(a) CPC from DE to DGM (Engg.): We requested to expedite CPC from DE to DGM on Adhoc basis. PGM ( Pers) mentioned that as per the Hon’ble CAT Chandigarh direction, the Seniority list of DEs has been finalized and being submitted to the Competent Authority for approval. He assured that as soon as the DE seniority list is approved the CPC will be expedited.

(b) CPC from CAO to DGM (Fin): We requested to fill up 26 vacant DGM (F) post by getting relaxation in the eligibility criteria from the Management Committee. PGM (Pers) mentioned that the proposal for the relaxation in eligibility criteria a  MC  note is being prepared to include in the Management Committee Meeting agenda. 

(c) Diversion / utilization of  50% MT (internal ) of CAO post quota to the seniority quota : We requested to get included in the next BSNL Board being held on 27th May to discuss and decision on the Diversion /utilization of  50% MT  Internal CAO post quota (336 CAO Posts)  to the Seniority quota. PGM (Pers.) mentioned that efforts are being made to get included in the agenda of the BSNL Board

(d) Regularization of the date of Promotion of AGMs/DEs as 29.6.2018:We requested for the regularization of the date of Promotion of AGMs/DEs as 29.6.2018 irrespective of their date of joining duty and extension of subsequent benefits if any with respect to the date of Promotion on 29.6.2018 pursuant to the instructions contained in AGM (Pers.I) BSNL CO, New Delhi Letter dated 4.7.2018, 5.7.2018 & 6.7.2018. In this regard we informed that AIBSNLEA has written a letter to the GM (Pers) on 03.10.2018 along with the Clarification sought by the CGM Kerala Circle on 27.7.2018 but till date no clarification was issued by the Pers. Branch of the BSNL Corporate Office to Kerala Circle or other Circles. After detailed discussion PGM (Pers) assured to issue the clarification shortly.

Extension of FR 22(1) (a) (i) benefits to the Ex. Officiating JTOs w.e.from 1.1..2007: We requested DGM (Estt) to generalize the BSNL CO order dated 15.11.2018 regarding the fixation of Pay under FR-22 (1) (a) (i) with effect from 1.1.2007 to the officials, who were screening test passed & were officiating in the grade of JTO, to all Circles instead of limiting to some Circles alone and we also requested to withdraw the wrong Fixation order dated 22.12.2015.. After detailed discussion DGM (Estt) assured to relook into the matter based on our discussions.

a) Cancellation of GTI Nominations erroneously given and requested for Refund:  We requested for Cancellation of GTI Nominations erroneously given by the Executives in various Circles while opening of ESS Portal and refund of the wrongly deducted amount in March 2019 Salary on the basis of the list of Executives of various Circles furnished by AIBSNLEA  and Various Circles. Sr.GM (Estt) confirmed that a Committee headed by Sr.GM(Estt.) & Members as GM(SR), GM(CA) and GM (Trg.) along with association representatives has been constituted to discuss the matter in consultation with LIC authorities to get refund the GTI payment wrongly paid by some executives. We requested to convene the meeting at  the earliest to resolve the issue. Sr.GM(Estt.) assured an early action in this regard.

15.05.2019:  Meeting with PGM (Pers), BSNL CO:

 

GS, President met PGM (Pers) discussed regarding

 

(a)  DE to DGM promotion: We requested to expedite CPC from DE to DGM promotion to fill up all the vacant DGM(T) posts. PGM (Pers) informed that as per the direction given by Hon'ble CAT Chandigarh  seniority list of TES Group 'B'  officers and DEs have been prepared and submitted to the competent authority for approval. after receiving the approval only , the CPC will be expedited. We further requested for early action in this regard.

 

(b) CPC from CAO to DGM (Fin): We requested to fill up 26 vacant DGM(F) post by getting relaxation in the eligibility criteria from the Management Committee . PGM(Pers) assured to process the case for relaxation in eligibility criteria to the Management Committee shortly .

10.05.2019:                     DE to DGM promotion:

AIBSNLEA is making sincere efforts for DE to DGM promotion to fill-up all vacant DGM posts on Adhoc basis. Accordingly Pers. Cell of BSNL CO has initiated the process of DE to DGM promotion by calling APAR and VCR. All the APAR/ VCRs  of the eligible DEs have been received in Pers. Cell. The approval for conducting CPC from DE to DGM yet to be received by Pers. Cell from the competent authority. The seniority list of SDEs have been finalized by Pers. cell on the basis of rule 206 and has been submitted to the competent authority for approval. After the approval on SDE seniority list,  the DE seniority list is finalized and will be submitted to the competent authority for approval. As per the direction given by Hon’ble CAT Chandigarh CPC will be expedited on finalization of DEs seniority list.

The CPC will be expedited after the approval of the competent authority   on SDEs and DE seniority list only. Thus promotion orders from DE to DGM may be expected in the next week only.

Some associations is demanding DE to DGM promotion on regular basis ignoring the fact that the DGMs promoted on regular basis will not be governed by EPP and will be deprived from getting time bound promotion in E6 grade which is due in most of the cases in the month of October 2019. Most of the DEs are at present stagnated in the E5 grade, and on getting E6 grade under EPP they will be benefited by Two increments. In case these DGMs are promoted for regular basis  then they will be govern by BSNL MSRR provisions only and will be entitled for next time bound promotion in E7 grade  after 5 year as Jt. GM.

Thus these regularly promoted DGMs will be debarred to get benefit of Time bound promotion in E6 grade under EPP.  The fact remains that most of the DGMs being promoted in CPC will retire within 5 years in the grade of E5 only. In this manner these executives will be getting two increment less in their pay as well as pensionery benefits.

Some Association is claiming that let these promotion order be issued on regular basis thereafter they will get modified /amended the BSNL MSRR / EPP provisions. It is pertinent to mentioned that this association is well aware of  present ruling position then why they kept mum so far for amending the rules and how they are confident to get amended these rules immediately . it seems this association is interested to put these DGMs in Financial loss for their whole life for which reasons are best known to them. AIBSNLEA knowing all these facts is demanding DGM promotion on adhoc basis immediately and DGM regular promotion after Nov 2019.

DOP&PW advice to DOT on VRS in BSNL / MTNL: It is understood that DOP&PW has given advice to DOT on implementation of VRS in BSNL/MTNL i.e. VRS scheme proposed by DoT is as per DPE guidelines and is relevant for the employees of PSUs, who do not get pension under CCS Pension Rule on Volunteer Retirement. The pension of BSNL/ MTNL employees is regulated by CCS Pension rule and the same is paid by the Govt. from Consolidate Fund of India. Rule 37 A of CCS (P) Rule provides for volunteer retirement after completion of 10 years combined qualifying service these employees of BSNL/MTNL could be encouraged to go on volunteer retirement under the existing rule 37 A instead of offering the Ex gratia in addition to the normal pensionary benefits available in terms of rule 37 A of CCS (Pension) rules.

In accordance with the rule 37 A of those rules, their pension is also be paid by the Govt. DoT may, therefore, examine in consultation with DoPT whether, instead of offering them a Special Volunteer Retirement Scheme (VRS), these employees could be transferred to surplus cell for redeployment in DoT or other Govt. Departments of the Central Govt. for the remaining period of their service in accordance with the scheme of DoPT for redeployment of the surplus staff.

From the above, it seems that DoP&PW is not in favour of imposing VRS to those employees who have taken absorption in BSNL/MTNL and opted for combined service and are governed for Govt. pension under rule 37 A. Hence, AIBSNLEA demands DoT/ Govt. to extent financial support to BSNL/MTNL for their growth , maintenance & operations as per the recommendation given by the GoM earlier in 2013-14. 

