efforts for the mass promotions in BSNL. He appealed for the quick release of promotion in the AO to CAO cadre.

 

Com. Karan Singh, Advisor (North) AIBSNLEA CHQ, in his address thanked the Bikaner Executives for the elaborate arrangements in the Circle Conference. He highlighted the need for the promotion from AO to CAO and the implementation of Rule 206 in BSNL. He thanked to GS AIBSNLEA for his untiring efforts for the mass promotions in BSNL.

 

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address thanked for the efforts of GS AIBSNLEA in resolving the issues of 12000 promotions BSNL Executives in one month. He congratulated the Rajasthan Comrades for their historic victory in the membership verification .He highlighted the need for reducing the lease line tariffs in BSNL and grab the market fastly before coming Reliance JIO EB service. He appealed to contribute for legal fund, welfare fund and pending diary payment. At last he thanked to all for inviting him in the open session and congratulated for the grand success of the session.

 

Com. Alkendra Singh, Advisor (General) in his address thanked GS AIBSNLEA for his untiring efforts for mega promotions. He expressed the need for developing the effective power management system and the role of electric wing in it. He emphasized to install the power systems at par with European standards for the benefit of the BSNL.

 

Com. Bhagwan Singh, Auditor CHQ, in his address thanked AIBSNLEA Rajasthan Circle for inviting him in the session. He appealed all the members strengthening of the association by adding more and more members and keeping full faith in AIBSNLEA and paying the subscription and legal fee. He appealed to reduce the BSNL's lease line tariffs in competitive scenario.

 

Com. N.L. Sharma, AGS (HQ) in his address remembered the achievement of GS AIBSNLEA i.e. Merger of 10 Recognized Associations in AIBSNLEA, EPP, Transparent transfer policy, 2nd PRC, 78.2 IDA merger, BSNLMS RR, GSM SIM and Handset to BSNL Executives, Concessional BB Connections to the Executives at their residences, Cancellation of reversion of 1966 SDEs, Khan Committee Recommondation, Superannuation Benefits, AD(OL) Pay revision etc.  He suggested to do expenditure on CAPEX and introduce E2 scale at entry level.

 

Shri Kamal Singh Gohil CP BSNLEU in his address praised GS AIBSNLEA for his helping attitude. He praised CGM Rajasthan for his long vision. At last he thanked to all for inviting him in the open session and congratulated for the grand success of the session.

Shri O.P.Khatri GMTD Bikaner in his address congrats AIBSNLEA Rajasthan Circle for the successful organization of the Circle Conference. He stressed to follow the the quality of service and dedication in facing the challenges. Shri G.P.Verma Sr. GM (Finance) Rajasthan Circle informed that the Rajasthan Circle is top in revenue collection up to June 2018. He informed that the Rajasthan Circle has got 4th and 2nd Rank in revenue wise in June 18 and July 18 correspondingly. He suggested enhancing the revenue of the BSNL for the better future survival of the company. He stressed upon reduction the expenditure and gear up the revenue growth on top most priority. At last he congratulated AIBSNLEA Rajasthan Circle for the success of the open session.

 

Com. S.Sivakumar, All India President, AIBSNLEA in his address conveyed his gratitude for the successful Open Session. He hoped that under the dynamic leadership of CGMT Shri O.P.Gupta, Rajasthan Circle this year definitely will learn profit. He mentioned in detail about the financial position of BSNL where cumulative cash receipts upto June 18 is 6600 Crores comparative to the last years figure 8800 Crores.

 

Com. President mentioned that the good quality 4G spectrum is the need of the hour for BSNL and due to the same AUAB has included the same in its agenda. This should be extended to BSNL at free of cost due to social obligations involved with BSNL. He informed that pension contribution on highest of pay scale is unjustified and it should be on actual basic. He clarified that AIBSNLEA is not against the CPSU Cadre Hierarchy but we want it in proper and justified form and not in any arbitrary manner. Com. President appreciated the efforts of GS AIBSNLEA for the Mega Promotions in BSNL and he informed that only AO to CAO promotions are pending due to court case.

 

Shri Prahlad Rai GS AIBSNLEA congratulated the comrades of Rajasthan Circle for the organizing successful CEC meeting and thanked the comrades for their great affection.

 

Com GS also thanked the CGMT Shri O.P. Gupta for his efforts to bring Rajasthan in Single Digit Ranking in which revenue deficiency is only 4% and the Circle is progressing. He also congratulated the Executives of Rajasthan Circle for making AIBSNLEA as Number one Association in Circle in referendum. Com. GS mentioned the history of the formation of AIBSNLEA and its role in the better policy formulation like Executive Promotion Policy, BSNL MSRR, transparent transfer policy etc due to which a large number of BSNL Executives have achieved the DGM level posts, 2nd PRC, 78.2 IDA merger, BSNLMS RR, GSM SIM and Handset to BSNL Executives, Concessional BB Connections to the Executives at their residences, Cancellation of reversion of 1966 SDEs, Khan Committee Recommendations, Superannuation Benefits, AD(OL) Pay revision, issues of BSNL pensioners, Recent Mega Promotions in all Cadres in BSNL etc. Com. GS expected that around 13000 more promotions will be take place in BSNL after stay vacation.

 

He also briefed about the HR issues and achievements of the AIBSNLEA. He explained the efforts behind various CPCs and LDCE postings,  Court Cases, Standard  pay scale status, CPSU cadre hierarchy issue, restructuring of AD(OL), E1+5 increment, SDE RR, CPSU cadre Hierarchy, Superannuation benefits of DRs, Diversion of posts of CAOs, AD(OL) case of pay equivalent to SDE/AO, Rule 8 transfers etc, DPC in Civil/Electrical wing, JTO (Officiating) regularization, PPS posts creation in field units, DPCs of Telecom Factory and the issues of PA/PS etc, creation of leave encashment trust etc. He mentioned that AIBSNLEA is very much concerned about the HR issues and will definitely achieve the desired results, but at the same time he also requested all the executives to provide best services to the customers and increase the revenue so that no other operator can compete with BSNL. Com GS explained the role of AIBSNLEA in the viability of BSNL. GS mentioned the firm Commitment of AIBSNLEA towards the Viability of BSNL He appealed to all Executives' for make every effort with a team spirit and customer care for making BSNL a vibrant organization. At last he congratulated AIBSNLEA Rajasthan Circle for the success of the open session.

 

Com. GS mentioned that the Govt. has withdrawn the ADC charges and not allowed BSNL to participate in the 3G spectrum bid and subsequently BSNL was imposed the 3G spectrum with highest rate.  Subsequently Govt has taken away the reserve fund of Rs. 18,500/- crores from BSNL and BSNL was not able to procure the equipment required for its expansion.

 

Com GS explained the commitment of AIBSNLEA for obtaining the full 15% 3rd PRC benefits and he recalled his persuasion from Hon'ble MoSC for the same.

 

Shri O.P.Gupta, CGMT Rajasthan Circle and the Chief Guest of the Open Session informed that Rajasthan has only 4.5% negative growth in July 2018 and we have achieved 1% Market growth from 9.2% to 10.2%. He expressed his satisfaction that in efficiency in QoS parameters, some SSAs like Kota and Jaipur has even crossed the standard parameters. He informed that in CFA segment MTTR and provisioning time has considerably reduced. He mentioned that data usages has increased 300% but the revenue drop is 90%. He mentioned that Rajasthan Has provided high numbers of new lease circuits and Highest BB within a month.

 

Shri O.P. Gupta, CGMT Rajasthan informed further that Rajasthan has achieved the growth even without injecting the new network elements. He informed that soon the powers of Temporary Advance issues are going to be shifted to SSA heads instead of BA heads.

 

He also stressed for improving the quality of the services and proper fault monitoring process. He appealed to do efforts from today itself for making BSNL a vibrant organization. At last he thanked to all for inviting him in the open session and congratulated for the grand success of the session.

 

At the end of the Open Session felicitation of GS AIBSNLEA has taken place. Com K.L.Soni, AGM NTP was felicitated for managing the overall arrangements of the CEC meeting in a nice and effective manner.

A meeting of the All Unions and Associations of BSNL (AUAB) was held yesterday, the 02-08-2018, at BSNL MS office. The meeting was presided over by Com.K.Sebastin, GS, SNEA. The meeting was attended by: -

After detailed discussion, the following decisions are taken unanimously.

 

(1)  The meeting unanimously disagreed with the letter written by the GS, FNTO and the GS, SEWA BSNL, to the Secretary DOT and CMD BSNL, withdrawing from the agitation called on by the AUAB, and also informing that their scanned signatures were used in the notice for the agitation, without their consent. Further the meeting suggested that, the GS, FNTO and GS,SEWA BSNL should come to the meeting of AUAB for expressing their views.

 

(2)  The meeting reviewed the demonstration held on 11-07-2018, the three day Relay Hunger Strike held from 24th to 26th July 2018, as well as the meeting held between the AUAB and the Hon'ble MoSC(I/C), on 01-08-2018 and expressed it's satisfaction. The meeting decided to write to the Secretary DOT, expressing dissatisfaction that, despite efforts were taken by the AUAB, to hold a meeting with her, the Secretary DoT, has not met the AUAB, not even once in the past 5 months. The meeting also decided to seek a meeting with the Secretary DoT immediately, and decided to give call for the next phase of agitation, in case the meeting does not materialise.

 

(3) The meeting finalised the text of the letter, addressed to the CMD, BSNL, demanding implementation of austerity measures for the top officers of the company.

 

(4) The meeting finalised the text of the letter, addressed to CMD, BSNL, demanding implementation of 30% Superannuation benefits to the Directly Recruited employees within a time frame. It was also decided that, if no positive result comes, then this demand should be placed in the charter of demands for the next phase of the struggle.

 

(5) The meeting decided to write letters to the CMD BSNL, against purchasing obsolete and unnecessary equipments, against the indiscreet engagement of retired officers as consultants and against the huge expenditure being incurred for AMCs. The meeting decided to demand a meeting with CMD BSNL on these issues, in the presence of other Directors.

 

(6)  As regards, the decision of the  AUAB to launch the movement of ‘BSNL at your door steps', it was decided to suggest to the CMD BSNL, for holding an inaugural function at the Corporate office, Circle and SSA levels, jointly by the Management and the AUAB.

 

(7)  It was decided to write a letter to the CMD BSNL, demanding to immediately arrange a meeting between AUAB and the Secretary DoT.

 

(8)  Next meeting of AUAB will be held at 15:00 hrs. on 23-08-2018 at BSNL MS Office to review the progress on various demands and to decide future course of action.

03.08.2018  Meeting with Director (HR), BSNL Board, New Delhi: 

GS, President, AGS (HQ) and AGS (DR) met Director (HR), BSNL Board and extended  invitation for attending the Open Session of the CWC meeting being held at Dehradun. Director (HR) accepted our invitation and told that she will try to attend the CWC of AIBSNLEA, Dehradun. We further discussed regarding:

A) Implementation of 3rd PRC with 15% fitment benefits in BSNL: We apprise Director (HR) about the AUAB meeting with Hon'ble MOSC(I/C) held on 01.08.2018. We informed her that the Hon'ble MOSC (I/C) has assured to discuss our demands with Secretary Telecom on 3.8.2018. We also mentioned about our meeting with CMD BSNL held on yesterday wherein CMD BSNL had mentioned that the Hon'ble MOSC (I/C) has held discussions with him also wherein he has categorically mentioned that DOT should decide payment of Pension contribution on actual basic instead of maximum of the Pay scale and there after the implementation of 3rd PRC recommendation in BSNL should be left to the BSNL Management. Director (HR) also endorsed the same thought and advised us to continuously pursue with MOSC (I/C) and Secretary (T).  

