Com. GS & President in their address appreciated the functioning of OS- Circle & extended thanks for holding of the First CWC Meeting at Bhubaneshwar in Oct'2006 after First ALL India Conference  in a successful manner. They also appreciated the OS- Telecom Circle's growth, where the Landline surrender is arrested and being the profit making Circle. They appreciated in detail the Status of HR issues i.e. MT RR's inductions at JAG level, Change of designations on  Time Bound / Post Based promotions, service weightage, counting the residency period w.e.f. 01.10.2000 on notional basis, AAO Pay Scale, DPC's from SDE(T) to DE(Adhoc), AO to CAO, declaration of TES Group 'B' LDCE result, DPC from JTO(T) to SDE(T), DPC from SDE(E) to EE(E), DPC from JAO/AAO to AO etc. They also discussed the Viability of BSNL mainly they opposed 10% IPO of BSNL, Merger of ITI with BSNL & demanded immediate grant of Navratana Status to BSNL, ITS Absorption, Free allocation of 3G Spectrum to BSNL, Withdrawal of license fee & proper compensation in lieu of ADC withdrawal etc.

Sh. S.M. Talwar, CGMT OS-Circle appreciated the role of the Executives in the growth of Telecom services in BSNL & attitudinal change towards customers. He emphasized that our efforts should be to make customer not only delighted but loyal to them to BSNL & to advocate in favour of BSNL. He impressed upon for opening of more & more CSC's to fulfil the requirement of the customers to their near by places in the cities. He also mentioned that BSNL should concentrate on Outstanding recoveries and collection efficiency should be 98%. Sh. Panda, GM(O) told that if the pension is ensured from the consolidated funds of Govt. of India, more than 80% of ITS officers will take the absorption in BSNL. Sh. P. Singh, CCA mentioned that CCA is always helpful to BSNL employees for settlement of their pension payment in due time with a feeling that they belong to a Govt. CPSU's.

Sh. Bhim Sen Sahoo, Circle President extended vote of thanks. the big Conference Hall of RTTC, Bhubaneshwar was jam packed. The delegate session was also addressed by Com. GS & President, wherein they replied all the queries made by the members.

Election of the Circle Body were also conducted : Com. Bhim Sen Sahoo, Com. B.D. Nath & Com. Sarat Chandra Pradhan were elected unanimously  as Circle President, Secretary & Financial Secretary respectively.

(i)       DPC form SDE(T) to DE(Adhoc) :- we requested Director (HRD) for issuance of promotion order form SDE(T) to DE (Adhoc) today itself because next week he will remain on tour. Director (HRD) assured that efforts are being made to release the promotion order from SDE(T) to DE(Adhoc) today itself. We requested to post officers on promotion to the same Circle where the vacancies are available & some excess promoted officers may be accommodated nearby Circles. We also requested that the vacancies of Hard Tenure Circles may be filled on need basis as per the provisions of Transfer Policy. Director (HRD) assured to look into.

(ii)      AAOs Pay Sclae Case :- Director (HRD) informed that yesterday BSNL Board has approved AAOs Pay Sclae Rs. 11875/-. Now the case will be sent to DoT for approval.

(iii)     MTRR’s & Change of designations on Time Bound / Post Based Promotions :- Director (HRD) informed that Joint Committee of BSNL Officers & representatives of United Forum Report on MTRR’s & Change of Designations on Time Bound / Post Based Promotions were discussed in BSNL Board.

(iv)    Cancellation of Transfer Order of Com. S.K. Dalai, Circle Secretary, OS- Circle from OS Circle to NE-II Circle :- Director (HRD) assured to look into the matter.

(a) DPC from SDE(T) to DE(Adhoc) :- Sr. DDG(IR) informed that the DPC work related to him (being the Member of DPC) has been completed after receiving the Vigilance Clearance reports of eligible SDEs(T) today and he told that now the DDG(Pers.) will issue promotion order shortly.