10.05.2019:  6th ALL India Conference of AIBSNLEA at Vijayawada (AP): 
AIBSNLEA CHQ has already notified for holding of 6th AIC at Vijawada (AP) from 14th to 16th July 2019 and Pre AIC CWC meeting on 13th  July at the same venue. The CHQ Office Bearers, Advisors and Consultants meeting will be held on 12th July 2019 at 18.00Hrs. All the Circle Secretaries /Circle Presidents/CWC Members, CHQ office bearers, Advisors, Consultants and elected delegates are requested to inform their names and with the details of their arrivals and departure to the Host Circle representatives of AP Circle well in advance to make their stay comfortable.

The delegates are to be elected strictly on the basis of actual paid membership as per the provision of the constitution of AIBSNLEA. The delegates per 30 Paid members or part there of being not less than 20 subject to the minimum of two per branch shall be elected by the Branch /Circles. The Circle Presidents, Circle Secretaries, CHQ office bearers, Central Working Committee members shall be the ex-officio delegates. No observers will be allowed in the AIC.

The CHQ Office Bearers, Advisors, Consultants, CWC members, Circle Presidents and Circle Secretaries will be ipso-facto members of the Central Working Committee (CWC).

The resolutions and amendment of rules and by-laws proposed to be moved at the AIC meeting/All India Conference shall have to be given in writing to the General Secretary/ the concern Committee members so as to reach them at least 15 days ahead of the day of meeting.

All the Circle/District Secretaries are requested to immediately send the advertisements collection to the Souvenir Committee of host Circle immediately as per the decision taken in the 3rd CWC meeting of AIBSNLEA held at Dehradun (Uttarakhand) in August- 2018.

The 3rd AIC of ALL India Retired BSNL Executives Welfare Association (AIRBSNLEWA) has also been notified by AIRBSNLEWA to be held on 17.7.2019 at the same venue at Vijayawada (AP).

(a) Denial of First time bound promotion on 5 years under EPP by Pr CCA Kolkatta –reduction of Pension and Pensionary benefits:-
GS, President met Advisor(Finance) DOT and discussed regarding denial of first time bound promotion on completion of 5 years service under EPP by Pr CCA Kolkatta – reduction of pension and pensionary benefits. We further requested Advisor(Fin)DOT for his kind intervention to direct Pr CCA Kolkatta for the true implementation of EPP provisions to avoid reduction of pension and pensionary benefits.Advisor (Finance) mentioned that he will forward the case to Jt. CGCA, DOT, NICF campus, Gitorni, New Delhi to look into the matter and to issue clarification to Pr CCA Kolkatta to settle the cases. He assured an early action in this regard.

(b) CGHS facility to BSNL Pensioners:
We requested to Advisor (Finance)DOT to give clearance to DOT Estt. Cell draft proposal to reply the letter of ADG(HQ) Ministry of Health and Family welfare ,DG of Central Govt. Health Scheme (CGHS-III) dated 12/04/2019 address to all the Additional Directors ,CGHS regarding extension of CGHS facilities to the retired BSNL employees – CGHS Cards issue wherein it has been directed to take CGHS Contributions from BSNL Pensioners as per 7th CPC in consultation with DOT.The CCAS has to mention in PPOs of BSNL Pensioners that “Equivalent CDA Pay scales with Grade Pay” and “Range of Pay in CDA Scale not inclusive Pay “corresponding to 7thCPC. DDG (Estt.) DOT has processed the draft on mapping of 2nd PRC Pay scale with Grade Pay of 7th CPC for the purpose of payment of CGHS contributions of BSNL retirees.On the clearance of DOT internal finance of DOT the mapping of pay scales will be intimated to Ministry of Health for the Payment of CGHS Contributions of BSNL Pensioners. In some states the state CGHS authorities are not issuing CGHS Card to BSNL pensioners on this account. It is expected to get resolve the issue within this month itself.
GS,President also met Director (Estt.) DOT and under Secy(Estt.), DOT and confirmed the status of the case and they also confirmed that the proposal of mapping of scales has been sent to DOT internal finance for vetting/clearance for further communication to Ministry of Health.

08.05.2019:  Meeting with CMD, BSNL: GS, President & AGS (F) met CMD BSNL and discussed regarding

(a) DE to DGM Promotion: We requested CMD, BSNL to allow to conduct CPC from DE to DGM (T) promotion on Adhoc basis and to recast the final Seniority list of SDEs/DEs. CMD BSNL assured to discuss the matter with PGM (Pers) for early issuance of the promotion orders. 

(b) Diversion of 50% MT quota CAO posts to the seniority quota:  We requested CMD to consider diversion of 50% MT Internal quota of CAO posts numbering 336 posts to the seniority quota in the BSNL Board meeting scheduled to be held on 27th May, 2019. CMD assured to look in to the matter.

(c) HR Integration: We requested CMD that the HR integration already ordered in BSNL Corporate Office, New Delhi vide the BSNL CO Lr.No 500-53/2016/ERP/Per-I dated 24th January on the basis of the recommendation of BSNL Management Committee should be continued as per KPMG Recommendations. CMD mentioned that the matter is under consideration and will be discussed in the Management Committee of the BSNL Board today to re-examine the present system.  

(d) Merger of Circles: We enquired about the rumors in Social Media that BSNL Board has decided to merge nearby Territorial Circles to save the establishment cost. CMD BSNL mentioned that so for no such decision has been taken to merge the Territorial Circles but merger of Non-Recruiting Circles and the Circles in the same State may be considered in future.

(e) Revival of BSNL: We enquired about the Govt. view on revival of BSNL as proposed by DoT. CMD BSNL mentioned that now due to paucity of time the next Govt. may only take the call on this issue. However, he has suggested DoT to bring VRS in BSNL by offering 3rd PRC implementation which may attract more number of employees.                 

08.05.2019:  Meeting with PGM (Pers) CO, BSNL: GS, President & AGS (F) met PGM (Pers) CO, BSNL and discussed regarding


(a) DE to DGM Promotion:
 We requested PGM (Pers) to expedite the CPC from DE to DGM (T) promotion on Adhoc basis and to recast the final Seniority list of SDEs/DEs. PGM (Pers) mentioned that the proposal to re-initiate the CPC from DE to DGM has been sent to the Competent Authority for approval after taking the Legal Opinion on pending Court Cases/Judgements from CGM (Legal) BSNL CO on SDEs/DEs Seniority List. He further mentioned that after the approval of the Competent Authority on SDEs/DEs Seniority the CPC will be expedited to issue promotion orders from DE to DGM Adhoc. PGM (Pers) opined that in case everything goes smooth the Promotion order from DE to DGM may be issued in the next week itself.

(b) Diversion of 50% MT quota CAO posts to the seniority quota:  We requested PGM (Pers) to consider diversion of 50% MT Internal quota of CAO posts numbering 336 posts to the seniority quota in the BSNL Board meeting scheduled to be held on 27th May, 2019. PGM (Pers) assured to resubmit the proposal in the next BSNL Board Meeting.

08.05.2019:  Meeting with DIR (CM/EB/Finance) BSNL Board: GS, President & AGS (Finance) met with DIR(CM/EB/Finance) BSNL Board  and discussed regarding the HR Integration in BSNL Corporate Office. We requested them to allow the present system of HR Integration in BSNL Corporate Office as per the KPMG Recommendations. They assured to look in to the matter when it comes under the discussions in Management Committee.
FANI CYCLONE ADVERSELY AFFECTED THE BSNL SERVICES IN ODISA:
The devastating effect of the recent cyclone "FANI" in Odisha wherein a quarter of Odisha Circle is affected. 23 numbers of BTS towers are grounded in Puri town only. Circle has suffered a property loss of 70 crores. AIBSNLEA has requested CMD BSNL to extend extra financial support to Odisa Circle. AIBSNLEA appreciate the efforts of Odisa Circle BSNL employees for restoration of services on war footing.