B) CPCs to be conducted in all disciplines for the eligible Executives before the implementation of CPSU Cadre Hierarchy:  We again extended our sincere gratitude and thanks to Director (HR) for issuing promotion orders for 12000 Executives within a period of one month. But we expressed our serious concern against the statement of GM(Pers) to limit the CPCs up to the year 2005 only and not for upgrading the posts to promote the eligible executives of all disciplines before implementation of CPSU Cadre Hierarchy. Director (HR) instructed her OSD to have a meeting today afternoon itself with GM (Pers) in the presence of GM (SR) to examine and calculate actual requirement of up-gradation of the posts up to a particular year taking as a reference point i.e. Last CPC conducted or the Year of Recruitment in all disciplines.    

C) Implementation of Rule-206 of SDE Seniority: We expressed our serious concern against the mis-interpretation of Hon'ble Supreme Court Judgement on Rule-206 of SDEs Seniority case by Pers Cell of BSNL Corporate Office. We told Director (HR) that we had requested her self to seek legal opinion from Senior Advocate. But, unfortunately, Pers Cell BSNL Corporate Office never took the legal opinion from an Advocate and instead as per the advice of legal cell of BSNL Corporate Office has taken the approval from the competent authority. Thus the Hon'ble Supreme Court judgement has been made in fructuous which will cause further litigation. Also will invite vigilance complaint against the mishandling of the Hon'ble Supreme Court judgement for which the reasons are best known to Pers Cell. We further requested Director (HR) for her kind intervention and giving a direction to the Pers Cell to seek the Legal opinion from an Advocate instead of depending on the Legal Advice given by the Legal Cell of BSNL Corporate Office. Director (HR) assured to look in to the matter.

D) Clarification on transfers on looking after arrangements in Maharashtra Circle: We expressed our serious concern toward non-issuance of the clarification on transfers on looking after arrangements in Maharashtra Circle by the Pers. Cell. GM (SR) informed that he is going to issue a reminder in this regard shortly. 

E) Harassment of AIBSNLEA Office Bearers in Amritsar SSA of Punjab Circle: We expressed our serious concern over the harassment of AIBSNLEA Office Bearers in Amritsar SSA of Punjab Circle by the SSA Administration. Director (HR) assured to look into the matter

However he assured that in case he is invited by the Hon'ble MOSC(I/C)  during the discussion with Secretary Telecom on this issue he will further suggest the same.

CMD BSNL assured to look in the matter.

01.08.2018  AUAB meets Shri Manoj Sinha, Hon'ble MoSC(I/C) in the Parliament House: The representatives of the All Unions and Associations of BSNL met Shri Manoj Sinha, Hon'ble MoSC(I/C) in the Parliament House today. Shri M.B. Rajesh, MP, Kerala, has taken the initiative to arrange the meeting between the AUAB and the Hon'ble MoSC(I/C), and he was also present during the discussion.

The AUAB leaders who participated in today's meeting are Com.P.Abhimanyu, GS, BSNLEU, Com.Sheshadri, Dy.GS, NFTE BSNL, Com.Prahlad Rai, GS, AIBSNLEA, Com.K.Sebastin, GS, SNEA,  Com.Ravi Shil Verma, GS, AIGETOA,  Com.Suresh Kumar, GS, BSNL MS, Com. S.D. Sharma, GS, ATM BSNL and Com.J. Vijaya Kumar, Dy.GS, TEPU.

The AUAB leaders expressed their serious concern against the non-implementation of the assurances given by Hon'ble MoSC(I/C), in the meeting held on 24.02.2018, with the representatives of AUAB. They further pointed out that, during the last five months, not even a single meeting has been granted by the Hon'ble MoSC(I/C) and the Secretary (T), to discuss about the implementation of the assurances.

1)  Assurance was given by Hon'ble MoSC(I/C), to get the affordability clause of 3rd PRC relaxed, w.r.t. BSNL. However, the DoT has not started the preparation of the Cabinet Note for getting the affordability clause of the 3rd PRC relaxed for BSNL.

2)  Direction was given by Hon'ble MoSC(IC) to the Secretary(T), to take action for collecting pension contribution from BSNL on actual basic pay, as per the government order, instead of the maximum of the pay scale. DoT has not taken any action in this regard till date.

3)  Hon'ble MoSC(I/C) directed the Secretary, Telecom, in the meeting held on 24.02.2018, to take necessary action for revision of pension of BSNL Pensioners. No action has been taken so far.

4)  Hon'ble MoSC(I/C) gave assurance in the meeting held on 24.02.2018, for allocation of 4G Spectrum to BSNL, but so far same is not allotted to BSNL.

After discussion on the above issues, the Hon'ble MoSC(I/C) stated that the issue of 4G Spectrum allocation is in the hands of the government, and that it would be done shortly. Regarding pay revision, pension contribution on actual basic pay and revision of pension of BSNL Pensioners, the Hon'ble MoSC(I/C) assured that he would discuss all these issues with the Secretary, Telecom, on 3rd August, 2018.

Hon'ble MoSC(I/C) further stated that the employees should earn revenue for BSNL, in addition to raising the demands. The AUAB leaders replied that they are giving tough competition to Reliance JIO, who is providing services based on predatory pricing. Shri M.B. 01.08.2018: Meeting with GM(Pers) : GS, President, met  GM(Pers) and discussed regarding

A) Regarding JTO to SDE Promotion:   We demanded that all the eligible JTOs should be promoted to SDE (T) by filling-up of   7500 vacant SDEs posts. GM(Pers) informed that the process has already been started to fill up all the vacant SDEs Posts. The necessary data from most of the Circles have been received.

He further mentioned that the Competent Authority  has advised to expedite CPCs in those cadres where the vacancies are available. The earlier upgradation in some cadres was done to overcome with the pending court cases. We further pleaded that to bring equilibrium among the cadres the upgradation/restructuring in the cadres is needed. GM(Pers) mentioned that now the Competent Authority has desired to bring equalization among the cadres,  only  up to the year 2005 as a reference point of Last CPC conducted or the Year of Recruitment so that upgradation in the cadres can be avoided.

It seems that the Competent Authority has taken such decision under the pressure mounted by some Association to bring parity among the cadres up to the year 2013 of JAO to AO Promotion which is not practically possible in all the cadres without upgradations. Perhaps the Management has taken such decision to limit promotions up to the year 2005 instead of year 2010 and thereafter. We strongly opposed such decision and mentioned that such decision will  disappoint and demotivate thousands of Executives at this stage those who are eagerly waiting for their promotion through CPCs. GM (Pers) further mentioned that the matter may be discussed with the Competent Authority only to revise the decision.

B) SDE to DE promotions  :  We requested  that the Promotion orders should be issued to reduce stagnation in the cadre of SDE (T) by promoting all the eligible SDEs promoted up to the year 2010. GM(Pers) mentioned that at  present no exercise is being made for the promotion from SDE to DE wherein upgradation is needed and the same is not agreed by the Competent Authority now.

C) Regarding AO to CAO promotion : GM(Pers) mentioned that  promotions from AO to CAO can be issued against the vacant CAO posts only after the vacation of the stay order on promotion from Hon'ble Chandigarh CAT. Now upgradation is not accepted by the Competent Authority.

D) DE to DGM Promotion: We requested for issuing DE to DGM promotion. GM(Pers) mentioned that the promotion orders from DE to DGM can be issued after the vacation of the stay order on promotion from Hon'ble Chandigarh CAT on catch up Rule. The case is listed for hearing in the Hon'ble CAT Chandigarh on 7.9.2018 along with AO to CAO case.

E) Restructuring of AD(O/L) cadre:  We requested GM(Pers) for issuing the restructuring order of AD(O/L) cadre as the clearance has been received from DoT. GM(Pers) mentioned  that it will be put up to the BSNL Board for approval and thereafter order will be issued. We informed that all the earlier Restructuring proposals were only approved by the Management Committee of the BSNL Board. GM(Pers) assured to look in to the matter.

Some Association in the name of parity in the promotions among all the cadres has tried to derail the  process of CPCs  and always mounting pressure on Management for the implementation of CPSU Cadre Hierarchy and also opposing  promotion of Executives through CPCs pleading that BSNL is loosing money  due to one additional increment benefit in the promotions through CPCs, And  threatening the BSNL Management to stop CPCs otherwise they will go on Agitation, which has become a routine threat from them. Some Officers having over jealousy attitude and sitting in the BSNL Management are also happy with this kind of situation where the Group ‘B' level Executives continue to stagnate in one cadre for more than 15 years.

AIBSNLEA efforts will continue to get promoted all the eligible executives to the next higher post before implementation of CPSU CH. AIBSNLEA efforts have already yielded results in getting released 12,000 executives promotions despite of many hurdles. Let us, come together to defeat the such negative forces in BSNL.

27.07.2018  Status update on AO to CAO promotion case in Hon'ble CAT Chandigarh:

CS Haryana and CWC Member, AIBSNLEA Haryana Circle met Sr. Advocate at Chandigarh as per the directions given by CHQ for impleadment of AIBSNLEA and early favourable decision. After the discussions with Sr. Advocate, he advised to wait for 3rd August hearing in the Hon'ble Supreme Court Constitution Bench on the promotions of SC/ST which may deliver the judgment in 10-15 days after the hearing. Further, he mentioned that the contempt case filed by Shri Ramesh Kumar against the SDE to DE promotions is also coming for hearing on 13.08.2018 and as per the judgment of this case the same may be submitted to the Hon'ble CAT in AO to CAO promotion case also on the day of hearing i.e. on 07.09.2018. He further advised that impleadment at this stage may delay the court proceedings.

In view of this AIBSNLEA will prefer to see the outcome of Hon'ble Supreme Court hearing on 03.08.2018 and contempt case hearing on 13.08.2018  

27.07.2018  NO PENSION REVISION BEFORE 3RD PRC IMPLEMENTATION IN BSNL/MTNL - DOT INFORMS OFFICIALLY IN WRITING.
While complying the order of Information Commissioner in respect of the RTI made by Com Amit Kumar Gupta our Consultant, DOP&PW vide their no 4/1/2018-P&PW(D) dated 4th July2018, asked DOT to inform "the action taken, if any, for revision of pension of BSNL/MTNL absorbee pensioners after 7th Central Pay Commission"

In response DOT vide 47-35/2014-Pen(T) dated 13th July 2018 informs "..case of pension revision of the permanent absorbees to BSNL/MTNL will be taken up as and when 3rd PRC is implemented in BSNL/MTNL." DOT has expressed this opinion earlier verbally but this time they came out officially. (Earlier communication dated 21-02-2018 in this regard was subsequently cancelled). Further DOT has enclosed the DO letters of MOC written to two MPs with the present reply dated 13th July and thus made those letters also part of RTI document which can be produced before court as documents.

The fresh RTIs made by Com Gupta on 09-07-2018 asking the copies of the related documents/orders/note sheets which can establish the DOP&PW memo dated 04-08-2016 is applicable only to the pensioners retired from CDA pay scale and drawing Pro-Rata pension as being claimed by DOT and DOP&PW in their communications, is yet to be replied by DOT and DOP&PW.   <<< READ DOT Reply and Related DOP&PW letter >>>

27.07.2018  Status of Contempt Case filed by AIBSNLEA, BSNLEU and SNEA in the Hon'ble High Court Delhi against the deployment if ITS Officers in BSNL.

As reported by our counsel the matter was listed on 25.07.2018 as Item No. 63 in Court No. 7 before Hon'ble Justice Siddharth Mridul at the Delhi High Court.

 

Mr. Rajshekhar Rao appeared on behalf of the Petitioners. Mr. Vikram Jetly and Mr. Jasmeet Singh were present on behalf of the DOT. Senior Advocate Mr. Saket Sikri appeared on behalf of BSNL. Mr. Mittal assisted by Mr. Krishna, appeared on behalf of the ITS Officers. 

