27.11.2008 : GS, President met PGM (FP) and
discussed –
a) Modification/ cancellation of transfer orders of
AAOs on promotion
to AO on genuine grounds and allowing
declining the promotion-
We requested that AAOs having more than 56 years
age, lady executives and cases on medical
grounds transfer orders should be modified and
executives who requested for declining the
promotion should be allowed. PGM (FP) assured to
examine the cases.
b)
AAO
Pay fixation order-
We requested for issuance of AAOs Pay Fixation
order. PGM (FP) confirmed that comments from PAT
section have been received and Pay Fixation
order will be issued within one or two days.
c) Stopping
recoveries of the officiating period, increments
earned by the Executives-
We requested an early action to stop the
recoveries of the Executives officiated as SDE /
AO etc. PGM (FP) informed that Board Memo for
stopping the recoveries has been sent to
Management Committee and assured to stop the
recoveries.
d) DPC from Sr. AO to CAO-
We expressed our serious concern against delay
in completing the CAO DPC process. PGM (FP)
informed that DPC from Sr. AO to CAO is in
progress and efforts are being made to collect
the missing ACRs and the VCs.

one day long DHARNA on 08.12.2008, Rally on
22.12.2008 at 13.00 Hrs. from MTNL Office CGO
Complex to Electronics Niketan, CGO Complex, New
Delhi and indefinite
strike from 6.00 Hrs. of 23.12.2008, demanding
immediate repatriation of absorbed Executives of
BSNL and MTNL to DoT. All CHQ Office Bearers,
Circle/Branch Secretaries are requested to make
necessary preparations/mobilisation for
successful implementation of organisational

26.11.2008 : GS, President and GS, AGS SNEA (I)
met Dir (HRD) in presence of GM (Pers), GM
(Estt) and GM (SR) and discussed :
(a) Framing of Gr. A RRs
and regularization of adhoc STS –
We expressed our serious concern against delay
in finalizing the Gr. A RRs and regularization
of STS Gr. A officers. We also resented against
delay in notifying the MT recruitment of
internal quota (25%) and 50% quota of
seniority-cum-fitness. Dir (HRD) assured that
Gr. A RRs prepared by Pers Branch will be placed
in the Management Committee on Monday
01.12.2008. Thereafter the process of
regularization of adhoc STS officers will
immediately be initiated. He also assured that
notification on internal MT quota and action on
seniority-cum-fitness quota MTs will also be
taken shortly. He advised GM (Pers) to have some
more discussions with us on Gr. A RRs.
(b) DPC from SDE (T) to DE
(Adhoc) – We
expressed our dissatisfaction against delay in
holding the DPC from SDE (T) to DE (Adhoc). GM
(Pers) informed that Pers branch is finalizing
the TES Gr. B seniority list based on Kerala and
Delhi High Courts Judgments on 1966 SDEs
reversion case. He also mentioned that even
today the officers from BSNL Pers branch have
gone to DOT officers to discuss the TES Gr. B
seniority related issues and shortly the final
seniority list for promotion from TES Gr. B to
DE will be available and thereafter the process
of DPC will be initiated to fill up about 1350
DEs posts. We requested to initiate the DPC to
all vacant DEs posts i.e. about 2500 posts.
Director HRD intervened in the matter and
assured that let first be completed the DPC
process to fill up 1350 DEs vacant post and
after its completion next DPC will be initiated
to fill up remaining DEs posts.
(c) Local officiating
promotion to fill up vacant JAG posts in Circles
– We requested to
issue instructions to all Circles to fill up
vacant JAG posts on local officiating basis from
adhoc STS officers. GM (SR) informed that some
Circles are already giving local officiating
promotion to JAG from adhoc STS officer. BSNL CO
may further issue instructions to remaining
Circles to fill up vacant JAG posts on similar
basis.
(d) DPC from JTO (T) to
SDE (T) – We
requested for early completion of the DPC. GM
(Pers) assured an early action in the matter.
(e) Implementation of 2nd
PRC report – We
requested for implementation of the standard pay
scales approved by the Govt. recommended by the
2nd PRC i.e. E2, E3, E4, E5 and E6
pay scales to JTO, SDE, DE, DGM, SG DGM and
equivalent Executives in BSNL respectively. Dir
(HRD) assured that matter will be looked into at
the time of implementation of 2nd PRC report
approved by the Govt.
(f) We informed the
decision of United Forum of BSNL/MTNL
Executives’ Associations to intensify the
organisational action programmes with a demand
to repatriate all absorbed BSNL/MTNL Executives
to DOT i.e. (i) One
day DHARNA on 8th Dec 2008 at BSNL CO/Circle/SSA
HQs, (ii) Mass rally on 22nd Dec 2008 from MTNL
office CGO Complex to Electronics Niketan to
submit the memorandum to Hon’ble MoC & IT, (iii)
Indefinite strike from 23rd Dec 2008 (6.00 hrs.
onwards). Dir (HRD)
advised not to resort the agitation programme
which will affect the viability of BSNL but we
requested that we are aware of the fact that
when agitation programme is launched, it will
definitely affect the working of BSNL but it is
compulsion on our part to intensify the
organisational action programme since Govt. is
allowing dual absorption policy in BSNL/MTNL,
which is adversely affecting the viabilities of
these companies. |

