discussed:-
(a) Improvement in the
Executive Promotion Policy:-
We impressed upon to
make certain improvements in the Executive Promotion Policy i.e.
Service Weightage for past services rendered in DoT/ DTS/ DTO for
promotion, No Recruitment of Management Trainee at STS level, No
parallel post based promotion, First upgradation to the next higher
scale on completion of 4 years of service in all cases instead of 4
to 6 years of service, Grant of designations and duties/
responsibilities associated with the respective grade, change in
attendant condition for promotion, date of effect of implementation
of revised IDA Pay scales for the executives w.e.f. 01-10-2000 and
relaxation in residency period from 12 years to 5 years to SDEs
(Telecom) in granting SrSDE grade on 01-10-2000. After brief
discussions on the above issues CMD assured to look into.
(b) Regularization of
STS Group 'A' officers promoted on adhoc basis and absorbed in
BSNL:- We
strongly resented against non-regularization of STS Group 'A'
officers promoted on adhoc basis and absorbed in BSNL, till date no
action has been initiated in the matter. This has caused serious
frustration. CMD BSNL assured to look into.
(c) Finalisation of
Group 'A' RRs:-
We expressed our serious resentment that BSNL management has
arbitrarily framed the RRs for Management Trainees recruitment
without finalising the group 'A' RRs in BSNL. This has also caused
serious frustration in the minds of executives. CMD assured to look
into.
(d) Filling up the
vacant STS posts:-
We expressed our
serious resentment against non-holding of DPC to fill up about 3500
DEs posts on adhoc basis on the pretext of some court cases
pending. CMD assured to look into.
(e) Absorption of group
'A' officers in BSNL:-
We expressed our serious concern against delay in completing the
process of Group 'A' officers absorption in BSNL, where in the
court case about 14 adjournments has taken place. CMD appreciated
our concern and desired that the issue should be resolved at the
earliest.
(f) Improvement in the
revised policy for service GSM, RSTC and broadband to Executives:-
We extended our
thanks for the decision taken in today's BSNL Management Committee
meeting regarding improvement in the revised policy for service GSM,
RSTC and broadband to Executives. CMD confirmed that BSNL
Management Committee has approved the proposal to provide STD &
National roaming facility on GSM service connection and the free
call monthly limit on RSTC has been enhanced for JTOs from 500 to
600, SDEs from 600 to 800 and DEs from 800 to 1500 & same for
equivalent level executives.
(g) GSM mobile handset
to all executives:-
We demanded GSM Mobile
handset to all executives who have been provided GSM Mobile service
connection as all the officers of JAG and above have been provided
GSM mobile handsets of a particular cost. CMD assured to look into
the matter.
(h) Merger of 50 % DA
with Basic in IDA Scale:-
We strongly demanded
that an Interim Relief of Rs 60,000-1,20,000 per BSNL executive
should be granted immediately as the officers in state oil firms
including IOC, ONGC, HPCL and BPCL for the period starting from
01-01-2007 has been granted Higher Interim Relief of Rs
60,000-1,20,000. CMD BSNL confirmed that AIBSNLEA letter dated
24-08-2007 has been received by him on this issue and he will look
into the matter.
(i) Implementation of
Transfer Policy of BSNL Executives:-
We vehemently demanded
that the transparent transfer policy of BSNL Executives should be
implemented. CMD confirmed that BSNL Board has approved the
transfer policy of BSNL executives as recommended by DDG
(Restructuring) committee.
(j) Deficit in revenue
earning in BSNL:-
We expressed our serious concern against deficit in revenue earning
in BSNL in so many Telecom Circles i.e. Hyderabad TD (AP), Kolkatta
TD and some more circles. CMD appreciated our concern and informed
that he is regularly holding the meeting of MM cell in BSNL CO and
closely watching that tenders for procurement of stores are
finalized and the material is procured. He also confirmed that the
stalemate in placing the PO for procurement of GSM Mobile equipment
is now over, soon the POs are being placed. Regarding taking over
the newly constructed Telecom Building at Hyderabad which is ready
for more than 2 years, immediately spoke to Sr. DDG (BW) and
instructed him to make over the building to PGMTD Hyderabad latest
by next week positively otherwise the responsibility of the
officers will be fixed up for delay. |

