30.09.2011 : BSNL Board Meeting : It is understood that BSNL Board in its meeting held on 29.09.2011 has adopted the accounts of FY 2010-11. BSNL has posted a loss of Rs. 6384 Crores. Board has also approved VRS proposal to 1 lakh employees and will send to DOT for consideration. PLI to BSNL employees was not the agenda item.

30.09.2011:GS discussed with Sr.GM (Pers) regarding

(a)  SDE to DE (Adhoc) and (Regular) promotion : We requested to initiate DPC to fill up vacant DE (Regular) and DE (Adhoc) posts. Sr. GM (Pers) after brief discussions on various court cases' judgments assured to take immediate action in this regard.

(b)  DE to DGM promotion : We requested that some senior most DEs whose seniority is undisputed may be promoted to fill up the vacant DGM posts. Sr. GM (Pers) mentioned that the matter may be discussed with the competent authority.

29.09.2011: GS discussed with PGM(FP) regarding

(i) Tenure/request transfer of AOs: We expressed our serious resentment against delay in issuing the tenure/request transfer even after completion of more than three years. AOs/Sr. AOs due for transfer are seriously frustrated. PGM(FP) mentioned that proposal has been sent to ED(F) after clarifying some queries raised earlier. He assured an early action in this regard.

(ii) Holding of Committee meetings on Pay anomaly case - Senior Executives are drawing less pay than their Juniors and Sr. AO/Sr. SDE & PA/PS recovery case: We expressed our  serious concern against abnormal delay in submitting Committee report on these issues i.e. Senior Executives are drawing less pay than their Juniors and Sr. AO/Sr. SDE & PA/PS recovery case. PGM(FP) informed that the Committee Meeting is being held on Monday to discuss the issues. He assured early finalizing the Committee report.

27.09.2011: Meeting with Director(HR) : Director(HR) arranged meeting with AIBSNLEA in the presence of PGM(SR), GM(Restructuring), GM(Estt.), DGM(SR) & AGM(SR) and apprised that the meeting is convened to discuss on VRS which is required in view of the heavy wage bill payment and viability of BSNL? We strongly opposed such move of   VRS to One Lakh employees without having any roadmap that in what way it is going to benefit BSNL. We explained that BSNL Management instead of realizing its failure to manage company well is shirking its  responsibility by pleading in all the forums that BSNL staff strength is the big problem of its losses is not at all justified. BSNL Management bitterly failed to extract the work from the employees and did not procure equipment, material in due time which has adversely affected the viability of BSNL. BSNL Management could not resist against the wrong policies of Govt. viz. payment of Rs. 18,500 crores as 3G of BWA spectrum charges, reimbursement of license fee and spectrum charges, withdrawal of ADC, payment of AGR and non-payment of OPEX charges etc. The ITS absorption issue continued to linger on and they are leading BSNL without owning the responsibility and commitment. These are the main reason, which has put BSNL under losses.  Hence BSNL management instead of making BSNL employees as "Victim of the situation" should concentrate procurement of equipment, stores i.e. cables, telephones instruments, GSM equipments, Broadband modems, MLLN equipments, Drop wire etc to improve the quality of service and  to strengthen its Marketing & Sale Units. BSNL Management should treat its manpower as its strength instead of liability by making its best use.

Director(HR) agreed that VRS alone can't be the way out to bring BSNL in profit and  other steps are also required to be taken. He mentioned that for VRS, BSNL will not take Bank loan, it will be considered only when the DoT provides financial support. VRS will not be imposed on certain cadres or section of employees. However, we strongly opposed the VRS move as mentioned above. The VRS has no way helped MTNL and other PSUs/Banks. We mentioned that since DoT / BSNL are fully safeguarding the service interest of ITS officers in all respect, how we can allow to retrench one lakh employees on the pretext of VRS.

