30.04.2009 : General Body Meeting at Hyderabad - General Secretary, President, AGS (Engg) and Advisor-III attended and addressed the General Body Meeting organised by the six District Branches available in the twin cities on 29.04.2009. Com Venkat Rao, OS welcomed the guests to the dais. The CHQ representatives discussed regarding the activities at CHQ, performance of AP Circle and the issues related to AP Circle Executives. Com GS and Com President, in their addresses, apprised the members in detail regarding the important issues of HQ and Circle level mainly finalisation of Gr. A RRs, regularisation of adhoc STS Gr. A officers, filling up of vacant STS Gr. A and B posts, ACP withdrawal, implementation of revised IDA pay scales w.e. from 01.01.2007 with fitment benefit from 68.8% to 78.2%, viability of BSNL etc. Com GS replied the queries raised by the members in respect of the issues related to the Executives of Civil and Electrical wings, DPC of 1999 batch JAOs, first Time bound promotion of JAOs recruited during 2003-04, March 2006 Part II exams and results of officiating JAOs, FR (1) 1 benefit on SSO to SO fixation, one time fixation of SDEs to Sr. SDE grade on 01.10.2000 etc. He requested all the members to provide quality telecom services to customers. Com Narasaiah, Circle President, AP Circle presided over the meeting. Com Rajendra Prasad, DS HTD, Com Ramarao, DS Saifabad, Com Sharma, DS, Cell One, Com Sivacharan, CS (looking after) and Com Venkat Rao, CWC Member also addressed the meeting. The CHQ leaders were felicitated with shawls and mementos. Com Venkat Reddy, ACS (F) extended Vote of Thanks. The Conference hall was jam packed. 29/04/2009 :- DPC FOR THE POSTS OF STS ON ADHOC BASIS :- Consistent efforts of our Association has yielded a result. BSNL Corporate Office has called for an another DPC to fill up 1300 posts of STS on adhoc basis from SDEs (Telecom) .  Executives falling in the zone of consideration are 1.The Executives (TES Gr”B” )from Seniority no.14002 against the name of Shri R B Athani (Stno. 30305) to the Seniority no.15350 against the name of Shri M K Gupta (Staff no.31932) for OC/SC and from Seniority no.24458 against the name of Shri L G Maraskolhe (Stno. 102972) to the Seniority no.27650 against the name of Shri Mohanan M I (Staff no.105239) for ST. 23.04.2009 : GS, AGS (Fin), AGS (HQ) met PGM (IR) and discussed -

(a) Declaration of LDCE result of SDE (C/E) – We expressed our serious concern against delay in declaration of LDCE result of SDE (C/E). PGM (IR) informed that LDCE result is about to be ready and will be declared before 15th May 09.

(b) Nomination of officers / Executives for foreign trainings – We expressed our resentment against nomination of those officers / Executives for foreign trainings who are not involved / handling the area of that service. PGM (IR) assured to look into the matter.

(c) Committee report on MTRRs – We enquired about submission of the committee report on MTRRs. PGM (IR), Chairman Committee informed that the committee report on MTRRs is not yet finalised but efforts are being made to submit the report shortly.

22.04.2009 : GS, AGS (Fin), CS Haryana Circle met GM (FP) and discussed –

(a) Transfers in the cadres of AOs/CAOs - We requested for issuance of request/tenure transfers of AOs/CAOs who are completing two years service in June 2009. GM (FP) mentioned that due to the provisions of Executive transfer policy, it has become difficult to provide the substitutes while issuing the transfer orders. Association may suggest the mean and manner to provide the substitutes. We assured him that after analysing the situation the proper solution will be suggested shortly.

(b) Issuance of left out CAOs promotion order – GM (FP) informed that efforts are being made to issue posting order on promotion to fill up about 25 CAOs posts shortly.

(c) 1999 JAO batch DPC – GM (FP) informed that matter is under consideration, shortly decision will be taken in this regard.    

(d) Posting of Shri P.Venugopal, CAO and our AGS (Fin) in BSNL CO -  We thanked for the posting of Shri P.Venugopal, CAO and our AGS (Fin) in BSNL CO from Tamilnadu Circle. Shri P.Venugopal joined today as AGM (Banking Finance) in BSNL CO.