 

The matter was argued considerably. Mr. Mittal made submissions on behalf of the ITS Officers. The Hon'ble Judge while keeping in mind the decision passed by the High Court, observed that there was a practical difficulty in placing the ITS officers in DOT and was inclined to adjourn the same on the ground of no urgency. Thereafter, Mr. Rao requested the Court to hear the Petition filed by BSNL employees in as much as they were directly aggrieved by the contumacious conduct of the Respondents since the ITS officers were occupying senior positions in BSNL because of which no promotions were being made amongst the BSNL employees. Mr. Rao relied upon the DOT Memorandums and the subsequent decisions passed by the High Court, where time and again the Courts have denied the proposals given by DOT as was sought to be done by way of the Impugned Orders. On this, the Hon'ble Judge orally observed that in so far as the BSNL employees are concerned, DOT ought to consider the grievance of the BSNL employees and has re notified the matter on 25.10.2018

26.07.2018  Clarification on implementation of DoT Order dated 05.07.2017 on EPP

BSNL Corporate Office issued clarification on Pay fixation matters relating to BSNL EPP under provisions of Para II(V) – grant of additional increment on post based promotion in the same pay scale – proper implementation thereof.

AIBSNLEA filed an OA in PBCAT New Delhi against the DoT order dated 05.07.2017 for withdrawal of the additional increment in the same scale on post based promotions by modifying EPP provisions. Hon'ble PBCAT New Delhi has quashed the said order dated 05.07.2017. And further against non-implementation of the PBCAT Judgment, AIBSNLEA filed a contempt case also. Accordingly the notices have been issued to DoT and BSNL. In response to the contempt notice, DoT has issued further clarifications vide letter number 40-12/2004-Pen(T)(Pt) dated 17.05.2018. Now against the decision of DoT to file writ petition, AIBSNLEA has filed caveat in the Hon'ble High Court Delhi to defend the case. 26.07.2018 3 - Days relay hunger strike - Call given by AUAB successfully implemented: The call given by All Unions & Associations of BSNL very successfully implemented throughout the country with the active participation of the Executives and Non-Executives. AIBSNLEA CHQ extends its sincere thanks to all the members for their active participation in the Relay Hunger Strike call.

At BSNL CO New Delhi despite of heavy rains the 3rd Day relay hunger strike was very successfully implemented. The Executives and Non-Executives apart from BSNL CO, Delhi Circle participated from nearby Circles i.e. Haryana, UP (West) and ALTTC Ghaziabad in large numbers. Today during lunch Hour the meeting was addressed by all the General Secretaries/ Representatives of all the Unions and Associations enumerating the success of agitation and future course of actions for harder direct Trade Union actions in case the Govt. do not resolve the legitimate demands. The meeting was convened and presided over by Com. GS, AIBSNLEA who extended sincere gratitude and thanks to all the participants for making the 3-Days relay hunger strike a great success and called upon to keep ready for the decisive struggle.

26.07.2018Meeting with OSD to Dir (HR): GS, President, AGS (Finance) met OSD to Dir (HR) and discussed regarding promotion in all disciplines to create equilibrium.

During discussions OSD to Dir (HR) informed that to promote JTO to SDE up to the year of 2010 batch, 7000 SDEs posts are required and at present we are having sufficient vacant SDEs posts, thus promotions can be made.

OSD informed that SDE to DE to promote SDEs promoted up to the year 2009-10, we need 5000 additional DEs posts which is possible through upgradation only. However, efforts are being made to promote 5000 SDEs to DE cadre from TES Group-B seniority list no. 8 & 9.

Regarding AO to CAO promotion OSD immediately discussed with AGM (Legal),  Pers (Cell) to tag all the three court cases i.e. SDE to DE, DE to DGM and  AO to CAO in Hon'ble CAT, Chandigarh on Catchup rule of SC/ST roster. AGM(Legal) assured him to discuss with the BSNL's lawyer. He assured that upgradation in CAO cadre will also be done along with other cadres.

In Civil/ electrical/Architectural/ Telecom. Factory/PA/PSS/CSS cadre's upgradation will also be considered along with the above cadres. OSD further mentioned that GM(Pers) is doing exercise to calculate the exact number of posts required for promotions to cover up to the year of 2010 DPC or year of recruitment. After the approval of the competent authority further action regarding CPCs in all discipline will be taken shortly. We requested for an early action in this regards.

26.07.2018Meeting with GM(FP): GS, President, AGS (F) met GM(FP) and discussed regarding AO to CAO promotion. GM(FP) mentioned that she is of the opinion that after the final judgement from Hon'ble Supreme Court on 3rd August-2018 further MA will be filed in the Hon'ble CAT Chandigarh. She clarified that tagging the AO to CAO case with other similar cases may further delay the Judgement thus SEA Cell will like to handle the case separately.

JAO to AO left out promotions: We requested to issue JAO to AO promotion of left out cases. GM (FP) advised us to submit the cases immediately for consideration and issuance of the promotion orders.

25.07.2018 AUAB, 3- Days Relay Hunger Strike:- AIBSNLEA members throughout the country very actively participated on the second day of 3- days Relay hunger strike. Com. GS and President along with AIBSNLEA members attended and addressed the Relay hunger strike camp at BSNL CO, New Delhi.

All the CHQ office bearers, Circle/ District Secretaries are requested to continue active participation in the 3-Days Relay Hunger Strike al all the levels.

24.07.2018 Meeting with GM (FP): GS, President met GM(FP) and discussed regarding AO to CAO promotions. GM(FP) mentioned that they are waiting for the judgement of Hon'ble Supreme Court on SC/ST reservation issue which may be pronounced on 3rd August -2018. GM(FP) further mentioned that on the basis of Hon'ble Supreme Court Judgement an another emergent MA will be filed in the Hon'ble CAT Chandigarh to hear our case before 07.09.2018 and to vacate the stay order immediately and to issue promotion orders from AO to CAO. Our case is posted for hearing on 07.09.2018

24.07.2018 Meeting with Dir (HR) BSNL Board: GS, President, met DIR (HR), BSNL Board and discussed regarding (Later on Dir (HR) called GS & VP AIGETOA also who were waiting for meeting for CPCs.)

We extended our sincere gratitude and thanks to the Management for issuing promotion orders of 12,000 executives within a months' time which has been appreciated by all the executives. And, AIBSNLEA wants continuance of the process of promotions of the executives through CPCs before implementation of the CPSU Cadre Hierarchy. Dir(HR) appreciated our concern and mentioned that Management still wants to continue the promotions through CPCs and equalization of promotion avenues in all the disciplines. We explained that equalization in promotions in all the cadres should be ensured as far as possible.

We demanded that all the eligible JTOs should be promoted to SDE (T) by filling-up of the vacant SDEs posts and through up-gradation up to the year 2010.  We also informed Dir (HR) that around 7000 vacant posts are available in the SDE cadre.

SDE to DE promotions should be issued to reduce stagnation in the cadre of SDE (T) by promoting all the eligible SDEs promoted up to the year 2010.

Regarding AO to CAO promotions, we requested to promote all the eligible AOs to the post of CAO by up-gradation of posts. 

For promotions in Civil/Electrical/Arch/TF/PA/PS/CSS cadres, we requested to promote all the eligible executives. 

Dir(HR)  mentioned that the CMD BSNL has already instructed  GM(Pers) to work out the number of posts for the consideration of  the promotions for all the eligible executives in various disciplines up to the year 2010 before implementation of the CPSU Cadre Hierarchy. We requested Dir (HR) that promotions may be considered from the last date of CPC of the concerned discipline and the year of recruitment in JTO Cadre. Dir (HR) assured to look into the matter and mentioned that the issue will be discussed in the HR review meeting to be held under the Chairmanship of CMD, BSNL on tomorrow and final decision will be taken.GM(Pers), GM(SR) and OSD to DIR(HR) were also present in the Meeting.

24.07.2018 Meeting with GM (Pers) BSNL CO: GS, President met GM(Pers) and discussed regarding:-

a) CPCs in all the disciplines to bring equilibrium among the cadres: We requested GM(Pers) to continue to conduct CPCs in all disciplines to bring equilibrium as for as possible. GM(Pers) mentioned that an exercise has been made in Pers cell to find out the number of executives who are to be promoted up to the year 2010 as reference year of last DPC or year of recruitment. He further mentioned that the exercise will be discussed in tomorrow's HR review meeting with CMD BSNL and after the decision taken in the meeting further action will be taken.

c) Implementation of rule-206 of TES Group-B officers seniority: We requested GM(Pers) for the implementation of Hon'ble Supreme Court Judgement dated 12.12.2017 regarding rule-206 implementation for the seniority of TES Group-B officers. GM(Pers) mentioned that the Dir(HR) has directed to seek the legal opinion for its implementation. Accordingly, today itself the case is being sent to CGM(Legal) BSNL CO for seeking the legal opinion thereafter only its implementation will take place on the approval of competent authority. We have already pleaded to the Dir(HR) and GM(Pers) for implementing the Hon'ble Supreme Court Judgement in its true spirit. 

24.07.2018 AUAB, 3- Days Relay Hunger Strike:- AIBSNLEA members throughout the country very actively participated in the first day of 3- days Relay hunger strike. Com. GS and President along with AIBSNLEA members attended and addressed the Relay hunger strike camp at BSNL CO, New Delhi.

Panduranga Rao Circle Secretary , AIRBSNLEWA, Com. Koteswar Rao Circle President, Com. K. Dakhinamurthy, Distt. Secy. HTD and Com. Shivcharan, District Secy. Circle office Branch, AIRBSNLEWA welcomed all the guests. Com. Amit Gupta and GS apprised the efforts of AIBSNLEA and AIRBSNLEWA in settling the many problems of BSNL Pensioners and mentioned to continue the efforts for actual payment of 78.2% fitment benefit w.e.f. 01.01.2007 on actual basis. Pension revision of BSNL Pensioners, smoothening of medical claims etc. They explained in detail the efforts taken for the withdrawal of 60:40 provision in payment of pension etc. more than 200 members attended the meeting, the conference hall was jam packed. 23.07.2018 Special General Body Meeting held at Hyderabad on 20-07-2018.

A Special General Meeting held at Hyderabad on 20-07-2018. The General Body Meeting attended by GS Com. Prahlad Rai, AGS (Engg) Com. B.Srinivasulu Reddy, Advisor (South) CHQ Com. S.Narender and Consultant CHQ Com. J.Saibaba. All most, all the District Secretaries of Telangana Circle participated in the meeting. GS Com. Prahlad Rai addressed the gathering and enlightened on the latest issues like, ongoing CPCs, status of 3rd PRC, Implementation of CPSU Cadre Hierarchy, Pay anomaly case of TTA to JTO promoted through outside recruitment, Fixation of pay under FR 22 (1)(a)(1), pay scale of Rs. 22820/- for the JAO/JTOs recruited after 2007 and viability of BSNL. GS explained in chronological order on the all the CPCs and status of court cases particularly in AO to CAO CPC.  GS further informed that the case in the Hon'ble CAT Chandigarh is posted to August 10th and trying to get the stay vacated by engaging a senior Advocate.

 

GS was felicitated by Circle body on his visit to Hyderabad.  All the AOs recently promoted have also felicitated the GS separately and expressed their gratitude to the GS for their promotions. The meeting was presided by Com. P.V.Satyanarayana Dist. President, HTD.  CS addressed the gathering and expressed sincere thanks to the GS for attending the Special GB at Hyderabad in spite of his busy schedule.  CS thanked the GS for his untiring efforts and persistent persuasion for conducting the CPCs and releasing the promotion orders for about 12000 executives within a short span time before implementation of CPSU CH. CS also thanked the GS for getting the restructuring of AD (OL) cadre. CS requested the GS to peruse for the remaining CPCs for promotions from AO to CAO, AGM/DE to DGM (T) and JTO to SDE (T) from the years 2000 onwards. All the executives enthusiastically participated in the meeting and appreciated the efforts of GS. The hall was jam packed.

20.07.2018 Report on the 1st CEC of AP Circle:

1st CEC of AP Circle was conducted on 19.07.2018 at MBVK Bhavan, Vijayawada. The meeting started at 10:00 AM with flag hoisting by AP Circle President Sri M. Veeranjaneyulu along with Com. Prahlad Rai General Secretary, Com. B. Srinivasulu Reddy, AGS (Engg), Com. S. Narender Advisor (South), Com. A. Koteswara Rao Circle Secretary & large gathering of Circle Office Bearers, District Presidents, District Secretaries and CEC Members.