27.09.2011: Despite the assurance given by CMD BSNL; not to bear the expenditure of any course fee of PGP-PMP Course at IIM Bangalore or elsewhere. Ignoring that, eight DGMs/GMs have been ordered to join the PGP-PMP Course during 2011-13 at IIM Bangalore commencing w.e.f. June'2011. It reflects the concern of BSNL Management towards BSNL's  Viability . We strongly oppose such partition attitude of DoT/BSNL. <<Click here for letter>>

23.09.2011:- District Conference of Udaipur Branch-Rajasthan Circle on 18.09.2011: GS, Advisor-II along with Circle Secretary Rajasthan Circle attended and addressed the Branch Conference of AIBSNLEA,   Udaipur Branch on dated 18th September' 2011 & an Open Session was organized on the occasion in "MAHESHWARI SEWA SADAN" at Udaipur. Hon'ble Shri Raghuveer Singh Meena, MP (Lok Sabha), Udaipur, was the Chief Guest, Shri R.N.Mathur, Sr. GMTD, Udaipur, was preside over the function and Ms. Deepika Pokerna, was the Guest of Honour.  Shri Prahlad Rai, General Secretary, Shri Karan Singh, Advisor, AIBSNLEA, CHQ New Delhi, Shri P.R.Leel, Circle President, Shri O.P.Jat, Circle Secretary, & Shri B.C.Logar, OS(S) were the Special Guests of the function. Welcome address was given by Com. R.K.Khokhawat, Branch Secretary, Udaipur, covering the Circle & CHQ level pending issues. Com. P.R.Leel, Circle President in his address appreciated the performance of Udaipur, SSA & elaborated the government wrong  policies which are the main causes of the BSNL's present financial deficiency. He appealed to all to give maximum where you are working to strengthen the company.

Com.Prahlad Rai, General Secretary, in his address extended  his gratitude and sincere thanks to Udaipur Branch. Com. Com. GS explained that after the formation of BSNL on 01.10.200 to 2009-10, BSNL earned profit but due to un-helping attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of  Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, payment of notional loan Rs. 7500 crores to DoT has adversely affected the viability of BSNL. In addition of this non-procurement of GSM equipment, cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. He apprised the status of HR issues related to mainly   DPCs from JTO to SDE, SDE to DE(Adhoc/Regular), DE to DGM, JAO to AO, AO to CAO & CAO to DGM(F) etc., modification in transfer policy & Benchmark of EPP, Tightening of staffing norms, VRS, Group 'A' officer absorption, Pay anomaly- Sr. are drawing less salary than their juniors, withdrawal of leave encashment, stopping of LTC etc. Com. Com. GS also mentioned that Udaipur Branch always actively participated in Circle/CHQ events. GS appreciated the work culture of Udipur SSA and mentioned  in detail about the financial status of BSNL. He appealed to all to increase the business & revenue by least 10% so that BSNL may comes to  profit side. Com. General Secretary also apprised in detail about the status of  VRS, availability of store, notional loan, spectrum allocation, GSM equipment procurement, CDR problem, MNP.  He requested to Hon'ble MP to take up the issues with Govt. for the survival of BSNL & countrymen. He appealed all Executives to provide quality Telecom services to the customers.

Hon'ble MP Shri Raghuveer Meena in his address expressed the happiness's in attending the conference & getting enlighten with the real issues which are affecting the viability of BSNL. He assured to raise the issues at appropriate forum & mentioned to control the tariff in Telecom Sector. He assure to extend full support in parliament for strengthen of BSNL.

Com.B.C.Logar, OS(S) & other senior officers  of Udaipur SSA also address the meeting.

Shri R.N.Mathur, Sr.GMTD, Udaipur, Chief Guest, in his address expressed sincere gratitude and thanks to AIBSNLEA, Rajasthan Circle for invitation. He is emphasized the role of executives for implementation of various policies in BSNL & appreciated the whole staff of SSA for extending the quality of service to the customers. He also mentioned that BSNL is facing lot of problems in CDR working and impressed upon to strengthen Marketing & EB Cell of BSNL.

Com. Devi Lal, Branch President, Udaipur delivered vote of thanks. New District body of the AIBSNLEA, Udaipur, Branch have elected unanimously and Sh.Devi Lal, Sr. AO, Sh.R.K.Khokhawat, SDE, Sh.Shakti Singh, JAO were elected as Branch President, Branch Secretary and Finance Secretary respectively.

23.09.2011: District Conference of Chittorgarth Branch on 18.09.2011:  GS, Advisor-II along with Circle Secretary Rajasthan Circle attended and addressed the Branch Conference of AIBSNLEA,   Chittorgarth Branch on dated 18th September' 2011 & an Open Session was organized on the occasion  in"MEERA HOTEL" at Chittorgarth. Shri Mahesh Chand Meena, TDM, Chittorgarth was the Chief Guest, Com. Prahlad Rai, General Secretary, was preside over the function, Shri Karan Singh, Advisor, AIBSNLEA, CHQ New Delhi, Shri P.R.Leel, Circle President, Shri O.P.Jat, Circle Secretary, & Shri B.C.Logar, OS(S) was the Special Guests of the function.

