20.04.2018: Inauguration
of AIBSNLEA CHQ Office in BSNL Corporate Office:
Today morning at 11.30 Hrs, Smt. Sujata Ray, Director (HR),
BSNL Board inaugurated the AIBSNLEA CHQ Office at Room No.
19, IR Hall, Eastern Court, BSNL Corporate Office, New Delhi
amidst rituals. GM (SR) and OSD to Director (HR) were
present as the Guests of Honour. Besides these, General
Secretaries and Presidents of sister Unions and Associations
also attended as special guests namely Shri M.K. Bagchi,
Convenor, United Forum of MTNL Unions and Associations, Shri
A.K. Kaushik, GS, TEAM, MTNL, Shri Mage Ram, President
United Forum of MTNL Unions and Associations, Shri K.
Satyanarayana, Ex. CHQ President, Shri G.R. Sharma, Ex. AGS
(Finance), Shri C. Singh, General secretary, NFTE (BSNL),

After the formal inauguration, Hon’ble Chief Guest was
felicitated by presenting bouquet and shawl. All the Guests
of Honour and Special Guests were welcomed by presenting
bouquet by our CHQ and Circle Office Bearers. Comrade S.
Sivakumar, President welcomed all the dignitaries and
thanked to Director (HR) and BSNL Management for allotting
the office accommodation to AIBSNLEA CHQ. Comrade GS in his
welcome address extended sincere thanks and gratitude to
Director (HR), PGM (Admn) and GM (SR) and OSD to Director
(HR) for the allotment of office accommodation to AIBSNLEA
CHQ and its renovation. He welcomed all the General
Secretaries of the sister Unions and Associations on the
occasion and extended invitation to all to use this office
for the welfare of BSNL executives and employees. He
explained that with the unity of all the BSNL Union and
Associations we did not allow disinvestment of BSNL
Unbundling of copper conductor, VR, merger of ITI with BSNL.
Achieved procurement of GSM mobile equipment. We also
settled many important HR issues of BSNL executives after
formation of BSNL He appealed all the Unions and
Associations to be united to safe guard the interest of BSNL
and its employees in future also. The burning issue,
implementation of 3rd PRC with 15% fitment
benefits has to be achieved. Our struggle against BSNL
Tower Subsidiary should be strengthen till the time it is
roll out. He assured full participation of AIBSNLEA. He also
requested Director (HR) to use her good office in getting
implemented the 3rd PRC report in BSNL. All the
General Secretaries / Presidents in their address
congratulated AIBSNLEA for getting the CHQ office
accommodation and extended thanks to the Management for
providing the accommodation. They reiterated their
conviction for larger unity.
Director (HR) in her address congratulated AIBSNLEA for the
new accommodation to AIBSNLEA CHQ. She expressed her
happiness to see all the General Secretaries of BSNL Unions
and Association here under one single roof. I am happy to
see that Mr. Prahlad Rai during his address has invited all
the Union and Association members including the BSNL
Pensioners to utilize this room.
Regarding implementation of the 3rd PRC report
in BSNL she mentioned that DPE has replied to DoT to take-up
the matter with the Union Cabinet for relaxation of in the
affordability Clause of 3rd PRC and now BSNL
Management will follow up in DoT for early movement of the
Cabinet Note. Director (HR) requested all the Unions and
Associations to unitedly work for the betterment of BSNL.
Regarding appointment of CMD, Tower Subsidiary Company she
mentioned that this was not discussed with CMD BSNL or Board
of Directors of BSNL. We are of the same opinion that BSNL
should not be fragmented. On HR issues Director (HR) told
that during this one year she wants to promote maximum
number of executives who are stagnated since long in all the
cadres. She mentioned that discussions with recognized
Unions and Associations are there but the discussions and
meeting to other Unions and Associations are also being
granted since the issues are common for all the executives
and non-executives. She told that despite the stiff
competition in the telecom sector, the BSNL is sustaining
its position due to the joint efforts of BSNL Management and
all the employees. We should continue our efforts for the
growth of BSNL and increase of its revenue. As the Director
HR and Finance I am trying to do my best for the betterment
of BSNL and its employees. She once again thanked to
AIBSNLEA CHQ for inviting her in this function and extended
her best wishes.
Regarding BSNL Pensioners she appreciated the concern
expressed by Shri Kishan Singh, General Secretary,
AIRBSNLEWA fro granting meeting to Pensioner Associations,
to provide single window service to BSNL Pensioners and
assured to early issuance of the orders with respect to the
medical claims with voucher / without voucher
The new AIBSNLEA office was jam packed and well decorated to
suit the occasion. The Vote of thanks was extended by Shri
Rajpal, AGS (Finance). Shri Deepak Sharma, AGS (DR) convened
the program. The program ended with national anthem.
19.04.2018: Inauguration
of AIBSNLEA CHQ Office in BSNL Corporate Office, New Delhi:
We are pleased to inform that the
Director (HR), BSNL Board has given her kind consent to
inaugurate AIBSNLEA CHQ Office at 11.00 Hrs on 20.04.2018 in
the Room No. 19, IR Hall, Eastern Court, Janpath, New Delhi.
PGM (Admn.), GM (SR), DGM (SR) and OSD to Director (HR) will
be the Guests of Honor. All the General Secretaries of
sister Unions and Associations of BSNL/MTNL will be the
Special Guests. The CHQ Office Bearers / Circle
Secretaries from nearby circles will also attend the function.
19.04.2018: BSNL
Corporate Office writes:
In response to AIBSNLEA communication regarding affairs in
the Maharashtra Circle, Kerala Circle and Karnataka Circle,
Director (HR) directed GM (SR) to call for the comments of
respective circles. Accordingly, GM (SR) has called the
report from the respective circles.
19.04.2018: DPE
replies DoT on 3rd PRC implementation in BSNL:
GS and President met DPE officers and
extended thanks for replying DoT with respect to the
proposal of BSNL for implementation of 3rd PRC by
relaxing affordability criteria. DPE in their letter has
replied that “BSNL does not
fall under the category mentioned in para 5 of DPE’s OM
dated 03.08.2017 on 2017 pay revision. Further, it is
mentioned that DPE has issued guidelines for 2017 pay
revision which, inter-alia, includes an affordability
clause, based on the recommendations of Committee of
Secretaries (CoS) on the report of 3rd PRC. Any
relaxation in the extant guidelines would require the
approval of the Cabinet for which DoT may examine the issue
at its end for necessary action.”
Now, we have to pursue the matter in DoT for the preparation
of the Cabinet Note.
19.04.2018: Meeting
with JS (Admn) DoT and the Govt. nominee Director in BSNL
Board:
GS, President and AGS (HQ) met JS (Admn) DoT and the Govt.
nominee Director in BSNL Board and discussed regarding:
A Implementation of 3rd PRC report in BSNL:
We requested JS (Admn) that since the DPE has replied the
DoT for taking approval of the Union Cabinet to relax the
affordability Clause of the 3rd PRC report, DoT
should take immediate necessary actions in this regard. JS (Admn)
mentioned that this reply was expected from DPE and now
necessary action will be taken in this regard.
B Clearance on CPSU Cadre
Hierarchy in BSNL: We requested
to consider our views on the CPSU Cadre Hierarchy in BSNL.
After a detailed discussions, JS (Admn) assured to look into
the matter
18.04.2018: Meeting
with Director (HR):
GS, President, AGS
(F) met Director (HR) BSNL Board and discussed regarding:-
a) Holding of CPCs
to fill up the vacant Group-A and Group B level posts:
Director (HR) mentioned that management is ceased with the
issue and shortly some solution will be taken to initiate
CPCs and to issue promotion orders subject to outcome of the
Court cases. She assured an early action in this regard.
b) Consideration of
tenure transfer/ request transfer orders of accounts
personnel: We expressed our
concern against non-consideration of tenure/ request
transfers of accounts personnel by SEA Cell BSNL CO.
Director (HR) assured to look into the matter.
GM(Pers.) and OSD to Director(HR) were
also present tin the meeting.
18.04.2018: Meeting
with CMD BSNL:
GS met CMD BSNL and
discussed regarding his recent visit to Japan wherein CMD
mentioned that it was very useful trip for meeting, the
authorities of Soft Bank of Japan who is ready to give soft
loan to BSNL which will help BSNLs growth.
b) 3rd PRC
implementation in BSNL:- we
apprised CMD BSNL that DPE has sent the reply to DoT for
taking the matter in the Union Cabinet for relaxation in
the affordability clause of 3rd PRC report. Now
Hon’ble MOSC(I/C) has to take up the matter in the Union
Cabinet for getting relaxation in the affordability clause
of 3rd PRC. We requested CMD BSNL to use his good
office in MOSC office for an early action please. CMD BSNL
assured to look into the matter.
c) Implementation
of Hon’ble Supreme Court Judgement of TES Group-B officers
seniority case. We requested
CMD BSNL for the implementation of Hon’ble Supreme Court
judgment on TES Group-B seniority matter. CMD assured early
implementation of the Hon’ble Supreme Court judgment.
d) Cancellation of
transfer order of Shri K.L. Meena, DGM(Fin.) Rajasthan
Circle:- We requested CMD BSNL
for the cancellation of transfer order of Shri K.L. Meena
DGM(Fin.) from Rajasthan Circle to NE-II Circle. CMD BSNL
expressed his unhappiness towards Sh. K.L. Meena who
while working as DGM (Fin.)
Rajasthan Circle has
raised certain queries which resulted
delay in payment to the vendors and due to this attitude the
vendor stopped taking work from Rajasthan,
Maharashtra, Gujarat, Madhya Pradesh and UP Circle of
BSNL which resulted loss of
revenue earning to BSNL. Just to communicate the unhappiness Shri K.L. Meena, DGM (F) Rajasthan Circle was transferred to
NE-II Circle. Now CMD accepted our request to cancel his
transfer order with an advice that they should improve and
understand the requirement of BSNL.
Director (EB), BSNL Board was
also present tin the meeting.
18.04.2018: Meeting
with Director (PSU) DoT: GS,
President met Director (PSU) DoT and discussed regarding
some issues raised by our Association on BSNL's CPSU Cadre
Hierarchy proposal for improvement. The meeting was held as
per the direction given by Jt. Secy(Admn.) to Director (PSU).
We explained our concern on various issues viz AO to CAO,
SDE to DE residency period will be 12 years instead of
existing 7 years, cutoff date should be taken from the last
DPC held not from 01.01.2017 or prospective date otherwise
the senior Group-‘B' executive will be put on loss. At STS
level all the promotions should be on regular basis instead
of Adhoc promotions since it is time bound promotion on
functional basis. Adhoc promotions are taking place only
against the vacancies. SC/ST roster implementation should be
ensured to avoid further litigations etc. We provided our
feedback to Director (PSU) and again will meet to Jt.
Secy(Admn.) to explain our stand. We also pleaded that till
the time CPSU Cadre Hierarchy is approved by BSNL Board and
DoT, the CPCs are to be conducted subject to outcome of the
court cases. Director(PSU) assured to apprise our stand to
Jt. Secy(Admn.).
18.04.2018: Meeting
with Advisor (Finance) DoT: GS,
President met Advisor (Finance) DoT and apprised him that
the BSNL pensioners retired after 5.07.2017, their PPOs are
not being released by the concern CCAs on the pretext that
their pension is being paid provisional subject to outcome
of the court case thus the PPOs are not being issued by CCAs
and the Identity Card is also not issued to these
pensioners. Advisor (Finance) DoT spoke with concern DDG
and directed that in case the pension is being paid
provisionally, the PPO may also be issued provisionally and
Identity card to BSNL Pensioners can be issued as per the
Rule. Advisor (Finance) DoT assured an early action in this
regard.
18.04.2018: Meeting
with Member (Services) DoT: GS,
President met Member (Services) DoT and discussed regarding
pension revision of BSNL Pensioners. Member (Services) DoT
clarified that pension revision of BSNL pensioners will only
take place after the pay revision of BSNL employees. He
categorically mentioned that the pay scales in which pension
revision should take place should be approved by DoT as per
the recommendations of 3rd PRC thereafter only
the pension revision of BSNL pensioners will take place in
the parallel scales. We pleaded that BSNL pensioners Pension
revision should be delinked from the pay revision of BSNL
employees. Member (Services) DoT didn't agree to our
proposal.

(a) Settlement of pay fixation as well as payment of arrears
in respect of JAO 2010 batch.
17.04.2018: Meeting
with CCA Jaipur: GS, Advisors CHQ, Com. Karan Singh, Com.
S.S Rawat and CS Rajasthan Circle met CCA Jaipur on dated
16.04.2018 and discussed regarding non-issuance of PPO,
identity card to the retired persons from BSNL and
clarification on Head of Account to avail CGHES facility by
the pensioners retired from BSNL. CCA Jaipur mentioned that
individual applications may be submitted by the concerned
pensioners to the CCA office on which he assured to take
immediate necessary action. We advised all the concerned
pensioners retired from BSNL to immediately submit their
applications to CCA Jaipur.
17.04.2018: Meeting
with GM (Pers.) BSNL Corporate Office:
GS, President, AGS (HQ) and AGS (DR)
met GM (Pers.) BSNL Corporate Office and discussed
regarding:
a) Implementation of the Hon'ble
Supreme Court orders on TES Gr "B" seniority issues:
We requested for early implementation of the Hon'ble Supreme
Court orders on TES Gr "B" seniority issues. GM (Pers.)
informed that the orders regarding seniority of 147 LDCE
quota SDEs will be implemented shortly. For the
implementation of the judgment in respect of the seniority
as per the Rule-206, GM (Pers.) mentioned that the necessary
actions are also being taken. Regarding settlement of TES
Group-B seniority list no. 6 & 7, GM (Pers.) mentioned that
on this issue the legal opinion on the judgments of Hon'ble
Supreme Court of 3 judges bench and 2 judges bench has been
taken and accordingly, necessary action will be taken to
initiate CPC from SDE(T) to DE.
b) Holding of CPCs to fill-up the
vacant Gr "A" and Gr "B" level posts:
We requested GM (Pers.) for holding of the CPCs to fill-up
the vacant Gr "A" and Gr "B" level posts on regular basis
subject to outcome of the court cases. GM (Pers.) mentioned
that he has already prepared a proposal to initiate the CPCs
to fill-up the vacant Gr "A" and Gr "B" level posts of all
the disciplines subject to outcome of the court cases where
there is no stay order from any court. In this regard,
Management Committee Note has been prepared and will be
tabled in the next Management Committee Meeting for
consideration.
Regarding JTO (T) to SDE(T) promotion, GM (Pers.) mentioned
that the TES Group-B seniority fixation case was heard in
the Hon'ble High Court Kerala and the judgment is reserved
which will be pronounced on 23rd May 2018 after
court summer vacation.
c) Posting of LDCE passed JTOs:
We requested GM (Pers.) to issue posting orders in respect
of 1700 JTOs who has qualified LDCE of TES Group-B in
May-2016 subject to out-come of BSNL Board decision since
they are waiting for their postings for the last two years.
GM (Pers.) mentioned that the SDE(RR) modification proposal
approved by BSNL MC will be put up in the next BSNL Board
meeting and after its approval necessary action will be
taken. However, regarding our proposal for taking from the
individual candidates subject to outcome of BSNL Board
decision will be submitted to the competent authority for
consideration.
d) Implementation of CPSU cadre
Hierarchy: GM (Pers.) informed
that all the queries raised by Govt. nominee Directors have
been replied and forwarded to JS (Admn.) three weeks before.
However, decision from DoT is still awaited. On receipt of
the reply from DoT necessary action will be taken. We
requested for early implementation.
e) DE to DGM promotions:
We requested GM (Pers.) to initiate CPC from DE to DGM of
the eligible candidates when the TES Gr"B" seniority has
been finalized by the Hon'ble Supreme Court. We also
mentioned that more than 400 DGM posts are vacant and senior
DEs are retiring day by day. To overcome catch-up rule
hurdle, we proposed to file an MA in the Hon'ble Chandigarh
CAT. GM (Pers.) appreciated our concern and assured to take
an early action in this regard.
f) Restructuring of ADOL cadre:
We requested GM(Pers.) to use his good office in taking an
early reply from DoT on this issue since the reply from DPE
has already been received by DoT and the reply from DoP&W is
awaited. GM(Pers.) assured to discuss the matter with
Dir(PSU) DoT.
g) Promotion order from AGM (TF) to
DGM(TF): We requested GM(Pers.)
to issue promotion order from AGM(TF) to DGM(TF) since the
CPC has been expedited and the competent authority has
approved the promotion order. GM(Pers.) assured an early
action in this regard.
h) Consideration of some genuine
transfer requests/modification/cancellation on
immunity/medical grounds in the cadre of Telecom Engg.
cadres: We requested GM (Pers.)
to consider some genuine transfer
requests/modification/cancellation on immunity/medical
grounds in the cadre of Telecom Engg. wing. GM (Pers.)
assured to look into the matter.
17.04.2018: Meeting
of All Unions and Associations of BSNL:
A
meeting of the All Unions and Associations of BSNL was held
today. The meeting was presided over by GS, AIBSNLEA. The
meeting reviewed the implementation of the earlier decisions
taken, on the issue of Subsidiary Tower Company. It called
upon the employees to powerfully organize the "March to Raj
Bhawan" programme, to be held on 19-04-2018. It requested
the employees to utilize this opportunity to effectively
make a campaign among the general public, exposing the ill
effects of the Subsidiary Tower Company.
The next meeting of AUAB is decided to
be held on 24.04.2018 at 11.00 Hrs. to discuss and decide
the strategies for successful implementation of National
Convention and filing a court case against the Subsidiary
Tower Company.
13.04.2018: Status
of DPE reply on the proposal of DoT for implementation of 3rd
PRC report in BSNL:
GS contacted senior officers in DPE to know the status of
reply on the proposal of DoT for implementation of 3rd
PRC report in BSNL. It was informed that the draft reply to
DoT is in process for approval of competent authority. On
return of the Director (DPE) from tour, the reply will be
send to DoT in the next week.
It is also clarified that since the 3rd PRC
report was approved by the Union Cabinet, the relaxation in
the affordability clause of 3rd PRC report can be
considered by the Union Cabinet only. The DPE is going to
give reply to DoT on these lines only and DoT with full
justification should send the Cabinet Note for
inter-ministerial circulation for their comments and
thereafter Hon'ble MOSC (I/C) will take-up the matter in the
Union Cabinet for consideration as assured by him in the
meeting held on 24.02.2018 with all Unions and Associations
of BSNL
13.04.2018: Meeting
with Director (HR), BSNL Board New Delhi:
GS President met Director (HR), BSNL Board, New Delhi and
discussed regarding:
A Implementation of of Hon'ble Supreme Court Judgment dated
12.12.2017 in CA No. 392 of 2017 and dated 14.12.2017 in the
matter of seniority of TES Group B Officer as per the Rule
206.
We requested for the implementation of of Hon'ble Supreme
Court Judgment dated 12.12.2017 in CA No. 392 of 2017 and
dated 14.12.2017 in the matter of seniority of TES Group B
Officer as per the Rule 206. Director (HR) assured to
discuss the matter with GM (Pers.) today itself for further
necessary actions.
B Withdrawal of filing of SLP in the matter of fixation of
Officiating JTOs under FR 22 (i) (a)(i):
We requested to implement the judgment of Hon'ble High Court
of Kerala in the matter of fixation of Officiating JTOs
under FR 22 (i) (a)(i) instead of filing of SLP in Hon'ble
Supreme Court in the larger interest of BSNL. Director (HR)
assured to discuss the matter with CGM (Legal) and GM (Estt)
in this regard. We again submitted our letter dated
20.03.2018, addressed to CMD BSNL, to Director (HR) as ready
reference and she directed on the letter itself to GM (Estt)
to discuss the matter.
C Issues related to Finance Wing of Maharashtra Circle:
We requested for her kind intervention in the affairs of
Maharashtra Telecom Circle of Finance Wing where the Finance
Executives are being transferred on the pretext of look
after arrangements. The executives even after declining the
promotion are being forcefully relieved. Director (HR)
assured to look into the matter.
D
Discontinuance of Look After Arrangements in the grade of EE
(Civil):
We drawn attention of Director (HR) towards BSNL CO, BW Unit
letter number OA-2905/2015/DM (BW-I) dated 07.02.2108 and
protested against such thoughtless, irrational and illegal
order. After some discussions, Director (HR) assured to get
withdrawn the letter.

Grant of Special CL to the Office bearers of AIBSNLEA at
Circle and District levels: We
requested Director (HR) for grant of Special CL to the
Office bearers of AIBSNLEA at Circle and District levels.
Director (HR) immediately spoke with GM (SR) and directed
him to discuss the matter for further necessary action.