22.04.2009 : GS, AGS (Fin), AGS (HQ) met CMD BSNL. Dir (HRD) was also present in the meeting. Following matters were discussed -

(a) Delay in finalisation of Gr. A RRs - We expressed our serious resentment against delay in finalisation of Gr. A RRs and regularisation of adhoc STS/JAG/SAG level BSNL Executives and referring the matter to BCG. CMD mentioned that efforts are being made to finalise the Gr. A RRs at the earliest. United Forum has given 30 days period to settle the issue and thereafter threatened for protest actions is not justified. We pleaded that Gr. A RRs were deliberated in Joint Committee meeting of BSNL officers and Executives Associations representatives and finalised. BSNL Management Committee also approved the Gr. A RRs and for last two BSNL Board meetings the issue is being tabled as last item of the agenda and being referred to next Board meeting which reflects the seriousness of the BSNL Management in finalising the Gr. A RRs.  

We referred the DOT instructions issued on 05.11.2008 regarding regularisation of adhoc Gr. A officers de-linking from unabsorbed Gr. A officers working in BSNL on deputation accordingly BSNL has regularly promoted the adhoc absorbed Gr. A officers of HAG grade in absence of Gr. A RRs. In the similar manner BSNL Management should regularise all adhoc STS, JAG and SAG level absorbed Executives in BSNL without waiting for finalisation of Gr. A RRs. CMD advised Dir (HRD) to start the process of regularisation. He also mentioned that the opinion of BCG is being taken for the betterment only. We further requested CMD to finalise the Gr. A RRs immediately so that protest actions are avoided.

(b) Implementation of DPE OM dated 02.04.2009 – We requested for early implementation of DPE OM dated 02.04.2009 regarding fitment benefit to be given from 68.8% to 78.2% from 01.01.2007. CMD expressed his serious concern for the BSNL’s profit. We explained that it is an order issued by DPE based on Group of Ministers recommendations which is a part of new IDA pay package, issued on 26.11.2008. CMD assured to look into the matter.

(c) Verification of majority Executive Association – During discussions, CMD advised Dir (HRD) to complete the verification of majority Executive Association. In between GM (SR) informed that our Association has not provided suggestions/views in this regard. We mentioned that we are ready for verification of majority Executive Association but BSNL Management should clarify that what special/additional facilities they are offering to the majority Executive Association, whether Majority Association will be given participation in the Management Committee or BSNL Board or any other advantage as per DPE guidelines? Meanwhile, ITSA representatives entered for their scheduled meeting and CMD told that the issue will be discussed later on.  

22.04.2009 : Implementation of DPE OM dated 02.04.2009 – It is understood that the MC memo on fitment benefit to be given from 68.8% to 78.2% from 01.01.2007 was tabled today in the BSNL MC meeting but could not be discussed due to shortage of time. It is expected the matter will be discussed in the next MC meeting and thereafter will be placed in BSNL Board meeting.

22.04.2009 : GS writes to Secy (T) regarding revision/Consolidation of Pension payable in IDA scale, based on combined service rendered  in DOT and BSNL under CCS Pension Rules 1972,  to erstwhile DOT employees absorbed in BSNL w.e.f. 01/10/2000 and retiring as BSNL Pensioners between 01/10/2000 to 31/12/2006,  consequent upon revision of IDA pay scales in BSNL w.e.f. 01/01/2007. 21.04.2009 : GS met GM (Estt) and discussed –

(a) Implementation of DPE order dated 02.04.2009 – We requested for submission of BSNL Management Committee Memo to the Management Committee meeting being held on 22.04.2009 on implementation of DPE order dated 02.04.2009 regarding new IDA Pay Scale fitment benefit from 68.8% to 78.2%. GM (Estt) immediately sent the MC memo to the Competent Authority for approval and for placing in the BSNL Management Committee.

(b) Allowances & Perks in new IDA pay scales – We requested for early submission of committee report on allowances and perks on new IDA pay scales. GM (Estt) informed that the perks committee recommendations have been finalised and will be submitted to competent authority for approval and getting approved from BSNL Board.

21.04.2009 : GS, AGS (HQ) met GM (Pers) and DGM (Pers) and discussed -

(a) Consideration of request/tenure transfers of SDEs/DEs - We expressed our serious concern against delay in issuance of request/tenure transfers of SDEs/DEs. GM (Pers) assured for early issuance of pending request/tenure transfer order of SDEs/DEs.

