TELECOMMUNICATION, DoT(HQs), Sanchar Bhavan, 20,
Ashoka Road, New Delhi-110001.
Text of the savingram;
“United
Forum of BSNL/MTNL Executives’ Associations
express serious discontentment & resentment
against non completion of Gr ‘A’ officers’
absorption in BSNL/MTNL. Strongly demands
repatriation of BSNL/MTNL Executives to DoT.
Delay in absorption process is adversely
affecting the viability of BSNL/MTNL”.

CMD, BSNL invited
AIBSNLEA & SNEA (I) to discuss regarding Telecom
Service Growth in BSNL, Strategy to strengthen
Marketing Cell, Finalization of MT / Group ‘A’
RR’s and ITS Officers absorption in BSNL. CMD
expressed serious concern & dissatisfaction
towards slow growth in GSM Telecom Service &
surrender of Landline telephones. He appealed
that Executives & BSNL Employees should
strengthen the Marketing Cell of BSNL to all
level i.e. BSNL Corporate Office/ Circle / SSA.
We assured
our full co-operation in strengthening the BSNL
Marketing Cell.
(b) Framing
of Group ‘A’ & MT RR’s :-
CMD after discussions
advised to Director (HRD) to finalize & notify
the MT/ Group ‘A’ RR’s in BSNL at the earliest.
Director (HRD)
assured an early action.
(c) ITS Officers absorption
in BSNL :-We
expressed our serious concern against
non-settlement of the ITS officers absorption
issue in BSNL. CMD, BSNL appreciated our concern
& informed that he is making his efforts to
convince the concern authorities of DoT & other
Ministry to resolve the issue, even if, the ITS
Officers don’t take absorption in BSNL &
Government doesn’t extend their deemed
deputation, in that case BSNL is finalizing its
Contingency Programme to meet the immediate
requirement & to start immediate recruitment of
MT’s. We assured him
our full support & co-operation. |

23.10.2008 :
GS, AGS (HQ) and FS met GM (Trg) and discussed
about delay in completing the process of
mandatory training after first financial
upgradation as per BSNL Executive Promotion
Policy. Due to non-completion of training, the
executives are not being granted annual
increment causing serious frustration e.g.
executives of Kerala, AP and KTK Circles. GM (Trg)
informed that to complete the mandatory training
process in due time, one additional batch is
being started at RTTC, Chennai and to start
mandatory training batch at RTTC, Hyderabad is
also under consideration. He further advised to
provide details of the Circles where the above
problem is being faced. |

the Circle/Branch Secretaries are requested to
mobilise the members for successful
implementation of the organisational program. |

16-10-2008 – GS,
President & GS SNEA(I) met Jt. Secy (Telecom)
DOT and discussed regarding absorption process
of Group A Officers in BSNL/MTNL. Jt.Secy
informed that the process of absorption is being
completed today. Allocation Committee will
recommend the posting of Officers as per their
options exercised. The option date will not be
further extended. The group A Officers deemed
deputation in BSNL/MTNL will end on 22nd
December-2008. In case the optees are less in
BSNL/ MTNL Govt. will decide the contingency
plan. |

16-10-2008 - GS,
President & GS SNEA(I) met Secy. DPE Shri R.
Bandopadhyay and discussed
a) Implementation of
Pay Revision Committee recommendations- Secy DPE
informed that Committee of Secretaries (COS) is
regularly meeting to discuss the issues /
demands raised by various CPSUs on PRC report.
He assured that Cabinet note on PRC
recommendations will shortly be sent to Cabinet
for approval. He estimated that the PRC report
will be issued for implementation before 30th
November-2008.
b) Navaratna status to
BSNL- We requested early grant of Navaratna
status to BSNL- Secy DPE mentioned that you
enquire from your CMD BSNL that how much support
we are giving this issue and we have not taken
the performance of BSNL for the year 2007-08 in
to account. He expected some positive decision
in this regard shortly.
c) Deferred option from
CDA to IDA scales after 01-10-2000- We requested
to consider the case for settlement. Secy DPE
assured to look into the matter. |

GS in his address apprised in detail the status
of HR issues & discussed the viability of
BSNL. He strongly opposed the Govt.'s move to
merge ITI with BSNL & listing BSNL through
IPO route.CGMT has told about work culture of
staff and readiness to work any where
in their own
interest as well as BSNL.