Inauguration of AIBSNLEA CHQ office in BSNL CO:
We requested Director (HR) to inaugurate our CHQ office in
Room No. 19 of IR Hall, Eastern Court, BSNL Corporate
Office. Director (HR) mentioned
that let the room be fully renovated just thereafter she
will come and inaugurate the office.
We are expecting that the civil work in the room will be
completed by this week end thereafter the date of
inauguration will be decided.
13.04.2018: Meeting
with Director (Staff), DoT, New Delhi:
GS President met Director (Staff), DoT, New Delhi and
extended thanks for replying BSNL regarding
implementation of Hon'ble Supreme Court Judgment dated
12.12.2017 in CA No. 392 of 2017 - Case of 147 LDCE Quota
SDEs (Revision of Seniority and promotions). Director
(Staff) appreciated our concern and mention that TES Group B
related cases are to be dealt by BSNL only and the cases
need not to be sent to DoT.
13.04.2018: Meeting
with Director (PSU):
GS President met Director (PSU) and discussed regarding:
A Implementation of 3rd PRC recommendations in
BSNL:
We requested to make efforts to get an early reply from DPE
for further necessary actions as assured by Hon'ble MOSC
(I/C) during his meeting on 24.02.2018. Director (PSU)
mentioned that the reply from DPE is awaited and as soon as
the reply is received from DPE, necessary action will be
taken in this regard.
B Restructuring of AD (OL) cadre:
We requested to give clearance to BSNL for restructuring of
AD (OL) cadre as the DPE has already replied. Director (PSU)
confirmed that reply from DPE has been received but the
reply from DoP&W is still awaited. He assured that on
receipt of the reply from DoP&W immediate action will be
taken.
C E2 and E3 pay scales case:
Director (PSU) informed that the DoE in this regard has not
yet replied. He mentioned that on Monday the court case in
the Hon'ble CAT Chandigarh came for hearing on this issue
and finally disposed off. However, on receipt of the reply
from DoE the necessary action will be taken.
D Pay fixation of BSNL Executives on Promotion under 2nd
PRC allowing the benefit of 3% notional increment for
executives on actual basis w.e.f. 01.01.2007:
We requested Director (PSU) to arrange the clarifications
whether 3% notional increment on actual basis is applicable
from 01.01.2017 or 06.01.2016. Director (PSU) mentioned that
this case is not in his knowledge. He immediately called his
Section Officer and directed him to take cognizance on the
letter dated 31.10.2017 issued by Jt. CCA, Karnataka Circle.

of Hon'ble Supreme Court Judgment dated 12.12.2017 in CA No.
392 of 2017 - Case of 147 LDCE Quota SDEs (Revision of
Seniority and promotions).
DoT vide
letter number 20-2/2018-STF.II dated 12.04.2018

that the action in the matter may be taken as per the letter
dated 05.09.2008 wherein it has already been decided and
communicated that all the matters pertaining to absorbed TES
Group "B" employees will be dealt by respective PSUs only
and not by DoT.
It is expected
that now the BSNL Management will take necessary action to
implement the Judgment of Hon'ble Supreme Court without
further delay.
13.04.2018: Status
of JTO to SDE Promotion Case in Kerala:
As reported by
our advocate Benny M John through our CHQ Vice President Smt.
Baby Rani the JTO to SDE promotion case was posted in
Chamber and was heard and posted for hearing today at 1.15
PM. Yesterday, Hon'ble Court commended that now only we
understood the matter
(That means
Advocate Agarwala's exercise was of no use at all)
However, matter was heard in detail today and AIBSNLEA's
advocate argued for vacating the stay order. The Hon'ble
Court, however, informed that the judgment the the judgment
will be pronounced on 23rd of next month.
AIBSNLEA is
continuously following the case.
13.04.2018: Status
of ITS officer's court case in PBCAT New Delhi:
It is understood that Hon'ble PB CAT has directed DoT to
utilize BSNL's SAG and HAG level posts for the promotion of
ITS officers working in DoT, its organizations like
TRAI,BSNL,MTNL etc. and other ministries. Accordingly, DoT
is conducting review DPCs to fill up BSNL/MTNL SAG and HAG
level posts on retrospective dates.
AIBSNLEA will strongly defend the case in Hon'ble PB CAT on
the basis of Hon'ble High Court of Delhi judgment.

on the 2nd CEC of Karnataka Circle:
2nd CEC of AIBSNLEA Karnataka Circle was held on
10/4/2018 at O/o PGM BGTD in 6th floor Auditorium, Raj
Bhavan Road, Bangalore. The CEC program was anchored by Smt.
Meena Kumari PS. She welcomed the dignitaries to the dais
namely Com Ulhas Gurav Circle President, Com Shashidhar
Hiremath Circle Secretary, Com S G Hegade BGTD President,
Com Tulasiramaiah Circle FS, Com M S Srinivas, Advisor CHQ.
Com Ulhas Gurav President presided over the program. Com N
Nagaraju DS BGTD welcomed the dignitaries with bouquet.
Invocation song was sung by Smt. Jayshree, Smt Vani Punekar
followed by self introduction. Two minutes Silence was
observed for the departed comrades. Respective District
Secretaries submitted SSA reports which were sum up by the
Circle Secretary and he answered the quarries raised by
members. CS submitted detailed report from 12/3/2017 to till
date and the same was approved by the house. FS submitted
the report till date and the same was also approved by
house.
CS welcomed Com. GS AIBSNLEA Shri Prahlad Rai with bouquet.
GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of
Karnataka Circle for the successful conduction of 2nd CEC and
thanked the comrades for their participation. In his
detailed address Com. GS mentioned that the KTK Circle is a
very important Circle for AIBSNLEA. He appreciated efforts
CS and his team for increasing the membership. He pointed
out that how govt. has managed to exhaust all our reserves
in a very calculative manner and cautioned the members to
remain united and alert to safeguard their rights.
Disinvestment policy of Govt. will never allow a comfortable
position for BSNL as a bright example of MTNL's financial
position in front of us. Com. GS mentioned that the
viability and existence of BSNL is the most important issue
today and we have to analyse the reasons of BSNL's today's
position. Com GS informed that after more than Rs. 10,000
Crores profit in 2004-05, in recent past years BSNL have
made the Losses , which is a serious concern for all of us.
In his detailed address Com. GS mentioned that due to
un-helping and over-jealous attitude of some officers in the
Govt. i.e. non-payment USOF Charges i.e. Rs. 2000 Crores per
Annum from July 2011, withdrawal of ADC from July 2008,
Exhausting Rs. 36000 Crores BSNL reserve, non-reimbursement
of licenses fee, payment of interest of Rs. 13,000 Crore on
notional loan Rs. 7,500 Crores to DoT has adversely affected
the viability of BSNL. In addition to this Spectrum
Allocation and bidding process on high rates are the example
of step behaviour of the Government towards BSNL, which is a
Government owned company. Com. GS explained the efforts
extended by AIBSNLEA for the creation of a trust in LIC of
India for Leave Encashment fund of Rs. 4,825 Crores on which
BSNL is earning 400 Crores Interest per annum and leave
encashment payment is being immediately. Com. GS informed
that 4G spectrum and technology is a must in BSNL for the
public perception and its requirement. In view of that last
BSNL Board meeting has already taken a decision to get
allocated 4G spectrum from DoT. He told that BSNL needs to
pay Rs. 10,000 Crore to get allocated 4G spectrum from DoT,
wherein, Rs. 2500 crore equity has already been utilized,
remaining Rs 5000 Crore equity amount is pending which can
be adjusted towards cost of 50% of 4G spectrum and
remaining Rs. 5,000 Crore will be paid in 10 equal annual
instalments.
Com GS further explained the burning issues of the
Headquarters level. He informed that AIBSNLEA made the
presentation to 3rd PRC committee for relaxing
the affordability clause due to social obligation and BSNL's
role in natural calamities. He mentioned that BSNL has the
responsibilities of TAC/CAG/CVC and Audits and the private
operators are not having these responsibilities. But even
then BSNL works for nation building and does not think about
profit or loss. Com. GS mentioned that the success of
DIGITAL INDIA fully depends on BSNL and its Employees. He
informed that due to BSNL Union and Associations opposition,
the SAM G Pitroda recommendations like 30% disinvestment,
VRS to 1 lakh employees, unbundling of the copper conductor
could not be implemented and due to the same only the BSNL
is having more than 65% BB market share at present. He
explained that how the AIBSNLEA is continuously pursuing
these viability related issue with the BSNL Management and
DoT. Com. GS opposed the move of the Government for the
creation of Tower Company and expressed its negative impact
on BSNL. Com. GS thanked all for making successful the call
of All Unions and Associations launched w.e.f 30.01.2018.
Com. GS explained in detail the efforts of AIBSNLEA in
getting resolved the important HR issues after the formation
of BSNL. He appraised the status of HR issues about AIBSNLEA
efforts for various DPCs in various cadres for adhoc
promotions, AD(OL) case, creation of PPS posts in
field Units, 30% Superannuation benefits, implementation of
Standard Pay Scales E2 and E3, Rs 22820/- pay fixation for
JTOs recruited in the year 2007 & 2008, smooth CPSU cadre
hierarchy etc. Com GS further explained the role of AIBSNLEA
in the viability of BSNL. At last he appealed the all
Executives' for making every effort to implement agitation
call and to work with a team spirit for making BSNL a viable
and vibrant organization. GS mentioned that the achievements
of our association since inception namely promotions of
executive transfer policy, TBP for multi cadres.

DISTRICT BRANCH, HUBBALLI (KARNATAKA) HELD ON 11.04.2018.
The Special General Body Meeting of AIBSNLEA Dharwad Telecom
District Branch, Hubballi (Karnataka) was held on 11.04.2018
at 15.00 hrs in the conference hall of office of the General
Manager, Dharwad Telecom District, Hubballi. The meeting was
presided over by the District President Com. Vijayakumar
Mandi. The meeting was attended by Com. Prahlad Rai, General
Secretary, AIBSNLEA, Com. S.K.Hiremath, AIBSNLEA Circle
Secretary, Bangalore, Com. V.V. Kulkarni, District
Secretary, Com. R.B.Athani, Ex-AGS CHQ AIBSNLEA, Senior
Officers and comrades in large number from all cadres.
Retired BSNL Officers and their leaders were also present
during the meeting. The Conference Hall was jam packed with
the comrades.
At the outset, Com. Prahlad Rai, General Secretary, briefly
narrated about the struggles of AIBSNLEA for the last many
years for getting better promotion aspects, better scales
and better working conditions to the executives working in
BSNL.
Com. Prahlad
Rai, General Secretary, regarding implementation of 3rd
PRC, told that DPE is likely to send its reply to DOT this
week and after receiving the report from DPE, Hon'ble
Minister of Communications will take up the matter in the
Union Cabinet for the relaxation in affordability clause of
3rd PRC report. He informed that due to the
opposition of the Associations and Unions of BSNL,
implementation of Sam Pitroda recommendations like VRS to
one lakh employees, 30% disinvestment, unbundling of copper
conductor etc, which were fatal to the existence of BSNL,
were not implemented in BSNL.
In his speech, Com. Prahlad Rai, General Secretary, explained
in detail how the huge reserves of Rs.36,000/- crores of
BSNL swallowed by the Government though wrong policies and
made BSNL a loss making/sick PSU. He stressed the need for
always to be vigilant and cautious to protect the interest
of BSNL. He advocated the utmost unity and co-operation
among the Associations and Unions, to defeat the anti-BSNL
moves of the Government. He told that DOT is always showing
step mother attitude towards BSNL and as an example he
quoted that DOT is charging Pension Contribution on the
maximum of the Pay-scale instead of on actual pay drawn,
which is affecting the exchequer of the BSNL badly. He told
that he brought this fact to the notice of Hon'ble Minister
during his recent meeting and Minister immediately ordered
the Secretary, DOT to look into the matter for taking
corrective measures in this regard.
Com. Prahlad Rai, General Secretary, AIBSNLEA, in his address
regretted that many Comrades are going to Courts regarding
their promotions without any valid grounds, which resulted
in delay in conducting DPC/CPC for promoting the executives
to the higher posts/cadres. He also discussed about the
FR (22)(1) (a)(i) fixation issue, restructuring of AD OL
cadre, etc. Lastly, Com. Prahalad Rai, General Secretary,
AIBSNLEA, had interaction session with the Comrades for
clarifying their doubts.
Com. S.K. Hiremath, Circle Secretary, AIBSNLEA, Karnataka
Telecom Circle, Bangalore also addressed the Comrades. In
his address he told that Com. Prahlad Rai, General
Secretary, is constantly pursuing the implementation of 3rd
PRC with Government and assured that we are definitely going
to get 3rd PRC with 15% fitment.
Comrade R.B. Athani, Ex-AGS, CHQ also addressed the gathering.
The meeting was conducted by Comrade R.L. Mudrabhat,
Member, CEC. The meeting was concluded with vote of thanks
by Com. V.V.Kulkarni, District Secretary followed by the

April 2018 a special GB meeting was arranged in a befitting
manner in CTO Hall,Kolkata by AIBSNLEA/CTD where Com.Prahlad
Rai GS/AIBSNLEA/CHQ, Com. Prasun Muhkopadhyay OS(E)/CHQ,
Com. Amit Gupta Consultant/CHQ attended. Com. Kalyan Halder
CP AIBSNLEA/WB, Com.K C Samaddar ACS AIRBSNLEWA/WB and Com.
Basudeb Chakraborty ADV/CHQ graced the occasion.
At the outset all the dignitaries on
dais were felicitated by flower bouquet by the lady members
of AIBSNLEA/CTD. The meeting was presided over by Com.
Tridip Chakraborty CP/CTD. He also welcomed all the members
& leaders of CTD,WB & AIRBSNLEWA for being present in the
GB.
Com. Subhasis
Mitra CS/CTD in his opening speech congratulated GS for
extending help & co-operation for all the cases forwarded by
CTD. He also expressed his gratitude to GS for attending
this GB despite of his busy schedule.
Com.Amit Gupta
Consultant/CHQ & AGS/AIRBSNLEWA in his address explained
different problems of the pensioners and requested GS to
look into. He stated that the Court case for pension arrear
is at a very good stage and congratulated Com.Prahlad Rai
who is also Chief Mentor of AIRBSNLEWA for his help in
obtaining all the achievements.

Mukhopadhyay, OS(E)/CHQ elaborated the positive role of Com.
Prahlad Rai in the last Delhi Sanchar Bhavan March against
formation of Subsidiary Tower Company and the meeting with
Honorable MOS(I/C).OS analysed our role for different
demands and the difference of AIBSNLEA wih the other
executives' association and requested GS early settlement of
few long pending internal cases like E1 + 5 increment cases
of JAO 2013 batch, CAO post conversion, DGM(F) post creation
of CTD,etc.

Com. Prahlad Rai in his valuable address elaborated all the
issues like 3rd PRC benefits & pension revision
status. DPE is yet to send its advice to DoT. It is expected
to send after 9th April 2018.GS explained our
role in settling E2-E3 and subsequent pay scale upto E7.
Regarding Cadre
Hierarchy GS informed that due to our active intervention
BSNL Management considered time-bound promotion on
functional basis upto AGM level and Joint-DGM designation is
accepted. Other few amendments proposed by us are also
accepted including grading system. Due to our active
persuasion 5% Superannuation benefit for DR employees is
ordered.
He stated that we
are going to file contempt of Court petition for
non-implementation of 147 & 206 verdict. He explained all
the points like AD(OL) restructuring, E1+5 increment, 25% of
MTs post diversion of CAOs like done in the case of DEs. GS
apprised that AIBSNLEA is trying heart & soul for all DPCs
of Engg.& Accts. ,Civil/electrical and TF engineering wings
may be held and promotion may be given subject to outcome of
the Court verdict. It may be placed in the next Board
Meeting. The conference hall was jam packed. AIRBSNLEWA
members also participated in the meeting.

12.04.2018: Status
of the case in Hon'ble Supreme Court of India with regard to
the seniority of 270 LDCE quota SDEs:
The appeal filed in the C.A. No. 3149 of 2009, K.
Vishwanathan & Ors. Vs. Government of India & Ors. against
the judgment and order dated 02.04.2008 of High Court of
Madras passed in Writ Petition No. 22087 of 2001 came up for
hearing today before Hon'ble Supreme Court on 12.04.2018 and
the Hon'ble Court after hearing at length directed BSNL to
grant all consequential benefits to the 10 applicants filed
O.A. before Central Administrative Tribunal, Madras Bench
for whom Mrs. Rani Chhabra, Advocate appeared on
instructions of AIBSNLEA.
Similarly placed
candidate may file OA in respective CATs for getting same
relief.
12.04.2018:
Status update on the restructuring of AD (OL) cadre in BSNL:
Department of
Telecom (DoT) had send the proposal of BSNL for
restructuring of AD (OL) cadre with up-gradation of scale to
the Department of Public Enterprise (DPE). Now DPE vide OM
No. W-02/0049/2018-DPE (WC) dated 05.04.2018 has intimated
to DoT that DPE has no guidelines regarding up-gradation of
pay scales as well as equivalence of CDA & IDA pay scales
and vice-versa. In view of this, DoT, the administrative
Department of BSNL, may decide the issue with the
concurrence of their IF Wing.

REPORT OF THE CEC MEETING AT MALDA HELD ON 07-4-18 & 08-4-18
The Circle Executive Committee Meeting of West Bengal Circle
was held at the Historic Town Malda in West Bengal. The
Meeting Started at 17:00 Hrs. of 07-4-18 at Indian Medical
Association Hall, Malda under the President ship of Com.
Kalyan Haldar President WBTC Branch. All the Circle office
Bearers, CEC Members, Branch Secretaries & Branch Presidents
from West Bengal was present. The Meeting was very much
interactive & many new issues were shared by the delegates
of different branches both of the development of BSNL & HR
issues. Meeting Adjourned at 22:00 Hrs. for the day.
On 08-04-2018, the meeting resumed at 10:00 Hrs. with the
left out discussions of the previous day. There was a short
Open Session started at 12:00 Hrs. on the second day with

Compelling the government to roll back
the Subsidiary Tower Company is the priority task of the
trade union movement of BSNL. To achieve this, the All
Unions and Associations of BSNL have called on the BSNL
employees to organise massive "Dharna" throughout the
country at BSNL CO, Circle and District Head Quarters
on 12-04-2018.
All the Circle and District
Secretaries of AIBSNLEA are requested to coordinate with the
other constituents of the AUAB and to mobilise maximum
number of Non-Executives and Executives in the Dharna.
06.04.2018:
Meeting with CGM (EW), BSNL Corporate Office:
GS met CGM (EW),
BSNL Corporate Office and discussed regarding:
A Filling of
the vacant posts of SDE, EE, SE and CE in the Electrical
Wing:
CGM (EW) mentioned that necessary action is being taken to
fill-up all the vacant posts SDE, EE, SE and CE Cadres in EW
Wing. We apprised him that Pers. Cell of BSNL Corporate
Office is also taking necessary steps to initiate CPCs
subject to out come of different court cases. CGM (EW)
further mentioned that shortly look after arrangement from
EE (E) to SE (E) will also be issued.
B Tenure
Transfer and Postings in EW Wing:
We requested
to consider pending request transfers of SDEs/EEs/SEs. CGM (EW)
mentioned that a list of SDEs including the service as JTO
has been prepared wherein about 45 SDEs at all India level
are required to be transferred who have completed more 23
years of service in a particular circle. We requested to
minimize the number.
06.04.2018:
Meeting with CMD, BSNL:
GS, FS, AGS (F) and AGS (DR) met CMD BSNL and discussed
regarding:
a) Holding of CPCs to fill up the vacant Group-A & Group-B
level posts:
We requested CMD, BSNL to initiate the CPCs to fill up the
vacant Group-A & Group-B level posts subject to outcome of
the court cases. GS also submitted that Pers. Cell may take
suitable legal opinion in the matter to find way out
regarding the Court Cases where there are conflict judgment
regarding TES Group "B" seniority cases. CMD assured to
discuss the matter with Director (HR) for early action in
this regard.
b) Promotion from JTO to SDE of the JTOs qualified LDCE:We
requested CMD, BSNL to take immediate necessary steps to
issue promotion orders from JTO to SDE Telecom of 1700 LDCE
qualified JTOs who are waiting for more than 2 years for
promotion orders. He assured an early action in this regard.
d) Implementation of Hon'ble Supreme Court judgement on TES
Group-B seniority cases:We
requested CMD, BSNL for the implementation of the Hon'ble
Supreme Court judgements on TES Group "B" seniority cases as
already more than 3 months have passed after Hon'ble apex
Court Judgment. CMD BSNL told that regarding apex Court
Judgments response is awaited from DOT in one or two weeks,
whenever DOT response arrived in BSNL, Supreme Court
Judgement will be implemented. Further, GS submitted that
has there is no financial implication BSNL in implementing
Rule 206 Judgment. CMD assured an early action in this
regard.
e) Creation of BSNL's Tower Subsidiary:
We expressed our serious concern against the creation of
BSNL's Tower Subsidiary and the arbitrary appointment of CMD
Tower Company. CMD mentioned that so far the BSNL Tower
Subsidiary has not been operational however, the matter has
been taken up with DoT for further necessary action.
f) 3rd PRC implementation in BSNL: We
apprised CMD BSNL that by next week the DPE may advice DoT
to take up the matter with Union Cabinet for getting
relaxation in the affordability Clause of 3rd PRC
and requested him to kindly use is good office in DoT to
move a Cabinet Note at the earliest. CMD assured to look
into the matter.
06.04.2018:
Verification of service & updation of Service Books of
Employees:
BSNL Corporate Office reiterates earlier instructions and
instructs the concerned officers to complete the service
verification work as per Rule 32 of CCS (Pension) Rules and
updation of Service Books of all employees retiring in next
two years in a time bound mannner.
05.04.2018: Status

GS discussed with Director (DPE) and Assistant Director (DPE)
regarding reply to be sent to DoT regarding 3rd
PRC implementation in BSNL. Director (DPE) mentioned that
till 9th April 2018 all the Officers in DPE are
busy with the convocation being held on 9th April
2018 which will be addressed by Hon'ble Prime Minister. Thus
the reply to DoT will be sent in the next week only. It is
understood that after receiving reply from DPE, Hon'ble MOSC
(I/C) will take up the matter in the Union Cabinet for the
relaxation in affordability clause of 3rd PRC
report.
05.04.2018: Meeting
with GM(Estt.) BSNL CO:
GS, FS, AGS(Finance) met with GM(Estt) and discussed
regarding pay fixation of officiating JTOs under FR-22 (I)a(i)
case of Kerala Circle wherein BSNL CO has directed to file
SLP in the Hon'ble Supreme Court against the Judgement of
Hon'ble High Court Kerala. We requested to reconsider the
decision and implement Hon'ble High Court Kerala Judgement.
GM(Estt) mentioned that our letter addressed to Dir (HR) and
marked to him was received and same was sent to legal cell
of BSNL CO to reconsider their advice but so far he has not
received any reply. He advised us to discuss the matter with
CGM(Legal).
05.04.2018: Meeting
with GM(FP):
GS, FS and AGS (Finance) met with GM(FP) and discussed
regarding consideration of some request / tenure transfers
and modification of some transfer orders. GM(FP) mentioned
that request/ tenure transfers will be examined but the
modifications can be considered only on genuine grounds by
the competent authority.