Welcome address was given by Com. S.C.Pareek, Branch Secretary, Chittorgarth, covered the Circle & CHQ level pending issues & stressed upon the open session topic "possible measures for revival of BSNL". Com. P.R.Leel, Circle President in his address appreciated the performance of Chittorgarth, SSA & elaborate the financial measures which can improve the BSNL health.  

Com.Prahlad Rai, General Secretary, in his address extended his gratitude and sincere thanks to Chittorgarth Branch. Com.GS appreciated the work culture of Chittorgarth SSA. Com.GS also apprised  in detail about the financial status of BSNL & appealed  to all to increase the business & revenue by least 10% so that BSNL may come on profit side. Com. General Secretary also apprised in details on VRS, availability of store, notional loan, spectrum allocation, GSM equipment procurement, CDR problem, MNP. Com. General Secretary elaborated government policies & betrayal of government promises  in every field like license fee, spectrum charges, USO fund, ADC charges & other government support.  He appealed all Executives to provide quality Telecom services to the customers.

Com.B.C.Logar,OS(S) & other members of Chittorgarth Branch also address the meeting.

Shri M.C.Meena, TDM, Chittorgarth, Chief Guest, in his address expressed sincere gratitude and thanks to AIBSNLEA, Rajasthan Circle for invitation. He appreciated the views of executives association in service matter & BSNL viability .He assured to extend full support for achieving the targets & resolving the pending HR issues of executives' at SSA level.  Com. S.N.Sunar, Branch president, Chittorgarth delivered vote of thanks.

New District body of the AIBSNLEA, BWA, Branch have elected unanimously and Sh S.N.Sunar, CAO, Sh.  S.C. Pareek, SDE, Miss Navjosh Kaur, JAO were elected as Branch President, Branch Secretary and Finance Secretary respectively.

23-09-2011: Branch Conference of AIBSNLEA, Bhilwara District Branch at Bhilwara on 17.09.2011: GS, Advisor-II along with Circle Secretary Rajasthan Circle attended and addressed the Branch Conference of AIBSNLEA, Bhilwara District Branch   in "HOTEL HARI PRIYA" at Bhilwara. Sh. J.C. Menaria, Sr. GMTD, Bhilwara Telecom District was the Chief Guest & Sh. Madan Lal, DGM was the Guest of Honour. Sh. H.L. Swarnkar, Branch Secretary & Sh. N.K. Jain, Branch President in their welcome address discussed the local/Circle/All India level problems & requested for their early settlement.

Com. GS in his address apprised the status of All India issues  i.e. DPCs from JTO to SDE, SDE to DE(Adhoc/Regular), DE to DGM, JAO to AO, AO to CAO & CAO to DGM(F) etc., modification in transfer policy & Benchmark of EPP, Tightening of staffing norms, VRS, Group 'A' officer absorption, Pay anomaly- Sr. are drawing less salary than their juniors, withdrawal of leave encashment, stopping of LTC etc. Com. GS resented against the un-helping attitude of Govt. towards State on PSU- BSNL. He categorically mentioned that due to wrong policies of Govt./BSNL Management; BSNL is facing losses, however he appeal all the employees to make Customer Delight by providing quality service.

Sh. J.C. Menaria, Sr. GMTD, Bhilwara in his address apprised that in Bhilwara Telecom District has won the award of Best SSA & all the employees of SSA are working as a team. He further impressed upon the employees to maintain the same spirit. Com. N.K.  Jain, Branch president, Bhilwara delivered vote of thanks. 22-09-2011: CEC Meeting of BSNL CO Circle on 22.09.2011: The CEC meeting of BSNL CO Circle was held at BSNL CO on 22-09-2011. Shri P.Venugopal, CHQ President, Shri B Ravindranath, FS and Shri G R Sharma, AGS(Fin) graced the occasion. Shri V M Gupta, President BSNL CO Branch presided over the meeting. Shri Rakesh Sethi, Circle Secretary addressed the meeting about proposal of VRS in BSNL. Every CEC members present in the meeting expressed their views about prons and cons of the VRS. AGS(Fin), FS and President CHQ explained in detail about proposed VRS in BSNL and also assured to take the views of the members while discussing about VRS with Management and JAC and appealed to the members to follow the directions of CHQ in observing the Mass Fast on 27-09-2011 and One day strike on 10-010-2011.Shri V M Gupta President BSNL CO assured full cooperation from the Circle to CHQ on the decision about the VRS and also he thanked the well gathered CEC members for attending the meeting in a short notice.

