of General Secretaries of Unions and Associations of
BSNL with CMD BSNL on burning HR issues: A
meeting of the General Secretaries of All Unions and
Associations with Shri. A Robert J Ravi, CMD BSNL on
Wednesday, 06/08/2025 in presence of Dr. Kalyan Sagar
Nippani, Director HR and Shri Rajeev Kumar
Kaushik, PGM Pers BSNL CO. The meeting was focused
on burning issues of Executives and Non-Executives in
BSNL. The details are as follows.
Issues created by CGM TN/CHTD
Circle and action thereof: The
leaders apprised CMD BSNL about the ongoing issues
created by CGM Tamilnadu and Chennai TD Circle and
victimisation of the executives even after intervention
of CMD BSNL. On query by CMD BSNL on what are specific
issues at TN/ CHTD, leaders updated that CGM TN/CHTD is
totally reluctant on granting meetings to Unions/
Associations and stressing only for formal meetings that
are also not granted. We added that after the visit of
CMD BSNL to Chennai before fortnight and discussions
with CS of All Unions and Associations of TN/CHTD
Circles in presence of CGM TN/CHTD, it was directed by
CMD BSNL to stop vindictive actions by CGM TN/CHTD &
grant meeting to leaders of Unions & Associations and to
stop agitational programmes by Unions and Associations
of TN/CHTD Circles.
Though Unions and
Associations TN/CHTD Circle have kept on hold
agitational programmes including the Full day Dharana on
06/08/2025, the required response from CGM TN/CHTD is
not seen. Rather, he is more vindictive and has issued
chargesheet to 13 Office Bearers of Associations and
has also issued mass transfer orders on pick and choose
basis.
We added that the work
atmosphere in both the Circles has been disturbed due to
the non-supportive and vindictive role of Circle Head.
We added that the development of both the Circles along
with Maintenance activities has come to a standstill.
The new proposals for mass growth of FTTH are
deliberately kept pending for months together affecting
overall growth of both the Circles. We added that all
the issues are in the letters submitted on this subject.
We requested CMD BSNL for early action to control the
downgrading working conditions of both TN and CHTD
Circles by shifting of CGM TN Circle.
CMD BSNL reminded us that
whatever issues of Association and Unions with
Management is our internal matter and we will get it
resolved but it should not go to the public or media
thereby affecting the image of BSNL and appealed to all
leaders to take at most care on this front. We narrated
that this is taken care by us, but reluctance of CGM TN/CHTD
with vindictive attitude by CGM TN/CHTD thereby
provoking the executives and employees of TN/CHTD
Circle to restart agitations and in this case it may go
to the media and there is need of strong and action on
this matter by either by shifting him or by restoration
of industrial peace by withdrawal of vindictive actions
and restoration of dialogue by CGM TN/CHTD.
After listening to the
details, CMD BSNL directed the Director HR to take up
matters with CGM TN/CHTD immediately to resolve the
issues. Director HR informed that he has already spoken
with CGM TN/CHTD, but the response is not affirmative.
CMD BSNL directed him to have detailed discussions with
CGM TN/CHTD again and direct him for immediate
corrective action. CMD BSNL was optimistic for
resolution of issues after interaction by Director HR
and assured that if issues are not resolved with
intervention of Director HR, he will surely intervene
and settle the matter at the earliest possible.
Wage Revision Negotiation of
Non-Executives: On
request of GS BSNLEU and GS NFTE supported by General
Secretaries of Associations for early concurrence for
signing of agreement of wage negotiation with Unions,
CMD BSNL responded positively and asked the issues if
any thereof. It was updated by GSs of Unions that they
have already discussed and decided on the proposal
along with the Wage Negotiation Committee chaired by CGM
EW on 30/06/2025 and expressed readiness to sign wage
negotiation agreement as per these fitment formula as
approved for Executives and with upgradation of Four Pay
scales to overcome the stagnation. Leaders added that
since then the Meeting of Wage negotiations Committee is
not held and perhaps it needs a green signal from
Management.
CMD BSNL and Director HR
gave positive and firm assurance to resolve the issues
of upgrading the four scales in non-executive cadres to
address stagnation issues and finalize it at the
earliest by briefing details to CMD BSNL.
CMD BSNL specially directed
Director HR to take proper action for early signing of
the agreement between Management and Recognised Unions
and he specially added the signing of the Wage
Negotiation Agreement with Unions will support the Pay
Revision of Executives also.
Resolution of Issues related
to Pending Promotions of Executives: CMD
BSNL on his own initiated discussions asking PGM Pers
about the further progress on pending Promotions as
discussed in the last meeting. PGM Pers informed that he
has held meetings with MA and SA GS ‘s , but there is a
difference of opinion among them. CMD BSNL asked us what
are the issues? GS’s of associations informed that
there is no difference of opinion and we have submitted
details in the first meeting and PGM Pers has to take
call for further course of action as he thinks suitable
for clearing pending promotions and give call for next
meeting. We added that we are ready for any further
discussions on these issues in one voice and PGM Pers
has to take call on it. In conclusion, it was directed
by CMD BSNL to PGM Pers to discuss all the issues
related to promotions with GS’s of all associations and
see that all the issues are resolved and whatever
possible promotions are issued at the earliest.
Appeal for SIM sale, FTTH &
Revenue Growth and Promotion of Freedom Plan with Rs 1
FRC: CMD
BSNL stressed the need to concentrate on FTTH
provisions, SIM sales with specific introduction of the
Freedom plan for 4G services and overall revenue growth
of BSNL. He requested a special drive to increase SIM
sales during Independence Day celebrations, with a
promotional offer of one SIM card for Rs 1
which will be available only in BSNL CSCs.
CMD BSNL specially appealed
to all leaders to give wide publicity to the Freedom
plan with FRC@ Rs One Rupee for promotion of Indigenous
4G services. He added that Freedom Plan has been
specifically launched through BSNL CSCs and by keeping
faith in the strength of employees and appealed to all
employees of BSNL to get maximum booking for this plan
and to show the strength and efficiency of BSNL. All
General Secretary assured for the same and to ensure
that BSNL workforce puts all out efforts for the same.
Issues related to
compulsions for attendance through Mobile app: We
also requested for stopping implementation of face
locking mobile attendance system and CMD BSNL said that
such small issues should be taken care of by Director HR
and directed him to take care of the concern expressed
by us. On this, Director HR assured to look into it and
to take suitable action as suggested.
The meeting concluded on a
positive note, with assurances from CMD BSNL and
Director HR to address the issues discussed and have
further course of action on issues discussed and
assurance of General Secretaries of all Unions and
Associations for giving wide publicity to Freedom Plan
Rs 1 for promotion of 4G services and maximum efforts
for the SIM sale under this plan. As per these positive
and healthy discussions, we are hopeful for positive
results within the stipulated time period on all these
issues. |