Revival of BSNL/MTNL

On the issue of Revival of BSNL GS and President met the concerned Senior Officers of DoT and discussed regarding the DoT proposal for Revival of BSNL to be approved by the Union Cabinet. It is learnt that the proposal on Revival of BSNL/MTNL as directed by PMO was taken up with the Ministry of Finance, wherein MOF has advised DoT to reexamine the proposal and to submit to the next Government for consideration. It is understood that the Govt./DoT is now of the opinion that since the BSNL/MTNL Employees are covered with the Govt. Pension under Rule-37 A provisions then no ex-gratia/incentive can be offered to the Employees on the pretext of VRS.  For example MTNL Employees were given VRS twice when they were not paid Govt. Pension under Rule- 37 A. Thus Govt. is not considering financial support to BSNL/MTNL for VRS. Regarding monetization of BSNL/MTNL Assets it is to be decided that whether DEEPAM or DoT will do the Mutation process. Allocation of 4G spectrum to BSNL/MTNL will also be considered by the next Govt. only

03.05.2019:  Meeting with Advisor (Finance), DoT:  GS & President met Advisor (Finance), DoT Shri Dilip Pathey and greeted him on assuming the high office of Advisor (Finance), DoT. The following issues were discussed

a) Denial of First Time Bound Promotion causing reduction of Pension and Pensionary benefits in respect of retired BSNL Executives of Kolkata Telephones by the Office of CCA, Kolkata:   We expressed our serious concern against the denial of First Time Bound Promotion causing reduction of Pension and Pensionary benefits in respect of retired BSNL Executives of Kolkata Telephones by the Office of CCA, Kolkata. Even after the direction given by the Advisor (Finance), DoT Office to Kolkata CCA to stop reduction of Pension and Pensionary benefits by considering EPP Provisions in true spirit. Advisor (Finance) after detailed discussions assured to look in to the matter.

b) Extension of CGHS facilities to the retired BSNL Employees – CGHS cards issue – regarding:  We requested the Advisor (finance) to direct the CCA, Jaipur for taking up the issue of extension of CGHS facilities to the retired BSNL Employees in Rajasthan Circle in accordance with the relevant orders available from DoT and Ministry of Health. Advisor (Finance) immediately spoke with the CCA, Jaipur and directed him to settle the problems being faced by the retired BSNL Employees in availing CGHS facilities. CCA, Jaipur replied that the Medical and Health Authorities at Jaipur has raised certain objections which have been forwarded to DoT Headquarters, New Delhi for necessary action. Advisor (finance) advised CCA, Jaipur to send the copies of all the letters already sent to DoT for necessary action at his level.

02.05.2019:  Meeting with PGM(Pers.), BSNL CO : GS, President met PGM(Pers.) and discussed regarding DE to DGM promotion on adhoc basis. PGM(Pers.) mentioned that the CPC work from DE to DGM promotion is in progress. All the VCRs have been received. The seniority list of SDEs/DEs have also been finalized. He  assured to expedite CPC for issuing DE to DGM promotion at the earliest. We may expect DE to DGM promotion in the next week only.

CPC from CAO to DGM(Fin.) : We requested to initiate CPC from CAO to DGM(Fin.) to fill up 26 vacant DGM(Fin.) posts by taking MC approval for relaxation in the eligibility criteria. PGM(Pers.) mentioned that MC Memo is being prepared for taking approval from MC at the earliest.

02.05.2019:  Meeting with DGM(Estt.) BSNL CO: GS, President met DGM(Estt.) and discussed regarding wrong deduction of GTI payment. We requested that some executives have wrongly opted GTI scheme without knowing the details. Now they have requested to refund GTI amount paid wrongly. DGM(Estt.) informed that a Committee headed by Sr.GM(Estt.) & Members as GM(SR), GM(CA) and GM (Trg.) has been constituted to discuss the matter in consultation with LIC authorities to get refund the GTI payment wrongly paid by some executives.

30.04.2019:  DE to DGM Promotion: GS, President met Director(HR), BSNL Board wherein PGM(Pers.), GM(SR), OSD to Director(HR) were also present.

 

We requested Director(HR) to give approval for conducting CPC from DE to DGM. PGM(Pers.) informed that the Seniority list of SDEs/DEs have been finalized and the CPC work is in progress. All the VCRs are yet to be received from Circles through CVO Office. However the efforts are being made to expedite CPC for issuing DE to DGM Promotions at the earliest.

25.04.2019:  Meeting with Sr.GM (Estt): GS, President and AGS (Finance) met Sr.GM (Estt) and discussed regarding

a) Cancellation of GTI Nominations erroneously given and requested for Refund:  We requested for Cancellation of GTI Nominations erroneously given by the Executives in various Circles while opening of ESS Portal and refund of the wrongly deducted amount in March 2019 Salary on the basis of the list of Executives of various Circles furnished by AIBSNLEA  and Various Circles. Sr.GM (Estt) informed that so many representations have been received from various Circles for the cancellation of GTI Nominations and refund of wrong recovery made from March 2019 Salary. He assured to discuss the matter with GM (Trg) , Director (HR) and LIC authorities  for early resolution of the issue.

b) Extension of FR 22(1) (a) (i) benefits to the Ex. Officiating JTOs w.e.from 1.1..2007: We requested Sr.GM (Estt) to generalize the BSNL CO order dated 15.11.2018 regarding the fixation of Pay under FR-22 (1) (a) (i) with effect from 1.1.2007 to the officials, who were screening test passed & were officiating in the grade of JTO, to all Circles instead of limiting to some Circles alone and we also requested to withdraw the wrong Fixation order dated 22.12.2015. In this regard we informed the Sr.GM (Estt) that AIBSNLEA has written a letter to the DIR (HR) on 19.11.2018 but no action has been taken in this regard. After detailed discussion Sr.GM (Estt) assured to discuss the matter with the concerned DGM(Estt) for early settlement.

25.04.2019:  Meeting with PGM(Pers), BSNL Co:  GS president AGS (F) met PGM (Pers. ) and discussed regarding DE to DGM promotion on adhoc basis. PGM(Pers)  mentioned that the CPC work from DE to DGM promotion is under process. The VCRs have been called from CVO and on receipt of VCRs the CPC will be expedited. He further assured that efforts are being made to issue promotion order from DE to DGM on adhoc basis by end of this month itself.  We also requested to consider posting on promotion in the same circles or nearby circles where the DGM vacant posts are available. We further requested to consider request transfers of DGMs from one circle to other circle who have completed more than 2 years of service. PGM (Pers.) assured to look into the matter.

25.04.2019:  Meeting with GM (Vigilence ) o/o CVO  BSNL Corporate office: GS president AGS (F) met GM(Vigilance )and discussed regarding giving VCRs of the eligible DEs for promotion to the post of DGM. GM (vigilance) informed that CVO office has called the VCRs of the all the eligible DEs for the promotion to DGM from all the Circles vigilance cell. We explained to Director (HR) about the next TBP to DEs/ DGM(Adhoc ) under EPP from E5 to  E6 grade,  which is due in Oct 2019. It  will not be extended to these executives if regular promotion ordered in DGM grade  in view of BSNL MSRR 2009   provisions. Most of the Executives are stagnated in E5 grade  .To avoid  heavy financial loss to these executives in pay as well as pensionary benefits ,  We requested to consider Adhoc promotion  now and regular promotion in the Grade of DGM after Nov 2019. In this regard  we handed over our latter dated 23.04.2019 with relevant documents to Director (HR) for consideration.

After detailed discussion Director (HR) directed PGM (Pers.) to examine the matter in the light of EPP and BSNL MSRR provisions and to take decision in the manner where the executives are not put in loss.  PGM(Pers.) assured to look into the matter and  apprised that the VCRs and APARs of the eligible executives for DGM Promotions have been called from circles. He further mentioned that efforts are being made to issue DE to DGM  promotion order by the end of this month.

 

(b) Diversion of 50% MT quota CAO posts to the seniority quota: Director(HR), BSNL Board informed that the proposal for the diversion of 50% MT quota CAO posts (#336) to the seniority quota was included in the agenda of BSNL Board Meeting  held on 16.04.2019  but due to incomplete quorum, the matter could not be discussed. Thus the matter was deferred for next Board Meeting .