21.09.2011: JAC decides to observe one day mass fast on 27-09-2011 and one day strike on 10-10-2011 :The JAC which met at New Delhi today 21-09-2011, took the historic decision to oppose the VRS, lock stock and barrel. The meeting which was presided over by Com. G.L.Jogi, GS,SNEA(I) , unanimously decided to observe one day mass fast at All India level, circle level and SSA level on 27-09-2011 and to go on one day strike on 10-10-2011, opposing VRS, demanding PLI, etc. President , FS and AGS(HQ), AIBSNLEA  attended the meeting along with the other unions /associations i.e.  BSNLEU, SNEA(I),  BSNL MS, TEPU, SEWA BSNL, BTU and NFTBE.

Policy related issues include:-

  • Compensation for BSNL's rural operations.

  • Pension contribution on actual basic pay.

  • Refund of RS.8313 crore to BSNL, which  was paid towards BWA spectrum charges.

  • Reimbursement of License Fee.

  • Allowing BSNL to surrender 3G spectrum of unviable circles.( Private companies are given the freedom to select circles of their choice.)

  • Refund of Rs. 7500 crore with interest, collected from BSNL towards "Notional Loan."

  • Procurement of equipments.

  • Discontinue TACs.

It is decided to approach NFTE and FNTO also for united action.

Organise the programme very effectively, in order to give a fitting reply to the retrograde steps being taken by the government and the BSNL management, to destabilize BSNL. All the CHQ/Circle/Branch office bearers are requested to mobilize & participate actively for the successful implementation of above  Programmes.

16.09.2011:: GS discussed with PGM(FP) regarding issuing transfer orders of AOs, who has completed more than two years at hard tenure Circles. PGM(FP) informed that about 85 AOs who have completed more than two years  at hard tenure Circles & some request transfer proposal were sent to the Competent Authority but some more discussion is required. However, he assured that in the next week matter will be discussed & sorted out.
16.09.2011:: GS discussed with Sr. GM(Pers.) regarding relieving of SDEs/DEs from Hard tenure Circle, who are under transfer since last 3-4 months. We requested, despite the joining of substitutes the officers are not being relieved causing frustration. Sr. GM(Pers.) assured to speak all concerned CGMs for immediate relieving.
14.09.2011:: It is reliable learnt that  as per DoT letter to CMD  BSNL, requesting action taken on VRS in BSNL as discussed during the meeting in DoT on 01.09.2011, BSNL presented VRS proposal to Hon'ble MOC&IT on 12.09.2011.

Due to BSNL's financial Performance in recent years and BSNL's employee strength Sam G Pitroda  Committee recommendations on BSNL's revival, BSNL proposes to offer VRS  to about 1 lakh employees.

BSNL proposal: VRS based on guidelines of the Dept. of Public Enterprises.

Eligibility: Employees of age above 45 years can opt for VRS.

14.09.2011:GS, President met Sr. GM(Pers.) & discussed

(a) DPCs from SDE to DE(Adhoc)/DE(Regular) & DE to DGM: We requested to fill up vacant DEs posts on adhoc / regular basis & DGM posts . Sr. GM(Pers.) mentioned that Hon'ble Madras High Court judgment copy is awaited wherein stay has been granted against Hon'ble Chennai  CAT judgment to quash TES Group 'B' seniority list (SC-ST quota) notified on 17.01.2007, thereafter only DPC process can be initiated. In the case to fill up DGM(Engg.) vacant posts, DPC has been completed but today contempt notice has been received from Hon'ble Supreme Court w.r.t. 270 SDEs of LDCE quota case and after getting the clearance from the Competent Authority further action will be initiated.

(b) DPC from AO to CAO: We expressed our serious concern against delay in processing the case to initiate DPC from AO to CAO(Adhoc) to BSNL Management Committee for approval. Sr. GM(Pers.) confirmed that the case has been received from SEA Section & shortly will be sent to MC for approval to initiate the DPC.

