Circle Conference of West Bangal Circle :- GS,
FS, Org. Secretary (E) and CS Kolkata TD Circle attended &
addressed the 2nd Circle Conference of West Bangal Circle at
Deulti(Howrah). A colorful glittering OPEN SESSION was also
organised. Shri Rakesh Agrawal, CGMT, West Bengal Telecom Circle
was the Chief Guest. Shri J.K. Roy, CGM ETR, Shri Abdul Mazid, CGM,
Telecom Factory Kolkata were the guests of Honor. Shri Shankar
Bose, GM(O) WB Circle, Shri Gautam Chakravati , GM(D) WB Circle,
Shri Amit Bhattacharya, GM (Task Force) WB Circle, Shri N.N.
Banarjee, GM Kolkata SSA & Shri Gautam Audhay, GM(Mktg.),
GM(Mktg.) WB Circle were the special guests on the occasion. Com.
B.K. Bhattacharya, CS in his welcome / Key Note address and discussed
the Circle / ALL India Level issues. Com. S.K. Bose, Circle
President presided over the function. Com. GS in his address
appraised the status of All India Issues & discussed the viability
of BSNL. He strongly opposed the introduction of MT's at STS Level
& implementation of arbitrarily BSNL Employees Transfer
policy.
He
mentioned that United Forum of BSNL Executives' Associations has
strongly protested introduction of MT RR's at STS level & has
demanded to withdrawal upto 15th Oct' 2007 otherwise organisational
actions programmes will be launched. He call upon all the members
to keep ready organizationally to protest against the wrong
policies of BSNL Management. A colorful cultural programme
was also organised on the occasion. A large number of members
including the representatives of consumer organizations were also
present. Com. S.K. Bose, CAO & Com. B.K. Bhattacharya, JTO were
elected as President & Circle Secretary of WB Circle respectively.
Elections were conducted unanimously. Programme was convened by
Com. Manas Kr. Roy CWC(Memeber). |

Special General Body
Meeting of Calcutta Telephones Circle :-
GS, FS and Org.
Secretary (E) attended & addressed the Special General Body Meeting
of Kolkata Circle at Subarana Banik Samaj Conference Hall at
Kolkata. Com. Swapan Kumar Mukharjee Circle President presided
over the meeting. Com. Amit Kumar Gupta, CS Kolkata in his welcome
address discussed the issues of Circle & All India Level. Com. GS
appraised in detail the status of the All India Issues & discussed
the viability of BSNL. He vehemently opposed the unilateral
notification of Management Trainee at STS level. He call upon the
members to keep ready for Organisational Programme if the BSNL
Management don’t withdraws the arbitrary order before 15th
Oct’2007. He also discussed the resolutions passed in the National
Convection of Joint Forum held on 7th Sept’2007 at New
Delhi i.e. Procurement of GSM Equipment(2G+3G), Financial Viability
of BSNL, Payment of Pension to BSNL Employees, Navratna Status to
BSNL, Absorption of ITS Officers in BSNL, 50% DA merger with BASIC,
VRS/CRS etc. All the queries made by the members were replied to
their satisfaction. More than 500 members including SNEA(I),
AIGETOA, NETA attended the meeting. The conference Hall was jam
packed. Additionally GS attended 10 Group Meetings with different
disciplines of members & clarify their queries in person. Click

(Telecom) and AST (DoT) & discussed the following:-
(a)
Protested against issuing of arbitrarily the RRs of Management
Trainees in BSNL at STS level and demanded its immediate withdrawal
thereafter only BSNL Management should start reforming the existing
cadre hierarchy and implement the CPSU cadre hierarchy in BSNL:-
Secy DoT assured to look into.
(b) Holding
of DPC to fill up DEs vacant posts:-
AST in presence
of DDG (Estt.) DoT informed that BSNL management has been directed
to fill up 2315 DEs vacant posts immediately as assured in the
formal meeting with AIBSNLEA and SNEA on 2nd Aug 2007.

AIBSNLEA succeeded in getting released the 363 Promotion/ Posting
in the grade of STS of Accounts & Finance service on purely
temporary and adhoc basis. Most of the officers have been allotted
same circle on Promotion where the vacancies were available. some
officers has been allotted nearby circles where the vacancies were
not available.