with GM (SR):- GS, FS and AGS
(DR) met GM(SR) and discussed regarding.
a) Grant of special C/L to the office
bearers of AIBSNLEA at Circle / District level:
We requested GM (SR) to process the case for grant of
special C/L to the office bearers of AIBSNLEA at Circle /
District level for smooth function of the Association and as
assured by Dir (HR) for necessary action. GM (SR) assured to
look into the matter.
b) Membership verification of
Executive Associations:We expressed our serious
concern against any move if taken by BSNL management to
conduct membership verification through check-off system. We
clearly told that membership verification should be strictly
through secret ballot only. GM(SR) mentioned that our
association letter in this regard has been referred to the
committee for discussion and decision.
04.04.2018: Meeting
with GM(Pers) BSNL CO.: GS, AGS
(HQ) and AGS (DR) met GM(Pers) and discussed regarding.
a) Holding of CPCs to fill up the
vacant Group-A & Group-B level posts:
We requested GM(Pers) to initiate CPCs to fill up the vacant
Group-A & Group-B level posts subject to outcome of the
court cases. GM(Pers) assured that the TES Group-B seniority
related cases will be discussed tomorrow with the concern
officers of BSNL CO tomorrow in the meeting and thereafter
necessary steps will be taken to initiate CPCs.
b) Promotion from JTO to SDE of the
JTOs qualified LDCE: We
requested GM(Pers) to take immediate necessary steps to
issue promotion orders from JTO to SDE Telecom. Of LDCE
qualified JTOs. GM(Pers) mentioned that shortly a management
committee note will be moved to the management committee for
taking the approval to notify SDE RR. He assured that after
the BSNL MC approval on SDE RR immediately about 1700 JTOs
qualified LDCE Exam. Will be promoted after taking the
approval as we suggested on earlier occasions. GM(Pers)
assured an early action in this regard.
c) Implementation of CPSU cadre
hierarchy: GM(Pers) informed
that the queries raised by the Govt. Nominee Board of
Director in the last BSNL Board meeting have been replied
and the decision is awaited for further necessary action.
d) Implementation of Hon'ble Supreme
Court judgement on TES Group-B seniority cases:
We requested GM(Pers) for the implementation of the Hon'ble
Supreme Court judgements on TES Group-B seniority cases to
avoid contempt cases. GM(Pers) assured an early action in
this regard.
04.04.2018: Meeting
with DDG(Estt.) DoT: GS and AGS
(DR) met DDG(Estt.) DoT and discussed regarding.
a) Reply to BSNL regarding
implementation of Hon'ble Supreme Court Judgements with
respect to seniority cases of TES Group-B officers:
We requested DDG(Estt.) for giving an early reply to BSNL
regarding implementation of Hon'ble Supreme Court Judgements
with respect to seniority cases of TES Group-B officers to
avoid contempt of Court cases. DDG(Estt.) assured for
sending the reply to BSNL within this week itself. Further
he clarified that all the court cases / disputes related to
TES Group-B officers seniority cases are to be dealt by BSNL
only DoT is not required to be involve in this regard.
b) Revision of pension of BSNL
pensioners: We requested
DDG(Estt.) to speed up the process of revision of pension of
BSNL pensioners as assured by Hon'ble MOSC(I/C) in the
meeting held on 24.02.2018. DDG(Estt.) mentioned that some
information's regarding financial implications on revision
of pension are being calculated and the required
information's are being collected from BSNL and internal
finance of DoT. We mentioned that at present IDA pension
payment per annum is amounting about Rs.3800 Crores and
family pension Rs.418 crores which is coming total Rs. 4200
crores wherein incase pension revision is given with 15%
fitment benefit then the additional expenditure will be
around RS. 630 Crores only. Thus after pension revision the
total pension liability of DoT will be around Rs. 4800
Crores only for the 1.35 lacs BSNL pensioners.
04.04.2018: Meeting
with GM(Admin): GS, AGS (HQ)
met GM(Admn.) and discussed regarding.
a) Curtailment of no. of days from 23
to 15 for reimbursement of outdoor treatment with voucher
payment: We expressed our
serious concern against the curtailment of no. of days from
23 to 15 for reimbursement outdoor treatment with voucher.
It will put BSNL employees and BSNL pensioners in hardship.
GM(Admn.) mentioned that only advice GM(Banking) Corporate
office the competent authority has taken a decision to
curtail the no. of days from 23 to 15 in view of the
decreasing cash flow. He mentioned as soon as the BSNLs cash
flow will increase this order will be withdrawn. We
protested against such decision of BSNL management.
b) Renovation of AIBSNLEA new office
accommodation in IR hall: We
requested GM(Admn.) to issue necessary instructions to Civil
wing and Electrical wing to furnish the association office
at the earliest so that it can be made operational. GM(Admn.)
immediately spoke with CE(Civil) NTR and asked him to
renovate AIBSNLEA office at the earliest.
04.04.2018: GS met with DGM(Estt.)
BSNL CO and discussed about
BSNL letter no.1-6/2016-PAT(BSNL) dated 08.03.2018 regarding
Implementation of Supreme Court judgement on recovery of
excess/ wrongful payments made to employees in BSNL. On our
some queries DGM(Estt.) mentioned that the above
clarification is for executives and non-executives both the
difference is the non-executives cases will be decided by
Circle Heads and the Executives cases will be coming to BSNL
CO Pers. Cell and then Dir(HR)/ CMD will decide the case.
The cases prior to 06.02.2014 on the day of delivery of the
judgement will only be considered later on cases will not be
considered. Some cases referred by Circle to BSNL CO are
being further transferred to the concern Circles for the
settlements as per the above guidelines.<<<Click

03.04.2018: Meeting with CMD BSNL:-GS,
AGS(HQ) and AGS (Finance) met CMD BSNL and discussed
regarding
a) Status of financial targets
achieved during the financial year 2017-18:
We enquired about the status of financial targets of BSNL in
the year 2017-18. CMD mentioned that it is satisfactory in
the present scenario and thanked the DoT administration for
releasing Rs.3700 Crores dues of BSNL against NOFN, NFS and
other projects to BSNL before 31st March 2018.
b) 3rd PRC implementation
in BSNL: We appraised him about
our discussions took place with the senior officers of DPE
regarding DoT letter seeking clarifications to take the
necessary steps for implementation of 3rd PRC in
BSNL. DPE officers has confirmed the receipt of DoT letter
along with the recommendation papers of BSNL Board decision
and they explained that DPE will reply to DoT shortly
suggesting to take up the matter with the Union Cabinet for
the relaxation in the affordability clause of 3rd
PRC report. We requested CMD BSNL to use his good office in
the MOSC office to move a Cabinet Note in this regard. CMD
assured to look into the matter.
c) Holding of CPCs to fill up the
vacant Group-A and Group-B level posts:
We requested CMD BSNL to give clearance to Pers. Cell to
initiate CPCs fill up the vacant Group-A and Group-B posts
subject to outcome of the Court Cases where no stay order on
promotions has been granted. CMD mentioned that he has
already directed GM(Pers.) to process the proposal and will
further discuss the matter with Dir(HR) for an early action.
d) Implementation of E-2 E-3 standard
pay scales to the JTO and SDEs equivalent Executives and
upgradation of subsequent pay scales as per BSNLs earlier
proposal dated 06.06.2016: CMD
assured to discuss the matter in DoT with the concerned
officers.
e) Implementation of Hon'ble Apex
Court Judgements on TES Group-B seniority:
We requested CMD BSNL for early implementation of Hon'ble
Supreme Court Judgements on TES Group-B seniority to avoid
contempt of Court Cases. CMD assured to look into the
matter.

implementation and upgradations of Pay scales settlement may
be a difficult task. However, efforts will continue for the
resolution of both the issues.
d) Implementation of Hon'ble Apex
Court Judgements on TES Group-B seniority:
We requested Dir (HR) BSNL Board for early implementation of
Hon'ble Supreme Court Judgements on TES Group-B seniority to
avoid contempt of Court Cases. Dir (HR) mentioned that
necessary action is being taken by Pers. Cell in this
regard. However, she will further discuss the matter with
GM(Pers) and Jt. GM(Pers).
e) Grant of special C/L to AIBSNLEA
Circle/ District level officer bearers:
We requested Dir (HR) to grant special C/L to the AIBSNLEA
Circle/ District officer bearers also for attending the
various associations meetings and for its smooth
functioning. Dir (HR) assured to discuss the matter with
GM(SR).
f) Allotment of Association office to
AIBSNLEA in BSNL Corporate Office:
We extended our sincere thanks to Dir
(HR) for the allotment of Association office to AIBSNLEA in
BSNLCO. AIBSNLEA has been allotted Room No.19 in IR hall of
Eastern Court campus which is under renovation. AIBSNLEA
will shortly operate its office in room no.19 of IR Hall .
03.04.2018:
Status of 147 SDE's Seniority Case in Hon'ble PB CAT New
Delhi:
Shri Rupendra Pathak, one of the candidate among 147 SDEs
filed a case in the Hon'ble PBCAT New Delhi vide OA No.
OA/100/357/2018 against Department of Telecom & others
praying Hon'ble PB CAT to direct the respondents to assign
due seniority to the applicant in terms of the order dated
13.07.2006 and the benefits attached thereto.
He has further sought immediate relief that the respondents
be restrained from disturbing the current position held by
the applicant in the interregnum, since the applicant have a
good prime-facie case and balance of convenience lies in
favour of the applicants and against the respondents.
The case was listed today in the court number 1 at item
number 24. However, due to non-availability of Hon'ble
justice, the case is posted to 23rd July 2018.
28.03.2018:
Meeting with the officers of
DPE:
GS along with the GS/FNTO Shri Jai Prakash and AGS/SNEA Shri
Dahia met Joint Secretary (DPE), Director (DPE) and
Assistant Director (DPE). We requested Jt. Secretary (DPE)
to reply DoT regarding the relaxation in the affordability
Clause of 3rd PRC recommendations to BSNL as the
relaxation has been granted to some PSUs like FCI & others.
We also requested to consider the recommendations of the
BSNL Board for implementation of 3rd PRC with 15%
fitment benefits in BSNL. Jt. Secretary (DPE) after detailed
discussions assured to reply DoT at the earliest.
He also mentioned that DoT being the Administrative Ministry
of BSNL should take up the matter with Union Cabinet for
relaxation based on the recommendations given by the BSNL
Board for relaxation in the affordability clause.
He assured that the reply will be given to DoT with the
approval of Hon'ble Minister of Heavy Industries so that he
may be aware of the issue when it is taken up in the Union
Cabinet.

BSNL Corporate
Office has observed some discrepancies viz. missing Category
/ Date of Appointment / Date of Birth / HRMS No. / Year of
Recruitment etc for some of the JTOs pertaining to AS, BBNW
, CHTD, CTD, ETR, JKD, KTK, MH, MP and WTP Circles.
AIBSNLEA Circle
Secretaries of these Circles are requested to bestow their
personal attention in this regard and arrange to clear the
discrepancies of the JTOs pertaining to their Circles at the
earliest.
27.03.2018: Successfully
organised "Lunch Hour demonstrations" today against operationalization of the Subsidiary Tower Company:
AIBSNLEA extend sincere gratitude and thanks all the
comrades who actively participated in the Lunch Hour
demonstrations through out the country and implemented it
successfully. During Lunch Hour the representatives of
Unions and Associations of BSNL along with their members
reached in front of Sanchar Bhawan, Ashoka Road, New Delhi
and organized very effective demonstration. Huge police and
Rapid Action Force personnel were enforced by DoT
Administration to contain the demonstrators. Delhi Police
locked the doors of BSNL Corporate Office and did not
allowed BSNL employees to come out from the Bharat Sanchar
Bhawan during lunch hours so that they do not participate in
lunch hour demonstration at Sanchar Bhawan. Police
threatened all the leaders to arrest in case they go at
Sanchar Bhawan and demonstrate since Section 144 of Cr PC
was imposed in the vicinity of Sanchar Bhawan.
Despite of all these threats the
leaders along with their members succeed in reaching to
Sanchar Bhawan and hold effective demonstration in the
presence of huge police and RAF personnel. After some time
police force took all the demonstrators in police custody
and detained them in Parliament Police Station for two
hours. After necessary police formalities against the
leaders i.e. Com. Prahlad Rai, Com. G.L. Jogi, Com. C. SIngh,
Com. Abhimanyu and Com. Suresh Kumar they released all the
demonstrators at about 14.30 hrs.
In this way a history has been created
by organizing demonstration in front of Sanchar Bhawan for
the first time after the formation of BSNL. We congratulate
all the participants. AIBSNLEA CHQ Office Bearers, Circle
Secretaries stationed at New Delhi along with their office
bearers and members very actively participated in the
demonstration at Sanchar Bhawan.
At 15.00 Hrs all the Central leaders of All Unions and
Associations of BSNL hold a meeting and congratulated the
BSNBL employees for their active participation in the
demonstration. Further, decisions were taken to continuously
protest against the arbitrary decision of Government for
formation of BSNL's Tower Subsidiary Company. Future course
of agitation programs are decided as under:
1.One day Dharana
on 12.04.2018 at BSNL Corporate Office, Circle and SSA Head
Quarters to protest against the Government decision in
making BSNL's Tower Subsidiary operational.
2.On 19.04.2018
at all the Circle HQs "March to Governor House" will be organised and a Memorandum will be submitted to His
Excellency Governors.
3.All India
National Convention will be organized at New Delhi on 9th
or 10th May 2018 subject to availability of
Mavalankar Hall at New Delhi which will follow "March to
Parliament".
4.In case the
Government do not roll back the BSNL's Tower Subsidiary,
Indefinite Strike will be organized.
All the Circle / District Secretaries are requested to hold
joint meetings along with their counter parts to implement
the above agitational program in a successful manner.
AIBSNLEA consistent efforts yielded results in getting
released the result of DR JAOs Examination held on 5th
& 6th November 2017. AIBSNLEA congratulates all
the new entrants in BSNL family. It is important to mention
that some Associations vehemently opposed the recruitment of
JAOs in BSNL to weaken the strength of Finance Wing in BSNL.
The Merit List has been prepared on the basis of Circle-wise
merit position, as per the choice of Circle opted during
registration by the provisionally selected candidates and as
per the category-wise (OC, OBC, SC, ST & PWD) for the net
vacancy position/qualified candidates, available in the
respective Circles.
The concerned Circles have been requested to issue offer of
appointment letter to the provisionally selected candidates
for the post of JAO in BSNL

our concerns on the
Injustice and
discrimination towards AIBSNLEA members particularly of the
Finance Wing by the Circle administration of Maharashtra
Circle.
The All
Unions and Associations of BSNL has given call to conduct
lunch hour demonstrations tomorrow the 27.03.2018, against
the decision of the government to form BSNL's Subsidiary
Tower Company, and also against the decision of the DoT, to
appoint Shri Amit Yadav, IAS, as the CMD of the Subsidiary
Tower Company. Circle and district secretaries are requested
to make maximum mobilisations, in coordination with the
other constituents of AUAB, and make the programme
successful. Memorandum should also be submitted to the Chief
General Managers and the State Governors.
The All Unions and Associations of
BSNL is organising a powerful lunch hour demonstration in
front of the Sanchar Bhawan today.
As per the Cabinet decision,
Subsidiary Tower Company will come under the control of the
Board of Directors of BSNL. As such, the CMD of the
Subsidiary Tower Company should be appointed only by the
BSNL's Board of Directors. However, the DoT, in a
high-handed manner, has appointed an IAS officer as the CMD
of the Subsidiary Tower Company, without even informing the
Board of Directors of BSNL. This it self clearly shows that,
the Subsidiary Tower Company will not come under the control
of BSNL. The whole game plan of the government is, to snatch
the entire mobile towers of BSNL, in the guise of forming a
separate tower company. Hence, opposing the formation of the
Subsidiary Tower Company, and also opposing the high-handed
action of the DoT, of appointing an IAS officer as the CMD
of the Subsidiary Tower Company, the AUAB will be organising
a powerful lunch hour demonstration in front of the Sanchar
Bhawan today.
26.03.2018: Meeting
with Advisor (Operations)/ Member (S) DoT:- GS,
President and AGS (Finance) met Shri Deepak Sinha
Advisor(Operations)/ Member (S) and congratulated him on
assuming the high office of Advisor (Operations) DoT who may
look after the charge of Member (Services) also. We also
requested Advisor (Operations) to issue suitable
instructions to BSNL Management regarding the settlement of
Seniority issues of Absorbed TES Group-B officers in BSNL in
accordance with the DoT letter no. 20-14/2007-STG.II dated
the 6th September 2008 wherein it has been
directed by DoT that-
"the absorption of TES Group-B
officers in MTNL/BSNL has attained finality. However, the
matters related to seniority / court cases in respect of
these absorbed employees are still being handled by Estt.
Division of DoT. It has been decided that all the matter
pertaining to these absorbed TES Group-B Employees will
henceforth be dealt by respective PSU only and not by DoT.
All the records pertaining to seniority/ court cases in
respect of these absorbed employees are being transferred to
the respective PSU. This issues with the approval of
Secretary (T)"
Advisor (Operations) after seeing the
letter assured to reply BSNL in accordance of the DoT letter
dated 06.09.2008.
2. Revision of pension of BSNL
pensioners: We requested
Advisor (Operations) to consider the revision of pension of
BSNL pensioners at the earliest. Advisor (Operations)
assured an early action in this regard.
On the above issues we also met and
discussed with DDG(Estt.) and Director (Estt.) DoT
separately in their Chambers. They also assured an early
action.
26.03.2018: Meeting
with Director (PSU) DoT: GS,
President, AGS (HQ) and AGS (Finance) met Director (PSU) DoT
and discussed regarding.
a) Implementation of 3rd PRC
recommendation in BSNL: We
requested to apprise the progress in this regard from DPE
since the proposal was sent to DPE 15 days before. Director
(PSU) mentioned that so far no communication has been
received in DoT from DPE. However, the matter is active
consideration in DPE. After the comments of DPE only the
Hon'ble MOSC(I/C) will take up the matter in the Cabinet.
b) CPSU cadre hierarchy in BSNL: We
requested to give clearance to BSNL for the implementation
of CPSU cadre hierarchy by considering AIBSNLEA suggestions/
feedback. Dir (PSU) mentioned that the matter is under
consideration to Jt. Secy. (Admn.) who is the Govt. Nominee
Director in BSNL Board. He expected that the matter may be
discussed in the next BSNL Board meeting.
c) E2-E3 standard pay scales in BSNL: We
requested Director (PSU) to apprise the status of the BSNLs
proposal for the replacement of E1A by E2 and E2A by E3
standard pay scales. Dir(PSU) mentioned that till date no
comments of DoE has been received by DoT. However, he
explained that DoE may consider the upgradation of all the
IDA pay scales up to E6 level as per the BSNLs earlier
proposal dated 06.06.2016.
d) Restructuring of ADOL Cadre: We
requested Dir(PSU) to apprise the status of restructuring of
ADOL cadre issue. Dir (PSU) informed that the matter is
pending with DPE for comments.
26.03.2018: Meeting
with Dir (HR), BSNL, Board:-GS,
President met Dir9HR), BSNL Board and discussed regarding
a) Implementation of 3rd PRC
recommendation in BSNL: We
requested to apprise the progress in this regard from DPE
since the proposal was sent to DPE 15 days before. Director
(HR) mentioned that the matter is pending in DoT for
consideration and she is interacting with all concern
offices in DoT for its redressal
b) CPSU cadre hierarchy in BSNL: We
requested for implementation of CPSU cadre hierarchy by
considering AIBSNLEA suggestions/ feedback. Dir (HR)
mentioned that DoT is asking some more information's in this
regard before its approval
c) Holding of CPCs to fill up the
vacant group-B and Group-A posts: We
requested Dir (HR0 for holding of CPCs to fill up the vacant
Group-B and Group-A equivalent posts. Dir (HR) mentioned
that matter is under consideration and after joining the
GM(Pers) from leave on 3rd April 2018 the matter
will be discussed and with approval of the competent
authority the CPCs will be initiated.
d) Implementation of Hon'ble Apex
Court Judgements on TES Group-B seniority cases: We
requested Dir (HR) to issue instructions to Pers(Cell.) of

23.03.2018: Meeting
with GM (Admn), BSNL Corporate Office:
GS and
President met GM (Admn), BSNL Corporate Office and extended
our sincere thanks and gratitude for allotment of Room No.
19 in BSNL Corporate Office at IR Hall, Eastern Court,
Janpath New Delhi. We, further requested him to arrange some
basic and essential amenities in the room for making it
operational. GM (Admn) assured to look into.
We further
requested him to consider the facility of Out Door Medical
reimbursement to BSNL serving employees also on without
voucher basis. GM (Admn) mentioned that this case was
processed to Management wherein it has been decided that
presently the facility of cash payment with voucher on Out
Door Medical treatment is available for BSNL pensioners only
and that too upto 31.03.2018. Thereafter, it will be
reviewed considering the financial position of BSNL.
We also raised
the issue of further reduction in the ceiling limit for O/D
Medical Treatment to 12 Days and strongly opposed the
decision.
22.03.2018:
Creation of Tower Subsidiary of BSNL - lunch hour
demonstrations on 27-03-2018, against the government's
attempt to operationalise the Subsidiary Tower Company
A meeting of All Unions and Associations of BSNL (AUAB) was
held yesterday the 22nd March,2018. Representatives of
BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, SEWA BSNL, BSNLMS,
BSNLOA participated. The meeting reviewed the developments
that had taken place after the meeting held on 24th
February,2018 with the Hon'ble MoSC (I/C). It is observed
that the government is moving fast to operationalise the
Subsidiary Tower Company from the 1st of April, 2018,
totally ignoring the strong opposition from the entire
employees of BSNL.
In view of this, the meeting decided to launch agitational
programme to stop the same. Decision is taken to conduct
"lunch hour demonstrations" on 27th March, 2018, in front of
Sanchar Bhawan, New Delhi, as well as at circle and SSA head
quarters throughout the country. A memorandum, opposing the
Subsidiary Tower Company will be submitted to the Hon'ble
MoSC(I/C) at Sanchar Bhawan. Same memorandum will be
submitted to the respective CGMs and the state governors, to
be forwarded to the MoSC (I/C).
All the Circle Secretaries stationed at New Delhi are
requested to assemble at Sanchar Bhawan, Ashoka Road along
with their members to participate in the demonstration.
Neighbouring Circle Secretaries like UP (West), Haryana and
Rajasthan are requested to participate in the demonstration
at Sanchar Bhawan, New Delhi along with as many as maximum
possible members to make the program a grand success.
Rest all the Circle / District Secretaries are requested to
observe the Lunch Hour Demonstration on 27.03.2018 as
scheduled by All Unions and Associations of BSNL.