  

All the Members assembled in the auditorium at 10.15 AM. The welcome address was given by Host Branch Secretary Com. Bh. Sivaram Kumar. The meeting started with prayer by Com. Bhaji  Shyda. The meeting was presided over by Com. M. Veeranjaneyulu and after opening remarks, self introduction was given by all the members. All the members observed two minutes silence in the memory of the departed Comrades.

  

Com  A. Koteswara Rao, Circle Secretary presented the CS report for the period starting from the date of 1st AP Circle Conference held at Hyderabad on 11.02.2017 to 18.07.2018. In the report, CS AP Circle mentioned about all the organisation activities, membership, transfer issues, condolence messages and general issues regarding 2018 dairies payments particulars, 3rd PRC implementation in BSNL, Revision of Pension to retired employees and Pension Contribution on actual  basic as per the policy of Govt. of India. He also told that the AP circle branch started with "ZERO" Balance of amount. District Sectaries submitted their reports with details of membership, organisational activities and dairies payment. 

 

After the Tea break, the open session started with welcome address by P. Raju.  Com M. Veeranjaneyulu Circle President presided over the session. Respected CGMT AP Circle Sri A.P Rao attended the open session as the Chief Guest and  addressed the gathering. Respected PGM - CM  Sri M. John Chrisostom, Respected PGM CFA Sri L.S. Ropia,  Respected GM  (S&M-Infra)   Sri  A.V. Rao and Com Prahalad Rai General Secretary AIBSNLEA CHQ New Delhi were invited as the Guest of Honor and addressed the gathering. The auditorium was jam packed with full of delegates and members.


General Secretary Com. Prahlad Rai appreciated the organizers for the arrangements made for the 1st CEC in a grand manner. Com GS, in  his speech elaborated all issues of CPCs, promotions & court cases pertaining to all  executives of all disciplines. AP Circle President Com M.Veeranjaneyulu & Circle Secretary  Com A. Koteswara Rao felicitated the Chief Guest and all Guest of Honors with shawls & mementos. The open session concluded at 14:45 Hrs followed by delicious lunch.

 

In the evening session, District Secretaries reports continued up to 17:00 hrs. Then the interaction session was conducted. Com GS Prahlad Rai interacted with all the members and clarified the doubts raised by the members regarding on going CPCs & status of court cases for the promotions of AO to CAO, SDE to DE & DE to DGM. Com GS Prahlad Rai was felicitated by 2010 batch JAOs & host branch of AP Circle Office Vijayawada.

20.07.2018 Restructuring of AD (OL) cadre in BSNL:

GS requested GM (Pers.) for issuance of AD (OL) cadre restructuring order since DoT has already given its clearance long back. GM (Pers) mentioned hat Pers. Cell has already sent the case to GM (Estt) to deal with the matter. GS further discussed with GM (Estt) and requested him for releasing the orders. GM (Estt) informed that he has already submitted the case to Director (HR) for approval. (To whom it may concern)

 

Subject:      Ethics, Decency and Norms in Trade Unionism.

 

Comrade,

 

We have noted with grave concern the write up appearing in your website abusing our GS AIBSNLEA Prahlad Rai. We can understand the your frustration  because of the non implementation of CPSU CH on 1st July for which you have claimed your victory leaps and bounds in advance on one hand and implementation of CPCs of various cadres promoting 12000 executives as per demand of AIBSNLEA on the other. Although, AIBSNLEA is never against CPSU CH but is logically demanding filling up of all vacant posts before implementation of CPSU CH which management has accepted and is in process of implementation. This is indigestible to you and every 2nd day you are threatening for agitation which never taking place. When management is working on war-footing for promoting executives, you are threatening agitation. From this itself, one can understand your level of frustration.

 

Now you are personally after Prahlad Rai GS AIBSNLEA. You have unnecessary raised the issue of retirement date of Prahlad Rai being fully aware of the constitutional provisions of AIBSNLEA. As at present four CHQ office bearers are retired but all are holding their posts till the pendency of present body as per the Constitution of AIBSNLEA. BSNL management is aware of it. But you have singled out only Prahlad Rai and raised objection on his functioning as GS. If any violation of REA rules took place, BSNL management is there to look after, is it ethical on your part to raise such issues with the management just to settle your personal score. You have even threatened to boycott the meetings which will be attended by Prahlad Rai as GS AIBSNLEA because he is retired, forgetting the fact that you have accompanied a retired person as your President in several meetings for one and half years and still you are accompanying him as Chairman. You are even ready to compromise with the unity of unions and associations if they support or speak in favour of Prahlad Rai for the sake of satisfying your ego.

 

Actually you are afraid of the wonderful performance of Prahlad Rai and his team which stands in the way of your desire to establish your one-upmanship image in BSNL. You are thinking that in the absence of Prahlad Rai you can easily establish your desired image. But we are sorry comrade, he will continue to lead AIBSNLEA for some more time and will be replaced by another even more powerful Prahlad Rai in due course. You have totally forgotten that in trade union individual is not important but the policy and vision of the organisation is. If you don't change your attitude, your organisation is also going to suffer. Come to the senses comrade.

13.07.2018 Meeting with GM (Pers.), BSNL Corporate Office:

 

GM (Pers.) called AIBSNLEA for a meeting to discus regarding the promotions of executives. GS, President, AGS (HQ) and AGS (DR) attended the meeting. Jt. GM (Pers) was also present in the meeting.

 

We extended our sincere gratitude and thanks to the Management for issuing promotion orders of 12,000 executives within a months time which has been appreciated by all the executives. And, AIBSNLEA wants continuance of the process of promotions of the executives through CPCs before implementation of the CPSU Cadre Hierarchy. GM (Pers) appreciated our concern and mentioned that Management still wants to continue the promotions through CPCs but unanimity in this respect should come from all the corners. He asked the opinion of AIBSNLEA regarding equalization of promotion avenues in all the disciplines. We explained that equalization in promotions in all the cadres should be ensured as far as possible.

 

We demanded that all the eligible JTOs should be promoted to SDE (T) by filling-up of the vacant SDEs posts and either through up-gradation or by diversion of LDCE quota posts to SCF quota.

 

SDE to DE promotions should be issued to reduce stagnation in the cadre of SDE (T) by promoting all the eligible SDEs. GM (Pers) mentioned that even to promote Seniority List No. 8 SDEs about 3500 post up-gradation would be required which will increase the strength of the DE to about 10500 wherein deployment plan is to be prepared. We mentioned that after implementation of CPSU Cadre Hierarchy DE strength will be about 15000 in the year of 2022 and about 22000 in the year 2028. Thus promoting 10000 – 12000 should not be a problem through CPCs.

 

Regarding AO to CAO promotions, we requested to promote all the eligible AOs to the post of CAO by up-gradation of posts. GM (Pers) assured to discuss the matter with Director (HR).

 

For promotions in Civil/Electrical/Arch/TF/PA/PS/CSS cadres, GM (Pers) mentioned that regarding up-grading the posts of EE and equivalent cadres, proposal have been received in Pers. Cell and after discussion with Director (HR) a decision will be taken in this regard.

 

Regarding DE to DGM promotions GM (Pers) mentioned that an MA has been filed in the Hon'ble CAT Chandigarh on the basis of recent Hon'ble Court judgment and DOPT instructions. After vacation of the stay, CPC proceedings will be expedited to fill-up about 700 – 900 DGM posts.

 

Finally, GM (Pers) mentioned that AIBSNLEA concern on promotions will be apprised to the competent authority for further directions.   

13.07.2018 Status of Court cases in the Hon'ble PB CAT New Delhi regarding 147 LDCE Quota SDEs seniority:

The matter in respect of K.B. Upasani & Ors Vs. M/o Personnel Public Grievance & Pension and Sanjay Kumar Aggarwal & Ors. Vs. M/o Communications were listed today before Hon'ble Court No.1 Hon'ble Justice L. Narsimha Reddy Chairman and Hon'ble Mr. Pradeep Kumar, Member. Both the matters were vehemently argued by Mr. Manish Kumar Adv., Mr. K.B. Sinha appeared on behalf of BSNL & Mr. Gosain appeared for M/o of Communication. Advocate Ms. Rani Chhabra was present during the arguments on behalf of AIBSNLEA. After hearing at length the Hon'ble Tribunal dismissed both the OAs.

The OAs were filed by the applicants against their reversion consequent to the implementation of Hon'ble Supreme Court judgment dated 12.12.2017 in the matter of TES Group “B” seniority.

12.07.2018 SC/ST promotion: Bench to consider reservation on Aug 3, 2018:

The SC bench refused to pass any interim order even as Attorny General K K Venugopal contended that confusion was created due to multiple orders and reservation in promotion in various departments, including Railways was stuck. on Wednesday Supreme Court fixed August 3, 2018 as the date for constitution bench to determine if, to reconsider the 2006 M Nagaraj judgement.

12.07.2018 Status of Court Case in the matter of Contempt Petition on SDE to DE promotions:The contempt petition and the prayer for stay on SDE to DE promotions come up for hearing today in the Hon'ble CAT Chandigarh. BSNL counsel explained to the court about the Hon'ble Supreme Court Interim Order and DOPT guidelines which allowed reservation in promotions and how BSNL has given promotions based on these orders. After arguments, Hon'ble CAT declined to grant stay on the promotions and permission granted to BSNL to file a detailed affidavit on the Contempt Petition. The case is now posted to August, 2018. Jt GM (Pers) from BSNL Corporate Office was present in the Hon'ble CAT.

Lunch Hour Demonstrations have been held through out the Court at all Circle /SSA head quarters on 11.07.2018 under the banner of AUAB. At BSNL Corporate Office, the Lunch Hour Demonstration was held on 12.07.2018. A huge participated has been observed in these demonstrations. 10.07.2018 Demonstration by AUAB on 11-07-2018 at Circles and SSAs Head Quarters

As decided in the meeting of All Unions and Associations of BSNL (AUAB) demonstrations in front of the CCA offices at all Circles and at SSAs will be held on 11.07.2018 demanding the implementation of the assurances given by the Hon MOSC to the representatives of the All Unions and Associations of BSNL, in the meeting held on 24.02.2018, on the issues of implementation of 3rd Pay Revision to BSNL employees, implementation of Government of India Rules on payment of Pension Contribution by BSNL, the allotment of 4G spectrum to BSNL and Pension revision to BSNL Pensioners. 

All the Circle Secretaries / District Secretaries are requested coordinate with the constituent Unions and Associations and participate in the DEMONSTRATION on 11-07-2018 at Circles and SSAs and make it a grand success.

At BSNL Corporate Office demonstration will be held on 12-07-2018.

10.07.2018 Statement of Facts of Director (HR) meeting held on 09.07.2018:

Director (HR) BSNL Board convened a meeting of the General Secretaries of BSNLEU, NFTE, AIBSNLEA and SNEA. But GS/BSNLEU, GS/AIBSNLEA and GS/SNEA could attend the meeting with Director (HR) since GS/NFTE was out of station for attending his Union meetings at Mehboob Nagar. GM (Pers.), GM (SR) and OSD to Director (HR) were present in the meeting.

 

The very purpose of conducting the meeting of four General Secretaries of the recognised Unions/Associations was to discuss the dispute going on among the two major executive Associations which is damaging the environment of BSNL.

 

Director (HR) in the beginning of the meeting mentioned that the Management is trying to do its best for the betterment of all non-executives and executives. Thus every body should work together in unity for the betterment of BSNL and its employees.

 

Comrade GS/BSNLEU initiated the discussions and told Madam the main reasons of SNEA to write a letter against GS/AIBSNLEA is that at the instance of GS/AIBSNLEA, Mr. Khan CHQ President of SNEA has been reverted and transferred from BSNL Corporate Office to UP (W) Circle.