(c) Holding of Committee meetings on Pay anomaly case - Senior Executives drawing less pay than their Juniors and Sr. AO/Sr. SDE: We requested for early Holding of Committee meetings on Pay anomaly case - Senior Executives drawing less pay than their Juniors and Sr. AO/Sr. SDE. Sr. GM(Pers.) assured an early action in this regard.

(d) Restructuring of AD(O/L) cadre: We requested to restructure of AD(O/L) cadre to upgrade their pay scales. Sr. GM(Pers.) mentioned that further case has been sent to GM(Estt.) to constitute a Committee for examining the case on request of our association.

14.09.2011:JAC Meeting with CMD: The JAC leaders met Shri R.K. Upadhyay, CMD, BSNL today the 14.09.2011, and expressed their strong protest against  the withdrawal of Medical Allowance, Leave Encashment and the freezing of LTC for 2 years. They told CMD that at a time when the entire employees are involved in improving the services by observing Customer Delight Year-2011-12, the curtailment of facilities will de-motivate them and demanded withdrawal of the BSNL order dated 05.09.2011. CMD tried to justify the withdrawal of Medical Allowance, Leave Encashment and the freezing of LTC for 2 years in view of the present financial health of the BSNL and impressed upon JAC to support future decisions in this regard. CMD was non-committal to withdraw the order.  Those who participated in this meeting includes Com.V.A.N. Namboodiri, Convenor, JAC, Com. Prahlad Rai, GS, AIBSNLEA, Com. 14.09.2011:Massive Dharna by BSNL Employees : We express our sincere gratitude and thanks to all the members for their active participation in Massive Dharna Programme of JAC on 14.09.2011 throughout the country. Massive Dharnas were organised in hundreds of SSAs/Circles and Corporate Office today by BSNL Executives and Non -Executives protesting against the decision of the BSNL management to curtail the existing benefits and facilities, which the workers won after sustained struggle.

In the name of financial difficulties, the BSNL management has issued orders last week, withdrawing medical allowance and leave encashment while proceeding on LTC as also freezing the Leave Travel facility for two years. Medical facility is curtailed to the pensioners also. This decision has been taken even without any discussion with the recognised staff unions and the Joint Action Committee which is the umbrella organisation of the unions BSNL.

The loss to the BSNL is mainly due to the anti-PSU policy of the government and the mismanagement at the top level. Cancellation of the tender for procurement of 45 million and 93 million mobiles during 2007 and 2010 by the Government had resulted in acute equipment crunch and left BSNL without mobile equipment to provide new connections. Cables, modems, telephone instruments have not been purchased for years with the result that faults could not be repaired, new broadband, land line connections cannot be provided.

Now the workers have taken initiative by observing a 'Customer Delight Year 2011-12', with the target of improving the services and providing more connections. The programmes started from May 2011 and it has shown positive results also.

It is at this time when the negative situation is tried to be turned in to a positive direction with the full support and initiative of the workers under the leadership of the Joint Action Committee of the BSNL Unions/Associations, that the management has taken arbitrary decision to curtail the benefits and facilities of the workers which may demotivate them. It is against this cut in the benefits that the workers all over India organised dharnas in front of BSNL offices.

In Delhi Corporate Office, the dharna was addressed by Comrades V.A.N.Namboodiri, Convener, JAC, P.Abhimanyu, GS BSNLEU, Prahlad Rai, GS AIBSNLEA, Suresh Kumar, GS BSNLMS, Hari Singh, BTU and ND.Ram, SEWA BSNL. More than 200 officials attended the lunch hour demonstration.

In case the management will not settle the issue, JAC will meet on 22nd September to review the situation and take suitable decisions. To protest against the BSNL Management anti-employees policies, continues struggle is required.

13.09.2011: No headway in the meeting between JAC and management – Organise Dharna powerfully : In response to the notice of the JAC, to conduct dharna on 14.09.2011, Management invited the JAC for talks today. The talks took place at 1200 hrs today. Senior Officers from the Management and JAC leaders participated in the talks. Management side requested the JAC leaders to withdraw the Dharna. JAC leaders strongly argued to withdraw the order dated 05.09.2011. The meeting ended without any breakthrough. Hence, the call to conduct dharnas tomorrow, i.e. on 14.09.2011 stands.