(a)Clarification
asked by CGMT Gujrat Circle & some other Circles regarding revised
delegation of financial powers under item 1.7:-
The stepping up of the pay cases of
TES Group 'B' officers at par with their juniors are held up by the
circle office. In view of the BSNL ND No. 6-5/2004 dated
08-10-2004. As per this order CGMs were not empowered to decide,
stepping up of pay cases of the officers of the rank of TES Group
'B'. Sr. DDG (Estt) clarified that vide BSNL order no. 6-5/2004-EB
(Part-I) dated 26-12-2006 (Click

Page 2), regarding delegation of powers to Heads of Telecom
Circles for creation and abolition of Group 'B' and below level
posts, Circle heads are authorize for retention and abolition of
Group 'B' and below level posts on prescribed norms, creation of
non executive posts for internal promotions including prescribed
cadre restructuring exercise and disposal of all service matters
relating to Group 'B' and below level, which were being promoted by
Circle Heads under post creation powers.
(b) Wrong
implementation of Executive Promotion Policy in Kerala Telecom
Circle:- The DEs/ CAOs
promoted on adhoc basis after getting the promotion of Sr. SDE/Sr.
AO during the period 01-10-2000 to 01-10-2004 have been given first
financial up-gradation after 5 years only. Sr. DDG (Estt) supported
our views and clarified that as per Executive Promotion Policy
these adhoc DEs/CAOs should get first financial up-gradation after
4 years only. He assured to look into the matter.
(c) First
financial up-gradation after completing 4 years of service for
those who have been promoted to Sr. SDE after 1-10-2000 and before
01-10-2004:-
Sr. DDG assured to look into.
(d) DPC from Sr. AO
to Adhoc CAO:-
We express our
serious concern against delay in holding DPC from Sr. AO to Adhoc
CAO and requested Sr. DDG (Estt) to spare some time in completing
the DPC work as he is also one of the DPC member. Sr. DDG(Estt)
assured that as soon as the DPC is proposed by concerned section he
will always be available. We requested to hold the DPC in next
week itself. |

We express our serious concern against delay

equipment. Director (O) informed that the eligible bidders have
given the acceptance with certain conditions in the changed
situation. Negotiations on some conditions mentioned by bidders
have been completed and the purchase order will be placed
shortly.
(b)STD and
National Roaming facility on GSM service telephones, Rent free
broadband service connections and GSM Handset to all executives:-
We express our dissatisfaction against
delay in providing STD and National Roaming facility on GSM
service telephones, Rent free Broad Band service connections and
GSM Handset to all executives. Director (O) informed that though
the Management Committee memo on STD and National Roaming facility
on GSM service telephones, Rent free broadband service connections
to all executives was prepared two months back but due to GSM
tender issue Management Committee could not discuss this item. He
assured that in the next week in MC meeting efforts will be made to
discuss the issue. He also assured to take decision for providing
GSM Handset to all executives at the earliest. |

GS & President met Smt. Manju Madhvan, Member (Finance), Telecom
Commission. Shri A.S. Bhola, DDG(FEB) was also present in the
meeting and discussed :-
(a)
Payment of Pension to BSNL Employees :-
We
expressed our concerned regarding DoT order issued on 15.06.2006;
Member (Finance) informed that she has already given her opinion on
this issue to Secretary DoT.
(b) We
informed to Member (Finance) that till now the order for AAO Pay
Fixation from DoT to BSNL has not been issued;
Member (Finance) immediately spoke to DDG (Estt.) Shri A.K. Das to
discuss the matter thereafter we met Shri A.K. Das, DDG(Estt.)
& requested him to issue an early order for AAOs Pay Fixation
case as already cleared by MOF. DDG(Estt.) confirmed that
Member (Finance) has already spoke in this matter today itself & he
will discuss the matter with Member(S), Member(F) & Secretary DoT &
getting approval of the competent authority order will be issued.
(c)
Exercising
Option from CDA to IDA Pay scale :-
DDG (Estt.)
informed that clarification from DPE in this matter is still
awaited. |