(b) DPC from SDE (T) to DE - We requested to fill up all vacant DEs posts immediately by completing the DPC process. DGM (Pers) informed that the DPC to fill up about 1500 DEs posts is under process but still some Circles e.g. UP (W), NE-II, Rajasthan, NTR etc. have not sent the ACRs of the eligible SDEs. It was  also informed that competent authority has given the approval to fill up about 1600 additional vacant DEs posts as demanded by the Association. The ACRs to fill up these additional DEs posts will be called shortly. It was clarified that 1500 DEs promotion order under current DPC will be issued in first phase and the additional 1600 DEs promotion order in the second phase. They advised to cooperate in completing the ACRs of the eligible SDEs. We assured our full cooperation. 

(c) DPC from JTO (T) to SDE (T) - We requested for early completion of DPC from JTO (T) to SDE (T). It was assured that the DPC is in advanced stage and the efforts are being made to issue promotion order by the end of April 09 to fill up about 2000 SDEs (T) posts.

21.04.2009 : AIBSNLEA's persistent efforts yielded result in getting released the order regarding applicability of ACP scheme in the Hon'ble High Court of Kerala WP (C) No. 28989/07 filed by Shri K M Damodaran and 132 others v/s BSNL and WP (C) No. 28735/07 and WP 5789/08 filed by Smt. S R Jayanthy and 23 others v/s CMD BSNL. In compliance of the above mentioned judgments, the representatives of the petitioners and GS, President, AIBSNLEA were personally heard by the Competent Authority. 17.04.2009: IDA PENSION REVISION: GS met the concerned Authorities in Law Ministry and discussed about IDA Pension Revision. It is understood that the Law Ministry will be sending clarification to DO P&T in the next week. DO P&T may issue clearance on IDA Pension Revision to DOT by the end of this month.

17.04.2009: GS, FS and GS, AGS (SNEA) met Director (HRD) and discussed

(a) FINALIZATION OF Gr ‘A’ RRs : We strongly resented against non finalization of Gr’A’ RRs in BSNL Board Meeting held on 16.04.2009. Director (HRD) in presence of GM (Pers) informed that the issue was discussed in yesterdays BSNL Board meeting, but the Board of Directors (Govt, nominee) wanted some clarifications in view of that the issue will be further discussed in the next Board meeting, We also protested for involving of BCG in this matter when the Group ‘A’ RRs have been approved by BSNL Management committee. We categorically told that we will not tolerate any dilution in the joint committee recommendations in this regard. Director (HRD) assured that the matter will be positively discussed in the next Board Meeting for approval.

(b) IMPLEMENTATION OF DPE ORDER ISSUED ON 02.04.2009: We expressed our serious concern against delay in implementation of DPE order dated 02.04.2009 regarding benefit of pay from 68.8% to 78.2%. Director (HRD) mentioned that the matter is being examined on the basis of BSNL’s profit. We explained that DPE has issued the order on the basis of Group of Ministers recommendations as a complete Pay Package, which can not be treated as additional benefit and BSNL profit is meeting out the guidelines of DPE. Director (HRD) assured to discuss the matter in the next BSNL Management Committee Meeting.

(c) CONSIDERATION OF SDEs(T) AND DEs TRANSFER CASES: We expressed our serious concern against non issuance of request/tenure transfer orders of SDEs(T) and DEs even in the end of April 2009. Director (HRD) advised GM (Pers) to examine all pending transfer cases and early issuance of the transfer orders.

(d) CANCELLATION OF 119 SDEs (T) TRANSFER ORDERS: We requested to review and cancel all unimplemented transfer orders of 119 SDEs issued one year before, Director (HRD) advised GM (Pers) to look into the matter.

16.04.2009 : BSNL Board meeting

GS spoke to CMD BSNL and requested to approve the benefit of merger of 50% DA with basic pay for fitment purpose, effectively amounting to 78.2% w.e.f. 01.01.2007 in today’s BSNL Board meeting. CMD mentioned that the matter will be looked into. It is understood that non-executive promotion policy has been approved by the BSNL Board in today’s meeting. Gr. A RRs were discussed but left to BCG for examining and to submit the report. The benefit of merger of 50% DA with basic pay for fitment purpose, effectively amounting to 78.2% w.e.f. 01.01.2007 and perks and allowances to BSNL Executives on new IDA pay scales were not the part of agenda. These issues are yet to be approved by the BSNL Management Committee.