All the CHQ/Circle/Branch office bearers are requested to mobilize & participate actively for the successful implementation of Dharna Programme on 14th Sept'2011. To protest against the wrong Policies of the Govt./BSNL Management and to protect the interest of BSNL and its Employees, let us,   come forward  to sacrifice our salary as per the rule of  'No work No Pay'.

08.09.2011:AGS(C/E/Arch/TF), FS met PGM(BW), DGM(BW) and discussed

(a) DPC from JTO(C) to SDE(C): We expressed our serious concern against delay in DPC from JTO(C) to SDE(C). PGM(BW) mentioned that DPC will be started soon.

(b) DPC from SDE(C) to EE(C): We expressed our serious concern against delay in DPC from SDE(C) to EE(C). PGM(BW) appreciated our concern and mentioned that some Vigilance clearance awaited and DPC will be done as soon as the VC received.

(c) Promotion and posting from JTO(C) to SDE(C) [LDCE Quota]: We requested for early  posting on promotion from JTO(C) to SDE(C) [LDCE Quota]. PGM(BW) informed that VCR has been received for all the candidates & proposal for posting on promotion has been prepared and the posting order will be issued shortly after the approval of Competent Authority. We requested for posting on promotion in Circle, where vacancies are available.

(d) Request transfer cases of SDEs(C): We requested to consider request transfer cases in the cadre of SDEs(C). PGM(BW) assured to look into the matter.

07.09.2011: JAC Meeting: Decisions taken in the meeting of the JAC held on 7th Sept. 2011

A meeting of the Joint Action Committee of the BSNL Associations / Unions of the Executives and Non-Executives was held on 7th September 2011 at the National Council office. Com. Suresh Kumar presided. After thorough discussion, the following decisions were taken:

1. Protest Dharna on 14th September 2011 against curtailment of existing facilities : The meeting strongly opposed the orders issued by the BSNL management withdrawing the existing facilities of encashment of leave on LTC, freezing the All India LTC for two years and stopping the BSNLMRS allowance without voucher. These facilities have been granted after detailed discussion and agreement. The present orders are arbitrary and anti-worker.

The JAC, therefore, decided to organise massive dharnas at SSA/Circle/Corporate Office level on 14th September 2011 in protest against the above order and demanding the management to immediately withdraw the same. All the Circle/District Secretaries are urged to make the programme a big success.

2. Protest against PFRDA Bill : The implications and anti-worker provisions of the Pension Fund Regulatory and Development Authority (PFRDA) Bill presented in the Parliament and referred to the Standing Committee was explained by the Convener. The Central/ State Government and PSU employees and Pensioners have already  held an All India Convention and has decided to oppose the anti-worker bill and to present  a memorandum to the President / Prime Minister signed by crore of workers and supporters. A Parliament March will be organised on 29th November 2011. PFRDA Bill is also against the interest of the BSNL pensioners and also to those who are recruited after 01-10-2000 who will get pension as per the New Pension Scheme (NPS).

The JAC meeting decided to be part of this movement to save the pension of the BSNL workers and participate in the programme decided by the All India Convention including in the Parliament March. 

The other issues will be discussed in the next meeting. The meeting came to an end at 18.30 hours after vote of thanks.

07.09.2011: GS, FS, CS Delhi Circle met Sr. GM(Pers.) BSNL and discussed

(a) Holding of DPC to fill up vacant DGM(Engg.) posts : We requested to hold DPC to fill up vacant DGM(Engg.) posts from DE(Regular). Sr. GM(Pers.) informed that the DPC process to fill up vacant DGM(Engg) posts is over today.  Promotion order is expected next week. It is understood that about 215 DGM(Engg.) posts are being filled up.

(b) Holding of Committee meetings on Pay anomaly case - Senior Executives drawing less pay than their Juniors and Sr. AO/Sr. SDE :- We submitted some more feed back to settle the Pay anomaly case - Senior Executives drawing less pay than their Juniors and Sr. AO/Sr. SDE & PA/PS recovery case. Sr. GM(Pers.) mentioned that in the next committee Meeting the same may be further discussed.

(c) DPC from SDE(T) to DE(Adhoc) and DE(Regular): Sr. GM(Pers.) informed that Hon'ble Madras High Court judgment is awaited to get vacated the stay order. Thereafter only the DPCs can be initiated.

