26.11.2009 : GS, AGS (Fin) met GM (Pers) and discussed regarding modification in BSNLMS RRs for the executives of C/E/Arch having diploma qualification have been debarred from EE promotion. GM (Pers) mentioned that in response to our formal meeting with Dir (HR) on 19.11.2009, he is conducting the meeting with PGM (BW), DGM (BW) and DGM (QC-E) on the provisions of DOT RRs, CPWD RRs and DOP&T instructions. We further provided the relevant RRs documents and requested to provide parity on promotions also with JTO (T) / SDE (T) to JTO / SDE (C/E/Arch) as BSNL Board has already provided parity regarding pay scales etc.  

26.11.2009 : GS writes to Secy. (T) regarding Non-treatment of absorbed retired BSNL/ MTNL Executives who have served more than 20 years in DOT and residing in MTNL/ BSNL served areas respectively in the "DOT category" for the purpose of billing of concessional telephone facility in complete disregard and incorrect interpretations of instructions issued by the Minstry of Communications vide memo no.2-79/94-PHA dated 25th September 1998 and also even no. dated 20th of March 2009. 24.11.2009 : GS, AGS (Fin) and GS, AGS (SNEA) met Member (Services) DOT and discussed regarding clarification to be issued to BSNL for 270 TES Gr. B officers status quo granted by Hon'ble Supreme Court in SLP No. 11339/2008 titled - "K. Vishwanathan V/s Union of India". We requested for an early direction so that regularisation process of adhoc DEs can be completed. Member (S) assured to look into the matter.  

24.11.2009 : Stay Order granted on DE adhoc promotion by Hon'ble J&K High Court - Status : The case was heard on 23.11.2009 and posted for 24.11.2009 but could not be heard on 24.11.2009 due to lawyers' strike. The case was further postponed and the next date is to be announced on 28.11.2009. We appeal the applicants to discuss their grievance with the BSNL Management instead of dragging the promotion of 2000 SDEs to DE adhoc. Many SDEs are retiring even without getting the adhoc DE promotion. The SC/ST roster implementation can be possible only when general promotion orders are allowed. The stalemate in DPC is frustrating the whole cadre. BSNL's maintenance and operation work is also suffering due to continuous vacant posts of DEs.

24.11.2009 : GS, AGS (Fin) met ED (Fin) and GM (FP) and discussed :

(a) Regularisation of adhoc CAOs : We requested to complete the process of adhoc CAOs regularisation at the earliest. ED (Fin) mentioned that the VCRs of about 550 eligible AOs have been received but the ACRs of about 80 AOs are still awaited. He assured to issue the CAO regular promotion order at the earliest.

(b) DPC from JAO to AO : GM (FP) informed that the posting on promotion from JAO to AO are being decided. He mentioned that the AOs on promotion are being posted in deficit Circles to equalise the vacancy shortage. In this manner some officers may be displaced from one Circle to other Circle. We pleaded that transferring officers on promotion in mid academic session is not justified. The AOs on promotion should be posted in the same Circles where the vacancies are available. In case vacancies are not there, they may be posted in nearby Circles. GM (FP) assured to look into.

23.11.2009 : GS, AGS (F) met ED (Finance) and GM (FP) and discussed :

(a) DPC from JAO to AO : We expressed our serious concern against delay in issuing the promotion orders from JAO to AO. ED (F) informed that after completion of DPC the postings on promotion is being finalised. He assured that promotion order will be issued by the end of this week.

(b) Regularisation of Adhoc CAOs : We requested to complete the regularisation process of Adhoc CAOs. ED (F) informed that VCRs of majority CAOs have been received but the ACRs of some AOs is still awaited. He assured to complete the process at the earliest.

23.11.2009 : GS, AGS (F) met GM (Estt.) and discussed :

(a) Pay Fixation under FR-22(I)(a)(i) instead of FR-35 of JTOs (Offg.) : We requested to provide pay fixation under FR-22(I)(a)(i) instead of FR-35 of JTOs (Offg.) since they are working as JTO and discharging the higher responsibility. Ernakulam CAT and Delhi Principal bench CAT has given judgment to provide pay fixation under FR-22(I)(a)(i) instead of FR-35 of JTOs (Offg.). GM (Estt.) mentioned that since the case is sub judice and JTO (Offg.) have not gone under Phase-II training, decision in this regard is not taken. We requested to send the JTOs in  Phase-II training and the court cases in this regard can be withdrawn, if management provides Pay fixation under FR-22(I)(a)(i) instead of FR-35. GM (Estt.) assured to look into.

