       	           1.  Taking CENVATable credit on delivery of equipment's itself based on BSNL Corporate Office instructions as               decision taken in HOCC.           2.  Commissioning of all pending Lease Line circuits to get more revenue. MLLN modems, core equipment,               routers etc. are readily available to meet the requirement of lease lines.           3.  Rs. 1250/- Crore Rural deficit from DoT administrative sanction should come early which may be counted               in this fiscal year.           4.  Revenue flow is not the problem of the company but the Top line of the company has to be increased.           5.  BSNL is increasing its wi-fi network by making core network compatible with 4G technology by creating               more hot spots.           6.  Efforts should be made to get the 4G spectrum on free of cost or at minimum bench mark to BSNL in lieu               of rural deficit withdrawal and state owned company etc.           7.  BSNL has provided 22,000 mobile towers under phase-viii and replaced 11,000 towers of phase-iv which               has increased the quality of service.           8.  BSNL MNP has increased continuously because of better quality of service which should continue.           We  requested  CMD  to  motivate  employees  more  by  granting  admissibility  of  allowances  like  medical           reimbursement  with  voucher  for  outdoor  treatment,  professional  up-gradation  allowance,  house  rent           allowance etc at IDA basic pay with 78.2% fitment. CMD assured to consider some of the allowances at 78.2%           fitment.           CMD further mentioned that the performance of all the circle / SSA heads are being monitored and they will           get choice of posting as per their performance only.           Meeting of the Forum of BSNL Unions / Associations on 04.03.2016: A meeting of the Forum was held on           04.03.2016,  at  BSNL  MS  office.  Com.  Prahlad  Rai,  GS,  AIBSNLEA,  presided  over  the  meeting.  Com.  P.           Abhimanyu,  Convenor,  welcomed  the  participants  and  briefly  explained  about  the  agenda  items  of  the           meeting. After detailed discussions, the following decisions are taken.           A.  Service With A Smile (SWAS) programme.               The meeting viewed that the call of the Forum for implementing the SWAS programme has received very               good response from the employees. The meeting heartily congratulated the entire employees of BSNL for               making the 'Service With A Smile' programme a tremendous success. Detailed discussion took place for               making  the  programme  more  effective,  and  also  it's  extension  beyond  31.03.2017.  It  was  decided  to               inform  the  Management  that  more  focus  should  be  given  on  Leased  Lines,  by  providing  necessary               equipments.  It  was  also  decided  that  the  Unions  and  Associations  should  make  updatings  on  their               websites with regards to information related to the SWAS programme.           B.  March 10th protest action by Central Trade Unions.               The Central Trade Unions have given call to observe a protest action on 10th March, 2016, against Labour               Law Amendments, Disinvestment in PSUs, Allowing FDI in strategic sectors and also demanding settlement               of  the  12  point  charter  of  demands.  The  Forum  has  decided  to  participate  in  this  protest  action,  by               including the following demands:               i.  Rs.1250 crore compensation from USO Fund should be paid to BSNL without any further delay.               ii.  The  amount  spent  by  BSNL  for  paying  the  salaries  of  employees  deputed  to  DoT  and  TERM  Cells                  should be reimbursed immediately.               iii.  Pension contribution, by BSNL, to the government should be calculated only based on basic pay of the                  employees and not on the maximum of the pay scale.               iv.  Budget proposal for taxation on EPF withdrawals should be taken back.               v.  78.2% IDA merger for pensioners should be settled immediately.           C.