 

(c) CAO to DGM(F) Adhoc promotion: we requested to consider CAO to DGM(F) Adhoc promotion for the eligible executives. PGM (Pers.) informed that the  case is under process.

23.04.2019:  Meeting with PGM (Pers), BSNL CO : GS , President, AGS(F) and AGS(DR) met PGM(Pers.) and discussed regarding


(a) DE to DGM Promotion:
 We requested PGM(Pers.), BSNL Co for early issuance of the DE to DGM promotion order on Adhoc basis. Appeal of Host Circle regarding 6th AIC to be conducted at Vijayawada
 

All Circle/District Secretaries of AIBSNLEA are requested to put more efforts to collect more funds as assured in  CWC Dehradun in connection with 6th AIC to be conducted at Vijayawada on 14th, 15th & 16th of July-2019. In addition to three days conference, Pre- AIC CWC meet on 13th July-2019 and CHQ office bearers meeting on 12th July-2019 are to be conducted for which more fund are required.

15.04.2019: Meeting with CMD BSNL: GS met CMD BSNL & discussed regarding revival plan of BSNL being taken up by DoT in the Cabinet Meeting for consideration. CMD BSNL mentioned that Govt. is serious towards revival of BSNL and BSNL has to continue in the telecom sector.

(b) DE to DGM Promotion:
We requested CMD BSNL for issuance of promotion order from DE to DGM(T). CMD BSNL assured to discuss the matter with Director(HR), BSNL Board for early issuance of the promotion order from DE to DGM.

(c) Non Settlement of the pension fixation of BSNL pensioners by the CCA Kolkata:
We requested CMD BSNL for his kind intervention in the settlement of pension fixation cases of Kolkata by CCA. CMD assured to discuss the matter with Director(HR), BSNL Board and  to write to DoT for the settlement of the cases.

15.04.2019: Meeting with Director(HR), BSNL Board: GS met Director(HR), BSNL Board and discussed regarding


(a) DE to DGM Promotion:
We requested Director(HR), BSNL Board for early issuance of the DE to DGM promotion order on Adhoc basis. Director(HR), BSNL Board mentioned that the CPC work from DE to DGM promotion is advance stage & shortly VCRs are being called for the eligible DEs for promotion. She further assured for issuance of promotion order by the end of April, 2019.


(b) Diversion of 50% MT quota CAO posts to the seniority quota:
Director(HR), BSNL Board informed that the proposal for the diversion of 50% MT quota CAO posts (#336) to the seniority quota has been included in the agenda of BSNL Board Meeting to be held on  tomorrow (i.e. 16th April, 2019). We extended thanks for the kind consideration.

15.04.2019: Meeting with PGM(Pers.), BSNL Corporate Office, New Delhi: GS met PGM(Pers.) and discussed regarding:


(a) DE to DGM Promotion:
We requested PGM(Pers.) to issue promotion order from DE to DGM on Adhoc basis. PGM(Pers.) mentioned that the CPC is being conducted from DE to DGM(T) promotion on regular basis to fill up more that 1100 DGM(T) posts. He further clarified that existing DGM(Adhoc) will also be promoted on regular basis in addition to the new promotions so that these DGM(T) promoted on regular basis can look after the charge of Jt. GM/GM field units. We explained that most of the DEs being promoted as DGM are due for their time bound promotion in E-6 grade in Oct-2019 may be deprived from E-6 promotions on DGM Regular promotion as per BSNL MSRR provisions. PGM(Pers.) assured to look into the matter before taking the approval from Competent Authority.


(b) Diversion of 50% MT quota CAO posts to the seniority quota:
PGM(Pers.) confirmed that the matter of MT post diversion in CAO cadre has been included in the BSNL Board Meeting to be held tomorrow(16th April, 2019).

12.04.2019:  Cabinet Note on Revival of BSNL-

GS, President met concern officers of DOT and found that DOT has sent Cabinet Note on Revival of BSNL to consider three points (a) 4G spectrum allocation to BSNL (b) monitisation of BSNL land and(c) VRS to 54000 employees on Gujarat model.

The VRS has been recommended of 50 years above age employees on the existing pay only. 3rd PRC pay fixation in VRS is not under consideration.

The cabinet meeting is expected to be held on 15-4-2019.

5% incentive on ex- grasia is also recommended.

30% income tax deduction on ex-grasia will be there as "profits in lieu of salary" under section 17(3) of the Income Tax Act and the Employer would be liable to deduct tax on the same under section 192 of the I T Act.

The employees who opts VRS will also be loosing their increments of their left out service which will affect their pension for whole life.

In case 3rd PRC is implemented after VRS and on Revival of BSNL for the remaining employees, there pay may be revised notionally from a later date as happened in the case of 78.2% fitment order on BSNL pensioners & 73% order for MTNL, which will benefit them in terms of pension and pensionary benefits. But the employees taking VRS may not get the benefit.

The ex-grasia amount will be paid form amount of BSNLs land monitisation no funds from Govt.

Without having any roadmap for the operation and mtce of BSNL infrastructure may harm the quality of service and will further put BSNL into loss. The MTNL example is there where the VRS has been imposed twice but couldn't revive MTNL rather put in heavy loss. We feel that Govt should allow monitisation of BSNL land and the funds collected through this should be utilised for BSNL Operation and maintenance instead of imposing VRS. During next 3-years about 50000 employees will retire on their superannuation.

Thus Govt should drop VRS from revival plan of BSNL. VRS is neither beneficial to the employees nor to the BSNL.

Unions and Associations of BSNL are organising Protest Demonstrations throughout the country on 12-04-2019, against the implementation of VRS in BSNL.

11.04.2019:  Meeting with Director (HR), BSNL Board:

Director (HR). BSNL Board invited the Representatives of BSNLEU, NFTE, AIBSNLEA  & BSNLOA  for a meeting in view of the proposed Demonstration call given on 12.4.2019 against VRS  in the presence of GM(SR), GM (Restrg) & OSD to Dir (HR) and apprised  regarding the Revival Plan of PMO discussed in the presence of Group of Secretaries, CMD BSNL & CMD MTNL. Wherein after discussions direction was given to DoT to give the proposal on BSNL Revival mainly on three points i.e., 4 G Spectrum Allocation, Monetization of BSNL Lands and VRS. Accordingly DoT/BSNL has prepared the Cabinet Note to put up in the next Cabinet Meeting. This item may not be discussed in the Cabinet Meeting scheduled to be held on 12th April 2019 in view of that the Secretary (T) is on tour to abroad.

The representatives of the Unions & Associations expressed their serious concern against the arbitrary imposing of VRS in BSNL. Till date BSNL Management or Dot Administration has not discussed such proposals with the representatives BSNL Unions & Associations and its stake holders. Director (HR) mentioned that on 16th April 2019 BSNL Board meeting is taking place wherein all the representatives of   Unions & Associations will be invited to present their proposal for the Revival of BSNL and requested all the Leaders to withdraw the proposed Demonstration Call on 12.4.2019. All the Leaders explained that against the VRS proposal we are conducting Lunch Hour Demonstration on 12.4.2019 in a peaceful manner within the Office premises and without affecting the Services as a protest.

10.04.2019:    Why AIBSNLEA is opposing VRS?

Dear Comrades,

You are aware that DoT, under the instructions of PMO, has suddenly decided to roll out VRS Plan for BSNL/MTNL employees. BSNL Management has been assured that there will be no dearth the money to give effect to VRS proposal. Almost 54000 existing employees of BSNL are supposed to go out the roll of the BSNL on implementation of this VRS. This is done under the pretext of “Revival of BSNL/MTNL”.

You are also aware that all BSNL Unions and Associations barring a few,  have  decided collectively to oppose this move of the Government and  AIBSNLEA  is a party to this and accordingly Notice has been issued to the DoT/BSNL to hold protest demonstration on  12th April 2019.

