& DPC approved. Posting on promotion order are
being issued shortly. 15 cases are pending
due to non-availability of ACRs.
Some cases are found unfit, non-receipt of VCRs
and some are kept in sealed cover. Efforts are being made to complete the DPC of
remaining clear cases. |

Conference at Tirupathi
GS,
AGS (Engg), CS, FS & CWC member (AP Circle)
attended and addressed the Tirupathi Branch
Conference at Tirupathi on 26.09.2008. Open
Session was also organised on the occasion. Shri
Balachandran, GMTD, Tirupathi was the Chief
Guest. Shri Galgali, DGM STSR Tirupathi was the
guest of honour. Com. GS, AGS in their address
apprised in detail the status of all India level
issues and expressed their serious concern
against the Govt's move to merge ITI with BSNL,
listing of BSNL through IPO route, delay in ITS
officers' absorption, allowing roaming on BSNL's
GSM network etc. On all the issues, they called
upon the members to keep ready organizationally to defeat the wrong policies of Govt. which are
affecting the viability of BSNL. Com. J.Saibaba,
CS AP Circle, Com. Rambabu, FS, Cm. Nageshwar
Rao, CWC member, in their address, appreciated
the historical success of second All India
Conference held at Jaipur and gave best wishes to
new CHQ body for their successful term. Com.
Siddaiah, Branch President and Com. K.V.
Sheshakumar, Branch Secretary, in their
welcome address, discussed the local / Circle /
CHQ issues and extended Tirupathi Balaji's
blessings to AIBSNLEA.
Elections of new branch
body were conducted unanimously. Com. Siddaiah,
Com. K.V.Sheshakumar and Com. Rama Sarma were
elected as Branch President, Branch Secretary and
Financial Secretary respectively.

: BSNL Board approved payment of PLI for Year
2007-08 for
(i) Non-executives the amount will be
0.75 times of the Basic pay of the employee as on
01.03.2008 [BASIC PAY x 0.75 ] subjected to minimum of
Rs. 7000 and maximum Rs.10,000.
(ii) For Executives the amount will be 0.75 times
of the Basic pay of the employee as on 01.03.2008
[BASIC PAY x 0.75 ] subjected to minimum of Rs. 10,000
and maximum Rs.12,500.
For the absorbed employees it will be calculated
on IDA pay scale and for Un-absorbed employees it will be
calculated on CDA pay scale.

: GS, President, AGS (Fin), AGS (Gen. Line
Disc.) met CMD BSNL and discussed :
(a) Framing of Gr. A RRs
and regularization of STS Gr. A officers working
on adhoc basis – We
expressed our serious concern against delay in
framing of Gr. A RRs and regularization of STS
Gr. A officers working on adhoc basis. CMD
immediately spoke to Dir (HRD) and asked him to
finalise the Gr. A RRs before 15th
Oct 2008. He mentioned that now in BSNL Gr. A
and Gr. B terms should not be used.
(b) Designations to PA /
PS cadres on time bound / functional promotions
– We requested CMD
for change of designations of PAs and PSs on
time bound / functional promotions in the BSNL
Corporate Office and field units. CMD
immediately discussed with Dir (HRD) and asked
him to issue order with change of designation of
PAs and PSs at the earliest.
(c) Absorption of Gr. A
officers in BSNL –
We requested CMD to use his good office to
resolve the issue at the earliest. CMD assured
to look into.
(d) PLI –
We requested an early decision regarding payment
of PLI for the year 2007-08. CMD informed that
matter will be decided shortly as per the
instructions available from DoT.

India Conference of AIBSNLEA held at Jaipur
(Rajasthan) from 28th to 30th
Aug 2008.

