The CPC from EE to SE is in progress and most of the ACRs / VCRs of the eligible EEs have been received. CPC           will be expedited and promotion orders will be issued shortly to fill up 27 vacant SE (Electrical) posts.           c) Filling up of the vacant posts of JTO (Electrical) and SDE (Electrical) posts: PGM (EW) informed that there is           vacant post in the seniority quota of SDEs (Electrical). The LDCE to fill-up 19 vacant SDE (Electrical) is being           conducted in March 2016 and LICE from Draftsman to JTO (Electrical) will also be conducted in March 2016.           Meeting with CMD BSNL on 19/01/2016: GS, OS (West), CS MH Circle and President, AGS, OS AIGETOA met           CMD BSNL and discussed regarding non-implementation of Shri M. A. Khan, ED (NB) Committee Report on           CPSU hierarchy and E2-E3 standard IDA pay scales to JTO and SDE equivalent executives. CMD was apprised           about the non-seriousness of the Personnel Wing on these issues and the prevailing unrest in the minds of the           executives if the HR managers continue to ignore the burning HR issues despite the commitments given by the           CMD BSNL.           CMD BSNL once again reassured us that whatever has been committed in the meeting shall be honored. CMD           BSNL  told  us  that  he  will  be  speaking  with  Director  (HR)  and  shall  be  directing  all  concerned  officers  to           expedite the process so that timeline be adhered to. CMD BSNL informed that now when BSNL is taking an U-           turn towards positive growth, all should be concerned with the development and told us to not to pay any           heed to the rumors.           CMD apprised about his Indore visit along with Hon'ble MOC & IT wherein the Drive Test was conducted in the           presence of Hon'ble MOC & IT which has shown a great concern of the MOC&IT towards BSNL. He emphasized           that there should be a regular monitoring at all levels on Drive Tests by senior level officers also. It has to be           ensured that all IT tools should remain in perfect condition to conduct Drive Tests.           CMD BSNL further elaborated upon the plans of BSNL and sought our suggestions on improving the service           and increasing the revenue. We thanked CMD BSNL for his positive gesture and assured all our co-operation           for the same.           Filling up of the vacant DGM, DE/CAO, SDE/AO posts: We expressed our serious concern against non-filling up           of  the  vacant  DGM,  DE/CAO,  SDE/AO  posts  and  casual  handling  of  the  court  cases  by  the  concerned  HR           Sections  of  BSNL  Corporate  Office.  CMD  appreciated  our  concern  and  assured  to  discuss  the  matter  with           Director (HR).           Meeting  with  Director  (HR)  BSNL  on  19.01.2016:  GS,  FS  and  President,  OS,  CS  BSNL  C.O.  AIGETOA meet           Director (HR) and discussed regarding-           a)  Implementation of CPSU Cadre Hierarchy and E-2, E-3 IDA pay scales to JTO/SDE equivalent executive: We           expressed, our serious concern, against the casual handling of both cases by GM (Pers) and GM(Estt.) sections           despite the commitment given by CMD BSNL to resolve the issue before 26.01.2016. Both the section i.e. Pers.           Cell & Estt Cell have not at all studied the committee report submitted by ED (NB) Sh. M. A Khan on CPSU           hierarchy and E-2, E-3 IDA pay scales.           Director (HR) appreciated our concern and assured that she will discuss the committee report with ED (NB)           the Chairman committee by tomorrow itself and then she will discuss the matter with GM(Pers) & GM(Estt.)           shortly for the settlement of both the issues.           b)  Clarification on FR22 (I)a(i) to officiating JTOs: We expressed our serious concern against the clarification           issued by Estt. Cell to the officiating JTOs pay fixation wherein they are to be first demoted and after to be           deputed to JTO (Training). The clarification is against the spirit of amending the JTO RRs and decision of BSNL           Board. Director (HR) assured to look into the matter.           c)  Pay fixation of JTO promoted from TTA outside candidate: We request for consideration of pay fixation case           of TTA to JTO outsider quota promotion – Director (HR) assured to look into the matter           d) Withdrawal of clarification issued on soft tenure transfer policy: We requested to withdraw the clarification           on soft tenure transfer policy- Director assured to look into the matter.