The question is why have we taken such decision? Does it mean, we as Associations and Unions of BSNL do not have any concern for revival of BSNL from the ongoing crisis? Or, is it that we are indifferent about the interests of the individual members?  It is to everybody’s knowledge that the Unions and Associations of BSNL are very responsible Trade Union organizations and interest of BSNL is prime in their minds. For last couple of years the Unions and Associations have been constantly fighting for uplift of BSNL in the arena of cut throat competition. We have resisted every moves by the authority that be to inflict harm to BSNL directly or indirectly. Years before we have demanded to roll out 4G in BSNL to make it more competition fit. Other demands having financial implications e.g. payment of pension contribution on actual basic pay instead of maximum of pay scale have been demanded and pressed for by us. At the same time we have opposed the move of VRS even earlier. Why?

Association is aware that there may be individual members who, out of their own unique situation or personal financial equation may feel that VRS is up to his or her interest. AIBSNLEA is sensitive to the interests of individual members.

But we must understand that the issue like VRS at this crucial juncture cannot and should not be viewed through a narrow prism of individual gain or loss. We, the office-bearers at various level must try to weigh it on broader perspective. BSNL should stay healthy. There are employees who have long service life left. They should not be sacrificed for short term gain.

Our Association is not opposed to VRS par se. We are aware that in PSU systems, VRS is an accepted proposition. We are also aware that in some organizations VRS is implemented to the advantage of the organizations and the employees have been benefited as well. It is a win win situation there.   

In these organizations where VRS is successfully implemented, the entire road map is carefully chalked out on long drawn perspective. VRS is planned 2-3 years before. The targeted employees are identified carefully, mapping the need of the field and the action for suitable replacement is initiated well in advance. So that there is no shortage of man power.

The instant VRS proposal is brought in a hurry and it is apparent that actual purpose behind it is not the revival of BSNL but something else. Just considered the situation how and when such proposal is being hurriedly push through.

 A few weeks/months before unions and associations were demanding some important issues related to well-being of BSNL, even DOT / BSNL precipitated an agitation in BSNL . DOT and Ministry were not in a mood to consider any of such demand. Even at the instructions of the higher-ups payment of the salary of employees was stalled. Now when the entire country press into election mode and Model Code of Conduct is affected. Suddenly all this proposals were brought in the hasty move. BSNL Unions and Associations and other stake holders of BSNL have never been taken in to confidence or even consulted before taking such hasty decision. What is the reason?

We are sure this may be anything other than in the interest of BSNL. By such move they want to harm BSNL and make it in a retrograde situation in the competitive scenario. Privatization may also be hidden agenda.                                                                                      

On the contrary, consider the case of MTNL where VRS has been implemented twice so far. But the net result is that MTNL became weaker and weaker at this. Now when DOT is proposing VRS in MTNL for the third time to reduce 10000 employees, MTNL is having at present 22000 employees and already experiencing acute shortage of working hands in the field units. The revenue hits at the lowest bottom. The strength of employees has been reduced   drastically but so is the customer base and revenue earning. None in DOT/Govt is interested to look at it. It is as if, reducing the employees is their ultimate objective and not revival of MTNL. One can easily understand what is going to happen in MTNL in coming few days.

For BSNL, VRS is being thought of only from one angle. Let the strength of the employees be reduced so that present wage bill is reduced. But there is no consideration about the resultant impact in the field units. We are certain that minimizing the working hands by applying mindless VRS without having any regard to its immediate retrograde impact in the field, cannot serve any meaningful purpose in the way of reviving of BSNL. It will go in MTNL way. One VRS will follow another VRS but crisis will continue. Unmindful reduction of staff will lead to a situation where offloading of day to day maintenance work will be assigned to the petty contractors. Cost will be enhanced but efficiency will be reduced resulting into steady loss of customers and revenue. We cannot have opportunistic approach on such a vital issue which will affect the BSNL and its employees.

10.04.2019:  Meeting with PGM (Pers):  GS, President, AGS (Fin.) met PGM(Pers.), BSNL CO and discussed regarding

(a) DE to DGM Promotion: We requested PGM(Pers), BSNL CO to issue promotion orders from DE to DGM at the earliest. PGM(Pers) mentioned that now  new   CPC has been constituted to conduct CPC since the earlier CPC minutes were not approved by the competent authority in due time. the CPC   work is in progress. The objections raised by some executives have been examined and being put up to the competent authority for clearance to finalize the  DE  seniority list to consider for DGM(T)  promotion to fill up 891 vacant DGM (T) posts. Shortly the VCRs of the eligible DEs will be collected from circles and efforts are being made to expedite CPC from DE to DGM within two weeks time to issue promotion order to the grade of DGM (T) on regular basis. The existing Adhoc DGM(T) and DGM(F) will also be promoted on regular basis. 

(b) Promotion from DGM(T)/ DGM(F) to Jt GM post : We requested to issue promotion order from DGM(T)/ DGM(F) to Jt GM post so that they can look after charge of GM in the field units. PGM (Pers.) assured an early action in this regard as per the requirement of  BSNL  field units.

(c) Diversion of Internal MT quota of CAO  posts to seniority quota: We requested PGM(Pers.) to consider diversion of 50% MT Internal quota of CAO posts numbering 336 posts in the BSNL Board meeting scheduled to be held on 16th April, 2019. PGM (Pers)  informed that  as per the request of our association the matter has been sent to the BSNL board for consideration and approval in its meeting being held on 16th  April  2019.

(d) Consideration of request / tenure transfers of SDEs / DEs / DGMs : We requested for the consideration of pending request / tenure transfers of SDEs / DEs / DGMs. PGM pers mentioned that all the pending applications and stay particulars of tenure stations are being examined in Pers. cell and shortly the genuine request  / tenure  transfer order will be issued .

As per the call of the AUAB, thousands of Executives and Non-Executives participated in the Massive Rally  to Sanchar Bhawan held today. Large number of AIBSNLEA members from all over India participated in the said Rally. The rally started from Eastern Court, BSNL CO, New Delhi at 11:45 hrs and the same was converted to huge meeting at Jantar Mantar.

Com. Chandeshwar Singh, Chairman, AUAB, presided over the meeting. The meeting was addressed by Com.Tapan Sen, General Secretary, CITU, Com. Kango, Vice President, CITU. Com. P. 04.04.2019:  Meeting with DGM (Estt-I) : GS and President met DGM (Estt) and discussed regarding cancellation of GTI Nominations erroneously given by the Executives in various Circles while opening of ESS Portal. We also intimated that the access to update the GTI option in ERP backend has not been provided to Circle/SSA DDOs. As such updation to opt out of GTI could not be done in SAP by the concerned DDOs based on the representations submitted by the Executives and recovery was made in March 2019 Salary. DGM(Estt-I) informed that so many representations are received from various Circles for the cancellation of GTI Nominations and refund of wrong recovery made from March 2019 Salary and assured that Establishment Branch CO, New Delhi will issue a letter to GM(Training) for necessary guidance to resolve the issue shortly.

03.04.2019:  Meeting with CMD BSNL : GS, President met CMD BSNL and discussed regarding:-

 (a) Meeting with PMO on Revival of BSNL/MTNL : We enquired about the outcome of the meeting With  PMO  yesterday  on revival of BSNL/MTNL.  CMD confirmed that a presentation on BSNL Revival plan was made to PMO by him and mentioned that PMO is seriously working for revival of BSNL he confirmed that 4G spectrum will be allocated to BSNL shortly, Monetization of BSNL's non-core land may be decided by DoT and VRS to BSNL employees from the age of 50 onwards will be offered. Regarding HR issues of BSNL employees are under consideration in DOT only these issues were not taken up in PMO meeting.

(b) Letter of Comfort on Bank Loan: On Letter of Comfort given by DOT to BSNL Banks have raised certain queries from DoT which has been sent to DoT to clarify, so that Banks can grant loan to BSNL. 