Status on creation of Tower Subsidiary of BSNL:
It is reliably
learnt that DoT has directed BSNL managemnt to hold BSNL
Board meeting with in three days to ratify the DoT order
regarding appointment of Shri Amit Yadav, Jt. Secretray
(Admn), DoT as CMD, BSNL TowerCo and to make it operational
from 01.04.2018. Now, BSNL Unions and Associations will
decide further course of action shortly.

with Joint Secretary (Admn):
GS and AGS (DR) met JS (Admn), DoT and
discussed regarding:
A 3rd PRC implementation in
BSNL: On our query regarding
DoT efforts for implementation of 3rd PRC in BSNL
as assured by Hon'ble MOSC (I/C) in the meeting held with
All Unions and Associations of BSNL on 24.02.2018. JS (Admn)
confirmed that the recommendations of DoT on BSNL's proposal
has been sent to DPE to seek the opinion for further action
in this regard. He opined that DPE will advise to go to the
Union Cabinet for getting the relaxation in the
affordability Clause of 3rd PRC for BSNL.
Thereafter, further action will be taken.
B Implementation of CPSU Cadre
Hierarchy in BSNL: JS (Admn)
informed that the reply to his queries has been received
today from BSNL which he raised in the BSNL Board meeting on
9th February 2018. We requested him to consider
our suggestions for the betterment of BSNL's proposal on
CPSU Hierarchy. He assured to look into the matter. He
further opined that BSNL should continue to hold CPCs to
fill-up the vacant post as per the existing system till the
time CPSU Cadre Hierarchy is implemented.

GS and AGS (DR) met Director (PSU),
DoT and discussed regarding:
A 3rd PRC implementation in
BSNL: On our query regarding
DoT efforts for implementation of 3rd PRC in BSNL
as assured by Hon'ble MOSC (I/C) in the meeting held with
All Unions and Associations of BSNL on 24.02.2018. Director
(PSU) informed that Secretary (T) has already discussed the
matter with Secretary (DPE) and the recommendations of DoT
on BSNL's proposal has been sent to DPE to seek the opinion
for further action in this regard.
B Implementation of E2 and E3 pay
scales against E1A and E2A and subsequent up-gradation of
IDA pay scales in BSNL.
Director (PSU) informed that the matter has been sent to DOE
for consideration of the BSNL's proposal. He further
mentioned that in case, the approval comes from DoE it will
be applicable for replacement of E1A by E2, E2a by E3 and
subsequent up-gradation of E3 by E4, E4 by E5, E5 by E6 and
E6 by E7, in view of the chain reaction and to avoid
litigations.
C Restructuring of AD (OL) cadre:
We requested to give clearance to the BSNL proposal on
restricting of AD (OL) cadre. Director (PSU) informed that
as per the advice of DoT internal finance the matter has
been sent to DPE for comments on BSNL proposal.
D NITI Ayog recommendations on sale of
ITI and BSNL in the month of January 2017:
In this regard, Director (PSU)
informed that to sell out ITI, today it is in agenda of
Union Cabinet. Regarding BSNL, so far no such moment is
there.
21.03.2018: Meeting
with DDG (Estt)
GS & AGS (DR) met DDG (Estt), DoT and
discussed regarding:
A Pension revision of BSNL
pensioners: We requested DDG (Estt)
to initiate the proposal of pension revision of BSNL
pensioners as assured by the Hon'ble MOSC (I/C) in the
meeting held with All Unions and Associations of BSNL on
24.02.2018. In this connection DDG (Estt) appreciated our
letter dated 16.03.2018. However, he mentioned that the
financial implications to Govt. on revision of pension need
to be worked out by DoT before initiating the proposal as
directed by the Secretary (T). He advised us to submit some
concrete information about executives and non-executives
with examples in the higher scale i.e. E3, E4, E5 and NE9 to
NE12 and % increase on revision of pension by minimum and
maximum fixation. We assured him to provide the same with
examples.
B Withdrawal of additional increment
on post based promotion under EPP:
We inquired about the DoT's stand on the judgment of Hon'ble
CAT on withdrawal of additional increment on post based
promotion under EPP. He mentioned that DoT has decided to go
for an appeal to the next higher court and a letter is being
issued to respective CCA in this regard.
20.03.2018: Meeting
with CMD, BSNL:
GS, President
, FS and AGS(F) met CMD, BSNL and discussed regarding.
a) Holding of
CPCs to fill up the vacant Group-A and Group- B level posts:
We requested CMD, BSNL to consider for holding of CPCs to
fill up the vacant Group-A and Group-B level posts i.e.
about 10000 SDE (T), 3000 DE, 400 DGM (Engg.), 1000 AO, 1000
CAO, 40 DGM (F), 150 SDE (E), 50 EE (E) 20 SE(E), 65 SDE(C),
300 EE(C), 40 SE(C) and SDE/AGM/DGM posts of Telecom.
Factories. We pleaded that all these posts can be filled up
by conducting CPCs subject to outcome of Court cases since
there is no stay order on promotions except few cases. CMD
advised to discuss the matter with Dir (HR) to put up the
case for an early decision.
b)
Implementation of CPSU cadre hierarchy:
We requested CMD BSNL for sending of early reply to the
queries of Govt. Nominee Board of Directors raised in the
BSNL Board meeting. CMD assured an early action in this
regard. We further requested that CPSU cadre hierarchy
approval from BSNL Board and clearance from DoT may continue
simultaneously with issuing promotion orders through CPSEs.
CMD assured to look into the matter.
c)
Implementation of Hon'ble Supreme Court Judgements on TES
Group-B seniority:
We requested CMD BSNL for early implementation of the
Hon'ble Supreme Court Judgement on TES Group-B seniority
where no financial implication will arise and to avoid
contempt of Court. CMD assured to look into the matter.
d)
Implementation of 3rd PRC recommendations in BSNL:
We requested CMD BSNL to use his good office for the
implementation of 3rd PRC recommendations in BSNL
as assured by Hon'ble MOSC (I/C) in the meeting held on
24.02.2018. CMD mentioned that as assured by Hon'ble MOSC
(I/C), DoT is taking up the matter with DPE to suggest the
way for implementation of 3rd PRC in BSNL. He
advised to discuss the matter with Secretary (T) for an
early settlement.
20.03.2018: Meeting
with GM(FP) BSNL CO.
GS,
President met GM(FP), BSNL CO, and discuss regarding:-
a) CPCs to
fill up the vacant DGM(F), CAO and AO vacant posts:
We requested to initiate CPCs to fill up the vacant posts of
DGM(F), CAO and AOs. GM(FP) mentioned that the proposal to
fill up about 40 DGM(F) vacant posts has been sent to
GM(Pers) office for clearance thereafter only further action
will be taken. Regarding AO to CAO CPC GM(FP) mentioned that
the similar action will be taken on AO to CAO promotion as
decided by Pers. Cell for SDE to SE promotion. CPC from JAO
to AO. GM(FP) informed that matter is pending in the Hon'ble
High Court Karnataka on JAO seniority issue after getting
the clearance the CPC will be conducted.
b)
Consideration of tenure/ request transfers of AOs/ CAOs and
DGM(F):
We requested for the consideration of tenure/request
transfers of AOs/ CAOs/DGM (F) and some transfer
modification cases. GM(FP) after detailed discussions
assures to look into the matter.

Circle Conference of AIBSNLEA Odisha Circle on 17th
& 18th March, 2018 at Bhubaneswar:
6th
Circle Conference of AIBSNLEA Odisha Circle was held on
17.03.2018 and 18.03.2018 at Bhubaneswar in a grand manner.
The Conference was attended by Com President Shri
S.Shivakumar, Com. GS Shri Prahlad Rai and Organizing
Secretary (East) Com. Prasun Mukhopadhyay, from AIBSNLEA CHQ
side.
The open
session of the conference was organized on 18.03.2018 which
was attended by Dr. U.S.Panda PGMTD Bhubaneswar as the Chief
Guest, Sri A.K.Pahi as Guest of Honour, Sri S K Seth, Circle
IFA as the distinguished guest and dignitary representatives
from other sister unions like SNEA, BSNLEU & NFTE attended
the Open Session. Many Sr. Officers Odisha Circle and other
districts attended the Open Session.
Com.
B.D.Mishra, CS AIBSNLEA Odisha welcomed all the guests in
his welcome address. All the dignitaries were welcomed by
presenting the bouquets. The Circle Secretary, in his key
note address had requested the entire executive fraternity
and the employees of BSNL to work hard for improving the
quality of services and for generating more revenue. He
thanked to AIBSNLEA CHQ for extending every support to
AIBSNLEA Odisha. In his address, he has also highlighted
the problems of executives and sought the attention of the
Circle head for its quick redressal. Also he expressed his
concern about the cloud of uncertainty that this year Odisha
may not remain in profit making tag due to intense
competition of private operators, implementation of GST
etc.
Com.S.K.Jena, Advisor(East),
AIBSNLEA highlighted for relentless struggle of all
executives fearlessly and work hard in the interest of
executives and retirees of BSNL also.
Com. Prasun
Mukhopadhayay, Organizing Secretary (East) CHQ in his
address explained the Odisha Circle's importance for not
only AIBSNLEA but also for the entire BSNL as a whole. He
expressed his full belief that in the days to come, the
comrades of Odisha Circle will participate in the
Association's calls with full spirit, Strength and
enthusiasm. He mentioned the importance of the participation
of the members of Odisha Circle in Organisational calls and
its impact on the entire country for getting the benefits of
3rd PRC. He lauded Odisha for its profit making in entire
East Zone and hoped to keep the trend this year also.

President Com. S.Shivakumar in his address conveyed his
gratitude for the successful Open Session. He mentioned in
detail about the efforts made by the AIBSNLEA for BSNL's
viability. Com. President mentioned that the good quality 4G
spectrum is the need of the hour for BSNL. This should be
extended to BSNL at free of cost due to social obligations
involved with BSNL. He apprised that the revenue flow will
only increase after 4G services starts in BSNL. He informed
that DoT is neglecting the BSNL and its growth. He informed
that DoT is looting BSNL's 22 Crores p.m as pension
contribution on highest of pay scale and it should be on
actual basic.
Com.
President opposed the Government step of the creation of the
Tower Subsidiary company. He made it clear that CPSU cadre
hierarchy is the brain child of AIBSNLEA and cautioned our
members not to allure about the false propagation of our
sister association. He appealed all to come forward for the
Joint struggle in future for the viability and safety of
BSNL and its Employees.
GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of
Odisha Circle for the successful 6th Circle
Conference and thanked the comrades for their participation.
In his detailed address Com. GS mentioned that the Odisha
Circle is a very important Circle for AIBSNLEA. He pointed
out that how govt. has managed to exhaust all our reserves
in a very calculative manner and cautioned the members to
remain united and alert to safeguard their rights.
Disinvestment policy of govt. will never allow a comfortable
position for BSNL as there is a bright example of MTNL's
financial position in front of us.
He appealed
the Circle leadership to think about the weakness of the
organization in the Odisha Circle and to adopt the steps to
overcome the same. Com. GS mentioned that the viability and
existence of BSNL is the most important issue today and we
have to analyze the reasons of BSNL's today's position.
Com GS
informed that after more the 10000 Crores profit in 2004-05,
in recent past years BSNL have made the Losses , which is a
serious concern for all of us. In his detailed address Com.
GS mentioned that due to un-helping and over-jealous
attitude of some officers in the Govt. i.e. non-payment USOF
Charges i.e. 2000 Crores/Annum from July 2011, withdrawal of
ADC from July 2008, Exhausting 36000 Crores BSNL reserve,
non-reimbursement of licenses fee, payment of interest on
notional loan Rs. 7500 Crores to DoT has adversely affected
the viability of BSNL. In addition of this Spectrum
Allocation and bidding process on high rates are the example
of step behavior of Government towards BSNL, which is a
Government owned company. Com. GS explained the efforts
extended by AIBSNLEA for the creation of Leave Encashment
fund of Rs 4825 Crores on which BSNL is earning 400 Crores
Interest per annum and leave encashment payment is being
immediately.
Com. GS
informed that 4G spectrum
and technology is a must in BSNL for the public perception
and its requirement. In view of that BSNL Board has already
taken a decision in its last Board meeting to get allocated
4G spectrum from DoT. He told that BSNL needs to pay Rs.
10000 Crore to get allocated 4G spectrum from DoT, wherein,
02500 crore equity has already been utilized , remaining Rs
5000 cr equity amount is pending which can be adjusted
towards cost of 50% of 4G spectrum and remaining 5000
crore will be paid in 10 equal annual installments.
Com GS
further explained the burning issues of the Headquarters
level. He informed that AIBSNLEA made the presentation to 3rd PRC
committee for relaxing the affordability clause due to
social obligation and BSNL's role in natural calamities. He
mentioned that BSNL has the responsibilities of TAC/CAG/CVC
and Audits and the private operators are not having these
responsibilities . But even then BSNL works for nation
building and does not think about profit or loss. Com. GS
mentioned that the success of DIGITAL INDIA fully depends on
BSNL and its Employees.
He informed
that due to BSNL union and Associations opposition , the SAM
G Pitroda recommendations like 30 % disinvestment, VRS to 1
lakh employees, unbundling of the copper conductor could not
be implemented and due to the same only the BSNL is having
more than 65% BB market share at present. He explained that
how the AIBSNLEA is continuously pursuing these viability
related issue with the BSNL Management and DoT. Com. GS
opposed the move of the Government for the creation of Tower
Company and expressed its negative impact on BSNL. Com. GS
thanked to all for making successful the call of All
Unions and Associations launched w.e.f 30.01.2018.
Com. GS
explained in detail the efforts of AIBSNLEA in getting
resolved the important HR issues after the formation of BSNL.
He appraised the status of HR issues about AIBSNLEA efforts
for various DPCs in various cadres for adhoc promotions,
AD(OL) case, creation of PPS posts in field Units,30%
Superannuation benefits, implementation of Standard Pay
Scales E2 and E3, Rs 22820/- pay fixation for JTOs recruited
in the year 2007 &2008 ,smooth CPSU cadre hierarchy etc.
Com GS further explained the role of AIBSNLEA in the
viability of BSNL. At last he appealed the all Executives'
for make every effort to implement agitation call and to
work with a team spirit for making BSNL a viable and vibrant
organization.
Sri
A.K.Pahi, PGM(EB), Odisha Circle and Guest of Honour of the
open session viewed that how Odisha has been reitiring its
profitability tag in entire east zone due to the consistent
effort of executives of Odisha and cited example of smooth
relationship between management and employee. He also said
that how two bombs like free offer of other private
operators & GST have destroyed the sketch of our financial
position. He also remarked that how BSNL Odisha is taking
lot of steps to overcome the above situation .
Chief
Guest of the Open Session Dr. U.S. Panda PGMTD Bhubaneswar
in his address congratulated AIBSNLEA Bhubaneswar for a well
organized Circle Conference. He appealed to the all
Executives of the Odisha Circle to work with the full
dedication and enthusiasm for achieving Quality of Service
for more revenue realization. In his address his remark was
that 'Always Be positive, think positive and do positive' as
a result the things will be definitely be positive.
At last he
appealed all to work with full determination and dedication
for the growth of BSNL. He thanked the AIBSNLEA Odisha for
inviting him in the Open Session.

CEC Kerala Circle AT Trivandrum on 16th and 17 March, 2018 :
The Second CEC of the 7th Circle body has been conducted on
16 & 17th of March 2018 at RTTC Trivandrum. All the
Service/HR matters were fruitfully transacted during the two
days of the successful CEC.
CEC felicitated the retired CEC members Com. Sebastian (
DGM-Rtd ), Com. V. Suresh Kumar ( DGM-Rtd ) and Com. Jyothi
Krishnan on their achievement of "Vishisht Sanchar Seva
Padak".
In addition to the BSNL service, issues like future of BSNL
, Allotment of 4G spectrum , cut throat market competition
by private operator , difficulty being faced by BSNL in
Aadhaar Verification both EKYC machine and App ,
difficulties of DSA/Franchisees , slapping of heavy tax on
land/buildings by State local authorities etc. Some of the
HR issue which transacted are the very legitimate Pay
protection on FR 22 (1)(a)(1) to the Erstwhile officiating
JTOS for their officiating period and Pay protection of
other JTOs during their O-JTO Period , Shortage of CAO and
AOs in various BAs , Settlement of the Pending issues of 2nd
PRC (SAB, E2-E3 , Pay fixation on Rs.22820 for post 2007 JTO/JAO
and EPF Option), Very unwanted and illogical order for SDE
Civil (LO) instead of EE Civil (LA) ,ghoulish and indecent
behavior of SNEA Kerala by harassing DS EKM ( Lady Comrade)
through their website repeatedly, Notional Pay Fixation from
1-10-2000 bases on E1A/E2A for JTO/ SDE (Civil /
Electrical/PA-PS...) at Par with JTO-JAO/SDE-AO , One time
up gradation of Stenos working at E1A/E2A to executive cadre
, SDE Long stay rotational Transfer , Misuse of office
mechanism by one association in adding members to them in a
non-permitted and unethical way , rotational transfer in the
sensitive posts like Vig./Admin/HR etc. : in some BAs Vig.
Officers are continuing for more than 4 years , AIBSNLEA
Women's forum , Various pending CPCs JTO-SDE/SDE_DE/DE-DGM/AO-CAO,
JTO-SDE case pending at HC Ernakulum, consideration of
transfer request of : JAOs Yr 2016 / JTOs VY 2013-14/ JTOs (
Rule 8) posted in other BAs . Sr. Accountant's one time
relaxation to executive cadre, Transfer requests of DGM(T)

the following resolutions to AIBSNLEA CHQ...
1) Strongly foot to achieve the very genuine FR 22 (1)(a)(1)

Pay fixation on Rs.22820 for post 2007 JTO/JAO and EPF
Option ) before going ahead with 3rd PRC

GS AIBSNLEA attended and addressed 5th
AIC of NFTE BSNL at Amritsar on 14.03.2018 and impressed
upon Unity of all Unions/ Associations to achieve the
settlement of important issues of BSNL employees in the
interest of BSNL viability.
He also mentioned that Hon'ble MOSC in
the meeting held on 24th Feb., 2018 responded
positively for the settlement of the demands of all
Unions/Associations of BSNL.
Now we have to monitor the
developments in DoT and assure the settlement of the
following demands through our unity.
Charter
of demands

(a) 3rd Pay Revision with 15% fitment from 01.01.2017.

(c) Settle left-out issues of the 2nd PRC.

GS, President and AGS (HQ) met CMD BSNL and discussed
regarding:
A Implementation of 3rd PRC recommendations in
BSNL: We
extended our sincere thanks to CMD BSNL for arranging a
meeting of all the Unions and Associations of BSNL with
Hon'ble MOSC (I/C) on 24.02.2018. CMD appreciated our
concern and mentioned that the meeting was very good and
beyond the expectations wherein Hon'ble MOSC (I/C) has shown
his positive response on the demands. He explained that now
Secretary (T) has to take up the matter with Secretary (DPE)
to process the proposal to the Cabinet and Hon'ble MOSC
(I/C) will take up the matter for favourable settlement.
Payment of pension contribution on the actual basic pay as
per the Govt. orders, which was agreed by the Hon'ble MOSC
(I/C) was a very good achievement for BSNL. He assured to
continuously pursue the matter.
B Holding of CPCs to fill-up the vacant Gr "A" and Gr "B"
level posts: We
requested CMD BSNL to give his clearance for initiating the
CPCs to fill-up the vacant Gr "A" and Gr "B" level posts
subject to outcome of the court cases. CMD mentioned that he
has already told Director (HR) and GM (Pers) to process the
case for consideration. We apprised him about our
discussions held on yesterday with Director (HR). CMD
assured to look into the matter.
C Implementation of the Hon'ble Supreme Court orders on TES
Gr "B" seniority issues: We
requested for early implementation of the Hon'ble Supreme
Court judgments on TES Gr "B" seniority cases. CMD assured
to look into the matter.
D Implementation of CPSU cadre Hierarchy: We
requested for early reply of the queries raised by the Govt.
nominee Directors so that the CPSU Cadre Hierarchy
implementation process can be expedited. CMD assured an
early action in this regard.
We also extended our sincere thanks to CMD BSNL regarding
considering CPSU Cadre Hierarchy on Time Bound Promotions on
functional basis upto the level of AGM, Jt. DGM designations
to the AGMs in E5 Scale and also considering the APAR
grading as suggested by our Association.
We further requested CMD BSNL to consider cut-off date from
the last date of CPC/Recruitment Year and to modify the
eligibility condition for SDE/AO from 12 years to 7 years
and not fixing vacancies at STS level to avoid adhoc
promotions. CMD assured to look into the matter.
E Settlement of E2 and E3 pay scales for JTO/SDE equivalent
executives and subsequent up-gradation of IDA scales up-to
E7 as per the BSNL proposal dated 06.06.2016:
CMD BSNL asked about status of the proposal in DoT. We
apprised him about the present status of the case in DoT
wherein DPE has replied to DoT that the issue is not related
to them and reply from Department of Expenditure is still
awaited. In view of this we requested CMD BSNL to use his
good office to get resolve the issue in DoT. CMD assured to
look into the matter.
13.03.2018: Meeting
with Advisor (Finance), DoT, New Delhi
GS and President met Advisor (Finance), DoT and discussed
regarding:
A Implementation of 3rd PRC recommendations in
BSNL: We
requested to consider implementation of 3rdPRC
recommendations in BSNL. Advisor (F) assured to look into
the matter.
B Implementation of Hon'ble PB CAT New Delhi judgment
related to the DoT order dated 05.07.2017: We
submitted a copy of the judgment given by the Hon'ble PBCAT
New Delhi and requested for its implementation to withdraw
the DoT order dated 05.07.2017. Advisor (F) after reading
the judgment got convinced and assured for an early action
in this regard.
13.03.2018: Meeting
with DDG (Estt), DoT, New Delhi
GS, President and the GS AIRBSNLEWA met DDG (Estt), DoT and
discussed regarding:
A Pension revision of BSNL Pensioners: We
requested DDG (Estt) to initiate the proposal of Pension
revision of BSNL Pensioners. DDG (Estt) mentioned that after
the meeting held with Hon'ble MOSC (I/C) Secretary (T) has
asked to provide the information on the financial
implementation on the revision of Pension, if any. Now, the
efforts are being made to collect the required information
in DoT. He further mentioned that in the year 2016-17 the
total Pension liability for BSNL Pensioners was around 8,000
Crore. Now it has to be seen that after revision of the
pension of BSNL Pensioners the total amount will increase
10% or 15%. We explained that total financial implication
will not be more than 10%. He advised us to submit some
information regarding the existing pension being drawn and %
increase on revision of the Pension. We assured him to
provide the same with examples within the next week.
B Implementation of Hon'ble PB CAT New Delhi judgment
related to the DoT order dated 05.07.2017: We
requested DDG (Estt) to issue necessary orders to withdraw
the DoT order dated 05.07.2017 by implementing the Hon'ble
PB CAT New Delhi judgment related to the additional
increment being given in the same scale on post based
promotion under the EPP. DDG (Estt) mentioned that the PBCAT
judgment has been submitted to the Secretary (T) through the
Internal Finance of DoT. After, the decision further action
will be taken to file an appeal or not.
12.03.2018:
Meeting with Director (HR) BSNL Board:
GS, President and AGS (HQ) met Director (HR) BSNL Board and
discussed regarding:
A Implementation of 3rd PRC
recommendations in BSNL: We
requested Director (HR) to use her good office in DoT as the
follow up action following meeting with Hon'ble MOSC (I/C).
Director (HR) mentioned that the matter has to be persuade
at the Secretary (T) level only as she was directed by
Hon'ble MOSC (I/C) to take-up the matter with DPE for
relaxation and thereafter he will take up the matter in the
Cabinet. She assured to discuss the matter with Secretary
(T) as and when she gets the opportunity. However, CMD BSNL
is very much concerned on this issue. She further advised us
to pursue the matter with Secretary (T) and Hon'ble MOSC
(I/C) for early settlement of the issue.

