Unions and Associations of

and to the CMD BSNL, Shri A. Robert J. Ravi Ji,
regarding the long-pending demands of BSNL
employees, with special emphasis on the
implementation of the 3rd PRC (Pay Revision).

Hon’ble Prime Minister address towards atmanirbhar
bharat,Swadeshi 4G technology
Today marks a historic moment for BSNL as the Honourable
Prime Minister, Shri Narendra Damodardas Modi Ji,
inaugurated the Swadeshi 4G technology at Jharsuguda,
Odisha.
In his address, the Hon’ble Prime Minister mentioned
that nation had decided to develop indigenous technology
in the telecom sector, a target that BSNL has proudly
achieved. This milestone has been made possible through
the hard work, dedication, and innovation of BSNL’s
young talent and research teams, fulfilling the dream of
Atmanirbhar Bharat. With this achievement, India
becomes the fifth nation in the world to develop its own
telecom technology.
This milestone comes as BSNL celebrates its Silver
Jubilee Year, a journey made possible due to the
devotion and contribution of its employees. Today, one
lakh towers are
4G-enabled, bringing high-speed internet
to nearly two crore people across three thousand
villages. The Swadeshi 4G network is now reaching the
farthest corners of India — including hilly, border, and
tribal areas.
The Hon’ble Prime Minister also acknowledged the
presence of the Hon’ble Minister of Communications, Shri
Jyotiraditya Scindia Ji, who joined the celebrations
from Assam.
This technology is set to transform lives across the
nation:
Farmers
– for agriculture-related solutions.
Students
– enabling access to online education.
Patients
– through telemedicine facilities.
Armed forces personnel
– to stay connected with their families.
Tribal communities
– for access to government schemes and services.
Most importantly, the indigenous 4G platform is
future-ready for 5G rollout, paving the way for India’s
leadership in telecom technology.
BSNL today stands tall as the
pride of India’s telecom sector, leading the nation
into a new digital era.

Brief description of Press conference of
Honourable Shri Jyotiraditya Scindia Ji,
Minister
of Communications ,Government of India

A Press Conference was held at 10:00 hrs on 26th
September 2025 at the Conference Hall, 9th Floor, Bharat
Sanchar Bhavan, Janpath, New Delhi, where the Honourable
Minister of Communications briefed the Press and Media
regarding the deployment of Swadeshi 4G technology.
The Honourable Minister stated that 27th September
2025 will mark a historic day for India, as the
nation enters a new era in the telecom sector where
India will itself produce and manufacture telecom
equipment. India will thus become the fifth country
and the sixth entity in the world to achieve this
milestone.
The Minister
highlighted that the indigenous 4G technology has
been developed through the combined efforts of:
C-DOT
– Core & Software development,
Tejas Networks
– Radio Access Network,
TCS
– System Integration.
He emphasized that BSNL has successfully developed
and deployed this Swadeshi 4G technology, thereby
fulfilling the Honourable Prime Minister’s vision of
Aatmanirbhar Bharat (self-reliance) in the telecom
sector.
Recalling the earlier period when only foreign telecom
giants produced and supplied equipment, the Minister
quoted the Honourable Prime Minister’s visionary words:
“हर
चुनौती में हमें अवसर देखना होगा”
(In every challenge, we must see an opportunity). Today,
that vision has materialized, making India capable of
producing its own 4G technology. He added that this
success is a result of “सबका
साथ,
सबका विश्वास,
सबका विकास,
सबका प्रयास”.
The Minister further announced that on 27th September
2025, the Honourable Prime Minister of India will
inaugurate 98,000 sites enabled with Swadeshi 4G
technology at Jharsuguda, Odisha. A key feature of
this technology is its ability to seamlessly upgrade to
5G in the future. Farmers, students, armed forces, and
many other sections of society will directly benefit
from this achievement.
Dr. Neeraj Mittal Ji, Secretary, DoT,
while addressing the press, remarked that until now,
India was primarily known worldwide for Yoga,
Bollywood, and Cricket. With this milestone, India
will now also be recognized as a global telecom giant,
fulfilling the Prime Minister’s vision of making India a
global technology powerhouse.
Shri A. Robert J. Ravi Ji, CMD, BSNL,
expressed that on the occasion of BSNL’s Silver
Jubilee, it is a matter of great pride to dedicate
the Swadeshi 4G technology to the nation.