Haryana Circle at Ambala

addressed the Second Circle Conference of Haryana Circle at Ambala.
Open Session was also organised on the occasion presided by Comrade
P. C. Agrawal Circle President. Shri K.C. Jindal,
CGMT Haryana Circle was the Chief Guest. Shri Satya Pal, GM (P&A)
Haryana Circle, Shri B.R. Kashyap, GMTD, Ambala & Shri B.D. Garg,
GM (O&M) Haryana Circle and Shri. Ashok kumar Chief Engineer
(Civil) Haryana Circle were the guests of Honour Comrade GS & President
in their address apprised in detail the status of all India Issues
& discussed the viability of BSNL, they vehemently
opposed the introduction of Management Trainees recruitment at STS
Level & demanded immediate withdrawal of the order. They also
opposed the some provisions of BSNL Employees transfer Policy. They
call upon the members to keep ready for organisational actions if
the BSNL Management don't take immediate in this regards. Comrade

(a) Improvement in the executives promotion policy:-
We requested an early action in
the matter as already discussed in the formal meeting held on 2nd
August, 2007 with this Association. Secy (Telecom) inform that the
meeting with BSNL management is being held on 19-09-2007 (A/N) to
discuss the issues related to executive promotion policy. He also
informed that BSNL management has been directed to frame the Group
'A'
RRs before 30th Sept.2007
positively.
(b) Management Trainees
Recruitment Rules in BSNL:-
We strongly protested against
the unilaterally notification of MT RRs in BSNL at STS level. He
assured to look into the matter.
(c) Regularization of
Adhoc STS Group 'A' officers in BSNL:-
We express our serious concern against non-regularization of Adhoc
STS Group 'A' Officers in BSNL. Secy (Telecom) informed that
already action has been initiated for framing the Group 'A' RRs in
BSNL and thereafter the necessary action will be taken.
(d) Filling up of vacant DEs posts in BSNL:-We
expressed our serious resentment against not holding the DPC to
fill up about 3500 DEs vacant posts in BSNL on the pretext of
court cases on TES Group 'B' seniority list. Wherein, DoT has
already given clearance to fill up about 2315 DEs posts for last
one and half year. Secy (Telecom) assured to look into the
matter.
(e) AAOs Pay Scale case;-
We expressed our serious concern against delay in implementation of
AAOs Pay Scale. We requested to use his good offices to interact
with Secy MoF for an early clearance . Secy DoT assured to look
into the matter.
(f) One time placement of
SDEs to Sr. SDE Grade on 01-10-2000:-
We express our resentment against not honouring the commitments
given by the then DoT/BSNL officers to provide one time placement
of SDEs to Sr. SDE grade on 01-10-2000,who completed more than 5
years regular SDE service. Secy DoT assured to look into the
matter.
(g) Extension of time
limit of Govt. accommodation occupied by BSNL employees:-
We requested that immediate
action should be taken for extension of time limit of Govt.
accommodation occupied by BSNL employees after 30-09-2007. Secy
(Telecom) informed that today only CMD BSNL has given the letter
for three years extension i.e. up to 30-09-2010. Now the matter
will be taken up with Ministry of Urban and Development for
extending the period for three years. |

17-09-2007:- GS met Sr DDG(FP)
BSNL & discussed:-
(a) DPC from SrAO to CAO adhoc:-
We expressed our serious
concern against delay in completing the DPC process from SrAO to
CAO adhoc. SrDDG (FP) informed that the DPC work is completed and
sent to CMD BSNL for approval. As soon as the approval is received,
promotion order of adhoc CAO to fill up about 360 posts will be
issued immediately.
(b)
Consideration of request transfers of JAOs/AOs/CAOs:-
SrDDG(FP) informed that efforts are being
made to consider the pending request transfers.
(c) DPC from JAO/AAO to AO:-
We impressed upon to fill up all
vacant AOs posts created through Man Power Plan sanctioned and
vacancy arises due to adhoc CAO promotions. SrDDG(FP) assured to
look into. |

