IDA Pension Revision Case
– GS spoke to concerned authorities in
Law Ministry and discussed regarding IDA
pension revision case. It was informed
that comments from the Deptt. of Pension
& Welfare have been received for further
necessary action. It is understood that
the DOT proposal from IDA
to CDA pension revision case is not
supported by the Deptt. of Pension and
Welfare and the case was referred to Law
Ministry for legal opinion. Law Ministry
is yet to give its opinion. We have
requested in Law Ministry for an early
clearance.

(i) Instructions regarding Summer &
Vocational Training to Engineer Students
: GM
(Training) mentioned that there is a
difference between Summer & Vocational
training. In summer training, BSNL
resources are not being used but in
vocational training BSNL resources are
being utilized in the training centers
and that may be charged by the training
centers to earn revenue. We pleaded that
for BSNL employee's children, vocational
training should be on concessional
basis. GM (Training) assured to look
into the matter.
(ii) Long term professional Courses
:
GM (Training) mentioned that long term
management courses, charges are being
reimbursed by BSNL for Executives of
Group 'A' level having Seven years
regular service in Group 'A' similarly
the Group 'A' officers on deputation
having seven years regular service in
Group 'A' are also entitled for this courses
on Govt. cost. We pleaded for making
similar provision for the Group 'B'
level Executives of BSNL. |

discussed -
(a) Finalisation of Gr. A RRs and
regularisation of adhoc Gr. A Executives
– GM (Pers) informed that the Gr. A RRs
have been approved in the BSNL Board
meeting held on 11.06.2009. He mentioned
that competent authority has allowed to
start the process of regularisation of
adhoc Gr. A level Executives. He also
informed that the case of regularisation
of Finance & Accounts and
Civil/Electrical/Arch. Engg. wings is
being discussed in today’s BSNL
Management Committee meeting on the same
pattern of Telecom Engg. wing. He
assured that regularisation process will
be completed shortly.
(b) Clarification for Pay Protection for
the officiating period and DNI
- We requested for early issuance of
clarification regarding pay protection
for officiating period. GM (Pers)
assured to look into the matter.
(c) Local Officiating Promotions
against vacant JAG posts from Adhoc STS
- We requested to issue necessary
instruction for all disciplines to fill
up vacant JAG posts from Adhoc STS level
Executives. GM (Pers) informed that the
matter is under examination in the
section and shortly after discussions
with GM (FP) and GM (SR) the issue will
be put up to competent authority for
consideration.
(d) Clarification regarding no change in
DNI while implementing revised pay
scales
- We requested for issuing clarification
regarding no change in DNI while
implementing the revised IDA pay scales,
who got Time Bound Promotion and Post
Based Promotion in the pre-revised IDA
scales. GM (Pers) assured that he will
discuss the matter with the competent
authority shortly.
(e) HR integration
– GM (Pers) mentioned that BSNL
Management has decided that the issues
related to Non-Executives and upto
JTO/JAO level Executives will be routed
through GM (Estt) and the issues related
to SDE equivalent and above level
Executives of all disciplines will be
routed through GM (Pers).

discussed -
(a) Consideration of request / tenure
transfers of AOs/CAOs
– GM (FP) informed that the
request/tenure transfer orders of AOs
who are completing 2 years service on
30.06.2009 have been approved and the
transfer orders will be issued today.
CAOs transfer orders will also be issued
against available vacant posts. The case
has been processed through GM (Pers) to
the competent authority for allowing
local officiating promotion against
vacant DGMs’ posts and thereafter
request/tenure transfers of CAOs may
further be considered.
(b) 1999 JAO batch DPC
– The case is under consideration and
have been sent to competent authority
for allowing 1999 JAO batch DPC on
retrospective date.
(c) JAO part-II Examination
– GM (FP) informed that the case has
been sent to DE Cell for issuing of
notification for examination of JAO
part-II to fill up about 2400 JAOs
posts. Shortly the notification will be
issued.