(b) One time decision to promote about 2200 JTOs (Offg.)/Qualified TTAs as regular JTO : We requested to promote about 2200 JTOs(Offg.)/Qualified TTAs as regular JTO by taking one time decision as per the written agreement between unions and DOT/BSNL Management. GM (Estt.) mentioned that case is pending in Hon'ble Supreme Court, as soon as the judgment in this regard is delivered will immediately be implemented. 

20.11.2009 : The court case filed by SC/ST Welfare Association, J&K Circle in J&K High Court was heard today & got stay order against the Adhoc DE DPC. The hearing will continue on Monday. It seems that case may be transferred to CAT J&K.

19.11.2009 : FORMAL MEETING WITH DIRECTOR (HR) : GS, AGS (HQ), AGS (F), FS, AFS attended the formal meeting. GM (SR), GM (Estt) and GM (Pers) were also present in the meeting. Detailed discussions on the resolutions passed by 2nd AIC Jaipur and CWC Manali were made in the meeting. The record of discussions / minutes will be uploaded shortly.

17.11.2009 : Meeting with CGM NCES at Kolkata : Com. M. K. Roy, Advisor, CHQ, Com. S K Bose, President, WB Circle, Com. B Bhattacharya, CS, WB Circle & Com. A. Ghose, ACS, WB Circle met CGM NCES Delhi at Kolkata on 07.11.2009. Long pending issues under his control were discussed. Settled one medical case for issuing authorisation under BSNLMRS for acute indoor treatment. He also assured to look into the unsettled issues early. He also instructed the officers (GM Admin, DGMs) to appraise the cases.

17.11.2009 : BSNL Orders :

Order-1 : Regarding provision of STD facility to all the executives on RSTC on their request.

Order-2 : Regarding provision of 3G services to the officers of JAG level and above.

17.11.2009 : GS writes to :

The 2nd circle conference of UP (W) Circle was held on 13/11/2009 at Youth Hostel, Sanjay Place, Agra. The open session was inaugurated by Hon'ble Member of Parliament Shri Ram Shankar Katheria, Agra Constituency, at 12:30 pm of 13/11/2009. Com. P.Venugopal, AGS (F), Com. Devesh Sharma AGS (HQ) spoke about viability of BSNL. Com. Prahlad Rai General Secy. spoke in detail of various issues of executive like 2nd PRC, new promotional policy, 100% payment of arrears on pay revision, absorption of ITS officers etc. GM Shri Ravikant spoke about maintaining services of BSNL. Hon'ble Member of Parliament Shri Ram Shankar Katheria spoke about preference of landline connection. He stressed for maintenance of landline connection. Circle President Com. Vijendra Singh extended vote of thanks. Thereafter report was submitted by Circle Secy. Com. B.S.Bhadauriya and the same was approved by the house. Treasurer's report was also passed by the house. Thereafter old body was dissolved and Shri Uma Shankar D.E./President AIBSNLEA Agra Branch elected as

Election chairman, who conducted election in the presence of Com. 16.11.2009 : GS, AGS (HQ), AGS (Fin) met CMD BSNL and discussed :

(a) Invitation as Chief Guest for attending CWC Meeting at Chennai on 1st Dec 2009 at 17.00 Hrs. : CMD BSNL tentatively agreed to attend the open Session of CWC Meet at Chennai.

(b) Modification in BSNLMS RRs for JTOs/SDEs (C/E/Arch) : We requested CMD BSNL for his kind intervention to modify BSNLMS RRs for JTOs/SDEs (C/E/Arch). We apprised him that even EEs (C/E) working on adhoc basis for last 10 years and having diploma qualification  will face reversion on implementation of these BSNLMS RRs. CMD BSNL after detailed discussions agreed to look into.

(c) JTO 2005 batch pay fixation anomaly : We requested to remove pay anomaly of JTO 2005 batch who joined after 01.01.2007. We requested to give notional fixation from the date of appointment of first JTO who resumed his duty in August 2006. CMD mentioned that as per pay rules the fixation has been given. However, he assured to look into the matter.

(d) Implementation of DPE OM dated 02.04.2009 : We requested for implementation of DPE OM dated 02.04.2009 for increasing the IDA pay fitment benefit from 68.8% to 78.2%. CMD mentioned that it is difficult to consider the DPE order at this juncture when BSNL is not earning profit. We further requested to consider the matter.