(b) Declaration of TES Group 'B' LDCE Result :- Sr. DDG(IR) informed that TES Group 'B' result is more or less is completed. Declaration of TES Group 'B' LDCE result is expected this week end  or maximum to next week.  

21.06.2008 : 2nd Circle Conference of Maharashtra Circle at Nasik : GS, President and Vice President-II attended & addressed the OPEN SESSION of 2nd Circle Conference of Maharashtra Circle at Nasik . Sh. K.P. Kumar, CGM(WTP), Mumbai was Chief Guest. Sh. N.S. Ropia, GMTD, Ahmad Nagar, Nasik was the Guest of Honour. Com. A.K. Kausik, GS, TEAM MTNL, New Delhi , Com. R.A. Rajapure Secy. TEAM, Mumbai also attendee & addressed the OPEN SESSION. Com. C.M. Saste, Circle Secretary & Com. B.D. Nikam, Circle President in their keynote / welcome address discussed the Circle / All India issues. Com. GS & President appraised in detail the status of All India issues and also discussed in detail the issues related to Viability of BSNL i.e. listing of BSNL for 10% IPO, ITS absorption in BSNL & MTNL, Payment of Pension to BSNL employees, Phasing out of ADC, Payment to USO Fund, Withdrawal of License fee on Landline connections, Grant of Navratana Status to BSNL, Free allocation of 3G Spectrum to BSNL, Launching of Value added services, to stop unbundling of last mile copper, Merger of BSNL & MTNL & protest against ITI merger with BSNL etc.   Com. A.K. Kausik, GS TEAM in his address mentioned immediate merger of BSNL & MTNL in Nation’s interest. Sh. K.P. Kumar, CGM(WTP) mentioned that recently Sh. Subodh Kumar, Addl. Secy.(T), DoT arranged a meeting wherein everybody supported the merger of BSNL & MTNL, it is a good development. Sh. N.S. Ropia, GMTD reacted that hopefully ITS absorption issue will be resolved soon & majority of ITS Officer will opt BSNL. Sh. B.D. Nikam extended vote of thanks. The OPEN SESSION ended with National Anthem & followed by delicious lunch.  The big BURKULE Conference Hall, Nasik was jam packed. On 22nd June'2008 in the Subject Committee Meeting (interactive session) Com. GS & President clarified the queries made by the members. 18.06.2008 : GS, President, FS & Org. Secy. (South), CS AP Circle and CS Haryana Circle met Director (HRD) BSNL and discussed :

(a) DPC from SDE (Telecom) to DE (Adhoc) : We expressed our serious concern against delay in completing the DPC process from SDE (Telecom) to DE (Adhoc). Director (HRD) immediately spoke to DDG (Pers.) and asked him for early issuance of the promotion order. He assured that promotion order from SDE (Telecom) to DE (Adhoc) will be issued shortly.

(b) Grant of meeting to AIBSNLEA : We requested Director (HRD) to grant us a meeting to discuss the issues / resolutions submitted after CWC Meet Bangalore. Dirctor (HRD) assured for granting an early meeting.  

17.06.2008 : First Circle Conference of AIBSNLEA, Kolkata Telephones Circle : GS, President, FS & Org. Secy. (E) attended & addressed the OPEN SESSION of First Circle Conference of AIBSNLEA, Kolkata Telephones Circle at Kolkata on 16.06.2008. Dr. S.K. Chakravarty, CGM Kolkata Telephones was the Chief  Guest. Sh. Atanu Chaudhary, PGM(D), Sh. P.K. Sarkar, GM(OP-City), Sh. S.K. Bhaduri, GM(Sales), Sh. A. Mukhopadhyay, GM(CMTS-INS), Sh. S. Datta, GM (CMTS) and Smt. Rupa Pal Choudhary, GM(F) of Kolkata Telephones Circle were the Gusts of Honour. Other Senior Officers also graced the occasion. The Circle Secretaries of SNEA(I), BSNLEU, FNTO also addressed the meeting. Com. Bijoy Bhattacharya, our Circle Secretary West Bengal Circle also addressed the OPEN SESSION. Com. Amit Gupta, Circle Secretary & Com. Swapan Mukherjee Circle President in their keynote & welcome address discussed the Circle / All India issues. 