Karnataka Circle
who is retiring from service due to attaining age
of superannuation
on 31/10/2008.President,GS, AGS(Fin), OS(W).

attended and addressed delegate session. Com

as President , Com H Y Andeli as Circle secretary

15.10.2008 : Missing ACRs

15.10.2008 : GS,
President, AFS met Member (Fin), Telecom
Commission and discussed -
(a) Absorption of Gr. A
officers in BSNL -
We requested to complete the process of Gr. A
officers' absorption in BSNL in its scheduled
time. Member (F) mentioned that the absorption
of Gr. A officers in BSNL/MTNL has already
started. DoT will issue PO for the absorbed Gr.
A officers in BSNL/MTNL immediately and those
who wants to continue in DoT will be
accommodated against vacant DoT posts and
remaining will be placed in the Surplus Cell. He
also mentioned that 16th Oct 2008 is the last
date of exercising the option. The date will not
be extended further.
(b) Implementation of Pay
Revision Committee recommendations in BSNL - We requested early
implementation of the PRC recommendations in
BSNL. Member (F) informed that yesterday he has
attended the Secretaries meeting convened
by Cabinet Secretary on behalf of Secy (T) on
implementation of PRC recommendations in
BSNL/MTNL. He mentioned that Secy (DPE) placed
the PRC recommendations for discussions. The
discussions will be completed in the next
meeting. The PRC recommendations for BSNL are
better than the 6th Pay Commission
recommendations and these will shortly be sent
by DPE to the Cabinet for approval. He estimated
that PRC recommendations will be implemented
after a month's time.
(c) Payment of pension to
BSNL employees -
We
requested early withdrawal of DoT letter issued
on 15.06.2006 regarding payment of pension to
BSNL employees linked with the receipts from
BSNL to DoT. Member (Fin) informed that the
cabinet note to withdraw the above said letter
was sent to inter-ministerial circulation and
now the comments of all nodal ministries have
been received. Shortly it will be sent to
cabinet for approval.
(d) Deferred option from CDA to IDA after 01.10.2000 -
We requested to allow
deferred option from CDA to IDA after 01.10.2000
till the next promotion/superannuation. Member
(F) informed that the matter was referred
to DPE but returned with negative remarks.
Further the case has been sent to DPE with
justification for reconsideration. |

15.10.2008 : GS,
President, FS and AGS (HQ) met Dir (HRD) and
discussed :
(a) Withdrawal of ACP
benefit granted to JTO Civil and PAs/PSs in the
upgraded pay scales - We apprised him regarding
the discussions we had with GM (Estt), GM (SR)
and PGM (BW) in this regard and requested him to
cancel the withdrawal of ACP order in view of
the DoP&T guide-lines.
(b) Counting of residency period w.e. from
01.10.2000 to all the executive cadres wherein
the pay scales were upgraded/revised after
01.10.2000 on notional basis instead of counting
residency period for the purpose of first
financial upgradation.
In both the issues Dir (HRD) confirmed that GM
(Estt) has already briefed him and after
examining the cases necessary decisions will be
taken.
(c) Framing of Gr. A RRs
in BSNL - We requested for early framing of Gr.
A RRs in BSNL and removing the age limit and
qualification conditions from 25% departmental
internal quota. Dir (HRD) assured to look into.
(d) DPC to fill up vacant
DE's posts - We thanked Dir (HRD) for approving
to initiate the DPC to fill up about 1360 STS
posts of Gr. A in DE cadre by promoting eligible
TES Gr. B officers and requested him to expedite
the DPC. Dir (HRD) assured an early action in
this matter. The BSNL Pers. section is calling
ACRs of the eligible TES Gr. B officers coming
in the seniority zone to fill up about 1360 DEs
posts from Sr. list No. 3-5 of TES Gr. B updated
upto 03.01.2008. The last seniority No. was
considered 12204.1. All the Circle Secretaries
are requested to ensure early dispatch of ACRs.

issued clarification to CGMT Rajasthan Circle
regarding condonation of break in service under
Rule 17-A w.e.from 22.09.1980 to 28.09.1980 for
the purpose of pension-case of S/Shri N.R.Kumar,
A.L.Chandora and K.K.Arora.

