       	               2)  Construction  &  Erection  of  Towers,  Construction  of cable  ducts  &  Laying  of  OFC  cables  in  difficult               terrains, construction & maintenance of technical building & residential complexes etc. to support the               network.               3)  Maintaining BSNL’s prime asset base of one lakh crore in its proper shape.               4)  Opening new stream of revenue generation by taking up external projects to the tune of 400 Crores.               5)  Purification of Land & Building data, transfer of assets from DOT to BSNL including mutation cases,               updating Civil MIS data, uploading the land bank datas on Central Govt. portal like NCOG etc.               The above list is only indicative. From the above, it is clear that BSNL needs the service of Civil/Electrical               executives as much as telecom & other cadres. Furthermore, when the JAG & SAG grade officers of C/E               wing are being deployed in HR/Admn/EB/Mktg etc. the lower level executive cadres should have been               strengthened by recruiting at JTO(C/E) cadres or at least at JE cadres.               In view of the above, it is requested to fill up all the vacancies in the grade of JTO(C/E) both from open               market and from within the department from the cadres of Draughtsman/TTAs etc. without further delay. The  5th  All  India  Conference  of  AIBSNLEA  held  at  Mysuru  from  17th  June,  2016  to  19th  June,  2016               expressed  its  serious  concern  against  non-settlement  of  the  pending  grievances  of  BSNL  Executives’               despite of our continuous efforts in the formal/informal meetings over the last three years. Most of the               issues have been discussed with BSNL Management but remain unsettled.               Some issues of importance which needs immediate settlement are:               1.  Implementation of Executives Promotion Policy in BSNL on the following items:                  a)  Implementation of the recommendation of the committee headed by Sh. M. A. Khan, ED (NB) on                      standard E2 & E3 scales for JTO & SDE Equivalent executives and E-2 by E-4, E-4 by E-5, E-5 by E-6                      and E-6 by E-7:                  b)  Implementation  of  CPSU  cadre  hierarchy  -  Change  of  designations  on  each  Time  Bound  up-                      gradation on functional basis.                  c)  Date of effect of Implementation of revised IDA Pay Scales w.e.f. 1.10.2000 for the executives i.e.                      JTO/SDE (C/E/Arch/TF) Engg. Wings and PA Cadre at par with JAO and Assistants of CSS Cadre.                  d)  Time bound promotion from E-5 to E-6 to the DGMs promoted from Group”B” Executives.                  e)  One time placement of SDE to Sr. SDE:                  f)  Settlement  of  Pay  anomaly  cases  wherein  senior  Executives  are  drawing  less  pay  than  their                      juniors:                  g)  Amendment in BSNL MSRRs allowing Diploma holders to the promotion of EE:               2.  30% Superannuation benefits to directly recruited employees as per DPE guidelines:               3.