LDCE result of JTO (C) to SDE (C) is
being finalised and efforts are being
made to release the same by the end of

DOT and discussed regarding IDA pension
revision case
– It is understood that the case has
been returned to Deptt. of Pension by
Law Ministry with a query to reply. The
absorption process of ITS officers in
BSNL / MTNL is also getting delayed due
to non-settlement of the issue. It is
also understood that Shri Brijesh Kumar,
Ex-Secretary (IT) Committee report is
also being submitted shortly regarding
deployment of ITS officers in DOT and to
other Ministries if they do not exercise
their option for BSNL/MTNL. |

We expressed our serious concern against
non implementation of DPE OM dated
02/04/2009 regarding increase in fitment
benefit from 68.8% to 78.2% in the
revised Pay scales. GM (Estt.) informed
that as per the BSNL Management
Committee direction the case will be
processed after finalisation annual
Accounts for 2008-09.

Chairman perks committee further
mentioned that the case will be sent to
BSNL Management Committee after
finalisation annual Accounts for
2008-09. He also told that perks &
allowances can be revised based on the

discussed :

Finalization of Group 'A' RRs
:
We expressed our serious resentment
against non finalization of Group 'A'
RRs in last three BSNL Board Meetings.
We informed him due to non-finalization
of Group 'A' RRs, BSNL Executives are
seriously frustrated and agitated. CMD
after brief discussions assured to look
into the matter.
(ii) Implementation of 100 Days
Programme
:
CMD informed that BSNL Management
Committee Meeting held on 04.06.2009 has
finalized implementation of 100 days
programme from 20th June 2009 onwards
till the end of Sept 2009. For
this PMO has already sent to each
Ministry requirements which is available
on the web site. It was also decided
that three prizes for CGMs attaining
maximum achievements along with their
SSAs should be announced. Broad subjects
on which 100 days programme are to be
worked out are as under :

Brand visibility for all franchisees,
retailers and PCO outlets
(b)
Implementation of Sanchar Soft
(c)
Enterprise Business
(d)
Increasing the growth of 3G Customers

CMD appealed all Executives /
non-Executives of BSNL to achieve the

CMD desired that 25 lakhs GSM
Connections target should be achieved in
June 2009. We make fervent
appeal to all Executives for making
their best efforts to achieve the
targets & to make BSNL again No. 1
Telecom Company.
(iii) Harassment of Executives in NCES
Circle
:
We expressed our serious resentment
against harassing attitude of CGM NCES
towards NCES's Executives. We requested
his for immediate intervention. CMD assured
to look into the matter.
(iv) Physical assault
on BSNL Executives
of Kolkatta Telephone Circle by some
political party workers
:
We expressed our serious concern against
the physical assault cases on
Executives of Kolkata
Telephone Circle by local political
workers in the office premises. We
demanded immediate & stern action
against the culprits. CMD assured to
look into the matter.

to discuss the resolutions passed in
CWC meet Manali (HP) held in April-2009.
Director (HR/ Fin.) informed that the
internal discussion on the issues
submitted by our Association is not yet
completed. Hence the formal meeting date
will be confirmed shortly. GM (Estt.),
GM (Pers.) and GM (SR) were also
present. However, Director (HR/ Fin.)
discussed informally the following –
(a) Finalisation
of Group “A” RRs
- We expressed our serious concern
against non finalisation of Group “A”
RRs in the last three BSNL Board
meetings. Director (HR/ Fin.) assured
that in the BSNL Board meeting being
held on 11/06/2009 the Group “A” RRS
will be finalised.
(b) Regularisation
of adhoc STS level Executives
- We requested for starting the process
of regularisation of adhoc STS level
Executives immediately, as soon as the
Group ‘A’ RRs are finalised. Director
(HR/ Fin.) mentioned that BSNL
Management Committee has allowed
starting the process of regularisation
in Telecom Engineering / Telecom Factory
wings adhoc STS level Executives. On the
similar pattern the regularisation of
Adhoc STS level Executives of Finance &
Accounts, Telecom Civil/Electrical/
Arch. will also be started immediately.
(c) Implementation

- We expressed our serious resentment

from the date of Joining of the first
JTO of recruitment Year-2005 to avoid
anomaly. Director (HR/Fin.) assured to
look into the matter.