16.11.2009 : GS, AGS (F) met ED (Fin) and discussed :

(a) DPC from JAO to AO : We requested for early issuance of the promotion order from JAO to AO as the competent authority has approved the minutes of DPC. ED (Fin) confirmed that today only he has received the approval of competent authority. He assured for early issuance of the promotion order. He also confirmed that the competent authority has also approved the case of financial upgradations e.g. JAO to AO, AO to CAO, CAO to DGM, DGM to NFSG etc.

(b) Regularisation of adhoc CAOs : ED (Fin) informed that still about 100 ACRs of adhoc CAOs for regularisation as CAO is still pending. He advised to cooperate in completing the missing ACRs.

(c) 1999 JAO batch DPC : We requested to hold DPC on retrospective date for JAO 1999 batch who were absorbed as JAO. ED (Fin) mentioned that BSNL Management approval for holding of DPC on retrospective date is still awaited.

13-11-2009: The case for interim stay granted by Honorable High Court J&K for DPC of ALL INDIA PROMOTION LIST from SDE to Adhoc STS has been listed for hearing on 20th November,2009.

12.11.2009 : GS, AGS (HQ), AGS (F) met Director (HR) and discussed :

(a) Regularisation of adhoc STS level Executives : Director (HR) mentioned that the DPC process for DEs adhoc regularisation is completed but 2700 DEs posts could not be filled up on regular basis due to Hon'ble Supreme Court status quo order and DOT direction. He suggested that concerned officers and Executive Associations should sit together to resolve the issue so that regularisation process in addition to 280 DEs for remaining DEs posts can be completed. We requested to direct the concerned officers of Finance & Accounts and other streams to complete the regularisation process immediately. Director (HR) assured to speak all concerned for an early action.

(b) DPC to fill up vacant DGMs posts : We requested to fill up vacant DGM posts of all disciplines from regularly promoted STS level Executives. Director (HR) mentioned that decision has been taken to fill up vacant DGMs posts from regular STS Executives at the earliest.

(c) DPC from SDE (T) to DE : We expressed our serious concern against delay in completing DPC from SDE (T) to DE on the pretext of stay order by Hon'ble J&K High Court. We requested to impress upon the concerned officers of J&K Circle for early listing of the case. Director (HR) appreciated our concern and mentioned that recently he has spoken to CGMT J&K Circle for making efforts to get the stay order vacated.

(d) DPC from JAO to AO : We requested for early clearance to the DPC from JAO to AO. Dir (HR) mentioned that case has been sent to Finance wing for clarifying some queries. He assured an early action in this regard.

(e) Pay anomaly of JTO 2005 batch : We further requested to remove pay anomaly of JTO 2005 batch wherein the JTOs 2005 batch who joined duty prior to 01.01.2007 are drawing more salary than the JTOs 2005 batch who joined after 01.01.2007. We requested to give notional pay fixation from Aug 2006 from the date of joining of JTOs 2005 batch. Dir (HR) assured to look into the matter.

12.11.2009 : GS, AGS (F) met GM (SR) and discussed regarding membership verification of majority Executive Association : We appreciated the committee efforts for early submission of the report on membership verification of majority Executive Association. GM (SR) explained that the views / suggestions of the Executive Associations have been called for within 15 days. Thereafter one month period will be given to apply for participating in the membership verification process and thereafter again one month period will be given to the executives for giving their option in favour of one Executive Association and after the cutoff date based on the options and check off system, the membership of the Executive Association will be counted and majority Association will be declared. He expected that this process will be completed before 15th Feb 2010. He advised for early submission of the views / suggestions on the committee recommendations. We pleaded for single Association.

11.11.2009 : GS writes :

Letter-1 : To CMD BSNL regarding Revision of HRA in A&N Circle from 10% to 20%.

Letter-2 : To Secy (T) regarding Delinking of the issue of ITS absorption with Pension Revision on IDA scale and Merger of 50% IDA with basic pension  w.e.f. 1/1/2007  for the erstwhile DOT Employees  retiring as BSNL Pensioners during the period from 01/10/2000 to 31/12/2006.

Letter-3 : To Dir (HR) regarding one time measure personal upgradation / regularisation and implementation of FR 22 (1) (a) (i) for 2nd Screening Test for qualified officials all over India, present JTO (offg).