(c) DE to DGM Promotion: We requested CMD BSNL to consider DE to DGM(Engg.) promotions  to fill-up 891 vacant DGM posts since CPC has been completed 3 months before and the VCRs are expiring in the first week of April-2019.CMD mentioned that CPC work is in progress and Pers. cell is making efforts to issue promotion order shortly .

03.04.2019:  Meeting with Advisor (Finance ), DoT : GS and President met Advisor (Finance ) , DoT and discussed regarding :

a. Letter of Comfort to BSNL for Bank loans : Advisor (Finance)  DoT mentioned that BSNL has sent letter for giving some clarification to Banks to availing loan by BSNL for OPEX , shortly the clarification will be given by DOT to enable BSNL for taking loan from Banks.

b. Financial support to BSNL : Advisor (Finance)  mentioned that after the meeting with PMO, DoT will issue instructions that BSNL premises will be given on lease basis only to private parties and even to Government offices including DOT Term Cell / CCAs.  All the CCAs have been directed to help BSNL in completing  the mutation of lands at the earliest so that  BSNL Land / buildings can be leased out immediately . DOT Term cell / CCA offices have been directed even to pay electricity bills of their office to BSNL.  Already instruction has been issued to pay salary by DOT to the BSNL staff working on deputation in DOT.in this manner BSNL’s revenue will be increased by  20%  . DOT is making efforts to arrange payment of interest amount of Rs 2371 Crores against the BWA spectrum refund delay.

c.  VRS  in  BSNL :  Advisor (Finance)   mentioned that VRS in BSNL will be offered to the employees of age 50 years and above . reduction of age from 60 to 58 years may be decided by the next government as recommended by DOT / BSNL.

c. Timely disbursement  of salary to BSNL employees : Advisor (Finance)  informed that for the disbursement  of February, 2019 salary ,DOT released Rs 500 crore to BSNL and will ensure that salary disbursement in due time.

e. Regarding Pay revision and Pension revision of BSNL Employees / Retirees: Advisor (Finance) mentioned that pay revision of BSNL employees is under consideration it will take some time for decision. Regarding pension revision of BSNL employees Advisor (Finance)  assured that  he will discuss the matter with DDG (Estt.) to reply to DOP&PW letter at the earliest

 f.  Denial of 1st Time bound Promotion under EPP after 5 years by Pr CCA Kolkata : we expressed our serious concern against the denial of 1st Time bound Promotion under EPP after 5 years by Pr.CCA Kolkata despite the direction/ clarification by DOT Kolkata Pr. CCA. denial of 1st Time bound Promotion under EPP after 5 years by Pr. CCA Kolkata. Advisor (Finance ) mentioned that after our last meeting the necessary instructions from DOT HQ were issued to Pr CCA Kolkata for settling  all the cases of BSNL pensioners under EPP provisions in true spirit . He assured to provide the copy of the letter given to Pr CCA by DOT in the next week to us.

03.04.2019: Meeting with DDG( Estt .) DOT : GS &  President met DDG (Estt.) , DOT and discussed regarding :

Pension revision of BSNL Retirees: We requested DDG(Esrtt.) for sending reply to DOP&PW   letter dated 08.03.2019 (<<<Click here for letter>>>) regarding revision of pension of the absorbed combined service pensioners of BSNL/MTNL from 01.01.2017. DDG (Estt.) Mentioned that the pension related file is under submission to Secretary (T) Office on some queries  and on returning the file ,the DOP&PW  letter for reply will be  submitted to the competent authority  for approval. He  also mentioned that DOP&PW has not replied the query made by DOT that whether pension revision can be delinked from pay revision of BSNL serving employees .

(c) Diversion of Internal MT quota of CAO  posts to seniority quota: We requested PGM(Pers.) to consider diversion of 50% MT Internal quota of CAO posts numbering 336 posts in the BSNL Board meeting scheduled to be held on 4th April, 2019. PGM (Pers)  mentioned that due to paucity of time this item can  not be included in the BSNL Board meeting being held tomorrow. However, efforts will be made to bring this issue in the next BSNL Board meeting by delinking from HR plan.

(d) Allowing looking after arrangement from DE to DGM(T) after one year where the  DGM promotion was declined : We requested to issue instruction to AP Circle for allowing looking after arrangement from DE to DGM to the DEs who declined their DGM promotion in the last CPC and have completed more than 1 year. PGM Pers spoke over telephone with GM (HR) AP circle and clarified the ruling position in this regard to give look after arrangements and advised him that they can seek clarification from BSNL CO. if required.

02.04.2019:  Today PMO hold the meeting on Revival of BSNL/MTNL :

It is reliably learnt that the PMO today hold the meeting on revival of BSNL/MTNL. The Meeting was chaired by the Principal Secretary to the Hon’ble Prime Minster. Secretary (T) along with some Senior Officers of DoT and CMD BSNL/MTNL attended the meeting.

On revival of BSNL Plan, CMD BSNL gave the Presentation wherein DoT has been asked to submit the Note based on the discussions and decisions taken in the meeting at the earliest.  It is understood that PMO has assured to allocate 4G Spectrum to BSNL immediately, Monetization of BSNL's non-core land may be decided by DoT and VRS to BSNL employees will be applicable from the age of 50 onwards instead of 56 years age ( About  1,10,000 BSNL employees comes under the age of 50+ ). DoT/BSNL will submit the final draft on the basis of the discussions and decisions to PMO shortly. PMO also clarified that BSNL should exist and immediately no disinvestment is proposed. Reduction of age from 60 years to 58 years is ruled out by PMO at present.

It is also understood that the HR issues of BSNL employees concerning to Pay Revision and Pension Revision were not discussed in the meeting.

02.04.2019:  GS, President, AGS(Fin.) met Director(HR), BSNL Board and discussed regarding

(i) DE to DGM Promotion: We further requested Director(HR), BSNL Board to issue promotion orders from DE to DGM at the earliest since VCRs are expiring this week. PGM(Pers) mentioned that the CPC work from DE to DGM(T)  is in progress and efforts are being made to issue promotion order in the 2nd week of April, 2019.

(ii) Diversion of Internal MT quota of CAO  posts to seniority quota: We requested Director(HR), BSNL Board to consider diversion of 50% MT Internal quota of CAO posts numbering 336 posts in the BSNL Board meeting scheduled to be held on 4th April, 2019. Director(HR) further directed PGM(Pers) to look into the matter for an early action.

(iii) Presentation on BSNL/MTNL revival to PMO: Director(HR) confirmed that today at 15.00 Hrs our CMD BSNL along with Secy(T), DoT will give the presentation to PMO on revival of BSNL.

01.04.2019:  PMO is holding meeting on Revival of BSNL/MTNL on 2nd April, 2019:

It is reliably learnt that PMO is holding meeting on revival of BSNL / MTNL on 02.04.2019. In the revival of BSNL Plan, the 4G Spectrum allocation to BSNL, Pay revision of BSNL employees, Pension revision of BSNL retires, Payment of pension contribution on actual basic pay and monetization of BSNL's non-core land etc. may be discussed.

Massive March to Sanchar Bhawan on 05.04.2019


Alongwith other Circles mainly surrounding Circles i.e. Haryana, Punjab, UP(West), Rajasthan & ALTTC Ghaziabad of AIBSNLEA Circle Secretaries are requested to take urgent steps for mobilising maximum number of our members for participation in the Massive March to the Sanchar Bhawan, to be held on 05.04.2019 as per the call given by AUAB.

28.03.2019:  Meeting with Sr.GM (Estt): 

GS and President met Sr.GM (Estt) and discussed regarding

(i) Extension of FR 22(1) (a) (i) benefits to the Ex. Officiating  JTOs W.e..from 1.1.2007: We requested Sr.GM (Estt) to generalize the BSNL CO order dated 15.11.2018 regarding  the fixation of Pay under FR-22 (1) (a) (i) with effect from 1.1.2007 to the officials, who were screening test passed were officiating in the grade of JTO, to all Circles instead of limiting to some circles alone and we also requested to withdraw the wrong Fixation order dated 22.12.2015. We also produced the Govt.of India Gazette Notification for the fixation of pay under FR- 22(1) (a)(i)  w.e.frorm 1.1.2006  In this regard we informed the Sr.GM(Estt) that AIBSNLEA has written  a letter to the DIR (HR) on 19.11.2018 but no action has been taken in this regard.
After detailed discussion SR.GM (Estt) assured to look in to the matter.

