We are constrained to mention that Shri Praveen Malhtora GM(HR) Maharashtra Telecom Circle who was locally transferred vide BSNL C.O letter No.315-06/2012-Pers.l(pt) dated 12.10.2015 as GM (EB) MH Circle in the Office of the CGMT, MH Telecom circle but he protested this local transfer and finally this local transfer orders vide BSNL C.O. Letter No 315-06/2012-Pers-I (pt) dated 2-11-2015 has been cancelled. Against this we express our serious resentn)ent that Shri Praveen Malhtora who is very much indifferent to this Association members and always trying to put them in maximum trouble by transferring them to the unpopular/district stations on the advice of the other executive association just to harass and demoralize them whereas the other Executive Association members are always put on their choice station postings which is nothing but to promote a particular association at the cost of the AIBSNLEA. Against this partition attitude of Shri Praveen Malhtora, GM (HR) this association strongly protested in writing, citing some of the harassment examples and thereafter on administrative reasons Shri Praveen Malhotra GM (HR) was locally transferred as GM (EB) O/o the CGMT, MH Circle at Mumbai. But this was protested by the other Executive Association. Also CGMT, MH , Circle recently on (Friday) 29-10- 2015 visited BSNL C.O. and convinced the top officers in BSNL C.O and got cancelled the transfer orders of Shri Praveen Malhtora GM (HR), since he fully dependent on Shri. Malhtora in day to day work and supporting him for his wrong doings for which the reasons are best known to him. This Association strongly protest against the cancellation of local transfer orders of Shri Praveen Malhotra, GM (HR) and decided to start organizational action programmes. We would, therefore, request you to kindly intervene in the matter so that Shri Praveen Malhtora a biased Officer is immediately transferred from MH Telecom Circle to some distant Circle and give impartial treatment to the members of this Association so that the industrial unrest in MH Telecom Circle is avoided. Policy for allotment of vacant staff quarters to retired employees of BSNL - request to review On the subject cited above, your kind attention is drawn towards the letter number 482-16/2007-BG dated 10.07.2013 vide which a modified policy for allotment of staff quarters to retired employees of BSNL/DoT was circulated replacing the earlier policy for utilization of vacant staff quarters in BSNL issued vide No. 482- 16/2007-BG (Staff Qtrs) dated 30.12.2011. In this regard it is submitted that the said orders are not economical to the retired officials/officers to stay in the quarters after beyond permissible period of 8 months i.e. at a stipulated license fee specially at cities of A&A1 which will be rather more than the market rate. As, the calculation shows HRA of last pay drawn plus License Fee which, will be a huge amount for the executives of A/Al cities in particular. This kind of levee is deterring the retired officials to back out from opting to stay in the quarters beyond 8 months though, the provisions made available. This can be explained by a following example. Shri K. Jairam, is one of the retired officers staying in the quarters (Qtr no: K 2 Saroornagar Telephone Exchange Campus, Kothapet Nr Dilsukh Nagar Hyderabad - TS) for the last more than 25 years and continuing in the quarters on a reasonable charges up to 8 months period ( LF @ normal for the first 2 months, @ 2 times for the second 2 months, @ 4 times for another 2 months) after his retirement on 31/03/2015 but, scared of further continuing owing to the higher rent i.e., HRA of last pay drawn plus License Fee which will be around Rs.17000/- in his case as the last drawn pay was Rs.52790/-. Likewise many retired employees are facing hardship in continuing the BSNL quarters and they prefer to finally vacant the quarter whereas, a large number of BSNL quarters are lying vacant/ unoccupied since long. Further, since there is no maintenance of the vacant quarters, they are getting deteriorate day by day which causing heavy loss the BSNL property. TELEWAVE Page-10 DECEMBER-2015
