notified all CGMTs of Territorial Circles to exclude all
executives who have had a Circle stay of more than 20

AUAB convened online on December 12, 2023, to deliberate
on the acquisition agenda concerning 81 acres of ALTTC
land valued at approximately 6000 crore by the
Department of Telecommunications (DOT).
(1)To powerfully organise a
Twitter campaign on 15.12.2023 and to make it trending.
(2) To write a letter to the Prime Minister.
(3) To write letter to the members of the Parliamentry
Committee and the Standing
Committee on Communications.
(4) To write letter to the General Secretaries of all
unions and associations of BSNL, requesting
them to join the programme of action against the
taking over of the ALTTC, by the DoT and
also to request them to attend the next meeting
of the AUAB.
(5) The next meeting of the AUAB will be held as a
physical meeting at New Delhi on
19.12.2023.

and Open Session ..
AIBSNLEA
Kerala Circle conducted an Open Session in conjunction
with their Central Executive Committee (CEC) on December
1, 2023, presided over by President Com. Binu R. CS
Kerala, Com. Rajan V V, extended a warm welcome to all
delegates, and the CEC was inaugurated by GS AIBSNLEA
CHQ, Com. Shaji V.
During the CEC, discussions revolved around the post-MVP
scenario of AIBSNLEA and the imperative resolutions for
pending HR issues concerning executives. Emphasis was
placed on reinforcing AIBSNLEA's presence throughout
BSNL for the benefit of the executive community,
particularly in light of the apparent inaction of other
associations in resolving vital issues.
The Open Session commenced
with an inaugural address by Shri. B Sunil Kumar ITS,
CGMT of Kerala Circle. Shri. Sajikumar R, ITS, Principal
General Manager of TVM BA, Shri. Sathesh, IES, Sr.
General Manager (A/HR) of Kerala Circle & Smt.Rethirani
,Circle IFA also addressed the session. GS AIBSNLEA delivered a comprehensive Keynote
address. The CP presided over the session, welcomed by
CS, and the vote of thanks was extended by Dy CS Com.

In his presidential
address, CP expressed sincere gratitude to CGMT and
Circle administration for considering AIBSNLEA's views
on HR matters for the betterment of Kerala Circle. He
thanked each member of AIBSNLEA in Kerala for their
unwavering support. CS, in his welcome speech,
individually commended the performance of CGMT, PGMT TVM,
Sr. GM (A/HR),Circle IFA etc., for leading Kerala Circle
in the forefront. CS extended sincere thanks to all
AIBSNLEAns for their relentless support.
Shri. B Sunil Kumar, CGMT, a leading expert in mobile
technology, provided insights into 4G and 5G systems,
expressing optimism about the indigenous 4G
strengthening BSNL financially as well . CGMT urged
executives to perform exceptionally to elevate Kerala
Circle further. Shri. Sajikumar R, PGMT, highlighted
revenue additions with 5G-enabled indigenous 4G and
emphasized the importance of adding more FTTH customers
to BSNL. Shri. Sathesh, GM(A/HR), lauded the AIBSNLEA
Circle team for approaching management only for genuine
needs.Circle IFA Smt.Rethirani shared that the full
support of all the concerned , especially all the
AIBSNLEA members has been helping in achieving the
financial Targets of Kerala Circle and appreciated
everyone for the same.
In
his Keynote address, GS appreciated CGMT Kerala and his
team for Kerala Circle's outstanding performance. He
attributed Kerala Circle's success to a blend of good
administration, sincere employee attitudes, and the
people of Kerala's profound support to BSNL. GS
acknowledged BSNL's infrastructure strengthening after
revival packages and expressed gratitude to the
Government of India. Despite executives' dedicated
efforts, the non-implementation of the 3rd PRC cast a
shadow on their expectations. GS reiterated AIBSNLEA's
commitment to resolving pending HR issues, including 30%
SAB, Standard Pay scales, and promotions. |

SEA cell
of BSNL has undertaken a commendable initiative
to clearly define the circle wise
strength for both AO and JAO
cadres , which was not defined earlier
in the restructuring order dated 01-02-2020. The
purpose was to address the lack of clarity in the
bifurcation of AO/JAO posts within field units.

Policy for All India Hard/Semi Hard /Soft Tenure station
that the revised policy will not be applicable
retrospectively.
However , the
enhanced tenure stay periods for Hard Tenure Stations up
to 2.5 years, and that for the Semi Hard /Soft Tenure
Stations up to 3 years remain intact.
Earlier the minimum tenure stay period for some of
the Hard Tenure Stations were only 1 year.

on the Long Pending AO To CAO Court Case at CAT
Chandigarh:
The case ( O.A./1435/2018
) came up for hearing on October 16, 2023, as scheduled.
The case has been heard for yesterday, and the argument
continues for today, October 17, 2023. The Hon'ble CAT
agreed to hear the case for tomorrow, October 18, 2023 ,
as well. This continuous hearing from Hon,ble CAT
for the consecutive third day is happened only after the
intervention of AIBSNLEA in the case .
AIBSNLEA is the
lone association that joined the case ( M.A./1742/2023 )
praying for the early vacation of the "statusquo " or
issuance of judgement . The Learned Lawyer of
AIBSNLEA is actively advocating for the executives in
the Finance Stream who are waiting for promotions from
AO to CAO , CAO to DGM(F) and subsequent promotions from
the JAO to AO cadres.
The Circle Secretary of
AIBSNLEA Punjab Circle , Shri. A K Sharma has
always been closely monitoring the case in the Hon'ble
CAT.
Neither MA nor SA are parties in the
case.