24-09-2008:-GS,
President, AGS (Fin), OS (North) met GM (Pers) &
discussed:-
(a) DPC of left out case SDE (Telecom) to DE
Adhoc:-
We expressed our serious concern against delay
in completing the DPC of left out case from SDE
(Telecom) to DE adhoc. GM (Pers) inform that the
DPC is fixed up on 26-09-08. About 80 cases are
completed but still 50 cases ACRs/ some relevant
informations are yet to be received. He advised
to involve the Circle Secretaries to send the
required informations immediately.
(b) Cancellation of 119 SDEs (Telecom) inter
circle transfer orders:-We
strongly pleaded for cancellation of 119 SDEs
(Telecom) inter circle transfer orders. GM
(Pers) informed that 11 SDEs have already joined
other circles and after discussions with Dir
(HRD) he has already spoken to concerned CGMs to
keep the orders held in abeyance.
(c) DPC from JTO (Telecom) to SDE (Telecom)
under seniority quota:-
We requested to
expedite the DPC process at the earliest. GM
(Pers) mentioned that Pers branch has already
placed the JTOs seniority list for information
and the circles have been requested to send the
required information to Corporate Office before
30th Sept 08.
(d) DPC from SDE (Telecom) to DE adhoc:-We
requested to fill up all vacant DEs post
immediately. GM (Pers) assured that as soon as
the left out cases DPC is completed next DPC
will be initiated.
(f) Framing of Group 'A' RRs & regularization of
STS Group 'A' officers working on adhoc basis:-
We
expressed our serious concern against delay in
framing the Group 'A' RRs and regularization of
STS Group 'A' officers. GM (Pers) informed that
he is arranging internal meeting of Joint
Committee Officers side shortly thereafter he
will arrange the complete Joint Committee
Meeting to finalise the Group 'A' RRs.

met Sr. DDG (FP) & discussed:-
(a)DPC from JAO/AAO to
AO:- We expressed our serious concern
against delay in completing the process of DPC
from JAO/AAO to AO. Sr. DDG (FP) immediately spoke
to Jt DDG (SEA) and after discussion assured that
efforts are being made to issue promotion order
by the end of this month.
(b)DPC from SrAO to
CAO:-We requested to expedite the DPC
work from Sr AO to CAO. Sr. DDG informed that the
ACRs /VCRs have already been called from all the
circles. As soon as the required information is
received DPC work will be completed. All the
Circle Secretaries are requested to ensure early
dispatch of ACRs/ VCRs of the eligible Sr. AOs.
(c)Consideration of
request transfers of AOs/CAOs:-We
requested to consider all pending requests
transfer cases along with the promotion orders.
We also requested to give posting on promotion to
the same circles wherever the vacancies are
available or nearby circles. Sr. DDG(FP) assured
to look into the matter.
(d) 1999 JAO batch DPC
:-We strongly pleaded to hold DPC of 1999
JAO batch on retrospective date i.e.01.10.2003
when they were eligible to be promoted as AAO and
the BSNL declared AAO as wasting cadre in 2004
without holding their DPC. |

The CMD BSNL invited Joint Forum leaders to
discus the issues recently submitted by the Joint
Forum. GS and President attended the meeting.
Following discussions were made :
(a) Listing of BSNL -
Joint Forum leaders
strongly opposed the Govt.’s move of listing of
BSNL through IPO route and requested CMD to
decide the referendum process to take opinion
poll with regards to IPO of BSNL.
(b) Resolution to revert
back to DoT –
Over the resolution passed
to revert back BSNL absorbed executives and
non-executives to DoT to avoid duality in
absorption process, the CMD expressed his serious
concern that unions and associations should not
raise such demands because it will not give a
good image to BSNL. Joint Forum leaders have
shown their determination to the resolution and
categorically told that DoT should end the
duality in absorption matter in BSNL.
(c)
Allowing roaming on BSNL’s GSM network to
private operators –
It was strongly opposed
because the private operators having no network
will compete with BSNL by using BSNL network with
a very nominal rental. We requested CMD to
strengthen the marketing cell in the SSAs/Circles
to increase the customer base so that full
equipment is utilized for BSNL’s interest. CMD
informed that issue will be discussed in the
BSNL’s board meeting on Friday, the 26th
Sept 2008 wherein the interest of BSNL will be
safeguarded. We vehemently opposed the above
move.
(d)
PLI – CMD requested Joint Forum to surrender
the PLI this year in view of the dip in the
profit of BSNL. Joint Forum leaders requested to
declare PLI for the year 2007-08 similar to the
previous year 2006-07 to motivate the employees.