07.09.2011: GS, FS, AGS(HQ) met PGM(FP) BSNL and discussed

(a) DPC from AO to CAO (Adhoc): PGM (FP) informed that the proposal to initiate DPC to fill up about 480 CAOs posts on adhoc basis has been sent to Competent Authority for approval.

(b) DPC from CAO to DGM(F) [Left Out cases] : PGM(FP) informed that DPC from CAO to DGM(F) [Left Out cases] is over and DPC note sent for approval to competent authority.  

(c) Consideration of request transfers of AOs: We requested for early consideration of request transfers of AOs. PGM(FP) informed that those who have completed two years on 31.07.2011 are considered and order will be issued shortly.

07.09.2011: GS, FS, AGS(HQ) met GM(EF) BSNL and discussed

(i) Seniors are drawing less salary  than their juniors : We submitted some more feedback on this issue . GM(EF) mentioned that in the next meeting association feedback will be taken for consideration.

(ii) Clarification issued by Pers. Cell on EPP for AO/Sr.AO/Sr.SDE: We requested GM(EF) to settle the issue by considering all cases for first time bound promotion on 01.10.2004. We also submitted RRs copy of Sr. SDE/Sr. AO/ AAO are post based promotion. GM(EF) mentioned that Committee will examine the  issue.

(iii) Leave encashment on LTC: We requested GM(EF) to postpone the cut-off date on withdrawal of leave encashment on LTC. GM(EF) informed that after the approval of BSNL Board order has been issued. The issue may be taken up with higher level officers.

06-09-2011: Branch  Conference of Jhunjhunu Branch, Rajasthan on 04.09.2011: GS, AGS(HQ), Advisor-IV, CHQ and CS Rajasthan attended and addressed the 3rd Branch  Conference of Jhunjhunu Brance, Rajasthan Circle on 04.009.2011 in Hotel OM Tower at Jhunjhunu.  Shri R.C. Rai, GMTD, Jhunjhunu  was the Chief Guest, Shri Om Prakash, DGM, JJN presided over was function.  Welcome address was given by Shri R.D. Ola, Branch Secretary, JJN, who discussed Circle / All India level issues .  Shri O.P. Jat, Circle Secretary, AIBSNLEA, Rajasthan Circle, in his address welcomed all the dignitaries on dais  enumerating the brief of the legitimate demands of the BSNL Executives and service matters.  

Shri Prahlad Rai, General Secretary, in his address appealed to all the executives to  provide quality Telecom services to the customers and also emphasized  to implement successfully  the Call of JAC i.e. "Customer Delight Year-2011-12". He impressed upon for strengthening of marketing and sales units of BSNL to sale out BSNL products. He also Stress to minimize the expenditure on tour by adopting video conferencing in departmental meetings.  He apprised in detail the status of All India level HR issues and expressed resentment against delay in holding  DPCs, arbitrary attempts to modify Transfer Policy, amendments in EPP, tightening of staffing norms etc.

Sh. R.C. Rai, GMTD, Jhunjhunu, Chief Guest, in his address apprised that JJN District is number one SSA of Rajasthan and appreciated the role of employees in this connection.  He told that we will continue our efforts in earning more revenue in the available resources. 05.09.2011: Expenditure Control in BSNL: Keeping in view the financial condition of BSNL, BSNL has decided to Modify the eligibility criteria for item mentioned hereunder:-

(i) News Paper supplied in offices:  The number of newspapers supplied to PGMs, Sr. GMs &GMs in Corporate office is reduced to one newspaper.

However, in respect of CMD/ DIRs/EDs they may decide the issue for themselves. This should take effect immediately. Click Here for letter

(ii) Medical Expenditure: All outdoor treatment facilities under  BSNLMRS will be "with Vouchers" only. The facility of "without voucher" is withdrawn w.e.f. 1st October' 2 011. Those who have opted for "without vouchers" during the financial year 2011-12, can avail The benefit for "with voucher" for 6 months proportionately. The number of bills for Outdoor treatment may increase and the units should make arrangement for payment of Thess bill without delay. This applies to BSNL pensioners also. (iii) LTC : Keeping in view financial position, BSNL has approved the Withdrawal of Leave Encashment While availing All India LTC / Home Town LTC for all Categories o f BSNL employees including  absorbed/  directly recruited, on deputation/Deemed deputation.

 

All India LTC is frozen for two years for all BSNL employees and officers except those who are retiring during this period but Home town LTC shall continue.
