Proper Scrutiny and Verification of Applications for
Deputation/Direct Recruitment:-
AGM (Pers-II), BSNL Corporate Office, has issued a
letter to all CGMs instructing them to ensure thorough
scrutiny and proper verification of all applications
received for Deputation or Direct Recruitment before
forwarding the same to BSNL Corporate Office. The
communication emphasizes the need for strict compliance
with eligibility criteria, verification of service
particulars, vigilance status, and other required
documentation to avoid discrepancies and delays in
processing.

Meeting with Honourable CMD BSNL Shri A. Robert J. Ravi
Ji by Tamil Nadu Circle Secretary, AIBSNLEA and CHQ
Office Bearers at Karaikal during his Official Visit on
18.10.2025
During the official visit of our Honourable CMD BSNL
Shri A. Robert J. Ravi Ji to Karaikal CSC (Pondicherry
Union Territory) on 18th October 2025, a delegation of
AIBSNLEA comprising Shri Prabhakaran, Circle Secretary,
Tamil Nadu Circle, Shri Vinayagamoorthy, CHQ Advisor,
and former General Secretary AIBSNLEA Shri S. Sivakumar,
who is residing at Karaikal, met the CMD BSNL.The team
honoured the CMD by presenting a shawl, flower bouquet,
and a book as a token of respect and appreciation.
On behalf of AIBSNLEA, the delegation submitted a
memorandum requesting:
Immediate implementation of 3rd PRC for BSNL
Executives, and
Free FTTH connections for BSNL Employees and
Pensioners in place of the existing 40% rebate scheme.
The Tamil Nadu Circle Secretary reported that the team
congratulated the CMD for his consistent and dedicated
efforts in obtaining favourable orders from the Ministry
of Finance regarding pension contribution on actual
basic pay instead of the maximum of the pay scale—an
issue that had remained unresolved since 2018.They also
appreciated the CMD’s able leadership, under which BSNL
has consistently achieved EBITDA positive results in all
recent quarters.
Further, the team expressed heartfelt gratitude to the
CMD for finalizing the historic Wage Revision Agreement
after eight years, and requested him to take up the 3rd
PRC recommendation with the DoT Secretary and Telecom
Commission at the earliest. The CMD assured the
delegation that he would do his best efforts in the
Ministry of Telecom for getting the 3rd PRC revised pay
scales approved.
Regarding the request for Free FTTH connections to
employees and pensioners, the CMD responded positively
and stated that the proposal will be considered once
BSNL’s revenue position improves.

Honourable Prime Minister
of India, Shri Narendra Modi Ji,
once again
recognised and appreciated the remarkable efforts of
BSNL and its dedicated employees for their
pivotal role in
developing the Indigenous 4G Network and
successfully
installing one lakh 4G towers across the
nation.
The Prime Minister conveyed
this appreciation while addressing the gathering during
the “Unstoppable
Bharat” session at the NDTV World Summit 2025,
held at Bharat
Mandapam, New Delhi.

GS Sh. Abhishek Jain, AIP Sh. Rajpal Sharma, and FS Sh.
Subhrendhu Bhattacharjee met senior officers in the
Department of Telecommunications, including Member
(Finance), Director (PSU), and other higher officers. On
behalf of AIBSNLEA, they extended Diwali greetings to
all the dignitaries.
During the interaction, the team discussed the latest
developments related to BSNL HR issues. The officers
informed that the Ministry (DoT) is working on a
proposal to repatriate/deployment the ITS officers from
BSNL by 2026, after which the upper management
responsibilities will be handed over to BSNL executives
in a phased manner. A dedicated dashboard has been
formed under the guidance of Hon’ble MoS, AST, and CMD
BSNL to monitor the progress, and discussions on this
matter are expected to commence in November 2025.
The delegation also raised the long-pending 3rd
PRC issue with Member (Finance). He explained
the current hurdles in its implementation, stating that
improvement in revenue and Profit Before Tax (PBT) is
crucial for consideration. The team highlighted BSNL’s
unique role and social obligations in serving remote,
hilly, border, and naxalite-affected areas—where service
is rendered on a “nation-first” principle rather than
profit. They also mentioned the recent launch of
Swadeshi 4G services by the Hon’ble Prime
Minister as a major milestone towards BSNL’s revival.
Member
(Finance) responded positively and assured that he would
take the best possible steps and convey the matter
appropriately for consideration of relaxation in the
affordability clause.

Update on Joint Meeting of General Secretaries of Unions
and Associations of BSNL – 10th October 2025
A joint meeting of the General Secretaries of Unions and
Associations of BSNL was held today, 10th October 2025,
at 12:30 PM in the IR Hall, AIGETOA CHQ Office, to
discuss the continued vindictive actions by the CGM,
Chennai and Tamil Nadu Circles against employees.
All General Secretaries of the constituent Unions and
Associations participated in the meeting and expressed
serious concern over the continued harassment of
employees, despite the discussions held earlier with
Director (HR), BSNL Board.
The forum noted with concern that, instead of adhering
to the spirit of reconciliation discussed during the
meeting with Director (HR), the Chennai Circle
Administration has further escalated its vindictive
approach by issuing fresh threatening letters dated
08.10.2025. This has completely eroded the trust built
during the discussions at Corporate Office.
After detailed deliberation, the forum unanimously
decided the following:
1. A joint letter will be submitted to the CMD BSNL
seeking immediate resolution of the issue by withdrawing
all vindictive actions and replacing the CGM of Tamil
Nadu and Chennai Circles.
2. If the issue is not resolved by 16th October 2025,
the Unions and Associations of BSNL will conduct Lunch
Hour Demonstrations across all BSNL offices on 17th
October 2025, followed by further intensified
organizational programs.
The forum expressed that the continued administrative
high-handedness in Tamil Nadu and Chennai Circles
reflects a serious lapse and undermines industrial
harmony within BSNL. It was reiterated that the
management must act promptly to restore peace and
discipline in these circles by implementing the
assurances given during the Director (HR) meeting.
The Unions and Associations of BSNL stand united in
their commitment to protect the dignity, rights, and
welfare of BSNL employees and will not tolerate any
vindictive or discriminatory actions against staff and
leaders.