It seems that BSNL Management is not at all serious to finalise the Gr. A RRs for the BSNL Executives and on this pretext the regularisation of adhoc STS officers is not being done as well as the DPCs to fill up vacant JAG / SAG grades are not being conducted, whereas DOT vide letter No. 317-5/2006/STG-III (Pt.-Absorbee) dated 05.11.2008 has de-linked the promotion and salary of permanently absorbed Gr. A officers in BSNL / MTNL from that of the un-absorbed Gr. A officers on deemed deputation. But the BSNL Management is not implementing the above referred order in its true spirit.

We strongly oppose the Boston Consultant Group (BCG)’s appointment who is preparing the report based on the feed back being provided by the deputationists on heavy expenditure. Despite our repeated requests the opinion / suggestions of the BSNL Executives working in field units are not being taken into consideration. We can not accept a tampered report of BCG. We also oppose the role of BCG as mediator for infrastructure sharing business. We are aware of the implementation of KPMG Consultants’ report wherein the recommendations favourable to un-absorbed officers were only implemented.

Similarly, BSNL Management is delaying implementation of DPE order dated 02.04.2009 and also implementation of revised perks and allowances on new IDA pay scales. It reflects the indifferent attitude of BSNL Management towards BSNL Executives. In the above background, BSNL Management is compelling BSNL Executives to take the path of agitation. We appeal all BSNL Executives to keep ready for struggle to defeat the ulterior motives of the BSNL Management.

16.04.2009 : 6th CPC pensionary benefits allowed to BSNL Pensioners - It is understood that DoP&T has allowed pensionary benefits of 6th CPC to BSNL pensioners under Rule 37A w.e.f. 01/01/2006. The order is expected shortly from DoT. We are also making efforts for Revision / Consolidation of pension of BSNL absorbed employees who retired between 01/01/2000 to 31/12/2005 and revision of IDA pension from 01.01.2007. 

16.04.2009 : AIBSNLEA took up the matter with Secy (T) and Secy (DOP&T) to reconsider their stand on grant of vigilance clearance as some of the provisions contained in DOP&T OM dated 04.09.2008 appeared to be too harsh. Accordingly DOT took up the matter with DOP&T to reconsider their stand in this regard vide letter dated 23.09.2008. On our continuous pursuing on receipt of reply from DOP&T on 27.02.2009, DOT issued guidelines for withdrawal of earlier OM dated 04.09.2008. Click here for letter

15.04.2009 : GS met GM (Estt) & DGM (Estt) and discussed – (a) Regarding implementation of DPE order dated 02.04.2009 for revision of pay scales w.e.from 01.01.2007 i.e. Benefit of merger of 50% DA with basic pay for fitment purpose, effectively amounting to 78.2%. We requested to put up the Board Memo in the BSNL Board meeting being held on 16.04.2009. GM (Estt) informed that the matter is under active consideration and tomorrow case will be put up to the competent authority for approval and placing in the BSNL Board meeting.   

(b) Grant of revised perks and allowances – We requested GM (Estt), Chairman, Perks Committee for submitting the report to BSNL Management for early approval. GM (Estt) informed that EF Cell is yet to submit its comments on financial implications and on receipt of it the report will be finalised and immediately be submitted to BSNL Management Committee.

10.04.2009 : AGENDA / PROGRAMME and GS REPORT placed in CWC Meeting held on 6th and 7th April, 2009 at Manali (HP).