Joint Protest by Unions & Associations of BSNL on 6th
October 2025 in Solidarity with Chennai & Tamil Nadu
Office Bearers:
Unions and Associations of BSNL in solidarity with the
Chennai and Tamil Nadu office bearers belonging to
various Unions and Associations. The office bearers were
being victimized by serving chargesheet and penalty for
raising the voice in support of the employees and trying
to seek hearing from CGM Chennai Telecom and Tamil Nadu
circle. The matter was raised time and again by the
unions and associations together, both at Circle as well
as Corporate level. Despite raising the matter and
seeking respite through amicable means, neither BSNL
Corporate Office nor the Chennai Circle responded with
any settlement except for giving verbal assurances and
at the end, chargesheet and penalty were served to some
officer bearers of Chennai Telecom Circle.
Seeing no hope for respite through amicable means,
finally General Secretaries of various unions and
associations of BSNL on the feedback of Tamil Nadu and
Chennai Circle, decided to oppose this regressive move
of the management and denial of Justice by BSNL
Corporate Office despite repeated requests of
intervention in settling the matter. Accordingly Unions
and Associations of BSNL have served a joint notice for
a nationwide Protest on 6th October 2025 in solidarity
with our Chennai and Tamilnadu office bearers with
following demands:
1. Immediately shift Shri S. Parthiban from the posts of
CGM TN & CHTD and finally repatriate to DoT.
2. Withdraw all vindictive actions initiated against
leaders and employees of CHTD Circle.
We sincerely feel management at Corporate level will
take note of this and intervene urgently to avoid any
further escalation of the situation. The unions and
Associations of BSNL are determined and committed
themselves to oppose any such regressive actions from
management side either at corporate or at circle level
and we can go to any extent of protest to ensure justice
for the employees.
All the rank and file of various unions and associations
are requested to mobilize themselves for the aforesaid
program. Circle Secretaries and District Secretaries are
requested to serve the notice at circle and District
level and share the copy to the central headquarters.
Further all employees are requested to activate their
twitter IDs for future programs.
BSNL proudly celebrates its Silver
Jubilee year, marking 25 years of dedicated service to
the nation. On this auspicious occasion, our
Honourable Prime Minister Shri
Narendra Damodardas Modi Ji
will inaugurate BSNL’s indigenous
4G services on 27.09.2025.
This achievement is a historic milestone in the telecom
sector, as BSNL is the only company that has deployed
Swadeshi 4G
technology.
While other operators have provided 4G services on
foreign switches, BSNL takes pride in offering services
powered by
Made-in-India
technology.
True to its legacy of serving the nation in every
disaster and emergency, BSNL is now fully prepared to
deliver indigenous 4G services across the
country, strengthening India’s digital independence and
paving the way for future advancements like 5G.

General Secretary Sh.
Abhishek Jain and CHQ President Sh. Rajpal Sharma met
PGM (Pers.) Shri
Rajeev Kumar Kaushik Ji to discuss several
burning issues concerning executives.
At
the outset, GS and President enquired about the upcoming
Silver Jubilee
Celebrations of BSNL and the inauguration of
4G Saturation
and 4G sites. PGM (Pers.) informed that he is
presently engaged in the preparation for the prestigious
event of Hon’ble
Prime Minister Shri Narendra Damodardas Modi Ji’s
inauguration of BSNL 4G Indigenous Technology
on the occasion of
BSNL’s 25th
Anniversary on 1st October 2025.
We further discussed
about:
1. Management Trainee’s Designation Issue
AIBSNLEA CHQ explained the pain and concerns of the
Management
Trainees recruited under Internal MT RRs, who
are still awaiting the reflection of their correct
designation in SAP/ERP.
1.
We
submitted that these MTs, as per MT RR provisions,
should be designated as
Manager (MT)
on successful completion of 52 weeks of training.
2.
Their APARs
are already being filled in the Yellow APAR Form,
hence there is no justification for their designation to
still appear as
SDE in SAP.
3.Supporting documents,
including a sample case of
Ms. Shalini
Daksh, MT, were submitted.
PGM (Pers.)
listened patiently and clarified that the MT RRs were
framed on the concept of
Group ‘A’
officers recruitment (DoT era Sr. SDE/ADET).
Since these MTs were recruited under the same concept,
their designation will be assigned as per MT RR
provisions. The matter will be reviewed and
appropriate
decision will be taken soon.

