30.09.2010 : 3rd Circle Conference of AIBSNLEA HP Circle at Palampur (HP) : 3rd Circle Conference of AIBSNLEA HP Circle was held at Palampur (HP) on 29-09-2010 at Hotel T-Bud, Palampur. On this occasion open session was conducted to discuss mainly "Viability and growth of BSNL". Sh Rakesh Kapoor, CGMT HP Circle was the chief guest, Sh Deepak Chaturvedi GMTD Dharamshala was the guest of honour. Com Prahlad Rai GS AIBSNLEA and Com K. Satyanarayana President AIBSNLEA attended and addressed the Open Session and delegate session. The open session was attended by all the comrades from all over the Himachal and also from all the streams. The conference hall was jam packed. Sh Rakesh Kapoor CGMT HP Circle, Com Prahlad Rai GS AIBSNLEA. Com K. Satyanarayana President AIBSNLEA, Sh Deepak Chaturvedi GMTD Dharamshala and also Com Sushil Kumar Circle Secretary HP Circle in their address discussed the current issues related to all the cadres and streams of BSNL and in particular related to HP circle. Com Sushil Kumar Circle Secretary also thanked Sh Rakesh Kapoor CGMT HP Circle, Com Prahlad Rai GS AIBSNLEA. Com K. Satyanarayana President AIBSNLEA for redressal of all the points related to HP Circle. Com M L Kaundal as President, Com Sushil Kumar as Circle Secretary, Com Dharmesh Gupta as Finance Secretary and all other office bearers were elected unanimously.

30.09.2010 : GS, AGS (F) met CMD BSNL (Sr. GM Pers was also present) and discussed :

(a) Transfer of Gr. A and Gr. B level Executives based on ODI lists : We apprised him about further transferring of about 100 Gr. A and Gr. B level Executives based on ODI lists recommended by CVO BSNL. We pleaded that CVC/DOT has directed BSNL Management to transfer Gr. A level officers from sensitive posts who are working on deputation to BSNL and their names are available in ODI lists. As per CVC/DOT guidelines Gr. B level Executives facing vigilance cases may also be transferred from sensitive posts. CMD after detailed discussions directed Sr. GM (Pers) to take up the matter with DOT for clarification and thereafter only the further action should be taken. We further requested to cancel earlier transfer orders of BSNL Executives issued on ODI list base. CMD assured after DOT clarification on this issue further action will be taken.

(b) Cancellation/modification of posting order on promotion to DE adhoc : We further requested to consider for additional justified DEs posts sanctioned in new services in KTK, CHTD, TN, STR Circles etc. to accommodate all promoted DEs in their parent Circles. CMD further mentioned that at this stage no additional DEs posts can be sanctioned. In case some vacancies are there in these Circles these can be filled up by the senior most SDEs on promotion to DE adhoc. The Executives should immediately join their posting Circles. However the requests for modification may be considered for those Circles where DE vacancies are available.

(c) DPC from DE regular to DGM : We requested to fill up all vacant DGM posts through DE regular promotion. CMD assured to look into the matter.

28.09.2010:  GS, President, AGS(F) met Shri R.Chandrashekhar Chairman(TC) & Secretary (T) and heartily welcome and felicitate him on assuming the High Office of Secretary (T). We assured him our full co-operation in his efforts to provide most reliable and affordable Telecom services in the country. We requested him to provide full support to BSNL to make it's a viable and vibrant Orgnisation being as owner. We also requested to complete the ITS Officers absorption process in BSNL which is lingering on for the last 5 years and adversely affecting the viability of BSNL. Secretary (T) mentioned that BSNL is a important PSU which requires to flourish and for this his support will always be there and he also sort our support. We further assured him our full support. 27.09.2010:  GS, President, AGS(F) met ED(F) & discussed :-

(a) Filling up of vacant DGM(F) Posts:- We requested for filling up of vacant DGM(F) Posts (about 103) since the DPC was completed along with 269 DGM(F) promotions. ED(F) mentioned that BSNL Management Committee has allowed to fill up about 70 DGM (F) posts. The minutes are awaited. As soon as the minutes and the VCRs of eligible candidate are received, promotion order will be issued. 

