       	           prefer to opt for neighboring circles instead of serving in Soft Tenure stations of their present circle. In this           manner  the  soft  tenure  stations  of  a  Circle  would  remain  un-filled.  GM  (Pers)  assured  to  re-look  into  the           mater.           GS, Advisor (HQ) & CS Delhi Circle met GM (Pers) on 21.12.2015 and discussed:           a. CPC from JTO to SDE (T) and SDE (T) to DE (T): We expressed our resentment against the casual approach of           BSNL Management in handling the court cases related to to Executive promotions i.e. on 16th November 2015           in the Hon'ble Chandigarh CAT neither advocate nor any officer attended the Hon'ble court from BSNL side           and the case is now posted for hearing on 9th January 2016 Also the rejoinder has not been submitted by           BSNL  Kerala  Circle  yet  in  the  Hon'ble  High  Court  Kerala  to  get  vacate  the  stay  order  on  JTO  to  SDE  (T)           promotions.  It is a known fact that due to the stay order against promotions from JTO to SDE (T), SDE (T) to           DE  (T),  AO  to  CAO  granted  by  Hon'ble  CAT  Chandigarh  the  CPCs  are  held  up  since  long  and  the  BSNL           Management is dealing court cases very casually. It is a most frustrating situation. GM (Pers) appreciated our           concern and assured to concentrate on all these court cases carefully.           b. CPC from DE to DGM (Engg): We expressed our serious concern against non-filling up the vacant DGM posts           on  the  pretext  of  pending  court  cases  whereas  there  is  no  stay  order  on  promotions.  Every  time  BSNL           Management is assuring that promotions orders will be issued by 31st October then 31st December and now           31st  March  2016,  which  is  not  a  reality.  It  reflect  that  BSNL  Management  with  an  indifferent  attitude  to           deprive  the  eligible  DEs  from  promotions  is  dragging  the  issue.  It  has  caused  serious  frustration  and           resentment among the executives. GM (Pers) appreciated our concern and expressed his ineligibility in issuing           the promotion orders in absence of the clearance from higher ups. AIBSNLEA will further discuss the matter           Director (HR) and CMD BSNL for an early decision in this regard.           c. Cancellation of transfer orders of SDEs / DEs / DGMs serving or served the soft tenure stations: We resented           against the relieving of SDEs/DEs/DGMs  serving or served the soft tenure stations through ERP in violation of           the soft tenure transfer policy and its arbitrary modification. GM (Pers) mentioned that tomorrow 1430 Hrs he           has called a meeting of all Executive Associations to discuss the matter for an early solution. Similarly, he also           assured that some SDEs wrongly relieved through ERP have been examined and their transfer orders will be           cancelled shortly.           Meeting with CMD,BSNL on 16.12.2015: GS, AGS (Engg.) and President, AGS AIGETOA met CMD BSNL and           handed  over  the  letter  of  deferment  of  agitation  programs  and  requested  for  true  implementation  of  his           direction  for  the  settlement  of  demands.  CMD  assured  for  the  settlement  of  the  demands  in  time  bound           manner  as  assured    and  advised  that  "SWAS"  Programme  should  be  implemented  in  true  sense  for  its           implementation, one date and time may be fixed up in the last week Dec -2015 for its launch w.e.f  01-01-           2016.           We also requested for the withdrawal of revised soft tenure transfer policy order issued by Pers. Cell wherein           the soft tenure stations of the circle will now remain unfilled which will adversely affect the growth of BSNL.           CMD assured to look in to the matter etc.           Meeting with Director (HR) BSNL Board on 15.12.2015: GS, AGS (Engg) and President, AGS, AIGETOA met           Director(HR) and handed over the letter of deferment of agitation Programs in response to the positive gestor           shown by BSNL management and with that all the assurances given will be honored in full and time bound           manner.  Director (HR) appreciated our concern and further assured that immediate steps will be taken to           resolve the demand in the assured time frame.           However, she advised to be in regular touch to remind the issues as follow up action.           We also protested against the modified soft tenure transfer policy provisions, Director (HR) assured to look in           to the matter.           Director  (HR)  confirmed  that  Committee  Recommendations  on  E-2  and  E-3  IDA  Pay  scales  to  JTO/SDE           equivalent  executives  proposal  has  been  received  by  her  office  from  GM  (Estt)  office  and  now  it  is  being           examined.  The  Committee  recommendations  on  CPSU  cadre  hierarchy  are  yet  to  be  processed  by           Pers/Restructuring Cell.  However, she assured early action and decision on both the issues.  She immediately           fixed up a meeting with United Forum of BSNL Executive Associations of AIBSNLEA & AIGETOA on 22nd Dec-           2015 at 17-00  hrs  to discuss further the pending HR issues.