(a) LICE
steno grade III to PA grade:-
BSNL CO
has notified LICE steno grade III to PA grade in which eligibility
condition 5 years service on 01-10-2006 has been decided whereas
the vacancy position is taken into consideration up to 31-07-2007.
We discussed that the steno grade III who completed 5 years service
up to 31-07-2007 should also be allowed to appear in the LICE. DDG
(Pers) clarified that the eligibility condition has been decided in
accordance with the DoP&T
guidelines.
(b)
Holding of DPC from JTO (TF) to SDE (TF) and financial up
gradation:-
DDG (Pers) informed that the DPC for financial up gradation is
completed and order will be issued shortly. DPC from JTO (TF) to
SDE (TF) is also under consideration.
(c)
Regularization of AD (OL) posts created temporarily by Telecom
Circles:-
DDG (Pers)
informed that a committee of 3 ADGs of Corporate Office has been
constituted to collect the information from various circles and to
submit their recommendation in this matter within a period of 2
months.
(d)
Tenure transfers of DEs:-
We
expressed our serious concern against delay in issuing the tenure
transfers of DEs working in J&K, A&N and NE I&II Circles even after
competing the tenure period. DDG (Pers) informed that all the cases
of tenure transfers up to August 2007 of DEs has been sent to the
Dir (HRD) for approval.
(e) 59
SDEs Telecom reversion case in NTR Circle:-
We
strongly protested against the reversion order of 59 SDEs Telecom
in view of DoT order 11th Nov 2004 of 1966 reversion of SDEs,
ignoring the later order of BSNL CO issued in Jan 2006 in which
Hon'ble Delhi High Court granted stay order against reversion. DDG
(Pers) assured to look into.
(f)
Consideration of request transfers of SDEs/ DEs Telecom:-
We expressed our serious resentment against non consideration of
pending request transfer applications of SDEs/ DEs Telecom. DDG (Pers)
assured an early action.
(g) Wrong
implementation of Executive Promotion Policy in Kerala Telecom
Circle:-
We resented against the wrong implementation of Executive Promotion
Policy in Kerala Telecom Circle wherein DEs/ CAOs promoted on adhoc
basis during the period 01-10-2000 to 01-10-2004 have been given
first financial upgradation after 5 years service treating
subsequent promotion, whereas, the financial up-gradation should
have been given after 4 years of service only. DDG (Pers) assured
to look into.
(h) Issue
of order of implementation of revised/ upgraded IDA pay scales for
the executives wef 01-10-2000 (date of effect):-
DDG (Pers) informed that the issue of order is at the final stage
and will be issued shortly. |

MEETING OF JOINT FORUM, KARNATAKA CIRCLE WITH CMD, BSNL
:-
Office Bearers of Joint Forum ,Karnataka Circle had meeting with
CMD BSNL and Director (HRD) at Bangalore. CGM, GM(A), GM(O) of KTK
Circle were also present in the meeting. Meeting lasted for 1 - 1/2
hours. Following points were discussed 1) Absorption of Group "A"
officers 2) GSM tender 3)Issues concerning to the viability of BSNL
4)VRS 5) Delay in providing Broad Band Connections 6)Shortage
of materials like Jumper Wires, Drop Wire, UY connectors,
Cables, Cards, FWT instruments etc. 7) Filling up of vacant posts
of JTOs among the TTAs 8) Holding the DPC for 2315 DE Posts
9) Incentives to the Phone Mechanics /TOAs etc for carrying out
extra work 10) Filling up of vacant posts of PGM , GM in Karnataka
Circle. CMD ,BSNL responded in a very positive manner and assured
to look in to issues raised by us as early as possible. |