(b) Consideration of request/tenure transfers of JAOs/AOs/CAOs:- We requested to consider all pending request / tenure transfers of JAOs/AOs/CAOs, who completed Two years of service upto 30st Sep'2010.  ED(F) assured to look into the matter.

(c) One time relaxation JAO Part-I qualified JAOs to the JAOs Regular promotion- We requested to consider one time relaxation to JAO Part-I qualified JAO in JAO Regular promotion since they are working officiating JAOs for last 7-8 years. ED (F) mentioned that matter is under consideration but after seeing the all implications decision will be taken.

27.09.2010:  GS, President, AGS(F), AGS (HQ) met Sr. GM (Estt.) & discussed :-

(a)  Finalisation of JTO seniority list in circles:- We requested for early finalisation of JTO seniority list in circles so that DPC to SDE(T) promotion can be held. Sr. GM (Estt.) mentioned that efforts are being made to finalise the JTO seniority list but certain objections have been raised on finalising the seniority list e.g. JTO seniority list to be finalise on the basis of date of appointment in the cadre not, on the basis of year of recruitment etc. We expressed our serious concern against delay in finalising the seniority list since more then 10,000 SDEs(T) posts are lying vacant. Sr. GM (Estt.) further mentioned that Associations can sit together and resolve the issue.

(b) Regularisation of Officiating JTOs:- Sr. GM mentioned that  regularisation of officiationg JTO issue could not be resolved due to contempt case pending in Hon'ble Chandigarh High Court. The fate of 3500 regularly promoted JTOs (Departmental) and remaining officiating JTOs depends on the outcome of court judgment. He further advised that applicants and aggrieved JTOs can sit together and resolve the issue.

(c) Regarding implementation of 78.2% fitment benefit and revision of Transport allowance Sr. GM (Estt.) further mentioned that these issues can be resolved in case BSNL makes profit. He impressed upon that Unions/Associations should educate their members for earning the profit. We mentioned that we have been appealing our member to concentrate more for the growth of BSNL and to provide quality service but BSNL Management is laviously spending money on tours, meetings, vehicles and giving maximum facilities to JAG and above level officers e.g. Free Blackberry instruments, 3G, IPTV, Laptops, MBA courses on BSNLs costs etc. No austerity measures are observed in BSNL and  missing of leadership are the main reasons which are adversely affecting the viability of BSNL.

23.09.2010 : JAC Meeting on 23.09.2010 - Decisions taken with regard to the STRIKE proposed w.e. from 19th October 2010 - STRIKE rescheduled to 24th - 26th November 2010. Click for details

23.09.2010: GS, AGS(F) met CMD BSNL and discussed:-

(a) DPC from DE to DGM Engineering:- We requested to fill up vacant DGM Engineering posts by promoting eligible DEs. We pleaded that about 500 DGM posts are lying vacant which are being looked after on local officiating basis or being manned by DEs who are already drawing DGM scale. CMD assured to look into the matter.

(b) Regularisation of DEs:- We requested to fill up balance vacant DEs posts on regular basis. CMD assured to look into the matter.

(c) Retention of DEs on promotion to their parent Circles:- We requested to retain DEs on promotion to their parent Circles by creating additional DEs posts in new services viz. Karnataka, TN, Chennai TD and STR Circles where DEs vacant posts are not available. CMD mentioned that at this juncture no additional DEs posts can be created, hence SDEs on promotion to DE are to go to other Circles only where the vacancies are available. He advised that people should not waste time in waiting for retention. We further pleaded for modification of posting order to nearby Circles wherever the DEs vacancies are available. He accepted the request and advised to submit such cases.

(d) Cancellation of Grp 'B' level Executives' zonal transfer orders issued on the basis of ODI lists:- We requested for cancellation of zonal transfer cases of BSNL executives' issued based on ODI lists. We pleaded that as per CVC guidelines Grp 'B' level executives' facing vigilance cases are to be transferred to non-sensitive posts only not on zonal transfer basis. It is understood that DoT instructions for zonal transfer on the basis of ODI lists were for DoT Group 'A' level officers only. It is wrongly implemented in BSNL. CMD immediately contacted Sr. DDG (Vig) DoT and discussed the matter as we pleaded. CMD assured to take clarification from DoT at the earliest.