 

In response to this, Director (HR) replied that both the allegations against GS/AIBSNLEA are not correct and Management has not taken any action at the instance of GS/AIBSNLEA. The first point, reversal of Mr. Khan is the outcome of the Hon'ble Supreme Court judgment regarding the 147 LDCE Quota SDEs seniority case. In this respect, GS/SNEA reacted and mentioned that SNEA is not against the reversion but is against the eligibility decided by the BSNL Corporate Office in respect to these 147 LDCE Quota SDEs with reference to SDE RR provisions. Director (HR) immediately replied that BSNL Corporate Office has issued 147 LDCE Quota SDEs reversion orders in accordance to the Hon'ble Supreme Court judgment as understood. However, various court cases have been filed in different Hon'ble CATs & now based on that Management may review its decision, if required.

 

On the second point, Director (HR) mentioned that Mr. Khan, SDE has been transferred by the decision of Director (HR) and I am competent enough to transfer my executives. GS/SNEA reacted that the transfer of Mr. Khan is not on the basis of a policy. Then Director (HR) clarified that Management has decided not to keep all the Union/Association Office Bearers in BSNL Corporate Office. It was understood that Mr. Khan is having a house in Noida. In view of that it will be convenient for him to be posted at Noida. However, in case Mr. Khan has a difficulty in going to UP (West) then his order may be modified to Delhi today itself and accordingly, she directed GM (Pers) to put-up the case for issuance of the modified transfer orders of Mr. Khan.

 

Thereafter, Director (HR) discussed the objections raised by GS/SNEA regarding continuance of Shri Prahlad Rai as GS/AIBSNLEA even after his retirement. GS/SNEA reiterated his stand and told that my Association's stand is very clear that Mr. Prahlad Rai should not be allowed as GS/AIBSNLEA as per the BSNL (REA) Rules-2014. In this respect GS/AIBSNLEA replied that as per the decision of CWC Trivandrum and further decision taken in the CHQ Office Bearers & Circle Secretaries meet held at New Delhi, Shri Prahlad Rai will continue as GS along with other retired CHQ Office Bearers till next AIC which has already been requested to the BSNL Management. In the next CWC meeting of AIBSNLEA being held at Dehradun on 18th and 19th August 2018, the venue and time for the next AIC will be decided.

 

Comrade GS AIBSNLEA further mentioned that Comrade GS/SNEA has forgotten that in his last tenure, his CHQ President Comrade G.L. Jogi who retired on 30.06.2013 continued as CHQ President SNEA till next AIC of SNEA held in September 2015 at Jaipur about one and half years after his retirement that was also in violation of Executive Association SNEA recognition Rules 2004 i.e. only serving executive can become the Office Bearer of an Executive Association. But AIBSNLEA never raised any objection against Comrade Jogi's continuance after his retirement in writing or verbal. In this regard, GS/SNEA mentioned that Mr Jogi continued as CHQ President for one and half year but he did not make any communications. Then GS/AIBSNLEA clarified that normally President is not making any communications.

 

In this regard, GS/BSNLEU mentioned that such things are happening even in non-executive Unions also for example 2nd recognised Union, NFTE could hold its AIC after one year but such point was never raised by BSNLEU or any other Union. Then GS/SNEA reacted with anger to GS/BSNLEU that why they are interfering in this matter. If they do like this, SNEA may break its relations with AUAB. GS/BSNLEU replied that he is sitting here in the meeting on the invitation given by Director (HR) to resolve the dispute amicably and he further  mentioned that this is not the time to fight rather it is the time to safeguard the BSNL and its employees. Important issues like 3rd PRC, Pension Revision, Payment of Pension Contribution on actual and BSNL Tower Subsidiary are the important issues needs settlement through unity. The reply of GS/BSNLEU was appreciated and accepted by Director (HR). She further requested to keep harmony.

 

GS/SNEA immediately reacted and told that GS/AIBSNLEA for the last 15-20 days is updating on his CHQ website regarding promotions which is adversely affecting SNEA. He categorically told that Management should have implemented CPSU Cadre Hierarchy from 01.07.2018 it self to bring parity amongst the executives instead of conducting CPCs and promotion orders. Issuances of 12,000 promotion orders of executives have created disparity amongst the executives. GS/SNEA mentioned that GS/AIBSNLEA has written a letter against GS/SNEA not to allow him as GS/SNEA since he has been served with Charge Sheet in violation of BSNL (REA) Rules 2014.

 

In this regard, GS/AIBSNLEA clarified that he has not written any letter in response to GM (SR) letter which was addressed to CHQ President/AIBSNLEA. CHQ President in his reply has mentioned reference about GS/SNEA for violation of BSNL (REA) Rules -2014 and served as Major Penalty Charge Sheet even after he has been allowed to work as GS/SNEA. Also SNEA on their website spread hatred amongst the executives targeting particular cadres and community to create cadre war.  

 

Director (HR) mentioned that Management is ready to bring parity in all the cadres by promoting executives even by up-gradation of posts. 12,000 promotions of executives has been appreciated by each and every one and Management wants to continue this process to bring parity but it is unfortunate that now Management is being termed as VINDICTIVE since they have promoted 12,000 executives.

 

Director (HR) further mentioned that CPSU Cadre Hierarchy has been got approved by BSNL Management only from the BSNL Board despite of the many reservations. Some shortcomings of CPSU Cadre Hierarchy w.r.t SC/ST Roster are being examined and shortly some modifications will be made and the CPSU Cadre Hierarchy will be implemented since it is the baby of BSNL Management. Management wants to avoid litigations in CPSU Cadre Hierarchy. Director (HR) categorically told that parity in the promotions will be considered in all the cadres as far as possible before implementation of CPSU Cadre Hierarchy. One side Associations are distributing sweets, felicitating the Management for issuing promotion orders and other side is telling vindictive to the Management. It is most unfortunate.

 

Lastly, Director (HR) clearly mentioned that if Associations continue to condemn the Management against the promotions then Management will not like to promote executives and meeting lasted.       

10.07.2018 Status of Court Case on SDE to DE Promotions:

The contempt petition filed by Shri Ramesh Kumar, DS, SNEA Rohtak at Hon Chandigargh CAT on SDE to DE promotion come up for hearing yesterday on 09.07.2018 and posted to 12.07.2018. BSNL has been directed to explain how recent promotion orders are issued. Earlier Hon Court directed to give SDE to DE promotions by applying catch up Rules. BSNL Management in its MA has clarified that in accordance to the recent judgment declared by Hon'ble Supreme Court and endorsed by DoPT the Catch Rule has no relevance which has to be considered by Hon'ble Court also. It is learnt that Hon'ble Judge has asked BSNL to file the reply on 12.07.2018 thereafter, both the cases i.e. SDE to DE Promotions and AO to CAO Promotions can be heard simultaneously.

10.07.2018 Status of Court Case on AO to CAO Promotions:

An urgent MA, filed by BSNL at Hon Court for vacating the stay on AO to CAO promotions come up for hearing yesterday on 09.07.2018 but posted to 07.09.2018. The AO to CAO promotion is stayed due to SC/ST roster. The MA has been filed based on the recent Hon SC interim order and the DoPT orders. It is learnt that Hon'ble Judge in the matter of SDE to Promotion Case has asked BSNL to file the reply on 12.07.2018 thereafter, both the cases i.e. SDE to DE Promotions and AO to CAO Promotions can be heard simultaneously.

06.07.2018 AUAB calls upon the employees to observe "BSNL AT YOUR DOORSTEP" movement, to boost BSNL's sales and revenue collection:
A meeting of the All Unions and Associations of BSNL (AUAB) was held yesterday the 04-07-2018, under the chairmanship of Com.Prahlad Rai, GS, AIBSNLEA. The meeting seriously discussed about the steep fall in the revenue collection of the Company, due to the predatory pricing of Reliance Jio. It is felt that this is an undesirable situation, especially when the employees are awaiting the 3rd wage revision. Hence, the meeting seriously felt the need to take urgent steps, to immediately boost the sales and revenue collection of the Company. The meeting decided to take the following steps, to implement the call.

>>>>To call upon the employees to observe "BSNL AT YOUR DOORSTEP" movement, till the end of the current financial year, to reach out to the public, for boosting BSNL's sales and revenue.

05.07.2018 Holding of CPCs to promote all eligible executives vis a vis CPSU CH -  AIBSNLEA efforts:

AIBSNLEA is continuing its efforts for holding of CPCs to get promoted all eligible executives of various disciplines by up-gradation of posts. In continuation to this 1200 CAO posts and 248 EE (Electrical) posts for up gradation, files are pending for approval by the competent authority. We are pursuing the matter vigorously. Similarly we are also trying to get promoted SDEs from the List no. 8 as about 2800 DE through up-gradation, about 8000 JTOs are going to be promoted against SDE's vacant posts and up-graded posts and 200 EE (civil) through up-gradation. In Arch, TF streams requisite numbers of posts are to be up-graded to bring parity with other cadres.

 

To examine the SC/ST roaster implementation in CPSU cadre hierarchy, a committee has been formed under the chairmanship of CGM (Legal), BSNL Corporate Office. Thereafter only, the CPSU CH may come into existence. AIBSNLEA is committed for  promotions in all the cadres without discrimination through CPCs before implementation of CPSU CH.

02.07.2018Meeting with CMD BSNL:  GS, President, AGS (Finance), AGS(HQ), AGS (DR) met CMD BSNL and extend him sincere gratitude and thanks for issuing about 12000 Executives promotion orders within one month by approving CPCs. We  requested to continue the process till the time all the eligible Executives are promoted to higher posts  through CPC before implementation of the CPSU cadre hierarchy. CMD assured to look into the matter.

02.07.2018 Meeting with Dir (HR) BSNL Board:

GS, President, AGS(HQ), AGS (Finance) and AGS (DR) met Dir (HR) and extended sincere gratitude and thanks for issuing about 12000 Executives promotion orders within one month by  approving CPCs. We requested as under

a) CPC from AO to CAO: We requested to issue promotion orders of the eligible AOs to the post of CAO before implementation of CPSU Cadre hierarchy. Dir (HR) mentioned that GM(FP) has been directed to process the CPC and file MA in the Hon'ble CAT Chandigarh for vacation of stay orders. She assured an early action in this regard.

b)CPC from JTO to SDE (T): WE requested to promote all the JTOs who are eligible to be promoted as SDE based on existing RRs. Dir (HR) mentioned that GM(Pers) has been directed to initiate the CPC to promote all eligible JTOs against the vacant SDE posts or through upgradation.

c) CPC from JTO (E ) to SDE(E ) and SDE(E ) to EE(E ): We requested Dir (HR) to upgrade sufficient number of post in the grade of SDE (E ) and EE (E ) to reduce the stagnation. Dir (HR) advised to discuss the matter with CGM(EW) and put up the case for upgradation.

02.07.2018Meeting with GM(FP): GS, President AGS (Finance) AGS (DR) met GM (FP) and discussed regarding promotion from AO to CAO and requested to promote all the eligible AOs to the post of CAO by upgrading the posts. GM(FP) after detailed discussions mentioned that in addition to the existing 335 vacant regular CAO posts, 1200 posts will be upgraded to CAO Cadre to promote majority of eligible AOs. She also mentioned that today draft of MA after vetting from Pers. Cell is being sent to CGMT (Haryana ) Circle for filing MA in the Hon'ble CAT Chandigarh to get the stay order vacated on the basis of the recent Hon'ble Supreme Court Judgement and DOP&T endorsement on SC/ST roster. She assured that as soon as the stay order is vacated AO to CAO promotion orders will be issued.

