Sh. Adhir Kumar Singhal , PGM (Pers) on 02-04-2023 to
deliberate on current pressing
matters. The meeting was very fruitful.
Addressing the
Mounting Frustrations in AO to CAO Promotion :
In light of the escalating frustrations among executives
awaiting promotion, particularly from AO to CAO, despite
the recent release of the final judgment from Hon'ble
CAT Chandigarh on O.A. No.060/1435/2018 & Others on
February 26, 2024, we emphasized the urgency of taking
necessary steps to expedite the issuance of AO to CAO
promotion orders. PGM (Pers) underscored that the
pending promotions are of great concern to BSNL
management. Additionally, acknowledging the significance
of the judgment, PGM Pers highlighted the possibility of
seeking recourse in higher court in accordance with
prevailing DOPT guidelines. Reassuringly, CMD has
scheduled a detailed meeting on this matter for the
current week, affirming BSNL management's commitment to
exploring all legitimate avenues for expediting pending
AO to COA promotions.
Expediting
Pending SQ Promotion Orders:
We reiterated our request for the prompt release of SQ
promotion orders from SDET to AGMT, as previously
assured to be issued by the end of March 2024. PGM Pers
acknowledged the assurance provided and clarified that
all DPC works have been completed timely. However, the
Election Code of Conduct currently serves as a limiting
factor, with the release anticipated immediately after
the conclusion of the electoral process.
Ensuring Timely
Conduct of LICE and SQ Promotion Orders:
In response to our inquiry regarding scheduled LICE, PGM
(Pers) affirmed its timely conduct, along with the
issuance of SQ promotion orders across all cadres,
ensuring adherence to established timelines.
Streamlining
Inter-Circle Long Stay Transfer Orders:
We advocated for the minimization of inter-circle long
stay transfer orders as per operational necessity,
citing the challenge posed by the executives and their
presently working circles. Additionally, we appealed
against the immediate ERP Struck off of officers already
under inter-circle transfer order. Encouragingly, PGM
Pers expressed positivity towards our requests, assuring
careful consideration of the suggestions put forth by
AIBSNLEA.
Immediate
Release of Pending Promotions for PWBD Candidates:
We pressed for the immediate release of pending
promotions of PWBD candidates for vacancies from VY
2016, in line with recent clear guidance issued. PGM
shared that management is actively assessing all
necessary details for granting promotions to all
eligible officers tagged PWBD, complying with all the
latest guidelines .

13.03.2024GS: Sh Shaji V and President: Sh Raj Pal Sharma met Shri
P K Purwarji CMD BSNL on 11-March-2024 and discussed the
following matters.
1.1.Pending AO to CAO Promotion
We expressed the ongoing frustrations of the executives
awaiting promotion, particularly from AO to CAO, for an
extended duration. Given the recent release of the final
judgment from Hon'ble CAT Chandigarh on the O.A.
No.060/1435/2018 & Others on 26-02-2024, we earnestly
urged CMD BSNL to expedite the issuance of promotion
orders from AO to CAO. We commended CMD BSNL for
engaging a senior lawyer from the Hon’ble Supreme Court
of India to hasten the finalization of the case and for
promptly releasing the judgment upon our continuous
advocacy.
Leaders of AIBSNLEA emphasized the importance of
expediting the AO to CAO promotions, recognizing the
prolonged delay in this specific promotion. CMD BSNL
acknowledged our concerns and engaged in a half-hour
discussion on the matter. CMD BSNL suggested that BSNL
could streamline the promotion process by converting all
vacancies into LICE quotas. While we appreciated his
proactive approach, we requested against this route.
After the enriching half-hour discussion, CMD BSNL
reiterated his commitment to release the pending
promotions, specifically from AO to CAO and from DGM (ad
hoc) to DGM (regular). CMD BSNL warmly encouraged
AIBSNLEA leaders to present any practical solutions we
may have for the promotion at any juncture and assured
us of his openness to further discussions. We applauded
CMD BSNL for his unwavering dedication to swiftly
issuing the promotion orders.

highlighting the need to address grievances concerning
the recruitment rules for the position of DGM(DR) in the
Telecom/Finance streams.

Today the GS ,
President, and Dy GS met GM (Training & Recruitment) of
BSNL to address the reason for the postponement of the
Scheduled Limited Internal Competitive Examinations (LICEs).
Inquiring into the reasons behind it, GM elucidated that
numerous CGMs and officers across various regions in
BSNL had urged BSNL management to defer the exams. This
was due to the substantial influx of leave requests from
applicants, posing a significant challenge to meeting
the financial targets set for Circles and Employees.
Following this, BSNL
management promptly reached out to the agency
responsible for conducting the LICEs and requested for
the exams to be rescheduled. The agency has affirmed its
readiness to administer the exams on any forthcoming
dates. GM assured that the exams could be feasibly
scheduled for any time post-March 2024.

Office Circle convened on 26-02-2024, at CTO Sabhagar,

have accumulated a total stay of more than 22 years
within the territory of the Telecom Circle, with ages
below 56 as of 31/03/2024. This list is for facilitating
Inter Circle Transfers.