28.03.2019:  Meeting between CMD BSNL and the representatives of the AUAB:
A meeting between the representatives of the AUAB and Shri Anupam Shrivastava, CMD BSNL, was held today the 28.03.2019. Ms. Sujata T. Ray, Director (HR) was also present. Com. P. Abhimanyu, Convenor, AUAB, Com.Chandeswar Singh, Chairman, AUAB, Com.K. Sebastin, GS, SNEA, Com. Prahlad Rai, GS, AIBSNLEA, Com. Pathak, AGS, AIGETOA, Com. Suresh Kumar, GS, BSNL MS, Com. Rewati Prasad, BSNL ATM and Com.Kabeer Das, GS, BSNL OA, participated in the meeting. The following issues were discussed.

(1) Imposition of break-in-service under FR 17 A: The AUAB has already written to the CMD BSNL, stating that break-in-service under FR 17 A, cannot be imposed on BSNL employees, since it is not part of the CDA rules. In today’s meeting, the representatives of AUAB insisted for expeditious action by the Management, on this issue. The CMD BSNL and the Director (HR) assured to do the needful.

(2) Wrong calculation in the wage cut:
The representatives of the AUAB pointed out that the wage cut, for participation in the 3 day strike, has been done based on wrong calculation. That is, the three day wages has been arrived, by taking 28 days as a month’s salary. Instead, a month’s salary should be calculated as 30 days. As a result, more money has been deducted from the salary of the employees. Further, three days wage cut should be calculated on basic pay and DA only. But in many places, this calculation has been done wrongly. The CMD BSNL and Director (HR) assured to do the needful on this.

(3) March to Sanchar Bhawan - provoking instruction given by the BSNL Corporate Office:
The SR Branch of the BSNL CO., has sent an instruction to the CGMs, directing that the principle of ‘no work no pay’ should be implemented on those employees who take part in the March to Sanchar Bhawan. It was pointed out by the AUAB representatives that, as per rules, the principle of ‘no work no pay’ cannot be imposed on employees for their participation in the rallies. Responding to this, the Director (HR) said that, she was not aware of any such instruction having been issued by the Corporate Office, and assured to look into it.

The CMD BSNL informed the representatives of the AUAB that, the March salary will be paid to the employees on time and he also told that this payment of salary is being made purely from BSNL’s own earnings.

28.03.2019:  Meeting with CMD BSNL : GS, President met CMD BSNL and discussed regarding:-

(a) Invitation to inaugurate 6th AIC at Vijaywara : We requested CMD BSNL to inaugurate 6th AIC of AIBSNLEA  as Chief Guest on 14th July 2019 at Vijaywara along with Dir(HR) Smt Sujata Ray as Guest of honor. CMD BSNL and Director (HR) accepted our invitation to inaugurate 6th AIC at Vijaywara.

 (b) DE to DGM Promotion: We requested CMD BSNL to consider DE to DGM(Engg.) promotions  to fill-up 891 vacant DGM posts since CPC has been completed 3 months before and the VCRs are expiring in the first week of April-2019.CMD assured to discuss the matter with Director (HR) for an early action.

 (c) Diversion  of  MT Internal Quota Posts: We requested CMD BSNL to take the approval of BSNL Board for the diversion of 50% MT internal quota posts numbering 336 CAO posts  to the seniority quota posts since the Management Committee of BSNL Board has already recommended the diversion of these 336 CAO(MT Posts). 28.03.2019:  Meeting with Director (HR). BSNL Board: GS & President and AGS(Finance) met Director (HR) BSNL Board and invited to attend inaugurate session of 6th AIC at Vijaywara on 14th July 2019 as Guest of Honor. Director(HR) assured to attend the conference. PGM(Pers.) and OSD were also present in the meeting.

(a) DE to DGM promotion: We requested to issue DE to DGM (Engg.)  promotion orders at the earliest as the VCRs are expiring in the first week of April-2019. PGM(Pers.) mentioned that DE seniority list is being examined and promotion orders may be issued in the 2-3 week of April-2019.

(b) Diversion  of  MT Internal Quota Posts: We requested Director(HR) BSNL Board to take the approval of BSNL Board for the diversion of 50% MT internal quota posts numbering 336 CAO posts  to the seniority quota posts since the Management Committee of BSNL Board has already recommended the diversion of these 336 CAO(MT Posts). 26.03.2019:  Meeting with Director (HR) BSNL Board : GS, President and AGS(Finance) met  Director (HR) BSNL Board in the presence of PGM (Pers), GM(SR)  and OSD to Dir(HR) and discussed regarding:-

(a) DE to DGM promotion: We requested to issue early promotion order from DE to DGM (Engg.) to fill-up 891 vacant DGM posts since CPC has been completed 3 months before. Director (HR) immediately directed PGM (Pers) to take immediate action for the early issuance of the Promotion orders. PGM (Pers) informed that the DEs Seniority List is being finalized on the basis of the Hon’ble Court Judgements   and there after only the promotion orders will be considered.

(b) Utilization of 336 MT CAO internal Quota Posts: We requested for consideration of further promotion in the cadre of CAO by Utilizing 336 MT CAO internal Quota Posts which was already recommended by the Management Committee to the BSNL Board. Director (HR) immediately directed PGM (Pers) to process the case for approval in the next Board Meeting being held on 4th April 2019.

(c) E1+ 5 increments benefit to JTOs/JAOs:  We requested Dir(HR) to take the approval of the BSNL Board on E1+ 5  increments benefits to JTOs/JAOs as already approved by the Management Committee of the BSNL. Dir(HR) assured to look in to the matter.

26.03.2019:  Meeting with PGM (Pers.): GS & President met PGM (Pers.) and discussed regarding:-

(a) DE to DGM promotion: We requested to issue early promotion order from DE to DGM (Engg.) to fill-up 891 vacant DGM posts, since the CPC has been completed three months before. PGM (Pers) informed that the DEs Seniority List is being finalized on the basis of the Hon’ble Court Judgements and there after only the promotion orders will be considered.

(b) Consideration of request/tenure transfers of DEs/AOs: We requested for consideration of request/tenure transfers of DEs/AOs. PGM (Pers) assured to look in to the matter.

(c) Regularization of the date of Promotion of AGMs/DEs as 29.6.2018: We requested the PGM (Pers) to regularize of the date of Promotion of AGMs/DEs as 29.6.2018 irrespective of their date of joining duty and extension of subsequent benefits if any with respect to the date of Promotion on 29.6.2018 pursuant to the instructions contained in AGM (Pers.I) BSNL CO, New Delhi Letter dated 4.7.2018, 5.7.2018 & 6.7.2018. PGM (Pers) informed that due to pending Contempt case in respect of SDE to DE Promotion in the Hon’ble CAT Chandigarh the clarification/regularization orders could not be issued by the Personal Branch at present. However, after the settlement of the Contempt case necessary orders will be issued in this regard.

(d) Status of Court Cases:

(i) JTO (T) to SDE (T) Promotion : JTO(T) to SDE(T)  promotion Contempt case in the Hon’ble CAT Ernakulum is posted for next hearing on 27.5.2019

(ii) AO to CAO Promotion Status Quo case : AO to CAO promotion Status quo case came up for hearing on 19.3.2019 and after argument the case was posted for next hearing on 26.4.2019. However the BSNL Management is filing Writ Petition in the Hon’ble High Court Chandigarh.