02.07.2018 Meeting with GM(Pers): GS, President AGS (HQ) met GM(Pers.) and discussed regarding-

a) CPC from AO to CAO:  We requested to clear upgradation of AO posts to CAO posts for promoting the eligible AOs. GM(Pers) mentioned that today only he has cleared the upgradation of 1200 CAO posts and sent to the competent authority for approval. He also confirmed that today MA draft has been cleared by legal Cell of Pers. And sent to Haryana Circle for filing MA by tomorrow.

b) CPC from JTO to SDE: We requested to expedite CPC from JTO (T) to SDE(T) to reduce the stagnation. GM(Pers.) mentioned that as per the direction given by the Dir (HR) CPC process has been initiated to promote majority of JTOs to reduce stagnation. APAR and VCR has been called. He advised to extend help in expediting CPC.

c) CPC from SDE(T) to DE: We requested to promote SDEs of seniority list no. 8 to the posts of DE by upgrading about 2700 posts to DE grade. GM(Pers) mentioned that work in this direction will start shortly to cover seniority list no.8 through upgradation. We further requested to consider issuance of left out promotion orders. GM (Pers) mentioned that now most of the circles has sent the screening report except for 70 candidate of Karnataka Circle, Maharashtra Circle and few from other circles. He assured to issue promotion orders of about 700 left out cases shortly.

d) CPC from JTO (E ) to SDE(E ) and SDE(E ) to EE(E ):We requested GM(Pers) to allow upgradation of upgrade sufficient number of posts in the grade of SDE (E)  and EE(E ) to reduce the stagnation. GM(Pers) mentioned that let the CGM (EW) initiate the case as per their requirement. He assured clearance in this direction.

e) CPC from DE to DGM: We requested GM (Pers) to initiate CPC from DE to DGM by settling the pending court case. GM (Pers) mentioned that today only he has cleared the file for submission of rejoinder in the Hon'ble CAT Chandigarh on catch-up rule. He assured that after getting clearance from Hon'ble CAT the CPC will be initiated.

30.06.2018: CPC from JTO(E) to SDE(E) is also in the process of approval for SCF quota for 86 nos. posts. The list shall be released shortly.

30.06.2018: AIBSNLEA Vision and Positive approach benefited thousands of Executives by promotion through CPCs: AIBSNLEA since beginning was trying to get filled up all the vacant Group-‘B' and Group-‘A' (STS) equivalent posts and simultaneously persuaded for the implementation of CPSU Cadre Hierarchy since Feb-2011. AIBSNLEA was demanding CPSU Cadre Hierarchy implementation in the form of “Non Post Based time bound functional promotions upto the level of SG-JAG level and post based promotions after SAG level and above. Accordingly a Joint Committee headed by the then PGM(FP) Sh. S.R. Kapoor was constituted wherein AIBSNLEA, SNEA & AIGETOA were the participants but the Committee could not reach the unanimity and Mr. S.R. Kapoor retired. Then Sh. N.K. Narang, the then PGM(SR) headed the Committee but this Committee also failed to submitted the report. Thereafter, our CMD BSNL Sh. Anupam Shrivastava ji intervene in the matter and a new Committee headed by the then ED(NB) Sh. M.A. Khan was constituted having the GM(Estt.), GM(EF), Jt. GM(Pers.) official side members and Association side AIBSNLEA, SNEA and AIGETOA as the members.
This Committee after number of marathon meetings submitted the report in Sept-2016 but the report was not liked by the then PGM(Pers.) and he kept it pending. Again we took up the matter with CMD/Director(HR) BSNL and after their intervention PGM(Pers.) redrafted the CPSU Cadre Hierarchy in discussion with so called majority Associations and gave presentation to CMD/Director(HR) BSNL wherein he limited the functional promotions upto Sr. SDE level only, the bench marks were made stringent and Jt. DGM designation to E-5 grade to AGMs was not considered. AIBSNLEA immediately protested against such dilution of Khan Committee report and demanded immediately to take the views of AIBSNLEA also as 2nd majority Association. Management Committee of BSNL Board immediately directed PGM(Pers.) to take the views of AIBSNLEA also after discussions PGM(Pers.) hold discussions with AIBSNLEA and incorporated some suggestions viz. functional promotion upto AGM Level, Jt. DGM designation in E-5 scale and numerical benchmarks for promotion to avoid heavy droppings etc. The cutoff date from last CPC or year of recruitment, eligibility SDE/AO to DE/CAO was not considered 7 years instead of 12 years and the cutoff date was decided 01.01.2017.
This revised CPSU Cadre Hierarchy proposal was considered by the Management Committee of BSNL Board but the BSNL Board approached the CPSU Cadre Hierarchy on prospective dated which created problem that seniors was not getting any benefit of CPSU Cadre Hierarchy rather were being put in loss. In view of this, AIBSNLEA impressed upon the management for the filling up of all the vacant Group-‘B' and Group-A' (STS) level posts immediately before the implementation of CPSU Cadre Hierarchy. AIBSNLEA concern was appreciated by the management and they started the process of CPCs immediately. In the first phase management Committee allowed Pers. Cell to conduct the CPCs in accordance with the promotions being made by other ministries. Meanwhile Hon'ble Supreme Court delivered the judgment on SC/ST roster implementation in promotions and accordingly BSNL Management immediately issued 1987JTO to SDE(T) LDCE quota promotions and 3000 JTO to SDE(T) SCF quota promotions.
AIBSNLEA continued its efforts to get conducted CPCs in all disciplines which resulted 2227 JAO to AO promotions, 3450 SDE(T) to DE Promotions, JTO(TF) to SDE(TF) and SDE(TF to AGM(TF) promotions, SDE(E) to EE(E) and JTO(C) to SDE(C) promotions. Now efforts are being made to get CPCs conducted from AO to CAO, JTO(T) to SDE(T) to fill up all the vacant posts. The promotion orders from JTO(E) to SDE(E) and SDE(C) to EE(C) are expected shortly.
All the above promotion orders have been issued and are being issued with the untiring and dedicated efforts of AIBSNLEA. Some vested interests tried to block the CPCs but failed. AIBSNLEA always demanded CPSU Cadre hierarchy on the basis of Khan Committee report to benefit the executives in true sense/sprit.
AIBSNLEA congratulated all the executives got promoted and now getting promoted. History has been created in BSNL.
AIBSNLEA is extremely thankful to CMD, BSNL, Direrctor(HR), Director(CM), Director(CFA/EB), CGM(Legal), GM(Pers.), GM(Estt.), Jt. GM(Pers.), GM(SR) and the concerned officers of Pers. Cell, who involved in the process of CPCs and completed successfully by their Hard Work within the assigned dead line.

30.06.2018: SDE to DE promotion orders - un-accessed cases:

Comrades, attached list is a list of un-accessed cases. All the Circle Secretaries are requested to forward screening committee report in single excel file itself (list 5, 6,7, 8 in separate sheets, if possible of all pending cased urgently by tomorrow to AGM (DPC), BSNL Corporate Office positively.

30.06.2018: A Report on the Meeting of Central Office Bearers, Advisors, Consultants and Circle Secretaries held on 28.6.2018 and 29.6.2018.

 

A meeting of the Central Office Bearers, Advisors, Consultants, and Circle Secretaries was held at Hotel Grand Southern, Karol Bag, New Delhi. Com. Shivakumar, President welcomed one and all. He mentioned in his address that the meeting is called in a crucial juncture and will have to discuss many important issues in the meeting and requested all to actively participate in the deliberations.

 

After self-introduction, Agenda items were presented and the agenda items were passed unanimously.

 

Com. Prahlad Rai, General Secretary has submitted the report on the activities.   He has briefed about the difficulties faced after the membership verification due to the anti-activities of the majority association in support with few of the officers in the corporate office. He also mentioned about the support he received from the top level management and how AIBSNLEA over came from such situation.

 

GS also expressed about the activities of CPSU CH, activities of the anti-executive Majority Association on the CPSU CH, intervention of the AIBSNLEA on the CPSU CH and its present status. He appreciated the support of CMD, BSNL and Director (HR) during the time of crisis after the membership verification, subsequent realization  of the management that recognizing only one association as Majority Association will not be in the larger interest of the executives and BSNL at a large.

 

GS also brief about the status of the Court Case at Allahabad High Court regarding the Recognition Rules. GS requested all the Circle Secretaries to brief about the activities taken by respective circles to increase the membership after membership verification.

 

GS further informed that AIBSNLEA is lacking in marketing. All the achievements of the AIBSNLEA are marketed by Majority Association, as their own achievement. He requested all to counter the false claim of the Majority Association and propagate the efforts and achievement of the AIBSNLEA which will help in increasing its membership.  

 

Circle-wise membership position was discussed in detail along with the action plan to increase the membership. Circle Secretaries present in the meeting has submitted the report on the performance of the circles. Organising Secretaries has presented the report of the Circles under their jurisdiction. All the AGSs, Advisors and Consultants also submitted their reports.

 

GS while summing up has mentioned that details of the membership are now available with the CHQ.  Wherever there are no branches, Circles will have to take action to form branches at all SSAs. He also mentioned that next referendum will have to be faced by AIBSNLEA alone.  All the Circle those not conducted the Circle conference should the Circle Conference before the ensuing CWC at Dehradun. He requested OS (North) to extend full support to UP (E) and support the ACS who is holding the charge of CS. The organizational situation of Gujarat Circle was discussed in details.  The body has authorized Com. B S Reddy and Com. Rajpal to visit Gujarat Circle and settle the issue within 15 days.

 

GS further informed that before the CWC at Dehradun, all the Circle Secretaries will have to update the circle websites.    CHQ Website should be regularly updated by Com. Bhagwan Singh. GS informed that the he will ensure that the CPSU CH is made applicable to PA PS Cadre and change of cadre controlling authority from Director (HR) to CGM will also be taken up along with pending cases of holding of CPCs of PA to PS promotion case of stenos drawing the pay scale of Executives under ACP scheme.

 

He has mentioned that many of the consultants are regularly contacting the GS and guide the CHQ from time to time. GS condemned the criticizing of consultants in whatsapp and requested to not repeat such activities by the leaders. It was decided that the Admin of the whatsapp group should issue instructions that it is only for exchanging the information and not to be used for criticism. 

 

The meeting congratulated the Raj Bhasha Adhikari for their promotion orders from E1-E2 pay scale, due to the efforts of AIBSNLEA.

 

Welfare Scheme:  Details of the scheme will have to be displayed in the CHQ website.  Separate account will have to be opened for the welfare scheme.

 

CPSU CADRE HIERARCHY:  After lot of discussions and deliberations, it was decided that Association will continue its efforts for the filling up teh vacant Group-'B' and Group-'A' STS level equivalent posts before implementation of CPSU Cadre hierarchy. AIBSNLEA will ensure true implementation of CPSU Cadre Hierarchy after its notification.

 

GS briefed about the status of 3 PRC, efforts taken, reply received from DoT and about the various meetings in various departments of DPE, DoT, BSNL, MoC, etc.  He informed the present status and mentioned that the reply for the DoT query is being made by GM SR and the details of the discussions taken in the All India Unions and Associations.

 

He has also mentioned about the details of the anti AIBSNLEA activities taken by the GS SNEA and the letter written by GS SNEA against the continuance of the GS AIBSNLEA in office after the retirement. President and GS mentioned about the displeasure of AIBSNLEA on the anti-AIBSNLEA activities of GS SNEA and the reaction of the GS BSNLEU on the action of GS SNEA. He also briefed about the assurance of GS BSNLEU in settling the issue with GS SNEA.

 

After lot of discussions and deliberations, it was decided to continue and lead the All Unions and Associations forum for the implementation of the 3 PRC for the largest interest of the executives and non-executives of BSNL keeping away difference of opinion with the GS SNEA.

 

GS briefed in detail about the actions taken by the Association in order to pursue the management to hold CPCs before implementation of the CPSU CH, in order to extend maximum benefit to the executives.  He also explained about the activities of the GS SNEA which are making hurdles in holding the CPCs on the plea of immediate implementation of CPSU CH.  He mentioned about the activities and efforts taken including the withdrawal of court cases to succeed the holding of CPCs.  He has mentioned the status of the CPCs of all the disciplines and grades. 