09-04-2009:- Meeting of Central Working Committee Members with CMD, BSNL, Director (HRD) & other Senior Officers at New Delhi: CMD, BSNL, Director(HRD/Finance), GM(Pers.), GM(SR), GM(Trg.) and GM(FP), BSNL attended and addressed the meeting of CWC Members, who are on the way back to New Delhi from CWC, Manali (H.P.), in the Conference Hall at 9th Floor, Bharat Sanchar Bhawan, New Delhi. After welcome and felicitation of CMD, BSNL, Director (HRD) & other Senior Officers, Com. GS in his welcome and keynote address discussed regarding AIBSNLEA and the role of the Executives of various disciplines of BSNL being represented by this Association in the growth of BSNL. He requested for immediate settlement of the important HR issues i.e. Finalization of Group ‘A’ RRs and regularization of adhoc STS officers, absorption of Group ‘A' officers in BSNL, holding of DPCs to fill up all vacant HAG/SAG/JAG/ STS/ Group ‘B’ grades by BSNL Executives and apprised in detail the decision of CWC Manali (H.P.) mainly regarding growth of Telecom Services of 3G Mobile, Broadband, IPTV and Blackberry Services started in BSNL. He also requested to implement DPE Order issued on 2nd April 2009 to increase the fitment benefit to 68.8 to 78.2 and assured full co-operation to meet out the targets set by BSNL Corporate office. Com. President in his welcome address also discussed the HR issues and the Viability of BSNL.

CMD, BSNL in his address addressed for 35 minutes apprised in detail the achievement of BSNL and impressed upon that the Telecom Growth took place in the month of March’2009 i.e. 2.5 million GSM lines added should continue for the whole year 2009-10 rather it should increase 3 Million lines every month.  He explained the efforts being made to strengthen the Marketing & Sales Units to develop the Enterprise Business and appealed for attitudinal change so that BSNL Customer Base is increased and quality of Service is provided. He assured that let us work for the growth of BSNL automatically the issues of Executives will be settled. He informed about 75% growth in Broadband connections, which is very appreciable. He informed that momentum is yet to take place in 3G segment, so far BSNL could sell only 3000 connections even after BSNL being single player. Operation side he informed that the performance of BSNL is not good but he appreciated southern states for comparatively good performance.He appreciated and congratulated Bangalore Telecom district (BGTD) for the achievements made in Mobiles, Broad Bands, Land lines, WLLs Connections and other value added Services ,He asked that "why the other Circles can't do it when BGTD can do it". He further informed that based on the suggestions given by BCG a drastic change in organizational set-up will take place in the near future. 

Sh. Gopal Das, Director (HRD/Finance), BSNL in his address appealed to provide the quality service in the competitive era. He mentioned that our change of attitude and hard work not only will retain the customers but will also increase the customer base. He also explained that BSNL management Committee has already approved Group “A’ RRs which will be placed in the next BSNL Board Meeting on 16th April ‘2009, the DPCs to fill up about 2000 SDE(T) posts is at final stage and the DPC from SDE(T) to DE(T) to fill up about 1600 DEs posts is under process but the Association support is required in completing the ACRs (Still 11 Telecom Circles ACRs are awaited). He also touched all the cadres issue raised by the Com. GS & President.   

Shri R.K. Mishra, GM (Pers.), BSNL informed that all efforts are being made to complete the DPCs as per schedule but non availability of ACRs and other required informations from the Circles are delaying the process. He requested all the Circle Secretaries to check that their Circles has send the ACRs and other required informations in time. He also suggested to send all representations through E-mail, so that information can be taken as and when required and the Executive will get an acknowledgement on their representation also. He further informed that Group ‘A’ RR is under finalization and likely to be approved in the next full Board Meeting

08-04-2009:- GS, OS (North) met CMD BSNL & discussed, GM (Pers) was also present:-

(a)Implementation of Report of the Committee of Ministers on revision  of scales of pay w.e.f. 01-01-2007 for Board level and below Board level executives and Non-Unionised Supervisors in CPSEs - As per DPE O.M.No.2(70)/08-DPE (WC)-GL-VII/09 dated 02-04-2009:- We requested for early implementation of this O.M. at the earliest as it has to be viewed as a total package and the pay revision package as communicated by earlier O.M.s dated 26-11-2008 & 09-02-2009 along with this O.M. modifications would be applicable to all the CPSEs and to get it approved in the BSNL Board meeting being held on 16-04-2009. As per this O.M. the benefit of merger of 50% DA with basic pay w.e.f. 01-01-2007, effectively amounting to 78.2 %, would be allowed for the purpose of fitment and pay fixation in the revised pay scales. CMD BSNL assured to look into the matter.