invited Unions/Associations =>
CMD BSNL invited Unions / Associations to discuss the issue of VRS
of BSNL Employees. Director (HRD), Sr. DDG (Estt.), DDG (SR) & DDG
(Restructuring), BSNL were also present. All Unions /
Associations Leaders resented against the unilateral action of BSNL
Management for recommending the VRS of 20,000 non-executives in
BSNL to DoT. AIBSNLEA demanded that first the reasons of VRS and
the details of the proposal should be known to the representatives
of Unions/Associations. CMD BSNL assured that no arbitrary action
will be taken to implement the VRS in BSNL, matter will be
discussed with the Unions/ Associations and accordingly the
decision will be taken. He appealed to all the Unions/Associations
that the next three years is the crucial period for BSNL, all the
Unions / Associations are to play a vital role for the growth of
BSNL. He further emphasized for attitudinal change towards
customers & appealed that we should approach to our creamy layer
costumers i.e. Big Corporate Organizations &
Industries to take the service from BSNL. He also stressed to have
more than 37% market Share in Telecom Sector & to make BSNL No. 1
Company. All the Unions / Associations Leaders assured full
co-operation & support to his endeavour. |
10-08-2007:- Joint Forum
Meeting =>
After CMD's meeting Joint Forum leaders had internal meeting &
discussed the ongoing situation on various issues in detail &
decided tentatively to hold National Convention on 5th Sept'2007 at
New Delhi in which future course of action will be decided.
Meanwhile, all the issues effecting the Viability of BSNL will be
raised in the Parliament through Parliamentarians. Comrade K.
Vallinayagam GS, NUBSNLW - FNTO is nominated regular Chairman of
Joint Forum. Com. V.A.N. Namboodri, GS BSNLEU will continue as
convener. |

(a) Improvement in
the BSNL Executives Promotion Policy:-
We expressed our serious concern against no initiative being
taken by BSNL Management to remove the deficiencies in BSNL
Executives Promotion Policy as assured in Secy DoT's meeting held
on 10th Jan 2007. We also apprised about the discussions of our
association with Secy DoT held on 2nd Aug 2007. Dir (HRD) assured
that if the views of BSNL Management are taken by DoT
administration in this matter, he will suggest some improvement
which can be made by DoT only.
(b) Holding of DPC
from SDE (Telecom) to DE adhoc:-
We expressed our serious resentment against delay in holding DPC
from SDE (Telecom) to DE adhoc. Dir (HRD) confirmed that BSNL CO
has filed M.A. in the Hon'ble High Court Delhi in 1966 reversion
case, wherein DoT has decided to regain the seniority of 553 SDEs.
The notices to the applicants have been issued by Hon'ble
High Court on 27th July2007 and 30th July 2007 to submit their
reply within 15 days. Now the M.A. will be heard on 23rd Aug 2007
and the final hearing will take place on 27th Aug 2007. He assured
that as soon as the Hon'ble High Court gives the clearance the DPC
will be held immediately.
(c) Consideration
of pending tenure/ request transfers of SDEs and DEs:-
We expressed our
resentment against non-issuing of tenure/ request transfers of SDEs/
DEs. Dir (HRD) assured to look into. |

negotiated price with some conditions. Bank guarantee
is also deposited. M/s Nokia-Siemens (L-2) vendor will also supply
at the same price (60% Ericson+ 40% Nokia-Siemens ).The APO for
remaining 5.5 million GSM lines will be placed soon. |

held on 25th July 2007. Sr DDG (Estt.) apprised in brief the views/
suggestions given by the BSNL Management in person to the members
of Pay Revision Committee for consideration. AIBSNLEA was to grant
an interview by Pay Revision Committee to put forth the views in
person on 8th or 9th Aug 2007 but since the meeting venue is
decided Mumbai in place of New Delhi, the next date for interview
may be decided on 20th or 21st Aug 2007 at New Delhi.
(b) DPC from SDE (Telecom) to DE adhoc:-
We express our serious concern against
delay in holding the DPC to fill up about 2315 DEs posts on adhoc
basis. Sr DDG (Estt.) who is looking after the charge of DDG (Pers)
informed that BSNL CO has already filed M.A. in Hon'ble Delhi High
Court in 1966 reversion case and the court has issued notice to the
applicants to reply within 15 days. As soon as the court gives
clearance, DPC process will resume immediately.
(c) Consideration of request transfers of
JTOs:- We thanked for issuing the
request transfers of lady JTOs and also requested to consider all
pending transfers of male JTOs also. Sr. DDG (Estt.) assured to
look into.
(d) Recruitment of JTO (Telecom):-
Sr. DDG (Estt.) informed that the case has
been sent to DR cell to notify the recruitment of about 3400 JTOs
against outsider quota. |