 

The AD OL cadre has been restructured and E2 scale has been granted w.e.f. 1.10.2000 notionally.  House has appreciated the efforts of the GS, as the case of AD OL was only pursued by AIBSNLEA and no other association done anything for the cadre.

 

After the allotment of accommodation for the AIBSNLEA in the IR area, the complete area was renovated and the entire staff and officers are appreciating the association. 

 

The issue of co-ordination and forming united forum with the AIGETOA was discussed in detail.  It was decided to keep the relation with all.  

 

It was also discussed that the matter is subjudice in the Allahabad High Court.  Hence the same may be submitted to the BSNL Management and no action can be taken

 

It was unanimously passed that Com. Prahlad Rai, General Secretary be continued as G.S. AIBSNLEA till the next AIC is held.

 

Farewell Party to Shri R K Mittal, Director (CM),  BSNL Board:

 

AIBSNLEA on 29.06.2018 during lunch hours arranged a farewell party to Shri R.K. Mittal, Director (CM), BSNL Board, who is retiring on superannuation on 30.06.2018. Smt. Sujata Ray, Director (HR); Shri H C Pant, CGM (Legal); Shri Keshav Rao, GM (Pers); Shri Sourabh Tyagi, GM (Estt); Shri A M Gupta, GM (SR); Smt. Smita Choudhari, GM (FP); Shri Manish Kumar, Jt. GM (Pers); Shri V K Sinha, OSD to Director (HR) and Shri Surendra Kumar CLO have attended the party.

 

Com B S Reddy, AGS (Engg), CHQ convened the meeting and all the dignitaries were felicitated.

 

Com. Shivkumar in his welcome address thanked all the dignitaries and guest for their support and help for completing the CPCs and issuing order in a record short time and wished happy retired life to Shri R.K. Mittal.

 

Com. Prahlad Rai in his address mentioned that Shri R.K. Mittal being the Director (CM) due to his strategic move BSNL could adjust and survive the market against the free service introduced by the Reliance Jio. He mentioned that Reliance Jio is proposing the IPO and will collect the money from the market and will take ‘U' turn and stop offering the free service and BSNL can further compete with the market and BSNL will continue its strength, quality of service  which was possible for MNP to a great extent. 

 

BSNL in the CM segment has maintained a very good service which was possible due to the vision and action of Shri Mittal in a silent manner. Higher revenue was earning by the BSNL from the CM segment. The loss of BSNL could reduce only because of the CM segment. BSNL is working with dedicated and hard working team. BSNL is given popularity in the telecom sector of the country. Motivation factors have been developed in the minds of the employees.

 

It is proved beyond doubt that BSNL can turn around due to dedicated hardworking of Director (F).

 

In the enterprises business also lot of revenue has been earned. CFA segment was facing lot of problems due to non availability of tenders and after joining of Shri N K Gupta, the then Director (CFA) has improved the situation. It was difficult for the field officers to work without materials and now the situation has been changed by procuring the material required and providing adequate support to the field requirement.

 

The team work of Board of Directors under the leadership of CMD, BSNL only instrumental for the BSNL to turn around to the present situation.  GS thanked Shri Mittal for accepting the invitation and wished him a happy and prosperous retired life. He mentioned that while working in office, every day there is challenge and many issues are creating de-motivation and frustration and the retirement with all the benefit is the greatest achievement of life.  He is retiring with honour and congratulated him.

 

He thanked Smt. Sujata Ray, Director (HR) for accepting the invitation and leading the organization in the capacity of Director (HR) and only she had taken care of the executives

 

He thanked Keshav Rao, GM (Pers) for working day & night to complete the CPCs and issuing promotion orders for all segment of executives.

 

He also mentioned that without the help of CGM (Legal), it would not have been possible to complete the CPCs in a record time.  He also mentioned that CGM (Legal) was very kind enough with positive in pursuing with the case.  

 

He also thanked Shri Surendra Kumar CLO and Shri V K Sinha, OSD to Director (HR) for their support and guidance.

 

He also thanked  Smt. Smitha Choudhari, GM (F) for issuing the promotion more than 2400 JAOs to AOs

 

He also thanked Sourabh Tyagi GM (Estt)  for giving impartial guidance and support. He also thanked Shri Gupta GM (SR) for giving positive advice and being a very good supporter and keeping liaison between the management and the associations.

 

He mentioned that AIBSNLEA is making efforts from 2011 onwards for the CPSU CH and since the same could not be implemented from with retrospective effect, we were eager to complete the CPCs before the implementation of the CPSU CH and thanked the entire team for holding the CPCs and requested Director (HR) to complete whatever possible CPCs before issue of CPSU CH.  He also requested to issue the Civil Electrical Executive Engineer promotion which is pending in the personal section and give great relief to the cadre.

 

He thanked Director (HR) for approving the pay scale of Rajbasha Adhikari.  Many things, which were never expected by any of the associations under the leadership of Director (HR) could achieve, which was possible due to the team work and positive and support of great leader like Smt. Sujata Ray Madam.

 

Com. Prahlad Rai has appreciated and thanked the Director (HR) for creating the software and platform for the BSNL retirees and requested to settle the medical re-imbursement which is pending since April.

 

He thanked everyone for the patient hearing.

 

Smt. Sujata Ray, Director (HR) thanked the AIBSNLEA team for arranging such a felicitation for Shri R K Mittal, Director (CM).  She mentioned that the contribution of Shri R.K. Mittal with his sharp and analytical skill was an asset for the BSNL management to have as Director like Shri Mittal in the BSNL Board.  She mentioned that the entire board plays a very vital and cohesive roll under the leadership of Shri Anupam Shrivastava.  She informed that CMD BSNL could not attend this fucntion because at present he is seating in PSEB wherein Direcor(CFA) interview is going on and Director(EB) has gone to DoT to attend the  meeting in Minister Office.

 

She mentioned that she is very fortunate to have the entire team of Personal section and Shri Mittal as a colleague in the BSNL Board.  She mentioned that the approach of Shri Mittal was very open and was co-operative in arriving the decisions.  BSNL board has got very much help from the support of Shri Mittal who has lot of skills, knowledge and help to his colleague and CMD.  She mentioned that Shri Mittal was very bravely with sheer knowledge and uprightness has brought the GSM market to the former glory which will help to further revive the CM sector. The entire credit goes to Shri Mittal and he is hero of BSNL.  She also mentioned that she was really placed good roll as colleagues and she was able to take many decision in the finance sector. She mentioned that she is waiting to hear Shri Mittal so that plan and act in the remaining service. She mentioned that we are emotionally attached with the organization and she is blessed with wonderful board, colleagues, HR team gifted with many skills.  She mentioned that she is fortunate and lucky to sort out the court cases and issue maximum promotion orders to promote as many as possible.  She also thanked Shri Mittal for his support given for the finalization of the CPSU CH. She mentioned that people are working very hard and will try to sort out as many as issues at the earliest. She mentioned while celebrating the victory, not to pull down those who are fortunate to have success. Wisdom experience and good decision will preserve for the tomorrow's BSNL within a year or so and we should have selective happiness and rejoice together and work together and wished Shri Mittal whose presence has enriched the BSNL Board and wished him a happy fruitful and relaxed retired life.

 

Shri R K Mittal, Director (CM) in his addressed mentioned that he is very much thankful for the felicitation given to him.  In his addressed he remembered the days he worked in MTNL while selected him as Director of BSNL. He mentioned that, it was not easy for him to get selected as Board of Director of BSNL and it is Herculean task to become a Board member.  He mentioned he is not regretting his decision to join the BSNL board missing his 7th pay commission benefit.  He also mentioned that in the struggle to revive BSNL he has selected few para meters like MNP by providing quality service. He has mentioned that BSNL was MNP positive for the last 3 consecutive years with more than 15 lakh in the year 17-18. He mentioned that he was to do many more things to do, but due to time availability constraint, he has limitations. He mentioned that if given a chance, he will be happy to serve BSNL further.

 

He has congratulated the Director (HR) while referring the CPCs in the mass scale, and mentioned that the entire team which is resilience of BSNL that such kind of work can be done in BSNL within a short span of time by working day and night.  He has thanked his colleagues in the board, CMD and thanked every one for giving opportunity to serve the BSNL.

28.06.2018 Congratulations ! DoT grants approval for up-gradation of pay scale of AD (OL) / Rajbhasha Adhikari from E1 to E2:

AIBSNLEA's consistent efforts yielded results in getting approved the proposal for up-gradation of pay scale of AD (OL) / Rajbhasha Adhikari from E1 to E2  to be effective from 01.10.2000 notionally. Actual benefit shall be effective from the date of issue of order in this regard by BSNL Corporate Office. We will pursue its endorsement from BSNL Corporate Office at the earliest.

28.06.2018 SDE to DE promotions - Status update

It is learnt the Hon'ble Ernakulam CAT has not granted any stay on the SDE to DE promotions when the case was brought before the CAT and passed the directions that the promotion orders can be issued subject to outcome of final verdict.

28.06.2018 CPC from SDE (T) to DE (T):

Com. GS discussed with G.M. (Pers) and requested for releasing the promotion order from SDE (T) to DE.  GM (Pers) mentioned that CPC work is in progress.  The promotion orders may be issued today late evening or tomorrow. 

Dear Comrades, please have patience.  AIBSNLEA is continuously pursuing the matter.  Ultimately promotion orders are to be issued by Pers. Cell only not by others who are giving minute to minute basis commentary.  GM (Pers) categorically told that my staff working for CPC should not be disturbed by any one by sitting there.

28.06.2018 SDE to DE promotions - Status update

27.06.2018 SDE to DE promotions - A hurdle created by District Secretary of SNEA, Rohtak (Haryana):

It is really saddened to report that SNEA, the so called Majority Association, when the BSNL Management not accepted their demand of immediate notification of CPSU CH, they have taken the CAT Chandigarh route to stall the CPC proceedings for SDE to DE promotions.

 

Today, one of their Office Bearer Shri Ramesh Kumar alias Ramesh Kumar Nehra, District Secretary, SNEA, Rohtak (Haryana) has filed an OA in the CAT Bench Chandigarh and appeared in person and got directions that "The respondents are directed to make promotions from the post of SDE to AGM as per Hon'ble Apex Court judgment cited above, after following the catch up rule in terms of the above said judgment by complying with the mandate of M. Nagraj, subject to final out come of the OA".

 

The so applicant Shri Ramesh Kumar belongs the SDEs seniority List No. 8.

27.06.2018 Meeting with Director (HR), BSNL Board:

GS President met Director (HR) and requested for issuance of the promotion orders by expediting CPCs in all disciplines. Director (HR) mentioned that all cadre controlling authorities are busy with ongoing CPC work of their respective cadres and the efforts are being made to issue promotion orders before 30.06.2018.

27.06.2018 Meeting with GM (FP) BSNL Corporate Office:

GS, President and Advisor (South) met GM (FP) and discussed regarding CPCs from JAO to AO, AO to CAO and CAO to DGM. GM (FP) informed that JAO to AO CPC was expedited two days before and minutes were submitted to the competent authority. Meanwhile Hon'ble CAT Ernakulam has given directions not to issue promotion orders till 29.06.2018 after hearing the case. Thus the promotion orders for 2400 JAO to AO can be issued after the outcome of the court case. AO to CAO CPC is under process but promotion order can be issued on vacation of the stay orders by the Hon'ble CAT Chandigarh and filing a Writ Petition in Hon'ble High Court Chandigarh on Catch-up Rule. DGM (Adhoc) to DGM (Regular) in the Finance Wing of 55 executives. CPC to be conducted tomorrow. CAO (regular) to DGM (Adhoc) for 38 executives is under process for getting approval from the Management Committee with one year relaxation.