11.11.2009 : GS, AGS (F) met Secy (T) and discussed :

(a) Delinking of the issue of ITS absorption with Pension Revision on IDA scale and Merger of 50% IDA with basic pension w.e.f. 01.01.2007 for the erstwhile DOT Employees retiring as BSNL Pensioners during the period from 01.10.2000 to 31.12.2006 : Secy. (T) informed that Govt. is serious to complete the absorption of ITS officers in BSNL / MTNL before 31.12.2009. In this connection a meeting was convened with the representatives of ITSA on 05.11.2009 in the presence of CMDs BSNL and MTNL. The terms and conditions of the Cabinet Note were discussed and the ITSA representatives wanted to give some more suggestions / views for cabinet Memo. Considering their request they have been asked to submit their views / suggestions within 2 weeks time. Examining the suggestions if found feasible will be incorporated in the Cabinet Memo and it will be sent to the Nodal Ministries for clearance immediately. Regarding pension revision on IDA scale and merger of 50% IDA with basic pension w.e. from 01.01.2007, he assured to look into the matter and advised us to meet Member (S) and Member (F) to discuss the matter further.

(b) BSNL's poor growth and continuous dip in profit : While discussing the service matters, Secy (T) expressed his serious concern against the BSNL's poor growth and continuous dip in profit.  He mentioned that as per CAG report, in the year 2008-09, BSNL's turn over came down to 30,000 Crores and the continuous surrender in landline has reduced DELs from 4 Crores to 3 Crores. He apprehended that if this trend continues the BSNL's turn over may further reduce and the landline connections may come down to 2 Crores which will adversely affect the profit of BSNL. He asked the views  / suggestions of our Association how to overcome the situation. During discussions we explained the reasons of BSNL's poor growth and dip in profit. We also suggested to overcome the situation if the ITS absorption issue is resolved at the earliest, strengthening of marketing and sales units, providing door to door service to the customers, creating more outlets / retailers through franchisees and their proper / regular monitoring, review of landline tariff, replacement of old telephone instruments by ID Caller instruments, providing modems free of cost on Broadband connections etc. Secy. (T) advised us to submit a brief note on all these suggestions. We assured him our fullest cooperation. 

11.11.2009 : GS, AGS (F), AFS met Member (S), DOT and discussed :

(a) Regarding pension revision on IDA scale and merger of 50% IDA with basic pension w.e. from 01.01.2007 for BSNL pensioners retired from 01.10.2000 to 31.12.2006 and TES Gr. B officers' seniority related issues : Member (S) informed that the pension revision on IDA scale and merger of 50% IDA with basic pension was taken up with DPE and DO P&W but DPE has categorically replied that they are not concerned with pension related issues in PSUs and DOP&W has also not given the opinion on these issues. So it has become difficult to settle the issues. We pleaded that since BSNL absorbees have been assured Govt. Pension under Rule 37A, their pension in IDA pay scale is a must and this has to be settled by the Administrative Ministry at its own or with the approval of cabinet.  

(b) Non-implementation of DPE OM dated 02.04.2009 in BSNL : We thanked him for his kind intervention and directing BSNL Management for release of 60% pay arrears. We requested to further intervene in the matter so that DPE OM dated 02.04.2009 regarding fitment benefit from 68.8% to 78.2% is implemented and the perks on revised pay scales are revised at least at par with 6th CPC recommendations. Member (S) advised us to submit a brief note on the issues.

11.11.2009 : GS, AGS (HQ), AGS (F) met GM (Pers.) and discussed :

(a) JAO to AO DPC : We expressed our serious resentment against non-clearance of JAO to AO DPC case getting approval of the competent authority since the case is pending in Pers section for last more than one month. Similarly all the cases of financial upgradation for the approval of competent authority are also not getting cleared. It has caused serious frustration. We requested if the Pers section is unable to convince the competent authority on Accounts related service matters, the cases should immediately be sent to ED (Fin) for clarifying the queries. GM (Pers) assured an early action.

(b) JTO to SDE (T) DPC against seniority cum fitness quota : GM (Pers.) mentioned that Pers Section has initiated the DPC from JTO (T) to SDE (T) to fill up about 2000 SDEs (T) posts. He also mentioned that shortly the LDCE will be notified by DE Cell to fill up about 4500 SDE (T) posts of LDCE quota. The syllabus for LDCE has been notified.