Secretary, DoT granted formal meeting to AIBSNLEA Today at 3.00 PM
to discuss the agenda submitted on 4th June 2007. Member
(Services), Member (Technology), Member (Finance), Addl. Secretary
(Telecom), Jt. Secretary (Telecom) [
also Member of BSNL Board],
Sr. DDG (Estt.), Sr. DDG (SR), DoT, DDG (Finance) & some other
Senior Officers of DoT were also present in the meeting. GS,
President & Financial Secretary attended & discussed the agenda
items. The representatives of SNEA(I) also joined the meeting. The
detailed discussions will be placed. |

Meeting with Secretary DoT
:- In
the formal meeting with Secretary DoT on 02.08.2007 at 3.00 PM,
AIBSNLEA vehemently protested against non-release of minutes of the
previous formal meeting held on 10th Jan’2007 with
AIBSNLEA & expressed serious resentment against the internal
minutes issued by DoT in a distorted manner. Secretary DoT
appreciated our concerned & directed DoT officers to release
minutes of this meeting and thereafter item wise discussion is
started as follows :-
01.
Improvement in the Executives Promotion Policy of BSNL
(a) No
parallel Post based promotion:
-
AIBSNLEA provided the
documents related to calling of option for absorption from Group
‘B’ Officers in BSNL vide SR Cell letter no. BSNL/11/SR/2003 dated
2nd Sept’2003; wherein promotion avenues were assured
non post base time bound promotion upto the level of SG-JAG Level.
Thereafter, only the post based promotions would have to take place
but now the post based promotions have been introduced. Secretary
DoT, Member (F) & Member (S) studied the letter carefully.
(b) No
recruitment of Management Trainees at STS level:
-
AIBSNLEA
strongly protested against introduction of Management Trainees at
STS level. Demanded the following ratio:-
Seniority
quota- 80%, Internal Candidates- 15%, External Candidates- 5% (This
is to insure that outside recruitment is restricted within
manageable limit, so that their smooth carrier growth can be
ensured).
(c) Weightage
for past services rendered in DoT/DTS/DTO for promotion:-
AIBSNLEA
strongly demanded granting full weightage for the service rendered
in DoT/DTS/DTO prior to 01.10.2000 for promotion irrespective of
its mode i.e. Time bound upto JAG selection Grade or Post based
promotion beyond SG JAG. After allowing first time bound promotion
the service rendered in excess of eligibility criteria in the post
held prior to 01.10.2000, a weightage of 50% of each year of
service be given for next promotion.
(d) First upgradation to the next higher grade:
-
AIBSNLEA strongly demanded the First upgradation to the next higher
grade on completion of 4 years of service in all cases instead of 4
to 6 years of service.
(e) Grant of
designations and duties/responsibilities associated with the
respective grade: -
The
designation of the executives in BSNL must follow the CPSU pattern.
This to ensure total mental integration of the executives & avoid
the divide based on different designations of the executives in the
same IDA pay scales. Retention of designations as in government
comes in the way of identifying one with the company & adopting the
PSU work culture. The designations must be changed as proposed by
AIBSNLEA earlier.
(f) Attendant conditions for
promotion: -
AIBSNLEA demanded modification in the
attended conditions decided in the promotion policy based on the
grading is harsher than the marks based system.
02.
Relaxation in residency period from 12 years to 5 years to SDEs
(Telecom) for granting the Sr. SDE grade on 01.10.2000:
-
AIBSNLEA
strongly demanded as per DoT agreement and commitment of BSNL at
the time of absorption of Group B officers in BSNL on 01.10.2000,
the SDEs, who completed 5 years of regular service would be
provided one time placement in the Sr. SDE grade.
03.
Regularization of STS Group ‘A’ officers promoted on ad-hoc basis
and absorbed in BSNL:
-AIBSNLEA
requested Secretary DoT to recall the discussions had in the formal
meeting on 10.01.2007, wherein the BSNL management was directed to
regularize all STS Group A officers promoted on ad-hoc basis &
absorbed in BSNL in all disciplines except in Telecom Engineering
Wing, where the Group A officers absorption process is yet to be
completed.. BSNL management was also advised that in Telecom
Engineering wing, to regularize absorbed Group ‘A’ officers case
may be processed separately to DoT for approval. Till date BSNL
management has not taken any action in the matter. This has caused
serious frustration.
04.
Filling up of vacant STS posts of Group A on Ad-hoc promotion
basis:
-
AIBSNLEA
vehemently demanded to fill up about 2315 vacant STS of Group A
posts in Telecom Engineering on ad-hoc promotion basis and all
vacant STS posts in various disciplines from the eligible Group ‘B’
level officers. DoT has already given clearance to BSNL management
to fill up all STS group A posts in BSNL. Now the BSNL management
on the pretext of various court cases is not holding the DPC
particularly to fill up the vacant 2315 DE (Telecom) posts.
Whereas, no court judgment prevents BSNL to hold DPC.
In the above items after having
detailed discussions, Secretary DoT assured that the cases will be
looked into & decision will be taken after discussion with BSNL
Management.
05.
Absorption of Group ‘A’ officers in BSNL:
-
AIBSNLEA strongly demanded to complete the process of absorption of
group ‘A’ officers in BSNL. We express our serious resentment
against the approach of government advocate for taking
adjournments. Secy DoT informed that the matter is well-known to
him and sincere efforts are being made to complete the absorption
process of Group ‘A’ officers.
06.
Payment of Pension to BSNL employees:
-
AIBSNLEA vehemently protested against the DoT letter dated
15.06.2006 & demanded its immediate withdrawal. Secy DoT informed
that Telecom Commission has already discussed the matter and now
will be taken up with the Cabinet.
07.
Fixation of AAOs pay scale:
-
We thanked to
Secretary DoT & Member (F) for getting approved the case from
Ministry of Finance & requested for issuing necessary instructions
to BSNL for early implementation. Secy DoT assured an early action.
08.
Extending the benefits of deferred options in CDA Pay scales to
BSNL employees:
-
Secretary DoT informed that he is fully aware of the case & the
case has already been referred to DPE.
09.
Providing 5 years Service benefit to BSNL employees who are opting
voluntary retirement: -
Secretary DoT informed that he is fully aware of the case & the
case has already been referred to DoP&T.