Com. GS & President in their address apprised in detail the status of important HR issues i.e. MT RR's induction at JAG level, DPC's to fillup STS Group 'A' & Group 'B' posts & the viability of BSNL e.g. procurement of GSM equipment, withdrawal of ADC, listing of BSNL to 10% IPO & imposition of VRS, Grant of Navratana Status to BSNL, implementation of Pay Revision Committee recommendations, reimbursement of license fee and USO Fund etc. Dr. S.K. Chakravarty, CGM Kolkata Telephones, Chief Guest in his address impressed upon for attitudinal changes, better customer relations & told that there is a sufficient scope in rural area to grow telecom network. Smt. Rupa Pal Choudhary, GM(F)  in her address appealed the officers & employees for better customer relations to give better name to BSNL so that we can proudly say that we belong to BSNL. Com. Tarafdar convened the programme. The Open Session ended with National Anthem. The Big Auditorium of MOULALI YUVA KENDRA, Kolkata was jam packed.

On 17.06.2008, Com. GS, President and Org. Secy. (East) addressed the delegate session and appreciated the functioning of Kolkata Telephones / West Bengal Circle organizations. Org. Secy. (East) informed that the membership of our association has increased manifolds in Eastern Zone as well as throughout the country. Com GS and President apprised in detail the status of the HR issues, settled and unsettled. They also discussed the viability of BSNL and appreciated Kolkata Telephone Circle for deciding the theme of the Circle Conference as "Commit Ourselves to make Happy at least One Customer daily". They impressed upon to make Customers delighted continuing with BSNL. In the interactive session Com. GS replied all the queries made by the delegates. Unanimous Elections were conducted. Com. Swapan Mukherjee, Com. Amit Kumar Gupta and Com. M.K.Roy were elected as Circle President, Circle Secretary and Financial Secretary respectively. 12.06.2008 : GS, President and AFS met Shri J.S.Deepak, Jt. Secretary (Telecom) DoT and discussed :

(a) Absorption of ITS Officers in BSNL / MTNL - JST informed that the draft reply of Cabinet Note submitted by DoT was discussed in the meeting of Group of Ministers held on 10.06.2008. The report / minutes of the meeting will be sent to Cabinet for approval shortly. He also informed that the GoM responded positive to the draft reply of DoT. He expected that the absorption process of ITS Group 'A' Officers in BSNL / MTNL may resume within a period of one or two months. He explained that the ITS Officers will be absorbed in BSNL / MTNL as per requirement only and not as happened in case of Group 'C' & 'D' staff and Group 'B' Officers absorption in BSNL / MTNL.

(b) Payment of Pension to BSNL employees - JST informed that the Cabinet Note prepared on this issue is under inter-ministerial circulation. The comments of Nodal Ministries are still awaited. He assured that as soon as the clearance from concerned Ministries are received, Cabinet Note to withdraw DoT order dated 15.06.2006 on this issue will be sent to Cabinet for approval.

(c) AAOs pay fixation case - We requested to consider for approval the AAOs pay fixation case in the BSNL Board meeting. JST informed that the next BSNL Board meeting is expected to be held on 26.06.2008, wherein he will look into the matter.

(d) Merger of BSNL and MTNL - JST opined that merger of MTNL with BSNL may be the good solution for the viability of BSNL / MTNL but as per recent Pay Revision Committee recommendations BSNL and MTNL have been given category A+ and A respectively with different pay structure and other benefits. Similarly in both the PSUs the pension is being paid under different rules. Presently these are the issues to be resolved by the Govt. before taking any steps for BSNL and MTNL merger. We impressed upon for BSNL and MTNL merger in Nation's interest.  