(c) Implementation of ACP Withdrawal Committee report : We expressed our serious concern against delay in implementing the ACP withdrawal committee report. GM (Pers.) informed that as demanded by us to consider the ACL withdrawal case of PAs/PSs of CSS cadre the Chairman ACP review Committee (GM SP) has been requested to consider the case and to resubmit the report. He assured an early action.

(d) Revision of pay scale of AD OL as per 6th CPC recommendations : GM (Pers.) informed that the matter is under consideration but BSNL Management has not taken any decision in this regard. We requested for early revision of the pay scale of AD OL.

(e) Excess transfers of SDEs (T) from AP Telecom Circle to hard tenure Circles : We expressed our serious resentment against transferring 13 SDEs (T) from AP Circle to hard tenure Circles which is highest in number, whereas only 2-3 SDEs (T) are due for transfer from tenure Circles to AP Circle. Hence BSNL CO should transfer only 2-3 SDEs (T) as substitutes to hard tenure Circles. We demanded immediate cancellation of unjustified transfer orders. GM (Pers.) assured to look into.

11.11.2009 : GS attended and addressed the Open Session of 2nd Annual General Body meeting of Retired Telecom Officers' Welfare Association at New Delhi. Shri S.P.Pichauri, Dir (HR), MTNL was the Chief Guest. Smt. Anita Soni, Director (F), MTNL and Shri M.K.Saxena, GM (HR), MTNL CO were the guests of honour. Com. S.S.Nanda, GS, RTOWA and Com. M.K.Bagchi, President, RTOWA welcomed the guests and discussed the issues related to pensioners.

10.11.2009 : GS, AGS (F) and GS, AGS (SNEA) met GM (Pers.) and discussed :

(a) DPC from SDE (T) to DE adhoc : We expressed our serious concern against poor persuasion of BSNL Management for getting listed court case in J&K High Court against stay order of DPC from SDE (T) to DE adhoc in the case filed by SC/ST Welfare Association. GM (Pers.) assured to further talk to the CGMT / GM Admn J&K Circle to impress upon the departmental counselor for early listing of the case. He mentioned that the DPC work to fill up about 2000 DEs vacant posts is in progress.

(b) Regularisation of adhoc DEs : We requested to complete the regularisation process of adhoc DEs and to hold DPC for DGM promotion. GM (Pers.) mentioned that 280 adhoc DEs have already been regularised but about 2400 DEs adhoc could not be regularised due to the status quo granted by Hon'ble Supreme Court to 270 SDEs of 1987 LDCE quota and DOT instructions. He informed that the legal advice taken from our Supreme Court Advocate has been sent to DOT for further guidance. He assured that after receiving the direction from DOT the regularisation process will further start.

(c) DGM DPC : We requested for holding DPC to fill up vacant DGMs posts from regularly promoted DEs. GM (Pers.) mentioned that in phase-II, the DPC to fill up vacant DGMs posts has to be initiated but the regularisation of adhoc STS level Executives is awaited in Finance and Accounts, TF, C/E/Arch Engg wings. He assured to start that simultaneous DPC process to fill up the vacant DGMs posts in all disciplines.

(d) MTRR : GM (Pers.) expressed his serious concern against various court cases on MTRRs. We pleaded that debarring exiting Executives to appear in MT recruitment examination has invited court cases. BSNL Management should hold the examination and settle the stalemate.

(e) TES Gr. B seniority court cases : GM (Pers.) expressed his serious concern against several cases being filed by SDEs (T) throughout the country in various Tribunals / High Courts. We pleaded that this situation has been created by DOT / BSNL Management wherein TES Gr. Seniority list is being operated on two rules i.e. 1966 RR and rule 206. GM (Pers) mentioned that the matter has been further taken up with Hon'ble Supreme Court for issuing single guideline for recasting the seniority list of TES Gr. B officers.

09.11.2009 : President and FS attended and addressed the Open Session of 3rd AIC of FNTO - BSNL at Patna on 09.11.2009. Com President in his address appealed the BSNL Management and the Non-Executive Unions for the early settlement of revision of pay scales and Non-executive Promotion Policy. He also demanded that BSNL Management should implement DPE OM dated 02.04.2009 and revision of perks in the new revised pay scales. He wished for success of the AIC.