We requested Director (HR) for holding of the CPCs to
fill-up the vacant Gr "A" and Gr "B" level posts subject to
outcome of the court cases. Director (HR) mentioned that she
has already given instruction to GM (Pers) to process the
cases where there is no stay order from any court on
promotions. She assured an action in this regard.
We requested Director (HR) to issue
look after promotions against DGM (Engineering) post in BSNL
Corporate Office till the time adhoc/regular promotion order
are issued. She assured an early action in this regard.
C Implementation of the Hon'ble
Supreme Court orders on TES Gr "B" seniority issues.
We requested for early implementation of the Hon'ble Supreme
Court orders on TES Gr "B" seniority issues. Director (HR)
mentioned that the matter is under active consideration and
shortly court orders will be implemented in its true spirit.
D Implementation of CPSU cadre
Hierarchy: We requested for
early reply of the queries raised by the Govt. nominee
Directors. Director (HR) mentioned that shortly the reply
will be sent to the Govt. nominee Directors and after their
acceptance it will be sent to the Board of Directors for
approval and Pension Cell of DoT for clearance to avoid
complications in pension cases.
E Non-implementation of BSNL CO
instructions on looking after arrangements in Maharashtra
Circle Finance Wing: We
expressed our concern against violation of the BSNL CO
instructions on looking after arrangements in Finance Wing
of Maharashtra Circle which is putting executives in
trouble. Director (HR) appreciated our concern and assured
to look into the matter.
GM (Pers) and OSD to the Director (HR) were also present in
the meeting.
12.03.2018:
Meeting with GM (Pers):
GS President met GM (Pers) and discussed regarding:
A Holding of CPCs to fill-up the
vacant Gr "A" and Gr "B" level posts:
We requested GM (Pers) for holding of the CPCs to fill-up
the vacant Gr "A" and Gr "B" level posts subject to outcome
of the court cases. GM (Pers) mentioned that he has already
submitted the proposal to initiate the CPCs to fill-up the
vacant Gr "A" and Gr "B" level posts of all the disciplines
subject to outcome of the court cases where there is no stay
order from any court. He assured to discuss the matter with
Director (HR) for an early decision.
B Implementation of the Hon'ble
Supreme Court orders on TES Gr "B" seniority issues.
We requested for early implementation of the Hon'ble Supreme
Court orders on TES Gr "B" seniority issues. GM (Pers)
informed that some of the Hon'ble Supreme Court judgments
have been submitted to the competent authority for their
implementation and some cases are being processed shortly
for their implementations.
C Implementation of CPSU cadre
Hierarchy: We requested GM (Pers)
for early reply of the queries raised by the Govt. nominee
Directors. GM (Pers) informed that all the queries raised by
Govt. nominee Directors are being replied after getting
approval from the competent authority shortly.
D DGM (Adhoc) to DGM (Regular)
promotions: We requested GM (Pers)
to initiate CPC from DGM (Adhoc) to DGM (Regular) of the
eligible candidates when the TES Gr"B" seniority has been
finalized by the Hon'ble Supreme Court. We also apprised him
that in Finance Wing already an approval for regular
promotions of 74 adhoc DGM (F) have been given. GM (Pers)
assured an early action in this regard.
E DE to DGM promotions of left out
cases and filling-up of the vacant DGM posts:
We requested to issue promotion orders for DE to DGM left
out cases and to fill-up vacant DGM posts immediately since
DoPT has already clarified regarding the catch-up rule on
SC/ST roster implementation. GM (Pers) mentioned that
through Miscellaneous Application BSNL stand has been
clarified to Hon'ble CAT Chandigarh and after getting the
clearance the promotions will be initiated.

24.02.2018: Meeting between
Shri Manoj Sinha, Hon'ble Minister of State for
Communications and the All Unions and Associations of BSNL -
A historical meeting:
A meeting is held
at the Sanchar Bhawan today the 24.02.2018, between Shri
Manoj Sinha, Hon'ble Minister of State for Communications
and the All Unions and Associations of BSNL (AUAB). Together
with the Minister, Secretary, DoT, Special Secretary, DoT,
Joint Secretary (Admn.), DoT, DDG (Esst), DoT, Shri Anand
Kumar, OSD to the Hon'ble Minister, CMD BSNL and Director
(HR) BSNL were present. From the All Unions and Associations
of BSNL, Com. P. Abhimanyu, GS, Com. Chandeswar Singh, GS,
NFTE, Com. K. Sebastin, GS, SNEA, Com. Prahlad Rai, GS,
AIBSNLEA, Com. K. Jayaprakash, GS, FNTO, Com. N.D. Ram, GS,
SEWA BSNL, Com. Ravi Shil Verma, GS, AIGETOA, Com.
Mallikarjuna, President, BSNL MS and Com. S.D. Sharma, GS,
BSNL ATM, participated in the discussions. The
representatives of the AUAB heartily thanked the Hon'ble
Minister for taking out time to meet them. Detailed
discussions took place on the memorandum submitted to the
Hon'ble Minister, the details of which are as follows:-
(1)3rd
Pay Revision.
So far, the DoT has been maintaining that BSNL employees are
not eligible for 3rd Pay Revision. In today's
meeting the Hon'ble Minister agreed that the issue of 3rd
Pay Revision of BSNL employees would be processed and would
be taken for the approval of the DPE and the Cabinet. This
is a great achievement. We have broken the stalemate that
prevailed in the Pay Revision issue. At the same time we
have to be vigilant, till the final approval is given by the
Cabinet.
(2)Formation of
Subsidiary Tower Company.
The AUAB representatives expressed their apprehension that
in the name of formation of the Tower Company, the 66,000
mobile towers of BSNL are being snatched away from BSNL.
They also pointed out that the decision of the Cabinet that,
the Subsidiary Tower Company would remain under the control
of BSNL Management, has been violated, through the
appointment of an IAS officer as the CMD of Subsidiary Tower
Company. They further pointed out that even BSNL Management
was not taken in to confidence in the appointment of an IAS
officer as the CMD of the Subsidiary Tower Company, which
clearly shows that the Subsidiary Tower Company would not be
under the control of BSNL Management. The reply given by the
Hon'ble Minister in this regard is not satisfactory. The
AUAB has to find ways and means to ensure the rolling back
of the Subsidiary Tower Company.
During
the discussions on the issue, GS AIBSNLEA raised the issue
of additional increment on post based promotions under the
provisions of
executive promotion policy provisions which
has been denounced by DoT vide letter dated 05.07.2017 and
lakhs of rupees recoveries are taking place of BSNL
executives and BSNL pensioners. He instantly submitted
Hon'ble PB CAT judgment copy to Hon'ble MOSC (I/C) wherein
the DoT order dated 05.07.2017 has been quashed. Hon'ble
MOSC (I/C) immediately directed DoT administration to look
into the matter. Now, we can expect that DoT may not
go for appeal against the PBCAT order in this regard after
this meeting.
(3)Pension
Revision.
The representatives of AUAB strongly argued that pension
revision should be done to the BSNL pensioners. It was
pointed out that the BSNL pensioners and the Central
Government pensioners are covered by the same rules. They
argued that when pension revision is settled for the Central
Government pensioners, the same should not be denied to the
BSNL pensioners. The Hon'ble Minister assured that needful
action would be taken to settle this issue.
(4)Calculation of
Pension Contribution.
It was strongly argued that pension contribution in respect
of BSNL employees cannot be calculated on the basis of
maximum of the pay scale, when the same is calculated on the
basis of actual basic pay, in the case of Central Government
employees. It was pointed out that as per the DoP&T order
issued in 2006, pension contribution of the Central
Government employees is being deducted on the basis of
actual pay only. The Hon'ble Minister directed the
Secretary, DoT, that this issue should be settled as per
Government orders.
(5)Allotment of 4G
spectrum to BSNL.
The AUAB representatives pointed out that it will be
extremely difficult for BSNL to compete with the private
operators, without providing 4G service. They strongly
argued that the proposal of the BSNL Management, for the
allotment of 4G spectrum by the Government, should be
accepted. The Hon'ble Minister replied in the positive and
assured that needful action would be taken.
(6)Reduction of
retirement age from 60 to 58.
The AUAB representatives strongly argued that the retirement
age of the BSNL employees should not be reduced from 60 to
58, as a measure for the revival of BSNL. The Hon'ble
Minister told that the government is not having any proposal
to reduce the retirement age from 60 to 58.
(7)Left out issues
of the 2nd PRC.
The AUAB representatives pointed out that this issue is
lingering on very long time and needs to be settled. The
Hon'ble Minister stated that this issue would be looked into
by the Secretary, DoT.
At the end of the meeting, the Hon'ble
Minister stated that the representatives of AUAB could meet
him again, as well as the Secretary, DoT, in continuation of
today's meeting. The representatives of AUAB heartily
thanked the Minister for his positive response to most of
the issues.
After the meeting
with the Hon'ble Minister, a meeting of the AUAB was held in
the FNTO's office. All the General Secretaries expressed
their satisfaction with regards to the progress in the
issues. They also expressed the view that all these have
happened only because of the united struggles and massive
mobilization by the entire Non-Executives and Executives,
for which they deserve appreciation.

BSNL Corporate Office issues orders for cancellation of
transfer orders in the grade of Sr. Accounts Officer /
Accounts Officer.

DoT today withdrawn its
earlier letter No. 24-1/2018-SR dated 21.02.2018 vide which
latest status on the charter of demands of Unions and
Associations was intimated denying all the demands.

Marvellous March to Sanchar Bhawan on
23.02.2018:
We salute and express our
sincere gratitude to all the participating comrades in "March to Sanchar
Bhawan" program on the call of All Unions and Associations
of BSNL and making it a grand success. Today morning at
11.30 hrs in Eastern Court building of BSNL Corporate Office
compound
More than 5000 comrades gathered from nook and corner of the country
to participate in the "March to Sanchar
Bhawan". The March to Sanchar Bhawan was flagged off from the Eastern Court
Building, Janpath to Sanchar Bhawan. Before
commencement of the march all India leaders of different trade unions
of CITU, INTUC, AITUC etc i.e. Comrade Shri Tapan Sen, Hon'ble
Member of Parliament and Secretary General CITU, Shri Vidhya
Sagar Giri, Secrteray, AITUC, Shri Jile Singh, INTUC leaders
addressed the gathering and extended their full support to
the struggle of BSNL employees.
The March was
forcefully ended by Delhi Police at Sansad
Marg Police Station near Sanchar Bhawan. On the assurance of
police to arrange a meeting Seretary Telecom March culinated
in a big meeting which was adddressed by all the General Secretaries
of participating Unions and Associations including Comrade Prahlad Rai, General Secretary,
AIBSNLEA.
A huge gathering
of more than 5000 emoloyees gave patient hearing to all the
speakers encouraging through slogans. More than 400
Comrades from AIBSNLEA BSNL Corporate Office Circle, Delhi
Circle, Haryana Circle, Punjab Circle, Rajasthan Circle,
Tamil Nadu Circle and UP (West) Circle participated in the
March.
After adjournment of the
meeting all the General Secretaries of the Unions and
Associations of BSNBL were escorted by Police to Sanchar
Bhawan to arrange a meeting with Secretary (Telecom).
Initially Secretary Telecom directed Police to take all the
leaders to meet Special secretary (T), DoT but all the
leaders categorically told that we will meet only and only
with Secretary (Telecom) otherwise all the employees will be
called in DoT to demonstrate immediately. After some time
Secretary (Telecom) agreed to meet the leaders in committee
room.
Secretary (T) along with SS
(T), JS (A) and Director (PSU) attended the meeting in the
presence of Police and started discussions. All the leaders
expressed their serious anguish against the negligent
attitude of DoT administration towards the issues of BSNL
employees even the Secretary (Telecom) is not granting
meetings. They apprise in detail the justification of the
demands i.e. implementation of 3rd PRC with 15%
fitment benefits, settlement of let out issues related to 2nd
PRC, pension revision of BSNL pensioners, Rollback of Tower
Subsidiary, No reduction in retirement age from 60 to 58
years and no VRS etc. Secretary (Telecom) mentioned that she
have been meeting with BSNL leaders on different occasions
and she is not denying meetings. However, she explained that
the issues are already in her knowledge but she is not the
final authority to decide. Matter is being discussed
tomorrow with Hon'ble MOSC (I/C), head of the organization
for consideration. Regarding 3rd PRC Secretary
(T) mentioned that matter has already been referred to DPE
for comments. She further mentioned that she is supporting
BSNL being a state owned company.
After the meeting with
Secretary (Telecom) all the General Secretaries met CMD BSNL
and Director (HR) BSNL Board and apprised about the
discussions took place with Secretary (Telecom). CMD
informed that in tomorrow's meeting he will also remain
present along Secretary (Telecom) in the meeting with MOSC
(I/C)
All the General Secretaries
of all Unions and Associations will meet tomorrow morning at
1100 hrs to discuss the strategies for the meeting with
Hon'ble MOSC (I/C) and thereafter will meet with MOSC (I/C)
at 12.30 hrs.
The future course of actions
will be decided all the outcome of the meeting with MOSC
(I/C) and request the BSNL employees to implement ongoing
agitation program of Work According to Rules successfully.

with GM (Estt.):-
GS, President and CS Tamil Nadu Circle met GM (Estt.) BSNLCO
and discussed regarding the pay fixation under FR22 (I)(a)(i)-
case of officiating JTOs. We requested for implementation of
Hon'ble High Court Kerala Judgement. GM (Estt.) mentioned
that Estt. Cell was of the opinion for its implementation
but legal cell of BSNL CO has suggested to file SLP in the
Hon'ble Supreme Court according action is being taken.
However, any review may be considered by the competent
authority only i.e. Dir (HR) / CMD BSNL. He advised to take up
the matter with Dir (HR).
21.02.2018:
Meeting with GM (FP):
GS, President, FS and CS Tamil Nadu Circle met GM (FP) and
discussed regarding consideration of some request / tenure
transfer cases of AOs / CAOs / DGM (F). GM(FP) mentioned that
all the representation in this regard are being examined
shortly decision will be taken.
21.02.2018:
Meeting with Jt. GM (Pers.):-
GS, President and CS Tamil Nadu Circle met JT. GM (Pers.)
BSNLCO and discussed regarding,
a) CPC from JTO to SDE, SDE to DE, DE to DGM, JAO to AO, AO
to CAO, JTO(C/E/TF) to SDE(C/E/TF), SDE(C/E) to EE(C/E):
We requested to initiate CPCs to fill up all above vacant
Group-B and Group-A equivalent posts subject to outcome of
the Court Cases. Jt. GM (Pers.) mentioned that as demanded by
our association the draft proposal to initiate CPCs to fill
up the vacant Group-A and Group-B posts subject to outcome
of Court Cases is being prepared and shortly it will be
presented to CMD BSNL and Dir (HR) for consideration.
DE to DGM left out promotions: Jt.GM (Pers) mentioned that MA
has been filed in Hon'ble High court Chandigarh. Shortly the
direction will be received thereafter only further necessary
action will be taken.
b) Consideration of request / tenure transfer cases of some
SDE, DE and DGMs:
Jt. GM(Pers.) mentioned that the in the first week of April
2018 all pending cases will be considered.

21.02.2018: DoT vide letter
number 24-1/2018/SR communicated CMD, BSNL with respect to
the agitation notice by All Unions and Associations of BSNL
- Massive March to Sanchar Bhawan on 23.02.2018. Through
this letter DoT has apprised the status of demands wherein
all the demands have been denied which is the most
frustrating situation. DoT instead of settling the issues in
the interest of BSNL's viability and its employees denying
the settlement of the legitimate demands.

March to Sanchar Bhawan on
23.02.2018:
The meeting of All Unions and
Associations of BSNL held today to discuss the strategies
for successful implementation of the "March to Sanchar
Bhawan" on 23.02.2018 at 11.30 Hrs. It is decided that the
March to Sanchar Bhawan will start from Bharat Sanchar
Bhawan / Eastern Court, Janpath New Delhi to the Sanchar
Bhawan sharp at 11.30 Hrs. The eminent trade union leaders
will address before start of the rally at Eastern Court. All
the participating Circles are requested to bring their
Circle Banners, Demand Play Cards etc in the rally and reach
in time.

We requested for initiating the CPCs

GM (Pers.) mentioned that shortly he is going to give a
presentation to CMD, BSNL/Director (HR), BSNL Board on the
status of pending court cases & further action to initiate
the CPCs. He assured an early action in this regard.
(b) Implementation of Hon'ble SC
judgments on TES Group-'B' seniority:
We requested for the Implementation of Hon'ble SC judgments
related to TES Group-'B' seniority. He informed that Hon'ble
Apex Court judgment of 147 SDEs of LDCE quota has been send
to legal cell of BSNL Corporate Office, New Delhi for legal
opinion, which is expected shortly. Rule-206 of TES
Group-'B' officers seniority judgment of Hon'ble SC is being
examining for its implementation.
20.02.2018:
Meeting with GM (Admin), BSNL
Corporate Office, New Delhi:
GS, President met GM (Admin)
BSNL C.O. and requested for extending medical reimbursement
without vouchers for BSNL pensioners & allow same facility
to the BSNL serving employees. GM (Admin) mentioned that
extension of medical reimbursement without vouchers is under
consideration for BSNL pensioners and it is pending in
Budget Cell of BSNL C.O. for comments thereafter only the
decision will be taken.
20.02.2018:
Meeting with DDG (Estt), DoT:
GS along with GS / BSNLEU and
GS / SNEA met DDG (Estt), DoT regarding pension revision of
BSNL pensioners. We requested him that DoT should not
link pension revision with the pay revision of BSNL
serving employees which is not justified since the BSNL
pensioners are not related with the affordability of BSNL.
During their service their pension contribution has already
been paid to DoT. We requested him to de-link the pension
revision of BSNL pensioners from the case of pay revision of
BSNL serving employees. DDG (Estt) assured to look into.
20.02.2018:
Meeting with Secretary
(Telecom), DoT:
GS along with GS / BSNLEU and
GS / SNEA met Secretary (Telecom), DoT and requested for
considering the BSNL's proposal for implementation of 3rd
PRC recommendation with 15% fitment benefits in BSNL. We
expressed our concern that the BSNL Board recommendations in
this regard are pending in DoT for the last three months but
no steps have been taken so far for its implementation. We
further requested that DoT should relax the "Affordability
Clause" of 3rd PRC or should take relaxation from
Union Cabinet in the interest of BSNL and its employees. We
pleaded that BSNL employees are working with their full
commitment for the growth of BSNL and also timely completing
the various Govt. projects like BHARAT NET, NFS & LWE etc.
Pay revision in BSNL is must
to keep motivated the BSNL employees and in the interest of
the viability of BSNL. Delay in consideration of pay
revision has caused serious frustrations, resentment and
demotivation amongst the BSNL employees. We explained that
most of the BSNL employees were DoT employees only before
their absorption in BSNL and as per Govt. of India Policy,
after formation of the BSNL they exercised their option for
taking absorption in BSNL under the assurances of better
pay, promotion and pension but now the same is being
deprived off on one pretext or another.
Regarding pension revision of
BSNL pensioners, we apprised her that DoT Pension Cell is
linking the pension revision with the pay revision of BSNL
serving employees which is not justified since the BSNL
pensioners are not related with the affordability of BSNL.
During their service, their pension contribution has already
been paid to DoT. The DDG (Estt) every time is explaining
that in case the pension revision is done for BSNL
pensioners without the pay revision of BSNL serving
employees there will be anomalies in the pension. He is
explaining that in case the pension is revised without
considering the pay revision of BSNL serving employees, in
that case BSNL pensioners retired prior to 01.01.2017 will
draw more pension than the BSNL pensioners who retired or
retiring after 01.01.2017. In this regard, we requested
Secretary (Telecom) for her kind intervention for resolving
the issue.
We also apprised
Secretary (Telecom) regarding no initiation on wage revision
negotiation of non-executives with non-executives Unions on
the pretext of pending revision of pay scales of executives.
Secretary (Telecom), after
giving patient hearing assured an early action in this
regard and mentioned that Hon'ble MOSC (I/C) is also telling
in all the meetings that we will consider the case. We
extended thanks for granting the meeting.

President and FS met CMD BSNL and discussed regarding
a) Implementation of 3rd PRC in BSNL:We
requested CMD to use his good office in DoT for the approval
of BSNL Board decision on 3rd PRC implementation and we also
requested CMD BSNL to arrange a meeting with Hon'ble MOSC
(I/C) and Secretary, DOT with all Unions and Associations of
BSNL to discuss their demands. CMD BSNL assured to arrange a
meeting within a couple of days.
b) Filling up of the vacant of Group-A & Group-B posts:We
requested to hold CPCs to fill-up the vacant Group-A and
Group-B posts on Adhoc basis subject to outcome of the
pending Court Cases. CMD mentioned that after our earlier
meeting on this issue he has issued necessary instructions
to GM (Pers) and advised us to discuss the matter with GM (Pers)
for an early action.
c) Implementation of CPSU cadre Hierarchy:CMD
mentioned that the matter was discussed in the last BSNL
Board meeting held on 08.02.2018 wherein Govt. nominee
Director has asked to reply some of his queries. Thus after
the approval from BSNL Board the matter will be sent to DOT
for clearance. We further requested that the CPCs should be
conducted simultaneously till the time CPSU Cadre Hierarchy
is implemented.