22.09.2010 : GS writes regarding :

Letter-1 : Anomaly due to BSNL Time Bound Promotion Policy - granting of stepping up at par with junior in order to protect the seniors from inevitable loss in Basic Pay vis-à-vis Juniors.

Letter-2 : Non payment of pensionary benefits – case of Shri Soma Munda, AGM (Retd).

Letter-3 : Regularization/ promotion to the cadre of Executive Engineer (Civil/Electrical).

22.09.2010 : GS met PGM (FP) and discussed :

(a) Filling up of balance vacant DGM (F) posts : We requested for early filling up of balance vacant posts of DGM (F) (about 103). PGM (FP) informed that today he along with Sr. GM (Pers) met CMD BSNL and discussed the matter. It has been decided to send the case to MC for approval. It is expected that the matter will be discussed in tomorrow's MC meeting to fill up about 70 DGM (F) posts.

(b) Consideration of requests of tenure transfers of JAOs / AOs / CAOs : We requested to consider all pending request / tenure transfer cases who are completing 2 years on 30th Sept 2010. PGM (FP) assured for an early action.

22.09.2010 : GS, AGS (HQ) and AGS (F) met Sr. GM (Pers) and discussed :

(a) Retention of DEs on promotion in their parent Circles : We requested to retain DEs on promotion to their parent Circles e.g. Chennai TD, KTK Circle, TN Circle and STR Circle where the DE vacancies are not immediately available. Sr. GM (Pers) mentioned that BSNL CO will not insist for relieving of these promoted DEs and they can be accommodated in their respective Circles against future vacancies on seniority basis. Regarding addition creation of posts etc. may be discussed with competent authority.

(b) Filling up of DGM (Engg) vacant posts : We requested to fill up about 500 vacant DGM (Engg) posts by regularly promoted DEs. Sr. GM (Pers) mentioned that the issue may be taken up with competent authority.

(c) Filling up of vacant SDEs (T) posts : We expressed our serious concern against non-filling up of about 10,000 SDEs (T) posts through LDCE and seniority-cum-fitness basis. Sr. GM (Pers) mentioned that BSNL CO tried to hold LDCE to fill up about 5000 SDEs (T) posts but due to various court cases the same could not be held and now since seniority of JTOs to SDE (T) promotion has not been finalised and the objections are being raised against the present procedure for recasting the SDEs (T) seniority list. It could not be finalised. As soon as the court cases are cleared / withdrawn and the JTOs eligibility list is finalised, DPC / LDCE will be conducted. Against this we expressed our serious dissatisfaction and requested for early solution through dialogue.

(d) Removal of pay anomaly case of DEs : We requested to settle the pay anomaly cases of DEs who are drawing less pay than their juniors on implementation of EPP and 2nd PRC recommendations. Sr. GM (Pers) assured early settlement of the issue.

(e) To stop recoveries of Sr. AOs / AOs : We requested to withdraw the clarification issued for EPP implementation for AOs / Sr. AOs who were granted 1st Time Bound Promotion on completion of 4 years of service after getting the DOT Time Bound Promotion benefit. Sr. GM (Pers) assured to look into the matter.

21.09.2010: JAC Punjab Circle state Convention at Ludhiana:-GS attended and addressed the JAC Punjab circle state convention at Ludhiana on 21.09.2010. In his addressed he strongly opposed the wrong policies of Govt. of India which are adversely affecting the viability of BSNL & its workers. Mainly delay in absorption of ITS officers in BSNL, Continuous cancellation of GSM lines tender, 30% disinvestment of BSNL which ultimately lead to privatization, imposing VRS to 1 lac employees, unbundling of BSNL's Copper conductor, non-revision of IDA pension of BSNL pensioners retired before 01.01.2007, non- implementation of 78.2 % IDA fitment benefit DPE order dated 02.04.2010, refund of Rs 18,500/-Crore GSM and BWA spectrum charges and reimbursement of License fee and USO charges to BSL etc. He called upon to implement 3 days strike w.e.f. to 19 Oct to 21 Oct 2010.

