Ei +5 increments for the left out executives:- El+ 5 advance increment benefit to JTO (SRD)/JAO 2013                  batch and PA Cadre needs to be extended as it was already approved by the remuneration committee                  of BSNL Board.               8.  EPP increment stagnation issues to the executives failing the up gradation exam:- It is observed as                  per EPP, any executive who fails to clear the up gradation exam is losing the normal increment after Pt                  increment. But had the executive not been upgraded through EPP his normal increments in the lower                  scale  would  be  continued.  These  situation  has  occurred  for  some executives  and  this  needs  to  be                  examined  and  corrected  accordingly  so  as  the  concerned  executive  gets  the  benefit  of  regular                  increment of lower scale.               9.  Regularisation of officiating JTO without reversion:- We convey our sincere thanks for regularising                  the officiating JTO of BSNI, throughout the country. The officiating JTOs should be regularised as JTO                  without reverting back while doing the fixation so as to avoid any financial loss.               These arc some of the burning issues those need to be looked into on urgent basis. We hope that under               your able leadership the long pending Ilk issues of the employees of BSNL will be settled and we shall               definitely be able to regain the pristine glory of BSNL very soon. Subject: Delegation of Administrative & Financial powers to Executives for smooth functioning of the               BSNL Organization.               We  would  like  to  draw  your  kind  attention  to  the  Administrative  &  Financial  powers  which  are  to  be               decentralized as earlier for smooth & speed working of the organization. Problems faced in the field are               briefed as under.               1.  SDOT / SDOP were having financial power of sanctioning Annual Open Estimate [AOE–Eng-90] Up to                  Rs  2000/-  without  finance  advice.  SDOT  /  SDOP  can  transfer  TMs  within  his  section  for  smooth                  function up to 1990s.                  Now SDOT/ SDOP/SDE are not having any financial & administrative powers. Same financial powers                  are to be delegated to SDE/SDOP for taking action immediately in the interest of the Organization.               2.  DETs / DGMs [TDM ] as a SSA Head was having all Financial & Administrative powers with Accounts                  Officers as a financial Adviser for Working of the Organization.                  Now DEs / DGMs in the field are not having any Financial & Administrative powers. Even they cannot                  transfer  even TMs within their  area  for  smooth  functioning  of the  Organization.  For  each  & every                  work,  administrative  approval  has  to  be  taken  from  the  SSA  Head.  In  some  SSAs,  AGM/DGMs  are                  delegated by some financial powers. Due to not having any Financial & Administrative powers, the                  DEs/ DGMs could not deliver their output to their satisfaction in the field as well as in the offices. If                  powers are delegated for each cadre starting from SDE to DGM, the works can be completed within                  the targeted period & also we can satisfy the customers by giving better service to the customers.               3.  In ERP final release of payment is with GMT irrespective of the amount. All the Bills & Files are first                  approved by the SSA Head in legacy [through file]. Again we are to send all the documents to GMT for                  final release irrespective of the amount [except EB Bills & Rent of the TE & GSM tower Buildings].                  The  above  process  delays  in  payments  to  the  vendors.  Now  no  vendors  are  coming  forward  for                  carrying the works in the Organization. To overcome this problem In Kerala circle, they have delegated                  final release powers in ERP to AGM[Plg]- up to 1 lakh, DGM[Plg]-up to 2 lakh , GM- above 2 lakh [Since                  all the Bills & Files were already approved by the SSA Head in legacy (through file)]           TELEWAVE                                      9                                         APRIL-2016