(a) GS, President, FS, AGS(C/E/Arch/TF) attended and
addressed the Special General Body meeting in the conference Hall
of Laplace Building, Hajratganj, Lucknow. The Branch Secretaries /
President of Azamgarh, Allahabad, Barabanki, Mainpuri, Jhansi,
Gonda, Faizabad, Gorakhpur, Sultanpur, Miazapur, Raebareli,
Hamirpur, Jaunpur and large number of members of Lucknow PGMTD,
Transmission, Circle office, RTTC, BD and Civil Electrical Branches
attended the meeting. Comrade GS replied all the quaries made by
the members to their satisfaction. All the circle office bearers
and CWC members of UP(East) Circle also attended meeting.
(b) GS,
President, FS, AGS(C/E/Arch/TF) attended and addressed the WELCOME
MEET function organised by Civil Wing Branch of UP (East) Circle.
Shri Sunil Parihar PGMTD Lucknow, Shri A.K. Shrivastava GM (Admn),
Shri GS Shrivastava GM (Mobile), Shri SC Mishra CE (Civil), Shri U

We expressed our serious concern against non holding of the DPC to
fill up about 3500 vacant DEs posts on adhoc basis. Dir (HRD)
informed that BSNL has already filed MA in Hon'ble Delhi High Court
regarding TES Group'B' seniority case as advised by DoT. Now the
next date of hearing is fixed up 4th Dec 07. They have again taken
up the case with DoT for giving direction regarding the seniority
list to be operated. We impressed upon for an early action.
(b) Consideration of pending request transfers of
SDEs/ DEs:-
We expressed our resentment against non-consideration of pending
request transfer applications of SDEs/ DEs. Dir (HRD) discussed the
matter with DDG (Pers) and assured an early action.
(c) Consideration of pending request transfers of SDE (civil):-
Dir (HRD) assured to look into.

Joint Forum organized Historical National Convention on 7th Sept 07
at Eastern Court Compound, Janpath New Delhi. Comrade Satish Kumar
Circle Secy Delhi Circle welcomed the guests. Com. V A N Namboodiri
Convener Joint Forum in his welcome/ key note address welcomed the
distinguished guests on dias & the delegates and apprised in
details the issues of concern which are adversely affecting the
viability of BSNL. All the unions/ associations of joint forum
representatives were in the presidium. Com. K Satyanarayana
President AIBSNLEA was in the presidium. The National Convention
was formally inaugurated by Com. M K Pandhe President CITU. Hon'ble
M.P.s, Com. Gurudas Das Gupta (CPI), Thiru C Kuppusamy(DMK), Com.
Sitaram Yechuri(CPM), Shri Harish Rawat (Cong-I) and a delegation
of South Korean Trade Unions also attended and addressed the
convention. Com. GS in his address discussed all the issues of
importance which are hampering the viability of BSNL & other issues
i.e. GSM lines-2G & 3G, Navratna status, Financial viability of
BSNL viz stoppage of ADC to BSNL, reduction in USO fund to BSNL,
stoppage of license fee to BSNL, payment of pension, absorption of
ITS officers, VRS/ CRS, merger of 50% DA with basic pay/ grant of
IR, parity between BSNL & MTNL pay scales etc. All the Unions/
Associations nominated representatives also addressed the
convention. Convener Joint Forum placed the declaration of National
Convention of BSNL employees for adoption and the same was
unanimously adopted.

Com Anuam Kaul CS SNEA Delhi Circle gave vote
of thanks. At last com. K Vallinayagam Chairman Joint Forum
declared convention concluded. A large number of BSNL executives/
non-executives from throughout the country actively participated in
the convention. National Convention was Historical & Successful.

14th Sept 2007 to discuss the pending grievances of BSNL Executives
raised by AIBSNLEA which were discussed in the formal meeting on
2nd Aug 2007. We have also discussed all the grievances with CMD
BSNL in the informal meeting had on 31-08-2007. |

of AIBSNLEA & told it is the need of ours to join an Executive
Association in the larger interest of BSNL Executives as well as

AIBSNLEA succeeded in getting approved from BSNL Management
Committee the issue of improvement in the revised policy for
service GSM, RSTC and broadband to Executives i.e. to provide STD &
National roaming facility on GSM service connection and the free
call monthly limit on RSTC has been enhanced for JTOs from 500 to
600, SDEs from 600 to 800 and DEs from 800 to 1500 & same for
equivalent level executives. Congratulations ! to all
comrades for success