09.11.2009 : GS, AGS (HQ) and AGS (F) met GM (FP) and discussed :

(a) Regularisation of adhoc CAOs : We expressed our serious concern against delay in regularisation of adhoc CAOs. GM (FP) informed that still 5-6 Circles missing ACRs are to be received. Efforts are being made to complete the missing ACRs. We further appeal to all Circle Secretaries to ensure early dispatch of missing ACRs of adhoc CAOs to BSNL CO.

(b) DPC from JAO to AO : We requested GM (FP) to use his good office in getting cleared the DPC from the competent authority since the case is pending with GM (Pers) for last one month. GM (FP) assured to look into the matter.

(c) Consideration of tenure / request transfer : We requested for early consideration of all pending tenure / request transfers of AOs/CAOs. GM (FP) mentioned that the request transfer cases for Chennai TD, Tamilnadu Circle and Kolkata Telephones could not be considered due to non availability of substitutes because in these Circles the senior most officers have completed 56 years of age and their present stay in these Circles is not more than 2-3 years. Hence as per BSNL transfer policy they do not come under transfer criteria. However he assured to examine the cases.

(d) 1999 JAO Batch DPC : GM (FP) mentioned that he has already examined the case but the management is yet to take the decision for holding of DPC on retrospective date.

(e) Financial upgradation on 01.10.2009 as per EPP : GM (FP) informed that the case for financial upgradation from E3 to E4, E4 to E5 and E5 to E6 have been sent to the competent authority through GM (Pers) for administrative approval. He assured an early action in this regard.

04.11.2009- GS, AGS(F) met GM(Pers.) and discussed :

(A) DPC from SDE(T) to DE (Adhoc):- We requested GM(Pers.) to impress upon to J&K circle for getting vacated the court stay order granted by Hon'ble J&K High Court. GM(Pers.) appreciated our concern and immediately spoke to GM(Admn.) J&K circle for making efforts to bring the case for early hearing in the Hon'ble J&K High Court. GM(Pers.) mentioned that as demanded by us the one DPC is being held to fill up about 2500 DEs vacant posts. He assured that as soon as the stay order is vacated , the promotion order of DE (Adhoc) will be issued immediately.

(B) DPC from JAO to AO:- We expressed our serious concern against delay in completing the DPC process. GM(Pers.) informed that yesterday only he discussed the matter with CMD BSNL but CMD has asked some more quaries which are being clarified shortly. He assured that within one or two days he will get clear the case and there after the promotion order will released.

(C) Regularisation of Adhoc DEs/CAOs:- GM(Pers.) informed that BSNL Management has asked certain clarifications from DoT of 270 SDEs of LDCE Quota Court case. There after only the regularisation process of DE (Adhoc) will resume. Regarding Adhoc CAOs regularisation he mentioned that missing ACRs of eligible CAOs has been called for. As soon as the ACRs are received, regularisation will be completed.

(D) Consideration of request transfers of SDEs/DEs:- We expressed our serious concern against non consideration of pending request transfers of SDEs and DEs. GM(Pers) assured to look into the matter.

(E) DGM Recruitment:- GM(Pers.) informed that the stay order against DGM recruitment examination granted by Hon'ble Hyderabad CAT has been vacated. Hence BSNL may shortly notify DGM recruitment. We pleaded that before re-notification of DGM recruitment process , the BSNL Executives' drawing salary in E2, E3 should also be permitted. GM (Pers.) assured to look into the matter.

(F) Posting on promotion of SDEs (Civil) LDCE quota:- We requested  for early issuance of posting on promotion order of 61 JTOs competed LDCE. GM(Pers.) informed that some ST candidates have complaint to ST Commission against non- implementation of ST roaster. ST Commission has summoned BSNL Management to clarify the implementation of ST quota roaster. The case is being examined by ST Commission presently. As soon as the clearance is received from ST Commission , the posting on promotion of SDE(Civil) LDCE quota will be released immediately.

03.11.2009 : MTRR Case:-  CONGRATULATIONS ! Writ Petition filed by BSNL authorities before Hon. High Court of Kerala, against the interim order of Hon. C.A.T Ernakulam, in OA No. 690/2009 in the matter of  MTRR,  was heard by the Division Bench today and disposed the same by upholding the interim order of C.A.T in favour of us.The request of BSNL authorities to quash the CAT's interim order was not allowed by the High Court. The Hon. High Court held that all applicants should be permitted to appear for the examination and it will depent on the final outcome of the OA now pending before the CAT.