21.09.2010:     CEC Meeting of UP (East) Circle at Bareilly: CEC meet of UP (W) circle at Bareilly was held on 18.09.2010 at Nehru Yuva Kendra, Civil Lines, Bareilly (U.P). AGS (HQ), AGS (F) attended and addressed the meeting from CHQ side. Sri Shamim Akhtar Sr GM (HR), UP (W) Telecom Circle, Meerut attended the meet as Chief Guest. GMTD Bareilly Sh. Rajeev Yadav was the Guest of Honour .The meeting was presided over by Sri Moti Lal Circle President, AIBSNLEA. The nature welcomed the CHQ delegates as well as participants from all corners from UP (W) Circle. Despite the heavy rains the meeting hall was jam packed. Sri A.H.Khan, District Secretary AIBSNLEA Bareilly welcomed the guests at Stage and the participants. There were wide discussions on organizational matters and service welfare matters besides viability of BSNL. Sri Devesh Sharma Asstt General Secy, (HQ), New Delhi discussed a wide range of burning cadre issues and BSNL viability and also gave satisfactory replies to various queries raised by the participants. Sri K.R. Chahar Circle, Secretary, UP (W) Circle discussed various discriminatory policies of Department of Telecom & TARI which lead the BSNL to huge losses. Sri P.Venugopal, AGS (F) CHQ, New Delhi, analyzed the financial results for the last few years and hoped that the financial losses which were mainly due to payment of arrears on account of IDA/CDA scales revision. The CEC meet ended with the thanks speech of Sri R.A. Ansari Financial Secretary, AIBSNLEA Bareilly who paid hearty thanks to the guests and participants.

21.09.2010 GS, AGS (HQ) met PGM (BW) on 16.09.2010 and discussed:

(a)  Development of USO Projects by the civil wing of BSNL: - On our query to USO project work, PGM (BW) mentioned that all the targets of USO projects have been completed except some places in North East and Bihar. He also mentioned that the revenue from USO Project in last year was more then 40 Cr and this year we are expecting the revenue approx. 70 Cr. This amount comes as a subsidy from DoT. After completion of 5 years BSNL can earn Rs 30,000 per annum per site from this project.

(b)  Utilization of Quarters lying vacant in BSNL: - We expressed our serious concern against the non-using of vacant quarters in BSNL. PGM (BW) appreciated our views and mentioned that approx. 11000 quarters are lying vacant in BSNL and BSNL can earn revenue by make these quarters on lease. PGM (BW) mentioned that CGMs has full powers to take the decision regarding this.

(c)  External project work (Construction and Maintenance) from outside agencies:- We inquired about the progress of external project work from outside agencies. PGM (BW) mentioned that CMD has given target to BW wing to earn the revenue of Rs. 2000 Cr. By getting this much work BSNL can easily earn the profit of Rs 125 Cr. Last year BSNL has got the external work of Rs 211 Cr and this year it has got the work of Rs 100 Cr. This year BSNL has got the profit of Rs 18 Cr from External work. PGM (BW) mentioned that there is also a huge competition for getting the work from external agencies because some organizations like IRCON, RITES, EIL are fully dependent on this work and getting revenue from this business.

(d)  Regular DPC for filling the posts of EE: - PGM (BW) mentioned that approximately 125 vacancies are to be fill up in the cadre of EE (C). He mentioned that the DPC order will be issued in next month.

(e)  Withdrawal of the order reg. ACP issued by Jt. DDG (BW):- We requested PGM (BW) to immediately withdrawal of the order reg. ACP issued by Jt. DDG (BW). Due to this order the employees of Civil wing are unable to get the ACP withdrawl facility given by the order issued by Personal section of BSNL CO. PGM (BW) told that the positive opinion of Estt. And Pers cell is necessary in this case. He assured to look into the matter.

(f)   DPC from JTO (C) to SDE (C) for the ST candidates:- We expressed our serious concern against the delay in the DPC from JTO (c) to SDE (C) for the ST candidates. In March 2010, BW cell has asked the relevant record for the DPC but till now there is no any significant movement. PGM (BW) assured to look into the matter.

14.09.2010 : Extended Circle Executives Committee Meetings of West Bengal & Kolkata Telephone Circles at Kolkata: GS, President, Org. Secy.(E), Advisor- V attended & addressed the Extended  Circle Executives Committee Meetings of West Bengal & Kolkata Telephone Circles at Kolkata. In this meeting felicitation of Com. K. SATYANARAYANA, CHQ President was also arranged on his superannuation on 31st July 2010.