Committee recommendations in BSNL:
We
requested that Executives in BSNL should be
granted the standard pay scale i.e. E2
10750-16750(20600-46500) to JTO/JAO
E3:13000-18250(24900-50500) SDE/AO,
E4:14500-18700(29100-54500) DE/CAO,
E5:16000-20800(32900-58000) DGM,
E6:17500-22300(36600-62000), SG JAG Scale. GM
(SR) assured that the associations demand will
be looked into while implementing the new pay
scales in BSNL. |

GS, President, OS (N) met
GM (Pers) and discussed,
(a) Consideration of
pending request/modification of transfer orders
of SDEs/DEs: GM
(Pers) informed that all the cases given by the
association are in his notice and after
examining the cases action will be taken. He
assured us early action.
(b) Framing of Group ‘A’
RRs: We expressed
our serious concern against delay in framing the
Group ’A’ RRs and regularization of Adhoc STS
Officers. We also resented against delay in
notification of MTs (25% Internal Quota) and
simultaneous action on 50% seniority cum fitness
quota promotion. GM (Pers) informed that Group
‘A’ RRs based on Joint Committee recommendations
are prepared and being placed in the BSNL
management committee meeting on
01.12.2008(Monday) for approval and there after
the regularization of Adhoc STS will be
initiated. He also immediately spoke to Sr DDG (IR)
BSNL and requested him for early notification of
Internal MTs in BSNL. Sr. DDG (IR) assured an
early action in the matter.
(c) DPC from SDE to DE
Adhoc: We
requested him that all vacant DEs posts i.e.
about 2500 DEs vacant posts should be filled up
immediately instead of filling of 1329 DEs posts
only. After detail discussions on TES Group’B’
seniority Court cases, he assured an early
action to expedite the DPC.
(d) DPC from JTO to SDE
(Telecom): GM (Pers)
informed that the DPC is in process but delayed
due to some information required from Circles. |

19.11.2008 : GS, President, AGS (HQ) and FS met
GM (Pers) and discussed –
(a) Consideration
of request transfers of SDEs / DEs –
We
requested to consider pending inter-circle
request transfer applications of SDEs/DEs and
cancellation of unjustified transfer orders. GM
(Pers), after detailed discussions, assured to
look into the matter.
(b) DPCs from JTO
to SDE and from SDE to DE –
We
expressed our serious concern against delay in
completing the DPC process from JTO to SDE and
from SDE to DE. GM (Pers) informed that the DPC
from JTO to SDE is in progress but the DPC from
SDE to DE is held up due to implementation of
the Hon’ble Kerala and Delhi High Court
judgments on 1966 SDEs reversion case. He
assured shortly the seniority will be refixed
and the DPC will start.
(c) Framing of
Gr. A RRs –
We expressed our serious concern against delay
in finalizing the Gr. A RRs. GM (Pers) informed
that Gr. A RRs based on the Joint Committee
recommendations and organisational need has been
finalised by Pers Section and the same will be
presented before the BSNL Management Committee
on Friday 21.11.2008 and after the approval of
BSNL MC the RRs will be sent to BSNL Board for
approval. He assured that as soon as the BSNL MC
approves the Gr. A RRs, the process of
regularization of adhoc STS Gr. A officers will
be initiated. He also informed that the Gr. A
RRs being framed upto the level of Executive
Director post. BSNL Board has decided to recruit
about 250 Dy. GMs in various disciplines other
than Operation and Mtce. i.e. HRD, Marketing,
Finance and Legal etc. through direct
recruitment having the qualification of
Engineering degree with regular MBA degree and
having the experience of 5 years in Executive
cadre in a reputed company. In addition to this,
400 Executives are also to be recruited in
various disciplines i.e. Marketing, Finance,
Legal and HRD etc. We vehemently opposed the
recruitment of DGMs and Executives from outside. |

