       	               30.12.2007  &  31.12.2007  and  undergone  training  after  01.07.2008  vide  the  above  cited  ref(1),  even               though they are ineligible for the vacancy year 2013-14 and the cut-off date was 31.06.2008. In some               Circles  TTA  examination  for  the  vacancy  year  2007  was  conducted  during  January  2008  due  to               Administrative  reasons  and  the  TTAs  were  undergone  training  after  1.7.2008.  All  such  TTAs  were               provisionally allowed by their respective Circles to appear the JTO LICE held on 22.5.2016.               The  results of  150  candidates  provisionally  appeared  for  JTO  LICE  from  Tamilnadu  circle  has  not  been               published. The results of candidates provisionally appeared for the said exam from other Circles except               AP, Rajasthan & Kerala has also not been published.               To our dismay, BSNL fixed the Cut Off date arbitrarily as 31.12.2007 vide the above cited reference (2) only               on 20.6.2016, after allowed all the JTO 2007 candidates of the various Circles provisionally for JTO LICE               held on 22.5.2016. BSNL made the relaxation on qualifying service and fixed the cut-off date on the basis               of the interim directions from the CATs of Jodhpur, Ernakulum and Hyderabad, only for the candidates               approached  the  Tribunals.  But  relaxation  on  the  qualifying  service  will  be  applicable  naturally  to  all               similarly placed TTA 2007 batch candidates even though they have appeared for the TTA Exam during               January 2008 due to Administrative reasons.               In view of the foregoing, it is requested to kindly intervene in this matter and cause to issue necessary               instructions  to  declare  the  results  immediately  for  all  the  provisionally  appeared  candidates  of  all  the               Circles  who  became  eligible  as  per  the  relaxation  given  by  the  BSNL  Management  so  as  to  avoid  any               further litigations. Subject:   Request for recruitment in the cadre of JTO(C/E) and/or JE(C/E) in similar line with JE (T)               from open market.               We have been demanding since long to fill up of all the vacancies in the executive cadre for better service               delivery and optimization of existing man powers. In this context, we would like to state that more than               40% posts in the cadre of JTO© and that of 30% in JTO (E) are lying vacant. As per the JTO (C/E) RRs 2001,               50%  posts  shall  be  recruited  through  All  India  open  competitive  examination  and  50%  by  promotion               through Limited Internal Competitive Examination (LICE) from the employees possessing the qualification               of three years Diploma with 10 years of regular service. Both the methods of recruitment to the basic               cadre  of  JTO  (C/E)  except  recent  LICE  for  JTO  (E)  have  not  been  explored  since  2008/2010  causing  a               pathetic work environment in civil/ electrical wing.               It is worthwhile to note that the SDE (C/E) with more than 20 years of service in the grade of SDE are               compelled to work as JTO (C/E)s only owing to the fact that there are no JTO (C/E)s in most of the sub               divisions  to  assist  the  SDE  (C/E)s  in  respect  of  attending  day  to  day  complaints,  recording  of               measurements, supervision of capital/maintenance works, preparation of bills and in many other works               related  to  land  &  building  data  purification  etc.  This  being  coupled  with  acute  stagnation  in  both  the               cadres has resulted into mass de-motivation and delay in service delivery.               Whereas,  BSNL  failed  to  recruit  JTO  (C/E)  from  the  open  market,  it  could  have  been  augmented  by               recruiting some JE(C/E) in the recent drive for recruitment in the grade of JE (earlier TTA), which is missing.               We place it on record that Civil/Electrical wing play a vital role in the growth of BSNL and their services are               very much essential in following segments:               1)  Installation  &  comprehensive  maintenances  of  Electromechanical  services  by  Electrical  wing  which               includes Electrical Sub Stations, DG sets, AC plants, Automatic Fire Alarm & Detection System, HVAC etc.               to run the exchanges.
