(c)  All the BSNL executives should be provided GSM Handsets of the cost of Rs.3000/- Rs. 4000/- &Rs                      5000/- to the JTO/SDE/DE level executives instead of Rs, 1500/- , Rs 2500/- Rs 3500/- respectively.                  (d)  All Executives’ should be allowed CUG facility on RSTC at circle level.                  (e)  3G Mobile service to all Executives has been allowed with free data service. All the issues have                      been taken up with Dir (HR) for necessary action.               18. Other issues of BSNL Pensioners:                  (a)  Outdoor Medical Bills Reimbursement                  (b)  Indoor Medical Treatment                  (c)  Free Calls As Per BSNL Order In Concessional Telephones                  (d)  Allowing Night Calling Facility In Concessional Telephones:                  (e)  Transfer of Service Books Of BSNL Pensioners To Dot Cells After Retirement                  In addition to above points, the Representative Council of 5th AIC has also unanimously approved the                  following resolutions for taking up with BSNL Management for their redressal:                  1.  Perks granted to the executives to be made according to Time Bound Pay Scale instead of the Post                      Based Pay Scales (for example Mobile Hand Set, Free Call Limit, BB usage, Briefcase etc.)                  2.  Medical  allowance:  Quarterly  medical  allowances  can  be  introduced  replacing  the  existing                      reimbursement of medical claims under outdoor treatment. Tie up may be made with insurance                      company for more MOU with hospitals                  3.  Revocation of LTC facility to all.                  4.  Training: In-service / ERP training may be imparted to all                  5.  APAR / VCR to be made online to avoid delay in promotions.                  6.  Transport allowance, Daily allowance and TA rates should be revised immediately.                  7.  Carrier history in ERP is not matching with service records. Immediately action has to be taken to                      update the same in ERP.                  8.  Transfer TA for the transportation of personal effects may be implemented in BSNL as per Govt. of                      India decision.                  9.  Unabsorbed  ITS  officers  in  BSNL  are  not  paying  Perquisite  Tax  on  the  context  of  pendency  of                      clarification from CBDT. Similar treatment should be extended to the absorbed employees of BSNL                      also, since BSNL is not providing furnished quarters.               The  5th  AIC  noted  serious  concern  against  BSNL’s  failure  to  convince  authorities  in  Govt.  that  Rural               Operation  of  BSNL  are  non-profitable,  not  allowing  BSNL  to  approach  TDSAT  against  Govt.  decisions,               Arbitrary deployment of ITS officers in BSNL, refund of BWA spectrum charges to BSNL and payment of               Rural Deficit Charges of Rs. 1250 Crores to BSNL, Payment of various illogical interests being paid by BSNL               to  Govt.  of  India,  non-preferential  treatment  to  BSNL  by  not  issuing  Instructions  to  all  Govt.