Joint Forum Leaders arranged Farewell Party to Shri A.K. Sinha, Ex.
CMD, BSNL retired on 31st July 2007 on his superannuation.
Also, welcome & felicitated Shri Kuldeep Goyal on assuming the High
Office of CMD, BSNL [ Looking after Charge]. Shri Niranjan Singh,
Director (HRD), Shri S.D. Saxena, Director (Finance), Shri
J.R. Gupta, Director (Operations) & Shri Shakeel Ahmad, DDG(SR),
BSNL were also present on the occasion. All the General Secretaries
/ Secretary General of BSNL Unions/ Associations addressed on the
occasion. Shri A.K. Sinha in his address thanked all the BSNL
Executives / Non-Executives for their co-operation & support
extended to him & wishes the BSNL will further grow in the
leadership of New CMD Shri Kuldeep Goyal.
Shri
Kuldeep Goyal, New CMD in his address told that all the BSNL
employees should change their attitudes towards customers & we
should be behind the customers. He also told that the
Enterprises
[ Creamy
Layer customers]
should be approached to take services from BSNL. He also impressed
that BSNL should have 40% Market Share in the days to come. The
target of 200 Million lines should be achieved by the end of 2007.
He also stressed upon the growth of BSNL in the present scenario
where the 50% tele density target is to be achieved in next three
years in our country. All the Board of Directors also addressed on
the occasion. GS, President & FS attended & addressed the occasion. |