Hon'ble PB CAT New Delhi issues orders in OA
No. 2649 quashing DOT Order dated 5/7/2017:
Congratulations! AIBSNLEA's consistent efforts yielded
results in getting delivered a favourable judgment by the
Hon'ble PBCAT New Delhi for quashing the DoT letter dated
05.07.2017 which rescinded grant of an extra increment on
post based promotion under EPP.
Hon'ble
PB CAT New Delhi has issued orders in OA No. 2649 quashing
DOT Order dated 5/7/2017. While writing the judgment Hon'ble
PBCAT has mentioned that
"The
applicants have basically prayed for retention of para I.II
(v) of the EPP (Annexure A-2, which has been duly approved
by the Government according to its policy. There has been no
policy change as such in the Government in regard to the
service conditions of the BSNL employees. The controversy
has arisen only on account of P&T audit unnecessarily trying
to compare financial upgradation under the EPP with that
under the MACP, not realizing that these two schemes are
applicable to two separate set of employees.
11. In the conspectus of the
discussions in the foregoing paras as well as considering
the background of introduction of EPP, I am of the view that
the impugned Annexure A-1 order dated 05.07.2017 is not at
all legally as well as ethically justifiable. Its retention
would create trust deficit between the BSNL employees and
the Central Government, which is also unwarranted. Hence, I
quash and set aside the impugned Annexure A-1 order dated
05.07.2017. Accordingly, the OA stands allowed.
This judgment
is a glaring example about the of working of AIBSNLEA which
fights sincerely and legally for the interests of all
employees without any discrimination.

GM (Pers) informed that shortly he will go and discuss the
matter with Joint Secretary (Admn), DoT and the Govt.
nominee in the BSNL Board of Directors to know about his
queries. The queries will be replied by the Management to
the DoT and after its acceptance further course of action
will be taken.

with OSD to Hon'ble MOSC(I/C):
GS, President , AGS (HQ) met Shri Anand Kumar OSD to Hon'ble
MOSC(I/C) and requested him for arranging a meeting of BSNL
Unions and Associations with Hon'ble MOSC(I/C) regarding
implementation of 3rd PRC in BSNL and creation of
BSNLs Tower Subsidiary etc. We apprised him in brief about
these demands. OSD appreciated our concern and assured to
discuss the matter with Hon'ble MOSC (I/C) for granting us a
meeting at the earliest.
12.02.2018: Meeting
with Dir (HR) BSNL Board: GS,
President met Dir(HR) BSNL Board and discussed regarding
a) Implementation
of 3rd PRC in BSNL:-
We requested Dir (HR) to use her good office in DoT for the
approval of BSNL Board decision on 3rd PRC
implementation. Dir (HR) mentioned that she has already
discussed the matter with PS to Hon'ble MOSC(I/C) and Member
(Finance) and will further discuss the matter. She also
confirmed that CMD BSNL is also trying to arrange a meeting
with Hon'ble MOSC (I/C) with all Unions and Associations of
BSNL to discuss their demands.
b) Implementation
of CPSU cadre Hierarchy:
Director (HR) mentioned the matter was discussed in the last
BSNL Board meeting held on08.02.2018 wherein Govt. nominee
Director has mentioned that they will like to study the
draft proposal and have some queries to reply by BSNL. Thus
after the clearance from DoT BSNL Board will take a decision
for its implementation.
c) Filling up of
the vacant of Group-A & Group-B posts:
We requested to hold CPCs to fill-up the vacant Group-A and

12.02.2018: Meeting
with Jt. GM(Pers):GS, President
met Jt. GM(Pers) and discussed regarding.
a) CPC from DE to
DGM left out cases: We
requested to expedite CPC from DE to DGM of left out cases.
Jt. GM(Pers) informed that CPC was held up due to stay order
on promotion granted by Hon'ble High Court Chandigrah
direction to consider catchup rule on promotions. Jt.
GM(Pers) informed that MA has been filed in the Hon'ble High
Court Chandigarh for an early hearing in the case.
b) Implementation
of CPSU cadre Hierarchy: Jt.
GM(Pers) informed that Govt. nominee Director has mentioned
that they will like to study the draft proposal and have
some queries to reply by BSNL. Thus on receipt of the
queries from the Dot the reply will be sent. However, he
mentioned that some suggestions and views given by AIBSNLEA
have been incorporated in the revise proposal for example
considering Jt. DGM Designation in E-5 Grade, Grading marks
of APAR etc. regarding other issues service weightage cutoff
date of implementation SC/ST roster implementation etc. may
be discussed and further clarified. We retreated our stand
and requested to consider our views before its approval to
avoid further litigations.
c) Modifications
of SDE(RR): Jt. GM(Pers)
informed that pers. Cell moved a proposal to BSNL Board for
withdrawing the agenda of modification of SDE(RR) from BSNL
Board but the competent authority i.e. Secretary Telecom.
Has not allowed to withdraw the item from BSNL Board Agenda.
Thus the items has to be discussed in the BSNL Board meeting
for modification if considered.

Rakesh Shrivastava, President,
All India Retired BSNL Executives Welfare Association (AIRBSNLEWA)
and our veteran leader took his last breath on 08.02.2018 at
12.30 Hrs on the way to hospital after becoming sick at
Faridabad at his residence. We convey our heart fealt
condolances to the grieved family and pray the almighty God
to rest soul in peace.

Pension revision of BSNL pensioners:
It is learnt that Hon'ble MoS (I/C) for Communications in a
VIP reference has clarified that the employees who were
permanently absorbed in BSNL from DoT are getting pension on
the basis of combined service in DoT and BSNL on IDA pattern
in terms of Sub-Rule (10) of Rules 37-A of CCS (Pension)
Rules, 1972. It is stated that pension revision follows pay
revision. Earlier also, pension of permanent absorbees in
BSNL drawing pension in IDA pattern has been revised on
implementation of 2nd PRC in 2007. Accordingly, case of
pension revision of the employees permanently absorbed in
BSNL will be taken-up as and when 3rd PRC is implemented in
BSNL.
09.02.2018:

GS, AGS (HQ) met GM (Pers) and discussed regarding out come
of discussion of BSNL Board meeting on agenda items
pertaining to HR vertical. GM (Pers) informed that there was
some discussion on CPSU Cadre Hierarchy proposal in BSNL.
But, Govt. nominee Directors has mentioned that they have
some queries to make. Thus the discussions remained
inconclusive. Now, Govt. nominee Directors will send their
queries which will be replied and thereafter matter may be
discussed further in Board meeting.

discuss our demands to provide justice to BSNL employees and
in the interest of BSNL's viability. Shri Rai assured an

09.02.2018:
Meeting with
Shri P. K. Sinha, Advisor (Finance), DoT:
GS, FS met Shri P.
K. Sinha, Advisor (Finance), DoT and discussed regarding
settlement of the Pension cases of BSNL Pensioners on
account of DoT letter dated 05.07.2017 and prior to 2004 on
the issue of allowing increment in the same pay scale on
promotion. Advisor (F) mentioned that already respective
CCAs have started settling the cases and about 123 Pension
cases pending in Kerala Circle are also being settled
shortly. Instructions from DoT have been issued.
Implementation of 3rd PRC in BSNL:
We requested for implementation of 3rd PRC in
BSNL. Advisor (F) mentioned that mater has to be taken up at
top level for settlement. However, regarding revision of
pension to the BSNL pensioners he assured to discuss the
matter with Member (F) and the other concerned officers in
DoT
08.02.2018:
COURT CASE FOR DENIED PENSION and PENSIONARY
BENEFIT ARREARS:
AIRBSNLEWA has
filed an OA at Principal Bench CAT ND for pension
and pensionary benefits arrears denied to them from 1-1-2007
to 9-6-2013 with 1199 applicants. The case is well
progressing and next Hearing is on 13-2-2018.
Now they have decided to file another OA for the left-out
willing Pensioners which will be joined with the present OA
subsequently. The amount of denied arrears will be 80
thousand to 2.2 lakhs. Interested Pensioners retired from

08.02.2018:
Meeting with GM (Pers.), BSNL
Corporate Office:
GS, FS and AGS (DR) met GM (Pers.) and discussed about the
draft CPSU cadre hierarchy proposal to be submitted in
tomorrows BSNL Board meeting. We requested GM (Pers.) that
the suggestions made by AIBSNLEA must be addressed in
proposal before being it tabled to BSNL Board. GM (Pers)
intimated that he has already conveyed Director (HR) about
the concerns raised by AIBSNLA. He sought brief of major
points.
1. Ignorance of length of service and
seniority: in proposed draft
the length of service and the seniority is categorically
ignored as it equalise the services of 25 years with 5
years. Therefore we suggested that instead of implementation
from 01.01.2017 it should be from the date of last CPC held
in that cadre and the year of recruitment otherwise it will not be beneficial to
the executives in the Cadre(s) having more than 5 years'
service. GM (Pers) told that it will result in two notional
promotions, we told that BSNL is paying the 2 or 3 upgraded
scales, so clubbing of services in next upgraded post can be
a option.
2. Increase of residency period for
AGM grade from 7 years to 12 years:
Residency period from SDE/Sr SDE to AGM and equivalent cadre
should be maximum 7 years only.
3. MT Recruitment:
We opposed the MT recruitment provision at STS level in the
CPSU cadre hierarchy and mention of Adhoc promotions on STS posts. We told
that as per the direction given by CMD, there should be non-post
based functional promotion upto AGM level then why the
question of Adhoc promotions on AGM posts arises. The Adhoc
promotion takes place against the vacancies and post based
promotions.
4. Conduction of CPCs before switching
to CPSU CH: We reiterated
our stand that all pending CPCs should be completed and
promotion orders should be issued immediately subject to
outcome of court cases as there is no stay on issuing
Promotions orders. About 10,000 SDE (T), 3,500 AGM,
500 DGM, 1,000 AO, 1,000 CAO, 100 SDE (Civil), 200 EE
(Civil), 150 SDE (Electrical) and some Telecom Factory Posts are lying vacant
which are to be immediately filled-up.
We also requested to early
implementation of Hon'ble Apex court order in Rule 206 and
147 cases. GM (Pers.) assured to work out some way to
complete the CPCs and issue promotion orders and to intimate
our views regarding the CPSU Hierarchy to the Management.
08.02.2018:

and discussed regarding:
A. CPSU Cadre Hierarchy
Proposal in BSNL: We
requested CMD BSNL to consider our apprehensions and
suggestions on the proposed CPSU Cadre Hierarchy Proposal in
BSNL before being it tabled in the BSNL Board meeting being
held on 09.02.2018. CMD BSNL assured to look into.
B. Filling-up of the vacant
Gr. "B" and Gr. "A" Posts by conducting the CPCs:
We requested CMD BSNL for filling-up of the vacant Gr. "B"
and Gr. "A" Posts on adhoc basis subject to out
come of the court case. CMD assured to look into the matter.

Pensioners: We
requested to consider immediate revision of pension of BSNL
Pensioners. Director (Estt.) mentioned that as per ruling
position there is provision for revision of pension in
isolation till the time pay revision of serving employees in
BSNL takes place. We pleaded that BSNL pensioners are not
playing any role in the profit or loses of BSNL and during
their service period pension contribution to DOT was paid.
Thus their pension revision should be dealt separately.
Director (Estt) further mentioned that Hon'ble MOSC (IC) has
replied to VIP references that there is no rule exists
through which revision of pension of BSNL pensioners is
ascertained. The revision of pension can be considered by
DOT, only with the consent of Nodal ministries and Cabinet
approval after revision of pay scale of serving employees of
BSNL.
B. Withdrawal of additional
increment on the post based promotion in the same scale
under EPP: Director (Estt)
mentioned that DOT letter dated 05.07.2017 is still in
existence and accordingly action needs to be taken by BSNL.
Further any review may be consider only after the receipt of
the judgement from Hon'ble PB CAT New Delhi in the case
filed by AIBSNLEA. The judgment copy is yet to be released
by Hon'ble PB CAT, ND.
08.02.2018:
Meeting with Special Secretary
(Telecom), DoT
GS and AGS (HQ) met Shri N.
Sivasailam, Special Secretary (Telecom), DoT and discussed
regarding:
A. Implementation of 3rd
PRC Recommendations in BSNL:
We requested to approve the BSNL's proposal on
Implementation of 3rd PRC Recommendations in
BSNL. SST mentioned that in view of affordability clause of
the 3rd PRC recommendations the case of BSNL is
not covered, thus DoT has not taken any action and no case
is now pending in DoT. We pleaded that pay revision in BSNL
is must to keep motivated the employees and in the interest
of viability of BSNL. SST mentioned that this point he has
already pleaded before Cabinet Secretary in the meeting of
secretaries that BSNL is the biggest PSU and having maximum
man-power after railways hence affordability clause needs
relaxation but the Cabinet Secretary did not consider any
relaxation. He further mentioned that now this matter can be
reviewed through Political decision, DPE or Cabinet
Secretariat only. He advised that you achieve Rs. 32,000/-
Crore revenue then only DoT may reconsider the case.
B. Pension revision of BSNL
pensioners: We
requested to consider immediately revision of pension of
BSNL pensioners. SST mentioned that he is in favor of
revision of pension of BSNL pensioners separately since
it has no relevance with the affordability of BSNL since the
BSNL will not bear the expenses of pension revision. He
advised to discuss the matter with Member (S) and Member (F)
for the settlement of the issue. He also assured to discuss
the matter with Member (S) and Member (F)
C. Payment of pension
contribution on actual basic pay of BSNL employees:
We requested to consider the Payment of pension contribution
on actual basic pay of BSNL employees. SST mentioned that He
is not convinced in this regard and cannot recommend the
case to the DOE. He gave justification that when one
employee enters in lower scale and retires in higher scale,
his pension contribution is varying but the payment of
pension is being paid on the last pay drawn which is high.
We pleaded that same thing is happening in Govt also but
pension contribution is being taken on actual basic pay of
the employee. But he was not ready for the argument.
D. Reduction of retirement
age from 60 years to 58 Years in BSNL:
We enquired about the move of DOT on Reduction of retirement
age from 60 years to 58 Years in BSNL. SST mentioned that
the issue pertains to revival plan of BSNL and it has no
relevance with the implementation of 3rd PRC
report in BSNL and in DOT nobody has power to negotiate on
this line on pay revision.
E. MTNL merger with BSNL:
SST mentioned that
yesterday Hon'ble MOSC (IC) has replied in the parliament
that there is no such proposal is under consideration in DOT
presently in view of the Financial position of BSNL.
F. Allocation of 4 G spectrum
to BSNL: We requested
for allocation for 4G spectrum to BSNL for a fair
competition in the market. SST mentioned that matter is
under active consideration and shortly final decision will
be taken.
G. Filling-up of the vacant
Gr. B and Gr. Posts in BSNL:
We requested SST to use his
good office for filling-up of the vacant Gr. B and Gr. A
Posts in BSNL for which all the CPCs have been stalled in
the name of pending court cases. SST assured to look into
and categorically mentioned that the CPCs can be conducted
and the vacant posts can be filled-up on adhoc basis subject
to out come of the court case.
08.02.2018:
Meeting of
steering Committee of All Unions and Associations of BSNL:
Steering
committee of All Unions and Associations meet on 07.02.2018
and unanimously decided:
1. Non-cooperation to NOFN and other government projects.
As per the call of the All Unions and Associations of BSNL,
the employees of BSNL are observing 'Work According to Rule'
from 30.01.2018. This struggle was reviewed in the meeting
of All Unions and Associations of BSNL, held yesterday the
06.02.2018, as well as in the Steering Committee meeting
held today. After detailed discussion, it has been decided
to observe Non-cooperation to NOFN and other government
projects. This decision is taken in view of the fact that
the DoT and the government have denied justice to BSNL
employees in the matter of 3rd Pay Revision,
pension revision to BSNL retirees, forming the Subsidiary
Tower Company, etc. Entire Non-Executives and Executives are
requested to strictly observe this Non-cooperation, in
addition to implementing the 'Work According to Rule' call.
The All Unions and Associations of BSNL is writing to the
Secretary, DoT and to the CMD BSNL, about the struggle of
Non-cooperation to NOFN and other government projects.
2. Employees, other than those who are posted in marketing
section, are requested not to participate in mela,
road-show, or in any other marketing activity.
As a part of the ongoing 'Work According to Rule' programme,
Non-Executives and Executives are requested to perform their
duties strictly according to rules. Non-Executives and
Executives are directed not to participate in any marketing
activity like, mela or road-show, other than those employees
who are posted in the marketing sectio
3. Protest
demonstrations to be conducted on every Wednesday.
As a part of
intensifying
the 'Work According to Rule' programme, it has been decided
to conduct protest demonstrations on every Wednesday. Circle
and district secretaries are requested to effectively
conduct these demonstrations, by coordinating with other
constituents of the All Unions and Associations of BSNL.
Efforts should be taken to mobilise maximum number of
employees in these demonstrations.
All the Circle / District Secretaries are requested to
ensure strict compliance of the above decisions.
07.02.2018:
Meeting
with Director (HR) BSNL Board:
GS & CS Kerala Circle met Director
(HR), BSNL Board and discussed regarding.
a) Pay protection case of officiating
JTOs under rule FR22(I)(a)(i).
We requested Director (HR) for the implementation of Hon'ble
High Court Kerala Judgement for protection of pay of
officiating JTOs under rule FR22(I)(a)(i). Director (HR)
advised us to discuss the matter with CGM (Legal) BSNL, CO
and GM (Estt.) BSNL CO and assured to look into the matter
after their advice.
b) Implementation of CPSU cadre
hierarchy: We requested for
implementation of CPSU cadre hierarchy by considering the
views / suggestion given by our Association. Director (HR)
informed that CPSU cadre hierarchy proposal approved by BSNL
Management Committee will be discussed in the BSNL Board
Meeting which is scheduled to be held on 09.02.2018 and
assured to apprise our concern to the BSNL Board before its
approval.
c) Implementation of 3rd
PRC: We requested Director (HR)
to use her good office in getting approved the BSNL's
proposal on 3rd PRC implementation. Director (HR)
mentioned that matter will be resolved with the kind
intervention of Hon'ble MOSC (I/C) only and we people have
to take up the matter with Hon'ble MOSC (I/C) for its
resolution. We apprised her about our efforts being made to
convince the DoT officers and the officers in Hon'ble MOSC
(I/C) office.
d) Reduction of retirement age from 60
years to 58 years: We opposed
the move of DoT for reduction of retirement age from 60
years to 58 years. Director (HR) mentioned that BSNL
Management is also of the opinion that reduction of
retirement age from 6o years to 58 years will not help the
BSNL in view of ongoing huge retirements rather it will
adversely affect its functioning and viability.
e) Revision of pension of BSNL
pensioners: Director (HR)
mentioned that DoT should de-link revision of pension of
BSNL pensioners from the revision of pay scales of the BSNL
serving employees.
07.02.2018:
Meeting with
CGM (Legal) and the GM (Estt.), BSNL Corporate Office:
GS, CS Kerala
Circle met CGM (Legal) BSNLCO and GM (Estt.) BSNLCO and
requested regarding implementation of Hon'ble High Court
Kerala Judgement for the pay fixation of officiation JTOs
under rule FR22 (I)(a)(i). After detailed discussions they
assured to look into the matter.

Hon'ble Prime Minister, Govt. of India regarding the
proposed merger of BSNL and MTNL

Meeting of All Unions and Associations
of BSNL:
All the representatives of All Unions and Associations of
BSNL meeting held yesterday and discussed regarding
implementation of Five Days Satyagrah program and Work
According to Rule. The Satyagrah program was successfully
organized and implemented through out the country and now we
all have to concentrate on implementation of Work
According to Rule program. Also decided the strategies to
organize "March to Sanchar Bhawan" on 23rth February 2018
wherein more than 3000 BSNL employees are to participate
from all over the country with their Unions/Associations
banners/play cards etc. The "March to Sanchar Bhawan" on 23rd
February 2018 will start at 1130 AM from BSNL Corporate
Office, Janpath New Delhi. Regarding successful
implementation of Work According to Rules program will be
discussed and decided by steering Committee which will meet
on 07.02.2018 at 1500 Hrs.
All the Circle / District Secretaries are requested to
ensure their maximum participation in the March to Sanchar
Bhawan on 23rdFebruary 2018 by reaching in time
at New Delhi. Also ensure effective implementation of
ongoing "Work According to Rules" program.
07.02.2018:
Meeting with Hon'ble Minister of State for Communications:
The Meeting with Hon'ble Minister of State for
Communications (I/C) could not be held yesterday due to his
busy schedule due to the ongoing Parliament session. The
meeting was arranged through Hon'ble Minister of Tribal
Affairs Shri Jual Oram. However, all the representatives of
All Unions and Associations of BSNL met Hon'ble Minister of
Tribal Affairs Shri Jual Oram and handed over a brief note
on the demands and requested him to arrange a meeting with
Hon'ble MOSC (I/C) Shri Manoj Sinha Ji at the earliest to
appraise him about our demands. Hon'ble Minister of Tribal
Affairs Shri Jual Oram assured to discuss the matter with
Hon'ble MOSC (I/C) for granting an early meeting.
The "All Unions and Associations of BSNL" are meeting Shri
Manoj Sinha, Hon'ble Minister of State for Communications at
5:00 PM tomorrow (06.02.2018) on the issues of Wage
revision, Subsidiary Tower Company, rolling back of the
retirement age from 60 to 58 and revision of pension issues
etc.

attended and addressed Satyagraha Programme Call at PGMTD
Jaipur Campus on today :
Com. R.G. Dixit, CS NFTE, Raj. Circle in his inaugural
speech elaborate about Satyagraha Programme call given
by All Unions and Associations of BSNL and welcomed GS
AIBSNLEA.
Com. Prahlad Rai, GS AIBSNLEA attended and addressed the
gathering of non-executives/executives
of all associations/unions in PGMTD Campus, Jaipur in launch
hour during Satyagraha Programme call given by All Unions
and Associations of BSNL and extended thanks for assembling
in large number on a short notice and making the meeting
great success.
GS in his address explained the reasons that why this
agitation programmes is launched and elaborated the
indifferent attitude of Govt. towards BSNL since its
formation. He mentioned that Govt. is not only created but
responsible for BSNL's present situation. GS mentioned that
due to un-helping and over-jealous attitude of some officers
in the Govt. i.e. non-payment USOF Charges i.e. 2000 Crores/Annum
from July 2011, withdrawal of ADC from July 2008, Exhausting
36000 Crores BSNL reserve, non-refund of spectrum charges
(3G & BWA) of Rs. 18,500 Crores, non-reimbursement of
licenses fee, payment of interest on notional loan Rs. 7500
Crores to DoT has adversely affected the viability of BSNL.
In addition of this Spectrum Allocation and bidding process
on highest bidding rates are the example of step behavior
of Government towards BSNL, which is a Government owned
company.
He mentioned that five days Satyagraha Programme is ending
today wherein we have tried on PAN India level to explain
DoT/BSNL Management that 3rd PRC is our right & we will not
compromise below 15% fitment in 3rd PRC and also requested
to withdrawal of Tower subsidiary & dropping reduction in
retirement age from 60 to 58 year immediately. GS opposed
the move of the Government for the creation of Tower Company
and expressed its negative impact on BSNL. He also explained
how 'Work According To Rules' is to be implemented in the
days to come in order to achieve our goal. He also mentioned
that its a 'Do & Die' call for employees as well as BSNL and
implementation of 3rd PRC with 15% fitment will definitely
saves both and keep BSNL survived.