(b)CWC meet Manali decisions:- We apprised him regarding CWC meet decisions for the early settlement of HR issues i.e. finalisation of Group A RRs, filling up of STS & JAG vacant posts, stopping of ACP withdrawal order of PAs/ PSs & JTO (Civil) and for the growth of Telecom Services of BSNL. We apprised him that CWC Manali has appealed the the Executives to concentrate for the growth of BSNL by changing the attitude and to provide quality service. We will be submitting resolutions shortly. CMD BSNL appreciated our concern and appealed that all BSNL employees should concentrate for the growth of BSNL.   

08-04-2009:-GS met GM (Estt) BSNL and requested for early processing the DPE O.M. dated 02-04-2009 for the benefit of merger of 50% DA with basic pay w.e.f. 01-01-2007, effectively amounting to 78.2 %, would be allowed for the purpose of fitment and pay fixation in the revised pay scales. GM (Estt) assured an early action in the matter.
07-04-2009:-CWC Meet Manali (H.P.) Closed :- In the CWC meet Manali after marathon discussions on CSs/ OSs/ AGSs/Advisors and GS reports on  important issues of Organisational Activities, Mainly Verification of Majority Executives Association, HR issues related to various disciplines of BSNL Executives and Viability of BSNL the resolutions were passed unanimously which will be submitted to BSNL Management/ DOT administration shortly. After appreciation to the Host Circle (HP Circle) for making the excellent & elaborate arrangements for the CWC Meet Com. President declared closed CWC meet. Director (HRD) BSNL could not addressed the CWC meet due to bad weather at Kullu wherein his flight could not landed at Kullu.
06.04.2009:CWC Meeting Started at Manali (H.P.)  Central Working Committee Meeting of AIBSNLEA started at Hotel SNOW VALLEY RESORTS. Opp. Log Hut, MANALI (Himachal Pradesh) today Morning. After flag hoisting by President & GS, meeting started. Host Circle welcomed all the CHQ Office Bearers and the participants, who came from all the corners of the country. After formal welcome, Circle Secretaries of various Circle presented their report. The meeting is continuing till late evening. 01.04.2009 : GS, President met GM (FP), thanked him for issuing 420 CAOs promotion orders and discussed –

(a) Consideration of transfer cases of AOs- Regarding consideration of request / tenure transfer cases. GM (FP) assured that all request / tenure transfer cases of AOs / Sr. AOs will be issued before 15th April-2009 of those who are completed 2 years service up to 30th June-2009.

(b) Left out cases from Sr. AO to CAO, promotion order- We requested to issue the promotion order from Sr. A.O. to CAO left out cases immediately. He assured and early action in this regard.

(c) DPC from JAO/ AAO to AO- We also requested to initiate DPC from JAO/ AAO to AO to fill up about 500 vacant AOs posts. GM (FP) to look into the matter.

01.04.2009 : GS and GS SNEA(I) met GM (EF) the member perks committee and requested for early decision on allowances and perks to the executives. GM (EF) mentioned that committee is deliberating on allowances and perks to be granted to executives but meanwhile the Government decision to increase the Pay by 20% i.e. fitment from 68.8% to 78.2% and other allowances has to be taken in to consideration in view of the financial implications. She advised to wait till DPE notification in this regard. We also considered that fitment benefit from 68.8% to 78.2% and other allowances increased by Government decision are priority issues.
31.03.2009 : GS, President, FS, AGS (HQ), Advisor-I and GS SNEA (I) along with other office bearers met GM (Pers.) and Director (HRD) against the transfer orders being issued by Pers section on “Pick and Choose Method” ignoring the set guidelines of DOT/BSNL of  posting on promotions. BSNL Corporate Office Pers. section is issuing arbitrary posting orders on promotion and thereafter modifying the posting orders on “Pick and Choose Method” is causing serious heart burn and frustration. We strongly demanded that in future promotions from JTO(T)  to SDE(T) and SDE(T) to DE no one should be posted to other Circles since majority of outstation posting orders on promotion form JTO(T) to SDE(T) have been cancelled. Our Association has been demanding a transparent policy for posting on promotions to avoid such Pick and Choose transfers but being ignored conveniently. We also expressed our serious concern against non consideration of pending request / tenure transfer cases of SDEs /DEs since March is ending. Dir (HRD) assured to look in to the matter and early consideration of all pending request / tenure transfer cases of SDEs / DEs.