18.11.2008 : DPC from Sr.
AO to CAO - The
list of the Sr. AOs whose ACRs are missing.
All the Circle Secretaries are requested to
ensure early dispatch of the missing ACRs of the
eligible Sr. AOs for promotion to CAO.

18.11.2008 : United Forum of
Executives of MTNL/BSNL organized mass rally at
New Delhi. Thousands of Executives actively
participated in the rally started from Bharat
Sanchar Bhawan, Janpath to Jantar Mantar, New
Delhi. Before dispersal of the rally, a general
body meeting was addressed by the
representatives of United Forum at Jantar Mantar.
Thereafter a memorandum was submitted to Hon’ble
MoC&IT. The representatives of United Forum met
JS(T) DoT and impressed upon for immediate
repatriation of absorbed Executives of BSNL/MTNL
to DoT to end the duality in absorption issue.
We categorically mentioned that if the demand of
United Forum is not accepted then the agitation
programme will be intensified to reach the
conclusion. As per the information gathered from
various Circles/Branches, the mass
rally/demonstration call was successfully
implemented throughout the country. The future
course of actions will be intimated shortly.

Yesterday
(07-11-2008) Sri Kuldip Goyal, CMD BSNL Visited
Kolkata in connection of launching CDMA Internet
Data Cards. Our Circle Secretary CTD Com Amit
Gupta along with State President and State
Secretary SNEA(I) West Bengal met him under the
banner of United Forum and discussed the issue of
ITS absorption. Earlier CMD had a meeting with
ITS officers also. UF leaders had an exclusive
and closed door discussion where no other officer
was present. It is understood that a fresh
proposal to absorbe the ITS officers from a
prospective date of 1-10-2007 is again being
considered to end the stalemate. CMD asked the
opinion of UF leaders about such proposals. The
leaders pointed out that Sri Deepak Jt. Secy. DOT
has already replied CMD BSNL that such proposal
has been examined at the highest level of the
Government and not accepted on the ground of
"level playing field". [LETTER].
Further in the said letter the pension issue is
also clarified. The UF leaders also pointed out
that such concession to ITS officers would
virtually allow them to enjoy benefit of both 6th
CPC and 2nd pay committee for executives. This
will bound to open a pandoras box and serious
unrest may occur in BSNL. CMD enquired about the
percentage benefit in pay packets GR B, C , D
employees got at the time of their absorption. It
was also pointed out by the UF leaders that if
such proposals are again moved at this stage, it
may consume anther 8 to 10 months in deciding
this policy, asking for option again etc. Such
time delay will be fatal for the company, the
present inaction on the part of ITS officers
cannot be allowed to be continued for long
period.
When CMD was asked that what is the guarantee
that ITS officers will accept such proposal and
opt for BSNL the reply was
"NO
Guarantee, Some may join".
Finally UF leaders requested CMD to end the
crisis soon and assured their fullest support to
face any challenge. |

Arrears of training
stipend for the JTOs during the period of their
induction training from CDA based to IDA based
pattern.
The JTOs who have undergone their induction
training before 01-01-2005 and who were paid
training stipend during their induction training
in CDA based pattern will be eligible to draw
their respective arrears on IDA based pattern
(Rs.6895+ IDA as applicable) on account of
BSNL Management Committee's decision