12.06.2008 : GS, President and FS met CMD BSNL and discussed :

(a) Govt.'s active move for merger of ITI Ltd. with BSNL - We strongly protested the Govt.'s move for merger of ITI Ltd. with BSNL. CMD BSNL appreciated our feelings and assured to recommend our letter to Govt.  

(b) Condonation of unauthorized absence for the purpose of pension - We requested to consider and settle the representations of Shri N.R.Kumar, Shri A.L.Chandora and Shri K.K.Arora, DEs Rajasthan Circle  for condonation of unauthorized absence for the purpose of pension as these DEs when working as JEs (Telecom) were made dias-non with break in service in 1981 due to their participation in Dharna / Strike Call of Union. CMD assured to look into the matter. 

(c) Increase in number of office bearers of Executives' Association from 15 to 25 at CHQ level and 21 at Circle level as available for Non-Executives' Unions - CMD assured to look into the matter.

(d) General discussions - During discussions CMD impressed upon for listing of BSNL for its better functioning and valuation. We didn't agree the listing of BSNL because it will ultimately lead to privatization.  He also impressed upon for attitudinal change, friendly treatment to the customers and treating contractors, suppliers, franchises as business partners. We assured him our full cooperation and support in this regard.

12.06.2008 : Com M.B. Vichare, Secretary General, NFTE-BSNL expired today early morning at Srinagar (J&K). Com. Vichare was a dynamic and veteran leader, who always advocated the unity among the trade unions. His untimely demise is an irreparable loss to the Telecom Trade Union Movement. AIBSNLEA extends its heartfelt condolence to the bereaved family and the members of NFTE-BSNL.

(a) DPC from SDE(T) to DE(Adhoc): GS expressed his serious concern against delay in completing the process of DPC from SDE(T) to DE(Adhoc); Director(HRD) called DDG(Pers.) & after discussing the matter instructed to issue promotion orders form SDE(T) to DE(Adhoc) at the earliest.

(b) Declaration of LDCE result of TES Group 'B' to fill up about 4000 SDE(T) posts :- Director(HRD) spoke to Sr. DDG(IR) & after brief discussions directed him to declare the result before 15th June 2008. Sr. DDG(IR) assured him for the same.

(c) Cancellation of 119 SDEs(T) transfer orders:- Director(HRD) informed that after filling up the vacant posts of Hard Tenure Circles, the issue of cancellation of transfer orders can be considered.

(d) Acceptance of Joint Committee recommendations on MT RRs:- Director(HRD) informed that the recommendations on MT RR's of Joint Committee of BSNL Officers & the representatives of United Forum of BSNL Executives' Associations has been accepted & approved by Management Committee except Change of designation on Time Bound / Functional promotions. He informed that the change of designation & some other issues will be decided separately. He also assured that while framing the Group 'A' RRs based on Joint Committee recommendations the views/suggestions of United Forum will also be taken into consideration.

03-06-2008 :-  GS and AFS met DDG (Estt) DOT and discussed :

(a) Status of various court cases related to TES group 'B' officers seniority and their implementation - We expressed our serious concern against delay in DPC from SDE (Telecom) to DE on the pretext of court cases. DDG (Estt) clarified that DOT has already sent revised TES group 'B' officers seniority lists based on court judgments. BSNL should complete the DPC based on the existing TES group 'B' seniority lists. DOT is further seeking legal opinion for implementation of various court judgments.

(b) Fixation of Pay of Employees absorbed in BSNL w.e.f. 01-10-2000 & who opted to retain the CDA Pay Scale till their promotion in Higher Grade after 01-10-2000 - DDG (Estt) informed that the decision in this regard is awaited from DPE. He immediately told to Director (Estt) to pursue the matter in DPE for early reply. He assured that if the Administrative Ministry is allowed to take decision in the matter, Ministry will take positive action.