27.06.2018 Meeting with GM (Pers.) BSNL Corporate Office:

GS, President, AGS (HQ) and Advisor (South) Comrade S Narendra met GM (Pers.) and discussed regarding CPC from SDE (T) to DE (T). GM (Pers.) informed that CPC work is in progress about 3320 SDEs are being promoted to DE (T) posts  for whom the APARs have been accessed and VC have been received. The minutes of the CPC are being prepared today which will be submitted to the competent authority immediately for approval. The promotion orders are expected to be issued by tomorrow morning. About 290 SC/ST candidates from the seniority List No. 8 along with the seniority List No. 5, 6 & 7 candidates are being considered. The CPC was initiated to fill-up about 4800 posts but about 434 cases HRMS numbers are not available and 115 are unassessed due to various reasons. Thus the DPC has been conducted for 4711 candidates.

27.06.2018 Meeting with GM (Pers.), BSNL Corporate Office:

GS, President and AGS (DR) met GM (Pers) and discussed regarding:

CPC from JTO to SDE, SDE to DE and DE to DGM: GM (Pers) mentioned that JTO to SDE (T) CPC is under process but it will take two to three months time. SDE to DE CPC is in progress wherein seniority List No. 6 & 7 are being covered along with 287 SDEs of SC/ST quota from the seniority List No. 8. Total 4700 SDEs are being considered. About 3000 SDEs APARs have been accessed and promotion orders will be issued subject to availability of VCRs. Promotion orders are expected today. Regarding DE to DGM promotion, GM (Pers) mentioned that these promotions will be considered in the month of July or August 2018.

Regarding AO to CAO CPC it is learnt that the stay order granted by Hon'ble CAT Chandiagrh has not been vacated so far. In the other court case on Catch-up rule, BSNL is filing an MA with in a day or two and there after on vacation of the stay orders, the promotion orders from AO to CAO may be issued.

Regarding other disciplines i.e. TF, Civil, Electrical, Arch Engineering Wings the CPCs have been expedited and the promotion orders will be issued by 30.06.2018.       

27.06.2018 Status on JAO to AO Court Case in Hon'ble CAT Ernakulam:

OA against the promotion of JAO to AO came up for hearing today. Case posted for 29.06.2018 for filing reply. Court stated that how a screening committee was formed within a day and how the report was submitted by the committee. However no stay order issued.

JAO to AO promotion CPC has been expedited and the minutes have been submitted to the competent authority for approval. Promotion orders will be issued after the out come of the court case.

27.06.2018 Misleading information on JAO to AO promotions spread out by SNEA:

It is really saddened to report that SNEA, the so called Majority Association, publishing sentimental news against AIBSNLEA to masquerade their false face.  AIBSNLEA DS of Kottayam Branch has been called by some of his batch mates belonging to SNEA informed about their move to claim their promotion along with CPC covering JAOs up to 2013 and sought his joining also as he is a lone member of AIBSNLEA in that batch. Though this batch of JAOs belongs to JAO batch 2012, they have been trained in 2016. Being informed that all his batch mates are moving together for their claim, he was requested to join. Before signing, DS was reassured that the case is for considering their promotion alone.

From SNEA site only he could understand that his signature has been used for the stay purpose also along with other Non-AIBSNLEA Members. By understanding the trap move of another association Com. DS rushed today morning to Ernakulam and withdrawn his signature on today morning itself.

27.06.2018 BSNL Corporate Office withdraws instructions for Non-grant of any leave:

BSNL Corporate Office today issued instructions to the field unit citing that since AIBSNLEA has deferred its agitational programme, the instructions issued vide letter of even number dated 26.06.2018 under para 3& 4 may not be acted upon.

26.06.2018 Deferment of Demonstration program on 27.06.2018 during Lunch Hours.

In view of the assurances given by the Director (HR) during its meeting with AIBSNLEA, SNEA, AIGETOA and SEWA to conduct maximum CPCs before notification of CPSU Cadre Hierarchy, it has been decided to defer the Lunch Hour Demonstration at all Circle/SSA HQs and BSNL Corporate Office on 27.06.2018. Director (HR) has assured to withdraw / modify the SR Cell letter baring grant of leave to AIBSNLEA Office Bearers for attending the CHQ Office Bearers, Advisors, Consultants and Circle Secretaries meeting at New Delhi on 28th and 29th June 2018. Necessary orders will be issued tomorrow.

26.06.2018 Meeting of CHQ Office Bearers, Advisors, Consultants and Circle Secretaries - Revised accommodation plan

All the participants coming on 27th June 2018 for attending the CHQ Office Bearers, Advisors, Consultants and Circle Secretaries meeting at New Delhi are requested to directly reach the venue i.e. Hotel Southern Grand (011- 47534790), Arya Samaj Road, Karol Bagh instead of going to Rajendra Nagar BSNL IQs. This arrangement has been decided for the convenience.

Venue of the meeting of CHQ Office Bearers, Advisors, Consultants and Circle Secretaries along with their boarding and lodging arrangements have  been made in the   Hotel Southern Grand (011- 47534790), Arya Samaj Road, Karol Bagh on 28th and 29th June 2018. Those who are reaching on 27th morning and staying on 30th may stay in Rajendra Nagar, BSNL IQ Suit No 16,18,19 & 21. Caretaker No 011- 28743603. The IQ Suits are nearer to Karol Bagh meeting venue. The allotment of rooms will be made at the hotel reception counter on the arrival. The taxi arrangements for departure will be made available by hotel on demand on nominal payment basis.

25.06.2018 Change of circle posting on promotion in JTO to SDE (T) both (SCF and LDCE quota):

All the CS / DSs are requested to collect and send the representations of recently promoted SDE telecom through SCF quota and LDCE quota for their change of posting as per their request to CHQ for consideration and pursuance.

25.06.2018 Meeting with CMD BSNL :

GS and President met CMD BSNL and requested to direct the Pers. Cell for expediting CPCs to fill-up the all vacant existing Group “B” and Group “A” STS level posts before implementation of CPSU Cadre Hierarchy. CMD BSNL mentioned that he has already directed Pers. Cell to conduct the CPCs and now we may pursue with Director (HR) for expediting CPCs.

25.06.2018 Meeting with Director (HR), BSNL Board:

Director (HR), BSNL Board in the presence of GM (Pers.), Jt. GM(Pers.) and OSD to Director (HR) conducted a meeting with the representatives of AIBSNLEA, SNEA, AIGETOA and SEWA and apprised the status of CPCs process of various disciplines as under:

Telecom Factory wing:

a.  JTO (TF) to SDE (TF) CPCs to be completed by 30.06.2018 for 53 SDE(TF) posts

b.  SDE (TF to AGM (TF): 12  AGM(TF) post are being filled up by 30.06.2018.

Civil wing:

a.  JTO (C) to SDE(C): 85 SDE(C) posts are being filled up by 30.06.2018

b.  SDE(C) to EE(C):  155 posts of EE(C) are to be filled up but there is stay orders from Hon'ble CAT Chandigarh for implementation of Catch-up Rule, wherein BSNL is filling Writ Petitions in Hon'ble High Court within 2-3 days in accordance with the recent Judgement of Hon'ble Supreme Court on SC/ST roster and DOP&T guidelines. After filling the writ petition promotion order will be issued subject to outcome of court case.

Electrical wing :

a.  JTO (E) to SDE (E): 126 SDE (E) posts will be filled up by 30th June 2018. VCR have been called for.

b.  SDE (E) to EE (E): 130 EE (E) posts will be filled up by 30.06.2018.

Arch wing:

a.  JTO to SDE (Arch): One vacant post will be filled up by 30.06.2018

b.  SDE to EE (Arch.): no vacay is there for SDE to EE(Arch.).

Accounts wing:

a.  JAO to AO: 2397 AO posts are being filled up by up-gradation of 1400 JAO post to AO post by 30.06.2018

b.  AO to CAO: 335 regular vacancies, 284 CAO posts got vacated on DGM Adhoc promotion, 336 MT quota posts to be utilized. Therefore, 955 CAO posts are to be filled. GM (FP) told that efforts are being made to fill up these vacant posts after getting clearance from Pers. Cell, filling the writ petition in the Hon'ble high court Chandigarh against the stay order granted on Catch-up Rule and filling MA in the Hon'ble CAT Chandigarh on the basis of recent Supreme Court judgement and DOP&T instructions. GM (FP) assured an early action in this regard.  We further requested to promote all the eligible AOs to CAOs by up-gradations.

Telecom Engineering Wing:

a.  JTO (T) to SDE (T): We expressed our serious concerned against non-filling up of the vacant SDE (T) posts by the eligible JTOs . JTO recruited in the year 1999 is still waiting for its first promotion after a gap of 19 years. This is the most frustrating and de-motivating situation wherein other streams up to 2013 recruited executive are getting promotions. To bring parity among the cadres, it is required to promote all the JTOs recruited up to year 2013 and having requisite eligible service. Director HR appreciated our concern and directed GM (Pers) and Jt. GM (Pers) to examine and process the case for CPC immediately.

b.  SDE (T) to DE (T): Jt GM (Pers) informed that CPC has been processed to fill up 4887 posts (1782 regular and 3105 through up-gradation ). He further mentioned that there is no stalemate in the CPC and efforts are being made to issue before 30th June, 2018.

 

While concluding, Director (HR) mentioned that being the HR head she has to take care of all the cadres equally. She assured that efforts will be made to expedite above CPCs at the earliest

22.06.2018 SDE to DE CPC status update:

BSNL Corporate  Office has informed that after compilation of some of the SCRs it has been observed that the date of joining of some of the executives are not in consonance with their promotion orders. Therefore, it is directed to provide date of joining of these executives as per their service book for considering them for promotion to the grade of AGM/DE (T) on regular basis before 25.06.2018.

It has also been clarified that the Circles are to provide SCR in respect of all those executives who were working under them as on 31.05.2018.

22.06.2018 JAO to AO CPC status update:

BSNL Corporate  Office has issued instruction for constitution of Screening Committee and forward the duly filled up /  signed Screening Committee Report in the prescribed proforma - Annexure -A in respect of AAOs / JAOs as per the provisional eligibility list (Annexure - B). The Screening Committee Reports should reach to BSNL Corporate Office latest by 23.06.2018.

22.06.2018 Meeting at Dehradun:

GS attended and addressed a General Body meeting at Dehradun with respect to holding of 3rd CWC meet at Dehradun on 18th and 19th August 2018 wherein he apprised in detail about the status of HR issues and progress on CPSU Cadre Hierarchy implementation and conduction of CPCs

22.06.2018 AIBNSLEA Central Office Bearers, Advisors, Consultants and Circle Secretaries meeting at New Delhi on 28th and 29th June 2018.

 

AIBSNLEA decided to hold its Central Office Bearers, Advisors, Consultants and Circle Secretaries meeting at New Delhi on 28th and 29th June 2018 to discuss the status for holding of all the CPCs in all the disciplines to fill-up all vacant Group "B" and Group "A" level posts in various disciplines before notification of CPSU Cadre Hierarchy.

 

The situation has warranted us to hold this emergent meeting of Central Office Bearers, Advisors, Consultants and Circle Secretaries meeting at New Delhi on 28th and 29th June 2018 wherein the so called majority Association is detrimental to the interests of executives. They are mis-leading the executives that the CPCs may take two years or more time in completing the process whereas Comrade GS has discussed in detail with Director (HR) regarding conduction of CPCs and she has categorically mentioned that in the recent meeting of all the cadre controlling officers, a road map has been decided to expedite all the CPCs in a time bound manner for all disciplines i.e. Telecom / Finance / Civil / Electrical / Architect / Telecom Factory wings before 15the July 2018. And, she has categorically told that before 30th June 2018 only 20% CPCs conduction is possible. And, after notification of CPSU Cadre Hierarchy the CPC process has to be stopped.

 

In view of this situation, AIBSNLEA has decided to hold demonstrations on 27th June 2018 during Lunch Hours at all SSA/Circle HQs and BSNL Corporate Office level.

 

The necessary notices for the aforesaid meeting and holding of demonstrations on 27th June will be issued shortly.

 

All the Central Office Bearers, Advisors, Consultants and Circle Secretaries are requested to immediately book their both way journey tickets to New Delhi immediately.