14.10.2008 : GS, AGS (H/Q),
FS met GM (Estt) in the presence of PGM (BW), GM
(SR), DGM (BW) and discussed regarding :
(a) Withdrawal of ACP

attended & addressed the Special General Body
Meeting at
GOA
(
Maharashtra Circle
) during their visit to Karwar, where Karnataka
Circle Conference is being held. Com. V.P.
Kulkarni, Circle Secretary,
MH Circle
&
Com. Jadhav, Branch Secretary,
GOA
welcomed the CHQ Office Bearers & discussed
the Circle / All India Issue. Com. GS, President,
AGS (Finance) & Org. Secy. (W) appreciated
the functioning of MH Circle, which is the
biggest Circle Organisation of AIBSNLEA having
membership about 2500.
GOA
is one of the most active & large branch of
AIBSNLEA,
MH Circle
, which was being addressed by CHQ Office
bearers. Com. GS & President discussed &
apprised the status of All India issue like Group
‘A’ RR, DPC in Group ‘A’ & ‘B’
level Executives & regularization of STS
Group ‘A’ & other working on adhoc basis,
service weightage, Change of designation, First
Financial Up-gradation afer four year to all
Executives instead 4 to 6 years of service, AAO
Pay Fixation case, AD(O/L) Pay Fixation,
Withdrawal of ACP in IDA Pay Scale to JTO(Civil)
& PA/PS in BSNL, implementation of Pay
revision Committee recommendation, 50% IDA merger
to the retired Executives after 01.01.2007 etc.
They also discussed in detail the Viability of
BSNL i.e. ITI Merger with BSNL, Listing of BSNL
through IPO Route, Allowing Roaming on GSM Bile
on BSNL Network, Navratana Status to BSNL,
withdrawal of license fee, ADC Charges & USO
Fund Charges etc. Conference
Hall was jam packed & Com. Hare Krishan
extended the vote of thanks. |

Congratulation !
AIBSNLEA succeeded in getting released the
Promotion order from JAO/AAO to AO. Most of the
AOs on promotion have been posted in the same
Circles wherever the vacancies are available.
Majority request applications of AOs have also
been considered. We extent our sincere
thanks to BSNL Management especially SEA Section
for their untiring efforts in issuing the biggest
promotion order in Account Wing.

: GS, President met PGM (FP) and discussed :
(a) DPC from JAO / AAO to
AO – We requested
for early issuance of promotion order from JAO/AAO
to AO. PGM (FP) immediately called DGM (SEA) to
discuss and finalise the postings on promotion
and assured that promotion order from JAO / AAO
to AO will be issued within a day or two. He
also assured that majority officers will be
posted on promotion to the same Circles wherever
the vacancies are available. He also assured to
consider maximum pending request transfer cases.
(b) Stopping recoveries
from pay to those who worked on officiating on
higher posts after implementation of Executive
Promotion Policy –
PGM (FP) informed that the matter is being sent
to BSNL Management Committee for consideration
at the earliest as already requested by this
association.
(c) 1999 JAO batch DPC –
We requested to hold the DPC of 1999 JAO batch
on retrospective date since they were eligible
for promotion to AAO but BSNL took decision and
declared AAO as wasting cadre. PGM (FP) assured
to look into.
(d) AAO IDA pay fixation
order – We
requested for early issuance of AAO IDA fixation
order. PGM (FP) informed that PAT section sent
the approval of BSNL Board / DoT to BSNL EF
section for vetting. Now EF section has asked
some clarifications from SEA section and the
same are being replied within a day or two.
Thereafter the AAO IDA pay fixation order will
be issued. |

: DPC from JAO/AAO to AO :-
The DPC
process from JAO/AAO to AO is completed. The
transfer & posting on promotion are being
finalized. About 300 request transfers of AOs are
being considered. We have requested to
accommodate AOs on promotion in the same Circles
where the vacancies are available or nearby. Sr.
DDG(FP) has assured to look into the matter .
Promotion order is expected in the next week. |