Com. GS & President in their address explained in detail the efforts of AIBSNLEA in settling the important issues i.e. implementation of executives' Promotion Policy, Grant of Perks to Executives, Transparent Transfer Policy, Filling up vacant Group 'B' grade, STS Group 'A'  & JAG vacant posts, finalization of BSNL MSRRs & its implementation, modification in BSNL MSRRs for Civil/Electrical/Arch. Wing executives, AAOs Pay scales & active role of AIBSNLEA in Joint Forum/Joint Action Committee issues related to viability of BSNL. Com. GS explained the recent presentation of JAC to Member(S) Committee on Sam G. Pitroda Panel recommendations etc. He appreciated the efforts of Kolkata Telephone / WB Circle  of AIBSNLEA in holding 3rd ALL India Conference at Kolkata. 09.09.2010 : JAC Meeting with Member (S), Telecom Commission : Member (S), Telecom Commission hold meeting with Joint Action Committee leaders today at 15.00 hrs. JAC submitted views on Sam Pitroda Committee recommendations and discussed in detail all 15 recommendations of Pitroda Committee. Member (S) is the Chairman of the Committee constituted by Telecom Commission to submit its report on implementation of Pitroda panel recommendations. Member (S), Advisor (T), DDG (Security), DDG (TPF) and BSNL officers viz. ED (CA), ED (F), Sr. GM (SR) and GM (Restrg) were present in the meeting. Com GS and AGS (F) from AIBSNLEA side represented. During discussions JAC pleaded that BSNL is having social responsibilities as PSU and Govt. support should be there to meet the social responsibilities i.e. reimbursement of license fee, exemption from taxes, refund of 3G and BWA spectrum charges etc. and demanded that DOT should release white paper on all these issues / Govt. support to BSNL. Regarding retire or transfer around 100 K employees through VRS, 30% disinvestment of BSNL and unbundling of local loop for public and private companies were strongly opposed. JAC demanded immediate settlement of ITS officers' absorption issue, IDA pension revision issue of BSNL pensioners retired before 01.01.2007 and giving full autonomy, decision making and procurement of equipment without any interference etc. After detailed discussions Member (S) mentioned that JAC may further submit detailed suggestions on all the issues immediately, thereafter the recommendations on Pitroda panel will be submitted to Telecom Commission / Govt. for their implementation. 07.09.2010 : GS met GM (Estt) and discussed :

(A) Hon'ble Chandigarh High Court judgment regarding Offg JTOs case : Reply to our query, GM (Estt) mentioned that the judgment of Hon'ble Chandigarh High Court regarding JTOs Offg case is still awaited. Thereafter only the further action will be taken.

(B) Recasting of inter-se-seniority of JTOs to TES Gr. B : We requested for early recasting of inter-se-seniority of JTOs to TES Gr. B. GM (Estt) mentioned that efforts are being made to finalise the seniority list but meanwhile some objections have been raised by some JTOs and these are being examined.

(C) Endorsement of Govt. order on LTC to NE and J&K in lieu of hometown LTC : GM (Estt) mentioned that BSNL Management has not accepted for endorsement on the pretext of BSNL's financial health. To implement this order the financial implication of Rs. 20 crores will occur but encashment of E/L along with LTC has been accepted by BSNL Management Committee and is being sent to BSNL Board for approval.

(D) Diversion of some DEs posts : We requested for early diversion of DEs posts to some Circles where the SDEs (T) on promotion to DE adhoc are waiting for posting due to non-availability of DEs posts. GM (Estt) informed that the diversion of DEs posts to some Circles e.g. NE-I and some other Circles have been approved and the order for diversion of DEs posts will be issued within a day or two.

07.09.2010 : GS, AGS (HQ) met GM (Pers) and discussed :

(A) Consideration of left out cases of DEs adhoc and regular DPCs : GM (Pers) assured that as soon as the required information i.e. settlement of appeal against below benchmarks and missing ACRs are received immediately left out cases will be considered for promotion.

(B) DPC from JTO (T) to SDE (T) on seniority-cum-fitness quota : GM (Pers) mentioned that DPC from JTO (T) to SDE (T) is under consideration and as soon as the seniority of JTOs is finalised, DPC will be completed.

(C) Consideration of request for modification in DE adhoc promotion order : We requested to consider the requests of DEs adhoc of STR, KTK Circles for modification in posting order from Gujarat Circle to AP Circle. GM (Pers) assured to look into the matter.