GS, President, AGS (Fin), Advisor-I and Circle
President TN Circle met DDG (Estt) and discussed
:
(a)
AAO IDA pay fixation case – We requested DDG (Estt)
for early issuance of the AAO IDA pay fixation
order. DDG (Estt) confirmed that he has already
received DoT approval through DDG (SR) BSNL and
the orders in this regard will be issued shortly.
(b)
ACP withdrawal case – We requested to withdraw
the orders for withdrawal of ACP benefit granted
to JTO (C/E/Arch/TF) and PA/PS prior to 01.01.2007. DDG (Estt)
informed that as soon as the Dir (HRD) returns
from abroad he will discuss the matter with him.

office bearers and Circle Secretaries to decide
about the fate of TESA and its settlement.

GS, AGS HQ, FS and
Advisor-I met GM (Estt) in presence of GM (SR)
and DGM (Estt) and discussed :
(a) PLI for the year
2007-08 - GM (Estt)
apprised that this year BSNL performance grading
is "fair" hence PLI entitlement will be 0.75
multiple of the basic with a limit for
non-executives (Rs. 7000-10000) and for
executives (Rs. 10000-12500). He explained that
as per DOT instructions PLI may be paid for
excellent grading 1.4, Very Good 1.1, Good 0.85,
fair 0.75 and poor-nil multiple of the basic pay
as per above ceiling limit. After analyzing the
situation we requested that if the performance
grading is finally given "good" by DPE, PLI
should be paid 0.85 multiple of the basic.
(b) Issuance of AAO pay
fixation order - We
requested for early issuance of AAO IDA pay
fixation order as approved by DOT. GM (SR)
confirmed that approval of DOT has been received
and the same will be sent to GM (Estt) today
itself. GM (Estt) assured early issuance of the
order.
(c) Withdrawal of ACP
benefit granted to JTO (Civil) / PAs / PSs -
GM (Estt) assured
that he will further put up the matter to Dir
(HRD) for discussion with our Association.
(d) First financial
upgradation of Sr. SDE grade to DE grade after
completion of 4 years instead of 5 years -
We requested that
the SDEs who got Sr. SDE fixation prior to
01.10.2004 and after 01.10.2000 should be given
first financial upgradation on completion of 4
years of service instead of 5 years of service.
GM (SR) informed that he has already processed
the case through GM (Pers) for consideration.

Meeting of Joint Forum
representatives held today to discuss the issues
viz. Listing of BSNL through IPO route, ITI
merger with BSNL, absorption of Gr. A officers
in BSNL/MTNL, allowing roaming on BSNL GSM
network to private operators etc. Joint Forum
expressed serious concern on all the issues and
decided to meet further tomorrow to finalise the
strategies to protest against wrong decisions of
the Govt. which are adversely affecting the
viability of BSNL. GS and FS attended the
meeting. |

Congratulations!
AIBSNLEA succeeded in getting approved the AAO
IDA Pay Scale from Secy. (Telecom) as assured by
him during Inaugural Session of 2nd AIC at
Jaipur on 28th Aug 2008. Our consistent efforts
yielded the result to get approved the AAO IDA
Pay Scale Rs11875 from DoT itself instead of
sending to DPE which could have further delayed
the case. The order in this regard from DoT is
expected shortly. |

Dir HRD assured that as soon as the VCRs of the

will be issued.
(b) DPC from SDE (T) to DE (Adhoc) :
We informed him since DoT has issued order for
transferring the matters related to
Seniority/Court Cases in respect of the absorbed
TES Gr. B officers to BSNL. The DPC to fill up
about 2000 DEs vacant posts should be initiated.
Dir HRD assured that as soon as left out DE
(Adhoc) orders are issued, next DPC will be
initiated. |

As demanded by AIBSNLEA and assured by Secy (T)
in the Inaugural Session of 2nd AIC at Jaipur
held on 28th Aug 2008, the order regarding
Establishment /Service matters of absorbed TES
Gr. B officers in BSNL/MTNL vide letter DoT No.
20-14/2007-STG.II dated 5th Sept 2008 issued. We
were continuously pursuing the matter that the
issues of the absorbed TES Gr. B officers should
be dealt by respective PSU only and not by DoT
and finally achieved.