Director
(HR) called all Unions and Associations for the discussions
on 02.02.2018 regarding the ongoing agitations. President,
AIBSNLEA CHQ attended the meeting. GM (SR) was also present
in the meeting.
We expressed our serious concern that the Govt is not taking
any steps to resolve the issues of lakhs of employees. The
Unions and Assns will intensify the agitations in the coming
days. On 23rd Feb, huge Sanchar Bhavan (DoT) March is
planned in which thousands of comrades from all over India
will be participating. The formation of Tower Subsidiary has
to be rolled back, 3rd PRC to be implemented with
15% fitment, Pension revision and outstanding issues of 2nd PRC
are to be settled etc are the major demands
Director (HR) informed that due to the
competition and market condition, revenue is coming down and
the financial condition of the company is not good. Any
impact on the services will further affect the revenue which
in turn will affect all
Union / Association leaders explained
that on earlier occasions, management arranged the meetings
with the Secretary/DoT or the Hon Minister as the case may
be and through discussions, issues are settled. However,
such initiatives are not found nowadays, during agitations.
Director (HR) assured to make possible
efforts for meeting at DoT once CMD returns on Monday. All
Unions and Associations will be meeting on 06.02.2018.
01.02.2018:
GS writes to:
(1) The Director (HR) BSNL Board, requesting for issuance of
immediate regular promotions from SDE (Civil) to the EE
(Civil) on the basis of modified and final seniority list
dated 10/10/2017 pursuant to the Hon'ble CAT, PB, New Delhi
Judgment dated27l02l2017 in OA No. 3300/2010 with OA
1586/2011'
(2) Shri Manoj Sinha, Hon'ble MOS (C) (l/C), Govt of India
requesting policy support and suitable compensation to BSNL
in lieu of NOFN (BharatNet) and other Govt. project works
being executed by BSNL.
Leaders of All
Unions and Associations of BSNL met yesterday, the
31st January, 2018 at New Delhi and reviewed the Satyagraha,
as well as the "Indefinite Work According to Rule"
struggles. The meeting expressed it's satisfaction over the
determined manner in which the struggles are being organised
in various circles. The meeting decided that the struggles
should be conducted more effectively, in the days to come.
Hence, all circle and district secretaries are requested to
intensify the struggles, in close coordination with the
other constituents.
30.01.2018: Meeting with Dir (HR) BSNL Board:
GS, President AGS (HQ) and
AGS (Finance) met Dir(HR) BSNL Board and discussed regarding
a) Implementation of 3rd PRC
with 15% fitment benefit in BSNL:
We requested Dir (HR) to use her good office in getting
cleared BSNLs proposal for 3rd PRC implementation
from DOT. Dir (HR) mentioned that BSNL Board approval on 3rd
PRC implementation was sent to DOT one month before but till
date it is pending and no body from DOT is discussing the
matter with BSNL management. Thus the matter has to be
discussed with Secretary Telecom and Hon'ble MOSC (I/C) for
their kind intervention and its implementation. We expressed
our concern that BSNL only is executing the dream project of
Hon'ble Prime Minister regarding NOFN work (Bharat Net
Project), NFS Work and LWE project etc. and now Govt. is
neglecting BSNL workers for their wage revision by
implementing 3rd PRC is not justified.
b) Withdrawal of Tower Subsidiary:
Dir (HR) mentioned that the decision on creation of Tower
Subsidiary and appointment of CMD Tower Subsidiary has been
taken by Govt. and now any review may be done by Govt. only.
The matter has to be taken up with Hon'ble MOSC (I/C).
c) Implementation of CPSU cadre
hierarchy: We requested for
implementation of CPSU cadre hierarchy by including our
views / suggestion in the draft proposal of Pers. Cell BSNL
CO. Dir (HR) mentioned that some views/ suggestion given by
our Association are taken into consideration and the same
will be placed before next board Meeting scheduled to be
held on 8th Feb-2018. She assured that some more
modifications as suggested by our Association may be
considered after the approval of BSNL Board.
d) Holding of CPCs to fill up vacant
Group-B and Group-A equivalent posts:
We expressed our serious concern against non-filling up of
the vacant Group-B & Group-A equivalent posts of all the
disciplines on the pretext of pending Court Cases. We
pleaded that on the vacant Group-A & Group-B level
equivalent post can be filled-up on Adhoc basis subject to
outcome of the Court Cases. We further requested that CPCs
should continue to be held to fill up the vacant Group-B and
Group-A level post till the time CPSU cadre hierarchy
proposal is approved by BSNL Board and Dot. Dir (HR) assured
to discuss the matter with GM (Pers) for an early solution.
e) Reduction of retirement age from 60
years to 58 years in BSNL: On
our query regarding DOT revival plan to BSNL wherein it is
suggested to reduce retirement age from 60 years to 58
years. Dir (HR) mentioned that DOT has given the revival
plan wherein it is advised to explore the possibilities to
reduce retirement age from 60years to 58 years and VRS but
so far BSNL management has not taken any decision in this
regard.
30.01.2018: Meeting with GM(Pers):
GS, President AGS (HQ) and AGS
(Finance) met GM(Pers) BSNLCO and discussed regarding
implementation of CPSU cadre hierarchy, holding of CPCs to
fill up the vacant Group-B & Group-A posts, implementation
of Hon'ble Supreme Court Judgements on TES Group-B seniority
etc. GM(Pers) mentioned that CPSU cadre hierarchy proposal
is under discussion and efforts are being made to place
before the next BSNL Board meeting. He assured to consider
the views/ suggestion given by AIBSNLEA. Regarding CPCs
GM(Pers) assured to examine the status and to short out the
issue so that CPCs can be expedited.
30.01.2018: Meeting with GM(Estt.) BSNL CO:
GS, President AGS (HQ) and AGS (Finance) met GM(Estt.)
BSNLCO Shri Saurabh Tyagi and Congratulated him on assuming
the high office of GM(Estt.) we assured hi our fullest
cooperation.
30.01.2018:
Satyagraha Programme started in full swing throughout the
country.
Reports
are received throughout the country, regarding the
Satyagraha struggle that has started today. The BSNL
Executives and Non-Executives are expressing their deepest
anger and protest against non-implementation of 3rd PRC
report in BSNL and attempts of the government to fragment
BSNL.
30.01.2018:
All Unions and Associations of BSNL
Satyagraha Programme started with Sradhanjali at Gandhi
Samadhi, Rajghat, New Delhi.
Satyagraha Programme call given by All Unions and
Associations of BSNL, started at Corporate Office, New
Delhi, from 10 am today the 30th January 2018. The
Satyagraha started with paying Shrardhanjali to the Father
of Nation, Mahatma Gandhi at his Samadhi at Rajghat. CHQ
leaders from all unions and associations reached Gandhi
Samadhi and paid Shradhanjali. There after all leaders
seated in the front gate of Gandhi Samadhi with banner and
raised slogans on the demands. From AIBSNLEA Com. Prahlad
Rai GS, Com. S. Shiv Kumar President and Co. Rajpal AGS
(Finance) were present at Rajghat to pay homage to the
Father Of Nation, Mahatma Gandhi. There after the Satyagraha
Programme continued for whole day at BSNLCO. As per the
decision, Satyagraha will continue for five days.
30.01.2018: Meeting
at Bhopal:- Com. GS along with
Com. CS MP Circle and other Circle office bearers visited
the residence of Shri Anupam Shrivastava CMD, BSNL and
expressed deep condolence on the sad demise of his father
late Shri Narottam Prasad Shrivastava and pray almighty God
to rest departed soul in peace
Thereafter
Com. GS along with Com. CS MP Circle and other Circle office
bearers met on curtsy call to Shri G C Pandey CGMT MP Circle
at Bhopal in his Chamber and gave best wishes for his
retirement on superannuation on 31.01.2018.
A special
General body meeting of AIBSNLEA was organized in the Circle
Office Conference Hall of MP Circle at Bhopal at 17:30 Hrs.
Com. GS was honored/ felicitated by MP Circle on his visit
to Bhopal. Com. CS MP Circle Shri Pervez Khan in his welcome
address requested Com. GS to apprise the status of burning
issues i.e. implementation of 3rd PRC with 15%
fitment benefit, creation of Tower subsidiary, reduction of
retirement age from 60 to 58 years and imposition of VRS.
Also requested to apprise the status of HR issues for
example implementation of CPSU cadre hierarchy, holding of
CPCs to fill up the vacant Group-A & Group-B level posts and
other issues.
Com. GS in
his address extended thanks to all the members for
assembling in large number on a short notice and making the
meeting great success. He explained that MP Telecom. Circle
is a very important Circle of BSNL and MP Circle AIBSNLEA
Circle is equally important for our association. He
requested to the Circle /District office bearers to make
sincere efforts in organizing district branches in all the
SSAs and to enroll nonmembers in the fold of AIBSNLEA. He
advised that we should be responsive to the members for the
settlement of their problems. Member should feel that they
are protected under the safe umbrella of AIBSNLEA. He
explained that AIBSNLEA in true sense is representing all
the Executives of all discipline of BSNL and settling their
issues to their best satisfaction. During the last 12 Years
after formation of BSNL many important issues settled by
AIBSNLEA i.e. filling up of the STS level posts in the years
2006, grant of perks to the Executive from 01.01.2005,
implementation of Executive promotion policy on 18.01.2007,
transparent transfer policy in 2008, BSNL MSRR notification
in 2009, implementation of 2nd PRC with 30%
fitment benefit, regularization of Adhoc STS level
Executives, filling up the vacant DGM level posts of all
discipline in BSNL on Adhoc/ Regular basis and 78.2% fitment
benefit from 01.01.2007 etc. He apprised about the status of
CPSU cadre hierarchy mentioning that AIBSNLEA has given its
views/ suggestions for the rectification in the draft
proposal circulated by Pers. Cell and will ensure their
inclusion before its implementation, holding of CPCs to fill
up the vacant Group-A and Group-B level post immediately
subject to outcome of Court Cases, E-2 & E-3 pay scale and
subsequent upgradation of pay scales, 30% superannuation
benefit, removal of pay anomaly of post 2007 recruited
Executives by placing them in the scale of Rs.22820/-,
implementation of Hon'ble Supreme Court Judgements on TES
Group-B seniority cases etc.
He appealed
all the employees that the agitation call given by all the
BSNL Unions and Associations should be implemented with 100%
success to create impact on Govt. and to get implemented 3rd
PRC, withdrawal of Tower subsidiary, dropping reduction in
retirement age from 60 to 58 year and VRS in BSNL. He
explained that this agitation Programme includes Work
According To Rules w.e.f. 30th Jan2018 for
indefinite period till the time demands are settled. This
agitation Programme has to be successfully implemented to
safe guard the interest of BSNL and its workers. Com. H M
Bajpai Circle President extended vote of thanks and prior to
this Com. GS was felicitated by presenting with Shriphal
shawl, memento by Shri Amar Singh Circle treasurer, Circle
Secretary Shri Pervez Khan and Circle President Shri H M

/ District Secretaries are requested to implement
following agitational programme w.e.f. 30.01.2018 >>>>
(i) Indefinite
Work According to Rule from 30.01.2018 and
(ii) Full day Sathyagraha agitation for 5 days from
30.01.2018 at Corporate Office, Circle and District levels
and also ensure that all the employees have to participate

29.01.2018: Meeting with GM (Budget) BSNL CO:
- GS, President met GM (Budget) BSNLCO and discussed
regarding scarcity and delay release of funds to Circles. We
expressed our concern against delay and insufficient funds
release to Circles which is causing difficulty in day-to-day
maintenance and developmental activities in the Circles. GM
(Budget) mentioned that due to sharp dip in revenue
collection is causing problem and on the basis of
availability of funds it is being distributed to Circles.
DOT has restricted to take loan from Banks for OPEX. Thus
with the available funds only all the requirements are to be
meet out. He further mentioned that some curtailment on
expenditure and saving of Electricity Charges and some other
heads is a must. We suggested that the BSNL CO after taking
feedback from CGMs can issue necessary guidelines to the
Circles to save money without affecting the O&M activities.
GM (Budget) assured to look into the matter.

Report of Circle Conference of Punjab
Telecom Circle on 27.01.2018 at Ludhiana-
5th Circle Conference of AIBSNLEA Punjab Circle
was organized on 27.01.2018 at Ludhiana in a grand manner.
The Conference was attended by Com President Shri
S.Shivakumar, Com. GS Shri Prahlad Rai and Organizing
Secretary (North) Com. Devesh Sharma, from AIBSNLEA CHQ
side. The open session of the conference was attended by
Shri Rajdev Rao GMTD Ludhiana as Chief Guest. Shri Balbir
Singh AIP BSNLEU, Shri Jasbeer Singh Jt. Secy SNEA (I) CHQ ,
Shri Gurpreet Singh , CS SNEA (I) , Shri Jaspreet Singh DS
AIGETOA Ludhiana attended the Open Session as a special
guest. Many Sr. Officers and Office Bearers of Sister
Unions/Associations attended the Open Session.
Com. Mohd. Jameel, CS AIBSNLEA Punjab welcomed all the
guests in his welcome address. All the dignitaries were
welcomed by presenting the bouquets and Shawls. In his
Circle Secretary Report he thanked to AIBSNLEA CHQ for
extending every support to AIBSNLEA Punjab.

Devesh Sharma, Organizing Secretary (North) CHQ in his
address explained the Punjab Circle's importance for not
only AIBSNLEA but also for the entire BSNL as a whole. He
expressed his full belief that in the days to come, the
comrades of Punjab Circle will participate in the
Association's calls with full spirit, Strength and
enthusiasm. He mentioned the importance of the participation
of the members of Punjab Circle in Organisational calls and
its impact on the entire country for getting the benefits of
3rd PRC. At last he wished for the grand success of the
Circle Conference.
Shri
Jasbeer Singh Jt. Secy. SNEA (I) CHQ in his address appealed
all to work combined for the viability of BSNL and for
solving the issues.
Shri
Gurpreet Singh, CS SNEA (I) PB in his address expressed the
resentment against the tower company formation. He mentioned
the need of 4G spectrum for BSNL and term insurance for BSNL
Employees. Shri Balbir Singh AIP BSNLEU in his address told
that recent strike of all employees of BSNL on 12-13 Jan
2018 was the most successful and organized strike in the
history of BSNL. He expressed the resentment against the non
supporting attitude of DoT towards BSNL. He appealed all to
not lose hope and to successfully implement the
Organizational action call given by the Forum of All Unions
and Associations of BSNL w.e.f. 30.01.2018.

AIGETOA Ludhiana Shri Jaspreet Singh in his address appealed
the management to resolve all pending issues of BSNL
Executives to motivate them. He thanked AIBSNLEA Punjab for
inviting him in the Open Session.
All India President Com. S.Shivakumar in his address
conveyed his gratitude for the successful Open Session. He
mentioned in detail about the efforts made by the AIBSNLEA
for BSNL's viability i.e SWAS, Customer Delight Month/Year
etc. He expressed that in the leadership of present CMD Shri
Anupam Srivastava Ji, BSNL has regained its past glory and
has achieved the operational profit in the recent last
years.
Com. President mentioned that the good quality 4G spectrum
is the need of the hour for BSNL. This should be extended to
BSNL at free of cost due to social obligations involved with
BSNL. He apprised that the revenue flow will only increase
after 4G services starts in BSNL. He informed that DoT is
neglecting the BSNL and its growth. He informed that DoT is
looting BSNL's 22 Crores p.m as pension contribution on
highest of pay scale and it should be on actual basic. He
opposed the plan of DoT to reduce the superannuation age
from 60 to 58 years for granting zero percent fitment. He
told that DoT is planning to retire 30000 BSNL Employees
through this move.
Com. President opposed the Government step of the creation
of the Tower Subsidiary and expressed this move is
degradation for the prestige of CMD BSNL post. He appealed
all to come forward for the Joint struggle in future for the
viability and safety of BSNL and its Employees. Com.
President concluded with the wishes of the grand success of
Open Session.
GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of
Punjab Circle for the successful General body meeting and
thanked the comrades for their participation. In his
detailed address Com. GS mentioned that the Punjab Circle is
a very important Circle for the AIBSNLEA and as well as BSNL
and Ludhiana is one of the most important SSA in Punjab
Circle. He appealed the Circle leadership to think about the
weakness of the organization in the Punjab Circle and to
adopt the steps to overcome the same. Com. GS mentioned that
the viability and existence of BSNL is the most important
issue today and we have to analyze the reasons of BSNL's
today's position.
Com GS
informed that after more the 10000 Crores profit in 2004-05,
in recent past years BSNL have made the Losses , which is a
serious concern for all of us. In his detailed address Com.
GS mentioned that due to un-helping and over-jealous
attitude of some officers in the Govt. i.e. non-payment USOF
Charges i.e. 2000 Crores/Annum from July 2011, withdrawal of
ADC from July 2008, Exhausting 36000 Crores BSNL reserve,
non-refund of spectrum charges (3G & BWA) of Rs. 18,500
Crores, non-reimbursement of licenses fee, payment of
interest on notional loan Rs. 7500 Crores to DoT has
adversely affected the viability of BSNL. In addition of
this Spectrum Allocation and bidding process on high rates
are the example of step behavior of Government towards BSNL,
which is a Government owned company. Com. GS explained the
efforts extended by AIBSNLEA for the creation of Leave
Encashment fund of Rs 4825 Crores on which BSNL is earning
400 Crores Interest per annum.
Com. GS
informed the job of BSNL employees is safe under rule 56 (J)
of absorption conditions and pension is safe under Rule 37
(A). Com. GS informed that
4G
spectrum and technology is a must in BSNL for the public
perception and its requirement. In view of that BSNL Board
has already taken a decision in its last Board meeting to
get allocated 4G spectrum from DoT. He told that BSNL needs
to pay Rs. 16000 Crore to get allocated 4G spectrum from DoT
for next 10 years. Com. GS informed that BSNL has decided to
launch 4G mobile service on 31st January 2018 by improving
its existing mobile network in some of the Circles. After
allocation of 4G spectrum from DoT, the 4G service will be
rolled out throughout the county. He informed that BSNL
Board has requested DoT to utilize 5000 Crore remaining
equity of BSNL in allocation of the 4G spectrum. Rs. 17500
Crore was Govt. equity in BSNL at the time its formation.
Out of which equity of about Rs. 12500 Crore has already
been utilized.
Com GS
further explained the burning issues of the Headquarters
level. He informed that AIBSNLEA made the presentation to 3rd
PRC committee for relaxing the affordability clause due to
social obligation and BSNL's role in natural calamities. He
mentioned that BSNL has the constraints of TAC/CAG/CVC and
Audits and the private operators are not having these
hurdles. But even then BSNL works for nation building and
does not think about profit or loss. Com. GS mentioned that
the success of DIGITAL INDIA fully depends on BSNL and its
Employees.
He
informed that due to AIBSNLEA's oppose, the SAM G Pitroda
recommendations like 30 % disinvestment, VRS to 1 lakh
employees, unbundling of the copper conductor has got
diluted and due to the same only the BSNL is having more
than 65% BB market share at present. He explained that how
the AIBSNLEA is continuously pursuing these viability
related issue with the BSNL Management and DoT. Com. GS
opposed the move of the Government for the creation of Tower
Company and expressed its negative impact on BSNL. Com. GS
appealed to all to make successful the call of All Unions
and Associations w.e.f 30.01.2018.
Com. GS
explained in detail the efforts of AIBSNLEA in getting
resolved the important HR issues after the formation of BSNL.
He appraised the status of HR issues about AIBSNLEA efforts
for various DPCs in various cadres for adhoc postings,
AD(OL) case, creation of PPS posts in field Units,30%
Superannuation benefits, Std Pay Scales, smooth CPSU cadre
hierarchy etc. Com GS further explained the role of AIBSNLEA
in the viability of BSNL.
At last
he appealed the all Executives' for make every effort to
implement agitation call and to work with a team spirit for
making BSNL a viable and vibrant organization.
Chief Guest of the Open Session Shri Rajdev Rao GMTD
Ludhiana in his address congratulated AIBSNLEA Punjab for a
well organized Circle Conference. He appealed to the all
Executives of the Punjab Circle to work with the full
dedication and enthusiasm for achieving Quality of Service
for more revenue realization. He appealed all to systematic
implement the best of our strength in revenue realization
and curtailment in expenditure. At last he appealed all to
work with full determination and dedication for the growth
of BSNL. He thanked the AIBSNLEA Punjab for inviting him in
the Open Session.

next term, Circle Body was elected unanimously, in which
Com. Ashok Sharma AO, Com. Mohd. Jameel AGM and Com Baldev
Singh CAO were unanimously elected as Circle President,
Circle Secretary and Circle Treasurer for the next term. Com
Sikandar Singh AO was elected as CWC member.
A meeting of "All Unions and Associations of BSNL" was held
at New Delhi on 24.01.2018. GS and President attended the
meeting.
The following decisions are taken:-
* The meeting decided to effectively organise the Indefinite
Work According to Rule from 30.01.2018. This programme is to
be effectively organised in all circles.
*Full day Sathyagraha agitation is to be effectively
organised for 5 days from 30.01.2018 at Corporate Office,
Circle and District levels.
*Steering Committees (consisting of BSNLEU, NFTE, SNEA and
AIBSNLEA) are to be formed in all Circles and Districts to
effectively plan and organise the struggles. The Steering
Committees will meet as and when required for giving
necessary guidance.
*Poster will be designed and uploaded on the websites of the
Unions and Associations. These posters shall be printed
by the circle unions (in the regional languages if
necessary) and distributed to all the stations.