(D) Creation / Diversion of DEs posts in KTK, CHTD, TN and STR Circles : We requested to consider for Creation / Diversion of DEs posts in KTK, CHTD, TN and STR Circles in new services so that DEs of these Circles on promotion may be accommodated in the same Circles. GM (Pers) mentioned that matter may be taken up with competent authority.

06.09.2010 : JAC meeting : JAC, in its internal meeting held today, reiterated its stand to oppose Govt.'s move to impose 30% disinvestment of BSNL, VRS to 1 lac employees, unbundling of BSNL's copper conductor etc. Com GS and President attended the meetings. JAC demanded that BSNL Management / DOT administration should seek the views / suggestions on all the recommendations of Pitroda Committee and thereafter met GM (SR) and GM (Restg) and communicated its decision. JAC decided to prepare presentation in brief on Pitroda Committee recommendations for submission to the Member (S) committee on 9th Sept 2010. 06.09.2010 : GS, President, AGS  (PA/CSS/Others), OS (W) along with CS and Circle President, MH Circle attended and addressed the District Conference of Pune TD Branch in Shri Mahalakshmi Sabhagrih, Pune. In the Open Session Shri D.K.Maheshwari, GM (D), Pune TD was the Chief Guest. In his address, he mentioned that efforts are being made to make Pune TD a profit making SSA of MH Circle. The Executives in Pune TD are sincere and trying to implement ERP project, full utilisation of FETEX Exchange, improvement in Enterprise Business etc. but finding difficulties in growing the BSNL's cable network due to heavy road cutting charges being charged by local bodies. He mentioned that experienced Executives of particular technology / area should not be disturbed / transferred based on long standing transfers because it affects the maintenance and operation work and he advised to review the BSNL CO order for withdrawing 30% vehicles. It is causing difficulty I day to day work to Executives. He suggested that under economic cut the vehicles withdrawal may be 10-15% instead of 30%.

Com GS, in his address, discussed the issues related to viability of BSNL mainly 18,500 crores 3G and BWA spectrum charges from BSNL instead of benchmark charges, license fee and USO charges from BSNL contrary to NTP 1999, withdrawal of ADC, delay in settlement of ITS absorption in BSNL and against the Govt.'s move of 30% disinvestment of BSNL, VRS to 1 lac employees and unbundling of BSNL's Copper Conductor etc. He mentioned that AIBSNLEA under the banner of Joint Action Committee is actively participating in all protest actions. Regarding HR issues he mentioned that AIBSNLEA's sincere efforts during last 4 ½ years have yielded result in getting released more than 5000 DE adhoc promotions, about 1000 CAOs promotions and more than 100 EEs (C/E/Arch/TF) promotions. About 219 DGMs in Engg side and 269 DGM (F) have been promoted after regularisation in STS cadre. About 2500 JTO to SDE (T), 200 JTO (C/E/Arch) to SDE (C/E/Arch), 1050 JAOs to AOs have been promoted. 1751 DEs and 600 CAOs have been promoted on regular basis. He mentioned that further efforts are being made to get filled up about 400 DGM (Engg) posts, 100 DGM (F) posts and about 3000 SDEs (T) posts of Seniority-cum-fitness quota are to be filled up at the earliest. He requested that all Executives should concentrate on providing quality service to customers and to change our attitude towards them.

Com CHQ President in his address mentioned that in true sense AIBSNLEA is serving Executives of all disciplines in BSNL. All the important issues related to BSNL Executives are being immediately taken up and the sincere efforts are being made for their settlement by the Association. Regarding the unity of BSNL Executives, he categorically mentioned that AIBSNLEA is for BSNL Executives unity. All the CHQ office bearers present there also addressed and discussed the All India and Circle level issues. Com CS and Circle President MH Circle mentioned that Pune District Branch is the biggest branch of MH Circle which is having more than 400 members, They discussed District / Circle / CHQ level issues. Com V.R. Deshpande, District Secretary, Pune Branch welcomed the guests and Shri Choudhary, District President delivered vote of thanks. Shri Mahalakshmi Sabhagrih was jam packed.

In the interactive session, Com GS replied all the queries of the general members to their satisfaction.