(iii) SDE to DE (T) Promotion Contempt Case:  SDE(T) to DE(T) promotion Contempt case in the Hon’ble CAT Chandigarh  is posted for next hearing on 27.5.2019

(e)  PA to PS Promotion in respect of AP Circle: We requested the PGM (Pers) for the early issuance of PA to PS promotions orders in respect of AP Circle. PGM (Pers) informed that the file has been approved in this regard.

(f) PS to PPS Promotion in respect of Karnataka Circle: We requested the PGM (Pers) for the early issuance of PS to PPS promotions orders in respect of Karnataka Circle. PGM (Pers) assured to look in to the matter.

25.03.2019: BRIEF OF THE OPEN SESSION HELD IN CONNECTION WITH THE C.E.C. OF AIBSNLEA MAHARASHTRA CIRCLE ON 22.03.2019 AT KOLHAPUR : 

An open session was held during the First Circle Executive Committee meeting of the AIBSNLEA Maharashtra Circle on 22.03.2019 at 11.30 hours in the Digambar Jain Auditorium, Kolhapur.

Hon'ble Member of Parliament Shri Yuvaraj Sambhijiraje Chatrapati was the Chief Guest.  Com. Prahlad Rai, GS AIBSNLEA CHQ, Com. K.P. Nair, AGS (GD), Com. C.M. Saste, OS(W), CHQ,  Shri V G Patil, DGM (CFA), Kolhapur were present besides  Circle Secretary Com. A G Joshi, Circle President Com Rajesh Parulekar, Circle Financial Secretary Com. Kokate.

CEC was inaugurated by the dignitaries on the dias by lighting the lamp.   Function started with Saraswati Vandan. Daughter of Shri Sasi, JAO, Pune has performed wonderful dance programme.

All the members on the dias were welcomed and felicitated.

District level Leaders of  SNEA, BSNLEU, NFTE, SEWA, FNTO and office bearers of retired association were also present, felicitated and addressed the gathering.

Com. A G Joshi, Circle Secretary  welcomed one and all and briefed about the circumstances under which BSNL is passing through.   He urged one and all to be united in the crucial time and work hard to improve the financial position of the BSNL and also to support the CHQ of AUAB in fulfilling the proposed actions of AUAB for not only improving the BSNL financial condition also in order to achieve all the demands of the workers.  He extended all the support of entire Maharashtra Circle to GS AIBSNLEA and requested  to go ahead with the activities  He also requested Hon. M.P. Shri Yuvaraj Sambhijiraje Chatrapati  ji to support BSNL for its revival.

Com. Prahlad Rai, GS AIBSNLEA briefed about the present financial condition of the BSNL, reason and circumstances led to the present situation. Com. Prahlad Rai in his address mentioned that at the time of formation of BSNL 3.5 lakhs employees got absorbed in BSNL and these employees got 43000 crores profit in the earlier year.    Com Rai mentioned that the policies of the DoT / Govt. of India has led to the present circumstances of the BSNL.  DoT has assured the rural deficit charges against the rural services provided by the BSNL with 34000 exchanges, and DoT has stopped the payment of rural deficit charges based on the recommendation of the TRAI, whereas BSNL continued with its services in rural areas without the refund of rural deficit charges.  BSNL employees has reduced loss to half at 4000 crores in 2015-16 and made operative profit in the year 2014-15.  However, after the introduction of Reliance Jio with 8 months free services has affected the revenue due to price war.  Com. G S mentioned that the call drop in BSNL is much less as compared to any other service provider.   The request of BSNL management to allot 4G spectrum one and half year back but it has not been considered by the DoT till date .  The issue of allotment of 4G spectrum was raised many time in the Parliament and MoC has also assured to allot the 4G spectrum.  Inspite of BSNL installing 4G equipment and awaited for the allotment of 4G spectrum, the request has not been considered by the DoT.  This has also resulted in the revenue loss of BSNL, as BSNL has failed to meet the 4G demand of the customer, as against the 4G services provided by other service providers.

GS further mentioned that when all the operators are availing loans from the Banks, BSNL is not allowed to avail the loan facility and the request of BSNL to issue letter of comfort to avail the loan is also not considered.  This has also affected the revenue position of the BSNL has BSNL could is unable to compete with other services providers due to the negative approach of the beaurocrats in  the DoT.   He mentioned that first time in the history of DoT/BSNL, wages of the employees were not paid in time and the salary of the employees for the month of February 2019 was paid on 16.3.2019.

He also pointed out that the pension contribution is being collected by the DoT on the maximum of the pay scale as against the decision of the Govt. of India to collect it on the minimum of the basic.  This has also adversely affected the financial position of the BSNL.

GS further stated that DoT has collected huge amount in excess from the BSNL on allotment of 3G by allotting the same at the highest rate by not allowing BSNL to participate in the bid.   DoT has forcefully allotted the 3G spectrum to BSNL without giving any option to choose the circles.  This has also affected / contributed to the present financial position of BSNL.

GS further stated that as against the release of 2500 crores to BSNL, DoT has paid only 500 crores.  40% of the employees are involved in carrying out the NOFN project of the Govt. of India.   He mentioned that BSNL is carrying out  all the important project of the Govt. of India, Military services are also being met by the BSNL.  At every occasion, BSNL is only reaching the public during the crisis of natural calamity.  He pointed out that it is mandatory for the Govt. of allow BSNL to remain in service to protect the interest of the nation, security of the nation and to protect the larger interest of the public.

He informed that once the BSNL is not in the service sector, private operators will increase the tariff rate as per their whims and fans which is adversely affect the customers.

He demanded that BSNL employees are eligible for pay revision with 15% fitment at par with the other Govt. departments, as it was the need of the Govt. to form the BSNL from DoT.   The demand of the employees are very well justified. 

He also demanded that the pension revision of the retired officers and staff is the need of the hour, as the pension revision of all the staff and officers worked in the DoT has already been revised and that of the BSNL is not revised due to the reason that pay scale of BSNL employees has not been revised.  He mentioned that there was no such condition at the time of formation of BSNL and pay revision of the BSNL employees are no way connected with the pension revision of the retired employees, as the pension of all other employees retired from all other department has already been revised. 

Revision of pension is no way related to the profit and loss of the BSNL, as the retired employees are not contributing anything for the growth of the BSNL and they are no way responsible for the financial position of the BSNL and such stand of the DoT is irrelevant and not justified.

He has requested Hon. M.P. to use his good offices in resolving the issue by fulfilling the commitment given by the DoT at the time of formation of BSNL and also the assurances given by the MoSC to the AUAB representatives in the meetings held on 24.2.18 and 3.12.2018. 

Com Prahlad Rai also briefed about the activities of the AUAB at CHQ level, status and outcome of various trade union action, postponement of the indefinite strike in the month of December, details about various discussions with the MoC / DoT / BSNL management on the demands of the AUAB.  He also assured that AUAB will go to any extent to get the issues settled in favour of the employees with the support and co-operation from the field. He requested one and all to be united and support the AUAB of CHQ.    

Shri Yuvaraj Sambhajiraje Chatrapati, Hon. Member of Parliament in his address mentioned that the demand of the BSNL employees for the PRC is well justified, as when other Govt. departments are entitled for the pay and pension revision, BSNL employees are also eligible for pay revision and pension revision for the retired employees. 

He mentioned that the BSNL network is very good and appreciated the BSNL in providing the network coverage in the rural areas of the Maharashtra.  He also stated that even though there are various service providers, every family has at least one BSNL connection due to the reason that the network is available throughout the country in all the nook and corner of the rural areas.    He also mentioned that in the case only the private operators’ business is only  to be promoted, there was no need of formation of BSNL and commencing the services. 

He mentioned that due to the BSNL providing network in the nook and corner of the rural villages, villagers are able to contact the hospital  and public utility services away from about 40-60 kms from the villages head quarter. 

He extended his support for continuing the BSNL services for the larger interest of the nation and assured to take up the issue with the new government for settling the grievances of the BSNL employees.

While concluding the speech, Hon. M P advised GS AIBSNLEA to meet him at New Delhi and brief the issues to pursue with the Govt.