The Circle Conference of AIBSNLEA Corporate
Office Circle was organised on 24.01.2018 at CTO Sabhagar,
Eastern Court, New Delhi in a grand manner. The Conference
was attended by Shri S.Shivakumar AIP , Shri Prahlad Rai,
General Secretary, Sh. N.L.Sharma, AGS (HQ), Sh. Devesh
Sharma, Organizing Secretary (North) , Shri T.C.Jain FS CHQ,
Shri Rajpal Sharma AGS (F) & President Corporate Office
Circle, Shri Deepak AGS (DR) and Shri P.D. Sharma CS Delhi
AIBSNLEA .
AGS (F) & President Corporate Office Circle,
Shri Rajpal Sharma in his address congratulate the Corporate
Office comrades for making the AIBSNLEA as No. 1 Association
in the Corporate Office in referendum. He apprised the house
about the efforts of AIBSNLEA CHQ regarding CPSU cadre
hierarchy, Pending CPCs, withdrawal of additional increment
issue etc. He welcomed all the dignitaries in Circle

He Thanked the AIBSNLEA comrades of Corporate Office

the achievements, efforts and role of AIBSNLEA CHQ in
resolving the problems of entire Executives under the
dynamic leadership of our beloved GS. He expressed his full
belief that in the days to come, the members of BSNL CO
Circle will participate in the Association calls with full
spirit, Strength and enthusiasm. He mentioned the importance
of the participation of the members of BSNL CO Circle in
Joint Forum calls and its impact on the entire country.

Shri P.D.Sharma CS Delhi AIBSNLEA in his
address expressed that only AIBSNLEA is the Association
which is safeguarding the interests of all BSNL Executives
in true sense.
He wished for the grand success of the Circle

All India President Com. S.Shivakumar in his
address informed the house about the efforts of GS AIBSNLEA
regarding the resolvement of burning issues like formation
of BSNL MSRR and mass DGM promotions. He apprised the house
that GS AIBSNLEA was the only person who has gone for
extending support to Jantar Mantar in the agitation of
AIGETOA . Com. President appraised the house about the NIL
achievement up to today by the so called recognized majority
Association. He mentioned that CPSU is the baby of AIBSNLEA
and not of SNEA but AIBSNLEA wants to implement it in true
spirit as per Khan Committee recommendations for which we
have made our objections/suggestions in 19 pages letter. He
mentioned that SAB for BSNL DRs is only taken place due to
AIBSNLEA. He informed that AIBSNLEA is also persuing for
pending CPCs by adopting interim measures like giving
promotions by receiving undertaking subject to the Hon'ble
Court's outcome. Com president appealed to further enhance
the membership in corporate office by adding non members.

revenue is going only in wage payment and maintenance of
services but in spite that BSNL is the only competitor of
Reliance JIO. He praised the role of BSNL in natural
calamities and due to BSNL's social obligation's efforts,
Com. GS demanded that the affordability clause of 3rd
PRC should be relaxed for BSNL employees. Com. GS informed
that DoT is thinking to give zero % fitment with the
superannuation age reduction from 60 to 58 years and
introducing VRS but the job of BSNL employees is safe under
rule 56 (J) of absorption conditions. He informed that DoT
has violated the appointment rules in posting the CMD of
Tower Company.
Com. GS apprised the house about the efforts
of AIBSNLEA regarding burning matters like CPSU cadre
hierarchy, non introduction of MT/DGM, Standard pay scales,
our suggestion for cutoff date of last CPC, CSS cadre issues
etc.
At last Com GS
mentioned that with the Cooperation of all, we will
definitely resolve our all pending issues in the days to
come. He appealed all to follow the calls of CHQ in future
for the better resolvement of the pending issues. At
last he wished for the success of the Circle Conference.
For the next term, Circle Body was elected unanimously, in
which
Shri Vikas Bharti AM, Dr. V.P. Singh AM and Com Dinesh
Kumar were unanimously elected as Circle President, Circle

President met Advisor (F) DoT and discussed regard
implementation of 3rd PRC report in BSNL and
immediate settlement of pension and DCRG benefits to the
BSNL employees retired after 31.07.2017. Advisor (F)
informed us that the 3rd PRC recommendations have
been received from BSNL Board and it is under active
consideration. In respect of pension and DCRG benefits,
Advisor (F) intimated that already directions have been
issued to all the CCAs to settle the pension and DCRG
benefits after obtaining the necessary undertaking from the
employees subject to outcome of the court case.

GS, President and AGS (F) met GM (Pers.)
on courtesy call meeting and discussed regarding settlement
of the long pending HR issues mainly holding of CPCs to fill
up the vacant Group "B" and Group "A" equivalent posts in
all disciplines subject to outcome of the court cases, CPSU
cadre hierarchy proposal, implementation of Hon'ble Supreme
Court judgments on TES Group "B" seniority and consideration
of pending request / tenure transfer cases of executives. GM
(Pers.) after detailed discussions assured to study the
cases and for an early decisions.

at Lucknow:
The 6th Circle Conference of AIBSNLEA UP (East) Circle was
organized on 20.01.2018 at the Umanath Bali Prekshagrh,
Lucknow in a grand manner. The Conference was attended by

AIBSNLEA CHQ and Sh. Devesh Sharma, Organizing Secretary
(North) from AIBSNLEA CHQ side. Hon'ble Minister (Industrial
Development) Govt. of Uttar Pradesh Shri Satish Mahana was
the Chief Guest in the Conference. Shri S.S.Dang, Ex
Minister Govt. of Uttar Pradesh was the Guest of Honour in
the open session. Shri Devendra Singh, PGMTD Lucknow, Shri
J.K.Sah, PGM NTP Lucknow, Shri Maniram PGM (Central Area)
Lucknow and Shri Jitendra Mani Tripathi GM (HR) UP (East)

A.K.Singh welcomed all the dignitaries. He mentioned the
BSNL's tremendous role in overcoming the natural clamities
in Maharashtra Floods and clamities at Uttarakhand and J&K.
He informed that the present teledensity has been achieved
only due to BSNL. He also mentioned that the BSNL role is
very important for making "Digital India" a reality in true
sense by executing NOFN work for 1 Lakh Gram Panchayat
connectivity, NFS project for Defence sector, NGN
implementation etc. He appraised the role of AIBSNLEA
Circle body in resolving the issues of the Executives' of UP
(East) Circle. He thanked the CHQ for its tireless efforts
for resolving the UP (East) Circle Executives' problems. He
mentioned the need to start E-Mitra services in UP (East) on
the footsteps of Rajasthan. At last he welcomed all the

AIBSNLEA CHQ congratulated the comrades of AIBSNLEA UP
(East) Circle for the successful holding of Circle

conference due to some family matter emergency. He

is playing a vital role in NOFN project. Com. OS mentioned
that the BSNL is contributing a lot in Digital India Plan by
its prestigious NOFN project in which 250000 Gram Panchayats
will be connected by 100 Mbps connectivity.

PRC is very important for boost the moral of the BSNL
Employees and requested to Hon'ble Ministers to use their
good offices to convey this feeling to Hon'ble MOC&IT. He
apprised about the future Struggle Programme of All Unions
and Associations of BSNL for settle the demands i.e 3rd Pay
Revision with 15% fitment from 01.01.2017, Settle pension
revision, Settle left-out issues of the 2nd PRC, Roll back
the creation of Subsidiary Tower Company and No reduction in

digital era, the common services can be extended to the

debt is only 3200 crores. He mentioned that BSNL's 1.9 Lakh

to 5%, resolving the JTO 2005 batch pay anomaly, Standard
pay scales, extension of 5 increments to 2007 batch JTOs,
147 competitive quota case. He mentioned the need for proper
justified fast track promotions to existing in house talent
rather than induct the MTs/DR DGMs. He mentioned that the
court stay on the withdrawal of the additional increment was
only brought by AIBSNLEA.
Com. President mentioned that AIBSNLEA
is only making sincere efforts for 3rd PRC by
continuously perusing in DoT. Com. President appraised the
house about the NIL achievement up to today by the so called
recognized representative Association. He advised to think
and work hard for the viability of BSNL. At last he
congratulated AIBSNLEA UP (East) for the grand success of
the open session.

Shri Anupam Shrivastav, CMD BSNL losses his father:
Shri Narottam Prasad Shrivastava, age 86, father of Shri
Anupam Shrivastava, CMD BSNL took his last breath at about
12.15 Hrs today. He was admitted to Bansal Hospital, Bhopal.
AIBSNLEA extends its deepest condolences on the sad demise
of Shri Narottam Prasad Ji Shrivastava. We pray
almighty God to rest his soul in peace and give courage to
the grieved family to bear this irreplaceable loss.

17.01.2018:
Meeting with PGM (Pers):-
GS, AGS (HQ) met PGM (Pers) and discussed regarding.
a) Implementation of Hon'ble Supreme
Court Judgement on TES Group-B seniority.
We requested for the implementation of
Hon'ble Supreme Court Judgement on TES Group-B seniority.
PGM(Pers) mentioned that he has discussed the matter with
the concern officers of Pers. Cell and after taking legal
opinion he will send the finding/proposal to the competent
authority for approval and implementations. He assured an
early action in this regards.
b) CPC from DE to DGM of left out
cases. We requested PGM(Pers)
for expediting CPC from DE to DGM of the left out cases of
last CPC. PGM(Pers) mentioned that he will discuss the
matter with the competent authority on the basis of
clarification received on catchup rule of SC/ST and
thereafter necessary action will be taken in this regard.
c) CPCs to fill-up the vacant SDE/AO
and DE/ CAO/ EE(Civil) vacant posts.
We requested PGM(Pers) to expedite CPCs to fill-up the
vacant posts of SDE/AO and DE/ CAO/ EE(Civil). PGM (Pers)
mentioned that the CPCs were processed but due to the
Judgement delivered by Hon'ble High Court Chandigarh on
SC/ST roster implementation and against this Judgement the 3
SLPs have been filed in the Hon'ble Supreme Court. The
matter is now tagged with the similar cases and transferred
to the 5 Judges constitutional bench of Hon'ble Supreme
Court. Hence, after seeking the clarification from Hon'ble
Supreme Court, the further action may be taken. We pleaded
that the promotion orders on Adhoc basis may be issued
subject to outcome of the SLPs. PGM(Pers) assured to look
into the matter.
d) Implementation of CPSU cadre
Hierarchy. We apprised him
about the stay vacation by the Hon'ble CAT Ernakulum of CPSU
Cadre Hierarchy approval. We pleaded that all the
discrepancies/ shortcomings of the CPSU cadre hierarchy
proposal should be rectified by taking into consideration
the views/ suggestions given by AIBSNLEA to avoid further
litigations. PGM(Pers) mentioned that the proposal is under
consideration and in the next Board meeting scheduled to be
held on 7th Feb-2018, it will be discussed for
approval.
e) Implementation of Hon'ble Supreme
court interim order on TES Group-B (LDCE Quota).
PGM(Pers) mentioned that implementation of the Hon'ble
Supreme court interim order on TES Group-B (LDCE Quota) is
under consideration and it is decided these LDCE Quota SDEs
will be considered only for look after arrangement in DE
cadre. But the final seniority will be decided after the
final Judgement given by the Hon'ble Supreme Court and
thereafter only DE Adhoc or regular promotions can be made.
17.01.2018:
Meeting
with CMD BSNL:
CMD BSNL convened a meeting of the
members of steering committee of All Unions and Associations
of BSNL. Comrade GS attended the meeting wherein CMD BSNL
mentioned that this year we all from TM to CMD should
concentrate to strengthen BSNL's Sales & Marketing work. He
apprised that BSNL's net worth is about 35,000 Crore. The
operational profit of BSNL last year was about 4000 Crore
that was significant to other private operator. The EBITDA
of BSNL was positive of Rs. 1684 Crore. BSNL's asset
reserves is Rs. 91684 Crore, land value is about 789 Crore.
The loss of BSNL has gone down. BSNL is having only 4200
Crore's loan which is insignificant comparison other Telecom
Operators. In view of this BSNL is a very strong
organization, neither SICK nor incipient SICK.
CMD further mentioned that 4G spectrum
and technology is a must in BSNL for the public perception
and its requirement. In view of that BSNL Board has already
taken a decision in its last Board meeting held on
21.12.2017 to get allocated 4G spectrum from DoT and DPR has
been sent to DoT for approval. BSNL needs to pay Rs. 16000
Crore to get allocated 4G spectrum from DoT for next 10
years. BSNL has decided to launch 4G mobile service on 31st
January 2018 by improving its existing mobile network in
some of the Circles. After allocation of 4G spectrum from
DoT, the 4G service will be rolled out throughout the
county. We have requested DoT to utilize 5000 Crore
remaining equity of BSNL in allocation of the 4G spectrum.
Rs. 17500 Crore was Govt. equity in BSNL at the time its
formation. Out of which equity of about Rs. 12500 Crore has
already been utilized. 50% spectrum charges can be adjusted
against equity and remaining amount will be paid in 10
installment in 10 years. In this manner BSNL is trying to
get 4G allocation from DoT at the earliest.
On the issue of creation of Tower
Subsidiary, CMD mentioned that in case the Tower Subsidiary
100% control remains with BSNL than it is beneficial to BSNL
otherwise it may not be beneficial. The appointment of CMD
Tower Subsidiary Company has been decided by DoT which was
not in his notice. All the representatives expressed their
resentment against the creation of Tower Subsidiary.
Regarding 3rd PRC, we expressed our
serious concern against delay in DoT in giving approval for
its implementation in BSNL. We explained that revision of
pay of BSNL employees is a must to keep them motivated and
in the interest of BSNL's viability. The revision of pension
of BSNL pensioners should also be settled immediately by DoT.
We requested CMD BSNL to use his good office to get the
approval of Hon'ble MOS (C) (I/C) in this regard. CMD
assured to discuss the matter further in DoT and Ministry.
CMD appealed that despite of some
constraints we all employees of BSNL should concentrate to
increase its revenue by strengthening Sales and Marketing.

Meeting with Shri A.N. Rai OSD to Hon'ble MOSC (I/C).
a) GS, president met Shri A.N. Rai OSD
to Hon'ble MOSC (I/C) and discussed regarding implementation
of 3rd PRC in BSNL and revision of pension. OSD
to Hon'ble MOSC (I/C) after detailed discussions appreciated
our concern and mentioned that he will discuss the matter
with the concern officers in DoT for an early decision in
the matter and will bring in the kind notice of Hon'ble MOSC
(I/C).
b) Creation of tower subsidiary and
appointment of CMD:- We expressed our concern against the
creation of tower subsidiary and appointment of CMD from DoT.
OSD to Hon'ble MOSC (I/C) mentioned that he will discuss the
matter with Hon'ble MOSC (I/C) and will apprised him our
concern. He also advised us to meet the Hon'ble MOSC(I/C)
and discuss the matter.
10.01.2018:
Meeting with DDG (Estt.) DoT:
a) GS, President met DDG (Estt.)
DoT and discussed regarding revision of pension for BSNL
pensioners. We requested to consider revision of BSNL
pensioners de-linking with the revision of pay scale of BSNL
Employees since, BSNL pensioners are no way related with the
profit and losses of the BSNL. The pension contribution has
already been paid to DoT during their service, so now there
is no justification of linking revision of pension with pay
revision. DDG (Estt.) mentioned that they are waiting for
the decision on pay revision of BSNL executives and
thereafter pension revision of BSNL pensioners will be
processed. He explained the reason that incase the pension
of the BSNL pensioners before 3rd PRC
implementation on the basis of 2nd PRC is revised
than the pension revision of the existing pensioners after
01.01.2017 will be lesser which will create anomaly. We
explained that some formula has to be evolve by DOT to
revise the pension and to avoid such anomalies. DDG (Estt.)
assured to look into the matter.
b) Delay in settlement of
pensionary benefits of BSNL pensioners who retired after
July-2017 on the pretext of DoT letter dated 05.07.2017.
We explained that against DoT letter dated 05.07.2017 stay
order has been granted by Hon'ble CAT Jaipur in favor of 28
applicants and Hon'ble PB CAT New Delhi has also allowed the
OA filed by AIBSNLEA requesting to quash the said order of
DoT dated 05.07.2017. DDG (Estt.) mentioned that a
clarification is being issued to BSNL and CCAs to settle all
the pension cases on the basis of DoT letter dated
05.07.2017 immediately and the cases of the applicants in
the court may be decided subject to outcome of the court
cases. He assured to issue this instruction in next week
itself. The 28 applicants in Jaipur CAT Bench has filed
contempt of Court which will be heard in the next week and
the judgement in Hon'ble PB CAT New Delhi is expected to be
delivered in the next week.

Meeting PGM (Pers.), BSNL Corporate Office, New Delhi:
GS, President and AGS (HQ) met PGM (Pers) and discussed
regarding:
A Implementation of Hon'ble Supreme
Court judgments on TES Gr. "B" Seniority":
We requested PGM (Pers.) for an early
implementation of Hon'ble Supreme Court judgments on TES Gr
"B" seniority. PGM (Pers) informed that shortly he will hold
a meeting of all concerned sectional officers to study the
Hon'ble Supreme Court judgments for their implementations.
B Consideration of some request /
tenure transfer cases of SDEs / DEs / DGMs:
We requested for consideration of some request / tenure
transfer cases of SDEs / DEs / DGMs. PGM (Pers) assured to
consider the cases at the earliest.
C CPSU Cadre Hierarchy proposal:
PGM (Pers.) mentioned that due
to the stay granted by the Hon'ble CAT Ernakulam, the BSNL
Board has not approved the proposal moved by the Pers. Cell.
The case was heard on 09.01.2018 and posted for further
hearing on 18.01.2018. But the stay is continued.
D CPC for DE to DGM left out cases:
We requested for issuing
promotion orders from DE to DGM left out cases. PGM (Pers.)
mentioned that the matter was sent to CGM (Legal) for legal
opinion which has now been received and on that basis
further action will be taken.
09.01.2018:
Meeting CMD BSNL:
GS President along with the representatives of All Unions
and Associations of BSNL met CMD BSNL and expressed our
resentment against the creation of Tower Subsidiary and
appointment of JS (A)/DoT as the Chairman of the Subsidiary
Company. CMD BSNL mentioned that as per the Union Cabinet
decision BSNL's Tower Subsidiary creation work was under
process and on 21st December BSNL Board decided
to incorporate the name of Tower Subsidiary Company with the
registrar of the Companies. But, appointment of CMD of the
Tower Subsidiary was not in the agenda of the Board meeting.
However, DoT has appointed JS (A) as the CMD Tower
Subsidiary which was not in our notice. Against this
arbitrary action of the DoT/ Govt. we apprised him about our
protest actions.

GS President met Director (HR) and discussed regarding:
A Creation of Tower Subsidiary: We
expressed our serious concern against the creation of BSNL's
Tower Subsidiary and appointment of JS (A)/DoT as the CMD of
the Tower Company:. Director
(HR) appreciated our concern and mentioned that the matter
can be discussed with Secretary (T) and MoS (C) (IC)
regarding appointment of CMD Tower Subsidiary and about its
future functioning. However, we resisted our protest in this
regard.
B Implementation of Hon'ble Supreme
Court judgments on TES Gr. "B" Seniority":
We requested Director (HR) for the
implementation of Hon'ble Supreme Court judgments on TES Gr
"B" seniority. Director (HR) mentioned that she has already
directed PGM (Pers) to implement the said judgments. We
explained that now PGM (Pers) has been selected as Principal
Advisor in TRAI and he may be relieved immediately so the
matter will be further delayed. Director (HR) mentioned that
PGM (Pers) will settle these issues before his relieving.
C Increase in the Superannuation
benefits to DR employees of BSNL:
We extended our sincere thanks for
issuance of the orders for increase in the BSNL's
contribution from 3% to 5% towards the Superannuation
benefits for DR employees of BSNL

GS President met GM (FP) and discussed regarding:
A Relieving of AOs and CAOs from
Chhattisgarh Circle to their parent circles:
We expressed our concern against the
non-relieving AOs and CAOs from Chhattisgarh Circle to their
parent Circles even the transfer orders have been issued 10
months before. GM (FP assured to look into the matter for an
early action.
B Consideration of some request and
tenure transfers of AOs, CAOs and DGM (F):
We requested for early consideration
of request / tenure transfer cases of AOs / CAOs / DGM (F).
GM (FP) assured to consider the cases at the earliest.
09.01.2018:
Meeting with PGM (EW), BSNL Corporate Office, New Delhi:
GS President met PGM EW and discussed regarding CPCs from
JTO (E) to SDE (E), SDE (E) to EE (E) PGM (EW) mentioned
that the earlier proposal was sent to the PGM (Pers) but he
advised to wait for implementation of CPSU Cadre Hierarchy
proposal. We apprised him that at present the process of
CPSU Cadre Hierarchy implementation has been stayed by
Hon'ble CAT Ernakulam. Hence, the process of CPC should not
be stopped. PGM (EW) assured to discuss the matter again
with PGM (Pers) for an early action in this regard.
PGM (EW) also informed that Electrical Wing of BSNL is
working on implementation of Solar Energy in BSNL for which
100 MW electric generation capacity Solar Panels are being
erected at 1000 exchange buildings in the first phase and
simultaneously the project will be enhanced to save
electricity charges.
08.01.2018:
Unanimous
decisions taken in today's meeting of "The All Unions and
Associations of BSNL" to intensify the struggles for
achieving wage revision and for the 'rolling back of the
creation of Subsidiary Tower Company'.
"The All Unions and Associations of BSNL",
held it's meeting at New Delhi today to discuss about the
steps to be taken for intensifying the struggles for the
settlement of 3rd Pay Revision and to ensure the
'rolling back of the creation of Subsidiary Tower Company'.
The meeting was attended by the General Secretaries /
Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BTEU,
SEWA BSNL, AIGETOA, BSNL MS, TEPU, BSNL ATM and TOA BSNL.
The meeting was presided over by Com. K. Jayaprakash, GS,
FNTO. The following decisions are taken unanimously for
intensifying the struggles to achieve the demands.

BSNLEU, NFTE, SNEA and AIBSNLEA is formed to monitor the
struggles.

the leaders of political parties and Central Trade Unions,
by 30.01.2018, to mobilise support in favour of the demands
of "The All Unions and Associations of BSNL".