Consideration of OTP Transfer Requests & Modifications
in Annual Transfer Orders
We requested:

Consideration of
pending OTP
transfer requests not covered in CO orders
dated 02.05.2025 & 30.06.2025.
·Review of
genuine cases
on medical grounds, age factor, children’s education,
etc., arising out of the recent annual transfer orders.
PGM (Pers.)
responded positively and assured that all genuine cases
will be duly considered. However, he clarified that the
pending OTP
transfer requests will be processed in March/April 2026,
and employees willing to transfer should submit their
requests during the
OTP window to
be opened in January 2026.

discuss several important and current issues concerning
BSNL executives.
At the outset, AIBSNLEA leadership expressed sincere
appreciation for the supportive approach of the Director
(HR) and his willingness to resolve HR-related matters.
GS and President also enquired about his health and
wished him sound recovery and good health. Director (HR)
emphasized that while all genuine issues would be
addressed, employees must also remain focused on BSNL’s
overall growth and revival.
Streamlining and Facilitating
Completion of Mandatory EPP Training
We raised serious concerns regarding the difficulties
being faced by executives in completing their mandatory
EPP training. The limited number of training slots get
filled within a very short span of time, delaying the
financial up-gradation and online examination of many
executives.We explained the issue in detail and
suggested practical solutions. A detailed letter has
also been submitted to BSNL Management by AIBSNLEA CHQ.(<C<<<Click here for

Director (HR) patiently heard the issues, discussed our
suggestions in detail, and assured that the matter will
be examined with PGM (Trg.), BSNL CO and resolved
amicably at the earliest within the available resources.
Implementation of CCS Pension for Eligible BSNL
Employeesion
of CCS Pension for Eligible BSNL Employees
We strongly pursued the very important issue of CCS
Pension applicability under CCS Pension Rules 1972 (now
2021) for those employees who were recruited through DoT
notifications (before 01.10.2000) but appointed after
BSNL formation.
We highlighted the Hon’ble CAT Chandigarh Judgment dated
08.08.2025, which ruled in favor of such employees.
AIBSNLEA CHQ requested that this be implemented as a
one-time settlement for all similarly placed employees,

Director (HR) assured us that the matter will be
discussed with DoT, as their involvement is necessary
for implementation.
Restoration of Sports and Cultural Activities in BSNL3.
Restoration of Sports and Cultural Activities in BSNL
We requested restoration of sports and cultural
activities, which were suspended vide BSNL order dated
29.04.2025. We stressed that:
Sports quota employees must be allowed regular practice
sessions.
Director (HR) explained that the suspension was an
austerity measure due to financial constraints. However,
he assured that possibilities of allowing daily practice
for sports personnel will be explored soon. Full
restoration will depend upon BSNL’s financial
improvement. We pressed for early restoration.
Promotion Avenues for Eligible Executives
We strongly emphasized the need for timely promotions
across all streams, highlighting that:
A large number of vacancies remain unfilled.
In some cadres (Telecom,Finance, Civil, Electrical, PA/PS,
etc.), executives are waiting for their due promotions
for 20–25 years.
We urged that promotions be given immediately wherever
there is no legal hurdle, as this will not only
fill posts but also boost executive morale.
Director (HR) responded positively, stating that
management has no objection to promotions where no legal
barriers exist. However, CMD BSNL has sought a common
consensus among all Associations. AIBSNLEA assured that
it will take initiative to build such consensus in the
larger interest of the executive fraternity.
5. Recent Transfer and Posting Orders
Recent Transfer and Posting Orders
We also discussed the
genuine grievances arising out of the
annual transfer
and posting orders, wherein some executives
have been transferred far away from their home circles
without adequate consideration of:
·Children’s
education
·Age factor
·Medical
grounds, etc.
We specifically requested
consideration of the transfer case of
Smt. Chitra S.,
AGM, from Kerala Circle to Chennai TD Circle,
citing her chronic medical condition. We urged for a
sympathetic and humanitarian review of all such cases.
Director (HR) immediately
discussed the matter with PGM (Pers) over phone
and issued directions to consider all genuine medical
and hardship cases, including the above-mentioned case,
on priority.
The meeting was highly positive and Director (HR) gave
patient hearing to all the issues raised. He assured
that BSNL Management will sincerely work to resolve the
matters within practical limitations.