Consideration of request/ tenure
transfers of AOs/ CAOs
- GM (FP) assured that the AOs request/
tenure transfers, who are completing two
years on 30th June, 2009 will
be issued in this month. Regarding CAOs
tenure/ request transfers he mentioned
that the case for allowing local
officiating promotion to JAG from Adhoc
CAO has been sent to the competent
authority for approval. If it is allowed
local officiating promotions against
vacant JAG posts from Adhoc CAO will be
issued and against the vacancies of CAOs
the request / tenure transfer cases will
immediately be considered. The vacancies
arises due to retirement will also be
filled up considering the request/
tenure transfers of CAOs.
(b)
Regularisation of Adhoc CAOs
- GM (FP) informed that case has been
sent to competent authority for approval
to start the regularisation process.
(c)
JAOs recruitment
- GM (FP) informed that BSNL Management
Committee has approved to recruit about
1000 JAOs of direct recruitment Quota
and about 2400 JAOs through Departmental
JAO Part-II Examination. Shortly DE Cell
will be requested for notification.
(d)
1999 JAO batch DPC to AAO
- GM (FP) informed that Management
Committee Memo has been sent to hold the
DPC for 1999 JAO Batch to AAO on
retrospective date basis. Similarly the
vacancy position of AAO from Circles has
also been called for. |

GS and President attended the meeting of
Joint Forum of BSNL Unions/Associations
and discussed in detail the Govt.’s move
of disinvestment of BSNL through IPO
route, BSNL’s slow growth and dip in
profit etc. Joint Forum unanimously
resolved to oppose the Govt.’s move of
disinvestment of BSNL through IPO route
as per its earlier stand and expressed
its serious concern and dissatisfaction
against the poor growth of Telecom
Services of BSNL and dip in its profit.
Joint Forum demanded to stop heavy
expenditures on meetings being conducted
in 5/7 star hotels, foreign trips,
purchasing of staff cars against DPE
guidelines and frequent visits of senior
officers to BSNL H/Q by air in
executive/first class etc. Joint Forum
also decided that unions/associations
should discuss BSNL’s IPO issue through
Joint Forum platform only. Joint Forum
decided to request all constituent
Unions to attend the next meetings on
common issues to defeat the wrong
policies of the Govt. which are
adversely affecting the viability of
BSNL. |

: We expressed our serious concern
against non finalisation of Grp ‘A’ RRs.
GM (Pers) mentioned that he has already
clarified the queries of Govt. Nominee
Board of Directors and expecting that
the Grp ‘A’ RRs will be finalised in the
next BSNL Board meeting.
(B) DPC from SDE (T) to DE (Adhoc)
: GM Pers) apprised regarding SWP No.
1673/08 in the Hon’ble High Court of J&K
at Jammu held by SC/ST Welfare
Association of BSNL J&K Circle through
it’s circle secretary Shri Gharu Ram V/S
BSNL through it’s CMD, CLO (SCT) &CGM
J&K Circle wherein Court restrained the
respondents not to make any Adhoc
promotions till further orders. After
the Court stay order the promotions
from SDE to DE will be stalled, which is
not a good development. He explained
that the 200 roster point is being
implemented in full strictly following
the reservation rules. If some people
wants any clarification in this regard
can meet him and discuss the matter
instead of stalling the promotion
process. He mentioned that the
reservation benefit can be given only
when the promotions are made. Com GS
spoke to CS (J&K Circle) AIBSNLEA and
advised him to discuss the matter with
the applicants or he can visit along
with them BSNL Corporate Office. GM
(Pers) also clarified the matter to CS
(J&K Circle) AIBSNLEA over phone. GM
(Pers) assured for an early reply
